Have 50 days to turn them into banks and post offices,” Modi said in his address to the nation. “We talk about use of blackmoney in elections. We have to set the country free from corruption and blackmoney,” Modi asserted. Terrorism is a scourge that kills innocents. Where do these terrorists get money from? Our enemies across the border send in these counterfeit notes, Modi stated. Pointing out that issues like black money, corruption and terrorism have hurt India, Modi said: “Our enemies from across the border run their business with
counterfeit notes and it has been going on for years.” While making the announcement, he also assured that citizens’ money would be safe as they can deposit the notes in the bank before December 30, 2016. “People can deposit notes of Rs 1,000 and Rs 500 in their banks from November 10 till December 30, 2016,” said Moid. DDCC alleges discrepancies in e-roll DIMAPUR, NOV 8 (NPN): Dimapur District Congress Committee (DDCC) Tuesday demanded that the State Election Commission (SEC) to appoint authentic and genuine government enumerators, after it detected discrepancies in the recent enumeration exercise for preparation of electoral rolls for Dimapur Municipal Council election. In the event of failure by the commission, DDCC said it will have no alternative but to seek judicial intervention.
DDCC president Kughato S Aye and general secretary Khrozote Kapfo reminded SEC that entrusting GBs and chairmen of respective wards to identify voters would not be possible, since GBs and chairmen in some wards were affiliated to political parties or supporters of candidates. They also claimed that the total number of voters enrolled in the E-roll in 23 wards (102 polling booths) under DMC during 2004 was officially recorded

Mess in NPWD due to rampant appointments, says E-in-C Natso Correspondent
KOHIMA, NOV 8 (NPN): Engineer-in-Chief Nagaland PWD, Er. Khupi Natso blamed mindless appointments to unrecognized posts by the state government as being chiefly responsible for the mess in the department where out of 82 divisions created only 39 divisions were created with sanctioned posts till date. Addressing the annual general meeting of the Association of Engineers (AoE) at the NPWD conference hall, Tuesday Natso also said the department was working to rationalise NPWD man power and once approved, then the strength of required staff in every establishment could be assessed. He also pointed out that AoE had completed the drafting of “Subordinate Engineer’s Rule” and said once approved it would help to stabilize the human resource management and enable engineers to give more time on their profession. Natso admitted that 90% of the time of Engineer-in Chief was consumed by unproductive work such
as appointments without sanction which the government was also aware of. On the other hand, he lamented that there was no money for maintenance or even to purchase materials for putting some 1000 carpenters to work whereas, the government was paying salary of thousands and then blame engineers instead. Natso expressed optimism that once the government unveiled a policy of rationalizing the manpower and the subordinate rules, such random appointments can be normalized. He also urged engineers to dissuade from taking “current charge” and superseding the seniors as such practices only results in resentment among colleagues within the department. The Engineer-in-Chief also appealed to AoE to take up the matter for restoration of the powers of Engineer-in-chief since the state government had seized the powers in 2010 and reducing the post to a statues of a “glorified charge”. He said if seizure of powers was to check mismanagement of funds or
making excess appointments then the government ought to hold such an officer accountable instead of withdrawing the powers from the post. Natso said such an act was tantamount to an insult on the engineering fraternity that made them feel incapable of managing responsibilities. By seizing powers of the E-in-C, Natso said the state government completely reversed its own policy and only ensured continuation of the mess. Natso also spoke on the need to upgrade skills which was lacking in engineering management . He said engineers need to be equipped with the latest technology with newest system. C.E PWD (NH) Er. R. Temsutemjen said Nagaland has many potential in areas like tourism and small scales industries but could not move ahead because of the poor infrastructure such as roads. He said the government was blamed for various problems such as poor planning, funds etc but asked if engineers felt they were also partly to be blamed?. (Cont’d on p-7)
Rüzhükhrie Govt. HSS celebrates 75 years ernment Higher Secondary School (RGHSS), under the theme “Igniting the sparks of change”, the minister said, that the policies included upgrading government middle schools to high schools, basic infrastructures and employing more teachers. However, the minister was of the view that apart
from these facilities, education should be affordable to every common man at every level so that the society could progress. He fur ther lauded RGHSS for the milestone and said that the next step of the school should be focused on providing quality education. Yitachu also said that
due to “tough and stubbornness” of the Nagas, it took many decades for the Christian missionary to establish schools in the state. But, RGHSS was also one among the oldest school in the state to have completed 75th years which needed to be complimented, he added. (Cont’d on p-7)

They alleged that he had entered the MoU without giving any respect to the members of the Academic Council. “Within such a short period of assumption of office as the vice chancellor of the Manipur University, we are invariably pained by your audacity to compromise with the sanctity and dignity of the Academic Council, a statutory body of the University,” they wrote in the resignation letter. It added, “This is fully reflected in your unilateral reversal of a resolution of the Academic Council which was adopted on October 8, 2016 relating to admissions.” The letter further asserted that the vice-chancellor has no moral authority to continue as chairman of the Academic Council as the agreement he has reached with the student bodies totally contradicted with the resolution of the council.

M’laya CM misleading people ULFA (I) opposes allotment of land to Patanjali in Assam on central funds: Bhagat S hillon g, N ov 8 : Union Minister of State for Agriculture and Farmer’s Welfare Susharshan Bhagat on Tuesday accused Meghalaya Chief Minister Mukul Sangma of misleading the people of on allocation of funds by the Centre. “The Chief Minister is misleading the people. The Centre has allocated sufficient funds to the state but the state have not been able to utilise even funds of Rs .212 crore which was earmarked under the Mission for Integrated Development of Horticulture,” Bhagat told journalists. The Union Minister said that the
ruling Congress-led government has been able utilised only 50 percent of the Rs. 212 crore sanctioned for Meghalaya for the last four years. Moreover, he said that the Meghalaya government has even failed to utilise the artificial insemination scheme of Rs 1.63 crore. “How can the Chief Minister say that (non-allocation of central funds) but when the state government did not submit utilisation certificate? If the state submits the utilisation certificate the centre will provide more funds since there is no dearth of funds to help the farming community,” Bhagat said.

Pollution menace: SC deadline to Centre
Foreign funding law used to harass NGOs: Rights groups New Delhi/Bengaluru, Nov 8 (IANS): The Indian government refusal to renew foreign funding licenses of 25 NGOs without valid reasons violates their rights to freedom of expression and association, Amnesty International India and Human Rights Watch said on Tuesday. Media reports on November 5 quoted unnamed Home Ministry officials as saying that the NGOs were denied permission under the Foreign Contribution Regulation Act (FCRA), which regulates foreign funding for NGOs. This was done as their activities were said to be not in the “national interest”. While the government has not published the list of affected groups, it appears to include several human rights organizations, Amnesty and Human Rights Watch said in a joint statement. “The ability to access foreign funding is integral to the rights to free association and expression, which can only be restricted under narrowly specified grounds,” said Aakar Patel, Executive Director at Amnesty Inter-
national India. “The Home Ministry’s decision to prevent NGOs from receiving foreign funding without sound justification is mystifying. The ministry has an obligation to show how these restrictions are necessary and proportionate,” Patel said. On October 29, the Centre for Promotion of Social Concerns, an Indian human rights body better known by its programme unit People’s Watch, said its request for renewal of its foreign funding license under the FCRA had been denied. On October 21, the Home Ministry also denied a request from the Indian Social Action Forum (INSAF), a network of NGOs and people’s movements, for renewal of its FCRA license without providing any reasons. On October 28, the Home Ministry sent a oneline email to the Sanchal Foundation, of which the NGO Hazards Centre is a unit, stating that their application for renewal had been denied “on the basis of field agency report”.
During the 30-minute long hearing, the bench sought to know from Solicitor General Ranjit Kumar, representing the Centre, about the policy to deal with the rising pollution
time from the court to seek instructions from the Centre in the matter. Meanwhile, Delhi government informed the court that it has so far acquired six vacuum cleaning vehicles and two have been already made functional. At the outset, Aparajita Singh, who along with senior advocate Harish Salve have been appointed as amicus curiae in the matter, apprised the court about the prevailing situation in Delhi and NCR and referred to the report filed by the apex court-appointed committee, Environmental Pollution (Prevention and Control) Authority (PEA). Sunita Narain of EPCA also termed the situation as a case of “public health emergency” and said it required close monitoring to ensure “stringent” enforcement of earlier directions of the Supreme Court.
SC reminds press of responsibility
New Delhi, Nov 8 (PTI): Press has a responsibility towards the nation and it cannot just shy away from accountability, the Supreme Court today said after Uttar Pradesh minister Azam Khan denied having made any remark about the sensational Bulandshahr gangrape case which were widely reported. “Several newspapers and news channels have reported the Press Conference of the minister in which the statements were made. But how can we find out if the facts are disputed? “Press has responsibilities towards the nation. In a contentious matter, it can’t just wash its hands off,” a bench of Justices Dipak Misra and Amitava Roy observed as Khan denied making any such statement.
The court directed Khan to file a counter affidavit stating his stand on the plea by November 17 after senior advocate Kapil Sibal, appearing for the UP minister, denied having made any remarks with regard to the gruesome gangrape incident or the investigation. The bench observed that “it is a democratic principal that a public servant should not comment on the investigation of crime, if it is not related to him”. Noted jurist and amicus curiae Fali S Nariman said if the court wants to know about the statements of minister reported in media, it can issue notice to all the seven channels and the newspapers. The brutal incident had happened on the night of July 29 when a group of
highway robbers stopped the car of a Noida- based family and sexually assaulted a woman and her daughter after dragging them out of the vehicle at gun-point. The apex court had on August 29 taken note of the controversial remarks of Khan that the gangrape case was a “political conspiracy”. The court said “had it been another matter where a statement is made against an individual, then he has a remedy like filing a defamation suit or case against the individual who has made the remarks. “When a rape victim faces such statements, if true, then she can individually invoke article 32 (remedies for enforcement of rights) of the Constitution.”

There should be a policy with regard to steps to be taken at every stage such as at level one, particular decisions would be taken and at level two, odd-even scheme would be implemented and at level three, schools would be closed, the bench suggested while giving illustrations on possible graded responses to emerging situations. The Solicitor General said unregulated “commercialisation” and “industrialisation” of Delhi was one of the reasons for the present situation. “In last 60 years, Delhi has grown in such a manner where there has been unregulated urbanisation. New Delhi, Nov 8 (PTI): Taking note of the enormity of alarming rise in pollution levels, Supreme Court Tuesday asked the Centre to respond within 48 hours and give details about its policy or a “disaster management plan” to deal with the prevailing situation in the national capital region. The court also considered the submission on alleged differences among various authorities and between Centre and the Delhi government and asked them to devise a “common minimum programme” at least for taking steps to deal with the pollution menace. “We want to know whether you (Centre) have any disaster management plan. Do you have a policy which deals with graded responses to the situation and provides what action would be taken at which stage?

Patients at risk
espite giant strides in medicine and technology, when patients expect proper diagnosis and treatment, cases of medical negligence continues to be reported at various parts of the country. Medical negligence can happen when patients who ought to have been on the road to recovery on being treated, instead find their conditions worsening and in some cases, eventually die then it raises serious issues about the quality of medical doctors in the country. The case also opens debate on many such cases where patients died as a result of wrong treatment. The supreme court had in a particular case, ordered huge compensation to the husband whose wife died due to medical negligence. The judgement was described as a watershed in medical jurisprudence because it not only put the onus on the doctors for the patients’ treatment but also laid down ground rules on the basis of its judicial pronouncements over the years. According to the case report, doctors did not strictly follow the urrent practices regarding infrastructure, sterility and hygiene. It is accepted that doctors must also ensure that no prescription is given to a patient without actual and proper examination. Further, doctors are not expected to proceed with treatment based on initial conclusion but are to undertake a series of clinical or laboratory tests before arriving at a correct diagnosis. Doctors are also not to experiment with treatment unless it is based on sound evidence and deemed necessary and even then only after obtaining the patient’s written consent. Lives of patients are in the hands of doctors and a great deal of responsibility is called for while undertaking various tests to arrive at a logical diagnosis. In a number of cases, doctors practically jump to conclusions with diagnosis that are also largely fuelled by the patient’s version of his or her symptoms. The apex court not only adjudicated on how to determine criminal negligence on the part of a doctor or a group of doctors in the event of a patient’s death but also imposed greater responsibility on them on the universal treatment protocol. It has also reinforced a patient’s right to know the line of treatment being followed by doctors, including the risks involved in the treatment. It is time that the medical fraternity itself take a very serious view of such complaints so that negligence and carelessness among some of them is reduced .This will greatly help in tightening the medical care system so that the lives of patients are not put at high risk due to lack of accountability. Medical profession is governed by code of medical ethics and etiquettes laid down by Medical Council of India. Although they are for internal self regulations of the profession, it is an obligation on the part of the professionals to fulfill certain rights, expectations of the patients. A professional should not lag behind other members of his profession in knowledge of new advances. He should be alert to the hazard and risk in any professional task he undertakes. In the ultimate analysis, it is not academic excellence but simple competence that makes the difference between care and negligence. And perhaps this is where the issue remains.
DailyDevotion The Unrivaled Power of Prayer We do not know what we should pray for as we ought, but the Spirit Himself makes intercession for us with groanings which cannot be uttered. —Romans 8:26 We realize that we are energized by the Holy Spirit for prayer; and we know what it is to pray in accordance with the Spirit; but we don’t often realize that the Holy Spirit Himself prays prayers in us which we cannot utter ourselves. When we are born again of God and are indwelt by the Spirit of God, He expresses for us the unutterable. “He,” the Holy Spirit in you, “makes intercession for the saints according to the will of God” (Romans 8:27). And God searches your heart, not to know what your conscious prayers are, but to find out what the prayer of the Holy Spirit is. The Spirit of God uses the nature of the believer as a temple in which to offer His prayers of intercession. “… your body is the temple of the Holy Spirit…” (1 Corinthians 6:19). When Jesus Christ cleansed the temple, “… He would not allow anyone to carry wares through the temple” (Mark 11:16). The Spirit of God will not allow you to use your body for your own convenience. Jesus ruthlessly cast out everyone who bought and sold in the temple, and said, “My house shall be called a house of prayer…. But you have made it a ‘den of thieves’ ” (Mark 11:17). Have we come to realize that our “body is the temple of the Holy Spirit”? If so, we must be careful to keep it undefiled for Him. We have to remember that our conscious life, even though only a small part of our total person, is to be regarded by us as a “temple of the Holy Spirit.” He will be responsible for the unconscious part which we don’t know, but we must pay careful attention to and guard the conscious part for which we are responsible.

ynastic politics in India has become systemic phenomenon. 21 per cent of the MPs in the new parliament have a dynastic background down from 29 per cent in the last parliament. But according to a Survey of the Hindu Newspaper 130 MPs in the current parliament have a dynastic background i.e. a quarter of the total seats. It is quite clear that India’s politics is remarkably dynastic. Dynasties come from across regions and social categories. The northern states have a somewhat larger proportion of members with family ties, the western and southern states are close to the average and the eastern and north eastern states are somewhat below average. So, all regions produce a significant proportion of parliamentarians with dynastic ties. Similarly, All social categories are associated with significant proportions of such parliamentarians some to a greater degree than others. There are many political dynasties flourishing in the country; From Nehru to the Badals in Punjab, to the Yadavs in Uttar Pradesh, to the Lalu in Bihar, to the Thackeryas in Maharashtra. The fact is, dynasties are found in virtually all parties, regions and social groups. The Chavans of Nanded, Reddys of Kadapa, Dhumals of Hamirpur, Gogois of Kaliabor, the Karunanidhi clan in Tamil Nadu, Sinhas of Hazaribagh, Jamirs of Nagaland and even in West Bengal, with Mamata Banerjee’s nephew Abhishek being primed as her successor. Normally, dynastic politics are usually thought of as the antithesis of democratic poli-
T
tics and people decry political dynasties as the vane of the democracy. People always like anti-dynastic politics but vote in favour of it. Now question arises “Is dynasty always negative force? Not at all. There is evidence that the political dynasties have helped deepen democracy in India. Dynastic politics has also had an inclusive effect. The democratic dynasties have provided for representation for members of social categories that do not find space through normal channels- women, Muslims, backward castes, Dalits and tribals. Of these, only Dalits and tribals have seats reserved for them. The founders of Indian political dynasties “belong not to an old pre-democratic ruling class, but a new elite created through the democratic process. These dynasties, as the Yadavs of Uttar Pradesh and Chavans of Maharashtra exemplify, have several family members active in politics from the panchayat to national level and have strong local roots Political dynasties are unique to India and that this has something to do with the strong family traditions of the country as opposed to the nuclear families of the West. There is enough evidence that shows the presence of dynasties, in one form or the other, in most democracies, including western democracies. Weak inner-party democracy and the large returns associated with state offices are reasons widely recognised for encouraging the emergence of dynastic politics i India. There is little difference between constituencies
that elect dynastic and nondynastic politicians but MPs from erstwhile royal families are more likely to be elected from constituencies that are rural, poorer and with fewer literate voters. Dynastic politics has helped increase women representation in Indian politics. Forward castes are the larger beneficiaries of dynastic politics. Backward caste leaderships also favour forward castes in giving election tickets as they are unlikely to challenge them for control over the party. The recent trends of Indian politics have shown that political parties with non-dynastic leaderships are not necessarily more democratic. The “Supremo” model of leadership with no inner party democracy has come to afflict parties with non-dynastic leaders such as Mamata Banerjee’s Trinmool Congress, Arvind Kejriwalled Aam Aadmi Party, Nitish Kumar’s Janata Dal (United) and most of all, the Modi-Amit Shah-run BJP. Recent political events in Bihar and Tamil Nadu show how important settling the succession battle can be for political parties to survive. Last year, Rashtriya Janata Dal chief Lalu Prasad effected a smooth dynastic transition in his party by having two of his sons appointed ministers in the Nitish Kumar government. Dravida Munnetra Kazghagam chief M Karunanidhi wasted little time in appointing M.K. Stalin as his successor. The above analysis shows that in India dynastic politics have been positive force. he impact of our dietary choices on the global phosphorus footprint shouldn’t be neglected, recent research shows. A shift towards a plant-based diet may be an undervalued solution toward decreasing our environmental impact and attaining phosphorus sustainability, suggest researchers. The impact of our dietary choices on the global phosphorus footprint shouldn’t be neglected, recent research in Frontiers in Nutrition shows. A shift towards a plant-based diet may be an undervalued solution toward decreasing our environmental impact and attaining phosphorus sustainability. Phosphorus is an element essential for all living beings and is thus critical in food production. Mined phosphate rock is a nonrenewable global resource that is nowadays becoming increasingly scarce which poses a severe problem to the farming industry: it needs phosphorus in the form of fertilizers to sustain crop productivity. Crops have two entries into the human food chain: direct consumption or indirect consumption by rearing animals which can be converted to human food. Different food types therefore require different amounts of phosphorus in their production. One kg of phosphorus can for example be used to either produce 3333 kg of starch roots (e.g. potatoes) or 16 kg of beef. The loss of phosphorus to waterways, whether from agricultural fields through runoff or urban sewage through human excreta, can cause severe water quality degradation. This leads to eutrophication, harmful algal blooms, and impairment of our drinking water, recreational areas, and fisheries. As the human population increases, our long-term food security and water quality are therefore threatened by the increased demand for phosphorus fertilizers. Dr. Gen-
eviève Metson and her colleagues consequently investigated whether a change in human diet could be a potential important intervention method. What would the effect be of Australian city residents shifting their diet towards a plant-based diet? Their modelling efforts focused around calculating the phosphorus footprint, which is the amount of phosphorus mined to support one’s diet. Using food intake data from the 2011 National Nutrition Survey, they calculated the citizens’ total consumption of different food groups and their associated average phosphorus fertilizer required to produce these foods. To estimate the effect of a switch to a plant-based diet, they converted the meat, dairy, eggs, and seafood food groups to pulses (i.e. beans or legumes). Their calculations showed that a shift towards a plant-based diet would lead to a small increase of 8% in phosphorus excreted by the city residents. A big effect, on the other hand, was found when looking at the change in the residents’ phosphorus footprint: a decrease of 72%. The scientists therefore concluded that changing towards a plant-based diet is of significant effect for reducing mined phosphorus, and of relative insignificance for changing the phosphorus content of excreta. Diet choices are thus important in how much impact humans have on their environment. Dr. Metson explains: “The most unexpected result was just how big of an impact diet changes can have on phosphorus fertilizer requirements, and that if you are only considering phosphorus reuse as a management strategy, you could miss diet as being an important part of planning for a sustainable food system.” Source: Frontiers
NGBF on women’s reservation controversy
he Nagaland GB Federation would like to reiterate on the women’s position in Naga society reflecting on women’s reservation controversy. Unlike other states in India, where women folk are subjected to discriminations, like Sati system, dowry, Pardha system, caste system etc. The Naga society has a different story to tell. The NGBF takes this privilege to elaborate based on customary law and Traditional usages in regard to women’s Rights in Naga Society. Nagaland is the land of many tribes and each tribe practices their own Customs & Traditions brought down from their ancestors as customary law. There is no such Common Customary Law for all tribes in Nagaland but the Customary Laws of every tribe is brought under the name and style as “Naga customary law”. Nagas in the early period There was no paramount power and each village was the state by itself. Each village has its own land and forest, every village had its own governing system, some were democratic set up and some had hereditary set up. This system of governance was run by the Village Chiefs known as Angh in Konyak, Kukami in Sumi, Ekhun in Lotha, Pehumia in Angami, Putumenden in Ao, Kilongtsur in Yimchunger, Mewoh in Chakhasang, Abotonger in Sangtam, Chingkhu/Pai in Zealang etc... However the system of governance was for the welfare and protection of its citizen based on their respective custom and tradition. There was also divisions of work among themselves in administration, rituals etc. Every individual in the village had their rightful place in
the society. There were no use of autocratic power but all the important matters are discussed in open court where views are exchanged, for the best solution. It is therefore, Naga Customary Laws has been preserved and considers it as SACRED by every Naga. The only means of Education system in those days were- separate morungs (Apuki in Sumi, Kichuki in Angami, Ariji in Ao etc..) were built for young boys and girls where customs and traditions, culture, usages, art of war, art of agriculture, folk songs, folk tales, weaving, handicrafts, embroidery, designing ornaments, discipline, traditional games and spor ts etc... were taught accordingly. Agriculture was the main source of livelihood and for the expansion of their Agricultural and Hunting territories; one village would wage war against another in which physical confrontations, head hunting, disputes, and violence were the main tasks for the man to accomplish while women and children were preserved in the village to be protected with utmost care and love. Basing on all this ground realities (war, physical confrontations, disputes, conflicts, violence etc.), women are debarred in the decision making. As such, the land in Naga society became very important part of life and non-transferable. Hence, women folks were and are always debarred in property inheritance-ship because women always becomes the clan of her husband after the marriage in Naga customs. In respect of Dowry system in Naga society, it is very different because women in our society were and are always considered
as the most precious and valued. The Dowry system in our Naga society is to challenge the proof of innocence and virginity. In other case, it is also to obtain the assurance of the economic stability of the Son-in-Law for the secured future of our Daughters. Therefore, unlike other society, women have always considered as Priced Possession in our Naga Custom. Later period Nagas met British during 1832, when British expedition crossed the Angami country. During the British rule i.e. 115 yrs in Naga Hills, the British Sarkari were quite amazed by the unique customs & traditions of Nagas, they encouraged Nagas by opening the first institution called G.B(Gaon Buras/VillageChiefs who were also known as the Grand Old Man of the Village as Guardians of Naga Customary Laws. Later, the Constitution of India recognized the Naga Customary law in Art.371(A). As per the Naga Customary Law Perspective on topic, pledge for parity in Naga society. We can’t deny that the role of men is more than women in every walk of life during the early period. But there is no doubt that women were loved, cared and protected. In our Naga Customs and Traditions, women and children were and are always loved, cared and protected. Privileges are always given first to women folks in the Naga society. Women form a very vital part of the Naga society. Today we see Naga women contributing to the revitalization of the vanishing Customary Laws and Traditions by continuous use of traditional attires, traditional folk songs and dance etc... This
is highly acknowledgeable and should be appreciated. Women’s role has more affinity to Social Cultural activities and at the same time, their intervention is always looked on in a positive aspect. The responsibilities and patterns of lives of Naga women, with more focus on family, make it impossible for many to take part in other external affairs because women are usually expected to take care of the household and related responsibilities by nature yet Naga women has always been considered as the best Advisor, Secretary,
Hostess, Nurse etc.... and are the most important key in the Economic growth in the Naga family life. Conclusion: Since the time immemorial, the classification of work and responsibilities between man and woman had been clearly distinguished by nature which had been practiced till date. There had been no confusion but it clearly identifies man with external affairs while woman with household responsibilities. No Social Evil against women and children had been seen or prevailed in our Naga society yet if there seems
any obstacles for the betterment, matters should be discussed from the Grass root level to the State, Individual Household to the Apex Tribal Hohos for the best solution as ever been practiced in our Tradition. Lastly, as a GB and the custodian of Naga Customary Law, I on behalf of the Nagaland GB’s federation would like to urge all the Naga people to uphold our Customs and traditions as it is our only identity as Naga people. NGBF president Shaleem Konyak and general secretary, Shikuto Zalipu

Violating sanctity of the church Sir,
Since the Indo-Naga crisis of the 1950s, desecration of Churches has been a feature of the atrocities the Indian Army has carried out against the Nagas. The recent quagmire involving the so called “friends of the hill people” and the peace loving denizens of Mekokla where the community’s Church was desecrated by the 28AR paints the very true nature and intend of the Assam Rifles. One cannot comprehend the extent of perversion and debasement the Assam Rifles have meted out on the innocent people with such an outrage. Such terrible desecration of a holy place by the Assam Rifles is an attack on the very fabric of life in our country. The forced occupation of a place of worship is tantamount to trampling of the very basic nature of what makes us human. One’s belief in a certain set of ideals and principles guided by morality is what draws the line between us humans and the animals in the wilderness; the AR’s defilement of places of worship makes them no less than a beast in the wild. There is something particularly shocking about these violent attacks on religious sites; Does the commander of the 28AR not know that freedom of worship is a universal right that is protected in most international treaties and country constitutions. Even states that are defined by their prevailing religion tend to view the holy sites of other faiths as holy and worthy of protection. The state of Nagaland and of India is no different: there is unequivocal legislation that prohibits vandalising religious sites. Nagaland, where majority of the people are Christians, forced occupation of a Church with arms against the will of the people is an act of singular profanity aimed at disrupting a community of believers and the spiritual rhythm of their lives. My Fellow Naga Brothers and sisters this recent attack on places of worship should be seen as an insult perpetrated not only against the Lothas but should be viewed within the context of wider violence against each and every Naga individual and property. The desecration of holy spaces is an attack on the symbolic meaning of the place: and to wantonly violate the sanctity of the church is to attack the Nagas symbol of unity, of its relations to God, itself and its neighbours, and of its history, its present and its future. PM reviews security situation with Chiefs of Armed forces

during the briefing. During the meeting, the Prime Minister is understood to have taken stock of the situation along the Line of Control (LoC) and International Border where Pakistan has been regularly shelling military posts as well as civilian areas. Army Chief Gen Dal-
bir Singh Suhag is believed to have briefed Modi on the situation and how the forces are handling the Pakistani provocation. S i g n i f i c a n t ly, t h e meeting came on a day when one more jawan was killed in Pakistani shelling in Jammu and Kashmir. The meeting assumes significance in light of
the repeated ceasefire violations committed by Pakistani troops. Close to ten jawans were killed in unprovoked firing and heavy mortar shelling by Pakistani Rangers. Civilian casualties were also high in villages bordering Line of Control. Ever since the Indian Army ventured 2 kilometers deep into Pakistanoccupied-Kashmir to neutralise terrorist launch pads, Pakistan has been targeting security outposts along LoC. The Army has so far has given a befitting reply to the ceasefire violations, destroying several outposts and killing Pakistani troops. In the weeks following the surgical strikes, Paksitan has committed upto 120 ceasefire violations. Villages adjoining the Pakistan border — in Punjab and Jammu-Kashmir — have been evacuated to minimise civilian casualties and schools shut down.

He also pointed out that there were more than 11,000 kms road in the state but hardly 100/200 kilometers were pliable while buildings constructed were of very poor quality. As responsible officers and being the backbone of the department, he said engineers should take up responsibilities with devotion and commitment and also urged upon engineers how they can help, improve the department and be the tool of change for the uplift of citizens. C.E PWD (R&B) Er. K. Rhetso reminded engineers that they were the servants of state government and the public and so should abide by their commitment to serve people and the government. Rhetso also pointed out that issues like casual or earned leave and promotions depend on government and appealed to the members to discharge assignments as assigned and not behave like masters or leaders. The programme was chaired by vice president AoE NPWD Er. Imnameren.

Also talking about development, Verma said, “the agenda of NCP is always development of the state and its people”. The present NPF led DAN government has been in power for three consecutive terms but development in the state was negligible and it has also completely ignored basic necessities like road, water, electricity to the people, said Verma. “The roads are horrible. Mumbai, Nov 8 (PTI): Singaporean brokerage DBS today said the Reserve Bank is unlikely to cut rates further due to factors like the US Fed’s likely tightening in December and the progress on Brexit. It said the 0.25 per cent cut by RBI in October was a “pre-emptive” one and the central bank will not go in for another cut despite a likelihood of inflation coming to under 4 per cent levels in November. “Further easing is not our base case as yet given the likelihood of external uncertainties, particularly the Fed in December and Brexit in the first quarter of next year,” it said in a note. Interestingly, most of the analysts have been saying Gover nor Ur jit Patel-led Monetary Policy Committee will go in for another cut at the next review on December 6 while some have also been building a case of two more cuts.

New Delhi, Nov 8 (IANS): India’s demand for gold in the third quarter (July-September) dropped by 28 per cent to 194.8 tonnes, the World Gold Council said in its report on Tuesday. The Indian demand was around 271.1 tonnes during the corresponding quarter in 2015. In terms of value, India’s Q3 2016 gold demand was Rs 55,970 crore, a drop of 12 per cent compared to the similar quarter in 2015 when it stood at Rs 63,660 crore. “While an elevated price level was an obvious factor for the drop in volume, other issues appear to have had an impact on demand -- such as the trade strike following the introduction of excise duty, the regulation on PAN card for purchases above Rs 2 lakh and the subdued sentiment on gold buying when the income disclosure scheme was running,” said Somasundaram PR, Managing Director, India, World Gold Council.
Seven decades after independence, India’s voice is increasingly getting noticed in the world, he said. “Therefore to reform more, to open more, to attract more investment, to expand more in manufacturing, (we need) to fill up the infrastructure deficit faster than what we have been doing,” he said. As the USD 2.2 trillion Indian economy expands, it is “least influenced” by voices of protectionism,

The Finance Minister further said that after deciding to quit the European Union, Britain is looking outside Europe and sees countries like India as one of its great future partners in trade and business. Jaitley said India has been trying to expand in the infrastructure area in a big way in past few years. “ We h ave o n e o f the fastest highway and rural road construction programmes. We have a programme to upgrade 400 railway stations, create more airports and seaports, smart cities and these are all areas where we need a lot of investment,” he said. India, he said, is seeking a lot of investment in these infrastructure areas. “And therefore we have liberalised our policies, created more instruments of investments”.

he said. “Normally it is the least developed and developing economies which have a tendency to cry for protectionism and that is a voice that’s almost not heard in India,” the FM said. “We are looking to open out and that’s the being the direction of our economy,” he added. Jaitley said many opportunities have been wasted in past and an aspirational nation doesn’t want to let go off any now. “If we look at the areas where we have growth potential I think one obvious area is manufacturing. The share of manufacturing has to increase from the present 15 per cent to 25 per cent level and that’s where we will realise we are creating far more jobs and expanding far better,” he said. New Delhi, Nov 8 (PTI): Prioritising the need to open up economy further, Finance Minister Arun Jaitley today said the Centre will step up on reforms to attract more investment and fill up infrastructure deficit, even as he asserted there is a “great amount of impatience” on the growth front. Speaking at the IndiaUK Tech Summit here, he said unlike developing economies, voices seeking protectionism are almost absent as the economy expands. “I think one of the great strengths of the Indian economy is that even though we are growing at the fastest rate than any major economy, but by our own standard we are still not satisfied. There is a great amount of impatience in India and a far greater amount of realisation that we can grow even faster,” he said.

America votes for new president
Washington, NOV 8 (Agencies): Americans are choosing a new president after one of the most rancorous election campaigns the country has seen. Voting got under way in earnest on the East Coast from 06:00 EST (11:00 GMT), though some villages in New Hampshire had already polled. Hillary Clinton and D o n a l d Tr u m p c r i s s crossed America in a hectic last-minute campaign push for votes. Results begin emerging late on Tuesday night, from 04:00 GMT on Wednesday. Both candidates have held rallies in the battleground states of North Carolina, Pennsylvania and Michigan. Clinton urged voters to back a “hopeful, inclusive, big-hearted America” while Trump told supporters they had a “magnificent chance to beat the corrupt system”. Polls give Democrat Clinton a four-point lead over Republican Trump. A record number of Americans - more than 46 million - have voted early by post or at polling stations.
Hillary Clinton and Donald Trump
There are signs of a high turnout among Hispanic voters, which is believed to favour Clinton. The rivals held the final rallies of their campaigns after midnight Trump in Grand Rapids, Michigan, and Clinton in Raleigh, North Carolina. “Today the American working class is going to strike back, finally,” said Trump, pledging to reverse job losses. Earlier, in New Hampshire, he told supporters: “We are just one day away from the change you’ve been waiting for all your life. “Together we will make America wealthy again, we will make America strong again, we will make America safe again and we will make America great again.”
Clinton told her audience that they did not “have to accept a dark and divisive vision of America”. She looked forward to “a fairer, stronger, better America. An America where we build bridges, not walls. And where we prove conclusively that love trumps hate”. Election day follows a bitter campaign during which the candidates have traded insults and become mired in a series of scandals. At a star-studded event in Philadelphia, Pennsylvania, Clinton was joined on stage by celebrities Bruce Springsteen and Jon Bon Jovi as well as her husband Bill, President Obama and his wife Michelle. Earlier Clinton said in a radio interview that if she won she would call Trump
“constructive role” in helping to bring the country together. At his rally in Scranton in the same state, Trump insisted the momentum was with his campaign. The businessman described Clinton as the “most corrupt person ever to seek the presidency”, referring to an FBI investigation into Clinton’s use of a private email server while she was serving as secretary of state between 2009 and 2013. On Sunday Clinton’s campaign received a boost when the FBI said newly discovered emails sent by an aide showed no evidence of criminality. Election day voting began just after midnight in the small New Hampshire village of Dixville Notch, where seven votes were cast - four for Clinton, two for Trump and one for the libertarian Gary Johnson. Results are expected sometime after 23:00 EST (04:00 GMT on Wednesday) once voting ends on the West Coast. State projections will not be available until polling ends - in most states between 19:00 EST (24:00 GMT) and 20:00 EST (01:00 GMT).
New York, Nov 8 (IANS): Increase in air pollution in the regions near the equator has led to the formation of more total ozone worldwide, compared to the amount of pollution being emitted, researchers have found. “Emissions are growing in places where there is a much greater effect on the formation of ozone,” said lead researcher Jason West, Associate Professor at University of North Carolina. The reason is that ozone, a greenhouse gas and toxic air pollutant, is not emitted but forms when ultraviolet light hits nitrogen oxides (basically combustion exhaust from cars and other sources). When these pollutants interact with more intense sunlight and higher temperatures, the interplay speeds up the chemical reactions that form ozone. Higher temperatures near the equator also increase the vertical motion of air, transporting ozone-forming chemicals higher in the troposphere, where they can live longer and form more ozone, the researchers said.
We are talking about war, not charity: Assad Da m u s c u s, NOV 8 (Agencies): President Bashar al-Assad laughed and said he sleeps fine when he was asked during an interview about all the children killed every day in Syria. Assad also said the deaths of hundreds of thousands of civilians is “the fault of terrorists” and said “we are talking about war, not charity”. During an interview with The Sunday Times, Assad was asked if he sleeps at night with all the children being killed in Aleppo and other parts of Syria. He reportedly laughed and replied: “I know the meaning of that question. I sleep regular, I sleep and work and eat normal and do sports.” He also shrugged when asked how he felt about all the killing. “It’s the fault of terrorists and we are talking about war, not charity” he said. “In war you always have innocents hurt or killed. What do you do? You do your best. Terrorists are still in Aleppo and use civilians as human shields.” He added: “We can’t just stand still and say, ‘Don’t destroy the city’. More important than the city are the people, so we have to do the best for them.” During the interview, Assad also
Bashar al-Assad
repeated his claim the Nobel Peace Prize-nominated White Helmets manipulate and forge photos of dead children. He previously said the photo of an injured fiveyear-old boy taken in the aftermath of an air strike was faked. The picture of Omran Daqneesh became a haunting reminder of civilian suffering in Aleppo. “Demonisation has reached its peak,” Assad added. He claimed Syrians only have a choice between him and Islamist extremists. Speaking of himself in the third person, he suggested the West would be forced to accept him: “This is a dictator, this is killing his people, dropping barrel bombs... there’s nothing more they can say about me.”

C a n b e r r a , N ov 8 (IANS): Automatic selfdriving cars could be used as dangerous weapons of terrorism, the Australian authorities have warned. Ramzi Jabbour, deputy commissioner of the Australian Federal Police (AFP), warned that the cars, being developed by companies such as Google and Tesla, could be easily exploited by criminals and terrorists to wreak havoc, Xinhua news

Police fear that terrorists could acquire a driverless vehicle, pack it with explosives then remotely drive it towards a specific target and detonate the explosives from the other side of the world. “While advances in

Park’s decision, which came during a meeting Tuesday with National Assembly Speaker Chung Sye-kyun, means that the liberal candidate for prime minister who she nominated last week as a way to settle growing anger will apparently be replaced. But opposition and ruling party lawmakers must first agree on someone else.

Rakhine State, NOV 8 (Agencies): As the sun creeps towards its midday peak, Soe Myat Naing’s house grows insufferably hot. Despite the stifling air, he dare not leave the safety of his oven walls and sits with unease, waiting for his cue to flee. “We have to run away from our village when the military comes, they threaten the men so we have to run and leave the women. When we are not in the villages they go into our houses and take our possessions” he says. Three days ago the Myanmar army raided the village of Nga Sar Kyu in northern Rakhine state where Soe Myat Naing lives with his family. They stole his solar panels, but did not stop at this. “They arrested 30 women and raped 19, including my younger sister who is 23 years old. She cannot walk,” he says. “The situation is getting worse every day.” The Myanmar military have been conducting a brutal operation in northern Rakhine for the past month and stand accused of a litany of human rights abuses against the local Rohingya population, which include extrajudicial killing, sexual assault and arson. The government has denied abuses by troops. The operation was launched in response to a series of coordinated attacks on three border guard posts in Maungdaw township in early October, which left nine police officers dead.
