Bob Dylan wins Nobel Literature prize for 2016

Stockholm, Oct 13 (IANS): US singer Bob Dylan, who became an informal historian of America’s troubles, on Thursday became the first songwriter to win the Nobel Prize for Literature. He is the first American in 23 years to win the coveted prize for literature. The last American to get the Nobel Literature Prize was novelist Toni Morrison -- in 1993. The 75-year-old Dylan was named the winner of the 2016 Nobel Prize for Literature “for having created new poetic expressions within the great American song tradition”, Swedish Academy’s permanent secretary Sara Danius announced here. In a video interview, Danius said: “He is a great poet in the English speaking tradition and he is a wonderful sampler, a very original sampler. He embodies the tradition and for 54 years, he has been at it, reinventing himself constantly and creating a new identity.” Danius cited the examples of poets like Homer and Sappho, “whose poetic texts were meant to be listened to and performed”, to describe why Dylan makes for an apt choice for the Prize. Dylan was born Robert Allen Zimmerman in 1941 and began his musical career in 1959, playing in coffee houses in Minnesota. Much of his best-known work dates from the 1960s. Songs like “Blowin’ in the Wind” and “The Times They are AChangin’” became anthems of the anti-war and civil rights movements. His move away from traditional folk songwriting, paired with a controversial decision to “go electric” proved equally influential.

Parl Winter Session Nov 16 to Dec 16

NEW DELHI, OCT 13 (PTI): The month-long Winter Session of Parliament is set to begin from November 16 during which the issue of surgical strikes in PoK is likely to dominate the proceedings. The Cabinet Committee on Parliamentary Affair (CCPA) met here this evening and recommended that the session would commence from November 16 and end on December 16. The Winter Session dates have been advanced as in the past it was normally convened in the third or fourth week of November. An early session may help the Central GST (CGST) and Integrated GST (IGST) legislations, which will pave way for the Goods and Services Tax (GST), to be approved within November or latest by early December. The government is also considering advancing the Budget Session by a month or so starting from January next year.

Political war over Uniform Civil Code BJP calls it progressive; Oppn says can’t be implemented

NEW DELHI, OCT 13 (AGENCIES): In the face of strong opposition to Uniform Civil Code by Muslim outfits, Congress on Thursday said its implementation would be impossible while BJP asserted that the move is aimed at moving towards a progressive society. Other opposition parties like JD (U) accused the BJP-led central government of trying to polarise the people ahead of Assembly polls in several states, with leader of Majlis Ittehadul Muslimeen (MIM) Asaduddin Owaisi saying that bringing the Uniform Civil Code (UCC) will “kill” the diversity and plurality of India. Earlier in the day, the All Indian Muslim Personal Law Board and some other outfits opposed the Law Commission’s questionnaire on Uniform Civil Code, including abolition of ‘triple talaq’ and announced their boycott of the move, accusing the government of waging a “war” against the community. “If you enforce something in the name of Uniform Civil Code, then it will kill the diversity and plurality of the country. It’s not right to look at it from a Muslim perspective because Indian diversity also comprises of Dalits and Tribals. There are different traditions in Hinduism as well,” he said.

Owaisi said the government’s “real agenda” was to focus on Muslims and polarise the society. Union Minister Arun Jaitley on Thursday asserted that religion cannot dictate upon the rights of an individual and attacked Congress over its stand on the Uniform Civil Code, saying it was the Constituent Assembly controlled by the party that had envisaged a common civil law for all Indians. “The Constitution today guarantees each individual right to equality, right to live with dignity. Therefore as far as personal laws are concerned I am one of those who believe that set of rights that personal law has... will have to be regulated by the Constitution. “Personal law cannot practise, propagate discrimination; cannot allow a compromise with human dignity. Personal law and practises can certainly deal with religion, can dictate upon rituals. The religion cannot dictate upon rights of individuals,” the Finance Minister said. Reacting to the issue, former Law Minister and Congress leader Veerappa Moily said it will be difficult to implement UCC in a country like India where various communities and groups are governed by personal laws. “In a country of this na-

ture, implementation of Uniform Civil Code is next to impossible,” he said adding no one should take it as a communal agenda or a Hindu versus Muslim issue. He said 200-300 personal laws exist in India covering various communities. BJP national secretary Sidharth Nath Singh said the Law Commission is taking opinion of all the stakeholders on the issue following which it will form a “considered opinion” and give it to the Supreme Court. “Now it is for the Muslim Personal Law Board to consider whether they want to be part of the stakeholders or they want to be an individual identity… if Personal Law Board people are misinformed, I cannot do much about it,” he said. Singh also referred to some international declarations and countries like Turkey, Iran and Indonesia saying they changed law to ensure gender equality. He said it was a move towards building a progressive society. No reason to panic for dengue, says Dimapur health officials Staff Reporter

DIMAPUR, OCT 13 (NPN): Despite several cases of dengue being reported in Dimapur, the District vector-borne diseases control officer, under CMO office, Dr. Moa however informed that only three cases have been confirmed, as per the official records. Though there were cases reported in other private hospitals, vector borne diseases officials said no one has reported the matter to them, being the nodal department. Speaking to Nagaland Post, Dr. Moa said out of the three cases, two patients have been confirmed to have contracted the fever from ‘local’ source while one was yet to be verified, as the Entomological Wing officials have been dispatched to verify the source. Of the two cases, one patient was from Sematilla and the other from Diphupar Central Jail area (4th Mile). Dr. Moa further appealed to the public not to panic, assuring that the department has taken all precautionary measures with ample infrastructural facilities, chemicals, and manpower in its arsenal to tackle the outbreak. To assuage public concern, Dr. Moa pointed out there was no instances of mor-

tality last year except in one case where the patient had other medical complications. While emphasising on “source reduction” as key towards preventing a dengue outbreak, Dr. Moa maintained that dengue can be prevented through concerted effort by following the guidelines issued by the department and by keeping the house and surroundings clean. Also speaking to Nagaland Post, medical superintendent, Dimapur Civil Hospital (DCH), Dr. C.W. Tungoe, said no dengue cases has been registered in the hospital so far while reiterating there was no reason to panic. Dr. Tungoe also informed of the hospital’s preparedness and said DCH was the right place for accurate detection and treatment of not just dengue fever but any medical problem. He informed that most suspected cases of dengue comes negative after conducting tests. The problem, Dr. Tungoe said, was that people with similar symptoms of dengue go for ‘Rapid Card Test’ screening which was “not always reliable.” For accurate confirmation of the disease presence, he suggested the WHO recommended “Confirmatory ELISA Test,” a facility which is available only in DCH.

Guterres appointed next UN Secretary-General UNITED NATIONS, OCT 13 (AGENCIES): Por tugal’s former Prime Minister Antonio Guterres was on Thursday appointed as the next Secretary-General of the United Nations by the General Assem- Guterres (File) bly. The 193 member states of the General Assembly adopted the resolution by acclamation, appointing 67year-old Guterres as the 9th UN SecretaryGeneral to take over from Ban Ki-moon, whose tenure will end on December 31. The 15-nation UN Security Council had last week voted for Guterres by acclamation and forwarded his name to the General Assembly. Guterres, who was Prime Minister of Portugal from 1995 to 2002, and the UN High Commissioner for Refugees from June 2005 to December 2015, will assume his new role on January 1, 2017 for a five-year term that can be renewed by Member States for an additional five years. Guterres had emerged as the frontrunner in all the six informal polls conducted in the Council, amid a heightened call by several UN member states and civil society organisations to elect a woman chief for the world body, which has had a man at its helm for all the 71 years of its existence.

NBA appeals to PM against UCC; for NJC DIMAPUR, OCT 13 (NPN): Reacting to the reports that the central government has entrusted the law commission to examine the feasibility to introduce the Union Civil Code (UCC) throughout the country, the Nagaland Bar Association (NBA) has appealed to the Prime Minister to retain the provisions of Article 371A in the event such law was introduced. In a memorandum addressed to the Prime Minister of India, the NBA president, Tali Ao, and secretary, V Hukavi Zhimomi, said they were “highly grateful” to the Parliament of India for incorporation of Article 371A into the Constitution of India and its continual retention, wherein the social customs and practices of the Nagas were protected. The association pointed out that the personal and social life of the Nagas was mostly governed by the uncodified customary practices and usages right since the time immemorial. They said there was no occasion in the

judicial history wherein any of those traditional customs, practices and usages have been held or struck down as opposed to law. The NBA said the Nagas, therefore, continued to “remain in absolute contention” with the present status as protected under the constitution. The association expressed apprehension that if UCC was introduced covering the entire country, it would cause so much hardship and social disorder to the Nagas because the personal and social life of the Nagas were “quite distinct” from the rest of the people in the country. In the light of the above, the NBA appealed to the prime minister that in the event of any such law like Uniform Civil Code was introduced, the provisions of Article 371A “may be allowed to retain as it stands today.”

The Law Commission’s exercise to formulate a Uniform Civil Code reached a critical phase as it asked the citizens to give their views on ending several religious practices and customs that had been branded anti-women in all three major religions. The Commission has fixed a 45-day time limit for receiving responses from the general public and stake-holders.

NBA maintained that recruitment of candidates for appointments in the higher judiciary should be made though high standard competitive examination where all eligible candidates from the legal fraternity would have equal opportunity to apply and to be selected. It further suggested that recruiting authority or the NJC should consist of no other than the retired judges of the Supreme Court on tenure system to be nominated by a committee consisting of members from the executive and the judiciary.

BA N G KO K , O C T 1 3 (AGENCIES): Thailand’s King Bhumibol Adulyadej (88), who was the world’s longest reigning monarch, died in a hospital on Thursday, the palace said in an announcement. It, however,did not give the reason for his death. “His Majesty has passed away at Siriraj Hospital peacefully,” the palace said, adding that he died at 3.52 p.m. local time (2.22 p.m. IST). His son and heir apparent, 63-year old Crown Prince Maha Vajiralongkorn, is expected to become the new king. The king is credited with restoring the influence of Thailand’s royalty during 70 years on the throne and earning the devotion of many of his subjects. For the majority of the country’s 68 million people, the king was a pillar of stability in rapidly changing times — Thailand embraced industrialisation during his reign but also saw its parliamentary democracy punctuated by 10 military coups, the most recent in May 2014. King Bhumibol was seen as a force for unity, and there have long been concerns that the political tensions that have riven Thailand over the past decade could worsen after his death. That may be less likely under the regime of the leader of the most recent coup, Prime Minister Prayuth Chan-ocha. DIMAPUR, OCT 13 (NPN): Western Angami Public Organisation (WAPO) along with its frontal organisations and respective village authorities resolved to “stand by the work order allotted” in favour of M/s Gayatri-Projects Limited ,allotted by the Ministry of Roads, Transport & Highways for construction of a portion of the four-lane National Highway 29 that fell within WAPO jurisdiction. WAPO president Lhouphrevilie Rino and general secretary Keviphotsü Khwükha said the resolution was adopted at the meeting on Thursday at Sechü-Zubza. It was also resolved to insist that M/s Gayatri Projects Ltd., carry out the work diligently in all sincerity and strictly abide by specifications provided for ensuring quality workmanship and to complete the work within the specified period. WAPO also committed to extend necessary support to M/s Gayatri Projects Ltd. to ensure that the work proceeds smoothly without opposition, obstruction and objection from any quarter.WAPO also promised to deal with any elements causing any disturbance or disruption on the project within its territorial domain with all seriousness. It also appealed to all to support smooth execution of the project since Dimapur-Kohima road is the main lifeline of Nagaland’s economy. WAPO also backed the demand of Rengmas for a Rengma district and urged upon the state government to accede to the demand at the earliest possible time. It may be recalled that Nagaland Suppliers & Contractors had demanded that M/s Gayatri should first complete the abandoned 2-lane road projects under Special Accelerated Road Development Project (SARDP) Phase-I.

AOC fuel outlet in Mkg penalized; reopens on Oct 13 DIMAPUR, OCT 13 (NPN): The fuel outlet located at Sungkomen ward, Mokokchung town was found violating the norms under Sec. 33 of the legal metrology Act 2009 and has been penalized by the district magistrate, OKM president R. Sunep Pongen and general secretary Lendilong informed in a press note. OKM had detected the fuel outlet for its involvement in meter tampering and was subsequently sealed on October 2 by the district administration, police personnel and Legal Metrology & Consumer Protection department. Further, OKM said two defective dispensers were removed and the outlet has been asked to install new ones at the earliest. The outlet commenced normal functioning from October 13, 2016, OKM stated. OKM also reminded that it would remain vigilant on any matter pertaining to the well being and welfare of the society in its jurisdiction. K Y M C
