NE to get 90% share for health schemes: Nadda Correspondent

IMPHAL, NOV 11: Union Health and Family Welfare minister Jagat Prakash Nadda on Friday announced that the Centre will contribute 90% share to improve the health sector in the entire North East region. However, the state governments will have to bear the rest 10% of the cost for implementation of the Central sponsored schemes, Nadda said while addressing at a one-day workshop on “Dissemination of Information on Programme and Schemes Run by the Ministry of Health & Family Welfare”. He also announced setting up of a Tertiary Cancer Care Unit at JNIMS hospital Imphal soon at an estimated cost of Rs. 45 crore. Stating that Centre was ready to extend all possible assistance to the North Eastern region, he urged the state governments and the elected members to take the opportunity to improve the health-care system and to ensure that the schemes reach the needy.

NLA to hold 2-day session from Nov 22

D I M A P U R , N OV 1 1 (NPN): Business Advisory Committee (BAC) of the Nagaland Legislative Assembly (NLA), which met on Friday and finalised the provisional programme for the ensuing 14th session of the 12th Assembly, has decided to have two-day session from November 22-24, 2016. A press release issued by the Assembly Secretariat stated that the meeting was held in the assembly committee room under the chairmanship of NLA speaker Chotisuh Sazo. BAC decided to take up the following businesses during the twoday session including obituary references, if any; laying of reports/papers/rules; introduction of government bills, if any; adoption of government resolutions and unfinished business, if any.

ZSUN, KSON suspend agitation temporarily D I M A P U R , N OV 1 1 (NPN): Zeliangrong Students’ Union Nagaland (ZSUN) and the Kuki Students’ Organization Nagaland (KSON) informed that they have temporarily called off the agitation in good faith after receiving a written assurance by the government. In a joint statement, presidents of ZSUN Amonbo Zeliang and KSON, Poatingsi Kongsai however cautioned that the unions would not hesitate to restart the stir in the event the department failed to fulfil their demand.

KOHIMA, NOV 11 (NPN): Following appeals and writ petitions filed before the Gauhati High Court, Kohima bench by several aggrieved graduate teachers, Nagaland government has finally decided to promote most of the graduate teachers (GTs) as assistant headmasters (AHMs) and Junior Education Officers (JEOs) by December 2016. When contacted, commissioner and secretary of School Education F.P. Solo confirmed this to Nagaland Post on Friday, saying the state government will go ahead with the promotion “though the case was pending in the court”. He said despite information given to the graduate teachers to submit Annual Performance Assessment Report (APAR) on many occasions, many had failed to comply with the request. However, he said the government will go ahead with promotion for those teachers who had submitted their APAR. Solo was optimistic that it will be done by the end of this year. schools, Solo said since those schools which do not have headmasters were of RMSA upgraded and moreover the enrolment was low. In this regard AHMs were appointed to run the affairs of the school, he added. On non-payment of salaries to Centrally Sponsored Scheme (CSS) Hindi teachers, Solo clarified that the Ministry of Human Resource Development (MHRD) has not released the money yet. He said MHRD has submitted the proposal to the finance ministry, but the latter was yet to release the fund. He expressed helplessness that it was not within the state government’s control, but “what was to be done from the end of the state government, it was done”. When asked on the CSS Hindi teachers that ends on March 31, 2017, Solo said the scheme was for five years only which ends March next however, he said that the state government had taken up with ministry to continue the scheme beyond 2017. He said CSS Hindi teachers was a small scheme confined only to four states-

Nagaland, Mizoram, Punjab and Orissa. Since, Nagaland and Mizoram have huge numbers of CSS Hindi teachers, F.P. Solo said that both states have taken up the issue with the ministry and the response has been awaited. On RMSA teachers, who have not received salary for four months, Solo said state government has submitted all the required documentations to the ministry. He said after completing all formalities, the department deputed two officials to Delhi to pursue on the matter. On SSA teachers, Solo said the state government will keep its commitment and will release all the pending salaries within this month. Meanwhile, Graduate teachers who were junior in service but reportedly promoted earlier than those who joined service before them, through a notification issued by the Department of School Education on August 16, 2012 filed writ petitions against the department for reversing seniority in favour of the latter who were promoted as per the notification issued on July 1,2014. MOKOKCHUNG, NOV 11 (NPN): Parliamentary secretary of geology and mining, Dr. Imtiwapang Aier, on Friday said the Nagas needed to seriously understand, uphold and protect the contents of Article 371 (A), saying infringement of special provision granted to Nagaland could lead to a bleak future for the Nagas. He was speaking to the media persons at his residence at Sungratsu village about the recent counter affidavit submitted to the Gauhati High Court, Kohima Bench by the secretary, Ministry of Petroleum and Natural Gas to a PIL hearing on oil exploration. Dr. Imtiwapang highlighted the Para. 9 of the counter affidavit, which disagreed that the state of Nagaland has any power to make law for the subject of development of oil fields

and mineral oil resources. According to him, the affidavit has further submitted that the Parliament has got exclusive power to make laws on the said subject, adding that Article 371(A) does not even restrict the Parliament to apply any of its law on oil fields and mineral oil resources in the State of Nagaland and no resolution from the state of Nagaland is required to apply the Parliament’s law on oil fields and mineral oil resources of Nagaland. Further, the counter affidavit argued that any existing law made by the state of Nagaland on oil fields and mineral oil resources is liable to be struck down the same being without jurisdiction and ultra vires to the constitution of India. Citing Article 371(A), Dr. Imtiwapang said through this special provision, the state government of Nagaland had the right to pass and enact ‘Nagaland Petro-

leum and Natural Gas Regulations and Rules 2012’. However, he said the PIL against the State Government’s Regulations and Rules 2012 was proving to be a threat to the special provisions. Dr. Imtiwapang, therefore, made a clarion call to all the Nagas to remain united and offer solidarity to the state government to fight for Naga rights. “Let the issue be settled politically, not legally,” he stated. Pointing out that that Article 371(A) came into being through the ‘16-Point Agreement’, the parliamentary secretary said Nagaland has already been quashed two special status of the agreement, by the Government of India, without the state’s knowledge. He said the clause of ownership and transfer of land and its resources, as enshrined in Article 371(A), was under threat.

ACAUT slams Dr. Shurho for attempt to violate OM-2008 D I M A P U R , N OV 1 1 (NPN): ACAUT on Friday criticized NPF president and DAN chairman Dr. Shurhozelie Liezietsu after it claimed to have obtained a letter purportedly written by the latter instructing the chief minister and cabinet ministers not to “tinker” on the existing controversial Office Memorandum (OM) 2008 (regularization of contract/adhoc appointments on completion of three years in service). ACAUT media cell alleged that in the letter dated March 28, 2016, the patriarch of the NPF party cautioned the chief minister and the entire cabinet that, “if we abruptly change the course, more than 1000 people will go against you in your next election like 1993 episode where more than 800 senior people went against us on the issue of superannuation of age.” Therefore, ACAUT said it was compelled to make public the contents of the letter since it would shatter the future of thousands

of educated unemployed Naga youths. Incidentally, the letter was issued in the midst of a raging court case on PILs filed by ACAUT against backdoor appointments. ACAUT’s argument was that since the letter written by top leader of the NPF party could not be ignored, the government re-issued a new OM on August 11, 2016 (regularization of contract employees after three years) because the previous OM of June 6, 2016 (ban on backdoor appointment) had nullified the OM of 2008. Under the new OM, the government had regularized thousands of backdoor appointments made prior to June 6, 2016, media cell alleged. ACAUT media cell said it was painful that a senior leader like Dr. Shurhozelie, “whom many Nagas considered him as a statesmanlike figure and in the twilight of his illustrious political career, could ostensibly put his party interest before the interest of young

Nagas when he should be primarily concerned on his contribution towards the benefit of Nagas as a whole”. In the light of the above, ACAUT appealed Dr. Shurhozelie to instruct his government to withdraw the August 11 OM, so that tens of thousands of contract posts would be freed for competitive examination and thousands of meritorious and hard-working young Naga people would be benefitted. It may be mentioned that Kohima bench of Gauhati High Court in its order on August 5, 2016 while disposing PIL filed by ACAUT, directed the state government to “scrupulously” adhere to the criteria laid down by its June 6, 2016, OM with regard to appointment in government offices. On June 6, the state government (Personnel & Administrative Reforms Department) in an OM banned all ad-hoc/casual/ temporary/work-charged appointments.

EDSSU holds peaceful stir outside L&RS office Staff Reporter

DIMAPUR, NOV 11 (NPN): East Dimapur Sumi Students’ Union (EDSSU) on Friday staged a peaceful agitation outside the directorate of Land Record & Survey office in protest against the failure of state government to fulfil their demand-- termination four Land Records & Survey Officer (LRSO) and eight surveyor grade-I, alleged to be backdoor appointees. EDSSU president Kanato S Awomi told reporters that the peaceful agitation would be followed by phase-wise agitation, if the government continues to ignore their demands.

He said the government should immediately terminate all the backdoor appointments and requisition the said posts be filled through NPSC. Kanato further said that the agitators also submitted the RTI documents to the director disclosing the educational qualifications of the four LRSO. During a brief interview with LR&S department, director, E.N. Kithan said the directorate cannot cancel the appointment since the appointments were made by the government. The agitation was supported by Western Sumi Students Union, Central Naga Students Association and ACAUT.

WOKHA, NOV 11 (NPN): Less than 30% of beneficiaries surveyed as part of a European Union (EU) funded project expressed complete satisfaction with quality of toilet construction and 50% were dissatisfied with amount of subsidy under flagship Nirmal Bharat Abhiyan (NBA) scheme in Wokha district. Carried out in the later part of 2015 covering 28 villages from 2 blocks of Wokha district, the survey also revealed that around 60% of beneficiaries surveyed were yet to receive benefits while less than 20% were completely satisfied with wages received under MGNREGS for the NBA scheme. It further revealed that 30% of beneficiaries were dissatisfied with the behaviour of officials while 30% were dissatisfied with the process of application/ information given. The project is being implemented by Paris-based French NGO Agency for Technical Cooperation and Development (ACTED) along with Guwahati-based North East India Committee on Relief and Development (NEICORD) which in partnership with local NGO Team Metamorphosis (TM) is responsible for field implementation, Bangalore-based Public Affairs Center (PAC) which is tasked with the research component, and the Guwahati-based Nanda Talukdar Foundation (NTF) as its media advocacy component. NBA, previously called Total Sanitation Campaign, is a community-led total sanitation programme initiated by Ministry of Rural Development in 1999 (under PHE department in Nagaland). NBA is a comprehensive programme to ensure sanitation facilities in rural areas with the broader goal of eradicating the practice of open defecation. The scheme provides for promotion of a range of toilet op-

tions to promote increased affordability. Strong emphasis is also placed on Information, Education and Communication (IEC). NBA is implemented in a campaign mode, taking Village Council/Gram Panchayat as the base unit. All BPL households and those APL households belonging to SCs/STs, small and marginal farmers, landless labourers with homestead, differently abled persons and women-headed households are eligible to get benefits under NBA. All houses constructed by beneficiaries under IAY or state rural housing schemes which do not have toilets are also eligible to get incentive for creation of sanitation facilities. Entitlements under NBA include provision of Individual Household Latrine (IHHL) @ Rs.12,000/-, and part-financing of IHHL construction. The incentive is given in cash after beneficiaries complete their toilet constructions. There is also a provision for convergence under MGNREGA @ of Rs.4500/- covering 20 unskilled and 6 skilled man-days.

Centre to invest more time, energy, finance in NE: Prabhu

Aizawl, Nov 11 (PTI): Northeastern states, especially Mizoram, required better infrastructure and the Centre would invest more time, energy and finance towards it, Railway Minister Suresh Prabhu said today. “Being the most peaceful state in the country, Mizoram has all the recipe for development, including peace and human capital,” Prabhu said while laying the foundation stone of the proposed Railway station at Sairang, about 20 km from here. Pointing out that rail connectivity would be one of the most important infrastructure development, the minister said, basic concepts of developments should be initiated by the local people and any infrastructural development should involve and benefit the local populace. The minister was addressing a function held at the Suaka Cricket Stadium at Sairang. Bamboo resources in the state should be exploited by creation of value addition for which rail connectivity would play an important role in social transformation, he added.

Jumbos wreak havoc in Arunachal ITANAGAR, Nov 11 (Agencies): A herd of wild elephants is wreaking havoc in the rural areas of Ruksin circle in East Siang district of Arunachal Pradesh and nearby Leku at Jonai in Assam’s Dhemaji district for the past three days. The elephants came from nearby Poba range forest in search of food and damaged paddy and other crops at Linka, Baromile and Mangnag village. According to forest departmetn estimates, over 10 acres of crops over 10 acres were damaged by the herd. Forest officials said they are doing their best to tackle the problem.

Officer-in-charge of airport police station, Rana Chaterjee said Abdul Momin Sheikh (24) and Sajid Alam were nabbed by CISF officials last evening. They were scheduled to go to Mumbai via Kolkata on a SpiceJet flight. On suspicion, the CISF officials asked them to show their identity cards and they showed Indian Pan Cards and Aadhar cards, but the addresses in their cards were not the same, Chaterjee said. During preliminary interrogation they admitted that they hailed from Noakhali district of Bangladesh. The CISF then handed them over to the Agartala airport police station. Abdul Momin Sheikh works in a Mumbai Mosque as an Imam and Sajid Alam is his younger brother and both of them had obtained forged Pan Cards and Aadhar Cards from Mumbai, he said. They had gone to their ancestral home in Noakhali and were returning to Mumbai yesterday. Chaterjee said both of them were being interrogated by the state police and Central intelligence officials.

The broad gauge railway would have 23 tunnels (the longest being 1,766 metres), 38 major bridges and six tall bridges (the tallest being 117 metres) and four stations. The Rs 2,384.34 crore project is scheduled to be completed by 2020 while the Northeast Frontier Railway officials expressed hope that the work would be completed by December 2019.

Driver kidnapped by militants in Mnp IMPHAL, Nov 11: Armed militants have kidnapped a tipper driver of Simplex Company engaged in road construction at Singda village under Sapermaina police station of Senapati district. A police source Friday said that Manichandra Singh of Phayeng village in Imphal West district was whisked away by the armed persons suspected to be cadres of a Kuki based militant group last night, around 10.30 pm. The driver was among around 30 labourers engaged by the Simplex Company in the construction of a road there and staying at makeshift camps at Singda village. GUWAHATI, Nov 11 (Agencies): The demonetization effect failed to have any impact on panwallahs and vendors in the local markets as they have chosen to swim against the tide by continuing to accept Rs 500 and Rs 1000 currency notes. These small traders, who earn their livelihood on a daily basis, shutting shop for even a day is a costly affair. “We can’t afford to disrupt our daily income and need to keep doing business. We don’t have too many choices for which we are accepting Rs 500 and Rs 1000 notes,” said Jyoti Nath, a roadside pan shop owner.

The uninterr upted trading is between the wholeseller or his selling agents and the vendors. “This morning, I needed to buy cigarettes and tobacco in bulk and I had to offer Rs 1000 notes to the wholeseller. I had no option if I had to keep my regular customers. The wholeseller, too, had to accept Rs 1000 notes as he has to sell his goods to the retailers,” said Nath. Amod Singh, a vegetable-seller at the busy Ganeshguri market which is known for its rich customer base, said all the vendors in the market have taken a collective decision to accept demonetized notes till December 30.

India, Japan sign landmark n-pact

TOKYO, NOV 11 (IANS): India and Japan on Friday signed 10 agreements, including the landmark civil nuclear accord, following the annual bilateral summit headed by Prime Ministers Narendra Modi and Shinzo Abe here. “A landmark deal for a cleaner, greener world! PM @narendramodi and PM @AbeShinzo witness exchange of the landmark Civil Nuclear Agreement,� External Affairs Ministry spokesperson Vikas Swarup tweeted. The new agreement provides for bilateral cooperation in the field of nuclear energy. This would provide for the development of nuclear power projects in India and thus for strengthening energy security of the country, according to the External Affairs Ministry. The present agreement would open up the door for collaboration between Indian and Japanese industries in India’s Civil nuclear programme. “New strides in Special Strategic and Global Partnership. A memorandum of cooperation (MoC) was signed between India’s Ministry of Skill Development and Entrepreneurship and Japan’s Ministry of Economy, Trade and Industry on the manufacturing skill transfer promotion programme. It envisages training 30,000 Indian youths in the Japanese styled manufactur-

ing in the next 10 years. This would be achieved through the programmes of Japan-India Institute for Manufacturing (JIM) and the Japanese Endowed Courses (JEC) in select engineering colleges, according to the External Affairs Ministry. Japanese companies would be encouraged to set up JIM by utilising their CSR fund while JEC will be supported by the Japanese government through tech-

nical experts. Programmes under this MoC would contribute to the Indian government’s flagship programmes, Make in India and Skill India. A memorandum of understanding (MOU) was signed between ISRO and Japan Aerospace Exploration Agency (JAXA) on cooperation in the field of outer space. It provides for cooperation in satellite navigation, planetary exploration and space industry promotion; joint missions and studies; joint use of ground systems for mutual support; joint workshops and training; and personnel exchange. Another MoC was signed between India’s Ministry of Agriculture and Farmers Welfare, and Japan’s Ministry of Agriculture, Forestry and Fisheries to deepen the bilateral cooperation in the fields of agriculture and food industries that includes food value chain networking and protecting geographical indication (GI) of agriculture products.

For instance, the teacher said there are 347 High Schools in Nagaland including 147 upgraded High Schools under RMSA. However, more than 160 schools have no headmasters to run the school, which is directly affecting the future of the students, the teacher pointed out. While not denying that the department may be facing issues to post headmasters, the teacher however said it was a clear indication of rampant corruption in the department at the cost of the innocent children. All these problems was clearly shown in the pathetic 2016 HSLC results where 30 government schools had nil results while the total pass percentage was around 32.81% only. The teacher also pointed out that the department has been facing litigations due its failure to address the needs of the teachers in a fair manner without any prejudice.

As banks across the country struggled to contain serpentine queues since early morning, Congress vice-president Rahul Gandhi took people by surprise when he visited SBI’s Parlia-

ment Street branch in Delhi to exchange banned notes with new ones, in a show of solidarity with increasingly impatient people. There were no signs of immediate relief even as several cash-strapped people were told to go back after bank servers at several branches reportedly collapsed while several ATMs went dry in a few hours. People who were able to exchange the old currency could get hold of the new notes only after waiting for several hours. Vishwanath Vartak, 73, who was standing in

the queue before an SBI branch for exchanging currency, collapsed and died on the spot at Navghar in Mulund in eastern suburbs, police said. Vartak had been standing for hours in the queue to exchange Rs.1000 and Rs.500 denomination notes. Though he was rushed to hospital by some people who saw him collapse, he was declared dead before admission, police said. My only hope after surviving two days without cash was that the ATMs will be operational from today, but owing to many of the ATMs being closed, I had to borrow money from my neighbours,� said Delhi homemaker Sunita Dass. Ajeet Singh, a media professional in Mumbai, said when he went to an ATM in suburban Andheri, he found it closed and was told by a bank executive to come after an hour or two. “When I went to exchange demonetised notes with new ones, I was told that the bank has not received the money yet and it would start exchanging it at 4 PM only,� he said. After finding some ATMs in Mumbai not dispensing cash, Charles Asirvatham, an executive of a Malaysia-based company, took the twitter route to express his anguish.

verybody went against him- the elite establishment, the American liberal media, musicians, Hollywood, Blacks, Latinos, immigrants, Wall Street, US military industrialists, Silicon Valley, gays & lesbians, Leftists and socialists, feminists and even the Dalai Lama himself; but all of them couldn’t stop Donald Trump from winning the November 8,2016 US presidential election against their favourite – Hillary Rodham Clinton. All ( or almost all) of America had probably gone to bed on the night of November 7,2016 to with a feeling that they would greet the polling day with a sense of expecting a Hillary Clinton victory by a huge margin of around 300 electoral out of 538 votes. The entire establishment, the elites and media stars etc had already decided (and not predicted) that Hillary had won and said so during many talk shows. It will be too mild a word to say that the coverage of the entire campaign was biased against Trump. It would be more appropriate to say that the coverage of Trump during the entire campaign was brutally hostile. He was cursed and called many names in the media. However the deprived, lower middle class, jobless, women and African-Americans and small entrepreneurs and those who supported Trump’s bold and at times, radical pledges, responded by voting for the rank outsider by a tally of 228 for Hillary and 279 for Trump. The 2016 presidential race will be the low-water mark of impartiality in the American mainstream media visa-vis the First Amendment. Never before have so many media organizations, old and new, abandoned all pretence of fairness to take sides with Hillary Clinton and try to pick a president. Women TV hosts and political commentators fell in love with the narrative of Hillary becoming America’s first female president. It’s a milestone most journalists thought was long overdue-and a story few were able to resist. While the media damned Trump even for remarks made among friends as far back as ten to twenty years ago, they never asked Hillary about why she lied to the House Committee when questioned about the gravest offence she committed as Secretary of State in handling classified and confidential government documents through private servers. Any other would have been thrown to prison for such and offence. The damning Wikileaks mails about Hillary were totally ignored by the media. What Trump had pledged about illegal immigrants and confronting radical Islam were also expressed by several US presidents. However, when Trump said it he was damned as divisive, racist and xenophobic. Besides losing the election, the Democratic Party candidate Hillary Clinton also lost the opportunity to unify people when she did not speak out when protestors condemned Trump’s election. The media too incited people by exposing a classic case of the American media suffering from self-inflicted Trumpophobia. For those who thought highly of the American ideals of democracy, it was painful to see protestors condemning their own president-elect and saying he was not their president. President Barack Obama did not say a word even on the second day of the protests when they became violent. The rosy words of Hillary when she conceded defeat and Obama when he welcomed Trump to the White House to “work together” exposed the hypocrisy of the liberals which the average ordinary Americans voted against.

If you are not living in touch with God, it is easy to blame Him or pass judgment on Him. You must go through the trial before you have any right to pronounce a verdict, because by going through the trial you learn to know God better. God is working in us to reach His highest goals until His purpose and our purpose become one.

s an agg rieved teacher who had to participate in the First and Second phase of NSSATA Agitation on account of non-payment of salary for 6 months, coming back to class now after missing nearly a month, inclusive of Durga Puja Holidays etc, my heart is heavy, mind busy and I am totally trapped in the process of imparting the best knowledge to the students as deserved by them. But unfor tunately, although I am able to complete the Syllabus as required, yet, a sense of dissatisfaction lies within my soul since fasttrack completion of the syllabus is not sufficient enough for a true teacher to declare 100% satisfaction. To the Government who pays my salary regularly or irregularly, I can submit my performance record as satisfactory but to the King in Heaven above, I cannot truthfully justify that I did my duty to the fullest. Now, coming to that, please do not limit your judgement to the fact that Teachers’ agitation alone is the cause of my grievances. We received textbooks late - only in the last week of April. Before we received it, we tried arranging old books and taught with it but since we could not arrange for all the students, it did

not serve the desired purpose. So, classes started full swing albeit with textbooks on the desk only by May. Certain subject textbooks having as many as 23 lessons were never received by the students even till today. With summer vacation for a month, we hardly had 5 months to do justice for the students. But tell me, how can any teacher impart quality education without textbooks and salary for months delayed altogether? How can the students learn this way when everything has to be dumped on them within a limited period of time? We are talking about Education and the process of learning; not food that one can digest even if chewed in hurry. I bear a guilty conscience for wasting their academic year like this. But this blame and responsibility is collective. As a teacher and a mother, I feel the greatest pain for the students from Eastern Nagaland who come out from their villages leaving behind their childhood and their families to work as helpers in people’s house with a dream to atleast receive education but end up in the vicious cycle of such rotten and rejected quality of Education. We as Elders, as Citizens and most importantly as fellow human beings are grievously

punishing them for no fault of theirs and destroying a generation which will only be a by-product of such a rotten system, should we so remain mere silent spectators indifferent to this issue just because our children study in expensive private schools and not Govt shools. This problem is not the problem of mere SSA or RMSA teachers but is inclusive of all the teachers whose schools received textbooks late in April only. Just because they are not writing or are getting paid regularly does not mean they will deny this fact. I am sure any sincere teacher will agree to this fact that cries out the injustice served to the Government School students. This academic year is ending but we still have 2017 to welcome. I humbly request the Government and all the student bodies to kindly check and deliver a system of Education where such undue injustice and harassment does not occur in future. Please do come and check teachers keeping proxies, Midday Meals and teachers’ quality of teaching also. Sadly, numerous announcements and press releases on such issues were read in the Newspapers many a time but the real problem at the grassroot level needs to be seen and

felt to understand the effects on the innocent students who are the end-receivers of such issues that plague the education system. A nation may delay infrastructural development but Human Resource Development should not be delayed and compromised. Neglecting the students’ academic life will bring disaster for the State in future. SSA and RMSA teachers are now debtridden teachers, not just to shop keepers but also our tithes which have piled up! “Modern slaves are not bound in chains but in debts” is how a famous saying goes and as such the affected teachers can be accurately described as “modern slaves” forcefully given birth to by the Govt due to its apathy. Teachers’ irregular salary is not just an issue of empty sugar and salt containers at the homes of the affected teachers but is a grave issue of the defective quality of the education system in our State which needs to be seriously checked. was thrilled to see the previous morning papers making headlines of our Honourable Governor’s visit to Longwa and Pangti but at the same time lamenting on how things did not seem to be moving forward in Nagaland, in particular the lack of development around the Districts he recently visited and drawing upon the corrupt practices of the politicians, bureaucrats, contractors etc in the State. Such open and frank remarks by the Governor himself should be lauded and supported by all right thinking citizens. I could hardly see anyone raising a brow to the recent pension fraud of Rs. 100 plus crore in the Zunheboto District Treasury and Accounts Office that was brought out in one of the local Daily. I am sure most will agree that this is just the tip of the ice-berg and more can be brought to light if a thorough investigation is called not only to this particular case but also to a host of others pertaining to Centrally sponsored projects executed in the State. But can the

crooks really be booked is the big “B” Question? An old Assamese friend once reminded me with these few rather cynical words, “Noga manu toh bohut bhudi ase teh” (Nagas are very witty). Although, I am still an unemployed Naga youth, from what I hear from friends who works in different capacities in the Treasuries & Accounts Department are rather quiet revealing, which even if a probe is conducted will escape the eye. While the public do acknowledge the prompt services in areas such as pensions, GPFs, and also in the ‘smooth’ running of the State Finances, many are of the opinion that there exists the other side of the story to this Department. It appears that the North Treasur y is the most coveted placement for any Senior Accounts Officer/Senior Treasury Officer/Treasury Officer wherein there is intense political lobby for one to be placed in such prospect branch. Finally, it is the officer who succeeds in pulling all his/her strings

together and after much boot-lickings that he/she gets this rare opportunity to begin churning their “Side Incomes” while at the same time becoming a puppet to the politicians who sided with them during the lobby. Today, this so called “Side Income” has become the buzzword for many young officers who equally aspire to earn because of what their predecessors have put to practice, while a person with integrity who refuses to accept such tips are simply ridiculed saying, “APUNI TOH PAKALA ASE! (You are mad or a fool!). Such lobbies are apparent considering the majority of the State Department that comes under the North Treasury and such a coveted placement seems all the more reasonable due to the offering of “shares”. Often in our frank discussions with friends we are told that such shares or percentages even if one rejects to accept are forcibly offered, therefore, justifying the fact that such a practice is not corruption. Modi and his govt, by following the political foot steps of Tughlaq will once again drag India into a poor state of downfall. Here’s some reason why? 1. Modiji believes,his government alone as the sole law maker and no opposition be entertained. If any body dares will be detained or put in contempt just as Muhammadbin-Tughlaq believed that he was the shadow of God and he who obeys him truly obeys God and no man shall question his authority. Note: In a democratic country, Dictatorial nature of govt has no place. It will

The recent development of new currency note rs. 2000 and 500 is another experiment for Modiji and his govt for reason best to curb Black money just as M.b. Tughlaq introduced copper coins for many reasons notably, to augment the revenues which had considerably declined due to famine and harsh taxation policy in the region. Note:Is there a need for experiment when a country is in Emergency? Introducing new currency isn’t the best solution to ease the factors arising out of emergency. The sudden amass of wealth and the massive palatial residential buildings and the flashy SUVs they ride are just too obvious. What is more, a few morsels of these “shares” are contributed to the Church where the Church too becomes an indirect victim of such practices. The most absurd of all is that the Church blesses these individual for the donations that they receive from such sources. However, these “shares” are not confined to the Treasury Department alone. About half a decade ago, I tried hard to get an eco-tourism proposal routed through the State Government but gave up the idea learning that the so called “shares” begins from the topmost level down to the Minister or Parliamentary Secretary, then to the Commissioner& Secretary etc. till we are left with only a tiny morsel to

run the program. Certainly what more can we expect from the work if this is the case? Therefore dismayed with this entire state of the affair, I gave up all hope to pursue it any further. Even if an RTI is filed against a particular Department, with such nature of corruption in practice which are confined within ‘soft murmurs & whispers’, unless the corruption cases are backdoor appointments or irregularities in the misuse of Departmental funds, such ‘whispers or murmurs’ will eventually escape the probe of a special investigation team unless a well-planned sting operation is secretly undertaken to bring all these “sheep coated wolves” to book. I understand people will continuously insist on documentary evidence to prove such “false allegations” made to a particular Department but it becomes a difficult task to prove such allegations when all seems supposedly presented right at least on a white piece of paper. Even if this effort to probe further fails, I am still humorously

reminded of what my Assamese friend remarked at the beginning. In terms of road or public building constructions, in paper the work seems to have been well executed but one wonders how these bills come to be passed without assessing the quality of work undertaken. The startling announcement by the Prime Minister on the demonetizing of Rs. 500 and Rs. 1000 has also sent most corrupt individuals on the double. I had phone calls from relatives and family friends suddenly asking for favours to help them deposit in the bank to the tune of Rs. 10 lakhs! These are just one dimension of corruption that plagues Nagaland and I hope our Honourable Governor will personally intervene in such corruption issues plaguing Nagaland and true to his fervent words “expose all corrupt people” irrespective of caste, clan, religion or tribes they belong to. It is a matter of grave concern that at this juncture/crucial hour that when the Naga political solution is hovering above like a cloud signifying imminent downpour and when the general public are reeling under not only confusion and skepticism but also completely in the dark vis-à-vis the contents of the so-called Framework Agreement reached between Govt. of India and NSCN(IM) in 2016. Being a regular reader of local dailies as far as my observation is concerned, many Naga intellectuals prefer to remain aloof from the scene for one reason or the other the best known to them. Here, in my opinion, Mr. Khekeye Sema Retd. IAS deserves befitting appreciation for having the guts and unflinching daringness to speak out the truth and call spade a spade that enlightens the innocent public and keeps them abreast with the latest development of the Naga political journey. KVC condemns November 10 firing

DIMAPUR: Kohima Village Council (KVC) condemned in the strongest term the November 10 shootout incident at mission compound Kohima where some armed cadres repordetly shot one person in a shop within the close vicinity of Baptist high school. In a condemnation note, chairman KVC, Medolselhou Keretsü stated that such news of fratricide among the Naga political groups often happen and despite condemnation by all peace loving citizens of Nagaland the groups have yet again shown norespect to the appeal or sentiment of the public. KVC appealed to all the different Naga political groups to respect the call of the Naga public and refrain from killing one’s own brothers. Press statement stated that “there is no greater sin on earth than killing one’s own brother, it is not only a crime against humanity but it also the greatest sin before God”. The council

sincerely urged the political groups to stop committing such hateful crime. Kohima is a place chosen by God to be our state capital, a place for all Naga tribes to live together in harmony and tranquility, so KVC strongly urged to all the Naga political groups not to turn Kohima into a killing field, it added. MCWB: Mission Compound Welfare Board (MCWB) has vehemently condemned the shooting incident at its colony on November 10 around 12 noon where one person was critically injured. MCWB stated that this incident was the first of its kind in a peaceful colony and such heinous action should be condemned by one and all. MCWB chairman Khriehutuo Sekhose said that whatsoever be the reason behind such incident, the welfare board and residents of the colony appealed to the concern authority to look into the matter at the earliest and book the offenders. MUMBAI, NOV 11 (PTI): Tapping into the popular mood amid reports of public inconvenience following the Centre’s demonetisation move, Shiv Sena president Uddhav Thackeray today said it amounted to “torture” of people as he dared the Prime Minister to conduct “surgical strikes” on Swiss banks to bring back black money. “People have put immense faith in you (PM). Do not betray their trust or you will see the impact of peoples’ surgical strike against you,” he told reporters here. His comments came at a time when citizens are having a tough time to get cash from banks and ATMs after the government scrapped Rs 500 and Rs 1,000 denomination notes, causing panic among people. “ I f yo u r m ove i s against corruption, we are with you, but not at the cost of troubling the common man. Your (Modi) sudden decision at a time when new notes are not available adequately, is proving to be a torture for people,” Udhav said.

Katju said that the judges have not applied “common sense” in arriving at a decision that the victim was pushed to death as she jumped out of a slowrunning train in a semi-conscious state after the convict had inflicted head injuries on her. The court had last month asked Justice Katju to appear and debate his Facebook post criticising the judgement by which the accused had escaped gallows in the Soumya rape case in which he was acquitted of murder charge. The court had asked Justice Katju to appear in person before it to point out the “fundamental flaws” as claimed by him in the sensational Soumya rape case. Subsequently Katju tweeted that he would be appearing before the court for the hearing on the review plea in the case. Experts had said it was for the first time that the Supreme Court has asked its former judge to appear in person before it in connection with any matter.

DIMAPUR: Pochury Students’ Union (PSU) has vehemently condemned the “immature” act of one GPRN/NSCN ‘major’ Lopong who reportedly threatened chairman of Lüruri Development Council (LDC), Shapongtsü. PSU through a press note by its president Er. Joyson Pfithu questioned the authority of the GPRN/NSCN on how such individual in the name of a nation worker has the authorization to threaten or murder any public leader in the mere interest of an individual. The Union strongly appealed the authority of the GPRN/NSCN to investigate and take stern action against its cadre before any unwanted situation arises. “We cannot tolerate such activities of our nation worker for self interest,” PSU stated. Meanwhile, PSU said it support the Lüruri Students’ Union (LSU) in “taking the initiative of bringing out such unwanted activities that would hamper our peaceful living and a sense of insecurity under the hands of our national worker.” The Union further appealed to all NPGs to restrain themselves from such activities and to keep vigilant upon its cadre like ‘Major’ Lopong so as to avoid unwanted incident/ accident and to let the innocent civilians live in peace and harmony.

Ranjan Gogoi pronounced the order as to why a contempt proceeding be not initiated against him for scandalising the judiciary. The Supreme Court issued notice after taking the view of Attorney General Mukul Rohatgi who was shown a copy of the blog which he described as “scandalous”. Taking note of this, the Bench said “we are issuing notice of contempt”. NEW DELHI, NOV 11 (PTI): In an unprecedented action, the Supreme Court today issued notice of contempt to its former judge Markandey Katju for using “intemperate” language and “scandalising” judiciary as he appeared before a bench and had heated exchanges with it. A bench comprising justices Ranjan Gogoi, P C Pant and U U Lalit said Katju’s statement in a recent blog constituted a serious assault on judges and not on the judgement and therefore the notice of contempt to him. Katju protested against the decision saying the judges were threatening him and it was not proper for them to behave in such manner with a former judge of the apex court. “I am not scared of it. Don’t give me threat,” the former judge remarked as Justice Gogoi pronounced the order in a surcharged atmosphere. Justice Gogoi warned him saying “don’t provoke us any more” to which Katju said “you are provoking me by this type of threat. You requested me to come here and assist you.” At this point, Justice

New Delhi, Nov 11 (PTI): Airfares are set to rise with the government deciding to levy up to Rs 8,500 per flight on major routes to fund the regional air connectivity scheme. The levy amount would be for an entire flight and the price of each ticket could go up depending on the number of seats in that particular flight. Civil Aviation Secretary R N Choubey today said the levy would be up to Rs 8,500 per flight depending on distance. The ambitious scheme -- UDAN (Ude Desh ka Aam Naagrik) -- seeks to connect small cities by air as well as make flying more affordable for the masses. To provide viability gap funding for the flights operated under the regional connectivity scheme, the Ministry would impose a levy on every departure on

Besides, the r upee breaching the 67-mark against the US dollar by plunging 59 paise to 67.22 (intra-day) at the forex market too had its bearing. Offloading of positions by cautious participants ahead of September IIP data, to be released later in the day, also added to weakened sentiment. Investors seemed to be cautious on fears that US President-elect Donald Trump’s planned huge spending policies would be inflationary which may lead to higher US interest rates and dent the appeal of emerging markets, equity brokers said. The Sensex after opening lower at 27,344.85 continued to slide on heavy selling pressure in bluechips, forcing the index to touch a low of 26,777.18 before settling at 26,818.82, down 698.86 points, or 2.54 per cent, its biggest single-day fall since February 11 when it had lost 807.07. New York, Nov 11 (Agencies): A second night of protests in the US against President-elect Donald Trump has turned violent in Portland, Oregon. Several thousand demonstrators gathered in the centre of the western city. Some smashed shop and car windows, threw firecrackers and set rubbish alight. Police declared a riot and arrested 29 people. Protests in other US cities were smaller than on Wednesday. Mr Trump earlier said in a tweet the demonstrations were unfair and had been incited by the media. GE N EVA , N OV 1 1 (Agencies): ISIS fighters reportedly shot dead more than 60 people this week and hung some of their bodies from poles after alleging they had collaborated with Iraqi troops, the United Nations said Friday. The UN human rights office has raised alarm over hundreds of grotesque atrocities allegedly committed by ISIS as Iraqi forces have pushed their nearly month-long offensive to retake Mosul, the last jihadist bastion in Iraq. “On Tuesday, ISIS reportedly shot and killed 40 civilians in Mosul city after accusing them of ‘treason and collaboration’ with the Iraqi Security Forces (ISF),” rights office spokeswoman Ravina Shamdasani said in a statement, using another acronym for the ISIS. “The victims were dressed in orange clothes marked in red with the words: ‘traitors and agents of the ISF’. Their bodies were then hung on electri-

cal poles in several areas in Mosul city,” she added. Abu Saif, a resident of eastern Mosul, told AFP by telephone that he had seen bodies strung up in the city along with signs that read “agent” and “traitor”. Dhaka, Nov 11 (IANS): Hundreds of Bangladeshi citizens, who come to India for medical treatment, have been adversely affected by India’s sudden demonetization of Rs 500 and Rs 1,000 currency notes, media reported. Prime Minister Narendra Modi in a televised address on Tuesday announced that the high value currency notes will not be legal tender from November 8 midnight onwards, to curb the menace of black money and corruption. But the decision has adversely impacted Bangladeshi patients in India, either already under treatment or seeking the same, bdnews24 reported. eteran actor Anupam Kher, who runs his own acting school, will perform his popular monologue “Kuchhh Bhi Ho Sakta Hai” at Sahitya Aaj Tak literature festival here on Sunday. Anupam says he has attended literature festivals as an author and has held one-on-one sessions where he has spoken and discussed about books and related topics, but this would be the first time that he will perform at a literature festival. “This is the first time I think that a literature festival has a performance. It’s an autobiography on stage. Around 13 years back, someone had asked me to write my autobiography. So I had recorded seven to eight hours of my life. It’s also about being accepted and included by his peers. Never does the film let on that Adang is sidelined for lack of owning a bicycle. Disclose info online or face action, ministry tells NSFs NEW DELHI, Nov 11 (PTI): National Sports Federations which do not disclose details of their events, selection criteria and audited accounts among other things on their website by November 30 risk being derecognised, the Sports Ministry has warned on Friday. The Ministry has asked IOA and NSFs to suo-moto disclose, on their websites, the details of various activities carried out by them such as events conducted, selection criteria, core probables, audited accounts and constitution. “The Ministry has noticed that only a few NSFs have fully complied with the directions. Some NSFs and IOA have partly complied, as all the information has not been placed by them on their website. Some NSFs have either not placed any information or do not have websites,” the Ministry said. “IOA and NSFs have again been advised by the Ministry to take necessary steps to fully comply with the instructions on suo-moto disclosure. Last date for completion of the task is 30.11.2016 failing which renewal of recognition of the concerned NSFs for the year 2017 may be reviewed by the Ministry,” it added. K Y M C

Olympic boost for refugee athletes as IOC increase grants Lausanne, Nov 11 (Agencies): The International Olympic Committee will hand over more than £400m so athletes from poorer nations can compete on the world stage, as well as increasing funding for the refugee team initiative it launched in Rio. The new four-year Olympic solidarity plan, which is funded by the sale of broadcast rights for Rio 2016 and PyeongChang 2018, runs from 2017 to 2020 and is a 16 per cent increase on the last four-year cycle. IOC director of Olympic solidarity Pere Miro said: “This increase shows that the athletes remain at the heart of all our activity. “The huge worldwide success of Rio 2016...enables us to distribute more than half a billion dollars over the next four years to the national Olympic committees.” The solidarity programme helps nations “with the greatest needs” by funding programmes to develop administrators, athletes and coaches. Among the 21 different programmes for this four-year plan are two new ones: “refugee athlete support” and “athletes’ career transition”. The latter will focus on educating athletes to prepare them for life after their sports careers are over, while the former will build on the positive impact made by the Refugee Olympic Team in Rio.
