PDA-NPF fail to agree on political forum

KOHIMA, NOV 5 (NPN): In a rare show of “coming together” though failing to agree, leaders of ruling PDA led by chief minister Neiphiu Rio and opposition Naga People’s Front(NPF) led by its leader T.R. Zeliang addressed a joint press conference here today. While media persons expected a breakthrough of both coming together under one platform for Naga political issue as suggested to NPF by union home minister Amit Shah, the ruling PDA has reiterated that the common platform should remain under Joint Legislators Forum (JLF) from which the NPF walked out. The NPF then formed its own Political Affairs Mission (PAM) on the Naga political issue. NPF leader T.R. Zeliang, purportedly, in pursuance of the advice of Amit Shah that all state legislators and MPs come together, had written to PDA leader and chief minister Neiphiu Rio for all legislators to come together under a new forum. NPF suggested that the new forum be headed by the chief minister unlike JLF which is headed by the Speaker

but now comprised only of PDA legislators. Zeliang maintained that NPF was always ready to work together with PDA, provided all legislators cutting across party lines, sincerely dedicated themselves to act as facilitators towards achieving one common goal. Zeliang said at a time when the Central government was seriously working to resolve the protracted Naga political issue, NPF would fully cooperate and work together with the State government on a common platform if it showed seriousness. DIMAPUR, NOV 5 (NPN): Nagaland on Thursday reported 57 new COVID-19 positive cases-- 28 in Kohima, 26 in Dimapur, 1 each in Mon, Mokokchung and Peren, taking the tally to 9264. Further, out of 9264 cases, the distribution across various categories of people include 3995 from the armed forces/police, 1666 returnees, 3151 traced contacts and 452 frontline workers.
PTI: India’s COVID-19 tally climbed to 83.64 lakh with 50,210 new cases in a day, while 77,11,809 people have recuperated so far, according to the Union Health Ministry data on Thursday. The total coronavirus cases mounted to 83,64,086 and the death toll climbed to 1,24,315, with the virus claiming 704 lives in a span of 24 hours in the country, the data updated at 8 am showed.

He also informed media persons that the NPF had put forth another proposal to the PDA for convening a special Assembly session at the earliest, to discuss the Naga political issue and to adopt a political resolution. Zeliang opined that it was time to revisit the commitment which legislators had made to Naga people during elections on the Naga political issue. He said in case the situation demanded, then legislators should be even prepared step down and pave the way for a final Naga settlement. Zeliang expressed hope that Rio would take the suggestions positively without much ado and help accelerate the endeavour to be active facilitators in resolving the protracted Naga political issue. He also appealed for letting “bygones be bygones and sail in unison” until the goal of reaching a permanent peace in the land was achieved. (Cont’d on p-8)
PDA endorses Oct 15 resolutions
Ruling People’s Democratic Alliance (PDA) at a meeting held at the chief minister’s residential complex, Kohima Thursday welcomed and endorsed the seven-point resolution adopted during the October 15 consultative meeting on the Naga political issue. A statement issued by PDA convenor Chingwang Konyak and co-convenor Temjen Imna Along stated that the meeting was attended by elected members of the PDA, PDA coordination committee members, and chairpersons of PSUs. PDA congratulated the state government on the successful conduct of the consultative meeting and extended its appreciation to all the tribal hohos, civil society organisations, church bodies, political parties, NGOs, stakeholders and individuals who attended and participated in the meeting “making it successful and historic.” Further, deliberating on the proposal of the Leader of Opposition (LOP), the house observed that the JLF since its formation in 2009 has been successfully

KOHIMA, NOV 5 (NPN): Election Commission of India (ECI) has ordered repolling in two polling stations under 60 Pungro-Kiphire assembly constituency on November 7, 2020. In a statement, Nagaland chief electoral officer, Abhijit Sinha stated that the Election Commission of India, on the basis of the reports submitted, and after taking all material circumstances into account, declared the November 3 polling in two polling stations-- 11 Singrep and 8 Kipongya ward ‘A’ Kiphire town under 60 Pungro-Kiphire assembly constituency as void. In this regard, the EC on Thursday announced fresh polls in the two polling stations on November 7 from 6 a.m. to 4 p.m.

At a meeting to review ongoing road projects under NHIDCL at Raj Bhavan in Kohima, Ravi also asked the State government to resolve urgently the hiccups that have cropped up in certain districts, which NHIDCL officials claimed was resulting in stoppage of ongoing works.

DIMAPUR, NOV 5 (NPN): An elderly Naga man, in his 60’s was killed in a hit-and-run incident near Dimul Factory, 6th Mile area Dimapur on Thursday. According to Traffic police, they responded to calls of a pedestrian being hit by a vehicle in the area. Police, citing witnesses, said that the vehicle suspected to be a Datsun Go (Silver colour) hit the elderly man who succumbed to his injuries at District Hospital Dimapur. Later, police arrested the driver and seized the car. (Staff Reporter)

‘No parking zone’ in Kohima
DIMAPUR, NOV 5 (NPN): In view of the Kohima Smart City Development Limited (KSCDL)’s “Street for people challenge” programme, scheduled to be launched on November 6, 2020 at Old NST Parking, the Kohima police have designated certain parking area as a “No Parking Zone” from 8am of November 6 to 4 pm of November 7 to facilitate preparation works and conduct of the programme. In a press release, Kohima police PRO has requested the owners of vehicles permanently parked in the designated area to remove their vehicles before 7am of November 6, 2020. Police cautioned that defaulting vehicles would be towed away and towing charges would be borne by the owner of the vehicle.

DIMAPUR, NOV 5 (NPN): Deputy Commissioner (DC) Dimapur has ordered total restriction of all movement from Chathe River Bridge (Patkai Bridge) to Kukidolong from 7 a.m. of November 8 to 5 a.m. of November 9 to facilitate the progress of the four-lane construction works. In a circular, DC Dimapur Rajesh Soundararajan said that the restriction was being necessitated to facilitate speedy completion of works and as a precautionary measure to prevent any injury, loss of life and damage to property. General public could take the alternative route from Dimapur-Kohima/KohimaDimapur for light vehicles only via 7th Mile-New DC office-Shokhuvi-Razaphe-Mhaikam-Pimla-MhainamtsiJhornapani/Medziphema and vice versa.

said that the committee has also decided to ban theatres and reduce the quarantine period for frontline workers to seven days. DIMAPUR, NOV 5 (NPN): After clearing the “minor misunderstanding” between the Working Committee (WC) of NNPGs and the NPF’s Political Affairs Mission (PAM), both sides held a consultative meet Thursday in Dimapur, over solution to the Naga political issue. According to a statement issued by media cell of WC, NNPGs, the WC was led by its convenor N. Kitovi Zhimomi, while NPF’s PAM was led by its convenor, T.R. Zeliang.
Both sides stressed on the urgent need for Naga negotiating groups to come together under a common understanding, to “facilitate an early solution to the decades-old Indo-Naga political conflict.” The meeting also resolved the “minor misunderstanding between the NNPGs and PAM” that arose due to “misinterpretation of words” that was amended amicably. According to the statement, the WC acknowledged the “earnest genuine efforts” of PAM led by T.R.Zeliang “to build bridge between the Naga political groups negotiating with GoI.” Further, the WC said the NNPGs had also responded positively to the appeal of PAM and agreed to “meet NSCN (I-M) but without any pre-conditions.” K Y M C

C-Edge College introduces SSN online competitions JLP inaugural programme for government schools DIMAPUR: C-Edge College introduced Japanese Language Programme (JLP) during its inaugural on November 5 via online mode. A press release by IQAC coordinator, C-Edge College, Wapanginla Ao, stated that online inaugural programme was initiated by director, Japan Foundation India, Kousuke Noguchi, who highlighted that it was a historic moment not only in Nagaland, but also in India and that Japanese embassy had been informed of this programme. He further stressed that there were many Japanese companies in India, looking for Japanese speaking candidates and thus, job potential for future was high. KVYO bans hunting Dimapur: Kohima Village Youth Organisation (KVYO) re-iterating its stand towards protection of flora and fauna in its jurisdiction has put a total ban on hunting, fishing, burning of forest fire, collecting of herbs, firewood etc and prohibits setting of traps and snare in its ancestral jurisdiction. KVYO cautioned that any perpetrators violating the rules set by the organisation would be punished according to tradition and customary law.
DIMAPUR: Samag ra Shiksha Nagaland (SSN) had organised various online competitions for the youth and Eco Clubs in government schools during September and October 2020, to create awareness on the dos and don’ts in the fight against Coronavirus, environmental issues, water conservation, importance of home study, reading, nutrition and health concerns. A press release by SSN state coordinator, Vekhozo stated that, competitions were conducted in various categories at the block, district and state level. DIMAPUR: Minister of Health and Family Welfare, Nagaland, S. Pangnyu Phom launched the “NSACS Youth App” at his office chamber, secretariat Kohima on November 5. A press release by Nagaland State AIDS Control Society (NSACS) project director, Dr. K. Vikato Kinimi stated that, Pangnyu congratulated the NSACS for coming up with its first mobile app. He hoped that the youth friendly app would be a good platform to serve the young people and connect them with any HIV related queries or information and participate in HIV prevention activities.

DIMAPUR: The FOCUS-IAFD project under the office of the district agriculture office Longleng organised a one-day orientation and training of community animal health workers (CAHW) at DAO office, Longleng on November 3. According to DIPR report, a note on FOCUS: IAFD was briefed
by Mokeya Tep, PIT i/c Longleng. He oriented the CAHW about their roles and responsibilities and the upcoming activities in livestock under the project. He further encouraged them to work earnestly for the welfare of their community through IAFD project implementation.

Assam Rifles conduct various activities
DIMAPUR: Assam Rifles, under the aegis of HQ IGAR (N), conducted various activities under its civic action programme for the welfare of public. Jalukie Battalion: Jalukie Battalion conducted medical and immunisation camp in collaboration with PHC Athibung at Vonkithem on November 1. According to PRO HQ IGAR (N), a medical team provided check-up and immunization to the villagers of Vonkithem, Phaijol and New Chamcha villages and provided necessary medicines. The villagers were briefed about the various health and hygiene precautions to be taken during the COVID-19 crisis. A total of 152 villagers benefited from the medical and immunization camp. Jalukie Battalion also organised intensive and focused COVID-19 campaign at Peren village. Villagers were briefed on importance of COVID-19 safety protocols. A total of 40 residents attended the camp. Mon Battalion: Mon Battalion constructed a recreation hall at Shalom Kids School Foundation under the Assam Rifles civic action programme (CAP) and handed over to the school authority.

Tuensang Battalion: Tuensang Battalion, conducted COVID awareness camps at Yakshu, Monyakshu, Noykhu and Wangti villages on October 31 with the objective to create awareness about the menace of COVID-19 and measures to be adopted for prevention of COVID free Nagaland. According to PRO HQ IGAR (N), Tuensang Battalion also conducted medical camp at Chenloisho village on October 31, to provide medical support and assistance to villagers especially the old, handicapped, orphaned people and women who were unable to go to hospitals at far distances. Shamator Battalion: Shamator Battalion rescued two children, two ladies and a driver of taxi, who were seriously injured in road accident, about 8 kms ahead on NoklakTuensang road on October 30. Security personal moving in the same area immediately swung into action to rescue the injured. The injured persons were immediately moved to Noklak District Hospital by the troops.

G uwahati , N ov 5 (PTI): Assam Chief Minister Sarbananda Sonowal on Thursday called on former chief minister Tarun Gogoi at a state-run facility here where he is undergoing treatment for post-COVID19 complications. The chief minister interacted with Gogoi and wished him speedy recovery, an official spokesperson said. “The former chief minister is like a father figure to me and I visited the Gauhati Medical College Hospital today, (GMCH) as a son, to take stock of his health,” Sonowal told reporters. Senior doctors of the hospital are constantly taking care of him and his condition is gradually improving, the chief minister said. “He is our senior and we have a lot to do together in the interest of the people of the state,” he said. The 86-year-old former chief minister has expressed his satisfaction with the medical services being provided at GMCH and has said that his health condition was gradually improving, Sonowal said. G U WA H AT I , N OV 5 (PTI): Reporting of cybercrimes to the police is considerably low in Assam though a high level of awareness and understanding exists among the internet users, according to a survey report conducted by the Assam police and the Cyber Peace Foundation. The survey was conducted in the month of October to gauge the level of awareness around cybersecurity in the state and it was found that the respondents expressed a deep understanding on cybercrime though only 16 per cent had reported to the police when exposed to cybercrimes. “Only 16 per cent of the respondents stated that they have reported to the police when exposed to cybercrime while 32 per cent preferred reporting to the website and 22 per cent doing nothing at all”, the report said. Sixty-two per cent of the respondents, however, knew that cybercrime is reported at the police station and 58 per cent of respondents were also aware that Assam Police had dedicated cyber police stations and police personnel to deal with
cybercrimes. Seventy per cent of the respondents were aware of crimes committed with the intent of stealing the data from computer hardware while 71 per cent were aware of online harassment, 78 per cent about hacking, 68 per cent about online impersonation and 64 per cent about spreading fake news. Moreover, 71 per cent of the respondents knew that they are not supposed to click on a pop-up window that appears on the internet. About 73 per cent of the respondents were also aware that it was not safe to use public WiFi connections which are not password protected and 74 per cent were aware not to download mobile applications from sources other than apple store or google play store. The majority of the internet users in the state access the web for social networking with 91 per cent using sites such as Facebook and Whatsapp, 73 per cent for professional use such as emails and seeking information, 81 per cent for online purchases, 74 per cent for accessing news and article, 76 per cent for attending online

Shillong, Nov 5 : Leader of Opposition in Meghalaya Assembly Dr. Mukul Sangma on Thursday hit back at the National People’s Party-led government over delay in auctioning of the 32 lakh metric ton of coal lying in the state. The former Congress chief minister also mocked the claims made by the government for stating of many legalities involved in the auctioning of coal. “If they can auction the unclaimed coal so fast even during holidays, when everybody is busy in festive mood, why are they slow in auctioning the 32 lakh metric ton so that if it is not there, we will all know,” Sangma asked. Refuting the contention of the NPP-led MDA government’s claim that the opposition Congress was confused on the coal issue, the veteran congress leader said, “The Chief Minister is saying that the opposition is confused, but it is not confused, Dr. Mukul Sangma is not confused at all.” He said that the opposition wanted the government to proceed ahead with the auctioning of the 32 lakh metric ton of coal lying in the state as claimed by the State government before the Supreme Court.

IMPHAL, Nov 5: The silence period for the November 7 by-polls in four Assembly constituencies spread over three districts of Manipur commenced after campaigning ended at 5 pm on Thursday. By-polls to fill five out of 13 vacant seats of the state Assembly will go on November 7. However, polling will be held in four ACs as a BJP candidate in Singhat AC of Churachandpur district was elected unopposed. The four Assembly constituencies have a total of 1,31,512 electors who are eligible to cast their votes to decide the fates of 11 candidates in the fray. The opposition Congress is fielding its candidates in all the four constituencies where triangular fights will be witnessed in three constituencies. The ruling BJP is sending out its candidates in three ACs and backing an independent candidate in one constituency. A candidate of the NPP, the partner of BJP in the coalition government is also in the fray. The constituencies in which by-polls are to be held on November 7 are: Wangoi AC in Imphal West district, Lilong and
classes and 70 per cent for using banking services. Most internet users in the state have faced some form of cyber attacks during the last one year with about 63 per cent of the respondents at the receiving end of spam messages on their email. Twenty-five per cent of the respondents received hate messages on social media platforms like Facebook, WhatsApp and Instagram while 26 per cent of the respondents have received pictures or videos that contained nudity. The survey was conducted by the Assam Police in collaboration with the NGO Cyber Peace Foundation as part of the Cyber Safety Month held in October every year to promote and bolster the levels of cyber safety awareness amongst citizens. The Cyber Safety Month campaign garnered over 1.9 million impressions online across the platforms of Facebook, Twitter, Instagram, WhatsApp and Youtube while the Assam Police and CPF reached out to over 5,000 students and individuals to create awareness about the various forms of cyber threats.
Shillong, Nov 5: The Meghalaya Rights to Public Service Bill, aimed at providing time-bound delivery of services to the citizens, was introduced in the state assembly on the first day of the autumn assembly session Thursday. “The government intends to enact a law to provide for time bound delivery of the services to the citizens in the state of Meghalaya including liability of the government servants in case of default to deliver service to citizens,” Chief Minister Conrad Sangma said while introducing the Bill. According to the Bill, the state government would appoint a State Public Service Delivery Commission by issuing a notification. The legislation stated that every designated officer shall be duty bound to deliver services within the time period as notified as under the Sub-section (2) of Section 3 of this Act. The Bill has the provision of action against the designated officers for failure to deliver or render services to which the applicant is entitled. The Commission can impose a lump sum penalty

Under the supervision of Election Commission of India and the Chief Electoral Officer Manipur, District Election Offices were ready with various safety measures of COVID19 for voters, a release of the state DIPR said. “No need to panic, come forward, exercise your own rights and cast your valuable votes,” said the DEO, Imphal West Naorem Praveen Singh. The DEO said that they have taken up safety measures for COVID- safe election focussing on masks and hand gloves distribution, thermal screening for all electors, sanitizer, soap and water for washing hands, social distancing for at least six feet from each other. He informed of token system to avoid queues, optional postal ballot facility for electors who are above the age of 80 and COVID positive and quarantined electors at different COVID care centres. Polling stations were also sanitized as a part of protective measures, he added. Mnp HC declares Cong MLA’s election as void

IMPHAL, Nov 5: The High Court of Manipur on Thursday declared election of a congress candidate in 2017 general elections to the Mainpur Assembly as null and void on grounds of failure to provide his financial assets and property in the election affidavit. Justice MV Muralidaran set aside Congress candidate Y Surchandra’s election, in an order passed on a petition filed by BJP candidate M Rameshwor, challenging the Congress candidate’s victory from Kakching constituency by a margin of 630 votes in the 2017 Manipur Assembly polls. In his election petition, Rameshwor had alleged that Congress candidate Surchandra and CPI candidate N Achouba failed to provide their financial assets and property correctly in the election affidavit. Interestingly, the Con-
gress MLA Y Surchandra who is the first respondent of the petition had already been disqualified as member of the state Assembly by the Speaker recently. He was among the four Congress MLAs disqualified from the state Assembly under 10th Schedule of Indian Constitution, popularly called the Anti-Defection Law after they defected to BJP though they were elected on Congress ticket in June this year. According to Rameshwor’s lawyer Asem Mohendro, after Surchandra provided false information regarding his assets and property in his election affidavit, Rameshwor had filed the petition soon after the 2017 election. Rameshwor had also raised objections at the time of scrutiny of nomination paper by Suchchandra, the lawyer said. He filed the election petition under Section 100
(1) (d) (i) and (iv) of the Representation of People Act, 1951 praying the court to declare that the election of the Congress candidate from Kakching Assembly Constituency in the 11th Manipur Legislative Assembly Election, 2017 as null and void. He further petitioned the court to declare him (petitioner) as elected member in the 11th Manipur Legislative Assembly Election, 2017 from the constituency, the lawyer added. Rameshwor alleged that in the nomination paper, Surchandra has failed to disclose full particulars of his assets and liabilities including the assets and liabilities of his dependants. Surchandra has failed to disclose vital material information in his affidavit pertaining to his nonagricultural lands. He has also failed to disclose the details of loan
or dues to bank/financial institutions and details of deposits in bank accounts of his spouse. The petitioner then prayed the court to declare the election of the Congress candidate as null and void and to declare him as elected member of Kakching Assembly Constituency. Congress candidate Surchandra secured 11133 votes when he was declared elected in 2017 election while the petitioner (Rameshwor) got 10503 votes and was the runnerup. If Rameshwor is declared as elected from the constituency, the strength of the ruling BJP that won 21 seats in the elections to the state Assembly will increase to 23. The ruling party had already secured one more seat ahead of the November 7 by-poll after its candidate from the Singhat AC of Churachandpur district was elected unopposed.

NEW DELHI, NOV 5 (PTI): The global economic fallout of the coronavirus pandemic will continue to remain a challenge and India has been looking at it not as constraints but as an opportunity for its economy as well as rebalancing of the international system, Foreign Secretary Harsh Vardhan Shringla said on Thursday. In an address at a virtual seminar, Shringla also said India is committed towards working for a rulesbased international order underpinned by rule of law, transparency, freedom of navigation, respect for territorial integrity and sovereignty, and peaceful resolution of disputes. The comments came in the backdrop of China’s growing expansionist behaviour in eastern Ladakh, South China Sea and IndoPacific region. “Our objective remains advancing the security and economic interests of all countries,” he said at the seminar organised by the National Defence College. Shringla said India has developed a unique way of sharing its developmental experiences with its partners that has projected the country’s strategic intentions to be a “force for good” in multiple geographies across the globe. “The global economic fallout of the pandemic will continue to remain a challenge for us in times to come as we saw during the 2008 economic recession. The setback of this magnitude requires a carefully deliberated approach,” he said. The foreign secretary also highlighted how India has been dealing with the pandemic with a proactive response. “The breakdown of the global supply chains has, perhaps, for the first time led us to think and
terrorism as state policy. “However, we have achieved substantial success in working with progressive and like-minded countries to not only expose Pakistan’s regressive policies but also make it increasingly difficult to continue with its previous business as usual approach,” he added. The defence minister said India has proved that countries that employ terrorism as an instrument of national policy can also be deterred through options that were considered unimplementable in the past. Singh said the armed forces have also ensured the defence of India’s borders and interests during the recent period despite “obvious challenges”, as a result of their well thought out policies, and the ability to continue with their operational responsibilities despite the pandemic. Defence Secretary Ajay Kumar, who also spoke, said India has “stood up” to the challenges along its northern borders. In his address, the defence minister talked about efforts being made to enhance India’s military prowess as well as to boost domestic defence production. “Peace can only be ensured through the ability to deter war. We have at-
tempted to build this deterrence through a judicious combination of capability development and an emphasis on long term policy of indigenisation.” Singh touched upon India’s journey post Independence and said perhaps the “most fundamental lesson that the roller coaster of the rise and fall of nations taught us was that peace cannot necessarily be achieved by a desire for peace but by the ability to deter war.” “Unfortunately, the mere desire to seek peace, if not reciprocated by others, does not necessarily succeed in building a harmonious environment in a world beset by conflicting ideas of security, sovereignty and national interests.” Singh also spoke of challenges of proliferation of certain technologies that have empowered both the constructive and destructive tendencies of its users. “I do not need to tell this audience about the evolving and changing character of war. This change is being driven by the multiplicity of challenges and the proliferation of technology that has empowered both the constructive and destructive tendencies of its users.”
“This clearly suggests a widening scope of conflict and its manifestations. It also indicates that unless we can meet these challenges through an equally broadbased all of government approach; our efforts are likely to fall short,” he said. The defence minister spoke of India’s growing bilateral ties with the US, Japan and Russia as well as with the countries in the immediate and extended neighbourhood. “With the exception of Pakistan, given its agenda of fuelling terrorism, India has improved its relations with all neighbours. We have invested heavily to help and support our friends to forge a relationship of mutual-respect and mutual-interest,” he said. He said India has fostered close relationships and partnerships with likeminded friends to further the common interests of countries in the region and beyond. “Our strategic partnership with the US is stronger than ever before”. Arnab challenges arrest; HC to hear interim bail plea today
MUMBAI, NOV 5 (PTI): The Bombay High Court will on Friday hear an application filed by Republic TV Editor-in- Chief Arnab Goswami seeking interim bail in the 2018 abetment of suicide case in which he has been arrested. Goswami was arrested on Wednesday from his residence at Lower Parel in Mumbai for allegedly abetting the suicide of architect and interior designer Anvay Naik, and was taken to the Alibaug police station in neighbouring Raigad district. He was produced before a magistrate’s court which remanded him in judicial custody till November 18. Goswami then moved the HC against the “illegal arrest”, sought a stay to the investigation and a direction to the police to release him. He has also sought that the FIR against him be quashed. A division bench of Justices S S Shinde and M S Karnik on Thursday directed Goswami to make the complainant in the case, Akshata Naik, Anvay’s wife, a respondent to his plea. “We have to hear all the parties concerned before considering the interim relief sought. The search operations started in the morning, a CBI spokesperson said. Raids were also conducted at the office premises and residences of two chartered accountants in the city, he said. On September 23, the agency booked a former commandant of the BSF and three others in connection with cattle smuggling along the India-Bangladesh border. Earlier, the CBI carried out searches at 13 locations in Kolkata and Murshidabad in West Bengal, Ghaziabad in UP, Amritsar in Punjab and Raipur in Chattishgarh.

Virus mutates
study involving more than 5,000 COVID-19 patients in Houston found that the virus that causes the disease is accumulating genetic mutations, one of which may have made it more contagious. According to the paper published in the peer-reviewed journal mBIO, that mutation, called D614G, is located in the spike protein that pries open our cells for viral entry. It’s the largest peer-reviewed study of SARS-CoV-2 genome sequences in one metropolitan region of the U.S. to date. When the world continues to fight the Wuhan virus pandemic that has thoroughly devastated economies and way of life, it is not good news that a new mutation D614G of the Covid-19 causing the virus SARS-CoV-2 has been detected. Said to be ten times more infectious than coronavirus, the new virus mutant –D614G- changes the symptoms, treatments, and other factors which is present in the proteins and changes the amino acid position at 614, from D (aspartic acid) to G (glycine). That’s how it is named D614G. The D614G mutation was first detected in Europe in February in a swap sample. The mutated strain was reported in Malaysia in August. Researches claim that D614G strain has a higher viral load and infectious pattern than that of virus ‘Wuhan1’. As per the lab studies the original strain infects up to 4 cell lines while the new one is ten times more infectious. Some studies also state that the new strain might be more transmissible than the first one. However, as these are the results of the lab studies, the original result might be different when in contact with humans. Medical experts state that till now the mutant only brings changes in the protein spike and most likely won’t affect the immunogenicity much. This means the vaccine is made for Covid-19 can be used for the D614G strain as well. As long as the mutant isn’t aggressive, the treatment works. However, anything can be officially only said once the Vaccine is out and real results can be seen. Nothing much can still be said about the D614G variant. The revelation of how dangerous the mutant is has brought the worst fear of experts forward. Covid-19 has already affected people’s lives and increased mortality rates around the globe. Though viruses with RNA-genomes such as SARS-CoV-2, HIV and influenza undergo mutations quickly, this coronavirus has been very slow in picking up mutations compared to HIV or influenza. Scientists have found a ‘proofreading’ protein in SARS-CoV-2 that keeps its rate of mutations low. This is good news for vaccine development as this is a sign that the virus is stable in nature and hence can easily be neutralised. Scientists have catalogued some 12,000 mutations in SARS-CoV-2 after studying more than 95,000 genomic sequences of the virus. According to studies, the body’s antibody defence against the coronavirus remains strong for at least three months after infection, according to a study of more than 100 people who mostly had mild to moderate COVID-19. Common ailment such as influenza viruses survive for longer outside the body in cold, dry air than in warmer, more humid environments. This has led to conclusions that the virus has chance to infect more people in winter than in spring and summer. Warnings have been issue about expected spike of COVID-19 during winter which would definitely make it as the long winter.

People have sought to carry out God’s orders through a shortcut of their own. God’s way is always the way of suffering— the way of the “long road home.” Are we partakers of Christ’s sufferings? Are we prepared for God to stamp out our personal ambitions? Are we prepared for God to destroy our individual decisions by supernaturally transforming them? It will mean not knowing why God is taking us that way, because knowing would make us spiritually proud. We never realize at the time what God is putting us through— we go through it more or less without understanding. Then suddenly we come to a place of enlightenment, and realize— “God has strengthened me and I didn’t even know it!”

Govt must support India’s manufacturing sector
hough India has emerged as the fastest-growing major economy over the past few years, its growth has primarily been driven by its services sector which contributes close to 55 per cent to the country’s GDP compared to the manufacturing sector whose share in the GDP has stagnated at around 16 per cent. The government has also shared its intention of turning India into a manufacturing powerhouse and raising the share of manufacturing in India’s Gross Domestic Product (GDP) to 20 per cent by 2025. Traditionally, manufacturing has been given higher importance when compared to the Services and Agriculture sectors as a large manufacturing base generates large scale employment opportunities and helps distribute wealth among the workforce in a better and more equitable manner. Many of India’s Asian peers with a higher contribution of manufacturing to GDP have been able to address the issue of poverty and unemployment better than India. These include Indonesia where manufacturing has a 20 per cent share of GDP, Malaysia with 22 per cent, Thailand with 27 per cent, and China with 29 per cent. Though many successive governments have tried to raise the share of manufacturing in the country’s GDP, they have been unsuccessful in doing so and while manufacturing forms an integral part of the industrial sector, its sectoral growth has ranged around 7 per cent. The Covid-19 pandemic presents a unique opportunity for India to present itself as an attractive destination for manufacturing as more and more companies look to diversify their supply chains away from China. For India to become a manufacturing powerhouse, it needs to concentrate on sectors that have contributed greatly to the success of manufacturing in India and still hold immense growth potential. These sectors include Chemicals, Pharmaceuticals, Electronics manufacturing, Steel, and especially Automobile which has served as a shining example of success in India’s manufacturing story. With proper government support, these sectors can drive India’s manufacturing growth and provide employment to millions in future. The Automobile Industry in India contributes 7.1 per cent to the country’s GDP and around 49 per cent to India’s
manufacturing GDP as of 2019. It became the fifth-largest auto market in 2019 with sales reaching 3.81 million units. The automobile industry is one of the largest employment providers in the country and employs close to 29 million people across the country. The automotive sector has a large economic multiplier impact and is one of the most critical sectors of the economy. In the US, the multiplier effect is 8, meaning there are seven additional jobs in the US economy for every automaker job across manufacturer operations and while the structure of the automotive industry in the US and India would differ significantly, the Indian automotive industry too has a large multiplier effect as massive amounts of raw materials such as steel, aluminium, plastics, and other minerals and resources are used in the production of a car. Despite its huge growth in the country, the automotive sector does face some challenges which contributed to the slowdown in the sector. Affordability has become one of the main hindrances to the growth of the automobile sector in India. Prices have increased due to several factors like the shift to the stricter Bharat Stage-VI emission norms as well as new safety regulations. Automobiles in India are taxed at a very high rate. In addition to a GST of 28 per cent, another cess on cars is imposed and state road and registration tax are also added which may be hiked regularly by states to earn more revenues, driving up the costs of automobiles. The need for more global players to invest in India: The overarching element that could propel the growth of the sectors would be greater investments by foreign players. Foreign automobile companies have contributed immensely to the development of the industry ecosystem leading R&D activities, exports, and new product introductions, and introducing latest technologies into the sector through technology transfer. Some of the common challenges faced by these industries include the lack of investment in R&D, high taxation, and low innovations leading to Indian products being incompetent in the global scenario and the Indian market being flooded with imports. The sectors also require more comprehensive and sectorspecific policies in line with Atma Nirbhar Bharat with a push towards exports. The government has introduced measures like the production linked incentive (PLI) scheme which gives incentives of 4-6 per cent to electronics companies for electronics manufacturing, a nearly Rs 1 lakh crore fund to encourage companies to manufacture pharmaceutical ingredients domestically by 2023, initiated reforms in the chemical industry to become self-reliant, and encouraged and incentivized the adoption of digital tools for improving efficiency in the steel sector. While the steps taken are worthy being appreciated, the government must further handhold and support these sectors during this difficult time. Together these sectors contribute to the majority of the manufacturing GDP and play an extremely important role in exports and with proper government support, can help with import substitution while paving the way for India to become a global manufacturing hub. Pope Francis’ critique of capital, advocacy of justice

ehind the Pope’s composure is the conviction that the function of faith is to love, not bruise. But it may not be easy for the community of the faithful to reject them. This writer is not a Christian, but a materialist who does not believe either in god or in any religion. But I do respect the genuinely faithful in all religions. Pope Francis attracts communists like me in many ways. He is a spiritual teacher who has shown himself to be adept at rewriting the old chemistry between communism and religious beliefs. The world has been observing the words and deeds of Pope Francis since he occupied the Holy See of the Catholic Faith in 2013. His concern for an equitable and just society is palpable. Whatever may be the outlook and philosophy of those who desire a better world, he opens up possibilities of consensus. In his encyclical, Fratelli tutti, released recently at the Vatican, the pontiff unequivocally declared that all the magical theories of market capitalism have failed — including its mesmerising promise of the “trickle down”. In his Apostolic Exhortation in 2013, The Joy of the Gospel, the Pope described this theory as a myth. He said that the trickle-down promise cannot solve the problem of new types of violence and inequality created by neoliberal reforms. The new encyclical, published in the Vatican magazine, L’Osservatore Romano, and brought out after the COVID19 lockdown has already influenced the thinking processes and mindsets of many. Jesus’s emphasis on the humiliated and afflicted finds a voice in the stand taken by the Pope. In Laudato si, in 2015, he described the economic injustice imposed by globalisation. It made a microscopic minority richer while the great majority of the poor were driven to the margins of mainstream social life. This, says the pontiff, is great injustice. He did not hesitate to say that the resources of the earth belonged to the entire humanity and that the rich have no special ownership or authority over them. Pope Francis has talked about the injustice meted out by “capital” to the vulnerable sections of society. The extreme right-wing in America has branded him a “Communist at the Vatican”. The Pope responded by stating that he was not a Communist, but
if they spoke the right things, he would affirm them. What always resonates in the pontiff ’s message is his constant concern about the future of the world. In the third encyclical, he says that there can be no justification for war. This is also significant in that the pontiff rejects the concept of a justifiable war long held by the Church. The militaryindustrial complex that rakes up contentious issues to feed the arms trade, fuel animosity and stoke war will never agree with such a position. The Trump administration and the right-wing Republicans oppose him. Behind the Pope’s composure is the conviction that the function of faith is to love, not bruise. In 2019, when he entered into discussions with Sunni-Muslim leaders at Al Azhar in Egypt, he described it as a tryst of human brotherhood. He has approached the problems of migrants with the same sentiment. To the forces of extreme nationalism and hatred, he has made clear the Church’s attitude — one that is a departure from the times when the Church cooperated with these forces. After the pandemic, humankind will attempt to rebuild the world. Even then, some people are very likely to think that the path shown by capitalism is the only way. But it’s a path where disaster stalks at every corner — it would be wrong to not see the forces of capitalism behind climate change, global warming and the spread of the pandemic. It is suicidal to hope that new life will sprout in the shade of the old power structures. The new age demands new thoughts and ideas. The future of ideologies and religious teachings depends upon their response to these challenges. It is to this platform that Pope Francis enters, addressing us all as brothers and sisters. What makes him different is his infinite and unconditional love. That is why, though not a believer, I feel like loving him. As its head, the pontiff does not hesitate to question the attitude held by the Church for many a century. We assume that he is guided by the desire to direct the Church and the faithful along the pulses of the changing world. Of course, he has faced criticism — and will continue to do so. His position on homosexuality has not found total endorsement from his flock. But the humiliation heaped on the LGBT community needs to be called out. Messages of universal brotherhood cannot help to correct past mistakes. These messages need to be informed by a sense of justice — and therein lies the importance of Pope Francis. Binoy Viswam

India-made COVAXIN could be launched in Feb: Scientist
NEW DELHI, NOV 5 (AGENCIES): An Indian government-backed COVID-19 vaccine could be launched as early as February — months earlier than expected — as last-stage trials begin this month and studies had, so far, showed it is safe and effective, a senior government scientist has told Reuters. Bharat Biotech, a private company that is developing COVAXIN with the government-run Indian Council of Medical Research (ICMR), had earlier hoped to launch it only in the second quarter of next year. “The vaccine has shown good efficacy,” senior ICMR scientist Rajni Kant, who is also a member of its COVID-19 task-force, said at the research body’s New Delhi headquarters on Thursday. “It is expected that by the beginning of next year, February or March, something would be available,” Kant said. Bharat Biotech could not immediately be
contacted. A launch in February would make COVAXIN the first India-made vaccine to be rolled out. India’s cases of coronavirus infections rose by 50,201 cases on Thursday to 8.36 million, second only to the United States. Deaths rose by 704, with the total now at 1,24,315. The daily rise in infections and deaths has slowed since a peak in midSeptember. Kant, who is the head of ICMR’s research management, policy, planning and coordination cell, said it was up to the Health Ministry to decide if COVAXIN shots could be given to people even before the thirdstage trials were over. “It has shown safety and efficacy in phase 1 and 2 trials and in the animal studies — so it is safe but you can’t be 100 per cent sure unless the phase 3 trials are over,” Kant said. “There may be some risk, if you are ready to
take the risk, you can take the vaccine. If necessary, the government can think of giving the vaccine in an emergency situation,” he added. Health Minister Harsh Vardhan said in September that the government was considering granting an emergency authorisation for a COVID-19 vaccine, particularly for the elderly and people in high-risk workplaces. Several leading vaccine candidates are already in final-stage testing. An experimental vaccine developed by Britain’s AstraZeneca is among the most advanced ones, and Britain expects to roll it out in late December or early 2021. AstraZeneca has signed several supply-and-manufacturing deals with companies and governments around the world, including with the Serum Institute of India. Other late-stage vaccines are developed by Moderna Inc, Pfizer Inc with partner BioNTech SE, and Johnson & Johnson.

A day later, Chief Minister Nitish Kumar—BJP’s ally in NDA—hit out against “malicious statements”, in a dig seen as directed at Yogi. This also pushes into the spotlight the rift between the BJP and the JD(U) ahead of the election. Kumar said, reported NDTV: “Who does all this malicious campaigning? Who says all this faltu baat (nonsense)? Who will throw out people? No one dares do that. Everyone belongs to this country, everyone is Indian. Who talks like this? Our effort is to work for harmony, unity and brotherhood so there can be progress.” Early this year, amid raging protests over Citizenship Amendment Act and an all India NRC, he had asserted that a nationwide implementation of National Register of Citizens (NRC) was needless and had no justification. Speaking in the state legislative assembly in January this year, Kumar had said that NRC was an exercise confined to Assam as part of the accord signed by the Rajiv Gandhi government. “A nationwide NRC would be needless [koi zarurat nahin hai] and has no justification [koi auchitya nahin hai]. We do not think any such thing is going to take place. I think the prime minister, too, has spoken clearly on this”, he had said.

from the Dera Baba Nanak shrine. It is the final resting place of Sikh faith’s founder Guru Nanak Dev, who had spent the last 18 years of his life in Kartarpur. The Kartarpur corridor was thrown open in the midst of heightened tension between India and Pakistan over the Kashmir issue. The relations between the two countries nosedived after India scrapped Jammu and Kashmir’s special status on August 5, 2019 and bifurcated it into two union territories.

After thorough review, we will take a strong measure,” he added. Karnataka Home Minister Basavaraj Bommai on Wednesday had said the
government was considering a law against religious conversion for the sake of marriage. BJP National General Secretary C T Ravi too in a tweet had recently said that on lines of Allahabad High Court’s order, Karnataka will enact a law banning religious conversions for the sake of marriage. “We will not remain silent when Jihadis strip the dignity of our sisters. Any one involved in the act of conversion shall face severe and swift punishment,” he had said.

New Delhi, Nov 5 (PTI): Billionaire Mukesh Ambani-run Reliance Industries Ltd’s retail arm on Thursday raised Rs 9,555 crore from Public Investment Fund (PIF) of Saudi Arabia, taking total fundraise in the last two months to Rs 47,265 crore. PIF will take a 2.04 per cent stake in Reliance Retail Ventures Ltd (RRVL), the Indian firm said in a statement. The investment values RRVL, the retail arm of Reliance Industries Ltd, at a pre-money equity value of Rs 4.587 lakh crore. This is second investment by the Saudi Arabian sovereign wealth fund in an Ambani firm. It had previously picked up 2.32 per cent stake in Jio Platforms, the digital and telecom arm of Reliance, for Rs 11,367 crore. “This investment will further strengthen PIF’s presence in India’s dynamic economy and promising retail market segment,” the statement said. “The transaction is in line with PIF’s strategy as a leading global investor with a proven track-record of investing in innovative and transformative companies globally and develop strong partnerships with leading

US President Donald Trump announced in June 2017 that his country would leave the Paris Agreement. According to the agreement, its signatories can only formally request to quit the pact three years after it takes force, which falls upon November 4, 2019, and the withdrawal will take effect one year from delivery of the notification, meaning that the US will formally pull out of the pact on November 4 this year, Xinhua reported. Trump announced the withdrawal soon after he took office, citing concerns about the pact’s threat to the US economy. The Trump administration also rolled back environmental rules made in the Obama era to prop up the coal industry by allowing it to emit more greenhouse gases into the air.

LAHORE, NOV 5 (PTI): A senior manager of the state-run National Bank of Pakistan was killed by the bank’s security guard over the allegation of “blasphemy” in the country’s Punjab province, the police said on Thursday. Malik Imran Hanif, manager of the multinational commercial bank’s Quaidabad tehsil in Khushab, some 250 kms from here, was shot by the bank’s security guard Ahmed Nawaz, a retired Army personnel, on Wednesday morning. The deceased’s family said that it was a “coldblooded murder” by the accused over a personal grudge, claiming that the guard took the cover of blasphemy to save himself. The manager was shifted to Lahore’s Services Hospital in a critical condition where he succumbed to his injuries on Thursday, the police said, adding that Nawaz has been arrested. According to senior police officer Tariq Wilayat, Nawaz claimed that he opened fire at Hanif after he committed blasphemy. “This claim cannot be verified at this stage. Police are probing the matter from all the aspects including the statement of the deceased’s family that Nawaz killed him to settle a personal
grudge against him,” the officer said. Hanif ’s family said that Nawaz was fired a few months ago but he was subsequently reinstated. He nursed a grudge against Hanif over his sacking and both had a heated argument recently. Muhammad Razzak, another guard of the bank, told the police that after completing his nightshift, he was changing his uniform when he heard the gunshots. “I rushed towards the bank office where I found Hanif in a pool of blood and Nawaz fleeing,” he said. In a video posted on the social media, Nawaz can be heard saying he killed the bank manager because he had committed blasphemy.
Nawaz was seen being greeted by a crowd of supporters who also raised religious slogans and roamed in the city streets. Later, he surrendered himself before the police. Leaders of some religious groups addressed the mob from the rooftop of the police station where he surrendered himself. Police officials were seen standing helplessly. No case was registered immediately. Blasphemy is a hugely sensitive issue in Pakistan, with even unproven allegations often prompting mob violence. Anyone convicted or even just accused of insulting Islam risks a violent and bloody death at the hands of vigilantes.

According to the authorities, the country’s growth fell 3.49 per cent in the third quarter of this year, compared to the same period in 2019, reports the BBC. A fall of 5.32 per cent in the second quarter of 2020 has pushed Indonesia into a recession. The last time there was a recession in South East Asia’s biggest economy was during the 1998 Asian financial crisis. Indonesian have predicted that 3.5 million people could lose their jobs due to the pandemic’s impact. Currently, Indonesia with more than 426,000 confirmed Covid-19 cases and 14,348 deaths, accounts for the highest infection rate in the region.
LO N D O N, N OV 5 (AGENCIES): The timetable for delivery of the Oxford University/AstraZeneca COVID-19 vaccine candidate has slipped, the UK’s vaccine chief said, adding Britain will receive just 4 million doses of the shot this year. Britain had agreed in May to take 100 million doses of the vaccine, developed by Oxford University and licensed to AstraZeneca, with 30 million doses estimated for delivery by September 2020. Oxford’s trial chief said on Wednesday that he now hoped they would come by the end of the year, though the exact timing is unclear as it depends on infection numbers. UK Vaccine Taskforce Chair Kate Bingham said that the vaccine was being made in bulk first, known as “drug substance”, but could not yet be put into vials until more was known on the timing of late-stage trial data.

WASHINGTON, NOV 5 (PTI): Weary Americans will have to wait for some more time to know the clear winner of the closely-fought election between Republican President Donald Trump and his Democratic rival Joe Biden, as the final outcome hinged on a few states on Thursday where a flood of mail-in ballots triggered by the coronavirus pandemic were still being counted. Two days after the presidential election, Biden is nearing the magical figure of 270 electoral votes to win the race to the White House, with the former US vice president bagging 253 votes compared to 213 won by Trump, according to latest US media projections. The results in six states — Georgia, Pennsylvania, North Carolina, Arizona, Alaska and Nevada — are yet to be declared as officials counted millions of votes, some that were cast on Tuesday and many more during weeks of early voting amidst the surging pandemic. message is forwarded to a chat with disappearing messages off, the message won’t disappear in the forwarded chat. “If a user creates a backup before a message disappears, the disappearing message will be included in the backup. Disappearing messages will be deleted when a user restores from a backup,” WhatsApp explained. WhatsApp said that people should only use disappearing messages with trusted individuals. For example, it’s possible for someone to forward or take a screenshot of a disappearing message and save it before it disappears. “You can copy and save content from the disappearing message before it disappears and take a photo of a disappearing message with a camera or other device before it disappears,” the company advised. By default, media you receive in WhatsApp will be automatically downloaded to your photos. Sydney, Nov 5 (IANS): Australia cricketer Usman Khawaja’s brother has been given a jail sentence of at least two and a half years for his actions in trying to frame a colleague in a fake terror plot. According to a report in Sydney Morning Herald, Arsalan Khawaja wrote a series of detailed threats in a book belonging to his colleague Mohamed Kamer Nizamdeen, then handed it to his project manager at University of New South Wales in August 2018. When the police became involved, the 40-yearold misled investigators about the book’s origin and claimed he simply found it. Arsalan wrote the notebook after being jealous of Nizamdeen’s contact with a mutual female friend. Following the incident, Nizamdeen was then arrested until police discovered the

Aussie players more rested ahead of their home series versus India
New Delhi, Nov 5 (IANS): The Australian squad that plays India in this month’s white ball series Down Under will be more rested as compared to the Indian team, as half of the Australians featuring in the Indian Premier League (IPL) playoffs have hardly played much in the T20 league. As against them, most of the Indians in the playoffs have been an integral part of their teams, and have played all the games. As many as 10 members out of the Australian squad of 18 for the white ball series have played the IPL this season, with six of those players remaining in the playoffs. Among those in the playoffs, only a couple -- Delhi Capitals’ (DC) Marcus Stoinis and SunRisers Hyderabad skipper David Warner -- have played all 14 games for the franchises. Aussie limited-overs skipper Aaron Finch has played 11 out of 14 games for RCB, with his last game being on October 25. He has thus already got a 10-day break, even if RCB decide to field him in the Eliminator on Friday night. These players are Steve Smith, Glenn Maxwell, Josh Hazlewood, and Pat Cummins. These four will leave the United Arab Emirates for Australia with
the remaining six players next Thursday and then undergo quarantine on arrival in Sydney. Compared to Australia, all 19 members of India’s squad for white-ball series played in the IPL and most of them were regular members of their IPL teams. Unlike Australia’s six, 10 members of India’s white ball series squad are part of the four teams in the play-offs and they are integral part of the teams. Virat Kohli, Shikhar Dhawan, Shreyas Iyer, Manish Pandey, Washington Sundar, and Yuzvendra Chahal have all played 14 games for their franchises and will most likely play all the games in the play-offs. SHARJAH, NOV 5 (PTI): Left-arm spinner Sophie Ecclestone grabbed four wickets for just nine runs in a sensational bowling display to help Trailblazers beat Velocity by nine wickets in their Women’s T20 Challenge match here on Thursday. Englishwoman Ecclestone, ranked number one in the ICC T20 rankings, was well supported by veteran Jhulan Goswami (2/13) and Rajeshwari Gaekawad (2/13) as Trailblazers dismissed Velocity in 15.1 overs. Trailblazers then chased down the small target of 48 in just 7.5 overs with opener Deandra Dottin and Richa Ghosh remaining not out on 29 and 13 respectively. Despite their win against Supernovas on Wednesday, Velocity’s net run rate would take a beating after Thursday’s loss and that could hit them hard. It was, however, a quiet start in the run chase for the Trailblazers as the Velocity bowlers denied them any loose
balls. Dottin and captain Smriti Mandhana (6) were finding hard to get the boundaries. Mandhana finally went for the aerial route but perished in the process. New Delhi, Nov 5 (PTI): The Delhi High Court Thursday said the PIL challenging the decisions granting recognition to 41 National Sports Federations (NSFs) would be heard by a special bench constituted by it. A bench of Chief Justice D N Patel and Justice Prateek Jalan said a special bench would be constituted to hear the matter which claims “abject inaction” by the Centre with regard to alleged maladministration of NSFs, including Indian Olympic Association (IOA). Petitioner-lawyer Rahul Mehra told the court that a special bench of Justices Hima Kohli and Najmi Waziri was already hearing a related plea filed by him in 2010 and the instant petition also be placed before that bench. In response to his request, the bench headed by the Chief Justice said that it has already been recorded so. Mehra has contended in the plea that the decision granting recognition to the 41 NSFs is contrary to the National Sports Development Code of India, 2011 (sports code), and “issued in a wholly arbitrary manner”. He has also contended that the Sports Ministry has failed to take appropriate action against the NSFs which are in violation of the sports code. The plea, filed through advocate Chaitanya Gosain, said the ministry granted recognition to the 41 NSFs, after the Supreme Court clarified that it does not need prior approval
