“There is a set of government officials, who is engaged actively with the NSCN (I-M) collective leadership, and I am convinced there will be some good news at some point of time. But these are very complex issues you cannot get a solution just out of one, two or three meetings... This is a complex issue and you need to resolve it bit by bit. “The officials in the Ministry of Home Affairs, and the NSCN (I-M) are making progress, but what is happening or what has happened or what will happen will be difficult for us to comment at this stage. “Solution has to be one, but let the discussions be concluded with NSCN (I-M) first and then we will take the common draft to everybody we should go step by step,” the NEDA convenor told the news channel. It may be mentioned that the purpose of the November 5 joint press meeting was to primarily bring both PDA and NPF together on the same page (after NPF formed its own PAM) over the Naga political issue and also to endorse the October 15 resolution-- “one solu-
tion for one people”, but it remained deadlocked as NPF was yet to endorse the resolutions. Though both Rio and Zeliang addressed the joint press conference, nothing came out of it since there was no breakthrough. Instead, NPF leader T.R. Zeliang proposed formation of a new Legislators Forum with a new name and headed by the chief minister and not the Speaker. Zeliang also requested the convening of a special session of the assembly to adopt resolutions on solution to the Naga political issue. At the joint press meet, chief minister Neiphiu Rio implied that there was no need to form another new legislators forum of all parties since JLF exists with MLAs from other parties except NPF. He instead requested NPF to rejoin the JLF. He also rejected the proposal that he head the proposed forum since it was to be anall party forum and that the Speaker NLA was the right person to head it. Media persons could not ask any questions since the meeting was called off soon after the leaders had spoken.

KOHIMA, NOV 8 (NPN): Assam Finance minister and North East Democratic Alliance (NEDA) convener Himanta Biswa Sarma arrived Kohima on a one-day lightning visit Sunday to meet with state chief minister Neiphiu Rio. According to informed sources, Sarma who has of late, become the BJP’s ‘man in the North East’ after BJP national general secretary Ram Madhav was shifted, has been keeping in touch with both chief minister Neiphiu Rio and opposition NPF leader T.R. Zeliang over the Naga political issue. Sarma’s visit to Kohima also assumes significance in the light of discussions held between chief minister Neiphiu Rio and leader of opposition T.R. Zeliang on the vexed Naga political issue with Union Home Minister Amit Shah in Delhi on October 20. The sources also disclosed that Sarma, was
concerned that NPF has not endorsed the October 15 resolutions adopted at the meeting of various political parties, NGOs, Tribe Hohos and civil society groups. Sources privy to the meeting disclosed to Nagaland Post that as NEDA convener, Sarma was assigned by Union Home minister Amit Shah with the task of studying the political situation in Nagaland and also hold discussions with JLF, PDA and NPF including civil society groups. Sarma is tasked with getting everyone on board before a final agreement was inked over the protracted Naga issue. The main point that the Union Home minister had focussed on was– to have all political parties and legislators come together so as to endorse the October 15 resolutions. G U WA H AT I , N OV 8 (AGENCIES): Mizoram on Sunday assured Assam that it will withdraw its forces from the tense inter-state border areas, but Dispur said that even though it welcomed the decision, it was “waiting to see action on the ground”. Mizoram made the offer during a video conference between the chief secretaries which was chaired by Union Home Secretary Ajay Kumar Bhalla. Assam claims that Mizoram forces, including its IRB and Mizoram Police have been camping in various places inside Assam’s territory for nearly a month now. “As of now, their (Mizoram’s) forces are stationed at five locations inside Assam’s territory in the two districts of Cachar and Karimganj. We have not seen any sign of withdrawal till (Sunday) evening,” DIG (Southern Range) DK Dey said over phone. Meanwhile, addressing the press after the meeting chaired by the Union Home Secretary, Mizoram chief secretary L. Chuaungo said a unanimous decision was taken that Mizoram will withdraw its forces from the disputed areas and the blockade on NH-306 on the Assam side will be lifted.

DIMAPUR, NOV 8 (NPN): Nagaland on Sunday reported 19 new COVID-19 positive cases-- 12 in Kohima, 2 in Dimapur, 3 in Mon and 1 each in Mokokchung and Tuensang, taking the tally to 9474. Further, out of 9474 positive cases, the distribution across various categories of people include 4074 from the armed forces/ police, 1676 returnees, 3262
traced contacts and 462 frontline workers.

NEW DELHI, NOV 8 (AGENCIES): All India Institute of Medical Science (AIIMS) director Dr. Randeep Guleria has said that common people in India will have to wait for another year to get vaccinated, while reminding that the coronavirus infection “will not vanish” with vaccination. Dr. Guleria said that the virus will not “vanish with vaccination” but is likely to help with rapid herd immunity. The vaccination will also aid breaking the chain of transmission with fewer people getting infected. Dr. Guleria, also a member of the national task force on the coronavirus management in the country, has said that common people will have to wait till 2022 for a shot of the coronavirus vaccine. The AIIMS director said it will take “more than a year” for a coronavirus vaccine to be easily available in

In an interview with CNN-News18 channel, Dr. Guleria said for normal people, it will take “more than a year”. “In our country the population is large; we need time to see how the vaccine can be bought from the market like a flu vaccine and take it. That will actually be the ideal situation,” he said. When asked about the challenges India would have after a coronavirus vaccine is available, the AIIMS director said the prime focus
would be its distribution so that it reaches every part of the country. The second challenge, Dr Guleria said, would be to figure out the positioning of another vaccine that comes out later and is seen as more effective than the first one. “So if we have a vaccine that comes out later and is seen to be more effective than the first one, how do we position it? How do we do a course correction? How to then decide who needs vaccine A and who needs vaccine B? A lot of decisions need to be taken as we go along,” AIIMS director said. The AIIMS chief also expressed concern about a surge during the festival season. The doctor said that if cases increase, officials may have to consider regional lockdowns, and local containment zones may have to be identified.

KOHIMA, NOV 8 (NPN): In a bid to contain further spread of COVID-19 cases in the State Capital, Association of Kohima Municipal Wards Panchayat (AKMWP) has decided to make wearing of face masks at public places compulsory from Monday and strictly enforce it. Directing everyone moving in and around the Kohima municipality areas to wear face masks, the association warned that names of those violating its directive would be collected and compelled to buy masks on the spot for Rs 30 from COVID ward committee members on duty. AKMWP president Neibulie Kiewhuo said at least 10 volunteers, including senior leaders of the wards, would enforce
the rule in their respective wards as requested by Kohima Municipal Council (KMC) to combat the pandemic in Kohima. It has been lear nt that KMC administrator Kovi Meyase will officially kick off the campaign at Old MLA junction here at 7 a.m. Identity cards for COVID-19 ward committee members will also be issued by the administrator on the occasion. It may be mentioned that the AKMWP president had written to all wards chairmen under Kohima Municipality to enforce the directive in the interest and safety of the public. It may also be recalled that the State government on April 16, 2020 made it mandatory for all to wear face masks in all public spaces and workplaces, to prevent the spread of COVID-19.

NEW DELHI, NOV 8 (IANS): Scientists have found that some people, notably children, have antibodies reactive to SARS-CoV-2 in their blood, despite not ever having being infected with the virus. These antibodies are likely the result of exposure to other coronaviruses, which cause a common cold and which have structural similarities with SARS-CoV-2, the virus responsible for Covid-19, said the study published in the journal Science. The researchers made this discovery while developing highly sensitive antibody tests for Covid-19. To see how well their assay tests were performing, they compared the blood of patients with Covid-19 to patients who had not had the (Cont’d on p-6) disease. Surprisingly, they
found that some people who had not been exposed to SARS-CoV-2 had antibodies in their blood which would recognise the virus. To confirm their findings, they analysed over 300 blood samples collected before the pandemic, between 2011 and 2018. Nearly all samples had antibodies that reacted with common cold coronaviruses, which was expected given how everyone was exposed to these viruses at some point in their lives. However, a small fraction of adult donors, about 1 in 20, also had antibodies that cross-reacted with SARS-CoV-2, and this was not dependent on recent infection with a common cold coronavirus. Notably, such cross-reactive antibodies were found much more frequently in blood samples
taken from children aged 6 to 16. “Our results show that children are much more likely to have these cross-reactive antibodies than adults. More research is needed to understand why this is, but it could be down to children being more regularly exposed to other coronaviruses,” said lead author of the study Kevin Ng from Francis Crick Institute in England. “These higher levels we observed in children could also help explain why they are less likely to become severely ill with Covid-19. There is no evidence yet, however, that these antibodies prevent SARS-CoV-2 infection or spread.” Researchers tested the antibodies they found in blood from uninfected people to confirm they are able to neutralise SARS-CoV-2.
