NE to get 90% share for health schemes: Nadda Correspondent
IMPHAL, NOV 11: Union Health and Family Welfare minister Jagat Prakash Nadda on Friday announced that the Centre will contribute 90% share to improve the health sector in the entire North East region. However, the state governments will have to bear the rest 10% of the cost for implementation of the Central sponsored schemes, Nadda said while addressing at a one-day workshop on “Dissemination of Information on Programme and Schemes Run by the Ministry of Health & Family Welfare”. He also announced setting up of a Tertiary Cancer Care Unit at JNIMS hospital Imphal soon at an estimated cost of Rs. 45 crore. Stating that Centre was ready to extend all possible assistance to the North Eastern region, he urged the state governments and the elected members to take the opportunity to improve the health-care system and to ensure that the schemes reach the needy.
NLA to hold 2-day session from Nov 22
D I M A P U R , N OV 1 1 (NPN): Business Advisory Committee (BAC) of the Nagaland Legislative Assembly (NLA), which met on Friday and finalised the provisional programme for the ensuing 14th session of the 12th Assembly, has decided to have two-day session from November 22-24, 2016. A press release issued by the Assembly Secretariat stated that the meeting was held in the assembly committee room under the chairmanship of NLA speaker Chotisuh Sazo. BAC decided to take up the following businesses during the twoday session including obituary references, if any; laying of reports/papers/rules; introduction of government bills, if any; adoption of government resolutions and unfinished business, if any.
ZSUN, KSON suspend agitation temporarily D I M A P U R , N OV 1 1 (NPN): Zeliangrong Students’ Union Nagaland (ZSUN) and the Kuki Students’ Organization Nagaland (KSON) informed that they have temporarily called off the agitation in good faith after receiving a written assurance by the government. In a joint statement, presidents of ZSUN Amonbo Zeliang and KSON, Poatingsi Kongsai however cautioned that the unions would not hesitate to restart the stir in the event the department failed to fulfil their demand.

KOHIMA, NOV 11 (NPN): Following appeals and writ petitions filed before the Gauhati High Court, Kohima bench by several aggrieved graduate teachers, Nagaland government has finally decided to promote most of the graduate teachers (GTs) as assistant headmasters (AHMs) and Junior Education Officers (JEOs) by December 2016. When contacted, commissioner and secretary of School Education F.P. Solo confirmed this to Nagaland Post on Friday, saying the state government will go ahead with the promotion “though the case was pending in the court”. He said despite information given to the graduate teachers to submit Annual Performance Assessment Report (APAR) on many occasions, many had failed to comply with the request. However, he said the government will go ahead with promotion for those teachers who had submitted their APAR. Solo was optimistic that it will be done by the end of this year. schools, Solo said since those schools which do not have headmasters were of RMSA upgraded and moreover the enrolment was low. In this regard AHMs were appointed to run the affairs of the school, he added. On non-payment of salaries to Centrally Sponsored Scheme (CSS) Hindi teachers, Solo clarified that the Ministry of Human Resource Development (MHRD) has not released the money yet. He said MHRD has submitted the proposal to the finance ministry, but the latter was yet to release the fund. He expressed helplessness that it was not within the state government’s control, but “what was to be done from the end of the state government, it was done”. When asked on the CSS Hindi teachers that ends on March 31, 2017, Solo said the scheme was for five years only which ends March next however, he said that the state government had taken up with ministry to continue the scheme beyond 2017. He said CSS Hindi teachers was a small scheme confined only to four states-
Nagaland, Mizoram, Punjab and Orissa. Since, Nagaland and Mizoram have huge numbers of CSS Hindi teachers, F.P. Solo said that both states have taken up the issue with the ministry and the response has been awaited. On RMSA teachers, who have not received salary for four months, Solo said state government has submitted all the required documentations to the ministry. He said after completing all formalities, the department deputed two officials to Delhi to pursue on the matter. On SSA teachers, Solo said the state government will keep its commitment and will release all the pending salaries within this month. Meanwhile, Graduate teachers who were junior in service but reportedly promoted earlier than those who joined service before them, through a notification issued by the Department of School Education on August 16, 2012 filed writ petitions against the department for reversing seniority in favour of the latter who were promoted as per the notification issued on July 1,2014. MOKOKCHUNG, NOV 11 (NPN): Parliamentary secretary of geology and mining, Dr. Imtiwapang Aier, on Friday said the Nagas needed to seriously understand, uphold and protect the contents of Article 371 (A), saying infringement of special provision granted to Nagaland could lead to a bleak future for the Nagas. He was speaking to the media persons at his residence at Sungratsu village about the recent counter affidavit submitted to the Gauhati High Court, Kohima Bench by the secretary, Ministry of Petroleum and Natural Gas to a PIL hearing on oil exploration. Dr. Imtiwapang highlighted the Para. 9 of the counter affidavit, which disagreed that the state of Nagaland has any power to make law for the subject of development of oil fields
and mineral oil resources. According to him, the affidavit has further submitted that the Parliament has got exclusive power to make laws on the said subject, adding that Article 371(A) does not even restrict the Parliament to apply any of its law on oil fields and mineral oil resources in the State of Nagaland and no resolution from the state of Nagaland is required to apply the Parliament’s law on oil fields and mineral oil resources of Nagaland. Further, the counter affidavit argued that any existing law made by the state of Nagaland on oil fields and mineral oil resources is liable to be struck down the same being without jurisdiction and ultra vires to the constitution of India. Citing Article 371(A), Dr. Imtiwapang said through this special provision, the state government of Nagaland had the right to pass and enact ‘Nagaland Petro-
leum and Natural Gas Regulations and Rules 2012’. However, he said the PIL against the State Government’s Regulations and Rules 2012 was proving to be a threat to the special provisions. Dr. Imtiwapang, therefore, made a clarion call to all the Nagas to remain united and offer solidarity to the state government to fight for Naga rights. “Let the issue be settled politically, not legally,” he stated. Pointing out that that Article 371(A) came into being through the ‘16-Point Agreement’, the parliamentary secretary said Nagaland has already been quashed two special status of the agreement, by the Government of India, without the state’s knowledge. He said the clause of ownership and transfer of land and its resources, as enshrined in Article 371(A), was under threat.

The matter relates to those appointed as graduate teachers during 1992 and those who were appointed prior to the period from 1983 to 1989. Those appointed during 1992 were promoted and listed as senior to the latter as per the August 16, 2012 notification. IBAPWO wants timely completion of works in border
D I M A P U R , N OV 1 1 (NPN): International Border Area People’s Welfare Organisation (IBAPWO) has appealed to those contractors who were awarded works to be carried out along the Myanmar border under Phomching, Chen, Tobu, Noklak, Thonoknyu, Pongru and Meluri blocks to complete their respective work within the stipulated time. In a press release, IBAPWO president Rhuletsu Whurr and general secretary Nokshom Konyak warned against non execution of work within the specific period without valid reason. It termed as “illegal” drawing of crores of rupees without the execution or spot verification by the concerned authority. IBAPWO asserted that it would “not allow such
ACAUT slams Dr. Shurho for attempt to violate OM-2008 D I M A P U R , N OV 1 1 (NPN): ACAUT on Friday criticized NPF president and DAN chairman Dr. Shurhozelie Liezietsu after it claimed to have obtained a letter purportedly written by the latter instructing the chief minister and cabinet ministers not to “tinker” on the existing controversial Office Memorandum (OM) 2008 (regularization of contract/adhoc appointments on completion of three years in service). ACAUT media cell alleged that in the letter dated March 28, 2016, the patriarch of the NPF party cautioned the chief minister and the entire cabinet that, “if we abruptly change the course, more than 1000 people will go against you in your next election like 1993 episode where more than 800 senior people went against us on the issue of superannuation of age.” Therefore, ACAUT said it was compelled to make public the contents of the letter since it would shatter the future of thousands
of educated unemployed Naga youths. Incidentally, the letter was issued in the midst of a raging court case on PILs filed by ACAUT against backdoor appointments. ACAUT’s argument was that since the letter written by top leader of the NPF party could not be ignored, the government re-issued a new OM on August 11, 2016 (regularization of contract employees after three years) because the previous OM of June 6, 2016 (ban on backdoor appointment) had nullified the OM of 2008. Under the new OM, the government had regularized thousands of backdoor appointments made prior to June 6, 2016, media cell alleged. ACAUT media cell said it was painful that a senior leader like Dr. Shurhozelie, “whom many Nagas considered him as a statesmanlike figure and in the twilight of his illustrious political career, could ostensibly put his party interest before the interest of young
Nagas when he should be primarily concerned on his contribution towards the benefit of Nagas as a whole”. In the light of the above, ACAUT appealed Dr. Shurhozelie to instruct his government to withdraw the August 11 OM, so that tens of thousands of contract posts would be freed for competitive examination and thousands of meritorious and hard-working young Naga people would be benefitted. It may be mentioned that Kohima bench of Gauhati High Court in its order on August 5, 2016 while disposing PIL filed by ACAUT, directed the state government to “scrupulously” adhere to the criteria laid down by its June 6, 2016, OM with regard to appointment in government offices. On June 6, the state government (Personnel & Administrative Reforms Department) in an OM banned all ad-hoc/casual/ temporary/work-charged appointments.
EDSSU holds peaceful stir outside L&RS office Staff Reporter
DIMAPUR, NOV 11 (NPN): East Dimapur Sumi Students’ Union (EDSSU) on Friday staged a peaceful agitation outside the directorate of Land Record & Survey office in protest against the failure of state government to fulfil their demand-- termination four Land Records & Survey Officer (LRSO) and eight surveyor grade-I, alleged to be backdoor appointees. EDSSU president Kanato S Awomi told reporters that the peaceful agitation would be followed by phase-wise agitation, if the government continues to ignore their demands.
He said the government should immediately terminate all the backdoor appointments and requisition the said posts be filled through NPSC. Kanato further said that the agitators also submitted the RTI documents to the director disclosing the educational qualifications of the four LRSO. During a brief interview with LR&S department, director, E.N. Kithan said the directorate cannot cancel the appointment since the appointments were made by the government. The agitation was supported by Western Sumi Students Union, Central Naga Students Association and ACAUT.

She narrated how late Isak took the revolutionary path by choosing to respond to the call of the Naga nation rather than pursuing theological studies abroad. Eustar stated that her late husband stood for unity/reconciliation of Nagas till his last breath. She questioned whether Nagas were standing on the will of God and warned that Nagas will perish if they do not follow the path of the Lord.
