DIMAPUR, OCT 14 (NPN): Expressing concern over the mushrooming number of insurgent groups in the region and the apparent lack of clear and consistent policy towards addressing the issue, Nagaland Governor, P.B. Acharya sent across a strong message to policymakers and stakeholders saying “we have to address the reasons of insurgency rather than the result of it”. He said the aspiration for peace amongst Nagas could be achieved only through unity. Acharya was speaking as chief guest at the ‘Swachh Bharat Mission cum inter cultural exchange programme’ organised by the Tribal Union Chumukedima Town (TUCT) here at Chumukedima Local ground on Friday. “Unless we are united, we cannot march ahead,” the governor asserted. To emphasise his assertion, Acharya pointed out that successive dynasties, including the British Empire, managed to rule the India for centuries because India was divided. NSF urges gov for appointment of VC DIMAPUR, OCT 14 (NPN): Naga Students’ Federation (NSF) has appealed to Nagaland Governor & chief rector of Nagaland University to initiate the appointment of the Vice Chancellor (VC) at the earliest in the greater interest of the students’ community. In a representation, NSF president Subenthung Kithan and asst. general secretary Kesosul Chistopher Ltu pointed out that the only Central University in the state (NU) had been functioning without a VC since September 7, 2016 after Prof. BK Konwar completed his tenure. NSF said it was imperative that a competent authority (VC) be appointed for smooth functioning of the University keeping in mind the need and academic activities of the students and the University.

Dimapur, Oct 14 (NPN): Henry Threadgill, husband of Senti Toy (sister of Temjen Toy IAS principal secretary to chief minister), was awarded the 2016 Pulitzer Prize for music at a ceremony in New York City last evening (Oct 13, 2016). CM’s press secretary in a press statement quoting New York Times said, Threadgill was known as “a composer and bandleader of intense, unyielding originality, and nobody’s idea of a compromise.” As a composer and multi-instrumentalist, Threadgill studied the composition at the American Conservatory of Music in Chicago.

Referring to the negativity and ‘isms’ that exists within the Naga society, he said a society cannot progress unless people start appreciating others rather than being critical and negative. Thungbemo also called for a concerted effort towards developing Chumukedima ,which he said, could be the “future city” of Nagaland. Further, the EAC announced the Town will undergo “intensive and extensive” Swachh Bharat Mission exercise in November and December 2016. He also announced Rs.1 lakh award for the Best Ward. TUCT president, Neisalie Losou, in his welcome address expressed hope that Nagas can be brought together through such cultural exchange programmes. The function saw various cultural presentations, traditional dance, folk songs, and indigenous games of different tribes. The only orphanage in Chumukedima, Galilee Home for Children, also presented a special song. The programme
culminated with vote of thanks by co-convenor, Bendangchuba and closing prayer by president Chumukedima Town Pastors Fellowship, Rev. Manen Lkr. Earlier, students of the 23 schools in Chumukedima conducted cleanliness drive in the area. Highlights of the programme included Naga traditional attire show by CTSU & CMD Town Youth Organisation, Traditional dance of Sangtam, Zeliangrong, Kenyan, Yimchunger, Sumi, Chang, Lotha and Pochury, folk song by Angami, Ao, Chakhesang, Mao, Pochury and Phom and indigenous games by Ao, Rengma, Khiamniungan and Kuki. Ultimatum for Longleng polytechnic DIMAPUR, OCT 14 (NPN): Voicing out against the state government’s decision to setup the polytechnic institute at Yonghoo Yongnyah, 20 village unions of Longleng district, have served a 15-day ultimatum on the state government to revoke its decision and reconsider the site recommended by the independent committee, constituted by the governor. In a joint press release, 20 villages students convenor, C. Ngalam Phom, and 20 villages secretary, B. Lauphong Phom, warned that failure to meet its demands, public would hold protest and seek legal advice against the state government decision, which they said was made on October 7, 2016 against the will of the general public of the district. The signatories pointed out that on June 15, 2016, the state government had approved Yonghoo at Yongnyah “without considering the criteria” required by the institution. Thereafter, they said the public of Longleng area and student body protested against the decision, which they alleged was “bias and misguided by the department officials.” Besides submitting many representations to the government and department responsible to redress the decision, the said the public also held silent procession on June 23, (Cont’d on p-7) 2016.

Patton warns policemen not to take law into their own hands

DIMAPUR, OCT 14 (NPN): In a strongly-worded statement, Nagaland Home minister, Y. Patton on Friday warned police personnel of stringent action if found taking law into their own hands. Patton made this statement, based on several complaints received by the police department that some uniformed personnel were taking laws into their own hands. “I would like to give you a gentle reminder that those defaming the department unnecessarily would be dealt strictly without any hesitations”, said Home minister Y. Patton while addressing the attestation parade of the newly recruit 53rd batch NAP/IR havildars and constables at NAPTC ground, Chumukedima. Patton was however, confident that the 443 new
recruits (32 havildars and 411 constables) would not indulge in such activities. He further encouraged the new recruits to be ready to serve anywhere, as pledged, and to give their best services, wherever their posting place may be, with full commitment. The minister expressed dismay that most of the uniformed personnel did not want to serve in remote areas, where their services were needed the most. Patton also cautioned the uniformed personnel that he would ensured that no files would be processed for transfer and postings of their own choices. “Keep in mind that department knows best as to where you would be placed. Therefore, I reiterate that all should respect your job, place of postings”, said Patton. While congratulating the new recruits upon passing
out, Patton reminded them that the profession they have chosen was not only meant for survival but a bounden duty to contribute and to protect the society and nation. The minister also presented the awards to the outstanding recruits-- constable Vehuyi Venuh (best in P.T., drill and all round), constable Vikedozo Yashu (best in weapon handling), havildar Asakho Joseph (best in BPET), constable Thungyamo K Shitio (best in firing), havildar Robin N Ngullie (best in indoor and best cadet havildar) and constable Hainsiugonbe Zeliang (best conduct). Kohima, Oct 14 (NPN): Public Health Engineering Department (PHED), Kohima urban office became the first to launch computerised water billing system in the state after it was formally inaugurated by chief engineer PHED Er. Kevisekho Kruse. Speaking at the launching programme, Kruse termed the occasion as a proud moment for the PHED as the system became operational from Friday.
At a time when the department was struggling to carry the revenue collection through the conventional manual method of billing, chief engineer said that the introduction of computerised system would help the department in many ways. With the introduction of the new system, he said manual errors would also be avoided. Kruse also appreciated executive engineer PHED Urban division Kohima, Er. Vikeduolie , SDO Er. Nirie Nisa, officials and the firm Ely-
sium Enterprise Nagaland for putting more effort and commitment in making the project successful. He said that the system was the long felt need of the department. Kruse said the department was also working to open up more payment counters involving the services of the banks in the state capital for the conveniences of the consumers. Chief engineer informed that such more computerized billing system would soon be introduced in other parts of the state. At present, the department is catering to the water supply requirements of 6072 domestic consumers and 12 commercial consumers in Kohima, the chief engineer said. Further, Kruse appealed to the consumers to extend cooperation to the department by way of paying water tax on time and not to tamper the water supply assets when the department was working for the betterment of public service. DIMAPUR, OCT 14 (NPN): A nine-member delegation comprising of Naga Hoho executives, presidents and colleagues of Angami Public Organization (APO) and Chakhesang Public Organization (CPO) called on chief minister T.R. Zeliang to press upon the state government to re-examine the issues pertaining to Municipal Act of 2001 and recognition of Rongmei tribe. Informing this in a press note, NH communication cell said that the Naga Hoho also submitted two representations with regards to Rongmei tribe recognition and amendment of Municipal Act 2001. At the three-hour long meeting various issues were also deliberated apart from Municipal and Rongmei issue, NH stated. As the meeting was fruitful, which was also attended by minister of School Education & SCERT Yitachu, NH said CM assured to look into the matter with all seriousness in the interest of the people. minister has fervently appealed the government to take stock of the volatile situation that has cropped up following the issue of Rongmei tribe recognition The hoho in this regard has urged upon the competent authority to re-examine the decision of state government through the constituted cabinet sub-committee on Rongmei issue “in depth and to find out the solution in consultation with all stake holders/Tribal Hohos at the earliest”, adding, such issues should not jeopardize the unity of Naga family at this crucial juncture. NH said despite repeated clarifications through media and various platforms, the letter written to the government in 2008 and the position of the hoho was being misconstrued, which it said was uncalled for. NH said it has taken note that the granting of indigenous Naga tribe to Rongmei community by the state government had resulted in tremendous amount of resentments amongst a cross section of Naga society. As a responsible organization representing the
Nagas, the hoho said it cannot remain a mute spectator to the kind of upheavals that the Naga society aws experiencing today. Since the state government on July 8, 2008 had sought the views and opinions of Naga Hoho pertaining to the granting of Indigenous Naga tribe status to Rongmei community settled in Nagaland prior to 1963, the hoho said it conveyed the decision of the presidential council meeting held on September 5, 2008 through a letter dated22nd Sept. 2008. The collective view of the Naga Hoho was in favour of granting of Indigenous Naga inhabitant status to Rongmei community settled in the state prior to the formation statehood as enjoyed by Kukis, Garos and Kacharis in accordance with the government notification, NH added. It further reminded that the hoho “opined in the same letter that the Committee should examine with all seriousness in regards to conduct of enumeration and to include only the eligible Rongmei community so as to avoid commu-
CNTC’s fact-sheet on Rongmei tribe recognition issue Dimapur, Oct 14 (NPN): Reacting to statements made by some organisation(s) media cell of the Central Nagaland Tribes Council (CNTC), stated it was high time that Nagas learnt to differentiate and to draw the line between facts and propaganda though it was not against Naga unity but unity cannot justify any member of any Naga tribe outside Nagaland to claim to be an indigenous tribe of Nagaland just because they are Nagas. CNTC said it never objected to Rongmeis being accorded as the Indigenous Inhabitants of Nagaland state for those qualifying the norms of the Government notification April 28,1977 but will continue to oppose recognition of Rongmei as a tribe of Nagland with other Naga tribes of Nagaland till it is revoked. Responding to Naga Hoho’s allegations, CNTC accused NH of playing hide and seek by twisting the facts and the details. CNTC took umbrage on the NH’s attack that its federated units(Ao, Lotha Sumi) were “trying to tarnish
the image of the Naga Hoho, through undemocratic and unethical means” and exposing “their lack of farsightedness.” CNTC also termed as “totally baseless and a lie” the Naga Hoho denial that it had received an official copy of the 30-day ultimatum that expired on August 31,2016 which had also been made public when it was issued. Media Cell disclosed that the CNTC ultimatum had been handed over personally by an executive of CNTC at the residence of the President Naga Hoho. CNTC pointed that Naga Hoho belatedly summoned its assembly on September 28,2016 a month after the deadline expired, to discuss the Rongmei issue, in total disregard to the sentiments of Nagas of Nagaland. CNTC said even before it took up the matter, other tribal organisations of Nagaland such as APO,CPO , ENPO, ZPO and NTC were already against Rongmei recognition. Therefore, CNTC asked Naga Hoho as to how it can accuse CNTC of “misleading the Nagas?” CNTC cited several deci-
sions of the Angami Public Organisation (APO) on the Rongmei recognition issue: On July 3,2013 APO asked the chief minister to “derecognise the Rongmei community” and also to “put an end to move to recognise Mao community as an indigenous inhabitant tribe of Nagaland”. On April 29,2013 meeting APO decided that opening doors for recognition of other Naga tribes from other states or country would only lead to demand by other tribes of similar backdground as Maos, Poumais, Tangkhuls, Hemis etc. APO expressed great concern over granting of indigenous inhabitant Naga tribe statues of Nagaland through modification of the April 28,1977 notification citing in particular, the case with Rongmeis in the 2012 recruitment drive for Graduate Teachers in Peren district wherein a person from Tamenglong district of Manipur obtained indigenous inhabitant Naga tribe/BT certificate as Zeliang tribe of Nagaland was duly recommended by NPSC for Deputy

CNTC also pointed that ENPO at its executive meeting on May 4,2013 opposed the inclusion/recognition of Mao and Rongmei tribes in Nagaland and sought appropriate clarification from the state government in this regard. CNTC also said Zeliang People’s Organisation(ZPO) stated that the recognition of Rongmei was notified without ascertaining facts and without verification and valid reason in 2012. ZPO had also said that home commissioner Temjen Toy has however correctly pointed out Zeliang tribe was included leaving out Rongmei tribe, as Zeliangs had their own ancestral land/territory in Nagaland; whereas Rongmei community members were “invited from Imphal valley during later part” on October 19, 1965 by the then Tribal Council Chairman Namgaheing Iheilung to “cultivate land” which was reclaimable as clearly stated in his appeal. ZPO had also described the enumeration report sub-
mitted by the committee as “fictitious and baseless” and reiterated that the names of those (223) Rongmei enlisted in the list submitted was not from Peren district prior to the electoral roll of 1963 CNTC also pointed out that Chakhesang Public Organisation (CPO) recalled that the state government notification on August 4,2012 was in pursuance of the cabinet decision on July 23,2012 to recognise Rongmei as one of the Naga tribes. CPO also said such a status did not befit the community since it was already recognised as a tribe in Manipur besides not having any ancestral land in Nagaland. CNTC also mentioned that the Committee headed by J. Alam, IAS Home commissioner, clearly stated in its report “such a status while entitling them to avail all the benefits of reservation to pursue employment and education will not make them an indigenous Naga tribe of the State”. It also said “Members of Rongmei community who are qualified as per the criteria as laid down”
by notification dated April 28, 1977 were entitled to be an indigenous inhabitant of the state of Nagaland but that would not make them “indigenous Naga tribe of the state”. CNTC revealed, that the state cabinet had blatantly disregarded the findings of the Expert Committee by taking a political decision to recognise Rongmei as an indigenous inhabitant tribe of Nagaland on July 23,2012 against people’s wishes. Further, CNTC disclosed that four out of the eight cabinet ministers did not append their signature for Rongmei recognition. CNTC also slammed Naga Hoho’s plea that its September 22,2008 letter to the state government was just an opinion and view and not an endorsement. CNTC said the Naga Hoho letter dated September 22,2008 reads: “ GRANTING of status of Indigenous Naga Tribe to Rongmei Community settled in Nagaland.” CNTC said “granting” was to surrender and much stronger than the word “endorse”. Quake jolts NE for second time in Oct S H I L LO N G, O C T 1 4 (AGENCIES): An earthquake of moderate intensity measuring 3.6 on the Richter scale with a depth of 10 km struck Shillong and adjoining areas at around 4.13 p.m. on Friday afternoon. As per the Met department, the epicenter of the earthquake was somewhere in East Khasi Hills, Meghalaya. Earlier, a 4.7 magnitude earthquake also struck parts of Manipur on October 11 with its epicentre in a village near Phek, Nagaland. It may be mentioned that along the Indo-Myanmar border, as many as 28 earthquakes occurred this year with 3 earthquakes in the past month and 2 earthquakes in the past 7 days. It may be mentioned that the earthquake which occurred along the Indo-Myanmar border also has an impact in the Northeast region particularly Manipur, Arunachal, Nagaland and other parts of the region. DIMAPUR: Expressing concern over reports regarding presence of suspicious elements in the hill section adjoining the foothill under Chandalashung village in Ralan area in recent past, the Ralan Area Lotha Hoho (RALH) has appealed to the SDO (Ralan) to urgently verify the matter and depute security to the area. The union said such inhuman act of killing the woman like an animal with sharp weapon was totally unacceptable in the society. PNUK urged the concern authority to investigate the matter at the earliest and deliver justice against the culprit(s).
HEST flays murder of Zubenthung DIMAPUR: Hachang Ekhung Sanis Town (HEST) has condemned the barbaric and heinous crime where Zubenthung Yanthan of Lakhuti Village was found murdered on the morning of October 6 at Vankhosung (Zero Point). In a condemnation note, chairman HEST Benathung Kikon and secretary E. Ekonthung Jami, urged upon the law enforcing authority to arrest the offender(s) at the earliest and award befitting punishment. Also hitting out at a certain group of people of the state for the stalled railway project, the Governor said, “The project was initiated with much enthusiasm in the presence of Rail Minister Suresh Prabhakar Prabhu but it has been stalled because people were whining about less compensation. “They are not prepared to accept that the project is
meant for them and ironically money has become the God in a Christian state,” he added. He further said nobody was going to make Nagaland a golden Nagaland unless Nagas come ahead and make it so. Acharya stated there was no one to be blamed for Nagas being condemned economically but Nagas themselves. He stressed the need of skill development among the graduating students and said there was lack of dialogue between the universities and the traders and industries and thus there is no co-ordination between the demand and supply of human resources. DIMAPUR: Nagaland Sarva Shiksha Abhiyan Association (NSSATA) Mon Unit has reaffirmed its support towards the Central NSSATA stand to boycott classes on expiry of ultimatum deadline. In a press release, secretary NSSATA Mon Unit, Joseph Yomet maintained It was very sad for a teacher to boycott classes. However, it was harder to manage the daily bread sans salary for five months, besides other social obligations, the note stated. NSSATA Mon unit appealed the concerned department to take serious note on the problems faced by the teachers. Apart from reiterating its support to the central NSSATA, the unit also urged upon different NGOs to support and address the genuine demands considering the plight of the teachers and the students.

BJP joins coalition PPA Mnp rebels call 18-hr total shutdown government in Arunachal
IMPHAL, Oct 14: Coordination Committee (CorCom) has given an 18-hour total shutdown on Saturday (October 15), the day on which the conglomerate of five major rebel groups in Manipur observed as “Leipakki Amamba Numit (National Black Day) every year. The 18-hour total shutdown (Sintha Leppa) would be effective from the intervening night of Friday and Saturday and ends at 6 pm on Saturday. Manipur was merged to the Republic of India on October 15, 1949 after a merger agreement was signed between the then King of Manipur and India. Alleging that the merger agreement was signed by the then King of Manipur Maharaja Budhachandra at gun point after he was summoned to Shillong, Meghalaya, rebel groups of the state have been observing October 15 every
year as “National Black Day”. A statement of the Coordination Committee (CorCom) of KCP, KYKL, PREPAK, RPF and UNLF issued to the media today announced imposition of the 18-hour strike in the whole of Manipur. Essential services like media, electricity, water supply, medical and those related with religious purposes would be exempted from the purview of the general strike. The statement reminded the merger agreement which came into effect from 15 October was signed after coercing the then King of Manipur Budhachandra at Red lane in Shillong (Meghalaya). The King signed the merger agreement under duress, the statement alleged. Before the signing of the merger agreement the drafting of Manipur State Constitution Act, 1947 was already completed on July 26, 1947 as the British were preparing to leave the then princely state of Manipur.
With the enactment of the Manipur State Constitution Act, 1947, elections were held in June 1948 which was followed by installation of a council of ministers. The ministers were administered oath at the Darbar hall of the Kangla on October 18, 1948. The day marked the installation of a democratic government in Manipur, the statement reminded. On September 21, 1949 the king signed, under duress, the treacherous agreement that came into force from October 15, 1949. Manipur was an independent kingdom and even during the British rule, the kingdom was not annexed to the British Indian territory. Only after India forcefully and deceitfully annexed the once sovereign kingdoms, they were pushed to the lowest Class C of Indian state, the statement of the separatists’ apex body went on to state. “This is the time for one and all to raise the banner of freedom and fight for what
rightfully belongs to the people of this region,” it said. People should neither give a pause nor a let-up in the ongoing freedom struggle to tear out all the genocide terror, oppression, exploitation, social discrimination, colonialism, militarism and all the draconian laws by the root from our society so that the future generations are unknown to these and the age old territorial integrity and sovereignty of the region can be handed over to them, the statement added. Stating that the freedom struggle against India is meant for the oppressed people of Manipur, the statement said that free from “colonial India” is the only way to able the people of the state to take part in the development race of the globe. The statement defines development as freedom and urged upon the people to support the freedom struggle so as to decide the future of the people of this land.

DIPHU, OCT 14: Filthy water overflowing on the road throughout the year beneath the Diphu Civil Hospital (DCH) children and maternity ward has turned the whole locality extremely unpleasant. With no proper sewerage system, the dirty water of the hospital collected over the years overflows from the chocked culvert. Besides people who pass by the culvert each day, the residents from the nearby Inglongrcherop and surrounding areas face health hazards on a daily basis. It may be mentioned that the authority of Diphu Civil Hospital has not taken the issue seriously although the mess was caused by the hospital waste. Even the PWD has not taken any initiative to construct drainage system encircling the Diphu Civil Hospital premises for waste management. Right below the hideous overflow of the hospital’s toxic waste is the main supply point of the PHE’s drinking water. The presence of the filthy water nearby has made consumption of drinking water of that feeder point hazardous.

IMPHAL, Oct 14: Advancing e-Governance a step forward, the Manipur state cabinet has now gone paperless to become the first among the states in the Northeast region of the country. e-Cabinet was switched for the first time by state chief minister O Ibobi Singh who chaired a paperless cabinet meeting held in his office chamber Thursday evening. With the successful conduct of the e-Cabinet, Manipur has become the first among the Northeast states switching over the electronic format in conducting the cabinet proceedings, Andhra Pradesh being the first states of the country to take the initiative. A government statement informed that Thursday’s cabinet meeting was a digital and totally paperless. This is the first time eCabinet was used to conduct a cabinet meeting. i-pads were used by the chief minister and cabinet ministers to conduct the meeting in the electronic/ digital mode, it added. The eCabinet has many advantages as the e-cabinet application
goes paperless and has an automated workflow and decision making process in an efficient manner digitally. In Manipur, a cabinet meeting traditionally required about 20 sets of cabinet memorandums which typically will have a number of annexure. A cabinet memorandum, on the average consists of about 15-20 pages which multiplies to about 400 pages of printed material.With the e-Cabinet Application, the cabinet memorandums with all the annexure are digitally uploaded onto the e-Cabinet Application and can be accessed by the cabinet department and the cabinet ministers through the Internet. i-pads were used by the chief minister and other ministers to conduct cabinet meetings in the electronic/digital mode. The Application was designed and developed in-house by state department of information technology and was of the first initiatives of the government of Manipur to utilise IT and e-Governance in an effective manner at the highest level of decision making authority, the statement maintained.

PM lauds Indian army’s humanitarian efforts

BHOPAL, OCT 14 (IANS): Inaugurating ‘Shaurya Smarak’, a war memorial dedicated to the Indian soldiers, Prime Minister Narendra Modi on Friday lauded the humanitarian work undertaken by the defence personnel in times of natural or man-made calamities. Be it the Uttarakhand floods of 2013 or the Kashmir floods of 2014, the Indian Army did a commendable job in saving thousands of lives, Modi said here. “In Kashmir, our soldiers rescued -- and provided humanitarian aid to -- thousands of people without giving a thought that these are the same people who throw stones at the Indian forces,” he said. “Sometimes these stones can be fatal. But despite that, our soldiers did not go into who did what to them in the past. They just saved the lives of their fellow countrymen,” the Prime Minister said. He reminded the audience that the uniformed
men armed with weapons also had a humane face. “The first image of a soldier may be that of a uniformed person with bloodshot eyes, carrying weapons and looking for enemies, but the same soldier has a very humane face too,” Modi said. He said the Indian Army may not be the strongest in the world, but it certainly is on the top on the parameters of humanity, discipline, conduct and behaviour with civilians. Speaking on humanitarian activities undertaken by the Indian soldiers across the globe, the Prime Minister said: “Terrorism in west Asia has taken an ugly shape. Thousands of Indians were stranded in Yemen and their lives were hanging between life and death. Our armed forces brought out more than 5,000 Indians and many foreigners, including Pakistan’s citizens, safely out of Yemen.” “The Indian forces never
hesitated in giving their lives for the sake of humanity. In both the World Wars, more than one and a half lakh Indians soldiers died. The world is forgetting the sacrifices of our jawans; unfortunately, we also forget it some times,” he added. Modi said high morale is the biggest weapon of any army, which comes from the backing of 125 crore Indians. “Our army doesn’t talk but displays valour.” Touching on the ‘One Rank One Pension’ (OROP) issue and anomalies in the seventh Pay Commission, the Prime Minister said: “For the last many decades, the armed forces are demanding OROP. Previous governments in very sophisticated words have been promising the armed forces fulfilment of their demand for OROP. We fulfilled that demand.” He said till date, Rs 5,500 crore had been disbursed in instalments in this regard.
Appointment row: Kerala Minister resigns T H I R U V A N A N THAPURAM, OCT 14 (PTI): In a big blow to the five-month old CPI(M)-led LDF government in Kerala, Industries minister E P Jayarajan today resigned from the Cabinet in the wake of the raging appointment row. His resignation from the Pinarayi Vijayan Cabinet came after a CPI(M) state secretariat meeting, which permitted him to take the decision. Coming out of the meeting, Jayarajan told reporters, “Now you people are happy. Isn’t it?” State party secretary Kodiyeri Balakrishnan said Jayarajan had wanted to be allowed to put in his papers to “uphold the image of the party and set an exemplary model in contrast to the previous Congress-led UDF government”. The Kannur strongman and the number two in the Cabinet, Jayarajan had admitted before the secretariat that he had committed a ‘mistake’ by appointing a close relative in a PSU in the industries department and sought permission to resign. Jayarajan, considered close to Chief Minister Vijayan, was in the eye of a storm over appointment of his nephew, P K Sudheer Nambiar and son of Kannur MP P K Sreemathi as the Managing Director of Kerala Industrial Enterprises Ltd. His appointment was later quashed by the government. Another appointment, that of Deepthi Nishad, Jayarajan’s brother’s daughter-inlaw, had also become controversial. She had resigned two days ago. Jayarajan, who had successfully contested from Mattannur in northern Kannur district, was a member of the legislative assembly from 1991-96. From 2011 onwards he was an MLA.

NEW DELHI, OCT 14 (PTI): Describing India as a “university of tolerance”, Home Minister Rajnath Singh today asserted that religious persecution will never be allowed in the country. “Tolerance is essential for peaceful existence. People from all religions live peacefully in India and practise their religion without any fear of discrimination. That is why India is a university of tolerance,” Singh said at a meeting of Christian leaders organised by India Christian Council here. Singh said Christianity came to India almost 2,000 years ago and Kerala is home to St Thomas church which is one of the world’s oldest churches. He said India cannot forget the contribution of Christians -- from Saint Thomas to Mother Teresa -- who tried to eradicate evils from our society. “There were incidents of attacks on churches in Delhi which came up in the run up to elections (to Delhi
Assembly). But I would like to say that religious persecution will never be allowed in India whether it is before or after election,” he said. Govt rebukes AIMPLB, says Govt misleading nation over disability pension: Amarinder don’t link triple talaq and UCC NEW DELHI/PATNA, OCT 14 (PTI): Government today accused the All India Muslim Personal Law Board of trying to politicise the law panel’s move to seek feedback on uniform civil code and said it should not be linked to ‘triple talaq’, where the core issue is gender justice and ending discrimination against women. Calling for an “enlightened debate” on Uniform Civil Code (UCC), Information and Broadcasting Minister M Venkaiah Naidu said the “real mood” of the country was to end triple talaq and some people were trying to create confusion over the two issues. “You (All India Muslim Personal Law Board) join the debate. Let there be enlightened debate you put forth your point of view. Let a consensus be evolved. Why are you trying to bring in the name of Prime
Minister and call him dictator,” Naidu told reporters. Government’s sharp reaction came a day after All India Muslim Personal Law Board and various other Muslim organisations announced that they will boycott Law Commission’s process to take views on the contentious Uniform Civil Code. They said the move amounted to the Modi government declaring “war” on their religious rights and that UCC will “kill” India’s pluralism. Naidu said some people were confusing the issue of triple talaq with Uniform Civil Code. “The real mood of the country is that people want this triple talaq to end. People do not want any discrimination on basis of any religious faith against women. As I told you the issues are gender justice, non-discrimination and dignity of women,” he said.
CHANDIGARH, OCT 14 (PTI): Punjab Congress chief Amarinder Singh today accused the Narendra Modi government at the Centre of misleading the nation over the issue of disability pension of armed forces. Rejecting the Centre’s claim that there had been no reduction in the disability pension, he said the BJP-led government was using selective data, projected by vested interests, to spread lies. “The government should stop playing dirty games with the armed forces, which was the only institution in the country that is respected by all communities and sections,” Singh said, adding that why the government could not give the same respect to the forces as was given by the common man. Terming as “ridiculous” the fact that there was not a single person from the armed forces on the 7th Pay Commission panel, the Congress leader said figures were being
interpreted and projected by the government in such a way to suggest that the disability pension had not been cut. The fact is, the disability pension had been reduced across several key categories of defence personnel, he said, adding that the large number of personnel of various ranks will actually not get benefits of the new scales. Rather, only those jawans would benefit who are invalided out with minimal service at the beginning of their careers, which is a rare possibility in any case, said Singh, himself an ex-soldier. He said under the slab system, Jawans would benefit only if their pay at the time of release from service is less than Rs 34,800 (basic) plus Rs 5,200 (military service pay) under the 7th CPC rates since below this, 30 per cent of basic pay would fall to less than Rs 12,000. Kashmir solution must to end terror: Farooq SRINAGAR, OCT 14 (IANS): India and Pakistan must talk and solve the Kashmir issue to end terrorism in the region, former Chief Minister Farooq Abdullah said on Friday, after a meeting of opposition parties to discuss a stand-off between the two countries and the ongoing unrest that has crippled normal life for over three months in the valley. “Both countries must sit and have talks on Kashmir. That is the only solution to end terrorism. Otherwise, it will keep on escalating,” Abdullah told reporters here. “All of us are looking for the way forward and not looking back at what happened,” the National Conference President said. He said dialogue was the only way forward to end the Kashmir problem and urged the central and state governments to have an internal dialogue, including with separatists. “When former Prime Minister Atal Bihari Vajpayee can reach out to Pakistan for peace why can’t we speak to our own people.” He said the turmoil in the Kashmir Valley that has left thousands injured since the July 8 killing of Hizbul Mujahideen commander Burhan Wani caused concern and demanded that “a solution needs to be found” to the vexed Kashmir issue.

They will gain only under the percentage system of calculation, the PCC chief said, adding that the same logic applied to other ranks also. “In any case, if the slab system is beneficial for lower ranks then why had not it been made applicable to other services, including the Central Armed Police Forces?” he said.
Singh further pointed out that while all pensions, including disability pensions for civilians, had been multiplied by 2.57 by the Pay Commission, singularity disability pensions of the military had been slashed and in some cases reduced to less than half. The government, Singh said, was unnecessarily and deliberately creating a situation of unrest in the armed forces, which could prove highly dangerous for the country’s security and future. He demanded to know why the armed forces were being subjected to such shoddy treatment, wherein their pay scales were even less than those in the paramilitary forces. Such distinction was bound to create a schism between the paramilitary and defence forces, which the nation simply could not afford given the prevailing geopolitical scenario, he said.

Army briefs Par committee on surgical strikes NEW DELHI, OCT 14 (PTI): After initial reluctance, the Army today briefed members of the Parliamentary Standing Committee on Defence on the surgical strikes carried out by its men on terror launch pads inside Pakistan Occupied Kashmir. At least three members who attended the meeting said Vice Chief of Army Staff Lt Gen Bipin Rawat briefed the Committee on the September 29 surgical strikes. “A brief statement was made by the Army on the sensitive issue. But no questions were taken,” a member said. But another member from NDA said Congress’ Madhusudan Mistry wanted to ask questions which was denied by panel chief Maj Gen B C Khanduri (Retd). “There was a heated exchange of words between the two ... no questions were finally taken,” he said. This position is absolutely unacceptable to us,” party General Secretaries Soni and Mistry had said in a joint statement yesterday.

A contentious code
H
aving a Uniform Civil Code(UCC) or one law governing various facets of people of different religions involving their rights relating to property and otherwise in personal matters like marriage, divorce, maintenance, adoption and inheritance has become a raging political debate. The Pandora box was opened and with clear motive after various BJP ministers threw it on the table for discussion and debate in order to push it through for enactment. The UCC is to cover the entire body of laws of various religious communities and bring one common code for all. Currently, different laws govern these aspects for different communities in India. Thus, the laws governing inheritance or divorce among Hindus would be different from those pertaining to Muslims or Christians and so on. The demand for a uniform civil code essentially means a unification of all these “personal laws” to have one set of secular laws which will be applicable to all citizens of India irrespective of the community they belong to. India is the land of religions as it has all the major religions of the world and also the birth place of them. As per 2001 Census of India: Religion, our population comprises of Hindus 80.5%, Muslims 13.4%, Christians 2.3%, Sikhs 1.9% and others 1.9%. The matter surfaced during the hearing of a public interest litigation filed by Delhi resident Albert Anthony, seeking the waiver of a two-year mandatory separation period before a Christian couple can move court for divorce by mutual consent. For other religions, the separation period is one year. Under the PIL, Anthony challenged the validity of Section 10A (1) of the Divorce Act, 1869, saying the two-year mandatory period of separation was biased against the Christian community amounting to “hostile discrimination”. Presently there are religious Personal Laws of different religions in India and the UCC aims to replace the personal laws with a common set governing every citizen. Personal laws were first framed during the British Raj, mainly for Hindu and Muslim citizens. The British feared opposition from community leaders and refrained from further interfering within this domestic sphere. The demand for a uniform civil code was first put forward by women activists in the beginning of the twentieth century, with the objective of women’s rights, equality and secularism. In 1956, the Indian Parliament passed Hindu Code Bill amidst significant opposition. Though a demand for a uniform civil code was made by Prime Minister Jawaharlal Nehru, his supporters and women activists, they had to finally accept the compromise of it being added to the Directive Principles because of heavy opposition. Rightly or wrongly, the BJP, which has been espousing UCC, is being seen as trying to push through its hidden agenda that is mainly directed at Muslims and Christians. Thus, it would be more acceptable if the government constitutes an all party committee to consult various religious groups to seek at a consensus. Another caution, there should be no undue hurry to push through the bill even if the BJP has a brute majority in parliament; or even use the subject as a ploy to polarise communities in the run up to the UP assembly election. There appears to be a logic behind having UCC but the very effort can cause disharmony and division if politics is allowed to play and threaten the foundation of a secular nation.

We are inclined to look on our Lord as one who assists us in our endeavors for God. Yet our Lord places Himself as the absolute sovereign and supreme Lord over His disciples. He does not say that the lost will never be saved if we don’t go— He simply says, “Go therefore and make disciples of all the nations….” He says, “Go on the basis of the revealed truth of My sovereignty, teaching and preaching out of your living experience of Me.” “Then the eleven disciples went…to the mountain which Jesus had appointed for them” (Matthew 28:16). If I want to know the universal sovereignty of Christ, I must know Him myself. I must take time to worship the One whose name I bear. Jesus says, “Come to Me…”— that is the place to meet Jesus— “all you who labor and are heavy laden…” (Matthew 11:28)— and how many missionaries are! We completely dismiss these wonderful words of the universal Sovereign of the world, but they are the words of Jesus to His disciples meant for here and now. “Go therefore….” To “go” simply means to live. Acts 1:8 is the description of how to go. Jesus did not say in this verse, “Go into Jerusalem, Judea, and Samaria,” but, “…you shall be witnesses to Me in [all these places].” He takes upon Himself the work of sending us. “If you abide in Me, and My words abide in you…” (John 15:7)— that is the way to keep going. Where we are placed is then a matter of indifference to us, because God sovereignly engineers our goings. “None of these things move me; nor do I count my life dear to myself, so that I may finish my race with joy, and the ministry which I received from the Lord Jesus…” (Acts 20:24). That is how to keep going until we are gone from this life.

Post-mortem Nagas deserve a better future
et us candidly open the maiden statement of this discourse in a sincere honest note. In all fairness Nagas must unreservedly concede and applaud NSCN (IM) for being able to accomplish a herculean task of influencing the ever impervious GoI to officially acknowledge the “Unique History of the Nagas” that no other Factions have been able to achieve. The fundamental foundry of Naga future rests on this “unique history” and it is incumbent upon the Nagas to responsibly and collectively endeavour to induce GoI to act honourably in consonance with this “uniqueness” in real terms. The Naga people, with all the best of intention and goodwill would want to hope and believe that the “Framework Agreement” has been structured on fair application of mind based on this factor of uniqueness to establish their rightful place amongst the community of free Nations. This monumental achievement has however been deeply scarred by the lack of transparency that has unnecessarily generated a hyper toxic environment of unabated speculations and extreme suspicion. The simple logical question that remains unanswered is: “If this framework agreement truly represents the interest of the Nagas what is the need to hide its contents”? The lack of response has caused the barometer on trust between NSCN (IM) and the people to take a sharp dip below zero as a consequence. This serious trust deficit is bolstered by the ruthless, autocratic nature of NSCN (IM), determined to unilaterally steer the course of Naga destiny towards an undisclosed future. Rather than generate an inclusive Naga tsunami against our adversary by taking all the fragmented factions and stakeholders on board an even playing field of shared respect, this unfortunate attitude of exclusive superiority complex on the part of NSCN (IM) is gravely vitiating the prospect of lasting peaceful solution. This is a time for NSCN (IM) leadership to prayerfully grope into the depth of their hearts and minds and find that true Christian compassionate wisdom and bighearted understanding to uphold due respect for Naga History which cannot but recount that every household in Nagaland without exception has paid a very heavy price for freedom. No matter which faction they now belong to today, many have courageously joined the fray facing bullets in the front line while the remaining com-

mon majority have relentlessly shouldered equal responsibility of mobilising and sustaining the lifeline of the Naga National Movement from behind the scene no matter how daunting the challenge. Both the frontline and the rear were indispensable equal partners in this desperate struggle for self-determination. Efforts of one without the other would have driven the wind out of the sails of freedom a long time ago. After weathering inhuman trials for so long, failing to respect the legitimate right of the stakeholders with such arrogant impunity is the ultimate definition of a humiliating insult being poured over the cross bearing majority. The people of Nagaland being treated like a beast of burden only fit to bear the ‘out of control’ unregulated greed ‘tax’/extortion but being marginalised as ‘unfit’ in the decision making process is absolutely unjustifiable and unacceptable. These are critical times that demand harsh truth to be placed on the table and dealt with forthrightly without bias, fear or favour for the greater good of all. The truth is this: We are being faced with a very unfortunate circumstantial reality that the fate of the entire Naga race is singlehandedly being dictated by one solitary human being in the person of Mr. Th. Muivah, the General Secretary, NSCN (IM). It is a universal knowledge that he is the undisputed dictator behind the facade of an impotent “Collective Leadership” within the NSCN (IM) set up. This already unhealthy imbalance in their system is further being reinforced by the utterly unscrupulous over-ground political leaders of Nagaland who have no vision beyond their immediate selfish political survival for power and money. Each of them has divorced reason as they flock faceless to Hebron to give their worthless mandate just so as to garner the support of NSCN (IM) in the coming election or fish for a future post of Kilonser in the event NSCN (IM) forms the next government by being in their good book. They do so at the cost of abandoning the honourable path of ensuring common good for all...for all times to come. This miserable caravan is also joined by many Apex NGOs spearheaded by Naga Haha, who have long since sold their souls to the devil and are prepared to toe the line as dictated by the powers that be. The intellectuals along with the common masses have helplessly been silenced by the fear factor induced by AK-47. This has
necessarily induced ‘courage’ to take a very long vacation abroad with no intention of coming home. The sense of pride in us as once ‘honourable courageous people’ is the first casualty causing us to now tamely accept our fate and the fate of our children to be decided by one single uncompromising dictator. With what face can Nagas of Nagaland complacently tolerate this insufferable affront lying down is anybody’s guess? The world has generally moved on from medieval era of ‘might is right’ to a more vibrant democratic civilisation that acknowledges the rights of individuals. Even China has abandoned Mao Zedong’s Red Book philosophy and has since taken giant strides, rapidly becoming a world economic powerhouse because of their liberal open door policy. Without the expressed consent of the people, NSCN (IM) proposes to impose their out of tune communist ideology taken out from the ‘red book’ to compel the Nagas to stagnate in medieval times by expecting an unquestioning blind faith to this ‘one man organisation’ on an important subject of such magnitude as our future that hangs in a balance. Claiming people’s mandate on ground that the people pay sovereignty related tax to NSCN (IM) is the height of all moronic daydreaming detached from ground reality. People would pay tax even to a rat if that rat is pointing AK 47 at them... which NSCN (IM) and all the other Factions have been doing ruthlessly thus far. The only historical mandate ever endorsed by the people of Nagaland for freedom was the Plebiscite of 1951 (P-51) which has long since been buried because of factionalism. Obtaining so-called public endorsement and mandate through bogus pre-concluded consultations does not even convince an ant leave aside a thinking person. Be it NSCN (IM), NNC or any other factions...none can command an honourable claim to P-51. The only way for the Nagas to exhume P-51 is to regroup as a united house that the bloated factional egos still won’t allow. The preferred road to unity is therefore to set aside this cancerous ego and take into serious cognizance that all factions have acquired dark spots of omissions and commissions without exceptions in this long road of self-determination, and also sensitively analysing the changing political realities around us. on ‘National principle’ that his own organisation may also not strictly measure up to and find a common platform for all leaders of factions to at least brainstorm together and excavate the possibility of a neutral approach beyond the tireless laudable efforts of FNR if possible. Considering the historic distance that has so far been covered, his continued leadership in an amalgamated inclusive platform ought to be a foregone conclusion that he ought not to doubt. Heart to heart talk amongst the factional leaders with relaxed rigidity seems to be the missing link that should earnestly be given a rethink. The problem is not only limited to NSCN (IM)’s unwillingness to talk to the other factional leaders but they also seems to be having a serious mind block of really communicating with the neutral intellectual class. Any negative perception about NSCN (IM) will persist as long as they continue to trumpet their one-sided exclusive supremacy tune in isolation. While it is true that nothing tangible would result from an unregulated mass interaction, it would perhaps be desirable if NSCN (IM) set up some kind of a ‘National Movement Forum for open discussion’ where selective, reasonably smaller groups of well-meaning intellectual critics gets a space to candidly raise issues of common concern and afford NSCN (IM) the opportunity to interact and also clarify wherever necessary. One believes that this healthy cross ventilation of ideas and inputs will be refreshing and beneficial for all concerned and bridge the gap of mutual distrust. New directions that were otherwise missed out before could even result from such open-minded discourses for all we know. This necessarily means that the earlier ‘consultation’ format of one-sided lecture followed by a pre-determined endorsement of resolution by ‘yes men’ in attendance should be abandoned. Fair minded Naga intellectuals being able to see through the fog would then become useful assets to act as a vital catalyst to generate healthy momentum for Naga unity. As the present eldest leading faction amongst the brothers, the onus rests with NSCN (IM) to actively explore every possible option for clarity of vision towards the path of least resistance within the Naga family... because Nagas deserve a better future. Clarifications required from Rev. L. Suohie Mhasi & GBs

uoting press releases, respected Rev. L. Suohie Mhasi claimed that Rongmei was ‘recognised as an indigenous tribe of Nagaland by Govt. of Nagaland in 1977’ as appeared in Nagaland Post on 12.10.2016. Myself being a novice, comparatively speaking, in every respect and had it not been a compulsion, I wish not to question the wisdom of the elderly, prominent and distinguished Christian leader in the person of Rev. Suohie. I came to know that he is not only Reverend but he is a former MLA during the nascent stage of Nagaland Statehood. Indeed, I have all due respect for this Naga elder who has immense concern for the wellbeing of our people as I came across the occasional write-ups of his in the media. Whereas, the brief item of Rev. Suohie on the controversial Rongmei issue has attracted my attention and for me to poise few questions to Reverend. 1. Which are those claimed ‘press releases’ that have vouched for Rongmei recognition as an indigenous tribe of Nagaland by Govt. of Nagaland in 1977? 2. Will you please substantiate your assertion with documentary proof or proofs? 3. Why did the Reverend remain silent for the last 3 years if you have such evidence(s) and knowledge on the matter and allowed the acrimonies to be developed between Rongmeis and other tribes? This question is necessitated for the fact that Rongmeis being recognized as an indigenous tribe of Nagaland in 1977, if true, should not have been debated since from 2013 onward. The APO submitted its representation to C.M. Nagaland on 27th June, 2013 against the recogntion. I am sure, the senior Rev. Suohie is not talking nonsense. He is a very experienced citizen and a prominent figure as ex-MLA and a Reverend in our society. Therefore, when he proves his claim, few authorities will be placed in a very embarrassing position. The State Govt. of Nagaland will be questioned as to how Rongmei had to be given re-recognition when Rongmei has been a tribe of Nagaland since 1977. Was the Govt. of Nagaland ignorant of its own record? The second, according to Rev. Suohie, Rongmeis has been an indigenous tribe of Nagaland for the last ‘more than 30 years’ (36 years), if so, what prompted the Rongmeis to seek for re-recognition? Secondly, my attention is also drawn to Nagaland GBs expressing support to 1313 Rongmeis supposed to be voters in Nagaland since 1963. The GBs are regarded as the custodian of customary laws for our ethos and traditions. The GBs are considered mature, rational, stable(not purchasable) and daring. The GBs are considered the specimen of Naga truthfulness, Naga straightforwardness, Naga judiciousness, Naga transparency and Naga boldness. As long as a GB upholds these principles, he commands respect in society. Unfortunately, the GBs interfered into the case of the PIL on Nagaland Oil and Natural Gas Rules and Regulations of 2012 filed by Lotha Hoho. The Govt. of Nagaland diluted the supremacy of Art 371(A) and legally harmed the protective law in question by oil exploration rules. Had MOGPL been allowed to explore our oil under the given rules, Art 371(A) would have been crippled by now had it not been intercepted by Lothas. Without being well versed with the pros and cons about the issue, the GBs ran the errand of the Govt. or of those private parties having direct or indirect interest in oil exploration business had discoloured your red blanket. Had the first misdemeanour been the last, I would have avoided the kind of reaction now posing to you. Yet, this is the second time the GBs have volunteered yourselves to be part and parcel of the controversy wagon which compels me to join you. Welcome. The Rongmei Naga is a recognized indigenous tribe in the State of Manipur and listed under Scheduled tribes by GOI. The 1313 Rongmeis claimed to be in Nagaland during 1963 are never an indigenous tribe of Nagaland. The GBs must be prepared to prove that 1313 Rongmeis are genuine and valid voters in 1963 as you have claimed so with legal proofs. I am sure you are ready to authenticate your posture. If Rev. Suohie and the GBs are legally right, the NTC, CNTC and all those tribal bodies who objected the Rongmei recognition will be proved wrong. Z. Lohe
CNTC clarifies Rongmei tribe recognition issue
he CNTC feels that it is indeed disappointing and disheartening to be writing on this issue yet again, but when facts become totally distorted, it is morally wrong, both socially and politically incorrect to remain silent as this may create more rooms for further misgivings or otherwise. The CNTC, therefore, feels that it is high time Nagas learn to differentiate and draw a clear line between facts and propagandas. The CNTC clarifies its stand that it is not against the Naga Unity or any endeavor towards the much needed and yearned peaceful solution on the Naga Cause yet it is an undeniable fact that every particular tribe resides in a particular geographical area as a tribe which are further divided into different territories such as districts, states or even sovereign nations. But this can never be summed up to justify any member or group of Naga tribes living outside Nagaland to claim to be an indigenous tribe of Nagaland state just because they happen to be a Naga. The CNTC never objected the Rongmeis being accorded the Indigenous Inhabitants of Nagaland state to those qualifying the norms of the Govt. notification dated the 28th of April 1977, No.AR8/876 .However, the CNTC also makes the stand of the three tribes of CNTC clear to whomever concerned, that the recognition of Rongmeis with a tribal status of Nagaland state will be opposed and objected together with all the other Naga tribes of Nagaland till it is revoked. On the ongoing tussle involving the Rongmei recognition as an Indigenous Tribe of Nagaland, the CNTC takes this step in opposing the recognition of the mentioned tribe in the larger interest of the people of Nagaland and for the sake of our future generations. When the state government is not in a position and struggling hard to look after the welfare of
the original indigenous tribes of Nagaland, what is their motive to include more tribes from Manipur state to create more socio-economic problems in our already beleaguered state of Nagaland? The move by the three apex hohos under the aegis of Central Nagaland Tribes Council (CNTC) on the de-recognition of the Rongmei in the state of Nagaland is a socio-economic issue and not of political one and is never detrimental to the Naga unity whatsoever in any manner, and thus the stand of the CNTC on Rongmei issue should not be misconceived or misunderstood in any manner by anyone. Though it is not due to hatred against the Rongmeis brothers, yet the CNTC opposes the recongnition of the Rongmeis as one of the indigenous tribe of Nagaland state because the CNTC feels that every tribe are recognized within their own present respective states and should remain so. On the various allegations leveled on the CNTC by the Naga Hoho,the CNTC wants to makes this clear for all and sundry. Terming that it was the Naga Hoho only who was the one playing the ‘hide-and-seek game’ by twisting the facts and the details. The Naga Hoho claiming that it still represents the Naga people when majority of the recognized tribes of Nagaland has all walked out sensing its one-sided, biased and partiality in all affairs within and without, is a story in itself. When the Nagas of Nagaland have lost every bit of confidence in it and claiming it still represents the Nagas as a sad joke and a misnomer. It is no secret to anyone that The Naga Hoho clearly does not work for the concern of the people of Nagaland anymore and instead is more interested in the people of Manipur state which can be seen by any sane Nagas. But if the Naga Hoho still wants to absurdly claim that it represents the Naga people, it can take an open
referendum to see if the people still have a faith and support for them. The Naga Hoho has become like a deadwood and except working tediously for some particular groups and section only.It has lost all its meaning and significance for which it was formed originally. The Naga Hoho must earnestly have a thorough soul searching why the ENPO walked out of it or the NTC emerged. If our other Naga brothers in Manipur state or elsewhere can form an organization why not we Nagas of Nagaland? If some group of tribes can come together for social cohesiveness or for solidarity, fraternity and unity, then why cannot the CNTC? On the Naga Hoho statement “Our valued federating units who are trying to tarnish the image of the Naga Hoho through undemocratic and unethical means shows only their lack of farsightedness” signifies the Naga Hoho undermining the wisdom and sanity of the Aos, Lothas and Sumis. It shows their blatant disregard and an insult on the intelligence and the judgment of the three apex bodies comprising the CNTC. The CNTC being now an apex body of the three tribes,viz.the Aos , Lothas and the Sumis have every right to direct its subordinate units. When the CNTC deadline which expired on the 31st Aug.2016 was made known public in the local media and also an official copy of the ultimatum was handed over at the residence of the Naga Hoho president by a CNTC executive, denying it never received any official information is totally baseless and a lie. The Naga Hoho trying to salvage its image and calling a federal assembly on Sept.28th after a lapse of nearly one month when the deadline was already over was a total disregard to the sentiments of Nagas of Nagaland. Requesting its federating units, the Ao Senden and the Sumi Hoho to attend the assembly to discuss the Rongmei Issue
was like bolting the stable doors only after all the horses has left. The fable of the snake biting the hand of the hands of a man who revived him while dying depicts the story of the Naga Hoho today. Naga Hoho is on the verge of disintegration due to its own folly and immaturity in mishandling the Rongmei issue in the first place. Even before the CNTC took up the Rongmei recognition issue some other tribal organisations of Nagaland such as the APO, CPO,ENPO ,ZPO and NTC were already against it. So how can the Naga Hoho say the CNTC is misleading the Nagas? This clearly shows that the Naga Hoho has been completely unaware of what was happening and sleeping while its own kitchen was burning. The CNTC would like to refresh the mind of the Naga Hoho by stating the following facts and details on this issue. 1.Concurring with the stand of other Naga tribes of Nagaland, the Angami Public Organisation(APO) on July 3,2013 has urged upon the chief minister Nagaland to issue notification to derecognize the Rongmei community as a recognized indigenous inhabitant Naga tribe of Nagaland and also “to put an end to the move to recognize Mao Community as an Indigenous Inhabitant Tribe of Nagaland State for the sake of justice, Naga unity, integration and simultaneously to protect the welfare of the public of Nagaland.” In a representation addressed to the chief minister, APO president Keneingunyü Sekhose, informed that in view of the apprehension felt on the issue, the APO at its April 29 executive meeting decided, that opening of the door for recognition of other Naga tribes from other states(or country) would lead to demand by other Naga tribes of similar background such as Maos, Poumais, Tangkhuls, Hemis etc. APO said if recognition
was accorded as an inhabitant tribe of Nagaland, there cannot be stopping of similar demands by Naga tribes outside Nagaland and denying such would “ amount to discrimination.” APO also pointed to apprehension by Nagas of Nagaland, that they would be “overwhelmed and stampeded” if recognition was granted to others, as in the case with the Rongmeis in the last recruitment of Graduate Teachers of 2012 in Peren district. Further, APO also cited the case of Withuiliu Newmai, of Tamenglong district of Manipur who obtained indigenous inhabitant Naga tribe/ BT certificate of Zeliang tribe of Nagaland state, and was recommended by NPSC against Deputy SP post reserved for BT quota of Zeliang tribe of Nagaland. APO said the issue of indigenous inhabitant certificates, BT certificates etc. has created a lot of animosity, hatred and ill feelings among the Nagas. Stating that till date, all Nagas hailing from different states and regions enjoy equal social Naga tribal status without any discrimination or distinction within the state of Nagaland, APO said the question of modification of the notifications of April 28,1977 by granting status to other Naga tribe as indigenous inhabitant Naga tribal status of Nagaland state was matter of great concern. district till date.” Furthermore, APO also highlighted the Gauhati High Court direction on November 22, 2012 which stated-as members of Rongmei Community did not appear in the Electoral Roll published on May 15, 1963 and also they did not fulfill the other conditions stipulated in the notification dated April 28, 1977 for issue of indigenous inhabitant certificate, indigenous inhabitant certificates are not to be issued to Rongme community. In light of above submissions, APO has urged for creation of a strong mechanism to check and prevent misuse of indigenous inhabitant certificate while stating that it has created a lot of animosity, hatred and ill feelings among the Nagas. 2. Eastern Nagaland Peoples’ Organization (ENPO) has resolved to oppose the inclusion/recognition of Mao and Rongmei tribes in Nagaland. In a statement, ENPO president Pongom Khiam said the decision was taken during the ENPO executive committee meeting held on May 4, 2013. The meeting also resolved to seek appropriate clarifications from the state government with regard to the recognition of the two tribes in Nagaland. Pongom Khiam said the meeting was attended by elected members from the ENPO jurisdictions (ENLU), ENPO officials, all frontal organizations (ENSF, ENGOA and ENWO), members of various committees and federating tribal units. ENPO however said it supported the bills for integration of Naga inhabited areas which have also been passed by the state Assembly which incorporated integration of land along with the people. AAP seeks disqualification of 35 BJP, Cong MLAs in 4 states

(PTI) NEW DELHI, OCT 14 (PTI): An Aam Aadmi Party (AAP) delegation today met President Pranab Mukherjee seeking disqualification of 35 BJP and Congress MLAs appointed as Parliamentary Secretaries in four states, and asserted that its 21 legislators were being targeted for political reasons over the office of profit issue. A delegation, led by Deputy Chief Minister Manish Sisodia, Delhi Ministers Gopal Rai and Kapil Mishra and party leader Ashutosh, said while 21 AAP MLAs are facing disqualification
proceedings, similar set of rules should be applied to 35 BJP and Congress legislators, appointed as Parliamentary Secretaries in Chhattisgarh, Gujarat, Haryana and Himachal Pradesh. Sisodia said 11 MLAs in Chhattisgarh and Gujarat each and four in Haryana -- all BJP ruled states -- and nine in Himachal Pradesh, a Congress-governed state, have been appointed as Parliamentary Secretaries. In his petition to the President, Sisodia has said the appointment of these Chief Parliamentary Secre-
taries/Parliamentary Secretaries are “prima facie in violation in letter and spirit of the Constitution of India” as they are getting salaries, allotted VIP vehicles and other perks for which ministers in these states are entitled. “It is very pertinent to bring to your notice that the financial condition of these states is bleeding. “Therefore, it is respectfully prayed that these MLAs, who are holding office of profit in addition to being MLAs should be immediately disqualified,” Sisodia said in his memorandum to the President. He said, contrary to this, the AAP MLAs are not enjoying any kind of pecuniary gains. “We seek similar treatment to these 29 MLAs as our legislators are being targeted for political reasons,” Sisodia said. 21 AAP MLAs are facing disqualification for allegedly holding ‘Office of Profit’, following a petition filed by Prashant Patel, a city-based lawyer. Rai denied giving any kind of accommodation or office to 21 AAP MLAs. “In our reply to the Election Commission on issue of Office of Profit, we said that we had requested the PWD to make offices for few people. “However, offices were readied, but those were not given to Parliamentary Secretaries. Instead, it was given to OSDs (Officer on Special Duty) to Parliamentary Secretaries,” Rai said.
nATIONAL/STATE Uri attack: MPs raise issue of ‘intelligence failure’ NEW DELHI, OCT 14 (PTI): Some lawmakers today raised the issue of alleged intelligence failure in connection with the terror attack at the Army camp in Uri at a meeting of a Parliamentary panel held here today. The issue was raised by a few MPs at the meeting of the Department Related Parliamentary Standing Committee on Home Affairs, headed by Congress leader P Chidambaram. However, Chidambaram is said to have intervened and conveyed to the Parliamentarians that the issue of Uri terror attack was not on the agenda of the meeting hence it should not be raised, official sources said.

NEW DELHI, OCT 14 (PTI): Ruling NDA constituent Shiv Sena today pitched for a second term for President Pranab Mukherjee even as the Congress said the party high command will take a call on it. Sena leader Sanjay Raut said he will meet Mukherjee next week, insisting he has proved to be “best President” and that nobody can doubt his capabilities. “In the last five years, he has shown that he is a capable and a noncontroversial President, who is well-versed in national and international affairs,” Raut, Shiv Sena’s leader in the Rajya sabha, said. “We will let you know. We don’t know what Shiv Sena has said. The party high command has to take a call on this,” Congress spokesperson Shobha Oza said when asked whether her party will back Mukherjee, a former Congressman, for a second term. They said the committee inspected the side at four locations -- Orangkong, Yongnyah, Bhumnyu and Hukphang -- along with the district administration and submitted report to the state government on August 18, 2016. In the report, the signatories said the committee stressed that due consideration should be taken for the convenience of all, such as, students, teachers, staffs, parents and other logistics and accordingly, recommended two sites -- Hukphang or Orangkong -- for establishing polytechnic in Longleng district. However, they said the state government on October 7, 2016 vide order No. HTE/ TE/20-10/2016 “once again” approved the site at Yonghoo Yongnyah, which was not recommended in the independence committee report and also rejected and protested by many organizations and public in general. In the light of the above, the 20 villages union has questioned why has the state government not considered the report submitted by the independent committee? (From p-1) Article 371(A) of the Indian Constitution— “a political creation which reiterates the fact that Nagas have their own inherent and inalienable rights which cannot be challenged even in the parliament of India”. Amongst the various contents of the said Act, NH pointed out that the following points were in direct contravention with rights guaranteed under Article 371(A): (i) 33% women reservation, (ii) Tax and (iii) Landholding system. On women reservation: The hoho said it stood unwaveringly with its constituent units in reiterating the time immemorial social, customary and traditional usages of the While reminding that Nagas had never practised such “reservation” since the days of our forefathers, Naga Hoho asserted that the state government “should not compare our Naga women folks to a Dalit, Adivasis, Sutras, Kaas women etc.” The reservation policy of the Government of India was meant for mainstream Indian women who were within the cursed spell of the caste system, widely prevalent all across India, NH said. It rather said that the Naga women, as compared to other Indian women, play a vital role in all spheres of the Naga community. NH further reminded the state government that, while the Indian society woke up to gender equality in early eighties, Nagas testified by electing late Rano Shaiza to the lone Lok Sabha seat in 1977. N ew D elhi , O c t 1 4 (IANS): The central government has decided to use postal network for distribution of subsidized pulses and release more chana from buffer stock to ensure availability of these commodities at reasonable prices during the ongoing festival season. The decisions were taken at a meeting of the Inter Ministerial Committee on prices of essential commodities headed by Union Consumer Affairs Secretary Hem Pande here on Friday, an official source said. The committee at its meeting also reviewed availability and prices of essential commodities, specially pulses, and suggested that in the absence of government outlets in the states, postal networks should be used for the pulses’ distribution. The committee observed that there were declining trends in the prices of pulses in recent weeks. It also reviewed procurement arrangements of Kharif pulses by government agencies, an official release said. It was informed that so far 500 procurement centres have been opened and farmers were being paid through cheques or bank transfer instantly.
NEW DELHI, Oct 14 (PTI): Larsen & Toubro (L&T) on Friday said its consortium with Japan’s Sojitz Corp has won a Rs 3,799 crore railway contract. The Transportation Infrastructure Business of L&T Construction has “won a major order worth Rs 3,799 crore from the Dedicated Freight Corridor Corporation of India Ltd (DFCCIL)”, the company said in a statement. The order has been secured by a consortium of L&T Ltd and Sojitz Corp, Japan, it said, adding that this design and build integrated package involves the construction of track works, overhead electrification, traction substations and signaling & telecom works. The project is for double

Infosys stock fell 2.34 per cent even as the company reported a 6.1 per cent rise in its second quarter net profit but cut its annual revenue growth forecast for the second time in three months on an “uncertain business outlook”. While, shares of country’s largest software exporter TCS Friday surged 1.61 per cent to Rs 2,365.90 after the company Thursday reported an 8.4 per cent rise in consolidated net profit at Rs 6,586 crore for the second quarter ended September 30. Investor sentiment received a boost after retail inflation fell to a 13-month low of 4.31 per cent and wholesale inflation at 3.57 per cent, creating headroom for further rate cuts by Reserve Bank in coming months. NEW DELHI, Oct 14 (PTI): In the high-profile Saradha Realty case, markets regulator Sebi imposed a fine of Rs 2 crore on the company, its chief Sudipta Sen and two directors for failing to comply with its earlier directions to wind up illicit money-pooling schemes and refund the investors. Saradha Realty, as also its promoters and directors, were asked by Sebi through an order in April 2013 to wind up all existing collective investment schemes and (CIS)to refund the money collected from investors, with returns, within three months. Crown Prince Maha Vajiralongkorn has been named as successor, but has asked for a delay in the process. The death of the world’s longest-reigning monarch sparked an outpouring of grief in Thailand. Official mourning will last a year. The cabinet declared Friday a government holiday, and flags are to fly at half-mast for the next 30 days. People have been asked to wear black, and avoid “joyful events” during this period. Cinema screenings, concerts and sports events have been cancelled or postponed. News websites have turned their pages black and white, and all television channels in Thailand are airing programmes about the king’s life. (Source-Internet) Jerusalem, Oct 14 (Agencies): Israel has frozen co-operation with the UN’s cultural agency, accusing it of denying Judaism’s connections to the religion’s holiest sites. Its education minister said a Unesco draft decision concerning Jerusalem “denies history and encourages terror”. It comes after the body approved a text which repeatedly used only the Islamic name for a hilltop complex which is also the holiest site in Judaism. The site is known to Jews as the Temple Mount and Haram al-Sharif to Muslims. The draft decision, submitted by seven Arab countries, criticises Israel’s activities at holy places in Jerusalem
and the occupied West Bank. While acknowledging the “importance of the Old City of Jerusalem and its Walls for the three monotheistic religions”, the document refers to the sacred hilltop only by the name “al-Aqsa Mosque/al-Haram al-Sharif (Noble Sanctuary). It is the location of two Biblical Jewish temples and is joined by the Western Wall, venerated by Jews as part of the original supporting wall of the temple compound. Haram al-Sharif is also the place where Muslims believe the Prophet Muhammad ascended to Heaven, and is the third holiest site in Islam. The stated aim of the text was “the safeguarding of the cultural heritage of Palestine and the distinctive charac-
ter of East Jerusalem”. It repeatedly denounced Israeli actions, including the use of force, imposition of restrictions on Muslim worshippers and archaeological work. Lahore, Oct 14 (PTI): Eight al-Qaeda and Taliban terrorists, who were plotting to target atomic installations and offices of intelligence agencies, were killed by Pakistani security forces in the country’s relatively peaceful Punjab province, officials said today. Punjab police’s Counter Terrorism Department (CTD) said their officials were working on intelligence input that militants were planning to attack a Shia procession near Multan district, about 350 kilometres from Lahore. CTD officials and other security agencies conducted combing operations in Shujaabad area of the district. During these operations, the CTD team learnt that the militants belonging to the banned Tehreek-i-Taliban Pakistan (TTP) and al-Qaeda had moved to Dera Ghazi Khan. “ Ye s t e r d ay, w h e n a CTD team raided the suspects’ hideout in Dera Ghazi Khan the terrorists opened fire and hurled hand-grenades. Ankara, Oct 14 (Agencies): Syrian President Bashar al-Assad has said victory in Aleppo will make the city a “springboard” from which to retake the rest of the country. In an interview with a Russian newspaper, Mr Assad said there was no choice but to “keep cleaning this area” and force rebels “back” to Turkey. Syria and its ally Russia have stepped up bombardment of rebel-held eastern Aleppo in recent weeks. Meanwhile a bomb attack near Syria’s border with Turkey has left many dead. our new adventures have been published to mark the 90th anniversary of the first Winniethe-Pooh book, along with the introduction of a new character. Penguin makes his grand entrance in the book Winter: In which Penguin arrives in the Forest, written by Brian Sibley. The character is based on a photograph of Pooh author AA Milne and his son Christopher playing with
a penguin. Winnie-the-Pooh was first published on 14 October 1926, and went on to achieve worldwide popularity. Introducing a new character to the world of Winniethe-Pooh is nothing new. Although now considered very much a part of the Hundred Acre Wood story, the character of Tigger was not seen until The House at Pooh Corner (1928), the second of AA Milne’s books about “the bear with very
little brain”. And by introducing Penguin, Sibley has rekindled a friendship which first began in Christopher Milne’s (aka Christopher Robin) nursery more than 90 years ago. Sibley said: “While pondering what other toys Christopher Robin might have owned, but which were never written about, I remembered seeing a photograph of father and son playing on the nursery floor with Winnie-thePooh and a penguin!” “The thought of Pooh encountering a penguin seemed no more outlandish than him meeting a kangaroo and a tiger in a Sussex wood, so I started thinking about what might have happened if, on a rather snowy day, Penguin had found his way to Pooh Corner,” said Sibley. Chopra hands Kerala first win

KOCHI, Oct 14 (Agencies): After two seasons and 12 games, Indian origin English striker Michael Chopra finally scored a goal in the Indian Super League to hand Kerala Blasters a much needed victory in ISL 3 defeating Mumbai City FC by a solitary goal at Jawaharlal Nehru stadium, Kochi on Friday. This was Blasters first victory after nine matches and the first goal in this season. With this win Blasters have four points from as many matches
and are at the sixth position in the points table. Blasters head coach Steve Coppell’s lack of options in the midfield came into limelight against Mumbai when the Englishman decided to field four defenders and four forwards against the visiting side. Though the team lined up in a 4-2-3-1 formation, virtually they played in 4-2-4 with only two defensive midfielders. Unlike other matches, Blasters started on a positive note and almost scored in the very first
minute itself. Antonio German did all the good work along the left and gave a cross to Mohammed Rafi, but the local boy’s header went straight into the hands of Mumbai goalkeeper Roberto Volpato. With the kind of game they played on Friday, the home side should have scored atleast half a dozen goals, but the absence of a solid striker in the front affected their chances. None of the Blasters forwards including Chopra or Rafi were
able to get past the Mumbai defence led by Romanian Lucian Goian in the first half. The home side dominated the first half entirely and Mumbai had to wait till the 37th minute to enter into Blasters’ penalty box. DimapUR, Oct 14 (NPN): Defending champions Fusion FC survived a scare against first timer Arikodong Club to reach the quarterfinals of the MDFA trophy 2016 at Imkongmeren Sports Complex, here Friday. The score line remained 0-0 in the regulated time. And in the tie-breaker, Fusion won 4-3.
Fusion FC goalkeeper, Limatoshi was the hero of the match, as he saved a penalty kick. A press statement from MDFA media and publicity, said that Arikodong Club proved a tough contender and Fusion were made to toil hard in the equally contested encounter. Arikodong missed
some golden opportunities in the first session, so did Fusion FC. The encounter between the two was one of the most exciting first half matches of the tournament. The second session saw a counter attack from rejuvenated Fusion FC. But Arikodong defense
were well prepared for the onslaught with its goal-keeper making some brilliant saves. Jayaram enters quarter-finals of Dutch Open Almere, Oct 14 (PTI): Defending champion Ajay Jayaram reached the quarterfinals of the Dutch Open Grand Prix badminton tournament after notching up an easy straight game win over Norway’s Marius Myhre in the men’s singles competition.
