GUWAHATI, NOV 23 (NPN): A pall of gloom descended on Assam as veteran Congress leader and three-time former chief minister Tarun Gogoi passed away at Gauhati Medical College Hospital (GMCH) here on Monday evening due to post-COVID complications. This was confirmed by State health minister Himanta Biswa Sarma. The Congress veteran was 86 and is survived by his wife Dolly Gogoi, daughter Chandrima and son Gaurav. Diagnosed with COVID in August-end, Gogoi was administered plasma therapy after his condition deteriorated. Having tested negative later, he was however battling post-COVID complications and was put on non-invasive ventilation on

D I M A P U R , N OV 2 3 (NPN): Considering the prevailing COVID-19 situation in the state and in the interests of schools and student community, the Department of School Education (DoSE) has issued the directives for strict compliance by all schools (both government & private). In a notification, principal secretary Menukhol John stated that the End Term assessment for Classes I-VII would be conducted by the respective schools December 2-22, 2020 as per the scheme of examination notified by the competent authority. It stated that End Term assessment for Classes I-VII would be conducted through online/ offline mode (distribution of question papers/collection of answer scripts) in batches strictly observing the SOPs. Students should go to the school for collection of question papers/submission of answer scripts only with

written parental consent. For students who do not have access to smart phones/digital devices to appear the examinations online, schools would make necessary arrangements to assess the students either by sending photocopy of the question papers/assignments to them and then collecting back the answer scripts or any other option which the school considers appropriate strictly observing the SOPs. No student from Classes I-VII would be compelled to go to the school for appearing the End Term assessment. Schools should also make all possible efforts to reach out to their students and assess them in the best possible fair manner. The marks of the assessment would be recorded in the PCR Book of the students of all the classes. Government schools would have to submit results of Classes I-VII to respective DEOs/SDEOs & DoSE on

DIMAPUR, NOV 23 (NPN): Ao Students’ Conference (AKM) has demanded the immediate intervention of deputy commissioner (DC) Mokokchung in the ongoing border tension along the Assam-Nagaland border in the district. It may be noted that the ongoing bandh on Mokokchung district imposed by various organisations since November 15 has caused tremendous dislocation of trade and commerce in Mokokchung district besides affecting nearby districts such as Longleng, Tuensang, Zunheboto and Kiphire. Acknowledge the sincere efforts to resolve the ongoing imbroglio with the neighbouring State, AKM president Nungdokyanger Ao and assistant general secretary Nangjenkala Tzudi in a representation asserted that while extending their solidarity with Tsurangkong people of the Ao community, it was of paramount importance that not even an inch of land – whether in the south, north, west or east – was compromised. AKM said they would continue to strive towards restoring all areas under their jurisdiction. The student body further demanded that construction of the sanctioned building/ structure should be competed at Aosenden village without further delay. It also called for removal of the temporary Assam Police post from the village immediately to avoid further tension. While assuring its full support and cooperation in resolving the border tension through people-to-people dialogue, AKM urged the DC to immediately find an amicable solution.

D I M A P U R , N OV 2 3 (NPN): COVID-19 caseload in Nagaland rose to 10852 after 75 positive cases were detected on Monday – 51 in Dimapur, 18 in Kohima, five in Tuensang and one in Mon. In his daily update, state health minister S Pangnyu Phom informed that 38 positive patients have recovered—23 in Kohima, 14 Dimapur and one in Peren. Out of the 10852 positive cases in the state, 9241 have already recovered. The state currently has 1442 active COVID-19 cases. P T I a d d s : I n d i a ’s COVID-19 caseload went past 91 lakh with 44,059 coronavirus infections being reported in a day, while the recoveries surged to 85,62,641, according to the Union Health Ministry data updated on Monday. The total coronavirus cases mounted to 91,39,865, while the death toll climbed to 1,33,738 with 511 new fatalities including 121 from Delhi alone, the data updated at 8 am showed. The number of active cases remained below 5 lakh for the thirteenth consecutive day. There are 4,43,486 active cases of coronavirus infection in the country as on date which comprises 4.85 per cent of the total caseload, the data stated.

Details for the conduct of the examination would be notified by NBSE. Admissions for the Academic Session 2021 would commence in January 2021 after the submission of results. Provision for retest and remedial measures for Class V as per the RTE Act should be followed by all the schools. Schools would not resume the conduct of regular classes till the state government notifies it, the notification stated.

COVID-19 situation ‘worsens’ in Delhi NEW DELHI, NOV 23 (AGENCIES): Even as Covid cases rapidly increasing in the national capital, the Supreme Court has said the COVID-19 situation in Delhi has worsened in the last two weeks and sought a status report from the Arvind Kejriwal government to examine the bottlenecks in connection with the pandemic management. “Things have worsened in Delhi especially in November. You file a status report on what steps have been taken,” a bench headed by Justice Ashok Bhushan told Additional Solicitor General Sanjay Jain, who was appearing for Delhi government. Jain told the bench that as per earlier order of the apex court, expert committee has been constituted and other directions have also been complied with by the Delhi government. He said that a separate space has been earmarked for cremation of 385 bodies. The health experts are of the view that the Kejriwal government need to reimpose restrictions or impose a partial lockdown in the city to contain the Covid spread. Fuel prices up for 4th straight day D I M A P U R , N OV 2 3 (NPN): State-owned oil marketing companies (OMCs) increased the price of petrol by 7 paise per litre and diesel by 18 paise for the fourth straight day on Monday. According to IOCL website, petrol price in the national capital Delhi was hiked to Rs 81.53 a litre from Rs 81.46 per litre while diesel rates went up from Rs 70.88 to Rs 71.07 per litre. After today’s price revision, petrol price in Dimapur was raised to Rs.84.33 per litre from Rs. 84.28 per litre and diesel price went up from Rs. 74.70 per litre to Rs.74.85 per litre. In the state capital Kohima, a litre of petrol and diesel was retailing at Rs.85.18 and Rs.75.54 respectively. It may be mentioned that state government had hiked taxes on fuel with effect from midnight of November 11.

While a total of 511 COVID-19 deaths were recorded across the country in the past 24 hours, Delhi accounted for the largest chunk of such fatalities with 121 fatalities, the data updated at 8 am showed. According to the latest bulletin issued by the Delhi health department, the national capital recorded 6,746 fresh COVID-19 cases on Sunday and a positivity rate of 12.29 per cent while 121 more fatalities pushed the death toll to 8,391. These fresh cases came out of the 54,893 tests conducted on Saturday, including 23,433 RT-PCR tests, according to the bulletin.

monsoon/autumn rain on November 21 which signals the oncoming of winter, the temperature of the capital on Monday had recorded one of the lowest for this season so far. The average temperature for the month of November stands at a high of

20.6°C and a low of 13.1°C for Kohima while the national average stands at 27°C and 13°C respectively. Earlier this year a record low of 4 degrees above the freezing point was recorded on January 24 and 26 which were the lowest for the year.

NTPA urges state govt to lift ban on timber export D I M A P U R , N OV 2 3 (NPN): Nagaland Tree Planters’ Association (NTPA) has urged the state government to contemplate on the genuine grievances of the tree farmers and traders of Nagaland and lift the recent ban on timber export. NTPA through its media cell stated that for a state like Nagaland, with limited opportunities, timber exports have become essential source of livelihood for the many. NTPA, however, lamented that in the recent implementation, timber exports had been portrayed negatively as a destructive force rather than an essential force of forestation and element of sustainable development. It pointed out that tree farmers could greatly contribute to the state’s development. It said that the annual Gross state value added by economic activity through

forestry and logging in 201819 was Rs. 808 crore. NTPA said that there has been a concentrated shift in farmers focusing on commercial tree production as a strong source of income compared to other crops. However, it stated that the ban has resulted in the slowing down of developments, aggravating the poverty of forest dependent communities and other vulnerable rural groups and forcing them into wasteful, unplanned depletion of forest resources in a struggle to improve the overall existence. In tree farming business, NTPA stated that they follow all the norms and procedures as laid down by the Supreme Court and the state government besides qualifying all the criteria set by High Powered Commission (HPC) and the SIT constituted by Supreme Court under the guidance of the Ministry of

Environment, Forest & Climate Change (EF&CC). It said that tree planters and timber traders also contribute to the state exchequer through payment of royalties to the state government at the maximum rate irrespective of timber classes. According to NTPA, the ban on export of timbers outside northeastern states by railways was initiated basing only on two aspects—conservation of environment and for providing opportunities for the local youths by opening avenues for them to export their finished products outside the state through railways—without giving due cognizance of all the factors involved. It stated that ban would only result in decrease of forest conservation and management in the overall process as most of the tree farmers and timber traders,

who were directly or indirectly involved in the process of reforestation/plantations, had to shift their profession. NTPA said that banning small units involved in tree farming/sawmills/sawn timbers for self sustenance would be like “caging the cats (local entrepreneurs) and setting free the wild tigers (outsiders).” Meanwhile, the association suggested that the state government allow export of timbers both finished and raw in a more systematic method by way of permitting export of finished timber products/goods such as plywood, moulding beats and furniture within North East states by road only and permitting export of unfinished timbers such as sawn/ fanta outside north east by railways only through allotment of wagons on quarterly basis as permitted by Ministry of EF&CC.
