Despite incurring losses, FPO con tinued to assist farmers as the venture was started for the welfare of farmers. The FPO has also con verted the two-room “Cool Chamber” inaugurated in 2018 by Horticulture adviser Mhathung Yanthan at the market into a storage room as facilities for cold storage were not provided. Sources claimed that they were left with no option but to con vert the chamber as cold storage facilities were not provided despite appeals. DIMAPUR, AUG 21 (NPN): Nagaland Pradesh Congress Committee (NPCC) has said the present socio-economic and law and order scenario in Nagaland has reached a critical stage and that the only way out of the mess is for the govern ment of India to promulgate President’s Rule in the state. “It is a fit case to im pose President’s Rule and correct the mismanage ment,” Therie stated. Citing the present fi nancial crisis in Nagaland as fit case for President’s Rule, NPCC president K. Therie has claimed that Nagaland is saddled with a huge debtcrisis of around Rs.16,000 crore; whereas the state’s own revenue remained at around Rs.650 crore. He said this has led to a precarious shortfall of funds for pay ment of salaries with many departments not in a position to clear salaries for months. Therie alleged that the state’s financial mess began since present chief minister Neiphiu Rio has been hold ing the finance portfolio and despite generous financial as sistance from the Centre, the state’s financial woes con tinue. He recalled that during the UPA government, then prime minister Dr. Manmo han Singh provided special assistance of Rs.726 crore under Non-Plan and Rs.336 crore under Plan to make good the deficit for imple mentation of the 6th RoP. However, Therie claimed that the money was not used for payment to employees but their dues were placed under GPF and then funds were subsequently siphoned off and used for elections. Even as the union fi nance minister was to attend the programme in Kohima on corporate social respon sibility, Therie said financial institution and banks do not apply the same law that is applicable in all of India, to Nagaland.Hesaid even the MSME where Rs.20 lakh crore earmarked for invest ment as notified by the government of India and published in all newspapers, banks and financial institu tions have stated that these laws are not applicable in Nagaland. This meant that rules of the SBI and other financial institutions are different and they do not re spect the notifications issued by government of India. He also said there was no such thing as Credit Guarantee Scheme (CGS and neither such thing as Unsecured Loan (without security) and so there is no such loan for revival of sick industries. Therie therefore claimed that these show that all those announcements made by the prime minister of the finance minister are not applicable to Nagaland. He cited a report by an NGO- YouthNet which claimed that Rs.600 crore was the total expenditure for the 2008 election. Again, he said it was estimated that in 2013 over Rs.900 crore was spent while in 2018 the total amount spent by candidates was Rs.1,060 crore. On law and order, Therie said even the state Governor had declared that the law and order situation has completely failed due to uncontrolled multi-parallel insurgent governments who are extorting money ram pantly, while waiting for implementation of political solution when the prime minister announced to the nation, that the Naga issue has been resolved in 2015. Therie accused “the finance minister” of only seeking to earn commission out of every project of various departments and has little idea of improving the state’s finance make it self-reliant as other states. He also alleged that backdoor appointments have doubled and resulted in number of government em ployees rising from 76,000 to 1,45,000. The backdoor ap points have also led to depri vation of reservation policies in the state. He said such a huge work force is consum ing the bulk of state’s budget ary resources and shooting above the prescribed norms set by the Finance Com mission. Therie said after utilised huge chunk of the budget for salaries, the re maining funds meant for development is being shared between ruling politicians and insurgent groups.

Staff Reporter DIMAPUR, AUG 21 (NPN): A daily organic market set up in Super Mar ket area here under the initiative of a Farmers Pro ducers Organisation (FPO) to assist local farmers to sell their produces has been con verted into a residential area as it was running into losses. The market was spon sored by National Bank for Agriculture and Rural De velopment (NABARD) and inaugurated on September 4, 2018. Now, altogether 35 families are residing in rented houses in the area since the past one year. Earlier, various local produces such as bamboo shoot, tomato, bitter gourd, bitter eggplant, yam, orange, etc, sourced from various dis tricts of the State were sold at the market. Source informed Nagaland Post that since farm ers incurred losses, the FPO converted the market into a residentialSourcesarea.said it became difficult for FPO to collect Rs 5,000 monthly. The difficul ties faced by the farmers in selling their produces were also reported by this paper in November 2018. After the inauguration, FPO was allowed to utilise the market free of cost for one year by Development Authority Na galand (DAN) and extended due to Covid-19 pandemic. Sources said the organ isation later paid a monthly rent of Rs 70,000, including electricity dues, to DAN.

NEW DELHI, AUG 21 (PTI/IANS): As the count down began for the election of Congress president, the party’s election authority on Sunday said it would stick to the schedule of electing a new chief by September 20. Chairman of the par ty’s Central Election Au thority Madhusudan Mistry said it was up to the Con gress Working Committee (CWC) to approve the final date for the election, which could be any day between August 21 to September 20. However, sections in the party did not rule out delay in the internal poll process, considering the reluctance of Rahul Gandhi in contesting for the top post and the current focus of the Congress on organ ising ‘Bharat Jodo yatra’ next month. The CWC had decided to hold elections for the top post between August 21 and September 20. “We will stick to the schedule. We have already forwarded the election schedule to the party lead ership and are awaiting a nod from the CWC which will fix the final dates for the Congress president’s election,” Mistry told PTI. Mistry said the Elec tion Authority is in the pro cess of finalising the AICC delegates who will vote in the crucial election for the top party post. “The exact date will be finalised by the Working Commit tee,” he said, adding that a meeting of the party’s top decision-making body will be held soon. Justice Lalit, also the Executive Chairman of National Legal Services Authority (NALSA), was formally launching the re cently-introduced Legal Aid Defence Counsel (LADC) system in 365 District Legal Services Authorities at a hybrid event organised at Vigyan Bhawan here. LADC, constituted under NALSA, intends to provide free legal assistance to the poor who are forced to hire private counsel to fight their criminal cases, and in the process, end up losing their Justiceassets. Lalit, who will take charge as the CJI on August 27, highlighted that over 70 percent of the popu lation is below the poverty line and only 12 percent opt for the free legal aid provided by legal services authorities.“What does the popu lation between 12 percent to 70% do?” he said, adding, “That means the difference between 12% and 70% not with us.

Aaron Yimchunger informed that during his one-day visit to the National Park, the PCCF & HoFF inspected the facilities available at the protection camps from strong room to gymnasium, and other basic amenities for the well being of the protection forces. He also visited anti-poaching camps located within the National Park to see how monitoring and protection activities were being carried out. During the post noon session, the PCCF & HoFF interacted with staff, where he encouraged them to be proactive, to remain fit & healthy, and to stay away from intoxicating substances in order to give the best service which will be significant for the com ing generation. Those who were in jured in the same incident were also given monetary help by the state govern ment at a programme at Lahorighat in the district. Altogether 21 people from Morigaon district were engaged at a railway yard construction site in Noney district of the neighbouring state when a massive land slide hit the area on June 30.

ITANAGAR, AUG 20 (PTI): The elders of the Wancho community in a re mote district of Arunachal Pradesh have taken up the task of recording their ageold folktales in digitised form with the help of a UK-based researcher. The researcher, Tara Douglas, who spent over three years even during the COVID-19 pandemic with the community elders and workers in Longding district to document the folktales, is helping them to digitally archive the folklores. The Wanchos have a rich tradition of oral sto ries, memories, and songs and Douglas was invited to assist them to make the recordings.“The knowledge of the ancestors that has ac cumulated over generations is a record of life as it has been lived for centuries in this little-known area of the Patkai“Ithills.isthe history of the cultural practices and ritu als, the precise knowledge of livelihood practices, of plants, animals, the climate and geography. It is the collective memories of the community,” Douglas said. The researcher was introduced to the commu nity when she first visited Kamhua Noknu in 2019 and has since been working with local project partners to record, translate and catalogue the material. The venture that began in 2019 has led to further visits to some of the vil lages of the Pongchau and Wakka circles of the district to record local stories. The Wancho tribe, with a population of nearly 57,000 members, inhabits mostly the Longding district that borders Myanmar. “The pattern of life is changing rapidly as the district becomes more in tegrated and accessible to the outside world. Younger people are acquiring new priorities for education and employment, and they have much less time than before to listen to the memories of their parents and grand parents,” Douglas told PTI. Before the demise of the tradition bearers of the village and the disappear ance of the knowledge that they hold, the elders are recording their memories, she said.Jatwang Wangsa and Banwang Losu, two teach ers who also run a local organisation, the Wancho Literary Mission, have been the interlocutors for Doug las, facilitating introduc tions to the storytellers and sitting patiently hour after hour with her to translate the recordings into English so that the videos can be subtitled.Thestorytellers whose memories have been ar chived include, Late Ngam chai Wangsa and Nyemnoi Wangsa, Tangkaam Pheam, Wanjay Losu, Phawang Wangham, Gamlong Gam pa, Wanghom Losu and Wanchan Losu from Ka mhua Noknu; Chaidang Dangam from Nyinu and Ngompha Wangsa from Longkai“Thevillage.archive will be expanded to include more stories from Kamhua Noknu and the neighbour ing villages,” Douglas, the secretary of Adivasi Arts Trust, a UK-based charity said. Arunachal Pradesh with recorded 26 major tribes, 110 sub-tribes, and many unrecorded sub-tribes is a research hub for anthro pologists.With the recommenda tion of Stephen Morey, a linguist who specialised in the study and documenta tion of various l anguages of the region, Douglas also stored the Wancho folk tales in the Pacific and Regional Archive for Digital Sources in Endangered Cultures (PARADISEC), a digital record of some of the small cultures and languages of the world.PARADISEC is a con sortium of three univer sities - the University of Sydney, the University of Melbourne, and the Aus tralian National University. Some of the folktales of the community archived include Folktale of the Story of the Gourd, Cul tural memory of death and the soul, Folktale of Tiger Man Cicada, Folktale of the Story of the Gourd, second version; Folktale of the story of the Stone and Memories of traditional rituals. Little is known about the rich oral traditions of the indigenous, tribal and Adivasi communities of India, the researcher said. These traditions, in creasingly overwhelmed by modern life, may even be forgotten entirely by the younger people, Douglas said. “I work relentlessly to record the stories from the elders of the village commu nities and then to translate these narratives into Eng lish. I also encourage local artists and I work with them to introduce digital tools to retell their stories in interest ing contemporary formats,” Douglas said.

SHILLONG, AUG 21 (PTI): An international team of researchers has found a new species of long-fingered bats in India and Sri Lanka, close on the heels of the discovery of a thick-thumbed bat species in Meghalaya, of ficialsThesaid.team led by Thar aka Kusuminda of Univer sity of Rohana in the island country named the new species of long-fingered bats as Miniopterus phil lipsi, Uttam Saikia of the Zoological Survey of India and one of the leading scientists in the research, told PTI.Itwas named after W W A Philips (1892-1981) in recognition of his con tributions to studies on the mammals of Sri Lanka and South Asia. The specimens for this species were col lected from Idulgashinna cave in Uva Province in Sri Lanka and are now deposited in the Natural History Museum of the neighbouring country. The initial research was carried out in Sri Lanka in 2019 and it took three years to be completed in both Sri Lanka and India. The discovery has been published in Acta Chiropterologica, an inter national scientific journal, on Friday, the researchers said.During investigations, researchers found that the population of long-fingered bats in Robber’s cave in Ma habaleshwar in the Western Ghats of India also belongs to this species which was earlier mistaken as Eastern bent-winged bats, Kusum inda Thesaid.long-fingered bats belonging to the family Miniopteridae are part of a large group comprising at least 40 species worldwide. They have similar morphology and overlap ping dimensions rendering species identification prob lematic, he added. While in Sri Lanka it is relatively widespread, more studies are needed to determine its exact distri bution range in India, the scientist said. At least 13 renowned scientists were involved in this particular research – six from Sri Lanka and one each from India, Russia, Switzerland, Hungary, the UK, and the USA. Mizoram logs 80 COVID-19 cases AIZAWL, AUG 21 (PTI): Mizoram reported 80 new COVID-19 cases on Sunday, 122 less than the previous day, pushing the tally to 2,36,050, an official said. The COVID-19 death toll remained at 717 as no new fatality was reported, he said.Lunglei district re ported 22 cases, followed by Aizawl district (16) and Champhai district (13), he said. The state now has 649 active COVID-19 cases, while 2,34,684 people have recovered from the infec tion so far, including 126 on Sunday.TheCOVID-19 recov ery rate now is 99.42 per cent. The state has tested more than 19.66 lakh sam ples for COVID-19 so far, including 399 on Saturday. A total of 17,05193 doses of COVID-19 vac cines, including 8,74,145 first doses, 7,36,176 second doses and 94,872 precau tion doses have been ad ministered till Saturday, according to the state health department.

Besides, 1,347 other COVID patients have died due to comorbidities, it said.The northeastern state detected the new infections from 4,210 sample tests, with a positivity rate at 2.83 per cent.Of the fresh cases, Kamrup Metropolitan re ported 34 and Dhemaji 10. The state had logged 91 new infections with a positivity rate of 2.52 per cent on the previous day. Assam now has 3,039 active cases, while 7,32,484 patients have recovered from the disease, including 15 in the last 24 hours, the bulletinThesaid.state has so far conducted 2,86,42,979 sam ple tests for the infection. Mobile internet services across 25 districts of As sam were suspended for four hours on Sunday to prevent possible malprac tices as the state govern ment conducted written examinations for Grade-IV posts in its various depart ments.Besides, prohibitory orders under Section 144 CrPC were promulgated in the districts where the ex aminations were on, a top government official said. The principal of Cachar College in Silchar was detained by the police for alleged gross negligence of duty in conducting the examination.Policesaid the deputy commissioner of Cachar district had filed an FIR at the Silchar Police Sta tion this morning against the principal, Siddhartha Sankar Nath, after visiting the institution. The DC claimed that the princi pal had failed to conduct the examination as per the guidelines issued for the purpose. Nath was detained on basis of the complaint, police said. More than 14.30 lakh candidates are expected to appear for nearly 30,000 Grade-III and - IV posts, with the examinations scheduled for August 21 and 28, and September 11. While the Grade-IV examinations took place on Sunday in two shifts, tests for Grade-III posts will be held on the other two dates. GANGTOK, AUG 21 (PTI): Former minister Arun Upreti filed his nomi nation papers for the post of Speaker of Sikkim Legisla tive Assembly on Sunday. Upreti accompanied by Chief Minister Prem Singh Tamang along with SKM legislators and a few BJP legislators went to the Sikkim Legislative Assem bly Secretariat and filed his papers for the post of speaker.The post of Assembly speaker is now vacant as L B Das resigned from the post on August 16. The election for the new Speaker will be held on August 22. Upreti was elected from the Arithang constitu ency in the 2019 Assembly election. He was the Urban Development minister but resigned from the post on August 16. “Due to internal party arrangements I decid ed to tender my resignation from the state Cabinet”, Up reti told reporters after filling his nomination papers. “I have been loyal to the party, whatever post the party gives I think I can uphold it,” said Upreti, who is also secretary general of the ruling SKM. Chief Minister and rul ing Sikkim Krantikari Mor cha (SKM) supremo Prem Singh Tamang told report ers that the reshuffle (Upreti resigning from Ministry and LB Das from Speaker post) was an internal arrange ment within the party. This arrangement is only within the party. “The BJP has no connection regarding the reshuffle,” he told report ers, adding that the party decided for the reshuffle to give chance to LB Das to perform as a cabinet min ister. Tamang said, “Arun Upreti is very loyal to the party. It is a promotion for him and the decision was taken by the party.” The chief minister said till a new Urban Development minister is appointed he will he will look after the department.

NEW DELHI, AUG 21 (PTI): Farmer leader Rakesh Tikait was Sunday detained by the Delhi Po lice at the Ghazipur bor der while he was trying to enter the national capital to take part in an unem ployment protest rally at Jantar Mantar. A Delhi Police official said Tikat, the national spokesperson for the Bharatiya Kisan Union (BKU) and a prominent face of the Sanyukt Kisan Mor cha (SKM), was stopped at the border around af ternoon. “Thereafter, he was detained and taken to Madhu Vihar police sta tion where police spoke to him and requested him to return,” Special Commis sioner of Police (Law and Order) Dependra Pathak said. The DCP said Tikait “agreed” with the police request and “he has been escortedSourcesback”.said Tikat was detained as the Delhi po lice was trying to prevent “undue gathering” in the nationalTikaitcapital.alleged the Delhi police was working at the behest of the Centre. “The Delhi Police working at the behest of the government cannot suppress the voice of the farmers. This arrest will bring a new revolution. This struggle will continue till the last breath. Won’t stop, won’t get tired, won’t bow down,” Tikait tweeted in Hindi. Suhail Bukhari, spokesman of the PDP told IANS that she was scheduled to go to Chotigam village of Shop ian district on Sunday where terrorists killed a local Kashmiri Pandit Sunil Kumar on August 16. Reacting to her house arrest, Mufti said on her Twitter page, “GOI wants to push the plight of Kashmiri pandits under the rug because its their callous policies that’ve led to unfortunate tar geted killings of those who chose not to flee. Inder Meghwal, a nine-year old school going boy from Surana village in Jalore, Rajasthan, took water to drink from a clay pot was slapped by a teacher for drinking water supposedly meant for the ‘casteist teachers. This incident occurred on July 20th 2022 at Sarswati Vidya Mandir, a private school located in the village. The teacher who slapped him with such force and ferocity that made the boy to fall down. He died on the 13th of August, 2022 as the treatment failed while in hospital. His parents did not know that the injury was internal as Inder Megh wal was continuously complaining of pain.in his ear. Acting on it he was taken to a hospital in Bagoda but was informed to take him to a hos pital in Udaipur and then on to a hospital in Ahmadabad and several more, and subsequently died. Blessed are the poor in spirit… —Matthew 5:3 The New Testament notices things that do not seem worthy of notice by our standards. “Blessed are the poor in spirit….” This literally means, “Blessed are the paupers.” Pau pers are remarkably commonplace! The preaching of today tends to point out a person’s strength of will or the beauty of his character— things that are easily noticed. The statement we so often hear, “Make a decision for Jesus Christ,” places the emphasis on something our Lord never trusted. He never asks us to decide for Him, but to yield to Him— something very different. At the foundation of Jesus Christ’s kingdom is the genuine loveliness of those who are commonplace. I am truly blessed in my poverty. If I have no strength of will and a nature without worth or excellence, then Jesus says to me, “Blessed are you, because it is through your poverty that you can enter My kingdom.” I cannot enter His kingdom by virtue of my goodness— I can only enter it as an absolute pauper. The true character of the loveliness that speaks for God is always unnoticed by the one possessing that quality. Con scious influence is prideful and unchristian. If I wonder if I am being of any use to God, I instantly lose the beauty and the freshness of the touch of the Lord. “He who believes in Me… out of his heart will flow rivers of living water” (John 7:38). And if I examine the outflow, I lose the touch of the Lord. Who are the people who have influenced us most? Cer tainly not the ones who thought they did, but those who did not have even the slightest idea that they were influencing us. In the Christian life, godly influence is never conscious of itself. If we are conscious of our influence, it ceases to have the genuine loveliness which is characteristic of the touch of Jesus. P ublic sector banks (PSB) are critically needed today as they were in 1969 is virtually the message RBI has given. Its observation that privatisation can do more harm is almost a warning. He triumphantly said the coun try was able to weather the global financial crisis on the back of its strong banks. History proved that later the same government encour aged undue incentivisations of the corporate post 2009. It led to an avoidable critical NPA situation. The RBI is right that the banks are not at fault but extra-banking decisions have led to many crisis-like situations and unwanted write offs. The national psyche has yet to accept the move to privatise the banks. The bank employees went on strike a number of times during the past one year. The recent dilution of Life Insurance Corporation eq uities have only resulted in its share prices losing shin. The RBI paper is almost a counter to the policy paper of NCAER director gen eral Poonam Gupta former NITI Ayog vice-chairman Arvind Panagarya which recommended privatisation of all banks except SBI. The Narendra Modi government’s decisions like MUDRA, Skill India, Jandhan Yojana, trans ferring of PM Kisan and other direct benefits were deftly handled because the banks are in social control. Demonetisation would not have been possible had not the public sector banks ef ficiently managed it. The Indian financial sector underwent a tec tonic shift, when the Indira Gandhi government nation alized the 14 biggest com mercial lenders on July 19, 1969. The second volume of the official history of the Reserve Bank of India describes bank national ization as the single-most important economic policy decision taken by any gov ernment after 1947. Central bank historians say that in terms of the impact, even the economic reforms of 1991 pale in comparison. It may be recalled prior to the takeover, often one or the larger banks were rumoured to be facing moratorium. The RBI bulletin criti cally observes that public sector banks have given yeoman service to the sta bilization and growth of the different sectors. In 1980, again 20 banks were bringing 90 per cent of the banking under the public sector. The banks were, economists observed, fiefdoms of big business. It got under social control. The common man, the poorest, students and the needy entrepreneurs got access to finance which the private house controlled banks had denied. It paid Congress political dividend in 1971 elections. People in general welcomed it but gradually aberrations set in as politicians could control the banking decisions. The first major loanwaiver by Janata Party government led by the then prime minister VP Singh cost the exchequer Rs 10000 crore yielding to the de mands of agitating farmers in 1990. The second one of Rs 60000 crore was by the UPA government in 2008. Thirteen states followed it in the subsequent years to give relief to farmers. It was criticised but there were wide support too as the write-off of big loans of the indus try too be came norm for decades.During the 2004-2014, the UPA government wrote off loans worth Rs 2.20 lakh crore. In subsequent years another Rs 19.2 lakh crore of large loans were written off. Banks say these are totally unrecoverable and excluded from bal ance sheets. Yes these have been problems. The PSBs suffered a grievous injury when they ended up with a huge amount of gross nonperforming assets (NPAs) or bad loans, which peaked at Rs 8.96 trillion in March 2018, 14.6 percent of total loans. This situation led a section in the government mull over privatising the banks starting with four ma jor banks Central Bank of India, Bank of India, Bank of Maharashtra and Indian Overseas Bank despite the latest recapitalization of Rs 15000Thecrore.premise that pri vate sector banks are doing better is being disputed by the RBI paper. It highlights that the private banks have failed to cater to the cus tomers of the rural and semi-urban areas to date and customers from such locations are relying heav ily on PSBs for banking. It turns out that even after bank nationalisation and with more stringent regula tion of the banking system by the RBI, private banks continue to fail. Some of the major reasons as identified by the RBI paper shows PSBs can serve the country better than private banks as they have better financial inclu sion, superior credit system, and better efficiency. The paper hints at possible convolution of financial engagement if the entire sector is privatised, as the NITI Ayog suggests. It says that private banks are oriented to profits while the public banks work on thin spread but serves a larger section and differ ent strata of the society. It implies that if the sector is privatised many govern ment programmes as well as social welfare aims might get hit resulting in social imbalance. It notes that despite weak balance sheet, resource utilization of the public sector had been more efficient and that gave them the edge in weathering the covid pandemonium shock remarkably well. Once privatised, the large social wealth would be beyond the reach of the people and the govern ment. This was the problem that the government faced most during the 1960s. If these are sold out again to similar people, many of whom are large defaulters, the countercyclical role of the banks would suffer the most. Apart it might cause severe fluctuations in lending rates affecting most government programmes and severe social imbalance. I t may not be good for the PSB themselves as abstract factors can affect their share price, market sentiment, valuation and may have three risks – inter est rate, regulatory, price-toearnings ratio and price-tobook value. For better social returns the public sector is the ideal and privatisation is not the panacea.

If this is the level of casteist mind-set, what about those Dalits who live in the villages and on the margins of ur ban centers. As Indians we would be celebrating our independence year after year, but not mindful of caste violence and heinous ness of caste manifesting in its ugliest forms. 75 years passed by but India has not changed. The mindsets of Indians by and large are corroded with caste. A nine-year old boy wanted to drink water, but the corroded casteist mind-set of a teacher could not tolerate. The very sight of a Dalit drinking water angered him leading to thrashing resulting in death.Inanother case, though he is a panchayat president, the caste mind-set does not want to extend the due privilege of hoist ing the national flag on the most important day, but denied since he happened to be a Dalit. AAP fault lines exposed Since 2012 the AAP had successfully placed itself on the lofty pedestal as a party that is clean and corruption-free and was almost looking to place itself to lead the disunited opposition in 2024 against the BJP. However, destiny had other plans as the AAP today has been shaken to its foundation when two of its senior most leaders- minister of home, health & family welfare and industries Satyendar Jain and deputy chief minister Manish Sisodia minister of finance, education, higher education, excise etc are now being probed by the ED and CBI. While Satyendar Jain is being probed for money laundering, deputy chief minister Sisodia, the most powerful AAP minister after chief minister Arvind Kejriwal, is being probed for alleged kickbacks in the liquor license case involving losses of around Rs. 2000 crores to the Delhi government’s exchequer. The scam case pertains to alleged corruption in the framing and implementation of Delhi’s excise policy 2021-22 which paved way for the entry of private firms into the retail liquor sector. The accusations involve extending undue favours to the licensees, waiver/reduction in licence fee, and extension of L-1 license without ap proval in return of bribes. It is said that the illegal gains from these acts were diverted to the public servants. According to the central agency, Sisodia and other accused public servants recommended and took deci sions pertaining to the excise policy 2021-22 without the approval of competent authority with “an intention to extend undue favours to the licensees post tender”. There are serious allegations made by those former permit holders who were not considered because they did not pay bribe to the ‘authorized agent’ while new applicants who paid bribes eventually got the licenses. Arvind Kejriwal has not defended his righthand man but only spoke about Sisodia’s achievement as education minister. Kejriwal realizes that improving educational institutions in Delhi is one thing and kick backs from liquor license is another. After the scam, Manish Sisodia, referred to as Money Sisodia did a sudden U turn by reverting back to the old liquor policy when he has been strongly defending his new liquor policy. Amidst all of these, Delhi Congress under Ajay Maken, looked confused and pathetic when it resorted to protests demanding Sisodia’s resignation instead of taking a politically matured stand in demanding probes to unearth facts. This way Congress would shown that its stand was principled and also left room for likely opposition unity for 2024. AAP has been fighting elec tions in several states besides Delhi such as in - Punjab where it came to power with a little bit of help due to miscalculations by the Gandhi siblings; Goa where it expected to win but fared disastrously; Uttarakhand where it again expected something big but ended with zero and UP where it failed to win even one after contesting in 403 constituencies. Fighting elections requires money and the AAP by contesting in so many states has only shown it has the money and perhaps Sisodia exposed the modus operandi to obtain funds. The recent liquor scam in Delhi also comes just as AAP was on campaign swings at Himachal Pradesh, Chhattisgarh, Gujarat, Jharkhand and Karnataka. AAP has been merciless and at times slanderous in its at tacks on leaders of other political parties on corruption. Now AAP is tasting its own medicine and proving that, its self-created halo as corruption-free party was all bunkum and should remember that those who live in glass houses should not throw stones. NEW DELHI, AUG 21 (PTI): Amid the uproar over the death of a Dalit school boy in Rajasthan, senior Congress leader Meira Ku mar on Sunday stressed on completely eradicating the “illness” of caste system and adopting a zero tolerance approach against prejudice. In an interview with PTI, she said one should not get into which particular regime or political party is responsible for such atroci ties as it takes the focus away from the main issue, and asserted that such incidents are “soul-crippling’’.Overtheyears, the caste system has neither been diluted nor has it been eradicated, the former Lok Sabha speaker said. Her remarks come days after Indra Kumar (9) was beaten up by a teacher alleg edly for touching a drinking water pot at a school in Rajasthan’s Jalore district on July 20. NEW DELHI, AUG 21 (IANS): The Central Bureau of Investigation (CBI) on Sunday arrested a Lieutenant Colonel and a Subedar Major, both attached to Military En gineering Service (MES), Ambala Cantt, along with two private contractors in alleged bribery case of Rs 22.48Thelakh.accused were identified as Lieutenant Colonel Rahul Pawar, MES, Ambala Cantt, Sube dar Major Pardeep Kumar, private contractors Dinesh Kumar and Pritpal. A case was registered against the accused on the allegations of demanding bribe. The alleged payment of bribe was to ensure that most of tenders from Am bala Cantt are awarded to the private contractors. The CBI laid a trap and caught both the public servants and the private persons during transaction of Rs 22.48 lakh. Searches were con ducted at the premises of accused in Ambala, Kurukhetra which led to recovery of huge cash and incriminating documents. During searches, Rs 32.50 lakh was recovered from the premises of the Lt Colonel while an amount of Rs 16 lakh was recov ered from the possession of the private contractors. All the four arrested accused will be produced before the competent court.

NEW DELHI, AUG 21 (PTI): Government has firmed up a proposal to give specific names to all the AI IMS, including that in Delhi, based on regional heroes, freedom fighters, historical events or monuments of the area or their distinct geo graphical identity. Majority of the 23 All India Institute of Medical Sciences (AI IMS) have submitted a list of names, after the Union Min istry of Health and Family Welfare sought suggestions from them in this matter, of ficial sources told PTI. AIIMS, many of which are operational while oth ers being set up under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), are known by its generic name and distinguished only by their location, an official explained.“So,the Union health ministry has drafted a pro posal to give specific names to all the 23 AIIMS, which include those fully function al, partially operational or under construction,” source said. In this regard, sugges tions were sought for assign ing specific names to differ ent AIIMS, which could be linked to local or regional heroes of prominence, free dom fighters, distinct geo graphical identity of the area where the institute is located and prominent historical events or monuments of the region,” source explained. Majority of these pre mier health institutes are learnt to have suggested 3 to 4 names along with an ex planatory note for the names suggested. Six new AIIMS -- Bihar (Patna), Chhat tisgarh (Raipur), Madhya Pradesh (Bhopal), Odisha (Bhubaneswar), Rajasthan (Jodhpur) and Uttarakhand (Rishikesh) were approved in Phase 1 of PMSSY and are fully functional.
NEW DELHI, AUG 21 (PTI): The Delhi High Court has dismissed a public interest litigation (PIL) seek ing to declare AAP leader Satyendar Jain, arrested in a money laundering case, as a “person with unsound mind” and disqualify him from being a Member of Legislative Assembly (MLA) here and a minister. A bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad said the court, based on averments in a writ peti tion, cannot declare Jain as a “person with unsound mind” and disqualify him from the Cabinet and the Assembly. The bench noted that the MLA is facing pros ecution for various offences and the Code of Criminal Procedure-- which deals with investigation, inquiry and trial-- caters to all con tingencies and it is for the prosecution/court to take appropriate steps in accor dance with law. “It is true that cases have been registered against respondent No.5 (Jain) and respondent No.5 is facing prosecution for various of fences under the Indian Penal Code, Prevention of Corruption Act as well as Prevention of Money Laundering Act. The Ministry of Finance on Sunday said the concerns of service providers for cost re covery have to be met through other means, Business Standard reported.“UPI is a digital public good with immense convenience for the public & productivity gains for the economy. There is no consideration in Govt to levy any charges for UPI services. The concerns of the service providers for cost recovery have to be met through other means,” the minis try tweeted.Thiscomes days after the Reserve Bank of India (RBI) sought feedback from stakehold ers on the possibility of imposing gradual charges on payments made through UPI, based on dif ferent amount bands. A discussion paper floated by the RBI sought to streamline the framework of charges for differ ent payment services or activities, such as UPI, IMPS (Immediate Payment Service), NEFT (Na tional Electronic Funds Transfer), RTGS (Real-Time Gross Settle ment), and payment instruments including debit cards, credit cards, and prepaid payment instruments (PPIs).Even as the RBI has sought feedback on the proposal by Octo ber 3, the central bank reiterated it has neither taken any view nor has any specific opinion on the issues raised in the discussion paper. Currently, no cost is incurred by users or merchants in the case of payments made through UPI. On Sunday, the government said it had provided financial support for the digital payment ecosystem last year, and has an nounced the same for the ongoing fiscal to encourage further adop tion of digital payments, and pro motion of payment platforms that are economical and user-friendly. In the financial year 202122, the Centre had allocated Rs 1,500 crore for “promotion of digital payments” that is used to reimburse the merchant discount rate (MDR) for RuPay debit card transactions, and BHIM-UPI transactions up to Rs 2,000. For FY23, the Centre has set aside Rs 200 crore for promotion of digital payments in the Budget.

NEW DELHI, AUG 21 (PTI): After turning net buyers last month, foreign investors have shown tre mendous enthusiasm for Indian equities and have infused close to Rs 44,500 crore in August so far amid softening of inflation in US and falling dollar index. This was way higher than a net investment of nearly Rs 5,000 crore by Foreign Portfolio Investors (FPIs) in entire July, data with depositories showed. FPIs had turned net buyers for the first time in July after nine straight months of massive outflows, which started in October last year. Between October 2021 till June 2022, they sold a massive Rs 2.46 lakh crore in the Indian equity markets. In the coming months, FPI flows are to remain volatile. However, with the fading concerns of rising in flation, tightening of mone tary policy and performance of first quarter earnings, inflows are likely to improve in emerging markets, said Shrikant Chouhan, Head - Equity Research (Retail), KotakTheSecurities.near-term trend in capital flows will be influ enced mainly by the move ment of the dollar, V K Vijayakumar, Chief Invest ment Strategist at Geojit Financial Services, said. According to data with depositories, FPIs pumped in a net amount of Rs 44,481 crore in Indian equities dur ing August 1-19. This is the highest investment made by them so far in the cur rent year.Sentiments in the eq uity market have turned bullish due to the sustained buying by FPIs. “The main trigger for the sustained buying has been the steady fall in the dollar index from above 109 in end July to around 105 recently. Elaborating on the LADC system, he said crim inal cases are pursued on behalf of the state by public prosecutors, and on the simi lar line, such cases would be fought for poor litigants through this mechanism whose funding will also come from the government through the NALSA route. He dubbed the situ ation where the poor are forced to hire private lawyers “malady of litigation” and said, in criminal cases, it so happens that the person accused is dragged into litigation.The success of the LADC system would lie in extending a hand of confi dence towards the people whose resources are eaten up in litigation and they get “sucked into this trap”, he added.He termed the LADC system an “initiative for transforming free legal aid, assistance and legal repre sentation in criminal matters in line with the Public De fender System by engaging full time lawyers working exclusively for legal aid beneficiaries”.JusticeLalit thanked those associated with the legal aid movement for their achievements in the last 15 months.

It was the Green’s first game of the tournament and they now join Odi sha FC (OFC) with a 100 percent win record in the Group.
