Bob Dylan wins Nobel Literature prize for 2016

Bob Dylan (File)

Stockholm, Oct 13 (IANS): US singer Bob Dylan, who became an informal historian of America’s troubles, on Thursday became the first songwriter to win the Nobel Prize for Literature. He is the first American in 23 years to win the coveted prize for literature. The last American to get the Nobel Literature Prize was novelist Toni Morrison -- in 1993. The 75-year-old Dylan was named the winner of the 2016 Nobel Prize for Literature “for having created new poetic expressions within the great American song tradition”, Swedish Academy’s permanent secretary Sara Danius announced here. In a video interview, Danius said: “He is a great poet in the English speaking tradition and he is a wonderful sampler, a very original sampler. He embodies the tradition and for 54 years, he has been at it, reinventing himself constantly and creating a new identity.” Danius cited the examples of poets like Homer and Sappho, “whose poetic texts were meant to be listened to and performed”, to describe why Dylan makes for an apt choice for the Prize. Dylan was born Robert Allen Zimmerman in 1941 and began his musical career in 1959, playing in coffee houses in Minnesota. Much of his best-known work dates from the 1960s. Songs like “Blowin’ in the Wind” and “The Times They are AChangin’” became anthems of the anti-war and civil rights movements. His move away from traditional folk songwriting, paired with a controversial decision to “go electric” proved equally influential.

Parl Winter Session Nov 16 to Dec 16

NEW DELHI, OCT 13 (PTI): The month-long Winter Session of Parliament is set to begin from November 16 during which the issue of surgical strikes in PoK is likely to dominate the proceedings. The Cabinet Committee on Parliamentary Affair (CCPA) met here this evening and recommended that the session would commence from November 16 and end on December 16. The Winter Session dates have been advanced as in the past it was normally convened in the third or fourth week of November. An early session may help the Central GST (CGST) and Integrated GST (IGST) legislations, which will pave way for the Goods and Services Tax (GST), to be approved within November or latest by early December. The government is also considering advancing the Budget Session by a month or so starting from January next year.

Political war over Uniform Civil Code BJP calls it progressive; Oppn says can’t be implemented

NEW DELHI, OCT 13 (AGENCIES): In the face of strong opposition to Uniform Civil Code by Muslim outfits, Congress on Thursday said its implementation would be impossible while BJP asserted that the move is aimed at moving towards a progressive society. Other opposition parties like JD (U) accused the BJP-led central government of trying to polarise the people ahead of Assembly polls in several states, with leader of Majlis Ittehadul Muslimeen (MIM) Asaduddin Owaisi saying that bringing the Uniform Civil Code (UCC) will “kill” the diversity and plurality of India. Earlier in the day, the All Indian Muslim Personal Law Board and some other outfits opposed the Law Commission’s questionnaire on Uniform Civil Code, including abolition of ‘triple talaq’ and announced their boycott of the move, accusing the government of waging a “war” against the community. “If you enforce something in the name of Uniform Civil Code, then it will kill the diversity and plurality of the country. It’s not right to look at it from a Muslim perspective because Indian diversity also comprises of Dalits and Tribals. There are different traditions in Hinduism as well,” he said.

Owaisi said the government’s “real agenda” was to focus on Muslims and polarise the society. Union Minister Arun Jaitley on Thursday asserted that religion cannot dictate upon the rights of an individual and attacked Congress over its stand on the Uniform Civil Code, saying it was the Constituent Assembly controlled by the party that had envisaged a common civil law for all Indians. “The Constitution today guarantees each individual right to equality, right to live with dignity. Therefore as far as personal laws are concerned I am one of those who believe that set of rights that personal law has... will have to be regulated by the Constitution. “Personal law cannot practise, propagate discrimination; cannot allow a compromise with human dignity. Personal law and practises can certainly deal with religion, can dictate upon rituals. The religion cannot dictate upon rights of individuals,” the Finance Minister said. Reacting to the issue, former Law Minister and Congress leader Veerappa Moily said it will be difficult to implement UCC in a country like India where various communities and groups are governed by personal laws. “In a country of this na-

ture, implementation of Uniform Civil Code is next to impossible,” he said adding no one should take it as a communal agenda or a Hindu versus Muslim issue. He said 200-300 personal laws exist in India covering various communities. BJP national secretary Sidharth Nath Singh said the Law Commission is taking opinion of all the stakeholders on the issue following which it will form a “considered opinion” and give it to the Supreme Court. “Now it is for the Muslim Personal Law Board to consider whether they want to be part of the stakeholders or they want to be an individual identity… if Personal Law Board people are misinformed, I cannot do much about it,” he said. Singh also referred to some international declarations and countries like Turkey, Iran and Indonesia saying they changed law to ensure gender equality. He said it was a move towards building a progressive society. JD(U) MP Ali Anwar asked the government why it was only focusing on Muslims and said it is not the time to start such a debate. “They want to polarise the society.” Shiv Sena’s Sanjay Raut said “for how long the Muslims will stay away from the national mainstream. The Muslim Law Board should

No reason to panic for dengue, says Dimapur health officials Staff Reporter

DIMAPUR, OCT 13 (NPN): Despite several cases of dengue being reported in Dimapur, the District vector-borne diseases control officer, under CMO office, Dr. Moa however informed that only three cases have been confirmed, as per the official records. Though there were cases reported in other private hospitals, vector borne diseases officials said no one has reported the matter to them, being the nodal department. Speaking to Nagaland Post, Dr. Moa said out of the three cases, two patients have been confirmed to have contracted the fever from ‘local’ source while one was yet to be verified, as the Entomological Wing officials have been dispatched to verify the source. Of the two cases, one patient was from Sematilla and the other from Diphupar Central Jail area (4th Mile). Dr. Moa further appealed to the public not to panic, assuring that the department has taken all precautionary measures with ample infrastructural facilities, chemicals, and manpower in its arsenal to tackle the outbreak. To assuage public concern, Dr. Moa pointed out there was no instances of mor-

tality last year except in one case where the patient had other medical complications. While emphasising on “source reduction” as key towards preventing a dengue outbreak, Dr. Moa maintained that dengue can be prevented through concerted effort by following the guidelines issued by the department and by keeping the house and surroundings clean. Also speaking to Nagaland Post, medical superintendent, Dimapur Civil Hospital (DCH), Dr. C.W. Tungoe, said no dengue cases has been registered in the hospital so far while reiterating there was no reason to panic. Dr. Tungoe also informed of the hospital’s preparedness and said DCH was the right place for accurate detection and treatment of not just dengue fever but any medical problem. He informed that most suspected cases of dengue comes negative after conducting tests. The problem, Dr. Tungoe said, was that people with similar symptoms of dengue go for ‘Rapid Card Test’ screening which was “not always reliable.” For accurate confirmation of the disease presence, he suggested the WHO recommended “Confirmatory ELISA Test,” a facility which is available only in DCH.

Guterres appointed next UN Secretary-General UNITED NATIONS, OCT 13 (AGENCIES): Por tugal’s former Prime Minister Antonio Guterres was on Thursday appointed as the next Secretary-General of the United Nations by the General Assem- Guterres (File) bly. The 193 member states of the General Assembly adopted the resolution by acclamation, appointing 67year-old Guterres as the 9th UN SecretaryGeneral to take over from Ban Ki-moon, whose tenure will end on December 31. The 15-nation UN Security Council had last week voted for Guterres by acclamation and forwarded his name to the General Assembly. Guterres, who was Prime Minister of Portugal from 1995 to 2002, and the UN High Commissioner for Refugees from June 2005 to December 2015, will assume his new role on January 1, 2017 for a five-year term that can be renewed by Member States for an additional five years. Guterres had emerged as the frontrunner in all the six informal polls conducted in the Council, amid a heightened call by several UN member states and civil society organisations to elect a woman chief for the world body, which has had a man at its helm for all the 71 years of its existence.

NBA appeals to PM against UCC; for NJC DIMAPUR, OCT 13 (NPN): Reacting to the reports that the central government has entrusted the law commission to examine the feasibility to introduce the Union Civil Code (UCC) throughout the country, the Nagaland Bar Association (NBA) has appealed to the Prime Minister to retain the provisions of Article 371A in the event such law was introduced. In a memorandum addressed to the Prime Minister of India, the NBA president, Tali Ao, and secretary, V Hukavi Zhimomi, said they were “highly grateful” to the Parliament of India for incorporation of Article 371A into the Constitution of India and its continual retention, wherein the social customs and practices of the Nagas were protected. The association pointed out that the personal and social life of the Nagas was mostly governed by the uncodified customary practices and usages right since the time immemorial. They said there was no occasion in the

judicial history wherein any of those traditional customs, practices and usages have been held or struck down as opposed to law. The NBA said the Nagas, therefore, continued to “remain in absolute contention” with the present status as protected under the constitution. The association expressed apprehension that if UCC was introduced covering the entire country, it would cause so much hardship and social disorder to the Nagas because the personal and social life of the Nagas were “quite distinct” from the rest of the people in the country. In the light of the above, the NBA appealed to the prime minister that in the event of any such law like Uniform Civil Code was introduced, the provisions of Article 371A “may be allowed to retain as it stands today.”

For judicial service

In another representation addressed to the Union Minister of Law & Justice, the NBA suggested that ap-

support the UCC as it will help the community, especially the women to come out of misery. “Our party’s stand is ‘one code, one law’ and it should be viewed as a national issue rather than religious one.” In his reaction, Owaisi said those pushing for UCC were not aware of India’s pluralism and diversity. “They are not understanding India’s beauty where there is a different culture every 200-300 kms. If you make one culture to all, then it’s not going to work. MIM will certainly respond to the questionnaire,” he said. He said, “We have given cultural rights to people of Mizoram and Nagaland. Are you going to end that?” Making perhaps the first such move, the Law Commission had on October 7 sought feedback from public on whether the practice of triple talaq be abolished and whether a uniform civil code should be optional. The Law Commission’s exercise to formulate a Uniform Civil Code reached a critical phase as it asked the citizens to give their views on ending several religious practices and customs that had been branded anti-women in all three major religions. The Commission has fixed a 45-day time limit for receiving responses from the general public and stake-holders.

pointments to the Judiciary, the third organ of the government, required revamping through establishment of national judicial service or Indian judicial service for recruitment to the higher judiciary including the Apex court. The association also suggested constitution of National Judicial Commission (NJC) for the purpose to conduct test both written and viva voce for selection of candidates. NBA maintained that recruitment of candidates for appointments in the higher judiciary should be made though high standard competitive examination where all eligible candidates from the legal fraternity would have equal opportunity to apply and to be selected. It further suggested that recruiting authority or the NJC should consist of no other than the retired judges of the Supreme Court on tenure system to be nominated by a committee consisting of members from the executive and the judiciary.

World’s longest-reigning monarch, WAPO backs M/s projects Thai King Bhumibol Adulyadej dies Gayatri for 4-lane work

BA N G KO K , O C T 1 3 (AGENCIES): Thailand’s King Bhumibol Adulyadej (88), who was the world’s longest reigning monarch, died in a hospital on Thursday, the palace said in an announcement. It, however, did not give the reason for his death. “His Majesty has passed away at Siriraj Hospital peacefully,” the palace said, adding that he died at 3.52 p.m. local time (2.22 p.m. IST). His son and heir apparent, 63-year old Crown Prince Maha Vajiralongkorn, is expected to become the new king. The king is credited with restoring the influence of Thailand’s royalty during 70 years on the throne and earning the devotion of many of his subjects. For the majority of the country’s 68 million people, the king was a pillar of stability in rapidly changing times — Thailand embraced industrialisation during his reign but also saw its parliamentary democracy punctuated by 10 military coups, the most recent in May 2014. King Bhumibol was seen as a force for unity, and there have long been concerns that the political tensions that have riven Thailand over the past decade could worsen after his death. That may be less likely under the regime of the leader of the most recent coup, Prime Minister Prayuth Chan-ocha. The former general has held a tight grip on power since toppling the remnants of Thailand’s last democratic government in 2014. Thailand has

Thai flags at halfmast for 1 month; officials to wear black for a year The Thai PM’s Office announced that government agencies nationwide were ordered to fly flags half-mast for 30 days following the death of King Bhumibol Adulyadej on Thursday afternoon. The statement said government officials will wear black for a year in mourning for the revered King who reigned for over 70 years. Private firms are free to use their own judgment, the statement added. been divided for years between the royalist establishment and the red-shirted supporters of exiled former Prime Minister Thaksin Shinawatra, who was ousted in a 2006 coup. Mr. Thaksin, a telecommunications billionaire now in self-exile, built up a powerful patronage network that competed for power and opportunity with Thailand’s oldmoney order. Poor health: The king had been in poor health for some time, and has spent most of the past six years in Bangkok’s Siriraj hospital. King Bhumibol was re-admitted in May 2015 and was last seen in public in January, when he spent several hours visiting his Bangkok palace. (Cont’d on p-9)

DIMAPUR, OCT 13 (NPN): Western Angami Public Organisation (WAPO) along with its frontal organisations and respective village authorities resolved to “stand by the work order allotted” in favour of M/s Gayatri-Projects Limited ,allotted by the Ministry of Roads, Transport & Highways for construction of a portion of the four-lane National Highway 29 that fell within WAPO jurisdiction. WAPO president Lhouphrevilie Rino and general secretary Keviphotsü Khwükha said the resolution was adopted at the meeting on Thursday at Sechü-Zubza. It was also resolved to insist that M/s Gayatri Projects Ltd., carry out the work diligently in all sincerity and strictly abide by specifications provided for ensuring quality workmanship and to complete the work within the specified period. WAPO also committed to extend necessary support to M/s Gayatri Projects Ltd. to ensure that the work proceeds smoothly without opposition, obstruction and objection from any quarter.WAPO also promised to deal with any elements causing any disturbance or disruption on the project within its territorial domain with all seriousness. It also appealed to all to support smooth execution of the project since Dimapur-Kohima road is the main lifeline of Nagaland’s economy. WAPO also backed the demand of Rengmas for a Rengma district and urged upon the state government to accede to the demand at the earliest possible time. It may be recalled that Nagaland Suppliers & Contractors had demanded that M/s Gayatri should first complete the abandoned 2-lane road projects under Special Accelerated Road Development Project (SARDP) Phase-I.

Hopingson raises prospect of NPF victory in Phungyar

Tuki alleges ‘special package’ behind party disintegration

UKHRUL, OCT 13 (NPN): Intending NPF candidate Hopingson A Shimray has raised the prospect of the Naga People’s Front (NPF) winning in the ensuing 11th Manipur State Legislative Assembly in Phungyar assembly constituency with the number of people getting enrolled as primary members of the party soaring over 2000 in the last few months. “During the course of my ongoing tour across the Phungyar constituency, I distributed a total of 6000 enrolment forms of NPF to villagers of 85 villages, that I have covered in the last couple of months, and so far 2200 people have submitted their applications and subsequently confirmed their membership in the party,” said Hopingson Shimray in a news conference held at UDWJA office on Thursday. Anticipating that the rest are following suit in short order, Shimray termed the upward trend in the party membership enrolment as a good moral booster for both the NPF and himself as an

ITANAGAR, OCT 13 (AGENCIES): Amidst speculations of Pema Khandu People’s Party of Arunachal (PPA) merging with the BJP, lone Congress MLA Nabam Tuki has reminded his ex-party colleagues of an elusive special package that made them leave the Congress. The centre had dismissed Tuki’s Congress government on January 26 which paved the way for a rebel Congress government in Arunachal Pradesh less than a month later. “It’s sad that my friends left the Congress. They said they did it for the sake of the state’s development. The BJP did all that it could like imposing President’s Rule and using (former) governor JP Rajkhowa. Now, it has to compensate by releasing the special package of Rs 25,000-crore which the PM committed. But the Centre is only giving lip service for the last two-and-ahalf years,” said Tuki. Tuki said the special package is one of the reasons why the Congress MLAs defected to PPA and be part of the BJP-led NDA. The other was the fear that the Centre would choke flow of funds to Arunachal Pradesh.

intending candidate. “I believe that the efforts I put in during my ongoing tour are beginning to show positive outcomes and that people have now understood the concerns of the NPF about myriad issues besetting the Nagas,” he said adding that he drove home to the villagers the aims of the NPF as the only common political platform for all the Nagas in the North East region. “Reading all the new developments, I can assure that this time around Phungyar is going to witness changes not just in leadership but also in the way people live,” he exuded confidence, while pointing out that until now all he found during his visits was that villagers were haplessly reeling under deprivations in all spheres of life. Referring to the ongoing Indo-Naga peace process, Shimray said that Naga people are moving closer to the final resolution, especially after signing of the famous Framework Agreement. “And NPF is the only party that will facilitate the process for a peaceful settlement,” Shimray added.

Siliguri and Mirik. Vehicles coming downhill from Kurseong to Siliguri and those travelling between Mirik and Siliguri have to take a detour of over 25 km through Panighata Road via Bagdogra to reach their destination. “Officials of the state PWD have visited the site and initiated necessary work to restore the approach road,” the Darejeeling DM said. The damaged stretch near Garidhura is around 15 km from here. Last monsoon, a bridge on the Rakti stream had been damaged and after that, the temporary bridge was built. According to a Gangtok report, the Kalijhora route has been blocked due to continuous rainfall that has washed away and damaged major sections of the NH 10, the lifeline of Sikkim. The damaged stretch was 3 km ahead of Coronation Bridge near Kalijhora that has been totally washed out. Vehicles towards Sikkim are being diverted through other alternate routes via Darjeeling and Teesta and Kalimpong-Monsong-Rangpo or Kalimpong-Melli-Rangpo route. As per an official report from Rangpo, light vehicles, especially cars from Siliguri are being allowed to pass slowly since this morning. In the bus and taxi stands of Rangpo, Singtam and Gangtok in Sikkim, long queues of anxious passengers were seen waiting for taxis from Siliguri. Cabs were not easily available, making it difficult for the travellers.

USUKA demand sparks tension in KA Correspondent DIPHU, OCT 13 (NPN): United Karbi Students’ Association (USUKA), a Diphu based student body which recently demanded that only the hills tribals included in the Sixth Schedule of the Indian Constitution will have to be given right to vote within Karbi Anglong Autonomous Council (KAAC) administered area, have demanded that a fresh voters list will have to be prepared to meet up their demand. The issue has no gone down well with the non tribal population of the district which constitutes more than 65% of the population. Tension started after the matter was published in several vernacular dailies of Guwahati, Diphu and Bokajan, squarely blaming the ruling BJP led KAAC and the Assam government for the fiasco. “The bulk of the non tribal voters of both the autonomous hill districts of Assam in fact stood rock solidly behind BJP to present it with 4 MLA seats out of 5 and now the government is repaying them by snatching

Tribal students have been protesting against a decision of the Academic Council of the University taken on October 8 last regarding adoption of Central Educational Institutions (Reservation in Admission) Act-2006. The decision has deepened the crisis within the Central undertaking university following which Manipur government had even wrote the Centre to intervene in resolving the prevailing crisis.

DARJEELING/GANGTOK OCT 13 (PTI): Life in Darjeeling hills was today affected as incessant rains caused landslides at some places and washed away roads, snapping direct road link between Siliguri and Mirik and damaging stretches along NH-10 causing hardship to travellers in the tourist season. West Bengal government has undertaken restoration work on a work footing and deployed relief and rescue teams in Darjeeling and Mirik. “We have already sent relief teams to the area. The relief work has started. We have also sent teams and specialised machines for the restoration of NH-10. Senior officials are on the spot,” state Tourism Minister Gautam Deb, who rushed to the spot following instruction from Chief Minister Mamata Banerjee, said. Rains have damaged vast stretches of NH-10, the lifeline of Sikkim, on the Kalijhora route near Siliguri halting traffic for hours, a report from Gangtok said. The state has also taken steps to bring back the stranded tourists. “We are also making special arrangements to bring back the tourists who want to come back,” Deb told PTI. Another ruling Congress MLA resigns in Manipur

IMPHAL, OCT 13 (IANS): Congress MLA Francis Ngajokpa resigned from the Manipur assembly as well as the ruling party’s primary membership on Thursday. Francis went to Speaker T. Lokeswor’s office in the morning to submit his resignation. Later, he handed over his resignation from the party to Congress state unit President T.N. Haokip. Francis told IANS that he will announce his next political move shortly. Specu-

lation is rife that he will likely join the Bharatiya Janata Party. People in his Tadubi constituency had held a meeting on Monday and decided not to allow him to campaign in their area unless he resigned from the party which the tribals dubbed as “anti-tribals”. Francis’ exit from the Congress comes in the wake of the resignation of former minister and sitting MLA Yumkham Erabot, who later joined the BJP.

sity to UGC letter no. 21-2/ 2015(CU) dated 23rd march 2016. The tribal student bodies alleged that the committee of deans of Manipur University had taken a hasty decision to adopt the reservation policy as stated in the letter. The university had not sought any clarification from UGC to implement the all India reservation norms of 7.5% for ST 15% for SC, 27% for OBC in admission and recruitment in the university, they alleged. The University authority had never considered the amended reservation policy of 2012. It was nothing but a direct attempt to discriminate and marginalize the tribal community in the state of Manipur by limiting access to higher education learning, the tribal students lamented. In the memorandum, they drew the attention of the state Governor stating that unless strict corrective measures are not taken at the earliest it would tantamount to encouraging disrespect of the rule of law and violating the parliament act. “Any decision taken by MU academic council against the Central Educational Institutional (Reservation in Admission) Amendment Act2012 will attract prompt interference from all quarters which may pave to social upheavals and social divide between the already divided hill and valley dwellers,” the memorandum added.

BJP hartal hit normal life in Kerala

The deserted roads in Thiruvananthapuram on Thursday due to strike by BJP workers in protest against the brutal killing of a party activist in Kannur. (PTI)

NEW DELHI, OCT 13 (PTI): JNU administration today ordered an inquiry into burning of Ravana’s effigy with faces of Prime Minister Narendra Modi, BJP chief Amit Shah and others plastered on it on the occasion of Dussehra, and issued show cause notices to students allegedly involved in the incident. Meanwhile, the Congressaffiliated National Students Union of India (NSUI), to which the organisers of the event belonged, has said the outfit supported the “intention” behind the protest but not the “method”. “We have ordered an inquiry into the effigy burning incident and are examining the issue,” said JNU VC Jagadesh Kumar, whose picture was also stuck on the effigy set ablaze Tuesday night. JNU officials said show cause notices have been issued to the students allegedly involved in the incident. They have been asked to appear before the Proctor and explain their position.

clashed resulting in injuries to three DYFI workers, police said. There was a minor clash between BJP and CPI(M) workers at Sreevaraham in Thiruvanathapuram and some workers were injured, police said. Meanwhile, Additional Chief Secretary (Home) Nalini Netto and state DGP Loknath Behara met Governor P Sathasivam and apprised him of the law-and-order situation in the state. This is in view of the governor expressing concern over the recent ‘isolated incidents’ of political murders in Kannur district, a Raj Bhavan press release. They informed the governor efforts were on to apprehend the culprits, irrespective of their party affiliations.

Parliamentary panel not to be briefed on surgical strikes NEW DELHI, OCT 13 (PTI): A controversy has broken out over the last minute dropping of a planned briefing on surgical strikes at the meeting of the Parliamentary Standing Committee for Defence tomorrow with two senior Congress members dubbing it “highly unacceptable” and pitching for bringing back the original agenda. “The decision not to brief the committee over surgical strikes under the garb of secrecy only amounts to ‘lack of confidence’ in the Members of Parliament, who are in the committee and who are bound by the oath of secrecy. This position is absolutely unacceptable to us,” party General Secretaries Ambika Soni and Madhusudan Mistry said in a joint statement. BJP leader Subramanian Swamy, who is also a member of the Standing Committee, however, differed saying the decision should be

left to the army. Mistry said they have written to Committee’s Chairman B C Khanduri telling him the move is “highly unacceptable”. “We are deeply disappointed over the last minute change of agenda,” they said, adding “We demand that the original agenda of the forthcoming Committee meeting should be maintained and also defence officials inform the Committee about the number of surgical strikes carried out since 2004.” “It is our firm belief that the officials should brief the standing committee members as they briefed the leaders of the opposition parties on the above said issues.” They insisted it’s high time the attitude of the defence officials towards the standing committee members “change for the better” and committee is informed of the “shortcomings” the forces are facing in combating adversaries on borders.

NSUI threatens nation-wide stir NEW DELHI, OCT 13 (IANS): The student wing of the Congress party, NSUI, on Thursday warned of countrywide protests if any action was taken against it for burning an effigy of Prime Minister Narendra Modi on October 11. “We will launch countrywide protests if any action is taken against us after the probe. We have done nothing wrong,” NSUI leader Sunny Dhiman told IANS. On October 11, Dhiman along with other students had burned a multi-headed effigy at the Sabarmati Dhaba inside the Jawaharlal Nehru University campus. The effigy’s heads featured Prime Minister Narendra Modi, Sadhvi Prachi, BJP President Amit Shah, Asaram Bapu and Nathuram Godse, besides others. A probe was ordered on Wednesday by the JNU Vice Chancellor M. Jagadesh Kumar. “The effigy burning incident at JNU was brought to our notice. We

are investigating the matter and examining all relevant information,” the university head had tweeted. One of the heads on the effigy depicted the Vice Chancellor. “The Vice Chancellor is indulging in witch-hunting of Dalits and Muslims, instead of protecting their rights,” Dhiman told IANS, while confirming that although the probe was ordered but no notice was served. “No one raised any objection when former Prime Minister Manmohan Singh’s effigy was burned. They are selectively targeting us this time,” the NSUI leader said. He said that effigy-burning is a routine affair in JNU. “We chose the day of Vijayadashami as it was on this day that B.R. Ambedkar adopted Buddhism and RSS was founded. We wanted to give them (BJP) a message that their discriminatory politics -‘Gau-Raksha’ politics will not work anymore,” he said.

New gov in TN likely soon NEW DELHI, OCT 13 (PTI): With Chief Minister J Jayalalithaa hospitalised for about three weeks, the Centre is contemplating appointing a new Governor in Tamil Nadu soon. “The process of appointment of a new Governor in Tamil Nadu is on,” a source in the government said. The post has been lying vacant for more than a month ever since K Rosaiah demitted office in Augustend. Maharashtra Governor C Vidyasagar Rao is currently holding the additional charge of Tamil Nadu Governor.

NEW DELHI, OCT 13 (IANS): The government is projecting the armed forces in Hindutva terms and this “should be a matter of serious concern for every citizen of our country”, the CPI-M has said. Since the army’s surgical strikes, the government itself “is projecting the armed forces in Hindutva terms and using crass casteist and religious imagery to describe their role”, the CPI-M journal “People’s Democracy” said in an editorial. “The warning bells are loud and clear. Under the BJPRSS dispensation, no institution of the State, including the armed forces, are immune from the Hindutva subversion,” it said. “This should be a matter of serious concern for every citizen of the country. “All those who wish to protect the secular democratic character of the Republic should raise their voice to tell the BJP and RSS ‘Hands off the armed forces’,” the editorial said. The CPI-M said Prime Minister Narendra Modi’s Dussehra speech in Lucknow was connected to the coming assembly elections in Uttar Pradesh. “Modi utilised the religious festival to lace his political message in a religious idiom. He started his speech with ‘Jai Shri Ram’ and talked of fighting terrorism using analogies from the Ramayana. “The message was clear - the electoral battle in Uttar Pradesh would be fought by mixing religion with politics and on a strident communal agenda.

Jaya health: AIIMS team, UK-based specialist visit Apollo Hospital again

The expert panel, during its earlier visit to the hospital on October 6, had drawn up a detailed medical management plan to treat the 68-year-old AIADMK supremo. During its last visit, the team had held detailed deliberations on the treatment protocol provided to Jayalalithaa. On October 9 and 10, Khilnani had visited the hospital and examined the chief minister. An earlier press release from the hospital had said, he had discussions with the hospital’s expert panel and had “concurred with the present line of treatment” being given to the chief minister. Jayalalithaa continues to be under treatment and “is being constantly monitored by the intensivists and other consultants in the expert panel”, it had said. Necessary respiratory

Police nab two more, warn rumour-mongers

Police today arrested two more persons for allegedly circulating rumours on social networking sites on the health status of Chief Minister Jayalalithaa and warned that spreading such rumours is an offence for which law prescribes imprisonment of over seven years. In the latest arrest for posting rumours, police said, 28-year-old Mani Selvam, a bank employee, hailing from Ottapidaram Taluk, Tuticorin and 42-year-old Bala Sundaram hailing from Pammal, Chennai, were arrested today. “Fifty cases have been registered for posting malicious and false content regarding the health condition of the Chief Minister on the social media so far,” a Central Crime Branch press release said, adding that posting such statements on social networking sites was a “violation of law”. Police have formed a special team comprising cyber experts to monitor such comments posted on social networking sites. The special team is working to identify those who had posted such “false and malicious” content on the social media, the release said.

“Public are requested to avoid making such statements in social networking sites. The offences are liable to be punished with rigorous imprisonment for more than seven years,” the release said. “Users of social media are advised not to spread false, malicious and motivated information regarding the health condition of the Chief Minister of Tamil Nadu. Stern action will be taken against the culprits, if any such content is noticed,” it said.

Panneerselvam takes charge of portfolios

Tamil Nadu Finance Minister O. Panneerselvam has taken charge of the portfolios earlier handled by Chief Minister J. Jayalalithaa, officials said on Thursday. This was also reflected on the state government’s official website which listed the portfolio’s handled by Jayalalithaa but now put under Panneerselvam’s name. Jayalalithaa held the portfolios of Public, Indian Administrative Service, Indian Police Service, Indian Forest Service, General Administration, District Revenue Officers, Police and Home. The officials told IANS that it is just reallocation of portfolios, that is, files that were sent to Chief Minister Jayalalithaa for approval earlier will now be sent to Panneerselvam. Panneerselvam, who visited the state secretariat on Wednesday and Thursday, is stepping into Jayalalithaa’s shoes for the third time, but this time with a difference.

Cabinet nod for IIM at Jammu

NEW DELHI, OCT 13 (PTI): Jammu is set to get an Indian Institute of Management (IIM) from the current academic session as part of the Prime Minister’s development package for Jammu and Kashmir. An out-campus will be set up in the Kashmir region later. The Union Cabinet today approved the establishment and operationalisation of IIM at Jammu in a temporary campus at Old Government College of Engineering and Technology from the Academic Year 2016-17. The project will involve a cost of Rs 61.90 crore in temporary campus for the initial four years from 2016 to 2020. The student strength intake for this year in the Post Graduate Diploma Programme (PGDP) in Management is 54 which will progressively go up to a cumulative student strength of 120 in the 4th year. “Steps would also be taken up for setting up campus at Jammu and an out-campus in Kashmir region. guerrillas. He also died undergoing treatment at RIMS, Ranchi. Third-degree torture is said to be the reason for his death. Ranchi police suspended Ashok Prasad and Pankaj Kumar, the Officers-in-Charge of Rahe and Dasham police stations, respectively, as Rupesh’s family alleged police atrocities. Taking suo motu notice of the case, the Jharkhand High Court directed the state government to hand over a Rs 1-lakh compensation to his kin. Other than these two instances of police atrocities, in which the victims died, there

are more cases that go on to prove the inhuman treatment being meted out to those in custody. On June 14, a minor girl of Latehar district was given third-degree torture, which left a deep impact on her mind. She was admitted to a Ranchi hospital for treatment, where she remained unconscious for over 72 hours. The same day, a truck driver Nazim was allegedly shot at by policemen in Dhanbad. The injured driver was taken to West Bengal in a critical condition, where he underwent treatment.

The governor also appealed to leaders of all political parties to convince their local units and cadres on the need to settle differences and disputes amicably and without resorting to violence of any kind. He also expressed hope that all political parties would come forward to share the responsibilities to maintain peace in areas witnessing violent incidents. The release also stated that the ‘petition on political violence’ in Kannur received by the governor and forwarded to the chief minister was also being ‘acted upon’. A march taken out by BJP activists to the Secretariat here saw some media personnel being attacked. Cameras and lens of few photographers, who tried to take video footage of some persons damaging a CPI(M) flag post and flex board in front of the secretariat, were allegedly damaged by protesters. They also allegedly manhandled a photographer of an English daily and police have registered a case. A similar incident of media personnel allegedly being attacked was also reported from Thrissur. Kerala Union of Working Journalists district secretary C Rahim condemned the incidents and wanted government to take stern action against those who were behind the attack. Reports on stone pelting of some long distance buses were reported even as private vehicles were blocked in various places and BJP workers allegedly forcibly tried to close down shutters of some shops.

Amma out of sight

amil Nadu chief minister J Jayalalithaa has largely gone into a forced political hibernation after being re-elected as chief minister. She was admitted to Apollo Hospitals on September 22 for fever and dehydration and has since been kept in constant medical attention. What Jayalalitha is suffering from and how serious it is , has been kept under tight wrap by the hospital. The only information made available was that Jayalalitha, who is known as ‘Amma’, has to be kept for a longer period till her health improves. A photograph would have worked even better but in Tamil Nadu’s over-secretive milieu, that is like asking for the moon. Jayalalithaa’s suspected medical ailments are strictly off bounds for the media. This is particularly after two publications and BJP Rajya Sabha MP Subramanian Swamy received defamation notices last year for ascribing “false illnesses” to its leader, according to AIADMK. This time the media has only faithfully reproduced Apollo Hospitals’ press release which only says that the CM is under observation and on normal diet. With rumours about her ill-health circulating wildly, prompting many to wonder who is in charge of the Tamil Nadu government while the CM is in hospital, the government decided to tell the world that Amma was at work even from her hospital bed. Statements made by rivals are now fuelling doubts over whether she is ill and if so, just how ill she is. If a couple of reports over the weekend are accurate, Jayalalithaa may be very ill and depending on which report that is read. Tamil Nadu governor C Vidyasagar Rao allocated all the portfolios of chief minister J Jayalalithaa to her close confidante and finance minister O Panneerselvam. In Tamil politics, of the two top political veterans, DMK supremo and 92-year old M.Karunanidhi has been chief minister five times while his junior, 68-year old Jayalalitha became chief minister for the sixth time. Karunanidhi may be easing off to political retirement owing to his age and some ailment but he has been a stubborn fighter and despite the odds, continues to harbour the ambition of regaining the chair. On the other hand, current chief minister Jayalalitha has been widely successful in stamping her imprint in the minds of the Tamilians especially the women with her famous ‘Amma’ brand food, canteens and appliances etc. Jayalalitha has total control over her party legislators who know better than not to kowtow before her or even prostrate themselves as a sign of total surrender. However, there is also another side of Amma. She is seen by the poor peasants as a god-sent leader and mother. Her schemes are so popular that they have been copied by other chief ministers too. In a world of rising economic costs, Amma has become a benevolent leader who has provided freebies from free laptops, gold, water, milk and subsidised food. She has also managed to bring about phased prohibition in response to the cries of women in the state. Her pro-women policies have paid political dividends and made her the undefeatable woman candidate for chief minister. Perhaps the most lasting political impact has been Jayalalitha’s ‘Stand Alone Spirit’ by which she steered the course for her party and always kept other alliance partners as minor players. Jaya’s ailment continues to be a talking point beyond and this proves that though she may be out of sight, she certainly isn’t out of mind.

DailyDevotion Individual Discouragement and Personal Growth …when Moses was grown…he went out to his brethren and looked at their burdens. —Exodus 2:11 Moses saw the oppression of his people and felt certain that he was the one to deliver them, and in the righteous indignation of his own spirit he started to right their wrongs. After he launched his first strike for God and for what was right, God allowed Moses to be driven into empty discouragement, sending him into the desert to feed sheep for forty years. At the end of that time, God appeared to Moses and said to him, “ ‘…bring My people…out of Egypt.’ But Moses said to God, ‘Who am I that I should go…?’ ” (Exodus 3:1011). In the beginning Moses had realized that he was the one to deliver the people, but he had to be trained and disciplined by God first. He was right in his individual perspective, but he was not the person for the work until he had learned true fellowship and oneness with God. We may have the vision of God and a very clear understanding of what God wants, and yet when we start to do it, there comes to us something equivalent to Moses’ forty years in the wilderness. It’s as if God had ignored the entire thing, and when we are thoroughly discouraged, God comes back and revives His call to us. And then we begin to tremble and say, “Who am I that I should go…?” We must learn that God’s great stride is summed up in these words— “I AM WHO I AM…has sent me to you” (Exodus 3:14). We must also learn that our individual effort for God shows nothing but disrespect for Him— our individuality is to be rendered radiant through a personal relationship with God, so that He may be “well pleased” (Matthew 3:17). We are focused on the right individual perspective of things; we have the vision and can say, “I know this is what God wants me to do.” But we have not yet learned to get into God’s stride. If you are going through a time of discouragement, there is a time of great personal growth ahead.

Post-mortem

NVCO’s RTI observation & its impact in Nagaland A

ccess to infor mation under the Right to Information Act 2005(RTI) is one of the most powerful tool that has been provided to the citizens of the country. Right to Information ensures openness in administration by enabling the public to demand information about issues as varied as deteriorating civic amenities, utilization of public funds, quality and standard of goods and services and basic human rights. The Right to Information promotes transparency, empowers the citizens, reduces corruption; increase efficiency; makes officials accountable, and puts an end to their indifferences, arrogance and corruption. Unless the citizens are informed of their rights in the form of information, probably they cannot assert their rights and make the government accountable for its actions. In view of a decade of RTI in Nagaland, Nagaland state was not lacking behind with the rest of the states in the country as Nagaland Information Commission was constituted on 14th March 2006. In the assessment of the impact of RTI in Nagaland for the last ten (10) years done by the Nagaland Voluntary Consumers’ Organisation(NVCO) under the co-ordinatorship of its President Kezhokhoto Savi, there are several success stories and the misuse of RTI as well. There are good number of number of success stories to the extent that had there RTI Act not been implemented in the state a good number of young bright intelligent man and woman may become depressed in life and may allowed to exploit their precious talents. There are instances of misusing the RTI Act by the applicants and public authorities as well such as negotiation with money is one way of withdrawing the RTI application, some applicants were filing RTI just to extract money from public authorities, public authority attempted to bribe the applicants, use of RTI to harass the public authorities or certain department, offered huge sum of hard cash to applicant,

public authority manipulate public documents while furnishing to the applicant. However, we are to appreciate the government departments for maintenance of records or official documents much better with the implementation of the RTI Act in the state. But when it come to the level of corrupt practices especially in public sectors we did not see any improvement rather it is becoming worsen especially the amount of money spent during the last State General Election. We don’t see much of improvement in public infrastructural developmental works such as roads, etc. and had detected so much of illegality in spending public funds in not following the norms and procedures including illegal deduction of certain percentages in the name of party funds, commission, etc. Several organisations contributes a role in promoting the RTI Act in the state by way of filing RTI applications, fighting against the illegality and shortcoming of procedure based on information/documents obtained through RTI and had even filed a case of Public Interest Litigation(PIL) before the Gauhati High Court, Kohima Bench. There are cases where individual and organisation were filing RTI application just for the sake of filing as they do not read and sudy the information obtained through the powerful Act. The awareness level in the district headquarters is still low, but is even lower in villages. Awareness is still lacking and it is more important in rural areas where every citizen must have the basic knowledge of the RTI Act and RTI is require in rural areas where more disclosure is require in various schemes/ projects meant for villagers especially those below poverty line(PBL). To promote transparency and accountability in villages it is necessary to file RTI application in questioning the maximum misused of funds in MNREGA, Public Distribution System (PDS), etc. There was a case that a village authority had fined their citizens for filing RTI application without consult-

ing village authorities and this had happened due to lack of awareness amongst the citizens. Trainings were conducted more for the APIOs, PIOs & FAAs but least bother to create awareness for the general public. But still then the public authorities have negative attitude towards the RTI applicant/ activists and many of them take advantage of the one month period although the information can be furnish within a few days time. The maximum RTI applications filed in various departments were related to recruitment of jobs in public sector(backdoor appointment, contract works, and so on. Since we are living in an information based society, access to information has become inevitable, to the individuals and also the institutions. A person well informed stands in a better position to exercise his legal rights better than those who do not have access to any information or ill-informed. RTI is a powerful tool, which gives the citizens the chance to transform the way the government and its officials function and this powerful tool is in the hands of the citizens that one should not sit and watch but get involved and use one’s right to information. Key findings and recommendations: In view of the ten(10) years of RTI implementation in the state of Nagaland, Nagaland Voluntary Consumers’ Organisation(NVCO) had done a study on the use of RTI across the state and its impact and listed out few key findings and recommendations as follows : 1. Awareness of the RTI Act. Improving awareness: There is poor awareness about the RTI, worse in villages than district headquarters. Few citizens from villages said that they had heard about RTI Act but no one has taught them how to go about it and no participation had heard of the RTI Act in many villages. Recommendations:1. There continues to be an urgent need for a concerted and professional approach to

increasing awareness among the public. In addition, information regarding the RTI Act and its relevance to the people should be imparted along with information about other basic rights, highlighting how the RTI Act can be used to ensure access to those other rights. This would not only contextualize information about the RTI Act but also raise awareness about other rights. 2. Dedicated programming on RTI awareness could be broadcast on local TV channels and radio, and also disseminated through social media and through whatever other means are available. 3. A module on RTI should be made mandatory in school curriculum. 4. Perhaps self-help groups(SHGs) could be mandated to spread awareness about the RTI Act and facilitate the filing of applications and appeals. Information about RTI should also be displayed outside schools, colleges, bus stop, community halls, etc. 5. In many villages, school teachers are an important source of information and support to village communities. It might, therefore, be useful to train them in the use of the RTI Act. 2. Use of the RTI Act and nature of information sought. T h e v i l l a ge - d i s t r i c t headquarter(urban) divide : Very few applicants were from villages, even though over 75% of Nagaland population lives in villages. Awareness levels about the RTI also seen very low in villages. Recommendations: 1. An assessment needs to be carried out to determine the reasons why there is such poor participation by village populations in the RTI process especially applicants. 2. Very little effort, in general, seems to have been made by the state government to raise awareness about the RTI. Whereas in district headquarters there are many other methods by which the public can learn about the RTI and its uses and process, special attention needs to be paid to

villages. G r i e va n c e s r e d r e s s mechanism: The applicants especially from village said that they wanted to use the RTI Act in order to seek redress of their grievances. Analysis of RTI applicants showed that good percentage of the applicants were seeking information that was aimed at getting action on a complaint, getting a response from a public authority, or getting redress for a grievance. 3. Ease and certainty of access to information Threats to applicants: Applicants are often intimated, threatened and even physically attacked when they file an RTI applications, or as a consequence of their submitting such application. Recommendations: 1. Complaints of such intimation, threat or attack, in so far as it is an effort to deter the applicant from filing or pursuing an RTI application, can clearly be considered as obstruction and falls within the gamut of section 20(1) as penalisable offence. Therefore, where the enquiry establishes the guilt of a person who is a PIO, the Information Commission must impose a penalty which is both appropriate to the case and acts as deterrent to other PIOs. If required, the Information Commission should make a report to the police for criminal proceedings. 2. Where the guilty party is not a PIO, the Information Commission must establish a tradition to the enquiry report to the police, where a cognizable offence is made, or otherwise to the relevant court, and use its good offices(and its moral authority) to ensure that timely and appropriate action is taken. Reducing the need to file RTI applications: There are certain public authorities/departments such as Home/police, health & Family Welfare, School Education, PWD, RD, Social Welfare, Food & Civil Supplies, Agriculture, etc. receive a disproportionate share of RTI applications compared to other public authorities. In some cases there is resentment among PIOs as they have to

deal with a large number of RTI applications in addition to their normal work. Recommendations: 1. First, each public authority should assess every three months what types of information are being sought by the public. As far as possible, the types of information that are most often sought should then be proactively made available, thereby making it unnecessary for the citizen to file and pursue an RTI application. 2. Second, most often RTI applications are filed because there are unattended grievances that the public has with the public authority. These are mostly about delays, lack of response to missive and queries, not making the basis of decisions public, seemingly arbitrary or discriminatory decisions, norms, rules or laws that are not easily accessible to the public, and non-disclosure of routine information that should have been disclosed even without the RTI. 3. Public authorities of the government. Proactive disclosures: Nearly 75% of the RTI applications seek information that should have been proactively made public without citizens having to file an RTI application. Despite a very strong provision(suo motu) disclosure under section 4 of the RTI Act, there is poor compliance by public authorities. This forces applicants to file applications for information that should be available to them proactively, and consequently creates extra work for themselves, for the concerned public authorities, and for information commission. Many departments do not have a board with the required proactive disclosures. Recommendations: 1. Given the very poor implementation of section 4 by most public authorities, the state nodal agencies should direct all Public Authorities to designate one or more PIOs as responsible for ensuring compliance with all the provisions of section 4. have witness its formation. Therefore,Your leaders like Kiumukam,Hetoi and Shilu must bow down and respect them instead of insulting them because they are your bosses. The MIP is also advice to retrospect the past activities done by your leaders. What have Kiumukam done during his five years as President?likewise What other portfolio did Hetoi held in his Naga political journey? for both Kiumukam and Hetoi must realised their mistake and advice them not to do business with Naga issue. Re g a r d i n g K i u m u kam arrest, soon after his arrested, the cabinet convened emergency for his save released from jail and fully authorised Hon’ble Home kilonser to make necessary arrangement, but instead Hetoi who was a mere public interfare and turn ups side down the whole situation. Therefore,Hon’ble Home kilonser advice them not to deal this matter individually but they did without government knowledge so GDRN stopped involving physically in his released .But, here lays the biggest shame for Kiumukam and Hetoi, when they were playing commission game from investigation officer and advocate by paying Rs.200000(two lakhs) from government. From all these corner, its will be the best for the Nagas to judge who is making financial profit on the Naga national struggle.Together the Nagas must stand against anti-social activities and make our land ‘a land of peace and unity’.Lastly, the GDRN advice the so called MIP of kiumukam to find the meaning of ’Impeachment’ and ‘democracy’from dictionary and stop point your fingers at others. MIP GDRN/NNC (Non-Accord)

n a recent meeting discussing the future of Islam in Britain, Baroness Sayeeda Warsi, a prominent lawyer and the first Muslim woman appointed to a U.K. Cabinet, expressed her deep belief in Britain’s need to return to its Christian roots. “For minority faiths to feel truly comfortable about who they are, the majority has got to be sure about who it is…,” said Warsi. “A Europe that is sure about its Christian heritage is a much easier place to be a Muslim.” This is unheard of—a Muslim woman calling for a return to Christian orthodoxy. In an even more contrarian statement, Warsi proposed that mosques in Britain be redesigned without minarets, even resembling village churches. Warsi’s call is a healthy reminder for Christians too, of our own need to embrace our orthodox roots. It reveals a struggle within Christianity that the church has struggled to resolve, and that is the ageold feud between orthodoxy (correctness of belief) and orthopraxy (correct practice of belief). A quick look at the global demographics of Christianity is all it takes to grasp the magnitude of this issue: With more than 2.3 billion adherents, Christianity is currently the largest religion in the world—though Islam is well on its way to matching it in size—yet it’s also, perhaps, the most fragmented one. As of 2014, there are over 45,000 distinct Christian denominations, and, every day, two more spring into existence. The history of schism within the Christian faith is long and complicated, but the results are obvious to the naked eye. As noted by Warsi, Christianity, especially in the West, has been pulled in so many directions that it has lost its common identity and, in the process, its influence. The Pew Research Center projects that Europe’s Christian population will shrink by almost 100 million people by 2050,

which will cause the United Kingdom, France, Netherlands, Bosnia and Herzegovina, and the Republic of Macedonia to no longer have a Christian majority. In North America, “Christians are projected to decline from 78 percent of the U.S. population in 2010 to 66 percent in 2050.” Christianity is still, and will be for a while longer, the largest religion in the world, but it’s certainly struggling through an unsure time. And as time goes by and the church splits and drifts from its core identity, causing an identity crisis within our own ranks. These are the issues we faced at the church movement I lead in India. With over 780 unique languages – and countless dialects – spoken by thousands of distinct ethnic groups who follow half a dozen major religions, India is by far one of the most diverse nations in the world. In fact, what many people might not know is that while Christians make barely a fraction of the population, India’s Muslim population is the second largest in the world, and is projected to become the largest share of the world’s entire Muslim population by 2050. All of this is in a country where Buddhism was birthed and where Hinduism remains the majority faith. How does a moder n Christian church maintain its identity and influence in such an overwhelmingly diverse environment? For us, it began with a return to India’s Christian roots. The history of Christianity in India goes back almost 2,000 years to the Apostle Thomas and the Syrian Orthodox Church. India has one of the most ancient Christian populations in the world. Christianity is an Indian as India itself. Thus, as Evangelical Indians we find comfort, depth, and security in tying our roots back to the source of our heritage. Tracing our faith’s history helped us also rework our orthopraxy to fit our current culture. We resolved that our faith should look and feel au-

thentically Indian, and not as a Western import. We moved away from the modern worship experience, which often mixes faith with entertainment, and we opted instead for modernizing the old practices of the church. We readopted the creeds of the early church, revived the liturgical prayers, and reinstated the public reading of the Bible. We also returned to the weekly practice of the Eucharist, and although we do not hold to the belief that the bread and wine turn into literal flesh and blood, we cherish the deep spiritual encounter we experience with Christ every time we partake in the Holy Communion. We expect the Holy Spirit to work in our midst; the “spiritual” is an important component in Indian culture. These changes have made our worship experience feel like

walking into an authentically Indian faith, instead of adopting a foreign religion. They have also provided credibility to our voice when we engage in social work and justice. Our polity protects us from those who aim to persecute Christians for being western imports, and we are treated with the highest regard because we are thought of as Indian, first. The lessons of ancient Christian practice move us past our tribalism, denominations and territorialism to return us to our roots, grafting us firmly into the history of God’s ancient church. We are evangelical in our theology and orthodox in our practice. Dr. Joseph D’Souza is the Moderating Bishop of the Good Shepherd Church and Associated Ministries of India. (moderator@gsoim.org.)

SSA teachers without salaries

Sir,

Six months (running) is a long time to run a family without salaries. Even a person without family obligations will run short of fuel (Also Motivation) without being paid for six months. This is actually what is happening to the SSA Teachers. This comes at the backdrop of the Education department tightening the screws on the teachers to be punctual, dedicated and produces better results. One just can’t fathom how one expects the employees to produce optimum results without being paid. Before setting any target one has to remember that Targets and Salaries go hand in hand. Moreover, Teachers also has to meet their targets at homes besides the targets set at Schools. The concerned authorities should consider themselves lucky because in Nagaland people react less to wrongdoings (Rather our weakness). But this does not mean Nagas do not react at all. Moreover in these present times, awareness has reached our shores and people have started raising their voices. Lest the masses react (God Forbid - Violently), the management should act fast. Six months without salaries is a long duration of untold sufferings and miseries. It is high time the concerned department thinks about the term called “SALARIES” and that it is something which has to be paid to the employees (Every Month) for their work rendered. And the more you release it timely the better the results (From all aspects). Temsu Pongen, Dimapur, (temsuao53@gmail.com)

India aims to double LNG import capacity to 50 mn tonnes a year

of the energy basket, it is just 6.5-7 per cent in India. “We would like to raise the share of natural gas in the energy basket to 15 per cent in the next 3-5 years,” he said. With domestic gas output dropping, imports of the environment friendly fuel presents the best option. Petronet LNG Ltd operates a 10 million tonnes a year LNG import terminal at Dahej in Gujarat and has another 5 million tonnes facility at Kochi which is lying mostly idle because of lack of pipeline to take the gas to consumers. Royal Dutch Shell operates a 5 million tonnes a year LNG terminal at Hazira in Gujarat while a 1.2 million tonnes capacity operational terminal is there at Dabhol in Maharashtra. While the Dahej terminal is being expanded to 15 million tonnes this year and to 18 million tonnes in future, construction of a breackwater would

MUMBAI, Oct 13 (PTI): The rupee was trading lower by 29 paise at 66.82 against the American currency in early trade on Thursday at the Interbank Foreign Exchange market as the dollar strengthened overseas amid a lower opening of the domestic equity market. Forex dealers said increased demand for the US currency from importers and the greenback’s gains against other currencies overseas after minutes of the Federal Reserve’s last meeting pointed at an interest rate hike this year, put pressure on the rupee. On Monday, the rupee had gained 15 paise to end at 66.53 against the American currency on hopes of more foreign capital inflows. Forex market remained closed on Tuesday and Wednesday on account of Dussehra and Muharram, respectively. Meanwhile, the benchmark BSE Sensex fell by 265.21 points, or 0.94%, to 27,817.13 in early trade on Thursday.

NEW DELHI, Oct 13 (PTI): India plans to more than double its annual LNG import capacity to 50 million tonnes in the next few years, Oil Minister Dharmendra Pradhan said today. Also, as part of strategy to move towards a gas-based economy, the first LNG-driven bus is likely to start plying in Kerala early next month, he said. The nation currently has capacity to import 21 million tonnes per annum of supercooled gas (liquefied natural gas or LNG) in ships. This liquid gas is turned back into gaseous state, called regassification, before being supplied to customers like power plants. “We currently have LNG import and regassification capacity of 21 million tonnes. This we plan to raise to 50 million tonnes in the next few years,” he said here. While globally natural gas makes up for 24 per cent

make 5 million tonnes operational capacity at Dabhol. Among the new terminals being built is a 5 million tonnes facility by GSPC-Adani at Mundra in Gujarat, AdaniIOC-GAIL combine’s similar capacity unit at Dhamra in Odisha and another equal capacity terminal by IOC at Ennore in Tamil Nadu. Shell and GAIL are looking at building a floating LNG import terminal at Kakinada with initial capacity of 1.75 million tonnes. Pradhan said Kerala will celebrate its foundation day on November 1 and it is being endeavoured to start trial run of LNG-driven bus on that day. “Petronet LNG and Indian Oil Corp (IOC) are in discussions with the Kerala government on the issue,” he said adding this experiment will be extended to long-haul commercial vehicles and trains in future.

KATS COLLECTION WEDDING DRESSES DP-7700

New Delhi, Oct 13 (PTI): Gold regained it sheen by surging Rs 250 to 30,400 per 10 gram at the bullion market today largely on a firm global trend amid increased buying by jewellers at domestic spot market, triggered by wedding season demand. Silver also recovered on mild demand from industrial units. Analysts attributed the rebound in gold prices to a firm trend overseas and increased buying by jewellers at domestic spot market to meet the wedding season demand. Globally, gold rose 0.36 per cent to USD 1,259.40 an ounce in Singapore. In the national capital, gold of 99.9 per cent and 99.5 per cent purity spurted by Rs 250 each to Rs 30,400 and Rs 30,250 per 10 gram, respectively. The metal had lost Rs 260 yesterday. Sovereign, however, held steady at Rs 24,300 per piece of eight grams. In line with gold, silver ready edged up by Rs 35 to Rs 42,625 per kg and weeklybased delivery by Rs 140 to Rs 42,230 per kg. Silver coins, however, held steady at Rs 73,000 for buying and Rs 74,000 for selling of 100 pieces.

Mumbai, Oct 13 (PTI): In a sharp plunge, market benchmark Sensex slumped over 475 points to 27,607.32 at mid-session as selling pressure gathered momentum, mirroring falls across Asia and a lower opening on European bourses following worse-than-expected economic data from China. Moreover, trading sentiment was dampened with minutes of the US Federal Reserve’s September meeting signalling a possible rate hike this year, brokers said. Besides, the rupee also plummeted by 41 paise to 66.94 against the dollar (intra-day) at the forex market, fuelling selling pressure in domestic equities. The Sensex, which

However, the armed forces have been unhappy with the cabinet approval of the Seventh Pay Commission recommendations saying the anomalies that they had highlighted has not been taken care of. The forces argue that the anomalies lower the status and pay parity of forces vis-a-vis their counterparts in the police and civilian administration.

lion barrels of crude, or about three days worth of imports, traders said. “The increase was mainly driven by stocking activities at some reserve sites,” said Harry Liu, associate director of oil markets with IHS Energy, who said August and September volumes were higher than he expected. That contrasts with earlier in the year when China’s independent refiners known as “teapots” were the driving force behind the imports. Analysts from BMI research expected China’s crude imports to remain elevated for the rest of the year due to falling production, expanding storage capacity and a seasonal uptick in demand over the winter months. Over the first nine months, import volumes rose 14 percent to 284 million tonnes, or 7.55 million bpd, according to the data. On a cumulative basis, the United States is still the biggest importer with more than 8 million bpd of imports. China’s refined fuel exports in September rose 21.1 percent from a year ago to 4.3 million tonnes, near the record high 4.57 million tonnes notched in July and well up on August’s 3.7 million tonnes. The month-on-month gain rekindled worries of a supply glut in fuel products and might weigh on oil demand in the fourth quarter, analysts said.

BEIJING/SINGAPORE, Oct 13 (Agencies): China imported record volumes of crude oil last month, eclipsing the United States as the world’s top buyer of foreign oil as Beijing’s state reserves shipped in cheap crude to fill new storage tanks. September’s crude imports rose 18 percent from a year earlier to 33.06 million tonnes or 8.04 million barrels per day (bpd) on daily basis, customs data showed. The buying outpaced the US four-week average assessed by the US Energy Information Administration of 7.98 million bpd at the end of September. It marked the second time this year - but the third month in the past twelve - that China’s imports have overtaken the United States, and reflected contracts signed in July when renewed selling pressure pushed crude below $42 a barrel. Oil has since recovered to around $50 a barrel. The shipments also arrived as Chinese refineries entered the final stretch of their annual maintenance season, which typically takes place in the third quarter. With US plants’ repair work extending into this month, the world’s largest economy could retake pole position in October, analysts said. China’s strategic reserve is preparing to start filling late this year newly-built storage tanks that can take some 19 mil-

Trump sends legal notice Russia says to sign S-400 Russia prepares for WW III toDonald NYT over ‘groping women’ story air defence deal with India

Russian S-400 Triumph medium-range and long-range surface-to-air missile systems. (File)

MOSCOW, Oct 13 (Agencies): Russian President Vladimir Putin will seal a deal with Indian Prime Minister Narendra Modi during an upcoming visit to deliver Moscow’s most advanced air defence system, the Kremlin said Thursday. “An agreement on the delivery of S-400 ‘Triumph’ anti-missile defence systems and other deals will be signed as a result of the talks,” Rus-

sian news agencies quoted Putin aide Yuri Ushakov as saying, without specifying a timeframe. Putin will meet Modi in the Indian state of Goa on Saturday on the sidelines of the BRICS Summit involving the leaders of Brazil, Russia, India, China and South Africa. The Kremlin earlier this week said the talks with Modi would focus on “a wide range

of matters of bilateral relations, especially trade and economic ties.” The S-400 is Russia’s most modern air defence system and has been deployed to Syria, where Moscow is conducting a bombing campaign in support of long-time ally Syrian President Bashar al-Assad. The system can track some 300 targets and shoot down around three dozen simultaneously over a range of several hundred kilometres. India has signed a series of key defence deals under Modi as part of a $100 billion upgrade of its Soviet-era military hardware, making it an attractive proposition for arms exporters. In September, after nearly a decade of discussions and setbacks, India signed a deal to acquire 36 French Rafale fighter jets for 7.9 billion euros ($8.8 billion) to bolster its military against an increasingly assertive China.

World’s longest-reigning monarch... (From p-1) The Royal Household Bureau in its statement on Thursday did not give a reason for the king’s death. The king been treated for a respiratory infection, a build up of fluid surrounding the brain and a swollen lung in the past few months. From illuminated billboards in bustling Bangkok to portraits in offices and millions of rural homes, Thailand is festooned with images of the jazz-loving king. King Bhumibol headed a conservative establishment that still wields considerable power 84 years after the abolition of absolute monarchy. He became king in 1946 after the still unexplained gunshot death of his elder brother, 20-year-old King Ananda Mahidol who was also known as Rama VIII. King Bhumibol returned to Thailand for good four years later to

be crowned King Rama IX. The king was seen as semi-divine by many ordinary Thais, an image bolstered by Thailand’s education and legal systems. “The King shall be enthroned in a position of revered worship and shall not be violated,” states the constitution. Thailand has lese-majeste laws that impose long prison terms for insulting the monarchy. The laws have been enforced harshly as the establishment sought to control new, less deferential political forces and as dissent has found avenues of expression through social media. His presumed successor, Crown Prince Maha Vajiralongkorn, 63, has taken a more prominent part in royal ceremonial and public appearances in recent years, but he does not command the same level of devotion as his father.

Vladimir Putin

Moscow, Oct 13 (Agencies): Amid escalating tensions between Russia and the West, President Vladimir Putin of Russia has reportedly ordered Russian politicians, state officials, and employees living overseas to return to the “Fatherland.” The order also instructs them to bring all relatives living abroad, including children attending schools in Western countries, back home, reported The Inquisitr. The Russian website Znak.com reports that the order to bring home relatives living abroad and children studying in Western countries affects all “administration staff, regional administrators, lawmakers of all levels, and employees of public corporations.” The order, according to the Daily Star, warns that state officials or employees “who fail to act will put their chances of promotion at risk.” The Kremlin directive,

described as an “urgent call,” has left affected Russian officials worried and sparked speculation after the Russian authorities failed to explain the reason for the order. But analysts pointed out that it comes amid worsening relations and rising tensions between Russia, the U.S., and its key Western allies over the crisis in Syria. According to analysts, relations between Russia and the West are at their lowest since the height of the Cold War. The rising tensions have in turn sparked fears that the Syrian crisis could escalate into a global war. “This is all part of the package of measures to prepare elites for some ‘big war,’” Russian political analyst Stanislav Belkovsky was quoted saying, according to News.com.au. Relations soured further recently after the U.S. government took the decision not to further pursue talks with Russia over Syria and formally accused the Kremlin of sponsoring cyber-attacks against U.S. institutions, including the Democratic National Committee (DNC). The Obama administration also accused Russia of meddling in the U.S. presidential election scheduled on November 8, 2016. The Hillary Clinton campaign announced recently that an FBI investigation was ongoing into Russia’s role in hacking its systems for emails.

Washington, Oct 13 (PTI): Donald Trump has sent a legal notice to The New York Times asking it to retract a “reckless” and “defamatory” story in which two women claimed the Republican presidential nominee touched them inappropriately. “Your article is reckless, defamatory and constitutes libel per se. It is apparent from, among other things, the timing of the article, that it is nothing more than a politically-motivated effort to defeat Mr Trump’s candidacy,” said Marc E Kasowitz, the attorney on behalf of the Republican presidential nominee. “That is why you apparently performed an entirely inadequate investigation to test the veracity of these false and malicious allegations, including why these two individuals waited, in one case, 11 years, and, in another case, more than three decades, before deciding to come forward with these false and defamatory statements,” he said. “Clearly, The New York Times is willing to provide a platform to anyone wishing to smear Mr Trump’s name and reputation prior to the election irrespective of whether the alleged statements have any basis in fact,” he said. “We hereby demand that

Donald Trump

you immediately cease any further publication of this article, remove it from your website and issue a full and immediate retraction and apology. Failure to do so will leave my client with no option but to pursue all available actions and remedies,” Kasowitz said in the legal notice sent to the daily. E a r l i e r, 7 0 - ye a r - o l d Trump alleged the mainstream media is extension of the rival Hillary Clinton Campaign and the system is rigged including that of the non-profit that holds the presidential debate. “WikiLeaks shows something I’ve been warning about for a very, very long time. The media is simply an extension of the Clinton Campaign,” Trump told his supporters at an election rally in Florida. Trump alleged that while the media has been writing

stories against him, they have been ignoring the critical stories related to Democratic presidential nominee Clinton. “These dishonest people, mainstream media, they don’t talk about this. They don’t talk about this. Now, if Donald Trump sneezes today, it’s a major story,” he said. “We are in a rigged system. This is a rigged, rigged system. You saw so many of the things. I’ll tell you, this WikiLeaks stuff is unbelievable. They want to put it out, but they can’t do that, because without the media and without the press, Hillary Clinton would be nothing. She’d be nothing. Zero,” he said. “The corporate media can’t report on the establishment because the corporate media is the establishment, such a big part of it,” he said. “Reporters who work for these outlets like the Washington Post or the New York Times may think of themselves as journalists, but they’re actually cogs for a corrupt political machine. That’s the Clinton machine. The e-mail show the New York Times, the Boston Globe, Univision who I sued Univision, and I was very happy with what they did,” Trump said.

Washington, Oct 13 (IANS): In what can be seen as a clearest indication yet of US support for the cross-LoC surgical strikes carried out by the Indian Army on terror camps last month, a senior Obama administration official has said that Washington empathised with New Delhi’s position of responding militarily to cross-border terrorism but called for exercising caution and restraint. “I think every country has the right to self-defence but I will also highlight that in a heavy militarised relationship like that of India and Pakistan, a relationship that has experi-

ctor Irrfan Khan, who is back from the premiere of his latest film ‘Inferno’ in Florence, says this is a good time for Indian cinema and actors. “I can say with full authority that this is a great time to be an Indian actor. Our cinema is being recognised and acknowledged internationally. Very soon Indian actors will be able to make their presence felt in every corner of the world. It’s just a matter of time,” he said. The premiere of the film happened at an opera theatre, the Opera di Firenze in Florence, and Irrfan was delighted to hear how minutely the journalists gathered at the venue watched the film. “They asked intricate literary questions about the film from all of us. They wanted to discuss the film’s connection with Dante’s Inferno. No one asked me about Indian politics,” said Irrfan. The eminently international Irrfan is back in India for just a few days until his new Hollywood film ‘Inferno’ releases on Friday. “Actually I’m supposed to be in the US for some impor-

new rules on Pitt and Jolie — or send them to court. On September 14, Brad Pitt was allegedly involved in an altercation with his son, 15-year-old Maddox on his and Jolie’s private plane. Although no evidence of a fight has been revealed, Pitt has been accused of getting physical with the boy prior to a brief stop in Minnesota before the family returned to their home in Los Angeles. One day after the fight, Jolie reportedly moved out of the home and took her kids to a Malibu, California, rental before filing for divorce on September 19. As their custody battle continues, Brad Pitt and Angelina Jolie are facing rumors of drug use and cheating. Earlier this week, a report was published in which it was claimed that Jolie was using drugs after spiraling out of control during her marriage to Brad Pitt. However, Gossip Cop quickly shot down the report, claiming Jolie is not using drugs and remains focused on her children.

midst the intense strain on Pakistani actors working in Bollywood, Fawad Khan has reportedly signed up for a film project produced by Shyam Benegal. According to a leading national daily, director Harsh Narayan, who has been working to promote cross-border peace for the past 15 years, has approached the 34-yearold Pakistani actor to star in his upcoming project. Titled Ye Raste Hain Pyar Ke, the movie will chronicle the journey of two musicians who will tour the two warring countries during which they will discover themselves. The Indian Motion Picture Producers’ Association or the IMPPA earlier issued a temporary ban on Pakistani artistes working in Indian Cinema in the wake of the killing of 19 Indian soldiers during the Uri terror attack. Saying there could not be a better time to put out a film that “explores love and peace and promotes humanity,” Narayan notes some of the best works written during the 1965 Indo-Pak war.

tant meetings. I had to cancel them and get back home when my producers of ‘Inferno’, in all their wisdom, decided to release our film in India two weeks in advance of the rest of the world. That sort of threw me off gear, in a good way,” laughs Irrfan. “So, here I am just for a few days to do press in India,” he added. Irrfan has plenty of reason to be flattered. The producers of ‘Inferno’ decided to advance their film’s release in India to cash in on Irrfan’s presence in the cast. “It is true they thought since I was in the cast, they wanted me to be the face of the film in India. I gladly and humbly accepted the honour, and here I am,” said the actor.

and continuing contact with both parents,” Chang Rickert continued. “The deal they struck is only ‘temporary’ until a Judgment or further order is in place. [Brad Pitt] does not currently have monitored visitation with his children. The first meeting would have been with a monitor who will then subsequently determine whether future visits would be monitored.” Chang Rickert then revealed that Jolie’s request for sole physical custody of the children may have been due to its legal label of allowing her to leave the country without incident. As she explained, Brad Pitt would have to prove Jolie’s potential move was detrimental to their children in order to prevent it from happening. While Brad Pitt is currently being investigated after child abuse claims were made against him, the case is expected to be dropped due to insufficient evidence. That said, when his temporary agreement with Jolie expires on October 20, the Los Angeles Department of Child and Family Services will reportedly have the ability to inflict

rad Pitt and Angelina Jolie will likely agree to a joint custody situation for their six kids once their temporary custody agreement expires next week. According to a new report, Jolie may want sole physical custody of the children, including Maddox, 15, Pax, 12, Zahara, 11, Shiloh, 10, and twins Vivienne and Knox, 8, but an expert claims it would be ridiculous if she were granted with her request. In an interview with Hollywood Life on October 12, lawyer Kelly Chang Rickert, who is not involved with Brad Pitt’s divorce and custody battle with Jolie, said she believed the estranged couple would soon share legal and physical custody of their kids. “It is absolutely ridiculous to think either of them will end up with no visitation or custody of the children — visitation and custody are the same in California courts. When you have visitation, you have custody,” the attorney explained. “In California, in a divorce or separation, the courts have a duty to ensure frequent

DC Comics said her story was “meant to test her appeal at a time when female superheroes were rare”. Judge Francis Sheridan said the firm had failed to communicate its risk assessment to the actor. He said: “The greatest failing of all on behalf of the company is a lack of communication, a lack because, if you have a risk assessment and you do not communicate it, what is the point of having one? “That is the most serious breach here. “If only they had included Mr Ford in all the discussions, he might have at least been alert to the dangers that he had to avoid.” Foodles Production (UK) Ltd said in its statement that the “safety of our cast and crew was always a top priority”. The DC comics site hinted these special guests would include those who have played the super-powered Wonder Woman character over the years. They could include the actress Lynda Carter, who starred in the hit US TV series that ran from 1975-79. Carter’s depiction of the superhero is still seen by many as the ultimate Wonder Woman. Djokovic storms into Shanghai quarter-finals

Novak Djokovic hits a return shot against Vasek Pospisil during the men’s singles match of the Shanghai Masters tennis tournament, Thursday. (AP/PTI)

SHANGHAI, Oct 13 (AGENCIES): World number one Novak Djokovic dismissed Canadian qualifier Vasek Pospisil 6-4, 6-4 to storm into the Shanghai Masters quarter-finals on Thursday. The 12- tim e G r a nd Slam-winner came into the tournament with questions over his motivation but he left little room for doubt in a comprehensive victory. Djokovic weathered 12 aces and 28 winners from Pospisil, 26, before completing the 79-minute victory with a searing forehand to the corner.

The Serb insists he is no longer chasing titles or rankings points after suffering a crisis of motivation since he completed a career Grand Slam at the French Open in June. But he is now into the Shanghai last eight without dropping a set and will face 110th-ranked Mischa Zverev for a place in the semi-finals. America’s Jack Sock recovered from losing the first set to love as he beat Milos Raonic 0-6, 6-4, 7-6 (10/8), ending a run of eight straight defeats to the Canadian fifth seed. And Jo-Wilfried Tson-

ga ousted racquet-smashing teenager Alexander Zverev, denying the young German a potential match-up with his elder brother, Mischa. Zverev, 19, pushed the ninth seed all the way until he was broken for 5-6 in the third set, prompting a furious racquet-battering which earned him a warning for unsportsmanlike conduct. Tsonga, serving for the match, safely negotiated three break points before a spectacular airborne smash set up match point, which he gobbled up to win 6-7 (4/7), 6-2, 7-5.

Paralympian forced to remove prosthetic limb at Airport Bengaluru, Oct 13 (PTI): As if the “psychological hurt” was not enough, Indian paralympian Aditya Mehta was also left bleeding after being forced to remove his prosthetic limb as part of a security check at Kempegowda International Airport (KIA). Two months after a similar incident of humiliation, Aditya had to go through the ordeal again when he was forced to remove his prosthetic limb on October 11 and while hurriedly wearing it back to catch the flight he ended up hurting himself. “They forced me to remove my limb. It took 45 minutes to wear it back. While I was wearing it inside the room, the officials asked me to come out quickly as the takeoff time was nearing. In that tension I started to push my stump very hard, and when I removed the limb in my house, I found I was bleeding,” Mehta told PTI. Mehta also said that he was carrying an injury for the last 20 days and it would be difficult for him to remove the prosthetic limb and wear it again. Earlier on two occasions, Mehta had been humiliated by the security people at Delhi and Bengaluru airports. Mehta said he was asked by CISF official Thakur Das to get inside a room and remove his prosthetic limb.

“At the airport the same person (Thakur Das), with whom I had an issue at the airport, was there and he asked me to get into a room and remove the limb,” he said. Mehta pleaded with the official that if he removed his artificial limb it would take at least 45 minutes to wear it back and the flight is about to take-off in next 30 minutes. “If I remove the limb, it will take 45 minutes to wear it back and my flight is ready to take-off in next 30 minutes,” he pleaded with the officer. “But the officer told me ‘No, if it is an injury, it is your problem. We have to take care of security and you should allow us to do our duty’,” Mehta said. Mehta argued that he had been to three other airports but the officials there did not ask him to remove his limb. “I told them the security officials can check the ETD. In fact, I had been to three other airports, where they did not force me to remove my limb.” Venting his ire on social media, Mehta said despite writing to DGCA asking for full-body scanners for disabled people be set up, no action has been taken so far. The DGCA office in Hyderabad said that asking people with prosthetic limbs to remove them is standard operating procedure as part of security.

Australia IOC president calls for ‘stronger’ WADA Oct 13 (IANS): Insuffer first 0-5 Paris, ternational Olympic Commit(IOC) President Thomas ODI series loss tee Bach called on the member NEW DELHI, Oct 13 (Agencies): History has been made by South Africa, who have blanked Australia 5-0 to mark the first time that an Australian cricket team has lost all of the matches in a five-game ODI series. Steve Smith’s team, ranked No 1 in the world and reigning World Cup champions, have been whitewashed by Faf du Plessis’ South Africa in the series that ended on Wednesday in Cape Town. Australia were without three of their most influential bowlers in Mitchell Starc, James Faulkner and Josh Hazlewood as well as batsman Shaun Marsh, but even factoring in these absences, to be beaten in five consecutive matches was not what many could have envisioned from a team that recently won 4-1 in Sri Lanka. The margins of defeat - by six wickets with 82 deliveries remaining, 142 runs, four wickets, six wickets with 87 deliveries remaining and 31 runs underline the manner in which Australia, with arguably their poorest bowling ensemble in years, struggled in South Africa.

states of the European forum to join forces for anti-doping. Regarding the recent row between the IOC and the World Anti-Doping Agency (WADA), Bach wanted to “address the extremely important issue of the protection of the clean athletes and the fight against doping” and urged that all partners to work for “a more robust, more efficient and more transparent WADA antidoping system.” “Especially over the course of the last two years, deficiencies of the World Anti-Doping Agency in the fight against doping have become apparent,” he told parliamentarians on Wednesday from 47 member states of the Council of Europe (COE), pan-European organization based in Strasbourg, Xinhua news agency reported. “It is encouraging to see that the World Anti-Doping Agency is now starting to address these deficiencies through the organisation of Think Tanks and other measures. “This is why the Olympic Movement under the lead-

Thomas Bach ership of the IOC outlined its strategy for a strengthened fight against doping just a few days ago,” added Bach. Speaking in the introduction of a debate on “Sport for all: a bridge to equality, integration and social inclusion”, the IOC chief also welcomed the report of the Spanish parliamentary Carmen Quintanilla which is subject to a resolution of PACE. “In our fragile world, shaken by crises and mistrust, we need this spirit of dialogue and cooperation more than ever,” he said. “Sport has the unique power to bring people together, regardless of background, gender, culture or belief,” said Bach, raising the refugee team at the 2016 Rio Olympic Games as an example.

Chennaiyin beat FC Goa; register first win do not improve and qualify for the semi-finals. However it was FC Goa which could have gone ahead when Fulganco Cardozo’s long ball was bungled by goalkeeper Karanjit Singh but Reinaldo Oliveira couldn’t stay on his feet falling inside the penalty box but referee thought otherwise. The deadlock was broken in the 15th minute as Mulder collected a ball from Raphael Augusto just outside the box, kept his calm and placed the ball past a diving Goa goalkeeper Laxmikant Kattimani even before the defenders could react. Chennaiyin made it 2-0 in the 26th minute, this time in fortunate circumstances. Skipper Mehrajuddin was looking to cross the ball inside the goalmouth but instead managed to get a wicked deflection off Goa defender Richard Dumas, which beat Kattimani under the Goa bar again. First the Brazilian striker’s header from Joffre Gonzalez’s cross sailed just wide and then he tried to pick the top corner from a narrow angle but the ball went wide in the 42nd minute. In the second session, FC Goa chief coach Zico tried to change the equation with a flurry of attacking changes but Chennaiyin FC defended in numbers.
