Cabinet to discuss women quota in ULBs: Rio

KOHIMA, MAR 2 (NPN): Nagaland chief minister Neiphiu Rio on Wednesday said that the state cabinet will take up for discussion the matter concerning women reservation in Urban Local Bodies (ULBs) soon. Informing that the recommendations of the committee constituted on women reservation, headed by chief secretary J Alam, had already submitted its report Rio said the matter will be taken up in the next cabinet meeting. Speaking at the inauguration of a new office building of the Directorate of Municipal Affairs here on Wednesday, Rio asserted that the implementation of the 74th Amendment was a constitutional necessity and that women reservation and taxation in Urban Local Bodies (ULBs) cannot be exempted. He cautioned that unless civic facilities were improved in urban areas,

Awareness programmmes at MGM college, Northfield school

DIMAPUR: District Level Committee for New India @ 75 activities concluded the third phase of New India @75 awareness on HIV, TB, and blood donation with students of Northfield School, Kohima, in the auditorium of the school on March 1. According to a DIPR report, district TB officer Kohima, Dr. Akaba Jamir informed the students that TB was an infectious disease caused by mycobacterium tuberculosis mostly affecting the lung. He said that the disease could affect other organs spreading through air, cough, spit and sneeze which could cause high health risks to the patients with HIV, diabetes, malnutrition and substance abuse. He informed that in order to eliminate TB by 2025 the prime minister launched the programme “TB Mukh Bharat Abhiyaan” and that various activities were carried out such as “TB Hareega Desh Jeetaga Campaign” which was launched by minister of Health and Family Welfare in 2019. While interacting with the participants at the programme, district program officer, DAPCU, Sentimongla Tzudir said that any person could get tested for HIV which was free of cost in a government health setting at public health care facilities, integrated counseling and testing centers (ICTCs), NHAK, PHCs and CHCs, etc., in the district. Catholics observe ‘Ash Wednesday’

DIMAPUR: Catholic Churches on Wednesday began “40 days” of lent with the observance of Ash Wednesday (dies cinerum). A press release from Diocese of Kohima informed that the celebration in Mary Help of Christian Cathedral was officiated by Most Rev. Dr. James Thoppil, Bishop of Diocese of Kohima. During the programme, Most Rev. Dr. James Thoppil wished all the Catholics of the diocese a fruitful season of Lent. Bishop James in his homily during the Holy Mass explained the importance of the observance and said that the imposition of ashes reminded them that they were mortal beings and their bodies would become dust when buried. that we will be eternally punished if we do not repent of our sins and do penance, he stated. He also said it was a loving invitation to realise and acknowledge one’s sinful condition and return to the loving and forgiving God as the prodigal son did. tee to give their feedbacks to the department so that necessary actions would be taken. Speaking on the formation of Nagaland Staff Selection Board (NSSB), the advisor reminded that backdoor appointments days were over and urged upon the society to have faith in the present government. He said that the government was not going to “highjack” everything and

rather serve the people. Sukhalu informed that opportunities would be given to budding people who were ready to give their best. The advisor also said that it was “sad” to see many parents approaching their children’s appointments and very few youths approaching him for help. Altogether, around eight higher secondary schools have been upgraded, however, after observing student-teacher ratio, the teachers are in excess, Sukhalu stated. If observed under the standard pattern of every school, he said it was well balanced. Meanwhile, with regard to higher secondary school, the advisor said that they were giving a proposal to convert 107 posts to post-graduate teachers and these posts would be recruited through NPSC soon. Further, he informed that there were around 1953 government schools, however, there was poor enrolment. In this regard, he encouraged the people to allow students to study in those schools and prepare them for the coming days.

He acknowledged the teachers and faculty members for their dedication and the people of the area for their support in spite of challenges in the initial stage. With the existence of large villages in the state, Sukhalu also suggested that those schools could be brought together into composite schools so that primary, middle and secondary schools would be considered if a decision was made for construction of proper infrastructure and provide sufficient staff. Earlier, short speech was delivered by Keneizhakho Nakhro, MLA while the programme was chaired by SMC Zubza Neiphi Viya. Welcome address was delivered by Visasielie Suhu and vote of thanks was proposed by Khriengulie Kuotsu while school anthem was presented by GHS students. It may be mentioned that upgradation of school to high school was done in 1993 and with VDB of Sechu Zubza, Kiruphema and Sechuma of these three villages came forward to assist the construction of the school building.

DIMAPUR: District Disaster Management Authority (DDMA) Kohima conducted a tabletop exercise on earthquake with all line departments on in the conference hall of the deputy commissioner (DC) on Wednesday. According to a DIPR report, DC & chairman DDMA, Gregory Thejawelie informed the public not to panic but to cooperate with the mock drill exercise. He further informed that normal traffic flow and vehicle parking would be affected in the area. As notified and directed by the state Disaster Management Authority, such annual exercises have been carried out in different locations of the district to ensure the level of

preparedness in tackling any eventualities, DC informed. Gregory said that command system under laid down Incident Response System (IRS) structure had to be followed in times of any untoward incidents. In this regard, he called upon the line departments and participating stakeholders to respond effectively as per the system for better coordination and efficiency during any rescue operation. Meanwhile, ADC Kohima and CEO DDMA, N Bhavani Sri highlighted the roles and responsibilities of various sections under the IRS structure and requested all concerned DDMA & IRS members to report at the staging area, Kohima local

DIMAPUR: DC Kohima, Gregory Thejawelie in a public notice stated that reports have been received with regard to rampant selling and encroachment of “government land that is public land having projects installations for public service delivery” which was viewed seriously by the government. In the notice, DC informed that the government endeavours to provide all required support to safeguard the rights of genuine landowners. He however, said that illegal activities of encroachment on government land and government quarters would be dealt with sternly as per provisions in Section- 5 (1) and 6 (1) of Nagaland Eviction of Persons in Unauthorised Occupation of Public Land Act 1971. The notice further stated that in the matter of sale and purchase of land within the government acquired area and land coming under 1934-35 map of British conquered area, both buyer and seller would be liable for action as this was tantamount to an illegal transaction and would attract penalty under appropriate section of law. It also stated that private person/group desiring to purchase land in and around Kohima town and other government acquired areas particularly new secretariat, Thizama, Lerie and Kohima Science College Jotsoma areas should first obtain necessary clearance from the DC’s office Kohima. The DC has warned that without the clearance, the seller and buyer would be doing so at their own risk and necessary penal action would be initiated as per relevant provisions of law.

DBA: Dimapur Bar Association (DBA) has expressed deep grief over the demise of its “long standing senior member”, Birbal Debnath, who it said remained a true officer of justice inspiring young and old with his wisdom experience and knowledge. In a condolence message, DBA through its president Imti Imsong and secretary Hukavi Zhimomi said that late Birbal was a pioneer of association and contributed immensely to the fraternity since his enrolment in the Bar Council, in the year 1986 and as a registered member of DBA in 1997. DBA said it was a great loss to the bar in losing a learned senior member who had vast experience and knowledge in the noble practice of law. Fur ther, DBA ex-

IMPHAL, MAR 2: A security personnel of the Mizoram SAPF (2nd IR Battalion) on poll duty in Manipur’s Tamelong district was killed and 10 others injured in a vehicle mishap. They deceased and injured personnel were stationed at Tamenglong district headquarters where polling in two Assembly constituencies on March 5. The deceased personnel was identified as K Lalawmpuia of Zion Veng of Champhai of Mizoram. The injured personnel were identified as SI RC Lalthlamuana, Hav V Lalbiakmawia, Hav VL Dingliana, Hav R Lalbiaknunga, Hav Lalsangzuala, Nk Lalsawmliana, Lalhlimpuia, Lalmawizuala, Lalbiaknunga and R Lalnunmawia. He said there is a shortage of about 1,800 personnel in the department. “With this shortage, it is not possible for the police to do everything,” the minister said on Tuesday. “Every now and then people are talking about this. Having

said that, the government is trying its best to stop all the illegalities in the state,” Rymbui told reporters here. “There is a shortage of about 1,800 posts which are lying vacant in the state. I am talking about only the posts of SI and below. The MPSC also is in the process of recruiting officers,” he added. The home minister said that despite the shortage, he appreciated the police for trying their best to stop all illegalities in the state. “We are trying to do the

maximum possible and will continue to do it,” he said. Rymbui said that the department will be advertising over 148 posts shortly. On the allegation that some militant groups are moving around in coal rich areas of West Khasi Hills District, the home minister said that the police have no knowledge about this till now. “However, we will deal firmly if there are any such groups or anybody who are helping those groups,” he said.

IMPHAL, MAR 2: A team of Narcotic and Affairs of Border (NAB) of Manipur police on Wednesday seized 34 kg of opium from a flag post vehicle detained after a brief chase. The police claimed that the driver of the vehicle admitted that he was a member of an inter-state drug traffickers and he collected the opium for onward transpor-

tation to Guwahati (Assam). Police said that the NAB team on random frisking and checking in Lamlai area along Imphal-Ukhrul Road signalled a Toyota Fortuner brand vehicle to stop at the flag post approaching with an escort and in a suspicious manner from the Ukhrul side around 4.30 am on Wednesday. Defying the signal, the vehicle sped following which the NAB team chased

down the vehicle after a 15-km pursuit at Khurai Ningthoubung. Upon checking the vehicle, NAB personnel recovered 34 packets of suspected opium (kani) weighing around 34 kg in two bags and concealed in the rear of the vehicle. and Slovakia to lead the evacuation efforts. Special teams of officers from the Ministry of External Affairs have also been deployed in the four countries and helplines are functional at the Indian embassies in Kyiv, the capital of Ukraine, and also in Romania, Poland, Hungary and Slovakia. The Ukrainian airspace has been closed for civil aircraft operations since February 24 morning when the Russian military attacked the country.

The creation of Lunglei Municipal Council has been already approved by the state cabinet in November last year. The official said that the government has issued an intent notice for the creation of the municipal council on November 22 last year and permission for opening the municipal office has also been already obtained from the General Administration department. The final order declaring the creation of Lunglei Municipal council will be issued after a thorough evaluation of objections if any, he said. The official said the government has created one each post of Chief Executive Officer (CE), Secretary, Superintendent, Finance & Account Officer (FAO) and Assistant for the proposed municipal council. India won’t spare any effort to bring home its citizens from Ukraine: PM S O N B H A D R A / GHAZIPUR (UP), MAR 2 (PTI): Prime Minister Narendra Modi on Wednesday said India has been able to evacuate its citizens from war-hit Ukraine because of its rising power and assured the country that his government will leave no stone unturned for the safe return of all Indians stranded there. Addressing election rallies in Uttar Pradesh’s Sonbhadra and Ghazipur districts, Modi spoke of the government’s rescue efforts in the wake of the Russian military offensive against Ukraine and also underlined the need for India to become self-reliant. “The dynasts question our vaccine, they question our armed forces and make fun of ‘Make in India’. Such people have shamed the country and its people. They can’t make India strong,” he said. Over 2.5 lakh free gas connections under Ujjwala scheme have been given in Ghazipur alone,” he said. “The dynasts only focused on taking money from the poor. The dynasts stole ration and money meant for the poor,” he alleged.

Russia working on providing safe passage to Indians NEW DELHI, MAR 2 (PTI): Russia on Wednesday said it is working “intensely” to create a “humanitarian corridor” for safe passage to Russian territory of Indians stuck in Kharkiv, Sumy and other conflict zones in Ukraine. At a media briefing, Ru s s i a n A m b a s s a d o r designate Denis Alipov said Russia is in touch with India on the issue of safety of Indians and that the safe passage will be put into place “as soon as possible. “ We a r e w o r k i n g intensely on creating the corridor and secure safe passage for Indians stuck in various conflict zones in Ukraine,” he said. He said Russia is working on ways and means to provide safe passage to Indians for their secure passage to Russian territory from the conflict zones in Ukraine. To a question, Alipov said he does not “see any hurdle” in the supply of the S-400 missile systems to India because of the Western sanctions against Russia following the Ukraine crisis.

Centre extends scheme under rehabilitation prog NEW DELHI, MAR 2 (IANS): The Ministry of Home Affairs (MHA) on Wednesday approved the proposal for continuation o f t h e s eve n ex i s t i n g programmes under the umbrella scheme ‘Relief and Rehabilitation of Migrants and Repatriates’ till March 31, 2026 with a total outlay of Rs 1,452 crore. The approval will ensure that assistance under the umbrella scheme continues to reach beneficiaries through MHA. The scheme enables migrants and repatriates, who have suffered on account of displacement, to earn a reasonable income and to facilitate their inclusion in mainstream economic activities. NEW DELHI, MAR 2 (PTI): Russia will investigate the death of the 21-year-old Indian medical student in the Ukrainian city of Kharkiv, Ru s s i a n A m b a s s a d o r designate Denis Alipov said on Wednesday. Naveen Shekarappa Gyanagoudar, a fourth-year medical student at the Kharkiv National Medical University, was killed in intense shelling in Kharkiv on Tuesday. Following the incident, India asked the envoys of both Russia and Ukraine to ensure “urgent safe passage” to Indian nationals who are still in Kharkiv and other conflict zones. “I want to express our sympathy to the family of Naveen Shekarappa Gyanagoudar and to the entire Indian nation over the tragedy,” Alipov said at a media briefing. “Russia will do everything it possibly can to ensure the safety of Indian citizens in the areas of intense conflict...and a proper investigation of this unfortunate incident,” he said. Naveen hailed from Chalageri in the Haveri district of Karnataka. On Tuesday night, Foreign Secretary Harsh Vardhan Shringla said Naveen’s body has been identified and taken to a morgue in the university and that Indian authorities are in touch with the local administration in Kharkiv to bring back the mortal remains. According to Naveen’s friends, he had gone out to buy some groceries and was on a line at a shop when he was hit, Shringla said, adding the circumstances are not absolutely clear.

Ukrainian tragedy

ven after seven days after the full-scale invasion, the world’s second most powerful military power-Russia- appears stuck and unable to overrun and bring back Ukraine under Moscow’s control through a proxy puppet government. Putin had expected a walk over when his forces launched a massive invasion by sea, land and air but the mighty Russian military has had to suffer huge casualties in thousands. The mighty Russian army was stopped and slowed down and this has further infuriated Putin. Though outmanned, outgunned and surrounded, the Ukrainians have put up a brave fight and are giving the Russians a run for their rouble. As Russian jets pound Ukrainian cities devastating every building indiscriminately and causing the deaths of hundreds of innocent people, the west has turned their backs on the helpless Ukrainians. Weeks ahead of the invasion, US President Joe Biden had predicted that Russia was clearly and surely going to invade Ukraine and went on to warn that the US will not allow that to happen. He also promised that Putin and the Russians would pay heavily if they ever invaded Ukraine. When Putin eventually made good his threat by invading Ukraine, the West especially NATO only made verbal noises. Finally after the third day, EU and some NATO countries imposed sanctions on Russia. Sporting bodies also followed suit when Russian teams were either derecognised or barred from participation in world sporting events. However, despite withholding of financial commitments to Russian businesses, cutting off banking transactions or embargo on export of high tech components, nothing changed on the ground for the Ukrainians. That is because the Russians were not totally hit financially because though the west imposed sanctions, the Russian continued to sell oil and gas to European nations. Also the Ukrainians had wrongly thought that the Americans and Europeans who make up the NATO would come to their aid. It may be mentioned that in 1994, Ukraine gave up its nuclear arsenal under the Budapest Memorandum of Security Assurances in hopes that America would protect it from Russian expansionism. It also expected to become a member of NATO thereafter. Even after 2014, the Ukrainians felt they had moved close enough to the west and Europe and further from the Russians. It was also natural that the Ukrainians hoped to get membership of the European Union which they so desired. Sadly neither was Ukraine made a member of NATO nor was it included as a member of the EU. Russian dictator Putin had warned Ukraine that any move to be a member of NATO could invite severe ramification. The Russian invasion took place on February 24 and currently more cities are being destroyed and hundreds of lives lost. Ukrainians have expressed anger at the West for lack of support as thousands flee their homes as Russia attacked the country with missiles and tanks rolled through suburbs of the capital Kyiv. The Ukrainians were asking for weapons from their ‘western and European friends’ but that came very late sometime on the third day after invasion. The United States and its European allies share most of the responsibility for the situation Ukraine finds itself today. The taproot of the trouble is NATO enlargement, the central element of a larger strategy to move Ukraine out of Russia’s orbit and integrate it into the West. The Ukrainians will only rue their misplaced trust and will be fortunate if ever the Russian agree to a conditional ceasefire.

Oh, the wonder of the patient directness and skill of Jesus Christ with Peter! Our Lord never asks questions until the perfect time. Rarely, but probably once in each of our lives, He will back us into a corner where He will hurt us with His piercing questions. From ‘politics of promise’ to ‘politics of performance’ P

oliticians by and large get away with their promises made on different occasions. When they meet their electorates to garner votes and when questioned by their electorates, they offer all kinds of excuses. Interestingly not long ago, PM Modi referred those developed nations as having colonial mindset engaged in restricting developing nations like India from using those resources and paths which they themselves appropriated realizing the status developed. As a result, countries like India that are using western benchmarks hardly can meet the requirements. PM Modi was indirectly hitting out those who use Western paradigms as means and those employing western yardsticks to measure development which he thinks are in fact skewed. Speaking at the Constitution Day celebration at Vigyan Bhavan, PM Modi said, “Today there are no colonies of any country in the world, but the colonial mindset has not ceased to exist. This mindset is giving birth to many skewed ideas. A glaring example of this is the impediments put in (the way of) the progress of dev eloping countries. The resources and the path which led to the Western countries reaching the status od ‘developed’, today there is an attempt to restrict the same

resources and the same path for the developing nations.” Almost all the leaders in the ‘developing countries’ view the dominant development paradigm that the West used and thus employ similar yardsticks to measure development in terms of per capita, GNP, GDP and so on. Developed countries use diverse control mechanisms in such ways to keep the developing countries under its ambit as buyers of its products (all kinds including acting as their strategic defence colonies). PM Modi questions the dependency syndrome of the developed countries, however, when it comes to his rule, PM Modi shows his preference to those state governments ruled by BJP and does act differently when it comes to states ruled by others – Centre’s policy on supply of vaccination doses is self-explanatory. Recently, former PM Manmohan Singh accused the Modi government of keeping “selfishness” and “hatred and division” at the root of its policies and intentions. In a video message intended for Punjab, which went to polls on February 20,22, he said that “Chinese soldiers are sitting inside our pious land … but efforts are being made to suppress this whole matter. Old friends are being alienated, while our relations with

he world is now once again dangerously on the brink. As Russian President Vladimir Putin puts his country’s nuclear “deterrence forces” on high alert following the West announcing redeployment of forces in Eastern Europe and a slew of tough economic sanctions after Russia invaded Ukraine, countries around the globe watching the emerging situation with horror can only hope and pray that things don’t escalate further. And perhaps it won’t also be wrong here to draw a parallel of the current face-off between the West and Russia with the infamous Cuban missile crisis of 1962 when the then two superpowers – the US and USSR – came precariously close to a nuclear conflict after Kremlin deployed nuclear ballistic missiles close to US shores (in Cuba) in response to similar American deployments in Italy and Turkey. The situation doesn’t seem to be playing out any different this time either. Though unjustified, Russia’s action in Ukraine can be largely attributed to, if not solely precipitated by, the continued eastward expansion of North Atlantic Treaty Organisation (NATO) at the behest of the West led by the US despite strong reservations by Kremlin. Now, rattled by the continued eastward foray of NATO and reaching its borders, especially with the prospect of Ukraine too formally joining the western alliance and

neighboring countries are deteriorating.” He hoped that India’s “alienation” from its old friends would make the ruling dispensation realize foreign relations do not improve through “forced embraces, swinging with leaders, or dropping in, uninvited, for biryani meals”. Adding further, he said that “The fake nationalism of this government is equally hollow and dangerous,” by substantiating “This government has no faith in the Constitution.” He reiterated that “As PM, let his work speak for itself.” To that end to what former PM of India referred, on the 15th February, 2022, Singapore’s Prime Minister Lee Hsien Loong delivered a speech in Parliament on a report by the Committee of Privileges on allegation of MPs of the Opposition Worker’s Party including the leader of the Opposition, lying in the Parliament. In the speech, which has since then gone viral on social media, Singapore PM Loong briefly referred to a dilution of democratic values in India under Nehru to what it is today, when he alleges that several MPs have criminal charges against them. If this is the perception of India by a PM of a country known for his governance of a country that portrays all-round development, progress, growth and prosperity.

Adding more national and international airports, allocating more moneys to infrastructure, construction of temples, statues, allocation of crores to build cowsheds, introducing bullet trains are just part of or one aspect of development. Development is multi-dimensional that includes human development. An array of issues that confronts Indians even today are: spiraling unemployment, caste conflicts, growing inflation, cultural nationalism and religious fundamentalism, prevalence of poverty and hunger at alarming levels, increase in the incidence of rape, violence and many others. India has added more numbers going to bed without one square meal a day, live in squalid conditions, price rise, millions added every year into the army of unemployed youth, caste oppression, xenophobic tendencies and growing inequality. Construction of physical structures such as autobahns, highways, airports, seaports, corridors and others contribute to economic growth and so part of economic parameters. They should be construed as tools of development, but should not be considered as total development. Even if we take the economic parameters into consideration, the current government at the Centre (GOI) falls short of for not

having brought down inflation, poverty, hunger, improving basic amenities, providing employment opportunities and so on. If we take the social parameters, India’s performance or its standing in the indices of human development, sustainability, happiness and others have been very low and poor. Politicians do make bundles of promises that are made at the time of elections. Most of the promises remain unfulfilled. Despite the fact for not having translated those promises on ground, political leaders go ahead with another set of promises with a belief that memories of people are short-lived. We live in an age of ‘politics of promise’ and not entered into the spirit of ‘politics of performance’. People occupy the center of development agenda, content and processes. All-round development vis-à-vis wholistic development ought to be the prerogative of GOI, and not just select ones that caters only to the rich and the powerful. As B.R Ambedkar rightly pointed out that social development ought to precede economic development. When Dalit and indigenous communities are at the bottom of development agenda, indices and processes educationally, materially and skill-wise, what then is the use of talking about development. ‘Politics

While categorically asking Kremlin to cease hostilities immediately, it has also refused to give in to pressure from the West to support the UN Security Council or UN General Assembly resolutions condemning Russia. No doubt, this has unnerved the US and its allies. But interestingly, instead of being harsh on New Delhi for its stand, they seem to have only acknowledged the former’s reservations and said they were working on them. No wonder, Russia too has recognised India’s

“principled stand” at the UN along with Ukraine, which reached out to India in a desperate bid to end the war by urging the latter to prevail upon Kremlin to end the offensive. New Delhi seems to have its own reservations, which are genuine, in joining the western bandwagon in making Russia a world pariah, without however remaining oblivious to the ramifications of Kremlin’s actions. It perhaps hasn’t forgotten how the West, barring France, failed to condemn unequivocally Beijing’s unilateral bid to alter the status quo on Line of Actual Control (LAC) in recent times by junking all past bilateral agreements to maintain tranquillity along the Himalayas, while also realising the dangers of backing Kremlin. For, supporting Russia’s action in Ukraine would only mean giving legitimacy to China that harbours similar ambitions not only over Taiwan, but also along the LAC and in South China Sea. It is against this backdrop that Quadrilateral Security Dialogue (Quad in popular parlance) becomes critical. With the US’ security umbrella apparently waning across the world in recent times as also its ability to influence global events, it will be interesting to watch how the US-led Quad will act as a net security provider in the IndoPacific vis-à-vis growing Chinese belligerence. For, having bungled up completely in Afghanistan in August

last year, the ability of the US to act as a guarantor of “world peace” has taken a severe beating, more so after the latest Ukrainian crisis where threats of retributions by the US-led western alliance failed to stop the Russians on their track. Actually, since the days of Cold War, New Delhi always had had reservations against forging any deep strategic partnership with Washington given the latter’s infamous reputation of being an unreliable partner and its history of siding with India’s enemies. The US Navy’s Seventh Fleet arriving in the Bay of Bengal during the 1971 Indo-Pak War and arming Pakistan with F 16 and other hi-tech weapons too played in the minds of New Delhi’s policymakers. However, with the change in geo-strategic equations, especially in the Indo-Pacific vis-à-vis Chinese bellicosity, it was quite natural for New Delhi and Washington to have of late found common grounds for convergence, with India even becoming an important strategic partner for the US. But the latest turn of events in Ukraine could seriously play in the minds of other Quad partners – Australia, Japan and of course India – about Washington’s ability to act as net security guarantor across the globe. With an uneasy calm prevailing along the Himalayas with its neighbour, New Delhi would only be well

In the recent assembly elections we have heard a bundle of promises made by all the parties that are contesting including the Prime Minister and others from the Centre, but once the governments are formed, the promises made becomes part of their commitment to fulfil, should not be forgotten, but be performed by all means, which in other words called as ‘From Politics of Promises To Politics of Performance’. This explains why, unlike Turkey, the US has so far refrained from imposing any sanction on India over the latter’s acquisition of S-400 missile system from Russia. India thus currently finds itself in a piquant situation. But be it as it may, India’s stand vis-à-vis Russian offensive in Ukraine could also severely impair Quad’s cohesiveness given other partner countries’ open denunciation of Kremlin. A tough anti-Russian posture by Quad will only bring Kremlin and Beijing closer, thereby imperilling India’s security interests. The poor, the rich and the Covid-19 pandemic in India (From previous issue) The combined wealth of these 17 billionaires surged by 61% or Rs 1.65 lakh crore or $23 billion. These billionaire promoters cumulatively held Rs 4.35 lakh crore or $60 billion at the end of December 2020. These billionaires are the human face of the huge profits many pharmaceutical corporations make from the monopoly they hold on these vaccines. These vaccines become a private profit opportunity. Government negligent attitude towards the poor: Despite the urgency to fight against the pandemic and poverty, the central government shows indifferent attitude towards the poor by diverting its financial and material resources towards other purposes. Given below are the some of the evidences. PM Cares: Despite the existence of the Prime Minister’s National Relief Fund (PMNRF), with an unused corpus of Rs 3,800.44 crores (as of 2019) on March 28, 2020, Prime Minister Narendra Modi announced the creation of a separate fund to deal with COVID-19, the Prime Minister’s Citizen Assistance, and Relief in Emergency Situations Fund (PM CARES). Modi established the PM CARES fund and solicited donations for it from institutions, organizations and individuals (especially govt. employees). A recent

analysis by India Spend estimated that at least Rs 9,677.90 crore has been collected in the PM CARES fund so far. Of this, Rs 4,308 crore has been donated by government agencies and staff. Yet, the only announcement to be made to date about the usage of the funds is the allocation of Rs 3,100 crore for Covid-19 work. An estimated 12.2 crore have lost jobs since the lockdown was announced but no funds from PM CARES were allocated to create jobs for them. With the fund not benefitting the people who needed help, many people are questioning whether the PM cares with the fund called PM Cares. Military Spending: Narendra Modi’s government is obsessed with nationalism and militarisation, investing a huge amount in military spending. Although it has no enough money for building health infrastructure all over the country, the government has money for defence budget. In the current financial year 2021-2022, the Narendra Modi government has allocated Rs. 4, 78, 196 crores of defence expenditure which is 13.73 per cent of the total central government expenditure. According to Stockholm International Peace Research Institute (SIPRI), global GDP shrank 4.4% because of the pandemic, but global military spending rises 2.6% (about $1,981 billion) in 2020 from

2.2% in 2019 despite the Covid-19 pandemic hit. Global military expenditure rose to $1.98 trillion. Central Vista Project: The BJP government is also found of building statues, stadia and monuments for its glorification. This government is stubbornly going ahead with the Central Vista Project when the nation suffers from the second wave of coronavirus, with lakhs of active Covid-19 cases and thousands dying every day. The new Central Vista Project will be built at an estimated cost of Rs 20,000 crore, and the cost of the new Parliament building alone is Rs 971 crore. On May 5, 2021, The Daily Mail UK said that despite millions suffer in the pandemic, India’s egotistic Prime Minister is building a vast folly at a cost that could fund 40 major hospitals. India has only 8 doctors per 10,000 people. Its health expenditure is a mere 3.7 per cent of the GDP which is the least among the BRICS countries. Conversion of Rice to ethanol: Amid millions of poor people facing starvation and death during the pandemic, the central government diverts rice for ethanol production. Reportedly the Centre government has allocated 78,000 tonnes of Food Corporation of India rice procured for food security purposes for ethanol production at a subsidized rate of Rs. 20 per kg. This is part

of the Centre government’s commitment of giving three lakh tonnes of rice under Food Corporation of India toward ethanol production. The decision to allow rice conversion to ethanol can have a severe effect on the poor when food insecurity has grown across the country as millions have lost their livelihoods due to Covid-19. When there are fears of a steep fall in national income, a rise in unemployment, and an increase in food inflation due to supply bottlenecks, food security and food price stability must be prioritized. Welfare for Cows: Many states in India have great concern for cows while neglecting the survival needs of millions of people. The Bengal’s BJP chief Dilip Ghosh had said that protection of cow is vital as drinking cow urine was a sure way of protecting oneself against Covid-19.The Akhil Bhartiya Hindu Mahasabha organised a ‘party’ and collectively drank cow urine to ‘neutralise’ the effects of coronavirus in India. Even before the pandemic, in 2019, former Uttarakhand Chief Minister Trivendra Singh Rawat, said that cows are the only animal which can inhale and exhale oxygen. Proximity to a cow would cure breathing problems and even tuberculosis. In Uttar Pradesh, The Adityanath government, according to the agency report, has directed

that Covid-19 protocols be maintained at all cow shelters, including stocks of equipment like oximeters and thermal scanners “for cows and other animals as well”. IANS has reported that in Uttar Pradesh, 4,64,311 cows are housed in 4,529 temporary shelters, and 5,73,417 cows in 5,268 shelters. The order comes while Uttar Pradesh, along with most of India, suffers from escalating Covid-19 numbers, crippling shortage of medical supplies, and thousands of people living in the open places as they have no shelter. Monthly stipend of Rs 900 per cow is promised by UP CM Yogi. Much attention is given to cow but not to the health and welfare of the poor population. Incredible India! Rising fuel price: With fuel prices skyrocketing, daily wage earners who make their living ferrying goods or people throughout India, have been hit hard. In many states, the price of petrol had crossed Rs. 100 per litre. The central government justified the high cost of fuel saying that they are collecting tax for Covid-19 pandemic and welfare scheme. However, the high tax collected by central and state government on petroleum product have put huge burden on million households who are low earners such as taxi and auto drivers, vegetable vendors, food deliverer, wage labourers and others. Governments could

have reduced fuel prices by stopping many mega-projects and military spending and give more attention to the plight of million households who are struggling economically under the impact of Covid-19 pandemic. Conclusion: The outbreak of Covid-19 pandemic has badly affected the economy of the most impoverished populace of India. There is a risk of increased hunger and food chain disruption. The livelihoods of workers in unorganized sectors, small farmers, tribals, adivasis, dalits, and women are at stake making them vulnerable to the outbreak of epidemic. The supply of safe and healthy foods needs to be safeguarded on urgent basis. The rich people especially the billionaires should be taxed to help the poor and also to contain the pandemic. We need leaders who have a kind heart towards the poor and not leaders who continue to enrich the millionaires and billionaires. We need a government that protects the country’s resources for the poor and not the government that sells country’s resources to the rich. NEW DELHI, MAR 2 (PTI): The National Disaster Response Force (NDRF) has sent relief material, including blankets and sleeping mats, to Ukraine facing an intense Russian military offensive. The move came following the government’s decision to send humanitarian aid and medical supplies to Ukraine after PM Modi held a high level meeting. The relief material was sent in two consignments through a flight that left for Poland this morning and another on an Indian Air Force aircraft that left for Romania on Wednesday afternoon. Fadnavis was speaking to reporters here after chairing a meeting of the BJP’s members of the legislative Assembly and Council as the budget session is set to begin from Thursday. BJP’s state unit chief Chandrakant Patil has earlier said that his party will not let the budget session of the state legislature function if Malik does not quit the cabinet.

“Nawab Malik is facing charges for helping Dawood Ibrahim, a key conspirator of the 1993 Mumbai blasts, but the Shiv Sena-led government continues to stand by him. He should have been removed,” the BJP leader alleged. “I believe that by not seeking Malik’s resignation, the government is trying to appease a particular community and indulging in polarisation. It is unfortunate that the Shiv Sena-led government is acting in such a way,” the former Maharashtra chief minister added. Malik was arrested by the Enforcement Directorate (ED) last week in a case of money laundering linked to fugitive gangster Dawood Ibrahim and his aides. He is in ED custody till March 3.

NEW DELHI, MAR 2 (PTI): The Indian Air Force (IAF) will not be significantly impacted by the US sanctions on Russia and India’s relations with both the countries remain strong, Vice Chief Air Marshal Sandeep Singh said on Wednesday. However, the IAF will face difficulties for a month or two in getting spare parts for its defence equipment from Russia to India, he added. About 70 per cent of Indian defence equipment is of Russian origin. After Vladimir Putin started military offensive against Ukraine on February 24, various western countries -- including the US -- have decided to block assets of four large Russian banks, impose export controls and sanction oligarchs close to the Russian president. “We know the geopolitical situation is difficult (currently)… Our relations with Russia will continue,” Singh said at a press briefing here. He said that things are still unfolding geopolitically. “Our position is very strong and our relations with

both the countries (Russian and the US) have remained (strong) and you have seen that,” he noted. “We are evaluating the situation. There will be certain difficulties, there is no doubt about it. But I think it should not affect us too much. I am confident that it won’t affect us significantly,” he added. On the issue of supply of spare parts from Russia to India, he replied there is no doubt there will be difficulties for a month or two. Singh said, “There are sanctions but we have gone through similar issues earlier and maybe, this would be more serious than that... I think it will not affect us critically and I hope for it also.”

The IAF is aiming for 100 per cent indigenisation of the spare parts and components, he noted. “It will take time to reach the 100 per cent mark,” he mentioned. Singh said the defence ministry and the IAF itself have set a very aggressive timeline to reach the 100 per cent mark. He said there is no doubt that in the coming years, the IAF will have majority of its systems indigenously designed and produced. The final aim is that you have to be self-reliant, he added. Three aircraft have departed to evacuate stranded citizens, the IAF vice chief said. “We can operate four aircraft per day to evacuate Indians,” he mentioned. Singh stated the evacuation operations will run round the clock till all Indians are brought back. The IAF has experience of running various such evacuation programs -- the most recent one was conducted in Afghanistan, he noted.

NEW DELHI, MAR 2 (PTI): Gold in the national capital on Wednesday surged by Rs 1,202 to Rs 51,889 per 10 grams, reflecting overnight gains in international precious metal prices along with rupee depreciation, according to HDFC Securities. In the previous trade, the yellow metal had closed at Rs 50,687 per 10 grams. Silver also jumped by Rs 2,148 to Rs 67,956 per kg, from Rs 65,808 per kg in the previous trade. The rupee declined 49 paise to 75.82 against the US dollar in opening trade on Wednesday amid a weak risk appetite as tensions escalated in Eastern Europe. In the international market, gold was trading marginally lower at USD 1,943 an ounce and silver was flat at USD 25.18 an ounce. “Gold prices traded weak with spot gold prices at COMEX trading marginally down at USD 1,943 per ounce on Wednesday. Gold prices capped gains pressured by stronger dollar and rise in US bond yields,” said Tapan Patel, Senior Analyst (Commodities), HDFC Securities.

Forex traders said sustained foreign fund outflows and a lacklustre trend in domestic equities also weighed on investor sentiment. At the interbank foreign exchange market, the rupee opened at 75.78 against the American dollar but later dropped to a low of 75.86. The local unit finally finished at 75.80, down 47 paise from its previous close. On Monday, the rupee had settled at 75.33 against the US dollar. The forex market was closed on Tuesday on account of Mahashivratri. The dollar index, which gauges the greenback’s strength against a basket of six currencies, was trading 0.20 per cent higher at 97.60. Global oil benchmark Brent crude futures surged 5.71 per cent to USD 110.96 per barrel. However, an excise duty cut may dampen the impact on petrol and diesel prices to an extent, but not entirely. The crisis as well as fears of lower supplies have pushed Brent crude oil price to nearly an 8-year high on Wednesday. Besides, robust global demand is expected to keep the Brent index crude oil price high. Consequently, crude oil prices have surged by nearly 15 per cent in the last two days on fear of tight supplies. On Wednesday, the Brent-indexed crude oil prices rose to over $111 per barrel on Wednesday. It had risen to $102 per barrel on Tuesday from Monday’s $98 per barrel mark. At present, Russia is the third largest producer of crude oil in the world. It is feared that sanctions against Russia will curtail global supplies and stifle growth.

The US, the European Union and their allies have imposed tough economic sanctions on Russia for its attack on Ukraine. The far-reaching sanctions have already started showing signs of isolating Russia from the global financial system and have the potential to cripple the world’s 11th largest economy, reports The Times of India. What are the key sanctions? The most important measure appears to be the freezing of $630 billion of its foreign exchange reserves. This led to a mayhem in the Russian financial markets with the rouble plunging 30% to a record low. It prompted Russian authorities to more than double interest rates from 9.5% to 20% and bar foreigners from selling securities. Some capital controls were imposed, including blocking citizens from depositing funds in overseas accounts. Russia has also been shut out from the SWIFT payments system, which makes its isolation from the global financial system more acute. According to the White House, the financial sanctions have targeted Russia’s 10 largest financial institutions, including the imposition of full blocking and correspondent and payable-through account sanctions, and debt and equity restrictions, on institutions holding nearly 80% of banking sector assets. The export control measures will cut off more than half of Russia’s high-tech imports, restricting its access to vital inputs, atrophying its industrial base, and undercutting the country’s strategic ambitions to exert influence on the world stage. How are Russia’s two largest financial entities being targeted? According to the US Treasury, action has been taken against Russia’s two largest financial institutions (FIs), Sberbank and VTB Bank, drastically altering their fundamental ability to operate. On a daily basis, Russian FIs conduct about $46 billion worth of foreign exchange transactions globally, 80% of which are in US dollars. A vast majority of the transactions will now be disrupted. The sweeping sanctions limit the ability of Russian authorities to boost confidence to deal with the consequences. Already, reports point to long queues outside ATMs as people are worried about the plunging rouble. Investments are seen drying up as several leading names, ranging from British Petroleum, Shell, Norway’s Equinor ASA and its sovereign wealth fund, have announced freezing of Russian assets, totalling $2.8 billion.

Biden vows to check Russian aggression WASHINGTON, MAR 2 (AP): Addressing a concerned nation and anxious world, President Joe Biden vowed in his first State of the Union address Tuesday night to check Russian aggression in Ukraine, tame soaring US inflation and deal with the fading but still dangerous coronavirus. C O L O M B O, M A R 2 (PTI): Sri Lanka will face over seven-hour power cuts on Wednesday, the longest to be experienced by the island nation since 1996, officials said, amidst the worst economic crisis in decades. Sri Lanka is currently reeling under a severe foreign exchange crisis and the government is unable to foot the bill for essential fuel imports to keep the power plants running. “There will be five and a half hour cuts during the day and two hours later in the nighttime,” Sri Lanka’s Public Utilities Commission top official Janaka Ratnayaka told reporters. This will be the longest power cuts to be experienced in the island since 1996, officials said. and The Weeknd Space junk on 5,800-mph collision course with moon Adele have the biggestselling records of 2021 T he moon is about to get walloped by 3 tons of space junk, a punch that will carve out a crater that could fit several semitractor-trailers. The leftover rocket will smash into the far side of the moon at 5,800 mph (9,300 kph) on Friday, away from telescopes’ prying eyes. It may take weeks, even months, to confirm the impact through satellite images. It’s been tumbling haphazardly through space, experts believe, since China launched it nearly a decade ago. But Chinese officials are dubious it’s theirs. No matter whose it is, scientists expect the object to carve out a hole 33 feet to 66 feet (10 to 20 meters) across and send moon dust flying hundreds of miles (kilometers) across the barren, pockmarked surface. Low-orbiting space junk is relatively easy to track. Objects launching deeper into space are unlikely to hit anything and these far-flung pieces are usually soon forgotten, except by a handful of observers who enjoy playing celestial detective on the side. SpaceX originally took the rap for the upcoming lunar litter after asteroid tracker Bill Gray identified the collision course in January. He corrected himself a month later, saying the “mystery” object was not a SpaceX Falcon rocket upper stage from the 2015 launch of a deep space climate observatory for NASA. Gray said it was likely the third stage of a Chinese rocket that sent a test sample capsule to the moon and back in 2014. But Chinese ministry officials said the upper stage had reentered Earth’s atmosphere and burned up. But there were two Chinese missions

with similar designations — the test flight and 2020’s lunar sample return mission — and U.S. observers believe the two are getting mixed up. The U.S. Space Command, which tracks lower space junk, confirmed Tuesday that the Chinese upper stage from the 2014 lunar mission never deorbited, as previously indicated in its database. But it could not confirm the country of origin for the object about to strike the moon. “We focus on objects closer to the Earth,” a spokesperson said in a statement. Gray, a mathematician and physicist, said he’s confident now that it’s China’s rocket. “I’ve become a little bit more cautious of such matters,” he said. “But I really just don’t see any way it could be anything else.” Jonathan McDowell of the Harvard and Smithsonian Center for Astrophysics supports Gray’s revised assessment, but

notes: “The effect will be the same. It’ll leave yet another small crater on the moon.” The moon already bears countless craters, ranging up to 1,600 miles (2,500 kilometers). With little to no real atmosphere, the moon is defenseless against the constant barrage of meteors and asteroids, and the occasional incoming spacecraft, including a few intentionally crashed for science’s sake. With no weather, there’s no erosion and so impact craters last forever. China has a lunar lander on the moon’s far side, but it will be too far away to detect Friday’s impact just north of the equator. NASA’s Lunar Reconnaissance Orbiter will also be out of range. It’s unlikely India’s moonorbiting Chandrayaan-2 will be passing by then, either. “I had been hoping for something (significant) to hit the moon for a long time. Ideally, it would have hit on the near

side of the moon at some point where we could actually see it,” Gray said. After initially pinning the upcoming strike on Elon Musk’s SpaceX, Gray took another look after an engineer at NASA’s Jet Propulsion Laboratory questioned his claim. Now, he’s “pretty thoroughly persuaded” it’s a Chinese rocket part, based not only on orbital tracking back to its 2014 liftoff, but also data received from its short-lived ham radio experiment. JPL’s Center for Near Earth Object Studies endorses Gray’s reassessment. A University of Arizona team also recently identified the Chinese Long March rocket segment from the light reflected off its paint, during telescope observations of the careening cylinder. It’s about 40 feet (12 meters) long and 10 feet (3 meters) in diameter, and doing a every two to three minutes. Gray said SpaceX never contacted him to challenge his original claim. Neither have the Chinese. “It’s not a SpaceX problem, nor is it a China problem. Nobody is particularly careful about what they do with junk at this sort of orbit,” Gray said. Tracking deep space mission leftovers like this is hard, according to McDowell. The moon’s gravity can alter an object’s path during flybys, creating uncertainty. And there’s no readily available database, McDowell noted, aside from the ones “cobbled together” by himself, Gray and a couple others. “We are now in an era where many countries and private companies are putting stuff in deep space, so it’s time to start to keep track of it,” McDowell said. “Right now there’s no one, just a few fans in their spare time.” (AP)

Dua Lipa sued over Levitating

ua Lipa is being sued over her song ‘Levitating’. The 26-year-old singer enjoyed huge success with her 2020 hit but a band called Artikal Sound System are seeking to claim the profits from the track because they believe she has ripped off their 2017 reggae single ‘Live Your Life’. According to documents obtained by TMZ, the band believe Dua and her team heard their song and came up with a carbon copy in ‘Levitating’. Although they haven’t explained why they feel that is the case in the lawsuit,

there are similarities in the sound of the two songs, particularly the choruses. Artikal Sound System have also named Dua’s label Warner Records and others as defendants and are seeking any profits made on the song, plus damages. A spokesperson for Dua has yet to comment. The ‘One Kiss’ hitmaker recently revealed that she has been working on her new album and already has a “vision” and a name for the record. She said: “I’ve done a big chunk of writing: It’s starting to take shape; I’ve got a lot of it recorded.

“It has a vision. It has a name, I think - for now. It’s just been fun experimenting. I’m always going to make pop music, but it has its own unique sound, which is exciting and something that feels like a movement from ‘Future Nostalgia’. “It’s still in baby form, so we’ll see as it progresses. In all honesty, it’s probably not what my fans want to hear, but I’m in no rush.”

MEXICO CITY, MAR 2 (REUTERS): Dressed in Ukraine’s blue and gold colours, a fired-up Elina Svitolina thrashed Russian Anastasia Potapova in Mexico on Tuesday and said it was her mission to unite the tennis world behind her country following Russia’s invasion. Paralympics: Russia, Belarus to compete as neutrals BEIJING, MAR 2 (AGENCIES): Athletes from Russia and Belarus will be allowed to compete as neutrals at the 2022 Winter Paralympics in Beijing following the invasion of Ukraine. The International Paralympic Committee (IPC) says the two countries “will compete under the Paralympic flag and not be included in the medal table”. The opening ceremony is on Friday, with competition starting on Saturday, BBC reported. IPC president Andrew Parsons said the measures were the “harshest possible punishment” under its constitution. “The IPC and wider Paralympic Movement is greatly concerned by the gross violation of the Olympic Truce by the Russian and Belarussian governments in the days prior to the Beijing 2022 Paralympic Winter Games,” Parsons said. “The IPC Governing Board is united in its condemnation of these actions and was in agreement that they cannot go unnoticed or unaddressed. “In deciding what ac-

I will also be meeting with my international counterparts this week to discuss how we can respond collectively.” Russian athletes competed under a neutral Paralympic flag at the 2018 Games as punishment for state-sponsored doping.

In addition to deciding Russian and Belarussian athletes will not compete under their own flag or feature on the medal table in Beijing, the IPC also stated it will hold no events in the two countries “until further notice”. AICF submits guarantee towards bid to host Olympiad NEW DELHI, MAR 2 (PTI): The All India Chess Federation (AICF), which will be bidding to host the 44th edition of the Chess Olympiad later this year, has submitted its guarantee of USD 10 million to the world body, FIDE. “Yeah, we have submitted the guarantee for the bid amount of USD 10 million to FIDE as part of our bid to host the Chess

Olympiad,” AICF secretary Bharat Singh Chauhan told PTI on Wednesday. The Olympiad was moved out of Russia after it invaded neighbouring Ukraine on February 24. FIDE decided to open the bids after Russia began the military operations against Ukraine. He had earlier said that the AICF would be bidding for the Olympiad

this year. The budget for the event would be USD 10 million (about Rs 75 crore), Chauhan had said. The Chess Olympiad is a biennial team event in which teams from some 190 countries compete for honours over a two-week period. The Chess Olympiad 2022 was supposed to take place in Moscow from July 26 to August 8.

But the FIDE (the International Chess Federation) decided to move the Olympiad and all other official competitions planned from Russia in the wake of the country’s invasion of Ukraine. The other events that have been moved away from Russia are the first chess Olympiad for People with Disabilities and the 93rd FIDE Congress.
