Gov calls for moulding promising entrepreneurs
D I M A P U R , N OV 2 4 (NPN): Nagaland Governor, PB Acharya, has called upon the agriculture and allied departments and all the agricultural universities to motivate and mould interested and promising entrepreneurs. Governor was at the “Sensitization programme for enhancing farm income and livelihood security in Nagaland”, organised by ICAR Research Complex for NEH Region, Nagaland Centre, Medziphema on Saturday. Acharya also laid emphasis on bringing out at least five entrepreneurs from each district in various sectors. He encouraged the graduates to take up such entrepreneurship ventures. On the occasion, the governor also lauded the initiatives taken by ICAR and KVKs to uplift the socio-economic condition of farmers through sustainable agricultural practices. Fuel prices continue to decline; petrol down 40 paise NEW DELHI, NOV 24 (IANS): Fuel prices continued the downward trend on Friday with cost of petrol falling by 40 paise across the four metro cities. In the national capital, petrol was priced Rs 75.57 per litre, down from Rs 75.97 on Thursday, according to the Indian Oil Corp’s website. Price of petrol in the other key cities of Kolkata, Mumbai and Chennai was Rs 77.53, Rs 81.10 and Rs 78.46 per litre respectively, compared to the Thursday’s levels of Rs 77.93, Rs 81.50 and Rs 78.88 per litre. The downward revision comes on the back of declining international crude oil cost. The Brent crude oil is currently priced around $59.13 per barrel. In line with petrol prices, cost of the other major transportation fuel, diesel also declined on Friday. Price of diesel in Delhi, Kolkata, Mumbai and Chennai was at Rs 70.56, Rs 72.41, Rs 73.91, Rs 74.55 respectively, down from Rs 70.97, Rs 72.83, Rs 74.34 and 74.99 per litre. Meanwhile, petrol price was Rs. 71.23 per litre and diesel price was Rs. 65.88 per litre in Dimapur on Saturday while in Kohima a litre of petrol and diesel was Rs. 71.94 and Rs. 66.43 respectively.

Input in the form of livestocks, seeds and farm machinery were distributed to the farmers and 11 publications including extension folders and training manuals from the centre were also released by the chief guest.
PAC shocked by tax on church works D I M A P U R , N OV 2 4 (NPN): Public Action Committee (PAC) of the Naga Council Dimapur (NCD) has expressed utter shock over the illegal collections and repeated demand from new building construction of Aoyim Baptist church by none other than NPGs. In a press release, PAC convenor, Vekhosayi Nyekha, and co-convenor K Ghokheto Chophy, termed the act as “sacrilege” and said this has gone beyond imagination. PAC urged every Naga to seriously think and rise up before it was too late. It said the “so-called national workers” were set to sale out Naga cause and future which was dear to all. Appreciating the efforts of the security forces in containing criminal activities, PAC has appealed to the general public to extend all possible support and cooperation to the security forces to check criminals. Further, PAC appealed to the responsible NPG leaders to immediately take steps to discipline their cadres, who were on rampage. PAC cautioned that failure to do so could force civilians to take measures against criminal activities of the “erring national workers.”
30 dead as bus plunges into canal in K’taka

M A N DYA , N OV 2 4 (AGENCIES): Thirty people, including five children, were killed and four rescued after a bus fell into a canal in south Karnataka on Saturday afternoon. Around 35 people were travelling in the private bus. The accident took place in Mandya, 105 km from Bengaluru. The bus fell into the canal after the driver lost control, the police said. Many passengers could not escape from the bus as it fell to its side, trapping the doors on
the floor of the canal. The bus soon submerged. “The mishap occurred around noon at Kanaganamaradi village near Pandavapura town, as the bus skidded off the bridge and fell into the Cauvery river canal,” a Mandya police control room official told IANS on phone. The driver reportedly managed to come out of the bus and swam to safety. According to a witness, the speeding bus was on way to Mandya from Pandavapu-
ra when the driver apparently lost control of the wheel, resulting in the bus veering off the bridge and falling into the 20-feet deep canal. Farmers working in nearby fields started rescue work immediately and saved a few passengers. “I believe the driver was not driving properly... I will find out,” Karnataka Deputy Chief Minister Dr G Parameshwara said. Visuals from the site of the accident showed locals using ropes to try and pull the bus out of the water body. The bodies of the victims were pulled out. Karnataka chief minister HD Kumaraswamy visited the accident site and announced a compensation of Rs 5 lakh to the families of the deceased. Meanwhile, President Ram Nath Kovind, Prime Minister Narendra Modi and Congress chief Rahul Gandhi offered condolences to the kin of the deceased.

ULFA (I) claims responsibility for grenade attack GUWAHATI, NOV 24 (PTI): Three people, including two former ULFA militants, were arrested on Saturday in connection with the grenade attack in Sibsagar district on Thursday that killed two people, police said. Earlier in the day, the proscribed ULFA (I) had claimed responsibility for the grenade attack. Eight people were picked up for questioning on Friday in connection with the incident at Demow area of the district, and three of them were arrested on Saturday. The trio also includes an employee of a petrol pump in Demow, police said. A grenade had exploded at a hardware shop in the Demow Chariali area of the district on Thursday, killing a customer, Anup Gupta, and the shop owner, Kamal Agarwal.

The construction of Doyang bridge, also referred to as “The People’s Project”, which started March 25, 2014 was delayed due to various unforeseen factors. The total width of the Doyang Bridge is 8.5 meters and the carriage width is 7.5 meters. The length of the
bridge upon completion will be 115.85 meters. The project extension for Doyang Bridge is yet to be allotted by the Chief Engineer, Er. Talitemsu Jamir informed. According the contractor of Doyang bridge, Abel Shohe, this was the first time since the commencement of the project that a cabinet minister had visited the bridge to take stock of the overall progress. Ozukum who also took a foot tour of the bridge and surrounding areas to gauge the overall progress expressed satisfaction with the workmanship and urged the contractor complete the project at the earliest since it serves as a major lifeline connecting several districts of the state.

Visasier Kevichusa, son of late Chalie Kevichusa, highlighted about the Chalie Kevichusa Memorial lecture, and also introduced the speaker Rev. Dr. Wati Aier. Delivering the annual lecture, Dr. Aier described late Chalie as a rare individual– one among a handful of lucid and luminous
individuals invested in safeguarding Naga rights. He dwelt on the topic: “Beyond Tribal Seduction – A Personal Reflection.” According to Rev. Dr. Aier, the challenge for a Naga was to look beyond the singular use of the term “tribe” and the ensnarement that follows it. He stated that tribalism lurks as a notorious seducer of the community which acts as a tool of selfexclusion and communal division. He mentioned that the Nagas should not look backward trying to resurrect the past. “Within this backward-looking view of history, the Naga narrative has been seductively immobilized, often to the point of tragedy” he asserted. NH executive refute Tep’s statement D I M A P U R , N OV 2 4 (NPN): A day after the Naga Hoho (NH) federal assembly speaker Kenyungseng Tep issued a statement on the tenure expiry of NH executive, the Naga Hoho executive including the Assembly secretary of federal organ have sought to “clear the confusion created by the unfledged Speaker”. In a joint statement, NH president P Chuba Ozukum, vice presidents Samson Remei and HK Zhimomi, cultural & customary affairs secretary Mhonchumo, and Federal Assembly Secretary K Elu Ndang, stated that Kenyungseng Tep was the president of Rengma Hoho as well as deputy speaker/ acting speaker of NH, adding that “this is one of the genesis of conflict within the Naga Hoho family due to misuse of power.” They said NH could not set up search committee two months ahead as per the
constitution because the acting speaker failed to uphold the decision and directive of executive council. In this regard, they said the executive directed the acting speaker to summon the Federal Assembly on November 3, 2017 and another on July 31, 2018. They said Tep himself was also present when the Executive resolved to summon the Federal Assembly on Nov 3, 2017. However, they said he turned deaf ears to the directive and refused to summon the Federal Assembly for the reason best known to him. The signatories said their intention was only to address the conflicting views and differences among the constituent units and executive council in the Federal Assembly and hammer out the differences as Tep clearly mentioned in his statement to “rejuvenate and vibrant Naga Hoho to serve the Naga people”.

He said, water which was released during the evening from the dam located upstream causes de-silting thereby hampering construction of the foundation of the remaining two piers.

D I M A P U R , N OV 2 4 (NPN): Thousands of Sümis in colourful traditional attire participated in the first Inter Area Cultural Competition organised by Western Sümi Youth Front (WSYF), Saturday at Nuiland Town. The event was marked by rich cultural presentations like “Imunopi Sujo Sujo” -a traditional enactment by a male troupe that narrates a tale of unity among brothers and how their bond cannot be broken by evil forces -- by Sughuna Sümi community, and a harmonious musical recital with traditional musical instruments by Nagagenous. Main highlights of the event were competitions in various cultural presentations like “aphilokuwo” (traditional war dance), “thighale” (folk song), ami kukula (traditional fire making), “puxa kuxu” (hopping competition), “atuna pukuxu” (couple traditional attire competition), “itsa kuxu” (traditional ancestral war cry competition) and “angu eno azuta mula kuxu” (spear and machete making competition). Kazheto Kinimi, emphasized on the importance of preserving and promoting the rich Sümi traditions and culture. He also lauded the efforts of WSYF in taking the initiative towards this end. Expressing concern over the Sümi language becoming a moribund language, Kinimi urged Sümis to communicate in their own language so that it may be preserved. While encouraging youth to venture into different avenues and not rely only on government jobs, he also lamented that Sümi youth were less inclined towards receiving skill training. Kinimi encouraged
them to enrol in government programs and learn skills so that they may have better employment opportunities. Highlighting the importance of youth in a society’s progress, the advisor said youth fronts such as the WSYF were essential for the Sümi community to march forward. Earlier, delivering greetings, Western Sümi Hoho (WSH) vice president, Nihokhe Awomi, also highlighted the importance of preserving and promoting the Sümi language. He expressed concern that Sümis inhabiting nonSümi tribe dominated districts were forgetting their
own language. He also cautioned that if a tribe forgets its language then it loses its identity. Cool chamber & orange festival inaugurated DIMAPUR: Far mer Producer’s Organisation (FPO) held an inaugural program for a two-room Cool Chamber & Orange Festival on Saturday, at Local Products Daily Market near Nagarjan Traffic Point, Supermarket, Dimapur, with advisor horticulture, Mhathung Yanthan as chief speaker. Speaking at the program, Yanthan encouraged the farmers to learn market strategies so that they may improve their marketing. He also encouraged farmers to learn about value addition and post harvest management. Lauding the FPO for their initiative, he asked the farmers to continue to work hard and not give up even in the initial stages of their foray into farming. He also maintained that Dimapur had the highest number of members under FPO Dimapur with about 1200 members and

GPRN/NSCN terminates DIMAPUR: As per the recommendation from ‘maj. gen.’ Aheto Chophi, the office of the GSO-1 (Admn) general headquarters, Naga Army (GHQ) has terminated ‘s/maj.’ Hokheto, son of Nishito, Xekiye Village of UT- 1 with Army No.117654, for breaching the azha of the nation by involving in anti-national activities. Furthermore the office of the GSO-1 (Admn) general headquarters, Naga army through the MIP wing has further stated that this order comes into immediate effect. In a similar exercise of powers conferred upon the chief secretary and his office, Obeto K Awomi, son of Khutoyi K Awomi, and Richard Sumi, son of Hevito Sumi have been discharged from active national service as enshrined under party discipline, section D (anti- social activities) Clause 1.

Gender violence, a hindrance to gender equality: Sarah Ritse
KOHIMA, NOV 24 (NPN): Secretary, department of social welfare, Sarah R. Ritse said gender based violence was posing a great hindrance to achieving gender equality. She pointed out that Nagaland was considered one of the safest states for women, yet the number of crimes against women were on the rise. Ritse said this during the launching program of 16 Days of Activism Against Gender Based Violence organized by Nagaland State Commission for Women held on the theme “End Gender-Based Violence in the World of Work” at the office of NSCW, Kohima Saturday. Stating that disturbing and tragic incidences were being read and heard about every day all over the country, Ritse said gender based violence was manifested in the form of rape, domestic violence, sexual harassment, eve teasing and even through cybercrimes. Calling to fight against gender violence, she pointed out that the Supreme Court of India had acknowledged that “Sexual harassment at work place” was a human right violation. Ritse also dwelt on the

special legislation -- “Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013”, aimed at giving safe working spaces for women and to build an enabling work environment that respects women’s right to equality. Any working women in the organized or unorganized sector, private or government can file a complaint if you face harassment of any kind, she added. She also spoke about the Social Welfare department’s schemes for women affected by violence Women Helpline 181, Sakhi scheme, and the Beti Bachao, Beti Padhao (BBBP) initiative. She advocated for a collective responsibility by men and institutions (schools/ colleges), and religious institutions like Churches to address this issue together.

DIMAPUR, NOV 24 (NPN): PHED commissioner and secretary, Dr. Maongwati Aier encouraged Gaon Buras (GBs) to strengthen customary laws in order for society to move forward in peace and unity. He was speaking as special guest at the 16th annual session of Dimapur District GBs Association (DDGBA) Saturday, at Diphupar ‘B’ local ground. In his speech, Aier asserted that in order to follow customary laws, one needs to abide by the laws with honesty. He pointed out that the Superme and High courts also respect customary laws. Dr. Maongwati also spoke about how morungs (traditional Naga youth
dormitories) used to be an essential part of Naga life as the most important centre of education and acculturation. Speaking about how Nagas traditional laws were followed with dedication in the past, he lamented that with the coming of political systems, corruption had also snaked its way in. He therefore, called upon GBs to check corruption and strive to make better decisions. Aier also highlighted the digitization of culture and encouraged the GBs to work towards a culture of savings and investment. He spoke about the importance of preserving one’s culture and traditions saying that people need to uphold their cultures so that the younger generation can learn about them.

In her introductory note, chairperson NSCW Dr. Temsula Ao spoke about redefining customary law from a gender perspective by re-doing or changing the existing entity or concept, and giving it a new meaning in the current context. In social discourse, Dr. Ao said the word gender was often tagged with negative aspects of society, like gender bias, gender discrimination etc. that discloses the deep-rooted mistrust and injustice against women. The chairperson pointed out that some positive tags have come into bureaucratic parlance like gender budgeting, gender friendly and equality etc. However she asked whether the situation of women in Naga society had changed perceptibly as a result of positive orientations. She maintained that whatever the result of such efforts, it will be superficial at best because the core of gender discrimination lies at the very heart of customary laws which direct and govern Naga life even in the 21st century. The chairperson said the two important areas where the redefining of these laws was required were: Women’s acceptance into village councils, town committees and the legislative assembly, and equal inheritance for women and girls. She said that in-spite of NSCW initiating a dialogue with apex bodies of all the tribes in order to facilitate the process of giving women shares in the parental property, she regretted it was only half done. She also reported that NSCW had conducted extensive awareness programs and seminars in all the tribal headquarters since 2014. Dr. Ao exuded confidence that as per the reactions NSCW received, Naga women will be able to secure the inheritance for women and girls through an amendment/addendum on the existing customary laws on the issues.

DIMAPUR: PWD has resumed road repairing and blacktopping in Wokha district, which had earlier been stopped due to the monsoon season. A press release by Lotha Students’ Union (LSU) president Lipemo M Tsopoe and general secretary Ashanthung Humtsoe has reminded the concerned department to monitor and prioritize the list of roads for HQ Wokha. LSU also stated that work repair should be done as per specifications issued through the head office under government directives. However, Centre allowing the NSCN(I-M) armed cadres to roam freely with full arms was quite doubtful whether the Centre was using the NSCN(I-M) cadres as proxy forces to create disturbances and vitiate the peaceful atmosphere in the Zeliangrong areas, the statement observed. Reiterating its appeal, ZCO urged the Centre to maintain peace by upholding the ceasefire agreement in the right manner so that the peaceful environment is returned in the Zeliangrong areas. ZCO also warned that if any casualty or negative consequences occurred in Zeliangrong areas because of gun fight between the different underground groups, particularly with the group which is under the ceasefire agreement, shall be considered as the handiwork of the government of India for which responsibility shall be borne by the Centre.

IMPHAL, Nov 24: Zeliangrong Civil Organizations (ZCO) has urged Centre to advice armed Naga groups under ceasefire truce with the government to strictly adhere to the ground rules of the ceasefire agreement, particularly during the festive season. Zeliangrong people have been facing untold miseries owing to non-adherence of the ground rules by the armed groups, particularly by the NSCN(I-M) cadres in the Zeliangrong inhabited areas, a statement of the ZCOs issued by its media and publicity cell alleged. The ZCO also appealed government of India to maintain peace by upholding the ceasefire agreement it has signed with the NSCN(I-M) in the right manner so that the peaceful environment is returned in the Zeliangrong areas. The statement alleged that during the course of Naga political issue and particularly after the signing of ceasefire agreement between Centre and the Nationalist Socialist Coun-
cil of Nagaland (NSCN) group since 1997, many precious lives who belonged to Zeliangrong, be it NSCN(I-M), NSCN(K) or ZUF, have been lost in the name of Naga nation. The loss of lives was in fact was not related to Naga national movement but fighting among themselves for area control and jurisdictional domination, it asserted. Amritsar grenade attack: 2 arrested
Chandigarh, Nov 24 (PTI): Punjab police on Saturday claimed to have nabbed the man who allegedly threw a grenade on a religious congregation at Nirankari Bhavan in Amritsar last Sunday leaving three persons dead, the second arrest in the case. “Avtar Singh has been arrested from Khayala village under police station Lopoke (in Amritsar),” Director General of Police Suresh Arora told reporters here, adding that they will produce him in court and seek his remand. Three persons including a preacher were killed and over 20 injured in the attack by two-motorcycle borne men which the police treated as a “terrorist act”. The DGP said that two pistols (.32 bore), one of them US made, which the perpetrators were carrying on the day of attack have been recovered along with four magazines and 25 live rounds. Row over Nipah death toll in Kerala Thiruvananthapuram, Nov 24 (PTI): A row erupted Saturday over the Nipah death toll in Kerala as an international medical journal stated that the deadly virus had claimed 21 lives, contradicting the official figure of 17 deaths. According to the state government figures, the Nipah virus hasclaimed 17 lives -14 in Kozhikode and three in neighbouringMalappuram since its outbreak in May this year. The figure includes the death of Mohammed Sabith, the firstvictim, whose samples had not been tested for Nipah. However, a recent report published in the ‘Journal of Infectiousdiseases’ hasstated that the total Nipah deaths in Kerala was 21. Interestingly, state health secretary Rajeev Sadanandan wasamong the experts who prepared the study report in the globaljournal. Reacting to media reports on the matter, HealthMinister K K Shylaja said as per the government estimate, 18 people had tested positive for the deadly virus.
Chidambaram denies CBI allegations in Aircel-Maxis case New Delhi, Nov 24 (PTI): Congress leader P Chidambaram has termed as “false” and “baseless” the allegations of the CBI before a court here that he as finance minister had “unlawfully” granted FIPB approval to a Mauritius-based company in the Aircel-Maxis case. The submissions were made by the politician in his rejoinder filed in response to the reply of the probe agency. The CBI, in its reply to the anticipatory bail plea of Chidambaram, had alleged that he was not cooperating in the investigations.
“The averments (by the CBI) that the applicant (Chidambaram) had usurped the power of the Cabinet Committee of Economic Affairs, unlawfully granted the FIPB (Foreign Investment Promotion Board) approval to Global Communication Services Ltd, Mauritius, and had chosen not to disclose facts which are in his exclusive knowledge are denied as being false, baseless and untenable,” the politician said. ED raids TDP MP’s residence, offices
Hyderabad, Nov 24 (IANS): Enforcement Directorate (ED) officials on Saturday conducted searches at the residence and offices of former Union Minister and TDP MP Y.S. Chowdary here for alleged financial irregularities. The searches, which began late Friday, continued on Saturday. The officials checked the records, computers and laptops at the offices of the Sujana Group owned by Chowdary. The officials conducted simultaneous searches at the offices of Splendid Metal Products Ltd and
Sujana Universal Industries and also the head office and residence of Chowdary. The searches, the second in less than a month, were in connection with a case booked by the Central Bureau of Investigation (CBI) against Best & Crompton Engineering Project Limited, a company owned by Srinivas Kalyan Rao, son of former CBI Director Vijaya Rama Rao. Kalyan Rao was accused of cheating nationalised banks to the tune of Rs 304 crore and diverting funds to shell companies.
The ED began the probe into allegations that the shell companies had links with firms owned by Chowdary. Agency officials had also conducted searches at Chowdary’s residence and offices last month. Chowdary, a member of the Rajya Sabha, is a close aide of Telugu Desam Party (TDP) President and Andhra Pradesh Chief Minister N. Chandrababu Naidu. Chowdary was Minister of Science and Technology in the Narendra Modi Cabinet till March when the TDP pulled out of the BJP-led NDA.

ecent news reports of illegal taxes being forcibly collected from church building construction may have outraged a majority of people but what is more worrisome is the fact that the outrage won’t succeed in forcing the government’s hand to act in order stop the cycle from spreading. If extortion is tolerated then it will soon even envelope the church itself. The issue was reported in the media and the Dimapur Area Ao Baptish Pastors Fellowship(DAAPBF) issued a confirmation when it expressed shock at the collection by Naga National Political Groups(NNPGs) from the church building construction of Aoyim Baptist Church. DAAPBF in the statement, revealed, that soon after construction work for the church(Aoyim Baptist Church) began after a dedicatory prayer on October 9,2017 “different NNPGs” began levying and demanding taxes from the non-skilled labourers. According to DAAPBF the “taxes” by NNPGs have added to construction cost. The issue was also raised by the apex Ao church body, Ao Baptist Arogo Mungdang (ABAM) which lamented the act of extortion from construction workers. ABAM appealed to Christians to stand up against the extortion so that such activities are prevented. The issue of extortion and syndication by NNPGs has been widely reported in the media on several occasions. No one is spared even including those constructing their own private buildings. The person constructing a house gets affected when construction workers are abducted and threatened by gangs for money or tax. If the owner refuses to “refund” the extorted amount, then it will eventually lead to workers abandoning the construction work. When the owner refunds the extorted amount, then it will add to the cost since extortions on workers are forced at random and also by various groups. Since the church body has come out with a strong appeal against extortion from the church projects; it does imply that this means it is okay if extortion is demanded from other institutions. Obviously this does not mean so but what is note worthy is the church is raising this issue and that too only after extortion has reached its doors. If this menace is unchecked, it could even breach church doors. Besides what has been said on the extortion from workers involved in construction of the church building; what is tragic is how the hard earned money, earned through honest toil and sweat, is bring grabbed from the hands of those working at the lowest levels, who continue to remain most vulnerable. Extortion is not a new phenomenon but which has been there since the mid-80s when taxations became a cottage industry. The church has not been ignorant about the problem and at times, had expressed deep distress. Extortion is as evil as corruption even if the latter might seem to be less offensive. Corruption also means many things that are criminal such as stealing, cheating, lying etc but the church hasn’t attempted to confront the evil head on. Churches receive a lot of money either by indiscriminately asking for donations from all kinds of people; or accepting huge offerings from members even if the source is dubious. When there is silence on such major issues, the followers are rightly disturbed about the dichotomy of the church leaders on corruption and extortion.

For example, you came to a crisis in your life, took a stand for God, and even had the witness of the Spirit as a confirmation that what you did was right. But now, maybe weeks or years have gone by, and you are slowly coming to the conclusion— “Well, maybe what I did showed too much pride or was superficial. Was I taking a stand a bit too high for me?” Your “rational” friends come and say, “Don’t be silly. We knew when you first talked about this spiritual awakening that it was a passing impulse, that you couldn’t hold up under the strain. And anyway, God doesn’t expect you to endure.” You respond by saying, “Well, I suppose I was expecting too much.” That sounds humble to say, but it means that your reliance on God is gone, and you are now relying on worldly opinion. The danger comes when, no longer relying on God, you neglect to focus your eyes on Him. Only when God brings you to a sudden stop will you realize that you have been the loser. Whenever there is a spiritual drain in your life, correct it immediately. Realize that something has been coming between you and God, and change or remove it at once.

The Pioneers (WW-I Naga Labour Corps 1917-1918)

reat Britain interlaced in the consortium of the allies was necessitated to rally every man power and resources in this war, the acute insufficiency of labour force in western front of France impels them to draft another 50,000 strong labour troops from the Indian sub continent, incidentally during this period Nagas were wadding through the annexation by Great Britain, so 2000 Nagas comprising of 1000 Semas, 400 Lothas, 200 Aos, 200 Rengmas, 200 Changs and other trans frontier tribes were recruited and designated as 21st Naga Labour Corps. The deputy commissioner, Mr. H.C Barnes went in command with a number of clerks and Dobashis. They arrived in France in two main group 688 men on 21st June and 992 men on 22nd July 1917. It is believed that more than 400 men were perhaps not found fit to sail to France. Naga’s during this era were still at nascent stage, they were not much familiarized with modern weapons rather they were more convenient with conventional weapons like spear, daos (machetes), stake trapping, shields made of bamboo and animal hides etc. they worked in munitions, transport, railway lines, stevedores and recovery, Nagas gave their unfeigned dedication in every aspect, Nagas were also effectively utilized for inciting fears into the Germans mind in the first sequence. The criterions for enlisting in the labour corps are: 1. They shall not be enlisted as combatants but nevertheless they must be
disciplined like a soldier and must be agile fit and strong. 2. One leader shall be chosen among the Nagas, this leader must be a person who could command and control over them and that he shall be assisted by British veterans and host of interpreters. Terms and condition are: 1. Their emoluments will be 15 rupees per month within the Indian territory and rations will be provided free. 2. After they ventured beyond Indian territory their monthly emoluments will be enhanced to rupees 20 per month. 3. An extra wage equivalent to one month rupees 20 will be given as soon as they embarked on a ship. 4. After the completion of 6 months of the work one month extra wage will be added. 5. Remission of house tax rupees 2(two) for the recruited families. 6. They shall not be enlisted as an army but shall be used only during the war period. 7. If they were injured or maimed during the war they shall be compensated half of what the soldiers are entitled in accordance to Indian army regulation volume 1 paragraph 1060. 8. If they were killed or died during the war their family or clan shall be compensated rupees 300 as one time ex-gratia. 9. Those who could stay and serve till the end of the war shall only be enlisted. As agreed upon earlier Kuhoi Zhimomi a.k.a. Ko Ho Sema Naga son of a
legendary Sumi warrior and chief Sukhai Zhimomi and mother Shevutsusho Murumi was chosen to command over the Naga Labour Corps and Hekiqhe Awomi of Surumi village as his assistant, Kuhoi took his sons along with him. The Nagas were each directed to carry a set of traditional attires along with spears and daos (traditional machetes), embellished in attires and paraphernalia of conventional gears they were divided into groups and made to swing their daos and spears into the air and vent out their typical Naga war cry while thumping their feet on the ground, meanwhile the Britishers were keenly taking every pictures of this splendor and flamboyant movements and later on these pictures were circulated into the Germans territory and made a propaganda that the Britishers have bought an extraordinary race of people known as the Nagas from the north eastern side of Indian sub-continent to fight against the Germans when they hurl their spears against the enemy it will follow the trajectory line and directly kill the enemy nothing could obscure the enemy from their weapon it penetrates anything and will ultimately retrieve on its own, this propaganda generated fears into the Germans mind that they halted their accede for about a week. The concept of political sovereignty defined

r. R.N. Ravi, the Deputy National Security Advisor and India’s Interlocutor for talks with the Nagas, has coined the term “shared-sovereignty,” which certain sections of the Naga people have come to believe as a possible way to resolve the seven-decade long Indo-Naga political problem. The question is, can there be such a thing as a ‘shared-sovereignty’? Before we jump into answering it right away, we need to first understand the meaning of political sovereignty. The French jurist and political philosopher Jean Boden (1530-1596) was possibly the most well-known political theorist on sovereignty. He has been long recognized for his oft-cited definition: “Sovereignty is the absolute and perpetual power of a republic.” Boden’s concept of sovereignty was derived from the final dissolution of Europe into several independent nation-states in the sixteenth century (see his work on “Of the True Marks of Sovereignty”). Another legal and political theorist who had written much on the concept of sovereignty is Carl Schmitt (1888-1985). According to him, “Sovereignty is the highest, legally independent, underived power.” To gain a better grasp of his definition, let’s briefly elaborate these points: First, sovereignty is a superlative power of the highest order. That’s why the Germans would say: Soverän ist, wer ȕber den Ausnahmezustand entscheidet, which can be translated, “a sovereign is he who decides on the exceptional case.” In other words, the essence of sovereignty is the political power both to decide what is an exception (as opposed to general constitutional rules or normal situational cases) and to make the decisions appropriate to that exception. This is often demonstrated during emergency situations (President Rule) when the Executive Head temporarily suspends (but not abrogates) all routine rules of the government and decides on an exception in order to create or recover social order when the existing one is threatened by chaos and anarchy. Other marks of sovereign power include the authority to declare war, make peace-treaty, appoint civil servants, grant pardon, hear final appeals, and so on. This being what sovereignty is, it logically implies that there can be only one sovereign entity (supreme authority) at a time in any
given nation. Second, sovereignty is a legally independent power. In internal matters of a nation, the ruler epitomizing sovereignty can temporarily transcend the legal order, because he is entitled to act when the legal system fails to answer the question of competence. This is a unique authority over the last decision, although it is not to be construed as a right to monopoly of power or dictatorial rule. On a somewhat similar vein but different level, the people of a land can assert sovereignty by functioning as a selfgoverning, independent entity and refusing to subject themselves to any external power outside their own geopolitical territory. This is essentially what makes a sovereign state, which, according to Black’s Law Dictionary, is defined as “a state that possesses an independent existence, being complete in itself, without being merely part of a larger whole to whose government it is subject.” Third, sovereignty is an “underived power,” meaning, it does not have to depend on another nation to give it. It is an inherent birthright as human beings made in God’s image. And by extension, sovereignty is something given to every people group. That’s why the standard position of the Naga Freedom Movement has always been the assertion of their own sovereignty instead of demanding it from India, because the Naga political issue is not a case of secession either from India or Myanmar. Put it differently, the question of Naga sovereignty is a matter of self-assertion and not something to be settled dependent upon the approval of some other external powers. No doubt, R.N. Ravi is an admirable man who has come to understand the Naga people and their unique political history very well. But his idea of a “shared-sovereignty” is a fallacious theory, because sovereignty, by definition, is indivisible and thus unshareable. On the other hand, one has to appreciate his argument that ‘sovereignty lies with the people.” If this is really his understanding, then he must also admit that the Naga people, and not the Indian Government, have the ultimate right to decide on their own political future. And this is exactly where the Indo-Naga political problem could find its final resolution. Mazie Nakhro

He exhibits the distinct epitome of a true and valiant Naga leader which also succinctly portrayed that Nagas contribution to the allies in France cannot be submerged to manual works alone. Value driven Hornbill festival
he forthcoming ‘Horbill Festival 2018’ has once again brought about a much needed facelift to the state capital-Kohima. Even though in limited stretches, I find myself driving on better roads. Public places are painted vibrantly and tangling lines/ cables looking much more organized. It is certainly an off the chart feeling. Plastic free zones have also been conceptualized, which I earnestly hope will gain impetus for a ‘Plastic Free Nagaland’ in times to come. But, while the preparation spree is on, considering that the festival is just a week away, it is too much too little. Being a recurring annual event, I see no reason that it should get anyone off guard when it comes to preparation part of it. Besides, it’s sad that the Hornbill festival should be considered a yardstick for beautification of Nagaland par se; with conscious development effort overlapping the Hornbill festival. As a general topic, whenever the state of Nagaland is touched upon, be it in magazine write-ups, TV telecast or a tete-a-tete with friends; the Hornbill festival does receive noteworthy mention. So whereas the Hornbill festival may not have necessary stature in terms of the proceeds it generates, it does have a credential in charting Nagaland among the list of tourist destinations and therefore no longer is a visit to Nagaland without reason, even if season based. I am often approached by acquaintances for value tips pertinent to fooding, lodging, bare necessities for the trip and information pertaining to extravaganza the Hornbill festival offers? Not the least, as irking as it may sound, the query as to if the place is safe for non Nagas? Well, I certainly can’t vouch for a perfect holiday that is worth every penny spent, but as far as safety go… I have absolutely no doubt whatsoever! But it is encouraging that in this year’s edition of the Hornbill
Festival, a special team of Police and IRB, so called ‘Tourist Police’, have been earmarked to ensure what has been guaranteed - a 24x7 foolproof security to tourists. Such arrangements will definitely go a long way towards attracting more participation, now as well as in times to come. However such security arrangements should remain constant year round, even if in lesser numbers, as tourists cannot be bound by a particular timeframe and attributes like mood, space, finances, holiday offers, etc… do have its considerations. For organizers and artists, the task is tremendous; this to deliver an immaculate conduct and performances that’s not only self-gratifying but acknowledged for as well. Incessant rehearsals prior in every preparatory stage entails one to forfeit personal requirements to an extent, however, there is also the benefit of learning and the beauty of perfection. Participation, especially children/youth, therefore has to encouraged so that awareness of the various cultural practices is kept alive, which apparently is being neglected in our quest
to keep up pace with all that is trending and modern. Whereas change is good, still it would be imprudent to forget our past? Further, the Hornbill festival being a collective effort of all Naga tribes, stages a perfect platform to reach out to people and to let them feel at home. Hospitality is a trait wherein an unwelcoming behavior of few will eclipsed the good deeds of many. While an individual may present his/her mannerism with ease, challenges do get tested when the requirement is from the general public. Hospitality is irrespective of time, space, reasons or occasions. And for Nagas, it is a trait inherent in our nature and there is absolutely no requirement to go out of way to prove anything to anyone. It is a practice that should come about effortlessly. What we need to bear in mind is that while occasions will come and go, impressions will manifest lifelong. This is in respect of electricity bill, while appreciating the introduction of online bill payment and providing trusted meter reading submission facility, it is to state that the trusted meter readings which the consumers are submitting seems not properly monitor by your department. In many cases I submit the several meter reading at the end of the month but the bills are generated as reading date as the first part of that month and also with meter reading unit in more that what I submitted. In many cases, though the meter readings are submitted on trusted meter reading facility provided, the bills are not generated. Some bills are generated on average bill with both the previous and present unit reading same thought the reading are submitted and than the next bill is generated on the unit reading submitted with the arrear of previous bill that generated on average which makes the consumer to pay that unnecessary average bill without their fault. Communal polarisation creates fear: Manmohan
New Delhi, Nov 24 (PTI): Former prime minister Manmohan Singh on Saturday warned that use of religion and caste by political parties to capture power can create an atmosphere of hate and division and asserted that saner elements in the society need to unite to counter such evil designs. He said that attempts at communal polarisation create an atmosphere of fear, anxiety and uncertainty and said secular character of all the institutions, Judiciary, Executive and Legislature, is a pre-requisite for peace and harmony. Addressing a conference organised by the Pranab Mukher jee Foundation, Singh claimed that the integrity of major institutions is facing many challenges in the country, while noting that a nation without well functioning institutions is “bound to fail”. The deterioration adversely affects the functioning of state organs and erodes their credibility, he said. “Such a situation, he said, can create chaos in society, economy and poli-

Thiruvananthapuram, Nov 24 (PTI): The Lord Ayyappa shrine witnessed comparatively heavy crowd Saturday, even as a war of words erupted over the government’s handling of the Sabarimala issue. Congress veteran and former Defence minister A K Antony reportedly attacked the state government, saying it was encouraging the BJP and RSS on the matter. Hitting back, Chief Minister Pinarayi Vijayan said the statement was with “ulterior motives.” “Antony’s statement that the violence witnessed in Sabarimala was due to inept handling of the issue by chief minister and the DGP was with ulterior motives,” Vijayan said in a Facebook post. He said the government’s measures had been appreciated by the Kerala high court and this statement was to spread canards about the government. Vijayan also said footfall of devotees had gone up at Sabarimala as all facilities had been arranged for them. Meanwhile, Congress leader Ramesh Chennithala lashed out at the chief minister, alleging that he was acting as a “godfather” to the Bharatiya Janata Party and the Rashtriya Swayamsevak Sangh.

Tongpang who interacted with the engineers and workers on-site expressed satisfaction at the pace of work carried out with the bridge over Chathe and the one in Nagarjan. He also urged the site engineers at Nagarjan and United village to lay deck slabs from both ends of the bridges once the mid piers were assembled. The construction of both these bridges began on October 3, 2017 and was initially expected to be completed by April 2019. However, the bridge over Chathe river is expected to be completed by October 2019, while site engineer at Nagarjan bridge, H N Baruah said the bridge at Nagarjan was expected to be completed by the end of 2019. On the visit to Balijan, it was observed that the foundation was already dug to erect piers. The completion date for the bridge in Balijan has not been notified.

New Delhi, Nov 24 (PTI): Delhi’s air quality showed a slight improvement on Saturday due to increased wind speed, favourable for dispersion of pollutants, and settled in the ‘poor’ category, authorities said. The overall air quality index (AQI) was recorded at 264 which falls in the ‘poor’ category, according to data of the Central Pollution Control Board (CPCB). Four areas in the national capital recorded ‘very poor’ air quality while 22 areas recorded ‘poor’ air quality, the data said. The level of PM2.5 (particles in the air with a diameter of less than 2.5 micrometres) was recorded at 119 and the PM10 level was recorded at 235, it said. An AQI between 0 and 50 is considered ‘good’, 51 and 100 ‘satisfactory’, 101 and 200 ‘moderate’, 201 and 300 ‘poor’, 301 and 400 ‘very poor’, and 401 and 500 ‘severe’. According to the Indian Institute of Tropical Meteorology, the air quality has improved due to higher wind speed The Particulate Matter (PM) concentration is likely to reduce owing to increased wind speed and air quality is likely to be in poor category, it said.

The US-based company, which counts India as one of its largest markets, has already trained about one million people through its various initiatives. “Facebook is committed to enabling small businesses to reach the global economy, and we are partnering various organisations to reach out to people. The RBI board at its meeting earlier in the month decided to set up a high-level committee for examining the Economic Capital Framework (ECF) to determine the appropriate levels of reserve the central bank should hold. The RBI is reported to be holding a massive

Answering questions with regard to the autonomy of the Reserve Bank, Jaitley said it has to be exercised within the framework of law. “The government’s viewpoint is that we respect and we will always maintain the autonomy within the framework of the laws which have been laid down,” he said. The government, Jaitley added, would continue to flag issues with the Reserve Bank in the larger interest of the economy, and there has to be coordination between the central bank and the government “If there are sectors of economy which are starved of liquidity or credit, as a sovereign government... we certainly will flag those issues wherever the RBI has the authority to decide certain things,” the minister said, adding there is no institutional failure. He further said that during the Congress-led UPA regime, fiscal deficit went as high as 6 per cent of the GDP.

Together, the amount would be close to Rs 3 lakh crore in terms of stressed assets that have been directly and indirectly impacted by the Code, he added. Srinivas also said that much of the money might be pertaining to operational creditors.

However, he added that extra funds, which may accrue from the new capital framework of the Reserve Bank, can always be used for poverty alleviation programmes over the years by future governments. “We don’t need any extra funds from any other institution to finance our fiscal deficit. Let’s be very clear that’s not the intention of the government. And we are not saying that in next six months give me some money. I don’t need it,” the minister said in an interview to TV channel Times Now. India’s fiscal deficit is slated to come down to 3.3 per cent of GDP at the end of the current fiscal. New Delhi, Nov 24 (PTI): The insolvency law has helped in directly and indirectly addressing stressed assets worth Rs 3 lakh crore in the last two years, a senior government official said Saturday. More than 9,000 cases have come for redressal under the Insolvency and Bankruptcy Code (IBC), which became fully operational in December 2016. Corporate Affairs Secretary Injeti Srinivas said there has been a direct and indirect impact of the Code on stressed assets worth close to Rs 3 lakh crore. The estimated amount, included recoveries made through resolution plans and cases settled before admission by the National Company Law Tribunal (NCLT) under the Code. Over 3,500 cases have been resolved at pre-admission stage and resulted in claims worth Rs 1.2 lakh crore getting settled, he said. Under the Code, cases are taken up for resolution only after approval from the NCLT. “About 1,300 cases have been admitted and out of that, in about 400 cases, corporate insolvency resolution process has been completed... in

K A R A C H I , N ov 2 4 (Agencies): Authorities in Pakistan have arrested two suspected facilitators believed to have been involved in Friday's terrorist assault on the Chinese consulate here. While one suspect was arrested from Karachi, the other was apprehended at Shahdadpur on Saturday in a joint operation undertaken by law enforcement officials. Quoting sources, Geo News reported that at least one suspect was in touch with the terrorists prior to the foiled attempt. Both the suspects arrested are undergoing interrogations at an undisclosed location, and their identities have not been revealed by the authorities as of yet. In his first interview since being appointed Chief of the General Staff in June, Gen Carleton-Smith said Russia was “indisputably” a bigger threat than Islamic terrorist groups like Al Qaeda and IS, the BBC reported. “Russia has embarked on a systematic effort to explore and exploit Western vulnerabilities, particularly in some of the non-traditional areas of cyber, space, undersea warfare,” he said. “We cannot be complacent about the threat Russia poses or leave it uncontested.” The 54-year-old former SAS commander led the search for slain Al Qaeda leader Osama bin Laden following the September 11, 2001, terror attacks and was at the forefront of Britain’s role in the campaign to combat the IS in Iraq and Syria. New Delhi, Nov 24 (PTI): Chelsea legend Didier Drogba has ruled out the possibility of coming out of retirement and playing in the Indian Super League, saying there is nothing left for him to achieve in his illustrious career. Mary wins historic sixth World C’ships title
New Delhi, Nov 24 (PTI): India’s M C Mary Kom won a historic sixth gold in the World Championships here Saturday, the mother-of-three doing, without breaking a sweat, what no other woman boxer has done or known before. Moments after Mary Kom became the most successful boxer in the history of women’s world championships by beating Ukraine’s Hanna Okhota in an unanimous 5-0 verdict in the 48kg category summit bout, young Sonia Chahal settled for a silver medal after losing her final. The Olympic bronze medallist came into the all-important bout, which coincided with her 36th birthday, optimistic of adding to her five world championships titles, and, without an iota of doubt, she walked the talk against Okhota in front of a packed K D Jhadav Stadium. The feisty Manipuri now has an incredible six gold and one silver in the showpiece, the last yellow metal coming in 2010 in Bridgetown. Kom was tied with Ireland’s Katie Taylor (five gold and a bronze) on the number of medals won by a woman. With this, ‘Magnificent Mary’ also matched Cuban legend Felix Savon as the joint most successful pugilist (men and women) in the Championships history. The feisty Manipuri, a mother of three children, won a silver in the inaugural edition in 2001 and then went on to win a gold each in the next five editions -- 2002, 2005, 2006, 2008 and 2010.
Overwhelmed, Mary Kom broke down after coming out of the ring as she went around to greet the packed crowd and the assembled officials. Wrapped in the tri-colour, she thanked her fans for their “unstinted” support. “I am a little bit emotional today. There is no (48kg) weight category in the Olympic Games. Because of your love and support, I feel I will be able to qualify for 2020 Tokyo Olympics. Four years ago, I was not able to qualify for Rio. I am still suffering from
that,” she said. India ended the championships with 1 gold, 1 silver and 2 bronze -- from Lovlina Borgohain (69kg) and Simranjit Kaur (64kg). India’s best performance ever was the eight medals, including four gold, it won in 2006 in New Delhi. “Thank you for your love and support. I don’t have anything to give except for a gold in the country. I know it will be a bit difficult for me to win a gold in Tokyo as I will have to fight in 51kg.

D IMA P U R , N OV 2 4 (NPN): 173 Bn CRPF in collaboration with Diphupar Naga Students Union (DNSU) will be organizing a football tournament from November 26 to 30, under the theme “Peace and Harmony.” Highlighting about the event at a press conference, 173 Bn CRPF Airfield Dimapur Deputy Commandant M Dzuvichu and Assistant Commandant Videkho said that the event is the first of its kind within the Diphupar area. The objective of the tournament is to have peaceful co-existence with the area and Dimapur in general, the Commandant
said. 16 neighbouring villages will be taking part in the tourney were winners will be awarded with trophies, cash award and certificates, they said. Individual award winners will also walk away with cash prize and certificates. M Dzuvichu said that sports kit will also be provided to all the participants. The commandants also mentioned about the various activities that they had undertaken to assist the populace under Civic Action Programme (CAP). He said that free coaching was conducted for youths who have registered for the CRPF constable post. About 595 youths have enrolled of which 100 are female which
is a positive response, the assistant commandant said. The inaugural programme will be held in the presence of PHED minister, Nagaland N Jacob Zhimomi and chief patron of the tourney will be DIG (OPS) Kohima Sarbjit Singh. The tournament commissioner will be Dimapur District Football Refree Association (DDFRA) president Shiyito Achumi. Madrid, Nov 24 (IANS): World Anti-Doping Agency has confirmed that UEFA acted properly in a case involving the possible use of a banned substance by Real Madrid captain Sergio Ramos ahead of the 2017 Champions League final. The matter had became public on Friday after German newsweekly Der Spiegel ran a report from Football Leaks contending that Ramos tested positive for dexamethasome following Real Madrid’s Champions League win. In this case, according to Football Leaks, the UEFA testers were advised that Ramos had taken a different drug. UEFA accepted the explanation from Ramos and the club that the team’s doctor made a mistake. Der Spiegel’s story also maintained that “no disciplinary action was taken, neither against the player nor against the team doctor, despite all of the anomalies in the case.”

The tournament was organised by Kohima District Volleyball Association (KDVA) at Kohima local ground. P l ay i n g t h e f i n a l match of the tournament in men’s category, defending champions Phesama YO comfortably defeated Kirpuphema Youth Organisation in straight three sets of 25-17, 25-23 and
25-18. In women’s category, Elite Sisters Kohima overcame Tiema-Khe Kidima in straight three sets of 2520, 25-23 and 25-13. Phesama YO received a cash prize of Rs 35,000 with trophy and citations while Kiruphema got Rs 25,000. In the individual category, Neithongulie Koutsu of Phesama YO was adjudged best spiker and Kedicho Pucho of Zenith Club, Kezo Town named the best setter. They received Rs 5000 each. The losing semi-finalist – Neichazou Volleyball Club, Mima and Kenouzou Club Kohima also got
