According to highly placed sources, Naga civil organisations led by the Naga Hoho had sought an appointment to meet the Prime Minister and the same was tentatively fixed on November 5. However, sources said the Naga Hoho representatives were unable to make it to Delhi due to some emergent situation.

DIMAPUR, NOV 4 (NPN): Nagaland Foothill Road Coordination Committee (NFHRCC) has great expressed disappointment over non-release of funds by the state government to complete the earth cutting works. It has been three years (201316) since the earth cutting work started, and the much awaited Naga Foothill Road, also known as “dream road” is yet to see the day, the committee lamented. However, till now the work is yet to be completed, said NFHRCC convenor Supu Jamir and secretary W.Y. Kithan while talking to Nagaland Post. According to the committee, only eight kms or 10% of uncut portions was left in Niuland and Naginimora segments-- around five km of earth-cutting required in the Niuland area and three kms in the Naginimora area. NFHRCC said in order to complete the remaining eight km as per the DPR prepared by the responsible department, Rs. 11.5 crore was needed. NEW DELHI, NOV 4 (IANS): Journalists and major opposition politicians on Friday strongly condemned and asked the government to immediately rescind its Emergency-like decision to ban Hindi news channel NDTV India for a day for airing “strategically sensitive details” during the Pathankot terror attack. Ministry of Information and Broadcasting has directed the news channel to go off air from the midnight of November 8 to midnight of November 9 for allegedly breaching broadcast norms in its coverage of the January 2 terror attack on the IAF base in Punjab. NDTV in a statement strongly refuted the charges and said it “is examining all options” to challenge the government order likened to Emergency days in India. The channel has the option

DIMAPUR, NOV 4 (NPN): Lotha Students Union (LSU) expressed support to the stand taken by Lotha Hoho on the issue sacking of Mmhonlumo Kikon, if it was linked with the PIL filed by Lotha Hoho. Stating this, LSU president Amos Odyuo and general secretary T.Phyobemo Kikon maintained that the Union has no interest to meddle in politics and in principle and agreed with the CMO that it was the prerogative of the chief minister to appoint/remove a minister, parliamentary secretary or advisor. However, LSU said if the reason for sacking Mmhonlumo was related with the PIL filed by Lotha Hoho, then it was “extraordinary and unprecedented” since Kikon had not filed the PIL. Coming down hard, LSU said since the day the PIL was filed, the state government had been “using unscrupulous methods to coerce the LH to withdraw the PIL, which is an affront on the democratic principles and negates the constitutional rights of the Citizens”. LSU said any citizen of the country was at liberty to file PIL if they felt that their rights, entitlements of public interests were subdued or infringed upon by private or public decisions that go against established constitutional rights as defined in Black’s Law dictionary. LSU therefore said that the right approach by the state government would have been to confront the PIL within the four wall of the court and not elsewhere. Since there was no women PS for more than a decade, many cases went unreported as women were apprehensive in approaching police station due to gender sensitivity, Patton said. KOHIMA, NOV 4 (NPN): Recognition of Naga history by the government of India is an achievement in itself since recognition of Naga history is recognition of Naga identity, culture and traditions, said the Member of Parliament (Lok Sabha), Neiphiu Rio, adding that it was not wrong to demand for self determination. Rio was speaking at the Angami Youth Organization (AYO) silver jubilee celebration as chief guest at Kigwema ground, held on the theme “Kelhou Kevira (land where life is good)”. Recalling that 14 out of 20 Nagas who spoke for the Naga people in a memorandum to the Simon Commission in 1918, were Angamis, Rio said through the years the good deeds and things that Angamis were involved in was not because of their own good, but because the people believed in the Angamis.

He, however, pointed out that youth must know their history in order to build their future. MP opined that youth must be strong in their stand, as youth movements were known to lead to social reformations. “The way we respect our elders in our society, we should also respect our youth and guide them to become good leaders” Rio added. Along with a good leadership, Rio said a strong and firm youth was needed to lead the people in the right path. He maintained that the youth was the society’s hope and pride. Rio acknowledged the pioneers for their contribution towards the growth of AYO. He said Angamis were a blessed community among the Nagas, saying the blessing was the legacy of the elders and leaders. Recalling pressure from parents seeking government job for their children when he was in state politics, MP said parents were negatively influencing their children. NLSF condemns assault on minor DIMAPUR: Nagaland Law Students’ Federation (NLSF) has vehemently condemned the physical assault on a minor on mere suspicion despite of his innocence by a police officer who bereft of any humane and empathy and in flagrant contravention to code of conduct and procedures has acted despicably drunk while on duty. In a condemnation note, information & publicity secretary NLSF, Roland Zeliang and general secretary Medochiituo Kiewhuo questioned how a police officer is supposed to provide and ensure security while drunk in the line of duty.

anism’ which, according to him, existed since time immemorial within Chen area, urged upon the people to forgive and forget their past misunderstandings and unite as one in order to strive forward. According to him, in Nagaland there are three corruption projects- vote bank, Naga National Workers and civil societies- who basically look for easy money and asserted that Nagaland will never be free of corruption unless and until the three projects were streamlined. He therefore urged upon the people to come forward and reform such issues for the sake of the future generation and in this regard appealed the church leaders for their prayer and support. John also urged upon the people of the area to give

suggestions in developing the area. W. Honje Konyak, deputy commissioner (DC) Mon, remarked that it was through the coming of Christianity that the people of the area had advanced so far and therefore urged them to put God first in every aspect. DC suggested that the educated youth should come back to their respective villages and contribute towards the welfare of the villages by taking proactive role in every aspect. In this regard, he appealed the youth for a change of mindset. DC further stated that people should not solely depend on the Government for development adding that villagers/villages should take the responsibility of maintaining various public

properties, including roads. Earlier, the inaugural program began with the dedication of the Jubilee hall followed by candle light march by former leaders of both KU and KNSK Chen Unit and lighting of the Jubilee torch by the 1st president. Chen area, located at one of the remotest part of Mon district also shares International border with Myanmar. DAY 2: The second day of the celebration began with erection and dedication of the Monolith, followed by cultural program with Y.M Yollow, parliamentary secretary CAWD as the chief guest. Speaking on the occasion, Yollow called upon the educated youths to be responsible persons and work for the community. Yollow cited the example of Mayang Nokcha, the first Ao graduate who dedicated his service for the welfare of the Ao community by opting to teach. Stating that one hand alone cannot make a sound/ clap, he said the advancement of menfolk alone won’t make much difference. Both man and women should work and advance together then only the society will advance, Yollow asserted. He urged the people of the area to work for the unity of the Konyaks adding that K.U and KNSK Chen unit has greater role

DIMAPUR: Taking serious note of the forceful occupation of Mekokla Baptist Church by the 28 AR during the October 22 Okotso operation wherein one GPRN/NSCN cadre was killed and another injured, the Mekokla Students’ Union (MSU) has written to the governor of Nagaland demanding strict action against the 28 AR. In a letter to the governor signed by president MSU Benrithung Kikon and general secretar y Zirenthung Yanthan, the union recounted the sequence of events of October 22. According to MSU, on that day “at around 8:30 p.m, troops of 28th Bn. AR in full combat-mode occupied the Mekokla Baptist Church and made the

Church their base-camp to carry out military operation in the area.” MSU stated that the church pastor protested of their (AR) presence saying the Church cannot be used for military purpose. “However, the AR commander insisted on camping in the premises, while threatening the Pastor to a certain extent, that,Mekokla village falls under his jurisdiction, so he can do as he likes and his decisions shall be binding on the village,” MSU lamented. The union condemned the “forceful occupation and arbitrary action of the 28th AR against the wishes of the Pastor and church members” adding it has deeply hurt the sentiment of the people as church

is a sacred place of worship - highly respected and revered by all section of the society. “Church constitute a cultural and spiritual heritage of peoples which enjoy full protection and immunity from use for military purposes as it is considered objects of great importance to the cultural heritage of every people,” the letter stated. The letter also highlighted that the 28th AR’s action was in sheer violation of covenants and International Principles of Human Rights and the Resolutions and Protocols adopted by the United Nations in protecting places of worship and Educational Institutions for military purpose, as military use of place of worship can put

these premises at high risks of vulnerability. MSU also added the action undermines the secular principles enshrined in the Constitution of India. In this regard, MSU on behalf of the Mekokla people urged upon the governor to take necessary action deem fit against the 28th AR in accordance with law as their actions was also in violation of the strictures laid down by the Supreme Court of India. MSU further appealed the governor to take appropriate measures, consistent with UN Security Council Resolutions, to deter and curtail military use of place of worship by security forces including military, para-military and police.

Among the delegates, senior under officer Mejungsungkum Longkumer of Kohima Science College, Jotsoma of NCC Unit No1 Nagaland Air Squadron represented the North East Region. During the stay, the delegation interacted with VVIPs and VIPs of the Sri Lankan government as well as the chief of defence staff and commanders of army, navy and air force in their respective Headquarters. Delegates also visited myriad places of tourist attraction, religion as well as historical importance of

the country. The cadets also attended the annual passing out parade and highest camp of national Cadets Corps of Sri Lanka, “The Herman Loos and De Soysa Championship Trophy”. YEP is a program which is a country to country exchange of cadets belonging to NCC/ equivalent, government /youth organizations of friendly countries. DIMAPUR: Five-day training of untrained ASHAs on round 1, 2 and 3 of module 6 and 7 was held from October 24 to November 4, at Mokokchung. Altogether three batches were conducted where 121 ASHAs were trained from Ongpangkong, Changtongya, Alongkima, Tuli, Mangkolemba and Tsurangkong blocks. The training covered the topics on development and skills of ASHAs in the areas of Maternal and Child health and equipped them with life skills. Later, in the evening, the Union minister addressed a news conference at state BJP head office in Imphal in which he blamed the state government for allotting controversial land for the construction of the varsity. He expressed his desire to change the site to Koutruk in Imphal West district where no residential area would be affected. Goel added that his ministry would decide the site where the university is to be constructed after considering all round aspects. A team comprising of experts in the field will be sent soon to study these aspects, he added. The spot inspection conducted by the Union minister came at a time when BJP and ruling Congress in Manipur are blam-

ing each other over the site selections. Ibobi government has been blaming the NDA government at the Centre for delaying the construction of the varsity while claiming that the state government had already handed over 336.93 acres at Yaithibi Loukon to the Union ministry of youth affairs and sports, for setting up the sport varsity. The state BJP has also been criticising the Ibobi government for allotting controversial land for the construction of the varsity. The proposal for setting up a National Sports University in Manipur was formally announced by the Union finance minister Arun Jaitley in his budget speech in 2014-15 with an estimate of Rs 100 crore. Fo l l owing the a n nouncement, Union ministry of youth affairs and sports had intimated the state government that approximately 200 acres of land will be needed for setting up the sports university. that it respected the social foundation and political aspiration of all communities, big or small. “And therefore, ATSUM urges all to respect each other so that we may continue to strengthen our relationship and coexist peacefully and harmoniously with dignified life,” it added. As the reservation imbroglio for ST in MU is still at loggerheads and having resolved by all the

mandated tribal students’ organizations on October 27 last, the union is still continuing its agitation of banning national projects and economic blockade of national highways, the statement reminded. Having coincided with UNC’s economic blockade, the issue of reservation is likely to be procrastinated due to dilution of issues on all fronts, the ATSUM stated in the statement.

Centre constitutes team for conservation of Loktak Lake

IMPHAL, Nov 4: Union ministry of environment, forest and climate change (MoEFCC) Friday constituted a five-member team for conservation and management of Manipur’s Loktak Lake, the largest freshwater lake in Northeast India. The team will look into the present status of work taken up for conservation of the lake besides enumerating steps being taken up for declaring the lake as a UNESCO World Heritage site. The Union ministry has asked the team to submit a report at the earliest, a statement of the Press Information Bureau (PIB) Imphal informed. The team comprise of adviser to MoEFCC Dr.R Dalwani, DIG (WL) MoEFCC SP Vashisht, Sikkim unit in-charge of GB Pant National Institute of Himalayan Environment & Sustainable Development Dr HK Badhola, deputy director of National River Conservation Directorate (NCRD) Chandan Singh

and adviser to NCRD Brijesh Sikka. The team will visit Loktak Lake soon to hold discussions with the state government, its concerned agencies and other stakeholders. The consultations will also include people living in the vicinity of the lake, it added. Loktak Lake is the largest freshwater lake in Northeast India, and is famous for the phumdis (heterogeneous mass of vegetation, soil, and organic matter at various stages of decomposition) floating over it. Keibul Lamjao, the only floating national park in the world is in this lake. Even as authorities of Manipur government and other concerned agencies were said to be working to conserve the lake, it has been facing all round destructions due to both natural and anthropogenic activities in the last few decades. Rapid expansion of ‘Phoomdis’, siltation, pollution, agriculture and Loktak Hydropower Project are some of the main problems which had led to an alarming destruction of the lake.

BHOPAL/ PUNE/ KOLKATA, NOV 4 (PTI): Days after eight SIMI men who escaped from the central prison here were killed in controversial police action, the Madhya Pradesh government has ordered a judicial probe in to the sensational jail-break and the alleged encounter giving into the opposition’s demand. Chief Minister Shivraj Singh Chouhan ordered the probe, which will be conducted by retired High Court Judge Justice S K Pandey, an official release issued late last night here said. “Justice Pandey will probe all aspects related to how SIMI activists escaped

from the high security jail and the encounter that took place after that,” it said. The purported audio tape about conversation related to the encounter will also be part of overall investigation, a senior police official said. The tape, which has gone viral on social media, states that the policemen on job were getting instructions from control room to “bump them off ” and “khel khatam ho gaya” (game is over now). The purported conversation took place on the day of the encounter and it was recorded and released on social media. The state government had earlier an-

No FCRA renewal to 25 NGOs NEW DELHI, NOV 4 (PTI): Cracking the whip, the Centre has denied renewal of FCRA registration to 25 NGOs after they were allegedly found to be involved in anti-national activities, and also derecognised more than 11,000 organisations for failing to apply for renewal. A senior Home Ministry official confirmed the move, saying the continuation of the 25 NGOs’ operations in the country are “contrary” to the provisions of the Foreign Contribution Regulations Act (FCRA) and allegedly anti-national. The names of these Non-Government Organisations (NGOs) were not immediately known. The Union Home Ministry said it has also cancelled the registration of 11,319 organisations that had not applied for renewal of registration under the FCRA by the June 30 deadline, thus preventing them from receiving foreign funds. “Their validity of registration is deemed expired from 1 November 2016,” it

said. Among those in the list are about 50 orphanages, hundreds of schools and institutions such as the Indian Statistical Institute and reputed NGOs that works for street children. The Home Ministry said it had closed the application for FCRA licence renewal in 1,736 cases due to “nonsubmission of documents or deficient documents or other statutory shortcoming within the stipulated time”. These 1,736 NGOs include some branches of the Ramakrishna Mission, Mata Amritanandamayi Math as well as the Krishnamurthi Foundation of India, and they had applied online for renewal of their registrations before June 30, 2016.

ing to file a case of murder and criminal conspiracy against Madhya Pradesh Home Minister and Director General of Police besides the Bhopal jail officials for the alleged encounter. Khalid’s 61-year-old mother Mehmooda yesterday submitted a complaint application to MIDC Police in Solapur seeking action against MP Home Minister Bhupendra Singh and others alleging that her son was “murdered”. “We have submitted the complaint to MIDC police in Solapur and sought an FIR to be registered for murder, criminal conspiracy and destruction of evidence against Bhupendra Singh, DGP of MP Police (Rishi Shukla), jail authorities and officials of ATS and all those who were involved in the encounter,” Khalid’s mother told PTI from Solapur. She said that although local police have not registered any case but ensured that the complaint application will be sent to Bhopal police. She alleged that her son was to be released soon. “If he was about to be released, why will he risk fleeing from the jail,” she said, and alleged that her son’s murder was “pre-meditated”. Advocate Tahwar Khan Pathan, who accompanied Khalid’s mother while handing over the complaint application said that initially

the police were not ready to take it but later accepted it. MIDC Police confirmed that they have received the complaint application and said they have already sent the copy to Bhopal police. “Since, the case falls in Madhya Pradesh police jurisdiction, we have forwarded the application to them,” said a police inspector, attached to MIDC Police station in Solapur.

Barkati demands SC-monitored probe into SIMI encounter

We have also written a letter to the President requesting for the same. The Modi government along with the RSS is trying to wipe out the minority community,” he alleged.

NEW DELHI, NOV 4 (IANS): Delhi Lt. Governor Najeeb Jung on Friday met senior police officers to know the fate of a JNU student missing for about three weeks. The reward for tracing him has been raised to Rs 2 lakh. “All out efforts are being made to trace Najeeb,” Jung’s office said in a statement after his meeting with Special Commissioner of Police P. Kamraj, Joint Commissioner of Police R.P. Upadhyay and Special Investigation Team head Manishi Chandra. Jung’s meeting came a day after Delhi Chief Minister Arvind Kejriwal visited the Jawaharlal Nehru University campus and urged the students to take their protests to the India Gate complex in the city’s heart. Najeeb went missing from the JNU after a tiff with alleged members of the Akhil Bharatiya Vidyarthi Parishad (ABVP). The ABVP has denied any involvement in his disappearance. “Police have posted over 20,000 posters in Delhi and outside. The SIT has checked with over 300 auto-rickshaws plying in the area,” the statement said. Police teams have also visited Ajmer, Kota, Rae Bareli, Roorkee, Faizabad, Azamgarh and Badaun in search of Ahmed, it said.

Tamil Nadu Chief Minister J Jayalalithaa has “completely recovered” and it is up to her to decide when to go home, Apollo Hospitals Chairman Pratap C Reddy said here today. “All I can say is, very clearly, she is very satisfied...What I mean by very satisfied, that means she has completely recovered. She is aware of what is going on around her,” he told reporters. “She is completely aware of what is happening. Asks and demands what she wants and I believe and everybody, even she, is looking forward when she will go home and take back the reigns,” he said. Jayalalithaa was admitted to the corporate hospital on September 22 after she complained of fever and dehydration. Later, the hospital had said she was being treated for infection with respiratory support, among others. Specialists from All India Institute of Medical Sciences, New Delhi, and from London, among others, have treated her during the period. Apollo Hospitals, in its last medical bulletin on October 21, had said Jayalalithaa was “interacting and progressing gradually”. Ever since her hospitalisation, state ministers and AIADMK cadres have been organising special pujas at various temples across the

Jayalalithaa state, praying for her speedy recovery. Prayers had also been held in places of religious worship in Erode and Karur, among others. “The divine blessings were on Jayalalithaa as scores of party workers had held prayers for her speedy recovery,” AIADMK spokesperson C R Saraswathy had said. Late last week, an official document had stated that Jayalalithaa used her left thumb impression in the election document of her party nominee for November 19 bypoll to Thirupparankundram as she had an “inflamed right hand”. The document was attested by Dr P Balaji, Prof of Minimal Access Surgery, Madras Medical College and Rajiv Gandhi Government General Hospital and signed by Dr Babu K Abraham of Apollo Hospitals as witness.

Govt, Judiciary agree to appoint retd judges in HCs to fight pendency

NEW DELHI, NOV 4 (PTI): An extraordinary provision of the Constitution can now be invoked to appoint retired judges with proven integrity and track record as judges of high courts to tackle rising pendency, the government and the Judiciary have agreed. As per the minutes of the meeting of the Chief Ministers-Chief Justices Conference held in April, approved after a gap of nearly six months, it has been resolved that “subject to integrity, suitability and performance of a person who has held the office as a judge of the high court, the provisions of Article 224 A can be invoked to deal with the extraordinary situation

involving the large pendency of civil and criminal cases in the high courts...” As per the provision, the chief justice of a high court, with the previous consent of the President (Centre), can request any person who has held the office of a judge of that court or any other high court to sit and act as a judge of the high court for that state. But the Law Ministry said some of the points drafted by the apex court were “definitive” in nature, whereas talks on those issues remained inconclusive in the meeting. ormer Indian army chief Gen. (retd) V.K. Singh appears to court controversy in a bold and blatant manner with statements that would have resulted in being sacked from the ministry. The latest cannon ball fired from the mouth of Singh had indeed crossed all limits. Following the alleged suicide of made a controversial statement as he questioned the mental health status of 70year old ex-serviceman Ram Kishan Grewal. The victim’s associates claimed that he had consumed “Salfas tablets” at around 1 pm, after being allegedly denied permission to meet Defence Minister Manohar Parrikar to hand over a petition on “full implementation” of the OROP scheme. Singh made a controversial statement as he questioned the mental health status of the Ram Kishan Grewal adding that that very issue of OROP should be kept away from politics. Singh’s statement elicited strong reactions from across all sections and political parties lost no time in trying to gain mileage. Even before the uproar died down, the next day Singh drove the last nail when he also alleged that Grewal was a Congressman as he had fought the Sarpanch elections on a ticket from Congress. These utterances from a retired army general like Singh are not only condemnable but have also shamed the institution of the army. In fact, when Singh alleged that late Ram Kishan Grewal was a Congressman, he himself started the politicisation of the OROP issue. If politics is being played, then the first to be blamed should be Singh and not other parties. The OROP issue cannot be insulated from politics when the Modi government itself is leaving no stone unturned to claim credit for implementing what the Congress did not. However, in the bargain, the former army chief has insulted the ex-serviceman who allegedly committed suicide in protest against the partiality of the OROP. Delhi chief minister Arvind Kejriwal, Congress vice president Rahul Gandhi and Delhi deputy chief minister Manish Sisodia were prevented from going to the hospital where the body of Ram Kishan Grewal lay after being pronounced dead. Hitting out at Union Minister VK Singh’s comment on his deceased father, Dilwar Singh Grewal, son of the ex-serviceman who reportedly committed suicide on Tuesday said his father did not sacrifice his life for his own benefit, but did it for the welfare of the army veterans across the nation. On V.K. Singh’s charge that Ram Kishan Grewal was a Congressman; his son said “Sarpanch election is different than regular national elections .He was not from any party, he was just working for the people. He sacrificed his life not for the family but for his co workers.” Congress leader Randeep Surjewala accused the Modi government of unleashing the full battery of big guns in the form of Gen V.K. Singh, M.L. Khattar, Anil Vij & Co. to tarnish the memory of Subedar Ramkishan. The handling of the suicide of the ex-serviceman by the Modi government is indefensible. In fact, the Modi government had taken a bold step to implement OROP which had not gone beyond the UPA government’s promises partly due to existence of parallel power centres which then Prime Minister Manmohan Singh could hardly do much. Though the issue had taken a political colour, the Modi government should restrain from giving fodder to the opposition.

imapur, being the commercial hub of Nagaland has a strong grip on Urbanization. Along with urbanization, there is an accelerated rate of consumerism. The more people consume, the more wastes generated. Every locality in Dimapur is suffering from waste management and with improper waste disposal; there are more cases of health issues in recent years. Rapid growth of population and Solid waste management (SWM) are some of the main challenging problems for developing countries. SWM is a complex task which depends upon organization and cooperation between households, communities, private enterprises and Government authorities in providing technical solutions for waste collection, transfer, recycling and disposal. I as a citizen of Dimapur would like to share my experiences working with waste pickers and scrap dealers in the Silicon city of India- Bengaluru, Karnataka. In 2015, I had the opportunity to intern with a non profit organizationHasirudala, Bengaluru, Karnataka. It is an organization of its kind. It is an inclusive society for waste pickers (rag pickers) and other informal waste workers; free of discrimination based on their caste, religion, occupation, gender. Hasirudala’s vision is to create sustainable opportunities for waste pickers and other informal workers and also for conservation of our natural habitats. They provide identity cards and uniforms to the waste pickers. My job as an intern was to document transformation stories of waste pickers and how their integration has benefitted our environment as well as their livelihood security. Yes, people do survive with waste-picking. We, sometimes, regard the waste pickers as beggars, whereas they are not. Let me walk you through the lives of waste pickers in different cities of India, with more attention to Bengaluru. Recently, in Bengaluru, the phenomena of people

surviving by picking through trash have received attention from NGOs, environmentalists, activists and policy makers. Environmental issues including the recycling of solid wastes are high on the global agenda, yet the voices of the waste pickers are barely heard. As regards the waste pickers in India, researchers have claimed that there is a social stigma associated with their work, waste being a culturally problematic issue in India. Waste pickers and itinerant buyers are not always among the economically poorest, but they are usually amongst the most socially excluded and discriminated population in urban areas. Would we even think of creating an organization which benefits the informal workers in our city? I presume no. But, Bengaluru and few other cities have succeeded in benefitting waste pickers through integration and association. Waste Pickers’ Association With the help of waste pickers’ association, the lives of many informal workers have improved. The organization where I worked in- Hasirudala, seeks to organize this in-

credibly valuable workforce with brand building programs to reduce harassment from police, exploitation from scrap dealers, municipal workers; to build a positive image for waste pickers among the city’s inhabitants. Hasirudala also facilitated 7000 waste pickers to access health insurance under the Central Government Scheme Rashtriya Swasthya Bima Yojana. It continues to help waste pickers to apply for social security schemes like pension, life insurance. Waste Pickers’ contribution to National Income The German Technical Cor poration and the Collaborative Working Group on Solid waste management (SWM) in low and middle income countries conducted a study which found that wastes in Delhi, where the recycling rate is 33%, the informal workers are responsible for recovering 27% of it. Even in Pune, each waste picker contributed US$5 worth of free labour and their combined labour saved the municipality US $ 316,455 (approx Rs. 21,167,674) in municipal waste transport costs. Waste Pickers’ contri-

bution to Environment Waste pickers’ work has enormous environment and economic benefits. Their work reduces materials that go to the landfills (waste dumping sites). Recycling also reduces the amount of virgin materials needed for manufacturing new items, thereby, saving energy. This reduces pollution and abates climate change. There is an urgency of establishing cooperation between formal and informal stakeholders for the strengthening of SWM system. This will prove to be a potential to improve social position of waste pickers as well as improve the public health as a whole. Also, when there in information, interaction and communication, it may help contribute to alleviate some of the prejudices and narrow the gap between waste pickers and rest of the society. Let us be reminded again that waste pickers are not beggars. They are mere people who sell recyclables found in trash, for a living. They play an important role in protecting our environment, shoring up inadequate local authority provision by recovering large quantities

of solid waste at zero cost to the public and reducing the burden of uncontrolled waste in the process. Through my documentation of the testimonials of some waste pickers in Bengaluru, it was found out that waste pickers earn INR 15000-22,500/month; an amount found to be above the regular minimum salary of the government employee. Nevertheless, social barriers while translating their earnings into improved standards of living usually inhibit waste workers. Empowering waste pickers improves not only their social status, but also their incomes and working conditions. In short, empowering waste pickers will support the triple bottom line by providing environmental, economic and social benefits. Let us learn from these cities and do the least we could, i.e., applaud their efforts and address them as “The Invisible Environmentalists”. Can 33% Women Reservation be enforced in Nagaland?

agaland state government is in full swing to conduct election in the municipal and town councils, but the question is, can the government implement the 33% women reservation? It’s interesting that this issue is very inclusive when it comes to debating and discussion. Everyone seems to have an opinion and a point of view, whether for or against the reservation. This is, I think, a sign of social progress because it reflects people’s awareness of their rights and also people’s participation in the process of political decision makings—this applies to both the advocates and the opponents. Keeping this in mind, this write-up hopes to provide more information to the general public, so that, they can take informed decisions, when required, and not get swayed by the rumors, rhetoric and propagandas that are abound. I have deliberately cited many texts in the interest of our fellow readers who are not accessible to these documents. Here is a brief sequence of events that have brought the issue to where it is today. In the year 2001, during the Congress regime under Dr. S.C. Jamir, an Act called The Nagaland Municipal Act, 2001 (hereafter, the Act, 2001) was passed by the Nagaland Legislative Assembly and received the assent of the Governor of Nagaland on 29/09/2001 and published in the Nagaland Gazette Extraordinary on 18/10/2001, for the administration of urban areas. The Act, 2001 has eight PARTs and covers, inter alia, Constitution of Municipalities, Powers and Functions of the Municipal Council/Town Council, Election, Municipal Taxation, Conduct of Business, Municipal Fund, etc. It is an exhaustive and lengthy Act and therefore, I’ll only cite the relevant sections and clauses of the Act for our discussion here. It is to be noted that the 33% women reservation was NOT INCOPORATED in the Act, 2001. But still, there are some controversial clauses in the Act, 2001, that perhaps, contradicts with Article 371A. Chapter I of PART IV, section 120 clause (1) provides the powers of the municipal and town councils to impose tax. It

states: (1) Subject to the provisions of this Act and the rule made thereunder, with the previous sanction of the government, a municipality may, in order to raise revenue for its duties and performing its functions under this Act, levy within its limits of municipality the following taxes, fees and tolls or any of them– (a) a tax on lands and buildings, (b) an octroi (c) tolls and fees (d) a scavenging tax (e) a tax on advertisement other than advertisement published in newspaper, (f) a show tax, (g) a fire tax, (h) a tax on vehicles and animals As far as I can recall, there were hardly any reactions from the public when this Act was passed and published in 2001. It was only in the wake of the recent debates on 33% women reservation after 2006, that tribal hohos, NGOs and individuals have raised their objection to the imposition of tax on land by the municipal and town councils, which they argued infringed Article 371A. For clarity, here is what Article 371A of PART XXI of the constitution envisaged. It states: 371A. Special provision with respect to the State of Nagaland— (1) Notwithstanding anything in this Constitution— (a) No Act of Parliament in respect of – (i) Religious and social practices of the Nagas, (ii) Nagas customary laws and procedures, (iii) Administration of civil and criminal justice involving decisions according to Naga customary laws, (iv) Ownership and transfer of land and its resources Shall apply to the state of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides. As you are aware, unlike other parts of India, where the state is the supreme owner of land and its resources and has complete control and power over it, in Nagaland the people are the supreme owner of land and its resources. The Nagaland government cannot impose tax on the people for possession of their land. In my

personal opinion, the municipal and town councils can impose taxes, fees and tolls on anything and generate revenue for their duties and functions other than lands and buildings. Therefore, Section 120 clause 1 (a) of Chapter I of PART IV of the Act, 2001 infringes the rights of the people, and so the government of the day must REVOKE it in the coming Legislative Assembly through an amendment in the interest of the general public. Again, in the year 2006, during the Naga Peoples’ Front (NPF) government regime under Neiphiu Rio, the 33% women reservation was INCORPORATED in the Act through an amendment called The Nagaland Municipal (First Amendment) Act, 2006 (hereafter, the Act, 2006). This Act was enacted by the Nagaland Legislative Assembly and received the assent of the Governor on 30/08/2006 and published in the Nagaland Gazette extra-ordinary on 13/09/2006. The Act, 2006, inter alia, amended the title of the Chapter IV of Part II of the Act, 2001. It states: In the caption for Chapter IV of Part-II of the principal Act, for the words “Election, Resignation, Removal and Casual Vacancy”, the words “Election, Reservation, Resignation, Removal and Casual Vacancy” shall be substituted. Note that the word “Reservation” was inserted in the title of Chapter VI of PART II of the Act, 2001. Again, the Act, 2006 also inserted two new sections namely 23 A and 23 B. I quote: “23A Reservation of seats in Municipalities (1) Seats in every Municipality shall be reserved for the Scheduled Castes, the Scheduled Tribes and women, including women from the Scheduled Castes and Scheduled Tribes, in accordance with the provisions contained in clauses (1) to (3) of the article 243-T of the Constitution. It was through the Section 23A of the Act, 2006 that Article 243 T of the constitution was enforced in the state of Nagaland. In the interest of those who are not familiar with Article 243-T of the constitution, here is what clauses (1) to (3) of the constitution state: (1) Seats shall be re-

served for the Scheduled Castes and Scheduled Tribes in every Municipality and the number of seats so reserved shall bear, as nearly as may be, the same proportion and the number of seats to be filled by direct election to that Municipality as the population of the Scheduled Castes in the Municipal area or the Scheduled Tribes in the Municipal area bears to the total population of that area and such seats may be allotted by rotation to different constituencies in a Municipality. (2) Not less than onethird of the total number of seats reserved under clause (1) shall be reserved for women belonging to Scheduled Castes or, as the case may be, the Scheduled Tribes. (3) Not less than onethird (including the number of seats reserved for women belonging to the Scheduled Castes and Scheduled Tribes) of the total number of seats to be filled by direct election in every Municipality shall be reserved for women and such seats may be allotted by rotation to different constituencies in a Municipality. It was at this time, that the tribal hohos and village councils vehemently opposed the 33% women reservation in the municipal and town councils. They had argued that the 33% reservation in the local urban bodies violates the customary rights of the Nagas and contravenes the provisions in Article 371A. The sharp opposition from the public compelled Mr. Rio to constitute a Select Committee on Government Resolution on the Nagaland Municipal Act, 2001 (hereafter, Select Committee, 2001), under the chairmanship of Mr. T.R. Zeliang, the then parliamentary affairs minister and present chief minister. Based on the Select Committee’s recommendations, the Nagaland Legislative Assembly on 22nd September, 2012 adopted a resolution to EXEMPT Article 243-T of PART IX A of the constitution in the Nagaland Municipal Act, 2001. Thus, the 22nd September, 2012 Assembly’s resolution NULLIFIED the 33% reservation of women in the Act, 2001. After almost four years, on 10th August, 2016, the Naga People’s Front (NPF) government under Mr. T.R.

Zeliang took a complete Uturn and PASSED a cabinet decision to hold election in the local urban bodies with 33% women reservation. This was in utter contrast to the Assembly’s resolution passed on 22nd September, 2012. Surprisingly, Mr. T.R. Zeliang, who head the Select Committee and who vociferously voiced against the women reservation in the Legislative Assembly on 20th March, 2012 suddenly became a staunch advocate of women cause. But what follows the cabinet decisions is a completely different ball game, now the issue seems to be getting more and more complex. Until the 10th August, 2016, the bond of contention between the advocates and the opponents has been whether the 33% women reservation in the local urban bodies violates the Naga customary rights and whether it contravenes with the provisions in Article 371A. After cabinet decision, a new problem has been added to the issue, viz., whether the cabinet decision can supersede the Assembly’s resolution? According to legal experts the

cabinet decision of 2016 cannot supersede the Assembly’s resolution of 2012. So, legally speaking, the 33% women reservation cannot be enforced in the state of Nagaland and is invalid when it comes to legal scrutiny. In spite of knowing the legal impediments that surrounds the issue, the state government’s eagerness to implement the 33% women reservation in the local urban bodies is a clear indication of the hypocrisy of our politicians. The flip-flop handling of the issue reflects the lack of commitment and speaks volume of the kind of statesmanship we have today. It also shows that our politicians deal issues according to their political convenience and interest. The 33% women reservation issue is not going to die down anytime soon, so the government of the day must address it head-on by taking all stakeholders into confidence and resolve the problem harmoniously and not hastily. The recent treatment on the SSA teachers at premises of Department of School Education was very disturbing. Was it the proper way to treat the torch bearers of our society in such a way? Was the use of fire brigade vehicles to disperse the peaceful protest necessary? Those kinds of methods are used in uncontrollable mob protests and social disturbances. What was the concerned authority trying to prove? That they had learnt how to disperse peaceful protests? That anyone in power could silence someone demanding for what is rightfully theirs? I believe the teachers were educated and civilized enough to place their demands in peaceful means and that the response given to them was extreme. Such kind of situations will only create more problems than solutions. It is my humble appeal that anyone in power should not misuse it. The videos of the firemen spraying water on the protestors and the latter singing ‘We shall Overcome’ has gone viral. And I am sure everyone who watched the video must have felt sorry for the teachers as I am. Teachers are regarded as the foremost citizens in every country. Such acts on them only makes the perpetrators look dumber than they really are. I hope civilized people should be treated with civility and not vice versa. Hoping the best for everyone. Finance Minister Arun Jaitley today said political leaders should be sensitive while making comments on the suicide by an ex-serviceman, remarks that come against the backdrop of a controversy over a statement by Union Minister V K Singh. He attacked Congress Vice-President Rahul Gandhi, saying he was politicising the suicide and no one should try to change a personal tragedy into political gain. “Everybody has to be sensitive... we must appreciate the sensitivity of the person who under stress has committed suicide. I do sympathise with him and all our comments have to be sensitive on this issue,” he said when asked about Minister of State for External Affairs V K Singh’s description of the deceased as a Congress worker. He blamed administrative lapse on the part of bank for not remitting the entitled pension after he was granted OROP. The UPA government, he said, had not taken any meaningful step towards implementing one-rankone-pension (OROP) for defence personnel in its 10 years of rule as was evident from a meagre Rs 500 crore allocation it made for the purpose. The government sympathises with the defence personnel who committed suicide, but there was not a lapse that OROP was not granted to him, he clarified.

NEW DELHI, NOV 4 (PTI): RTI applicants will soon be able to file complaints and appeals with Central Information Commission (CIC) online. Home Minister Rajnath Singh will inaugurate the two-day annual convention of the CIC on Monday, during which he will launch the ‘e-Court’ system -- aimed at enabling speedy disposal of appeals and complaints by using digital technology. “The system will allow online filing of appeals and complaints and case disposals using latest technology. The system will generate a unique number which can be used by the applicant for tracking the status of a case filed with the Commission. “As soon as a case is filed online or offline, the system will generate SMS and email alert to the applicant. Alerts will also be generated to inform the applicant at the stage of registration, issue of facilitation memo, scheduling of the case hearing and also at the stage of decision uploading,” a press release issued today by Personnel Ministry said. The system will offer an online search facility which allow users to search for dak, file, hearing notice and decision etc., it said. Minister of State for Personnel Jitendra Singh will also be present on the occasion. The RTI Act, 2005, which was enacted by the then UPA government, enables a citizen to seek governance-related information in a time-bound manner from central government departments by filing an application. The CIC was constituted in 2005 for dealing with second appeals and complaints filed under the RTI Act, 2005. The Commission has till now heard and disposed off about two lakh cases.

NEW DELHI, NOV 4 (PTI): A combative Rahul Gandhi today stepped up pressure on the government over OROP, accusing Prime Minister Narendra Modi of “lying” on the issue and insisting what the retired defence personnel were now getting was “enhanced pension” and that ‘One RankOne Pension’ demand was yet to be fulfilled. The Congress vice president asserted that OROP was the right of military personnel and the government “will have to give it”. “What PM says is One Rank-One Pension is actually pension enhancement and not OROP. PM should stop lying on the issue. “OROP is the right of armed forces personnel and government will have to give it,” Rahul, who was detained thrice over two days during protests over the suicide by army veteran Ram Kishan Grewal, told reporters. Grewal had allegedly committed suicide over OROP. An unfazed Gandhi said he was not bothered by his detention. Accusing the government of waiving loans of a staggering Rs 1.10 lakh crore of 15 big industrialists, Gandhi said it has nothing to give to soldiers and farmers. “The government has not given respect and the right which is due to soldiers. If it had, why these ex-servicemen been protesting for the last 509 days at Jantar-Mantar,” he said after meeting around 60-70 military veterans at the AICC headquarters. Gandhi, who has been in the forefront of the protests after Grewal’s suicide, accused the government of not “doing justice to soldiers who sacrifice their life for the country.”

Mumbai, Nov 4 (PTI): After its yesterday’s fall, gold prices recovered by Rs 185 per ten grams at the domestic bullion market here on fresh demand from jewellery stockists amid lower level local buying interest. Silver also rose by Rs 305 per kg to regain the Rs 44,000mark on good speculative offtake and industrial demand. Standard gold (99.5 purity) moved up by Rs 185 to close at Rs 30,660 per 10 grams from Thursday’s closing level of Rs 30,475. Pure gold (99.9 purity) also added by a similar margin to end at Rs 30,810 per 10 grams as against Rs 30,625 previously. Silver (.999 fineness) climbed by Rs 305 a kg to close at Rs 44,035 as compared to Rs 43,730 yesterday. Globally, gold eased as the dollar clawed back some lost ground ahead of US non-farm payrolls data later, but the metal stayed on track for its biggest weekly rise since mid September on jitters over next week’s US election.

Hyderabad, Nov 4 (PTI): The Electronics System Design and Manufacturing (ESDM) industry would receive a major boost with the introduction of GST in terms of attracting foreign investment and creating a level-playing field, an industry body said today. “Once the GST is introduced, the total tax rates (for ESDM industry) will actually come down. So, it is something the industry is eagerly looking forward to,” India Electronics and Semiconductor Association (IESA) President M N Vidyashankar told PTI. IESA is the trade body representing the ESDM industry in India. A four-tier GST tax structure of 5 per cent, 12 per cent, 18 per cent and 28 per cent that aims to lower tax incidence on most goods and keep out essential items was decided by a high-powered council yesterday. “Our (ESDM industry) maximum rate (GST tax structure) is going to

New Delhi, Nov 4 (PTI): The government has sought USD 1.55 billion from Reliance Industries and its partners for drawing natural gas belonging to state-owned ONGC in the KG basin over the last seven years. The Oil Ministry has sent a notice to RIL seeking USD 1.55 billion compensation, sources privy to the development said. Elite Iraq forces punch into Mosul Mosul, Nov 4 (AFP): Jihadist fighters unleashed a deluge of bombs and gunfire today on Iraqi forces punching into the streets of Mosul for the first time, forcing some units into a partial pullback. Some armoured vehicles from the elite CounterTerrorism Service (CTS) returned from the streets of Al-Karamah a few hours after moving in and encountering fierce resistance from the Islamic State group, an AFP correspondent reported. “We weren’t expecting such resistance. They had blocked all the roads,” said one officer, as top brass considered whether or not to attempt a fresh foray. “There are large numbers of jihadists... It was preferable to pull back and devise a new plan,” the CTS officer said, speaking on condition of anonymity. Some CTS forces remained inside the city however and there were at least five regiments involved in the operation launched today, making it hard to gauge the extent of the pullback. After daybreak, bulldozers and tanks backed by air strikes had pushed into the streets of Mosul from the east for the first time since Iraqi forces launched a broad offensive to retake the city on October 17. South Carolina, Nov 4 (AFP): Banging noises and screams from inside a metal shipping container alerted deputies searching for Kala Brown on a 100-acre South Carolina estate. They found her alive “chained like a dog” to the inside of the box, a local sheriff told US media. Ms Brown went missing in late August this year with her boyfriend, Charlie Calver, who is yet to be found. Registered sex offender Todd Kohlhepp, 45, was arrested on Thursday in connection with the incident. Ms Brown told police that she had been fed twice a day but was “obviously traumatised” after her time in the container. It was described by Spartanburg County Sheriff Chuck Wright as “a hellish place to be locked in hot weather. No lights, no windows, no air flow”. PESHAWAR, NOV 4 (Agencies): A Pakistani court on Friday ordered the deportation of Sharbat Gula, National Geographic’s famed greeneyed ‘Afghan Girl’ immortalised in a 1985 haunting picture on the cover, after she pleaded guilty to charges of staying in Peshawar with fake ID cards. A special anti-corruption and immigration court in Peshawar ordered Gula’s deportation to Afghanistan after serving a 15-day jail sentence besides slapping a fine of 1,10,000 rupees ($ 1,100). Delhi beat Blasters; jump to top spot

NEW DELHI, Nov 4 (Agencies): Second-half goals from Kean Lewis and Marcelinho helped Delhi Dynamos beat Kerala Blasters 2-0 at the Jawaharlal Nehru Stadium on Friday. With this win, Delhi went top of the table with 13 points while Kerala’s fivematch unbeaten streak was halted and they remained at sixth with nine points. After a thrilling firsthalf in which both the teams created opportunities but failed to break the deadlock, Delhi took the lead courtesy Lewis in the 56th minute. Despite Kerala enjoying the upper hand at the start of the game, Delhi had

looked threatening to get a goal as the opener came when Kerala custodian Sandeep Nandy made a mess of regulation back pass from his own defender. Delhi forward Richard Gadze capitalised and took the ball but failed to shoot. He passed it to Lewis who came in from the left and the midfielder showed great composure to net the ball past Nandy. Altogether six teams participated in the championship, three each from class VI and VII. The match was played on knock-out basis amongst the six teams. Squadron Leader Sanjeev Kumar Chaudhary, Officiating Principal, gave away the prizes and the trophy to the players. Cadet Ngimgwang Nampeung of Class VII A was adjudged best player of the championship.

Blasters got off to a good start with Belfort and Rafi combining well with the early goings. The midfield play of Ishfaq Ahmed and Didier Kadio had Delhi defence in the trouble and the duo managed to feed the ball forward. Belfort had couple of good chances but the defence of Ruben Rocha and Anas Edathodika combined well to deny him any opening. Delhi too soon found their rhythm with Malouda finding space and moving well past the Kerala defenders. Marcelinho playing from the right flank and Lewis from the left flank created good chances. Marcelinho, Delhi’s best player this season so far, blazed through the defence of Jhingan, prompting goalkeeper Nandy to come in to play couple of times. Nandy had a few nervous moments with the ball clearance but Delhi failed to capitalise. As the game progressed Lewis and Marcelinho gelled together. Gadze got opportunities upfront and his first shot was blocked by Kerala skipper Cedric Hengbart. Immediately, Kerala ran the counter and should have had the lead. Kerala shot thrice at goal, but some frantic defending by Edathodika saved the day for Delhi.

Deenix FC win M Noke Trophy D i m a p u r , N ov 4 (NPN): Deenix FC Mon emerged as the champion of 11th M Noke Trophy Inter-Club Football tournament, organised by Friends Club Mon, from October 18 to 26 at local football ground, Mon town. They received a cash prize of Rs.1,00,000 along with trophy and certificate. Ru n n e r s - u p t e a m United Chila FC received Rs.60,000 and certificate while the third place team New Site FC received Rs.30,000 and certificate. Feinao FC was adjudged as the best discipline team and was awarded a cash prize of Rs.10,000. Altogether 15 teams participated in the tournament.

ANPSA sports meet underway Dimapur, Nov 4 (NPN): The 19th annual sports meet 2016 of the All Nagaland Private School Association (ANPSA) got underway Friday at Carmel Higher Secondary School, Dimapur. Watienla Jamir, director of horticulture, Government of Nagaland graced the inaugural function as the chief guest. In her address, the chief guest encouraged the students to take part in all the games. She also reminded the students that a healthy body has a healthy mind. The opening prayer was offered by Rev. Fr. Victor Renthungo, vice principal of Carmel Higher Secondary School and welcome address was delivered by Andrew Ahoto, president of ANPSA Dimapur Unit. Oath taking was conducted by Leo David, administrator, King David School and general secretary ANPSA Dimapur unit. The opening ceremony was conducted on a high note with pomp and show where fan and pom-pom dance was performed by Lorna’s School followed by a swing dance by Christian Higher Secondary School. Athletic events like 400m race, 800 m race, long jump and shot put were conducted for both boys and girls on the first day of the meet. Altogether 18 schools are participating in the two days sports meet.

Dimapur, Nov 4 (NPN): The preliminary league rounds of 65th B.N. Mullik Memorial All India Police Football Championship 2016 kicked off Friday at Police Complex, Chumukedima. Altogether 39 police teams from various State, Union Territory and Central Police Organizations are participating. The teams are divided into 8 groups and the matches are being played at 4 grounds. The first match of Group A was played between the defending champion Punjab Police and Tamil Nadu Police at Nagaland Police Training School Ground, Chumukedima. In an exciting contest Punjab Police prevailed over their opponent and won with a score of 2-1. In a Group B match played at 1st NAP Ground, last edition’s finalist BSF blanked Andhra Pradesh Police by 6 goals to nil in a one sided match. Nilamber SA of BSF was the star of the match scoring a hat trick in the 15th, 19th, 69th minute. In a Group C match played at Sports Complex Ground, Assam Rifles defeated SSB with a score of 3-1. OGQ extends assistance to Mary Kom’s academy Imphal, Nov 4 (Agencies): A long-time logistical supporter of five-time world champion and Olympic bronzemedallist boxer M C Mary Kom, sports foundation Olympic Gold Quest (OGQ) has now extended its assistance to her academy as well by covering the training expenses of seven boxers who are being groomed at the facility in Imphal. The academy is set to be inaugurated on November 8 by Prime Minister Narendra Modi but is already operational. “It was a wonderful experience to have been associated with OGQ as my sponsors in my training and competitions. They make a good team and build a good relationship with all athletes at a personal level. “They understand the requirements and mentality of sportspersons. I really respect the mission they are into. I am very happy that our association is extended towards my boxers, who are the future hopes,” Mary

Brazil, Argentina, Chile over abusive fans Rio de Janeiro, Nov 4 (IANS): The Brazilian football confederation (CBF) has been fined for the second time in less than a month for homophobic chants by fans. World football’s governing body FIFA said that the CBF was fined 25,000 Swiss francs for the behaviour of fans during Brazil’s 5-0 victory over Bolivia in a World Cup qualifier in Natal last month. The CBF was also fined for the same offence during the national team’s 2-1 victory over Colombia in Manaus in September. Nine other national associations were punished by FIFA on Thursday. Among them was the Chilean football federation, which was fined 15,000 francs for homophobic abuse during Chile’s 2-1 victory over Peru in Santiago. The Argentine football association was also hit with a fine of 15,000 francs for “insulting chants” during the former World Cup champions’ loss to Paraguay in Cordoba.
