Guard against laxity in COVID-19 fight: PM
New Delhi, Nov 24 (PTI): Noting that alertness has given way to “widespread” negligence about COVID-19 among people, Prime Minister Narendra Modi on Tuesday said a few states have seen a surge in the infection in the same way as many countries witnessed after an earlier decline and asked chief ministers to focus on bringing down positivity and fatality rates by curbing the virus transmission. India has come out of the “deep sea” of this crisis after the world had thought that it will find it difficult to deal with the pandemic and the country is now moving towards the shores, he said, while using a famous verse to call for avoiding a situation where “our ship capsizes where the water is shallow” (hamari kashti wahan doobi, jahaan paani kam tha). In a meeting with chief ministers and other representatives from states and union territories, Modi made an impassioned appeal for ensuring that no wrong step is taken in fighting the disease and also asked states to put in place
Landowners to fence army occupied lands D I M A P U R , N OV 2 4 (NPN): Landowners and pattadars, whose lands are being occupied by army at Dimapur town, Tuesday said that they have resolved to build “temporary or katcha fencings” to protect their land from further encroachments. In a representation addressed to the deputy commissioner (DC) Dimapur, the union president Chupfuo Kense and general secretary K Thong stated that their lands were not safe as encroachment of land under army occupation had been taking place. The union lamented that the district administration and the defence have failed to provide full protection to their land. They pointed out that, as per RTI reply, total land area of 75.345 acres in various pockets of Dimapur was under army occupation. Further, they stated that the joint survey maps of army occupied land done in 2019 was yet to be approved and signed by the board of proceeding. Stating that the landowners have been fighting for their land for so long, the union has, therefore, urged the district administration and responsible authorities “to expedite and finalize this protracted matter” and hand over their lands at the earliest.

Just like the focus in the COVID-19 fight has been on saving each and every life, the priority in the vaccination drive will be to ensure that it reaches everyone, he asserted. He, though, avoided giving a timeline about the vaccine, saying the government is keeping a close watch as some vaccine candidates have reached the final stage of the trial. He asserted that the safety of citizens will be as much a priority for the government as the speed of the vaccination programme.
While experts and scientists work on developing the vaccine, the central and state governments have to focus on containing the virus spread, he said, cautioning against any laxity and negligence which, he added, have been seen in the “fourth stage” of the fight against the pandemic. India has so far limited the harm due to the pandemic at the minimum and is in a much better state than many other countries in terms of recovery and fatality rates, he said. In the meeting, which had a special emphasis on eight states that have seen an upward trend in the corona cases, Modi asked all chief ministers to work to bring
down the positivity rate to near five per cent and the fatality rate to below one per cent. He called for a higher share of RT-PCR tests. These eight states with high caseloads are Haryana, Delhi, Chhattisgarh, Kerala, Maharashtra, Rajasthan, Gujarat and West Bengal. The cumulative national COVID-19 positivity rate stands at 6.87 per cent as on date, while the daily positivity rate is 3.45 per cent, as per the health ministry data. Some states, however, have higher positive rates than the national average. The national fatality rate currently stands at around 1.46 per cent, but it is higher in Delhi and a few other states. Modi said the first phase of the disease was marked by fear with reports of a few people even taking their own lives in panic, while the second phase saw a sense of apprehension creeping in as people avoided others and hid their infection in fear of getting socially ostracized. In the third phase, Modi noted, there was a sense of acceptance about the disease with those infected even announcing it publicly and ask-

ing others to take care while people generally become more alert. As the recovery rate grew, people began thinking that the virus is not harmful and has weakened, he said of the fourth phase. Many thought even if they are infected, they will be cured, he added. This negligence became widespread, the prime minister said, adding that the mistakes turned into danger as laxity emerged. “We will have to spread awareness about the dangers of corona in the fourth phase. Those who have to work on vaccine are working on it but we have to focus on the corona,” he said. Governments and administration have to be more vigilant in curbing the transmission, he said. Several states have resorted to curbs like night curfew with a rise in COVID cases and have also enforced punitive measures against those not wearing masks. Modi asked chief ministers to share their suggestions in dealing with the virus and also about vaccine programme with him in writing, saying no one can impose anything and they have to work together.

MDM scheme: HC directs state government to file affidavit Correspondent
KOHIMA, NOV 24 (NPN): Gauhati High Court, Kohima bench Tuesday directed the state government to file an affidavit with regard to a Public Interest Litigation (PIL) concerning implementation of Mid Day Meal (MDM) scheme in Nagaland. After hearing the PIL, a two-judge bench of Justice Kalyan Rai Surana and Justice Hukato Swu posted the matter after four weeks. In its order, the court has also directed the respondent to indicate in the affidavit the amount of grant received from the Centre and implementation of MDM Scheme during Covid-19 pandemic period. In the PIL, the petitioner accused the state government of violating the dietary food guaranteed by the constitution. PIL stated it was the duty of all the states to prepare an action plan along with monitoring mechanism to ensure proper implementation of providing MDM scheme. Further, PIL stated that ad hoc grant has been
released to various states for preparation and providing of hot cooked meals or food security allowance to the eligible children during pandemic as well as during the summer vacations in 2020-21. The counsel for the petitioner submitted that the petitioner had visited various schools and has gathered information that MDM was not being provided to various school-going children for the approved numbers of meals during the COVID-19 pandemic. Speaking to Nagaland Post, counsel for the petitioner, Neiteo Koza, stated that the government was supposed to provide MDM for 220 days and 22 days during summer vacation. However, Koza informed that as per the fact finding of the petitioner, there was poor implementation of the MDM scheme, where some children had received MDM once in a month or not at all. Court issues notice over Anganwadi Centres: Gauhati High Court, Kohima bench has issued notice to several respondents after hearing a PIL on working
condition of the Anganwadi Centres in the State during the pandemic. After hearing the PIL, a two-judge bench of Justice Kalyan Rai Surana and Justice S Hukato Swu issued notice to all the respondents. It said the notice was returnable within four weeks. The PIL alleged that the State has not implemented the provision of Section 4(a) and 5 (1) (a) and 5 (2) 6 and 8 of the National Food Security Act (NFSA), 2013. PIL also alleged that nutritional requirements of pregnant women, lactating mothers and children have not been focused. The petitioner pointed out that under the NFSA, it was compulsory for Anganwadi Centres to have drinking water and toilet facilities along with adequate availability of water supply. Counsel for the petitioner, Neiteo Koza, told Nagaland Post that when livelihood was affected during the COVID-19 pandemic, Anganwadi centres remained closed and Integrated Child Development (ICDS) scheme has not been effectively implemented in the state.

In a three-page judgment order, the Principal District & Sessions Judge, said the court order dated October 19,2020 had restrained the newly appointed NCD office bearers inducted on August 8,2020 from functioning as office bearers of NCD. The Judge said a stay over the October 19,2020 order would lead to multiplicity of litigation and therefore, the court would not like to comment on the admissibility or legality of the case as it would mean going into the merit of the main appeal.

NSCN(I-M) questions GoI’s sincerity D I M A P U R , N OV 2 4 (NPN): NSCN(I-M) regretted that the high hopes raised after signing of the Ceasefire agreement in 1997 were dashed when the government of India continued to speak “in ambivalent terms even after more than twenty three(23) years of political talks”. In a statement through its MIP, NSCN(I-M) said this has become the “boiling point of the conflict” since the government of India was “simply making an escapade.” It also said the directive issued by the Ministry of Home Affairs(MHA) to Assam Rifles to “intensify operations against NSCN” has come as a rude shock. It reiterated that the Naga political issue cannot be “undermined in such a manner” which contradicted the well established historical and political rights of Nagas spread across
Nagaland, Manipur, Assam, Arunachal Pradesh and Myanmar. It said the signing of the Framework Agreement(FA) on August 3,2015 “is a living document, to take the GoI and NSCN through for the final solution.” NSCN(I-M) said solution needed a push in order to clinch the final deal through a political will from the government of India since Nagas have “come this far in search of peaceful solution.” Instead, the government of India “still continue to waver” said NSCN(I-M), and termed it as a “sign of weakness and insincerity.” NSCN(I-M) said FA “is a symbol of our olive branch to India, our desire to coexist peacefully as good neighbours”. It said this has however not been reciprocated with correct political steps as Naga
people’s “sincere approach and search for a permanent peace has been touted time and again to suit India’s colonial divide and rule policy”. NSCN(I-M) said this was evidenced “in the ongoing Indo-Naga political talks.” NSCN(I-M) reiterated that Naga people believe in “solution, based on mutual respect of each other’s position” and not on forced union “bereft of any political wisdom” nor in “carrot and stick policy” as these would only complicate what had been achieved during all these years of negotiations. D I M A P U R , N OV 2 4 (NPN): Nagaland on Tuesday reported 79 COVID-19 positive cases—61 in Kohima, nine in Peren, eight in Dimapur and one in Mon, taking the tally to 10,931 cases. Of the total 10,931 COVID-19 cases, 9,291 people have recovered while there are currently 1,471 active cases. PTI adds: India saw 37,975 new coronavirus
infections being reported in a day taking the country’s COVID-19 caseload to 91.77 lakh, while the recoveries crossed 86 lakh, according to the Union Health Ministry data updated on Tuesday. The total coronavirus cases mounted to 91,77,840 and the death toll climbed to 1,34,218 with 480 new fatalities, including 121 from the national capital alone, the data updated at 8 am showed.

DIMAPUR, NOV 24 (NPN): All India Postal Employees Union P-III (AIPEU-P III) Nagaland division Tuesday announced its decision to join the one-day nationwide strike on November 26, 2020 called by the National Federation of Postal Employees, New Delhi. In a press release, AIPEU-P III Nagaland division divisional secretary Daniel Domeh said that the strike has been called in support of the charter of demands including scraping NPS, scrap freezing of DA/DR, filling up of all vacant posts etc. The union has informed that all public transactions in the post office across Nagaland would remain closed on that day.
Fuel prices continue to rise
DIMAPUR, NOV 24 (NPN): State-owned oil marketing companies (OMCs) increased prices of petrol and diesel for fifth day in a row across all metros on Tuesday. Petrol price was raised 6 paise per litre and diesel by 16 paise. According to IOCL website, petrol price in Delhi was hiked to Rs 81.59 a litre from Rs 81.53 a litre while diesel prices rose to Rs 71.41 a litre from Rs 71.25 a litre. After today’s rate revision, petrol price in Dimapur rose to Rs. 84.38 per litre while diesel price increased to Rs. 74.99 per litre. In Kohima, a litre of petrol and diesel was retailing at Rs.85.22 per litre (Cont’d on p-6) and Rs.75.68 per litre respectively.
SIT begins probe

KOHIMA, NOV 24 (NPN): A Special Investigation Team (SIT) constituted by state government has begun probe into the November 18 incident at Thongtsou village under Noklak district, wherein one person was killed and several houses were torched besides injuring another person. Sources from Noklak told Nagaland Post that certain people involved in the incident have been identified. Sources said the SIT was being assisted by IR, STF, officers from Noklak and Tuensang. The five-member team is expected to travel to various villages on foot since there is no motorable road. It was informed that around 20 empty shells had been recovered from the incident site and some arrests were also made and interrogation was on. State DGP and home commissioner rushed to the spot a day after the incident and constituted SIT on November 19, 2020 after taking all necessary report. K Y M C

Agitations in Tripura against refugee resettlement called off
AGARTALA/ AIZAWL, NOV 24 (IANS/PTI): The agitation and indefinite shutdown, which began in the Kanchanpur sub-division opposing the BJP-led Tripura governments decision to rehabilitate thousands of Reang tribal refugees, were suspended after nine days on Tuesday. The Reang tribal refugees sheltered in seven relief camps in two northern Tripura sub-divisions had fled to adjoining Mizoram 23 years ago, following ethnic strife in the state. The leaders of the Joint Movement Committee (JMC), comprising two organisations -- Nagarik Suraksha Mancha (Citizen Protection Forum) and Mizo Convention, both representing the non-tribals and Lusai tribals, which spearheaded the indefinite shutdown since November 16 -- would hold a meeting with Chief Minister Biplab Kumar Deb in Agartala on Tuesday evening. Deputy Chief Minister Jishnu Dev Varma, Law and Education Minister Ratan Lal Nath and top officials of the government would also remain present in the crucial meeting. If the state government remains firm on its decision to rehabilitate 6,000 Reang tribal refugees only in Kanchanpur sub-division, we would again start our agitation,” Barua told the media. Clearing the doubts, the state government said in a statement that it has identified various locations spread across six of the eight districts of Tripura for the resettlement of the Reang tribal refugees. “The claims that the resettlement would take place in any one district or sub-division are completely false,” said the statement issued on late Monday night. The violent agitations
in Kanchanpur and Panisagar, both North Tripura districts adjoining Mizoram, caused two deaths -- firefighter Biswajit Debbarma (41) and agitator Srikanta Das (45) -- besides injuring 32 others, including security personnel, fire-fighters and protesters besides damaging many police and private vehicles on Saturday and Sunday. Tripura government spokesman and Law and Education Minister, Ratan Lal Nath, said the state government would provide Rs 5 lakh compensation to the family of both the deceased. “A magisterial inquiry has been ordered into the police firing that caused the death of Srikanta Das,” Nath told IANS. Normal life has been
crippled in northern Tripura’s Kanchanpur sub-division with simmering tensions during the past more than one week. The JMC has been agitating for the past three months and had called an indefinite shutdown since November 16 in the Kanchanpur sub-division protesting against the Tripura and Central governments’ decision to rehabilitate nearly 35,000 Reang tribal refugees who had fled from Mizoram in 1997 due to ethnic violence. Since November 19, the agitations spread to the nearby sub-divisions and districts, including Panisagar, as the state administration did not take swift measures to quell the situation and hold talks with the protesters. It turned violent on Saturday when the police had to open fire on the agitating mob which attacked the security forces in Panisagar. Earlier, Chief Minister Biplab Kumar Deb had said in Agartala that the process of rehabilitation of the tribal refugees got delayed due to the Covid-19 pandemic but the Centre and the state government were committed to settle these migrants in Tripura. Barua said they had earlier welcomed the state government’s decision of rehabilitating a small number of tribal refugees in
Kanchanpur. He said, “Considering the area and demography of the Kanchanpur subdivision, we had urged the government several times to rehabilitate not more than 500 refugee families here, but the government unilaterally initiated the process of settling 6,000 tribal families in the area.” An agreement was signed in January this year by the Chief Secretaries of Mizoram, Tripura and the representatives of the refugees in the presence of Union Home Minister Amit Shah to end the 23-yearold crisis by rehabilitating around 35,000 refugees from 5,400 families belonging to the Reang tribal community in Tripura. As per the agreement, which came after the Tripura CM in November 2019 had agreed to accept the tribal refugees, the Reangs, and rehabilitate them in Tripura and provide financial aid for their rehabilitation. They will be included as voters in Tripura as per the agreement. The Centre has announced a Rs 600 crore package for the settlement of the Bru tribals, recognised as a primitive tribe in Tripura. Of the package, Rs 150 lakh will be earmarked to the Tripura government for land acquisition and the rest would be spent for the welfare of these tribals.
ZPM urges ECI to delete names of Bru voters who are in Tripura
Mizoram’s main opposition party the Zoram Peoples Movement (ZPM) has written to the Election Commission urging the poll panel to delete names of Bru voters who are in Tripura, from Mizoram electoral roll, a party leader said on Tuesday. There are about 12,000 Bru voters in Mizoram among others, who have opted to permanently resettle in Tripura, according to election officials. ZPM publicity department secretary Laldinpuia said that the representation demanding the removal of Bru voters’ names from Mizoram electoral was submitted to the Election Commission through state Chief Electoral Officer (CEO) on Monday evening. The letter said that the Bru migrants, who used to live in Mizoram but left the state on their own in 1997 and now settled in Tripura are still enrolled in Mizoram electoral roll more than two decades after their departure from the state. It said that many attempts have been made by the Centre, state governments and civil society organisations to repatriate the displaced Bru people to Mizoram. “Though many Bru
families have returned to Mizoram during the repatriation exercises, majority of the Bru people have refused to return making fallacious and misguided excuses and are still settling in Tripura,” the letter said. The letter also said that in view of the special summary revision, which is currently underway in the state, names of the Bru voters should be deleted from the state’s electoral roll according to the January 16 agreement, which stated that the Bru people, who failed to return to Mizoram, would be permanently settled in Tripura. Meanwhile, an official of state election department said that there are about 12,000 Bru voters in Mizoram, who failed to return to the state during repatriation. He said that the Bru voters are still enrolled in the state’s voter list because their resettlement in neighbouring Tripura is under process. “Once the Bru people have resettled and when their epic numbers are entered on EROnet to be enrolled in Tripura’s voter list, a corresponding deletion request will be sent to Mizoram and hence the Bru voters will be automatically removed from
the state electoral roll,” the official told PTI. He said that resettlement of the Bru people in Tripura is outside the election commission’s ambit. Thousands of Brus fled Mizoram and migrated to Tripura fearing ethnic tension triggered by the murder of a Mizo forest guard in 1997. There have been at least nine attempts for repatriation of the Brus to Mizoram, with the latest round of repatriation organised between October and November, 2019, during which 1,165 Brus, belonging to 289 families, had returned to Mizoram. According to the agreement signed among the Centre, governments of Mizoram and Tripura and representatives of Bru organisations on January 16 this year, more than 35,000 displaced Bru tribals, who failed to return to Mizoram before November, 2019 and were in refugee camps in Tripura, would be permanently settled in that state. Earlier on Saturday, civil society groups in Mizoram urged the Centre and Mizoram and Tripura government to take measures for immediate fulfilment of the January 16 agreement.

AIZAWL, NOV 24 (PTI): The Mizoram government has decided to ban the bursting of firecrackers on Christmas and New Year to curb air pollution which could aggravate respiratory problems of COVID-19 patients and others, an official said on Tuesday. The decision in this regard was taken during a high- level meeting chaired by Home Minister Lachamliana on Monday, he said. Apart from firecrackers, the use of sky lanterns and other pyrotechnics including toy guns has also been banned, the official said. Prohibitory orders in this regard will be issued by deputy commissioners, he said. During the meet-
ing, it was also decided to set up special police checkpoints and conduct mobile patrolling during the festive season, the official said. Apart from the police, COVID-19 local task force volunteers will be roped in for the purpose, he said. Bursting of firecrackers and other pyrotechnic materials is a widespread practice during the festive season in the Christianmajority state. The state government had earlier banned firecrackers to enable people to celebrate the festival in a peaceful manner but this year the administration is more concerned about pollution in view of the COVID-19 pandemic, he said. IMPHAL, Nov 24: A 71year-old politician who went missing after killing his 35year-old nephew with his license gun was arrested on Tuesday. A team of police commandos arrested Gurumayum Birchandra alias Molecule of Imphal’s Singjamei Ngakrabam Leirak from Imphal’s Thangmeiband area around 8.40 am on Tuesday. The license gun (double bore gun) he allegedly used in killing his nephew G Suraj Sharma, who worked as JTO in BSNL on November 21 also recovered, the police said. The accused is a politician who contested elections to the state Assembly from Singjamei Assembly constituency several times and lost in all elections. He had
contested the last Assembly elections too from the same constituency. After killing his nephew, Gurumayum Birchandra escaped on a registered ambulance and since then his whereabouts remained untraceable by the police. During interrogation, they came to know that after shooting his nephew, the only son of his elder brother, the accused abandoned the ambulance somewhere in Imphal and proceeded to Kangpokpi district to seek shelter from one of his friends there after hiring an auto-rickshaw. He however halted the night on the street after his friend refused to give him shelter and had to return to Imphal the next day. He spent the next two nights at Imphal War Cemetery and at a corner of a shop at Chingmeirong
in Imphal. The police commando team intercepted him while he was walking on the street in the Thangmeiband area on Tuesday morning. After conducting necessary COVID-19 test after arrest, the accused was handed over to Singjamei police station of Imphal West district where a case in connection with the murder was registered, the police said. GUWAHATI, NOV 24 (PTI): “Baad Diya He” (just leave it) -- a phrase that former Assam chief minister Tarun Gogoi often uttered when faced with a quandary. And when he departed from the world, people fondly remember him as a leader who never left them in difficult times. Gogoi’s final journey began on Tuesday morning from Gauhati Medical College and Hospital (GMCH), where he breathed his last due to post-COVID-19 complications, to his official residence in Dispur. The 84-year-old Congress politician died here on Monday while undergoing treatment. He is survived by wife Dolly, daughter Chandrima and son Gaurav. Officials said Gogoi would be cremated with full state honours on November 26. His body was embalmed at the hospital and brought to his residence. The veteran politician’s son and Lok Sabha MP Gaurav Gogoi, accompanied by senior leaders and hundreds of supporters, received the body from GMCH, which was then taken out in a procession. the media for Gogoi, said he never hesitated to call a spade a spade. “He even wore the black robe after nearly four decades to fight against the Citizenship Amendment Act in the Supreme Court. He was a man who lived his life for the people of the state and Northeast region at large,” he added. Scores of people and leaders cutting across party lines were also seen gathering at Gogoi’s official residence in Dispur to pay their last respects. From there, the body was taken to Janata Bhawan, the state secretariat, from where Gogoi served people for 15 years as the chief minister. Among others, Chief Secretary Jishnu Barua and DGP Bhaskar Jyoti Mahanta were present at the building. Gogoi is credited with setting up Janata Bhawan as the permanent secretariat of the state. Later in the day, the mortal remains would be transferred to Congress headquarters Rajiv Bhawan for the party workers to pay their homage. As per the family’s wish, the mortal remains will then be taken to Srimanta Sankardeva Kalakshetra complex in Guwahati in the evening. People will be allowed to catch a

Perennial power woes
N
agaland is a power starved state with hardly any power generation of its own to meet the total peak hour power requirement of 120 MW since about 80% of the requirement is purchased from neighbouring states. This has made Nagaland perennially facing acute shortage of power and the situation does not seem to improve. Nagaland cannot utilise all of the 75 MW power generated at the Doyang Hydro power project commissioned in 2000. It can only get around 12% free under existing policy and have to purchase its requirement under quota through the NEEPCO. The state also commissioned the 24 MW Likimro hydro power project in 2002 but it is producing hardly 50% of its capacity. The Department of Power Nagaland(DoPN) has recently forewarned consumers regarding acute shortfall, even though it is no longer news. However, the fact is that the information from DoPN could just mean that bad days are ahead. As per the communiqué from DoPN Nagaland suffers an average shortfall of 21.5 MW during peak load hours in a day. The DoPN stated that the while power requirement from 5 a.m. to 10 a.m. is 110 MW, only 85 MW is available, with a shortfall of 25 MW. Then from 10 a.m. to 2 p.m. the power requirement is 90 MW but only 75 MW is available resulting in a shortfall of 15 MW. From 2 p.m. to 5 p.m. the power requirement is highest at 125 MW, but only 76 MW is available with a shortfall of 49 MW. Again, from 5 p.m. to 10 p.m. the power requirement is 148 MW and only 112 MW is available with a shortfall of 36 MW. The average shortfall in a day is 21.5MW according to communiqué from DoPN. Even so, Nagaland continues to reel under long duration of load intermittent load shedding ranging from one to two hours. It is clear that there appears to be no end in sight as the DoPN has admitted that the power supplied to the state is woefully short of its requirement. Even way back in 2013, the DoPN provided statistics which showed that as against the Peak demand of 110 MW only 40 MW was made available. Again as against Off-peak demand of 70 MW the state received only 25 MW. During the same period, DoPN also pointed out that accumulated annual losses due to transmission loss was to the tune of 25 MW and coupled with pilferages and non-payment of dues, rose up to almost 50% of power received which works out to between 30MW to 40 MW. The figures in themselves, confirm that the power situation is almost hopeless and beyond the control of the state government, or to be precise, the power department. The shortfall is not explained but perhaps one may presume it is about how much money Nagaland has to pay for purchased power. North Eastern Power Grip Corporation disclosed that one of the main reasons why there is so much shortfall of power made available to Nagaland was due to the inability of the state in making full payments. The ground reality indicates that there are factors responsible for poor and inefficient power supply. The Association of Power Engineers Nagaland(APEN) has been raising the issue in public domain in order to make consumer aware about the situation that the department is in.

We wrongfully think, “I suppose I’ve been stretching myself a little too much, standing too tall and trying to look like God instead of being an ordinary humble person.” We have to realize that no effort can be too high. For example, you came to a crisis in your life, took a stand for God, and even had the witness of the Spirit as a confirmation that what you did was right. But now, maybe weeks or years have gone by, and you are slowly coming to the conclusion— “Well, maybe what I did showed too much pride or was superficial. Was I taking a stand a bit too high for me?” Your “rational” friends come and say, “Don’t be silly. We knew when you first talked about this spiritual awakening that it was a passing impulse, that you couldn’t hold up under the strain. And anyway, God doesn’t expect you to endure.” You respond by saying, “Well, I suppose I was expecting too much.” That sounds humble to say, but it means that your reliance on God is gone, and you are now relying on worldly opinion. The danger comes when, no longer relying on God, you neglect to focus your eyes on Him. Only when God brings you to a sudden stop will you realize that you have been the loser. Whenever there is a spiritual drain in your life, correct it immediately. Realize that something has been coming between you and God, and change or remove it at once.

This period has also provided us with the contrasting experiences of India and Pakistan, two countries that share history, geography and socio-cultural mores. What drives economic growth? It is a question that preoccupies policymakers, academics, commentators and analysts. The answers, unfortunately, are elusive. Examining the experiences of different countries may seem like a promising approach. However, generalising from specific experiences can be misleading since ground conditions vary hugely across countries. There are two ways to avoid the pitfalls of generalising from specific cases. The first is to examine the same country over time to look for changes in outcomes at specific points in time. If one can correlate the changes in outcomes with measurable policies or events, then one can potentially draw some conclusions. A second approach is to compare countries with shared history, culture and geography. If there are stark differences in outcomes between them, then there may be some policy les-
sons to be drawn. The Indian subcontinent provides lessons from both approaches. The 73 years of post-Independence India has generated a lot of evidence across different political-economic regimes. This period has also provided us with the contrasting experiences of India and Pakistan, two countries that share history, geography and socio-cultural mores. Analysing India’s real Gross Domestic Product (GDP) per person (in 2011 dollars, purchasing power parity) since 1950 reveals five distinct economic phases. The first phase was the period 1950-65. This was the Nehruvian period of state-led industrialisation. While there was creeping protectionism during this phase on account of a balance of payments crisis in 1956, the economy on the whole remained fairly open. Starting in 1950 with a GDP per person of US$841, annual per person GDP growth averaged 2 per cent during this period. This translated to aggregate annual GDP growth of around 4 per cent since the population was growing at close to 2 per cent. The second phase of post-Independence India was the Indira Gandhi-led years, 1965-84. This period was an unmitigated economic disas-
ter with negative per capita growth. India’s per capita GDP in 1984 was US$1041 which was lower than its 1965 level of US$1134: The average Indian in 1984 was 8 per cent poorer than the average Indian in 1965. The phase was marked with increasing state control of the economy, nationalisation of industry, closing of the economy to trade through tariff and non-tariff barriers, and a systematic weakening of institutions. The third phase is 198491 when the Rajiv Gandhi government ushered in the first round of economic reforms by liberalising capital goods imports as well as starting industrial de-licensing. These reforms were rewarded by a growth take-off. India’s annual per capita GDP growth averaged 3.1 per cent while aggregate GDP grew at 5.2 per cent during 1984-91. The period 1991-2004 is typically classified as the liberalisation phase, during which India dismantled much of its industrial licensing infrastructure and accelerated the removal of tariff and nontariff barriers to trade. The reform effort was reflected in the 4.9 per cent annual per capita GDP growth during 1991-2004. Viewed in conjunction with the reforms

In His mercy and grace, God gave victory to the Nagas during the period of military confrontation which resulted in the signing and declaration of ceasefire on 1st August, 1997 between NSCN and GoI. After which, political negotiation started and by the grace of God even during the course of political negotiation He has been gradually granting victories to the Nagas. The first victory came about when NSCN and GoI officially declared in a joint communique on 11th July, 2002 “The unique history and situation of the Nagas.” Secondly, after a prolonged negotiation and through God’s divine intervention the historic Framework Agreement was signed on the 3rd August, 2015 between NSCN and GoI, which paved the way for the negotiators on both sides to formulate and workout competencies for final solution. Since then, for past five years both sides have been tirelessly and ceaselessly working on it despite many hurdles. Finally, they have been able to come up with the mutually agreed competencies based on Framework Agreement. However, the double standard and hypocritical attitude displayed by GoI by refusing to recognize the Naga flag and Yehzabo (constitution) of the Nagas after recognizing it in black and white in the Framework Agreement has created a big hiccup for finding the final solution. But the Naga leaders led by the Chief Negotiator and Ato Kilonser, Mr. Th. Muivah have strongly stood their ground, and they have clearly and firmly asserted that without the flag and constitution there can be no solution because solution without it will not be honourable and acceptable. Meanwhile, as the response from the GoI is being awaited, the enemy forces along with some treacherous busy bodies seem to be working sleeplessly and tirelessly to sabotage honourable and acceptable final solution for their selfish agendas. It has been informed to the Council of Nagalim Churches through various prayer warriors, prophets, prophetesses and prayer centers all over Nagalim that, the enemy forces within and without, seen and unseen, physical and spiritual are all collaborating together and devising a plan to work out a piecemeal solution which is going to be a complete sell out and surrender and that bloodshed among Naga brethren is imminent if the enemies succeeds in their plan. In the light of above mentioned revelation the CNC believes that, as the physical confrontation in the form of military force and political negotiation is already over, Nagas have now entered in to the state of spiritual warfare and since the Naga national
flag itself bears a spiritual significance; the star in the flag represents the presence of God with the Naga nation, the rainbow represents covenant between God and Naga people and the sky blue background represents eternity which means that Nagas have an eternal covenant and commitment in fulfilling the great commission given by our Lord and Savoiur Jesus Christ to all the disciples and all the Christians (Matthew 28:16-20) and a vow to be an active participant in establishing God’s kingdom here on earth as it is in heaven which is the main agenda of “NAGALIM FOR CHRIST.” This is why evil spirits and satanic forces are actively at work and they are uniting and working together to stop and destroy God’s purpose and plan for the Naga nation. Therefore, considering the perilous and extra ordinary situation confronting the Naga nation which can only be overcome and defeated through fasting and prayer, the CNC declares a three days national fasting and prayer from Friday, the 27thNovember – Sunday, the 29th November, 2020 and notifies all the regions, units, battalions and brigade churches under CNC and appeals to all the denominational churches, prayer groups, prayer warriors and all the responsible Christians in Nagalim and abroad to seriously observe three days of fasting and prayer and earnestly pray for final solution of Indo-Naga political issue at the earliest so that unwanted situation may not arise due to indefinite delay. Along with the other prayer points that God may inspire or reveal to pray for, the CNC request everyone to pray for following prayer points: 1. Let us pray that the Holy Spirit will convict the hearts and minds of the Naga people and especially the leaders so that they will genuinely confess, repent, completely surrender and commit their lives to the will and purpose of God the Father. Let us pray for all the Church leaders in Nagalim to let them be filled With the Holy Spirit so that they can provide spiritual guidance to the people and ignite spiritual revival in Nagalim. Let us pray that God will destroy all the evil forces that are working in Nagalim and in India that are confusing the people and influencing the leaders to delay the final solution of Indo-Naga Political Issue. Unfortunately, from 1964, India went into two decades of economic stagnation while Pakistan, under the military rule of Ayub Khan, opened up to foreign capital which funded a period of rapid industrialisation and economic growth, albeit at the cost of worsening inequality. By 1984, Pakistan’s per capita income was more than double that of India’s. Pakistan’s slowdown began in the 1980s during the military regime of Zia-u-Haq. Zia enabled and institutionalised Islamic nationalism in Pakistan. This period coincided with the reforms in India. As a result, the income gap between the countries began narrowing sharply. Nevertheless, it wasn’t till as recently as 2010 that India’s per capita GDP finally overtook Pakistan. Put differently, starting in 1985, it took 25 years of faster growth for India to finally undo the damage inflicted by the inward-looking, anti-industry, anti-trade and anti-foreign capital economic regime that was erected by the Indira Gandhi government. From the specific perspective of India, the trends reveal three key facts. First, India did reasonably well during the Nehru era. This is at odds with the increasingly
strident recent criticisms of the Nehru years. Second, the biggest damage to the Indian economy was done during the Indira Gandhi years, which saw negative growth over two decades. Bizarrely, her administration appears to have escaped the virulent criticisms that have been directed at the Nehru years. Third, the Rajiv Gandhi government deserves way more credit for ushering in the first growth turnaround of the economy. In some senses, the post-1991 reforms were a consolidation of a process that began under the Rajiv Gandhi government. The trends also suggest four general takeaways. First, openness to trade and private enterprise usually has positive effects on growth. Second, rapacious and exploitative democratic systems do not necessarily promote growth. Pakistan in the 1950s, 1990 and post-2010 is a good example. Third, the socio-economic environment surrounding religious fundamentalism may be inimical to growth. Fourth, degradation of institutions that regulate, arbitrate and enforce laws can be costly. There may be lessons in these for Indian policymakers. that were introduced in the 1984-91 phase, this period is perhaps better classified as a period of reform consolidation. India embarked on a distinctive phase of faster growth post-2004 on the back of large investments in infrastructure. Per person GDP growth in the period 2004-2015 averaged 7.7 per cent. The corresponding aggregate GDP growth averaged 9 per cent. The rapid growth pick-up was financed through the public-private partnership model for infrastructure investment. This came at a cost, as a number of these infrastructure projects later caused problems in the banking sector on account of burgeoning NPAs, a problem that continues till today. To put India’s economic record in perspective, it is useful to compare with Pakistan. In 1950, Pakistan’s per person GDP was US$1268, which was almost 50 per cent greater than India that year. However, in the backdrop of sustained political uncertainty and upheaval, Pakistan stagnated throughout the 1950s while a politically stable India grew. As a result, by 1960, India had almost caught up with Pakistan in per capita GDP terms with the per capita income gap

he prospect of digital literacy is high. The masses oblivious of the implications of the digital use in this contemporaneous era will manifest themselves as being socially outcaste. The survival of the fittest is either we draw our attention explicit to the current digital life or less becomes a prey in the hands of the hungry lion. The late 1980s has been a crucial time where technology started to exist to surprise the sleeping world. A meagre 1 percent of the technologically stored information was in digital format and the insensibility to get the picture that this value of 1 percent will hit the masses in the 2020s with almost 99 percent of the information being stored in digital format. No wonder Digital revolution will bring itself a form of inequality thereby disastrously inflicting the masses with the poor and the illiterate the gist victim and a more handful of literate with less knowledge of its versatile use. The pros of the digital literacy stands more of infinite however to tackle the cons existing and prevailing, the need of the hour is better infrastructure with the availability of considerable mobile towers, the internet expedites etc with quality education on digital use. India regarded as one of the most internet users with over 560 million and counting and regarded as the second largest online market in the world and yet the other side of the coin picth a different
story. Millions still suffer due to infrastructure inaccessibility. The rural areas are worst hit. The Bharat Net programme came as a flabbergast pack to get internet access all across the country and people were sound rejoicing but the fiasco to uplift the project missed all its deadline while the costs involved doubled. Simultaneously National Literacy Mission has barely touched 2 percent of the population and has been wrestling for funds. Article 21, Article 38(2) and 39 of the Indian constitution provides provision for the right to internet access without inequality thereby proceeds to achieve digital literacy. However these provision has merely become more of a blank paper with nothing to script. In order to restart the archaic engine, the government should start accelerating so as to revamp the scheme and resources meant to promote digital literacy and internet access. The more procrastination will rust off the metal engine if kept undetermined for a longer period. The campaign for equity internet access and digital literacy should also be promoted as acknowledged in SDGs (Sustainable Development Goals) as well as Digital Mission 2015. Nagaland Context: Lack of proper interest access and digital inequality is presently unprecedented in our Naga society with masses ignorant of venturing or adapting to new things. The poor infrastructure is the major Achilles heel with hardly any or more or less mobile tower hanging in our
locality like a futile tree with a sign job done however in reality the towers are visualized as alienated and without care. The Bharat Net programme and Digital Mission which vow to bring the rural sector on the par with urban level in digital sector looks not so promising for the Nagas stationed in rural and village sector. Forget about bringing downwards to the Village level it is unequivocally clear that towns suffers the most with infrastructure deficiency. The online trend surprisingly came as a shock to the people who never realized until lockdown knocks its door. Everything started to go online with office works, business management, health,exams and so forth. The disaster then incepted like a roaring volcano when better internet access was not available tagged with lack of digital literacy. People angered and clamoured for better internet access yet the cry was heard meagre. As a result digital Inequality persists where social and economic backwardness exacerbated due to information poverty, lack of infrastructure and lack of digital literacy. This ultimately is worrisome where internet access and digital literacy today paves the way people work, collaborate, consume information and entertain themselves. On the deplorable condition of NH 29
Drawing the attention of Border Road Organization (BRO)/GREF and the general public, the NH 29 (Kohima to Jessami) has been in horrible condition as though this country is reeling under financial emergency or fighting an external war. The better roads has become worse and the worse roads has gone even worse. One wonder if there is a dearth of technology or machineries to keep the road good in the hills. Back in 1990s, the roads were better but it had become worse at the fag end of 2020. It’s funny that we are going backward when the whole world is going forward. This must be the only place where the national highway has become worse than a village road. For obvious reason, everyone expect National Highways to be better and an example to others but sadly this is not so. Nothing looks national or high out here. The only high thing about this Highway is that it traverse through high hills. Heavy trucks getting stuck or sliding down the road has become a usual affairs during monsoon. Once the goods reaches itsdestination, prices goes sky rocketing because of high transportation cost due to bad road. It funny that Kohima to Phek with a distance of 145km takes more than 6 hours to travel due to bad road which is the same time span to reach Shillong from Dimapur with a distance of 340 km. Generally speaking, this is a state and region where sense of alienation from Central Government is rift because of reasons obvious to all and the very Central Government department is making it worse through its negligence and indifference. Our village Councils must write directly to the Prime Minister on this state of affairs. Two-lane expansion seems to be coming soon, it’s imperative to keep the road pliable, for going by the experience elsewhere, the condition often get worse. The road has become so bad that at some stretch hardly small cars can ply, and especially between Pfutsero and Lanye, there is hardly a stretch where one can drive for straight 30 seconds without maneuvering a pothole; can anyone believe that? The sad part is that it’s still not an issue that merits political parties or sacrosanct civil organizations to voice its concern despite the terrible hardship caused to common people. Another sad part is that even where the road run straight through our villages and towns, we have the least compunction to mend even the smallest of potholes. NEW DELHI, NOV 24 (PTI): An estimated one crore frontline health workers will receive the first dose of COVID-19 vaccine whenever it becomes available, with around 92 per cent of government hospitals and 55 per cent of private hospitals across all states and UTs providing data identifying the workers, official sources said. Five vaccine candidates are in advanced stages of development in India, out of which four are in Phase II/III and one is in Phase-I/ II trials. States have been asked to accelerate the process of identifying frontline healthcare workers including doctors, MBBS students, nurses and ASHA workers etc, so that the exercise gets completed in another one week. It has asked states to do planning and mapping of vaccination sessions where healthcare workers will be vaccinated during the 1st phase and mapping human resources across departments that could be deployed for vaccination sessions for verification of beneficiaries, crowd management and overall coordination. Prime Minister Narendra Modi will meet with chief ministers and other

representatives of states and union territories via video conferencing on Tuesday to discuss the vaccine distribution strategy, sources said. “Around 92 per cent of all government hospitals and 55 per cent of all private hospitals from across all states and UTs have provided data. The rest of the details will come in another one week. We have asked the states to accelerate the process,” an official source said. The anti-coronavirus vaccine, once available, would be distributed under a special COVID-19 inoculation programme, using the processes, technology
and network of the existing Universal Immunisation Programme (UIP). It would run parallel to the UIP. The Centre, with the help of state and UT governments, has started the process of identifying around 30 crore priority beneficiaries who would be given vaccine dose in the initial phase, sources had said. The government has demarcated four categories which includes around 1 crore healthcare professionals including doctors, MBBS students, nurses and ASHA workers etc, around two crore frontline workers including municipal corporation workers, personnel of
the police and armed forces, about 26 crore people aged above 50 and a special category of those below 50 with co-morbidities and requiring specialised care. Health ministry’s existing digital platform eVIN which is being used for the UIP is being enhanced for the COVID-18 vaccine distribution and delivery, through which SMSs would be sent to recipients informing the time, date and venue to get the shots and digitally connect them and also track them, sources had earlier said. Each person in the immunisation list would be linked with their Aadhar
cards to avoid duplication and to track beneficiaries. However, in case a person doesn’t have an Aadhar card, a government photo identity can be used, the sources said. Five vaccines are under different phases of clinical trial in India with the Serum Institute of India conducting phase-3 trial of the Oxford-Astrazeneca COVID-19 vaccine while the indigenously developed Bharat Biotech and ICMR vaccine has already started the phase III clinical trial. Indigenously developed vaccine by Zydus Cadila has completed phase -2 clinical trial in the country. Dr Reddy’s Laboratories will soon start combined phase 2 and 3 clinical trials of the Russian COVID-19 vaccine Sputnik V in India. Biological E. Ltd has started early phase 1 and 2 human trials of its COVID-19 vaccine candidate. Union Health Minister Harsh Vardhan had said that a COVID-19 vaccine is likely to be available by the first quarter of 2021. He had said that the Centre estimates to receive and utilise 40-50 crore doses of COVID-19 vaccine covering around 25 crore people by July next year.
NEW DELHI, NOV 24 (PTI): The Supreme Court Tuesday dismissed sacked BSF jawan Tej Bahadur’s plea against the rejection of his nomination papers to contest the 2019 Lok Sabha polls against Prime Minister Narendra Modi from the Varanasi constituency. A bench comprising Chief Justice S A Bobde and justices A S Bopanna and V Ramasubramanian, that had reserved its verdict in the case on November 18, upheld the Allahabad High Court judgment dismissing Bahadur’s election petition against the poll panel’s decision to reject his nomination papers. On May 1 last year, the Returning Officer had rejected the nomination papers of Tej Bahadur, a Samajwadi Party (SP) candidate, who was dismissed from the Border Security Force (BSF) in 2017 after he posted a video online complaining about the quality of food served to the troops. The high court had upheld the returning officer’s decision to reject his nomination. Bahadur’s lawyer had argued before the top court that the petitioner had ear-

NEW DELHI, NOV 24 (PTI): India on Tuesday “successfully” test fired the surface-to-surface supersonic cruise missile BrahMos as part of a series of planned trials of the weapon, known for its precision strike capabilities, official sources said. The range of the new land-attack version of the missile has been extended to 400 km from the original 290 km but its speed has been maintained at 2.8 Mach or almost three times the speed of sound, they said. “The land-attack version of the missile was testfired in the Andaman and Nicobar at around 10 am and it was a successful trial”, an official source said. According to official sources, in the next few days, the Indian Air Force and the Indian Navy are scheduled to carry out separate testfiring of the new version of the air-launched and naval versions of the supersonic cruise missile respectively. NEW DELHI, NOV 24 (PTI): The government on Tuesday blocked access to 43 more Chinese mobile apps, including Alibaba Workbench, AliExpress, Alipay Cashier, CamCard and WeDate, for being prejudicial to the sovereignty, integrity and defence of the nation. The Ministry of Electronics and IT has issued the order for blocking the access of these apps by users in India based on the comprehensive reports received from Indian Cyber Crime Coordination Center, Ministry of Home Affairs, an official release said. Sources, meanwhile, said these apps have Chinese links. Earlier on June 29, the government had blocked access to 59 mobile apps and on September 2, 2020 another 118 apps were banned under section 69A of the

Eilat (Israel), Nov 24 (PTI): Israelis in this southern coastal city of Eilat are planning to set up a memorial square for the victims of the 26/11 Mumbai terror attacks, something similar to what it has for the victims of the 9/11 attacks in the US. The Mumbai Chabad House, a Jewish outreach centre, at Nariman Point was one of the targets of the 2008 Mumbai attacks during which 10 terrorists of Pakistan-based Lashkare-Taiba (LeT) carried out 12 coordinated shooting and bombing attacks lasting four days across Mumbai. At least 166 people, including six Jews at the Chabad House and nine terrorists, were killed and over 300 others were injured in the attacks. “We have spoken to the Mayor of Eilat, Meir Itzhak Ha Levi, to set up a Memorial for the victims of Mumbai attacks. The Mayor said that he is on the committee which decides about street and square issues. He will be very happy to help,” representatives of the Sitar Organisation for Immigrant Jews in Eilat told PTI. “In addition, he suggested to even set up an India-Israel friendship square or Mahatma Gandhi Square where the memorial stone for the victims of Mumbai attacks could also be placed,” they said. The Chabad Movement’s Synagogue in the city is going to put up a plaque in the memory of six Jewish victims at the Chabad House in the attacks. “Rav Hecht has selected a wall inside the synagogue entranceway to put up a 3A paper size plaque. Beijing/Wenchang, Nov 24 (PTI): China successfully launched its first unmanned space mission on Tuesday to collect samples from the moon’s surface and return to earth, the country’s maiden attempt to retrieve materials from an extraterrestrial body. China has successfully launched the Chang’e-5 lunar probe from the Wenchang Spacecraft Launch Site in the southern province of Hainan, state-run CGTN reported. The spacecraft was launched by a Long March-5 rocket at 4.30 am (Beijing Time). Chang’e-5 is one of the most complicated and challenging missions in China’s aerospace history, as well as the world’s first moonsample mission in more than 40 years. The United States sent astronauts to the moon to collect samples. In the Soviet Union’s unmanned lunar sampling missions, the spacecraft took off from the moon and returned to Earth directly. But China chose a complicated technological approach including unmanned rendezvous and docking in lunar orbit, which could bring back more samples and lay a technological foundation

Within 48 hours, a robotic arm will be extended to scoop up rocks and regolith on the lunar surface, and a drill will bore into the ground. About 2 kg of samples are expected to be collected and sealed in a container in the spacecraft.

On Monday, the Administrator of the General Services Administration (GSA) Emily Murphy informed Biden in a letter that the Trump administration is ready to begin the formal transition process. The letter from Murphy, a Trump appointee, is the first step the administration has taken to acknowledge President Trump’s defeat, more than two weeks after Biden was declared the
winner. Taking to Twitter after Murphy wrote to Biden, Trump said that he has asked to begin the transition process in the best interest of the country. “...fight, and I believe we will prevail! Chennaiyin beat Jamshedpur 2-1 in ISL
Panaji, Nov 24 (Agencies): Chennaiyin put on a solid all-round performance to get off to a winning start in the 2020-21 Indian Super League campaign. Csaba Laszlo’s team beat former Chennaiyin manager Owen Coyle’s Jamshedpur 2-1 at the Tilak Maidan on Tuesday. Firsthalf goals from Anirudh Thapa (1’) and Isma Goncalves (26’) were enough for the two-time champions to bag the win. Nerijus Valskis (37’) opened his account for the season but was unable to bring his team back into the game. Chennaiyin got off to a brilliant start as Anirudh Thapa opened the scoring seconds after the kick-off. After a neat exchange of passes in the centre, Rafael Crivellaro slipped a throughball for Isma Goncalves who ran down the right flank. The forward drilled a low cross into the centre of the box for Thapa whose late run and a splendid first-time strike was more than what the Jamshedpur defence and the goalkeeper could deal with. knight. Reports have suggested that Hamilton, who won a record-equalling seventh title last week, will be awarded a knighthood in the New Year Honours.
“In terms of what he has achieved as an athlete, of course he deserves it,” Murray, 33, told Good Morning Britain. “He’s one of the most successful sportspeople in the country’s history.” Murray, given his knighthood in the New Year Honours in 2017, added: “He supports some great causes as well away from the racing track, so yes I would say he definitely deserves it in terms of his success.” Hamilton, 35, who was made an MBE in 2009, recently told the BBC’s Sally Nugent that it would be his “happiest day ever” if he got the chance to be honoured by the Queen again. Last week, 1996 British F1 champion Damon Hill said that Hamilton had broken down barriers with his achievements. “The knighthood will be seen as recognition of not just his driving but also as a black driver that has bust another door open for anyone who is not white,” said the 60-year-old. “He has destroyed the preconception that it can’t be done, that there is an area where you cannot achieve something because of the colour of your skin. He has totally destroyed that notion.”
