China’s NE threat on India over Taiwan

NEW DELHI, NOV 2 (AGENCIES): China has been criticizing India for raking up the ‘Taiwan card’ controversy as a bargaining chip in the India-China border dispute. After reports of India-Taiwan trade pact made the rounds, China reacted sharply saying that India should remain committed to the ‘One China’ principle and approach Taiwan-related issues prudently and properly, The Eurasian Times report stated. “There is only one China in the world, and Taiwan is an inalienable part of China. One China Principle is a universal consensus of the international community, India included,” said Chinese Foreign Ministry spokesman Zhao Lijian. Although the rumours were cleared, by a report in Economic Times, that cited reliable sources that said that New Delhi isn’t considering any proposal for a trade deal with Taiwan. On October

NTA for virtual Hornbill Fest D I M A P U R , N OV 2 (NPN): Nagaland Tourism Association (NTA) has highlighted the importance of Hornbill Festival in State’s tourism sector and against the backdrop of COVID-19 pandemic, suggested holding it as virtual festival. NTA president A David Solo and immediate past president Vincent Belho, in a statement, reminded that tourism sector of Nagaland depended greatly on Hornbill Festival as it was the only occasion where the tourism fraternity was assured of generating revenue and income. Admitting that the current pandemic poses threat, NTA said it has also become more important that hosting of a physical festival like in the past years was not possible and should not even be considered. There’s no official word on this from the Chinese government but analysts believe that an opinion piece wouldn’t be published in the Global Times, which is under the auspices of the Chinese Communist Party (CCP) if it is in contradiction with its stand on the issue.

Doyang Hydro project identified for seaplane service under UDAN Correspondent

KOHIMA, NOV 2 (NPN): After Prime Minister Narendra Modi launched seaplane service in Gujarat on October 31, the State transport department has identified Doyang Hydro project site for introducing a seaplane service under UDAN scheme. Transport and civil aviation minister P Paiwang Konyak told Nagaland Post that a proposal in this regard has been made in the backdrop of the Union ministry for civil aviation’s desire to introduce seaplane services in the Northeast. He said the proposal had already been sent to the ministry and its approval would be subject to the feasibility study expected to be done by the ministry. It may be mentioned that Modi had on October 31 launched seaplane service between the Statue of Unity in Narmada district and Sabarmati riverfront in Ahmedabad.

DIMAPUR, NOV 2 (NPN): Nagaland on Monday reported 21 new COVID-19 positive cases– 12 in Kohima, 8 in Dimapur and 1 in Mokokchung, taking the tally to 9096. Further, out of 9096 positive cases, the distribution across various categories

NPRAAF asks state govt to appoint ‘right person’ as CS DIMAPUR, NOV 2 (NPN): While the current chief secretary Temjen Toy is on medical leave and with Jane Alam taking temporary charge, Nagaland Public Rights Awareness and Action Forum (NPRAAF) has appealed to the State government to appoint the “right person” as chief secretary (CS) without discrimination and bias. In a statement, NPRAAF cautioned that unfair appointment of a CS would set a wrong precedence for the future governments and demoralise the state bureaucracy, especially K Y M C

DCPOs training on POCSO Act organised in Kohima

DCPOs along with SCPS, CPS officials during the training held on November 2 at Kohima. DIMAPUR: State Child Protection Society (SCPS), Child Protection Services (CPS), department of Social Welfare, Nagaland, organised training for district child protection officers (DCPOs) on the implementation of Protection of Children from Sexual Abuse Act (POCSO) 2012 at Hotel Ura, Kohima on November 2. A press release by CPS Nagaland stated that, DCPOs from 11 districts participated at the training, which started with the pledge on “Jan Andolan Campaign” to prevent the

spread of COVID-19. DCPOs play an important part in coordinating and supervising the implementation of the ICPS and all other child protection activities at the district level including monitoring and supervision of all child care institutions, projects and programs. The training was organised with the objective to enhance the knowledge of the participants about the various provision in the POCSO Act, 2012 to be implemented at the district level. POCSO Act was enacted in 2012 for the pro-

tection of children from the offenses of sexual assault, sexual harassment and pornography, while safeguarding the interests of the child at every stage of the judicial process by incorporating child-friendly mechanisms for reporting, recording of evidence, investigation, and speedy trial of offenses through designated Special Courts. The Act was notified on November 11, 2016 in Nagaland and thereby Nagaland Juvenile Justice (Care and Protection of Children) Rules 2017 was framed and notified on February 10, 2020.

The 86-year-old Congress politician complained of restlessness on Sunday night, following which he was taken to the intensive care unit (ICU) of Gauhati Medical College and Hospital (GMCH), superintendent of the health facility Abhijit Sarma told reporters here. “A team of doctors is monitoring his health. His ammonia level is slightly high. We have put him on non- invasive ventilator support and his oxygen saturation level is normal now,” he said. Gogoi is mentally stable and conscious, Sarma said. KOKRAJHAR (ASSAM), NOV 2 (PTI): Five members of a family allegedly died by suicide in Assam’s Kokrajhar district on Monday suspectedly due to a huge financial burden, police said. Their bodies were found hanging from the ceiling of their house in Tulsibil town along the Assam-West Bengal border, a senior police officer said. The deceased were identified as Nirmal Pal (45), his wife Mallika (40) and their daughters Puja (25), Neha (17) and Dipa (15), Superintendent of Police Rakesh Raushan said. “Prima facie, it appears to be a suicide case. Preliminary investigation has found that Nirmal Pal, who ran an LPG outlet in Tulsibil market, had a financial burden of Rs 25-30 lakh. His eldest daughter was a private school teacher,” he said. A suicide note was also found but its contents are not immediately known, the officer said. A trader in the market claimed Pal had collected a huge sum of money from people to provide LPG connections through his subagency but failed to deliver on his promise due to the lockdown and the change of rules by oil firms.

However, the state government on the recommendation of the Hill Areas Committee of the state Assembly extended the terms of the ADC for six months with a proposal to hold the elections by October-November. On the other hand, some tribal based civil society organisations have been against holding of the elections to the ADCs in this bad time of COVID-19 pandemic while suggesting conducting the same when the situation improves. Among the CSOs, All Tribal Intellectual Forum, Manipur (ATIFM) opined that the elections should be held “only when the environment is conducive again”. ATIFM, in a statement, observed that the hills lack proper infrastructure to face the pandemic if the ADC election is conducted in November and the number of COVID-19 cases may surge. Asking the state government not to go under the pressure of some CSOs, the statement alleged that those organisations were not the only authentic voice of the hill people of Manipur.

Tripura Education Department Director Uttam Kumar Chakma told IANS that 50 per cent teachers and staff are coming to the schools across the state since October 15 and the students of Class IX to XII are allowed to come to the schools for counselling by the teachers with the permission of their parents. Assam government’s Education Department officials said that classes for students from Class VI to XII have been resumed in small batches following all Covid-19 protocols and the standard operating procedures (SOPs) issued by the department on October 30. The students, teachers and staff are screened at the entry point of each school. “Attendance of students is not mandatory and it is purely based on parental consent. The hostels of all educational institutions would remain closed till further orders of the government,” a senior official said.

However, online mode of education would continue for students who prefer to attend online classes rather than physically attend the schools.

The teaching and nonteaching staff of all the educational institutions and cooks and helpers engaged in preparation and serving of mid-day meal should be medically tested for Covid19 after 30 days. Assam Chief Minister Sarbananda Sonowal has already issued instructions for extensively using audio-visual tools and other attractive methods of teaching in the first month. It said the move was “shocking that the government has not involved the citizens in framing of this important law through a proper pre-legislative consultation”. Pre-legislative consultation is important because the framing of this law which is meant to make bureaucratic action responsive and time bound cannot be left to the bureaucratic class alone,” TUR leader, Angela Rangad said in a press communique. Rangad recalled that TUR had submitted a people’s draft of a similar law in 2013 to the government called ‘The Right of Citizens for Grievance Redress and Service Guarantee in

Our draft bill was wider in scope than mere Right to Public Service Delivery and was conceived also for grievance redressal. The NGO said that a citizen-friendly grievance redress mechanism is an essential component in establishing a rights based framework. In case the citizen is unable to access rights/entitlements/services that he/she is eligible to access, there needs to be a time bound and effective method by which a citizen can file a complaint and have his/her grievance redressed. In such a framework, it stated that the redress of grievances is a positive intervention to not only give the citizen their entitlement, but also provide information to the administration about shortcomings that may exist in

Redressal of grievances also requires support structures which are fairly independent from those implementing the program/s. Therefore, an effective and decentralized method of grievance redress is through a well designed Legislation that ensures citizens grievances are heard, registered, addressed and redressed,” the NGO advised the government. “Every individual Indian citizen residing in Meghalaya shall have the right to time bound delivery of goods and provision for services, of the prescribed measure and quality, and redressal of grievances. Every public authority will publish a Citizen’s Charter specifying nature and quality of service it delivers, timeframe for its delivery etc. Citizen Charter will be created with public consultation and will be mandatorily updated annually,” Rangad underscored.

t took a little bit of nudging from union home minister Amit Shah to convince the opposition NPF legislators to exhibit reconciliation with the ruling Progressive Democratic Alliance(PDA) coalition after the Joint Legislators Forum(JLF) split when NPF legislators decided to form their own political platform- Political Affairs Mission(PAM). The NPF legislators resigned from the Joint Legislators Forum(constituted in 2012 and reconstituted on September 18,2018) over differences with the chief minister over alleged inaction over Naga political solution. NPF then formed the PAM on August 28,2020. Both JLF and PAM share the same goalbringing all Naga political groups on the same page for the same political solution. The split or division among the legislators had only send confusing signals to the stakeholders since the existence of two fora only showed the dichotomy of approach to the same issue by legislators having the same objective but unable to share a common platform. The existence of JLF and PAM was indeed in itself a contradiction. The role of legislators as selfacclaimed ‘facilitators’ for Naga political solution is supplementary but still ,they play a role in holding consultations with various apex tribe organisations and NGOs. There has been many consultative meetings over the years since 2012 with various tribe hohos, NGOs and civil society organisations. Today the emergence of 14 Apex Tribe Hohos of Nagaland and the Nagaland GB Federation(NGBF) has taken centre stage unlike in the recent past. In addition to the split between the ruling and opposition legislators, the state is also witnessing a friction between the ruling PDA coalition government, notably the chief minister with the state governor. The fate of the much expected Naga political solution, earlier speculated after October 31,2019 and before Christmas, hasn’t happened. It is over a year and still there appears no hard evidence of early solution. The delay has been blamed on the issue of Naga flag and Naga constitution (Yehzabo) as demanded by the NSCN(I-M). On the other hand the group has laid the blame on the Interlocutor and Nagaland governor R.N. Ravi for allegedly going back over the demands in principle. As it may seem, the ruling PDA has left much unsaid about the governor after the “leak” of a letter written by the latter to the former, over concerns involving rampant extortion and other issues that continue to make news. Be that as it may, people understand these circumstances. Therefore, if there is an appeal on all to come together in the larger interest of peaceful solution and the union home minister’s advice to legislators to be on the same page; perhaps this should also be an occasion for both the state government and the governor to mend their fences at such a crucial time. Both offices of the chief minister and governor serve people and so they should realise that differences in perception over policing matters are not uncommon. Such differences matter as they help to see the other’s point of view and widen the perspective on what needs to be done. The chief minister is legislative head of the government while the governor is the executive head of the state and representative of the president of India. Without prejudice to any, the general feeling and expectation among people is for early solution so that they can focus on rebuilding and reshaping their future after decades of violence, loss of lives, instability and disturbances.

In other words, “To be My disciple, let him give up his right to himself to Me.” Our Lord is not talking about our eternal position, but about our being of value to Him in this life here and now. That is why He sounds so stern (see Luke 14:26). Never try to make sense from these words by separating them from the One who spoke them. The Lord does not give me rules, but He makes His standard very clear. If my relationship to Him is that of love, I will do what He says without hesitation. If I hesitate, it is because I love someone I have placed in competition with Him, namely, myself. Jesus Christ will not force me to obey Him, but I must. And as soon as I obey Him, I fulfill my spiritual destiny. My personal life may be crowded with small, petty happenings, altogether insignificant. But if I obey Jesus Christ in the seemingly random circumstances of life, they become pinholes through which I see the face of God. Then, when I stand face to face with God, I will discover that through my obedience thousands were blessed. When God’s redemption brings a human soul to the point of obedience, it always produces. he more meateaters are pushed onto the back foot by the thousands of people turning vegan every day, the harder they are fighting back. Meat is no longer called meat. It is called protein, and a variety of myths are spread about plant eaters; that they have less muscle mass and worse endurance than their meat eating counterparts. Do plant eaters lack muscular strength and have a protein deficiency ? There is a popular belief that a vegan diet may be associated with a lower exercise performance, due to the lack of certain nutrients in vegans. So, a major study was done by Boutros, Landry–Duval, Garzon and Karelis, and published in the European Journal of Clinical Nutrition in April 2020, to determine whether a vegan diet was detrimental to endurance and muscle strength. The researchers recruited 56 young women, half vegan and half meat eating, to come to a lab to have their physical health tested. All women in the study were between 18 and 35 years old, were healthy, lean, had normal body mass indexes, and active lifestyles. The researchers wanted to make sure that they were making fair com-

parisons between groups so they could pinpoint diet as the key factor. Five measures were taken: estimated VO2 max which is the maximum rate of oxygen consumption measured during exercise of increasing intensity, upper body muscle strength, lower body muscle strength, body composition, and submaximal endurance (a way of estimating “aerobic fitness”) . Researchers also asked participants to keep a journal of their food intake. Vegans were chosen if they had been on a plant-based diet for several years. What were the results ? Good news for vegans – as I expected. They found that, in terms of body composition, both groups were of similar body weight, body mass index, total fat percentage, and total lean body mass. Estimated VO2 max, a measure of endurance, was higher and better in the vegan group than in the omnivore group. Vegans also performed significantly higher on the submaximal endurance test. There were no differences observed for general physical activity or in lower body muscle strength. Researchers also found that vegans ate much more vitamin C, dietary fibre, iron, magnesium and much less saturated fat.

Take body’s health seriously The results show that a vegan diet does not affect the endurance and muscle strength of young, active women – except make it better ! How else does a vegan diet help the body ? An analysis of 11 studies was done by Wang, F. et al. Effects of Vegetarian/Vegan Diets on Blood Lipids: A Systematic Review and Meta-Analysis of Randomized Controlled Trials (Journal of the American Heart Association, 2015). This included 832 participants, and seven of the studies were on vegans. The studies lasted from 3 weeks to 18 months. The researchers evaluated changes in total cholesterol, low-density lipoprotein (LDL) “bad” cholesterol, high-density lipoprotein (HDL) “good” cholesterol, non-HDL cholesterol and triglyceride levels. The results showed that vegan/vegetarian diets effectively lowered all cholesterol levels. I n a n o t h e r s t u dy,

done by Macknin, M. et al. (The Journal of Pediatrics, 2015), 30 children with obesity and high cholesterol levels and their parents followed either a vegan diet, or an American Heart Association (AHA) diet which contained meat/ fish/eggs, for 4 weeks. Children following the vegan diet lost 3.1 kg during the study period. This was 197% more than the weight lost by those in the AHA group. Parents in the vegan groups had an average of 0.16% lower HbA1c level, a measure of blood sugar management. They also had lower total and LDL (bad) cholesterol levels than those on the AHA diet. The GEICO study printed in the European Journal of Clinical Nutrition, 2013, had 291 participants from GEICO corporate offices. They followed either a vegan diet or a meat based diet for 18 weeks. Participants who followed the vegan diet

for 18 weeks lost an average of 4.3 kg, compared with 0.1 kg in the control group. Total and LDL (bad) cholesterol levels dropped by 8 mg/dL in the vegan group, compared to almost no change in the control groups. HDL (good) cholesterol and triglyceride levels both increased more in the vegan groups than in the control group.HbA1c levels dropped by 0.7% in the vegan group, compared to 0.1% in the control group. A study was done by Barnard, N.D. et al. on the effects of a low fat, plant based, diet on body weight, metabolism and insulin sensitivity (The American Journal of Medicine, 2005) of 64 overweight middle aged females, who followed either a low fat vegan or a low fat meat diet for 14 weeks. Participants in the vegan group lost an average of 5.8 kg compared to 3.8 kg) in those on the control diet. Changes in BMI and waist circumference were also greater in the vegan groups. A Low Fat Vegan Diet improves Glycemic Control and Cardiovascular Risk Factors with Type 2 Diabetes, according to a study printed in Diabetes Care, 2006. 99 people divided into two groups, one vegan, the other low fat meat. In

the vegan group, HbA1c or blood sugar levels fell by 0.96 points. This was 71% more than the other group. In addition, LDL (bad) and total cholesterol levels fell by 10.1–13.6 mg/dL more in the vegan groups than in the ADA group. Nicholson, A. S. et al. (Preventive Medicine, 1999). Eleven people with type 2 diabetes followed either a low fat vegan diet or a conventional low fat diet for 12 weeks. In the vegan group, fasting blood sugar levels fell by 28%, compared with a 12% decrease in those following the conventional low fat diet. People on the vegan diet also lost an average of 7.2 kg over 12 weeks. Those on the conventional diet lost an average of 3.8 kg. I could go on forever because there have been thousands of studies and each one says the same thing: a vegan diet will help you lose weight, bring your blood sugar and cholesterol down and improve your muscle strength and stamina. Framework Agreement and the agreed position Virtual Hornbill 2020

T

he signing of the Framework Agreement (FA) between the Government of India (GoI) and the National Socialist Council of Nagaland (NSCN-IM) on 3rd August, 2015 was a jubilant moment for the Naga people. Ever since then, the Nagas have pinned their hopes of finally achieving the elusive solution to the Indo-Naga issue through the FA. The trajectory of signing the FA has signs of credible sequences indicating that the FA was an ardent pursuit of both the GoI and the NSCN. It may be recalled that after the Ceasefire Agreement (CA) was signed on 1st August 1997 between the GoI and the NSCN, the principles for negotiations were lucidly laid out for the two politically different entities with a resolve to negotiate at the highest order, i.e. at the Prime Minister’s level. A series of negotiations in different countries between the heads of the two entities ensued, resulting in the recognition of “the unique history and the situation of the Nagas” on 11th July 2002 under the prime ministership of Atal Bihari Vajpayee.

To make the unfolding trajectory more tenable, the then interlocutor in 2010, RS Pandey, proposed the ideas of a “Shared Sovereignty” model between the state of India and the state of Nagalim. Against this backdrop, the two parties begun to discuss competencies within the frame of a shared sovereignty model. This culminated into the signing of the FA. A paragraph within the document runs as “respecting people’s wishes for sharing the sovereign powers as defined in the competencies, reached an agreement on the 3rd August, 2015 as an honourable solution. It is a matter of great satisfaction that dialogue between the Government of India and the NSCN has successfully concluded and we are confident” (verbatim). The preceding statements clearly indicates that the GoI and the NSCN defined the competencies based on shared sovereignty model, and accordingly created the FA towards a shared, honourable solution. The document concluded with promising statements between the two entities to chalk out the details, execution plan, and imple-

mentation timelines, to be determined shortly. Although the document detailing the FA was subtly regarded to be kept a secret, it was not unknown to the leaders of every Naga segment. This is because the NSCN leadership rallied the Naga public and various stakeholders time and again for consultation to prepare the landing ground for the FA. So, the Nagas of different societal groups surmised that the shared sovereignty model as proposed by the GoI through RS Pandey was in the offing. The Joint Legislatures Forum of Nagaland successively took a unanimous decision to pave way for the FA. The Naga legislatures from Manipur also sent representations of support to the Prime Minister of India (Narendra Modi). The frontal apex organizations of the Nagas, such as, the Naga Hoho, Naga Mothers Association, Naga Students’ Federation, United Naga Council, and the Naga People’s Movement for Human Rights, issued series of letters supporting the FA. While the Naga public was busy preparing the red

carpet for a grand reception of the FA, on 13th December 2016, the splintered groups of Naga nationalists announced the formation of the Naga National Political Groups (NNPGs), expressing willingness to come onboard for the talk. The much-forgotten groups were soon pulled together on the table of negotiations by the interlocutor RN Ravi, supposedly for an inclusive solution. However, the clandestine relations of the interlocutor with the NNPGs made them appear as the “other” in the eyes of the proponents of the FA. In order to legitimize the presence of NNPGs, Ravi hurriedly signed a separate agreement with them on 17th November 2017, which is known as “Agreed Position”. The preamble of the Agreed Position is appended in a seemingly exact replica of the FA which envisions a solution based on Naga’s right to self-determination. n Nagaland scenario another root cause of “Corruption” is the manner in which the General State Assembly Election and the ByElection is conducted in electing the so called leader and now the people of Southern Angami-1 constituency and the 60 Pungro-Kiphire constituency is facing for the upcoming 3rd November By-election poll. To root out the corrupt practices of election is certainly not an easy task, we live in a situation where ‘everybody knew but nobody obeyed’ and ‘everybody said and nobody did’. Hence we need a strong hand to cure the malaise of election malpractices. No one is above the law and no one is above God. These are the few factors which result to unfair election; i) compulsion to win – many candidates adopt unfair means to win, they use money, muscle and gun power to win ii) poverty – poverty is another reason that compels a person to accept money from the candidate to meet their basic needs iii) ignorance – many of the villagers do not know whether accepting money is exchange of vote is ethically right or wrong iv) greediness – it cannot be an exaggeration to say that many people in our society take money not because they are poor or out of ignorance but purely to accumulate wealth v) clanism/group-ism/village-ism.

Election is a good means of choosing a leader but because of the wrong practices of election, we hear painful stories of division among the families, clans and villages and the fabric of friendship and love is completely destroyed. The climate of unity and love among the church members is being eroded by the negative forces of election. We must not make election as a battle ground rather cast your vote fairly and justly. We sell our vote just for some few cash and its like we are selling our rights for five years and which we struggle because of improper road condition, bridges, schools, hospitals and vice versa. Fair Election is the pillar of good governance Clean Election is nothing but a call to all the people of all background to commit themselves to consciously elect their leaders with integrity without being manipulated through corruption or other unhealthy means. India as a democratic country, the government is the people for the people and by the people. It is a form of government which all the citizen have equal right in the decision. Corrupt election result in poor governance, increasing poverty, crime and social instability which can lead to violence and wars. The sole purpose of clean election is to

tell the truth, to fight for the truth, to stand for the truth and to bring positive change in our society. Election is the right means of choosing the right leaders to lead our state. In the past election, we have seen that money had been place at the top and God at the bottom. Candidates have used money to woe voters while on the other hand, voters demand money for their vote. Proxy voting was rampant. Proxy voting is stealing of another’s identity and that amount to impersonation. Many individual choose to select and vote for the candidates who spend more money during election. Nagaland is a land where almost all the politicians, candidates and voters are Christians. And this is the right place to do what is right according to the Biblical truth, avoiding all forms of malpractices. Let us pray and hope that clean election would prevail in the forth coming By-Election, and may our state be a land free of corruption where true democracy prevail. A Virtual Hornbill festival, as we understand it, will be a media oriented onewhere there will be no inflow of touriststo the State or mass gatherings of any kind.It will instead promote the largest and most anticipated festival of festivals to the outside worldthrough the means of social and electronic media i.e. YouTube, Facebook, twitter, Instagram, etc. by using recorded footage of the festival. Tejashwi, 4 min of Nitish govt in fray in phase-2

PATNA, NOV 2 (PTI): The stage is set for the second and, arguably, the most crucial of the three phases of Bihar assembly elections in which over 2.85 crore voters are eligible to decide the fate of nearly 1,500 candidates on Tuesday. Voting will take place on November 3 in 94 assembly segments, more than a third of the 243-strong assembly spread across 17 districts, all of which but three -- Patna, Bhagalpur and Nalanda -- are situated north of the Ganges. Notable among the candidates is the RJD’s Tejashwi Yadav, the opposition Grand Alliance’s Chief Ministerial candidate, who has been aggressively trying to cash in on the anti-incumbency factor against the Nitish Kumar government. The 31-year-old is seeking re-election from Raghopur in Vaishali district which he had wrested back for his party from the BJP’s Satish Kumar in 2015. The BJP leader had defeated Yadav’s mother Rabri Devi, a former chief minister, in 2010. The BJP has retained its trust in Satish Kumar, hoping that the giant killer will be able to do a repeat of 2010 when, like this time,

JD(U) president and Chief Minister Nitish Kumar was with the NDA. Tejashwi’s elder brother Tej Pratap Yadav is trying his luck from Hasanpur in Samastipur district, shifting his base from Mahua in Vaishali. There were said to be fears in the RJD camp that Tej Pratap’s bid to retain Mahua could be challenged by the NDA through his estranged wife Aishwarya as its trump card. She is already taking an active part in the campaign for her father Chandrika Roy in Parsa, which he has represented a number of times and is seeking to retain on a JD(U) ticket this time. All the four assembly segments in the capital city

– Patna Sahib, Kumhrar, Bankipur and Digha – are also going to polls in the second phase. All these are held by the BJP. State minister Nand Kishore Yadav is in the fray trying to retain Patna Sahib for a seventh consecutive term. Multiple-term MLA Nitin Nabin faces a challenge in Bankipur from Congress candidate Luv Sinha, who is the son of actor-turned-politician Shatrughan Sinha, a two-time local MP who lost the seat when he entered the fray after quitting the BJP. The BJP has retained as its candidates Arun Sinha and Sanjiv Chaurasia for Kumhrar and Digha respec-

tively. Seven constituencies of Nalanda district, to which Chief Minister Nitish Kumar belongs, also go to polls in the second phase. Barring Hilsa, represented by the RJD’s Shakti Singh Yadav, and Bihar Sharif, which two-term MLA Sunil Kumar retained on a BJP ticket in 2015, all the remaining five were won by the JD(U). The assembly segment named after the district is represented by state minister Shrawan Kumar who is seeking re-election from the seat. The JD(U) has suffered a setback in the reserved Rajgir seat where its sitting MLA Ravi Jyoti, a former police inspector, is now the fray on a Congress ticket. Two other ministers Ram Sevak Singh (JDU) and Rana Randhir Singh (BJP) are trying their luck from Hathua and Madhuban in Gopalganj and East Champaran districts respectively. The ministers are sitting MLAs from the respective seats. Many “bahubalis” or their wives, sons, brothers or other close relatives are also contesting a number of seats. Of the 1,463 candidates

in the fray on the 94 seats, nearly 10 per cent (146) are women. Among the 2.85 crore voters, females account for 1.35 crore. Maharajganj has the maximum number of 27 candidates for any constituency while Darauli (04) has the lowest. Among the major parties, the RJD is contesting 56 of the 94 seats while its ally Congress is contesting 24. The CPI and CPI(M), which joined the Grand Alliance recently, are fighting four seats each. Quite a few seats are being contested by the CPI(ML), the Left outfit with the strongest presence in Bihar. BJP candidates are in the fray in 46 of the seats, while another 43 are being contested by those with JD(U) tickets. Mukesh Sahni’s VIP, the latest entrant in the NDA, is contesting the remaining five. The LJP is contesting 52 seats, including the two it had won in 2015 contesting as an NDA constituent. The party has fielded one transgender candidate too in this phase. The bid of Raju Tiwari and Raj Kumar Sah to retain Govindganj and Lalganj respectively is being challenged by the BJP.

Her clarification came amid speculation over her last week’s statement that the BSP would vote for the BJP or any other party’s candidate to ensure defeat of the Samajwadi Party contenders in future elections, including those of the Uttar Pradesh legislative council and the Rajya Sabha. Mayawati alleged that the SP and the Congress were misusing her recent statement so that the Muslim community distances itself from the BSP. “The alliance of the BJP with the BSP is not possible in any polls in the future. Solicitor General Tushar Mehta, representing the Centre, submitted before a bench headed by Justice U.U. Lalit that some legal proceedings are still pending in the UK, which is delaying Mallya’s extradition. The top court after a brief hearing in the matter adjourned the case to the third week of January. GST: 16 states, 3 UTs to get Rs 6k cr

NEW DELHI, NOV 2 (PTI): The Finance Ministry on Monday said it will transfer Rs 6,000 crore as the second tranche of GST compensation shortfall to 16 states and 3 Union Territories—including Maharashtra, Bihar, Assam, Puducherry and Delhi. The Centre had on October 23 transferred Rs 6,000 crore to 16 states and 2 UTs of Delhi and Jammu and Kashmir. In the second tranche of transfer, Union Territory of Puducherry has been included. “The Ministry of Finance, Government of India, under its ‘Special Window to States for meeting the GST Compensation Cess shortfall,’ will be releasing an amount of Rs 6,000 crore as second tranche to 16 States and 3 Union Territories today,” the ministry said in a statement. This borrowing was done at an interest of 4.42 per cent, which is lower than the cost of borrowings for the states and UTs, thus benefitting them, it said.

The Finance Ministry said the Centre would borrow from the market to pay the GST compensation shortfall of Rs 1.1 lakh crore to states, and then act as an intermediary to arrange

back-to-back loans to state governments. This arrangement will not reflect in the fiscal deficit of the Centre and will appear as capital receipts for state governments. The Centre had in August proposed two options to states: borrow Rs 97,000 crore (on account of GST implementation) from a special window facilitated by the RBI or the complete shortfall of Rs 2.35 lakh crore (including Rs 1.38 lakh crore due to COVID) from the market. The options have since been revised to Rs 1.10 lakh crore and Rs 1.83 lakh crore, respectively. On Sunday, the Finance Ministry said GST collections in October stood at over Rs 1.05 lakh crore, crossing for the first time the Rs 1 lakh crore mark since February this year. Among the states, Chhattisgarh has secured the first rank in the country in terms of the increase in GST collection by recording a 26 per cent rise over the same month last year.

China Railway announced on Saturday the bidding results for the construction of two tunnels and one bridge, as well as the power supply project for the Ya’an-Linzhi section of the Sichuan-Tibet Railway, indicating that construction of the project is about to begin. The Sichuan-Tibet Railway is the second such project in Tibet after the Qinghai-Tibet Railway. It will go through the Qinghai-Tibet Plateau, one of the world’s most geologically active areas, said a report by the state-run China News. SEOUL, NOV 2 (IANS): Former South Korean President Lee Myung-bak was jailed again on Monday on corruption charges, following the Supreme Court’s order last week to confirm an earlier 17-year prison term. The 78-year-old, who had been out of prison since February, was taken to the Seoul Dongbu Detention Center, where he had served time for about a year after his arrest on March 22, 2018, Yohap News Agency reported. This term will be 16 years, as he has already served about one year behind bars. According to a Ministry of Justice official, there were chances that the former President, who was in power from 2008-2013, might serve his time in the detention centre, given his age and underlying health conditions, rather than being transferred to a prison. Lee’s imprisonment came four days after the Supreme Court upheld an appeals court’s ruling that sentenced him to 17 years in jail and ordered him to pay 13 billion won in fines and forfeit 5.7 billion won on embezzlement and bribery charges. The top court also rejected Lee’s appeal against a lower court’s decision to cancel his bail.

The Office of Civil Defense (OCD) in Bicol, one of the hardest-hit southernmost regions of the main island of Luzon, said three other people were reported missing, reports Xinhua news agency. Goni was a “Super Typhoon” when it first made landfall at dawn on Sunday, packing maximum sustained winds of 225 km per hour near the center and gustiness of up to 310 km per hour. It weakened as it blew out of the country. Typhoon Goni triggered flash floods and mudslides in the Bicol region, and left a trail of destruction in 12 out of the 17 regions in the Philippines.

n a major study, researchers have identified the important factors which could be contributing to the chronic inflammation in people living with HIV. While current antiretroviral treatments for HIV are highly effective, data has shown that people living with HIV appear to experience accelerated aging and have shorter

lifespans -- by up to five to 10 years -- compared to people without HIV. These outcomes have been associated with chronic inflammation, which could lead to the earlier onset of age-associated diseases, such as atherosclerosis, cancers, or neurocognitive decline. The research team examined what factors could be contributing to

this inflammation, and identified the inability to control HIV RNA production from existing HIV DNA as a potential key driver of inflammation. Published in The Journal of Infectious Diseases, the results underscore the need to develop new treatments targeting the persistent inflammation in people living with HIV in order to improve outcomes.

According to the study, after infection, HIV becomes a part of an infected person’s DNA forever, and in most cases, infected cells are silent and do not replicate the virus. Occasionally, however, RNA is produced from this HIV DNA, which is a first step towards virus replication. Antiretroviral treatments help prevent HIV and AIDS-related complications, but they do not prevent the chronic inflammation that is common among people with HIV and is associated with mortality. “Our study set out to identify a possible association between HIV latently infected cells with chronic inflammation in people with HIV who have suppressed viral loads,” said study author Nina Lin from the Boston University in the US. For this study, researchers had a cohort of 57 individuals with HIV who were treated with antiretroviral therapy.

WhatsApp set to roll out disappearing messages feature

acebook which has been working on a disappearing messages feature for WhatsApp for quite some time has now confirmed that the tool is expected to roll out soon globally. The social networking giant has created a frequently asked questions (FAQ) page on the upcoming feature, revealing detailed information about it. According to the company, while the users can themselves turn disappearing messages on and off for individual chats in a group chat, only the admins will get to use the feature.

WhatsApp also explained how the feature will work. The company said that once the feature is enabled, “new messages sent in the individual or group chat will disappear after seven days”. “If a user doesn’t open WhatsApp in the seven-day period, the message will disappear. However, the preview of the message might still be displayed in notifications until WhatsApp is opened,” the company added. WhatsApp said that if a disappearing message is forwarded to another chat with disappearing

messages off, the message won’t disappear in the forwarded chat. The feature will also work for media but the

media will be saved to a smartphone if the autodownload option is enabled. The latest develop-

ment comes a year after the feature was first spotted on the platform’s beta version for Android. As noted by WABetaInfo, a website that tracks WhatsApp, disappearing messages appeared on WhatsApp beta version 2.19.275 for Android last year. The disappearing message feature will rollout on WhatsApp for web, Android, iOS and KaiOS platforms. However, the exact date of its global availability is still unclear. (IANS)

IPL: What happens if teams are locked on points, net run rate

NEW DELHI, NOV 2 (IANS): As the race to grab playoff berths enter decisive phase, with four teams fighting for three spots on Monday and Tuesday, it is possible that more than one team finish with the same number of points on the table -- and, in the highly unlikely scenario, even on the net run rate. Royal Challengers Bangalore (RCB), Delhi Capitals DC) -- both play on Monday night -- SunRisers Hyderabad and Kolkata Knight Riders are in fray to grab the remaining three spots after Mumbai Indians confirmed the top spot. After Monday’s game decides the second place, there is a chance that three of the teams looking for the remaining two spots could be locked on same points -- 14. If such a thing happens, number of wins will be considered according to IPL match-playing conditions. The team with most wins will be placed at a higher position. Rule 16.10.2.1 of IPL’s match-playing conditions states: The team with the most wins in matches in the League during the season will be placed on the higher position. However, if the num-

ber of wins are same, then the net run rate will be considered. Rule 16.10.2.2 states: If there are teams with equal points and equal wins during the season, then in such case the team with the higher net run rate (as calculated in clause 16.12 below) will be placed in the higher position. bled players in a bio-secure environment. The 21-day camp will first begin for the men’s players from November 30. It will be followed by a women’s camp from January 4.
