VIENNA, NOV 3 (AP): A man who had previously tried to join the Islamic State group rampaged in Vienna armed with an automatic rifle and a fake explosive vest, fatally shooting four people before he was killed by police, Austrian authorities said Tuesday. Witnesses described dozens of screaming people fleeing the sounds of gunshots Monday night in a nightlife district crowded with revelers enjoying the last hours before a coronavirus lockdown. Others barricaded themselves inside restaurants for hours until they were sure the danger had passed. Video that appeared to be from the scene showed a gunman, dressed in white coveralls, firing off bursts seemingly at random as he ran down the Austrian capital’s dark cobblestone streets. While the attack lasted just minutes, authorities said only on Tuesday afternoon that there was no indication of a second attacker — adding to tension in the capital as residents were urged to stay home. Dmu: Screening of returnees at entry points from today D I M A P U R , N OV 3 (NPN): Dimapur district administration has informed that returnees to Nagaland through Dimapur district will be screened at the entry point from November 4 onwards and not at the Agri Expo site. In this regard, district officials will be deputed at four entry points to Dimapur district-- airport, railway station, Dillai check gate and New Field check gate. An order issued by deputy commissioner (DC) Dimapur, R. Soundararajan stated that: “In accordance with relevant SPOs, duty at the respective locations will commence from November 4.” Till November 4, there were 111 persons under facility quarantine while 1923 were under home quarantine. Meanwhile, a total of 62,422 samples had been sent for testing through RTPCR and results of 61,035 samples received. In addition, a total 33,787 samples were sent for testing through Truenat and results of 33,759 samples have been received. Through Rapid Antigen Test 4,042 samples have been tested.”

Before the attack he posted a photograph on a social media account showing him posing with the rifle and machete, Nehammer said. Fejzulai was sentenced to 22 months in prison in April 2019 but was granted early release in December. “The fact is that the

terrorist managed to deceive the judicial system’s deradicalization program” to secure his release, Nehammer said, adding that the system should be reevaluated. He also said that an attempt to strip Fejzulai of his Austrian citizenship had failed for lack of enough evidence. The Islamic State group on Tuesday claimed credit for the Vienna attack, calling the perpetrator a “soldier of the Caliphate.” The claim of responsibility was published through the militant group’s media arm, Aamaq. It didn’t elaborate on the attacker’s ties to IS and had similar wording to past, opportunistic claims by the group. In North Macedonia, police said a list of suspects sent by Austria included two others with dual Austrian and North Macedonian citizenship. In Switzerland, police in the city of Winterthur said an 18-year-old and a 24-year-old were arrested in consultation with Austrian authorities. Investigators are now trying to determine the nature of the two men’s contact with the Vienna suspect.

KOHIMA, NOV 3 (NPN): By-polls to the two Assembly constituencies- 14 Southern Angami-I and 60 Pungro-Kiphire passed off peacefully barring a stray incident on Tuesday amidst tight security and following COVID protocols. Around 88.1 per cent of the total 43,242 voters exercised their franchise in the by-election to two assembly seats, Chief Electoral Officer (CEO) Abhijit Sinha said. Polling was held at 22 polling stations under 14 Southern Angami constituency which recorded 84.41% voting, while 77 polling stations under 60 Pungro-Kiphire registered 89.80% polling. Counting of votes will be taken up on November 10. Addressing media persons in the evening, Sinha said voting began at 6 a.m. and ended at 4 p.m. Webcast and static video recordings were done in all the polling booths to ensure free and fair elections, the CEO said. Sinha said that the entire polling process was by and large peaceful without

any major untoward incident, except at no. 11 Singrep polling station under 60 Pungro-Kiphire constituency, where polling was adjourned during the first hour following a scuffle outside the polling booth. He said following the official complaint from the returning officer, a report was sent to Election Commission of India (ECI) from whom a repoll directive was awaited. There were also complaints and counter complaints from the r uling NDPP and opposition NPF under Southern Angami-I seat. NDPP had earlier complained that genuine

voters were not being allowed to enter the perimeter by NPF party functionaries. In a complaint letter addressed to the District Election Officer Kohima, NDPP demanded re-poll at the particular polling station since normal electioneering process was not allowed to proceed. However, NDPP later withdrew their complaint on the request of the public, NDPP general secretary Benjamin Lorin stated. DIMAPUR, NOV 3 (NPN): Nagaland on Tuesday reported 55 COVID-19 positive cases– 39 in Dimapur, 13 in Kohima, 2 in Mon and 1 in Peren taking the tally to 9151. Further, out of 9151 positive cases, the distribution across various categories of people include 3975 cases from the armed forces/ police, 1658 returnees, 3072 traced contacts and 446 frontline workers.

Nearly 100 million Americans voted early, and now it falls to Election Day voters to finish the job, ending a campaign dominated by the coronavirus and defined by tensions over who could best address it. Each candidate declared the other fundamentally unfit to lead a nation grappling with COVID-19 and facing foun-

dational questions about racial justice and economic fairness. Biden entered Election Day with multiple paths to victory while Trump, playing catch-up in a number of battleground states, had a narrower but still feasible road to clinch 270 Electoral College votes. Control of the Senate was at stake, too: Democrats needed to net three seats if Biden captured the White House to gain control of all of Washington for the first time in a decade. The House was expected to remain under Democratic control. More Amur Falcons arrive in Yaongyimchen area 53.51 pc turnout in Phase 2 assembly polls in Bihar, figure likely to go up: EC

DIMAPUR, NOV 3 (NPN): Lemsachenlok Society said the number of Amur Falcons arriving at their roosting site– Yaongyimchen Community Biodiversity Conservation Area in Longleng district – has risen this year. Dr Lima and Buten Henmei of the NGO in a release stated that the falcons, which are known as “Tuma Loih” in local dialect of Yaongyimchen, started arriving in batches since October second week and their numbers are more this year as per the latest data. The release claimed that Lemsachenlok Society of three villages – Yaongyimchen, Alayong and Sanglu – had initiated the biodiversity conservation by setting aside a huge forest area as community biodiversity conservation area, which today gives asylum to hundreds of flora and fauna species.

Pointing out that conservation was a very unique initiative in the area as the community had surrendered their land by shifting their regular jhum cultivation to different locations in order to provide a conducive ecosystem for the Amur Falcons which come all the way from Mongolia, the NGO said these raptors feed on flying termites and other insects to regain their strength before continuously flying for five

days and five nights to South Africa for the winter. The society said the entire community from Yaongyimchen, Alayong and Sanglu villages enthusiastically kicked off preparations for the raptors’ homecoming from October. Mentioning that volunteers have been alternatively keeping a vigil in and around the entire area, Lemsachenlok Society said the women folk are engaged in cleaning the

surroundings, while the men are making renovations and constructing watchtowers. Amur Falcon is protected under the Wildlife Protection Act, 1972 and Convention on Migratory Species, besides being listed on the Appendix II of CITES. Meanwhile, based on the resolution adopted by citizens in 2010, the village councils in their joint meeting on Monday reaffirmed to protect the falcons during their short stay in the area and prohibit any activities that could harm the ecosystem. The joint meeting resolved that patrolling would be conducted within the village jurisdiction, especially the roosting site, and whoever was caught indulging in any act of distracting the biodiversity, especially the Amur falcons, in any manner would be dealt with as per the resolution.

NEW DELHI, NOV 3 (PTI): The 94 assembly constituencies that went to poll in the phase two of Bihar elections on Tuesday recorded 53.51 % turnout and the figure was likely to go up as voting continued beyond schedule in several places, the Election Commission said. The combined voter turnout in the two phases was recorded at 53.79 % till 5 PM, the Commission said. The turnout was 55.35 % in these constituencies in the 2015 assembly polls, the EC said. The combined figure would also go up when final figures of phase 2 are collated later in the day. “The electoral exercise going on in the country is by far the largest exercise in the world amid the pandemic... the voter turnout in the first phase has been exceptionally

good. The voter turnout has further continued and the confidence level has been much more in this phase,” EC Secretary General Umesh Sinha said. The 94 constituencies in the second phase of elections will decide the electoral fate of RJD leader and grand alliance’s chief ministerial face Tejashwi Yadav and more than 1,450 other candidates. Polling began at 7 am, but the time for its conclusion has been extended by one hour till 6 pm to facilitate COVID-19 patients and those with symptoms of the disease to exercise their franchise during the final hour. Referring to the 54 assembly bypolls spread across 10 states held on Tuesday, the Commission said Chhattisgarh recorded

71.99 % turnout, Gujarat 57.98 %, Haryana 68 % and Jharkhand 62.51 %. The turnout in Odisha was 68.08 % and 66.57 % in Madhya Pradesh. In Nagaland, the turnout was 83.69 %, while it was 81.44 % in Telangana. In Uttar Pradesh, the turnout was 51.57 %. The Commission said the figure were dynamic in nature and likely to change over the next few hours. Besides 28 seat in Madhya Pradesh, eight assembly seats went for bypolls in Gujarat, followed by seven in Uttar Pradesh, two each in Odisha, Nagaland, Karnataka and Jharkhand, and one each in Chhattisgarh, Telangana and Haryana. Five assembly seats in Manipur and one Lok Sabha seat in Bihar will go for bypoll on November 7. K Y M C
