Jaitley clarifies changes in funding pattern for NE Arun Jaitley (File)
NEW DELHI, NOV 26 (AGENCIES): Clarifying the Centre’s stand on change in funding pattern, Union Finance Minister Arun Jaitley said for all ‘core of the core’ schemes, the funding pattern for the eight North Eastern states would continue to be in the ratio of 90:10. Ever since endorsement of the recommendations of the Fourteenth Finance Commission (FFC), there was confusion over the fate of the funding pattern ratio and the fate of the North Eastern states as ‘Special Category States’. In reply to a Lok Sabha question, Jaitley said that the existing funding pattern will continue for core of the core schemes. For core schemes, the funding pattern for the
eight North Eastern states and Uttarakhand, Himachal Pradesh and Jammu and Kashmir shall be Centre 90 per cent and state 10 per cent, whereas for the rest of the states, this ratio shall be Centre 60 per cent and state 40 per cent. For optional schemes, the funding pattern for the eight North Eastern states and Himalayan states of Uttarakhand, Himachal Pradesh and Jammu and Kashmir shall be Centre 80 per cent and state 20 per cent, whereas for the rest of the states it will be Centre 50 per cent and state 50 per cent. Ordinarily, no centrally sponsored schemes (CSS) will be sanctioned where the Central share is less than 50 per cent. “However, all the sharing patterns indicated above shall be subject to the proviso that if the Central share is already below that indicated in the sharing pattern, then the Centre’s share would remain capped at their present level,” Jaitley said. The Union Finance Minister said the govern-
ment received representations from states regarding the changed pattern in the CSS. The government has accepted the recommendations of the sub-group and NITI Aayog on August 17, and has issued modalities regarding rationalisation of the CSS, including their funding pattern, informed Jaitley. The FFC after considering all factors, recommended enhancement in the share of the states in the divisible pool of Central taxes and duties from 32 per cent to 42 per cent with effect from 2015-16, which was accepted by the Union Government. In reply to a separate question, the minister said that according to the formula adopted under the 13th Finance Commission, the pattern of financial assistance to northeastern states for the CSS was Centre 90 per cent and state 10 per cent. Following the recommendations of the FFC, devolution to the states was increased from 32 per cent to 42 per cent.

H AVA N A , N OV 2 6 (AGENCIES): Fidel Castro, who led his native Cuba for nearly half a century and claimed to have survived more than 600 assassination attempts, has died at the age of 90. Several world leaders, including the President of India and Prime Minister condoled Castro’s demise. “The commander in chief of the Cuban revolution died late on Friday,” President Raul Castro, his younger brother, announced in a midnight broadcast. President Castro told the nation in an unexpected late night broadcast on state television that Fidel Castro had died and would be cremated later on Saturday. The Cuban government announced that Castro’s ashes will be interred at the Santa Ifigenia cemetery in
Santiago de Cuba on December 4. Cubans will be able to pay homage to Castro at the Jose Marti memorial in Havana on November 28, 29. A mass rally will be held in the capital. On December 4, at 7 a.m., his ashes will be interred at the Santa Ifigenia cemetery, the resting place of 19th century Cuban independence hero Jose Marti and numerous other leading figures in the country’s history. Several world leaders have condoled the death of Castro. President Pranab Mukherjee also condoled the death of “friend of India” Fidel Castro. Prime Minister Narendra Modi, in his condolence message, said “India mourns the loss of a great friend.”

D I M A P U R , N OV 2 6 (NPN): With over 100 Dengue cases reported in Dimapur district alone, the situation has indeed become quite grim. Despite several measures understaken by authorities to contain the spread of dengue, there has been rise in cases. The measures undertaken such as fogging of various areas and distribution of larvivorous fish that feeds on mosquito larvae to public still have a long way to go. The district hospital also provides ELISA-based dengue detection kit approved by World Health Organization (WHO) to detect dengue virus in patients free of cost. In central areas of Dimapur city, fogging has not been effected mainly in drains collecting stagnant water and also in building under construction where rain water is trapped and providing a breeding ground for mosquitoes. Though it was yet to be confimred, there were reports that two persons succumbed to dengue fever in Dimapur.

HYDERABAD, NOV 26 (IANS): Prime Minister Narendra Modi on Saturday called for a qualitative change in the police force through a collective training effort. Addressing top police officers, he said that technology and human interface are both important for the police
force to keep progressing. Modi participated in day-long deliberations on the second day of 51st annual conference of state police chiefs, central paramilitary forces and intelligence agencies being held at Sardar Vallabhbhai Patel National Police Academy.

Modi recalled that today is November 26 - a day that a deadly terror attack struck Mumbai, and police bravely fought against terrorists. IMPHAL, NOV 26: In another deadly attack on the Indian Army after the June 4 incident, five commandos of the 21 Para special forces were injured in an ambush near the international border pillar no. 51 between Aisi and Khunmulen, Sajik Tampak of Chandel district, Manipur on Saturday morning. Coordination Committee (CorCom) and the Paresh Baruah faction-ULFA (I) jointly claimed responsibility for the attack under operation code-
named “OP: Barak”. According to reports, the commandos were on foot patrol when the militants triggered an IED blast followed by indiscriminate firing. Reports further pointed out that the commandos were in the area, along the India-Myanmar border, for almost two days and were assigned to carry out an operation against militants. While returning on foot, the militants who already may have known of the operation, laid an ambush against the commandos, sources said, adding,
out of five personnel two were critically injured. The commandos also retaliated with heavy gun-fire. However, the militants escaped taking advantage of the forested area. All the injured personnel were airlifted to the military hospital at Leimakhong military base, identified as Naib Loyang Seru, Rakesh Thakur, Naib Vikram Salunke, Naib Pankaj Singh and Subedar Balwan. Reinforcements have been rushed for launching combing operations in the area.
CorCom, ULFA (I) claim responsibility Meanwhile, a representative of the Revolutionary People’s Front (RPF), who contacted the media houses in Imphal, claimed responsibility for the attack, saying the ambush was carried out by “252 Mobile Battalion” of its armed wing-- PLA. He claimed that the attack was carried out as a part of the series of attacks being carried under the command of Coordination Committee (CorCom). PLA has also claimed heavy casualty on the Indian army side. In a joint statement, CorCom joint military commission chairman, MM Ngouba and ULFA (I) vice chairman & CoAS, ‘maj. gen.’ Paresh Asom claimed that the ambush was a joint military operation.
Both, constituents of the United Liberation Front of WESEA, said 252 Bn of the PLA attacked the 21 Para regiment personnel, leaving five or more seriously injured. They also lauded “the cadres and commander of joint tactical operations centre for carrying out the attack, fraternal organizations of WSEA and Manipur people for their help.” Sajik Tampak area was once a safe haven for insurgents groups. The area is located close to the international border with Myanmar. Several Manipur outifts also had thier general headquarters in the area until security forces pushed them back after a massive operation.

DIMAPUR/KOHIMA, Nov 26 (NPN): A 54-member medical team that arrived Nagaland on Friday has begun free medical camps in seven districts of Nagaland including Dimapur, Kohima and other districts. The team comprises of 36 doctors from various departments and other paramedical technicians drawn from various parts of the country. In Dimapur, a total of six doctors comprising of two cardiologists, a general surgeon, physician, ENT surgeon and gynaecologist from Mumbai have begun
the three-day free medical camp in the District Hospital Dimapur Saturday. The timing of the camp is 9.30 a.m. to 5 p.m. and after a break on Sunday, the OPD will resume from Monday. The free medical camp has been organised with the initiative of Nagaland Governor P.B.Acharya and organised by Indian National Fellowship Centre (INFC), Mumbai in collaboration with Rotary Club of Bombay North, Indian Academy of Echo-cardiology, Dr. K&T Keditsu Foundation, Kohima and Cancer Patients Aids Association (CPAA).

recent Kohima District Planning and Development Board meeting, the minister has provided the paint and other materials to the different colonies and wards, while the work is being executed by the respective Panchayats in collaboration with colony/ ward women, youth bodies and denizens. Several colonies and
wards conducted mass social work Saturday along with painting and beautification while various colonies had executed the work some days back. The minister personally inspected the ongoing works in the colonies and wards and encouraged the people to uphold clean environment and also make Kohima much more beautiful.

Home commissioner holds meeting in Zbto DIMAPUR: Home Commissioner, Abhijit Sinha, who is the Electoral Roll Observer (ERO) of Zunheboto district visited Zunheboto and held a meeting with various stakeholders of Election department at DC Conference Hall on November 26. According to DIPR report, Sinha interacted with administrative officers/ AEROs, supervisors, booth level officers and recognized political parties wherein he spoke on Electoral Special Summary Revision and NREPAP. He asked the officials to ensure that person above 18 years are included in the Electoral Roll while cautioning those voters who are enrolled in more than one polling stations as punishable under Representation of the People Act. Lauding the BLOs for their role in electoral reforms, Sinha asked the officials to make use of social media to stay updated with latest developments and also to keep in touch with senior officials. Various queries were also raised by BLOs and political parties and were clarified by Sinha and assistant election officer, Chisho K. Swu. The team comprised of former vice chancellor, TM Bhagalpur University, Bhagalpur, Bihar, Prof. Prema Jha, as chairperson; head, Department of Sociology, Bharatidasan University, Tiruchirapalli, Tamil Nadu, Dr. R. Shankar, as member coordinator; and Dr. Rajalakshmi Mishra, retired principal, Rajendra Autonomous College, Balangir, and Gangadhar Meher Autonomous College, Sambalpur, Orissa, as the third member. During the course of their visit, the team interacted with the various departments, members of the committees/support services, faculty, staff, students and other stakeholders of the college like the governing body members, alumni and parents. The College plans to introduce more disciplines and skill-oriented courses in the future.

DIMAPUR: Kohima Ao Baptist Arogo Creating Awareness for Restoration of Environment (KABA CARE) has been continuously making a stride towards a greener and cleaner Kohima and in line with this KABA CARE organised a cleanliness drive from Lerie colony to High School area and from Paramedical junction to TCP gate on Saturday. Each of the 7 fellowships under KABA was specifically assigned an area to be cleaned. KABA volunteers picked up trashes, waste, cleared overgrown bushes beside the highway
and cleaned clogged drainages. KABA CARE committee comprising leaders from respective fellowships were overseers of the drive. They also distributed trash bags and sanitary gloves before the drive. The aim of the drive was to keep the streets clean and at the same time create awareness among the denizens of Kohima about the tire need to sustain our future through greener means. KABA while expressing gratitude to all the volunteers has called upon every individual to upkeep neatness and quality sanitation.

IMPHAL, Nov 26: Manipur chief minister O Ibobi Singh Saturday sent across a strong warning on Saturday stating that government would initiate legal action to deal with the United Naga Council (UNC) president Gaidon Kamei and information secretary S. Stephen, who were arrested by police on Friday. “Legal process has already started and law will take its own course while dealing with arrested UNC leaders. There is no question of releasing them unconditionally,” the chief minister said. The shutdown paralyzed Naga dominated areas in Senapati, Tamenglong, Chandel and Ukhrul districts as all shops, business establishments, educational institutions, etc remained close for the day. The streets across the district headquarters wore a deserted look as all kinds of vehicles including pri-
vate vehicles stayed off the road. Reports from the district headquarters said that strike supporters took on the roads at various places and imposed the shutdown by catching fire and piling boulders on the roads. No untoward incident was reported from any part of the districts during the shutdown hours. A report from Mao said that a loaded truck stranded at Mao bazaar has left the town toward Kohima fearing attack by the strike supporters. Two trucks carrying electric transformers heading towards Imphal amidst the shutdown and blockade were prevented from proceeding further. The UNC and other Naga based civil organizations have given the 24hour ‘total shutdown’ from Friday evening demanding the unconditional release of the two leaders. A highly reliable official source said that police are framing charges against the two UNC leaders in the light of the Supreme Court’s directives regarding the blockades. Chief minister O Ibobi said that following the interim order of the High Court of Manipur passed order Friday, state chief secretary and DGP and others have been directed to make arrangements to ensure the movement of the vehicles on the highways.

While stating that it was unfortunate that leaders were arrested for asserting the inherent indigenous peoples’ rights of the Naga people in Manipur, FUNICH in a statement issued by its convener Lakpachui Siro reminded the government that United Naga Council (UNC) president Gaidon Kamei represent the voice of all the Nagas whose areas fall within the State jurisdiction of Manipur on issue of land, Naga culture, tradition and customary law.
Manipur government clearly knows that the ongoing blockade in the hill districts is the direct result of government’s attempt to address issue of Sadar Hills and Jiribam disregarding previous Memorandum of Understanding between the Naga civil bodies and governments of India and the State, alleged FUNICH. “Rather than addressing the issue democratically, State government imprisoning the Naga leaders amount to State inability to address genuine concerns of the people inhabiting within the State jurisdiction. the stakeholders, it is busy creating social tensions amongst various ethnic communities with clear intention to come back to power,” alleged FUNICH statement. No amount of excuses, therefore, would justify the action of State Government arresting leader of the most respected traditional social institution of the Nagas in the State, stated the forum. Tura, Nov 26 (PTI): Militant groups and small criminal gangs operating in the Garo Hills region in Meghalaya have been hit the hardest following demonetisation, police said. Suddenly there is an unusual silence and there is no report of any kind of kidnapping and extortion and this is all because of the demonetisation effect which has become a boon for small time traders, businessmen and even farmers, they said. “It gave them no way to push the money back into the banking system given that deposits are being fully monitored by all teams, including Income Tax, police and the like. Militancy has been depressed by the sudden announcement of the prime minister,” said South Garo Hills (SGH) police chief, Anand Mishra. South and East Garo Hills are both known as militancy hotbeds with the dense forest cover of Durama Hills providing natural shelter for them. The Garo National Liberation Army (GNLA) and ASAK groups are the most active in the region and have been at the heart of all militant activities in the region, though splinter groups have also done their bit. It is widely suspected that more than 500 crores lies in the hands of militant groups, mostly with the GNLA “This is a body blow for them as they have to bring out the money they stashed meaning a fear of exposure. We are also keeping a very close tab on amounts being deposited and have identi-
fied dozens of sympathisers and over ground workers of the group. Come January and we may fall short of jail space,” added SP Mishra. Banks in all districts have been asked to provide information on suspicious deposits as was confirmed by banks when contacted. M e e t i n g s b e t we e n police teams and banks have now become a regular feature to ensure that all attempts by militants to convert blood money is thwarted. “We had information of a huge amount of money being brought into the district but the scrutiny involved ensured they didn’t even get into the line. We have identified many sympathisers and are keeping a close tab,” said Mishra. Recently a raid on the house of the GNLA chief, Sohan D Shira’s house saw 27 bank passbooks being seized and the accounts frozen. In another incident, three people were arrested while they were brining more than Rs 36 lakhs allegedly belonging to the GNLA for conversion. “These passbooks belonged to family and relatives of Sohan and were to be used for conversion of hidden stash. We are keeping a very close watch on things,” said Davies NR Marak, Superintendent of Police, EGH. Police sources said militants are seeking “money mules” and approaching villagers, even through coercion to turn their money white through the use of their (villagers’) accounts.

85% rural households in Meghalaya gets toilet Shillong, Nov 26 ( Ag e n c i e s ) : P r i m e Minister Narendra Modi’s ‘Swachh Bharat’ message is spreading fast in the Meghalaya where about 85% of rural households have been covered under the Prime Minister’s pet project. R.K Pandey, the nodal officer for Swachh Bharat Abhiyan in the state, informed, “So far 3, 49,910 toilets have been constructed with a mission to eradicate the problem of open defecation.” Pandey, however, added that the toilets
constructed so far do not come under the Swachh scheme only and some of these are included in other schemes, including Nirmal Bharat Abhiyan. The nodal officer stated, “Plans are on to construct 61,700 more toilets under the Swachh Bharat Abhiyan scheme within the financial year of 2017-18. Where the larger issue of appointment is concerned, there is a Supreme Court decision of making the Memorandum of Procedure (MoP) more transparent, objective, reasonable, fair and the government stand is pending for the last more than three months and we are yet to hear from the Supreme Court,” he said. The CJI said that “manpower deficit” was also present in the tribunals which also faced the problem of lack of infrastructure leading to pendency of cases for five to seven years, apart from making apex court judges averse to heading such quasi-judicial bodies. “State of affairs in the tribunals is giving me the
impression that you (tribunals) are no better. You are suffering from the same kind of deficit, manpower deficit. You cannot set up a tribunal, you cannot set up a bench at so many places because there are no members.” “If the total strength of this tribunal is 65 and if you have 18 or 20 vacancies then it means that you are short by a large number. The working is going to be affected and that is why you have cases that are more than five years and seven years old,” he said adding “the least that you (government) must do is to ensure that these tribunals run with full strength.” The CJI also said the tribunals “are not equipped and are lying empty and today a situation has come that no retired Supreme Court judge wants to head the Tribunal. I am pained to send my retired colleagues there”.

BJP paid in cash for land deals in Bihar: Media report PATNA, NOV 26 (IANS): The BJP’s political woes over its land deals in Bihar ahead of demonetisation aggravated on Saturday as a media report quoting official documents said the party purchased the land in cash, contrary to its leaders’ claims on Friday. The Janata Dal-United and the Rashtriya Janata Dal reiterated their demand for high-level probes, including by a Joint Parliamentary Committee. A local Hindi news channel on Saturday telecast a report that the BJP, which is in opposition in Bihar, paid cash to purchase land worth crores of rupees in 25 districts ahead of the November 8 demonetisation of Rs 500 and Rs 1,000 currency notes. The media report said it has got sale deeds of land from the registrar office concerned in several districts which mentioned payments in cash. Till Friday, the BJP leaders -- including Leader of Opposition in Bihar assembly Prem Kumar
and former Deputy Chief Minister Sushil Kumar Modi -- repeatedly said the payments were made through cheque and realtime gross settlement systems (RTGS) in banks. Both Prem Kumar and Modi said the party did not commit any wrongdoing and that the land deals were transparent. After the report on payments in cash, neither of the two BJP leaders was available for comment despite repeated attempts. BJP legislator Sanjeev Chaurasia, BJP state Vice-President Lal Babu Prasad were among those authorised by BJP President Amit Shah to sign the land deal documents on the party’s behalf. After claiming on Friday about payments through cheque and RTGS, both Chaurasia and Prasad too were unavailable for comments on Saturday. JDU legislator and party spokesperson Neeraj Kumar told IANS that it is now clear that the BJP leaders “lied” on the land
deals and that the party used black money for the purchases. “Where is any chance of doubt after official documents of the sale deeds clearly mention that the landowners were paid in cash?” JD-U leader said the documentar y evidence had exposed the BJP once again. Neeraj Kumar said: “The BJP, which has been campaigning against black money and corruption, invested its own black money in crores by purchasing big land parcels in most districts of Bihar ahead of demonetisation. The BJP paid in cash for all these land deals. It should be probed by a Joint Parliamentary Committee or a high-level committee under the Supreme Court.” RJD legislator Bhai Virendra reiterated his demand for a high-level probe into the land deals. “It is clear the BJP managed to park its black money by purchasing land worth crores of rupees ahead of the currency ban.”

He said the high number of cases also indicate that consumption of tobacco in Nagaland was also very high. “As many as 95 per cent of the patients of all age group in this camp are found to be afflicted with complaints associated with eating Ghutka and smoking cigarettes. These are considered to be a first pre-cancer stage. If they continue to use Gutkha and cigarette, it would lead to major problem,” said an ENT surgeon Dr. Sanjay Ghildiyal, who conducted patients in the camp. Dr Ghildiyal opined that consumption of tobacco was a cultural practice and way of life in North East. He said people need to be aware

NEW DELHI, NOV 26 (AGENCIES): On the day India conducted a massive counter assault on Pakistani posts, in retaliation for the beheading of a soldier, Islamabad called New Delhi “pleading” it to stop, said defence minister Manohar Parrikar, ANI reported. After Pakistan beheaded a soldier on Tuesday this week, India retaliated the next day blitzing Pakistani posts across the Line of Control (LoC) with heavy mortar. The Army hit the neighbour’s posts in Poonch, Rajouri, Kel and Machil sectors. “Our response to their attacks was strong. Day before yesterday we got a call from them pleading us to stop the retaliation,” said Parrikar late yesterday at rally in Goa, according to ANI. Parrikar says he replied by reminding Islamabad that it was the one continuing to violate the ceasefire on the LoC. “We told them we don’t mind stopping as we are not interested in it, provided they too should stop... (and) for the last two days, the firing has stopped from across the border,” the minister added. Tuesday’s atrocity by Pakistan-backed terrorists was the second such beheading in a month and was a gross violation of the Geneva Convention.

“Government is not ready to give proper facilities. Vacancy apart from infrastructure is a major concern for the Tribunal,” he added. During the conference, the CJI said there was a need to amend the rules for appointment of chairpersons and members of various tribunals so that the judges of the high courts can also be eligible for the posts. Speaking at the event, Prasad, who is also the Union Minister for Electronics and Information Technology, said that the CAT has been a unique experience even amongst the tribunals since it is a successful blend of judicial and administrative excellence. He said CAT has rendered a “yeoman’s role in the evolution of service matters and framing of rules”. He said that the rising number of appeals against CAT judgements before high courts and the Supreme Court compounds the problem of pending litigations, and suggested exploring the idea of intercourt appeal as an alternative. Supreme Court judge Justice J Chelameswar said that lack of precision in the law and judicial rulings favouring both the rival parties are the prime reasons for the mounting arrears in servicerelated litigations.

NEW DELHI, NOV 26 (PTI): Differences between judiciary and government continued to be aired in the open with Chief Justice of India T S Thakur today saying there is shortage of judges in high courts and tribunals requiring government intervention, a view Law Minister Ravi Shankar Prasad strongly disagreed with. “500 judges posts are vacant in the high courts. They should be working today, but they are not. At present, there are several vacant courtrooms in India but no judges available. A large number of proposals are still pending and hope the government will intervene to end this crisis,” Justice Thakur said while addressing an All India Conference of Central Administrative Tribunal (CAT). Disagreeing with the CJI, the Law Minister said the government has made 120 appointments this year which was the second highest since 1990. The highest number of appointments of 121 were made in 2013, Prasad said. “We respectfully disagree with him (CJI). This year we have made 120 appointments. The second highest of 121 is of 2013. Since 1990 there have been only 80 appointments. 5,000 vacancies are there in the lower judiciary in which

Fading liberalism
onald Trump’s shocking win which confounded predictions of a Hillary landslide by the media , in the recently concluded US presidential election on November 8, 2016 heralds the fundamental shift in America, from liberalism to conservatism although there could be other factors that caused the paradigm shift. Donald Trump’s victory is the first seizing of political power by ultraright ideology, and is significant in many respects. It shows that the American people, especially the middle and working class are tired of the establishment, its complacency in the face of fundamental threat to their civilization and have resolved to seek new engagement. This shift of paradigm is no doubt inextricably connected in many ways to recent happenings in international scene such as 9/11, the rise of militant Islam, Al Qaeda, and ISIS, the effects of drugs on American youths, immigration and the dwindling fortune of ordinary American among other issues. By the beginning of the 20th century, liberalism had become entrenched in Western soil, as to see its enemy as the enemy of all, thus Western Europe had moved fundamentally to democracy and open society. Fundamentally in the West, liberalism is associated with the strengthening of democracy, justice, free market, free movement, pluralism and multiculturalism. These fundamental concepts had evolved so much that the essence of American values which the early immigrants had reflected in the American constitution, have been greatly eroded. Europeans and Americans who hold on to the traditional values that had seen their countries prosper, today are angry that all that they have done to build their socio-economic structures are about to disintegrate under the weight of liberalism. The anger for the all this has been directed at the political elites, liberal media, rights activists and big business empires. The political pendulum is swinging towards the Far Right movements and parties across Europe and their growing popularity of Geert Wilder in Holland, Marine Le Pen in France and other far right parties in Britain, Hungary and other parts of Western Europe is a reaction against liberalism. Thus, liberalism has been rightly blamed for the devaluation of conservative ethos and its spread has also eventually brought the dangerous face of terrorism right at their doorsteps. The liberalism in the West allowed elements of these fringe groups to enter Europe and America, especially France and were allowed full liberty to indoctrinate impressionable minds on the need to destroy the West and their decadent civilization, this they must do in the name of Islam. The way it is, a Muslim may in the foreseeable future emerge British Prime Minister or leader of France. While the concern for the almost complete erosion of socio-cultural identities of Europe and America require a deep analysis yet there is also need for a cautious prescription. People swinging to the right could be a knee jerk reaction but the blame should be apportioned on liberalism among the mainstream media in both Europe and America. How far off track has the mainstream media been is history but unfortunately till today, almost 20 days after Trump’s electoral victory, the liberal media in both continents still don’t want to accept the verdict. Certainly, there is a need for the West to re-examine itself and do a fundamental soul-searching if its civilization is to survive.

We are to preach “Jesus Christ and Him crucified” (1 Corinthians 2:2). The proclaiming of Jesus will do its own work. Concentrate on God’s focal point in your preaching, and even if your listeners seem to pay it no attention, they will never be the same again. If I share my own words, they are of no more importance than your words are to me. But if we share the truth of God with one another, we will encounter it again and again. We have to focus on the great point of spiritual power— the Cross. If we stay in contact with that center of power, its energy is released in our lives. In holiness movements and spiritual experience meetings, the focus tends to be put not on the Cross of Christ but on the effects of the Cross. The feebleness of the church is being criticized today, and the criticism is justified. One reason for the feebleness is that there has not been this focus on the true center of spiritual power. We have not dwelt enough on the tragedy of Calvary or on the meaning of redemption.

Post-mortem
My background & present Christmas : musings and hope I thought in Naga politics G od keeps me alive and in good health at the age of 95 years. I am in the age of exhorting the youngsters, guiding them to the truth, praying for them and rebuking them if there is wrong. I have to share my experiences and concern with the people with real love and sincerity. ABOUT NAGA POLITICS In the beginning there was Naga Club and later it became Naga National Council. When Zapuphizo ( A.Z. Phizo ) became the President of NNC he pleaded for independence. Rev. Longri Ao said that when some ones said that the Nagas should be in Indian Union Phizo cried like a child. The initiative of Phizo led the Nagas to the movement for full independence. He said that the Government of India offered Rs 10,000/- for his head. Before the Federal Government was set up when I heard that the Head Quarter of NNC was at Khonoma villagefor the first time I made up my mind to go to that village to know about NNC and I went there. When I went to the village all suspected me to be a C.I.D. A man said “If you are a CID your whole head is your mouth.” Even at Kohima Town they were said to have told the people that I was a CID. After that I had a meeting with my village Rüsoma and my village decided to donate Rs 1000/- to NNC. When some of my villagers went to Khonoma with the donation the villagers were surprised and most of the elders who came to the meeting had apologized to me. In 1953 – 55 there was a Naga High School with Lungshim Shaiza as the Principal and Vizol as the Vice – Principal. I too taught in lower section. During that time Co – operation was started by some leaders of NNC and I wrote a hand bill against it. I was arrested and was in jail for three months in 1956. I was the President of Angami Tribal Council in 1958. In 1959 I was a delegate of Angami to the Naga People’s Convention meeting held at Mokokchung in which the historic 16 points Agreement was put to vote and I was the lone delegate who voted against it. In 1963 when I was the Caretaker of War Graves Cemetery at Digboi under Samuel Mezhür I was insisted to be a
candidate of Northern Angami - II in Democratic Party. I was resolute not to contest but I could not escape and contested. But without canvassing not to speak of in other villages but even in my own village. But the 12 Democratic Party MLAs had resigned en – masse in support of the peace talk between the GoI and the FGN in the same year. Unexpectedly I joined Church Ministry in 1966. In 1974 I was the Secretary of the newly formed Nagaland Peace Council appointed by NBCC. We attempted to restore the abrogated Ceasefire between the GoI and FGN and met with the Nagaland Governor, Union Ministers and even Phizo but could not be successful. Uncle Phizo in response to my letter he flew to Lausanne where we could have had ample time of discussion. We told him that sooner or later the underground National Workers would be eliminated. So the Nagas better accept the Peace Mission Proposal which said “ To accept the Union of India on their own volition.” He did not respond. After that year I resigned the Secretaryship. As a pre – emptive measure I wrote to several Federal and NNC leaders suggesting that the remnant underground men should come out individually to avoid surrendering of the FGN. Unfortunately the Shillong Accord was signed. But I did not blame the Signatories. After more than 30 years peace talk of the same level between the GoI and the FGN was resumed between the GoI and the NSCN ( I – M ) and since 1997 – 2016 the peace talk between the GoI and the NSCN has been going on without conclusion. It is clear that no Group is to blame another except to get together as one. It is not logical or rational to blame one another. Now NNC has several groups and NSCN also has several groups. The world knows it and the Government of India knows it better. So the more settlement is delayedthe worse will be for the Nagas and the better for the GoI. So tendency for delaying tactics cannot be ruled out. Candidly speaking I personally have found that once NSCN ( I – M ) was misguided to excessiveness by their wrong concept “ Politics and humanity are different.” But next to Phizo Th. Muivah is the most
capable leader in the Naga National Movement. But I do not know why they have isolated themselves from the general public as if what they are doing are for themselves and not for the general public as a result there has been communication gap between them and the general public and it is a matter of fact that to a great extent the general public do not have sense of belonging. In 1964 when a Secretary Gundevia and the Federal leaders had talk at Chedema Peace Camp the proceeding of every meeting was produced in cyclostyled paper. It made the general public to have sense of belonging and they were regarded as their real leaders. But our NSCN leaders have been keeping everything for themselves in their talks with the GoI for nearly two decades. The most important thing is to build up and to maintain public relationship but it is taken as secondary. Regarding the Accord of Framework for settlement the substance under the cover of the accord is not made known to the people despite the general public are very eager to know. Even Rahul Gandhi said that blank cheque cannot be given remark. Whatever thing is done we have confidence that the spokesmen of the people have done it out of their best possible and capable effort. If I am opposed to it can I do better ? No need to be afraid of opposition for anything done out of sincere love for the people. Sentiment of Tribalism, sectarianism and selfishness should not be allowed to prevail. We are not proud of our forefathers and mothers. We are not proud of our cultures. We are not proud of our pioneer leaders. We are not proud of our past achievements if there is any. We are not proud of ourselves our families our organizations our villages our tribe ( once I was ). We are not proud of our race or community. We are not proud of our country and the world. We are proud of our Creator God and Lord only. Our God alone is to be honoured and trusted and our heart should be fully yielded to Him. He only be given praises and glory. He only be feared and loved. Our Creator alone is the Life. The flow of all good things from Him to be showered on our people should not be hampered by doing anything against His will. Rev. L. Suohie Mhasi

(From previous issue) The Government of India could not cut the Nagas umbilical cord because it is something like Gordian knot full of intricacy and complex, even wisest man like R.N.Ravi, the interlocutor could not unloosed the knot. The reason is not far to seek. It is barely clear that Government of India could not find where to place Mr. Jack. He cannot be accommodated neither in Nagaland nor in Manipur state. There is lots of controversy over the Thankuls and Meities. But according to Isak Chishi, Tangkhuls and Meities are brothers. Isak Chishi in his booklet “The Origin and Migration of Nagas” page 14 para 2 clearly stated let me quote “recently, the Maharaja of Manipur has admitted and declared that the Meities and Tangkhuls are brothers. This is historical fact.” Let me not go further. The matter is left to you to introspect yourself. The Nagas of Nagaland tribes of all walks of life need to join our hands
together to forge out some viable solution for the Nagas of Nagaland. Secondly, all the underground like-minded factions should unite together to start negotiation with the Government of India collectively winning the confidence and with the approval from Nagas of Nagaland forums. There is no complexity to solve Nagas of Nagaland problem, if the Government of India has political will. At one stretch we may not achieve our destiny, therefore let us respite for some time and stride step by step till we reach our goal. At this present political juncture, we should try to solve some sorts of Interim arrangement for the Nagas of Nagaland, where we can strengthen our limbs to furtherance our goal. God will grant us whatever we asked for, but He will certainly give us what we really deserve and not what we don’t. Let us try what is possible and not what is impossible and the possibility is only for the Nagas of Nagaland There is rumour spread all around Nagaland that the
3rd August, 2015 framework was signed by Shri. Isak Chishi. But personally, I believed and trust Shri. Isak Chishi will not sign on such a document. Supposedly, if signed on framework as rumour spread, I as one of the senior citizens of Sumi we will not accept it. Because, of 3rd August, he was in Fortes Hospital in ICU ward laying unconsciously and when a man is forced to sign on such a document with unsound mind and unconsciously, it is illegal and Sumis are not accountable for the same. Finally, FBR (Forum for Nagas Reconciliation) has got to answer to the Naga public, what was the result of their faithful service for the Nagas, for the last 9 years. can still hear the Christmas music playing from the tape recorders as I close my eyes and rewind the clock to my childhood days in Kohima. How I wish I could teleport myself back and experience again the innocent joy of anticipating Christmas along with my family, friends and in fact, the whole colony together in one accord. By mid-November, the spirit of Christmas would be in the air – a most contagious spirit – and the moment a particular house would stop playing the beautiful Christmas music, almost immediately, another house would start… it was a spontaneous reaction because there was no room for silence in this joyous celebration of the birth of our King! As children, we could barely contain our excitement as there would be various kinds of Christmas-related competitions among the colonies. The whole atmosphere was charged with the pulsating heart of Christmas… decorations and carols were simply the icing in the cake; we were genuinely waiting for the moment we would welcome and honour the new born King once again. It is due to the amazing grace of God that all the children would wait wholeheartedly for Jesus even though we had yet to experience a deeply rooted personal relationship with Him. There are many instances when I find myself longing to turn back the sands of time. But as we all know, wishful thinking will get us nowhere. The day we have at hand today is a gift, which is why it is also called the ‘present.’ This is the day that the Lord has made, let us rejoice and be glad in it! It is true that we cannot bring back the past, but we can definitely influence the present. Our celebrations should be directly proportional to the progress in years because we are getting closer to the second coming of our King! It is disheartening to see a more superficial celebration of Christmas these days.December is supposed to be celebrated as the month of the birthday of Christ when all the Christians celebrate it joyously together across the globe. This is the time of the year when families finally get to meet up after the busy year of work and studies. We meet friends after years and months; everywhere there is joy and happiness in the atmosphere. There are countless stories to be told, so many gatherings and picnics and merry-making occur. On the other hand, if we ponder about it seriously, December is also the month when so many accidents ensue; so many people give in to the lures of the world, and there is a heightened activity of sin. It is crucial that we recognize the symptoms of the enemy’s attack on our spirituality, under guise
of the festivities. Many Christians either turn a blind eye or are blissfully ignorant that specially in the month of December, many of us inadvertently attempt to blend Christianity with pagan practises such as consumption of alcohol, immoral activities, late night parties, and so on and so forth. Non-believers who live among us mock us that in the name of Christmas, many Christians indulge in unhealthy and sinful acts – which is contradictory to what we preach – during December. Most of the youth look forward to Christmas season as an excuse to consume more intoxicating substances. It is quite astonishing that many parents become more lax in disciplining their children and hence give them more freedom during Christmas season; this is when many young ones are led astray by bad company as they taste forbidden substances for the first time, which consequently turn into habits and addictions over time. How our Saviour must grieve when He sees that the number of late night drinking parties increase in leaps and bounds on the eve of Christmas and New Year. Instead of prayerfully anticipating the birth of baby Jesus and awaiting the gift of yet another year, many people stay up all night for all the wrong reasons. Most of the churches and fellowships emphasize on spending some time every year to elucidate the significance of the topic ‘What Christmas means to me.’ This sharing is included for good reason; every Christian should be aware of the real value of Christmas. Once we are armed with this knowledge, we are called to follow and bear good fruit akin to seeds which fall on good soil. As we have arrived on the threshold of the month of December, let us challenge ourselves to make this Christmas season of 2016 one that is both pleasing and acceptable to our Lord. Actions always speak louder than words; our behaviour is leaving an imprint on the lives of all the nonbelievers in our vicinity. Should we not go forth as messengers of goodwill in spreading the true spirit of Christmas and bringing them to Christ? Let us not deny the responsibility entrusted to us as children of the light. The battle cry has already been sounded by the enemy camp; it is now our turn to lift the banners high and clothe ourselves with the armour of God. When we emerge victorious in Christ, we can also happily bring our gifts of love to the new born King. Just as the three wise men honoured baby Jesus more than two thousand years ago, our gold, frankincense and myrrh will be contained in the souls we have won for Christ! Husezo Rhakho

And if the past has taught us one thing let it be known that for whatsoever reason or excuse the CM’s entourage might cook up targeting the lone MLA for his brazen act of standing up against the whimsical attitude of the govt, the cause and intent cannot be swept under the rug. Despite the resentment of the various Hoho’s against the proposed quota policy, the manner in which the decision to revoke the resolution can only be seen as arbitrary and self motivated. Left parties take out rally to mourn Castro’s death ‘Castro an inspirational figure for Kerala’s communists’
Cuban revolutionary icon Fidel Castro was a source of inspiration for the Left parties in Kerala, especially after the collapse of the Soviet Union, CPI leader and former state minister Binoy Viswom said today. When the world witnessed the collapse of the Soviet Union and the Eastern socialist group of nations in the late 1980s and early 1990s, the Left parties and their sympathisers in the state had looked up to Castro as a “symbol of enduring socialist ideals”, he said. Former Cuban president and iconic communist leader Castro died in Havana last night at the age of 90. Viswom said the victory of the Cuban revolution, led by Castro, had inspired millions of people in Kerala, more so after the collapse of the Soviet Union. “He was a symbol of the anti-imperialist movement. The victory of the Cuban revolution in 1959, two years after the first communist government came to power in Kerala through the ballots, had
inspired millions of communists and party sympathisers in the state,” he added. “Moreover, Castro had sharpened the nonaligned movement with an anti-imperialist spearhead,” Viswom told PTI. Noted Malayalam poet Karivellur Murali, who wrote the award winning play ‘Che Guevara’, said the collapse of the Soviet Union had demoralised the communists in Kerala. Guevara was an Argentine revolutionar y leader who was Castro’s chief lieutenant during the Cuban revolution. “Castro stood as a lighthouse of hope for leftists and communists in the state after the collapse of the Soviet Union and communist bloc,” Murali told PTI. He said Castro’s demise came exactly 60 years after the Cuban leader, along with Guevara, Raul Castro and other revolutionaries, had begun his voyage from a Mexican port on a yacht called ‘Granma’ to Cuba to fight against the administration of General Batista. “It was after the midnight of 25 November 1956, the 82 revolutionaries had started their voyage on the yacht to Cuba. Incidentally, the great leader of revolution died on November 25, Friday evening,” said Murali, who has researched extensively on the Cuban revolutionaries.
D I M A P U R , N OV 2 6 (NPN): In line with the stand taken by the Nagaland Baptist Church Council (NBCC), the Lotha Baptist Ekhümkho Sanrhyutsü (LBES) on Saturday said it stood opposed to the introduction of Uniform Civil Code (UCC). In a press release, LBES executive secretary, Rev. Nyanchumo Lotha, expressed serious concern over the Centre’s move to introduce UCC and appealed to the chairman, Law Commission of India to “sincerely represent” the ‘voice of the people’ to the Government of India. LBES said it has carefully considered the provisions of the proposed bill and had come to the conclusion that the introduction of the bill was likely to infringe the social, cultural and religious rights of the minorities in India, which it maintained would “ultimately destroy the very secular fabric of the Constitution of India.” Meanwhile, LBES executive secretary has appealed to all the right thinking citizens of India, especially the minority communities in India, to come forward and voice their opposition to the introduction of the bill.

Following the demonetisation of notes in a bid to crack down on black money, there were apprehensions among people that the government might impose some kind of restrictions on gold holding by individuals. “There is no such proposal before the government on restricting domestic gold holding,” the source said. The government had earlier denied that there was any move to digitise personal lockers in banks amid rumours in social media that they would be opened only in the presence of revenue officials.

New Delhi, Nov 26 (IANS): Demonetisation of 500 and 1,000 rupee notes may turn out to be a “futile exercise” to target black money and counterfeit currency, says Bank Employees Federation of India (BEFI) General Secretary Pradip Biswas. “The proportion of counterfeit notes is only 0.028 per cent of the total currency in circulation according to Indian Statistical Institute. And the proportion of black money in liquid cash is less than 10 per cent,” Biswas told IANS in a telephone conversation. “This (demonetisation) is not the way to target black money and counterfeit currency,” he added. Starting September 5 customer have been given free Welcome Offer under which Jio is providing free data, voice and video to users till December 31, 2016. However, as per media reports Reliance Jio is likely to extend its Welcome Offer for three more months to March 2017. Media reports say that an announcement regarding this is expected to be made on December 28. Under Jio data plans, the effective rates are Rs 50 per GB. Under Rs 149 plan, users get free voice (local and STD), free roaming and 100 SMS alongwith 0.3 GB of 4G data. Wisconsin/washi n g t o n , NO V 2 6 (Agencies): Officials in Wisconsin are preparing to conduct a full recount of the votes from the US election in the state, which was narrowly won by Donald Trump. A formal request for the recount was filed by the Green Party’s Jill Stein. Dr Stein, the Green Party’s candidate, has also pledged to file for recounts in Michigan and Pennsylvania. The result would need to be overturned in all three states to change the outcome of the election, something analysts say is highly unlikely. Dr Jill Stein reportedly wants to make sure computer hackers did not skew the poll in favour of Trump. In statement, the Wisconsin Elections Commission said it had received two recount petitions from the Jill Stein campaign and from Rocky Roque De La Fuente, a businessman who ran unsuccessfully to be the 2016 Democratic presidential nominee. “The Commission is preparing to move forward with a statewide recount of votes for President of the United States, as requested by these candidates,” said

The deadline for the petition for the recount in Wisconsin was Friday, while Pennsylvania’s deadline is Monday, and Michigan’s is Wednesday. Wins there for Clinton, as well as in Michigan (16 electoral votes) and Pennsylvania (20 electoral votes), would have clinched the presidency for the Democrat. The president has apologised twice on national television, but has so far resisted calls to resign. Organisers said 800,000 had gathered in the centre of the capital Seoul alone by Saturday evening. The protests, which began five weeks ago, are the largest in South Korea since pro-democracy demonstrations of the 1980s. General Bajwa will likely take charge of the world’s sixth-largest army by troop numbers in a formal handover on Tuesday, when General Sharif formally retires. General Bajwa was serving as Inspector General for training and evaluation prior to his appointment to the new position, a position Gen Raheel Sharif held before becoming army chief. NZ beat India 3-2 in four-nation hockey MELBOURNE, Nov 26 (PTI): Indian men’s hockey team lost 2-3 to New Zealand in a hard fought encounter to crash out of the title clash at the four-nation Invitational Tournament, here on Saturday. The loss means India will now play Malaysia for the third-fourth place classification match on Sunday. The Indians started on an attacking note and had the better share of the possession in the first quarter. In the first 15 minutes, India penetrated the opponent
