KO L K ATA , N OV 1 3 (AGENCIES): A day after she expressed willingness to work with arch rival CPI (M) on the Centre’s demonetisation of high-value currency notes, West Bengal chief minister Mamata Banerjee on Sunday called her arch rival, the left party’s general secretary, Sitaram Yechury, urging him to wage a “united fight” against the BJP and its “anti-people policies”. A senior CPI (M) leader, however, gave her a rebuff, describing the call as a “desperate call” to save her own party leaders who were allegedly involved in corruption. Earlier, Banerjee said she was ready to work with the CPI (M) and other opposition parties such as the SP, BSP, and Congress, despite ideological differences, to “save the country” from the NDA government. “Yes, today Mamata Banerjee called Sitaram Yechury and told him that all the opposition parties should come together to put up a united fight against the BJP. Yechury replied that since he was travelling, he

could only comment on the matter after discussing it in the party,” CPI (M) politburo member Mohammed Salim told reporters. He described Banerjee’s phone call as a “desperate call” to save her own party leaders who were involved in “corruption”. “This is a desperate call and an attempt to save her own party leaders who are allegedly involved in the Saradha and Narada scams. What is the credibility of the Trinamool Congress (TMC)? D I M A P U R , N OV 1 3 (NPN): Langpangkong Students’ Conference Clean Election Campaign Committee (LKMCECC) has joined ACAUT in condemning the “unlawful” public declaration of the five village councils- Kelingmen, Yaongyimti (old), Yaongyimti (New), Phangsang and Chakpa- to support certain candidates in the forthcoming 2018 assembly polls. LKMCECC in a press note said, the public declaration has directly challenged “adult suffrage”- a right to vote given to every citizen by the constitution of India. In this regard, LKMCECC said it has decided to take up the matter with the Election Commission of India (ECI) with certain practical proposals for necessary action to ensure free and fair election. Ravi seeking his intervention to put an end to the economic blockade, which entered its 13th day Sunday, spearheaded by the United Naga Council (UNC). State transport minister Dr Kh Ratan Sunday said the government was in constant touch with the Interlocutor, R.N. Ravi to convince the agitating UNC to call off their agitation. “State government held talks with RN Ravi to intervene”, Ratan said on the sidelines of a function to re-launch the Inter-state Bus Terminus at Dingku road Imphal. As the state has been crippled by the blockade, Ratan said the state government was doing its best to solve the problem, particularly with regard to supply of essential commodities and fuel. Three drowned in separate incidents Staff Reporter D I M A P U R , N OV 1 3 (NPN): Three boys, all in the age group of 13-17 years, drowned in separate incidents at Dimapur, according to police and family members. On Sunday morning, a 13-year old boy drowned in Dhansiri river, Purana Bazar while playing with his friend. Relatives said, efforts were on to retrieve the body with the help of Assam Rifles and local divers. Family has also requested to contact 9856237321 in case anyone finds the body along the riverside. In another incident, two students, both class 11 of Don Bosco Hr. Secondary School, Dimapur identified as Pohwang Konyak (16) and Konpha Konyak (17) drowned while on a picnic with friends at T.L. Angami Park on November 12. The bodies were retrieved by youths of New Chumukedima village, police said.

Uniform Civil Code: Law Commission open to suggestions from tribals NEW DELHI, NOV 13 (AGENCIES): With a section of the tribal population up in arms against the government’s move seeking opinion of the Law Commission on possibility of having the Uniform Civil Code, the panel said it was “open” to objections and suggestions from the community. “The tribal community should make representation before the Commission. We would also like to know their stand,” Law Commission chairman B.S. Chauhan told PTI. He said the Commission considers tribals as a stakeholder in the entire exercise in which representations are coming from various communities. “The tribals can also participate and debate in

the entire exercise,” the former apex court judge said. The opposition from a section of the tribal community assumed importance as a group has also moved the Supreme Court contending that the government was making an attempt to impose the UCC which will be against their ethos, customs and religious practices. The Rashtriya Adivasi Ekta Parishad, a group that claims to work for protecting Adivasi interests, has filed a petition in the apex court seeking protection of their customs and religious practices, including their right to practice polygamy and polyandry. Further, it has contended that any attempt to impose the Uniform Civil Code would have adversely impact on their distinct cus-

toms, culture and heritage. The petition in the apex court claimed the Adivasis (tribals) had their own personal laws and do not come in the category of Hindus as they worshipped nature instead of idols and performed burial of the dead. The marriage ceremonies of tribals are also different from that of Hindus, it submitted. “In case of Uniform Civil Code, the Adivasis’ right to perform marriage, worship, last rites and other ceremonies would be abrogated,” the NGO said. WELLINGTON, NOV 13 (AGENCIES): An earthquake with a magnitude of 7.8 struck central New Zealand just after midnight, the U.S. Geological Survey said, generating a tsunami that hit the northeast coast of the South Island. New Zealand’s Ministry of Civil Defence and Emergency Management warned of the risk of destructive waves along the country’s entire east coast and urged residents in lowlying areas to evacuate and seek higher ground. The quake struck 57 miles north-northeast of the city just after midnight local time on Monday and shook much of the country. Two deaths have been confirmed - one in Kaikoura and one in Mt Lyford - following the earthquake, the New Zealand Herald reports. Earlier, officials said they were searching for one person who was missing after a home for the elderly collapsed in Kaikoura, the locality which was hit hard by the disaster. There are

fears the toll could go even higher as officials assess the aftermath in daylight. People who live along the east coast were told to retreat to higher ground as the tsunami warning was issued, but it was later downgraded for most of the country. Waves as high as 10ft are still possible between Marlborough and Banks Peninsula. However, the national civil defence organisation, which is in charge of New Zealand’s emergency management, earlier said that a tsunami was possible. “The first wave activity may not be the most significant,” it said in a bulletin, adding tsunami activity would continue for several hours. The main tremor was followed by a series of strong aftershocks and there were reports of damaged buildings in the small rural township of Cheviot near the epicentre. Anna Kaiser, a seismologist at GNS Science said a tidal signal or surge of up to one metre (3 feet) had been recorded in North

Canterbury region of the South Island. “That’s reasonably significant so people should take this seriously,” she told Radio New Zealand. Chris Hill, a fire officer in Cheviot, a coastal town near the quake’s epicentre, said officials had gone door to door evacuating residents. “Everyone seems OK here,” he told RNZ. “There’s a lot of debris in houses, but at this stage it doesn’t look like anything too bad has happened.” RNZ said the Wellington City Council had received multiple reports of significant damage. The ambulance service said it did not receive any reports of quake-related injuries. In a brief message the Prime Minister John Key tweeted, “I hope everyone is safe after the earthquake tonight.” New Zealand is on the boundary of the Australian and Pacific tectonic plates, which form part of the socalled “Ring of Fire”, and experiences up to 15,000 tremors a year.

In a condolence message to Mrs. Pachali Chaudhury, Zeliang described justice Nishitendu as a soft spoken gentleman, pleasant and jovial personality. Zeliang said he had the occasion to meet him several times, the last one being last month when he accompanied the chief justice of Gauhati High Court in Kohima. He was dedicated to his profession, having practiced under the tutelage of renowned legal personality like NM Lahiri at GHC in the late 1980s. Zeliang recalled that justice Nishitendu before joining the legal profession, was a science teacher in Phek Government High

School. His students remember him as a very efficient teacher, dedicated and determined to impart education to his pupils, Zeliang said. He said justice Nishitendu’s attachment with the Nagas continued even after he left the teaching profession. He was also the portfolio judge for Nagaland and station judge for the state and also held the post of executive chairman of Nagaland Legal Services Authority till his demise. In his death, Zeliang said Nagas have lost a legal luminary who had deep love for the people and the region. Zeliang conveyed his condolences, on behalf of the government and the people, to the bereaved family members and prayed that Almighty grant them solace and the departed sould to rest in eternal peace.

Traditional trade route monolith 32nd annual session of AGOK held unveiled at Marok Dibuia village

DIMAPUR: Angami Gazetted Officers’ Krotho (AGOK) held its 32nd annual session on November 12 at Campion School Ground, Jakhama with ex. MLA and member- advisory board, Angami Public Organisation, Dr. Dietho-o Yhoshü as the main speaker, hosted by the Southern Angami Gazetted Officers Krotho (SAGOK). According to DIPR report, Dr. Dietho-o acknowledged the pioneering efforts of the first president late Keyiekhrie Keditsu Angami from Meriema village who had rendered his best for the interest and upliftment of AGOK. Dwelling on the crises and problems confronting society in this fast changing world, Dr. Dietho-o challenged and strongly urged the AGOK members to develop an attitude of deference rather than an attitude of indifference in every sphere of life. Describing the AGOK as the “brain” of the Angamis while the APO was the head, Dr. Dietho-o reminded the members to consider themselves as the privileged people of the society and urged them to be role models for other people. Dr. Dietho-o urged the AGOK members to be grateful as the status and position they were in today were passed on to them by someone who had toiled day and night for the interest of the present generation. Dr. Dietho-o also urged the members to work with sincerity and devotion and leave a legacy behind for others to emulate.

Petrol sold for Rs 300 a litre as UNC eco blockade continues

IMPHAL, NOV 13 (AGENCIES): A litre of petrol on Sunday was selling for Rs 300 in Manipur due to the indefinite economic blockade imposed by the United Naga Council (UNC) against the creation two new districts. Since the blockade, all petrol vends across Manipur has gone bone dry. Meanwhile, a move was being made to escort the Manipur-bound loaded trucks and oil tankers stranded at different places in Assam. When the Manipur government chose to ignore the 48-hour United Naga Council sponsored general strike and the subsequent blockade, the Naga organisations decided to intensify the agitations. They turned a deaf ear to the orchestrated appeals from diverse sections to withdraw the blockade. Chief secretary Oinam Nabakishore said, “Some NGOs should not resort to blockade. We appeal to them to call off the blockade.” When there was no response, Chief Minister Okram Ibobi Singh said, “Armed policemen are detailed to escort the stranded trucks and oil tankers.” Most of them have been parked along the highway since November 1. One truck loaded with cement was torched on the highway on Saturday night. Women activists have banned transportation of various items from Imphal to Naga dominated areas of the state. Petrol diesel, kerosene and LPG cylinders are no longer available in Manipur. Prices of essential commodities have soared beyond the reach of the people. Many consumer items have vanished from the market. People from Jiribam and Sadar Hills areas are exerting pressure on the government to create the new districts. This has led to the agitation.

Manipur BJP attacks Ibobi government

Manipur BJP Sunday launched fresh attack on Ibobi led Congress government for failing to stop the UNC sponsored economic blockade. “The ongoing economic blockade is yet another glaring example of Congress Government’s failure to govern the state,” state BJP president K Bhabananda Singh said in an interview with AIR Imphal on Sunday. There seem to be no mechanism to deal with the present situation, the president continued. He blamed Ibobi government for the frequent bandhs and blockade in the state saying that failure on the part of the state government to resolve the problems was behind such forms of agitation. Asserting that present situation demands critical examination from the state government, he said that BJP fears that the blockade will have a devastating impact on the life of the people if it continues. The president alleged

that Ibobi government was deaf to the demands of the people unless drastic measures like economic blockades are taken up. Bhabananda also appealed the United Naga Council (UNC) and Naga frontal organisation to lift the economic blockade and look for other methods to express their demands. Economic blockade or bandh or any other forms of similar stir and the prevailing fuel scarcity do not give any impact to the people who sit in the corridors of power. It only made the common people suffer, Bhabananda said. He also drew the attention of the state government to work out an agreement with the UNC and bring normalcy to the state. He alleged that people in the government lacked of habits of finding a lasting solution to a problem well in time, he alleged. If come to power after the 2017 elections, BJP will work with its best efforts to end the bandh and blockade culture, he assured.

Demonetisation: Special dispensation for tea gardens

Guwahati, Nov 13 (IANS): In view of apprehensions that the Centre’s demonetisation move would affect wage disbursal to tea garden labour in Assam, the central government has made special arrangements for the tea gardens of the state to ensure timely payment of wages to labourers, state Finance Minister Himanta Biswa Sarma said on Sunday. The tea garden managements concerned would give a cheque of the amount required to disburse the weekly salary of the labourers to the Deputy Commissioners of the districts who would in turn withdraw the money from the bank and hand it over to the tea garden management, Sarma told media persons in Assam’s capital Dispur. The move is expected to bring relief to over 800 small and big tea gardens in Assam which require around Rs 50 crore per week to pay wages to over ten lakh labourers. The demonetisation move, it is feared, will hit the tea gardens where cash is the only mode of payment. A number of tea garden managements and associations had approached the

state government seeking assistance to handle the issue and fearing law and order situation in the gardens on pay day which varies from Friday to Sunday. “Our government has taken up the matter with the Prime Minister’s Office, the central government and the Reserve Bank of India immediately. We are thankful that the government has responded so fast and arranged special dispensation for the tea gardens in the state,” Sarma said. “From now on, the Deputy Commissioners would receive the cheque required to pay wages to the labourers from the concerned tea gardens and withdraw the money from the bank and hand it over to the garden management for disbursement of their weekly wages,” he said. He added that, in the process, the government would also have a correct data about the wages paid to the tea garden workers by the management. The Assam government had several times appealed to the tea garden managements to increase the wages to the workers, but some gardens are yet to implement it.

Thanliana, a shopkeeper, said although he agreed to accept Rs 500 and Rs 1,000 notes, he did not have sufficient change for large transactions. Even banks faced the same problem on Saturday. Branches of the State Bank of India (SBI) are suffering because of a serious cash

crunch. Though the Centre had announced that accountholders could withdraw a maximum of Rs 10,000 a day through cheques, SBI reduced the amount to Rs 2,000. However, HDFC allowed its customers to withdraw Rs 10,000 a day. Most ATMs remained closed even on Saturday. Wine shops in Aizawl also bore the brunt of the cash crisis with sales falling sharply. The shop owners said shortage of smaller denominations had hit their business hard as customers brought only Rs 500 or Rs 1,000 notes and didn’t have sufficient change.

NEW DELHI, NOV 13 (PTI): Aiming to reach out to more viewers in the northeast, public broadcaster Prasar Bharati is planning to launch by Christmas a new Doordarshan channel ‘DD Arunprabha’ in the region. Officials told PTI that in a recent meeting, the Prasar Bharati board approved a proposal to launch the channel, which will focus primarily on the viewers of Arunachal Pradesh and Sikkim but will have content for other states of the region

as well. It is expected that the channel will come up by December 25. “The Board has cleared the decision. We expect to launch by December 25,” Prasar Bharati Chairperson A Surya Prakash said when contacted. “We are very happy with this development as we want to pay greater attention to the northeast,” he added. Doordarshan already runs a channel for the northeast region. Sources said that a lot of programming content

The ISBT in Imphal’s Khuman was among some important projects implemented by the Ibobi led Cong ress gover nment which was inaugurated ahead of the January 28, 2012 general elections to the Manipur Legislative Assembly. The then Prime Minister Dr Manmohan Singh inaugurated the ISBT and some other

projects like the City Convention Centre at Palace Compound in the presence of UPA chairperson Sonia Gandhi on December 3, 2011. The complex remained abandon for a long time without completing various components including the main entrance gates. However, with the completion of the components, minister Kh Ratan today flagged off a passenger bus from the complex marking the functioning of the ISBT. “The ISBT could not be made functional due to various reason”, the transport minister said after flagging off the bus. However, the minister failed to cite the reason behind leaving the complex abandoned for a long time.

He is only giving an emotional speech.” West Bengal Chief Minister Mamata Banerjee, who has been very critical of the demonetisation, called for an opposition front against Modi and even telephoned CPI-M leader Sitaram Yechury. She said she and other political leaders would meet President Pranab Mukherjee over the issue this week. The CPI-M said the government must continue with the validity of the old 500 and 1,000 rupee notes till money supply eases in banks and ATMs. Claiming that the BJP leaders were alerted beforehand about the currency spike, the Congress sought a Supreme Court monitored probe into the alleged transactions just before November 8. “There have been huge transactions in bullion, diamonds, foreign exchange and securities prior to the demonetisation,” said Congress leader Anand Sharma.

demonetise higher denominations of currency notes. “PM Modi has mocked them and must apologise. I have received a lot of calls, there is a sense of panic among people after PM’s speech in Goa,” the Delhi CM said while addressing media in the national capital. Addressing a public gathering in Goa, the PM had said that the ongoing crisis and crash crunch would be over in another 50 days. “This suffering is only for 50 days. Once there is cleanliness (swachhata), not even a mosquito can fly. .... This is a 70-year old disease and I have to remove it in 70 months,” he said. Kejriwal attacked PM’s statement saying that asking the people to undergo the crisis for another 50 days is no less than making a mockery of their situation. Alleging that the Prime Minister has ‘corporate friends’, Kejriwal said, “If he is really serious about the issue, then he must take strict action against his corporate friends”. Ever since PM Modi announced the demonetisation of Rs 500 and Rs 1000 notes on Tuesday, the move has been lambasted by the opposition, including Kejriwal.

Rajnath, Jaitely review situation across country New Delhi, Nov 13 (PTI): Home Minister Rajnath Singh and Finance Minister Arun Jaitley Sunday took stock of the prevailing situation in the country in the wake of demonetisation of Rs 1000 and Rs 500 notes. In an hour-long meeting, the two Ministers were briefed about the situation in different states where heavy rush were witnessed in banks and ATMs to change old notes and withdraw cash. Union Home Secretary Rajiv Mehrishi and other top officials of the Ministries of Home and Finance attended the meeting, official sources said. The Centre has already asked all states to ensure proper security in all banks, ATMs and vehicles transporting cash in the wake of demonetisation of Rs 500 and Rs 1000 notes. The Home Ministry has deputed three too officials to be in touch with state governments to ensure security of banks, ATMs and cash transporting vehicles. The three officials are taking regular feedbacks from the DGP and the situation in respective states, official sources said.

hat has been said about Article 371A with regard to both the rights, privileges and power of the people of Nagaland and by extension, their elected government to decide on all aspects of oil exploration and exploitation even including 33% women reservation, are legitimate concerns. In particular, the issue of the PIL filed in 2012 against clauses contained in the NP and NG rules and regulation 2012 has been described as being detrimental to article 371A. This was expressed on occasions by present parliamentary secretary Geology & Mining Dr Imtiwapang. What has got the NPF-led DAN government in deep trouble was the PIL filed by the Lotha Hoho against the NP&NG Regulations and Rules 2012. On February 28,2014 the state government and the Metropolitan Oil and Gas Private Limited(MOGPL) sing the MoU for under which the controversial firm has been awarded the lucrative oil Zones under Wokha and Peren districts. The PIL was filed by the Lotha Hoho over clauses in the NP&NPG Regulations and Rules 2012 and this has stalled implementation of the controversial MoU. The respondents in the PIL include - MOGPL, State of Nagaland and the union government of India. The bone of contention between the state and the central government arose over whether article 371A gave the power to the state to frame its own laws for oil operations for development of oil fields, extraction, production and sale etc. The government of India maintained that Parliament had the constitution authority and no state has the power to make its own laws regarding oil and natural gas. The government of India filed its counter affidavit over the contentious issue of whether the state assembly, which had resolved to affirm Article 371 A, has the constitutional power to enact its own separate oil rules by over riding the supremacy of the Indian Parliament . It may be recalled that the Union Ministry of Petroleum and Natural Gas, had on June 8,2013 written to the state government to rescind the NPNG Rules 2012 as Article 371(A) did not provide powers to the state assembly to frame its own laws “ to regular and develop mineral oil”. The union home ministry, further made it clear that power to make law in respect of subjects covered under List-1 of the 7th Schedule of the Constitution of India, including Energy 53 and List-1 rests with Parliament and not with the state legislatures. In a clear reference to the Nagaland Petroleum and Natural Gas Rules 2012 passed by the state assembly, the union home ministry averred that in view of the above, the Nagaland legislative assembly’s resolution “empowering itself with the right to legislate on oil and gas related issues is unconstitutional and invalid.” The interpretation is that while the state has authority over ownership of land and all its resources through Article 371 A; yet that did not grant it supremacy over parliament in framing laws pertaining to extraction and trade in oil and natural gas. The parliamentary secretary’s call on Nagas for solidarity and unity with the state government to protect Article 371A and resolve the issue politically and not legally makes less sense today since the PIL would have to continue with its own legal course and because the state government refused to go slow before going ahead with its rules and later, the MoU.

We can never experience Jesus Christ, or selfishly bind Him in the confines of our own hearts. Our faith must be built on strong determined confidence in Him. It is because of our trusting in experience that we see the steadfast impatience of the Holy Spirit against unbelief. All of our fears are sinful, and we create our own fears by refusing to nourish ourselves in our faith. How can anyone who is identified with Jesus Christ suffer from doubt or fear! Demonetisation is beginning, fight has to be extended

T

he Modi government has taken a unique decision to demonetise Rs 500 and Rs 1000 currency notes for easing out black money, root out counterfeit currency notes, stop terror finding and devastate those who are supposed to have stacked huge currency notes. The EU also demonetized Euro 500 currency in May 2016 to eliminate black money. In India, it is the second such step since 1978. The Morarji Desai government had demonetized Rs 10,000 and Rs 1000 currency notes. Then for Rs 10,000 one could purchase a 150-yard plot. It was a rare sight. Average income even of a class one government officer was less than Rs 10000. Obviously, the common man never felt any impact. These 38 years have changed the dynamics of economy. Now even a labourer or a small trader earns around Rs 10000 a month. The 500-rupee-note has become the basic currency. Even children in average homes do Diwali gambling with it. The piggy bank has more such notes and women also like to keep off a part of husband’s income in supposedly high-denomination

notes. So it impacts almost everyone. That has led to a chaotic situation. The retail market is unable to function, people are unable to buy vegetable or other commodities, weekly mohalla markets are non-functional, banks are witnessing long queues and trading has come to a halt. These are, however, stated to be the pangs of transition. As new series of currency notes and 2000rupee-notes are issued, the problems would gradually subside. Finance Minister Arun Jaitley says these would reach a solution in a few days. However, PK Prusty, competent authority and administrator, Smugglers & Foreign Exchange Manipulators, says that the world over such moves has not succeeded. India may see reduced black money for some time but it may not be eliminated. Prusty also says that it is not black money but it is “black economy” a country needs to be wary of. Black economy is all illegal activities including smuggling, drug peddling, money laundering, ‘round tripping’ – routing illegal funds through foreign institutional

or portfolio investors (FII/ FPI) back into the country for investing in shares, bonds or other instruments. Even Daish (ISIS) operates international black economy. Black money on the other hand is an earning through legal means. It is called “black” because tax on the earning has not Shivaji been paid. Once a tax is paid, even with penalty, it becomes white. The recent voluntary disclosure with 45 per cent penalty earned Rs 30,000 crore revenue and legitimized incomes of over Rs 65,000 crore. In 1997, Rs 33,3339 crore was declared and Rs 9584 crore was realized as taxes. There had been similar disclosures earlier as well. But the generation of black money or evasion of tax has not stopped. Estimates say that total illicit money is about Rs 12 lakh crore. At present some of course have burnt their wealth. There are views that if income tax rates are reduced to 15 percent, number of taxpayers would double. Ramification of black money is stated to be not so grave. But black economy has ruinous effect. It impacts the social and economic fibre. It promotes illegal

activities, many tending to be extremely dangerous. Yes, demonetization may check terror funding and eliminate counterfeit currency notes. The black economy is now 60 percent of GDP. This was 4 percent in 1955. Some of the trends suggest that Sarkar o p e r a t o r s know how to replace their demonetized currency. Gold sales unexpectedly have gone up the same night as Prime Minister Narendra Modi announced the demonetization. Even hawala operators are hyper active. Some religious and other so-called social organizations have also joined “operation exchange”. The apprehension of experts seems to be proving correct that operators are smarter. The cuts vary from 5 percent to 20 percent. The move has apparently struck hard some of the political parties. There are reports that many political parties receive donations from “unknown” sources in cash. They reportedly have stacked the funds in cash for impending polls in five states. Would they be able to replace the notes? None knows. Corporates also are

stated to have such huge cash. But they are stated to be smarter and know how to have these replaced. Is cash economy the bane? That is how it is being projected. It is stated that there are lobbies which want that transactions to be done through banks. It is stated to be clean and “prevent” generation of black money. That is not a correct argument. Hawala is said to now function through the banking system. The European and US economy collapsed as banks like Lehman Brothers and largest US insurance company, AIG, were swindled in 2007. It led to global turmoil. India has the advantage of a large cash economy. It has sustained through many crisis in the past, including the worst balance of payment in 1990, 2007-08 global crisis, and the recent Rs 12 lakh crore bank NPAs. So banks are not the safe havens or in a position to insulate the economy or eliminate black money generation. Besides, many large depositors have withdrawn from banks as tax deductions at source erode their deposits. Elimination of TDS on deposits would bring back large depositors

to banks and burden the government less for their recapitalization. Cash economy is the biggest strength of this country. Over 80 percent of wholesale and farm trade is done in cash. It has the least default, chasing for realization and ensure smooth trading. All cash transactions are not black. A failure in payment has limited impact. On the contrary, failure of bank transactions can have wider economic and social impact. The NPAs are eroding deposits of common men. It is virtual swindling of public money. Now even the government is finding it difficult to recapitalize the banks. The depositors are being penalized as banks are forcing them to suffer interest rate cuts on deposits. They are also not passing on the repo rate cut benefits to lenders. The insistence for operations through banks should be given up for a larger, open and safer economy. Ways to encourage cash economy should be pondered over albeit with regulation. The demonetization is a necessary move. But the operations have to be widened to counter black economy – now a global menace.

An addendum to ‘the tragedy of diminishing reverence to God’

n November 13, 2016, The Morung Express, the Eastern Mirror, and the Nagaland Post published an article by Husezo Rhakho titled, “THE TRAGEDY OF DIMINISHING REVERENCE TO GOD”. I want to expand on his article and take it in a direction that naturally leads from what he wisely said. My Rhakho is upset that those who use WhatsApp and Facebook use God in a frivolous manner. An example he gives is when someone states on line, “‘Forward to15 groups or else God will send bad luck to you for 15 years!’” Rhakho states that such messages leave him, “...torn between indignation and amusement....” Shortly after expressing the above, Rhakho states: “God’s thoughts are higher than our thoughts. God’s ways are higher than our ways. Since when can man – who is but dust – dictate how GOD – THE ONE ENTHRONED IN HEAVEN – would use His power? We have reduced God to such a point that He would seem just like any of us, whose actions are usually directed based on our EMOTIONS. The One who transcends time and space IS USED AS A MEANS TO PROVE A POINT OR TAKE A STAND.... If we pause even for a span of 10 seconds before forwarding or liking such messages, … we would realise the utter foolishness behind the act.” [My emphasis, in capitals, in lines four and five.] I have written a number of articles recently on the topic of the Naga nationalist movement, some of which were published in The Morung Express and the Nagaland Post. I do not intend to get into the details of my arguments here, arguments which try to support my contention that the government of India will never grant a sovereign Naga nation to the Naga people and to pursue the issue, no matter what the consequences, may very well lead to the destruction of the Naga people. But I do want to address one argument used by some Naga nationalists in support of their contention that they will eventually succeed in getting a sovereign Naga nation. That argument is one that relies on God for support of their position. It is my contention that, if you are going to pursue some goal that, no matter how meritorious , may lead to the destruction of yourself and your people, you have an obligation to be as objective as possible and use facts in as honest a way as possible. There is no room for God in such an argument. In an article by Kaka Iralu dated March 16, 2016, titled, “Some Easter Thoughts on Easter 2016,” he quotes words from Isa-

iah 61:1, which include the words, “to proclaim liberty to the captives and the opening of the prisons to those who are bound.” Iralu goes on to argue that these words support his position that the Nagas deserve a sovereign Naga nation. In an article by myself dated May 10, 2016, titled, “Errors and Omisssions … in The Name of Nationalism,” I argue that Iralu’s interpretation of Isaiah 61:1 does not support his position. But I am not interested in addressing that issue again here. What I am interested in discussing is that Iralu’s attempt to use the Old Testament (what Jews like myself call the Hebrew Scriptures, as contrasted to the New Testament, or – to Jews – the Christian Scriptures) is completely inappropriate, but very common, not just by Iralu, but by millions of people throughout the world since the beginning of written history. I will now attempt, with the help of Rhakho’s article, to show the error and dishonesty of supporting any position by referencing the Old or New Testament, or any other religious book that is founded on faith. I want to repeat a section of Rhakho’s article already quoted above: “We have reduced God to such a point that He would seem just like any of us, whose actions are usually directed based on emotion. The One who transcends time and space is used [like Iralu tried to do] as a means to prove a point [that the Nagas deserve a sovereign nation] or take a stand.” It is my contention, as Rhakho states above, that our “actions are usually directed based on emotions.” It is a fact that the issue of Naga nationalism is a very emotional one for all Nagas, and that it is a natural human tendency for Nagas to grasp at any support they can to prove the correctness of their position. There are a number of Christian bibles, all treating the reader differently. The Holy Bible, published by The Gideons, and found in many hotel rooms, treats the reader like a child or someone who is not familiar with the Christian religion. In the front it has sections like, “HELP IN TIME OF NEED,” and multiple headings under “SUGGESTED READINGS,” such as “PRACTICAL PRECEPTS,” where the reader can learn the chapters and verses explaining, for example, “Christian Home Relationships” and “A Model Wife and Mother.” But the bible I’m most interested in discussing is the King James Version of The Holy Bible. This bible illustrates how easily it is to misuse the bible, to bend it to confirm any view you have, no matter how erroneous or even

evil. In the rear of the bible, it has a word index, titled, “CONCORDANCE To the Holy Scriptures”. The section is over 100 pages long, and has hundreds of words, starting with “ABASE,” and ending with “ZEALOUSLY.” In between those two words, are nearly every imaginable word dealing with topics in the Hebrew and Christian scriptures, from “FREE” to “WAR.” And under each word are the chapters and verses where these words are used in the bible. There are literally thousands of entries. And I finally come to my main point. Within those thousands of entries, a Naga nationalist, or any other person wanting to take a position on an issue, can find some chapter and verse, with the emotional will to read such chapter and verse in a way suitable to his point of view, that can be cited by that person as supporting his position, whether that view of the chapter and verse is accurate or not, whether it is honestly done or is a lie. One can make the bible say anything you want it to say. There are those who spend their lives trying to understand the bible: the exercise of doing so is called exegesis, and those who do this are still not sure what much of the bible means. But any person with an agenda, a position that they feel strongly about, can, in complete ignorance or with deliberate knowledge of its error, state that the bible means anything they say it means. The vast majority of readers will either not have the interest or the knowledge to call attention to the errors or lies of the writer. Those who want to kill, like the IS(the Islamic State), will quote their version of the Koran in support of the killing. Those who want to destroy a certain people, such as the Christian crusaders in the Middle Ages who destroyed thousands of Muslims in the name of the Christian God, those who want to keep land that others may have a valid claim to, such as my Orthodox Jewish brethren on the West Bank of the Jordan River, will quote God to back up their position, no matter how many die, no matter whether their claims lead to a major war. The Chosen People are chosen by God, and therefore they cannot be wrong! If the Nagas want a sovereign nation, if anyone wants any specific thing that is contested and may lead to violence and hatred, it is best to rely for their arguments on facts and reality, not on faith and delusion. But can the Government of a nation be formed without any reference to the people of that nation? Can a national Government indeed be formed without the mandate of the nation? There is absolutely no such provision for the formation of a National Government under International Law. Therefore, any such Government, formed without the prior mandate of a nation is an illegitimate Government....this so-called illegitimate Government of the People’s Republic of Nagaland (GPRN) was formed without any prior mandate of the Naga people. In fact, this un-mandated Government was formed by just some Naga rebels from the jungles of the Heimi region in the Eastern Sector of Nagaland without consulting or even informing the then existing Federal Government of Nagaland (FGN). As for the Federal Government of Nagaland, it was formed on March 22, 1956 with the mandate of all the people of Nagaland. The incumbent President of this Naga people’s Government was Mr. Zashei Huire, when the NSCN was illegitimately formed on 1980. Shopwan then went on to state that that this illegitimate government was formed on the allegation that the NNC had betrayed the nation through the Signing of the Shillong Accord of 1975. But to counter this allegation, Shopwan asks the question

as to how the NNC can be guilty of betraying the nation when its top leaders- President A.Z. Phizo was in London, the Vice President Imkongmeren was in an Indian prison and its General Secretary Th. Muivah and Isak Chishi were in China when the Shillong Accord was signed on November 11, 1975. Also, none of these top leaders of the NNC were ever consulted nor ever gave their consent to the Shillong Accord. Finally Shopwan ends by stating: “The present book is an exposure of all the trickery and lies that were used by the renegade NSCN leaders to form a Naga government without consulting the Naga people. After reading this book, every Naga will realize that the NSCN has absolutely no legitimacy to call itself a Government that can represent the Naga people. At the same time, if the Indian Government makes any settlement with this illegitimate government, in spite of all the evidences exposed in this book, then India will be committing a transgression of all the norms of International Law and also make itself a mockery before the whole world.” The book contains much important information with dates and name of villages and the people who were involved in the events that have led to the terrible fratricidal killings among our own Naga family. It is a book written by a courageous Naga who was an eye witness to most of these events. Demonetization is an affliction to the villagers

The demonetization of old notes of 500 and 1000 by Prime Minister Narendra Modi is an affliction to people from remote areas. Besides long queues in towns and cities, villagers are the ones who suffers the most. At most we travel for 30-60 min to get in Queue, still we complain and complain. However a villager had to travel 3-6 hours or more and mostly by foot to get in queue with hopeless of getting a chance to get exchanged of rs 4000 and return home the same day, and fortunately if they had preserved little more money, they have to keep on travelling leaving behind their harvest to save their hard earned little amount within a stipulated time for they don’t have bank accounts to get deposited. There are several villages far away from town without vehicular transportation, without proper road connectivity. Therefore, if the bank staffs are directed to reach out those dwelling in remote areas to save their hard earned little amount, definitely it will not be affliction to villagers as stated but a retribution to black money holders. Stock markets will remain closed on Monday on account of Guru Nanak Jayanti. “Global cues, macroeconomic data and Q2 corporate earnings will dictate sentiment in the market in a truncated trading session,” said Vijay Singhania, founder director, Trade Smart Online. Besides, wholesale price inflation (WPI) and consumer price inflation (CPI) data for October - due during the week - are likely to steer trading sentiment. Stock markets may also react to industrial production data when they open for trading on Tuesday. Industrial production grew a meagre 0.7 per cent in September mainly due to poor show by manufacturing and mining sectors coupled with decline in capital goods output.

MUMBAI, Nov 13 (PTI): Private sector Axis Bank expects a dip in lending rates because of the surge in deposits which lenders are experiencing in the aftermath of the government’s move to scrap Rs 500 and Rs 1,000 notes. “The deposits are into savings or current accounts which are low cost ones. An increase in them should bring down our cost of funds,” Axis Bank’s Head of Retail Banking Rajiv Anand told PTI. “The decrease in cost of funds should bring down the lending rates over a period of time,” he added. The comments will come as good news for the millions of harried people who have been queuing up outside banks to either deposit the scrapped notes or withdraw accepted tender for meeting their daily expenses in a predominantly cash economy. Banks have introduced a slew of relaxations for making it easier for the customers, including extending the banking hours and keeping branches open on the weekend. New Delhi, Nov 13 (IANS): India and Bhutan signed a new bilateral trade agreement on Saturday to enhance trade between the two countries through trade facilitation by improving procedures, an official statement said. “The bilateral agreement aims at cutting down on documentation and adding additional exit and entry points for Bhutan’s trade with other countries. It is also expected to further strengthen the excellent relations between the two countries,” Commerce Ministry said in a statement. The agreement was signed by Commerce and Industry Minister Nirmala Sitharaman and H.E. Tengye Lyonpo Lekey Dorji, Minister for Economic Affairs, Bhutan. Sitharaman also had a bilateral meeting with a high level Bhutanese delegation led by Dorji where both the leaders discussed various issues related to bilateral trade, transit and investment.

New Delhi, Nov 13 (PTI): To further intensify the crackdown on black money, Assocham has suggested the Centre to impress upon states to “drastically” lower stamp duty on residential and commercial property deals to dissuade people from undervaluing purchases. The industry body said that the biggest beneficiary of the move would be buyers of residential or commercial properties. “One of the biggest reasons for the cash forming 30-40 per cent of the real estate transactions is the high level of stamp duty. With 6-7 per cent stamp duty, purchaser of a flat worth Rs 1-1.50 crore will have to shell out different government levies and other charges like registration and lawyers’ fee to the extent of Rs 10 lakh or so. “Likewise, the registration value also determines the capital gains tax for the sellers. With both these levies accounting for significant account, there is a big incentive for the

President Francois Hollande marked the first anniversary of the Paris attacks by unveiling plaques commemorating the victims. Starting with the Stade de France and ending with the Bataclan concert hall, Hollande and the Mayor of Paris, Anne Hidalgo visited the six sites targeted in the attacks, paying tribute to the victims. Hollande did not speak at the sites, saying he wanted the day to focus on remembering the victims rather than on politics. Names of the victims have been read out at each site. NATO chief warns Trump against ‘going it alone’ L O N D O N, N OV 1 3 (Agencies):: NATO chief Jens Stoltenberg on Sunday warned Donald Trump that “going it alone” is not an option for Europe or America, amid concerns over the president-elect’s position on the US-led military alliance. In article in Britain’s Observer newspaper, days after Trump’s US election win, Secretary General Stoltenberg said, the West faced its greatest security challenge in a generation. During his election campaign, Trump described Western military alliance NATO as obsolete. He suggested that the US would think twice about coming to the aid of any NATO ally under attack if it had not paid its dues. “We face the greatest challenges to our security in a generation,” Stoltenberg wrote while conceding that Trump had a point about the need for some members to make a bigger financial contribution, as the US currently accounted for almost 70 per cent of NATO spending. But he added that

American leaders had always recognised that they had a profound strategic interest in a stable and secure Europe. “It is all too easy to take the freedoms, security and prosperity we enjoy for granted. In these uncertain times we need strong American leadership, and we need Europeans to shoulder their fair share of the burden,” the former Norwegian prime minister wrote. “Going it alone is not an option, either for Europe or for the United States. We face the greatest challenges to our security in a generation. This is no time to question the value of the partnership between Europe and the United States.” The 9/11 attack on the US, Stoltenberg pointed out, was the only time that NATO had invoked its self-defence clause, which requires all members to come to the aid of one that is attacked. “This was more than just a symbol. Strike called by Maoists paralyses Nepal KATHMANDU, NOV 13 (Agencies): Normal life has been affected in Nepal as a Maoist faction imposed a nationwide strike to pressurise the government to ensure food security and lower the prices of essential goods, with police arresting more than 100 people for vandalising vehicles and forcing shops to close. The strike was called by the Netra Bikram Chandled CPN (Maoist). Most of the educational institutions remained closed in Kathmandu and shops remained partially closed. Most of the public vehicles, including taxis, were off the road. Maoist cadres vandalised vehicles in different parts of the country. The police arrested at least 100 cadres belonging to the CPN-Maoist (Chanda), a smaller faction of Maoist party, who were involved in vandalising shops and vehicles to enforce the shut down, the police said.

Nauru, NOV 13 (Agencies): Australia and the US have reached a resettlement deal for asylum seekers held in offshore detention centres in Papua New Guinea and Nauru. Under the agreement, the migrants there will be assessed and the most vulnerable will be resettled in the US. About 1,200 people are being held in the asylum centres on Manus Island in Papua New Guinea and on Nauru island. Australia’s policy of sending migrants who arrive by boat to offshore facilities has been criticised. Announcing the deal with the US on Sunday, Prime Minister Malcolm Turnbull said the resettlement process would be gradual. “US authorities will conduct their own assessment of refugees and decide which people are resettled in the US,” he said. He did not say how many refugees would be relocated, but said that women, children and families would be prioritised. The agreement, to be administered with the United Nations refugee agency UNHCR, is available only to those currently in the processing centres.

9 Nimrud: Iraqi forces ‘retake city from IS’ N im r ud, N O V 1 3 (Agencies): Iraqi government forces say they have captured Nimrud, the site of an ancient Assyrian city overrun by Islamic State (IS) group militants two years ago. In March 2015, officials and historians condemned IS for the destruction of the archaeological site, which dates back to the 13th Century BC. The UN’s cultural body described the act as a war crime. IS says shrines and statues are “false idols” that have to be smashed. Nimr ud lies about 30km (20 miles) south-east of the major city of Mosul, which Iraqi government forces are attempting to take from IS. An Iraqi military statement said: “Troops from the Ninth Armoured Division liberated Nimrud town completely and raised the Iraqi flag above its buildings after inflicting loss of life and equipment on the so-called Islamic State.” Meanwhile, human rights activists have accused Kurdish forces in Iraq of demolishing the houses of Sunni Arabs in at least 20 villages and towns in areas which had been under the control of IS.

IS group flourishes and recruits in Pakistan: Analysts ISLAMABAD, NOV 13 (Agencies): The Islamic State group is increasing its presence in Pakistan, recruiting Uzbek militants, attracting disgruntled Taliban fighters and partnering with one of Pakistan’s most violent sectarian groups, according to police officers, Taliban officials and analysts. Its latest atrocity was an attack yesterday on a Sufi shrine in southwestern Pakistan that killed at least 50 people and wounded 100 others. The group said in a statement that a suicide bomber attacked the shrine with the intent of killing Shiite Muslims and issued a picture of the attacker. When IS circulated a photograph of one of the attackers in last month’s deadly assault on a police academy in southwestern Baluchistan province, two Taliban officials told The Associated Press that the attacker was an Uzbek, most likely a member of the Islamic Movement of Uzbekistan.

More than 60 people, most of them police recruits, were killed in that October 26 attack when three assailants battled security forces for hours before being killed or detonating their suicide vests. The Taliban officials, both of whom are familiar with the IMU, spoke on condition of anonymity because their leadership has banned them from talking to the media. Authorities initially said the police academy attack was orchestrated by militants hiding out in Afghanistan and blamed Pakistan’s virulently anti-Shiite group, Lashkar-e-Jhangvi. But IS later claimed responsibility and Lashkar-eJhangvi spokesman Ali Bin Sufyan said they partnered with IS to carry out the assault. In Afghanistan and Pakistan, the extremist group has adopted the name the Islamic State in Khorasan - a reference to an ancient geographical region that encompassed a vast swath

of territory stretching from Turkmenistan through Iran and Afghanistan. IS in Khorasan has set up its base in Afghanistan’s eastern Nangarhar province, and while it has pledged allegiance to the Islamic State

group in Syria and Iraq, it remains unclear whether there are direct operational or financial links between the two. According to police, Afghan officials and IS media outlets, the majority of Islamic State fighters in

eon Russell, an America rock’n’roll hall of famer, died in his sleep at the age of 74 in Nashville, Tennessee. He was famed for his “gospel-infused southern boogie piano rock, blues, and country music”, his

website says. Russell played anonymously as a studio pianist in the 1960s before his breakthrough in the 1970s. He was inducted into the Hall of Fame in 2011. Elton John has called him his “biggest influence as a

piano player, a singer and a songwriter”. Russell’s had a relatively brief period of stardom in the 70s which was later revived in 2010 with the help of Elton John when the two collaborated on an album called The Union. The record took third place in a list of 2010’s best albums by the Rolling Stones. Over his career, Russell recorded more than 35 albums and was best known for his A Song for You. The song was recorded and covered by the Carpenters, the Temptations, Neil Diamond, Ray Charles, Aretha Franklin and his good friend Willie Nelson.

amily members of Late E Brektist R Wanswett claim his popular song Khynriam u Pnar, u Bhoi, u War, was used in the recently released ‘Rock On 2’ without credit or permission. The song was apparently written during a prominent hill state movement and is one of their most-loved folk tunes. The artiste’s family knew of the song

being used in the movie since February this year and had issued a notice in local newspapers, which was apparently carried by the region’s popular dailies. Steyn out of action till mid 2017 Melbourne, Nov 13 (Agencies): South Africa pace spearhead Dale Steyn is likely to be sidelined for at least six months after undergoing surgery in the right shoulder after he suffered a fracture during the first Test win over Australia at Perth last week. Steyn, 33, suffered the potentially career-threatening shoulder fracture while bowling in the Australia first innings at the WACA. The fast bowler, who flew home, underwent surgery in Cape Town on Thursday. Steyn had suffered a previous injury in the same right shoulder in December last year, and the latest setback is expected to keep him out of action until at least May. “Dale had successful surgery on Thursday where the fracture in the right shoulder blade was fixated with the placement of a screw. India, Myanmar, Thailand friendship car rally begins

Correspondent NEW DELHI, NOV 13 (NPN): With the objective to improve connectivity by road in the South-East Asian region and to sensitize the stakeholders of India Myanmar and Thailand Motor Vehicle Agreement regarding potential benefits of such a regulatory regime, a Friendship Motor Car Rally was flagged off by union minister of state for Transport and Highways, Shipping and Chemical Fertilisers Mansukh Lal Mandaviya on Sunday. It was also informed that an all-weather road connecting New Delhi and Bangkok would soon be operational. With the opening of the trilateral highway, it would become a reality to travel from New Delhi to Bangkok by road. While addressing a

gathering here at the India gate lawns, Mandaviya said the rally would also play an important role in developing the economic, transport and cultural relations among the three countries. He said the rally would give a boost to Prime Minister Narendra Modi’s ‘Act East Policy’ and would improve India’s relationship with its neighbouring countries. On the occasion, Ambassador of Thailand Chalit Manityakul was also present. A commemorative stamp for IMT Rally, 2016 was also released on the occasion. The rally caravan will cover a distance of 5,722 KMs along the IMT Trilateral Highway with about 80 participants from all the three countries, in 20 Indian made vehicles on a journey from Delhi to Bangkok over 19 days. Ceremonial flag off will also be held in other cit-

ies and state capitals enroute like Sarnath, Bodhgaya, Patna, Siliguri, Guwahati, Shillong, Kohima and Imphal and in cities in Myanmar and Thailand. The rally that will conclude at Bangkok on December 2 will further cement cultural and economic ties among the three nations and highlight the potential benefits of connectivity and integration in the region and in keeping with India’s focus on its close neighbourhood, said a statement issued by the Ministry of Road Transport and Highways. A trial run of passenger vehicles on the IMT Trilateral Highway up to Naypitaw in Myanmar was carried out during 9-14 November, 2015 in which Indian vehicles travelled to Myanmar on ImphalMandalay-Bagan-Naypitaw route and back.

Dynamos rally to hold ATK 2-2

New Delhi, Nov 13 (PTI): Delhi Dynamos maintained their unbeaten run at home despite playing the entire second half with 10 men, as they rallied twice to hold Atletico de Kolkata 2-2 in an enthralling match. MDCA inter-club cricket tourney D i m a p u r , N ov 1 3 (NPN): Mokokchung District Cricket Association (MDCA) will be organizing the Silver Jubilee edition of its Inter Club Cricket Tournament in January 2017. Entry forms for interested affiliated clubs will be issued from November 15 onwards at Camellia, adjacent to Allahabad Bank, Mokokchung. The tournament will be played in the T20 format and will carry a total cash prize of Rs.1,00,000. The registration fee will be Rs.5,000 per club.
