With the State police taking anti-narcotics pledge to not engage in the production, manufacture, possession, sale, purchase, transportation and consumption of psychotropic substances, deputy chief minister and
minister in-charge of Home & Border Affairs, Y Patton has directed the director general of police (DGP) to take stern action against police personnel found under the influence of intoxicants.
Patton said this during his first meeting with DGP Rupin Sharma and senior police officers after taking
charge of the department for the third time, at Police headquarters here on Friday. He reminded that people had high expectations as police personnel were the eyes and ears of the citizens and responsible for their safety and security. However, he lamented that some personnel were found to be under the influence of liquor or indulged in drug abuse, which tarnished the image of the department. DGP mentioned that Nagaland Police would perhaps be the first police force in the country to administer anti-narcotics pledge to all its personnel.
Review of TPC: Patton also asked the Threat Perception Committee (TPC) to review deployment of police personnel as bodyguards to former MLAs, retired bureaucrats and leaders of political par ties within two months

Isak-led NSCN (K) reacts to alleged information
DIMAPUR: Reacting on the alleged information provided by Cease Fire Supervisory Board (CFSB) chairman to the chief minister, that NSCN/GPRN was not a recognised group, the Isakled NSCN (K) has clarified that ‘col.’ (Retd.) Isak Sumi was a recognised representative of NSCN/GPRN in talks with the government of India. MIP of NSCN (K) in a press statement claimed that they were officially and constantly in touch with the Government of India and the sole representative of NSCN/GPRN and also the co-convener of W/C, NNPGs in political talks with the Government of India.
MIP alleged that since the formation of NNPGs and subsequent signing of “Agreed Position” on November 17, 2017 with the government of India,
“Conspiracies have been waged by anti-solution and anti-Naga elements to disintegrate W/C, NNPGs and sabotage Naga solution”.
Therefore, the group informed the people not to be swayed away by antisolution elements spreading rumours and “hell bent in sabotaging the Naga political solution”.
MIP also claimed that Hokato Vusshe and Phuyeka Achumi, wanted by the state law enforcing agencies and look out notice served against them in connection to multiple murders of innocent Naga civilians’ were evading arrest.
It alleged that since the eviction of Hokato Vusshe from designated camp, Khehoi by his own cadres in May 2022, “certain prominent Naga politician has been campaigning from Na-
galand to Delhi” to enable Hokato Vusshe to form his separate group, but there has been no positive response from New Delhi.
MIP further claimed that on January 4, 2023, Phuyeka Achumi allegedly tried to assassinate Col. (Retd.) Isak Sumi but was “miraculously rescued by God with the intervention of Home Kilonser”. However, Phuyeka Achumi confiscated the entire household properties and forcefully evicted Isak’s wife and children at “gun point” and occupied the residence despite protest and eviction notice from Thilixu village and Sumi frontal organisations. In view of the above, MIP has asked the Nagas to remain vigilant of “anti-Naga forces marauding the land in the guise of national workers”.

Indo-Myanmar border tense after air strikes
Correspondent
IMPHAL, MAR 24: Security forces in Manipur intensified vigilance along the Indo-Myanmar in the backdrop of airstrikes near the international border on the Myanmar side.
Tensions ran high among villagers on Manipur side of the international border after Myanmar military launched airstrikes on camps of the People’s Defence Force (PDF) located near the international border. Reports said that the Myanmar military continued aerial strikes at hideouts and camps of the PDF located near the Indo-Myanmar border.
On Thursday, the Myanmar military launched aerial attacks on hideouts and camps of the resistance force in the upper Tamu district close to Indo-Myanmar border.
As per a report from Moreh, Manipur’s border town at Indo-Myanmar border, bombs were dropped at hideouts of the PDF near the border pillar 81 again today, around 9 am.
The military continued the aerial strike with the military continuing bombing even on Friday. One PDF cadre was
reportedly killed and three others injured in the attack. One of the injured cadre was rushed to Moreh hospital for medical treatment.
The impact of the bomb strike reached Kwatha Khunou, a border village on the Indian side, and splinters reached the village located near the border pillar 81. Kwatha Khunou is lo-
cated just 1,000 metres away from Indo-Myanmar border and villagers dispersed for their safety and took shelter at neighbouring villages following the aerial strike, the reports said.
Sounds of the exchange of fires were also heard in B Bongjang, Jangnoi, Kwatha Khunou and Molphei villages on the Indian side.
The displaced villagers said that they fled fearing casualty as the exchange of fire ensued around 5 am and continued till late in the evening.
The whole night, they hid themselves in the thick forest area and returned to their village Friday morning only to flee again after the splinters of the air bombing reached their village, they added.
Earlier on Thursday morning, a large number of Myanmar military engaged in a fierce gun-fight with the
VPP threatens to agitate on job quota
Correspondent
SHILLONG, MAR 24:
Perturbed with the Assembly Speaker Thomas Sangma for adjourning the proceedings of the House for the day on Friday, the Voice of the People Party (VPP) has threatened to take to the streets on the implementation of the roster system for job quota in state government.
However, CM Sangma defended the Speaker’s decision to adjourn the sitting of the House for the day saying that it has been done as per the rules and procedures of conduct of business in the House.
Voicing unhappiness with the decision of the Assembly Speaker for adjourning the proceeding of the house for the day, VPP legislator, Ardent Miller Basaiawmoit felt that the
Speaker should have sought suggestions from the opposition members either to extend or stick to the timing according to the calendar.
“This is the first time that the Assembly budget session is being held only for seven days and only two days are reserved for the private member’s business,” he said.
“Now we are left with no other option, but to take to the streets on this burning issue (roster system) since the government is not giving us an opportunity to discuss it in the assembly,” Basaiawmoit said. Moreover, he claimed that the government is fully aware that there is an important motion submitted by the opposition members.
Job VACANCy
“The wording which I have submitted for the motion I have clearly mentioned the urgent need to discuss the roster system. We wanted to request the government to put on hold the implementation of the roster system in the State retrospectively,” Basaiawmoit said.
He said the party will seek the educated unemployed youth and the general public at large from Khasi and Jaintia Hills region to mount pressure on the government to put on hold implementation of the roster system. “We will not allow our youth to suffer in view of the implementation of the roster system,” the VPP
legislator asserted.
CM Sangma said that the rule book specifically mentions that on Friday the House will function from 10 am to 12 noon.
“Some sections of the members in the opposition had stressed about the rule many times and said that rules should be followed. And that is exactly what the speaker is doing,” he said, adding that members are free to raise the issues either in the debate on the governor’s address, debate on the budget, special motions, and short duration discussion.
“There are so many options where members are free to raise any issue at any time. We have always discussed the matters. We have never shied away from anything and even in the future we will not shy away from anything,” the Chief Minister said.

Noting seriously the developing situation along the borderline, state police commandos stationed at Moreh town rushed to the border villages to keep a close watch on the development.
In view of the developing situation along the international border, the state authority has taken up appropriate security measures, Manipur chief minister Biren Singh said in a Facebook post.
In Churachandpur sector of the Indo-Myanmar border , Behiang police and IRB team intensified foot patrolling near the border covering MK Road, places near border pillar 43 and L Kanan village, the chief minister further wrote on Facebook.
GUWAHATI, MAR 24
(PTI): Following Congress leader Rahul Gandhi’s disqualification from Lok Sabha over conviction in a defamation case, opposition parties in Assam on Friday slammed the ruling BJP and alleged the saffron brigade has “finished the democracy”.
The Congress, the principal opposition party in Assam, asserted that Gandhi has been consistently fighting for people’s rights and to protect Indian democracy, both within and outside Parliament.
“He will continue to do so. Truth shall, must and will prevail. Appropriate legal action will be taken,” the Assam Pradesh Congress Committee (APCC) tweeted.
APCC president Bhupen Kumar Borah claimed that the conviction and
subsequent disqualification from Parliament is the outcome of speaking for the people of the country. “BJP has finished our democracy. BJP’s conspiracy to silence @RahulGandhi,” he said on the microblogging site.
Assam MLA Akhil Gogoi termed the disqualification of the Congress MP from the Lok Sabha following the judgement in the ‘Modi Surname Case’ an aberration for democracy.
“Defamation suit becomes a tool for political vendetta. It’s the start of the ruin of the ‘Modi Regime’. A repetition of Emergency era 1975-77,” he said.
President of another opposition party, Assam Jatiya Parishad, Lurinjyoti Gogoi, said Gandhi’s disqualification from Parliament shows the BJP-led government’s desperation and lays bare its attempt to muzzle opposition voices.
Criticising the action on the former Congress president, Assam Trinamool Congress leader Dilip Kumar Sarma said, “When everything runs on the instructions of the executive, then the destruction of democracy starts. The Lok Sabha secretariat has done such an act today. Lok Sabha, which works to uphold democracy, today in a way killed democracy.”
ED conducts raids in Arunachal in APPSC, APSSB scams
ITANAGAR, MAR 24
(PTI): The Enforcement Directorate (ED) conducted multiple raids in Papum Pare district as part of investigation into the Arunachal Pradesh Staff Selection Board (APSSB) scam and APPSC paper leak case, official sources said on Friday.
The raids were conducted by ED under the provisions of Prevention of Money Laundering Act (PMLA) 2002 while investigating the APSSB scam and Arunachal Pradesh Public Service Commission (APPSC) paper leak cases.
“The ED initiated investigations under PMLA, 2002 based on FIR regis -
tered by the Special Investigation Cell (SIC) under various sections of Prevention of Corruption (PC) Act, 1988 and IPC1860 in the case of APPSB scam and FIR registered by SIC and CBI under various sections of PC Act, 1988 in APPSC paper leak case,” the ED said in a tweet.
The agency claimed that, during the search operation on Tuesday, it recovered incriminating documents and Rs 1.41 crore which has been frozen.
According to sources, the ED raided the house of Taket Jerang, the main accused in the APPSC paper leak scam.
Jerang is the main accused in all the scams related to the APPSC since 2014.
The ED officials reportedly recovered some important documents from his residence and are planning a follow-up action based on the documents, the sources said.
In another case, the ED reportedly froze and attached the accounts of Kapter Ringu and her relatives, in regard to the APSSB cash-for-job scam.
The SIC investigating the APSSB cash-for-job scam, had charge sheeted 19 persons in November 2020 for their alleged involve -
ment in the case.
So far two cases have been registered by the SIC in the APPSC paper leak issue and the cases have already been handed over to the Central Bureau of Investigation (CBI). The premier investigating agency filed a chargesheet on December 9 last year against eight individuals and another on January 30 this year against one person. As many as 46 government officials and 13 private individuals have been arrested in connection with the malpractices conducted in the recruitment examinations.

BJPcallshis disqualificationlawful
NEW DELHI, MAR 24 (PTI): Leaders of almost all opposition parties on Friday rallied around Rahul Gandhi, after he was disqualified from the Lok Sabha following his conviction by a Gujarat court, and accused the BJP of doing “vindictive politics.”
The Congress said it will fight the battle legally and politically for its former president. It was supported in its protest by parties such as TMC, AAP, Samajwadi Party, DMK, and BRS, which had earlier said they would maintain equal distance from both the BJP and the Congress.
West Bengal Chief Minister Mamata Banerjee, whose party, TMC, has been at odds with the Congress over remarks made by Adhir Ranjan Chowdhury, and has been absent in opposition marches held over the last few weeks, too reacted strongly against Gandhi’s disqualification.
“In PM (Narendra) Modi’s New India, opposition leaders have become the prime target of BJP! While

“The Prime Minister has decimated almost all the constitutional institutions. He had been using all the investigating agencies against the political parties who are opposing his terrible and distressing regime.
Congress workers take part in a torch procession during a protest against Rahul’s disqualification from LS. (PTI) BJP leaders with criminal antecedents are inducted into the Cabinet, opposition leaders are disqualified for their speeches,” Banerjee tweeted. “Today, we have witnessed a new low for our constitutional democracy,” she added.
Support for Gandhi came from parties which have stood by the Congress through the last few weeks as the party led the opposition on the Adani issue.
Voices of anger, shock and disbelief came from parties such as the RJD, JMM, CPI, CPI-M, Shiv Sena, DMK, and NCP, among others.

the public to rise against the BJP’s “arrogant” power.
“The expulsion of Rahul Gandhi from the Lok Sabha is shocking. The country is passing through very difficult times. They have kept the whole country scared. 130 crore people will have to unite against their arrogant power,” he said in a tweet.
The Congress said it was “a black day for Indian democracy” and alleged that the action was driven by “political vendetta.”
Samajwadi Party leader Akhilesh Yadav called for “fighting on the street” against the BJP.
“The person who has alleged defamation should actually accuse those of it
“The disqualification of @RahulGandhi as MP before he could go for an appeal is death knell for democracy. The metamorphosis of BJP’s vindictive politics into autocracy is happening at an alarming pace. If one goes by history, it is very clear what is in store for such autocrats,” he said in a tweet.
BRS Party National President and Chief Minister K Chandrashekar Rao said that the disqualification of Gandhi was a “Black day” in the history of Indian democracy and shows the height of Narendra Modi’s “arrogance and dictatorship.” “Sri Rahul Gandhi’s disqualification is an attack on Democratic principles and Constitutional values of India. It reflects the autocratic and egoistic personality of Sri @narendramodi,” Rao said in a tweet sent through his party’s official
“Today, the PM has demeaned the ‘Temple of Democracy’ i.e. the Indian Parliament, by disqualifying an opposition leader. It is a testing time for Constitutional values and Parliamentary Democracy,” the politician wrote, and accused the Modi government of hiding the “largest con of corporate history.”
“It’s time all the opposition parties, keeping aside their differences, condemn this undemocratic and unparliamentary measure,” Rao added. Jharkhand Chief Minister Hemant Soren said the disqualification of Gandhi was a “vendetta battle” and it had exposed the reality of “Amrit Kaal.”
Uddhav Thackeray, who heads the Shiv Sena (UBT) party, dubbed Gandhi’s disqualification as “murder” of democracy and said this is the beginning of the end of “dictatorship.”
Arvind Kejriwal
NEW DELHI, MAR 24 (PTI): Delhi Chief Minister
Arvind Kejriwal on Friday referred to Lieutenant Governor V K Saxena as a “guest” who “knows nothing about Delhi”, while asking him to work with the AAP dispensation for the development of the national capital.
Kejriwal also attacked Saxena for obstructing various initiatives of his government, but asserted that despite all the hurdles, the government was doing good work.
“Teachers’ Finland training got delayed, who benefitted from this? No one. Delhi Dialogue and Development Commission vice-chairman Jasmine
Shah’s office was sealed and is locked since last six months. Who benefitted from this? No one. The budget got delayed because of him. But the same budget was passed without any chan ges later. The L-G is now planning to withdraw electricity subsidy,” the chief minister said in the Delhi Assembly.
He also said that excellent work has been done in the education sector in the city. “We just did the work of a facilitator. The hard work was done by the teachers. This spirit in them came from the training they got abroad. Some principals had to go abroad in December and March which was stopped by the Lieutenant Governor (L-G). Who benefited from this?” he asked.
The AAP supremo further asked L-G Saxena to cooperate with the AAP government and work together for the development of Delhi.
He added that the Aam Aadmi Party (AAP) government can “pitch in” if the L-G “needs help” to manage the law and order situation in the city.
“And whereas a further review of the law and order situation in the state of Nagaland has been undertaken. In another notification, the home ministry declared Tirap, Changlang and Longding districts in Arunachal Pradesh and the areas falling within the jurisdiction of Namsai and Mahadevpur police stations in Namsai district of Arunachal Pradesh, bordering the state of Assam as ‘disturbed area’ on September 30, 2022. One more police station area has been brought under the ambit of the AFSPA through the fresh notification.

SEEKS GOVERNOR’S SUPPORT TO DEVELOP CITY
Caging Rahul
Whether or not Rahul is a politician or even fit to be called one, is no longer important but whether he only did his duty as a conscientious politician to raise his voice raised against those allegedly involved in dubious, shady and corrupt acts, regardless of inviting consequences? Rahul himself in a spot for a campaign remark he made in Karnataka at a rally on April 13, 2019 where he asked : “Why does every thief have the Modi surname- Nirav Modi, Lalit Modi, Narendra Modi.?”However, response was not long in coming when a defamation complaint was filed on April 15 , 2019 by former Gujarat minister and BJP MLA from Surat West Purnesh Modi. Purnesh in 2019 said since he he’s an MLA and a social worker, his social reputation has suffered an ‘irreparable loss’ because or Rahul’s remark. Though Purnesh was nowhere in Rahul’s radar and legally unconnected with the remark, yet he maintained he was personally hurt and defamed. For speaking out candidly and boldly albeit in his inimitably unprofessionally boyish style, Rahul has been convicted in a criminal defamation to two years in prison by Surat court Chief Judicial Magistrate H H Verma. The Lok Sabha lost little time with a swift reaction to disqualify Rahul from membership of the Lok Sabha. Nirav Modi is a fugitive Indian diamond tycoon while Lalit Modi another fugitive in London, is a former chief of the Indian Premier League banned for life by the country’s cricket board. Rahul accused prime minister Modi of favouritism and price escalation in the Dassault Rafale deal. Rahul clarified that he made the comment to highlight corruption and it was not directed against any community. It has long been expected the government would tighten the noose around Rahul as he has been firing salvoes at Modi on every occasion. Rahul touched a raw nerve of the government when he posed uncomfortable questions about the meteoric rise of corporate honcho Gautam Adani during the past eight years since the coming to power of prime minister Narendra Modi. He cited instances where rules were bent to facilitate take over of various assets by the Adani group and also tailoring India’s foreign policy to suit the group. The government also rejected outright any suggestion for a JPC probe into details of how the Adani group was favoured by the government with several deals. The conviction of Rahul and his disqualification from parliament only served to vindicate the charges he made both within and outside parliament. Rahul accused the ruling BJP of attacking democratic institutions, being intolerant to critics of the government and curtailing the Right to Freedom of Speech and Expression. If Rahul could be convicted for a remark, then those made even by the prime minister and many other ministers deserve no less treatment if the law is to be fair. Unfortunately, today it has become an anti-national act to criticise the government and its leaders. The conviction and disqualification of Rahul may have served to galvanise the entire opposition for the time being. Rahul may be caged and down but not out since he can draw the ‘sympathy factor’ but the moot point is -whether it will be enough for the opposition to come together ahead of 2024?

Decreasing for His Purpose
He must increase, but I must decrease.
—John 3:30
If you become a necessity to someone else’s life, you are out of God’s will. As a servant, your primary responsibility is to be a “friend of the bridegroom” (John 3:29). When you see a person who is close to grasping the claims of Jesus Christ, you know that your influence has been used in the right direction. And when you begin to see that person in the middle of a difficult and painful struggle, don’t try to prevent it, but pray that his difficulty will grow even ten times stronger, until no power on earth or in hell could hold him away from Jesus Christ. Over and over again, we try to be amateur providences in someone’s life. We are indeed amateurs, coming in and actually preventing God’s will and saying, “This person should not have to experience this difficulty.” Instead of being friends of the Bridegroom, our sympathy gets in the way. One day that person will say to us, “You are a thief; you stole my desire to follow Jesus, and because of you I lost sight of Him.”
Beware of rejoicing with someone over the wrong thing, but always look to rejoice over the right thing. “…the friend of the bridegroom…rejoices greatly because of the bridegroom’s voice. Therefore this joy of mine is fulfilled. He must increase, but I must decrease” (John 3:29-30). This was spoken with joy, not with sadness— at last they were to see the Bridegroom! And John said this was his joy. It represents a stepping aside, an absolute removal of the servant, never to be thought of again.
Listen intently with your entire being until you hear the Bridegroom’s voice in the life of another person. And never give any thought to what devastation, difficulties, or sickness it will bring. Just rejoice with godly excitement that His voice has been heard. You may often have to watch Jesus Christ wreck a life before He saves it (see Matthew 10:34).

Not only in Ukraine, ICC should be active in Myanmar
It has been two years since the military coup in Southeast Asia’s Myanmar. The military junta came to power after overthrowing the democratically elected government on charges of corruption. Myanmar has been under the leadership of the country’s military chief Min Aung Hlaing since February 1, 2021. For more than two years, the military government has repressed the people’s movement and protest demanding democracy. According to various international organizations, at least 2,000 people have been killed and more than 15,000 arrested in the junta’s crackdown; At least another 1 million have been displaced. Even then, the International Criminal Court (ICC) has not seen any role in the beleaguered country.
The people of Myanmar may be in solidarity with their Ukrainian brethren, but they have every reason to be infuriated by the contrasting response from the international community to the crisis they face at home.
Western nations and key Asian allies responded within days to Russia’s invasion of Ukraine with tough sanctions and weapon supplies. The in-
It is not surprising at all that militancy in the name of Khalistan is being revived in the border state of Punjab, by some groups based abroad and working under the operational guidance of Pakistan’s ISI.
India’s Intelligence set-up is fully aware that in the ‘80s and ‘90s, terrorism was pushed to a peak in the state largely because of this external input - till a determined Intelligencebased counter-terror drive by the Central and the state police forces gradually got over the threat.
Operation BlackThunder, which was meticulously planned and executed under the close oversight of the Centrethe head ‘f IB’s regional set-up at Chandigarh having been designated as the C’ntre’s design’ted ‘Mo’itor’ of the operation, was based on two fundamental conditionalities to the effect that the seize of the Golden Temple where the top Khalistan militants had taken shelter, would not permit any armed person to enter the premises and would not allow any bullet to be fired towards the latter.
The surrender of the terrorists after many days that the operation lasted gave a blow to the armed Khalistan movement, but significantly Pak ISI in the meanwhile opened a second front in the other border state of Jammu & Kashmir by giving a call for Jehad to intensify cross-border terrorism there.
At the beginning of the ‘90s, when the terror in Punjab was fading out, Pakistan planned to replicate the success of Afghan Jehad in Kashmir and despatched the first group of Taliban Mujahideen to the valley under the dreaded Harkat-ul-Ansar.
Pak ISI even asked its loyalist Hizbul Mujahideen of the Jamaate-Islami to help out the new group with logistic support thus revealing the frontal role of the former in upscaling terrorism in Kashmir to make up for its loss of ground in Punjab.
ternational reaction to the bloody military takeover in Myanmar one year ago has been half-hearted by comparison. There is a degree of racism. The West is quick to defend a fellow and easily identifiable Western state. In part, it speaks to diaspora politics in the West, given the presence of Ukrainian communities in the U.S. and across Europe, something Myanmar does not enjoy to the same extent.
The types of Russian weapons used in Ukraine are also killing people in Myanmar, an independent United Nations expert has said, urging countries at the UN to form a coalition — as they had done after Moscow’s invasion of Ukraine — to put pressure on Myanmar’s military rulers. UN Special Rapporteur on Human Rights in Myanmar, Tom Andrews, said that a coalition of countries should target Myanmar’s military with sanctions and an arms embargo.
Following the military coup, in April 2021, Myanmar’s pro-democracy and elected representatives formed the National Unity Government (NUG). They formed a government against the junta and an-
nounced the acceptance of the mandate of the ICC. The ICC also recognized the declaration. The NUG originally requested the ICC to investigate the junta’s war crimes and crimes against humanity in Myanmar. Because the political leaders know very well that there is no possibility of trial in the courts of that country. And that is why Myanmar, a country of 55 million, is now looking to the international organization in the hope of justice.
But sadly, the ICC is not as active in Myanmar as it is in investigating the crimes committed in Ukraine. This raises the question of many, is the ICC more concerned about the suffering of the West? Myanmar and Ukraine lend themselves to comparison, but the differences in international response are revealing. Why have many countries in the Indo-Pacific responded more forcefully to Ukraine than to Myanmar? Ye Myo Hein and Lucas Myers argue that the “democracy versus authoritarianism” framing is not persuasive to many regional actors, who are more interested in defending the norms of sovereignty and territorial integrity. Additionally,
their findings expose differ-
ences in risk tolerance and interests regarding global order between Russia and China.
Russia-Ukraine recently marked one year of direct conflict. Just a few days after the start of the conflict, the ICC representative went there and started investigating the incident. The International Criminal Court even issued an arrest warrant against Russian President Putin on Friday (March 17) for war crimes. Although the Myanmar conflict has passed twice as long, there is still no ICC activity there.
Political analysts say that since the ICC has recognized the NUG’s declaration, the ICC must send a team of investigators like Ukraine to find the truth and announce a fair trial against the perpetrators. This will increase the transparency of this international organization and make it a place of trust for the affected countries.
But here comes a question. That is, whether the anti-junta NUG government can represent Myanmar at the ICC. According to an analysis published in The Diplomat, a Washington DC-based online news outlet, the Government
of National Unity has the power to make this representation. According to the authors of the analysis, John Daugaard, Chris Gunes, Tommy Thomas, Yuyun Wahuningram and Ralph Wilde, according to domestic law, the NUG is the legitimate government of Myanmar. Because according to the 2008 constitution, these representatives were elected through popular vote in 2020. Thus, they have no chance of being illegitimate even if they are repressed by the junta; Their government formation is completely legal.
On the other hand, the junta seized power through a military coup, in clear violation of Articles 71(a) and 417 of the country’s constitution. These articles contain clear instructions for the impeachment of the President and the imposition of a state of emergency. But according to the rules it was not followed. On the contrary, the military has taken power by force, ignoring the protests of the people and putting the democratically elected people, including the president, in jail.
As a result, analysts say, the military’s seizure of power in this way is completely illegal.
At the end of 2021,
The Pakistan mischief in Punjab
Indian Intelligence agencies were aware of this K2 plan of the adversary. While normalcy returned to Punjab, the terrorist violence in Kashmir touched a new high.
With the arrival of Prime Minister Narendra Modi on t’e scene, India’s stand against a hostile Pakistan toughened with his government declaring that there would be no talks with Pakistan unless the latter will stop the cross-border terrorism against India - this seemed to be in contrast with the tepid response of the UPA government even to 26/11.
Modi government demonstrated its political will in ordering a surgical strike at Balakot in the interior of Pakistan in February 2019 to punish those who were behind the terror attack on a CRPF convoy, carried out at Pulwama earlier.
Cross-border terrorism in Kashmir was countered more effectively after the Indian Parliament removed Articles 370 and 35A from the Constitution and declared J&K and Ladakh as Union Territories to bring them under direct Central rule in August 2019. This enabled the Centre also to take direct responsibility for the development in the state that had been marred by the highly corrupt regimes of Kashmiri leaders who used to heavily bank on the separatist Hurriyat Conference in elections.
In the new situation, Pak ISI - finding it difficult to infiltrate militants - took to the tactics of recruiting youth for organised stone pelting on the security forces to destabilise the state and stepping up covert use of social media to intensify radica’isation for’raising ‘lone wolves’ to carry out terror acts in Kashmir mostly on local policemen and Kashmiri Pandits.
The Sino-Pak axis also became active against India as was evident from the use of Chinese drones by Pakistan for dropping arms and ammunition in the valley to keep up terrorism. These two hostile
neighbours also intensified the anti-Indi’ campaign ‘gainst the ‘annexation’ of Kashmir by India.
Gradually but steadily India has succeeded in bringing down the level of violence in Kashmir and implementing the development agenda of the state.
For some time now, however, Pak ISI has understandably, reverted to the familiar strategy of reviving terror activity in Punjab on the issue of Khalistan to make up for the loss ‘f ground in Kashmir. India’s Intelligence agencies kept close track of this known move of the adversary and advised the Punjab police to step up vigilance.
It is in this context that the anti-India lobbies abroad led by Pakistan, instigated stray Khalistani elements in the US, UK, Canada, Australia and other places first to step up Sikhs for Justice movement and revive the Bhindranwale cult and then got Amritpal Singh a self-styled Khalistan protagonist based in Dubai, to launch a militant movement to demand a separate homeland for Sikhs.
Amritpal Singh landed in Punjab last year to take over the leadership of ‘Waris Punjab De’ - an organisation floated in 2021 by some ele’ents connected with the farmer’s movement - and at a ceremony held at Rode in Moga district, the native village of Jarnail ‘ingh Bhindranw’le, started an ‘Amrit Parchaar’ campaign.
Working to a script, he began this campaign from Anandpur Saheb and soon attracted headlines when with a large number of armed supporters he stormed Ajnala Police Station near Amritsar carrying Guru Granth Saheb as a shield, in February this year, to force the release of an associate who had been detained earlier for involvement in a case of violence.
The Punjab police have now woken up to the threat of revival of Khalistan terror - the AAP government might have
been caught in two minds earlier, about the possible political fall-out of any strong action against the activities of Amritpal Singh - and has started cancelling arms licenses of his followers.
Significantly, Amritpal Singh’s social media handler was recently arrested at Amritsar International airport as he landed from London- this comes as a confirmation of the external links that are primarily guiding the Khalistan movement.
The modus operandi of Pak ISI is evident again in the planning of initial steps that are meant to gradually create the environment for militancy in Punjab. Drones have been used to drop arms and drugs in the border districts to exploit the vulnerability of Sikh youth and stray incidents of terror are beginning to occur in which enemy agents were using grenades and IEDs to target Police and foment public scare.
The state authorities should in particular be vigilant against any activity designed to create HinduSikh schism - in the days of Khalistan terrorism in Punjab in the ‘80s, targeting of Hindu passengers in buses and terror attacks on Hindu leaders had become particularly pronounced.
Amritpal Singh ha’ talked of i’justice to the state under a ‘Hindu regime’. State Intelligence must spread to the ground for detecting mischief makers in time for deterrent action. A new challenge is the scanning of social media and covert online communications used by the adversary for recruiting agents of terror.
Border districts of Punjab need closer attention and it is to be borne in mind that the facility of the Kartarpur corridor could be misused by Pak ISI for increasing its outreach.
It should be remembered that the end to terrorism in Punjab came last time when Hindus and Sikhs showed unity against the forces that had shattered the communal
the UN removed the junta representative from its General Assembly and allowed the NUG representative to represent Myanmar at the meeting. The International Labor Organization (ILO) also agreed with this decision of the United Nations. As a result, the ICC must now accept the NUG’s declaration as valid. There should be fair investigation and prosecution of the crimes committed and committed there.
The UN Investigative Mechanism for Myanmar was established in 2017 by the United Nations to investigate the persecution of the Rohingya minority in Myanmar. Analysts believe that a similar investigation committee should be formed against the illegal junta government. And through this they are of the opinion that justice should be ensured for the common people of Myanmar. The people of the country have been waiting for justice for a long time. So, the state, UN and ICC should take appropriate steps in this regard. ICC should be equally active not only in Ukraine but also in Myanmar.

harmony for serving the narrow agenda of Khalistan.
Security of the border state must be kept above domestic politics. Guru Nanak is revered by both Hindus and Sikhs and Sikhism is known to have safeguarded the larger Indian society.
Amritpal Singh has incidentally talked of freeing Punjab of drugs to protect the youth there - he is using that to give a positive spin to his subversive movement - but the learning is to have the menace of drugs tackled firmly without letting it create any communal ripples.
The concerned agencies of the Centre and the state have to work in a coordinated way and, in appropriate cases, explore the route of rehabilitation of the affected youth, as well.
It is instructive to recall how in the terroraffected Punjab in the ‘80s, there was talk of families witnessing the phenomenon of one brother getting seconded to the Khalistan movement while the other would take care of the land or traditionally join the Indian Army.
There is no question of this kind of thing happening again as Sikhs have a pride of place as a martial race and as a saviour of the nation.
Separatism injected from outside cannot succeed but the mischief of the adversary has to be guarded against.
Against the backdrop of the narrative of authoritarianism and intolerance built by anti-India lobbies against the Modi government, inter-community goodwill must be maintained in the border state and a service-oriented administration was provided to the people in general.
It is also a fact that the state of unemployment in Punjab makes the youth vulnerable to subversive propaganda. A strategic measure would be to place Punjab in the care of a national security professional who had past experience of serving the state in difficult times, as
Governor for a few years so that the elected government could benefit from this arrangement.
The emerging scene of militancy being restarted in Punjab in the name of Khalistan, by some elements manoeuvred by Pakistan, needs to be taken c’gnisance ‘f and analysed as o’e more element of the multi-prong ‘proxy war’ conduc’ed by India’s adversaries- more so by the Sino-Pak axis.
India’s determined move to carry out the military build-up on the LAC in Ladakh to take on any aggressive activity of PLA and simultaneously enhance its collaboration with Quad partners to check Chinese designs in the Indo-Pacific is also the reaffirmation of the Modi government of its right to carry out a surgical strike against Pakistan to counter cross- border terrorism, have together proved to be a sound strategy for India. This has, of course, resulted in deeper collusion between Pakistan and China in stepping up activities that might internally destabilise this countryranging from civil society groups being floated to sustain anti-India narratives to the use of social media channels covertly to re’ruit terrorists.
Attacks on strategic targets representing India’s economic strength are a definite threat considering how national security had become inseparable from economic security.
Prime Minister Modi aided by NSA and the External Affairs Minister has, however, worked out an effective policy framework to neutralise these two prime adversaries of India geopolitically, on land and in the sphere of global economic cooperation and trade promotion.
What India needs the most at the moment is strong national unity and it is important that our domestic politics must not do anything that would detract from it.

PM launches several initiatives to eliminate TB
VARANASI (UP), MAR
24 (PTI): India’s ideology of “Vasudhaiva Kutumbkam” is giving the modern world an integrated vision and solutions, Prime Minister Narendra Modi said on Friday as he launched a series of initiatives to eliminate tuberculosis.
Addressing the ‘One World TB Summit’ on World TB Day, Modi said the country is working to eliminate tuberculosis by 2025 as against the global target of 2030.
“India’s image reflects in its ideology of ‘Vasudev Kutumbkam’ (whole world one family). This old thought is giving the modern world an integrated vision and solutions,” he said.
As G20 president, India chose the theme of ‘One Family, One World, One Future’ based on such beliefs, Modi said.
India is forwarding the vision of ‘One Earth, One Health’ in the world, he said while underlining that India is realising the resolutions of global good with the ‘One
World TB Summit’.
The prime minister asserted that the thought and approach with which India worked against tuberculosis after 2014 is “incredible”.
“This effort of India should be known to the whole world today because this is a new model in the global fight against TB.
“In nine years, India has united in this fight against TB on many fronts such as public participation, special campaigns for nutrition, new strategies for treatment, intensive use of technology and promoting
SC orders all prisoners released on Covid-19 parole to surrender
NEW DELHI, MAR 24
(AGENCIES): The Supreme Court on Friday said that all prisoners, released on emergency parole by the state high-powered committees constituted on its order during the Covid pandemic, will have to surrender within 15 days, reports ANI.
A bench of Justices
M.R. Shah and C.T. Ravikumar said: “All those undertrials/ convicts who have been released on emergency parole/interim bail pursuant to the recommendation of the High-Powered Committee, in compliance of the orders, dated March 23, 2020, May 7, 2021 and July 16, 2021, passed by this court in suo moto writ petitiona have to surrender before the concerned prison authorities within 15 days.” The bench added that the present order
be intimated to the accused/ inmates concerned by the jail authorities that they have now to surrender within the period of 15 days.
“However, it is observed that thereafter after the concerned prisoners/ inmates surrender before the concerned prison authorities, it will be open for the concerned undertrials to pray for bail before the competent court and their applications be considered in accordance with law and on its own merits.”
It further added that after the surrender by the concerned convicts who are released on emergency parole, it will be open for them, if so advised, to pray for suspension of sentence before the concerned court in their appeals which might have been pending.
good health though campaigns like Khelo India and Yoga,” he said. Another major resolution of India is to eliminate tuberculosis by 2025 as against the global target of 2030, Modi said.
Referring to the capacity and health infrastructure enhancement during the Covid pandemic, Modi underlined the high use of trace, test, track, treat and technology in the fight against the disease. There is massive global potential in this local approach of India, said the prime minister.
Noting that 80 per cent of tuberculosis medicines are made in India, he said, “I would like that more and more countries get the benefit of all such campaigns, innovations and modern technology of India.”
Modi said the country launched a unique campaign to fight the disease.
“We had called upon the people of the country to make ‘Ni-kshay Mitra’ to join the campaign of TB-free India. After the campaign, 10 lakh TB patients have been adopted by the common citizens. You would be surprised to know that in our country even 1012 year old children are taking forward the fight against TB by becoming Ni-kshay Mitra,” he said.
“There are many such children who broke their piggy banks and adopted TB patients. The financial support of these Ni-kshay friends for TB patients has reached above one thousand crore rupees,” he said, adding Indians living abroad have also become a part of

this effort.
The prime minister said since 2018, about Rs 2,000 crore has been sent directly to the bank accounts of tuberculosis patients and about 75 lakh patients have benefited from it.
“It is difficult to get new results by following the old approach. Started working on a new strategy to ensure that no TB patient is left out of treatment. For testing TB patients, the number of labs has been increased and special plans are made for those where TB patients are more,” he said.
The prime minister said it is a matter of pride that the summit is being organised in Varanasi, which he represents in the Lok Sabha.
No matter the obstacle, Kashi has always proved that new ways are created with ‘Sabka Prayas (everyone’s effort)’, he said while expressing confidence that Kashi will usher new energy towards global resolutions in the fight against a disease like tuberculosis.
Subsequently, MIP said CFSB supervisor’s car, which was first in convoy, was intercepted despite being identified.
In order to avoid any escalation, MIP stated the car went inside Church compound to reverse and return back to office. However, MIP claimed that security forces, disrespecting the sanctity of the Church, had gone inside the compound and surrounded the vehicle and tried to forcefully nab its member “on the pretext of having some allegation against him by the Nagaland Police in the presence of CFSB Supervisor.
MIP claimed one officer on duty had gone “beyond the limit” to the extent of pointing his service weapon at CFSB supervisor’s car while supervisor was inside the car. Further, MIP claimed that one security force personnel snatched mobile phone
from CFSB secretary despite identifying himself. MIP such act shows “their unruly ethics and disrespecting the bilateral ceasefire existence between GOI and NSCN”.
The group also claimed that security forces even ignored CFMG/CFSB office order given to NSCN for “smooth passage” of shifting CFSB office.
According to MIP, the Ceasefire Ground Rules Clause B “clearly states” that ground rules will be subject to the two entities and any contentious issues to be resolved jointly by CFSB and CFMG/CFSB. However, MIP said the security forces “trying to hijack” the agreed ceasefire ground rules was “highly objectionable.”
According to MIP, the situations could have been escalated had chairman CFMG/ CFSB office not intervened on time. It said the intervention of DCP Chumukedima help calmed the escalated situation.

The phone seized after the arrest Wednesday of Tejinder Singh Gill alias Gorkha Baba (42) of village Mangewal held pictures that revealed the design of the flag and the emblem of “Khalistan” and the logos for its proposed provinces, police said.
Khanna’s Senior Superintendent of Police Amneet Kondal said the mobile phone also had pictures of an AKF hologram and Khalistan currency, including a “10 dollar” note. There was also a picture of a Pakistani national’s driving licence.

SSP Kondal said Gorkha Baba was a part of the “close protection team”, entrusted with Waris Punjab De chief’s security.
The arrested man was a member of the Anandpur Khalsa Fauj (AKF), being raised by Amritpal Singh to wage an armed struggle for the formation of a separate Khalistan state, a police statement said.
He came in contact with Amritpal Singh through one Birkamjit Singh Khalsa, whom he had met during the farmers’ agitation on the outskirts of Delhi.
He went to the preacher’s native village Jallupur Khera in Amritsar district five months back and was inducted as his gunman. Baba was given weapons marked AKF and firing practice was conducted at a makeshift range at the village.

Govt to introduce GPSbased toll system
NEW DELHI, MAR 24
(PTI): The government will introduce new technologies including GPS-based toll collection systems in the next 6 months to replace existing highway toll plazas in the country, Union minister Nitin Gadkari said on Friday.
The move is aimed at reducing traffic congestion and charging motorists for the exact distance travelled on the highways, Gadkari said. Addressing an event organised by industry body CII, Gadkari further said state- owned NHAI’s toll revenue is currently Rs 40,000 crore and it is going to soar to Rs 1.40 lakh crore 2-3 years. “The government is looking at new technologies including GPS-based toll systems to replace toll plazas in the country...We will bring new technology in six months,” he said.
The ministry of road
transport and highways is conducting a pilot project of automatic number plate recognition system (automatic number plate reader cameras) to enable automated toll collection without stopping the vehicles. During 2018-19, the average waiting time for vehicles at toll plaza was 8 minutes. With the introduction of FASTags during 2020-21 and 2021-22, the average waiting time of the vehicles has come down to 47 seconds.
Although there is considerable improvement in waiting time at certain locations, especially near cities, the densely populated towns there are still some delays at toll plazas during peak hours.
The road transport and highways minister emphasised on the need of reducing the cost of construction without compromising with the quality.
RBI’s MPC to meet 6 times next fiscal; first meeting for Apr 3-6

According to the schedule released by the RBI on Friday, the first bi-monthly monetary policy of FY2023-24 is scheduled for April 3, 5 and 6; and next will be held during June 6-8. The third, fourth and fifth meetings have been scheduled for August 8-10, October 4-6, and December 6-8. The sixth bi-monthly meeting of the MPC is scheduled to be held on February 6-8, 2024.
Headed by the Governor, the committee has two representatives from the central bank and three external members.
State police pledge to fight drug menace
(From p-1) and withdraw policemen wherever not required.
He disclosed that there were about 3,000 personnel of Nagaland Police attached either as bodyguards or for non-po lice duties and stressed that there was an urgent need to minimise such deployments and attachments so that more manpower could be made available for policing and law and order work.
Law and order: Patton lauded the efforts of the police in ensuring peaceful conduct of the recently-held Assembly election, pointing out that there were some stray incidents of violence, the overall situation in the State remained by and large peaceful. Applauding their sincerity in maintaining vigil and effectively tackling post-poll complaints, he asked them to prepare for the proposed urban local bodies (ULB) elections and upcoming G-20 events.
He remarked that with factional violence on the wane, AFSPA was expected to be withdrawn from more police station areas, which would place additional burden on the police.
Patton further observed that Nagaland Police’s strength had grown from 1,000 personnel in 1980s to about 26,000 in 2023 and stressed on improving overall efficiency, which could be achieved by reorganisation and restructuring of the force for better and optimal utilisation of manpower and resources. He claimed that steps have been initiated to improve infrastructure, logistics, FSL, etc, and CCTVs installed at police stations and operationalised. He admitted that though new equipment were being purchased, the overall availability of equipment was not adequate to meet the current requirements.
Because of the hilly terrain and poor road conditions, he said police vehicles required regular repairs and replacements and admitted that the police faced constraints in terms of mobility, which affected their response time to situations.
While acknowledg -
ing the police and IRB personnel for discharging their duties with sincerity, he however observed that they were over overworked and fatigued and therefore called for urgently devising a mechanism to reduce workrelated stress and exhaustion. He asked the DGP and PHQ to devise a policy on the matter.
Patton said additional funds might be required for improving the quality of investigation, training facilities, manpower deployment and also those in specialised training institutes throughout the country. He said additional budgetary provision for purchase of logistics and equipment for investigation work was required, along with a separate budget for investigation and FSL. He instructed the DGP and PHQ to come up with feasible and workable proposals for availing funds.
He emphasised that new-age crimes like cybercrime, cyber frauds, economic offences and breaches of cyber security also required additional and separate budgets because such crimes often had inter-State and international ramifications. He pointed out that the available budgetary allocations for investigations were inadequate and opined that proper proposals with appropriate justification could be made in this regard.
Paton said combating drug trafficking also required investment in investigation, investigation techniques and FSL facilities.
With spurt in registration of cases pertaining to drug trafficking, Patton said none of the FSLs in the Northeast were willing to accept Nagaland’s samples for examination, leading to delays, while additional fund was incurred as the samples sent to Gujarat for testing costs Rs 5,000 each, besides travelling costs of officers. Under these circumstances, he proposed considering expansion of the State’s own FSL. He also called for setting up a cyber forensic laboratory because almost all crimes in near future would have an IT or
cyber interface. He pointed out that 30% of Nagaland Police’s vehicles would go off road following implementation of the Centre’s vehicle scrapping policy under which all vehicles more than 15 years old would have to be scrapped and taken off the road. He feared that this would deal a body blow to the working and efficiency of the State’s police force. He said additional budgetary allocation on a recurring basis would be required.
Patton urged the DGP to have a look at all the issues and devise a way forward so that the Central and State governments could be approached to help upgrade Nagaland Police professionally to deal with existing and upcoming challenges.
Meanwhile, congratulating Patton on assuming charge as deputy CM and in-charge of the Home for the third term, DGP Rupin Sharma in his welcome address said the police had prioritized the war on drugs.
Sharma also lauded all police officers and men and women for their efforts at ensuring peaceful Assembly election, noting that each police personnel had to shoulder additional responsibility during the election period and put in extra effort, including extra hours and spend sleepless nights.
He said that PHQ had constantly monitored, supervision and guided the operations and appreciated the police personnel for living up to the expectations and assured that PHQ would continue to endeavour to ensure that all police personnel conduct themselves professionally.
DGP asked the policemen and women to prepare for the forthcoming G-20 events, ULB elections, possible ENPO arrangement and a peace accord, removal of AFSPA from additional police station areas, drug menace, extortion, inter-factional clashes that affected law and order in the State.
Being at the forefront in most law and order-related situation and facing the brunt, Sharma asked the
force to proactively identify and narrow down upon potential flashpoints like intertribal or factional or village disputes or even agitations at the behest of various NGOs or CSOs or ad hoc bodies and seek solution or advise the government to break the deadlock or take preemptive measures. He said this should be the priority.
He observed that Naga society has some peculiar features where the village and tribal level units were important along with CSOs and NGOs. Therefore, he advised setting up formal linkages so that policing could be synergised and an effective police-public partnership could be developed.
Sharma said PHQ would initiate training programmes for the public in law enforcement and police at various levels, starting from schools to villages as there was a need to establish linkages between the traditional, customary methods and the modern policing.
He disclosed that a mechanism would be devised to document any crime that fell within the ambit and jurisdiction of villages and their competence and linked with policing for effectively securing lives of people. He stressed improving police investigation skills and components qualitatively and logistically and a mentioned that a plan was being worked out to project the requirements.
“Policing, in modern times is neither brawn but brains and law. We need to shift from danda to kanoon,” he remarked, admitting that there were hurdles that police faced like budgetary constraints and forensics. He mentioned that registration of crimes and cases was important to revive public trust in policing and encouraged registration of crimes as proof of public faith in the police and the government. Noting that Supreme Court of India and Gauhati High Court had
been pushing for separation of investigation and law and order functions, the DGP said PHQ was in the process of devising a mechanism that would require realignments.
The programme was chaired by IGP (Range) Limasunep and vote of thanks was proposed by ADGP (Admn) Renchamo Kikon. The inaugural programme was followed by business-end of the in-house discussion.

Downpour, flash flood destroy houses, farmlands in Afghanistan
MAZAR-I-SHARIF, MAR 24 (IANS): Rainstorm and flash flood have destroyed residential houses and farmlands in northern Afghanistan, provincial police spokesman Mohammad Asif Waziri said on Friday. Heavy rains triggered destructive floods on Thursday evening, which partially damaged or utterly destroyed more than 300 houses and 3,000 acres of farmlands in Zari district of the northern Balkh province and its vicinity, Waziri told reporters, Xinhua news agency reported. The floods have also killed numerous cattle in Zari district and adjoining areas, the official said. There is no report of casualties, the official said, adding that rescue teams have been sent to affected areas to help the affected families.

It was one of the requirements of the International Monetary Fund (IMF) for getting the rollover of Chinese SAFE deposits for meeting external financing needs in order to move towards striking the muchawaited staff-level agreement, The News reported.

IMF urges Lebanon to speed up financial reforms
BEIRUT, MAR 24
(IANS): Ernesto Ramirez
Rigo, Head of the International Monetary Fund (IMF) delegation to Lebanon, has called on Lebanese authorities to accelerate the implementation of financial reforms to unlock a rescue package. He also urged the Lebanese government to stop borrowing from the Central Bank of Lebanon, adding that everyone must bear losses due to the financial crisis in Lebanon as the Lebanese banking system lacks liquidity and capital at this stage. Lebanon, which is facing the worst economic crisis in its history, has failed to implement necessary reforms to unlock aid from the IMF.
China renews alert for severe convection weather
BEIJING, MAR 24 (IANS): China’s National Meteorological Centre on Friday renewed an alert for severe convection weather in parts of the country.
From Friday morning to Saturday morning, thunderstorms and hail will strike parts of Hunan, Jiangxi, Fujian and Guangdong provinces, as well as the Guangxi Zhuang Autonomous Region, Xinhua news agency reported citing the Centre as saying.
Heavy rainfall will hit southern areas of the country, and some places will see up to 60 mm of hourly precipitation, it added.
US launches airstrikes in Syria after drone kills US worker
BEIRUT, MAR 24 (AP): A strike on Thursday by a suspected Iranian-made drone killed a US contractor and wounded five American troops and another contractor in northeast Syria, the Pentagon said.
American forces said they retaliated soon after with “precision airstrikes” in Syria targeting facilities used by groups affiliated with Iran’s Revolutionary Guard, with activist groups saying the US bombing killed at least four people.
The attack and the US response threaten to upend recent efforts to deescalate tensions across the wider Middle East, whose rival powers have made steps toward détente in recent days after years of turmoil. y had determined the drone was of Iranian origin, but offered no other immediate evidence to support the claim.
“The airstrikes were conducted in response to today’s attack as well as a
serie. US Defence Secretary Lloyd Austin said in a statement that the American intelligence communit s of recent attacks against coalition forces in Syria” by groups affiliated with the Revolutionary Guard, Austin said.
Iran relies on a network of proxy forces through the Mideast to counter the US and Israel, its arch regional enemy. The Pentagon said two of the wounded service members were treated onsite, while three others and the injured contractor were transported to medical facilities in Iraq.
Russian strikes in Ukraine kill 10 civilians, injure 20 more
Overnight, videos on social media purported to show explosions in Syria’s Deir el-Zour, a strategic province that borders Iraq and contains oil fields. Iranbacked militia groups and Syrian forces control the area, which also has seen suspected airstrikes by Israel in recent months allegedly targeting Iranian supply routes.
Iran and Syria did not immediately acknowledge the strikes, nor did their officials at the United Nations in New York respond to requests for comment from The Associated Press.
The activist group Deir Ezzor 24 put the death toll from the American strikes at four people. Deir Ezzor 24, which covers news in Deir el-Zour province, said the strikes hit the city of Deir el-Zour as well as militiamen posts near Mayadeen and Boukamal.
It said the strikes also wounded people, including Iraqis.
North Korea claims ‘radioactive tsumani’ weapon tested at sea
SEOUL (SOUTH KOREA), MAR 24 (AP): North Korea claimed on Friday to have tested a nuclear-capable underwater drone designed to generate a gigantic “radioactive tsunami” that would destroy naval strike groups and ports. Analysts were skeptical that the device presents a major new threat, but the test underlines the North’s commitment to raising nuclear threats. The test this week came as the United States reportedly planned to deploy aircraft carrier strike groups and other advanced assets to waters off the Korean Peninsula. Military tensions are at a high point as the pace of both North Korean weapons tests and US-South Korea joint military exercises has accelerated in the past year in a
cycle of tit-for-tat responses.
Pyongyang’s official Korean Central News Agency said the new weapon, which can be deployed from the coast or towed by surface ships, is built to “stealthily infiltrate into operational waters and make a superscale radioactive tsunami through an underwater explosion to destroy naval strike groups and major op-
erational ports of the enemy.” The North Korean report came hours before South Korean President Yoon Suk Yeol pledged to make North Korea pay for its “reckless provocations” as he attended a remembrance service honoring 55 South Korean troops killed during major clashes with the North near their western sea border in past years.
The Syrian Observatory for Human Rights, an opposition war monitor, reported that the American strikes killed six Iranianbacked fighters at an arms depot in the Harabesh neighbourhood in the city of Deir el-Zour.
The Observatory, which relies on a network of local contacts in Syria, said US bombing at a post near the town of Mayadeen killed two fighters.
A separate American strike hit a military post near the town of Boukamal along the border with Iraq, killing another three fighters, the Observatory said.
The AP could not immediately independently confirm the activist reports.
Iran’s paramilitary Revolutionary Guard, which answers only to Supreme Leader Ayatollah Ali Khamenei, has been suspected of carrying out attacks with bomb-carrying drones across the wider Middle East.
KYIV, MAR 24 (AP) Russian long-range strikes killed at least 10 civilians and wounded 20 others in several areas of Ukraine on Friday, Ukraine’s presidential office said, as a senior Moscow official warned that the Kremlin’s forces were prepared for an expected Ukrainian counteroffensive in the coming weeks.
Five people died in Kostiantynivka, a town in eastern Ukraine’s Donetsk province, when a Russian missile hit an aid station. Ukrainian authorities last year established hundreds of so-called “points of invincibility”, where residents hard-pressed by the war could warm up, charge their cellphones and get snacks.
Local prosecutors said the Russians attacked Kostyantynivka with S-300 anti-aircraft missiles. The civilians who died were refugees, according to Donetsk Gov. Pavlo Kyrylenko.

JERUSALEM, MAR 24
(AP): Israel’s attorney general on Friday warned Prime Minister Benjamin Netanyahu that he has violated the country’s law on conflict of interest, which barred him from direct involvement in his government’s divisive plans for a judicial overhaul while standing trial for corruption.
Netanyahu’s far-right government has barreled ahead with plans to weaken the Supreme Court and grant politicians less judicial oversight in their policymaking despite massive protests from across Israeli society — including an uproar among business leaders, top legal officials and military reservists. On Thursday, just hours after his coalition passed a law that would protect the Israeli leader from being
China threatens consequences over US warship’s actions
BANGKOK, MAR 24
(AP): China threatened “serious consequences” Friday after the US Navy sailed a destroyer around the disputed Paracel Islands in the South China Sea for the second day in a row, in a move Beijing claimed was a violation of its sovereignty and security.
The warning comes amid growing tensions between China and the United States in the region, as Washington pushes back at Beijing’s growingly assertive posture in the South China Sea, a strategic waterway it claims virtually in its entirety. Amid massive demonstrations, Macron delays Charles’ visit
PARIS, MAR
24 (AP):
Ongoing unrest across France and calls for a new round of demonstrations against President Emmanuel Macron’s pension plan persuaded officials to postpone a planned state visit next week by Britain’s King Charles III.
Charles had been scheduled to arrive in France on Sunday to celebrate France and Britain’s renewed friendship. But the protests and strikes against Macron’s decision to raise France’s retirement age from 62 to 64 promised to impact his visit, with workers refusing to roll out the red carpet for the king’s arrival.
Violence peaked during Thursday’s ninth union-organized nationwide marches. Over 450
protesters were arrested in Paris and beyond, as demonstrations nationwide drew more than a million people.
There were scattered protest actions on Friday. Train traffic was slowed, rows of trucks blocked access to Marseille’s port for several hours and debris littered the streets of Paris.
Macron has made the proposed pension changes the priority of his second term, arguing they are needed to keep the pension system from diving into deficit as France, like many richer nations, faces lower birth rates and longer life expectancy. Anger over the plan has increasingly turned into broader opposition to Macron’s leadership, both in parliament and on the streets.

“Unlawful and sweeping maritime claims in the South China Sea pose a serious threat to the freedom of the seas, including the freedoms of navigation and overflight, free trade and unimpeded commerce, and freedom of economic opportunity for South China Sea littoral nations,” said U.S. 7th Fleet spokesman Lt. j.g. Luka Bakic in an emailed statement. “The United States challenges excessive maritime claims around the world regardless of the identity of the claimant,” Bakic added.

for him to participate in the negotiations on the judicial overhaul and try to “mend the rift” in the polarized nation. “Until today my hands were tied,” Netanyahu said in a prime-time TV address Thursday, referring to the change in the law on removing a prime minister.
Attorney General Gali Baharav-Miara thoroughly disagreed, sharply rebuking him in a letter Friday for breaking a conflict of interest agreement that had allowed him to continue leading the country while charged with corruption, bribery and breach of trust. The deal Netanyahu was pressed to sign in 2020 prevented him from being involved in legislative issues or key judicial appointments that could affect his ongoing trial.
“Your statement last night and any further actions by you that violate that agreement are completely illegal and in conflict of interest,” BaharavMiara wrote in Friday’s letter. “The legal situation is clear — you must avoid any involvement in measures to change the judicial system.”

Covid-like virus in native UK bats raises spillover risk: Scientists
Ateam of international scientists have identified new bat species native to the UK that carry Covid-like virus, and may be just a few mutations away from infecting humans.
The scientists, including from the Imperial College London and University of Not tingham, screened for coro naviruses 48 faecal samples from 16 of the 17 bat species breeding in the UK.
They recovered nine (two novel) complete ge nomes across six bat species: Four alpha coronaviruses, an MERS-related betacoronavirus, and four closelyrelated sarbecoviruses (a subgroup of coronavirus).
The four sarbecovirus genomes were recovered from two distinct horseshoe bat species, R. ferrumequinum and R. hipposideros.
Horseshoe bats (Rhinolophidae) are considered the reservoir of many zoonotic viruses - which jump from animals to people including the close relatives of the viruses that cause severe acute respiratory syndrome and Covid-19.
The sarbecoviruses RhGB07, RhGB08, RfGB01, RfGB02 share 97-100 per cent identity with RhGB01. RhGB01 is linked with both SARS-CoV-2 (responed that RhGB07 can bind and use the human ACE2 receptor for infecting human cells”, the researchers wrote in the yet to be peer-reviewed paper, published on a pre-print website. ACE2 receptor is the entry point for the Covid virus to get into the human body and infect a wide range of human cells.
However, the binding affinity of RhGB07 spike to the human ACE2 receptor was found to be approximately 17-fold lower than that to SARS-CoV-2 spike.
“We provided evidence that at least one sarbecovirus

isolated from UK horseshoe bats can bind human ACE2 receptors in vitro,” they noted.
“But our findings indicate that the RhGB01-like viruses likely require further adaptations, particularly in their spike proteins, before they can make a zoonotic jump,” the researchers said. In addition, the spike proteins of these sarbecoviruses are just one mutation away from a furin cleavage site (FCS) that enhances infectivity in other coronaviruses, including SARS-CoV-2.
“The emergence of the Covid-19 pandemic in 2019 is a sobering reminder of the massive impact of zoonotic viruses on global health and economy. Despite this, genomic surveillance in wildlife remains limited,” the researchers said.
While in the study,” the UK sarbecoviruses would require further molecular adaptations to infect humans, their zoonotic risk is unknown but warrants closer surveillance,” they added. (IANS)

World Boxing: India, China lead field in finals
NEW DELHI, MAR 24
(IANS): On the back of outstanding campaigns, India and China will be leading the field in the finals of the IBA Women’s World Boxing Championship with four of the respective countries’ top pugilists setting their sights set on clinching the gold at the Indira Gandhi Sports Complex, here on Saturday and Sunday.
For India, the 2022 Commonwealth Games champion Nitu Ghanghas, the reigning World champion Nikhat Zareen, the Tokyo Olympics bronze medallist Lovlina Borgohain and three-time Asian medallist Saweety Boora will be competing in the finals.
On the other hand, Wu Yu (52kg), Yang Chengyu (63kg), Yang Liu (66kg) and Wang Lina (81kg) will be the four Chinese pugilists aiming for gold.
Kicking off India’s gold medal charge, the twotime World Youth champion Nitu (48kg) will take to the ring against the twotime Asian Championships bronze medallist Lutsaikhan Altantsetseg of Mongolia in the finals on Saturday. The 22-year-old Indian who is competing in her second

Saturday. The experienced pugilist from Haryana had to settle for the silver in the final of the competition in 2014 which was also against a Chinese opponent and hence, will look to go all out this time round to avoid a repeat of that result.
With four medals, India ranked joint third alongside Colombia in the medals tally at the IBA Women’s World Championships 2023 with China (7) and Kazakhstan (6) ranking first and second respectively.
World Championships has had a stellar campaign so far, recording three victories by Referee Stops Contest (RSC) verdicts and will look to extend that momentum in the final.
Determined to defend her title and win back-toback World Championships gold medals, Nikhat (50kg) will be squaring off against the two-time Asian champion and 2018 Asian Games bronze medallist Nguyen Thi Tam of Vietnam in the final on Sunday.
Despite shifting to the light flyweight category, the
distinguished pugilist from Telangana has comfortably dominated all of her opponents so far including the African champion Roumaysa Boualam of Algeria, the two-time Worlds bronze medallist Chuthamat Raksat of Thailand and the Rio Olympics bronze medallist Ingrit Valencia of Colombia.
Having secured two World Championships bronze medals in 2018 and 2019, Lovlina (75kg) will be giving it her all to ensure that her third medal in the competition is gold when
World Athletics lifts suspension of Russia over doping, Ukraine war ban continues
MONACO, MAR 24
(IANS): The World Athletics Council has agreed to reinstate the Russian Federation (RusAF) following seven years of suspension due to egregious institutional doping violations but the ban on Russia and Belarus over the war in Ukraine continues.
Because of this, athletes, officials and supporting personnel from Russia and Belarus are still excluded from competition for the foreseeable future due to Russia’s invasion of Ukraine. The decision was taken during the World Athletics Council meeting held in Monaco on Thursday.
The Council approved the Russia Taskforce’s recommendation that RusAF, which has been suspended for seven years due to doping, be reinstated after meeting all the requirements of the Reinstatement plan, which has been confirmed by an independent audit.
However, RusAF will be required to comply with a set of 35 ‘Special Conditions’ that are intended to ens ure that RusAf’s anti-
doping reforms remain in place and continue to operate effectively.
These Special Conditions are designed to enable the Athletics Integrity Unit to monitor, evaluate, communicate, mentor, oversee, and assist RusAF and its external stakeholders to ensure they maintain good governance practices and to protect RusAF from external pressures and attempts to influence or control its functioning. They focus on four areas: organisational good governance, protection from inappropriate external influence and control, operational capability and capacity (with a particular emphasis on ethical and anti-doping requirements, and change in the regions), and budget allocation and fiscal management.
These Special Condi -
tions are intended to be applied for three years, with a review at the end of that period to determine whether or not it is necessary to maintain those conditions (as they are or with variations) for a further period, the World Athletics informed in a release on Thursday night.
Further, the Athletics Integrity Unit has determined that RusAF should be categorised as a Category ‘A’ member federation after its reinstatement. That means that RusAF will have to comply not only with the general obligations applicable to all member federations but also with the special obligations applicable to Category ‘A’ member federations like being subjected to greater scrutiny and more testing requirements.
The Taskforce confirmed that RusAF has paid all of the costs of the reinstatement process until the end of 2022. World Athletics will invoice RusAF in early April for the costs incurred by it in January-March, and the prompt payment of that invoice will be one of the Special Conditions.

Similar to Nikhat, the Telangana born pugilist has also changed her weight category and has been at the top of her game throughout the tournament, defeating the highly decorated Li Qian of China in the semi-finals on Thursday. Contesting her second World Championships final, Saweety (81kg) will go headto-head against the 2018 World champion Wang Lina of China in the final on
LPGA tourney in Taiwan cancelled for 4th straight year
DAYTONA BEACH (FLORIA), MAR 24 (AP):
The LPGA Tour says the Taiwan Swinging Skirts LPGA tournament is being cancelled for the fourth consecutive year, citing operational factors.
The LPGA said the decision was reached mutually with the Swinging Skirts Golf Foundation, which has sponsored the event since 2014, when it was first played in California.
The tournament had been scheduled for Oct. 2629, the third of four events in Asia.
The Taiwan tournament and other Asian events were cancelled in 2020 due to the COVID-19 pandemic, and issues related to the pandemic and travel restrictions led to cancellation in Taiwan the following three years.
The Blue Bay LPGA in China, scheduled for two weeks ago, previously was cancelled for the third time.
The LPGA Tour still has on the 2023 schedule a tournament in Shanghai in October, which was cancelled each of the past three years.

ULSAN, MAR 24 (AGENCIES):
South Korea threw away a two-goal halftime lead to share a 2-2 draw with Colombia in Ulsan on Friday in coach Juergen Klinsmann’s first game in charge of the Taeguk Warriors.
Son Heung-min scored twice to give the Koreans a comfortable lead at the interval but two goals in four minutes after the restart from James Rodriguez and Jorge Carrascal earned the Colombians a draw. Son put his scoring
difficulties for Tottenham Hotspur behind him to give the Koreans the lead in the 10th minute, capitalising on his side winning possession deep inside the Colombian half to net from distance. His second was even more impressive as last year’s joint-top scorer in the Premier League bent a dipping free kick past Camilo Vargas from 25 yards with his right foot.
Rodriguez pulled one back for the Colombians within a minute of the restart when he slotted in
Diego Valoyes’ cutback from the right and Carrascal swept in the equaliser three minutes later.
Celtic striker Oh Hyeon-gyu almost won the game for the Koreans with two minutes remaining, only to see his goal-bound effort cleared by the Colombia defence with Vargas absent.
The Koreans will host Uruguay in Seoul on Tuesday in Klinsmann’s second game in charge while the Colombians will travel to Osaka to take on Japan.
Rushab excels in Sportsbike Super Series in Dubai
BENGALURU, MAR 24
(IANS): Bengaluru Super Bike rider Rushab Shah caused ripples by capturing six consecutive podium finishes in the National Sportsbike Super Series in Dubai, becoming the first Indian to excel in the Dubai National Championship season 2022-23. Except in one race in which he had a high side, the Indian clinched seven podium finishes with two wins and five second-place finishes, from the 8 races in which he took part in his class.
Astride a humble Yamaha R6 in the Rookie Category, the talented rider punched above his weight gaining many top-5 finishes in the higher Super Stock Experts class which boasts many experienced riders with highly-engineered bikes. The 27-year self-funded
privateer made his stunning international debut, after three seasons in the Indian National Racing Championship, his team informed in a release on Friday. A former athlete and golfer at the National level, Rushab, missed the first round of the season due to an injury he suffered at one of the Indian rounds but participated in all four
remaining rounds in the Waleed Alshemais Dubai National Championship in the Super Stock 600cc Rookie class. Taking part in eight of the 10 races without much seat-time on the rented bike, he managed to get on to the podium seven times in his class from Round 2 in November 2022 till Round 5 in March 2023.
Rushab, despite being born into a motorsports family, took up other sports after being initiated into karting at a young age. Rushab crashed in the first race of the last round where he was fighting for third place in the Expert class before he suffered highside fighting with his championship rival.
Later, he braved an injury in the second race, on the same day, to finish a creditable fourth overall after starting from P13, and he bulldozed his way to clinch a fine victory in his class. The winning hurrah has ‘created hunger’ in him and he is looking to return to Dubai again this year.
In the 8-lap final race, the rookie clocked a best lap of 2min, 13.383sec on the 5.39Km Grand Prix track, just less than 2-sec off the pace of the fastest Super Stock Expert bike.
Magic 111, Knicks 106 Paolo Banchero scored 21 points as host Orlando held off New York despite squandering a 19-point third-quarter lead.
Cole Anthony had 18 points off the bench for the Magic, who have won three of four to move within four games of the Chicago Bulls in the race for the final play-in spot in the Eastern Conference. Wendell Carter Jr. and Franz Wagner each scored 16 points apiece. Quentin Grimes and Immanuel Quickley scored 25 points each for the Knicks, who lost their third straight. Julius Randle had 23 points.

In the finals, the Indian men defeated Nepal by six points and an innings while the Indian women got the better of the same opponent by 33 points and an innings in the finals on Thursday.

Ronaldo, Kane break records in wins for Portugal, England
LONDON, MAR 24 (AP):
It was a record-breaking night for Cristiano Ronaldo and Harry Kane as qualifying for the European Championship in 2024 got underway. Already the leading scorer in men’s international soccer, the 38-yearold Ronaldo now has more international appearances than any other male player after racking up No. 197 in Portugal’s 4-0 win over Liechtenstein.
The former Real Madrid and Manchester United striker marked the occasion by converting a penalty and adding another second-half goal to move onto 120 in international matches.
Kane, meanwhile, be-
came England’s outright leading scorer of all time by netting a first-half penalty in a 2-1 win at Italy. It lifted Kane to 54 goals for his country, one more than Wayne Rooney.
Qualifying for Euro 2024, which will take place
in Germany, started three months after the World Cup finished.
BELATED REVENGE
Call it belated revenge for England. The meeting with Italy in Naples was a repeat of the Euro 2020 final won by the Azzurri
at Wembley Stadium. The teams have met since then — twice, in fact, with Italy gaining a win and a draw in Nations League qualifying last year.
This time, England held on after first-half goals by Declan Rice and Kane, who tucked away a spot kick awarded following a VAR review after it was determined that Italy defender Giovanni Di Lorenzo touched the ball with his hand while attempting to prevent Kane from reaching a corner.
Argentina-born forward Mateo Retegui, who has Italian citizenship through his maternal grandmother, pulled a goal back on his debut and England
played with 10 men from the 80th after left back Luke Shaw collected two yellow cards in the space of 54 seconds.
North Macedonia beat Malta 2-1 in the other match in Group C, which also contains Ukraine.
EASY FOR PORTUGAL
Roberto Martinez enjoyed a comfortable start to his tenure as Portugal coach after handing Ronaldo a start against Liechtenstein. The striker was left out of Portugal’s last matches at the World Cup but was selected up front alongside Joao Felix — and repaid the faith shown in him by Martinez, who left his role as Belgium after the tournament in Qatar.
Messi fires Argentina to win over Panama at World Cup party
BUENOS AIRES, MAR 24
(IANS): Lionel Messi scored his 800th career goal as Argentina beat Panama 2-0 in the South American team’s first match since winning the World Cup in December.
Despite dominating possession, it took until the 78th minute for Argentina to take the lead as Thiago Almada bundled in from close range after Messi’s 30-yard effort from a set piece cannoned off the left post, reports Xinhua. The Argentina captain doubled the advantage by curling a free-kick into the top-right corner a minute from time. The match was played amid a party atmosphere at the Monumental stadium in Buenos Aires as more than 80,000 fans cheered on their World Cup heroes.

ISSF WC: Rudrankksh wins 10m Air Rifle bronze, China extend golden run
BHOPAL, MAR 24
(IANS): Reigning world champion Rudrankksh Balasaheb Patil won bronze in the men’s 10m Air Rifle event on Friday, his second of the tournament as China extended their golden run at the International Shooting Sport Federation (ISSF) World Cup Rifle/Pistol Bhopal, winning both gold medals on offer for the second consecutive day at the MP Shooting Academy range, here.
Tokyo Olympics silver medallist Sheng Lihao of China won gold in the men’s 10m Air Rifle while compatriot Huang Yuting, a double gold medallist at the Cairo World Championships last year, won the women’s event as China maintained top position on the medal tally at the end of competition day three with five gold, one silver and two bronze medals in their kitty.
India lies second with three bronze medals to go with a gold and silver each. Playing back-toback matches can never be easy, especially in the home world cup, but the champion shooter that he is, Rudrankksh delivered yet again, clinching bronze from what at one point seemed like a lost cause. He shot a solid 631.0 in qualification to finish fourth after leading in the initial stages.
In the 25-shot top eight ranking round, Rudrankksh was well outside the medal positions till the third fiveshot series, before a fantastic fourth series where he shot the highest score of 53.5, brought him back into contention. Meanwhile, the three Chinese qualifiers Sheng (who led throughout the ranking round), silver medallist Du Linshu and Yu Haonan, were on course to make it a Chinese 1-2-3 till the 20th shot. Rudrankksh went into the fifth series 0.8 behind Yu. He then shot a strong 52.6 in the series as Yu faltered, posting 51.5 to finish fourth and the Indian confirmed his second medal in two days and fourth ISSF World Cup medal overall.
The 19-year-old Indian finished with a score of 262.3 as Sheng and Du moved into the gold medal match with scores of 264.2 and 263.3 respectively.
The all-China gold medal clash was also a close encounter with Sheng pre-
vailing 17-13 in the end.
In the women’s 10m Air Rifle, Ramita was the only one Indian in top eight finishers in the qualifications, when she shot 632.3 to finish second among medal contenders in the 52-strong field. The top eight had two Chinese, two Americans and one shooter each from Romania, Israel and Kazakhstan, besides hosts India.
China’s Cairo Worlds champion in the Mixed Team Air Rifle, was in ominous form, topping the qualifications with a score of 632.8, while Tokyo Olympics silver medallist in the Mixed Team Air Rifle, Mary Tucker of USA, also made it through in seventh place.
In the top eights, Huang was a cut above the rest, finishing on top again with a score of 265.7 as Mary shot 261.2 for a shot at gold. Kazakhstan’s Alexandra Le pipped India’s Ramita to bronze, shooting 261.2 to the Indian’s 260.5.
ZURICH, MAR 24 (AP):
FIFA set a timeline to pick the 2027 Women’s World Cup host, giving would-be candidates one month to join the contest ahead of a vote in May next year.
Brazil, South Africa and a co-hosting project by Belgium, the Netherlands and Germany have previously said they want to bid for the tournament.
FIFA said its ruling council — a 37-member global group chaired by the governing body’s president Gianni Infantino — will select up to three bids late in the campaign for a vote by more than 200 member federations.
The decision will be made at the FIFA Congress on May 17 next year at a venue not yet announced.
FIFA set key dates Thursday leading to the vote, starting with an April 21 deadline for member federations to register interest in bidding.
They should attend the 2023 tournament in July and August, being co-hosted by Australia and New Zealand, and file formal bids with FIFA by Dec. 8.
The FIFA Council will appoint an evaluation panel to visit and assess the bids before publishing reports on them before the vote.
FIFA committed to “respecting internationally recognized human rights” in all “activities in connection with bidding for and hosting” the tournament.
Gifts of only “symbolic or trivial value” can be offered on behalf of bid campaigns, FIFA said, and must not be linked to any commitment of support or create a conflict of interest.
The tournament is likely to have 32 teams playing a total of 64 games, though FIFA has not confirmed the tournament format.
