Peace only through unity: Acharya Says, address the reasons & not the result of insurgency

DIMAPUR, OCT 14 (NPN): Expressing concern over the mushrooming number of insurgent groups in the region and the apparent lack of clear and consistent policy towards addressing the issue, Nagaland Governor, P.B. Acharya sent across a strong message to policymakers and stakeholders saying “we have to address the reasons of insurgency rather than the result of it”. He said the aspiration for peace amongst Nagas could be achieved only through unity. Acharya was speaking as chief guest at the ‘Swachh Bharat Mission cum inter cultural exchange programme’ organised by the Tribal Union Chumukedima Town (TUCT) here at Chumukedima Local ground on Friday. “Unless we are united, we cannot march ahead,” the governor asserted. To emphasise his assertion, Acharya pointed out that successive dynasties, including the British Empire, managed to rule the India for centuries because India was divided. NSF urges gov for appointment of VC DIMAPUR, OCT 14 (NPN): Naga Students’ Federation (NSF) has appealed to Nagaland Governor & chief rector of Nagaland University to initiate the appointment of the Vice Chancellor (VC) at the earliest in the greater interest of the students’ community. In a representation, NSF president Subenthung Kithan and asst. general secretary Kesosul Chistopher Ltu pointed out that the only Central University in the state (NU) had been functioning without a VC since September 7, 2016 after Prof. BK Konwar completed his tenure. NSF said it was imperative that a competent authority (VC) be appointed for smooth functioning of the University keeping in mind the need and academic activities of the students and the University.
Pulitzer for music
Dimapur, Oct 14 (NPN): Henry Threadgill, husband of Senti Toy (sister of Temjen Toy IAS principal secretary to chief minister), was awarded the 2016 Pulitzer Prize for music at a ceremony in New York City last evening (Oct 13, 2016). CM’s press secretary in a press statement quoting New York Times said, Threadgill was known as “a composer and bandleader of intense, unyielding originality, and nobody’s idea of a compromise.” As a composer and multi-instrumentalist, Threadgill studied the composition at the American Conservatory of Music in Chicago.

Also speaking on the occasion, guest of honour EAC Chumukedima, Thungbemo Patton, urged upon the gathering to take positive approach towards bringing changes in the society. Referring to the negativity and ‘isms’ that exists within the Naga society, he said a society cannot progress unless people start appreciating others rather than being critical and negative. Thungbemo also called for a concerted effort towards developing Chumukedima ,which he said, could be the “future city” of Nagaland. Further, the EAC announced the Town will undergo “intensive and extensive” Swachh Bharat Mission exercise in November and December 2016. He also announced Rs.1 lakh award for the Best Ward. TUCT president, Neisalie Losou, in his welcome address expressed hope that Nagas can be brought together through such cultural exchange programmes. The function saw various cultural presentations, traditional dance, folk songs, and indigenous games of different tribes. The only orphanage in Chumukedima, Galilee Home for Children, also presented a special song. The programme
culminated with vote of thanks by co-convenor, Bendangchuba and closing prayer by president Chumukedima Town Pastors Fellowship, Rev. Manen Lkr. Earlier, students of the 23 schools in Chumukedima conducted cleanliness drive in the area. Highlights of the programme included Naga traditional attire show by CTSU & CMD Town Youth Organisation, Traditional dance of Sangtam, Zeliangrong, Kenyan, Yimchunger, Sumi, Chang, Lotha and Pochury, folk song by Angami, Ao, Chakhesang, Mao, Pochury and Phom and indigenous games by Ao, Rengma, Khiamniungan and Kuki. A special appearance was also made by Galilee Home for Children. To mark the day, a cleanliness drive by the student was held in the morning.
Governor lauds GoI, ICG
Nagaland Governor P.B. Acharya lauded government of India and director general, Indian Coast Guard (ICG), Rajendra Singh, PTM, TM for naming one of the ICG Inshore Patrol Vessel (IPV) after “Rani Ma Gaidinliu, as a tribute to the veteran freedom fighter from Nagaland”, to be commissioned on October 19, 2016. In a press note issued through the PRO Raj Bhavan, Acharya said “Rani Ma Gaidinliu was a living dynamic patriot, who has become a legendary figure in her own life (Cont’d on p-7) time”.
Ultimatum for Longleng polytechnic DIMAPUR, OCT 14 (NPN): Voicing out against the state government’s decision to setup the polytechnic institute at Yonghoo Yongnyah, 20 village unions of Longleng district, have served a 15-day ultimatum on the state government to revoke its decision and reconsider the site recommended by the independent committee, constituted by the governor. In a joint press release, 20 villages students convenor, C. Ngalam Phom, and 20 villages secretary, B. Lauphong Phom, warned that failure to meet its demands, public would hold protest and seek legal advice against the state government decision, which they said was made on October 7, 2016 against the will of the general public of the district. The signatories pointed out that on June 15, 2016, the state government had approved Yonghoo at Yongnyah “without considering the criteria” required by the institution. Thereafter, they said the public of Longleng area and student body protested against the decision, which they alleged was “bias and misguided by the department officials.” Besides submitting many representations to the government and department responsible to redress the decision, the said the public also held silent procession on June 23, (Cont’d on p-7) 2016.

Patton warns policemen not to take law into their own hands

DIMAPUR, OCT 14 (NPN): In a strongly-worded statement, Nagaland Home minister, Y. Patton on Friday warned police personnel of stringent action if found taking law into their own hands. Patton made this statement, based on several complaints received by the police department that some uniformed personnel were taking laws into their own hands. “I would like to give you a gentle reminder that those defaming the department unnecessarily would be dealt strictly without any hesitations”, said Home minister Y. Patton while addressing the attestation parade of the newly recruit 53rd batch NAP/IR havildars and constables at NAPTC ground, Chumukedima. Patton was however, confident that the 443 new
recruits (32 havildars and 411 constables) would not indulge in such activities. He further encouraged the new recruits to be ready to serve anywhere, as pledged, and to give their best services, wherever their posting place may be, with full commitment. The minister expressed dismay that most of the uniformed personnel did not want to serve in remote areas, where their services were needed the most. Patton also cautioned the uniformed personnel that he would ensured that no files would be processed for transfer and postings of their own choices. “Keep in mind that department knows best as to where you would be placed. Therefore, I reiterate that all should respect your job, place of postings”, said Patton. While congratulating the new recruits upon passing
out, Patton reminded them that the profession they have chosen was not only meant for survival but a bounden duty to contribute and to protect the society and nation. The minister also presented the awards to the outstanding recruits-- constable Vehuyi Venuh (best in P.T., drill and all round), constable Vikedozo Yashu (best in weapon handling), havildar Asakho Joseph (best in BPET), constable Thungyamo K Shitio (best in firing), havildar Robin N Ngullie (best in indoor and best cadet havildar) and constable Hainsiugonbe Zeliang (best conduct). The parade was commanded by dy. commandant NAPTC, Limatemsu Lkr NPS. Hundreds of parents and relatives of the young recruits and host of police officers attended the attestation parade.

Kohima, Oct 14 (NPN): Public Health Engineering Department (PHED), Kohima urban office became the first to launch computerised water billing system in the state after it was formally inaugurated by chief engineer PHED Er. Kevisekho Kruse. Speaking at the launching programme, Kruse termed the occasion as a proud moment for the PHED as the system became operational from Friday.
At a time when the department was struggling to carry the revenue collection through the conventional manual method of billing, chief engineer said that the introduction of computerised system would help the department in many ways. With the introduction of the new system, he said manual errors would also be avoided. Kruse also appreciated executive engineer PHED Urban division Kohima, Er. Vikeduolie , SDO Er. Nirie Nisa, officials and the firm Ely-
sium Enterprise Nagaland for putting more effort and commitment in making the project successful. He said that the system was the long felt need of the department. Kruse said the department was also working to open up more payment counters involving the services of the banks in the state capital for the conveniences of the consumers. Chief engineer informed that such more computerized billing system would soon be introduced in other parts of the state. At present, the department is catering to the water supply requirements of 6072 domestic consumers and 12 commercial consumers in Kohima, the chief engineer said. Further, Kruse appealed to the consumers to extend cooperation to the department by way of paying water tax on time and not to tamper the water supply assets when the department was working for the betterment of public service. DIMAPUR, OCT 14 (NPN): A nine-member delegation comprising of Naga Hoho executives, presidents and colleagues of Angami Public Organization (APO) and Chakhesang Public Organization (CPO) called on chief minister T.R. Zeliang to press upon the state government to re-examine the issues pertaining to Municipal Act of 2001 and recognition of Rongmei tribe. Informing this in a press note, NH communication cell said that the Naga Hoho also submitted two representations with regards to Rongmei tribe recognition and amendment of Municipal Act 2001. At the three-hour long meeting various issues were also deliberated apart from Municipal and Rongmei issue, NH stated. As the meeting was fruitful, which was also attended by minister of School Education & SCERT Yitachu, NH said CM assured to look into the matter with all seriousness in the interest of the people. minister has fervently appealed the government to take stock of the volatile situation that has cropped up following the issue of Rongmei tribe recognition The hoho in this regard has urged upon the competent authority to re-examine the decision of state government through the constituted cabinet sub-committee on Rongmei issue “in depth and to find out the solution in consultation with all stake holders/Tribal Hohos at the earliest”, adding, such issues should not jeopardize the unity of Naga family at this crucial juncture. NH said despite repeated clarifications through media and various platforms, the letter written to the government in 2008 and the position of the hoho was being misconstrued, which it said was uncalled for. NH said it has taken note that the granting of indigenous Naga tribe to Rongmei community by the state government had resulted in tremendous amount of resentments amongst a cross section of Naga society. As a responsible organization representing the
Nagas, the hoho said it cannot remain a mute spectator to the kind of upheavals that the Naga society aws experiencing today. Since the state government on July 8, 2008 had sought the views and opinions of Naga Hoho pertaining to the granting of Indigenous Naga tribe status to Rongmei community settled in Nagaland prior to 1963, the hoho said it conveyed the decision of the presidential council meeting held on September 5, 2008 through a letter dated22nd Sept. 2008. The collective view of the Naga Hoho was in favour of granting of Indigenous Naga inhabitant status to Rongmei community settled in the state prior to the formation statehood as enjoyed by Kukis, Garos and Kacharis in accordance with the government notification, NH added. It further reminded that the hoho “opined in the same letter that the Committee should examine with all seriousness in regards to conduct of enumeration and to include only the eligible Rongmei community so as to avoid commu-
CNTC’s fact-sheet on Rongmei tribe recognition issue Dimapur, Oct 14 (NPN): Reacting to statements made by some organisation(s) media cell of the Central Nagaland Tribes Council (CNTC), stated it was high time that Nagas learnt to differentiate and to draw the line between facts and propaganda though it was not against Naga unity but unity cannot justify any member of any Naga tribe outside Nagaland to claim to be an indigenous tribe of Nagaland just because they are Nagas. CNTC said it never objected to Rongmeis being accorded as the Indigenous Inhabitants of Nagaland state for those qualifying the norms of the Government notification April 28,1977 but will continue to oppose recognition of Rongmei as a tribe of Nagland with other Naga tribes of Nagaland till it is revoked. Responding to Naga Hoho’s allegations, CNTC accused NH of playing hide and seek by twisting the facts and the details. CNTC took umbrage on the NH’s attack that its federated units(Ao, Lotha Sumi) were “trying to tarnish
the image of the Naga Hoho, through undemocratic and unethical means” and exposing “their lack of farsightedness.” CNTC also termed as “totally baseless and a lie” the Naga Hoho denial that it had received an official copy of the 30-day ultimatum that expired on August 31,2016 which had also been made public when it was issued. Media Cell disclosed that the CNTC ultimatum had been handed over personally by an executive of CNTC at the residence of the President Naga Hoho. CNTC pointed that Naga Hoho belatedly summoned its assembly on September 28,2016 a month after the deadline expired, to discuss the Rongmei issue, in total disregard to the sentiments of Nagas of Nagaland. CNTC said even before it took up the matter, other tribal organisations of Nagaland such as APO,CPO , ENPO, ZPO and NTC were already against Rongmei recognition. Therefore, CNTC asked Naga Hoho as to how it can accuse CNTC of “misleading the Nagas?” CNTC cited several deci-
sions of the Angami Public Organisation (APO) on the Rongmei recognition issue: On July 3,2013 APO asked the chief minister to “derecognise the Rongmei community” and also to “put an end to move to recognise Mao community as an indigenous inhabitant tribe of Nagaland”. On April 29,2013 meeting APO decided that opening doors for recognition of other Naga tribes from other states or country would only lead to demand by other tribes of similar backdground as Maos, Poumais, Tangkhuls, Hemis etc. APO expressed great concern over granting of indigenous inhabitant Naga tribe statues of Nagaland through modification of the April 28,1977 notification citing in particular, the case with Rongmeis in the 2012 recruitment drive for Graduate Teachers in Peren district wherein a person from Tamenglong district of Manipur obtained indigenous inhabitant Naga tribe/BT certificate as Zeliang tribe of Nagaland was duly recommended by NPSC for Deputy

CNTC also pointed that ENPO at its executive meeting on May 4,2013 opposed the inclusion/recognition of Mao and Rongmei tribes in Nagaland and sought appropriate clarification from the state government in this regard. CNTC also said Zeliang People’s Organisation(ZPO) stated that the recognition of Rongmei was notified without ascertaining facts and without verification and valid reason in 2012. ZPO had also said that home commissioner Temjen Toy has however correctly pointed out Zeliang tribe was included leaving out Rongmei tribe, as Zeliangs had their own ancestral land/territory in Nagaland; whereas Rongmei community members were “invited from Imphal valley during later part” on October 19, 1965 by the then Tribal Council Chairman Namgaheing Iheilung to “cultivate land” which was reclaimable as clearly stated in his appeal. ZPO had also described the enumeration report sub-
mitted by the committee as “fictitious and baseless” and reiterated that the names of those (223) Rongmei enlisted in the list submitted was not from Peren district prior to the electoral roll of 1963 CNTC also pointed out that Chakhesang Public Organisation (CPO) recalled that the state government notification on August 4,2012 was in pursuance of the cabinet decision on July 23,2012 to recognise Rongmei as one of the Naga tribes. CPO also said such a status did not befit the community since it was already recognised as a tribe in Manipur besides not having any ancestral land in Nagaland. CNTC also mentioned that the Committee headed by J. Alam, IAS Home commissioner, clearly stated in its report “such a status while entitling them to avail all the benefits of reservation to pursue employment and education will not make them an indigenous Naga tribe of the State”. It also said “Members of Rongmei community who are qualified as per the criteria as laid down”
by notification dated April 28, 1977 were entitled to be an indigenous inhabitant of the state of Nagaland but that would not make them “indigenous Naga tribe of the state”. CNTC revealed, that the state cabinet had blatantly disregarded the findings of the Expert Committee by taking a political decision to recognise Rongmei as an indigenous inhabitant tribe of Nagaland on July 23,2012 against people’s wishes. Further, CNTC disclosed that four out of the eight cabinet ministers did not append their signature for Rongmei recognition. CNTC also slammed Naga Hoho’s plea that its September 22,2008 letter to the state government was just an opinion and view and not an endorsement. CNTC said the Naga Hoho letter dated September 22,2008 reads: “ GRANTING of status of Indigenous Naga Tribe to Rongmei Community settled in Nagaland.” CNTC said “granting” was to surrender and much stronger than the word “endorse”. Quake jolts NE for second time in Oct S H I L LO N G, O C T 1 4 (AGENCIES): An earthquake of moderate intensity measuring 3.6 on the Richter scale with a depth of 10 km struck Shillong and adjoining areas at around 4.13 p.m. on Friday afternoon. As per the Met department, the epicenter of the earthquake was somewhere in East Khasi Hills, Meghalaya. Earlier, a 4.7 magnitude earthquake also struck parts of Manipur on October 11 with its epicentre in a village near Phek, Nagaland. It may be mentioned that along the Indo-Myanmar border, as many as 28 earthquakes occurred this year with 3 earthquakes in the past month and 2 earthquakes in the past 7 days. It may be mentioned that the earthquake which occurred along the Indo-Myanmar border also has an impact in the Northeast region particularly Manipur, Arunachal, Nagaland and other parts of the region. Meanwhile, earthquake along Indo-Bangla border also creates impact on Assam, Mizoram, Meghalaya and Tripura. K Y M C
