BJP prepared to walk out of DAN Staff Reporter DIMAPUR, OCT 31 (NPN): Following the unceremonious sacking of BJP legislator, Mmhonlumo Kikon as parliamentary secretary of Labour and Employment and Skill Development, uncertainty looms over the 13-year old NPF-BJP alliance-Democratic Alliance of Nagaland. Furious at the shabby treatment meted to its party legislator, BJP members at a general meeting held in the head office here Monday, expressed strong resentment at the unilateral and arbitrary decision of chief minister T.R. Zeliang in sacking the BJP legislator. It was also disclosed that irate party members were prepared to walk out of the DAN alliance. Though this sentiment dominated the meeting, the party leaders however assuaged the ruffled feelings by reminding members that since the North-East Democratic Alliance (NEDA) is spearheaded by BJP and of which, NPF is also part of the non-Congress entity, the state unit would opt for
reviewing its alliance with DAN instead of walking out immediately. In the statement, Yanghose also rebuffed the statement of BJP national ST morcha vice president, Johnny Rengma that appeared in a section of the local press wherein he was quoted saying that it well within the prerogative of the chief minister to sack the BJP legislator. Yanghose said Johny’s remarks were “non-official and unauthorized and the party shall not be held responsible” and added that it was purely his opinion and not the party’s. M e a n w h i l e, B J P sources told Nagaland Post that Kikon’s dismissal was not only shocking but also a slap on the face for the BJP. BJP party source said though it was the prerogative to appoint and dismiss members of the cabinet and government yet it should follow the proper procedure, protocol and spirit of the alliance. They pointed out that Kikon was sacked without the consent of the party nor was there a discussion or approval of the DAN Coor-
dination Committee. “If there were any shortfalls on his part or on the part of the BJP, then it should have been discussed thoroughly before taking such an extreme step,” a senior BJP member stated. However, if his sacking was related to the PIL filed by Lotha Hoho, as reported, sources said the CMO should have been well aware that once a PIL is filed and admitted it cannot be withdrawn till the matter reaches its logical conclusion. The Supreme Court on January 15, 2016 said once a PIL is filed and heard, it cannot be allowed to be withdrawn. The apex court was hearing a lawyer’s plea that he was getting threats for filing a PIL seeking entry of girls and women in the historic Sabarimala temple in Kerala. “Let people know this that once a public interest litigation (PIL) is filed and entertained, you cannot withdraw it,” a bench of Justices Dipak Misra and N V Ramana said. (NPN): ACAUT Nagaland has expressed dismay that the Food & Civil Supplies (F&CS) department has ignored their appeal to cancel and rectify the tender called to transport PDS under NFSA covering entire block of Nagaland even after pointing out anomalies and procedural flaw in the NIT. In a press note, ACAUT media cell alleged that the director, as the NIT calling authority, “went ahead with total disregard to the rules and procedure and bended rules to protect those cronies and syndicates by adding a clause under terms and condition which was neither listed in the tender document nor in the NIT”. ACAUT alleged that the clause signed by the director, was made known to the participants inside the tender opening hall, which reads as-- “After opening of tender, no complain shall be entertained”. This clause was an attempt to manipulate foolproof, ACAUT said. It reminded the department that “in a democracy where manipulation, favoritism and anomaly is found the participant has every right for disapproval and lodge a complaint and if need can even go to court for redressal”.
DIMAPUR, OCT 31 (NPN): Ao Senden has highlighted clauses contained in the Nagaland Municipal Act 2001 which went against the constitutional protection accorded by the Constitution of India on ownership of land and resources and infringement on Naga social custom and usages by granting 33% reservation of seats in civic bodies to women. Ao Senden in a memorandum addressed to the chief minister of Nagaland, has therefore demanded that amendment be made to the Nagaland Municipal Act 2001 by deletion of section 120(1)(a) of the Municipal Act 2001 dealing with “tax on land and building” as it would “snatch away ownership of land and building from the Nagas” within areas covered by Municipal and town

DIMAPUR, OCT 31 (NPN): NSCN (I-M) has taken strong exception of Manipur government’s proposal to declare Sadar Hills and Jiribam as districts, as reported. In a press note, NSCN (I-M) MIP said an emergency joint meeting of the council of kilonsers and steering members held on October 31 at Hebron took strong exception and made a three-point resolution—i. The house took a unanimous decision to oppose such provocative move to the last, ii. The house further univocally reaffirms the ownership of the land that it is a part of ancestral Naga domain and iii. Unless rightful ownership of the land is acknowledged by the settlers, NSCN/GPRN shall never tolerate any move that infringes upon the rights of the owner (Nagas). However, MIP said NSCN (I-M) was prepared to negotiate on any proposed agenda, if ownership was duly acknowledged and respected. Talks with Centre likely by March 2017: Mulatonu KEHOI/DIMAPUR, OCT 31 (NPN): Convenor National Political Advisory Council (NPAC) and senior kilonser GPRN/NSCN Kughalu Mulatonu Monday informed that talks between Government of India (GoI) and GPRN/NSCN are on the cards and likely to start by March next. He was briefing media persons on the sidelines of the ongoing Ato Area Sports Association sports meet at Kehoi Village where he was the chief guest in the opening ceremony. The NPAC convenor informed that top leaders of the GPRN/ NSCN were in Delhi lobbying for formal talks between the two entities adding that till such time the GPRN/ NSCN will be doing their homework in consultation with all stakeholders. 148 members from various NPGs join NSCN (I-M) Mon district hospital doctors, staffs protest
DIMAPUR, OCT 31 (NPN): NSCN (I-M) has informed that 148 members from different Naga political groups (NPGs) “who stayed astray have now decided to join the revolutionary mainstream where it lies the future of the Nagas.” (Cont’d on p-5) In a press release, MIP stated that the joint council of NSCN/GPRN consisting of steering executives, cabinet kilonsers, deputy kilonsers and heads of department welcomed them and appreciated the “bold decision” they have taken keeping in mind the aspirations of the Nagas. Ao Senden said this apprehension was contained in the memorandum submitted by Naga leaders to the Simon Commission in 1929. Ao Senden also pointed out that the Municipal Act 2001 was passed by the 60 legislators elected by the Naga people despite the fact that the government of India protected Naga ownership and transfer of land as per Article 371A. MON, OCT 31 (NPN): With no visible action taken by the law enforcing agencies till date over the October 27, 2016 incident, wherein some doctors and staffs on duty were allegedly abused and threatened by a group of youth, the doctors and staffs of district hospital Mon on Monday started their phase-I agitation by wearing black badge. Narrating the incident, the doctors said that on October 27 night, a group of youth had brought one injured youth with deep cut wound on his forearm to the hospital. As soon as they entered the hospital premises, the doctors said the youths started abusing and even threatened the doctor, nurse and staffs on duty at the emergency room without any rhyme or reason. Despite
such harassment, the hospital staff said, sensing the severity of the wound, they decided to shift the injured patient to the operation theatre (OT). Even in the operation theatre, the doctors lamented they were not spared. Even after repeated appeals not to enter the OT, the youths forcefully kicked open the door and entered the OT with their shoes on and started to abuse and threatened the doctors and nurses. The youths also ransacked the emergency room. It was learnt that after a meeting on October 30, 2016, the doctors and staffs of the district hospital Mon had submitted a representation to the deputy commissioner Mon. Meanwhile, according to source, the doctors and staffs were likely to continue with their protest and may even go to the extent of taking mass casual leave.
(NPN): Nagaland Sarva Shiksha Abhiyan Teachers’s Association (NSSATA) on Monday announced that it would launch its phase-II agitation from November 1, 2016. In a press release, NSSATA president, Aliba Sangtam, and general secretary, Thungchamo Lotha, stated that NSSATA 2010 & 2013 batches consisting of around 2600 teachers, as a display of resentment against the government, would resort to sit-in protest through peaceful means at directorate of school education (DoSE) demanding fulfilment of its four-point charter of demands. NNagaDAO, NTIEF protest from today
DIMAPUR, OCT 31 (NPN): Network of Nagaland Drugs and AIDS Organisation (NNagaDAO) and Nagaland Targeted Intervention Employees Forum (NTIEF) would jointly launch agitation against National AIDS Control Organisation (NACO) and Nagaland State AIDS Control Society (NSACS) starting November 1, 2016. In a press release, NNagaDAO president, Abou Mere, pointed out that a deadline was given to NACO and NSACS till October 31, 2016 to release the liabilities of four months fund for the last fiscal year 2015-16, but they have failed to clear the liabilities and also failed to share the status to the action taken. Therefore, Mere said as part of their democratic and peaceful protest, the NNagaDAO and NTIEF would close all the drop-in centres and HIV and AIDS intervention (HIV Prevention and Harm Reduction) programme across the state from November 1-3 and also start non-cooperation movement to NACO and NSACS till justice delivered. In Dimapur, a grand ‘home going funeral’ programme was held at Ikishe village where people from all walk of life, including VIPs, businessmen , well wishers came to pay their final tribute. Governor of Odisha, Dr. S.C. Jamir, Lok Sabha MP Neiphiu Rio, state legislators Nuklutoshi, Tokheho, and Pukhayi Sumi and other also spoke at the funeral service in Dimapur. Speaking on the occasion at Delhi, his associates, family members and admirers recalled the “rich legacy” left behind by one of the few successful Naga businessmen and pledged that all efforts would be made to materialize his vision for Naga prosperity and unity amongst all. Sharing his experience and the manner late Hukato successfully laid the foundation of a successful Naga business project despite his humble beginning in a small Aghuhito village under Zunheboto district, his “friend and a relative” Akato Kinimi said late Hukato also faced health problem as he had to undergo kidney transplantation op-
eration twice in 1993 and 1994. Principal Resident Commissioner, Nagaland House, Jyoti Kailash also described the deceased Naga businessman as his “personal friend” and added that “we both a wonderful innings together”. Kihoto Yeptho of Jordan Construction said they have been friends since school days in remote Zunheboto district. Among others, pastor Tony, Fusion Church, Rev Alemremba of Ao Christian Fellowship, general secretary of NSUD, Chawangbo also spoke.

NFD extends aid to people affected by measles
DIMAPUR: In response on the appeal made by Nagas of Myanmar for assistance, the Naga Forum Delhi (NFD) extended relief materials to the people affected by the measles epidemic at Naga Self-Administered Zone of Northwestern Myanmar. The disease which broke out in mid-July spread across the township of Lahe and Nanyun, killed more than 85 children. Under the aegis of the NFD, the project “Transcending borders breaking barriers” completed on October 28 at Longwa, Mon, said Naga Forum Publicity Wing. The relief materials consisted of rice, sugar, dal, tea leaf, milk powder and medicines. They were handed over to the Nagas of Myanmar by the president of NFD on behalf of the Nagas of Delhi and various cities and towns. Lok Sabha MP Neiphiu Rio, who also handed over the relief materials, said the initiative was successful due to overwhelming response of the public, churches across India and various students’ body. “Today we have broken many barriers, barriers of distance, border and differences within us have been triumphed over by the spirit of oneness and love,” said Rio. The team of six volunteers including president Rio headed for various destinations on October 15. Wanghring Anal led the team for Khonsa-Laju, Arunachal Pradesh where above 300 Nagas received relief materials. The team for Pangsha- Moklale Nagaland was led by Anthony Kaje and Karinpam reached 55 Nagas from Myanmar. The biggest consignment were delivered at Longwa Mon, where 22 villages and above 100 people from Myanmar received the materials in the presence of local MLA Pohwang Konyak, DC Mon, ENPO president, KU president, KU students’ president Myanmar and all NFD team at GB resident at Longwa.

(NP) Correspondent KOHIMA, OCT 31 (NPN): In an effort to maintain transparency and accountability and to reach out to all students in Tuensang district, department of school education and Eleutheros Christian Society (ECS), Tuensang signed a Memorandum of Understanding (MoU) for implementation of Mid-Day Meal (MDM) in Tuensang district at the chief secretary conference hall, Nagaland Civil Secretariat Kohima today. Commissioner and secretary of School Education, F. P. Solo represented the state government while Rev. Dr. Chingmak Chang secretary ECS represented ECS Tuensang. The MoU signed would be valid for a period of three years from the date of signing of the MoU on a trial basis and the replication of which would be based on the outcome of the trial. According to the MoU, ECS, in accordance with the objectives of the Mid-Day Meal Scheme (MDMS) of the government of India, Ministry of Human Resources Development (MHRD), New Delhi and on recommendations of the State Level Steering and Monitoring Commit-
tee (SLSMC) for MDM, have been identified by the department to be the nodal agency through which the scheme would be implemented in Tuensang district on Public Private Partnership (PPP) mode, as per procedure prescribed from time to time by the state government. MDM would be provided regularly to all government schools from class I to VII in Tuensang district. ECS shall observe the guidelines of MDMS issued by the government of India MHRD, department of School Education and Implementation Manual developed by the department. There would be state, district and block Steering & Monitoring Committee (SMC) and at the village level a MDM Committee comprising of church, SHG federation, VEC, mothers, parents forum and the ECS as members would be formed. The second party should submit annual report at the end of every financial year to the department monthly, quarterly and yearly report should be submitted to the concerned SDEO/DEO and the department as per the implementation of the MDMS. The present unit costs
for each component, subject to revision by the GoI for 220 working days excluding holidays included cooking cost for primary @ Rs.4.13 ps per day/child and for upper primary @ Rs.6.18 ps per day/child for which the initial payment will be released immediately after the signing of the MoU. DEO shall be inspecting 20% of all schools in a year and the SDEO shall make monthly inspection of 10% of schools under its jurisdiction. Adequate distribution and provision of rice would be overseen by the DEO/SDEO. Head of Institution/ School Management Committee/ Village Education Committee shall co-operate and provide assistance to ECS as per provisions of the MOU signed. In his introductory speech, F. P. Solo described the signing of the MoU as a historic day and the success would lead to the implementation of the PPP mode of providing MDMS in other districts as well. Reacting against the issue surrounding MDMS, Solo stated that transparency and accountability needed to be looked into for which the co-operation between the government and head of institution/school management committee was necessary. He also stressed on accurate U-DISE figure of the students enrolled so that it would ensure the proper implementation of the MDMS. Rev. Dr. Chingmak Chang said that for the implementation of MDM in a district like Tuensang where connectivity was constraint, centralized marketing system would be effective.

issue of land ownership has become a major concern for development in the Naga society. He said unless there was availability of land, development cannot take place. However, he appreciated the landowners of Bhandari for not creating any hindrance towards developmental activities taken by the government. On the occasion, Patton also congratulated the commandant and his staff on the successful completion of the office building of Commandant 7th NAP battalion at Bhandari after a lapse of 31 years of its inception. He said, Bhandari headquarter was established in 1985 with a recruitment of 30 boys only and initially, Chumukedima was declared as the
temporary headquarter. It was shifted to its present location in 1994. “In fact, it is disheartening to say that proper commandant office building could not be constructed even after a lapse of 31 years but, indeed a proud moment for fulfilment of a long felt dream”, he said. In this regard, he urged the people to acknowledge and appreciate the government. He further expressed hope that infrastructural development such as inauguration of commandant office would give boost to the commanding officers and staff members to enhance their zeal in the service of the people. Patton also planted a tree outside the premises of the newly inaugurated
office. In his brief speech, DGP L.L. Doungel lauded 7th NAP for their unity and said that inauguration was the new resources for them (7th NAP). According to DGP, state police has achieved many milestones in development front through home minister’s unstinted support. He further urged the police personnel to continue to work together so that more could be achieved. Earlier, the programme was chaired by deputy commandant 2 i/c 7th NAP bn, Chuba Walling while commandant 7th NAP V.Z. Angami delivered welcome address. IMPHAL, Oct 31: United Naga Council (UNC) 48-hour total shutdown in Naga inhabited areas has begun even as Meitei and Kuki-Mizo-Chin communities are all set to celebrate their biggest festivals “Ningol Chakkouba” and “Kut” respectively. On the other hand, Manipur chief minister has made no mention about government’s plan to declare Sadar Hills and Jiribam as full-fledged revenue districts of the state. The UNC imposed the 48-hour total shut down against the alleged plan of the Manipur government to declare Sadar Hills and Jiribam as full-fledged districts of the state. There was speculation that the chief minister would announce Jiribam as full-fledged revenue of the state on Monday and Sadar Hill district on Tuesday. However, the speculations proved wrong when chief minister O Ibobi Singh made no mention about the
two matters in his address after the inauguration of some developmental projects in Jiribam today afternoon. The chief minister said nothing about the two issues but said that his government has been giving top priority in improving the road connectivity in hills and remote areas of the state, a journalist based in Jiribam said when contacted by this correspondent. With the commencement of the total shutdown, hundreds of Imphal-bound vehicles including passenger service vehicles and goods laden trucks were reportedly stranded midways along NH-37 and NH-2. The strike supporters took to the road along the highways at various places and prevented the vehicles from further proceeding to Imphal. Hundreds of vehicles coming towards Imphal on NH-2 were reportedly stranded at Mao gate. Agartala, Oct 31 (Agencies): Tension mounted in Bishnupur ADC village at Sabroom of this South Tripura district, following alleged molestation of four tribal girls on their way back home after attending a cultural event on Deepawali. Police has been accused of not registering cases against the accused youths, who reportedly belonged to the ruling CPI-M and rather, insisted the victim families to end up the case mutually, to avoid future trouble. The opposition Trinamool Congress and BJP have raised voice against the role of police and demanded to book the accused under law, while asking the administration to take strong action against the police personnel responsible for misguiding the victims. H oweve r, S u b - D i visional Police Officer (SDPO) Shisir Kumar Das denied the allegation and stated that nobody has come to them for registering a complaint. He admitted that according to report, four youths had behaved in an indecent way to the girls yesterday, when they were
returning home to Ruhidaspara of the village. ‘’In police record, there is no incident of molestation with the girls. But if we get specific complaints, the accused will be dealt as per law,’’ he assured. According to villagers, six teenagers of the tribal village were returning home at around 0400 hrs yesterday, after attending a cultural programme. Four tribal youths identified as Chelafru Mog (18), Keosi Mog (18), Thanga Mog (20) and Ula Mog (18) had followed them on road. Four of the six girls were molested inside a nearby forest by the accused, but two of the girls managed to escape from the spot and raised alarm. The villagers cordoned the area and detained the youths and handed them over to police. Allegedly, police neither arrested them nor registered any case against the accused. Later, they were released, suggesting to compromise between them at community level, as both the parties belong to Mog tribe, which triggered resentment.

He added that based on the reply of the member, the disciplinary committee would take a decision on whether to take any action. However, in the case of Syiem, neither a showcause was issued nor any meeting of the disciplinary committee was held to discuss the matter. MPCC president D.D Lapang recently justified the reason for not issuing a showcause notice to Syiem by saying that the rebel leader’s intention was very clear as expressed through the media reports. IMPHAL, Oct 31: Two teenagers were injured when police on frisking and checking duty opened fired towards the vehicle (Maruti Alto) they were travelling in Manipur’s Imphal East district last night, a police source said Monday. The police opened fire at the youths when the car stopped few meters away from the spot where the police personnel were on duty last night, around 7.30 pm. Another youth travelling in the same car escaped unhurt, reports said. The injured teenagers were identified as Moirangthem Thon (18) and Laishram Danabir (19), both hailing from Urup Awang Leikai under Irilbung police station of Imphal East district. Reports said a bullet that hit on the left arm of Dhanabir exited on the other side and hit the right abdomen of Moirangthem Thon. They are now being treated at RIMS hospital. According to the injured teenagers, around five policemen who appeared all of a sudden in front of the police station signalled them to stop. “The vehicle stopped a stone throw away from them. Suddenly one of the policemen fired a shot to us,” the injured teenagers alleged. 8 SIMI men killed in encounter BHOPAL, OCT 31 (PTI): Eight SIMI activists were today killed in an alleged encounter with police on the outskirts of the city hours after they escaped from the high-security Bhopal Central Jail killing a security guard but questions cropped up over the encounter. As a controversy raged over the police action after the daring pre-dawn jailbreak, TV channels showed footage purportedly from the encounter site in which a policeman is seen pumping bullets into a man from close range after some unidentified person takes out what appears to be a knife said to be in a plastic cover and places it back. The activists of the banned Students Islamic Movement of India(SIMI), two of whom were involved in a similar jail-break in Khandwa three years ago, managed to escape around 2-3 AM after killing a jail security guard by scaling the prison wall with the help of bed sheets, DIG Bhopal Raman Singh said. Acting on the leads provided by locals, the undertrials were tracked down to Malikheda where they were encircled and killed when they tried to challenge the police, a police official said. All the eight activists were killed by Bhopal Police at Malikheda on the city outskirts, Home Minister Bhupendra Singh told PTI. The eight activists were identified as Amzad, Zakir Hussain Sadiq, Mohammad Salik, Mujeeb Shaikh, Mehbood Guddu, Mohammad Kalid Ahmed, Aqeel and Majid, a police official said. NIA will probe the jailbreak even as contradictions surfaced on the encounter. The jail superintendent was among four officials suspended by the Madhya Pradesh government. IG

Asked for his comments on the TV footage that appeared to contradict encounter theory, he maintained that it was an encounter and police had no option but to eliminate them. At a brief media interaction, Chief Minister Shivraj Singh Chouhan said the jail-break would be probed by the NIA but parried a question on the encounter. He said the state government will also carry out a separate investigation into the matter. Soon after the incident, the state government released the sketches of the eight activists and suspended four officials including Jail Superintendent Akhilesh Tomar. The government also announced a reward of Rs 5 lakh each on the heads of the activists. “We have taken a decision to suspend MP Prison

Judges’ phones being tapped, alleges Kejriwal NEW DELHI, OCT 31 (PTI): Delhi Chief Minister Arvind Kejriwal today created ripples by alleging that there is a “widespread” fear that the phones of judges are being tapped and said if it is true, then it is the biggest assault on the independence of the judiciary. Union Law Minister Ravi Shankar Prasad promptly denied the allegations, saying the independence of judiciary is fundamental and uncompromising for the Narendra Modi government. Kejriwal claimed during his meetings with judges he has “overheard them telling each other that they should not talk on phones because they could be tapped”. The Chief Minister said when he told them the phones of judges cannot be tapped, “they retorted by saying that all phones could be tapped”. “I don’t know whether it is true or not but there is a widespread fear. ACAUT also questioned the tender committee as to how some firms with same truck registration and numbers were made to qualify for multiple districts when the tender guidelines pointed out that-- “a tender for one district should have a minimum of ten (10) numbers of trucks attached for carrying food grains”. It wondered whether it was feasible for the contractor with 10-15 trucks to carry all the food grains for multiple districts. ACAUT demanded that the contract work be split into separate 75 blocks rather than 11 districts, so that the educated unemployed youth can gainfully engage themselves as self-employment rather than few powerful individuals. ACUAT said the reluctance shown to correct the unfair practices in the tendering process, only raises suspicion of personal interest. In this regard, ACAUT reminded the director to cancel the tender immediately and make changes as suggested by ACAUT. Soldier, woman killed in Pakistan border firing
JAMMU, OCT 31 (IANS): An Indian soldier and a woman were on Monday killed in firing by the Pakistan Army across the defacto border in Jammu and Kashmir, officials said. Two more soldiers and another civilian were injured in the latest violation by the Pakistan Army of the 2003 ceasefire agreement to maintain peace at borders and along the Line of Control (LoC), a police spokesman said. The spokesman said the fresh cross-border firing incidents occurred in Rajouri and Poonch districts on the LoC that divides Jammu and Kashmir between the two countries. The spokesman said the Pakistan Army used 82 mm mortar shells and automatic weapons to target Indian positions on the LoC and the soldier and the woman were killed in the Tarkundi sector of Rajouri.
DIMAPUR: Central Nagaland Tribes Council (CNTC) has said it “fully supported” the genuine demands of the aggrieved t e a c h e r s , N S S AT A / RMSA/Hindi teachers, to release pending salaries for the last six to nine months. In a press release, CNTC, media cell, stated that the teachers under the various central flagship programmes have been suffering greatly and being denied of their basic salary, which it said was a gross violation of human rights. Describing teachers as the builders of the nation, CNTC said “when our people in this noblest profession are being denied of their basic salary facing untold hardships upto the point of starvation, the CNTC cannot just be a mute spectator of all these injustices and discrimination meted out to the teaching community who are our own children.”
It said the state government cannot keep on forever giving the “usual excuse” of “No funds from the centre”. Central Nagaland Tribes Council said it was the duty of the father to provide the bread to his family and children from any permissible and lawful source. “Mere exhortations, lofty words and felicitating them with yearly awards on Teachers’ Day by our politicians and bureaucrats alone are not sufficient,” CNTC stated. Maintaining that teachers needed to be truly valued and treated with reverence, CNTC, however, said it was just the contrary at present. Pointing out that it was impossible for any people to survive when the very source of their survival was deprived, the Central Nagaland Tribes Council has urged the state government to release pending salaries to the aggrieved teacher without delay.

NSF said, as the apex body of all Nagas, it had been vocal against the creation of any district from the present districts predominantly inhabited by Nagas. NSF said the consent of the Nagas in any matter related with the creation of the Sadar Hill district should be convincingly understood to avoid any untoward outcomes with regard to any government action.

Good and bad money
T
here is little doubt that the role of financial lending institutions is crucial for spurring economic progress and this is undeniable with respect to Nagaland. If the banks don’t provide the needed financial loans then economic progress will stagnate. This can be gleaned by figures which do a lot to reveal this belief. Once the revelation of the Entrepreneurs Association of Nagaland(EAN), that 18 commercial banks had provided only around 16% of the deposits as credit as against the national average of around 70% has only buttressed the widely held belief that financial institutions in Nagaland were willfully neglecting their obligations on specious arguments. The EAN had stated, at a meeting with the Parliament Standing Committee on Finance, that financial institutions were fighting shy of coming forward to promote entrepreneurs .If commercial banks in Nagaland shy away from providing loans for whatever reasons or excuses, then it can only mean they are not interested to play their role in the economic development of the state. It can also mean that the commercial banks prefer to plough the deposits they hold, to lend it for business in other parts of the country. There may be many reasons for the poor percentage of credit but surely, most of the reasons arise basically on account of preconceived notion that loans would go bad and which can also mean that all those seeking loans are future defaulters. While banks also have some genuine problems, yet it does not mean that there cannot be any business in Nagaland since there are many other states with similar or worse problems but banks still keep their doors open. The biggest drawback with obtaining loans from banks is the mandatory collateral as guarantee from the applicants. Some banks insists on 70% collateral while others go up to 100%. This has been a big hurdle for many would-be entrepreneurs in Nagaland. As a consequence, many aspiring potential entrepreneurs have to abandon their dream projects midway due to this problem. In view of the existing laws that prevent transfer of land ownership to non-Nagas as collateral guarantee, which has been seen to be a major hurdle by lending institutions; the relaxation in Dimapur cadastral area has opened the loan bottleneck. The issue of poor recovery of loans is an issue that needs to be given a serious consideration in the state but banks must also accept the fact that Nagaland is certainly not the worst case scenario as being made out. However, there is another side of the story which involves too many loan defaulters. Ironically, the biggest roadblock to bank loans is caused by the government itself. The government has made it mandatory for banks to give loans to selected entrepreneurs under PMRY or CM’s Corpus Fund. An overwhelming majority of beneficiaries who got loan from Banks end up defaulting on repayments. The selected beneficiaries are also given subsidies. The banks have taken this enlarging cycle of defaulters as an excuse or a pretext for not giving loans. The alleged bank loan scams involve government officials and politicians. On the other hand, banks should not feel that being compelled to give loans under PMRY or CM’s Corpus Fund is more than enough as these have helped them play their roles as lending institutions for the progress and development of the state schemes.

The beginning of your life of faith was very narrow and intense, centered around a small amount of experience that had as much emotion as faith in it, and it was full of light and sweetness. Then God withdrew His conscious blessings to teach you to “walk by faith” (2 Corinthians 5:7). And you are worth much more to Him now than you were in your days of conscious delight with your thrilling testimony. Faith by its very nature must be tested and tried. And the real trial of faith is not that we find it difficult to trust God, but that God’s character must be proven as trustworthy in our own minds. Faith being worked out into reality must experience times of unbroken isolation. Never confuse the trial of faith with the ordinary discipline of life, because a great deal of what we call the trial of faith is the inevitable result of being alive. Faith, as the Bible teaches it, is faith in God coming against everything that contradicts Him— a faith that says, “I will remain true to God’s character whatever He may do.” The highest and the greatest expression of faith in the whole Bible is— “Though He slay me, yet will I trust Him” (Job 13:15).

ndians love freebies. And they love chicken. The per capita consumption of poultry has increased four-fold in the last 50 years. So, let me give you the knowledge of two free things you get with your chicken. A bacterium called Compylobacter, and the stuff we use to clean our bathrooms with, Chlorine. Campylobacter comes from contaminated meat products, especially poultry. The avian species are the most common host for Campylobacter, probably because of their higher body temperature. Contamination occurs both on the farm and in poultry slaughter plants. Routine procedures on the farm, such as feed, handling, and transport practices, bring infected birds for slaughter. At the slaughter plant, de-feathering, evisceration, and carcass chillers have been documented to cross-contaminate poultry carcasses. Researchers have found Campylobacter to be at their highest populations on poultry during the warmer months. During these months, 87% to 97% of the samples tested were positive for the bacteria. Freezing does not eliminate the pathogen from contaminated foods. It survives even at 4 °C. Campylobacter was first described in 1880 by Theodore Escherich. It has long been recognized as a cause of diarrhoea in cattle and of septic abortion in cattle and sheep. Only in the last 25 years has Campy-
lobacter been recognized as an important cause of human illness. The Centers for Disease Control and Prevention report that it is the major cause of bacterial diarrheal illness, with thousands of cases documented annually, and 50% to 70% of those attributed to consuming poultry and poultry products. Children and young adults are more susceptible to this disease, and individuals with immunosuppression can develop prolonged or unusually severe cases of illness. Many thousand people die. Doses as low as 500 organisms have been reported to cause illness. The most common clinical symptoms of campylobacteriosis are fever, abdominal pain, and diarrhoea that occur within 2 to 5 days of ingestion of food or water contaminated with C. jejuni. Antibiotics, like erythromycin and fluoroquinolones, are usually prescribed, but now the bacteria is resistant to both. In about 1 of 1000 cases, the infection is followed 2 to 3 weeks later with Guillain-Barre Syndrome, a debilitating inflammatory polyneuritis characterised by fever, pain, and weakness that progresses to paralysis. Other possible autoimmune diseases, from Campylobacter infections, include Miller Fisher syndrome and Reiter’s syndrome or reactive arthritis. At the consumer level, accidental ingestion of 1 drop of raw chicken juice can easily constitute an in-

The elimination of Campylobacter infection from birds, before killing, is not feasible. It spreads through the communal drinking water, the hands of the handlers, the faeces which contaminates all Indian poultries. Chickens are stuffed into cages and sent for slaughter. Campylobacter has been shown to increase during transport. It is known that stress lowers the resistance of the live animal and increases the spreading of intestinal bacteria. Potential sources of Campylobacter contamination, on poultry carcasses, include faecal contamination of feathers and skin during transport to the slaughter facility, leakage of faecal content from the cloaca, intestinal breakage, and contact with contaminated equipment, water, or other carcasses. By the time the birds reach the place of killing, campy-
lobacter infections are 10fold greater than when they started off earlier that day. Birds are unloaded, shackled, killed, scalded, de-feathered, eviscerated, washed. The data showed no reduction in bacteria, Escherichia coli, or Campylobacter on carcasses during scalding and de-feathering. So, the poultry industry as a last resort, has, for the last forty years dunked the carcasses into a bath of chlorinated water to remove blood, faecal and bacterial contamination. Then the carcasses are required to be cooled rapidly to prevent bacterial growth. So the dead birds are put into water chillers. 20 to 50 ppm chlorine and chlorine dioxide is added to the water chillers and the bodies are immersed in it from 5-15 minutes. Chlorine is not just used directly on the chicken, but in all the machinery that is used to cut and clean the bird. Chlorine has a variety of uses. It is used to disinfect water, and is part of the sanitation process for sewage and industrial waste. It is also used in cleaning products, household bleach,

solvents, pesticides, polymers, synthetic rubbers, and refrigerants. Chlorine bleach is used to disinfect toilet bowls. Chlorine is used by the poultry industry to reduce spoilage bacteria and compylobacter, control the spread of pathogens, and prevent build-up of microorganisms on working surfaces and equipment. Does it succeed? Not really. Most studies show that, in commercial poultries, chlorine shows a small amount of reduction in carcass contamination. Researchers, like Sanders and Black, say that there is little effect of chlorine in the final carcass wash unless at least 40 mg/L is used. Washing carcasses post-chilled with water containing 50 mg/L of chlorine did not reduce the proportion of salmonella bacteria. These studies emphasized the importance of adequate contact time, which is not usually done in a washing operation. Chlorine dioxide is a synthetic yellowish-green gas, which smells like chlorine bleach and is being used since the 90s. In 1967, the Environmental Protection Agency (EPA) first registered the liquid form of chlorine dioxide for use as a disinfectant and sanitizer. From drains it has found its way to chickens and is used to control the microbial population in poultry processing chill water. Chlorine dioxide tends to result in a slightly lighter skin colour, because it bleaches
the chicken. The illness caused by Campylobacter contamination is clearly a major issue in our food system. But most poultry processing plants do not measure Campylobacter levels, since doing so would involve rejection of all chicken carcasses. Chlorine does not bring the bacterial load levels of contamination below the threat to public health. Campylobacter has been discovered in 69%-98% of retail-packaged broilers sampled from grocery stores in the U.S. A study (Bongkot) from New Zealand showed that Campylobacter existed in 63% of chicken carcasses at retail outlets. Blankenship and Craven detected viable strains of Compylobacter in ground chicken meat. A study (Friedman) in the United Kingdom estimated Campylobacter organisms on the surface of 80% fresh chicken carcasses. Kanenaka found 93% infected poultry samples in 2 large retail markets in Hawaii. If this is what happens in countries with strict food controls, what could happen to us where the food inspector has no labs, no checking equipment, and exists only to take bribes. Vigilance week observed across Nagaland

Vigilance awareness week observed at Mon on 31 October, 2016. (DPRO, Mon) DIMAPUR: Nagaland also observed the Vigilance Week 2016 under the theme “public participation in promoting integrity and eradicating corruption” at town hall, Dimapur on October 31. According to DIPR report, vigilance commissioner, Nagaland, K. T. Sukhalu IAS (Rtd) in his keynote address said that corruption was cancerous which every citizen must strive to cure. He observed that many new leaders on campaign declare their determination to eradicate corruption but soon they themselves become corrupted. He said that if people do not act now to remove corruption from the root, Nagaland would remain a developing state. People as citizens of the state are the solution for removing corruption and help to develop Nagaland, he said. Sukhalu was also disheartened to see corrupt people after taking bribe talking about the high moral standards and urged the people to follow the principles and ideologies of Mahatma Gandhi. Terming election as the root of corruption, Sukhalu appreciated the NBCC’s call for clean election. He was optimistic that various affiliated association/churches across the state would carry forward the message to their respective members. He however, felt that the church should also introspect on
the source of its funds. Giving importance to raising awareness and educating the public about corruption, he said that function of different NGOs should be educating and creating awareness about corruption issues among the general public. Commissioner also stated RTI as the powerful means of preventing corruption and has a good number of success stories but regretted to hear huge sum of money being offered to the applicants and manipulating documents while furnishing the details by the department officials. Commenting on the role of youths towards a corruption free society, Sukhalu said that the nation belongs to its youth and the youths can do a great deal in this matter but must be careful not to take up misguided ideals and ideas. He also felt the need to take up politics, to give new dimension and relevance and law also must ensure protection and rights to its citizens who believe in it. “We must remember that however much the corrupt insist on corruption, it can be rooted out by the public saying “No” he said. An essay competition was also held on the topic in the theme of vigilance week 2016 where Shatwang Konyak GHSS ‘A’ secured 1st, Teihzei Konyak GHS ‘C’ 2nd and Mankai GHSS ‘D’ secured 3rd respectively. The winners walked away with cash prizes. The program was led by EAC (P) Rohbi Sangtam, while DC Mon & District Vigilance Officer Mon, W. integrity and eradicate corruption’, said irrespective of creed, colour and status we should be bold enough to fight corruption. Later SDO (C) Wokha, Asalie Lese led the participants in reading out the Pledge. The function was chaired by EAC (Judl), Wokha Tsutsowe Kupa. DIPR: Department of Information & Public Relations, Nagaland observed the programme at the DIPR conference hall. Director IPR, Limawati Ao while addressing the staff said neither Nagaland nor India was corruption-free therefore anti-corruption week was observed every year in India. He mentioned that people usually think of corrupted politicians and officials in developmental departments who are constructing massive buildings in Dimapur and elsewhere. “Corruption is not just taking bribes, not coming to office on time or being absent without leave are also corruption” he said. People hardly pay taxes here so we do not really care about corruption when it comes to government’s money which was public money, he asserted. Director also expressed happiness over the record maintained in the IPR Department where no major corruption case was reported. Urging the staff, he said even a small department can make a difference in the state by being a good example. During the program, all the

staff and officials pledged to work unstintingly for eradication of corruption in all spheres. LUMAMI: Nagaland University (NU) organised a programme on October 31 at Ihoshe Kinimi Hall, NU, Lumami. In a press note by PRO Peter Ki, vigilance speech was delivered by finance officer Prof. M.K. Sinha. In his speech M.K. Sinha expanded the word VIGILANCE by way of explanation. He stated the first three letters ‘VIG’ are goals: The goal of vigilance should be Valuebased and valid; Impersonal; and Genuine. The next three letters ‘ILA’ are actions, the action of vigilance should be Impartial; Legitimated and within the Law; and should lead to fixing of Accountability he added. Further he said the final three letters ‘NCE’ are results: The result of vigilance should negate Nepotism and Nexus; Campaign around the results should be built up so that awareness is spread across; and Enforceable. The vigilance pledge was led by registrar Prof. T. Lanusosang. The programme was attended by faculty, administrative staff and students. Earlier the programme was chaired by legal cell in-charge N. CBI Director Anil Sinha had recently red-flagged rising cases of bank frauds saying the issue of delay in identifying and reporting frauds, which allows borrowers to siphon off funds before investigations are taken up, needs serious thoughts. “In the case of banks, there is some misunderstanding in what constitutes fraud. Fraud as understood in the banking sector is different from the fraud as understood by investigating agencies under IPC and CrPC. Banks do report NPAs and frauds to Reserve Bank as per their guidelines,” Central Vigilance Commissioner K V Chowdary said. He said after consultation with RBI, changes have been brought in to the system. A special chapter has been added in the Vigilance Manual for Banking system with updated one to be unveiled by Prime Minister Narendra Modi at a function of CVC on November 7.

New Delhi, Oct 31 (IANS): Domestic fast moving consumer goods (FMCG) companies have performed significantly well vis-a-vis the multinational companies (MNCs) in India during 2015-16, a research report said on Monday. “The combined overall revenue of selected eight MNCs during the FY 16 registered a total of $9,436.66 million, whereas the combined revenue of selected seven Indian FMCG is $11,066.46 million,” the Assocham-TechSci Research report said. According to the joint study, which observed performance analysis of selected Indian FMCG companies, the highest profit after tax margin is maintained at 25.48 per cent by ITC during 2015-16, as compared to Procter & Gamble Hygiene & Health Care among selected leading MNC players in FMCG sector in India, which maintained the highest profit after tax margin at 17.03 per cent.

New Delhi, Oct 31 (PTI): With several highticket alleged frauds like Vijay Mallya loan default case coming to fore, Central Vigilance Commission has now made it mandatory for the public sector banks to report to it all such matters involving funds over Rs one crore. Based on the reports, the anti-corruption watchdog, which has hired four General Manager ranked officers from bank as advisors, will recommend whether CBI probe can be ordered. According to CBI data, in 2015, the agency had probed 171 cases of bank frauds involving funds of Rs 20,646 crore. In addition, CBI is also investigating the Ponzi schemes involving funds of over Rs 1.20 lakh crore. The Commission will also call regular monthly meetings of senior officials of Reserve Bank of India (RBI), CBI and banks to monitor probe in suspected bank frauds of Rs 50 crore and above. The banks have been asked to share their reports of Fraud Monitoring and Reporting (FMR)

Francisco, US, but spends most of his time touring the globe. He described his journey to India and Nagaland as exciting, challenging with a lot of nice foods, places and beautiful clothes. Answering to a question on his second journey to the region, Eric said he liked to take up challenges besides doing what he loved to do, which was singing. He said, “Initially I was scared to tour solo
since I had relied on my friends Billy Sheehan and Paul Gilbert (his bandmates), I wanted to take up the challenge of doing solos, I wanted to experience me. I could say and do whatever I wanted in my solo tours. I get nervous sometimes but that’s what thrills me and keeps me going.” On being asked about the road condition, Eric said it had become worse than how it was when he
visited way back in 2009. He described the road as “brutal” and wished he could talk to someone from the government about it. Answer to a question, Eric said he felt overshadowed by Mr Big, nevertheless, he added, “who wouldn’t” feel overshadowed by a band that scored no 1 in 15 countries. He went on to say that Mr Big had also served as an umbrella and that he was proud to be part of the supergroup. Born in 1960 in Long Island, New York, Eric was at the top when Mr Big ruled the rock and roll world in between 1989 to 1997 and becoming a global phenomenon. He recalled of how he released his first record ‘Electro Asylum’ in 1985 and his first gig which was
at a senior prom. On a note to the aspiring singers, he said, “Keep hanging in, work hard, keep a fan base, keep it fun, don’t leave school, don’t drink, drop your vices and thing will work out for you when you least expected it. And most importantly be patient because it takes time and that’s why it’s called ‘experience’ and your time will come.” He further announced that he would be singing most of the Mr Big hits during his show on Tuesday night. CSTH President Mrs. Vishili A. Swu who delivered the welcome address said that a programme was aimed to ignite and revive the value and importance of our unique culture and identity. The event was inaugurated by the Chief Guest Mr. Kasheto Yeptho, 1st Class Contractor, who in his speech exhorted that we must be thankful to our great ancestors because they have left behind a very amazing tradition and culture which is a valuable and so priceless. We must utilize and preserve our unique identity because it is this culture and tradition that brings us together as a community. The programme was compere by Mrs. Anali. T. Achumi and Mrs. Shikatoli V. Yepthomi, CVBC Women Pastor, Mrs. Hokali Robert Chishi offered the invocation. All the six blocks of the village participated in various competitions for which cash prizes were given. Mexico City, Oct 31 (Agencies): Defending champion Lewis Hamilton kept alive his title defence with a controlled victory ahead of championship leader and Mercedes team-mate Nico Rosberg in a stormy Mexican Grand Prix. The 31-year-old Briton came home comfortably ahead of the German to trim his advantage to 19 points with two races remaining after a fiery finish to the 71lap race. This saw four-time champion Sebastian Vettel lose his temper during a
fanities -– but made a hasty retreat when the German came to the room. However, almost three hours after the race had ended, Vettel was penalised 10 seconds and demoted from third to fifth after officials deemed he had made a dangerous blocking move on Red Bull’s Daniel Ricciardo. K H E H OI , OCT 3 1 (NPN): The 31st session of Ato Area Sports Association got underway on Monday here at Khehoyi Ghami with senior kilonser and convenor Nagaland Political Affairs Committee (NPAC) Kughalu Mulatonu as chief guest. Speaking on the occasion, Mulatonu extended greetings on behalf of GPRN/NSCN chairman and ato kilonser. He remarked that, “football is not a new game to the Sümi community since similar traditional games were played by our forefathers” adding that Sümi are martial tribesmen fond of games and sports. Mulatonu pointed out that the three disciplines of the weeklong event-football, volleyball and badminton—are widely popular the world over and challenged the participants to take up sports at a professional level. The lone goal of the final match was scored by Aloka in the 13th minute. The champion team received a cash prize of Rs.65, 000 while the runners-up team received Rs.30, 000. Ayeto of Diphupar was adjudged as the best goal keeper, Tokugha of Diphupar was named the best defender and Nighato of Diphupar received the best player of the tournament. Akum of Diphupar was the highest scorer of the tournament while Aloka of Chekiye village was named the emerging player of the tournament. Thilixu won the prestigious best discipline trophy. In volleyball, Diphupar B won the championship title and received a cahs prize of Rs. 10,000 along with trophy and certificate. Thilixu bagged the 1st runners up trophy.

Speaking as the chief guest at the 50th Aqahuto Area Sports Association (AASA) Kukami trophy at Pimla village, the minister pointed out the responsibility of sports persons to break apart the menace of tribalism through sports. He urged the people of the area to change their mindset in order to bring positive changes, and urged the players to maintain true spirit of sportsmanship. The chief guest also called upon the players to hone their skills in any sports so as to participate in national level. While urging the gathering to honour the founding members of AASA, he said “celebrating jubilee is to forgive and forget the past enmity.” John also lauded the organizing committee for
their initiative in promoting sports. The six days tournament included football for boys, volleyball and badminton for both boys and girls.
