Steep hike in prices of petrol and diesel
NEW DELHI, OCT 15 (PTI): Petrol price was on Saturday hiked by Rs 1.34 a litre, the fifth increase in two months, and diesel by Rs 2.37 a litre on back of spike in global rates. The hike announced by oil companies is excluding state levies. The price of petrol was last hiked by 14 paise per litre and that of diesel by 10 paise a litre on October 5, following an increase in commission paid to dealers. Prior to that petrol price had been hiked on three occasions while diesel price was cut by 8 paise a litre on October 1. “The current level of international product prices of petrol and diesel and INRUSD exchange rate warrant increase in selling price of petrol and diesel, the impact of which is being passed on to the consumers with this price revision,” Indian Oil Corp (IOC) said in a statement.
SSSUD lifts ban on sand supply
DIMAPUR, OCT 15 (NPN): Sand Stockists & Suppliers Union Dimapur (SSSUD) has lifted the indefinite ban on sand supply at Manjha route with effect from October 16 October 2016. According to SSSUD president Viniho Shohe and general secretary Nito Sumi, the decision was made after consultation with sand mahaldars of Karbi Anglong. SSSUD further lauded KLNLF for accepting its proposal and the sand carrier vehicle owners’, public for extending their support.
NSSATA phase-I stir from Oct 17
DIMAPUR, OCT 15 (NPN): With no positive response from the state government, the Nagaland SSA Teachers’ Association (NSSTA) has announced to boycott classes from October 17, 2016 as part of its phase-I agitation. The announcement comes following the expiry of its seven-day ultimatum served on state government on October 15, 2016 and the failure of the state government to resolve the four-point charter of demands. NSSATA said around 2600 teachers would take part in the proposed agitation.

Left with only three members, including former Chief Minister Nabam Tuki, in the 60-member House after the wholesale defection to the regional party PPA, the Congress pleaded for disqualification of those MLAs as member of Arunachal Pradesh Assembly under Article 191(2) Rules, 1987/2003 for ‘voluntarily’ giving up the membership of their original political party Indian National Congress and joining PPA. “Although a notification was issued by the Assembly showing these MLAs as PPA MLAs but no separate order for merger has been issued,” it claimed.

NEW DELHI, Oct 15 (AGENCIES): Correcting the pronounced tilt towards the US in defence deals over the last decade, India on Saturday inked pacts with Russia to acquire advanced air defence missile systems, stealth frigates as well as jointly produce lightutility helicopters. The three projects are collectively worth an estimated $10.5 billion (over Rs 72,000 crore). The two pacts or intergovernmental agreements (IGAs) for five new-generation Russian S-400 Triumf missile systems and four upgraded Teg or Grigorivich-class frigates, apart from the joint venture to produce 200 Kamov-226T light utility helicopters, are not actual contracts as yet. That will take some time, with the nitty-gritties and final costs to be sealed through further negotiations in the days ahead. But Prime Minister Narendra Modi and Russian President Vladimir Putin, in whose presence the pacts were inked in Goa, were all gung-ho about the reinforcement of the bilateral strategic partnership “to lay deeper defence ties” in the years ahead. “Agreements on manufacturing Kamov-226T helicopters; constructions of frigates; and acquisition and building of other defence platforms are in synergy with India’s technology and security priorities,” said Modi.

In terms of sheer strategic value, India’s acquisition of the five S-400 systems for over $5.5 billion is clearly going to be game-changer. TOI was the first to report in October 2015 about India’s decision to go in for the S-400 systems, which basically have three kinds of missiles that can fly at supersonic and hypersonic speeds to intercept all kinds of targets at ranges from 120 to 400-km. Defence sources said the S-400 systems, with three meant for the western front with Pakistan and the other two for the eastern one with China, can shoot down Chinese or Pakistani fighters while they are flying in their own airspaces. India will be the second customer for the S-400 (called SA-21 Growler by NATO), with China slated to get the anti-aircraft\anti-missile systems under a $3 billion deal
with Russia in 2014. A defence source said, “Most of the negotiations for our S-400 systems are over ... the contract should be inked among the first to be inked.” The $4 billion pact for the four 4,000-tonne guidedmissile stealth frigates also has some strategic content to it though it is not acknowledged in public. India’s quest to lease a second nuclear-powered submarine (the first INS Chakra came in 2012) for around $1.5 billion from Russia has been linked by Moscow to New Delhi’s agreement to acquire the frigates lying half-constructed at the Yantar Shipyard due to a cash-crunch. India will also have to acquire Zorya gas-turbine engines for the frigates from Ukraine, which is bitterly opposed to Russia as of now. “While two of the frigates will come from Russia, with a
faster delivery time, the other two will be built here. It will take time for the contract with the selected Indian shipyard to be finalized,” said a source. As for the Kamov-226T choppers, the IGA for it was inked during Modi’s visit to Moscow in December last year. It’s only now the joint venture for the project, with the memorandum of association, share-holders agreement and the like, has been inked between defence PSU Hindustan Aeronautics (with majority 50.5% stake) and Russian Rostec State Corporation. But the different pacts do show that Russia is reasserting its numero uno status in the Indian defence market. It was after the 1999 Kargil conflict that India began to increasingly turn to countries like US, Israel, France and UK so as to not put all its eggs in the Russian basket. As the strategic clinch with the US got tighter, Washington alone bagged Indian defence deals worth $15 billion since 2007. Though India still remains slightly unhappy with Russia for not sticking to delivery schedules, jacking up costs mid-way, putting hurdles in technology transfer and unreliable spares support, New Delhi knows only Moscow will help it with “strategic projects” like nuclear-powered submarines or the S-400 systems.

Indefinite NH-29 bandh from Oct 17 CCoFA warns of phase-II total statewide bandh DIMAPUR, OCT 15 (NPN): Coordination Committee on Fuel Adulteration (CCoFA) on Saturday informed that it has decided to go ahead with the first phase indefinite NH-29 bandh starting on October 17 (Monday) from 6 a.m. According to CCoFA media cell, plying of oil tankers and government registered vehicles (NL-10) would be restricted along NH 29 during the phase-I of the bandh. All
other vehicles except the two categories, as mentioned, are exempt from the purview of the restriction. In consideration for the movement of the common public, CCoFA media cell informed that NST buses would also be exempted from the restriction imposed during the bandh. CCoFA media cell asserted that since all private vehicles have been exempted from the purview of the bandh, vehicles with government registered numbers would be allowed to ply only within the town areas (and not along NH29). Cabinet appeals CCoFA to call off bandh DAN cabinet on Saturday appealed to the CCoFA to call off the proposed NH bandh, by assuring that the charge sheets would be filed and submitted within the next ten (10) days. This was contained in a communiqué issued by chief minister T.R. Zeliang and officiating chief secretary R.B. Thong after the emergency meeting of the state cabinet that was held in the residential office of the Chief Minister Nagaland. The cabinet deliberated on the representation submitted by the CCoFA- demanding the transfer of two fuel adulteration cases to CBI and the proposed bandh to begin from October 17, in the event the demand was not met. In the joint communiqué, chief minister T.R.Zeliang and officiating chief secretary R.B.Thong IAS stated that the cabinet made a three-point resolution after due deliberation of the issue and also taking in consideration of the detailed SIT report on the progress of the investigation, with inputs from the chief secretary and DGP along with other officers. The three resolutions included:
1. As the investigation by the SIT is in advance stage, it is not advisable to change the investigation agency at this juncture. 2. The DGP was directed to instruct the SIT to submit an interim report to the government and also file charge sheets in the court within the next 10 days. 3. The chief secretary would convey the decision of the Cabinet to the representatives of the CCoFA and in the light of substantial progress made by SIT, whose mandate is to comprehensively cover the subject matter as given in the two FIRs, and also the fact that the charge sheets would be submitted in 10 days, ask them to call off the proposed bandh on National Highways from 17th October, 2016. It may be mentioned that CCoFA-- comprising of over 20 civil society organizations had on September 23 served a 15-day ultimatum on the state government, demanding that the CBI be brought in for a thorough investigation into the fuel adulteration racket and to re-arrest all the alleged fuel adulteration kingpins.

DIMAPUR, Oct 15 (NPN): Nagaland unit of the BJP at its third executive meeting at Hotel Saramati Saturday, adopted several resolutions with regard to Municipal elections and the ongoing dialogue between the government of India and NSCN (I-M). The BJP resolved that it will participate in the upcoming local Municipal and Town Council polls whenever they are to be held. In this regard, the state unit also resolved to pursue measures for contesting the elections with the party central leadership such as guidance and logistic support for both the upcoming municipal polls and also the scheduled assembly polls by 2018. The meeting also resolved to urge the central leadership to adopt appropriate strategies in close coordination with the state unit. By another resolution, the state executive also decided to actively pursue an open door policy for all members who wished to join the party without pre-conditions. The meeting decided that its stalwarts
and senior leaders would be entitled to active membership while every member should follow the procedure laid down in the constitution of the party. The meeting also decided that no member of the party shall take up any matter with the higher authority without the knowledge and consent of the state party office. Further, the party resolved to urge the centre for a separate NorthEast coordination committee for BJP in order to strengthen the party and to have a better system of understanding in the region. Affirming that it was committed to pursue the development agenda of BJP-led NDA government for the welfare and development of the people of Nagaland, the party urged upon the DAN alliance partners to work in close coordination with the state BJP in this endeavour. The BJP also maintained that the ongoing negotiation between the Government of India and the NSCN (I-M) should be expeditiously resolved through inclusive dialogue with all stakeholders for a permanent solution.
DIMAPUR, OCT 15 (NPN): Nagaland Contractors’ & Suppliers’ Union (NCSU) head office has clarified its position to the people of the state concerning DimapurKohima four lane project, saying it had no intention to obstruct the proposed construction of four lane road in any manner. In a press release, the NCSU president, Pele Khezhie, and general secretary, John Kath, said the union rather reaffirmed to render its fullest cooperation and support for the successful completion of “this historic” four lane road. In this regard, the NCSU has appealed to all responsible citizens of Nagaland not to be “misled by propagandas and speculations” but to understand the truth behind it. The union said it had time and again raised objection against M/s. Gayatri & Maytas joint venture (JV), which had “miserably failed” in the construction of LonglengChangtongya road, Mon-TamluMerangkong road, Phek-Pfütsero and Zunheboto-Chakhabama road under SARDP Phase-1. NCSU reminded that JV was awarded the projects in the year 2010 with total tender amount of Rs. 987 crores and the work order
amount of Rs. 1131 crore was enhanced to Rs. 2988 crore, which it said was almost triple from the original DPR. The union said so far around Rs. 383 crore has been released to the company, but the work completion was not even 1km till date. Therefore, the NCSU sought to know “where and how this huge amount was spent?” In view of the above, NCSU said the people of those areas have been facing great hardship all these years. It added the same fate should not be repeated in near future in the construction of other mega project in Nagaland. In the mean time, the union stated that the same M/s. Gayatri Company has been awarded another work in the proposed construction of Dimapur-Kohima four-lane project in package No.3 from Pephima to Jotsoma bypass. Expressing its reservation that the said company may not be able to execute the work properly according to the laid specifications, NCSU said “this company continue to use socalled ‘Sister Concern Firm, Ratna Company’ on their behalf in such mega project which proves failure.”. 24 killed, over 60 injured in Varanasi stampede VARANASI, OCT 15 (IANS): At least 24 persons, most of them women, were crushed to death and 60 others injured in a stampede during a religious procession here on Saturday. Prime Minister Narendra Modi and Congress President Sonia Gandhi expressed grief over the deaths while Uttar Pradesh Chief Minister Akhilesh Yadav ordered a probe. The stampede occurred at around 1.30 p.m. at the Rajghat bridge in the Ramnagar area, as thousands of people, who had turned up at a religious congregation organised by disciples of the late spiritual leader Jai Gurudev, took out a procession. Ramanagar police station incharge Anil Kumar Singh told IANS that 19 people were killed in the stampede, while five of the injured succumbed to their injuries in hospital. However, state Director General of Police Javeed Ahmed said the death toll was 20. The identities of the deceased are yet to be ascertained. Varanasi’s Chief Medical Officer V.V. Singh said the injured were admitted to the

when the church members had gone for dawn prayer. The door was partially destroyed by inferno. When asked about any suspects behind the incident, a church leader said it was an intentional action and could be the handiwork of “satanic worshippers” on the reason of “spiritual enmity” as the church was effectively working for the Lord. KOHIMA, OCT 15 (NPN): With an aim to foster and support general culture of handwashing in all societies and to raise awareness about the benefits of handwashing with soaps, department of Public health Engineering Department (PHED) organized Global Handwashing Day (GHD) today at The Vineyard School, Kohima. The occasion was held under the theme “make hand washing a habit” with ADC Kohima Lithongrla Sangtam as chief guest. The chief guest in her brief address exhorted the children the importance of keeping clean hands and on the habit of washing hands. Speaking on the theme SDO PHED Chiephobozou Sub division, Er Mezhüvil Kikhi said as per UNICEF records 2000 children in India died every day due to diarrheal and pneumonia alone and out of that, 1600 children died because of diarrheal alone which was directly related to unsanitary conditions. Kikhi said these were easy preventable diseases if handwashing was adopted as habit. He said according to research, the simple act of hand washing could reduce the risk
of getting a stomach bug by 50 % as 2 to 10 million bacteria lurk between the fingertips and elbow while wet or damp hands spread germs more than 1000 times than dry hands. SDO said after using toilet the number of germs on fingertips doubled and germs could stay alive on the hands up to three hours. Kikhi said the main aim of the function was to increase awareness and to understand the importance of hand washing with soap as an effective way to prevent diseases. He said many people and NGOs were doing research and studies on handwashing which was directly related to one’s health and said it was estimated that 53% of the people in the world wash their hands with soap after defecation, 38% before eating, 30% before food preparation. He expressed confidence that such programmes would be a stepping stone towards better lifestyle in the society and also reminded that handwashing was the most effective and inexpensive way to prevent diarrheal and pneumonia deaths that can saves more lives than any vaccine or medical intervention. In his keynote address ex-

inexpensive method of prevention of water and sanitation related diseases particularly in developing countries. He also said that the aim of the day is to create awareness and understanding in the minds of the people about the benefits of hand washing with soap and to bring about an attitudinal change, so that hand washing with soap before and after food and after defecation gets ingrained in each one of us. He called upon the gathering to spread the message of clean hands, save lives to become a healthy citizen and to be an asset to the society and the nation at large. IED found in Biruberi; disposed safely Guwahati, Oct 15 (PTI) : A 2-kg improvised explosive device (IED) was recovered in Guwahati’s Birubari area today when children were playing with the explosive, a senior police officer said. The children of one M Bhowmick were playing in front of their house at Sankarpur Hill area this morning when they found the object wrapped in jute ropes, the officer said. Bhomick told reporters at the site that he first thought it was a football made by children but upon finding it heavy he threw it inside the nearby forests, as his neighbours informed the police. Bomb disposal squad personnel found within the handmade IED, a bottle filled with gelatin-like substance, glass shards and nails fitted with a detonator and safety key, the officer said.

Congress suspends MLA in Meghalaya Shillong, Oct 15 (PTI): Congress has placed under suspension a legislator who rebelled against Chief Minister Mukul Sangma, following which five other members of the Khasi Hills Autonomous District Council tendered their resignations from the party. The Chief Executive Member and legislator P N Syiem was suspended by the state party leadership for alleged “anti party activities” last night. His suspension came as the party prepares to contest for seven vacant posts of the two tribal autonomous district councils. Following the suspension order, five executive members in the Congress-led People’s Democratic Front coalition at the Council tendered their resignation from the party
membership and supported Syiem as their leader. Syiem openly rebelled against the chief minister and was the only legislator who did not resign from the membership of the council even as seven other legislators were forced to resign under the new legislation passed by the state Assembly last year preventing legislators from holding two elected posts. Congress has appointed Mansturdy Nongrem as the new parliamentary party leader in the council. Syiem, who claimed to have the support of majority of the members at the council, said the appointment of Nongrem was not as per norm since the actual leader did not convene the parliamentary party instead a party functionary did it.
IMPHAL, Oct 15: Normal life in Manipur’s capital and other major towns of the valley was hit on Saturday due to an 18-hour shutdown call given by rebels. Shops and other businesses and educational institutions were closed, both public and private transport stayed of the road roads during the shutdown hours that ended this evening at 6 pm. Oil pumps remained close for the day. Government offices, banks and post offices functioned normally but with thin staff attended. No untoward incident related with the shutdown was reported from any part of the state.
Additional deployments of police and state armed security personnel was seen on the streets across the Imphal and its outskirts as a precautionary measure to maintain law and order. Police said no untoward incident has been reported from anywhere in the city or elsewhere so far. Opium weighting 400 gm was seized from the suspected arm and drug smuggler identified as Wairokpam Mahindra Singh (32) of Tronglaobi in Imphal West district, a statement of the Manipur police PRO said on Saturday. He was arrested by a team of Imphal East police commandos who were on frisking and checking duty near Minuthong near JNIMS hospital approach road on Friday, the statement added. The opium was found in a plastic bag he was possessing. During spot verification, police came to know that he had sold a 9 mm pistol at Rs 35,000, the statement claimed.

Aizawl, Oct 15 (PTI) : Mizoram Home Minister R Lalzirliana today expressed hope that the ongoing peace talks with the Hmar People’s Convention (Democratic) would bring permanent peace in the state. Lalzirliana said that the Mizoram government and the HPC (D) delegations had worked out the framework on agreement which would again be deliberated by the HPC(D) leadership and would be laid on the negotiating table when both sides would meet for the third round of talks during the third week of December.

BENAULIM (GOA), OCT 15 (PTI): In a veiled disapproval of terror sponsored from across the border, India and Russia today strongly pushed for steps to deny safe havens for terror and called for an early conclusion of the Comprehensive Convention on International Terrorism (CCIT) by the UN to tackle the menace. The strong condemnation of terrorism in all its forms and manifestations came forth in a joint statement issued by the two countries after Prime Minister Narendra Modi held wide-ranging talks with Russian President Vladimir Putin, an engagement that took place against the backdrop of the Uri attack and the subsequent surgical strikes. The two leaders also favoured a strong global legal regime on the principle of “zero tolerance” to the menace and without adopting double standards. “India and Russia recognise the threat posed by terrorism, and believe that the full implementation of the relevant UNSC resolutions, the UN Global Counter-Terrorism Strategy without application of any double standards or selectivity will be instrumental in countering this challenge. “They stressed the need to deny safe havens to terrorists and the importance of countering the spread of terrorist ideology as well as radicalization leading to terrorism, stopping recruitment, preventing travel

Curfew lifted across Kashmir SRINAGAR, OCT 15 (PTI): Authorities today lifted curfew across Kashmir following improvement in the situation, but normal life remained affected due to the unrest which erupted after killing of Hizbul Mujahideen militant Burhan Wani in July. A police official said there is no curfew anywhere in Kashmir and the curbs on the movement of people have been lifted across the Valley, including from the summer capital here, following improvement in the situation. However, restrictions on the assembly of people under Section 144 CrPc were in force throughout the Valley. He said security forces have been deployed in sensitive areas to maintain law and order as also to instil a sense of security among the people so that they can carry out their day-to-day activities without fear. Ansari leaves for 5-day visit to Hungary, Algeria NEW DELHI, OCT 15 (PTI): Vice President Hamid Ansari today left on a five-day visit to Hungary and Algeria, where he will raise the matter of cross-border terrorism and a host of other bilateral issues. The visit comes amid the continuing tension between India and Pakistan in the wake of the Uri terror attack and the Indian Army’s surgical strikes on terror launch pads in PoK. “Absolutely. This will be the major theme in all his (Vice-President) bilateral talks,” Sujata Mehta, Secretary in the Ministry of External Affairs told reporters yesterday, when asked whether Ansari will raise the issue of cross-border terrorism with the leaders of the two countries. “Terrorism will be a major item in both Hungary and Algeria,” she said. Ansari will first visit Hungary from October 15 to 17 and Algeria from October 17 to 19. Communal tension grips 6 Bihar districts PATNA, OCT 15 (IANS): Communal tension continues in several districts in Bihar following violent clashes during the immersion of Durga idols and Tazia processions, police said on Saturday. At least eight people, including police officers, were injured. Railway services were disrupted, markets and schools shut down and internet service were suspended. Authorities imposed section 144 of CrPC in Gopalganj, Bhojpur, Madhubani, East Champaran, Madhepura and Kishanganj districts, the police said. “In Gopalganj, communal tension entered second day on Saturday. The administration has imposed section 144 CrPC and temporarily banned internet services,” a district official said. The police arrested around 54 persons involved in anti-social activities from both communities from the affected districts.

W
ithout prejudice to Robert Zimmerman a.k.a. Bob Dylan, the balladeer, songwriter, artist, and writer who has been influential in popular music and culture for more than five decades; the Nobel prize for literature was quite a surprise. Whichever way one would tend to analyse the Nobel prize for Dylan, the frontiers of literature are being widened in recognising popular lyrics as literature. Perhaps there would have been little surprise if Dylan had won the Nobel prize for music or perhaps the message of peace in his songs. Dylan’s lyrics were considered as literature of a unique blend. He has been able to hold on to his popularity with mesmerizingly sentimental tunes for so many decades. Dylan’s lyrics incorporate a wide range of political, social, philosophical, and literary influences. They defied existing pop music conventions and appealed to the burgeoning counterculture. He amplified music genres of song writers whose performances he was inspired by, such as Little Richard and the song writing of Woody Guthrie, Robert Johnson, and Hank Williams. He made a mark on pop with celebrated work dates from the 1960s when his songs chronicled social unrest. Early songs such as “Blowin’ in the Wind” and “The Times They Are a-Changin” became anthems for the American civil rights and anti-war movements. Dylan was not only a balladeer who enchanted audiences with his message of the period but did it in a unique style of blending lyrics with the tunes. Dylan’s songs were his inner expressions that millions found resonance but he later made it clear that he wasn’t anti-establishment. During the 60s when “flower people” and “flower power” went viral with the revolution of “make love not war”. As a musician, Dylan has sold more than 100 million records, making him one of the bestselling artists of all time. He has also received numerous awards including eleven Grammy Awards, a Golden Globe Award, and an Academy Award. He is only the second person to have won both the Oscar Award and the Nobel Prize, the other is George Bernard Shaw. Nobel Prizes in Literature are not solely awarded on the basis of a glimmering career ; a wide range of criteria needs to be satisfied as well. If up to 1912,the juries were scrupulously following Alfred Nobel’s will that idealism should be rewarded, as of 1913,they were more open but more biased. Many world famous writers whose highly influential writings of great contemporary relevance such as –Leo Tolstoy, Proust, James Joyce, Virginia Woolf, Valdimir Nabokov, Auden, Chinua Achebe, JL Borges and James Baldwin — never caught the committee’s attention. Reasons for Nobel choices are often political. Few from a pool of brilliant writers of the developing world have received Nobel’s attention. The space occupied by popular music is not under threat. Dylan deserved, and won, several Grammys, including the lifetime achievement award and is present in the Rock &Roll Hall of Fame. With music now taken as another form of literature hopefully, many other renowned songwriters, singers and performers like Leonard Cohen and Paul McCartney or Elton John etc could one day be nominated for their tremendous contributions to the world of music.

The real key to the missionary’s message is the “remissionary” aspect of Christ’s life, not His kindness, His goodness, or even His revealing of the fatherhood of God to us. “… repentance and remission of sins should be preached…to all nations…” (Luke 24:47). Post-mortem Reply to ‘life versus I stick to my statement dated 29.10.2013 truth and justice’ T S (Recognition of immigrants should be done basing on truth and justice.)
ilverstein’s assertion (Nagaland Post & Morung Express, Oct.13, 2016), that “life should take precedent over truth and justice” and that “the living (should) take priority over the dead” at the surface level, sounds very correct. However in the case of Nagas and their defense of their motherland, they are not talking about a “precedent” or a choice between “the livings” having more right to life than the dead. In our case, a collective national choice was taken in our national Plebiscite of May 16, 1951 where we had declared to both India and the world (Including ourselves) that we are not, and will not become a part of India. Having made that declaration, our leaders desperately tried to defend our rights through non violent means. But when Indian troops invaded our country from the early 1950’s and started to burn, rape, torture and murder our people, we were forced to take up arms to defend ourselves. And in that most unequal fight, thousands of us died defending a cause a nation knew was right and based on truth. In this collective sacrifice, not one single individual, past or present, has been spared the agony in one form or the other as-even where a father or a son had not fallen- a clansman or fellow villager had died from every Naga village. Therefore, in our case, the issue now, is not whether we should give precedence for the living against the dead, but a case where the price
for the defense of truth and justice has ready been paid in the highest measure. Today, our political issue is not a theory for debate or vote, but a sacrifice for which we demand a verdict from India and the world including Silverstein. Ours is a case of “post sacrifice” demand for an answer rather than a “Pre-sacrifice heart rending decision” where we have to give precedence for the living as opposed to those who have died. Finally, as for an example of any country in the world- where by sacrificing truth and justice- a people have found peace and prosperity, I would be grateful if anyone can point out one single country today, enjoying such benefits. As far as my knowledge is concerned, every country in the world that has compromised and sacrificed truth and justice has reaped a harvest of injustice and exploitation for “the living”. After all, as for the dead, they have died and are gone, but it is the living that must live the consequences of their own choices over truth and justice. The choice is tough but compromise is neither the answer nor the way out. Life indeed is precious, but life without freedom and liberty is slavery to evil and injustice. In the village the population consists of descendants of various clans or tribes or races living together for many years forget about who belongs to what and there is no sense of discrimination among the village community. Whether in a village or tribe or State or country, all of the people who are permanent settlers are to be recognized as bonafide citizens basing on fulfillment of rules and conditions of citizenship and not basing on tribalism or racism. There are some Nagas living in Assam, Manipur, Meghalaya and U.S.A. as domiciled citizens and there

are many people from other tribes and races living together with the Nagas for many years who may deserve acquiring citizenship to live as bonafide citizens. Recognition of citizenship is not to be in term of tribe or race but to be in term of whether the candidate is qualified or not as per the existing rules and conditions. Some persons belonging to Rongmei tribe lived at Kohima since British time and if such particular persons are recognized as bonafide citizens, it does not mean that Rongmei tribe is recognized. In like manner, whether Maos, Kukis, Kacharis, Nepalese, Punjabis, Bengalese, Assamese, Manipuris, Khasis and so on who have been residing in Nagaland many years having their per-
manent homes should be recognized as equal citizens and should not continue to be treated as temporary so- journers. It is individual matter and to be dealt with individually. Whether a community has set up a village or not is not the question. Formation of NTC is both antagonistic and laudatory going on side by side but it is already in existence and it is no harm unlike an armed faction because any organization whatsoever is subject to the general public and any organisation has to do anything according to universal human right and truth and justice before God. Resolve the Rongmei issue amicably
uch have been said on the Rongmei tribe recognition issue and I think, by now the Rongmei community had also understood why the Nagas of Nagaland vehemently opposed the state government’s decision. Time and again, the tribal hohos of Nagaland have clarified that they were not opposed to the granting of indigenous inhabitant status to the Rongmei who had settled in Nagaland prior to 1963, but were opposed to granting of INDIGENOUS TRIBE STATUS to the Rongmei in the state of Nagaland. And there must be no confusion that some Rongmei individuals (numbering 1313 according to some reports) were already settled in Nagaland prior to the formation of statehood in 1963. This automatically gives the 1313 Rongmeis and their descendents the right of indigenous inhabitants of the state of Nagaland, like the Kukis, Kacharis, Garos who had settled down in Nagaland prior to 1963, by the Nagaland state notification dated the 28th of April, 1977 No. AR-8/876. Indigenous tribe status is exclusive, and not inclusive,
it is reserved for those tribal communities who have ancestral land/territory in a state. In the case of Nagaland, the tribal communities that can be and are recognized as indigenous tribes are: Angami, Ao, Chakhesang, Sumi, Lotha, Konyak,Chang, Phom, Sangtam, Yimchunger, Pochury, Khiamniungan, Rengma and Zeliang. Rongmeis, as you know, have their ancestral land in the Tamenglong district of the state of Manipur, and here, they are recognized as indigenous tribe and enjoys all the rights and privileges of a Scheduled Tribe. Therefore, the crux of the matter is that the 1313 Rongmeis and their descendants must enjoy the rights and privileges of an indigenous inhabitant of the state of Nagaland, but Rongmei cannot be recognized as an indigenous tribe of the state of Nagaland. Unfortunately, this is precisely what the NPF’s government had done in 2012. So, in the interest of the people of Nagaland, the same NPF government must revoke it at the earliest. K. CNTC clarifies on Rongmei tribe recognition issue (From previous issue) Subsequently close on the heels of the state government’s clarification over the issue of recognition of Rongmei tribe in response to the stand of the Eastern Nagaland People’s Organisation (ENPO) Feb.1 2014, the ENPO vice president Yonglong Konyak and joint secretary Manlang Phom expressed support to all Naga communities/ brethren in terms of needs or difficulties regardless of where they are from or where they are domiciled. Putting the record straight, ENPO said it stood absolutely for all possible moral and practical support to Rongmei Naga brethren in difficulties and was willing to go to any extend to defend and uphold their rights for social, political and economic rights in this regard, the signatories said the Central Executive Committee (CEC) of ENPO had on May 4 2013, resolved to facilitate the difficulties and aspirations of fellow Rongmei Nagas in fully supporting them to avail the ‘Indigenous Certificate’ of Nagaland for all practical purposes. However, ENPO said the CEC “equally resolved to oppose and object the recognition of the Rongmei as a tribal status of Nagaland for all practical hurdles and difficulties”. ENPO also made it clear to Rongmei brethren that the eastern Nagas of Nagaland should “not be misunderstood or misconceived” in any manner. ENPO made the stand of the six tribes clear to the government of Nagaland and the department and to put on record, that while it supported the status of fellow Rongmeis in Nagaland whose ancestors were listed in the 1963 E-Roll for status as indigenous inhabitants of Nagaland to avail ‘indigenous certificates’ for practical purposes and privileges, it opposed any proposition to accord recognition of Rongmei Nagas as Scheduled Tribe in Nagaland, as per the May 4 resolution. ENPO said the reso-
lution was adopted under the aegis of CEC and attended by officials of ENPO, members of CEC, federating tribal students, colleagues, president and colleagues of all frontal organisations such as ENSF, ENWO, steering committee members, advisors, prominent leaders and senior members. 3. In a rejoinder to state home commissioner Temjen Toy’s statement on granting of indigenous tribe status to the Rongmei community in Nagaland, Zeliang People Organisation (ZPO) has stated that the cabinet decision on recognition of Rongmei community was “totally against the wills and welfare” of the Zeliang community. In a statement, ZPO general secretary Kiesamyi Irangaung and joint secretary Itingau Haihing said many reminders had been submitted to the state government on the issue but the latter had turned down “genuine grievances” of Zeliang community.The organization alleged that the cabinet decision on the recognition was notified without “ascertaining” facts and without “verification and any valid reason” in 2012. ZPO once again reminded that an emergency meeting held on August 23, 2012 hosted by Heningkunglwa Village Council had resolved to initiate appropriate steps to safeguard the rights/ privileges of the Zeliang people of Peren district in particular and Nagas in general.Stating that even the Gauhati High Court had issued an interim order to the state government, ZPO stated that the move to recognize Rongmei community in Peren district was “totally baseless” and contradicted the state of Nagaland.The organization recalled former chief Secretary L. Lungalang, who in his memorandum dated February 25, 1972 clearly stated that Naga tribes such as “Tangkhul, Mao, Zeliangrong etc. whose home are from place outside the
present jurisdiction of the state of Nagaland cannot be treated as Indigenous to Nagaland.” ZPO said former joint secretary A. Shamungam in his notification cited criteria to determine indigenous inhabitants in April 1977 followed by other notifications issued by N.I. Jamir in August 1979, I. Longkumer in April 1983 etc.The organization also took exception to the home commissioner for ignoring and overruling court order passed by the Gauhati High Court after a case was filed by one T.A. Rongmei against the state of Nagaland dated July 10, 2003. ZPO also asked on what ground and basis the home commissioner stated that historical injustice to Rongmei has been rectified. It added that the state election secretariat had also given clarification that there was no particular Rongmei name found in the electoral roll of 1963 in Kohima and Peren districts and that there was “not even an inch of land” belonging to the Rongmei community in Nagaland. ZPO pointed out the home commissioner Temjen Toy has however correctly pointed out Zeliang tribe was included leaving out Rongmei tribe as Zeliangs had their own ancestral land/territory in Nagaland whereas Rongmei community members were “invited from Imphal valley during later part” on October 19, 1965 by the then Tribal Council Chairman Namgaheing Iheilung to “cultivate land” which was reclaimable as clearly stated in his appeal. The organization also alleged that the enumeration report submitted by the committee was “fictitious and baseless” and reiterated that the names of those (223) Rongmei enlisted in the list submitted was not from Peren district prior to the electoral roll of 1963.Alleging that the move to recognize Rongmei was “purely political gimmick and divisive policy of some politicians”, Zeliang
People Organisation said it was made to create “disharmony among peaceful citizens in the state and Peren in particular. It has termed this policy of “dual identity” as discriminatory and was taking advantage of the “patience and meekness” of native Zeliang people of Peren district. ZPO reminded Temjen Toy to note the law of the land and “study the ground reality, fact and circumstances” before issuing clarifications and before becoming a “prey to a political trap.” Questioning the authority of the commissioner, Zeliang People Organisation said that if the government of Nagaland could accord sanction to Rongmei as an indigenous tribe of Nagaland, why not the same yardstick be followed for original Nagas living in Myanmar, Arunachal, Assam, Manipur so that equality and historical justice prevailed to the entire original Nagas. Zeliang People Organisation added that this statement was issued based on fact and circumstances and to let every Naga intellectuals conscious of the pros and cons of Naga’s inherent rights and privileges per the given situation so as to respect the integrity of each and everyone besides giving peace a chance. 4. The CPO on Sept.28, 2016 maintained that any negotiated settlement that differed with this principle would render the outcome futile and so consent of all stakeholders must be taken for the talks to be inclusive so as that the outcome was honourable and acceptable to all people. They also recalled that the state government notification on August 4,2012 was in pursuance of the cabinet decision on July 23,2012 to recognise Rongmei as one of the Naga tribes. Chakhesang Public Organisation said such a status did not befit the community since they are already recognised as
a tribe in Manipur besides not having any ancestral land in Nagaland. They however said the CPO was not inimical to accord indigenous inhabitant to the Rongmeis in line with the notification dated April 28,1977 issued by the government of Nagaland. They urged upon the government to review the anomalies and loopholes in the Act in the greater interest of all Nagas. A Naga will remain Naga no matter even if he/she settles in Arunachal, Myanmar, Assam, Manipur or anywhere but giving the status of an indigenous tribe is altogether a different matter. When Nagaland today has reached a saturation point in the government employment and scarcity of land and its resources, we cannot remain mute when the status of indigenous inhabitant tribe of the state is given to anyone who demands it. The guideline notification dated the 28th of April, 1977 No. AR-8/876 had clearly defined the status of the Indigenous Inhabitants of the State of Nagaland. The criteria for determining a person to have had a permanent settlement in the state of Nagaland prior to 1-12-1963, must be a person whose name or parents’ name or legitimate guardian’s name, in case the person was then a minor should have been enlisted in the Electoral Roll published on 5-12-1963; or a person or his/her parents or legitimate guardian should have acquired property and possessed patta prior to 1-12-1963. The Committee headed by Shri J. Alam,IAS Home Commissioner,Nagaland clearly stated in its report “Such a status while entitling them to avail all the benefits of reservation to pursue employment and education will not make them an indigenous Naga tribe of the State”. In Mizoram, public authorities do not charged for any application seeking information that should have been proactively provided or disclosed. This encourage public authority to ensure that all that was legally required to be proactively displayed or communicated, was being disclosed. Even our state government should make such rule. 3. Information that is proactively disclosed must be properly and organized in such a manner that it facilitates easy retrieval. Information on the website must be organized in a searchable and retrievable database to enable people to access this information can actually contribute to opaqueness rather than transparency. Record management: One major constraint faced by PIOs in providing information in a timely manner is the poor state of record management in most public authorities. Recommendations: Section 4(1) (a) of the RTI Act obligates every public authority to properly manage and speedily computerize its records. 5. Public Information Of-
ficers of the Government Training of PIOs: Many PIOs have not received any training on the RTI Act. In fact, the PIOs interviewed identified lack of training as their number on constraint. A much larger proportionate of non-PIOs civil servants, who have to provide information to the PIOs or function as first appellate authorities, have not been oriented and trained towards facilitating the right to information. Recommendations: State government and the Information Commission should direct all Public Authorities and training institutions, that apart from conducting separate training courses for PIOs/FAA and other officers, a module on RTI should be incorporated into all training programmes, considering all government employees are subject to the RTI and most of them are potential PIOs or first appellate authorities. 6. Nagaland Information Commission Delays and pendency: Unlike Nagaland Information Commission, there are huge and growing delays in the disposal of
cases in many of the information commissions, with pendency of cases growing every month. Recommendations: 1. Newly appointed information commissioners must be provided an opportunity to orient themselves to the law and case law. Incumbent commissioners should have an opportunity to refresh their knowledge and understanding and to discuss their experiences and thinking with commissioners from other commissions, and with experts outside the information commissions. 2. There also needs to be standardized format for Information Commission orders that ensures that at least the basic information about the case and the rationale for the decision is available in the order. Each order needs to be speaking order and contain at least the date of the applications; description of the information asked for; date of response, if any; nature of response; reasons given for refusal, if relevant; legal basis and rational for the order of the commission; whether the actions of the PIO attract a penalty under any of the grounds laid down in section 20
of the RTI Act. 3. Whenever a commissioner is due to demit office in regular course of time(by way of retirement), the government must ensure that the process of appointment of new commissioners is done well in advance so that there is no gap between previous commissioner demitting office and a new one joining in. Composition of commission: The composition of information commissions across the country has a bias towards retired government servants. It is desirable to have a more balanced composition so that diverse expertise is represented in the commission. Recommendations: Towards this end, the process of short-listing candidates for appointment to information commissions must be participatory and transparent, allowing public consultation and debate before a short-list is finally sent to the selection committee. On the Naga Hoho claiming ,their letter dated September 22, 2008 to the state government contained just the opinion and views of the Naga Hoho and not “endorsement” as alleged ,here the CNTC clarifies that the subject of the letter itself reads as “ GRANTING of status of Indigenous Naga Tribe to Rongmei Community settled in Nagaland.” As a matter of fact and to put the record straight the word “Granting” means yielding, surrendering, giving away, conceding or compromising and is much stronger than the word “ Endorse” which only means support or approval. The very subject of the letter states itself the Naga Hoho’s acknowledging the indigenous Naga tribe status for those Rongmeis of Nagaland on the letter itself. Sir, having learnt that the department is having a proposal to open bank account for all the old age pension beneficiaries for payment of their pensions. In this connection, I would like to state that, the present system of payment made through village council would be much better for the people of our range. It will be difficult for the aged and bed ridden beneficiaries to go to the bank, owing to their physical difficulties and also because of the deplorable road condition. Kovi urges butchers to provide hygienic meat

Kohima, Oct.15 (NPN): Butchers’ Union Kohima Town (BUKT) observed its annual day at district hospital Phreibazhü P. Khel Kohima village with Kohima Municipal council administrator Kovi Meyase as the guest of honour on Saturday. Meyase in his address reminded the butchers that the business was one of the oldest in our society where almost 100% of our society is “meat eating society” and their reach and impact is farreaching and crucial. He urged the butchers to provide hygienic and healthy meat to customers in order to avoid transmission of diseases from animals to men. He remarked that the
responsibility of the butchers’ business was immense which contribute directly to the health of the society. Meyase encouraged the members to procure meat from local farms which could avoid flight of capital to outside the state. He also underscored the importance and need of using correct weighing machines, maintenance of rates, hygienic shops and others. The guest of honour pointed out the standing directives of KMC to get registration of the shop, not to open their shops near the main roads and ban on open sale of meat on roadside/ footpath. The KMC administrator urged the union members to upgrade themselves and their services as per today’s
requirement. He said all must gear up to meet the changing of time and with the coming of smart city project which would transform the city. In his concluding remark, Meyase suggested that the union members should also include the dog meat seller, mutton and others. He further extended support and cooperation to organize health camp for the BUKT members. TYNA welcome govt approval on polytechnic site at Yungho DIMAPUR: Tamlu, Yongnyah & Namsang Area (TYNA) public forum comprising of 25 villages under Longleng district has once again appreciated the government headed by chief minister T.R. Zeliang for approval of establishing polytechnic institute at Yungho, EAC Hq Yongnyah. A press note by TYNA president, Puphei and general secretary, V. Longpa stated that the people of Longleng district had proposed several sites for the establishment of the institution, wherein the government had wisely chosen the most “feasible and viable site”.
TYNA public forum reiterated its earlier decision to support and co-operate with the govt and the department towards the ensuing work. It further stated that the people of Longleng district “are saddened by the attitude of certain individuals opposing the developmental works” that was taking place in the district for the welfare of the district in particular and Nagas in general. Her mother, Bendangla recalled how the killer virus grew in her brain with symptoms of severe headache since she was just two-year and six months old. LKD condemns assault DIAMPUR: Lizumi Kughakulu Dimapur (LKD) has vehemently condemned the physical assault meted out to Tonoka K. Zhimo, son of Khetovi Zhimo by Toto Sumi, son of Er. Panasonic has developed a protoype of an “invisible” TV which generates bright, clear images as normal TVs. According to tech website Engadget, Panasonic has improved the image quality in the new prototpye. “The OLED screen is made from a fine mesh, embedded into the glass sliding door,” the report added. The TV image is visible even with the backlighting on. Once it’s dimmed, the image is bright enough to be almost indistinguishable from existing TV sets. India’s forex reserves slip to $367 bn CHENNAI, OCT 15 (IANS): India’s foreign exchange reserves dipped to $367.64 billion as on October 7, the Reserve Bank of India (RBI) has said. According to data released by the RBI on Friday, the reserves stood at around $367.64 billion as on October 7, as against $371.99 billion on September 30. On October 7, the foreign currency assets stood at $342.39 billion, gold at $21.40 billion, special drawing rights $1.47 billion and the reserve position in the International Monetary Fund (IMF) at $2.36 billion. The reserves as on September 30 comprised foreign currency assets at $346.71 billion, gold at $21.40 billion, special drawing rights at $1.48 billion and the reserve position in the IMF at $2.38 billion.

New Delhi, Oct 15 (PTI): For the first time in a decade, Air India has reported an operating profit of Rs 105 crore in the last fiscal aided by lower fuel costs and rise in passenger numbers. he state-owned airline, which is working on ways to improve its financials, had an operating loss of Rs 2,636 crore in 2014-15. During its meeting today, the Air India board approved the financial numbers for 2015-16 and the carrier has reported an operating profit of Rs. 105 crore, sources said. This is the first time since 2007 — when the erstwhile Indian Airlines was merged with Air India — that the national carrier has eked out an operating profit. Last fiscal, the airline’s capacity deployment and aircraft utilisation went up by 4.8 percent and 7.5 per cent, respectively. On account of currency fluctuations, the carrier incurred a forex loss Rs. 350 crore in 2015-16. Air India is staying afloat on a Rs. 30,000-crore bailout extended by the government.

Silver too followed suit and lost Rs 150 at Rs 42,200 per kg. Bullion traders said sentiment remained bearish largely in line with a weakening global trend where gold declined for a third day as investors weighed the likelihood of higher US interest rates after a consumer confidence gauge unexpectedly dropped. Globally, gold fell 0.58 per cent to USD 1,250.50 an ounce and silver by 0.49 per cent to USD 17.38 an ounce in New York in yesterday’s trade. Furthermore, a fading demand from jewellers as well as retailers at the domestic spot market, fuelled the downtrend, they said. In the national capital, gold of 99.9 per cent and 99.5 per cent purity declined by Rs 50 each to Rs 30,250 and Rs 30,100 per 10 grams, respectively. The precious metal had lost Rs 100 in yesterday’s trade. Sovereign, however, remained flat at Rs 24,300 per piece of eight grams. Following gold, silver ready eased by Rs 150 to Rs 42,200 per kg and weekly-based delivery by Rs 130 to Rs 41,820 per kg. PANAJI, OCT 15 (PTI): In the largest inflow of foreign direct investment, Russia’s state-controlled oil giant Rosneft and its partners today took over India’s second biggest private oil firm Essar Oil in an all-cash deal valued at about $13 billion. Rosneft bought a 49 per cent stake in Essar Oil’s refinery, port and petrol pumps, while Netherlands-based Trafigura Group Pte, one of the world’s biggest commodity trading companies, and Russian investment fund United Capital Partners split another 49 per cent equity equally. The remaining 2 per cent will be held by minority shareholders after delisting of Essar Oil. The deal has an enterprise value of close to $12.9 billion - $10.9 billion being for a 20 million tons a year refinery in Gujarat and over 2,700 petrol pumps and another $2 billion for Vadinar port in Gujarat. Historic deal reached to cut fastest growing greenhouse gases, HFCs
Kigali, Oct 15 (PTI): In a landmark step to combat climate change, about 200 nations, including India, today struck a legally-binding deal after intense negotiations to phase down climate-damaging hydrofluorocarbons that have global warming potential thousand times more than carbon dioxide. Negotiators and policymakers held meetings all through the night, intensely deliberating to iron out differences over the amendment to the Montreal Protocol to reach the Kigali Amendment to phase out hydrofluorocarbons (HFCs) - that are widely used in fridges, air conditioning and aerosol sprays. The agreement reached by 197 parties on the amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer is expected to prevent a global temperature rise of up to 0.5 degrees Celsius by the end of the century, while continuing to protect the ozone layer. According to the amendment, developed nations will reduce HFC use first, followed by China. India and nine other nations of South and West Asia will follow suit. Overall, the deal is expected to reduce HFC use by 85 per cent by the year 2045. Environment Minister
Anil Madhav Dave, who attended the high-level segment of the conference in the Rwandan capital Kigali, said: “We cared for our development, industrial interest and at the same time the interest of the country.” “We were flexible, accommodative and ambitious. The world is one family and as a responsible member of the global family, we played our part to support and nurture this agreement,” he said according to an official statement. Speaking after the adoption of the amendment, Environment and Forest Ministry Secretary Ajay Narayan Jha said India came to the meeting “with an open mind and a sense of accommodation to get the best deal for India, for the developing countries and for the world. We have achieved that.” The amendment will enter into force on January 1, 2019, provided that at least 20 instruments of ratification, acceptance or approval of the amendment have been deposited by states or regional economic integration organisations that are parties to the Montreal Protocol on substances that Deplete the Ozone Layer. Under the amendment,
three different schedules have been set for countries to freeze and then reduce their production and use of HFCs. The developed countries, led by the US and Europe, will reduce HFC use by 85 per cent by 2036 over a 2011-13 baseline. China, which is the largest producer of HFCs in the world, will reduce HFC use by 80 per cent by 2045 over the 2020-22 baseline. India will reduce the use of HFCs by 85 per cent over the 2024-26 baseline. Developed countries have also agreed to provide enhanced funding support to developing countries. The Montreal Protocol amendment is legally-binding, unlike the Paris Agreement signed last year but set to enter into force next month. India’s lead negotiator Manoj Kumar Singh said: “It was very good negotiation and hope all the Parties are happy with it because major concern of major countries - all the economies - has been taken care of and it is a good balance between environment and economy,” Kumar said. Noting that India has taken a position to have baseline of 2024-26, then freeze year in 2028 and start work thereafter, Kumar said, “we
will be having a very good ambition and doing the phase down in time”. The baseline is the year against which each country’s consumption of HFCs is capped. Countries will have to reduce HFCs from that capped amount. Hailing India’s role in reaching the deal, Indian climate experts said India went with a clear strategy and a proactive agenda to enhance the overall environmental ambition of the agreement and to protect the nation’s economic interests. Director-General of Centre for Science and Environment (CSE) Sunita Narain said the Kigali amendment reflected the principal of common but differentiated responsibility. “It also reflects the emerging reality of a world in which China will have to take more and more responsibility to solve global environmental issues,” she said in a statement. Her deputy Chandra Bhushan said the amendment “finally agreed to not only protect India’s economic interests, but also doubles the climate benefit compared to the previous Indian proposal. It will avoid HFC emissions equivalent to 70 billion tonne of CO2.”
Baghdad, Oct 15 (AP): A suicide bombing targeting a funeral gathering in northern Baghdad today killed at least 35 people and left another 63 wounded, Iraqi police and hospital officials said. The attack in the Shaab neighborhood occurred at around lunchtime, the officials said, speaking on condition of anonymity because they were not authorised to brief the media. The Islamic State group claimed responsibility for the attack in a statement carried by the IS-linked Aamaq news agency. The claim could not be independently verified, but it was carried by a news organisation affiliated with the IS group. The attack comes as Iraqi security forces are preparing for an operation to retake the militant-held northern city of Mosul, the country’s second largest city, from the IS group. In the past the extremists have increased insurgent attacks inside government-held territory far from the front lines after suffering territorial losses on the battlefield. Iraq has seen several bombings in recent months, though most have had lower death tolls than Saturday’s attack. In July, a massive car bomb in central Baghdad’s popular shopping district of Karradah killed about 300 people and forced the resignation of the country’s interior minister.
Russia slams US Children in ‘Calais Jungle’ to arrive in UK threats over cyber attacks MOSCOW, OCT 15 (Agencies): The Kremlin on Saturday slammed Washington for its “unprecedented” threats against Moscow over an alleged series of cyber attacks and vowed to respond. Last week, Washington formally accused the Russian government of trying to “interfere” in the 2016 White House race through cyber attacks on American political institutions. And on Friday, US Vice President Joe Biden told NBC a “message” would be sent to Russian President Vladimir Putin over the alleged hacking, with the channel saying the CIA was preparing a retaliatory cyber attack “designed to harass and ‘embarrass’ the Kremlin leadership.” Kremlin spokesman Dmitry Peskov immediately denounced Biden’s remarks, saying Moscow would take precautions to safeguard its interests in the face of the increasing “unpredictability and aggressiveness of the United States”. “The threats directed against Moscow and our state’s leadership are unprecedented because they are voiced at the level of the US vice president,” RIA Novosti news agency quoted him as saying. “To the backdrop of this aggressive, unpredictable line, we must take measures to protect (our) interests, to

London, Oct 15 (Agencies): British and French officials have begun registering unaccompanied children in the Calais “Jungle” who are hoping to join relatives in Britain. A significant number of child refugees will arrive in the UK from the migrant camp within days, the BBC understands. The Children’s Commissioner for England has previously said about 300 children in the camp, from countries like Syria and Afghanistan, will come to the UK. French authorities have said they will close the camp by the end of the year. It is estimated up to 10,000 people are living in the Jungle which is situated near the port of Calais, and close to the 31-mile Channel Tunnel. Many of the migrants in northern France attempt to reach the UK by boarding lorries as they approach ports or the Channel Tunnel. French President Francois Hollande wants to move the inhabitants it holds to reception centres across the country and demolish the camp. Aid groups have raised concerns that the planned closure will lead to children disappearing before they are processed. Home Office officials in Calais have been focusing first on unaccompanied minors who have the right to join relatives under EU legislation.

At least 140 people were killed in the bombing. (Source-Internet) Sanaa, Oct 15 (Agencies): The Saudi-led coalition bombing Houthi rebels in Yemen has said it attacked a funeral hall in the capital, Sanaa, based on “bad information”. At least 140 people were killed, most of them civilians, in the attack on 8 October - one of the single worst death tolls in the two-year conflict. An inquiry blames “noncompliance with coalition rules of engagement” and “the issuing of incorrect information”. The attack was heavily criticised internationally. The 14-nation Saudi-led inquiry, carried out by the Joint Incidents Assessment Team, said coalition aircraft were wrongly told that the funeral hall was full of Houthi leaders. It said “a party affiliated to the Yemeni presidency of the general chief of staff ” was to blame. The inquiry also apportioned blame to the Air Operation Center in Yemen for directing aircraft onto the target without obtaining approval from the coalition’s command.

“World Food Day ” 16th October is being observed as the World Food Day commemorating the founding day of Food and Agriculture Organization of the United Nation in 1945. World Food Day is about “ZERO” hunger, a global goal. This day is celebrated by many organizations concerned with food security including World Food Programme and the International Fund for Agriculture Development. Since 1981 World Food Day has adopted a different theme each year in order to highlight areas needed for action and provide a common focus. The theme for World Food Day 2016 is “Climate is changing, food and agriculture must too”. At the same time, the global population is growing steadily and is expected to reach 9.6 billion by 2050. To meet such a heavy demand, agriculture and food systems will need to adapt to the adverse effects of climate change and become more resilient, productive and sustainable. Population growth is increasing, urbanization are coinciding with increase of poor nutrition around the world. Climate change is going to exacerbate the loss of crop bio-diversity unless managed in a sustainable manner. Once genetic resources are gone, there will be no options to retrieve them back. One of the biggest issues related to climate change is food security. The world poorest are farmers and they are hit by increasing frequency of weather related disasters. FAO is working with countries to improve livestock management and mitigate the effects of climate change which contribute to nearly two thirds of agricultural greenhouse gas (GHG) and 78% of methane emission. Deforestation accounts to 10-11% of GHG emissions. The world aims to achieve zero hunger by 2050, hence climate change is a big challenge to achieve this goal. This year’s theme requires effective chain between the producer and the consumer. The diversity of all local food sources including wild foods is to be protected to fill the nutrient gap for livelihood support. Climate resilient agriculture production system may even change our “FOOD BASKET”. Therefore concerted efforts of all stake holders to support the conservation and sustainable use of agricultural bio-diversity, by creating awareness through knowledge, food value chain and community initiatives. Needless to say, as consumers we ought to change our attitude to food habits that is THINK, EAT and SAVE food, because there are 795 million people still suffering from insecure food supplies in the world. So the pressure to end this unwinnable war is greater than ever. The conflict in Yemen pits forces loyal to the internationally recognised government of President Abdrabbuh Mansour Hadi against Houthi rebels. The coalition led by Saudi Arabia accuses Iran of backing the rebels and supports the president. The United Nations says more than 6,000 people have been killed in the conflict, many of them civilians. The coalition, which includes Saudi Arabia’s Gulf Arab allies, enjoys logistical backing from the United States but the White House condemned the bombing and said it was reviewing its assistance.

New York-Based Palgrave Publishes book on Nagas

he New York office of Palgrave Macmillan, an international publisher of academic and professional books, journals, and reference, has published a book on the Nagas. The book, Colonization, Proselytization and Identity: The Nagas and Westernization in Northeast India, is authored by Tezenlo Thong. In this book, Dr. Thong “examines the formation of identity of the Nagas in northeast India in light of the proselytizing efforts by the Americans and the colonization by the British in their search for control over areas inhabited by the Nagas which were perfect for tea plantations. The author explores the westernization of Naga culture, its effect on the Naga Nationalist movement, and how it has led to the formation of modern Naga identity. As a unique indigenous group, the colonization of the Naga people offers fresh insights into our understanding of the processes and effects of colonization in India, as well as its long-term negative effects, particularly with regards to the preservation of traditional beliefs and customs.” Dr. Thong is the author of Progress and Its Impact on the Naga: A Clash of Worldviews (Ashgate 2014/Routledge 2016) and a number of journal articles.

Sushil Kumar NEW DELHI, OCT 15 (AGENCIES): Former world champion and two-time Olympic medallist wrestler Sushil Kumar is reportedly in talks to join World Wrestling Entertainment(WWE). According to Hindustan Times, Canyon Ceman, Senior Director of Talent Development WWE is in New Delhi to hold formal discussions with the 33-yearold Sushil to join the highly popular wrestling franchise.
The English daily also quoted Raman Rahaeja, whose company looks after the wrestler’s commercial interests, as saying that WWE is “exploring all options for Sushil to get into professional wrestling...” If the deal is sealed, Sushil will become part of the highly successful wrestling franchise as early as 2017 with the move also aimed at opening another avenue for those who are
unable to make the cut for Olympics. Sushil was involved in a hotly contested legal battle with the Wrestling Federation of India for their decision to send dope-tainted Narsingh Yadav to Rio Olympics in his stead. Eventually, no Indian contested in the 74kg category after World Anti-Doping Agency imposed ban on Narsingh for doping, hours before his opening bout.
DIMAPUR, OCT 15 (NPN): Special Olympics Nagaland (SON) organised one-day ‘Dimapur District Games for Disabled’ for the persons with disabilities (PwDs) of the district at Indoor Stadium here on Saturday. The games was organised in association with All India Sports Council of the Deaf, Special Olympics Bharat and Paralympics Committee India. Hundreds of participants competed in various disciplines such as athletics (race, throws, and jumps), Bocce, softball, badminton, football, and table tennis in the one-day event.
Travelling cost/expenses for participants from villages/ far off places was reimbursed by Social Welfare Department, Government of Nagaland. Meanwhile, SON has informed that it would be organising the District Games in four more districtsMokokchung (October 20), Zunheboto (October 22), Kohima (October 26), Wokha (October 28). It may be mentioned that SON is a nodal agent of Ministry of Youth Affairs and Sports, GoI and Special Olympics Bharat to conduct games and sports competition for the differently-abled persons of Nagaland.

TUENSANG, OCT 15 (NPN): Seyong Club Tobu and United Robust club have won their respective matches in the ongoing 24th edition of the Loyem memorial senior soccer open championship 2016 , organized by the Confederation of Chang Students Union ( CCSU), here at public ground Tuensang on Saturday. The first match saw Seyong club Tobu trashing Jubilant United FC by a huge margin of 13-0. The highest scorer of the match, Chiyuh (8) scored five goals in 9th, 16th, 32th, 50th, and 71st minute. Angke Hoangba (6) scored two goals in 5th and 42th minute while Sangli (11) scored two goals in 7th and 36th minute. Shamba. T. Staff Reporter DIMAPUR, OCT 15 (NPN): Sovima T20 Cricket Gold Cup Tournament took off today at Nagaland Cricket Stadium Sovima, Dimapur, Saturday with Parliamentary Secretary for Irrigation and Flood Controll, Government of Nagaland, Jacob Zhimomi as the chief guest during the inaugural function. In his speech, Zhimomi
said Cricket was a game where job opportunity and security was available and that the government was ready to provide assistance to interested and deserving players. Describing the change in the approach to Cricket which, a few years back was considered as a mere hobby, Zhimomi said youths now were taking the game more seriously considering the lucrative opportunity the sport
had provided in the form of numerous international personalities even in India. “Government is aware of the opportunity Cricket has become and with tournament like this, we are headed in the right direction, there is job and profession opportunity for everyone,” he said. He asserted that sports was a medium where success rate was high and it was the only platform where a person
could gain overnight popularity and fame provided the players were proficient and efficient in their preferred game. The BCCI president Anurag Thakur paid a visit to the state recently and he must have seen the enthusiasm for the game among the youths in the state, Zhimomi said. Calling on the players to be aware that their personality and attitude would be reflected during the game, the legislator urged them to maintain a team spirit while exhibiting their best during the tournament. He further wished the best team success and thanked the organizers for coming up with such preparations to host the game. The chief guest later tossed the coin for the first match of the tournament. Earlier the inaugural programme was chaired by Sovima Cricket Gold Cup organizing Committee president-Jasahie Rüpreo while Sovima Village Council chairman-Neikhriehu Kense conveyed the greetings. A total of 16 teams including nine teams from Nagaland and seven teams from Assam and New Delhi. The closing ceremony of the tournament will be held on October 26 with Governor of NagalandP.B. Acharya as the chief guest, while Member of Parliament, Lok Sabha-Neiphiu Rio and Minister for Rural Development & REPA, Government of Nagaland-C.L. John will be guests of honour.

Vizheto FC and Senapati FC entered the quarter finals after defeating their rivals in the pre-quarter final match on Saturday in the ongoing 17th NSF martyrs’ memorial trophy played at Kohima local ground. Playing the 1st match of the day, P. Vizheto FC from Niuland routed Chedema FC by 4 -2. With superb playing skills from both the teams, the game was tied with goal each till break. The 1st goal came in favour of P. Vizheto FC through the boots of Achan (3) in the 17th minute. However, Rokuosazo Chakriino(7) of Chedema FC levelled the score within 9 minutes in the 26th minute. Coming back after the lemon break, the leading goal in favour of P.Vizheto FC was netted by G. Golmei in the 50th minute. An exciting and thrilling game continued and Rokuosazo Chakriino(7) equalized again with beautiful header in the 59th. But the strong and spirited P. Vizheto players were tough for the Chedema players as Lalrintluanga (9) and Kato(7) of P.Vizheto FC scored a goal each making it 4 goals to 2 in favour of P. Vizheto for the win. FC took an early lead after Benjo(8) found the net in the 3rd minute. Thereafter, both Tyrants and Senapati failed to capitalise and missed some great chances. However the forward and captain of Senapati FC, Koveo (9) with his superb skills and swiftness dribbled past the opponent’s defence and scored twice in the 26th minute and 35th minute. Vareiyang (25) also contributed two goals in the 60th and 70th minute seal the match in favour of Senapati FC. said on Friday. The 30-year-old, who won the 100 metres at this year’s Racers Grand Prix, has already said he plans to retire from the sport after the August 5-13 World Championships
in London having won nine Olympic gold medals. “The Racers Grand Prix will be my last race in Jamaica people, it will be the last time I run in Jamaica,” Bolt told Television Jamaica’s “Smile Jamaica” morning magazine programme. The Racers Grand Prix will be held on June 10. The Jamaican, who drew down the curtain on his Olympic career in August by securing a sweep of the sprint titles for a third successive Games, will resume training next month. Bolt has wild card entries for both the 100 and 200 metres at the World Championships but remains undecided on whether he will run one or both events, saying only it will be his last competition. “Yes I am definitely going to retire after the World Championships in London, that will be my last one,” said Bolt.

TAIPEI CITY, OCT 15 (PTI): Indian shuttler Sourabh Varma stormed into his third successive summit clash after notching up a straight-game victory over local favourite and top seed Hsu Jen Hao in the men’s singles semi-finals of the Chinese Taipei Grand Prix badminton tournament here on Saturday. 2011 National champion Sourabh, who had reached the finals at two international challenger at Belgium and Poland, defeated Hao 11-4 11-7 11-9 in a 33 minute clash. Sourabh, who is on a comeback trail after being on the sidelines with multiple injuries, will next take on the winner of the match between Malaysia’s Daren Liewand fifth seed Lin Yu Hsien of Chinese Taipei. The 23-year-old from Madhya Pradesh opened up a 2-0 lead early on and then slowly crafted his way to a 8-3 lead and then pocketed the
first game with three straight points. In the second game, Hao made the early movement, leading by a slender two points but Sourabh soon turned the tables with a four-point burst and then reached 7-3 in a jiffy. The Indian kept the foot on the pedal to grab the second game as well to go 2-0 up. The third game was the most hard-fought contest as once again Hao had surged ahead to 5-2 and though the Indian drew parity at 5-5, Hao once again led 8-6. A three-point burst helped Sourabh to grab the lead at 9-8 and though Hao levelled the score, the Indian picked up two points to shut the door on the local hero. Sourabh won the 2013 Tata Open India International Challenge, Iran Fajr International Challenge and Austrian International in 2014. He won his first international title by winning the Bahrain International Challenge.
N e w D e l hi , O ct 1 5 (IANS): Delhi Dynamos were lucky to have maintained their unbeaten record in the Indian Super League (ISL) after settling for an entertaining 1-1 draw against NorthEast United FC at the Jawaharlal Nehru Stadium here on Saturday. Delhi Dynamos surged ahead after Kean Lewis capitalised on an error from NorthEast United’s goalkeeper Subrata Paul in the 38th minute but the visitors earned a point through Emiliano Alfaro in the 51st minute. The draw saw NorthEast United FC maintain their position at the top of the table with 10 points from five matches while Delhi Dynamos are at the third position with five points from three matches. In an entertaining clash, both teams had several chances to get the upper hand early in the game, but were found wanting in front of goal. The strikers of both teams saw plenty of chances to score, only to be
spurned. Former Real Madrid midfielder Marcos Tebar was the first to go close in the 18th minute for Delhi Dynamos as his free header from Marcelinho’s corner kick was misdirected from close range. A minute later, NorthEast United goalkeeper Paul was called into action twice to keep away attempts from Milan Singh and Kean Lewis. Marcelinho then had a chance to finish off the move but only ended up aiming at the sky. NorthEast United had their chances as well, largely from defensive mistakes. First Ruben Gonzalez gave away the ball to Nicolas Velez and the Argentinean squared it for Alfaro whose shot from handshaking distance was embarrassingly wide. Katsumi Yusa and Velez too went close for the visitors. Delhi Dynamos got the breakthrough when Marcelinho’s corner saw goalkeeper Paul completely miss the flight of the ball and it fell nicely for

Typically, it came from a defensive mistake by Delhi Dynamos after Ruben gave the ball away to Velez. The Argentine striker, who troubled his markers with pace and swift movements, then picked up Alfaro whose shot was blocked by Delhi defender Chinglensana Singh. However, the rebound fell for Alfaro again and this time he made no mistake, bringing his team back on level terms. Either team could have walked away with full points had their strikers remained sharp. Immediately after drawing level, Holicharan Narzary shot wide with only the goalkeeper at his mercy and then Gadze had a chance at the other end but Paul came to his side’s rescue by saving the attempt with his knee.

MOKOKCHUNG: The first quarter-final match of the MDFA Trophy 2016 between OCYU and Sports Society Suyim (SSS) witnessed a match of a kind – a vigorous and attacking SSS players while a formidable OCYU defense line, helped with a seasoned OCYU goalkeeper. The quarter final match of the ongoing MDFA Trophy 2016 between OCYU and Sports Society Suyim (SSS) was a crucial match by all means. OCYU without a loss and SSS with a large support base (as one of the favourites in the tournament) was one sided to some extent. Suyim, with their strong midfield and strikers, especially in the person of
Osen and Moatemsu – ensured a vicious attack. But, to their credit, the OCYU defense line was formidable; if not, very formidable. The first half of the match ended in a draw. The second half witnessed the same offensive (SSS) and defending (OCYU) play. But at the 60th minute, the attacking SSS midfielders found a gap in the four-man strong OCYU defense.
