Nagaland chief minister Neiphiu Rio on Thursday reiterated that the Naga political issue remained at the core of Naga society for several decades and contin ues even till today.
He said this while ad dressing the 12th session of 13th Nagaland Legislative Assembly (NLA) on the last day of the 2-day session.
Rio pointed out that United Democratic Alliance (UDA) partners had reflect ed this in their respective party manifestos when they assured that their legislators would pave the way in the
event of a solution that was honourable, acceptable and inclusive.Healso reiterated that the State government was not a direct party to the ne gotiations, but only playing the role of a facilitator.
Rio also remarked that the political issue that has stretched for several decades involving the oldest insur gency in the Northeast, re quired a matured approach.
He said the over 80 rounds of negotiations span
ning more than two decades was more than enough time for all stakeholders to “un derstand and appreciate each other in a manner that we are able to reach a de sired conclusion by achiev ing aAgainstsettlement.”the backdrop of clamour for final solution among all sections of people, Rio assured the House that the State government and Parliamentary Commit tee on Naga Political Issue would continue to make efforts and appeal for any early solution, to the extent of “supporting such a de velopment” even before the elections to NLA due in early 2023.

V Shikuto Achumi and DCCI grievances cell convenor Omega Yepthomi said that ongoing indefinite closure of offices of Dimapur trans porters since September 16 was creating “serious impacts not only to the busi ness community but public in general.” DCCI said that if the strike continued for long, the commercial hub would not only face acute shortage of medicines, but all essential commodities and goods.DCCI , therefore, urged the responsible authority to immediately intervene, take concrete steps and address the issues and demand of the transporters and the business community as a whole.
Neiphiu Rio said that the government had taken up the matter with the min istry on several occasions.
Though the ministry had agreed to include the project under Bharatmala Pariyo jana scheme, Rio said it did not materialize.Riosaidthat since they were left with no option, an additional amount of Rs. 30 crore was sanctioned from
the state plan. Based on the work progress, Rio said the proposal for a bill of around Rs. 17 crore was made.
However, even before the fund could be released, he said the contractors issued an ultimatum to release the bills. He said if contractors come up with such steps, it would set a bad precedent.
Earlier, initiating the discussion on matters of
urgent public importance on Foothill Road project, NDPP legislator Imkong L. Imchen stressed on the need to urgently complete the foothill road. He, there fore, proposed that the State government do away with all other projects and take up the foothill road project with the NEC and make the dream of the people a real ity.
NLA discuss issue of medical negligence and malpractices
Correspondent KOHIMA, SEP 22 (NPN): Legislators on Thursday deliberated on the issue of medical negligence and malpractices and called for an end to these, during the discussion on matters of urgent public importance pertaining to the issue on the last day of the 12th ses sion of the 13th Nagaland legislativeInitiatingAssembly.thediscus sion, NPF Legislative Party (NPFLP) leader Kuzholuzo (Azo) Neinu raised concern over cases of medical negli gence and malpractices and proposed that Nagaland Medical Negligence Bill be passed by Nagaland Leg islative Assembly (NLA) and also to restore trust and respect of public in the profession and also ensure the best possible healthcare delivery in the State.
While pointing out that sections 88 to 92 of Indian Penal Code (IPC) protected doctors from criminal li ability on the premise that a doctor always acted in good faith for the well-being of his patient, Azo said a Bill on medical negligence be passed by NLA to provide the best possible healthcare delivery in the State.
He also said besides types of medical negligence like misdiagnosis, delayed diagnosis, failure to diag nose, surgical error, wrong site surgery, unintentional laceration or perforation, unnecessary surgery, neg ligent anaesthesia prepara tion, childbirth injuries, drug prescription errors, etc. , the healthcare industry has come to be regarded as a profiteering business in recentOwingyears. to this, he said many private hospitals have sprung up without adhering to infrastructural specifi cations and safety norms which can be termed as infrastructural negligence.
He also said that govern ment and private hospi tals in Nagaland operated without necessary medi cal equipment which have greatly hampered health care delivery system and compelled many patients to seek treatment outside. To make matters worse, he alleged that the Health & Family Welfare (H&FW) Department had messed up in posting of doctors. He cited an instance of how a doctor with specialisation in anaesthesia had been posted to a hospital where there was no surgeon.
He also alleged that most government doc tors were involved in pri vate practise but drawing Non-Practising Allowance (NPA). He said there has been numerous complaints from patients that they re ceive better treatment and care in private healthcare centres.On food safety, Azo said though the govern ment had appointed health inspectors and food inspec tors, there was hardly any report of these officials checking food items.

sometimes lead to harassment of genuine Indian citizens. He said if such unauthorised checking takes place, then it was a bad reflection and dereliction of duty by officers.
Rio informed that for some time ILP was not en forced in Dimapur since the district was a transit point especially due to the presence of the railway station. How ever, he said from now on ILP should be enforced not just in Dimapur but even in the neighbouring new districts-Chümoukedima and Niuland. While emphasizing on making the system more transparent and easier for people visiting

Also, it was decided that the system of allotting works by authorities to the lowest bidder will also not be entertained in Mokokchung district.
He said these decisions were made to ensure that there was no compromise in the quality of works. He also de clared Senden’s support to the order issued DC Mokokchung in restricting movement of heavy vehicles weighing more than 20 tonne including trucks with 10 wheels or above .
Also taking part in the discussion, Forest & Environment minister YM Yollow recalled how his illness had been wrongly diagnosed and would not have survived had chief minister Neiphiu Rio not intervened and evacuated him outside the State. He said not all were fortunate and therefore requested the government to focus on all district hospitals by provid ing betterYallowfacilities.alsodisclosed that the State government was spending more than Rs 8 crore on Non Practising Allowance (NPA) for gov ernment doctors but many of them still practised in private.

Nagaland Legislative Assembly session: Replies to starred questions

KOHIMA, SEP 22 (NPN): On the last day of the two-day session of the 13th Nagaland Legislative Assembly (NLA), the ministers in-charge of various departments responded to several starred ques tion raised by members of the house.
Stop all illegal sawmills in the state, says Azo: Raising con cerns over the felling of trees in the State, Kuzholuzo Nienu, MLA, said that no matter how much the government tried it would be impossible to stop felling of trees.
He, therefore, suggested that that the only solution was to stop all illegal sawmills that had been opened up all across the State.
He requested the minister in-charge to make sure that all the illegal mills were stopped.
Responding to this, minister in-charge environment, forest & climate change, YM Yollow, said that it was not possible to close down mechanised furniture units as those were opened up with clearance from the depart ment itself. He that a committee was needed to monitor and give clearance to proposals for new mechanised furniture units as many new illegal units open up without proper clearance from the government.
572 teachers in govt col leges: Minister higher education Temjen Imna Along informed that the total strength of the professors, assistant professors and lecturers in government colleges across Nagaland was 572-- 412 as regular and 160 under assistant professor on fixedRespondingpay. to a query raised by NPF legislature party leader, Kuzholuzo Neinu, on the total strength of some colleges, Imna Along informed that there were 171 under government colleges in Kohima district (Kohima Science college, Jotsoma—93; Kohima college—60 and State college of Teacher Education—18. Fazl Ali college Mokokchung has 70, Sao Chang College, Tuensang has 40 and Phek Government College, Phek has Adding39. a supplementary question, Neinu stressed that there were very less professors in the other districts in compari son with Kohima, adding that it lacked rationality. In response, Imna Along said assured that a good number of professionals would be selected and posted to the respective places soon.
Debate on mini secretariat complex: Responding to a ques tion posed by Kuzholuzo Nienu, MLA, on the Status of mini sec retariat complex in Phek district, the state chief minister Neiphiu Rio said that there should be a system and that offices should not be named as one pleases.
He pointed out that since the Nagaland secretariat com plex houses all the head of de partments and assistant head of departments, the usage of mini secretariat for the district complexes may not be proper.
He opined that the new complexes should be called DC’s office complex and not secretariat.Healsoobserved that those DC complexes would function better if all the dis trict officers work together.
Rio said many depart ments in the districts work in isolation like separate en tities and therefore it would be more productive if they stay under one roof and work collectively as a unit.
Earlier, Imkong L Im chen, MLA, while supple menting on the status of mini secretariat complex construction at Phek dis trict, observed that since such offices including the newly constructed one at Mokokchung, were district offices manned by district level officers, the usage of “mini secretariat” may not be appropriate.Heacknowledged that
although a cabinet decision may be required to change the nomenclature the same should be changed.
To this, minister PWD, Housing & Mechani cal, Tongpang Ozukum, informed that they had received the proposal to change to nomenclature as requested by MLA, who is also the district planning and development board, chairman. Supplementing to this, Neiba Kronu, said the project was initiated in the last government after observing that many of ficers at the district did not attend the Kronu,office.therefore, said that bringing the officers together would help achieve better attendance since they would have to work closer to the respective ADCs.

“They were indulging in whipping up communal passion and sentiment of
the religious minority by criticising every policy of the government with communal overtones with a view to terming these actions as attacks on the Muslim community,” the statement read.
It claimed that they slammed state and central government moves such as the Citizenship Amendment Act (CAA), National Register of Citizens (NRC), ‘D’Voter (doubtful voter), state Education Policy, Cattle Protection Act, Armed Forces Special Powers Act (AFSPA), TET examination, Agnipath scheme and eviction of people from encroached government land.

M’laya government rules out repealing Gaming Act

SHILLONG, SEP 22: The Meghalaya government has ruled out repealing the Meghalaya Regulation of Gaming Act, even as there has been growing opposition from church leaders, political parties and NGOs to the state government’s proposal to set up“Whycasinos.should we repeal the Gaming Act, which is required to regulate (existing forms of gaming)? AGARTALA, SEP 22 (PTI): Former Tripura chief minister Biplab Kumar Deb on Thursday won the byelection to the state’s lone Rajya Sabha seat, a poll official said here.Deb, who has been recently made the BJP incharge of Haryana, polled 43 votes – 36 of the saffron party and seven of its ally, the IPFT, Chief Electoral Officer (CEO) Kiran Gitte said. All 15 CPI(M) legislators in the state cast their votes in favour of their nominee Bhanu Lal Saha, the former finance minister. Interestingly, Congress’s lone MLA Sudip Roy Barman abstained from voting.State Congress president Birajit Sinha told PTI, “Since we fielded no candidate, the party had requested Barman to skip the voting process.”
The seat had fallen vacant as Manik Saha, on being made the chief minister, resigned to contest an Assembly bypoll.

NIA raids PFI in 11 states; over 100 arrested
NEW DELHI, SEP 22 (PTI): In near simultane ous raids across the length and breadth of the country, a multi-agency operation spearheaded by the Na tional Investigation Agency on Thursday led to the ar rest of 106 activists of the Popular Front of India in 11 states for allegedly sup porting terror activities in the country, officials said.
The maximum num ber of arrests were made in Kerala (22) followed by Maharashtra and Kar nataka (20 each), Tamil Nadu (10), Assam (9), Ut tar Pradesh (8), Andhra Pradesh (5), Madhya Pradesh (4), Puducherry and Delhi (3 each) and Ra jasthan
According(2). to the offi cials, the arrests were made during the raids which have been termed as the “largestever investigation process till date”.Details of the arrested activists were not available immediately, but officials said the arrests were done by the National Investiga tion Agency (NIA), the Enforcement Directorate (ED) and the police forces of 11 states so far.
The officials said the searches are taking place at the premises of persons involved in terror funding, organising training camps, and radicalising people to join proscribed organisa tions.Formed in 2006, the PFI claims to strive for a neo-social movement ostensibly for the empow erment of marginalised sections of India. It is, however, often accused by law enforcement agencies of promoting radical Islam.
In a statement, the PFI said “the raids are taking place at the homes of national, state and local leaders of PFI. The state committee office is also being raid ed”.
“We strongly protest the fascist regime’s move to use agencies to silence dissenting voices,” it said.
The ED has been in vestigating the PFI’s al leged “financial links” on charges of fuelling the antiCitizenship (Amendment) Act protests in the country, the 2020 Delhi riots, alleged conspiracy in Hathras (a district in Uttar Pradesh) over alleged gang-rape and death of a Dalit woman, and a few other instances.
The Popular Front of India was formed in 2006 in Kerala and is headquar tered in TheDelhi.probe agency has filed two charge sheets against PFI and its officebearers before a special PMLA court in Lucknow.
In February last year, the ED filed its first charge sheet against PFI and its student-wing Campus Front of India (CFI) on money laundering charges, claiming its members want ed to “incite communal riots and spread terror” in the aftermath of the Hath ras gang rape case of 2020.
Those named in the charge sheet include K A Rauf Sherif, national gen eral secretary of CFI and
a member of PFI; Atikur Rahman, national treasurer of CFI; Masud Ahmed, Delhi-based general sec retary of CFI; journalist “associated with PFI” Sid dique Kappan; and Mo hammed Alam, another CFI/PFI member.
In the second charge sheet filed this year, the ED had claimed that a hotel based in the UAE “served” as a money laundering front for the PFI.

Union Home Minister Amit Shah on Thursday held a meeting of top officials, including National Security Advisor Ajit Doval, and is believed to have discussed the searches at premises linked to the Popular Front of India and action against terror suspects, officials said.
National Security Advisor Ajit Doval, Union Home Secretary Ajay Bhalla, Director General of National Investigation Agency (NIA) Dinkar Gupta were among the top officials who attended the high-level meeting.
Shah is said to have took stock of the action taken against the terror suspects and activists of the Popular Front of India (PFI) across the country, an official said.

Responding to queries during a press conference held between the first and second leg of the day’s Bharat Jodo Yatra, Gandhi said: “What we decided at Udaipur [during chintan shivir] earlier this year, we expect that com mitment to be maintained.”
The comment comes a day after Gehlot-- widely seen as the preferred choice of the Gandhis for the top party post-- said the presi dency is an elected post and the ‘one-man, one-post’ principle is for nominations.
Party sources said that Gehlot, 71, fears he will be replaced by rival Sachin Pilot, whose rebellion nearly brought down his govern ment in 2020.

Meanwhile, the Con gress on Thursday issued a notification for the party president poll, setting the ball rolling for electing the successor to the longestserving chief Sonia Gandhi, with senior leaders Ashok Gehlot and Shashi Tharoor being seen as potential con tenders. According to the notification, the process for filing nominations for the election will be held from September 24 to 30. The scrutiny of the nomination papers would take place on October 1, while the last date of withdrawal of nomi nations would be October 8. Polling, if required, will take place on October 17. The counting of votes and the declaration of results would be on October 19.

It was not for the first time that the Supreme Court of India had made a hard hitting observations on qual ity of debates and the role of anchors in television channels across India. On September 21, a Bench of bench of Justices K M Joseph and Hrishikesh Roy lashed out at TV channels over unregulated hate speeches and also the dubious role played by TV anchors. The justices noted that “Hate speech is layered... Like killing someone, you can do it in mul tiple ways, slowly or otherwise. They keep us hooked based on certain conviction”. It may be recalled that the Supreme Court had also expressed its observa tions in similar tones while hearing a batch of petitions in October and December 2021.On September 21, the Supreme Court bench directed the Union of India to make clear its stand as to whether it intends to enact a law on the Law Commission’s recommendations for prohibiting incitement of hate speech. The apex court expressed dissatisfaction over steps taken by the government and orally and asked – “Why is the government remaining a mute spectator?” There are approximately around 900 working TV channels of which 388 are news channels and their reach and influence cannot be under estimated. Many of the News channels in India have become a shouting box that shows every news with the tag of breaking news and to get TRP increased. This is done by creating sensational content on their prime time shows rather than dissemination of credible and useful informa tion that actually affects people’s life. Most of the TV channels think nothing about the harmful impact of the hate content broadcast. Anchor persons on TVs shout down any panellist who differ with the agenda that is sought to be promoted. Many anchors think nothing to shout with toxic words as the news debate turns out into a super thrilling drama where the participants lose their dignity of language while debating with each other. Several anchorpersons have earned notoriety for habitually interrupting while some panellist, who may belong to a different ideology is speaking. At times, some anchorpersons themselves get into ver bal duel with some panel members if they happen to attack the government. Media is considered as the fourth pillar of democracy but today it has become merely a tool of political parties to lay out their propa ganda and form a public opinion as most of the biggest news channels are directly or indirectly influenced by a particular political party in our country. That is why now media is divided into two parts -pro-govt. and antigovt. Political influence on the news channels is also one of the factors of increasing toxic debates because hate speeches made by a politician becomes news for these news channels and when channels start making prime time show on it just makes it more noxious. In the name of freedom of speech, many news channels blatantly invade the privacy of people, openly defame them, and start making judgments about them in their newsrooms even prior to the court of India. The apex court’s valued observations need to be acted upon and it is also for political parties and civil society groups to highlight it across the nation.

To have a master and teacher is not the same thing as being mastered and taught. Having a master and teacher means that there is someone who knows me better than I know myself, who is closer than a friend, and who understands the remotest depths of my heart and is able to satisfy them fully. It means having someone who has made me secure in the knowledge that he has met and solved all the doubts, uncertainties, and problems in my mind. To have a master and teacher is this and nothing less— “…for One is your Teacher, the Christ…” (Matthew 23:8).
Our Lord never takes measures to make me do what He wants. Sometimes I wish God would master and control me to make me do what He wants, but He will not. And at other times I wish He would leave me alone, and He does not.
“You call Me Teacher and Lord…”— but is He? Teacher, Master, and Lord have little place in our vo cabulary. We prefer the words Savior, Sanctifier, and Healer. The only word that truly describes the expe rience of being mastered is love, and we know little about love as God reveals it in His Word. The way we use the word obey is proof of this. In the Bible, obedience is based on a relationship between equals; for example, that of a son with his father. Our Lord was not simply God’s servant— He was His Son. “… though He was a Son, yet He learned obedience…” (Hebrews 5:8). If we are consciously aware that we are being mastered, that idea itself is proof that we have no master. If that is our attitude toward Jesus, we are far away from having the relationship He wants with us. He wants us in a relationship where He is so easily our Master and Teacher that we have no conscious awareness of it— a relationship where all we know is that we are His to obey.

Report on rise in ‘modern day slavery’ a wakeup call
A report has revealed that the rising trend of ‘modern day slav ery’ in the form of forced labour and involuntary marriages has been exac erbated by the COVID-19 pandemic across the world.
The report, titled ‘Global Estimates of Mod ern Slavery: Forced Labour and Forced Marriage’ pre pared by the International Labour Organisation (ILO), the International Organisa tion for Migration (IOM) and the international hu man rights group ‘Walk Free’, states that in 2021, some 50 million people globally were living in ‘modern slavery’ on any given day: 28 million in forced labour and 22 mil lion in forced marriages.
The number of such people has risen by 10 mil lion since Nearly2016.1in every 150 people in the world is thus suffering from ‘modern slavery’.The report has a spe cial significance for India since it reveals that most cases of forced labour –about 86 per cent – are found in the private sec tor, which also sees forced commercial sexual exploita tion of 23 per cent people. Almost four out of five of those in forced commer cial sexual exploitation are women or girls.
The Modi government has been on a privatisation spree for quite some time. It has sold public sector enterprises to the corporates below the market rates by
maligning the public sec tor even while its policies enabled the private sector to get prosperous than ever before.The report in question also validates the concerns of the central trade unions who have all along been alleging that the implemen tation of the four labour codes in the name of the ‘biggest such reforms ever’ would only usher in a new era of ‘modern day slavery’ in India.Though the report in question does not have any specific data for India, it must be noted that in its Global Slavery Index released way back in 2018, ‘Walk Free’ had said that India had the largest num ber of ‘modern slaves’ in the world. It had estimated the vulnerability to ‘mod ern slavery’ at 54.49 per cent and the proportion of the population living in ‘modern slavery’ at 6.1 per thousand, while grading the government’s response to it at a poor India‘B’.had about 8 mil lion ‘modern slaves’ at that time, followed by 3.86 mil lion in China and 3.19 mil lion in Pakistan, it had said.
Since the pandemic has only exacerbated the situation, it can safely be assumed that India has far more such people now.
The systemic and de liberate withholding of wages, used by abusive employers to compel work ers to stay in a job out of fear of losing accrued earn ings, in the most common
form of coercion, is being experienced by 36 per cent of those in forced labour, the report says.
This is followed by abuse of vulnerability through threat of dismissal, which was experienced by one in five of those in forced labour.More severe forms of coercion, including forced confinement, physical and sexual violence and the deprivation of basic needs, are less common but by no meansThenegligible.seriesof crises –the COVID-19 pandemic, armed conflicts and cli mate change – in recent years have led to an un precedented disruption of employment and education, increases in extreme pov erty and forced and unsafe migration, and an upsurge in reports of gender-based violence, together serving to heighten the risk of all forms of ‘modern slavery’.
As is usually the case, it is those who are already in situations of greatest vulnerability – including the poor and the socially excluded, workers in the informal economy, irregular or otherwise unprotected migrant workers, and peo ple subject to discrimina tion – who are the most affected.Since forced labour and forced marriage are the two principal compo nents of ‘modern slavery’, as defined for the purpose of the report in question, it obviously does not count all forms of slavery of the
workforce.Itispertinent to recall that no less an institution than the Supreme Court of India had last year termed MGNREGA workers, who receive less than minimum wages, suffering due to delay in payment of wages to them due to government apathy as ‘modern day slavery’.Though this doesn’t form a part of the report, it has estimated ‘Stateimposed forced labour’ at about 14 per cent of the total cases globally.
The report included forced labour and forced marriage as ‘modern slav ery’ since both refer to situations of exploitation that a person cannot refuse or cannot leave because of threats, violence, coer cion, deception, or abuse of power.Almost one in eight of all those in forced labour are children, whose figure is put at about 3.3 million. More than half of these suf fer from commercial sexual exploitation.WeinIndia have seen the great migrant labour crisis during the COVID-19 pandemic in which hun dreds, if not thousands, of people perished while walking back home from cities, without getting any help from the Modi govern ment which had imposed a sudden lockdown without giving them enough time to face the crisis.

“It is shocking that the situation of modern slavery is not improving. Nothing can justify the persistence of this fundamental abuse of human rights,” said ILO Director-General, Guy Ry der. “We know what needs to be done, and we know it can be done. Effective national policies and regu lation are fundamental. But governments cannot do this alone. International standards provide a sound basis, and an all-hands-ondeck approach is needed. Trade unions, employers’ organizations, civil society and ordinary people all have critical roles to play,” he added.Grace Forrest, found ing director of ‘Walk Free’, said: “Modern slavery is the antithesis of sustainable development. Yet, in 2022, it continues to underpin our global economy. It is a manmade problem, connected to both historical slavery and persisting structural inequality. Ayushman Bharat PMJAY celebrates 4th anniversary
Today, the 23rd Septem ber 2022 marks the 4th Anniversary of Ayush man Bharat Pradhan Mantri Jan Arogya Yojana (AB PMJAY), the world’s largest government spon sored health insurance scheme. PMJAY provides Rs. 5 lakhs insurance cover to poor and vulnerable families. The goal of the scheme is to prevent financial hardship and impoverishment due to medical expenditure. Till date, the scheme has provided services for 28,000 hospitaliza tions amounting to Rs. 45 crores for the beneficiaries in Nagaland. The scheme covers 2.33 lakhs households in Nagaland.
The scheme provides cash less hospitalized care with features such as - no cap on age or family size, no restrictions on pre-existing health conditions, coverage for pre and post hospitalization medical expenses, coverage of over 1500 treatment packages including can cer care and organ transplant, and access to any PMJAY empanelled private or public hospital across the country. The scheme does not cover OPD services, preventive health check-ups, or stand-alone
diagnostic services.
The beneficiary families are those families which are listed in the Socio Economic and Caste Census 2022 (SECC 2011) under the ‘deprived’ categories. Also covered are those families possess ing RSBY (Rashtriya Swasthya Bima Yojana) cards renewed in 2016 or 2017, and card holders of Building & Other Construction Workers (BoCW) under Nagaland Building and Other Construction Workers Welfare Board, Labour Department.Forabeneficiary family to make a PMJAY card, the family should first search for the mem bers’ names in the beneficiary lists as mentioned above. If found to be eligible, there are two sets of documents which are required: (1) a personal ID document and (2) a family document. For a personal document, Aadhaar card is required.IfAadhaar card is not avail able, a government issued photo ID card such as voter card, driving license, PAN card, etc can be used along with a personal passport photo. Additionally, for those families falling under RSBY cat
egory, the RSBY card is required; and the BoCW member needs to produce the BoCW card. For family document, a ration card is required. If an eligible family does not have a ration card, there is a form which the family can fill up and have it countersigned by Village/Ward chairman. This form is available with the card issuing agencies as men tioned below. Beneficiaries must be careful in filling up this form which is a major cause of card rejections.Thefamily details such as names, relation to the head of household, passport photo of each member countersigned by Village/Ward chairman with seal, also sign and seal of the Chairman with mobile number as indicated in the bottom of the document, must all be completely filled in.

De spite its usual opposition, the growing number of shakhas (daily meets) in all important parts of Arunachal Pradesh indicates the increasing foot print of the RSS in the state.
“Arunachal Pradesh has 36 shakhas and 50 units each of milan (weekly meet) and mandali (monthly meet)”, the pranta pracharak said. This is a significant pen etration in a state with a population density of only
17 people per square kilo meter as per Census 2011.
The RSS-affiliated organiza tion, Seva Bharati, even ran free coaching for subjects like mathematics, while free orientation classes for civil services in January 2017 attracted 700 students.
“28 Vidya Bharati English medium schools are running in the state”, Mohanty said. In Manipur, though there are 107 shakha ac tive, Rajkumar felt that the growth of the RSS in the state has been essentially slow. “RSS in Manipur is not progressing very fast. It is an ongoing process. Slowly people from different strata of society are showing some interest in the organization. But the problem is some are coming in purely for political gains,” he said. Compared to the Meitei-dominated valley districts where Hindus domi nate the demography, the RSS is finding it tough to establish itself among the Christians. However, institutions like the Vanvasi Kalyan Ashram and Eklavya Vidyalaya are gradually earning appreciation from the Christian community for their educational work.
The Eklavya Vidyalaya also conducts tutorials for stu dents free of cost. These two institutions are also working among the trib als”, Rajkumar said. We also run programmes for the Hajong and Koch communities which are plain tribes. Then, there are medi cal camps and educational aid that the Seva Bharati provides. We run medical camps in 1,000 Meghalaya villages. Currently, there are 50 schools in all 11 districts of the state”, RSS organizing secretary Khasi Hills Pravin Shewale, told. It is evident that the RSS and the BJP seek to build a solid founda tion in the state. “We have over 6,000 swayamsevaks (volunteers) across the state. This approach by the two organizations has helped them maintain a cordial relationship with the region’s people, particularly in a state like Nagaland. With the BJP coalition Govt. in Nagaland, the BJP leadership is trying take road in the state in the name of development, Naga political solution and economic schemes. We see that RSS is attempting to penetrate the NE states through education. This is a systematic strategy to inculcate Hindutva ideology among the youth. Education is essential for change, and, ironically, RSS has used this medium through meticulous planning to further its ideol ogy. Education is to make a citizen for nation builder, not a religious fanatic. Thus, the church, which has many educational institutions un der its control, can respond through education on secu lar values, upholding the constitutional principles of liberty, fraternity and equality. He also mentioned some CHCs and PHCs were without any doctors and therefore he stressed that the H&FW depart ment should work on transfer and posting to ensure that no lives were lost due to the absence of medical practitioners.
He said owing to poor medi cal facilities in other districts, many people on retirement pre ferred to settle down either in Ko hima or Dimapur where proper medical facilities were available.
On his part, Urban and Municipal Affairs adviser Dr Neikiesalie Nicky Kire clarified that not all deaths were due to negligence. Thus, rather than the pro posal for a Medical Negligence Bill, Dr. Murry called for strength ening rules and regulations of Medical Council and penal laws dealing with medical negligence so that disposal of cases could be fast-tracked.Healleged that many cases of medical negligence went unad dressed as the already distressed patient did not want to go through the hassle of prolonged medicolegal battle or they were not properly aware to take informed decisions.Therefore, he said bodies like consumer forums and legal awareness cells should take up awareness campaigns on dealing with medical negligence.

He said case could also be filed for criminal negli gence where the doctor showed a gross absence of skill or care, besides filing a case for damages as a consumer of services under Consumer Protection Act, 1986.
He cited an instance where a case was considered by Gauhati High Court Kohima Bench in 2020 about denial of medical services to a person living with HIV after getting to know the status of her being HIV positive. NMC had conducted an inquiry and the lapses in communication between the medical practitioner and the patient were established. Due to this, he said the court had awarded Rs 40,000 as compensa tion to the patient with half the amount to be deducted from the doctor’sPhomsalary.emphasised that pa tient safety should be the corner stone of standard operating pro cedures, protocols and processes put in place in a hospital, adding that these could be ensured by the H&FW Department along with NMA and other stakeholders.
NEW DELHI, SEP 22 (PTI): Taking forward his outreach to the Muslim community, RSS chief Mo han Bhagwat on Thursday visited a mosque and a madrassa here and held discussions with the chief of the All India Imam Organisation who termed him ‘rashtra pita’.
The Rashtriya Swayamsevak Sangh ‘sarsangchalak’ went to a mosque in central Delhi’s Kasturba Gandhi Marg and followed it up with a visit to the Madarsa Taj weedul Quran in Azadpur in north Delhi.This is the first time he has visited a madrassa, an RSS official accompanying him said.
All India Imam Organisation chief Umer Ahmed Ilyasi used the ‘rashtra pita’ descriptive for Bhag wat while talking to children at the madrassa. However, Bhagwat inter vened to say there is only one father of the nation and said everyone is ‘Bharat ki santan’ (child of the na tion), according to the RSS official.
He said the RSS chief also spoke to the children about the need to know more about the nation and stressed that while the modes of worship could be different, all reli gions must be respected.
Ilyasi and Bhagwat held talks for about an hour at the mosque, which also houses the office of the All India Imam Organisation and the cleric’s residence.
“He is a ‘rashtra pita’. We dis cussed several issues for for strength ening the country,” Ilyasi told PTI, adding that Bhagwat had visited the mosque as well as madrassa on his invitation.

Swiss bank enacts biggest key interest rate
GENEVA, SEP 22 (AP):
Switzerland’s central bank carried out the biggest hike ever to its key interest rate Thursday, following the US Federal Reserve and other central banks around the world in aggressive moves to clamp down on inflation.
The Swiss National Bank could not rule out that further increases beyond the rise of threequarters of a percentage point “will be necessary to ensure price stability over the medium term,” said Thomas Jordan, chairman of SNB governing board.
It aims to cool off inflation that came in at 3.5% in August, which is much lower than the record 9.1% in the 19 neighboring European Union countries that use the euro.
The Swiss rate increased from minus 0.25% to 0.5%, ending several years of negative interest rates — a testament to the stable growth, lowinflation environment,
coupled with Switzerland’s appeal as a safe haven for assets.In essence, that negative interest rate environment meant that people who parked assets in Switzerland paid for the privilege, a counterintuitive idea for many investors who might expect a return on theirSomesavings.economists have said that Switzerland appeared less vulnerable to inflation pressures because the cost of living in the wealthy Alpine country is relatively high compared to its main neighbors: European Union countries.
A recent surge in the value of the Swiss franc compared to the euro, for example, has caused many Swiss consumers to cross the border into neighboring countries like France or Germany to buy gasoline and other consumer goods that suddenly are relatively less expensive there. Jordan said the bank
would “intervene in foreign exchange markets to steer monetary conditions” if “exchange rate movements are excessive so that you have a massive appreciation” in the franc.
The Swiss currency dropped more than 1% against the euro after the bank’s announcement, with economists saying some investors may have expected an even bigger hike.The move comes a day after the Fed raised its key rate by threequarters of a point for the third consecutive time and signaled that more increases were ahead.
The European Central Bank also hiked by that much earlier this month, and the Bank of England is under pressure to move aggressively at its meeting Thursday. Switzerland is not an EU member, but most of its economic activity is done with the giant 27-nation bloc.

Rio also welcomed the resumption of talks between negotiating parties while recalling the July 16, 2022 resolution of the Parliamentary Committee on Naga Political Issue which appealed to the negotiating parties to refer to competencies of talks and resolve the contentious issues. He exuded confidence that the resumption of talks would bear positive results and also appealed to the negotiating parties and Government of India (GoI) to address the contentious issues and hold discussions on the competencies so that solution was achieved at the earliest possible time.
He also acknowledged the Covenant of Reconciliation (CoR) signed on June 13, 2009 by which the signatories committed to move forward through dialogue and live together in peace. He also said the September 14 Joint Accordant too was a significant step in the right direction and lauded its signatories and the facilitator, FNR.
Rio said such a spirit of understanding and a willingness to live together in peace was definitely the way forwardand hoped that with such oneness, Nagas would be able to reach the desired goal sooner than later. He also appreciated
the elected members and all stakeholders, including leaders and representatives of civil society groups and tribal hohos and individuals, who participated in the consultative meetings and collectively supported the common endeavour of pursuing permanent peace.
Concluding his speech, he expressed gratitude to the NLA speaker and noted that despite being a first-time legislator, Sharingain Longkumer had displayed utmost maturity and provided exemplary guidance to the House.
