The party further pointed out that the “Vigilance Commission in the state has been rendered toothless by the recent resolution of the State Cabinet stipulating that prior approval of the chief secretary would be mandatory for any investigation”. Reminding that the party was committed to stand and work for a corrupt free government in line with the clarion call made by Prime Minister Narendra Modi, the BJP unit appealed to the Governor to intervene and take appropriate measure “for the innocent people in the state who are under the weight of this gross injustice and misgovernance”. 5 addl judges to Gauhati HC appointed NEW DELHI, NOV 10 (PTI): Five additional judges to the Gauhati High Court were appointed tonight, taking the working strength to 18. A notification issued by the Law Ministry said Achintya Malia Bujor Barua, Kalyan Rai Surana, Prasanta Kumar Deka, Nelson Sailo and Ajit Borthakur have been appointed as additional judges for a period of two years. The new appointments are from both the bar and the bench. The Gauhati High Court has a sanctioned strength of 24 but was so far functioning with 13 judges. Once the new judges take oath, the working strength will go up to 18. Five judges were last week appointed to the Delhi High Court. The Delhi High Court has an approved strength of 60 but is functioning with 34 judges -- a shortage of 26. The government is also considering recommendations for 35 judges in Allahabad High Court, eight of which have been pending since January.

Correspondent KOHIMA, NOV 10 (NPN): Network of Nagaland Drugs and AIDS Organization (NNaga DAO) staged a protest rally today in Kohima against National AIDS Control organization (NACO) for non payment of works done for HIV & AIDS intervention in Nagaland. Hundreds of members took out a peaceful rally from Red Cross Building and marched to chief minister’s residence, where a memorandum was handed over to OSD to chief minister since the chief minister was out of station. The rally was part of phase-III agitation called by NNagaDAO. The memorandum, which was submitted to the chief minister, stated that NACO and NSACS were constantly engaged in blame game while the NGOs and the staffs continued to suffer. It appealed to the state government to take measures that prevent the third parties to exploit its citizens particularly when a person belonged to the weaker section of the community. Highlighting the issues, the memorandum said the state government has the constitutional obligation to take legislative and administrative for realization of the right to life and protect its citizens. The memorandum also appealed to address the barriers and take measures to ensure that the backlog fund of the last fiscal year be released at the earliest by NACO.

DIMAPUR, NOV 10 (NPN): Independent legislator N.Thomas Ngullie has reacted to charges made against him by the Chief Minister’s Office through its media cell, wherein the latter had chosen to target him instead of addressing issues he raised regarding the controversy over the cabinet decision to hold civic polls with 33% women reservation. In a voluminous response, Ngullie termed the decision of the chief minister and his cabinet to hold civic polls as “completely illegal” as it contravened the law and was a “betrayal of the Naga mandate and a sell out of Article 371(A) under the constitution. Citing media reports, he alleged that the motive behind the decision to conduct civic polls was mainly to get funds from the Centre. Ngullie also said the chief minister had justified the cabinet decision because prolonged litigation was expensive.

Thousands throng banks to exchange old notes Zeliang lauds Modi

Staff Reporter /Correspondent DIMAPUR/Kohima, NOV 10 (NPN): Thousands of people rushed to their respective bank branches to get rid of banned Rs.500 and Rs. 1000 notes for new notes or to deposit them in their account when banks reopened on Thursday following Prime Minister Narendra Modi’s announcement to demonetize the notes. People in Dimapur and Kohima were seen in beelines even before banks were opened. Security was beefed up in all the bank branches in Dimapur while ATMs remained closed for the day. Banks officials were also seen deputed outside the entrance gate to assist the customers. People standing in the queue for more than several hours experienced harrowing time due to technical problems (link failures), when

their turn for deposit turned up. Some SBI branches in Dimapur, which normally issue tokens for transaction activities, have done away with issuing tokens. But some people expressed displeasure over the new system, saying “bank should issue tokens to solve the inconveniences”. An elderly person, who managed to exchange the

old notes with new one after waiting in the queue for more than three hours, said “the move by prime minister was commendable, as it will end circulation of fake notes in the country”. He said “common man may suffer for a day or two, but those rich people including ministers stacking huge amount of money will be disclosed and they have to

pay heavy penalty”. Some of the people, who waited in the queue for hours, have to turn back after reaching the counter, as bank officials demanded Xerox copies of AADHAR or PAN cards for exchange of old notes. Security personnel were also seen telling the people not to panic as there was still time to exchange the old notes.

Nagaland Chief Minister, TR Zeliang, has congratulated Prime Minister Narendra Modi on his “bold and forward looking decision” to remove the existing currency notes of Rs.1000 and Rs.500 denomination from circulation by ceasing their legal tender status from the midnight of November 8, 2016. In a letter to the prime minister, Zeliang said the government of Nagaland welcomed and fully supported “this bold and surgical strike against black money,” which, he said has been hindering the progress of the country for quite some time. “This moves gives a further boost to our confidence that under your dynamic and visionary leadership, the country will move ahead on the road to progress and prosperity at the pace never witnessed before,” said chief minister.

He reminded that the Supreme Court had, on April 5, 2016 accepted the Special Leave Petition (SLP) filed by representatives of the Naga Mother’s Association (NMA) and granted a stay on the order of the Division Bench of the Gauhati High Court in 2012 which had passed judgement order in favour of the state government on the 33% women reservation. He said on April 5,2016 , the Supreme Court did not order the government to conduct civic polls with 33% women reservation. Rather, Ngullie pointed out that one of the petitioner(s) had on April 9,2016 written to the chief minister and asked him to order civic polls as per the order of the Supreme Court. Following this, Ngullie said the cabinet took the decision to conduct municipal elections with 33% women reservation. (Full text on p-6)

KDTODU accuses police of extortion

DIMAPUR, NOV 10 (NPN): Kohima District Truck Owners’ and Drivers Union (KDTODU) accused police personnel from Zone II of indulging in extortion from truck drivers at Chumukedima. In this regard, KDTODU president Khriesalie Usou appealed to the police commissioner and administration of Chumukedima to intervene and initiate corrective measures. The signatory claimed that some police personnel on the pretext of checking vehicle documents used to harass the drivers and occupants by demanding money. The union alleged that police used to demand Rs. 500 to Rs. 1000 in case of any missing vehicle documents, Rs. 500 or more per trip for carrying commodities like sand, stone dust etc. Therefore, KDTODU questioned the police authority on what reason police personnel from Zone II were deployed at Chumukedima (which falls under Zone I). It further questioned the police on what basis they were charging tax on commodities, which does not fall under the purview of the police department.

DDCC reacts to ACAUT statement

DIMAPUR, NOV 10 (NPN): Dimapur District Congress Committee (DDCC) hit back at ACAUT on the issue of bogus voters, saying that ACAUT should remember that the elections to municipal and town council were not similar to that of “NGOs election”. In a press statement, DDCC general secretary Khrozote Kapfo said that it appreciated the concern of the ACAUT with regards to bogus voters as well as illegal immigrants enrolled in e-roll. However, according to DDCC, ACAUT should understand that there was a separated e-roll for municipal and town council and not extracted from Election Commission of India (ECI) e-roll was prepared every year. It reminded ACAUT that the elections to civic bodies would be guided by Nagaland Municipal and Town Council act passed by the Nagaland legislative Assembly. DDCC also extended support on the appeal made by ACAUT that ECI should carry intensive exercise to delete four lakhs bogus voters in the state electoral roll. “ACAUT should also appeal to the State Election Commission to carry out intensive e-roll for municipal/town council election by appointing Independent enumerator before election are held as per municipal/town council act”, DDCC said. DDCC said any issue concerning common man and corruption at any level taken up by political parties or NGOs should be brought to a logical conclusion, and not just by going to media by filing RTI.

One injured in Kohima shoot out

KOHIMA, NOV 10 (NPN): One person suspected to be a member of Naga Political Group (NPG) was critically injured in a shootout at Mission compound, Kohima on Thursday. The injured person, who was yet to be identified, was rushed to Naga Hospital. Sources, the incident took place between the same group. DIMAPUR: NCRC Sumi Purana Bazaar celebrated its 25th year (silver jubilee) on November 9 and 10, with the theme “Proclaim the Liberty” based on Leviticus 25:10 at the local church premises. DoSE observes vigilance week

DIMAPUR: As part of the observance of vigilance week, directorate of School Education (DoSE) Kohima observed a “vigilance awareness programme” at the office complex on November 4. Speaking on the significance of vigilance awareness week, legal assistant Achenpong Imchen said that the central vigilance commission, as part of its effort to promote integrity in public life and to achieve corruption free society, observed vigilance awareness week every year under different theme. He also stated that corruption af-

fects the growth of the state, reduces the government income, create inequalities in distribution of wealth amongst the citizens and a major hindrance to development. He urged upon the gathering to uphold the highest standard of ethical conduct in order to achieve good governance and corruption free society. NBCC declares PwDs Sunday DIMAPUR: Commissioner Disabilities, Dr. Atha Vizol has informed Thursday that the Nagaland Baptist Church Council (NBCC) has declared to observe the third Sunday of November every year as Persons with Disabilities (PwDs) Sunday. Shillong, Nov 10: Minister of State for Home Kiren Rijiju on Thursday urged the north-eastern people not to be captives within their own frontiers even as he said that there nothing called more Indians or less Indians. “I keep telling my people, student friends, colleagues that we should not be coming under the syndrome of frontiers of our own isolation or our own boundary, we cannot be under captive of our own frontiers,” Rijiju said while addressing Tenth Biennial National Conference of the Physics Academy of North East (PANE) here in Meghalaya. \ “We are a world in ourselves. Some people say that the North East or South India, Jammu & Kashmir should merge with the mainstream. We cannot say that the North East should merge with

the mainstream of India. Every state is a mainstream state every society every religious group is a mainstream of this Country. There is nothing called more Indians or less Indians we are all same. Everybody is citizen of this country there is nothing to say that we are far away from the national capital of mainland India. For me there is nothing mainland or side land we are same part of this country and we must respect that,” the BJP parliamentarian from Arunachal Pradesh said. “I have a full confidence in my own ability so I feel wherever I stand that is my heart land. Whichever society or culture I practice or belong to that is my mainstream. If I live in a small village outside the capital in a remote corner of India that is my mainstream that is where I live that is my mainstream,” he

Stating that a country is defined not by the place where you have capital or central region but by its border, Rijiju said, “Yes, north-east is connected with the rest of the country by 22 km which we normally call chicken neck. AGARTALA, Nov 10 (Agencies): Tripura Chief Minister Manik Sarkar has sharply reacted to Prime Minister Narendra Modi’s step against black money and corruption by banning Rs. 500 and 1,000 notes beginning November 9 and said this is nothing but a political gimmick aimed at diverting the attention of the common people from his failures. “We can term this as a gimmick, a drama or a spark but if the Prime Minister or the political heads of his party think that the people of our country are fool then they are making a mistake. There is no reason to believe that people are so foolish,” Sarkar told the media here. He said that the poor especially in rural areas will be the worst sufferers as they shall not be able to exchange the notes in absence of bank and

bank account. Sarkar said, “Now, what has it ultimately led us to? Are there banks everywhere in our country? What is our experience in Tripura? We are facing problems in making the payment of MGNREGA and in our social pension many people are unable to withdraw money as there is no bank nearby to their houses and so the CDPO are identifying them and withdrawing money and handing over it to them.” Sarkar also raised question on Prime Minister Modi’s election promises during the 2014 general election to get back the black money stashed in safe havens abroad. “ T h o s e w h o h ave black money by not paying tax to the nation, they do not keep it in hidden sacks in the house and the Prime Minister himself had said

Now, the step the PM has taken with that how can he get back that black money which is deposited in foreign banks,” he said. “He has not taken any step to get back that money and now he is keeping mum on this issue. He promised to get the money within 100 days after forming the government but now 30 months or 900 days are over. But neither the PM or his party leaders are saying anything on this issue,” added Sarkar.

5,725 Bru refugees identified as Mizoram residents Aizawl, Nov 10 (PTI): Altogether 5,725 people of 1,109 Bru refugee families have been identified till date as bona fide residents of Mizoram so that they could be repatriated from three refugee camps of North Tripura. Mizoram additional secretary for Home, Lalbiakzama, today said the identification was conducted in the Kaskau relief camp since November 2. The identification process would continue tomorrow at Asapara relief camp where officials from Mizoram would conduct the identification, he said. Mizoram-Tripura border Mamit district Deputy Commissioner Lalbiaksangi told PTI officials completed the identification process at Hamsapara camp last evening and went to Kanchanpur in the same district today where they would be camping till November 21.

Petrol price reaches Rs.200/ltr in Imphal

IMPHAL, Nov 10: Price of petrol in black market has reached Rs 200 per litre after all the retail outlets have closed down following zero stock at IOC oil depots in Imphal. With petrol products not arriving from Assam’s Khatkati, IOC’s oil depots in Imphal dried up on Tuesday following which retail outlets had to down their shutters from today. The petroleum products scarcity in the state is triggered by the uncertainties on the national highways in the last around two weeks. The UNC has been imposing an indefinite economic blockade on the national highways in Manipur since November 1 last. Following the stir, normal shipping of petroleum products into Manipur has been disturbing. State chief secretary O Nabakishore today confirmed the stock nil position of petrol and LPG. He said that there was no

stock of petrol and LPG in IOC oil depots in Imphal. However, there was limited stock of diesel. Around 150 oil tankers and LPG bullet tankers (bulk LPG) careers were stranded in Assam’s Khatkati waiting for security escort, he added. Even as petrol was not available at the retail outlets, the same is available with the black marketers. Black marketers are seen mushrooming up nearby the oil pumps and is selling petrol at higher rates. Till this forenoon, the black marketers were selling petrol at the rate ranging from Rs 150 to 160 per litre. However, they hiked up the rate to Rs 200 by the afternoon against the normal rate of Rs 63 per litre. A women black market seller without revealing her name said “We get the petrol from agencies with extra payment above the actual price. Besides, they have to bribe the police so that they can do their business freely. So, we have to hike rate triple time the actual price,” she added.

AMBALA, NOV 10 (PTI): While India is committed to peace, it will use all its “might� to protect the sovereignty of the nation drawing strength from its armed forces, President Pranab Mukherjee said today. “India’s increasing eminence in the comity of nations also draws its strength from the ever increasing capabilities of our armed forces. “Though we remain firmly committed to peace, we will use all our might to protect the sovereignty of our nation, and I am confident that our valiant men and women in uniform will rise to the occasion to meet the challenges triumphantly,� he said. Mukher jee, the supreme commander of the armed forces, was speaking after presenting the President’s Standards to the 501 Signals Unit, based in Barnala, and 30 Squadron, raised in Tezpur, Assam, at the Indian Air Force base here. The 30 Squadron op-

erates the combat superior Sukhoi-30MKI fighter aircraft to secure Indian skies in times of peace and war. The President’s Standards are given to armed forces units which render exceptional and dedicated service over a period of time. The President said the country’s armed forces, exemplified by the air warriors, epitomise “grit and determination� in fulfilling their responsibilities by upholding the highest standards of service ethos. He praised the Indian Air Force for being at the “cutting edge� of county’s military might and for being at the forefront of disaster relief and humanitarian aid operations. The 30 Squadron of the IAF was raised on November 1, 1969 and at present the unit is located at Pune under the control of South Western Air Command. The 501 Signals Unit has been entrusted with the responsibility of defending the Punjab Sector against

the western adversary. The unit is located at Barnala in Punjab under the functional control of HQ Western Air Command. The unit commenced operations right from its inception in 1966. In the 1971 Indo-Pak War, the unit proved its mettle by providing uninterrupted surveillance and tactical control over air defence weapons in the Punjab sector. The President asked both the IAF units decorated today to “uphold their rich traditions� and operate as a formidable fighting force in the years to come. A display by the famed helicopter-borne ‘Surya Kiran’ acrobatics team and other drills by IAF soldiers was conducted during the event. Haryana Governor Kaptan Singh Sonaki, Chief Minister Manohar Lal Khattar, Health Minister Anil Vij, Air Chief Marshal Arup Raha and Air Marshal SB Deo were among those present on the occasion.

NEW DELHI, NOV 10 (PTI): The Supreme Court today agreed to hear on November 15 two petitions seeking quashing of the government’s decision to demonetise Rs 1,000 and Rs 500 currency notes on grounds that it infringed citizens’ right to life and trade, among others. Two lawyers, who have filed separate PILs in personal capacities against the demonetisation aimed at weeding out fake currency and black money, mentioned their matters for urgent hearing before two benches in forenoon and evening respectively. They alleged that the sudden decision has created chaos and harassment to public at large and the notification of the Department of Economic Affairs, Ministry of Finance be either quashed or be deferred for some time. A bench headed by Justice A R Dave asked lawyer Sangam Lal Pandey that his plea would be listed for hearing on Tuesday if it is numbered by the registry. Another Delhi-based lawyer Vivek Narayan Sharma mentioned his PIL for urgent hearing at 4 pm before a bench headed by Chief Justice T S Thakur and urged that it be listed tomorrow. When he insisted for early hearing, the bench asked, “Why? How many notes do you have?� Solicitor General Ranjit Kumar, who was present in the courtroom in connection with other case, told the bench that other court has already ordered listing of similar plea on Tuesday for hearing.

The purpose of this website will be to inform people about various services being offered by central and state governments, procedure for taking them and timeline for grant of such services. “A national portal is being developed on public service delivery. It will have information of all the services being offered by various central and state government departments. “People will be able to know all information like requests regarding issuance of passport to other such documents

through this website,� said C Viswanath, Secretary, Department of Administrative Reforms and Public Grievances. The proposal is part of the Centre’s ambitious efforts to ensure that all public services are delivered in a time-bound manner. He said there are about 1,700 services provided by various state governments in a time-bound manner and the number is likely to go up to 4,000. “The website is being developed by National Informatics Centre and it will be made functional by May. By clicking a button, one would be able to know what services are being offered by which state,� Viswanath said.

NEW DELHI, NOV 10 (PTI): All eyes in the Supreme Court tomorrow will be on former apex Court judge Markandey Katju who has been summoned to appear in person before it to point out the “fundamental flaws�, as claimed by him in the sensational Soumya rape case. “Tomorrow, I’ll be appearing in the Supreme Court at 2 PM before the bench presided over by Justice (Ranjan) Gogoi on their request in the Soumya case,� Katju tweeted today. In an unprecedented order, the apex court on October 17 had asked him to appear and debate his Facebook post criticising the judgment by which the accused had escaped gallows in the Soumya rape case in which he was acquitted of murder charge. “He (Justice Katju) is a respected gentleman. We request him to come in person and debate his Facebook post criticising the judgment. Let him come to the court and let’s debate over the fundamental flaws in our

verdict,� a bench of Justices Ranjan Gogoi and U U Lalit had said and issued a notice to Justice Katju. Experts had said it was for the first time that the Supreme Court has asked its former judge to appear in person before it in connection with any matter. Ban junk food on campuses: UGC tells varsities NEW DELHI, NOV 10 (PTI): University Grants Commission (UGC) has asked all central varsities to take steps to ban the availability of junk food on their campuses. In a letter to all Vice Chancellors, UGC secretary Jaspal S Sandhu said that the HRD ministry has desired to issue instructions against availability and sale of junk food in Higher Educational Institutions. “Banning junk food in colleges would set new standards for healthy food and make the students live better, and learn better and also reduce the obesity levels in young learners, thus preventing life style diseases which have a direct link with excessive weight,â€? the senior UGC official said in his communiquĂŠ.

He said that all central varsities should implement measures to sensitise the students on ill effects of junk food. The UGC letter added that universities can serve as important data sources on student’s health. Information on markers like body mass index (BMl)/percentage of body weight,waist hip ratio, etc can help in creating awareness among students towards their health, the UGC letter said. It added that orientation programmes for faculty and staff be conducted on health issues. Wellness clusters should be created under the Students Welfare Department where counselling should be done regarding proper nutrition, proper exercise and healthy habits.

ndian media has acted along expected lines when it failed to put the government decision to demonetise 500 and 1000 currency notes which was to come into effect hours later at midnight. On the other hand, when opposition parties raise objections, the electronic media relegates it as a nuisance value. Such a practice among the electronic media is a matter that needs to be pondered upon. When the Modi government announced demonetisation of 500 and 1000 currency notes on November 9 to take effect from midnight; it triggered panic across the nation. The decision though was welcomed by the ruling party and those who felt it was the right panacea to curb black money. Modi’s decision to decommission Rs 500 and Rs 1,000 notes should ideally not hurt most individuals in the long-term, although it already had a significant negative impact on the working class and small and rural businesses from day-one itself. Over the next month, there will undoubtedly be a significant shortage in cash supply: not just Rs 500 and Rs 1,000 bills, which are being taken out of circulation, but almost every other denomination as well. Why? Firstly ATMs will be closed on November 9 (pan-India) and November 10 (in some places). This is being done in order to remove all existing Rs 500 and Rs 1,000 notes from the ATMs and replace them with lower-value bills. The objective of the demonetisation was purportedly to combat corruption and black money. Nobody can argue against the objective, even in a free manner lest they be damned as “anti-national” or an act of supporting black money launderers etc. The demonetisation done at such a short notice only gave wind to deep suspicions that the government had other motives besides the tackling black money etc. The turmoil that ensued was totally unwarranted as lakhs of people across India had harrowing time especially travellers. Hotels and restaurants refused to receive the banned currency notes. Even pharmacies and hospitals also refused to accept the denominations. People in Dimapur who went to market to buy their daily needs had to return back since shopkeepers and vegetable vendors also refused to accept the denominations. Consumers depend on small notes (which is the great majority of India) to pay for groceries, household items. The ban will have adverse and lasting impact since there is restriction on withdrawal of cash. Small businesses, both in urban and rural areas, will find this move downright crippling in the short-term. These businesses are mostly run on cash: they use hard cash to receive payments for services and to make payments for inventory and goods. It is difficult to understand whether mere demonetisation would actually check black money since similar exercises in the past including the Voluntary Declaration Schemes had hardly made any dent. Modi is haunted by his unkept poll promise to bring back several lakh crore rupees of black money stashed in foreign banks and deposit Rs.15 lakh in every citizen’s bank account within 100 days of coming to power. It is over two years and it has not happened. The decision is bold because the government has the numbers but the suddenness of demonetisation has only hurt the ordinary citizens also raises suspicion that it has to do with the upcoming polls in UP.

I’ll miss you, Dr. Satuo

T

hat all of us will die one day is a fact that we are all well aware of. But when death comes to claim its victim, especially when the supposed victim is our loved one, It always comes as a bolt from the blue. The sad news about the demise of Dr. Satuo is one such surprise. Barely a week ago, I was in Kohima for some work. It was on the evening of October 28, as I drove passed his residence near Tinpati Junction, I noticed the figure of an old man seated alone in the courtyard of his residence. It was unmistakably Dr. Satuo, enjoying the warmth of the evening sun. Dr. Satuo and I had known each other for quite many years now, but for a man of his age. I needed to reintroduce myself to him. So I got down from my vehicle, walked over to him, shook his hand and introduce myself. For a while he looked lost but when he heard my name, the smile on his face returned. Standing there for a couple of minutes, we shared a few pleasantries and said to each other “goodbye.” Age has taken a toll on his youthful health, but my cursory reading of his fitness status did not in any way indicate that he was going home after one week. I now know that God had arranged that “farewell meeting”, just for the two of us on the spur of the moment. Dr. Satuo was a retired officer but very little did I know him as a government servant. To me he was a good human, an elder of the church, and a friend in a common journey on the way. Our association with each other began in 2001 when I joined Shalom Bible Seminary as a Lecturer.

He was on the Board of Governors of the Seminary as its Chairman for many years. I remember Dr. Satuo as a humble, simple, and generous man, and for the same reason I am going to miss him. To him Shalom Bible Seminary was his extended family. Every now and then vegetables, eggs, chickens from his farm would find their way to our dining table. Not only was the Seminary a beneficiary of his generosity, but his home was again another home-away-from-home for many other less privileged people coming from the interior parts of the state. Dr. Satuo had his own sense of humour. I often remember this one because it concerns me. One day in our conversation he spoke to me in Angami and I responded that I was not able to follow everything he had said. With a playful smile in his eyes he said, “Rümatho, I’ll get you one Angami dictionary.” I was a bachelor then and so the implied meaning was that he was going to find me an Angami girl for my wife. “I’ll look forward to reading your Angami dictionary very soon”, I quipped. Such is an example of the friendship and fellowship that we shared in our relationship as fellow christian. People come and people go, but Dr. Satuo is one person whose memory will linger longer in the minds of many people whose lives have been touched by the example of his testimony. May the memories of Dr. Satuo inspire and motivate many others to become better human and may God offer peace and comfort to his grieving children and grandchildren. Rümatho Nyusou

Clarification on 7-day deadline served by NSCN-R

hereas, on 10th of Sept. 2016, the MIP NSCN (R) ‘claimed’ that I have defected “along with Rs. 30 lakhs meant for ceasefire related to and fro meetings expenditures along with government files”. So far, I have been maintaining maximum restraint not to personalize the issue (created by some vested interested person in NSCN-R), as I know who are behind the screen of MIP, trying to defame me and my reputation in order to cover-up their selfish evil deeds. As such, I’m constrained to give Clarification on the baseless unwarranted claims of NSCN(R), for concerned judgement. I was astonished to read in print media that I defected with 30 lakhs (as per NSCN-R 10th Sept. 2016 press statement) and now 20 lakhs (as per 9th Nov. 2016 press statement) which was meant for ceasefire related meeting and collectives leader’s maintainence. In my short stay in NSCN(R) I have seen only Rs. 2 lakhs that was when we were in Delhi for ceasefire extension meeting,

where six of us attended including collective leaders. All other meeting expenditures were done from our own end. It surprise me that how come 30 lakhs or 20 lakhs (as per NSCN-R press statements) was in my possession?! Mr. Imlongnukshi Chang , the then Dy. The Nagaland Legislative Assembly is the House of the people, it voices the feelings and aspirations of the citizens of the State. The resolution not to implement women’s reservation was taken because it impinged upon Article 371(A) of the Constitution. It was in contravention of the protection of Article 371(A) of the Constitution. 17. Today, the Chief Minister by way of a cabinet decision has thrown out the Assembly resolution, which was recommended by him as Chairman of the Select Committee. It is a sellout of Article 371(A) and a betrayal of the people. Today, he has contradicted the very resolution which he recommended and supported along with the entire Nagaland Assembly unanimously. 18. The present NPF President and the Chairman of the DAN, Dr. Shurhozelie has surprisingly remained quite on this issue. He is the top leader of the government and the Chairman of the Alliance which has revoked the Assembly resolution. Ironically it was him who moved for adoption of the resolution and it was him who argued and convinced the House to unanimously adopt the resolution. Today he remains quite. Is it because he has given his approval as DAN Chairman to reject and undermine the

Assembly resolution? 19. Under these circumstances and all the factual sequence of events, it goes without saying that both T.R. Zeliang and Dr. Shurhozelie do not have any moral authority to continue in office. They have betrayed the trust of the people and undermined the highest institution of democracy. The decision of the Chief Minister is not only a blunder but illegal by law as he is against a resolution of the Assembly. 20. The Chief Minister has further stated that municipal and town council elections will be held in places where there is no opposition. The question that arises is whether Mr. T.R. Zeliang is the chief minister of few select people and places or is he the chief minister of the entire state. The Chief Minister of Nagaland must realize that he is responsible to take all sections of the Naga people on board instead of conducting himself in a divisive manner and only representative of selective sections. 21. It may be noted that we are not against the merits or demerits of women’s reservations. It is also to be noted that the matter is still subjudice. What is being pointed out is the illegality of the Chief Minister’s unilateral decision and the manner in which the people have been betrayed and Article 371(A) has been sold out. Sir,

Just a few days back on a local newspaper, the legendary Eric Martin (the frontman of the famous band - Mr Big) was interviewed on his experience on performing in Nagaland. One of the question asked was on the road condition of Nagaland, to which he replied - “BRUTAL”. One couldn’t agree more. What more can be said on the pathetic condition of our roads. And Eric Martin has only performed in Dimapur and Kohima, he has not seen the ‘interiors’ of Nagaland. If only we had leaders who could build roads for us, we would have been spared from such remarks. But that’s the harsh reality and we have to accept it. Thus, while the search goes on, on finding - “ Who is the answer to good roads in Nagaland?”, Till then, I’m afraid, “ Brutality” will have to prevail. NEW DELHI, NOV 10 (PTI): To overhaul infrastructure, government is lining up Rs 25 lakh crore for the highways and shipping sectors in 5 years, including Rs 4 lakh crore worth of projects awarded so far, Union Minister Nitin Gadkari today said. “We are doing massive work in the infrastructure sector. There will be investment worth Rs 25 lakh crore in highways and shipping in 5 years,” Gadkari, who holds road transport, highways and shipping, said while addressing the Economic Editors Conference 2016. His estimate is the investment of Rs 25 lakh crore in the sector is bound

to boost GDP by 3 per cent and this will also create at least 5 crore jobs. According to the minister, so far projects worth Rs 4 lakh crore have been awarded, including projects worth Rs 3.17 lakh crore in highways and Rs 80,000 crore in shipping. He backed up his claims saying the massive work has led to construction of 22 km of highways per day whereas the ministry is striving to achieve 42 km a day target and is working hard in that direction. Highway construction target for 2016-17 is 15,000 km and “till October, we constructed 3,591 km”, he said.

Centre okays changes in antigraft law, ‘shield’ for employees NEW DELHI, NOV 10 (PTI): All central government employees may get a ‘shield’ from prosecution as the Centre has okayed changes in anti-corruption law and decided to make it mandatory for investigating agencies like CBI to take it’s prior approval before conducting any enquiry against them. Union Minister Jitendra Singh today said the government has readied a draft anti-corruption amendment bill to protect honest officers. “We have decided to introduce the anti-corruption amendment bill in the upcoming Session of the Parliament. A provision for providing safeguard to all categories of government employees is being offered there. The changes are to ensure that honest employees are not harassed,” said Singh, Minister of State for Personnel. The Winter Session begins from Wednesday. Talking to reporters, he said such a decision was necessary to ensure that

the bureaucracy, which is essential tool of good governance, continues to work without any fear or favour. The decision assumes significance as Prime Minister Narendra Modi had recently said that the government’s job is to ensure safety of honest employees. The move is also based on the recommendation of a Parliamentary Committee, which had suggested the shield for public servants by making it mandatory conditions for probe agencies like CBI and police to take “previous approval” of competent authority before conducting any enquiry or investigation against a public servant -- including from peon to Secretary.

However, such an approval will not be necessary for cases involving “arrest of a person on the spot on the charge of accepting or attempting to accept any undue advantage for himself or for any other person”, the panel had said. The Committee, that examined changes in the Prevention of Corruption Act, 1988, gave its report in August this year. The Prevention of Corruption (Amendment) Bill was introduced in the Rajya Sabha on August 19, 2013 during the UPA rule. However, it was referred to the Parliamentary Standing Committee, which had submitted its report to the Upper House on February 6, 2014, but the bill could not be passed then.

NEW DELHI, NOV 10 (PTI): In a huge setback to the Akali Dal government in poll-bound Punjab, Supreme Court today thwarted its attempt to wriggle out of the Sutlej-Yamuna Link canal water sharing pact, saying it cannot “unilaterally” terminate it or legislate to “nullify” the verdict of the highest court. The apex court responded in “negative” to all the four questions referred to it for the opinion by then President APJ Abdul Kalam on the constitutional validity of the law passed by then Punjab government-led by Captain Amrinder Singh to nullify the court verdicts and unilaterally terminating the almost three-dacade old SYL water sharing agreement. “Once a conclusion is arrived at to the effect that one state, which is a party to the litigation or an Agreement, cannot unilaterally terminate the Agreement or nullify the decree of the highest Court of the country, the state of Punjab cannot discharge itself from its obligation which arises from the judgment and decree dated January, 15, 2002 and the judgment and order dated 4th January, 2004 of the apex court,” a five-judge Constitution bench headed by Justice A R Dave said in its advisory verdict. New Delhi, Nov 10 (PTI): Underlining that black money is one of the main sources of funding terror activities, Afghanistan today welcomed India’s decision to demonetise highdenomination currency, saying the move will benefit the region. Afghan Ambassador to India Shaida Abdali said the move will help curb economic terrorism by foiling the usage of counterfeit currency for terror activities. “Black money is one of the main sources of funding for activities related to terrorism. Washington, Nov 10 (Agencies): Tens of thousands of demonstrators took to the streets in cities across the country Wednesday to protest Donald Trump’s election victory, in mostly peaceful gatherings that nonetheless resulted in at least 124 arrests and reports of damage, vandalism and injuries in several locations. Rajkot, Nov 10 (PTI): Indian spinners were taken to the cleaners by the English batsmen as the visitors posted a mammoth 537 on the second day of the opening cricket Test here today. India made a cautious start reaching 63 for no loss with openers Murali Vijay (25 not out) and Gautam Gambhir (28 not out) at the crease. England’s first innings total was their third-highest ever in this country, showing their batsmen were in total control against Indian spinners especially Ravichandran Ashwin, who conceded 167 runs in 46 overs taking only two wickets. Amit Mishra fared no

better, having being hit for 98 runs in 23.3 overs. India still need 275 more runs to avoid following on, on a track showing increasing signs of wear and tear after its easy-paced nature on day one yesterdxay. The hosts also trailed the visitors by a massive 474 runs with all ten wickets in hand going into day three tomorrow. Ethiopian distance runner Almaz Ayana made the shortlist in recognition of her stunning 10,000 metres victory in Rio. Bolt, a five-time former winner of the award, became the first person to win three consecutive 100 and 200 metres Olympic golds in Rio de Janeiro in August. He also holds the world records in the two disciplines, 9.58 seconds and 19.19 seconds, respectively. Thompson matched Bolt’s feat by also winning the 100m and 200m golds in Rio. Ayana broke a 23year-old record to win the 10,000 metres after clocking 29:18.45 at the Rio Games where she also took the bronze in 5,000 metres. Elite FC win Classic Cup opener

Ko h i m a , N ov. 1 0 (NPN): Elite Football Club beat PWD Youth Organization 1-0 in the 22nd Classic Cup inaugural match played under the theme “dream courage to achieve” at Kohima local ground on Thursday. The Classic Cup is being organized by Classic Club Kohima. 31 teams from different parts of the state are competing in the tournament which would conclude on November 30. Both teams displayed equal strength and skills in the closely contested match. The lone goal of the match was scored by Khangatar (17) in 14th minutes through a penalty. PWD youth tried its best to equalize the goal but Elite FC never gave up charging its rival. After the breather,

PWD youth came back more organized, however Elite FC players’ strong resistance and defence prevented them from finding the net till the final whistle. Elite FC striker Mayosingh (4) made a dangerous attempt from distance shot but the PWD’s brilliant keeper saved it. In a short while, Vitsopi Kin (6) midfielder of PWD youth got a golden chance but his attempt went wide. Earlier, president of the Classic Club, K. Neibou Sekhose in his inaugural speech stressed on the importance of team spirit and discipline for the sportspersons. He reminded the players that no country or nation progress without discipline and likewise he said no player would be successful without discipline. He urged the football players to teach the

sportsmanship even to the upcoming generations. Stressing on the importance of football for the youth, he said that football is not only loved by the world but it promotes physical fitness, improve the inclination for team work and fortifies mental capabilities that are necessary for any child’s growth. “A good sportsmanship is important not only as a practice of etiquette and respect of sports but also because it help to teach young athletes good behavior that carries over into other aspect of life” he added. Punjab Police enter knock out stage

Dimapur, Nov 10 (NPN): With a 1-0 win over Uttarakhand Police today, title holders Punjab Police emerged at top of the standings in Group A and entered the knock out stage of the 65th BN Mullik All India Police Football Championship 2016. The topper from each group qualifies for the quarter finals stage. Punjab Police will meet the winner of Group E in the quarter finals. Nagaland Police in their last league encounter in Group D lost to Mizoram Police in a thriller match that drew the biggest crowd attendance of the tournament.

Even with this loss, Nagaland still tops the Group so far with three wins out of four matches they have played. They will have to wait for the results of the remaining matches of Mizoram Police and RPF in the Group. Both RPF and Mizoram Police still have two league matches remaining to vie for a qualifier to the knock out stages. In Group B, Border Security Force defeated ITBP 4-1, while SSB completely dominated over Rajasthan blanking their opponent 7-0 in Group C. Thuwu-Ni Enduro cycling on Nov 15 D i m a pur , N ov 1 0 (NPN): For the first time in Nagaland, rural adventure sports is about to take off with the Thuwu-ni festival Enduro Mountain Biking (Cycling) Race in Pughoboto, Zunheboto on November 15. For a start, the 10 kilometer cycling race track will feature tough uphill climbs combined with off-roads, jeep tracks and downhill sections. Nagaland will witness the largest contingent of professional mountain bikers from different States including Himachal Pradesh, Goa, Meghalaya, Assam, Manipur, Nagaland at the Thuwuni festival and get a taste of indigenous adventure by camping out in the open alongside the festival with live music, comedy nights, exotic cuisines and compete at the enduro race in the mountains surrounding Pughoboto town. More than 30 mountain bikers have registered for the Thuwu-ni Enduro. The initiative is brought by organizers of Thuwu-ni festival and Nagaland based Native Station with a vision to promote and tap the potential of adventure sports and eco-tourism.

PCB demands compensation from BCCI K a r a c h i , N ov 1 0 (IANS): Pakistan Cricket Board (PCB) executive committee chairman Najam Sethi asserted on Wednesday that the board has demanded financial compensation from the BCCI and ICC for losses incurred due to India’s refusal to play the scheduled bilateral series. BCCI and the PCB had signed an MoU in 2014 under which the two countries agreed to play a total of six bilateral series between 2015 and 2023. But the increased political tension between the two countries due to prolonged violence on the border has severely affected cricketing ties as well. BCCI President Anurag Thakur had even asked the ICC recently not to place India and Pakistan in the same group during international tournaments. “We have mentioned it clearly to BCCI and ICC in recent meeting that either India should play cricket with Pakistan or compensate us for damages,” Sethi was quoted as saying by the Dawn after a meeting of the PCB governing board. “We have also demand compensation from ICC as the PCB is suffering financially because of nonfulfilment of the BCCI’s commitment to play cricket series with Pakistan,” he added. The BCCI had consented to a limited-overs series with Pakistan in Sri Lanka in December last year and had asked the Indian government for permission. But with the Indian government not providing its consent, the series had to be eventually cancelled.

DIMA P U R , N OV 1 0 (NPN): The All Nagaland Students’ Union (ANCSU) inter college sports meet cum beat contest 2016 got underway here at Multi Disciplinary Sports Complex on Thursday under the theme “Igniting Oneness” with Lok Sabha MP Neiphiu Rio as chief guest at the inaugural function. Speaking on the occasion, Rio said the theme “Igniting Oneness” was relevant in the present context adding “unity is the need of the hour for Nagas.” While stating that sports and music were the most liked professions in the world with lots of fame and money involved, Rio exhorted the participants to take up the two on a professional level. He however reminded the participants that there is no shortcut to success except through dedication,

discipline, and hard work. The Lok Sabha MP also pointed out need for extracurricular activities not only for the youth but for young and old alike for developing discipline, sportsmanship, friendship and for health reasons. He also stated that recognition will follow if one works hard with dedication and added sports was one area where Nagas could excel. “Sports has no race, no colour, no religion; it transcends all borders and manmade boundaries,” Rio remarked and urged the participants from various colleges across the state to socialize and make friends during the tourney. He further urged the players to display their best skills in the true spirit of sportsmanship and friendship. “Let youths unite, let Nagas unite,” appealed the chief guest in his concluding remark. Earlier, the

function commenced with invocation by Dr. Easter H Chishi, Pastor Dimapur Sumi Baptist Church. Convenor of the organising committee Tongpang Ozukum rendered the introductory note. ANCSU president Zhoku Thuluo delivered the presidential address. Imnaienla Jamir of Pranabananda Women’s College presented a special song during the function. NSF president Subenthung Kithan extended greetings on the occasion. Later, ANCSU games and sports secretary administered Oath to the players. Hundreds of players from various colleges across the state are taking part in the four-day event hosted by Unity College Dimapur. The players will be competing in two disciplines namely football and volleyball.
