confrontation for a couple of hours in the morning. Police made announcements on loudspeakers asking the farmers assembled on the Punjab side to disperse. But as protesters tried to push through barricades, the Haryana Police used a water cannon and lobbed teargas shells. Apart from this confrontation in Ambala district, there were face-offs between the protesters and police in Haryana’s Sirsa, Kurukshetra, Fatehabad and Jind districts bordering Congress-run Punjab. Police had placed cement and steel barricades and parked trucks on the road to stop the farmers’ tractor-trolleys. But a few

hours later, at most borderpoints, the farmers were let through. By afternoon, several groups of protesters – from Punjab and Haryana – were travelling towards Delhi on tractor-trolleys. Police diverted private vehicles and long lines of trucks were parked on the road. Police used water cannons also against protesters trying to enter Kaithal district, and at Khanauri border where farmers were protesting under the banner of Bhartiya Kisan Union (Ekta-Ugarhan). Congress leaders Rahul Gandhi, and Priyanka Gandhi Vadra, CPI(M) general secretary Sitaram Yechury and Delhi Chief

Minister Arvind Kejriwal were among the opposition leaders who slammed the Haryana Police action at Shambhu. Punjab Chief Minister Amarinder Singh and his Haryana counterpart Manohar Lal Khattar exchanged words over Twitter. Shiromani Akali Dal leader Sukhbir Singh Badal too criticised attempts to thwart the protest. Haryana Police said they acted with restraint and nobody was seriously hurt during the day. No farmer was arrested, they said. Farmer bodies said they will hold a dharna wherever they are stopped from moving towards the national capital. BKU (Ekta-

Meanwhile, Union agriculture minister Narendra Singh Tomar Thursday invited farmers for talks on December 3 to resolves differences. The court had on September 14 given opportunity to the respondents to file affidavit-in-opposition with the direction that interim would be considered thereafter. However, the government advocate submitted that there was no response from the State respondents. The court in the meantime ordered the State respondents to make all efforts to file their affidavit-in-reply and further listed the matter after winter vacation. Counsel for the peti-

tioners argued that if an executive exercise was made violating the fundamental rights of the citizens, the executive court orders could not stand the test of law. The counsel pointed out that orders to be implemented must have statutory backing. The counsel further pleaded that the impugned order by the State government of July 4 July had been passed in the garb of cabinet decision, being basically an executive order and devoid of legislative backing, and was illegal. PM Modi pitches for ‘One Nation, One Election’ Postal services hit as KEVADIA (GUJ), NOV 26 (PTI): Prime Minister Narendra Modi on Thursday advocated ‘One Nation, One Election’ system and a single voters’ list, saying that elections taking place every few months hinders development. Addressing the concluding session of the 80th All India Presiding Officers Conference here via video conference, Modi also paid homage to the victims of the 26/11 Mumbai attacks, and asserted that India is fighting terrorism now with new policy and new process. O n N ove m b e r 2 6 , 2008, ten Lashkar-e-Taiba terrorists from Pakistan killed 166 people, including 18 security personnel, in a 60-hour siege in Mumbai. Making a strong pitch for simultaneous elections on the Constitution Day, Modi said that `One Nation, One Election’ was not “just an issue of deliberation, but also the need of the coun-

try”. “Elections are held at different places every few months and it hampers the developmental work and all of you know it. Therefore, it is must to have deep study and deliberation on `One Nation, One Election’,” he said. He also said that having a single voters’ list was desirable. “Only one voters’ list should be used for Lok Sabha, Vidhan Sabha and other elections. Why are we wasting time and money on these lists?” he said. He also emphasized

the need for coordination between three wings of the state -- Legislature, Executive and Judiciary -- and said everything from these institutes’ roles to their decorum is described in the Constitution. “In the 1970s, we saw how there was an attempt to breach the dignity of separation of power, but the country got the answer only from the Constitution. After that period of Emergency, the system of checks and balances became stronger and stronger. “The Legislature, Executive and Judiciary, all three learned a lot from that period and moved forward,” the prime minister said. National interest should form the basis of every decision, Modi said. “We must remember that when politics take over people and nationfirst policies, the nation has to pay adversely in such situations,” he added. He cited the example

of delay in the completion of the Sardar Sarovar Dam, saying it kept lingering and was completed after years. “This could have happened earlier if development was given precedence. Those who stalled it, have no repentance,” he said in a clear attack on the Congress. Underlining that there is no place for politics of untouchability, Modi cited the example of the Statue of Unity built by his government for Sardar Vallabhbhai Patel despite Patel not being from the BJP or the Jana Sangh. Constitution is our guiding light to take on challenges in the 21st century, Modi said and called for raising awareness about it. “Our Constitution has many features but one very special feature is the importance given to duties. Mahatma Gandhi was very keen about this. He saw a close link between rights and duties.

Patel, the Congress’ crisis manager and consensus builder, died on Wednesday at a Gurugram hospital and was laid to rest at his village Piraman in his home state Gujarat’s Bharuch district. Gogoi, a three-time Assam chief minister and an old Congress hand, passed away on Monday and was cremated in Guwahati. Patel was 71 and Gogoi 84. leaders were staunch Gandhi family loyalists and their commitment to the party never wavered. Former Congress chief Rahul Gandhi attended the funeral of Patel. Patel’s mortal remains reached Piraman from Vadodara on Wednesday night and were kept at Sardar Patel Hospital in Ankleshwar. He was buried at a Muslim cemetery in Piraman in the presence of locals and Congress leaders in the morning.

From the western state of Gujarat to the northeast of the country in Assam, another funeral was taking place, of equal significance to the Congress. Assam bid an emotional goodbye to the three-time chief minister, twice Union minister and six-time Lok Sabha MP. Gogoi’s final rites were performed with full state honours at the Nabagraha cremation ground amid the chanting of hymns, preceded by a gun salute and

band played by the Assam Police. His son Gaurav, also a Lok Sabha MP, performed the last rites. It was an emotional journey, rarely seen in Assam, with scores of admirers and onlookers stopping the flower-bedecked truck at several places, bowing their heads before the huge cutouts of Gogoi on the vehicle, and offering floral tributes. Men and women lined along the streets and stood

at rooftops right through the nearly 25-km procession route. The crowd thickened as the day advanced. Cutting across age groups, some people could be seen crying. Traditional drums and cymbals were played, and conch shells blown. Shops and commercial establishments at several places in Guwahati and other parts of the state pulled their shutters down as a mark of respect. The state government had announced a half-day holiday from 1 pm on Thursday. The cortege finally reached the Nabagraha crematorium at around 2 pm after a three-and-half-hour long procession, almost three hours later than its scheduled time. The loss of both Patel and Gogoi will be deeply felt in the grand old party and its leadership, said several party insiders.
