NEW DELHI, NOV 4 (PTI): The National Green Tribunal Wednesday expanded the ambit of hearing cases on pollution by use of firecrackers beyond the NCR and issued notices to 18 states including Nagaland. A bench headed by NGT chairperson Justice AK Goel noted that it has already issued notice to Delhi, Haryana and Uttar Pradesh and the state governments of Odisha and Rajasthan have already issued a notification prohibiting the sale/ use of firecrackers. Petrol, diesel prices may soften ahead of Diwali NEW DELHI, NOV 4 (IANS): Petrol and diesel prices may fall marginally ahead of Diwali as oil marketing companies (OMC) are looking to pass some benefit of lower global oil prices to consumers. Sources in PSU oil companies said that a revaluation of pricing structure for petrol and diesel would be taken up this week and even if there is a case for marginal decrease prices it would be done. OMCs in India have been holding on to the retail prices of petrol and diesel for over a month now. Even on Wednesday, the price of two petrol products remained unchanged. With this, petrol prices have now been unchanged for 43 days while diesel prices have been the same as on October 2. While average price of crude for Indian refiners was about $41-41.5 a barrel in September, it stood close to $40 a barrel in October. The prices have fallen further in November that could trigger a reduction in primp price of petrol and diesel.

Arnab remanded to judicial custody MUMBAI, NOV 4 (PTI): Republic TV Editor-inChief Arnab Goswami, arrested on Wednesday for allegedly abetting the suicide of an interior designer, was remanded to judicial custody till Nov 18 by a court here. The court gave the ruling late in the night. Goswami has filed for bail and the court has asked the investigation officer to file reply, the journalist’s lawyer Gaurav Parkar said. In the Alibaug court, police had sought a 14day remand of Goswami, he said. Goswami (47), was picked up by a team of Raigad police from his Mumbai home earlier in the day. He was seen being pushed into the police van and claimed he was assaulted by police before being taken away. “Police arrested Goswami under sections 306 (abetment of suicide), and 34 (acts done by persons in furtherance of common intention) of the Indian Penal Code,” a police official said. harashtra Home Minister Anil Deshmukh announced he has ordered a fresh probe in the case after a complaint by Adnya Naik, daughter of the architect Anvay Naik. Fresh FIRs: Mumbai police have registered fresh FIRs against Arnab Goswami’s, his wife and son for allegedly obstructing the Police officers from performing their duty. They were booked for allegedly assaulting a female Mumbai police cop at his residence when she along with 30-40 other cops barged into his house to arrest Arnab. The FIR also names two unknown persons, a man and a woman, for the same offences, but have not named them. A woman police official, who was part of the team which arrested Goswami from his Lower Parel residence here, filed the complaint, an official said. As per the complaint, Goswami, his wife, son and an unidentified man and a woman tried to obstruct the officials when they were arresting the journalist. Goswami’s wife tore up the arrest intimation papers which the police wanted her to sign, the complaint alleged.

DIMAPUR, NOV 4 (NPN): Nagaland on Wednesday reported 56 COVID positive cases-- 27 in Dimapur, 24 in Kohima, 2 each in Mon and Tuensang and 1 in Phek, taking the tally to 9207 cases. Further, out of 9207 positive cases, the distribution across various categories of people include 3977 cases from the armed forces/ police, 1664 returnees, 3120 traced contacts and 446 frontline workers.
Meanwhile, two more deaths were reported in Kohima on Wednesday. According to health department’s data, the state has so far reported 47 deaths (6 not COVID related and 3 under investigation). India’s tally races past 83 lakh: India’s COVID19 caseload mounted to 83,13,876, while the death toll rose to 1,23,611 after 514 more fatalities were reported.
NEW DELHI, NOV 4 (IANS): The amicus curiae in the plea seeking setting up of special courts to expeditiously try criminal cases against MPs/MLAs submitted before the Supreme Court that criminal cases against sitting legislators must be given priority. Senior advocate Vijay Hansaria, the amicus curiae, apprised the bench comprising Justices N.V. Ramana, Surya Kant and Anirudhha Bose, on various High Courts reports in terms of steps taken, cases pending as well as further plan of action to expeditiously cases against sitting and former MP/MLA. He submitted that criminal cases involving sitting legislators should be prioritised. “They are lawmakers. If they have murder cases pending against them, they shouldn’t be making laws for us. This is in public interest,”
he said. Hansaria added that special public prosecutors must be appointed by the court to take up the cases and emphasised on witness protection. The bench, however, did not agree with Hansaria’s that a direction should be given to the special courts to grant protection to the witnesses in the cases. “There are thousands of witnesses in over four thousand cases against MPs and MLAs and is it possible to grant protection to all?” it asked. The bench has asked the Centre to file an affidavit within two weeks clarifying its stand in the matter. It also noted that the Madras High Court has accepted that it has “committed a mistake” by questioning the constitutional validity of setting up these special courts. On the Madras High Court matter, Hansaria added that raising such an issue
was not correct and there was a special magisterial court in every district of the country since April 2019 to deal with cases against the lawmakers. A three-judge criminal rules committee of the Madras High Court had said: “Special Courts can only be ‘Offence Centric’ and not ‘Offender Centric’. Courts can be constituted only by statute and cannot be constituted by judicial or executive fiats.” The bench said they accepted their mistake, and expect the Madras High Court, no other high courts have no objection with setting up of special courts. Justice Ramana said: “Let’s not side track the issue. We will deal with this aspect later.” The bench added that whatever directions they have passed in this matter must be implemented.

Announce Naga political solution without further delay: NGBF tells Centre D I M A P U R , N OV 4 (NPN): Nagaland Gaonbura Federation (NGBF) has appealed to the government of India to announce the Naga political solution without further delay, stating that the promise of early solution for the last two decades and lapse of one year after conclusion of the formal dialogue has created void and apprehension in the minds of the Nagas. This was among several resolutions adopted by the federation during its annual executive meeting held at Niathu Resort here on Tuesday, NGBF president Shalem Konyak, vice-president Khashito Yeptho and general secretary Shikuto Zalipu stated. Also appealing to NSCN (I-M) to expedite the peace process and join hands for Naga political solution, the forum said it was fully convinced that the

Nagas were fully prepared for a negotiated and honourable political solution, adding that there was no reason to further delay signing of the Indo-Naga political agreement. Further, NGBF said branding all peace and early solution-yearning Nagas, including 14 tribes and other civil society organisations, as traitors and antiNaga was unprecedented and demeaning. The federation asserted that this was uncalled for and strongly
condemned it. Expressing unhappiness at the overt threats and intimidations being issued through the media, NGBF said gaonburas/village chieftains had been at the forefront of peace and diplomatic initiatives with the Centre (GoI) and also among the warring Naga groups since the beginning of the IndoNaga political conflict. Noting that it had been at the receiving end of every side, the forum nevertheless resolved to
work tirelessly to facilitate an honourable settlement of the conflict through political negotiation. Calling for understanding “our own history, our culture and traditions”, NGBF declared that the stand of the gaonburas did not require any “recognition certificate” from anybody. The forum said significance of gaonbura institution in Nagaland had been well documented and recorded even before the
arrival of British, adding ignorant attitude of some people had let them to view them as mere government agents and distorted traditional legacy, besides trying to subdue the legitimate rights of the gaonburas. NFGF declared that, post-solution, it would not tolerate or allow any antipeace elements or forces to take shelter, use violence and issue threats and intimidation to individual Naga leaders, tribal leaders and Naga citizens under any pretext or circumstances in its ancestral and traditional jurisdiction. Warning to confront such threats in Naga soil with active participation of the people, the forum said it would utilise all resources to preserve and maintain peace in “our land”. Observing that the Naga political issue is at the threshold of a new era,
the forum cautioned that loopholes could lead to regret in the future. Therefore, it appealed to Naga political negotiating parties and GoI to abide by what had been declared to the Naga people and translate without delay into reality the October 31, 2019 decision announcement that the negotiations between GoI and both Naga negotiating parties NSCN (I-M) and WC, NNPGs, had been completed. To backtrack from such welldocumented mutual understanding would be a betrayal to the Nagas, it stressed. The meeting further urged security forces to refrain from raids in villages on the pretext of patrolling keeping in view the seriousness of the situation, adding this has created fear psychosis among the innocent public.
