GUWAHATI, NOV 23 (NPN): A pall of gloom descended on Assam as veteran Congress leader and three-time former chief minister Tarun Gogoi passed away at Gauhati Medical College Hospital (GMCH) here on Monday evening due to post-COVID complications. This was confirmed by State health minister Himanta Biswa Sarma. The Congress veteran was 86 and is survived by his wife Dolly Gogoi, daughter Chandrima and son Gaurav. Diagnosed with COVID in August-end, Gogoi was administered plasma therapy after his condition deteriorated. Having tested negative later, he was however battling post-COVID complications and was put on non-invasive ventilation on

D I M A P U R , N OV 2 3 (NPN): Considering the prevailing COVID-19 situation in the state and in the interests of schools and student community, the Department of School Education (DoSE) has issued the directives for strict compliance by all schools (both government & private). In a notification, principal secretary Menukhol John stated that the End Term assessment for Classes I-VII would be conducted by the respective schools December 2-22, 2020 as per the scheme of examination notified by the competent authority. It stated that End Term assessment for Classes I-VII would be conducted through online/ offline mode (distribution of question papers/collection of answer scripts) in batches strictly observing the SOPs. Students should go to the school for collection of question papers/submission of answer scripts only with

written parental consent. For students who do not have access to smart phones/digital devices to appear the examinations online, schools would make necessary arrangements to assess the students either by sending photocopy of the question papers/assignments to them and then collecting back the answer scripts or any other option which the school considers appropriate strictly observing the SOPs. No student from Classes I-VII would be compelled to go to the school for appearing the End Term assessment. Schools should also make all possible efforts to reach out to their students and assess them in the best possible fair manner. The marks of the assessment would be recorded in the PCR Book of the students of all the classes. Government schools would have to submit results of Classes I-VII to respective DEOs/SDEOs & DoSE on

DIMAPUR, NOV 23 (NPN): Ao Students’ Conference (AKM) has demanded the immediate intervention of deputy commissioner (DC) Mokokchung in the ongoing border tension along the Assam-Nagaland border in the district. It may be noted that the ongoing bandh on Mokokchung district imposed by various organisations since November 15 has caused tremendous dislocation of trade and commerce in Mokokchung district besides affecting nearby districts such as Longleng, Tuensang, Zunheboto and Kiphire. Acknowledge the sincere efforts to resolve the ongoing imbroglio with the neighbouring State, AKM president Nungdokyanger Ao and assistant general secretary Nangjenkala Tzudi in a representation asserted that while extending their solidarity with Tsurangkong people of the Ao community, it was of paramount importance that not even an inch of land – whether in the south, north, west or east – was compromised. AKM said they would continue to strive towards restoring all areas under their jurisdiction. The student body further demanded that construction of the sanctioned building/ structure should be competed at Aosenden village without further delay. It also called for removal of the temporary Assam Police post from the village immediately to avoid further tension. While assuring its full support and cooperation in resolving the border tension through people-to-people dialogue, AKM urged the DC to immediately find an amicable solution.

D I M A P U R , N OV 2 3 (NPN): COVID-19 caseload in Nagaland rose to 10852 after 75 positive cases were detected on Monday – 51 in Dimapur, 18 in Kohima, five in Tuensang and one in Mon. In his daily update, state health minister S Pangnyu Phom informed that 38 positive patients have recovered—23 in Kohima, 14 Dimapur and one in Peren. Out of the 10852 positive cases in the state, 9241 have already recovered. The state currently has 1442 active COVID-19 cases. P T I a d d s : I n d i a ’s COVID-19 caseload went past 91 lakh with 44,059 coronavirus infections being reported in a day, while the recoveries surged to 85,62,641, according to the Union Health Ministry data updated on Monday. The total coronavirus cases mounted to 91,39,865, while the death toll climbed to 1,33,738 with 511 new fatalities including 121 from Delhi alone, the data updated at 8 am showed. The number of active cases remained below 5 lakh for the thirteenth consecutive day. There are 4,43,486 active cases of coronavirus infection in the country as on date which comprises 4.85 per cent of the total caseload, the data stated.

COVID-19 situation ‘worsens’ in Delhi NEW DELHI, NOV 23 (AGENCIES): Even as Covid cases rapidly increasing in the national capital, the Supreme Court has said the COVID-19 situation in Delhi has worsened in the last two weeks and sought a status report from the Arvind Kejriwal government to examine the bottlenecks in connection with the pandemic management. “Things have worsened in Delhi especially in November. You file a status report on what steps have been taken,” a bench headed by Justice Ashok Bhushan told Additional Solicitor General Sanjay Jain, who was appearing for Delhi government. Jain told the bench that as per earlier order of the apex court, expert committee has been constituted and other directions have also been complied with by the Delhi government. He said that a separate space has been earmarked for cremation of 385 bodies. The health experts are of the view that the Kejriwal government need to reimpose restrictions or impose a partial lockdown in the city to contain the Covid spread. Speaking to IANS, former head of the epidemiology and communicable diseases at the Indian Council of Medical Research (ICMR), Dr Lalit Kant suggested that the government must curb the movement and

Fuel prices up for 4th straight day D I M A P U R , N OV 2 3 (NPN): State-owned oil marketing companies (OMCs) increased the price of petrol by 7 paise per litre and diesel by 18 paise for the fourth straight day on Monday. According to IOCL website, petrol price in the national capital Delhi was hiked to Rs 81.53 a litre from Rs 81.46 per litre while diesel rates went up from Rs 70.88 to Rs 71.07 per litre. After today’s price revision, petrol price in Dimapur was raised to Rs.84.33 per litre from Rs. 84.28 per litre and diesel price went up from Rs. 74.70 per litre to Rs.74.85 per litre. In the state capital Kohima, a litre of petrol and diesel was retailing at Rs.85.18 and Rs.75.54 respectively. It may be mentioned that state government had hiked taxes on fuel with effect from midnight of November 11.

Delhi records five deaths an hour: At least five persons died due to COVID-19 every hour on an average in Delhi in the last 24 hours, accounting for the largest chunk of such fatalities across the country, which recorded an average of 21 deaths in this period. The analysis was based on the data from the Union Health

Ministry which gave the total number of deaths recorded in the country and all states and UTs due to COVID-19 in the past 24 hours. While a total of 511 COVID-19 deaths were recorded across the country in the past 24 hours, Delhi accounted for the largest chunk of such fatalities with 121 fatalities, the data updated at 8 am showed. According to the latest bulletin issued by the Delhi health department, the national capital recorded 6,746 fresh COVID-19 cases on Sunday and a positivity rate of 12.29 per cent while 121 more fatalities pushed the death toll to 8,391. These fresh cases came out of the 54,893 tests conducted on Saturday, including 23,433 RT-PCR tests, according to the bulletin.

monsoon/autumn rain on November 21 which signals the oncoming of winter, the temperature of the capital on Monday had recorded one of the lowest for this season so far. The average temperature for the month of November stands at a high of

20.6°C and a low of 13.1°C for Kohima while the national average stands at 27°C and 13°C respectively. Earlier this year a record low of 4 degrees above the freezing point was recorded on January 24 and 26 which were the lowest for the year.

NTPA urges state govt to lift ban on timber export D I M A P U R , N OV 2 3 (NPN): Nagaland Tree Planters’ Association (NTPA) has urged the state government to contemplate on the genuine grievances of the tree farmers and traders of Nagaland and lift the recent ban on timber export. NTPA through its media cell stated that for a state like Nagaland, with limited opportunities, timber exports have become essential source of livelihood for the many. NTPA, however, lamented that in the recent implementation, timber exports had been portrayed negatively as a destructive force rather than an essential force of forestation and element of sustainable development. It pointed out that tree farmers could greatly contribute to the state’s development. It said that the annual Gross state value added by economic activity through

forestry and logging in 201819 was Rs. 808 crore. NTPA said that there has been a concentrated shift in farmers focusing on commercial tree production as a strong source of income compared to other crops. However, it stated that the ban has resulted in the slowing down of developments, aggravating the poverty of forest dependent communities and other vulnerable rural groups and forcing them into wasteful, unplanned depletion of forest resources in a struggle to improve the overall existence. In tree farming business, NTPA stated that they follow all the norms and procedures as laid down by the Supreme Court and the state government besides qualifying all the criteria set by High Powered Commission (HPC) and the SIT constituted by Supreme Court under the guidance of the Ministry of

Environment, Forest & Climate Change (EF&CC). It said that tree planters and timber traders also contribute to the state exchequer through payment of royalties to the state government at the maximum rate irrespective of timber classes. According to NTPA, the ban on export of timbers outside northeastern states by railways was initiated basing only on two aspects—conservation of environment and for providing opportunities for the local youths by opening avenues for them to export their finished products outside the state through railways—without giving due cognizance of all the factors involved. It stated that ban would only result in decrease of forest conservation and management in the overall process as most of the tree farmers and timber traders,

who were directly or indirectly involved in the process of reforestation/plantations, had to shift their profession. NTPA said that banning small units involved in tree farming/sawmills/sawn timbers for self sustenance would be like “caging the cats (local entrepreneurs) and setting free the wild tigers (outsiders).” Meanwhile, the association suggested that the state government allow export of timbers both finished and raw in a more systematic method by way of permitting export of finished timber products/goods such as plywood, moulding beats and furniture within North East states by road only and permitting export of unfinished timbers such as sawn/ fanta outside north east by railways only through allotment of wagons on quarterly basis as permitted by Ministry of EF&CC. Staff Reporter D I M A P U R , N OV 2 3 (NPN): United Baptist Churches Association North East India (UBCANEI) released its second edition of church hymnal book at UBC, Balijan near LRC Dimapur on Monday. The hymnal book was released by Council of Baptist Churches North East India (CBCNEI) general secretary and chancellor, North East Christian University, Guwahati, Assam Reverend Prof. Akheto Sema. During the programme, Rev. Prof. Akheto Sema shared the word of God from the book of Ephesians 5:19. Sema maintained that

under CBCNEI there were more than eight thousand Baptist churches comprising of around 15 lakhs membership. He also added that, there were about six hospitals, four nursing schools which would be upgraded to colleges soon. Speaking about the importance of hymn book, he said that music and song continue to play a vital role in the life of God’s people today and that singing was the highest form of human expression. He mentioned that hymn was something to be conserved within the church, because they tell a theological story and that every hymn has a story to tell. Sema also encour-

aged the congregation to remember the authors who have written the hymns and to understand the meaning wholeheartedly. Brief note about the hymnal book was delivered by UBCANEI secretary women ministry, Peli Yeptho Shiu. Altogether five thousand copies have been published and would be made available at UBCANEI office. Special prayer for donors was proposed by UBCANEI, UBC, Thahekhu block ‘3’ Rev. Dr. L Hevuto Awomi, welcome song by UBC, Balijan and special number by UBC, Thahekhu block ‘3’. Earlier, the programme was chaired by UBCANEI, secretary youth ministry Loveson Leivon and benediction proposed by UBCANEI advisor Rev. YT Lotha. The book comprises of 302 English and 102 Nagamese hymnal songs. The Nagamese hymnal songs have staff notation, which is the first of its kind. The second edition of church hymnal with staff notation in English and Nagamese was compiled by UBCANEI music committee members printed at Eastern Publication House, Dimapur.

DIMAPUR: NSCN (I-M) ato kilonser, Th. Muivah has expressed shock and sorrow at the sudden demise of late senior national worker, YL. Nagato, deputy kilonser, Yimchunger region GPRN on November 23. In a condolence note to Narola, wife of late Nagato, the ato kilonser Th. Muivah stated that, late Nagato enrolled in the Naga national service in March 1994 and had served the nation with utmost dedication and selflessness in different capacities and responsibilities, which shall be cherished in all times to come. Muivah also conveyed heartfelt condolences and sought God’s bountiful blessings to comfort and console the bereaved family. The nation also offered prayers to the Almighty God to grant eternal rest to the departed soul. Late Nagato leaves behind his wife and four children. Meanwhile, the NSCN (I-M) through its MIP also stated that, the void created by his demise would be deeply felt and difficult to fill. For his selfless contribution to the Naga national cause, the MIP stated that his name shall be recorded in the pages of the Naga history and his sacrificial deeds shall ever be cherished by all. Correspondent IMPHAL, Nov 23: Two policemen were injured when a group of people allegedly hurled stones at the security personnel who were carrying out a drive against drugs and illicit trafficking in Imphal East, on Monday. According to report, residents of Khergao Sabal Leikai under Porompat police station of Imphal East district attacked the police with stones during an operation against drugs and illicit trafficking. During the raid, three

alleged drug paddlers including a woman were picked up and illegal drugs were recovered from their possession. They have been identified as Md Mohamad (35) son of Md Abdul Rashid, Md Syed Ningthou (38) son of Md Zakiruddin of Kheragao Mamang Sabal Leikai and Taslima (21) daughter of Md Item. The raid was carried out by joint team of police comprising personnel of state police commando, Imphal East narcotic cells and women personnel. The report stated that the local rose up after fam-

Shillong, Nov 23: Meghalaya Government has identified 25,000 healthcare workers (HCW) for providing assistance in the vaccination process of COVID-19 when the vaccine is made available to the State, health officials said on Monday. The Union Ministry of Health and Family Welfare have sent a directive to the State Governments to identify health workers in advance. Health officials said that the identified health care workers in the State, who would be covered in the first phase of vaccination, are both from the public and private sector for the smooth vaccination process. “The whole exercise of vaccination will be taken up in a phase-wise manner. The Union Government is yet to communicate the decision on the vaccine that is supposed to be administered,” the Health official said. Recently, the State Task Force Meeting for

Shillong, Nov 23: Meghalaya’s powerful Khasi Students Union (KSU) has written to Prime Minister Narendra Modi seeking the implementation of the BengaI Eastern Frontier Regulation (BEFR) 1873 or the Inner Line Permit (ILP) in the entire state of Meghalaya to combat and regulate entry of “outsiders” into states where the indigenous inhabitants are microscopic in population. The Union also appealed to the Prime Minister to reconsider the decision in implementing Citizenship (Amendment) Act (CAA) for the “overall welfare and survival of the indigenous populace of the state” besides it was a “contentious issue” in Meghalaya as well as the entire North East region of India. The KSU also sought resolution of the boundary dispute between Meghalaya and Assam and the inclusion of the Khasi language in the 8th Schedule to the Constitution.

(PTI): The Editors Guild of India has expressed deep concern over Shillong Times editor Patricia Mukhim being “dragged through a cumbersome criminal charge procedure” on a complaint over a social media post and said her case is a reflection of the larger threats to freedom of speech in the country. In a statement, the guild said Mukhim’s case is an example of how multiple legal provisions can be used against free speech and therefore against free press. The statement comes days after Mukhim resigned as member of Editors Guild in protest against what she called, the organisation’s “complete silence” on the recent high court ruling which refused to quash an FIR against her and held her guilty of creating communal disharmony through her Facebook post in July. DIMAPUR: Monitoring team from chief medical officer (CMO) office, Zunheboto visited Ghathashi PHC on November 21 and interacted with the health unit staff. Unwanted and hounded

T

he situation in Tripura’s Kanchanpur and Panisagar areas remains tense after protests against the planned resettlement of thousands of Bru migrants permanently at Kanchanpur subdivision of North Tripura turned violent on November 21. It was a democratic protest that became tragic when Bengalis staged demonstration against resettlement of Brus in Tripura after police tried to quell the crowd that resulted in firing in which one died and later another succumbed to injury. Tripura is a state with multi ethnic communities making up more than 70 per cent of the state’s population. The Brus or Reangs are said to have come first from Shan State of upper Burma (now Myanmar) in different waves to the Chittagang Hill Tracts and then to Southern part of Tripura. Similarly another group entered Tripura via Assam and Mizoram during 18th Century. Brus or Reangs belong to Indo-Mongoloid racial stock. Their languages has affinity of Austro-Asiatic groups under Tibeto-Burman family. Ethnically Reangs are divided into 2(two) major clans (i) Meska and (ii) Molsoi. Their language is known as “Kaubru” which have a tonal effect of Kuki language though broadly it is Kok-Borok dialect. Brus were literally forced out of Mizoram where ethnic clashes occurred for over two decades. Eventually Brus (or Reangs) fled to Tripura and after which an agreement was signed in January 2020 in which some 32,000 Bru refugees were provided shelter in camps. Over two decades ago, they were targeted by the Young Mizo Association (YMA), Mizo Zirwlai Pawl (MZP), and a few ethnic social organisations of Mizoram who demanded that the Bru be excluded from electoral rolls in the state. In October 1997, following ethnic clashes, nearly 37,000 Bru fled Mizoram’s Mamit, Kolasib, and Lunglei districts to Tripura, where they were sheltered in relief camps. Since then, over 5,000 have returned to Mizoram in nine phases of repatriation, while 32,000 people still live in six relief camps in North Tripura. As much as the Mizos despised the Brus as aliens, the Bengali community in Tripura have resented the refugee package given to them through an agreement signed between the Centre, State and Brus. Forced out of Mizoram and now unwelcome in Tripura, the Brus are pushed to the wall and certainly find themselves like pariahs that no one wants. The Tripura government had decided to resettles thousand of Brus at Kanchanpur sub-division in north Tripura but the Bengali community has opposed the resettlement plan. The protestors demonstrated and then began to block the National Highway 08 resulting in clashes with the Tripura police. Interestingly, the Mizos (under Mizo Convention) and Bengalis under Nagarik Suraksha Mancha (NSM) decided to join hands against a common foe (Brus) to create a platform called Joint Movement Committee (JMC) to restrict the number of Bru refugees allowed for settlement at Kanchapnur to 1500 families. JMC convener Sushanta Baruah said the agitation was started to save ‘ancestral lands’ from Bru migrants as the government was planning to settle 5,000 migrant families at Kanchanpur instead of 1,500 as assured by the local administration a month back. It is ironic that while the indigenous Twipuris have not objected to resettlement of Brus in Tripura, the largest migrant community-Bengalis (from erstwhile East Pakistan, now Bangladesh)- has forgotten that they have reduced the indigenous Twipuris to the status of minority in their own home land.

Our state of mind is powerful in its effects. It can be the enemy that penetrates right into our soul and distracts our mind from God. There are certain attitudes we should never dare to indulge. If we do, we will find they have distracted us from faith in God. Until we get back into a quiet mood before Him, our faith is of no value, and our confidence in the flesh and in human ingenuity is what rules our lives. Beware of “the cares of this world…” (Mark 4:19). They are the very things that produce the wrong attitudes in our soul. It is incredible what enormous power there is in simple things to distract our attention away from God. Refuse to be swamped by “the cares of this world.” Another thing that distracts us is our passion for vindication. St. Augustine prayed, “O Lord, deliver me from this lust of always vindicating myself.” Such a need for constant vindication destroys our soul’s faith in God. Don’t say, “I must explain myself,” or, “I must get people to understand.” Our Lord never explained anything— He left the misunderstandings or misconceptions of others to correct themselves. When we discern that other people are not growing spiritually and allow that discernment to turn to criticism, we block our fellowship with God. God never gives us discernment so that we may criticize, but that we may intercede.

he UNDP report recommends that Governments should consider the benefits and costs of migration on their strategies and plans The last few decades have witnessed vast changes in political ideology and economic policies across the world. People of different countries have been affected differently, but always in a significant manner everywhere. Goa has achieved remarkable progress since liberation from Portuguese rule on December 19, 1961. The greatest gain of this freedom has been the feeling of self-respect regained, the opening of the portals of opportunity, particularly to the vast mass of people who were denied upward mobility over the centuries and perhaps millennia. Great strides have been made in core sectors such as education. In 1961, the literacy rate here was 30 per cent. Goa is now a fully literate State if we exclude some people above the age of 50 and a section of migrant labourers. This has been achieved mainly through private institutions. Regrettably, Government schools themselves are in an appalling condition. As a result, only those who cannot afford to enroll their children in private schools send them to the Government schools in the State.

The Fundamental Right to Education for all children up to the age of 14 years is enshrined in our Constitution. What is required is a law to determine the facilities which the State Government should provide to the children so that they can exercise this fundamental right. “Free education” means not merely freedom from tuition fees but also adequate classrooms and teachers, free uniforms, textbooks and other educational material. Inequalities in education will be accentuated in the computer age. The dangerous “digital divide” can only be prevented if necessary steps are taken right now. The ideal is the “Common School System” with quality Government schools, known as “neighbourhood schools”, in every locality where all children, irrespective of social class or religious affiliation can attend. This is the system prevailing in Scandinavia and other educationally-advanced countries. The Goa University ought to be a centre of academic excellence at the national as well as at the international level. It should be a powerful instrument to enable the youth of Goa and of the country at large to deal with and thrive in today’s increasingly competitive world, the global “knowledge society” where education is the key to success. Turning Goa

University into a Central University would have advanced this objective and would have improved significantly our university education. The Official Language Act was enacted in 1987. It was intended to strengthen our common cultural heritage and achieve greater unity and harmony among our people. Yet, in the process of implementing the Act, those who write Konkani in the Roman script are entitled to the same protection available to those who write in Devanagari. This is their right and it flows from Article 29 (1) of the Constitution of India. Konkani writers in Roman script should have access to literary awards, representation in literary bodies, financial assistance and so on, to the same extent available to those who write in Devanagari. However, Konkani should be taught in schools through the Devanagari script only. The reason is that children learn the Roman script through the study of English, which is important for international communication and for availing the increasing employment opportunities in the country itself. Devanagari is equally important for access to Indian culture and other Indian languages. The importance of national languages and assertion of national cultural identity are growing everywhere in the world. India is not and should not

Fiscal space question: On amended rates of tax on fuel

ars reportedly thronged petrol pumps on the eve of the effective date of the state government’s hike in fuel tax. The causal antecedent fiscal resource mobilisation by the government reflects problems of structural nature; far from being a mere tweak on tax rates. The deteriorating fiscal health of the state has been admitted by the government on several occasions. It comes to pass as perplexing that there’s no discourse on the same (outcries on social media is limited to tax hikes, never on fiscal position of the state government’s); suggesting that it is not considered an issue. The ubiquitous cloud of political imbroglio is justifiably cited for anything that goes wrong in the economy of the state. That should, however convenient and even tempting it is to resort to in relegating issues of immediate pertinence, not be so. Although there are idiosyncratic issues unique to the state, the even more precarious fiscal position of government of Nagaland that has come to be recently can be located within the constricting fiscal space of states in general in recent times. Constricting Fiscal Space of States: Financial capacity of states has been waning for myriad reasons. The initiation of GST regime has severely restricted the scope of states to raise revenue by means of indirect taxes on goods and services save on petroleum products. The less than expected and stipulated transfer of GST revenue from the centre to the states, owing to the slowdown and now recession of the economy, has further eroded the fiscal space of the states. Diminishing devolution of funds from the Centre is a major contributory factor. As reported by economist Gowda, “Between 2014-15 and 2019-20, the states got Rs. 7, 97, 549 crore less than what was projected by the Finance Commission.” The increasing resort to cess and surcharges by the centre, revenue from which does not fall into the divisible pool of revenue, has contributed in the further reduction of devolution. As reported by economist Gowda, “Between 2014-15 and 2019-20, cesses and surcharges soared from 9.3 % to 15 % of the gross tax revenue of the Union gov-

ernment.” All these assume greater salience for a state like Nagaland with limited base of internal fiscal resource mobilisation. Position of Nagaland’s Fiscal Health: Nagaland, created out of political compulsion, has always been fiscally dependent on centre’s transfers. Even for expenditure of salaries, pensions and suchlike of revenue nature, it has always been dependent of revenue deficit grants and other grants from centre; which means that there’s no question of developmental expenditure of scale worth mention from state’s own internal resource mobilization. Burgeoning fiscal deficit has always been the going norm. While the fiscal deficit for the current fiscal is estimated to be Rs 2,465 crore, the accumulated public debt of the state is estimated to be Rs 10,766 crore (A staggering 39.7% of GSDP). Fiscal deficit in context is not for reason of investment, which creates assets and hence returns to clear the deficit after a lag. Accentuation of the already high fiscal deficit essentially means transferring the credit of our today’s living to tomorrow or possibly to the coming generation, which not only raises questions of public finance but of intergenerational justness. Given the restricted flow of funds from the centre, internal resource mobilisation is imperative. It is against this backdrop that the abovementioned hike in taxes needs to be assessed. Does the warranted end of raising funds justify the means of hike in taxes rates? On the Tax Rate Hike: That the state government is required to enhance internal revenue generation is given. The mode of affecting it calls into action, however. That a democratic government gave no rationale is perplexing, to begin with. In a consumer state, wherein even essentials are not sufficiently produced within the state and hence brought in from outside and transported across the state, hiking a tax rate on fuels appears prima facie callously insensible. The said hike will invariably translate into increased logistic costs, and hence result in cost-push inflation. Inflation hurts the poor most, and hence the move can be construed as anti-poor. Any anti-poor policy accentuates inequality in society;

and hence runs against the demand of a welfare state. Other more socially beneficial modes of raising revenue ought to be explored. If such means cannot be employed, the maxim ‘revenue saved is revenue generated’ should guide policy making in the short-run. Austerity measures should be accordingly put in place; and the scarce fiscal resources allocated efficiently. Enhancing taxation capability is the sustainable way forward in the long-run. Accountability and transparency should be therefore affected in projects under implementation so that productive capital assets will materialize to facilitate economic activity; and hence expansion in taxation base. The going dismal state of project implementation, bogus employment in public sector, and rent seeking does not augur well for the state’s fiscal position. It does not only deny physical means of enhancing taxation capability but also does not inspire a social attitude of tax compliance amongst the people. When there’s a trust deficit towards the government in its (mis)utilization of funds, willingness to pay taxes will be certainly low. All these will perpetuate the dismal performance of internal resource mobilisation in the state, which would mean a perpetuation of economically backward and rent seeking society with ever increasing inequality. All these are to reiterate the causality and correlation between good governance and development. Conclusion: When the weather-beaten economy preferably requires expansionary fiscal prescription, the proscriptive fiscal intervention is sans economic logic. It not only reflects poorly on the reasoning and lack of imagination that informs policy making within the government dispensation of the day, but also of a failure of the academia and the supposedly critiques of the current dispensation of the day in a democratic polity in enriching policy discussion. As alluded to in the beginning, the precarious fiscal state of the government requires structural reforms towards good governance. It is now accepted that tourism should be developed in a manner that meets the requirements of the present without compromising the ability of future generations to meet their own needs. Sustainable tourism development considers three fundamental elements, economic, social and environmental. Economic sustainability consists in maintaining the growth rate at a manageable level to avoid consumer dissatisfaction. In Goa, it is necessary to upgrade the basic physical infrastructure. Social sustainability refers

to society’s ability to absorb tourist arrivals without adversely affecting local wellbeing and value systems. Environmental sustainability relates to the capacity of the environment to handle population impact without damage. Mega construction projects have transformed the landscape of Goa. Huge buildings have now progressed from the coastline into the hinterland and they have a negative impact on the lifestyle of the local population. Big buildings, especially in the villages, destroy the environment and should not be permitted. Non-disposal of garbage, particularly inorganic, in a scientific manner is also assuming menacing proportions. This matter should be tackled with a sense of urgency. There is apprehension in our State regarding the influx of people from other States who come here mostly for employment. The Department of NRI Affairs published in 2008 the first-ever Goa Migration Survey. It identified the Goan diaspora in 43 countries and stated that “the actual number of countries would be much larger. Goans are found the world over and it would be difficult to name a country without a Goan community.” The United Nations Development Programme (UNDP) released its annual Human Development Report

under the caption “Overcoming Barriers: Human Mobility and Development.” The report deals entirely with migration within and among countries. It finds that migrants boost economic output and, contrary to commonlyheld beliefs, immigration generally increases employment in host communities, does not crowd out locals from the job market and improves the rate of investment in new businesses and initiatives. The UNDP report recommends that Governments should reflect on the benefits and costs of migration on their strategy and plans. Migration from one region to another puts pressure on the existing infrastructure and social services such as housing, electricity, water and sanitation. While Goans can be justifiably proud of the vast social and economic progress achieved over the last five decades, they do also face several challenges at this point of time. Goans ought to confront these hurdles with confidence and commitment to values that shape a forward-moving and progressive society. These values should be taught at school and at home so that our land is prosperous and free from oppression of any sort, where justice and fairplay do indeed prevail. Curb antibiotic pollution, now

eft unchecked, drug-resistant bacteria due to antibiotic pollution have the potential to unleash a much larger and deadlier pandemic There was a time when antibiotic resistance in human beings and animal pathogens was not common. But today, multi-drug resistant bacteria have become fairly commonplace, posing a major challenge to our healthcare providers and increasing human fatality rates. Scientific evidence is suggestive of the fact that antibiotic resistance genes and antibiotics in the environment are playing a major role in perpetuating a new health crisis. Some of the major sources are waste from large-scale animal farms, waste water from antibiotic manufacturing firms and refuse from hospitals. Manure, or compost especially, is a worrying source of this antibiotic contamination. With no standardisation or mandatory testing of the end product, the largely locally-produced manure and compost products that are used on a large-scale are replete with antibiotic residues and resistant bacteria. As COVID-19 rages on, the probability of large-scale drug resistant infections suddenly seems very possible. According to the publication, Review on Antimicrobial Resistance, 7,00,000 people die each year globally due to resistant infections and this figure is only set to grow in the coming days. It further estimates that by 2050, a whopping 10 million lives would be at risk globally due to resistant strains of infections that would progressively weaken the immune system to such a level that the human body would find it difficult to defend itself against even small diseases such as urinary tract infections. This is because human bodies will become colonised by these harmful bacteria. Antibiotics also provide a selection pressure for environmental bacteria to maintain antibiotic resistance mechanisms. Thankfully, there is an increasing awareness the world over concerning the spike in the presence of antibiotic-resistant bacteria in the environment. In the US, urban river bodies and river bed sediments in cities like Baltimore are already showing heightened levels of antibiotics. Following this, the city municipal councils, in association with the environment authorities in the US, are taking extraordinary measures to contain the pollution in local water bodies. India must look at the global developments and immediately undertake initiatives to understand the depth of antibiotic pollution in its own environment. This is critical because antibiotic pollution-triggered superbug infections are

already wrecking havoc, with nearly 60,000 newborns dying each year in the country due to them. To stem the proliferation of antibiotic pollution, India will need to list all the potential contamination and breeding hotspots. According to studies, antibiotic pollution is the highest in wastewater treatment plants, as this is the place where bacteria from the environment meets with human pathogenic ones, leading to the genesis of new and virulent strains. Apart from this, India, apart from China, happens to be the world’s largest manufacturer of antibiotics and is known to discharge high levels of these waste effluents into the air and the water. This contamination has been happening for decades in the country and is understood to be the epicentre of the birth of superbug infections that are resistant to all known medication. Albeit a little too late, the authorities in the country have woken up to the threat posed by this, especially through river bodies. A draft Bill issued in January seeks to limit the concentration levels of antibiotic waste released by manufacturing units into the environment in order to ensure that the risk to human health is minimised. Though it is late in coming, this development has immediately caught the attention of the international research community specialising in antibiotic pollution of the environment. The Department of Antibiotic Resistance Research at the Gothenburg University called the Indian Government’s draft Bill a “great leap forward” to contain the problem. Though a welcome step in the right direction, the draft Bill still has a long way to go. The Government must initiate stringent crackdown on pharma units engaged in manufacturing antibiotics to regularly reveal the scale, quality and limit of their effluent discharge into the surrounding environment such as water bodies. Additionally, the information must also reflect on the official web portals of the said companies so that international and national clients are aware of the environmental accountability of the firm and transparency of data. Measures such as these will coerce these companies into following environmental and human health norms or be labelled as polluters and pay heavy fines. Left unchecked, drug-resistant bacteria due to antibiotic pollution have the potential to unleash a much larger and deadlier pandemic. We have seen various steps taken by government during this pandemic time but many of those were required since decades, and it took us this one pandemic to realise how important agriculture was. CBSE announces tentative Class 12 2014-29 period ‘very important’ for India: PM practical exam dates, sets SOPs for exams

NEW DELHI, NOV 23 (PTI): Asserting that the 2014-29 period between the 16th to 18th Lok Sabha is “very important” for a young democracy like India, Prime Minister Narendra Modi on Monday said the last six years have been “historic” for the country’s development and a lot remains to be done in the remaining period. As the age of 16, 17 and 18 years is very important for the youth, so is the time between the 16th and the 18th Lok Sabha for a young nation like India, he said while digitally inaugurating 76 multi-storeyed flats in the national capital for Members of Parliament. The 16th Lok Sabha (2014-19) has been historic for the country’s progress, and the 17th Lok Sabha has already become a part of history due to a number of decisions it has taken, he said, referring to the passage of landmark legislations aimed at reforming farm and labour sectors besides abrogation of Article 370 and the citizenship law. “I am confident the next Lok Sabha (2024-29) will also play a very important role in taking the country ahead in this new decade... There is so much for the country that we have to achieve. Be it ‘Aatmanirbhar Bharat’ campaign, or economic targets or many other pledges like these, we

People of Jammu and Kashmir have also joined the mainstream of development, with many new laws coming into effect in the union territory for the first time, he said in a reference to the abrogation of Article 370, which had granted the erstwhile state a special status. “It is our responsibility that when history evaluates different terms of Lok Sabha, this period is remembered as a golden chapter in

the nation’s development,” Modi stated. The second term of the Modi government is scheduled to end in 2024 when the next general election will be held. The ruling BJP has already set its sight on the next Lok Sabha polls with its president J P Nadda set to undertake a 120-day nationwide tour to tone up the saffron party’s organisational machinery with a focus on regions and seats where it had not done well in 2019. In his speech, Modi referred to the GST rollout, enactment of the Insolvency and Bankruptcy Code and

a law proposing death sentence for those convicted of raping children as among the major achievements of his government’s first term between 2014-19. India now has resources and a strong resolve to fulfil the dreams of its 130 crore citizens and attain the goal of self-reliance, he said. Asser ting that the country’s “new mindset and mood” is reflected in the composition of the 16th Lok Sabha, which had over 300 first-time MPs, and the current lower house, which has 260 MPs elected for the first time, the prime minister noted it has over 400 parliamentarians who are in their first or second terms. The current Lok Sabha also has a record number of woman MPs, he said. This is a reason why Parliament has been taking decisions quickly while also having more debate, he added, observing that the 16th Lok Sabha passed 15 per cent more bills and while the productivity of the first session of the 17th Lok Sabha was 135 per cent. Rajya Sabha’s productivity was also 100 per cent, he added. Parliament’s performance is at its best in two decades, Modi said. MPs have focussed on “product and process” as well be passing more bills and also debating more,

he added, noting that they engaged in two-three hours of debates in passing more than 60 per cent of bills in the last Lok Sabha. On this occasion, he also greeted Birla on his 58th birthday and lauded him for his focus on quality while also saving time in running the House. This was also reflected in the building of these 76 flats for the MPs, the prime minister said, noting that the three residential towers have adhered to green technology. The government said the construction of the flats has cost 14 per cent less than the projected expenditure and it was completed well in time despite the adverse circumstances due to the COVID-19 pandemic. These towers, which have come in place of eight 80-year-old bungalows, have been named after rivers Ganga, Yamuna and Saraswati. Modi said the new flats for parliamentarians, who often had to wait long for getting a house in the national capital, is among the series of projects completed under his government after being kept pending for years and decades. He referred to the completion of the Ambedkar International Centre, Central Information Commission building and War Memorial in this regard.

NEW DELHI, NOV 23 (IANS): The Central Board of Secondary Education (CBSE) on Monday released the tentative dates for the Class 12th board practical exams 2020-21 amid the speculation of postponing or cancellation of the exams in the wake of ongoing coronavirus pandemic. The Board will conduct practical exams for Class 12th from January 1 till February 8 as per tentative dates. CBSE has clarified that the exact dates for the exams would be notified later. Though, the final notification regarding the exam schedule for students of Class 10th and 12th has yet to be formally announced by the board. However, the CBSE has made it clear that there is no proposal to cancel or postpone the board examinations. The board has fixed a Standard Operating Procedure (SOP) for conducting the examinations. All the schools would be sent separate dates for conducting the board practical exams for which the board would appoint an observer. The board observer will oversee the observer, practical and project evaluation. The Secondary Education Board says that preparations are on for conducting the board exams in early 2021 in which lakhs

of students in India would be appearing for. If all goes well these exams would be conducted at the appropriate time. CBSE Secretary Anurag Tripathi assured that class 10th and 12th board examinations would be held in 2021. CBSE is planning out the complete schedule for the examinations. The Board will soon reveal the process of evaluation for the exams. Despite clarifying its position on conducting the board exams, it is not yet known when the theory exams would start. Various organisations across the country have demanded postponing the board exams in the wake of the ongoing coronavirus infection. Various schools across the country will conduct the practicals only by an external examiner appointed by the CBSE board. On completion of the exam evaluation, schools will have to upload the marks scored by all students on the link provided by the board. Practical exam and project evaluation work would be conducted in the respective schools.

The officials of the Railways said that they have drawn up a tentative plan to restore 17 mail and express trains for the Punjab region and J&K from November 24 onwards. The rail roko agitation of the farmers is likely to be lifted by today evening. “The plan is subject to track safety, clearance to be received by respective divisions from associated state government and security units,” the restoration plan prepared by Northern Railways stated. “A total of 17 trains will be restored, including eight for the Punjab area and nine for Jammu and Katra,” it added. Meanwhile, Rajesh Aggarwal, Divisional Manager of the Railways posted at Ferozepur, has stated that they were ready to restore the rail services once the railway tracks were cleared and adequate security arrangements were checked by the railway authorities. It was learnt that the maximum speed limit of the trains for few days will be 60 km per hour due to security concerns.

NEW DELHI/ MOGA, NOV 23 (AGENCIES): Railway Minister Piyush Goyal on Monday said that the Indian Railways is going to commence services from and through Punjab as the farmer unions have announced complete lifting of blockades. “After the postponement of the farmer movement on railway tracks and stations in Punjab from November 23, Indian Railways is going to start rail services from and through Punjab,” Goyal tweeted. “Passengers, farmers, and industries will be benefited by the removal of the impasse in train operations,” he added. The development comes two days after Punjab Chief Minister Amarinder Singh succeeded in breaking the imbroglio over the suspension of train services in the state, with the farmer unions acceding to his appeal and announcing complete lifting of the rail blockade from November 23. The decision to lift the rail blockade, imposed by the farmers in protest against the Centre’s laws, was announced by Bharti Kissan Union (Rajewal) at a meeting with the Chief Minister. India woke up on September 25 with farmers up in arms across the nation against the contentious Agri Bills passed in the Monsoon Session of Parliament. The sleuths from the CBI office here searched two locations including the residence of expelled Congress leader Baig in Pulakeshi Nagar, the agency sources said. “The searches at two places started at 7.30 am and concluded by 4 pm,” said a CBI source without divulging information on the outcome of the searches. The vaccine developed by Oxford University was 90% effective in preventing COVID-19 when it was administered as a half dose followed by a full dose at least one month apart, according to data from the late-stage trials in Britain and Brazil. No serious safety events related to the vaccine have been confirmed and it was well tolerated across both dosing regimens, it said. “This vaccine’s efficacy and safety confirm that it will be highly effective against COVID-19 and will have an immediate impact on this public health emergency,” Pascal Soriot, Astra’s chief executive, said in a statement.
