NEW DELHI, NOV 26 (AGENCIES): Clarifying the Centre’s stand on change in funding pattern, Union Finance Minister Arun Jaitley said for all ‘core of the core’ schemes, the funding pattern for the eight North Eastern states would continue to be in the ratio of 90:10. Ever since endorsement of the recommendations of the Fourteenth Finance Commission (FFC), there was confusion over the fate of the funding pattern ratio and the fate of the North Eastern states as ‘Special Category States’. In reply to a Lok Sabha question, Jaitley said that the existing funding pattern will continue for core of the core schemes. For core schemes, the funding pattern for the
eight North Eastern states and Uttarakhand, Himachal Pradesh and Jammu and Kashmir shall be Centre 90 per cent and state 10 per cent, whereas for the rest of the states, this ratio shall be Centre 60 per cent and state 40 per cent. For optional schemes, the funding pattern for the eight North Eastern states and Himalayan states of Uttarakhand, Himachal Pradesh and Jammu and Kashmir shall be Centre 80 per cent and state 20 per cent, whereas for the rest of the states it will be Centre 50 per cent and state 50 per cent. Ordinarily, no centrally sponsored schemes (CSS) will be sanctioned where the Central share is less than 50 per cent. “However, all the sharing patterns indicated above shall be subject to the proviso that if the Central share is already below that indicated in the sharing pattern, then the Centre’s share would remain capped at their present level,” Jaitley said. The Union Finance Minister said the govern-
ment received representations from states regarding the changed pattern in the CSS. The government has accepted the recommendations of the sub-group and NITI Aayog on August 17, and has issued modalities regarding rationalisation of the CSS, including their funding pattern, informed Jaitley. The FFC after considering all factors, recommended enhancement in the share of the states in the divisible pool of Central taxes and duties from 32 per cent to 42 per cent with effect from 2015-16, which was accepted by the Union Government. In reply to a separate question, the minister said that according to the formula adopted under the 13th Finance Commission, the pattern of financial assistance to northeastern states for the CSS was Centre 90 per cent and state 10 per cent. Following the recommendations of the FFC, devolution to the states was increased from 32 per cent to 42 per cent.

H AVA N A , N OV 2 6 (AGENCIES): Fidel Castro, who led his native Cuba for nearly half a century and claimed to have survived more than 600 assassination attempts, has died at the age of 90. Several world leaders, including the President of India and Prime Minister condoled Castro’s demise. “The commander in chief of the Cuban revolution died late on Friday,” President Raul Castro, his younger brother, announced in a midnight broadcast. President Castro told the nation in an unexpected late night broadcast on state television that Fidel Castro had died and would be cremated later on Saturday. The Cuban government announced that Castro’s ashes will be interred at the Santa Ifigenia cemetery in
Santiago de Cuba on December 4. Cubans will be able to pay homage to Castro at the Jose Marti memorial in Havana on November 28, 29. A mass rally will be held in the capital. On December 4, at 7 a.m., his ashes will be interred at the Santa Ifigenia cemetery, the resting place of 19th century Cuban independence hero Jose Marti and numerous other leading figures in the country’s history. Several world leaders have condoled the death of Castro. President Pranab Mukherjee also condoled the death of “friend of India” Fidel Castro. Prime Minister Narendra Modi, in his condolence message, said “India mourns the loss of a great friend.”

D I M A P U R , N OV 2 6 (NPN): With over 100 Dengue cases reported in Dimapur district alone, the situation has indeed become quite grim. Despite several measures understaken by authorities to contain the spread of dengue, there has been rise in cases. The measures undertaken such as fogging of various areas and distribution of larvivorous fish that feeds on mosquito larvae to public still have a long way to go. The district hospital also provides ELISA-based dengue detection kit approved by World Health Organization (WHO) to detect dengue virus in patients free of cost. In central areas of Dimapur city, fogging has not been effected mainly in drains collecting stagnant water and also in building under construction where rain water is trapped and providing a breeding ground for mosquitoes. Though it was yet to be confimred, there were reports that two persons succumbed to dengue fever in Dimapur.

HYDERABAD, NOV 26 (IANS): Prime Minister Narendra Modi on Saturday called for a qualitative change in the police force through a collective training effort. Addressing top police officers, he said that technology and human interface are both important for the police
force to keep progressing. Modi participated in day-long deliberations on the second day of 51st annual conference of state police chiefs, central paramilitary forces and intelligence agencies being held at Sardar Vallabhbhai Patel National Police Academy.

Modi recalled that today is November 26 - a day that a deadly terror attack struck Mumbai, and police bravely fought against terrorists. He said that this annual conference has now undergone a transformation in the way it is conducted. He said it has become a platform for sharing experiences, which leads to good inputs for policy planning, but laid emphasis on concrete outcomes out of the actionable points that have been finalised. On training, he said the

IMPHAL, NOV 26: In another deadly attack on the Indian Army after the June 4 incident, five commandos of the 21 Para special forces were injured in an ambush near the international border pillar no. 51 between Aisi and Khunmulen, Sajik Tampak of Chandel district, Manipur on Saturday morning. Coordination Committee (CorCom) and the Paresh Baruah faction-ULFA (I) jointly claimed responsibility for the attack under operation code-
named “OP: Barak”. According to reports, the commandos were on foot patrol when the militants triggered an IED blast followed by indiscriminate firing. Reports further pointed out that the commandos were in the area, along the India-Myanmar border, for almost two days and were assigned to carry out an operation against militants. While returning on foot, the militants who already may have known of the operation, laid an ambush against the commandos, sources said, adding,
out of five personnel two were critically injured. The commandos also retaliated with heavy gun-fire. However, the militants escaped taking advantage of the forested area. All the injured personnel were airlifted to the military hospital at Leimakhong military base, identified as Naib Loyang Seru, Rakesh Thakur, Naib Vikram Salunke, Naib Pankaj Singh and Subedar Balwan. Reinforcements have been rushed for launching combing operations in the area.
CorCom, ULFA (I) claim responsibility Meanwhile, a representative of the Revolutionary People’s Front (RPF), who contacted the media houses in Imphal, claimed responsibility for the attack, saying the ambush was carried out by “252 Mobile Battalion” of its armed wing-- PLA. He claimed that the attack was carried out as a part of the series of attacks being carried under the command of Coordination Committee (CorCom). PLA has also claimed heavy casualty on the Indian army side. In a joint statement, CorCom joint military commission chairman, MM Ngouba and ULFA (I) vice chairman & CoAS, ‘maj. gen.’ Paresh Asom claimed that the ambush was a joint military operation.
Both, constituents of the United Liberation Front of WESEA, said 252 Bn of the PLA attacked the 21 Para regiment personnel, leaving five or more seriously injured. They also lauded “the cadres and commander of joint tactical operations centre for carrying out the attack, fraternal organizations of WSEA and Manipur people for their help.” Sajik Tampak area was once a safe haven for insurgents groups. The area is located close to the international border with Myanmar. Several Manipur outifts also had thier general headquarters in the area until security forces pushed them back after a massive operation.

Free medical camps in Dimapur, Kohima

DIMAPUR/KOHIMA, Nov 26 (NPN): A 54-member medical team that arrived Nagaland on Friday has begun free medical camps in seven districts of Nagaland including Dimapur, Kohima and other districts. The team comprises of 36 doctors from various departments and other paramedical technicians drawn from various parts of the country. In Dimapur, a total of six doctors comprising of two cardiologists, a general surgeon, physician, ENT surgeon and gynaecologist from Mumbai have begun
the three-day free medical camp in the District Hospital Dimapur Saturday. The timing of the camp is 9.30 a.m. to 5 p.m. and after a break on Sunday, the OPD will resume from Monday. The free medical camp has been organised with the initiative of Nagaland Governor P.B.Acharya and organised by Indian National Fellowship Centre (INFC), Mumbai in collaboration with Rotary Club of Bombay North, Indian Academy of Echo-cardiology, Dr. K&T Keditsu Foundation, Kohima and Cancer Patients Aids Association (CPAA).
