Fuel prices hiked

NEW DELHI, NOV 5 (PTI): Petrol price today was raised by 89 paise per litre, the sixth increase in rates since September, and diesel by 86 paise a litre, the third increase in a month. The price hike announced by Indian Oil Corp (IOC) is excluding local sales tax or VAT and will be effective from midnight tonight. This is the sixth increase in petrol price since September 1, the last hike being on October 16 by Rs 1.73 a litre.

CM extends Tokhu Emong greeting

DIMAPUR, NOV 5 (NPN): Chief minister TR Zeliang has extended greetings to the Lotha community on the occasion of Tokhu Emong. According to CMO media cell, Zeliang in his message said the post-harvest festival of the Lothas is observed to invoke God’s blessing for a bountiful harvest and also a time to rekindle and strengthen brotherhood, forgiveness and reconciliation among individuals and various communities living together. He said the celebration was not only a time for merry making and rejoicing, but also to forgive and forget past mistakes and create new ties. He expressed hope that the festival will bring togetherness and spread the message of love and friendship, to make the celebration more meaningful and memorable.

The colonial rulers, for their commercial and political interests, created a divide between the hill and the plains people, he said, adding “they broke the several thousand years of civilizational continuum of co-existence. They occupied all the lands along the foothills that connected the two people for tea, oil and coal industries. They also created emotional distance between the two by fabricating and giving currency to mischievous myths about each others.” Singh said he is a great admirer of the Naga people for their braveries, their strong sense of pride in themselves and their unique culture. He said the presence of Nagas have enriched the intellectual and cultural fabric of the national capital and have made it possible for other countrymen to get to know about the rich and vibrant Naga culture. “In order to make you and other friends from the North-East feel safe and

secure in Delhi, I have created a Special Cell in Delhi Police headed by a Joint Police Commissioner from the North-East to address your day-to-day security concerns. “I have a Minister from North-East in the Home Ministry, Shri Kiren Rijiju ji, who can understand your problems and relate with you better.” Singh said. The minister said the government has been making Delhi Police more sensitive to the security needs of people from the NorthEast. For this he said: “Delhi Police has recruited over 450 smart young boys and girls from North East in the last one year. We want to further increase the number. In the current recruitment drive of Delhi Police, over six thousand young women and over twenty eight thousand young men from North-East have applied. I wish them all the best”. He also sought suggestions to strengthen the sense of security of NE people, saying “feel free to bring it to my notice. I will do my best.”

Panel to verify Dimapur ground water situation

DIMAPUR, NOV 5 (NPN): Dimapur District Planning and Development Board (DPDB) at its monthly meeting on Saturday resolved to set up a committee to verify the groundwater situation in Dimapur. The resolution was made following the discussion of an agenda submitted by minister of PHE, Tokheho. According to a DIPR report, Tokheho said that construction of deep tube well by the bottling industry besides many households opting for tube wells could cause problem in the future. He suggested some restrictions to be imposed on excessive groundwater use as precautionary measures. The meet also discussed another agenda submitted by the minister concerning road reservation along the stretch of NH. Tokheho expressed concern over the encroachment of roadside by different individuals leaving no reservation for future developmental activities. He urged the administration not to issue any patta without proper verification and not to allow any construction works along the roadside without the permission of (Cont’d on p-7) the administration.

DIMAPUR, NOV 5 (NPN): BJP legislator Mmhonlumo Kikon, who was sacked as the ‘villain’ of the NPF-led DAN government by chief minister T.R. Zeliang on October 28, became the ‘hero’ of his people when several hundreds of his supporters and party workers accorded a rousing reception after he landed at Dimapur on Saturday from New Delhi. Displaying placards that read, “Mmhonlumo- A true people’s leader, Public support is better than parliamentary secretary, You deserve respect for fighting for the rights of the people, Nagaland government - don’t look for faults find solutions, Mmhonlumo champion of landowners, We condemn playing with oil to victimise our leader, Your removal has only proven your quality as a true mass leader, etc.”, hundreds of his supporters came forward emotional charged up after their elected representative was unceremoniously sacked. After a meeting held with his supporters at his Burma Camp residence, Mmhonlumo addressed a press meet where he spoke about how he was unceremoniously sacked without even giving him any opportunity to respond and when he was attending a function outside the state. Mmhonlumo said he came to know about his removal only through WhatsApp in which the chief minister’s official order was being circulated, even before he was officially intimated. Mmhonlumo said he received the message while

he was attending the core committee meeting of the Young Leaders’ Conference in Itanagar being chaired by Minister of State for Home Affairs, Kiren Rijiju. He said after the programme at Itanagar, he went to Delhi to attend the silver jubilee celebration of the Lotha Students Union Delhi as chief guest, which had been planned several months back. At Delhi Mmhonlumo said he stayed back for following up on personal works and also discussed the manner in which the leader of the NPF and chief minister had dealt with his removal adding, the central BJP was currently seized of the matter. CCoFA questions Chi, Mon landowners to boycott town council polls Patton’s stand on PIL CM’s assurance issue, MLA’s sacking DIMAPUR, NOV 5 (NPN): Raising doubts over the assurance made by the chief minister on October 18, seeking 7 days time for the SIT to carry out a comprehensive probe, Coordination committee on Fuel adulteration (CCoFA) has said that 10 days have passed and the government was yet make the report/ chargesheet public. CCoFA media cell said it had learnt that the SIT had submitted its chargesheet, however the committee has still been kept in the dark, despite the chief minister’s assurance. It is incumbent upon the SIT and the government to announce to the general public that chargesheet has been filed in the court instead of the CCoFA making an announcement, the media cell stated. It said, CCoFA which is not supposed to run from pillar to post looking for a copy of the chargesheet, had been doing so for the past 10 days. “The government is already seized of the serious nature of the issue and the usual complacent and dishonourable attitude of the government is most condemnable. It gives credence to the general perception that the government is not at all serious about solving the vexed fuel adulteration issue,” CCoFA said.

DIMAPUR, NOV 5 (NPN): Landowners of Mon district HQ on Saturday said they have decided to boycott the upcoming elections to the Mon town council if the government failed to honour and implement in toto the agreement of 1964 (dated February 21) signed between them and the then district administration. In a press release, Chi and Mon landowners’ association president, Kamzei Konyak, said the people of Chi and Mon villages have remained patient for more than five decades over the “insincerity and damned care attitude” of the district administration with regard to implementing the clauses enshrined in the agreement of 1964. He said Chi and Mon villages had sacrificed a vast area of cultivable land for establishment of Mon district HQ. Konyak said the representatives of two villages, who were the signatories to the agreement, being “farsighted” refused to accept a one-time monetary payment in exchange of the land. He said it was under that

critical juncture, clause 6, 7, and 8 were added in the agreement, wherein it was agreed that a minimum of 30% and a maximum of 50% of total tax levied from private households and business falling within Mon town jurisdiction would be paid to land owners. However, he said in spite of their best efforts to get their legitimate share, the district administration has been “continuing to elude us on one pretext or another for the past 52 years.” Konyak said with much opposition from general public of Chi and Mon, the land owners comprising of Anghs, GBs and elders of both the villages and the district administration under DC Mon, Angau I Thou, had signed an agreement review memorandum on February 25, 2015 after meticulous deliberations and efforts of both the parties. “In fact the landowners had appended our valuable signatures with utmost sincerity knowing fully well that the reviewed Agreement contained nothing substantial for the landowners

but just to put an end to the long impasse and most importantly for the good of the district as a whole,” he said. However, Konyak said the same was objected by the next incumbent on various counts and was forwarded for approval to the government as per his insistence and after which the value of the reviewed document lost its weight and became a dead document. Again after a long wait, he said the landowners submitted an ultimatum requesting to deliver the approval letter on or before December 31, 2015 or else they would be compelled to revert back to the original Agreement of 1964 for all purpose. Konyak said since there was no reply within the stipulated period they were now “back to square one.” Therefore, in the light of the above, the landowners said they have no other option but to boycott the upcoming Mon town council election till they were given their legitimate share within one month i.e. on or before December 7, 2016.

DIMAPUR, NOV 5 (NPN): Reacting to the statements published in the local dailies following BJP MLA, Mmhonlumo’s removal as parliamentary secretary, Home minister Y. Patton, while defending chief minister’s action, said “my Lotha brethrens have seems to have given undue importance to media reports rather than actual facts when they assumed” Mmhonlumo was sacked due to the PIL filed by the Lotha Hoho in connection with the Petroleum & Natural Gas Policy of the Government of Nagaland. In a press note, Patton said the allegations that the government forcibly imposed 144 Cr.PC with the sole intention of launching the oil exploration, was far from the truth. “With due respects to the Lotha Hoho, when the landowners, namely, the villages of Champang and

Tssori, and the Lotha Lower Public Organisation, are willing to go ahead with the oil exploration and have already signed an MoU with the MOGPL, it may not be quite proper for the apex Lotha tribal body to go against the decision of the actual land owners,” Patton stated. He further said that the government was in no way trying its best, as alleged by some, to let the Lotha Hoho withdraw the PIL. O n M m h o n l u m o ’s sacking, Patton said he would be the last person to question the decision of the chief minister, saying it was the prerogative of the CM to induct or drop anyone from the ministry. In this regard, Patton said it would be very unfair if the dropping of MLA Mmhonlumo Kikon is taken on tribal lines, or made into a tribal issue. (Full text on p-6)

Naga civil society organizations oppose UCC NFHRCC frustrated at being ‘played around’ Staff Reporter

D I M A P U R , N OV 5 (NPN): Naga tribal bodies and civil society organizations Saturday said they strongly opposed against any attempt by the Central government to implement Uniform Civil Code (UCC) in Nagaland, stating that the law if enacted would have a serious effect on religious and customary law of the Nagas. At a meeting on public discourse on “uniform civil code”, organized by the Dimapur Bar Association (DBA) at Lotha Hoho Ki, the speakers from 14 Naga tribal bodies including Muslim Council Dimapur (MCD) voiced out in unison that they would not accept imposition of the UCC in Nagaland. However, in the event of any of any such law was introduced, the Naga civil society organisations

demanded that the Article 371(A), which provides special provision to the state and people, should be exempted. The organizations argued that implementation of UCC would infringe upon Article 371 (A) special provision granted to the state and the people. At the end of the meeting, the house resolved to entrust Nagaland Tribes Council (NTC) to write to Law Commission on the reason behind non-acceptance of UCC in the state. Union government has entrusted the Union Law Commission to examine the feasibility of UCC throughout the territories of India. The organizations included- NTC, Naga Council Dimapur, Naga Women Hoho Dimapur, Dimapur Naga Students Union, Dimapur District Concerned Citizen Forum, Dimapur District GB As-

sociation, Dimapur District Urban Chairmen Forum, Chumumkedima Area GB Association, Eastern Nagaland People Organization, Central Nagaland Tribes Council, Dimapur Tenyimia Union, Western Sumi Hoho, Dimapur Senior Citizen Forum and MCD. Till now, Nagaland Pradesh Congress Committee (NPCC) has protested on the implementation of UCC, stating that the law was not applicable and acceptable in Nagaland. It therefore, asked the Naga scholars and intellectuals to come forward and express their view on this issue. Further, the organizations contended that nobody can interfere in the religion and religious practices of any person, since India is a secular country and Nagas were protected under the said article. Since, the personal and

social life of the Naga people were mostly governed by “un-codified customary practices” and usages since time immemorial, the implementation of UCC will threaten the unity and diversity of the country, observed one of the speakers. Another speaker stated the UCC was impracticable mainly because of India’s religious diversity. The organizations also accused the BJP-led NDA government of trying to divide the country by imposition of UCC based on Hindu mythology. Earlier, before the discussion hour, NBA president, Tali Ao, spoke on topic “uniform civil code vis-à-vis Naga social customs and practices” while former president of NBA, NK Luikham, spoke on topic “constitutional implication on uniform civil code in the context of Nagaland state”.

D I M A P U R , N OV 5 (NPN): Nagaland Foot Hill Road Construction Committee (NFHRCC) on Saturday said they were frustrated at being “played around” by the chief minister of Nagaland T.R. Zeliang and minister of Roads and Bridges. NFHRCC said they have decided to approach the chief minister for “one last time” to discuss the assured funds which so far had not materialised. Construction of Naga Foothill road, as known as “the dream project” hit a roadblock in the last leg due to fund constraint. NFHRCC said it had exhausted all the viable means to complete the fresh cutting of the final eight kilometre road. The final leg of the project was estimated at a cost of Rs 11.5 crores and the committee had apprised the CM for

the same in the last working season which ended in the month of February 2016. In response, on February 11, 2016, CM assured the committee both in written and verbally that by any means he would provide the required fund to for the completion of the project whether it be from Special Planning Fund (SPF) or from the state fund. But till date, the committee officials said, no funds had been released. On the other hand, they said chief minister had also declined to meet its members on several occasions. Even the concerned minister had declined the fervent requests and appeals made by the committee. The minister in charge cited that he could allocate funds only after the approval of the chief minister but even after the committee presented the written

document (endorsed by the chief minister) no action was initiated, NFHRCC said. Therefore, left with no option and time running out as the road had to be completed in the current working season “by all means necessary”, the committee said it had entrusted the Eastern Naga People’s Organization (ENPO) to have “one last meeting” with the chief minister. Saturday’s meeting called by the Foot Hill road committee was attended by representative from all the ten apex tribal hohos including the office bearers of ENPO led by the president. The committee said it would request the chief minister to act upon his assurance or hand over the work to the committee so that the latter would mobilise funds to complete the final eight kilometres in the current working season.
