BJP get flak from NPF at CEC meet No turning back on reconciliation: Dr. Shürho Gov, CIVIC POLLS A PREPARATION FOR 2018 ASSEMBLY POLLS
Correspondent
KOHIMA, NOV 29 (NPN): NPF president Dr. Shürhozelie Liezietsu on Tuesday categorically stated that the April 2015 reconciliation within the party was “total and unconditional” and that there was no room for “bargaining with conditions any further”. Addressing the NPF Central Executive Council (CEC) meeting here at the party’s Central Hqs, Dr. Shürhozelie further said that the party felt sorry for those who have not accepted the reconciliation, and reminded them that the “particular period” was over and that there was “no ground to turn back and reopen the issue.” “Unfortunate that in some quarters some people did not fit in to the system by making further bargains. However, the April 30, 2015 reconciliation was total and unconditional. Thereby, further bargaining with conditions does not arise,” said Dr. Shürhozelie. “We are happy that vast majority of us have responded to the reconciliation declaration and had regained the earlier position with the spirit of forgive and forget”, he said.
ACAUT flays illegal taxation by NFGs D I M A P U R , N OV 2 9 (NPN): ACAUT Nagaland has strongly condemned the “unchristian activities” of Naga Factional Groups (NFGs) for indulging in forceful illegal taxation and collection, despite repeated appeal for ‘One Government One Tax’. The media cell said, demand for trade license and Christmas donations by NFGs was a harassment and trauma to business community. In this regard, ACAUT cautioned NFGs to immediately stop illegal taxation or face total shutter-down of all business activities. It also appealed to the law enforcing agencies, especially Dimapur Police to arrest those rogue scoundrels, who are disturbing the peaceful atmosphere and the festive mood. F u r t h e r, A C AU T asked the district administration to point out “how many trade licenses should a business house have? “The government of Nagaland cannot allow several parallel governments to operate with impunity or turn a blind eye to their activities”, ACAUT media cell stated. Therefore, ACAUT said that if the state government was unable to check such unlawful activities, it had no right to issue trade licenses.

Keeping in mind the 2018 general election, Dr. Shürhozelie further said that the party felt necessary to convene the party’s General Convention in 2017. However, he said today’s CEC meeting could be considered as “a substitute to the General Convention”.“For those of you who are in the fray for the party ticket, it is time for you to prove yourself to the party through your performances,” he said. With regard to the forthcoming Manipur Assembly polls, he said the party would be declaring the names of the NPF candidates in a week’s time. He also expressed joy that there were two candidates from the Kuki community and another intending candidate from the plain sector.
Dr. Shürhozelie said the party would work hard to see that it garners majority in the hill sector. Dr. Shürhozelie also informed that the party would be opening an office at Khonsa in Arunachal Pradesh. He however said NPF was not ambitious, but wanted the party to take off when the party leaders were willing to work and organize on a stronger foundation. On Naga political issue, he reiterated that NPF was supportive for a logical conclusion to the vexed Naga political issue at the earliest. However, he said since assembly polls were nearing, as a party, they had to be prepared for any eventuality. The meeting was attended NPF and Independent MLAs, CEC members from Nagaland and Manipur.

ernment of Myanmar and the government of India. The house also reaffirmed that it would continue to extend its support to the ongoing peace process between NSCN (I-M) and Government of India. KOHIMA, NOV 29 (NPN): After Nagaland Governor P.B. Acharya took his government to task for alleged corruption at various levels, the Naga People’s Front (NPF), the dominant partner in the ruling government, reacted with an unprecedented scathing attack on the Governor at the party’s Central Executive Council (CEC) meeting here Tuesday. While hitting out at the Governor, the NPF ministers also slammed the BJP, an alliance partner, for blaming the DAN government of corruption. NPF ministers said the Governor had gone beyond his brief in calling the government corrupt. Nagaland Home minister Y. Patton led the charge by alleging that under the present incumbent, the Raj Bhavan has been turned into a place for RSS, BJP and Heraka. He also hit out at BJP for complaining of “step motherly treatment by NPF”. Patton said BJP legislators were given “good portfolios” in the government and cited that portfolios
given to former parliamentary secretary Mmhonlumo of the BJP, which have been allotted to BJP legislators. Further he said the state BJP president was also accorded cabinet status. Nagaland minister of National Highways, Mechanical and Election, Nuklutoshi reiterated that the Governor should act in accordance with laid down rules. Taking a dig at the Governor for making inspection trips to villages where he had raised concern about school children not being given Mid Day Meal Scheme, Nuklutoshi said the Governor should not visit villages uninvited just to find faults. Also slamming BJP, the minister said it was DAN alliance partner since the past 13 to 14 years and so it was unbecoming of the state BJP to condemn its own alliance government while in Delhi. He reminded BJP that its own elected members were also in the government. Nuklutoshi also hit out against what he described as “unrecognised organisations” whose numbers have swelled up and exerting their power. In this regard,
he said that like ACAUT Nagaland, the Mokokchung Town Lanur Telongjem (MTLT) has been exerting its power by shutting down government offices. He said such organisations should be derecognised. Civic polls: On the forthcoming Municipal and Town Council elections, Home minister Y. Patton and Forest minister Dr. Nicky Kire urged the party rank and file to ensure overall victory for the party. Dr Nicky reminded party members that the civic polls would be a litmus test for preparing for the 2018 general elections. Dr. Kire also demanded that the NPF should strongly react against the holding of “Good Governance Day” on December 25 throughout India by the prime minister as it was the sacred day for Christians. Hornbill: Minister PHE Tokheho Yepthomi pointed out that since statehood day on December 1 was being overlapped with Hornbill Festival, he suggested that celebration begin from December 2 and also to curtail the days for the festival. KOHIMA, NOV 29 (NPN): Nagaland chief minister T.R. Zeliang on Tuesday informed that the Municipal election was likely to be held by first week of February 2017. In this regard, Zeliang asked party workers to start preparing from now. This was contained in a written speech of the chief minister read out by NPF working president Apong Pongener in his absentia at the NPF CEC meet. He reiterated that granting 33 % women reservation in municipalities was an important step towards women empowerment. He also sought support from various organizations for smooth implementation of women quota through mass awareness campaign and mobilization of public opinion. Zeliangs’s speech also touched on Naga political issue, which according to him, having opposition-less government provided a greater sense of urgency on the ongoing dialogue. Though the final solution was yet to see the light of the day, “there have been positive developments during the
last one year beginning with the signing of the Framework agreement by the GoI and the NSCN (I-M) on August 3last year”, he added. He therefore, urged upon the people to remain united and refrain from negative thinking and unnecessary gossips and speculations but continue to pray to God for the best possible outcome. Zeliang also mentioned on the performance of the NPF party in Manipur, which bagged four seats in the last assembly election. To continue with the same momentum, he urged the party leadership to be careful and methodical in choosing party candidate. On 2018 state assembly election, chief minister was of the view that the NPF party will have to fight the election “with a slightly modified support based in many constituencies” “Many of the party candidates although not new, may have to fight the next election under “Cock” symbol for the first time”, he added. Therefore, the chief minister hinted to start the process of some adjustments between the party members (old and new) at the assembly constituency and block levels.

which it described was genuine and for the greater good of the people and the future generations to come. DIMAPUR: Naga Scholars’ Association (NSA) condemns the arrest of Gaidon Kamei, president of the United Naga Council (UNC) and Stephen Lamkang, the information secretary (UNC) at Pheidinga area of Imphal west district by the Manipur police on November 25 on the pretext of spearheading economic blockade against the state’s plan for creation of Sadar Hills and Jiribam districts
by carving out Naga areas for which the consent of the Nagas was crucial and a necessity. A condemnation note by NSA president, Dr. Zuchamo Yanthan and secretary, Dr. Gideon Shadang stated that the undemocratic manoeuvre of the government of Manipur to create new districts was a retraction of the several Memoranda of Understanding (MOUs) with the apex Naga civil society groups. According to Team Metamorphosis president Thungdemo Kyong , it assigned 14 volunteers to conduct the survey in 14 villages under Wokha Sardar/ block, but has no intention to tarnish the good image of any dedicated officers, who were giving the best services to the people. A rally in Noney of Tamenglong demanding release of UNC president and publicity secretary staged on Tuesday. Correspondent
IMPHAL, Nov 29: More than a dozen goods laden trucks were Tuesday damaged after they were attacked by hundreds of economic blockade supporters while proceeding towards Imphal with security escorts along the Imphal-Jiribam section of NH-37. The blockade supporters, who came out in large number, launched the attack when 504 goods loaded trucks leaving Jiribam this early morning started crossing Lukhambi village under Noney police station of Tamenglong district this evening, around 4 pm. Security reinforcement has been rushed from Im-
phal as the situation was reportedly tense and blockade supporters attempted to torch some of the trucks. Security forces opened fire in the air in a bid to prevent blockade supporters from causing widespread damages to the goods laden vehicles, reports said. According to police report, a total of 504 loaded trucks left Jiribam for Imphal early this morning with security escorts provided by personnel of the Manipur Rifles and state IRB. The trucks proceeding Imphal include among others 16 petrol tankers, 27 diesel tankers and 19 bullet tankers (bulk LPG carriers). Blockade supporters attacked the vehicles with stones, sling
shots and other weapons, damaging over 20 vehicles. Lukhambi is around 75 km from Imphal. The trucks were attacked around 4 pm after around 19 loaded trucks have crossed the area safely. With reinforcement from Imphal, state security forces were making efforts to open the road for the trucks to proceed further. There is no report of any casualty on the part of the agitators. The attack on the loaded trucks came a day after the 48-hour deadline set by the UNC to release its president Gaidon Kamei and publicity secretary Stephen Sankhui without any condition expired.

ployment has been made in the area immediately after the accident and the civil administration managed to convince local people at around midnight to cease the protest demonstration. Govt-run madrassas in Assam will not be allowed Friday holiday Guwahati, Nov 29 (PTI): Government-run madrassas in Assam will not be allowed to keep their institutions closed on Fridays and during the month of Ramzan as it is against government rules, state Education Minister Himanta Biswa Sarma has said. However, the madrassas in the state will be allowed one-hour break on Friday for prayers. The minister said there is no law in India which recognises Friday as a holiday. Making it clear that there cannot be two holidays in a week for madrassas, the minister said that as the teachers get salary for working on Fridays from the government they cannot on their own give unrecognised and unscheduled holidays going against government sanctions. The state government would soon issue an order for the madrassas to remain open on Fridays as per rules, Sarma said. “This Friday holiday is not officially recognized. We will not allow the closure of madrassas on Fridays. We will make provisions for one hour break for jumma namaz’ (Friday prayer) to be offered instead of a day’s holiday for it as there is no official
sanction for this”. “If the madrassas want a holiday on Friday besides Sunday holiday, they could give a representation to the effect to the state government which will forward it to the Central government for action,” Sarma told reporters on the sidelines of a meeting here today. Observing that this trend was being observed especially in Lakhimpur, Nagaon and Morigaon districts, he said, “Friday is neither an officially recognised holiday nor is it a government-scheduled holiday. Sunday is the government-scheduled holiday”. At a press meet here yesterday, the minister had said, “As far as I know, there is no law in India which recognizes Friday as a holiday. No circular was also issued by the Assam government about a Friday holiday. We are not against any religion. We are only enforcing the law”. On former Congress minister Siddique Ahmed’s comment that the minister’s move was a “communally divisive agenda” and his appeal to Muslims to boycott Sarma’s public meetings, the minister said every religion in India has government -recognised scheduled holidays on days of religious significance.
Manipur Sangai festival to conclude today Correspondent
IMPHAL, Nov 29: This year edition of the Manipur Sangai Festival that was greatly affected by Centre’s demonetization will be concluded on Wednesday with a grand closing function. The festival entered its ninth day on Tuesday but failed to attract much crowd compared to previous years. The crowd and the sales of the stalls has been reduced by upto 50% compare with previous year. According to stall owner at the main venue of the festival, due to lack of changes there had been marked reduction in the sales proceed. Even as customers wanted to buy goods, they were unable to return change of valid currency when visitor gave Rs
2000 note to purchase items, a stall owner at the festival said. She expected thing better if the new Rs 500 currency note was made available well ahead, revealing that in the last two or three days, their sale proceed hiked as customers brought new Rs 500 notes which they have no problem in returning changes. A visitor said that he wished to buy some goods but stall owners were not ready to accept the new Rs 2000 currency. He had no change because the same were not dispensing in the ATM or at the bank counter citing shortage of low denomination notes. He suggested that it might have been convenient for both visitor and exhibitors if the stalls have the facility of ATM card swap machine.

PM Modi seeks bank details from BJP MPs, MLAs
NEW DELHI, NOV 29 (AGENCIES): Prime Minister Narendra Modi today asked BJP MPs, Ministers and MLAs to submit their bank account statements between November 8, the day he announced the demonetisation, and December 31 to party chief Amit Shah to counter the allegation that he had tipped off people close to him about the impending exercise beforehand. Modi also asserted that he will not allow the country to be weighed down by the burden of black money, in remarks aimed at underlining his commitment to probity in public life and countering opposition’s charge that demonetisation of old highvalue currency notes was politically motivated. The details have to be submitted on January 1. In his address at the BJP Parliamentary party meeting, he also rejected the criticism that the bill to amend the Income Tax Act will help turn black money into white and said the new provisions will channel the money “looted from the poor” for their welfare. The Bill passed by the Lok Sabha later in the day. The amended Act, he said, is a programme for the poor’s welfare from Lok Kalyan Marg, the new name of Race Course road where the Prime Minister’s residence is located. “The amendment is not for turning black money into white but to spend the money looted from the poor
Narendra Modi
on their welfare,” he said, adding “I will not allow the country to be weighed down by wads of currency notes (black money).” Modi also sought everybody’s support in his effort to usher in digital and mobile economy, and push the society towards cashless transactions.
Opposition calls the move a farce
Opposition par ties have lambasted the move as meaningless, demanding that Modi ask his legislators to provide details of all bank transactions for six months prior to November 8. “This is a cosmetic attempt to pull off another PR spin to fool the people of India,” Congress leader Sanjay Jha told IANS. “Why not make public all cash deposits/withdrawals prior to that period? Why isn’t Modi declaring the source of electoral funds of the BJP during 2014 elections,” Jha questioned. Congress leader
Tom Vadakkan wondered why the information was being submitted to BJP President Shah. “The information should come out in the public domain and not just be submitted to Amit Shah,” he said. West Bengal Chief Minister Mamata Banerjee today questioned Prime Minister Narendra Modi why should BJP MPs and MLAs submit their bank account transaction details only for the postdemonetisation period and not since the NDA government came to power. “Why only account details from Nov 8? Just 3 weeks. Why not last 2 1/2 years all details ? PM Ji you think you alone are intelligent and the rest are ... ??? After your 21 days of note bandi, the whole country is ghar bandi, so why this farce (sic),” she tweeted. Aam Aadmi Par ty (AAP) National Convenor Arvind Kejriwal also criticised the Prime Minister and the BJP President over the move to disclose banking transactions between November 8 and December 31. “So now BJP MP/ MLAs will give their bank details to Amit Shah and he (Amit Shah) will check black money,” the Delhi Chief Minister tweeted. Janata Dal-United (JD-U) leader and Rajya Sabha Member Ali Anwar told IANS: “First thing, the BJP must give details of the bank transactions prior to November 8.”
Foreign funding: BJP, Cong withdraw appeals from SC NEW DELHI, NOV 29 (PTI): BJP and Congress today withdrew their respective appeals from the Supreme Court challenging the Delhi High Court verdict holding them prima facie guilty of violating the law on foreign funding. The counsel representing the political parties informed the apex court that in view of the 2010 amendment made in the Foreign Contribution Regulation Act (FCRA), they cannot be held liable for receiving alleged foreign funds in violation of the law. “The petitions are dismissed as withdrawn,” a bench comprising Justices J S Khehar, Arun Mishra and A M Khanwilkar said when senior advocates Shyam Divan and Kapil Sibal, representing BJP and Congress respectively, sought to withdrew the petitions. Divan said that the 2010 amendment in the FCRA provides that a contribution to a political party is not a foreign contribution if an Indian holds 50 per cent or more shares in that firm. He further said that the Indian subsidiary of a company, registered in foreign country can donate funds and those donations cannot be regarded as foreign contribution in view of the changed law. Earlier, on November 22, Congress, which had challenged the Delhi HC verdict, sought time from the apex court to clarify the effect of the amendment brought this year to the FCRA in their matter.
Voting for AAP would be a mistake: Navjot Kaur NEW DELHI, NOV 29 (AGENCIES): Asserting that the Congress is the only party which could give Punjab a stable government, Navjot Kaur Sidhu, who joined the Congress on Monday, said voting for the Aam Aadmi Party (AAP) would be a mistake and would mean promoting the Akali goons. “The Akali government has led to many governance issues in Punjab, while the BJP has only become a puppet in the state with no voice,” she said. Targeting the AAP for their lack of leadership in Punjab, Sidhu said she promoted the AAP in pursuit of an ideal platform

where intellectual and honest people would come together for the betterment of Punjab. However, it turned out to be the East India Company which wanted to govern Punjab while sitting in Delhi, she added.
“Where is the AAP leadership in Punjab? Who is their CM candidate? Everything is decided in Delhi, including the decision on ticket allocation. In fact, they have been selling tickets. Who will save Punjab in such a situation? New faces, possibly commoners who have no knowledge of the Constitution, have been chosen. Is it so simple to run a government that inexperienced and corrupt people will be elected?” Sidhu asked. The former BJP MLA from Amritsar (East) alleged that the AAP had been making false promises and fooling the people of
Punjab even before the elections. “They will curb the drug menace in Punjab within 25 days while their government has failed to curb the drug menace in the capital,” Sidhu concluded. Navjot Kaur resigned from the BJP in October, less than a month after her husband, cricketer-turnedpolitician Navjot Singh Sidhu, quit the BJP calling it a dictatorship. Sidhu recently launched a forum, Awaaze-Punjab, wherein he asked like-minded people who wanted to work for Punjab’s interests to come together to defeat the forces which had ruined the state.

Nagaland Post Vol. XXVI NO. 354 Dimapur, Wednesday, November 30, 2016
T
Emerging trend
here is no doubt, that prime minister Narendra Modi is a man of action and the BJP has a leader who would translate the long cherished dreams of the BJP/RSS to transform India into one culture, one law and one nation. The sinews of pluralism have been over stretched by recent major decisions taken by the government which have spread uncertainty among various minority communities. Leaving aside the allegations made against Modi that his oratorical skills over politics of rhetoric and grand event management were deflections; what has attracted attention were ideas that sought to glorify the past under the pretext of patriotic nationalism in order to over ride concerns. One proposal was for implementation of Vedic mathematics in the school curriculum to enhance the dominion of the Hindu ideology, roughly termed as Hindutva. The other was renaming of Teacher’s Day as Guru Utsav despite much criticism. These ensure the linguistic dominance of the language in a country where almost 25% of the population speak Dravidian languages. Of religious minorities, Christians are being slighted more than others. The government has fixed observance of Chief Justices’ Day on Good Friday, the most important event in Christian calendar. The government has gone further in making Christmas, December 25 as “Good Governance Day”. The onslaught on religious communities also took on the form of a proposal to end all influences from the socio-economic lives of the respective communities by way of throwing up discussion on Uniform Civil Code(UCC). The government may be partly right in trying to justify its move against biasness in the religious practices of some community such as Muslim divorce laws and legality of Christian marriage and divorce. However, as the agenda for one nation one law has affected religious minorities, those affected are asking the government why the Hindu Undivided Family benefits are not extended to Christians and Muslims? When union Venkaiah Naidu said religious laws should not be there in India, then what is Hindu Undivided Family, what is Hindu Marriage Act, Hindu Succession Act? Unless these are looked into, the plea of a UCC would be looked with deep suspicion. Promotion of Hindi is constitutionally valid and no one will object to making it truly a national language. However, making it compulsory for official communication would greatly disadvantage many other non-Hindi speaking states. To move into a one nation one tax, the government has succeeded in pushing through the GST Bill which becomes a law. The bill will also stray into areas that have so far, as in the case with Nagaland, been under the purview of the various village authorities. Again, in the case of Nagaland, the GST would veer away in the opposite direction from the guarantees given under the 16-Point Agreement with regard to financial assistance. The disbandment of Planning Commission will be detrimental for Nagaland and other north eastern states. Though the reason for disbandment is rational, yet for these states the NITI Aayog has only replaced special fund assistance with devolution of taxes and fostering involvement and participation of states. The idea of having one nation, through one language, one culture and religion is not what India, in theory, stands for. In practice, however, it’s just the opposite, when agendas that polarise communities along various lines is a treatment that is worse than the cure.

The Supremacy of Jesus Christ
He will glorify Me… —John 16:14 The holiness movements of today have none of the rugged reality of the New Testament about them. There is nothing about them that needs the death of Jesus Christ. All that is required is a pious atmosphere, prayer, and devotion. This type of experience is not supernatural nor miraculous. It did not cost the sufferings of God, nor is it stained with “the blood of the Lamb” (Revelation 12:11). It is not marked or sealed by the Holy Spirit as being genuine, and it has no visual sign that causes people to exclaim with awe and wonder, “That is the work of God Almighty!” Yet the New Testament is about the work of God and nothing else. The New Testament example of the Christian experience is that of a personal, passionate devotion to the Person of Jesus Christ. Every other kind of so-called Christian experience is detached from the Person of Jesus. There is no regeneration— no being born again into the kingdom in which Christ lives and reigns supreme. There is only the idea that He is our pattern. In the New Testament Jesus Christ is the Savior long before He is the pattern. Today He is being portrayed as the figurehead of a religion— a mere example. He is that, but He is infinitely more. He is salvation itself; He is the gospel of God! Jesus said, “…when He, the Spirit of truth, has come,… He will glorify Me…” (John 16:13-14). When I commit myself to the revealed truth of the New Testament, I receive from God the gift of the Holy Spirit, who then begins interpreting to me what Jesus did. The Spirit of God does in me internally all that Jesus Christ did for me externally.

Post-mortem Water cannon for teachers’ salary Employee’s views on demonetization
R
ecent events in the state educational field and the teachers’ agitation demanding regular monthly salary speaks of serious unhealthy growth in the system. Who is responsible? Teachers have no right to break law. State government too has no right to deny legally payable salary to working teachers. It has been taught in the physics class that every action has equaled and opposite reaction. Teachers and children being welcomed by water cannon and the state police in full riot gear is not an ideal picture for the young student. Children are keen observers. They look upon their teachers as epitome of all that is good. Teachers are their heroes. If they do not see their teachers in good light, they will lose faith in schooling. A starving teacher cannot impart quality education, nor can attract quality teachers. Teachers guide students through their most formative years. The purpose of education is to produce productive citizens. Schools produce future politicians, missionaries, scientists, engineers, doctors, lawyers, army generals, corporate leaders, judges, administrators and journalists. Hence, the school has tremendous societal responsibilities. Education is about learning to learn. Change requires learning. Education is therefore, the main instrument for a state to achieve progress. The standard of teaching is fast going down-hill. Nagaland has large percentage of poorly literate population. Almost all the schools in the state do not have access to safe drinking water, sanitation and basic medical care. Most of the local government school children are under-nourished and most of the government schools are run by proxy teachers or one teacher for every two classes. Most of the village schools do not have proper roof, doors and windows and often used as night shelters for cows. Development has slowed down. Nagaland has the highest reservation percentage in jobs in India and has become the only state where merit is of secondary importance. Chauvinism based on tribes, religion, region and language has become the norm rather than the exception. We have created an electoral politics to keep people poor, helpless and illiterate. The chasm between the haves and the have not’s has been increased. Educated Nagas are deserting Nagaland in search of livelihood elsewhere. Misguided and misunderstood notions of capitalism and empty slogans have been the stable food of our political masters. If you have the benefit of a quality education, you are among the few blessed ones in such a Nagaland. Our leaders have brought the state to a deplorable stage in the fifty plus years of statehood. Are the state run schools producing good enough students who can face the competitive world out-
side? We are depriving younger generations their freedom from hunger, disease and illiteracy. We must create a civilized society where every child has health care and education, a society where duties come before rights and where each generation makes sacrifices to make life better for the next generation. Of course, there are exceptions amongst our politicians, but those are rare indeed. Unfortunately in Nagaland, we discuss and debate and thereby resolve for betterment but consequently do not act at all. Over the years, the stifling bureaucracies along with their political masters and their excessive control over school education have impeded their progress. Mahatma Gandhi’s dream of wiping the tears of every poor man and woman in this country was tearfully treasured in the mind of Jawaharlal Nehru, the first Prime Minister of independent India. Nehru’s pet theme was to create a pool of knowledge so essential for any modern nationstate. He laid the foundation for the knowledge industry in India. He believed that knowledge and scholarship would play a big role in the emancipation of the people of India. First he introduced compulsory primary education all over the country and directed that no child should walk more than one kilometer to attend his or her school. He, next created several institutes of higher learning of international standard – the Indian Institute of Technology (IITs), the Indian Institute of Management (IIMs), the BHABHA Atomic Research Centre (BARC) and the All India Institute of Medical Science (AIIMS). Today, the backbone of engineering and managerial talent in India comes from these pools. The entrepreneurship in Silicon Valley, contribution to leading academic institutions across the world and to the pool of corporate talent in the USA comes from IIT, IIM and AIIMS. The dream of making India a significant player in the global software industry could not have been possible without Nehru’s vision. Nagaland is home to the largest percentage of below average educated persons. Think of a non Naga labourer or a poor rickshaw puller earning livelihood in Nagaland. He knows how to operate ATM and use electronic money transfer options to send money to his family back home. ATM does not discriminate him like the cash clerk at the Bank counter. Technology is a great leveler. This speaks volumes on academic quality in Nagaland. Think of how many young boys and girls are making it to IITs, IIMs, AIIMS and the All India Civil Services. Thousands of young people with degrees in the arts and humanities and engineering graduates are unemployed, pointing to the serious failure of the state higher education system. They are not competitive outside the state. The quality of knowledge
imparted in the Primary and Secondary schools needs urgent review, since the secondary education is the input channel for higher education. The low quality of education across the state schools has significantly affected a large number of students. It is seen that most of the students from the government primary schools cannot read a simple paragraph properly and even student in the 1V grade cannot handle the first level of arithmetic. Weak education system in the government schools have resulted in the growth of private schools across the state. But how many poor families can afford to send their children to such costly schools. However, private schools run better than the state run schools. They are efficiently run with lower unit cost per student as compared to state schools. The students from private schools score higher on verbal and mathematics examinations than their peers in the state schools. Will the scores help them to crack any competition away from the home state? Let us look at the job oriented schools in the state. We have several Industrial Training Institutes (ITIs). How many successful trainees from these institutes are earning their livelihood in the service sector? They are suppose to run the service sector like Mobile and TV repairing, Fan and Washing machine servicing, Motor and Two-wheeler mechanics, Furniture making, Black smithy, Plumber, Electrician etc. These essential services are highly in demand today. State government has a time bound responsibility. Schools and academic institutions should be given certain amount of freedom – freedom to recruit teachers on merit and quality, school to decide intake of students against faculty, syllabi and freedom to interact with scholars with an aim for growth and plan to adopt according to changing environment. Government must ensure timely payment of teachers’ salary, scholarships to students and ensure that all text books are available before the school session starts. Banking facilities within the campus of schools and colleges can be introduced to facilitate easy transaction of fees by the parents and scholarships by the students. We must let competitions drive progress in schools through greater transparency and accountability. State government must have the courage to face the truth; no matter how bitter it is, if we want to help the future of our young students. We have to take tough measures which will benefit the whole society but which maybe unpleasant for some of us. Honest, sincere, hard working and meritorious teachers must be rewarded. “You shall not muzzle an ox when it is treading out the grain and the labourers deserve his wages,” says the Bible. Mapu Jamir (IAS Retd.)
A
t the outset let me make one thing clear here. I am not writing this from the prospective of an economist or a political analyst. I am simply sharing my own experiences as a common man of this country. The demonetization move made by the Prime Minister has brought almost all the political rivals our country together and all of a sudden made them to realize the hardships faced by the public. It is true that public are put to face hardships and even the country has witnessed few unfortunate deaths because of demonetization. At the same time we should not forget that many of those deaths occurred due to inhuman acts of few organizations and individuals. Govt. has given enough time to make deposits in bank accounts and private hospitals and other essential service providers allowing people to die at the emergency situation was fully unethical. Many people accept demonetization as a good measure but blame the Govt. for the poor preparedness. The present move of demonetization is a war on black money and utmost secrecy was required. Any hint leaked out to the corrupt officers would have jeopardized the very basic intention of the act. We all know that today many corrupt bureaucrats are guiding the politicians in corrupt practices. The number of Vigilance Enquiries going on against senior officers in our country will make it clear in what dangerous situation our country is. Just go through an official report given by the Govt. of India in 2013. “As per information provided by the CBI, 65 cases (RCs & PEs) are pending under investigation/ enquiries against 19 IAS, 01 IPS & 67 other Allied Central services personnel as on 31.10.2013. Besides the above, 180 cases are pending under trial against 154 IAS, 15 IPS & 102 other Allied Central services personnel. 24 IAS, 07 IPS & 16 other Allied Central services personnel have been convicted during the last three years i.e. 2010, 2011, 2012 & 2013 (upto 31.10.2013). ” Do you think the Govt. could make a perfect plane to avoid inconveniences to the people when such type of people runs the day to day affairs of the Govt.? The inconveniences and hardships faced due to poor preparations of the Govt. were unavoidable as the entire plane was kept within very few at the top level of the Govt. People ask about nearly one hundred deaths occurred due to demonetization. Why do we forget about thousands and thousands of farmers committing suicides and at the same time the rulers of the states constructing 1 lakh sq feet homes spending more than 38 crores and undertaking foreign trips in charted flights? Should we forget about ministers responsible to look after the famers were busy with looking after Cricket affairs when thousands of farmers were committing suicide? Should we forget about the number of poor people killed by the WB police while trying to acquire land for a private concern during the Communist regime? The present WB Chief Minister is too much
NSCN (I-M) reacts to 9th unification speech
T
he over excited speculation frame of mind and lofty claims made by one Dr. Hokishe Yeptho who joined hand with Khehoi campers may recall the manner in which the so called unification group was formed. The so called Unification Camp was formed at midnight with the stolen arms and ammunition, documents, vehicle and even church generator from the NSCN. Thus so called unification group is an added faction to the already mushrooming Naga factions, a menace to the common people. They claimed for peace and unity but always talking about divisionism- Nagas of Myanmar, Nagas of Manipur, Nagas of Assam, Nagas of Arunachal Pradesh and Nagas of Nagaland clearly signifies nothing but to propagate and instil hatred, division, disunity among the Nagas. The so called unification is the brain child of S.C. Jamir who always stood against and to uproot the very foundation of Naga Political aspiration and thereby to disrupt the current peace talks between
the Government of India and the NSCN representing the Naga people. The leader of the so called unification campers Kitovi Zhimomi is nothing but the loud speaker always ready to implement the diabolic policies of his political master behind the screen. It is very unfortunate that such learned and experienced person like Dr. Hokishe had failed or never try to understand the present political scenario put in place to the Naga people. The wild allegation of NSCN dropping sovereignty and integration in the current political talks is completely baseless. The frame work agreement of August 3rd 2015 clearly recognised “sovereignty and integration as legitimate rights of the Nagas”. The frame work agreement also acknowledged the importance about shared sovereignty of two equal entities basing on the mutual trust for peaceful co-existence. The sovereignty of the Naga and the sovereignty of India lie with their own people. Thus the NSCN never failed to reach
out to the Naga people on the Naga political position right from the start of Indo-Naga peace talks through various public forums and consultative meetings with various tribal Hohos. Criticising for the sake of criticism will lead you to nowhere but misleading the common people is undesirable and dangerous which NSCN strongly condemn such motive. It is also classified for your doubted mind about the signing of frame work agreement by our beloved leader late Isak Chishi Swu. It is true that he was kept in ICU and monitor round the clock as his health condition deteriorated. Naga people from all walks of life prayed for his early recovery. God in Nagas is a living God. God answered their prayer. At that point of time his health drastically improved; he was able to walk on his own and talk, that was a miracle of God of Nagas. Thereafter he signed the August 3rd frame work agreement, for any clarification, video clippings, photos are available. It is for like you pessimist (Dr. Hokishe) to
put to rest and for all rumours that Mrs. Eustar Chishi Swu had already clarified that the frame work agreement was signed by Isak Chishi Swu himself on his own will. It is wild allegation which is totally uncalled for. Your speech and write up is self explanatory that you are a man who proclaims truth but a leader devoid of truth. The NSCN once again assure the Naga people that our future is secured under the framework agreement which is the basis for the final solution is inclusive and honourable to both the parties. There will be neither piece meals solution nor two solutions. Frame work agreement recognises Naga integration as legitimate rights and a road map is being worked out to materialise it through democratic process. We are on the verge of conclusion very soon. In such given favourable situation for the Nagas, it is unwise to create confusion, divisionism, tribalism and hatred among the Nagas. MIP, Hebron
worried about the inconveniences caused by the people standing in ATM ques. Does she remember the number of Bandhs she called during her political career and about the sufferings faced my lakhs and lakhs of long distance train commuters because her bandh calls? Let me now come to few issue related to of black money and the common man. There are nearly 184 Private medical colleges in India and each college has an average intake of 100 seats. So there are nearly 18400 MBBS seats are at the desecration of the managements. I personally know that the rate of one MBBS seat in a particular medical college at Chennai is 80 lakhs and the minimum rate at many other colleges is 50 – 60 lakhs. Not single rupees of this capitation fee are accountable; neither at the receiving end nor at the giving end. Do you think a person spending such huge amount of money for his education will do social service when he comes to practice? He will definitely recover the amount with interest from the common man by prescribing Ultra Scan, Doppler Scan etc for common headache and also performing unnecessary surgeries. The above is only about Medical Colleges. You can think of the same about other types of higher institutions as well. Majority of the private educational institutions, hospitals, business establishments etc in our country maintain multiple account books and software’s. One for the customers and one for the Govt. Few years back I visited a medical specialist in Chennai. He charged Rs.1000/-(one thousand) as consultation fee’ but No receipts & No records. He sees nearly 30 to 60 patients in a day. Just calculate his unaccounted income. The worst part in the above case is that those serving in the above organizations are always underpaid and treated as slaves. Another issue in this aspect is private institutions paying less than half of the amount to the employees they show as salary to the Govt. The helpless employees simply obey their masters and sign at the dotted lines. Now the employees can no more do it because they will have to be accountable to the Govt once the entire money transactions comes under scrutiny. How will an employee pay tax for the amount he doesn’t receive? I am not saying that demonetization will completely wipe out black money. But Our PM has made it clear that basic idea behind the Govt.’s move is to bring the entire money flow accountable. I am confident that digital money will solve many such issues. We could feel the change in the life of people when that takes place. Govt. has nothing against those earning legally and paying taxes honestly. So I don’t think there is a need for the common man to get panic. We are enjoying the fruits of sacrifices made by millions of patriotic people but unfortunately we have become too much self-centered. We do not wish to think beyond our today’s life. Let us be ready to do few sacrifices for the betterment of our future generation. Nellayappan B, Bhandari

Strengthen cyber security
Sir,
As we move towards a cashless or a “less-cash” society just as we are instructed to, I on behalf of all citizens would like to appeal to the government to strengthen the cyber security of the country. The people should feel protected and assured that their transactions through plastic currency is not abused by any individual or group. There is a reason why most of us have not heard about the National Cyber Security Policy of India. Well, it is still yet to, but has to, reach to every bend and to every corner of the country to out manoeuvre the now unconscious tendency of the people to hide away their plastic cards even to their friends or relatives that developed over a period of time. Surely! There are the Indian Computer Emergency Response Team (CERT-in) or the Cyber Crime Co-ordination Centre. But, can every citizen of the country be able to reach out to them? Fraudsters can use simple phone calls or text messages to lure unimaginable number of people into their gins. Why can’t we have a mechanism as simple as that where we can easily complain or redirect suspicious calls-considering the denied fact that there are a lot of people caught up in the cyber world who cannot use the internet to reach to the online portals. We have been through a lot of losses on scams and we will go through a lot more of them- unless the pace of strengthening cyber security outruns the pace at which the society is moving to the new era. Parliament logjam continues NEW DELHI, NOV 29 (IANS): The logjam in both houses of Parliament continued for the ninth consecutive day on Tuesday over demonetisation, as the Lok Sabha passed amid opposition protest an income tax amendment bill to facilitate levy of 60 per cent tax on undisclosed income. While opposition members in the Rajya Sabha insisted on Prime Minister Narendra Mod’s presence, the opposition in the Lok Sabha stuck to its demand for a discussion under the rule governing an adjournment motion which entails voting. In the Lok Sabha, the Taxation Laws (Second Amendment) Bill, 2016, was passed as the opposition protested and raised slogans against the government. According to the Bill, the declarant will have to pay a tax of 60 per cent and an additional surcharge of 25 per cent of the tax (i.e. 15 per cent of income), resulting in a total tax component of 75 per cent. Union Finance Minister Arun Jaitley, while moving the bill for consideration

and passing, called it one of the steps by the Centre to curb black money. However, the opposition members insisted that the lower house first take up a debate on demonetisation under the rule pertaining to an adjournment motion, and the bill be taken up thereafter. Earlier in the day, the Lok Sabha was disrupted repeatedly as opposition members created ruckus over the fiscal chaos following the November 8 demonetisation. The first adjournment came soon after the house met at 11 a.m. when Speaker Sumitra Mahajan’s attempts to run the Question Hour failed. The house was first adjourned till 11.30 a.m, then till noon followed by another adjournment till 2 p.m. The scene was no different post lunch and the house was adjourned till 2.30 p.m. At 2.30 p.m., as Finance Minister Arun Jaitley moved the Income Tax (Second Amendment) Bill, 2016 for consideration and passing, opposition members
objected. Congress leader Mallikarjun Kharge said the debate on demonetisation should be taken up first. Trinamool Congress leader Sudip Bandyopadhyay suggested clubbing debate on the bill and demonetisation together, which the Speaker denied. Members also complained that they were not able to move amendments as certain amendments needed President Pranab Mukherjee’s assent. Amendments to a bill that may relate to drawing money from the Consolidated Fund of India need President’s approval. As opposition members protested, Mahajan said the bill should have been debated but since the house was not in order it could not be. Amid the ruckus, the bill was passed by a voice vote, and the house was adjourned for the day. The Rajya Sabha too saw quick adjournments as the opposition insisted on the presence of Modi, alleging the upper house was sought to be bypassed. As the upper house met
at 11 a.m., Bahujan Samaj Party leader Mayawati demanded Modi’s presence. Amid the ruckus and loud protests, the Rajya Sabha was adjourned till noon. When the house met at noon, Chairman Hamid Ansari called for the Question Hour but one of the opposition members tried to raise a point of order which the Chair disallowed. Thereafter, the opposition started raising slogans such as ‘Pradhan Mantri sadan mein aao (Prime Minister come to the house)”. The treasury benches countered it with slogans in Modi’s favour. The opposition members trooped near the Chairman’s podium, raising slogans against Modi. Amid the ruckus, the Chairman adjourned the house till 2 p.m. When the House reassembled at 2 p.m., Samajwadi Party leader Naresh Agrawal said the Rajya Sabha’s importance was being undermined by the government as it was changing the nature of bills to avoid the need for the upper house’s nod.
AIADMK rubbishes 2 terror attacks in Jammu; 7 Only 4 militants DMK’s ‘nonarmymen, 6 terrorists killed entered Pathakot functional’ barb JAMMU, NOV 29 (PTI): Seven army person- airbase: Govt C H E N NA I , N OV 2 9 (PTI): AIADMK today ridiculed arch rival DMK’s oft repeated claim that Tamil Nadu government is “non-functional”, asserting that the state machinery is functioning without any slump in work. “All kinds of government work is going on sans any lag negating leader of opposition MK Stalin’s claim that government machinery has come to a standstill,” AIADMK said adding such work has made people feel that the DMK leader’s claim was a “blatant lie,” and a “wanton propaganda.” Hitting out at DMK, AIADMK’s mouthpiece ‘Dr Namadhu MGR’ said the pace of administrative work has been stepped up in the state and a string of development activities were on. It listed several review meetings of state ministers and inspection of ongoing works “on the directive of Chief Minister Jayalalithaa,” to buttress its point.
Jammu region was rocked by two terror attacks today in which 7 army personnel, including two Major-rank officers, were killed and eight other securitymen, including a BSF DIG, were injured, before six heavily-armed terrorists were eliminated in the separate fierce encounters. In one incident, a group of heavily-armed terrorists in police uniform stormed an army unit in Nagrota, about three kms from the Corps headquarters on the outskirts of Jammu city this morning, triggering an intense gunbattle that lasted for hours.
NTIEF to boycott World AIDS Day DIMAPUR: To protest against non-payment of backlog salary for four months (December 2015 to March 2016), the Nagaland Targeted Intervention Employees forum (NTIEF) has decided to boycott the observation of World AIDS Day on December 1. In this regard, NTIEF president Vikholie Yiese, convenor Gwabinlo Seb and general secretary Imlinaro Longkumer in a press statement directed all its members not to attend in the World AIDS Day observation programme in their respective district. The forum has also threatened to intensify its protest by taking various stringent measures on the failure of the government to release the backlog salary at the earliest.

(From p-1) Nganlang, on the occasion also said that NLTP Act of 1989 was not a panacea for all evils despite its noble intent. To this end, the parliamentary viewed that the Act was “more or less a failure” with regards to its implementation. He however, maintained that the excise department was doing its best to keep banned liquor/substances out of circulation in Nagaland despite limited resources, equipments and limited manpower. . Commissioner of excise Tarep Imchen (NCS) also spoke on the occasion wherein he appreciated the efforts of his officers and appealed to the chief guest to look into the grievances of the department. Earlier, dy commissioner of excise Imkong K. Jamir chaired the function. Invocation was pronounced by senior pastor Sumi Baptist Church Dimapur Reverend. S. Vitoshe Swu.
(From p-1) O n a p p o i n t m e n t s, Tokheho opined that members should limit their range in view of excess number of employees of 1.27 lakh and another 16,000 work charged employees. He also said it was difficult to make people understand that the state spent a huge chunk of annual plan on salaries and leaving hardly anything for development. The minister also urged legislators to maintain limited number of PS as there were too many unofficial PSs, causing disturbance on government officials. Tokheho also expressed reservations about
promises by central leaders in solving the Naga political issue. He said irrespective of whether central leaders appreciate the “uniqueness of the Nagas or not” Nagas have their history and urged members not to get too emotional with such praises. If central leaders were sincere in solving the Naga issue, Tokheho said they should not have recognised so many factions when the centre had signed cease fire agreement only with NSCN (I-M), NSCN (K) and NNC. Tokheho said he was not convinced
by the centre in handling the issue since today there are nine factions in total. Therefore, he said, instead of praising Naga uniqueness, the government of India should enable early solution. Veteran legislator, G. Kaito Aye expressed unhappiness at the divisive references – “Dimapur group” or “Kohima group”while referring to two groups that arose during leadership tussle in 2015. Kaito said he thought that the past was forgotten and total reconciliation achieved without any

NEW DELHI, NOV 29 (PTI): Putting to end speculation about the number of terrorists involved in Pathankot attack, the government today made it clear that only four militants had entered the airforce station to carry out the strike that left eight people dead. Minister of State for Home Hansraj Gangaram Ahir said “four Pakistanbased terrorists” had carried out the January 2 attack. “Four Pakistan-based terrorists entered Punjab via Janial road, Dhusi turn, near Ravi river bridge, Gulpur Simli village - Akalgarh and attacked airforce station in Pathankot,” he said in a written reply to a question by Congress MP Ravneet Singh, grandson of slain Punjab Chief Minister Beant Singh. The Congress MP had asked about the number of terrorists who entered Punjab for Pathankot attack and the route used by them as well as the details of terrorists killed and arrested along with the weapons recovered from them.

vent accumulation of fresh black money is that direct tax levels in India should be brought down, Godrej added. “Whenever taxes are high, people try to avoid them. If taxes are reasonable and modest, then people don’t deal in black money. CII (Confederation of Indian Industry) has recommended that corporate tax level in India should be brought down to 17 per cent,” he said. He is of the view that corruption would be dependent entirely on controls the government keeps. “ C o n t r o l s a lway s work negatively and it makes business difficult to conduct. So, if the government removes government controls from a lot of fields, corruption will come down a lot. That will not only help allow corruption come down, help economic growth because controls go against economic growth,” Godrej, a former CII president, said. “For everything in India, you need permission from this, permission from that. They should be made automatic and rules should be laid down. If you break the rules, you should be prosecuted”.

Hyderabad, Nov 29 (PTI): Noted industrialist Adi Godrej today called for “reasonable and modest” tax rates as an effective way to prevent creation of black money and pitched for a rule-based automatic approval mechanism to fight graft. The government controls in business, he said, breed corruption and this can be tackled by doing away with the practice of seeking permission at every step. In an interview to PTI, the chairman of the Godrej Group made a strong case for bringing down direct and corporate taxes to reasonable and modest levels to boost compliance. Backing the government’s demonetisation move, he said it should be good from medium to longterm point of view. He said further: “Clearly, it will be a lesson for people, it will lead to more probity in future and I think in the middle to long-term, it will be good. I don’t think it will fully eliminate black money, but it will clearly add to people avoiding black transactions in future.” One of the things that need to be done to pre-

75 killed in Brazil soccer team’s chartered flight crash
Near Medellin, Nov 29 (Agencies): In the mountains of Colombia, rescuers combed wreckage for survivors. Outside a stadium in Brazil, fans who thought they’d be cheering for their favorite soccer team came to mourn. These were the somber images Tuesday morning after a deadly plane crash outside Medellin, Colombia. The Avro RJ85 was en route Monday night from Santa Cruz, Bolivia, to Medellin when it crashed near Rionegro, Colombia, with 72 passengers and nine crew members on board, civil aviation officials said. At least 75 people were killed, officials said. Six people survived. Players, coaches and invited guests from Brazil’s Chapecoense soccer team were onboard the charter flight. So were more than 20 journalists on the way to cover what was supposed to be a heartwarming chapter in a Cinderella story for a team of unlikely

champions. The soccer club, which has risen the ranks in Brazilian soccer and now has a devoted national fan base, was set to play in the first leg of the South American Cup finals Wednesday. Now authorities are investigating what caused the crash, searching the remote site for victims, survivors and evidence. The charter flight took off from Bolivia’s Viru Viru International Airport at 6:18 p.m. local time, according to air controller Manuel Palamas. The plane declared an
800 Lufthansa flights grounded as pilots resume strike FRANKFURT, Nov 29 (Agencies): German airline Lufthansa cancelled hundreds of flights on Tuesday as its pilots started two days of strikes amid a long-running pay dispute that has cost the German flagship carrier hundreds of millions of euros since early 2014. The walkout affects short-haul flights departing across Germany on Tuesday, forcing Lufthansa to cancel 816 out of around 3,000 planned flights. The pilots have also announced plans to strike on short- and long-haul flights on Wednesday. Lufthansa has offered to increase the pilots’ pay by 4.4 percent in two instalments and make a one-off payment worth 1.8 months’ pay. Union Vereinigung Cockpit (VC) wants an average annual pay rise of 3.7 percent for 5,400 pilots over a five-year period backdated to 2012.
emergency between the municipalities of La Ceja and La Union, according to Colombian aviation officials. The crash occurred in an area called Cerro El Gordo near Medellin, officials said. Images of the crash show what appear to be damaged parts of the plane. Tattered debris emblazoned with the Chapecoense club’s logo was photographed at the crash site. Satellite images show that scattered showers and thunderstorms had moved across the region over the last 12 hours -- though no
big storms were nearby, according to CNN meteorologist Michael Guy. There likely would have been turbulence in the region due to intermittent thunderstorms and winds from around the mountains in the region, Guy said. A statement from nearby Jose Maria Cordova airport said the accident site could only be accessed by land because of weather conditions. The Colombian air force had to abort a mission to the accident site due to inclement weather, according to Colombian officials. Chapecoense was set to play the Colombian club team Atletico Nacional in the first leg of the South American Cup finals Wednesday. The team, which is ninth in Brazil’s Serie A league, has surprised many with its performance in the tournament this year -- ESPNFC billed its semifinal contest as a David versus Goliath match.
M A N ILA , N OV 2 9 (Agencies): Nine members of Philippines President Rodrigo Duterte’s security team have been injured after their convoy was hit by an explosive device. One person is in a critical condition after the blast in Marawi, in the southern island of Mindanao. President Duterte was not with the convoy. “We assure our brave men and women who put their lives on the line for duty and country that their Commander-in-Chief will never abandon them in their time of need,” Duterte’s spokesman Martin Andanar told CNN. The team were part of a 50-person advance convoy preparing for Duterte’s planned visit to Marawi on Wednesday, Colonel Gene Ponio told CNN Philippines. Duterte’s visit will go ahead, Andanar told CNN. Ponio said the incident may be a diversionary tactic by the Maute group, an Islamist militant organization based in Mindanao currently facing a military offensive after it laid siege to Butig in Lanao Del Sur last week.

Pak former army chief warns India ISLAMABAD, nov 29 (Agencies): Pakistan’s outgoing army chief issued a stern warning to India over violence in Kashmir on Tuesday as he handed over command, saying patience should not be mistaken for weakness. Tension between the nuclear-armed neighbours has ratcheted up in recent months, leading to almost daily cross-border shelling at the Line of Control. Dozens of people, including soldiers and civilians, have been killed on either side of the border in artillery and small arms fire. Both sides accuse each other of instigating the shelling. “I want to make it clear to India, that taking our policy of patience (in Kashmir) as a sign of any kind of weakness will prove to be dangerous to it,” said General Raheel Sharif, who handed over the reins to General Qamar Javed Bajwa at a ceremony full of military pomp. “Unfortunately in recent months, the rising state terrorism in Kashmir and India’s aggressive steps have put regional peace at risk,” added Sharif, who many viewed as the most

Many of those fleeing the intense battles in eastern Aleppo have gone to districts held by the government or Kurdish forces, others heading south into areas still under opposition control. O’Brien voiced concer n over the “deeply alarming and chilling situation unfolding” across all of Aleppo.

AN APPEAL We, the Vilie Peli (peer group) of D’Khel, Kohima Village are compelled to bring to the attention of the Authorities and the general public regarding the high handedness of a traffic personnel, namely Mr. Kuosedi Chuse, son of Mr. Yanyü of Phesema Village, presently serving as ASI under the establishment of OC Traffic (South), Kohima, Nagaland. In an incident that occurred on the early evening of 23rd November, 2016 at Jail Colony, Kohima, Mr. Kuosedi Chuse in an unwarranted outburst of anger, threatened, intimidated and verbally harassed a female member of our group who is a bonafide citizen of Kohima Village and an Advocate by profession, while driving along with her family members including her mother. On a simple matter of asking the traffic personnel as to why she was being denied on taking a U-turn at the traffic point below the BSNL Office when other vehicles immediately in front of her was allowed to take the turn, the Traffic personnel, without giving any reason started shouting and yelling at them. It was at this juncture that Mr. Kuosedi Chuse came and started shouting and threatening them that they will be taken to the Thanna. Furthermore, he stated that they (the traffic personnel) are the Government and that without them, our Peli member and her family members will not be able to reside in Kohima. While this was happening, a Jawan on Escort duty, without even enquiring about the situation, came to the scene all geared up to beat up our member. On not being able to do so, he instead swung his service weapon at her. It is most unfortunate and shameful that such highly respected people in uniform should behave in such uncivilized manner towards innocent members of the public. What is even more indignant and intolerable is that this Mr. Kuosedi Chuse blatantly lied about his behavior and words in his statement to his superiors in our presence and in the presence of the victims. Kohima is a Town with citizens from different Tribes and places and we aim to live in peaceful co-existence with one another. If the very people who have been appointed to serve, protect and maintain peace are the ones responsible to break it and bring disharmony amongst us, then what is to become of our Town? As such, such aforementioned persons in uniform are not fit to serve the State and the people. We are therefore, forced to appeal to the Authorities and Department concerned to take stern action against the said personnel. General Secretary President

powerful man in Pakistan in his role as army chief. In September, India blamed Pakistan for supporting a militant raid on an army base that killed at least 19 soldiers in Kashmir. India’s military then said it launched “surgical strikes” across the Line of Control. Pakistan denies
involvement in the army base attack in September, and also disputes that any Indian incursion onto its territory occurred, saying it’s an effort by New Delhi to divert attention from rights abuses in Kashmir. Bajwa, who once commanded the Pakistani military corps deployed on the Line of Control, will be seeking to address the conflict with India, as well as manage Pakistan’s ongoing fight against Islamist militants in the tribal areas bordering Afghanistan and elsewhere. He was appointed by Prime Minister Nawaz Sharif – no relation to General Sharif – on Saturday, and has now taken command of the world’s sixth-largest army by troop numbers.

NZ beat Pak to win series
New Zealand with the trophy after defeating Pakistan in the series.
HAMILTON, Nov 29 (Agencies): New Zealand took nine wickets in a dramatic final session of the second Test against Pakistan to win by 130 runs in Hamilton on Tuesday and clean sweep their series 2-0. It was New Zealand’s first series win over Pakistan since 1985. Pakistan were faced with an imposing 369-run target in their second innings but set themselves up for a run-a-ball slog when they reached tea on the final day at 158-1. The match edged towards a cliff-hanger finish before Tim Southee removed Pakistan’s leading run scorer Sami Aslam for 91. That started a rapid collapse which saw their last eight wickets fall for 49 in 20 overs with Neil Wagner taking the last three for no runs in just six deliveries. The series win to New
Zealand, after a first Test triumph in Christchurch, means Pakistan fall from second to fourth in the world rankings while New Zealand remain seventh. After reaching tea on the final day needing 211 off 204 deliveries, Pakistan could only ponder whether they left their charge too late. Openers Azhar Ali (58 off 161 deliveries) and Aslam (91 off 238) laid the platform with a record fourth innings opening stand for Pakistan of 131 but it lasted a time-consuming 60 overs before Azhar was dismissed. The arrival of Babar Azam to the crease was a signal to lift the pace but the pitch was still offering support to the bowlers on the fifth day. Azhar (58) played on trying to hit leg-spinner Mitchell Santner out of the ground and Azam (16) went in similar fashion on the
fourth ball after tea. Sarfraz Ahmed was run out for 19 off 21 and Asad Shafiq did not get off the mark. Veteran Younis Khan, on his 39th birthday, struggled to 11 before he went lbw to Southee. It was a Test that began with all the early signs in Pakistan’s favour. They won the toss on a lush green surface and celebrated with a wicket in the first over. But that bright start faded rapidly and in the end not even the loss of more than four sessions to rain could save them. Reaching 369 would have meant over-taking the record successful fourth innings chase in New Zealand of 348-5 by the West Indies 47 years ago in Auckland.

M U M BA I , N ov 2 9 (Agencies): Organisers of the Pro Wrestling League (PWL) have decided to defer the second edition of the tournament considering the current hard cash crunch in the country following demonetisation of the Rs 500 and Rs 1,000 currency notes along with restrictions on cash withdrawals. “PWL 2 is very much on track and that too in a bigger and bolder format. Demonetisation has changed the overall market dynamics and keeping in mind the sentiments and interest of all the shareholders, we have decided to postpone it,” said Vishal Gurnani, director at sports marketing firm ProSportify that organises PWL along with Wrestling Federation of India. He said the new dates will be announced soon. PWL 2 was scheduled to start on December 15. Market sources told ET that the league could now start on December 27. “With the sudden demonetisation, the advertisers as well as franchisee owners are in a lurch. So the organisers are working on new dates to allow them to work out the financials,” said a person with the direct knowledge of the development. He said the organisers have decided to stick to the same format as the first edition with six teams contesting in the 18 days event, shelving plans to add two more teams. India thrash England by 8 wickets to take 2-0 lead
Indian players congratulate each other at the end of the first session on the fourth day of the third Test match between India and England in Mohali on Tuesday. (PTI)
Mohali, Nov 29 (PTI): India spinners once again held centrestage as the hosts produced a clinical performance to cruise to a comfortable eight-wicket victory on the fourth day of the third cricket Test and thereby take a 2-0 lead in the five-match series. The trio of Ravichandran Ashwin (3/81), Ravindra Jadeja (2/62) and Jayant Yadav (2/21) shared bulk of the spoils to dismiss the visitors for 236 in their second innings. Comeback man Parthiv Patel then made a mockery of the target of 103 runs, smashing his way to an unbeaten 67 off 53 balls studded with 11 fours and a six.
Fittingly he finished the match with a boundary over extra cover in company of Virat Kohli. Parthiv and Cheteshwar Pujara (25) added 81 runs in only 15.2 overs in what turned out to be an easy chase completed in 20.2 overs. Parthiv was in a mood to display his ‘T20 skills’ as he took on the pacers and spinners alike with minimum fuss. The 50 came off 39 balls with eight boundaries and a six. His prowess at the top of the order will give Kohli and coach Anil Kumble another option for opening slot. Earlier, credit should be given to young Haseeb Hameed
for his gritty unbeaten 59 off 156 balls coming in at No 8 due to a finger injury that helped England cross 200-run mark. He hit six fours and a six off Ashwin to complete his second Test half-century. It was because of the teenager that India had to chase a 100 plus target. It was a match where England were outbatted and outbowled by an Indian side that has been plagued by injuries. But Ashwin as usual put up a lion-hearted performance once again scoring a 72 and bagging four wickets. Equally creditable was the all-round effort of the other two specialist
ISL: Atletico de Kolkata qualify for semis Ko l k ata , N ov 2 9 (IANS): Atletico de Kolkata (ATK) sealed their place in the semi-finals after a 1-1 draw with Kerala Blasters in an Indian Super League (ISL) football match here at the Rabindra Sarovar stadium on Tuesday. Third-placed ATK, who have now moved to 19 points from 13 matches, have a better better head-tohead record against Kerala. Kerala also have 19 points but have an inferior goal difference and are fourth in the standings. Fo r Ke r a l a , C. K . Vineeth netted in the eighth minute to pull them ahead.
But Stephen Pearson restored parity in the 18th minute, scoring in the second consecutive game. Vineeth scored his fourth goal in five games by nodding in from close range after ATK goalkeeper Debjit Muzumdar came out of his line needlessly and spilled the ball for him to put the ball into an empty net. In the 17th minute, ATK’s marquee footballer Postiga took a swipe from distance but failed to score. The hosts though equalised soon after, Pearson putting the finishing touches to a wonderful one-touch move with Postiga feeding the
Del Bosque picks Messi, Ronaldo for top FIFA Award
Cristiano Ronaldo and Lionel Messi
M a d r i d, N ov 2 9 (IANS): Former Spain coach Vicente del Bosque has picked superstars Lionel Messi and Cristiano Ronaldo as favourites to be named footballers of the year. The award given by global gover ning body FIFA, is named “The Best” men’s player this year. The award ceremony will be held on January 9, reports Efe. Del Bosque also said he is “leaning towards” Atletico Madrid Argentine coach Diego Simeone to win “The Best” FIFA men’s coach award, , whose track record over the last few years has been “really impressive”. “Simeone’s given the team an identity, making it his team, and they’ve competed really well,” Del
Bosque said in an interview released on Monday on the FIFA website. The Spanish coach added that Barcelona manager Luis Enrique and Real Madrid coach Zinedine Zidane are also “great.” “Messi and Ronaldo have dominated it in recent times and I imagine that people will decide between the two based on allegiances to the shirts they wear,” he said. Messia and Ronaldoi have dominated the FIFA’s annual awards ceremony, sharing the top prize since 2008. Messi ahs won it five times, Ronaldo thrice. Del Bosque also pointed out that the 23-nominee list for the best player award of 2016 includes only two Spaniards, Real Madrid’s Sergio Ramos and FC Barcelona Andres Iniesta.
midfielder to side-foot the ball in. ATK coach Jose Molina brought in Keegan Pereira in place of Robert Lalthlamuana at the start of the second half. Fortunes though did not turn for the inaugural champions as the second period failed to produce any moment of note at both ends. With time running out and the game meandering on, Molina threw in Juan Belencoso to alter the fate in place of striker Hume in the 80th minute. A partially fit Doutie was also drafted in in the dying minutes but the game ended 1-1 at full time.
Sindhu qualifies for World Super Series Finals M u mb a i , N ov 2 9 (Agencies): India’s Rio Olympics silver medallist PV Sindhu has qualified for the World Super Series Finals. This will be the first time when the shuttler will play the prestigious tournament. While Sindhu has made the cut, Saina Nehwal, who is making steady progress following an injury, has missed out making it to the mega event which will take place in Dubai from December 14 to 18. The tournament features top 8 shuttlers in singles and doubles from across the globe. S i n d h u , w h o wa s ranked number 16 in Destination Dubai Rankings, grabbed her place in the tournament following her stupendous run in China Open, where she clinched the title, and ended runners-up in the Hong Kong Open Super Series in the last week. The win in China Open helped her ear n 11,000 points and the finish in the final in Hong Kong powered her past compatriot Nehwal, Thailand’s Porntip Buranaprasertsuk and Japan’s Sayaka Sato and Minatsu Mitani.
spinners -- Jadeja (90 run and 4 wickets) and Jayant (55 runs and 4 wickets). Having polished off the top-order save Joe Root, the question on fourth day was not how but when will India finish the match. The only wicket that would have seriously bothered them was that of Joe Root. But post Root, Hameed did put up a fight but it was always for a losing cause. Root, who was standing between India and victory, was dismissed for 78 by Jadeja (2/39 in 23 overs), who got one to turn away sharply as the edge was taken by an alert Ajinkya Rahane, who reacted quickly to stretch his right hand. Root played 179 balls hitting six fours in the process. Root got an able ally in young Hameed as the duo added 45 runs in 119 balls for the seventh wicket stand. It was this pair that erased the 134 run deficit. Once Jadeja removed the gutsy Root minutes before lunch, the writing was there on the wall. But Hameed delayed the inevitable and showed that he is one for the future with correct technique and a temperament to match with it. Brief scores: India 417 and 104/2 (Parthiv Patel 67*) beat England 238 all out (Joe Root 78; R Ashwin 3/81) and 283 all out .

Forlan, Chhetri bat for single, longer league M u mb a i , N ov 2 9 (PTI): Echoing identical views about the need for a unified football league in the country, Mumbai City FC’s marquee player Diego Forlan and star Indian striker Sunil Chhetri today wanted it to be longer too for the betterment of the country’s football. “I have been here for a couple of months and can see some really good and talented players like Sunil (Chhetri) and some others, who can score goals, and defenders too. About ISL – I think they need to sort it out between the other league and join everything,” said former Uruguay international and Mumbai City FC skipper Forlan at a media interaction here. “It’s good for me at my age (37) to play here for three months. But you have to see the future of the players. All leagues are played for nine or ten months. In Europe the top players play many games - around 60 games. It’s between 40-50 games for others. “Playing for the whole year, that’s good. It will be great for everyone to play one league and play the whole year, that will be ideal scenario,” added the 2010 World Cup Golden Ball winner. Chhetri, sitting beside Forlan, agreed to the Uruguay legend’s views on the need for a unified league.
Mumbai City FC players Diego Forlan and Sunil Chhetri addresses the media in Mumbai.(PTI)
“One league is going to be good and everyone understands this. A longer league is beneficial for everyone, and a more competitive set-up. How and when they are going to do it is not with me but I am sure they are working on it. “One longer league with 18-20 teams is necessary. It will provide more opportunities for Indian players. A more professional set-up is what we all will love to see,” he said. “Some of the Indian players can play in ISL, but not everybody. They are
training which is different from playing. Sunil is playing here and he can go back and play (in I-League), in total for 8 months, but changing from one team to another is not easy,” Forlan pointed out. The Uruguay stalwart also said the ISL should look at getting younger players to play. “I see players doing well, but may be they need to get younger players which would be better to improve Indian football. They need to get good coaches as well.

India women beat Pakistan in T20 Asian Cup
Ba n g ko k , N ov 2 9 (IANS): The Indian women’s cricket team beat archrivals Pakistan by five wickets in the T20 Asia Cup match here on Tuesday. After triumphing over Bangladesh and Thailand in their first two matches, India rode on an all-round effort from captain Harmanpreet Kaur to record their third win. Put in to bat by India, Pakistan posted 97/7 in 20 overs at the Asian Institute of Technology Ground here. India women chased down the score in the final over, keeping their composure intact and five wickets in hand. India’s One-Day captain and experienced
opener Mithali Raj topscored with 36, but it was Harmanpreet who led from the front, staying till the end and taking India over the line with a reassuring 26 from 22 balls that included three fours. Earlier, left-arm tweaker Ekta Bisht returned figures of 3/20 while off-spinner Anuja Patil took 2/12 in her quota of four overs. Harmanpreet, with her slow medium pace bowling, picked up 2 for 16. Sagna in the dark over City future
London, Nov 29 (Agencies): Bacary Sagna admits he does not know whether he will still be at Manchester City next season. The right-back joined City from Arsenal in June 2014 and has since made 69 appearances in all competitions for the club. But Sagna’s contract at the Etihad Stadium is due to expire in June 2017 and no talks over a renewal have taken place. “My contract expires at the end of the season,” the 33-year-old told beIN Sports. “I am not thinking about it, though. I just take things as they come and try to give my all. “There have been no negotiations as of yet, so I do not know what will happen.” Sagna has been linked with a move to Marseille in recent months, but the defender is not convinced a transfer to OM would be the right choice. “Marseille are a club that I like a lot, a club that is part of the history of French football,” he added.
