Zeliang has said that elections to Urban Local Bodies (ULBs) would go ahead in places “where there is/are no opposition” to implementing 33% women reservation and therefore requested public to extend cooperation with the state government on the ground that development of small townships that do not come under village or municipals have been lagging behind. The chief minister said this while inaugurating the newly created Chozuba Town Council under Phek district on Wednesday afternoon, a press note from the Chief Minister’s Media cell informed. It may however be pointed out that the chief minister continues to ignore the September 22, 2012 Nagaland Legislative Assembly resolution wherein the amended 2006 Act pertaining to women reservation was made inoperative. Holding of civic polls can only be done after the state assembly takes cognisance of the 2012 resolution.
KDCC objects to draft E-roll for municipal councils DIMAPUR, NOV 2 (NPN): Kohima District Congress Committee (KDCC) has raised objection to the ongoing exercise on “draft electoral roll for Municipal/ Town Councils”, saying that the draft electoral roll for Municipal/Town Councils was that of the latest e-roll summary revisions made for assembly elections. While reacting to an order that the present summary revision of e-roll of the 19 wards in Kohima, should be completed within 10 days starting from November 1, 2016, KDCC said that e-roll for ULBs should be done from 2004 till date so that sufficient time was granted to the electoral registration officer to ensure that all eligible electorates registered in the democratic exercise. In this regard, KDCC president Kevi Vizo urged the State government and the responsible department to implement the municipal guidelines in letter and spirit and immediately order complete revision of the e-roll for all the wards and colonies under the Municipal and Town Councils. (IANS): In an unprecedented move, police detained Delhi chief minister Arvind Kejriwal, his deputy Manish Sisodia and Congress Vice President Rahul Gandhi on Wednesday after a veteran committed suicide over a scheme to equalize pension for ex-military personnel. Rahul, detained twice during the day, was let off at night. Kejriwal and Gandhi were detained amid demonstrations in the heart of the capital after they tried to meet the grieving family of Ram Kishan Grewal, who ended his life on Tuesday evening here. Sisodia was detained in the morning after he met the dead man’s son at a hospital. “I went to meet the family, not to stage a dharna. What’s wrong with that? What kind of system is this, Modiji,” Sisodia asked, targeting Narendra Modi. Grewal’s son Jaswant said he, his younger brother and brother-in-law were beaten and taken to a police station when they tried to meet Gandhi. Amend Act before holding civic polls: APO D I M A P U R , N OV 2 (NPN): Angami Public Organisation (APO) has taken a stand over the raging controversy regarding the cabinet decision to go ahead with civic polls with 33% women reservation. In a statement, APO joint secretary information and publicity Khriekhotuo Mor sounded the alarm over the “reverse impact by the introduction of the case system” in the state through section 23A of the Nagaland Municipal(1st Amendment)Act 2006 in the ongoing debate on 33% women reservation. Article 341 with respect to the schedule tribes in two north eastern statesNagaland and Arunachal Pradesh. He also said the present “Nagaland Municipal Act had included a community (Scheduled Caste) in respect of which the Presidential Order is non-existence”. APO recalled that the NMA has claimed that 33% of seats in civic bodies were exclusively reserved for women a point he said, was supported by the state chief minister and his cabinet committee.APO however pointed out that as per the Nagaland Municipal Act 2006, there was a clear provision that 33% was reserved for SC, ST and Women and which was inclusive of women from ST category and that the remaining 34% seats were left open without any reservation. If only 34% remained, APO asked where is the space for the Nagas. APO said the issue is now between indigenous tribes of Nagaland verses other communities and the government of Nagaland.
NSSATA calls off stir; govt assures to release salary Correspondent
KOHIMA, NOV 2 (NPN): Nagaland SSA Teachers Association (NSSATA) on Wednesday informed that it has decided to call off its phase-II agitation, which began on Tuesday in the form of sit-in protest at the directorate of school education in Kohima. SSA teachers under the aegis of NSSATA 2010 & 2013 batches consisting of around 2600 teachers launched phase-II agitation demanding four-point charter of demands. In a press release, NSSATA president, Aliba Sangtam, and general secretary, Thungchamo Lotha, stated that the decision to call off the agitation was taken after receiving written assurance from the state government to address its four-point charter of demands. Meanwhile, In a letter addressed to the NSSATA president, commissioner & secretary school education stated the government would release the pending salary of the SSA teachers within the month of November 2016. CM not obligated to justify Govt has no moral authority to continue: ACAUT, CCoFA sacking of Mmhonlumo: CMO DIMAPUR, NOV 2 (NPN): Reacting to the statements published in the local dailies demanding that the chief minister give out reasons/justify the sacking of BJP legislator, Mmhonlumo Kikon from the post of parliamentary secretary, chief minister’s office media cell has said as per the Constitution of India, and as per the conventions being followed in parliamentary democracy, the appointment or sacking of any minister is the prerogative of the chief minister. The same is the case with parliamentary secretaries and advisers, CMO added. Referring to Mmhonlumo’s case, CMO asserted that the chief minister was “not under obligation to give any reason or justification for such actions; and it is not normally done also”. It further reminded that in the case of any disciplinary action taken by any political party on suspension or expulsion from the party against any minister, parliamentary secretary, adviser or MLA, show cause notice is always served, and the concerned person is given an opportunity to de-
fend himself, or to rebut the charges or allegations against him. However, in this case CMO said sacking or dropping of a minister, parliamentary secretary, advisor etc from the council of minister was not a disciplinary action, saying “no such procedures need to be followed be it in the State or Centre”. Portfolios reassigned: Following the removal of BJP legislator, Mmhonlumo Kikon as parliamentary secretary Labour & Employment, Skill Development and Border Affairs, the chief minister has reassigned the following departments among the Advisors, both BJP legislators with immediate effect. According to the notification issued by cabinet secretary R.B. Thong, Imtilemba Sangtam, advisor who has been holding the charge of Cooperation has been given additional charge of Relief & Rehabilitation. Meanwhile, Dr. T.M. Lotha, advisor, who has been holding the charge of Relief & Rehabilitation and Treasuries & Accounts has been relieved of Relief & Rehabilitation and given charge of Labour & Employment and Skill Development.
DIMAPUR, NOV 2 (NPN): ACAUT Nagaland has sought the intervention of Nagaland Governor on the “absolute gross mismanagement” taking place in the state, stating that the government has no moral authority to run the affairs of the state anymore. ACAUT media cell while slamming state government of using “draconian brute force” to suppress NSSATA teachers on their demand for rights, instead of resolving the genuine grievances of the people, said that the elite looters have been exalted to high status and the down trodden marked as villains. It stated that the action of the government was “politically motivated” and has “numbed” and shocked the entire state. The petition filed in June, and forwarded to the Commission by Rashtrapati Bhawan last month, had sought cancellation of membership of 27 AAP MLAs over the office of profit issue. The 27 MLAs include seven legislators against whom the EC is already considering a similar plea for holding the office of parl. secretaries. Public satisfied with JSSK in Wokha district ECI issues notice to 27 AAP
WOKHA, NOV 2 (NPN): A recent survey on the implementation of Janani Sishu Suraksha Karyakram (JSSK) scheme in Wokha district found that 70% of beneficiaries were satisfied (Cont’d on p-7) with the facilities provided. DIMAPUR, NOV 2 (NPN): NNC president ‘gen.’ (retd) Thinoselie M. Keyho and FGN president ‘brig.’ (retd) S. Singnya have made an appeal to all ‘Naga national workers’, to come together as one and form a national government and elect national leaders, to guide and serve the nation as in the past. According to NNC/FGN MIP, the leaders said: “Until this was done, there should not be concrete or lasting solution but will only prolong the sufferings of our people”. MIP said; “the inability on our part to make a decision to come together at this juncture may lead to further alienation and create undesirable situations which may make it impossible to come into contact each other again and the different groups or factional leaders will have to bear the responsibilities and consequences of the activities of their respective groups”.
