Guard against laxity in COVID-19 fight: PM
New Delhi, Nov 24 (PTI): Noting that alertness has given way to “widespread” negligence about COVID-19 among people, Prime Minister Narendra Modi on Tuesday said a few states have seen a surge in the infection in the same way as many countries witnessed after an earlier decline and asked chief ministers to focus on bringing down positivity and fatality rates by curbing the virus transmission. India has come out of the “deep sea” of this crisis after the world had thought that it will find it difficult to deal with the pandemic and the country is now moving towards the shores, he said, while using a famous verse to call for avoiding a situation where “our ship capsizes where the water is shallow” (hamari kashti wahan doobi, jahaan paani kam tha). In a meeting with chief ministers and other representatives from states and union territories, Modi made an impassioned appeal for ensuring that no wrong step is taken in fighting the disease and also asked states to put in place
Landowners to fence army occupied lands D I M A P U R , N OV 2 4 (NPN): Landowners and pattadars, whose lands are being occupied by army at Dimapur town, Tuesday said that they have resolved to build “temporary or katcha fencings” to protect their land from further encroachments. In a representation addressed to the deputy commissioner (DC) Dimapur, the union president Chupfuo Kense and general secretary K Thong stated that their lands were not safe as encroachment of land under army occupation had been taking place. The union lamented that the district administration and the defence have failed to provide full protection to their land. They pointed out that, as per RTI reply, total land area of 75.345 acres in various pockets of Dimapur was under army occupation. Further, they stated that the joint survey maps of army occupied land done in 2019 was yet to be approved and signed by the board of proceeding. Stating that the landowners have been fighting for their land for so long, the union has, therefore, urged the district administration and responsible authorities “to expedite and finalize this protracted matter” and hand over their lands at the earliest.

Just like the focus in the COVID-19 fight has been on saving each and every life, the priority in the vaccination drive will be to ensure that it reaches everyone, he asserted. He, though, avoided giving a timeline about the vaccine, saying the government is keeping a close watch as some vaccine candidates have reached the final stage of the trial. He asserted that the safety of citizens will be as much a priority for the government as the speed of the vaccination programme.
While experts and scientists work on developing the vaccine, the central and state governments have to focus on containing the virus spread, he said, cautioning against any laxity and negligence which, he added, have been seen in the “fourth stage” of the fight against the pandemic. India has so far limited the harm due to the pandemic at the minimum and is in a much better state than many other countries in terms of recovery and fatality rates, he said. In the meeting, which had a special emphasis on eight states that have seen an upward trend in the corona cases, Modi asked all chief ministers to work to bring
down the positivity rate to near five per cent and the fatality rate to below one per cent. He called for a higher share of RT-PCR tests. These eight states with high caseloads are Haryana, Delhi, Chhattisgarh, Kerala, Maharashtra, Rajasthan, Gujarat and West Bengal. The cumulative national COVID-19 positivity rate stands at 6.87 per cent as on date, while the daily positivity rate is 3.45 per cent, as per the health ministry data. Some states, however, have higher positive rates than the national average. The national fatality rate currently stands at around 1.46 per cent, but it is higher in Delhi and a few other states. Modi said the first phase of the disease was marked by fear with reports of a few people even taking their own lives in panic, while the second phase saw a sense of apprehension creeping in as people avoided others and hid their infection in fear of getting socially ostracized. In the third phase, Modi noted, there was a sense of acceptance about the disease with those infected even announcing it publicly and ask-

ing others to take care while people generally become more alert. As the recovery rate grew, people began thinking that the virus is not harmful and has weakened, he said of the fourth phase. Many thought even if they are infected, they will be cured, he added. This negligence became widespread, the prime minister said, adding that the mistakes turned into danger as laxity emerged. “We will have to spread awareness about the dangers of corona in the fourth phase. Those who have to work on vaccine are working on it but we have to focus on the corona,” he said. Governments and administration have to be more vigilant in curbing the transmission, he said. Several states have resorted to curbs like night curfew with a rise in COVID cases and have also enforced punitive measures against those not wearing masks. Modi asked chief ministers to share their suggestions in dealing with the virus and also about vaccine programme with him in writing, saying no one can impose anything and they have to work together.

MDM scheme: HC directs state government to file affidavit Correspondent
KOHIMA, NOV 24 (NPN): Gauhati High Court, Kohima bench Tuesday directed the state government to file an affidavit with regard to a Public Interest Litigation (PIL) concerning implementation of Mid Day Meal (MDM) scheme in Nagaland. After hearing the PIL, a two-judge bench of Justice Kalyan Rai Surana and Justice Hukato Swu posted the matter after four weeks. In its order, the court has also directed the respondent to indicate in the affidavit the amount of grant received from the Centre and implementation of MDM Scheme during Covid-19 pandemic period. In the PIL, the petitioner accused the state government of violating the dietary food guaranteed by the constitution. PIL stated it was the duty of all the states to prepare an action plan along with monitoring mechanism to ensure proper implementation of providing MDM scheme. Further, PIL stated that ad hoc grant has been
released to various states for preparation and providing of hot cooked meals or food security allowance to the eligible children during pandemic as well as during the summer vacations in 2020-21. The counsel for the petitioner submitted that the petitioner had visited various schools and has gathered information that MDM was not being provided to various school-going children for the approved numbers of meals during the COVID-19 pandemic. Speaking to Nagaland Post, counsel for the petitioner, Neiteo Koza, stated that the government was supposed to provide MDM for 220 days and 22 days during summer vacation. However, Koza informed that as per the fact finding of the petitioner, there was poor implementation of the MDM scheme, where some children had received MDM once in a month or not at all. Court issues notice over Anganwadi Centres: Gauhati High Court, Kohima bench has issued notice to several respondents after hearing a PIL on working
condition of the Anganwadi Centres in the State during the pandemic. After hearing the PIL, a two-judge bench of Justice Kalyan Rai Surana and Justice S Hukato Swu issued notice to all the respondents. It said the notice was returnable within four weeks. The PIL alleged that the State has not implemented the provision of Section 4(a) and 5 (1) (a) and 5 (2) 6 and 8 of the National Food Security Act (NFSA), 2013. PIL also alleged that nutritional requirements of pregnant women, lactating mothers and children have not been focused. The petitioner pointed out that under the NFSA, it was compulsory for Anganwadi Centres to have drinking water and toilet facilities along with adequate availability of water supply. Counsel for the petitioner, Neiteo Koza, told Nagaland Post that when livelihood was affected during the COVID-19 pandemic, Anganwadi centres remained closed and Integrated Child Development (ICDS) scheme has not been effectively implemented in the state.

NCD imbroglio: plea for stay rejected D imapur , N ov 2 4 (NPN): In a significant development over the current imbroglio in the Naga Council Dimapur(NCD), the Principal District & Sessions Judge Dimapur has on November 19,2020 rejected the appeal to set aside the earlier court order dated October 19,2020. In a three-page judgment order, the Principal District & Sessions Judge, said the court order dated October 19,2020 had restrained the newly appointed NCD office bearers inducted on August 8,2020 from functioning as office bearers of NCD. The Judge said a stay over the October 19,2020 order would lead to multiplicity of litigation and therefore, the court would not like to comment on the admissibility or legality of the case as it would mean going into the merit of the main appeal.

NSCN(I-M) questions GoI’s sincerity D I M A P U R , N OV 2 4 (NPN): NSCN(I-M) regretted that the high hopes raised after signing of the Ceasefire agreement in 1997 were dashed when the government of India continued to speak “in ambivalent terms even after more than twenty three(23) years of political talks”. In a statement through its MIP, NSCN(I-M) said this has become the “boiling point of the conflict” since the government of India was “simply making an escapade.” It also said the directive issued by the Ministry of Home Affairs(MHA) to Assam Rifles to “intensify operations against NSCN” has come as a rude shock. It reiterated that the Naga political issue cannot be “undermined in such a manner” which contradicted the well established historical and political rights of Nagas spread across
Nagaland, Manipur, Assam, Arunachal Pradesh and Myanmar. It said the signing of the Framework Agreement(FA) on August 3,2015 “is a living document, to take the GoI and NSCN through for the final solution.” NSCN(I-M) said solution needed a push in order to clinch the final deal through a political will from the government of India since Nagas have “come this far in search of peaceful solution.” Instead, the government of India “still continue to waver” said NSCN(I-M), and termed it as a “sign of weakness and insincerity.” NSCN(I-M) said FA “is a symbol of our olive branch to India, our desire to coexist peacefully as good neighbours”. It said this has however not been reciprocated with correct political steps as Naga

D I M A P U R , N OV 2 4 (NPN): Nagaland on Tuesday reported 79 COVID-19 positive cases—61 in Kohima, nine in Peren, eight in Dimapur and one in Mon, taking the tally to 10,931 cases. Of the total 10,931 COVID-19 cases, 9,291 people have recovered while there are currently 1,471 active cases. PTI adds: India saw 37,975 new coronavirus
infections being reported in a day taking the country’s COVID-19 caseload to 91.77 lakh, while the recoveries crossed 86 lakh, according to the Union Health Ministry data updated on Tuesday. The total coronavirus cases mounted to 91,77,840 and the death toll climbed to 1,34,218 with 480 new fatalities, including 121 from the national capital alone, the data updated at 8 am showed.

DIMAPUR, NOV 24 (NPN): All India Postal Employees Union P-III (AIPEU-P III) Nagaland division Tuesday announced its decision to join the one-day nationwide strike on November 26, 2020 called by the National Federation of Postal Employees, New Delhi. In a press release, AIPEU-P III Nagaland division divisional secretary Daniel Domeh said that the strike has been called in support of the charter of demands including scraping NPS, scrap freezing of DA/DR, filling up of all vacant posts etc. The union has informed that all public transactions in the post office across Nagaland would remain closed on that day.
Fuel prices continue to rise
DIMAPUR, NOV 24 (NPN): State-owned oil marketing companies (OMCs) increased prices of petrol and diesel for fifth day in a row across all metros on Tuesday. Petrol price was raised 6 paise per litre and diesel by 16 paise. According to IOCL website, petrol price in Delhi was hiked to Rs 81.59 a litre from Rs 81.53 a litre while diesel prices rose to Rs 71.41 a litre from Rs 71.25 a litre. After today’s rate revision, petrol price in Dimapur rose to Rs. 84.38 per litre while diesel price increased to Rs. 74.99 per litre. In Kohima, a litre of petrol and diesel was retailing at Rs.85.22 per litre (Cont’d on p-6) and Rs.75.68 per litre respectively.
SIT begins probe

KOHIMA, NOV 24 (NPN): A Special Investigation Team (SIT) constituted by state government has begun probe into the November 18 incident at Thongtsou village under Noklak district, wherein one person was killed and several houses were torched besides injuring another person. Sources from Noklak told Nagaland Post that certain people involved in the incident have been identified. Sources said the SIT was being assisted by IR, STF, officers from Noklak and Tuensang. The five-member team is expected to travel to various villages on foot since there is no motorable road. It was informed that around 20 empty shells had been recovered from the incident site and some arrests were also made and interrogation was on. State DGP and home commissioner rushed to the spot a day after the incident and constituted SIT on November 19, 2020 after taking all necessary report. K Y M C
