NEW DELHI, AUG 25 (AGENCIES): The Su preme Court on Thursday agreed to consider a plea seeking a review of its earlier judgment upholding the constitutional validity of anti-money laundering provisions, including the powers of arrest and sei zure. The court said it would re-examine two pro visions of the Prevention of Money Laundering Act (PMLA), one with respect to providing a copy of the Enforcement Case Infor mation Report (ECIR) to the accused and another related to the burden of proof on the accused re garding innocence. A Bench headed by Chief Justice N V Ramana said prima facie the two is sues, including not provid ing the ECIR, required re consideration, and sought a response from the Centre on the issue. During the hearing, se nior advocate Kapil Sibal, appearing for the review petitioner, MP Karti Chidambaram, said the Act could be looked into if the court was review ing its judgment. However, Justice Ram ana did not accede to this request. “There is no need for an elaborate hearing. We three (Justice Dinesh Ma heshwari and Justice C T Ravikumar) feel there are two aspects in the judgment that need to be looked into. We support the amendments to the Act and feel the object of (those) is noble. We are in full support of the preven tion of black money. Our country cannot afford such offences,” said the Bench. Earlier, the court had held the ECIR could not be given the same status as that of a first information report (FIR) and by that logic the accused under the PMLA Act did not have the right to get hold of the internalTherecord.ECIR is a caserecord document of the Enforcement Directorate (ED) and it comprised prime facie charges against the accused. The ED is the federal agency given the powers to investigate money laundering under the PMLA.Another provision un der review is Section 24 of the PMLA, dealing with the burden of proof. It states when a person is ac cused of having committed the offence under Section 3 (offence of money launder ing), the burden of proving innocence shall be on the accused.Experts said the pro vision was the bedrock of the rule of law and could be revoked only by special legislation.Meanwhile, Solicitor General Tushar Mehta (on behalf of the Centre) said the review of the Act would send a wrong mes sage in the international sphere.“We are part of a larg er global structure. Any deviation will be detri mental to India in terms of financial aid,” he said. The matter was listed on Wednesday and review petitions are usually dis cussed in closed chambers. However, after the deliberations, the Bench decided to conduct an open court hearing in the matter.

In a representation addressed to the addition al deputy commissioner (ADC) of Tuli, LKM president Washimong Sadem Longkumer and general secretary Temjen toshi stated that the victim along with one lady was arrested by Assam police on August 16 at Anaki village jurisdiction, which it said, was “under Tuli sub-division, Langpang kong range, Mokokchung district”.The conference claimed that she was re leased on payment of Rs. 50,000, allegedly demand ed by “officer in-charge of Gelekey Police Station.” It claimed the alleged arrest of the accused by Assam police was made “beyond its jurisdiction as the place of arrest fell under Anaki village ju risdiction within the ter ritorial boundary of Tuli sub-division, under Mo kokchung“Assamdistrict.”police have illegally intruded beyond its limit without prior in formation or permission from its official counter part or concerned village authority”, LKM claimed. On the day of arrest and as per report of the doctor at Gelekey PHC, Gelekey Assam, LKM claimed “the physical health condition of the ac cused was fit and robust”, however, it was apparent from the face of the vic tim that he was “brutally beaten, manhandled and tortured by the Assam police and lodged at Siva sagar district jail, Assam.” After six days of ar rest, LKM said “to the family’s surprise in par ticular and people of Na galand in general”, it was on August 21 at around 8.30 am, the accused vic tim’s father received a phone call from officer-incharge of Gelekey police station informing that his son (the victim) was not feelingLKMwell.stated that the family rushed to Sivasagar Assam “only to find out that the victim was already dead under mysterious cir cumstances and the dead body was kept outside the Verandah at Joysagar Civil Hospital, Sivasagar, Assam”Pointing out that po lice were meant to protect the public, be it accused or innocent civilians, LKM said the barbaric act on the part of Assam police and other government agencies handling the “brutal mur der” of an accused under their custody was “beyond humanTheimagination”.conferencesaid this created a “fear psycho sis” among the commu nity in the bordering state of Assam and Nagaland and demanded that the concerned “pressurise” a thorough investigation through judicial probe. We will keep an eye on the BJP and its future actions,” he added.

NEW DELHI, AUG 25 (PTI): Road Transport and Highways Minister Nitin Gadkari on Thursday hit out at its detractors for “con cocting” his statements for a “nefarious and fabricated” campaign for political mile age. The outspoken min ister, who last week was dropped from the BJP par liamentary board, hinted at taking legal recourse in the larger interest of the govern ment and the party. “Today, once again, efforts were being made to continue the nefarious and fabricated campaign against me for political mileage on my behest by some section of mainstream media, social media and some persons in particular by concocting my statements at public pro grammes without context or correct reference,” he tweeted. He tweeted a YouTube link of his speech made at a book launch function on Tuesday that was selectively being used on social media. “Although, I’ve never been disturbed by such mali cious agendas of fringe ele ments but all concerned are hereby warned that If such mischief continues, I will not hesitate to take them to the law in the larger interest of our Government, Party and millions of our hard working Karyakartas,” he tweeted tagging BJP presi dent J P Nadda and Prime Minister’s Office (PMO). A storyteller, Gadkari had at the book launch nar rated an old incident where he had taken up the cause of building a road to a village in Maharashtra and had told the concerned official that if he stood by him it was fine but even otherwise it was fine with him. “... I am not bothered about the consequences but I will do this job. If possible stand by me else I am not bothered,” he had said at the book launch referring to his conversation with the concerned official. This statement was cut to project on social media to say as if he was not bothered about losing his position. In particular, Aam Aadmi Party’s Sanjay Singh had tweeted that truncated video, asking why Gadkari was saying this. “BJP mein bahut badi gadbad chal rahi hai (there is something amiss in BJP),” he tweeted on Thursday morning.

The objective of the yatra, which will touch 12 states and the national capital, was to strongly oppose the Narendra Modi gov ernment at the Centre and the RSS agenda for the country. It was also aimed at uniting all the democratic and secular groups to prevent the ruling dispensation at the Centre from retaining power in 2024, he also said.

BJP leader Sonali Phogat’s death: Autopsy conducted

1943, soldiers of different branches of the Indian National Army were deployed on the fronts. Durga Malla was posted in the Intelligence Branch. Durga Malla was also deeply concerned about the subjugation of India and the pathetic condition of the country. Therefore, he joined the freedom struggle to free the country from the shack les of slavery. This was the time when the police in Dehradun was frantically arrest ing freedom fighters. As a result, freedom fighters started migrating to other places from Dehradun. To dodge the police, Durga Malla, who was a young student, went away to the house of a relative at Dharamshala in HimachalHowever,Pradesh.theAllied forces were routed by the Japanese army in South East Asia and it was then that a group of Indian soldiers became convinced that they served no purpose fighting for the British. Posted in the Intelligence Branch he often had to go on secret missions to gather informa tion about areas of strategic importance in the hilly tracts across the Burma border. He, along with some other fellow soldiers entered the hilly area of the then greater Assam across Burma & Nagaland border. There he used to collect and send im portant information regarding matters of strategic importance to the headquarters of Indian National Army in Rangoon despite the shortage of supplies, ammunition and weapons and adverse geographical condi tions. On 27 March 1944, when Durga Malla was on a mission to collect informa tion of the enemy camps, he was captured by the soldiers of the enemy side at Ukhrul in Manipur near Kohima. He was kept in the prison at Red Fort as a Prisoner of War before he was prosecuted and finally given the death sentence on 25 August 1944. After his arrest, Durga Malla as a prisoner of war. He was prosecuted by the military court under section 41 of the Indian Army Law and section 121 of the Indian Penal Code. He was given death sentence by the Court Martial, the court of trial before which he was tried at Red Fort. Before the death sentence was finally executed, the British authorities tried to coax Major Durga Malla into confessing the wrong and promised him a grant of remission if he could do so. But it was against the wishes of Veer Durga Malla whose only objective was to get the country free. He preferred to embrace the gallows rather than accepting the proposal of the British rulers. All persuasions having failed, Durga Malla’s wife Smt. Sharda Devi was brought before him at the prison cell as the last resort. British authorities were of the opinion that she would persuade her husband to apologize. But Major Malla yielded to no devices of the British authorities. On the contrary, he gave his wife his last words by saying “Sharda, I am sacrificing my life for the freedom of my motherland. You need not be worried and distressed. Crores of Hindustanis will be with you after my death. The Sacrifice I am offering shall not go in vain. India shall be free. I am confident, this is only a matter of time”. On 15th August 1944, Veer Durga, the great patriot, was taken to Delhi Central Jail from the Red Fort. After ten days, on 25th August 1944, he was sent to the gallows. Thus ended the journey of one nobler son of mother India who laid down his precious life at the altar of Freedom. Durga Malla’s Physical body is no more but he sacrificed himself after leading a meaningful life of only 31 years and became immortal. In honour of his valour and selfless spirit of sacrifice, the Government of India has installed a statue of Shaheed Durga Malla in Parliament House. His death anni versary 25th August is observed as Balidan Diwas by the Gorkhas across the nation.

Even as the overworked and much criticized En forcement Directorate (ED) sleuths continues to pursue their task with renewed determination, the opposition across India as well as neutral observ ers are rightly concerned that economic offences do not seem to be the goal for justice but use of central probe agencies to target political opponents. A few days before Nitish, who again backstabbed BJP and was to be re-sworn as chief minister, a popular news paper had a cartoon showing supposedly ED Sleuths scurrying to get to Bihar as there was urgent work to be done. That work became expectedly clear when the ED began raids on RJD leaders as well as issuing summons on the leaders of the JDU-RJD-Congress etc. alliance. The drama over the Delhi Liquor Scam continues as the ED has not actually succeeded in getting what it wanted from Delhi deputy chief minister Manish Sisodia. He has now alleged that a BJP leader had promised cash and chief ministership if he jumps ship. The Aam Aadmi Party (AAP) has countered by alleging that BJP leaders offered Rs.20 crore to each of the 40 AAP legislators to defect. Perhaps the AAP should have asked the ED to probe the allegations in order to unearth the facts. Today the ED is like a hound of the ruling party and ready to pounce on any matter involving opposition politicians. Unfortunately, the sins of the opposition leaders under ED scanner are washed clean when they join the BJP. Never in its history has India ever seen the central probe agencies being used to the extent of politically destabilizing op position ruled states. Besides Sisodia and Bihar depu ty chief minister Tejashwi Yadav (RJD) who are under ED scanner, others who are in custody include NCP legislators Nawab Malik and Anil Deshmukh. The Gandhis- Sonia and her son Rahul- are also among leaders who may be placed in custody. The other notable opposition politicians already in the ED’s dock include - Congress leaders like P. Chidambaram and D.K. Shivakumar; Nationalist Congress Party leaders, Sharad Pawar and Praful Patel and Samajwadi Party chief Akhilesh Yadav. On the other hand, high profile politicians like TMC leader Mukul Royand former Congress leader Himanta Biswa Sarma under ED scanner in the Saradha Chit Fund scam were left off the hook after they joined BJP. Andhra Pradesh chief minister Jagan Mohan Reddy was charge sheeted in a money laundering case but so far ED has not pur sued it. BJP leaders such as Yeddyurappa, Narayan Rane, MP chief minister Shivraj Chouhan, former Congress leader Jyotiraditya Scindia, former TMC leader Suvendu Adhikari and several Shiv Sena rebel MLAs and MPs etc are off the hook for the time being. Of course, merely being questioned or even placed under ED custody does not mean one is convicted unless the charges are proved beyond doubt in a court of law. However, the feeling gaining ground is that central probe agencies are becoming political tools to settle scores or unseat political governments does not serve the interest of justice. Perhaps the only way is for a constitutional amendment where the Supreme Court and ECI take the call before ED goes after those allegedly involved in economic offences. The problem however is that political parties once in power are not keen to relinquish hold over these agencies. S martphone manufac turing has taken off in India, we now have the capacity to expand optical fibre-led connectivity vastly and 5G services could help us achieve inclusive growth. As India embarks on its journey of an Amrit Kaal (literally, an auspicious period) towards 100 years of freedom in 2047, technology and digital infrastructure will be key drivers of inclusive economic growth. A study by the Indian Council for Research on International Economic Relations (Icrier), found that a 10% increase in internet penetration can increase the country’s gross domestic product (GDP) by 1.08%. India has witnessed a major technology transfor mation in the last five years and emerged as the sec ond fastest growing digital economy (McKinsey, 2019), with Indian companies hav ing developed competence in high-quality manufacturing across the value chain, rang ing from the manufacture of smartphones to network equipment and optical fibres. Make in India for the domestic market as well as exports: As the second largest mobile phone manu facturer in the world after China, India is in a fairly good position. The Indian smartphone market was val ued at $139 billion in 2021 and is expected to reach $281 billion by 2028, growing at a compound annual growth rate (CAGR) of 10.5%. The size of the Indian optical fibre and accessories mar ket is projected to reach $1.66 billion by 2026, at a CAGR of 17.2% from 2019 to 2026. This presents an opportunity for these sectors to emerge as champions of the government’s ‘Make in India’ initiative, catering not only to the domestic market, but also export markets as the government negotiates trade agreements with major exportOndestinations/thedomestic front, there is a fundamental need to ensure widespread fiber ization across the country for telecom proficiency. Cur rently, only 33% of towers in India are fiberized, which is dwarfed by the number in developed countries, placed at beyond 70% of their total. While this gap remains wide, India is more than capable of creating its own infrastruc ture to deliver indigenous 5G services.WithPrime Minister Narendra Modi’s Digital India programme laying a strong foundation for the enhancement of Indian tech nological capabilities, the country’s Atmanirbhar mis sion of self-reliance seems to be yielding tangible gains in this domain.Sustaining high and inclusive growth would also depend on fast-track broad band connectivity, which in turn will generate high demand for digital infra structure. Anticipating this, in the past decade, Indian manufacturers have invested more than `5,000 crore in optical fibre manufacturing facilities. This has created around 400,000 jobs by way of direct and indirect em ployment. India’s annual optical fibre capacity has already increased to around 100 million fibre km, while the domestic consumption is around 46 million fibre km. Indian manufacturers are thus confident of supporting the country’s rising demand as government initiatives like the Bharatnet Phase III and Smart City missions, plus 5G rollout due in September 2022, take effect. India’s import dependency in this field is low. First, the party’s Members of Par liament (MP) shortlist the top two candidates among all aspirants and then nearly 150,000 registered members of the party vote to elect their next leader. To most, this is an appealing and healthy innerparty democratic process. Except, it can backfire, as it has done for the Conservative Party. The complication A healthy internal democracy implies a competitive electoral process to choose its next leader, which will inevitably lead to mud slinging and bare talk about the state of the party and maligning other party leaders. All these can be rich fodder for the opposition to dent the party’s standing among the wider public. The further complication is that the MPs’ candidate of choice is different from the party mem bers’ choice, which in turn may be different from the candidate preferred by the wider public. If the party’s membership is in dis sonance with the public, then such an internal election will throw up a leader who may not resonate as well with the voters as some other party leader, and end up weakening the party rather than strengthening it.

The Indian conundrum

Reader’s note: Articles or letters published in any of the columns do not reflect the view of this newspaper nor that of the Editor in any manner. Post-mortem OPINION/EDITORIAL6 Nagaland Post VOL. XXXII NO. 261 DIMAPUR, FRIDAY, AUGUST 26, 2022 NAGALAND POST, DIMAPUR FRIDAY, AUGUST 26, 2022

O ne of the big conundrums of Indian democracy that agitates political observers and commentators is the lack of internal democracy in all political parties. When the Indian republic has been served very well by its ardent commitment to democratic ideals, the notion that all political parties have eschewed inner party democracy confounds observers. Recent incidents in more mature democracies may provide some clues to explain. Internal competition in US and UK American President Joe Biden is helping former Presi dent Donald Trump. Farcical as it may sound, it is a true statement, albeit not the whole truth. Both Biden’s Democratic Party and Trump’s Republican Party have robust inner party democracy to choose candidates and leaders through ‘primaries’ where regis tered voters of the party vote in an internal election. The Republican Party now is strongly divided between the pro-Trump faction and the anti-Trump faction. Its rival Democratic Party has sensed that general voters prefer an antiTrump candidate and hence it is in its best interests to face a proTrump candidate in the mid-term elections. So, they are explicitly pumping resources and money to pro-Trump candidates in the primaries to help them defeat anti-Trumpers. Which seems to be working well so far. Eight out of the 11 anti-Trump candidates have lost. In short, a competing politi cal party has meddled with and exploited the internal democratic process of its rival to its advantage. “All your bills are going up and up and up. Taxes have risen to highest levels in 70 years. We are predicted to have a recession. You make promises you can’t keep. The worst crisis for a generation. Why should the public trust you?” These are public statements made by senior leaders of the Conservative Party about the cur rent economic situation in the UK. The only problem is that they are castigating their own party that has been in power for the last 12 years! Sure enough, the opposition Labour Party released a video of all these statements with the title ‘How do the Tories think they are doing?’ that went viral, caus ing further embarrassment to the Conservatives.Thesestatements were made by Conservative leaders during a public debate among all candi dates in an internal party election to select the next leader of the party and thus, the prime minister.

DailyDevotion Sacrifice and Friendship I have called you friends… —John 15:15 We will never know the joy of self-sacrifice until we surrender in every detail of our lives. Yet selfsurrender is the most difficult thing for us to do. We make it conditional by saying, “I’ll surrender if…!” Or we approach it by saying, “I suppose I have to devote my life to God.” We will never find the joy of self-sacrifice in either of these ways. But as soon as we do totally surrender, aban doning ourselves to Jesus, the Holy Spirit gives us a taste of His joy. The ultimate goal of self-sacrifice is to lay down our lives for our Friend (see John 15:1314). When the Holy Spirit comes into our lives, our greatest desire is to lay down our lives for Jesus. Yet the thought of self-sacrifice never even crosses our minds, because sacrifice is the Holy Spirit’s ultimate expression of love. Our Lord is our example of a life of self-sacrifice, and He perfectly exemplified Psalm 40:8, “I delight to do Your will, O my God….” He endured tremendous personal sacrifice, yet with overflowing joy. Have I ever yielded myself in absolute submission to Jesus Christ? If He is not the One to whom I am looking for direction and guidance, then there is no benefit in my sacrifice. But when my sacrifice is made with my eyes focused on Him, slowly but surely His molding influence becomes evident in my life (see Hebrews 12:1-2). Beware of letting your natural desires hin der your walk in love before God. One of the cruelest ways to kill natural love is through the rejection that results from having built the love on natural desires. But the one true desire of a saint is the Lord Jesus. Love for God is not something sentimental or emo tional— for a saint to love as God loves is the most practical thing imaginable. “I have called you friends….” Our friendship with Jesus is based on the new life He created in us, which has no resemblance or attraction to our old life but only to the life of God. It is a life that is com pletely humble, pure, and devoted to God.

C ountless Gorkhas have fought and made sacrifices for our beloved na tion. From the freedom struggle to the heights of Kargil, Gorkhas have always been at the forefront in the defence of our country. Shaheed Durga Malla belongs to the front rank of Gorkha heroes martyred for the cause of our country’s freedom. He epitomized the fighting spirit and ardent patriotism of Indian Gorkhas. The Gorkha community for long has been associated with the military history of our country. Major Durga Malla stands out, as he sacri ficed his life for our nation at the young age of 31. Here I bring you the story of Major Durga Malla on his 78th Dead Anniversary. Born on 1 July 1913 in a small village called Doiwala in Dehradun (Uttarakhand), to Ganga Ram Malla who was a jamadar (present-day naib subedar) in the Gorkha Rifles in the military, Durga Malla was a laborious, dedicated, and bright student in his childhood. Durga Malla was the eldest of the four sons of Parwati Devi and Ganga Ram Malla. Over time, this family was blessed with three more sons and three daughters. Since his childhood, Durga Malla was different in nature from other children of his age. Besides having a keen interest in sports, particularly football, Durga Malla has a great fascination for literary and social activities. He was very good at studies. But due to the absence of proper educational facilities in Doiwala area, he had to join Gorkha Military Middle School, at present Gorkha Military Inter College, near Dehradun. He was greatly inspired by the promi nent Gandhian freedom fighters of Deh radun like Thakur Chandan Singh, Veer Khadagabahadur Singh Bisht, Pandit Ish waranand Gorkha and Amar Singh Thapa. The Dandi March of Mahatma Gandhi in 1930 to violate ‘salt rule’ started generating patriotic sentiments in the heart of Durga Malla, motivating him to take part in the freedom struggle. He could see the vision of the freedom of India under the leadership of Mahatma Gandhi. He would often enter the Gorkha battalion area at night with his friends to stick posters of the freedom struggle and also took part in processions of the freedom fighters. Gandhi’s vision infused in him patriotic sentiments and he began to envision a free India. Durga Malla was in his youth in 1930. He always remained worried and restless at the plight of the Gorkha society. In 1931, when he was only 18, he joined the 2/1 battalion of the Gorkha Rifles. Seeing his excellent performance in the training, he was quickly promoted to the post of Signal Hawaldar. In 1941, during World War II, when the Japanese aggression had intensified, the 2/1 battalion of Gorkha Rifles were ordered to advance towards the war field Just three days after his marriage Durga Malla got an emergent call from his unit. He was called back for war by the Army even before his newly married bride Sharda Devi could get acquainted with him. Being a true patriot, Durga Malla did not get upset while leaving his newly married bride alone back at home. He marched for war with utmost courage. The formation of the Indian National Army represented a milestone in the history of India’s freedom struggle. Durga Malla was one of those who played an important role in the formation of the Indian National Army. In 1942, he not only joined this Army with a patriotic zeal but also inspired his fellow men to join it. Initially, Durga Malla was given the responsibility to mobilize volunteers for the Indian National Army from different Gorkha battalions. Later, by virtue of his patriotic feel ings, his sense of duty towards his country, and his valor, he earned a promotion to the rank of Major. When after the formation of the Provisional Azad Hind Government under the supreme command of Netaji Subhas Chandra Bose war was declared against the Allied Forces on 25 October

The Congress party in India is currently in the middle of an internal organisational process to choose its next president. Before you start imputing motives, let me clarify that I fully support the idea of an internal election to choose the next leader, if necessary. The risks of manipulation of an in ternal election by rival parties or external agents are real. Like the Conservative Party, there is the added risk of the Congress party’s membership base or electoral college not being truly reflective of the wider public’s opinions. It can also further divide an already weakenedNevertheless, party. an internal vote can also energise the party’s rank and file through participation in an election spectacle and legitimise the choice of the leader. This can be an invaluable benefit for the Congress in its current situ ation, far outweighing the risks. The examples from the US and the UK present a counter to the much-vaunted appeal of internal democracy within political par ties, generally acclaimed to be a holy grail. In fact, there has been a clamour by the UK media com mentators to do away with the internal election of the party and have a group of MPs choose the next prime minister. But choosing a party’s leader when in power, like the Conservative Party now, is entirely different from electing a leader when not in power. The legitimacy that a vibrant internal election bestows on an elected leader of a political party is a clear and huge argument in its favour. There are several nuances, com plexities and ‘realpolitik’ factors to consider before indulging in a public display of internal elections. Regardless, it is amply evi dent that inner party democracy is neither the panacea for all ills plaguing Indian politics nor the magic pill to strengthen the insti tution of India’s political parties, as it is purported to be. Different parties in India need to adopt and tailor practices to choose their leader in accordance with their specific situation and time. There is no one formula. Perhaps, that is why, in a still frail and fledg ling democracy like India where even elected leaders are bought and sold, like shares on a stock exchange, no political party has dared to attempt a full-fledged internal election to choose its leaders, save for the Indian Youth Congress. derly development at a time of global anxiety over the possible misuse of telecom equipment in ways that could go against our national interests, there is the trusted product initiative, by which clearances are given to trust ed products that telecom operators can install in their networks under the National Security Directive on the telecommunication sector. This framework can also act as a tool to restrict the import of telecom components from certainStrengtheningcountries. India’s advantage: The country awaits the rollout of 5G services later this year, an event that would take the Indian telecom market fur ther up the sophistication curve. This launch, along with favourable policies, will open the door wider for investment by private players in various services that require state-of-the-art connectivity. India is a key participant in international supply chain resilience ini tiatives, and with several trading partners willing to source products and services from the country, we are well placed to play a bigger role in global technology product manufacturing and exports. Our domestic industry is equipped to tackle the grow ing demand, and therefore it is crucial that the policy framework is conducive to catapulting this still-nascent sector towards not just do mestic but also global suc cess. The country’s policies and regulatory framework should continue to foster the industry’s growth in alignment with the ‘Make in India’ vision. For technology to drive inclusive growth in India, manufacturers must scale up their capabilities and invest in R&D and inno vation. Along with adequate government support, this will help make India selfreliant. NEW DELHI, AUG 25 (PTI): Was there applica tion of mind while consider ing remission, the Supreme Court asked on Thursday and issued notice to the Cen tre and the Gujarat govern ment on a plea challenging the release of 11 convicts in the 2002 case of Bilkis Bano’s gangrape and murder of her family members. A bench headed by Chief Justice N V Ramana asked the petitioners to im plead all 11 who have been granted remission as parties in the matter. The bench, also comprising Justices Ajay Rastogi and Vikram Nath, posted the matter for hearing after two weeks. Bilkis Bano was 21 years old and five months pregnant when she was gan graped while fleeing the riots that broke out after the Godhra train burning in 2002. Her three-year-old daughter was among the seven killed. The 11 men convicted in the case walked out of the Godhra sub-jail on August 15 after the Gujarat government allowed their release under its remission policy. They had completed more than 15 years in jail. The plea in the apex court has been filed by CPI(M) leader Subhashini Ali, journalist Revathy Laul and activist Roop Rekha Rani. Deliberating on the issue that has led to huge debate on the issue of relief in such heinous cases, the court said the question is whether there was applica tion of mind while consider ing the issue of remission and whether it was within the parameters of law. “Day in day out, those who are convicted and com plete their sentence, they are eligible for remission…. What is the exception?” the bench observed. Is that suf ficient to say they are not en titled for remission, it asked. During the hearing, senior advocate Kapil Sibal, appearing for the petition ers, referred to the facts of the case and said several people, including minors, were killed and a pregnant woman was raped.

CHENNAI, AUG 25 (PTI): Actor Khushbu Sundar’s tweet against the release of men involved in rape has set off a series of reactions and debate and her party the BJP on Thursday main tained that the release of 11 convicts by Gujarat in the Bilkis Bano case was as per law and there was absolutely no politics involved. A leading women’s outfit said it was time for persons like Khushbu to introspect, adding secular, democratic forces are the right destination to fight for women’s honour and rights. National president of BJP’s women’s wing Vanathi Srinivasan said that through her tweet, Sundar has conveyed that injustice must not befall on women and there is absolutely no second opinion about that. In this specific matter of release of 11 convicts by Gujarat, the due process of law was followed and the state government took a decision following the recommendations of a com mittee that made a complete scrutiny of each and every case, she Thissaid.process was fol lowing a Supreme Court directive on a petition filed by a convict. “The (Gujarat) government followed due process of law. They were not released for political rea sons,” Srinivasan told PTI. Sundar had tweeted: “A woman who is raped, assaulted, brutalised and her soul scarred for life must get justice. No man who has been involved in it should go free. If he does so, it’s an insult to humankind and womanhood. #BilkisBano or any woman, needs sup port, beyond politics n ide ologies.Also,Period.”the actor had posted related tweets subse quently. In one of the tweets, Sundar said: “And it’s the same party that takes pride in partying for convenience that supported & rejoiced remission release of #Per arivalan by #DMK. said. On August 23, the apex court had agreed to consider listing the plea challenging the grant of remission by the state to the life convicts. The plea referred to the sequence of events of the case recorded in judicial files and said, “It is submitted that on such facts, no right thinking authority applying any test under any extant policy would consider it fit to grant remission to persons who are found to have been involved in the commission of such gruesome acts.” “It is further submitted that it would appear that the constitution of members of the competent authority of the respondent No.1 (state of Gujarat) also bore al legiance to a political party, and also was sitting MLAs. As such, it would appear that the competent authority was not an authority that was en tirely independent, and one that could independently apply its mind to the facts at hand,” it said and quoted media reports to buttress its contention.

Secretary D Raja wondered if there is unanimity in the views ex pressed by Khushbu Sundar and Vanathi Srinivasan. The Supreme Court agreeing to hear a petition challenging the Gujarat government’s remission of 11 convicts is the first vin dication that their release is unacceptable, he told PTI. “Khushbu Sundar has raised genuine questions to defend the rights of victims. How ever, will the BJP listen to her sane voice,” Raja asked.

According to officials, over 3,700 kg of explosives will be used to raze the twin towers. Over a period of three weeks, the skel etal structures of the twin buildings were rigged with explosives for the scheduled implosion.Edifice Engineering, the firm hired to demolish the twin towers, confirmed that the charging process - placing of explosiveswas completed on Monday evening. “We had made a schedule to complete the charging process by August 26. We had kept a buffer pe riod for ourselves in order to make sure that the work gets completed in any case well before the scheduled demo lition at 2:30 pm on August 28,” an Edifice official said. Safety measures Given the number of explosives and scale of demolition, over 5,000 residents of Emerald Court and ATS Village societies –areas likely to be affected by the demolition – will be evacuated ahead of the demolition on Sunday. Over 2,500 vehicles will also be removed. Additionally, emergency services will also be made available in the vicinity during the demoli tion process.Additionally, an exclu sion zone – an area of 450 metres in front of the twin towers – has been marked around the twin towers. This means that no person, vehicle or animal will be allowed within the zone, in light of the demolition. It will also be a “no fly zone” for drones. Moreover, traffic movement would remain halted from 2.15 pm to 2.45 pm on August 28 on a patch of Noida-Greater Noida Expressway.Therazing, of the twin towers, is expected to leave behind 35,000 cubic metres of debris. While a large part of it will be accom modated in the basement of the building itself, the rest will be processed scientifi cally in an isolated location within Noida.

MOSCOW, AUG 25 (AP): Russian President Vladimir Putin on Thurs day ordered the Russian military to increase the size of the country’s armed forces by 137,000 amid Mos cow’s military action in Ukraine. Putin’s decree, which takes ef fect on Jan 1, didn’t explain whether the military will beef up its ranks by drafting a bigger number of con scripts, increasing the number of vol unteer soldiers or using a combina tion of both. The presidential decree seeks to boost the number of Russian armed forces’ personnel to 2,039,758 overall, including 1,150,628 ser vicemen. A previous order put the military’s numbers at 1,902,758 and 1,013,628 respectively at the start of 2018. The Kremlin has said that only volunteer contract soldiers take part in what it calls the “special military operation” in Ukraine, rejecting claims that it was pondering a broad mobilisation.Russian media and non-govern mental organizations say Russian authorities have sought to bolster the number of troops involved in the military action in Ukraine by attracting more volunteers, engaging private military contractors and even offering amnesty to some prisoners in exchange for a tour of military duty. All Russian men aged 18-27 must serve one year in the military, but a large share avoid the draft for health reasons or deferments granted to university students. The share of men who avoid the draft is particularly big in Moscow and other major cities.

BEIJING, AUG 25 (PTI): China’s defence ministry on Thursday said it was firmly opposed to any third party “meddling” in the border issue and hoped India will abide by the bilateral agree ments not to hold military drills near the Line of Ac tual Control (LAC), the very pacts it has been accused of violating in eastern La dakh leading to a prolonged standoff.Senior Colonel Tan Kefei, a spokesperson for China’s Ministry of Nation al Defence (MND), made the comments while reply ing to question about reports of special forces of the US and India recently holding a joint combat exercise in the southern foothills of the Himalayas and their plans to conduct a joint military exercise code-named “War Exercise” (Yudh Abhyas) in October close to the border.

The Executive Engineer, Investigation Cell, WRD, Dimapur, Nagaland on behalf of Governor of Nagaland invites bids through e-procurement for the package –“Furniture for Hydrology Project Convention Centre (HPCC)”

Tan said that China has always stressed that mili tary cooperation of relevant countries, especially on exer cises and training activities, should not be targeted at any third party, but rather serve to help maintain regional peace and stability. The China-India bor der issue is a matter between the two countries. Both sides have maintained effective communications at all lev els and agreed to properly handle the situation through bilateral dialogues, he said. In light of the relevant agreements signed by China and India in 1993 and 1996, neither side is allowed to conduct military exercises against the other in areas near the Line of Actual Control, he was quoted as saying by the Chinese De fence Ministry online. “It is hoped that the Indian side will strictly abide by the important consensus reached by the leaders of the two countries and the relevant agreements, uphold its commitment to resolving border issues through bilat eral channels, and maintain peace and tranquility in the border area with practical actions,” he said. The Chi nese Defence Ministry’s reference to 1993 and 1996 agreements is interesting as the People’s Liberation Army (PLA) attempts to move a large number of troops to the disputed areas in the LAC in eastern Lada kh in May 2020 has sparked a major military standoff which is still continuing. India has said the PLA’s ac tions were in violation of the bilateral agreements. As a result of a series of military and diplomatic talks, the two sides com pleted the disengagement process last year on the north and south banks of the Pangong lake and in the GograSoarea.far, the two sides held 16 rounds of Com manders’ level talks to re solve the Indiastandoff.hasbeen con sistently maintaining that peace and tranquillity along the LAC were key for the overall development of bi lateralExternalties.

DAMASCUS, AUG 25 (IANS): The US Air Force has bombed new positions manned by militias loyal to Iran in Syria for the sec ond time in 24 hours, the American militarys Central Command and a monitor ing group said on Thursday. The UK-based Syr ian Observatory for Hu man Rights said the new airstrikes targeting posts in the countryside of Deir alZour resulted in the killing of three Iran-backed militia fighters, reports dpa news agency. In its report, the US Central Command said there were two or three dead and the bombings were a response to coordinated militia rocket attacks on two American Army facilities in the region shortly before. On Wednesday, the US Air Force attacked positions also in Deir al-Zour which are manned by a group made up of Shia fighters from Afghanistan. The Ob servatory said six people were killed in Wednesday’s strikes. “The strike was nec essary to protect and de fend US personnel in Syria, which had been the targets of several recent attacks by Iran-backed militia groups,” top Pentagon official Colin Kahl said Wednesday in Washington.TheUS soldiers were fired on several times by the militias, he added. “This operation is a demonstration (that) the US will not hesitate to de fend itself against Iranian and Iran-backed aggression when it occurs,” Kahl said. US forces deployed in Syria in 2015 to help their allies, especially the Syrian Kurds, in their fight against the Islamic State ter ror group.

Affairs Minis ter S Jaishankar, who is cur rently in Latin America on a six-day visit, last week said that China has disregarded the border pacts with India, casting a shadow on the bi lateral ties. He asserted that a lasting relationship cannot be a one-way street and there has to be mutual respect. “They (Chinese) have disregarded that. You know what happened in the Gal wan Valley a few years ago. That problem has not been resolved and that is clearly casting a shadow,” Jaishan kar said in Sao Paulo, Brazil on Saturday.Indiaand the US will kick-start an over two-weeklong mega military exercise in Uttarakhand’s Auli in Oc tober amid the fast-evolving regional security scenario. The 18th edition of exercise “Yudh Abhyas” is scheduled to take place from October 14 to 31, sources in the defence and military establishment said early this month.A number of complex drills are being planned for the mega exercise, they said. The last edition of the exercise took place in Oc tober last year in Alaska in the US.

“We firmly oppose any third party to meddle in the China-India border issue in any form,” Tan told an on line press conference here.

ISLAMABAD, AUG 25 (PTI): Pakistan has reject ed India’s action over the March 9 accidental firing of a supersonic Brahmos missile that landed in its territory as “totally un satisfactory, deficient and inadequate” and reiterated its demand for a joint probe into the incident. On Tuesday, India’s Ministry of Defence said the services of three of ficers of the Indian Air Force were terminated af ter a Court of Inquiry (CoI) found that deviation from the Standard Operating Procedures (SOPs) by them led to the accidental firing of the Brahmos missile that landed in Pakistan’s Punjab province, prompting Is lamabad to lodge a strong protest over it. The Foreign Office in a late night statement on Wednesday said Pakistan has seen India’s announce ment of the findings of an internal CoI regarding the “incident of firing of a rogue supersonic mis sile” into its territory and the decision to terminate the services of three IAF officers reportedly found responsible for the reckless incident.“Pakistan categori cally rejects India’s pur ported closure of the highly irresponsible incident and reiterates its demand for a joint probe,” it said. “As expected, the measures taken by India in the aftermath of the in cident and the subsequent findings and punishments handed by the so-called internal Court of Inquiry are totally unsatisfactory, deficient and inadequate,” the statement said. It alleged that India has not only failed to re spond to Pakistan’s de mand for a joint inquiry but has also evaded the ques tions raised by it regarding the command and control system in place in India, the safety and security pro tocols and the “reason for India’s delayed admission of the missile launch”. It said systemic loop holes and technical lapses of serious nature in han dling of strategic weapons “cannot be covered up beneath the veneer of indi vidual human error”. “If indeed India has nothing to hide, it must ac cept Pakistan’s demand for a joint probe in the spirit of transparency,” the state ment demanded.

His supporters argue that his term as prime min ister should be calculated from when he won the job legally after a general elec tion in 2019, or, if nothing else, from when the termlimit provision became part of the current constitution in 2017.Deputy Prime Minis ter Prawit Wongsuwan has assumed the role of acting prime minister, taking over Prayuth’sPrawit,duties.77, is closely associated with the military clique behind the 2014 coup, and is expected to toe the same line as Prayuth. NEW DELHI, AUG 25 (PTI): The much-anticipated election for the post of All In dia Football Federation (AIFF) president is set to be a straight fight between the legendary Bhaichung Bhutia and former goalkeeper Kalyan Chaubey, with the latter emerging as the front-runner.Former captain Bhu tia and Chaubey, an ex Mo hun Bagan and East Bengal goalkeeper, were proposed by the state associations of Andhra Pradesh and Gujarat respectively. The Rajasthan FA seconded Bhutia while the Arunachal Pradesh associa tion did the same for Chaubey, who had unsuccessfully fought the Lok Sabha elections from Krishnanagar constituency in West Bengal in 2019. Sources tracking the elec tions of the AIFF, to be held on September 2, said that if there are no last-minute changes in strategy, only Bhutia and Chaubey will be in the fray for the president’s post. Return ing officer Umesh Sinha has already published the 34-mem ber electoral college after the Supreme Court on Monday terminated the mandate of the Committee of Administrators (CoA) and modified its earlier order in a bid to salvage the FIFA Women’s U-17 World Cup. It is learnt that several state associations in a meeting here on Wednesday decided to field Chaubey as their “consen sus” candidate for the post of AIFF“Kalyanpresident.Chaubey is to be the consensus candidate for all the state associations. But, in the last minute, a few asso ciations who are not happy on some issues, decided to support Bhutia,” an official of a state association told PTI. On his part, Bhutia, the talisman of the national team during his illustrious international career between 1995 and 2011, said he decided to contest elections with an aim to take Indian football to greater heights. “I have filed my nomination for AIFF president’s post and I feel I am the right person for the job,” Bhutia said. “I have played so many games for the country and top clubs and I also know a bit on the administrative side as I am in Mission Olympics Cell of sports ministry as well as in other commi ttees. I want Indian football to reach new heights,” he added. The 45-year-old Bhutia had earlier filed his nomination papers for the president’s post for the elections which were to be held on August 28 under the aegis of the SC-appointed CoA. But, in a verdict on August 22, the SC terminated the mandate of the CoA, dis allowed the inclusion of 36 former players in the electoral college and postponed the polls by a week in order to salvage the Women’s U-17 World Cup whose hosting was jeop ardised after FIFA suspended the AIFF.Football Delhi president Shaji Prabhakaran, who had filed the nomination papers for the president’s post when the polls were to be held under the aegis of the SC-appointed CoA, decided not to stand for elections this Accordingtime.to sources, Prabhakaran could become the general secretary of the AIFF if the Chaubey-led group wins the polls.
