Stephen, arrested on November 25 by Manipur police. Zeliang urges NSCN (K) to enter truce D I M A P U R , N OV 2 7 (NPN): Nagaland chief minister T.R. Zeliang has made a fervent appeal to the NSCN (K) to shun the path of violence and return to the negotiating table. According to CMO media cell, Zeliang, who arrived Myanmar on Saturday, interacted with leaders of various Myanmar based Naga organizations at Yangon and asked them to approach NSCN (K) chairman S.S. Khaplang and urge him to “drop the gun and talk for the rights of the Naga people”. Urging the leaders to try their best to persuade Khaplang to re-enter into a ceasefire agreement with the Governments of Myanmar and India, Zeliang said it was important to take up peaceful negotiations to find a lasting and honourable solution to the protracted Naga political issue. “If there is peace here in Myanmar between the Naga community and the Government, I shall personally take up the matter with the Prime Minister of India and I am confident that he will tie up with the Government of Myanmar to resolve the Naga problem here as well as in India simultaneously,” Zeliang said.

PUNJAB/LUCKNOW, NOV 27 (AGENCIES): In a sensational jailbreak, a group of gun-toting men in police uniforms stormed Punjab’s Nabha Central Jail on Sunday morning and freed two terrorists-- including the chief of Khalistan Liberation Force (KLF), terrorist Harminder Singh Mintoo -- and four gangsters. The Punjab government has announced a reward of Rs. 25 lakh for any information on them and a probe by a Special Task Force has been launched. The attackers, about 10-12, dressed in police uniform, breached the tight security of the prison around 9 a.m. with at least 100 rounds fired during the well-planned and executed attack, jail officials said. Jail officials told police

that the attackers entered the prison premises by telling the outer security that they had brought a prisoner for verification. Their vehicles were allowed entry easily. The attackers entered the jail premises in two cars, including a Toyota Fortuner SUV. Mintoo, arrested in 2014 and with 10 cases against him, and another terrorist, Kashmir Singh Galwadi, were among those who escaped from the jail premises. Gangsters Vicky Gonder, Gurpreet Sekhon, Neeta Deol and Vikramjit also escaped. Prison sources said the attack lasted for less than 10 minutes and the jail security failed to counter the attack. An SLR (self-loading rifle) of the jail security was taken away by the attackers.

Sources admitted that there were lots of allegations about misuse of the transport or freight subsidy and the Comptroller and Auditor General of India (CAG) had also pointed out a number of irregularities in the same. However, the transport or freight subsidy might have helped day-to-day functioning of the industries, but that did not help much in asset creation, the sources said. Earlier, there was no limit for capital investment subsidy. But, as per the new notification, the capital investment subsidy will be limited to Rs 5 crore for the industrial units operating in the manufacturing sector, and to Rs 3 crore for

the units operating in the service sector. Sources said that this was being done to give a boost to the smallscale units. Similarly, the interest subsidy will be limited to term loans up to Rs 10 crore, the notification said. The notification further said that from now on, the subsidies payable to the industrial units would be disbursed through direct benefit transfer mechanism by the Chief Controller of Accounts (Industry), for which the units would have to register themselves on the e-payment portal by providing requisite documents. The quantum of eligible subsidies will be based on the recommendations of the state-level committee and credited directly into the bank accounts of the beneficiaries after due check, verification and audit, the notification said.

NEW DELHI, NOV 27 (NPN): As a part of the ongoing efforts to move towards cashless transactions of all kind, the Central government on Sunday asked all the statutory 4,041 Urban Local Bodies to shift to e-payments at the earliest. The message was conveyed by ministry of Urban Development secretary, Rajiv Gauba via interactive video-conferencing, wherein senior officials of concerned states also participated. According to the Urban Development ministry, these cities and towns account for about 75% of the total 40 crore urban population in the country. State and city level officials were asked to promote internet banking (RTGS/ NEFT), online banking using credit and debit cards for cashless transactions besides using Public Finance Management Systems (PFMS) developed by the Ministry of Financing for fund transfer, accounting and reconciliation up to the level of cities and towns, a communiqué stated.It may be mentioned that the Union Cabinet had on Thursday decided to promote cashless transactions through e-wallet and Unified Payment Interface (UPI) in all government bodies/ministries.

Gauba emphasized that all transactions relating to both income and expenditure of urban local bodies need to be shifted to e-payment mode. These include payment of Property Tax, Professional Tax, all user charges like water and power bills, all kinds of fee and license charges, online booking of community halls, issue and renewal of birth and death certificates, registration of shops and other establishments, enrollment of library membership etc. He further said expenditure to be made cashless include payment of salaries and wages to all regular and contractual employees, all contract and work relate payments, procurements, beneficiary payments like social security etc. In this regard, ULBs have been asked to take up necessary infrastructure and capacity building, awareness campaigns for opening of accounts for employees of all categories and their family members. States have also been asked to adopt Public Finance Management systems (PFMS) up to city level to enable transfer, accounting, reconciliation and monitoring of transfer of funds under various government. Earlier, Union Urban Development minister, M.Venkaiah Naidu launched cashless transaction facility of Visakhapatnam Corporation.

With regard to border fencing issue raised by Naga leaders, Zeliang said he had repeatedly taken up the matter with the Government of India to leave the border open rather than having it fenced “so that the unreached areas can be opened up for better development.” Unlike other international boundaries with countries like Bangladesh or Pakistan, he said since there are Naga areas falling in the two countries of Myanmar and India, fencing of these areas was not be advisable. “Naga areas along the Indo-Myanmar border should not be allowed to become the permanent hideout for insurgent groups of

DIMAPUR: Training on the importance of minerals, vitamins and deworming in Pigs was conducted by Krishi Vigyan Kendra (KVK) Mokokchung on November 25 at Salulamang village, Mokokchung. In the programme, resource person, SMS (animal science) Krishi Vigyan Kendra Mokokchung, Dr Rongsen taught the farmers the role of minerals and vitamins for producing healthy pigs. He also trained the farmers on the importance of timely dewroming of pigs so as to maximize productivity. During interaction session problems were discussed and recommendations and solutions were provided by the resource person. Altogether 30 pig farmers participated in the training. Tura MP takes up mining ban with PMO Tura, Nov 27 (Agencies): Tura MP Conrad Sangma has sought a meeting of the representatives from the coal and the forest and environment ministries and the Meghalaya chief secretary to discuss the NGT ban on coal mining in the state. Sangma had during the last session of Parliament, met Nripendra Misra, Principal Secretary to the Prime Minister and requested him to arrange a meeting of the secretaries of the coal and the forest and environment ministries with Chief Secretary K.S Kropha in New Delhi on December 1. Sangma had also highlighted the importance of the issue during the last session of Parliament on October 11. The PMO has informed Sangma that a meeting is scheduled to take place on December 1 at the PM’s office in South Block. On September 21, the Supreme Court permitted transportation of extracted coal that has been assessed in Meghalaya for a period of eight months from October 1 till May 31 next year, after hearing a petition filed by the Ka Hima Nongstoi Land Owners, Coal Traders and Producers Association.

AIKSU demands fee reimbursement

Diphu, Nov 27: The All India Karbi Students Union (AIKSU) has appealed all the Government Provincialised and Recognized Venture Schools of the district to return the surfeit money they took from the students during filling-up of ensuing HSLC examination form, practical examination fees and center fee. The demand has been made after the SEBA secretary Kamal Jyoti Gogoi passed the order mentioning that the examination fees including Admit Card, Mark Sheet and Pass Certificate (excluding the blind candidates) is Rs. 480, practical examination fees (for subject having practical examination) is Rs. 100 and an amount of Rs. 250 to be paid as centre fee. The notification stated that, as per the Government of Assam, Secondary Education Department notice, students who appear HSLC examination from any Government Provincialized or Recognized Venture Schools will be exempted from the above mentioned fees if their parents’ annual income is below Rs. 1 lakh.

Government moves in to plug note ban’s Northeast loophole

NEW DELHI, NOV 27 (AGENCIES): Acting on reports of huge cash movement from other parts of India to the Northeastern states, the income-tax department asked banks to report before January 31, all cash deposits made between November 8 and December 30 in excess of Rs 2.5 lakh in savings accounts, and Rs 12.5 lakh in current accounts. “A lot of cash is flowing into Nor theaster n states from other parts of the country and being deposited in banks,” a senior I-T official told this newspaper. “The submission of such reports, called ‘statement of financial transactions’ by banks to I-T departments is a usual annual affair, with the normal deadline being May 31 every year. But this year, it has been advanced to January 31 in the backdrop of the government’s demonetisation move,” the official added. Special laws meant for tribal populations in the Northeast region exempt them from paying income tax, and as such, they need

not explain their sources of income for tax calculation purposes. Moreover, with large parts still outside the purview of the formal banking system, a cash economy is predominant. This loophole is being used by unscrupulous individuals and other entities to transport black money into the region, after which the money is ploughed back into the banking system through RTGS and other modes by willing locals in exchange for cuts. The Nagaland and Arunachal Pradesh governments had already issued advisories warning locals not to deposit cash on behalf of others. There is also a predominant security aspect to the issue as the Northeastern states are home to at least 50 militant organisations, which may have parked their funds elsewhere, but are now seeking to get it converted into new currency notes. Interestingly, what is happening in the Northeast in the aftermath of the demonetisation move is a repeat of 1978 when the Morarji Desai government

had denotified Rs 1,000, Rs 5,000 and Rs 10,000 notes, after which there was a massive flight of cash from across the country to many places in the Northeast region. In a related development, security sources told this newspaper that the Cessna aircraft that flew in from Hissar to Dimapur is being looked into as a case of security breach, besides one of money laundering. “This particular aircraft flew from a nonscheduled flying club airstrip in Haryana’s Hissar to a scheduled airstrip in Nagaland’s Dimapur. What if the aircraft was carrying weapons instead of cash? This is a case of serious security breach and a regulatory loophole that we will have to plug. We have held several meetings on the issue,” a security official privy to the development told this newspaper. There are about 166 airstrips across India, of which only about 56 are scheduled ones or airstrips which have scheduled flights. The rest are nonscheduled and unregulated.

Khandu appeals to discourage polygamy Itanagar, Nov 27 (Agencies): Arunachal Chief minister Pema Khandu appealed the people to discourage ‘polygamy’ in the state, which is customarily practised. While addressing during the Mrs Arunachal2016 pageant organised by Ngurang Learning Institute (NLI), which was graced by Rajya Sabha MP MC Mary Kom here at Dree ground, Khandu stated he personally do not favour polygamy and wished to see the end of such practise in the state. The issue of polygamy came in the backdrop of discussion on applicability of Uniform Civil Code (UCC) in tribal state Arunachal with respect to women’s right. This was highlighted in her earlier keynote address by noted women activist, Jarjum Ete. Also the majority contestants of the beauty pageant were women who have suffered due to polygamy and domestic violence. “Women in tribal society of Arunachal normally held respectable position when compared to other societies from rest of India,” pointed Khandu, adding, “However this could depend on communities, where they follow different customs.”

AGARTALA, Nov 27 (Agencies): Increase in the dollar rate due to demonetization has an adverse effect on Indo-Bangla trade. Import of essential perishable food items like fish, vegetables and other construction materials from Bangladesh has declined due to cash crunch after November 8 midnight. “Our import-export trade has suffered a 70 percent jolt after the notes of Rs. 500 and Rs. 1000 were banned. The rate of dollar has increased from 64 to nearly 70. We are in doubt whether the trade would be normalized if fresh currency notes are available in the market,” secretary of Import-Export Association Habul Biswas said. “If the trade doesn’t improve, there would be a negative impact on the state’s economy,” he said. The trade between the two countries is carried through Agartala-Akhaura land port, second largest trading point between India and Bangladesh. Around 3,000 people including over

150 daily-wage labours associated with the exportimport business are facing the heat within less than a month of the demonetization drive. “As the trade is hampered due to demonetization, the labours engaged in loading-unloading of the goods are about to get their payments for the last two weeks. We even thought to give their due salary in their bank accounts, but many of them do not have account in banks,” said one trader associated with cement business. As the supply of fish gets lessened in the market, it naturally reduced the number of buyers forcing the sellers to fear about their future. “Though Rs. 2000 denomination reached the state, the fish vendors are not at all ready to give changes for the note. They asked us first if we could give changes, he would be ready to sell fish. This can’t go for a long time. Naturally, we have avoided visiting fish markets,” Tulsi Dhar, a homemaker said.

IMPHAL, Nov 27: An angry mob Sunday torched a truck that killed an electricity lineman after it rammed on an electric pole in Manipur’s Imphal East district. Lineman Md Mujibur Rehman (40) son of late Majid Ali of Yairipok died after falling down from the top of the electric pole. The incident took place around 11.30 am today when some linemen of the Manipur State Power Distribution Company were stretching overhead cable wire at Yairipok under Andro police station of Imphal East district. The ill-fated lineman directly fell down on the ground and succumbed to injuries on the way to a government community health centre nearby. Villagers who converged at the spot alleged the driver of defying the signal to stop and torched the vehicle (MN01-6387) however the driver managed to escape amidst the crowd. Fire tenders and vehicle recovery van who rushed were also prevented from dousing the fire that severely damaged the vehicles.

Repatriation of Bru people may be delayed

Aizawl, Nov 27 (PTI): Though Mizoram officials have completed identification of bona fide state residents in six Bru relief camps in Mizoram, their physical repatriation is likely to be delayed and taken up only by early next year, a state home department official today said.As per the Road Map-V for Bru Repatriation, the physical repatriation was supposed to begin from November 30 and continue till December 15, and after a break for Christmas and New Year holidays, it was to resume from January 15. But, the official said, while the Ministry of Home Affairs was yet to decide on the rate of enhancement of fund for each repatriated family, the total expenditure for repatriation could not be ascertained till date. Demonetisation of Rs 500 and Rs 1,000 notes would also create problems in disbursement of money to Bru families if physical repatriation is conducted this year, he said. Mizoram government officials have identified 32,857 Brus belonging to 5,413 families who would be repatriated as per the proposed road map for Bru repatriation. According to the Road Map-V for Bru Repatriation, around 21,000 Brus belonging to 3,445 families were to be repatriated, but the figure shot up much more than the target requiring allocation of additional fund.

Availability of new notes is nearly zero and, therefore, black money is gone, extortion money is gone, terror money is gone, terror funding -- both fake and real -- which were easy to transmit because of high denomination notes are now facing obstacles,” he added.

Bhubaneswar, Nov 27 (IANS): Union Tribal Affairs Minister Jual Oram on Sunday said there was no problem in speeding up the Central Bureau of Investigation (CBI) probe into the chit fund scam before the panchayat elections in Odisha. “What is the problem if CBI speeds up its probe into the chit fund scam before panchayat polls in the state,” asked Oram. The Union Minister was replying to reporters whether CBI has expedited the probe soon after the visit to Bhubaneswar of Bharatiya Janata Party (BJP) President Amit Shah, who launched the panchayat polls campaign for the party on Friday. Oram said the Biju Janata Dal (BJD) is in a fix as the CBI would intensify its probe into the chit fund scam. “Chit fund investigation is going on. The CBI will expedite the probe process. New Delhi, Nov 27 (PTI): The Centre has asked seven states to effectively implement the Forest Rights Act which seeks to restore rights of tribes living in forests for generations. The move comes in the wake of directions by the Prime Minister’s office, which called for the implementation of Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act in ‘campaign mode’ in states. It was found that seven states--Assam, Bihar, Himachal Pradesh, Tamil Nadu, Uttar Pradesh, Uttarakhand and Jharkhand-failed to implement the Forest Rights Act (FRA) effectively. “The progress report of states on implementation of FRA revealed that seven states did not perform well in implementing the Act since it was notified in January 2008,” a Ministry official said. “The Ministry of Tribal Affairs has organised consultations with state governments to create awareness for timely disposal of claims of land rights. The states have also been asked to take all steps for expeditious implementation of the Act. Despite all

efforts, these states have not improved their performances and rejection rates are high,” he said. “There are a lot of rejections, majority of them being wrongful. Many are based on invalid and flimsy grounds. Besides, these seven states have been irregular and sluggish in sending their reports,” he said. The official said the monthly progress reports in this regard are sent to PMO where they are reviewed. As per the progress report, Uttar Pradesh reported the highest rejection rate (81 per cent) as it contested 74,945 land right claims out of 93,644 claims. Also, out of 92,520 individual claims, the northern state distributed titles to 17,712. Out of 1,124 community claims, 843 tribals were given titles in the state. West Bengal recorded 68 per cent rejection as the government rejected 97,415 claims out of a total 1,42,081 claims followed by Maharastra, where the rejection rate was 64 per cent with 2,30,732 out of 3,55,606 claims rejected. Madhya Pradesh reported rejection of around 61 per cent with 3,74,718 claims rejected out of 6,16,951 claims.

Tribals want to get educated, make up for lost time: Majhi Jamshedpur, Nov 27 (IANS): A feeling of resentment among tribals at being “cheated” by upper-caste Hindus, of being left out in the race to progress, is now giving way to the urge to get educated, to “make up for lost time”. At a pan-India conclave of tribals here, many spoke of the need for education to shake off a widespread “inferiority complex”. Adivasi rights campaigner Thalko Majhi of the Ho tribe of Jharkhand, who had put up a book stall at the Tribal Conclave ‘Samvaad’, organised by the Tatas, said that uppercaste Hindus had made God their trustworthy ally in order to keep the tribals chronically subservient. Majhi spoke to IANS about his lifelong circumspection about the existence of God, which he could never describe for want of a proper idiom, until 2012. “That year I came in contact with Shishir Varge of the All India Mulnivasi Bahujan Samaj Central Sangh (AIMBSCS). I joined his eightday camp in Nagpur,” Majhi recalled. “They taught people like me how to reason well; taught us the historical facts about the ‘varna vyavastha’ or the Hindu caste system that had never reached us earlier,” he said. “All this soul/spirit is

a lie! Hindus have cheated us,” said Majhi, adding, “I always wondered that if God is so benign then why does he allow such gross iniquities in the society? God is a myth.” Majhi said that until he was acquainted with the teachings of Bhimrao Ambedkar he had no idea about the “exploitative system” of the Hindu religion, which he conceded has made deep inroads into possibly every Indian culture through sophisticated propaganda. “Did Hindus not eat beef ? They very much did,” he said. “And they made Buddhists flee when they faced tough competition from them,” Majhi said at the Dalit-Aadivaasi literature stall at the Tribal Conclave, which had on display titles like “Shoodron ki Khoj” (Search for the Untouchables) and “Tribals not Hindus”. “I keep telling tribals not to mind such abstractions as God and not spend time on elaborate rituals. We have to make up for lost time,” Majhi said. He rued that people, even those who benefit from the quota system, “tend to restrict the good fortune to themselves, and don’t educate others”. Deposits in Jan Dhan accounts soar by over Rs 27k cr

New, Delhi, NOV 27 (Agencies): Deposits in Jan Dhan accounts soared sharply by around Rs 27,200 crore in just 14 days after the announcement of ban on old Rs 500 and Rs 1000 currency notes. Total deposits in 25.68 crore Jan Dhan accounts crossed Rs 70,000 crore mark and were at Rs 72,834.72 crore on November 23. As of November 9, total deposits in these accounts were Rs 45,636.61 crore. After the surprise demonetisation of 500 and 1,000 rupee notes announced by Prime Minister Narendra Modi on November 8, deposits in Jan Dhan accounts have increased sharply to 27,198 crore. However, 22.94 per cent of 25.68 crore accounts still have zero balance. As on November 16, 25.58 crore accounts with aggregate deposits of Rs 64,252.15 crore were opened under Pradhan Mantri Jan Dhan Yojana (PMJDY) across the country. New Delhi, Nov 27 (IANS): At least 30 huts were gutted in a fire that broke out at the makeshift Pakistani Hindu migrants’ camp at Majnu ka Tilla in north Delhi on Sunday, destroying most of their belongings. No one, however, was injured. The fire broke out around 2 p.m. and seven fire tenders were rushed to the camp -- a settlement along the Yamuna river bank in north Delhi, a fire department official told IANS. “a large number of huts were destroyed in the fire. It was controlled by 2.30 p.m. and no one was injured in the incident,” the official said. According to the migrants, the fire spread from timber wood while one of the families was preparing meals. Pawan Das, who managed to save his passport and visa, said over 120 victims lost their rations, clothes, woollens, documents and the currency they had managed to convert. “I am left only with the clothes that I am wearing. Luckily, I managed to save the visa documents and passport with me. Everything else has been destroyed,” he told IANS. “The fire took us by surprise and all we could manage was to take our children away to safety. We did not even have a chance to save cash and documents. We don’t know what we will eat at night or where would we go,” Mangan, another migrant, said.

Shimla, Nov 27 (IANS): The Himachal Pradesh government on Sunday said the state revenue had recorded remarkable increase in the wake of effective steps for transparent tax collection and extension of various concessions/facilities to different industry. The Excise and Taxation Department collected the highest 65 per cent of the state’s revenue, with collections in the last three fiscals totalling Rs 15,288 crore. Cong clarifies to Monday’s protest over demonetisation New Delhi, Nov 27 (PTI): Congress today made it clear it has not called for a ‘Bharat bandh’ tomorrow, but will hold protests across the country against demonetisation, which it alleged “was a political move being sold as a fight against corruption”. Speaking to reporters here, party leader Jairam Ramesh said Prime Minister Narendra Modi believes in “dhamaka” politics and the decision to scrap highvalue currency notes was taken because he had seen the “writing on the wall” in Uttar Pradesh, where polls are due next year. Evaluating democracy

A

landslide victory for any political party may be the highest ever compliment for achieving such a referendum and on the other hand, the worst compliment for the opposing party who have been given the thumbs down by the voters for whatever reasons. Sometimes, massive landslides ride on the back of some ‘wave’ while sometimes, it could be due to the failures of the losing side. When a political party assumes power through a landslide, the rulers often believe that they have obtained the mandate to carry out major changes or shifts. Such a notion could be undermining the principle of democracy. In 2014 the Narendra Modi led the BJP to a massive landslide in winning a 2/3rd majority with 282 seats in the Lok Sabha which has 545 seats. The BJP has been successful in carrying out major decisions because of the brute majority in the Lok Sabha. However, the ruling party is in a slight minority in the Rajya Sabha where it often is at the receiving end. Be that as it may, even if the BJP has a brute majority in the Lok Sabha, there are still several opposing political parties who act as watchdogs of democracy. Since 2014, the opposition, which also comprises of erstwhile ruling UPA constituents, have acted as constructive opposition and emphasized on discussion, asking difficult questions, demanding answers and seeking more information from the government of the day. The opposition has also been supportive of some policy decisions of the government such as GST and NITI Aayog etc to name a few in national interests. The relation between the ruling and opposition parties has come to a head due to the demonetisation issue. On this issue, the opposition’s demand for a discussion as per rule 56 with discussion was rejected by the Speaker. In the Rajya Sabha the demands among the opposition parties who enjoy majority, has been varied. The ongoing tussle has led to both houses of parliament being disrupted for most part of seven days after the winter session of parliament began. On the issue of disruption, in the first five sessions of the BJP-led NDA, the Lok Sabha functioned for 704 of 711 hours available. Again, in these sessions during Congress-led UPA, the House recorded productive time of 549 hours against 768 hours of scheduled time, as per PRS legislative research data. The principle of democracy cannot be total in the absence of an opposition no matter how small the number may be. During the two-term UPA rule, the BJP was not only the principal opposition but also had leaders who were more than capable of putting the government on the mat. On the other hand, a weak leader in Dr. Man Mohan Singh accentuated the acceleration of decline in parliamentary debate because he couldn’t speak because he wasn’t the leader. In sharp contrast, there is no opposition in Nagaland since everybody wants a piece of the cake, under the pretext of unity for Naga political solution. There are no longer debates nor constructive criticisms on the government. Since the all-party government took shape in mid-2015, the government has been able to function (or malfunction) with the kind of governance( or mis-governance) which people need to reflect. The biggest loss is democracy and for which people have to pay the price.

The kind of religious life we see around the world today is entirely different from the vigorous holiness of the life of Jesus Christ. “I do not pray that You should take them out of the world, but that You should keep them from the evil one” (John 17:15). We are to be in the world but not of it— to be separated internally, not externally (see John 17:16). We must never allow anything to interfere with the consecration of our spiritual power. Consecration (being dedicated to God’s service) is our part; sanctification (being set apart from sin and being made holy) is God’s part. We must make a deliberate determination to be interested only in what God is interested. The way to make that determination, when faced with a perplexing problem, is to ask yourself, “Is this the kind of thing in which Jesus Christ is interested, or is it something in which the spirit that is diametrically opposed to Jesus is interested?”

Demonetization will hasten digitized economy I NDIA’s 1.25 billion plus populace are thankful to the media and opposition parties for highlighting the plight of the commoners in the wake of the demonetization scheme announced on the night of November 8 by the Prime Minister. Millions of people were forced to queue up in banks and ATMs for hours and the issue was also debated in the Upper House of Parliament in which several leading lights representing the opposition benches participated. They are all are against unaccounted money and had been calling for unearthing such illicit wealth for years. But while expressing their points of view in and outside Parliament on demonetization they seem to be lampooning and caricaturing the Government branding them as a

bunch of robbers committed to robbing the masses. Even the noted economist, who had headed the RBI and the Ministry of Finance before becoming PM for almost a decade, has no suggestion or advisory to lessen the people’s hardship knowing well that the ongoing demonetization process cannot be stopped abruptly. Prime Minister Narendra Modi’s bombshell as his loyalists say has knocked the snuffing out of the four demons of black money; corrupt wealth, terror money and drug money in one go. It is indeed as asserted by several honchos as well macro economists that it is a landmark decision to demonetise 500 and 1,000 notes. People by and large have supported the unprecedented move. Buyers will not be required to carry huge cash for transaction at the risk of being pick- pocketed or robbed. One travelling by public transport including inter-state bus service, trains and flights may recall how travelers guard their valuables including

wallets and are scared of even going to washrooms. Considering the factor, digitized economy should be promoted and this is what demonetization process isendeavoring to achieve. PM Modi has repeatedly championed digitization of India’s economic activities so that everybody including consumers, producers and bankers can have win-win situation. They have nothing to worry about and lose and the CAs and I-T people will not be after anybody for leading a hassle free life. But while promoting digitalised economy, the interests of mom and pop store owners and farming community should not be overlooked. Digitization of the mandis has commenced and has made headway. We have to willy-nilly accept the new economy or perish.

What ails the department of Power (DoP)

he 21st November local dailies has carried a news item under the caption “Govt. apathy throws Power Deptt into crises” which is not only alarming but in no uncertain term speaking of eminent collapse of power sector in the state. The Association of Power Engineers Nagaland (APEN) has described in details the ground realities where the entire Power Department is held under tender hook only counting times to be snapped out of the hook and fall to oblivion. When we cannot wait patiently even for an hour load shedding, we can well imagine the chaotic scenario of complete shutdown of power supply in the State. Unlike many Associations which give ultimatum to the Government, the APEN has displayed great wisdom and matured statesmanlike attitude and warned the eminent collapse of the Power Sector if the Govt. do not mean business. When we all go along with the DoP imploring the State Govt. for immediate redress of the problem, the DoP and the APEN should have exerted hard pressure on the State Govt. for bringing out a permanent solution to the Power Sector through the process of unbundling and Corporatization of the power sector. The DoP shall be on and off nagging with the same problem as long as it functions as a Department of the State Government as the service sector like Power and Public Transport cannot effectively and efficiently functioned going through the Govt. red tape mechanism. For the purpose of reforming and restructuring of the Department, the DoP have engaged the International Management Institute, New Delhi for a thorough evaluation and comprehensive study of the DoP and to submit their expert finding in the form of recommendation for action to be taken by the Department. The IMI submitted their final report on March 2006 where they recommended a Road Map for Reform and Restructuring the department. It reads; “It is recommended that the GoN follow functional unbundling and Corporatization without any further delay. Establishment of a STU (under the Electricity Act, 2003) and another Corporate entity for generation/ distribution/trading of electricity is found to be more suitable option and, hence, recommended. The STU may be named as “Nagaland Power Transmission Corporation Limited”, while the generation and distribution company may be named as “Nagaland Power development and Supply Corporation Limited”. They also recommended setting up a Rural Electricity Board, the State Electricity Regulatory Commission and Rationalization of tariffs and state subsidy. They have also made elaborate plan for the STU and Financial Restructuring, NPDSCL and Financial Restructuring towards autonomous functioning of the corporatized entity. In a separate case study on “Unshackling the market forces in the Electricity”, Amit Kapur of J. Sagar Associates writes,

“It is trite that the electricity industry comprises of sub-sector which are distinct functions, being, generation, transmission, distribution, trading and supply. These sub-sections are distinct in terms of the operation, Commercial, investment and Consumer- interface aspects. A pragmatic market design must be structured around the contestability and potential for competition in these subsectors while balancing the regulatory-market compact”. Altogether ten precious years has elapsed after the submission of the final report by the IMI for restructuring of the DoP but the State Govt. till date have done nothing on the recommendation except establishment of the Nagaland Electricity Regulatory Commission (NERC) which is functioning for revising the annual power tariff only and could not function more as Standard Operational Procedure (SOP) cannot be implemented under the present circumstances. The need of the hour for the Department of Power in the state to carve a permanent solution is unbundling and corporatization as recommended by the IMI study. There has to be not only strong political well but there has to be equally wellness from the APEN for corporatization of the DoP towards which the APEN should be not only soliciting but strongly prodding the State Government to legislate without wasting any more time. The IMI recommendation further writes, “Experience suggests that successful implementation of reform process requires, inter alia, broader understanding and acceptability of, and commitment to, reform agenda and process among the various stakeholders” Looking at the present power scenario in the State, the peak demand of power is 145 MW only with main source of 90% from Central Sector Power Allocation and only 10% (14.5MW) from the State own generation. Here 90% of the power requirement has to be purchased from Central Sector Power allocation at the whooping cost of Rs. 200 Cr. during the year 2014-15. However, the total revenue collected from the sale of the 90% purchased and 10% own generation was only Rs. 91.86 Cr. causing a massive lost of 67% (Rs. 108.14 Cr), the highest in the Country. This amply speaks that all is not well in the Department. If we look at the system of power tariffs, you are charged higher and higher rate if you consume power more than 30, 31-100, 101- 250 , 250 >kwh. When queried the logic and reason for such hike, I was told by the Department official that the system is adapted in order to discourage consumption of more/higher energy. What a contrasting approach from developed countries as the country’s development is measured in terms of per capita consumption of electricity which in turn depends on electricity generated. In India per capita energy consumption is quite low and for the year 2007 it was only meager 665 kwh per annum in comparison to about 12000 kwh for USA and 34000 in

Norway which indicates fairly low level of industrialization in the country. The study has also criticized the DoP concerning in-house capability taking example of the Likimro Hydro Project. Apart from uneconomical cost of generation, there are other issues facing the power department. At present, the engineers and staff posted to Likimro plant are stationed at the CE office at Kohima. It appears that the plant side does not have basic infrastructure and facilities to enable the engineers and staff to live there. If the engineers and staffs are not going to be stationed at the plant site, it is not clear who else would operate the plant. This is an issue that DoP has not yet addressed. Capacity building for operation and maintenance of hydro plant like Likimro is another issue that deserves attention. The Likimro engineers need to undergo technical training on operation and maintenance of the plant. The IMI recommendation also goes against the propose Thermal Plant (based on diesel engine) of 4x5.73 MW at Dimapur as the economy of thermal power from liquid fuel based station is questionable since fuel price is susceptible to regular hikes in international oil prices. The cost of generation of power from the proposed project is therefore, bound to be much higher than what is being initially contemplated. The IMI prefer and recommends the 3 x 40 MW Dikhu multipurpose a major project now under consideration of the DoP, the DPR of which was with the Central Electricity Authority for clearance and was also under active consideration of Nagaland Pollution Control Board for environmental clearance then. The recommendation states that there is a big advantage of building relatively largescale project such as 120 MW Dikhu multipurpose projects. Right from project construction through operation and maintenance, a bigger project would provide better opportunity for career progression to the civil, mechanical and electrical engineers of DoP, who have been for long facing career stagnation. Going by the experience of Likimro hydro project, DoP lacks adequate in-house expertise to operate and maintain power-generating stations. Thus there is a need for building in-house capacity to operate and maintain power stations that can be dove tailed with this major project. The acceptance and implementation of the recommendations of the IMI is the only permanent solution available to the State Govt. for reformation of the power sector in the state and have our own generation of power suffice for the state. But unless and until a strong political well is dispensed and go for unbundling and corporatize the DoP, we will continue to face power problem in the state. Season of Advent in the Catholic Church

T

he Catholic Church all over the world began the Season of Advent this year on 27 November. Normally Advent begins with the Sunday closest to November 30. Even as the season of Advent just started, there is a romantic image of Christmas permeating all over, with decorations and illuminations. The business establishments are all gearing up for a heavy season of sale. Roads and byways are all being kept tidy. However, beyond all these external preparations, Advent reminds the Christians that there is more lasting and noble things this season offers us. Advent is a time of preparation both for recalling Christ’s incarnation at Christmas and for awaiting the future hope of Christ’s second coming at the end of time. It is a time of Joyful anticipation, waiting, longing, and expectation. This liturgical year or cycle in the Catholic Church is made up of six seasons: Advent - four weeks of preparation before the celebration of Jesus’ birth; Christmas Time - recalling the Nativity of Jesus Christ and his manifestation to the peoples of the world ; Lent - a sixweek period of penance before Easter; Sacred Paschal Triduum - the holiest “Three Days” of the Church’s year, where the Christian people recall the suffering, death, and resurrection of Jesus; Easter Time - 50 days of joyful celebration of the Lord’s resurrection from the dead and his sending forth of the Holy Spirit; Ordinary Time - divided into two sections (one span of 4-8 weeks after Christmas Time and another lasting about six months after Easter Time), wherein the faithful consider the fullness of Jesus’ teachings and works among his people. During these six seasons, the mystery of Christ is being unfolded and the members of the Church are given opportunity to reflect on different aspects of the mystery of Christ. Advent is associated with a call to repentance, echoing the character of John the Baptist and his constant call to repent. The origin of Advent dates to the fifth century. During the season of advent the Church uses purple vestments as reminder of this repentance. The Church also abstains from singing the joyful Gloria in anticipation of Christmas and in the service of repentance. While repentance is a focus, Advent’s character is nonetheless different than that of lent. Advent retains an undercurrent of joy. Each Advent is the inauguration of a new Church year, the liturgical year. Advent prepares the Christians for the incarnation of Jesus at Christmas, for the coming of the Saviour. The prophets during the Advent challenge every Christian to wait for the Lord to come, but remind them not to sit back and do nothing as they wait. They call them to do acts of justice, to care for the poor and oppressed. Second Advent theme is Universal call to Justice. During the Advent while prophets challenge the people to repent and change their lives, it also calls each Christian to work for peace and Justice.

God called people then, and he calls us today to search out evil and work to rid the world of it. The prophets foretold that the light would come to shine in the midst of darkness. That light would be Christ. Through the brilliance of his light we, too, are to light the way for others. Only Christ the light can dispel the darkness which engulfs us. A third theme that would come strongly during advent is ‘Now and Not Yet’. Advent considers two realities: the reign of God now and the reign of God yet to come. We live in the midst of the tension of both worlds. We cooperated with the work of changing history. We engage in human history to cooperate with God’s ongoing works of redemption in the world. We struggle with the world that as we await in anticipation of the world to come. Therefore, even through consumerism preoccupies the culture of our time; this holy season is a wakeup call to the world. Advent is a counter-culture plea to engage in the deeper meaning of the season. This season invites us to reflect upon and prepare for the second coming of Christ, while looking forward to the celebration of incarnation, the ultimate gift of God’s self to the world. We can do nothing less than ask ourselves the questions of human response and responsibility in the face of such gratuitous gifts. St. Bernard summed up the meaning of advent when he suggested that we celebrate three coming of the Lord during advent. Two are visible, and one is invisible. The first coming was the coming of Christ in history, the incarnation of Christ taking human flesh in order to save the world. The third and final coming will take place at the consummation of the world. The in-between coming is hidden. It is the coming of Christ in the hearts of disciples, the everyday Advent of Christ in the hearts of believers. There are four Sundays of Advent. The first and second Sunday of Advent focus on the future coming of Christ. The third Sunday of Advent focuses on Christ who is present in our everyday lives. The fourth Sunday centres its attention on the birth of Jesus, the past coming. Therefore, so called celebrations, such as pre-Christmas, advent Christmas all against the spirit of the season and should be considered as aberrations and discouraged out rightly. Therefore, as we journey through the season of advent and wait for Christmas, one way to focus away from transitory and fleeing things is by responding to the Isaiah’s call to work for peace and justice. Some ways to do that are; by participating in all efforts to provide for needy families, by praying more earnestly each day throughout the season, by keeping focus on the reason for the season, the incarnation of Jesus Christ – God taking human form and entering human history to save us. WOKHA, NOV 27 (NPN): A survey, conducted in Wokha district as part of a European Union (EU) funded project, has revealed that less than 5% of beneficiaries have availed nutrition and health education benefits and less than 5% were completely satisfied with behaviour of Anganwadi workers under the flagship Integrated Child Development Services (ICDS) programme. The EU-funded project titled ‘Improving access to information and delivery of public service schemes in remote and backward districts of North East (NE) states of India’ also revealed that none of the beneficiaries had attended the Non formal Pre-School Education (PSE) programme for children aged 3-6 years while less than 50% were aware of the process involved in the scheme for availing benefits. New Delhi, Nov 27 (PTI): With the last date for payment of tax instalment under IDS drawing close, the Income Tax Department today warned declarants that non-payment of first instalment by November 30 will make declarations invalid. The Income Disclosure Scheme (IDS), which was open from June to September, provided a one-time opportunity to domestic blackmoney holders to disclose wealth and come clean by paying 45 per cent tax and penalty. The first installment of tax of 25 per cent is due to be paid by November end, to be followed by another installment of 25 per cent by March 31, 2017. The remaining amount will have to be paid to the exchequer by September 30, 2017. “The first instalment of tax under the IDS is now due... Non payment of the instalment will render your declaration under IDS 2016 invalid,” said the Income Tax Department advertisement.

Last week, Switzerland agreed to automatic sharing of information with India on Swiss bank accounts of Indians. The ‘Joint Declaration’ in this regard provides that both countries will start collecting data in accordance with the global standards in 2018 and exchange it from 2019 onwards. While Switzerland has conformed to the global standards on automatic exchange of information with the signing of the declaration, India, on its part, has promised to safeguard the confidentiality of the data.

Berne/New Delhi, Nov 27 (PTI): Stepping up its efforts to trace black money parked abroad, India has shot off at least 20 ‘administrative assistance’ requests to Switzerland in recent months seeking details of Indians suspected to have misused Swiss banks’ famed high-secrecy walls to evade taxes. The individuals and companies about whom India has requested for information include at least three listed companies, former CEO of a real estate major, wife of a Delhi- based former bureaucrat, a Dubaibased Indian origin investment banker, a high-profile fugitive along with his wife and an UAE-based holding company, as also some Gujarati businessmen settled abroad and presumably in trading business. Many of these are suspected to have maintained accounts in Swiss banks through offshore entities, including in Panama and British Virgin Islands. These requests for ‘administrative assistance’, which typically involves exchange of information on submission of proof by the requesting country about the account holder’s wrongdoing, have been documented by Swiss authorities in their Federal Gazette as per local

New Delhi, Nov 27 (PTI): Extending a helping hand to people facing cash crunch, regulator Irdai has asked life insurance companies to provide an additional window of 30 days to policy holders for paying premium. Following withdrawal of legal tender character of old Rs 500 and Rs 1,000 denomination notes from November 9, government has put restrictions on cash withdrawals from banks and ATMs. Currently, a person can withdraw up to Rs 24,000 in a week. Amid the cash crunch, Life Insurance Council had approached the Insurance Regulatory and Development Authority of India (Irdai) to extend grace period by an additional 30 days for all the policies falling due between November 8 and December 31, 2016. After examining the representation and keeping in view the inconvenience to policyholders, Irdai has allowed “the extension of grace period by an additional 30 days for all the policies issued by life insurers the premium/s of which fell/ falls due on or after November 8, 2016 till December 31, 2016”. The regulator said that the special one-off dispensation is given so that policyholders do not suffer from non-payment of due premiums due to recent cash crunch.

New York, Nov 27 (IANS): A group of US engineers has developed two types of transgenic grass species that can eliminate toxic compounds widely used in explosives which contaminate the air around military bases and battlegrounds. Explosives and munitions leave behind toxic compounds that have contaminated millions of acres of US military bases -- with an estimated cleanup bill ranging between $16 billion and $165 billion, according to a paper published in Plant Biotechnology Journal. The University of Washington (UW) and the University of York researchers introduced two genes from bacteria that learned to eat RDX and break it down into harmless components in two perennial grass species: switchgrass

(Panicum virgatum) and creeping bentgrass (Agrostis stolonifera). The best-performing grass strains removed all the RDX from a simulated soil in which they were grown within less than two weeks and they retained none of the toxic chemical in their leaves or stems. “This is a sustainable and affordable way to remove and destroy pollutant on these training ranges,” said Stuart Strand, senior author and UW Professor of civil and environmental engineering. “The grasses could be planted on the training ranges, grow on their own and require little to no maintenance. When a toxic particle from the munitions lands in a target area, their roots would take up the RDX and degrade it before it can reach groundwater,”

Strand added. But when the grasses die, the toxic chemical is re-introduced into the landscape. Co-authors Professor of biotechnology Neil Bruce and research scientist Liz Rylott, at the University of York, inserted bacterial genes into plant species commonly used in laboratory settings that eventually enabled the new plant strains to remove RDX contamination successfully. “Considering the worldwide scale of explosives contamination, plants are the only low cost, sustainable solution to cleaning up these polluted sites,” Bruce noted. The research team also found another unexpected side benefit -- because the genetically modified grasses use RDX as a nitrogen source, they actually grow faster than wild grass species.

Zulkiflee Anwar Ulhaque, or Zunar as he is also known, was arrested for sedition on Saturday, a day after security forces dismantled his exhibition showcasing drawings of the Prime Minister that were considered offensive, Efe news agency reported. “The arrest of Zunar is an outrage. The charge of sedition against him must be dropped immediately and he must be unconditionally released from detention,” AI’s Deputy Director for Southeast Asia and the Pacific Josef Benedict said in a statement. Benedict accused the Malaysian authorities of using repressive laws to “silence and punish peaceful voices under the guise of national security”. L o n d o n, Nov 2 7 (IANS): British teenagers consume sugary drinks equivalent of nearly a bathtub on average in a year, Cancer Research UK reported. The research showed that children aged between 11 and 18 year old consume three times more the recommended limit of sugar intake. Sugary drinks have become their main source of added sugar, making up 30 per cent of their total intake, the researchers said. “It’s shocking that teenagers are drinking the equivalent of a bathtub of sugary drinks a year,” said Alison Cox, Director at Cancer Research UK -- charity research organisation in Britain. According to previous studies, consumption of sugary drinks results in greater weight gain as well as increases body mass index (BMI) -- a risk factor for many diseases, such as diabetes and various form of cancers. The increased consumption should be minimised by imposing food taxes, the researchers suggests. “We urgently need to stop this happening and the good news is that the sugar tax will play a crucial role in helping to curb this behaviour,” Cox said.

Kabul, Nov 27 (IANS): Afghan army personnel recovered and defused one dozen Improvised Explosive Devices (IEDs) and landmines in two eastern provinces, the Defence Ministry said on Sunday. “The engineering teams of Afghan National Army discovered and defused 12 IEDs and landmines in Kunar and Parwan provinces over the last 24 hours,” Xinhua news agency cited a statement by the ministry. According to military officials, the Taliban militants and other insurgent groups have been using IEDs to target security forces but the lethal weapons also inflict casualties on civilians. On Saturday, Afghan police seized over 9,000 kg of a banned chemical in Nangarhar province, bordering Pakistan.

A n k a r a , No v 2 7 (IANS): IS terror outfit carried out a chemical attack in northern Syria, leaving 22 opposition fighters wounded, officials from the Turkish army said on Sunday. The General Staff of the Turkish Armed Forces said the 22 opposition combatants had symptoms of chemical gas exposure following a missile attack by IS jihadists, Efe reported. The sources did not specify when the attack took place but indicated that IS used artillery shells filled with chlorine. The wounded combatants from the Turkey-backed Free Syrian Army were transferred to a specialised unit of a hospital in the province of Kilis, which treats injuries caused by chemical, biological and radiological weapons. The injured had nausea and severe headaches, which are the first symptoms of a chemical attack. In a statement, the Turkish army also said that an opposition fighter died and 14 others were wounded in clashes against the Islamic State amid Operation Euphrates Shield, which was launched on August 24 to push the jihadists away from the Syrian side of the Turkish border.

India dominated from start to finish, scoring twice in the final quarter to take a much deserved victory. The two teams put their best players -- Cilic and Del Potro -- into action after the tie was level at 1-1 following Friday’s opening singles matches at the Zagreb Arena. Although the Croatians won in straight sets here on Saturday, the match was decided by just a handful of big points. The Argentines failed to convert a break point early as the first set came down to a tiebreaker, which Croatia won due in large part to critical errors by Mayer. Mohali, Nov 27 (PTI): Indian batsmen, including flamboyant and in-form skipper Virat Kohli, were made to toil hard before Ravichandran Ashwin’s counter-attacking 57 enabled the hosts to reach 271/6 at stumps on the second day of the third cricket Test here. India are only 12 runs behind England’s first innings score of 283 after the visitors added 15 to their overnight tally of 268 for 8. It was an intriguing day of Test cricket and hosts can claim that their nose is slightly ahead thanks to the 67-run stand for the 7th wicket between Ashwin and

Ravindra Jadeja, who also smashed a quick-fire 31 not out off 59 balls. India’s ‘Man Friday’ was Ashwin, who again played his part albeit with the willow reaching his 9th half-century in Test cricket. Ashwin’s sequence of scores in the series reads 70, 32, 57, 7 and 57 not out (ongoing). His innings was studded with eight fours off 81 balls. Jadeja’s knock had three fours and a six. The day’s play can be called a battle of attrition with skipper Kohli curbing his aggressive stroke-play, having read the pitch really well during his patient 62 off 127 balls.

It had nine fours and the partnership of 75 with Cheteshwar Pujara (51 off 104 balls) is the highest in the innings so far. However, Pujara was out trying to pull a long-hop and Ajinkya Rahane’s (0) wretched form continued. He failed to read a googly from England’s most successful bowler Adil Rashid (3/66 in 21 overs). Injured Pandya, Rahul out from Test squad

The Board of Control for Cricket in India (BCCI) on Sunday announced that injured Hardik Pandya and K.L. Rahul have been released from the Test squad currently playing England. Pandya, who sustained a blow on his right shoulder during team’s training session in the ongoing third Test here, was picked for the first time in Tests. But he didn’t play in any of the three Tests so far against England. Rahul played the second match at Visakhapatnam in which he got injured. India won the second match to lead the five-match series 1-0. “BCCI medical team confirms that India all-rounder Hardik Pandya sustained a blow on his right shoulder during a training session in Mohali. He has been released from the Indian Test team and will consult a specialist to decide the future course of action,” the BCCI said in a statement. “Batsman KL Rahul is also released from the squad to recover from his left forearm injury. He is expected to regain his fitness for the fourth Test match of the Paytm Test series against England to be held in Mumbai from December 8,” the board statement added.

ASA revokes ban on wrestlers D i m a p u r , N ov 2 7 (NPN): With the association scheduled to celebrate its golden jubilee in 2017, the Angami Sports Association (ASA) has revoked the ban imposed on its four wrestlers earlier this year with immediate effect. The association in its executive council meeting held on November 7 unanimously decided to allow/permit all the four wrestlers to participate in any tournament organize by ASA. It may be mentioned that the four wrestlers were barred from participating in any ASA organized wrestling/sporting activity for a period of 1 (one) year for violating the ASA directive by participating in the Dimapur District Wrestling Association meet.

ISL: Delhi Dynamos inch closer to semis New Delhi, Nov 27 (Agencies): Delhi Dynamos inched closer to an ISL semi-final spot by thrashing FC Goa 5-1 at the Jawaharlal Nehru Stadium in Delhi. Marcelinho (38’, 48’, 56’) and Richard Gadze (51’, 57’) ran rampant on the night as the Lions came back splendidly from Fulganco Cardozo’s opener on 31 minutes, which ended up being just a consolation.
