DIMAPUR, OCT 16 (NPN): DAN cabinet on Sunday declared as “illegal” the proposed indefinite bandh from Monday called by the Coordination Committee on Fuel Adulteration (CCoFA) as contained in a communiqué issued by Home commissioner Abhijit Sinha. The communiqué informed that the cabinet took the decision Sunday after consideration of the bandh causing restriction on movement of essential commodities and services, besides causing inconveniences to the general public. In this regard, Sinha also informed that district administration and police have been directed to take all necessary measures to ensure that free movement of all vehicles and public was not disrupted in any manner by any group or individuals. The government has also requested public not to take part in the bandh but extend full cooperation to the law enforcement agencies. Recalling the genesis of the issue, the communiqué said that based on specific complaints, police and administration on June 27, 2016 raided six locations in Dimapur and Chumukedima. The team discovered that fuel adulterations were being carried out illegally and where several fuel tankers were seized and two cases registered at Diphupar PS and West Ps.

Aggrieved Hindi teaches to boycott classes from today

DIMAPUR, OCT 16 (NPN): All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) on Sunday said it would boycott classes from October 17, to protest against non- payment of salaries for the past seven months (March-September). The association vice president, Monthung in a press statement said the decision was made based on its earlier resolution-- ‘no work no pay.’ It therefore, asked the aggrieved teachers to follow the same till further notice. Since the teachers have been working the whole year without salary, it said they have decided not accept “piecemeal payment” to temporarily appease their sufferings. It requested all the headmasters, teachers’ in-charge of both government and private school to bear with the inconvenience. Meanwhile, the association has informed all ANHTU central body representative executive member of ANAHTA and all members to attend an emergency meeting on October 19 at 1 pm at its treasure’s residence

Considering the seriousness of the cases and the inter-district/inter-State ramifications, Sinha said an SIT headed by IG (Range) was subsequently formed by the state government on July 15,2016 for a thorough and detailed investigation. Since the cases required investigations outside the state and the Forensic Science Laboratory (FSL) reports of the samples collected yet to be received, Sinha said the SIT was unable to complete investigation and submit the chargesheets. On October 15, the home commissioner said the cabinet, after deliberating on the representation submitted by CCoFA, decided that since the SIT investigation was in an advanced stage, it was not advisable to change the investigation agency at this juncture. The cabinet also directed the DGP to instruct the SIT to submit chargesheets in the court within the next ten days. The decision of the Cabinet was then conveyed to the CCoFA and urged upon it to call off the proposed bandh, stated the home commissioner. However, he said the CCoFA decided to go ahead with the indefinite bandh. The Home commissioner lamented that the bandh had been called despite assurance given by the government that the SIT, whose mandate is to comprehensively cover all relevant issues connected with

the subject matter as given in the two FIRs lodged with the Police in connection with the case, would be submitting the chargesheets in the next ten days.

Sinha recalled that a representation was received by the government on September 23 2016, from an organisation, “Coordination Committee of Civil Society

Organisation on Fuel Adulteration”, demanding transfer of two cases to CBI and in case of failing to do so it threatened to enforce a Bandh on NHs within the State.

CCoFA to go ahead; refutes cabinet’s statement

Co-ordination Committee on Fuel Adulteration (CCoFA) has refuted the state cabinet’s statement, asserting that the proposed indefinite highway bandh from October 17 “has nothing to do with the SIT or the chargesheet to be filed by it, as supposed by the Cabinet”. Making its stand clear, CCoFA media cell in a press note said that the bandh has been called in view of the state government’s failure to bring in the CBI to probe into the fuel adulteration scam, even after the 15-day deadline had ended. While condemning the “confrontational attitude of the state government, rather than giving its assistance”, CCoFA reminded that the protest was “a moral battle between the vast majority of helpless citizens on one side and the insensitive government on the other side” and cautioned that the repercussions would be serious. It said by adopting a confrontational attitude, the government has by default declared that it supports the alleged kingpins-- Dinanath, Srikanth, Umesh, Naval and

Ajay Prasad and would continue to support corruption. Asserting it was “not bothered whether the SIT is filing its chargesheet within three days, or 10 days or after 1 month”, the committee said its main concern was to convey and highlight to the public that the “SIT cannot satisfactorily bring the case to its logical conclusion because the fuel adulteration issue is not merely confined to the five kingpins”. “This racket involves virtually the whole of the Food & Civil Supplies Department, the DCs of the districts, and the politician,” CCoFA alleged. It said public were not fools to believe that the SIT would dare charge-sheet the portfolio in charges of F&CS department in the last 1520 years, if indeed they are found culpable. DIMAPUR, OCT 16 (NPN): NSCN (Reformation) MIP in a press statement claimed the merger of Naga National Council (NNC/PRN) with NSCN (Reformation) on October 15. MIP said NSCN (R) president Y. Wangtin Naga welcomed the leaders and workers of NNC/ PRN at the ceremony programme organized at its cease-fire office, Mon Hq. Wangtin appreciated the “selfless decision” of O. Maytas-Gayatri clarifies on 4-lane DIMAPUR, OCT 16 (NPN): Maytas-Gayatri JV, a Hyderabad based infrastructure company on Sunday clarified that the construction of 4-lane work (Dimapur to Kohima) was not Maytas-Garatri JV (joint venture) but the work was awarded to M/s Gayatri project limited without any (JV) through NHIDCL. The company representative in a press statement also clarified that no sub-contractors have been engaged by M/s Gayatri project limited till date. In this regard, M/s Gayatri project limited has urged all the associations in the state to cooperate so that the project on 4-lane work could be executed in the interest of the state and nation as the road was part of Asian Highway network. On the abandoned 2-lane road projects under Special Accelerated Road Development Project (SARDP) Phase-I, the representative clarified that the works on Longleng to Changtongya, Mon-Tamlu-Merangkong, Phek-Pfutsero, Chakabama-Zunheboto were executed by Maytas-Gayatri (JV). However, due to some technical reasons the company could not continue and was “dragged into huge loss”. Since, the issue was now with the ministry and Supreme Court; the company said it was eagerly waiting for the decision and approval from the ministry to resume the works on 2-lane project at an early date. Further, the company said it was continuously maintaining the above mentioned roads as and when it received instruction from the government. It may be mentioned that on October 7, the state government has clarified that JV had abandoned the works (after carrying out formation cutting) as the revised estimates were not approved by the Ministry of Road Transport and Highways (MoRTH).

BENAULIM (GOA), OCT 16 (IANS): BRICS nations on Sunday unanimously condemned terrorism in all its forms, including the terror attacks on India, as Prime Minister Narendra Modi called for a comprehensive response to this global scourge. “We strongly condemn the recent several attacks, against some BRICS countries, including that in India,” the Goa Declaration adopted at the conclusion of the Eighth BRICS (Brazil, Russia, India, China, South Africa) Summit here stated. “We strongly condemn terrorism in all its forms and manifestations and stress that there can be no justification whatsoever for any acts of terrorism, whether based upon ideological, religious, political, racial, ethnic or any other reasons,” it said. “We agreed to strengthen cooperation in combating international terrorism both at the bilateral level and at international fora.” The statement comes after last month’s cross-border terror attack on an Indian Army camp at Uri in Jammu and Kashmir that claimed the lives of 19 Indian soldiers. Tohanba said that the state cabinet decision to implement 33 percent reservation for women in the upcoming municipal council and town council polls, would give them an opportunity to take active part in decision making and governance. He was confident that their (women) participation in the civic polls would enhance the performance of urban lo-

cal bodies (ULBs) and serve the citizens better. Tohanba further, expressed hope that the women would be able to shoulder the responsibilities in their respective ULBs in a better way. Tohanba also appealed to the citizens to change their mindset and cooperate by paying municipal taxes so that every town would be maintained and developed.

Only drink water when thirsty, study suggests SYDNEY, OCT 16 (AGENCIES): Given that around 60 percent of human body weight is made up of water, it is no surprise that water is essential for human health, aiding every bodily function. But how much water do we need to drink on a daily basis? While you may have heard that eight 8-ounce glasses of water each day - known as the “8x8 rule” - is the aim, there is no scientific evidence that pinpoints precisely how much fluid is the optimal amount. Based on studies to date, the Institute of Medicine (IOM) recommend that women should aim to drink around 2.2 liters of total beverages daily (around 9 cups), while men should aim to consume around 3 liters of total beverages daily (around 13 cups). However, contrary to these recommendations and the so-called 8x8 rule, the new study suggests we should only drink when we are thirsty, after discovering a mechanism that makes drinking excess water challenging. Study co-author Michael Farrell, of the Bio-

medicine Discovery Institute at Monash University in Australia, and colleagues publish their finding in the Proceedings of the National Academy of Sciences. Right prefrontal cortex ‘overrides’ swallowing inhibition for excess water: For their study, the team enrolled a number of participants and asked them to drink large amounts of water immediately after exercise, when they were thirsty, and later on in the day, when they were not thirsty. In each condition, the researchers asked the participants to rate how difficult it was to swallow water. Compared with water consumption just after exercise, the participants found it three times more difficult to drink water later on when they were not thirsty. “Here, for the first time, we found effort-full swallowing after drinking excess water which meant they were having to overcome some sort of resistance,” says Farrell. “This was compatible with our notion that the swallowing reflex be-

comes inhibited once enough water has been drunk.” The team used functional magnetic resonance imaging (fMRI) on each of the participants, which allowed them to measure brain activity just before they swallowed water in each experimental condition. They discovered that certain areas of the right prefrontal cortex of the brain showed significantly higher activity when participants had to make an effort to swallow the water, suggesting that this brain region “overrides” the swallowing inhibition to allow excess water consumption.

‘Drink according to thirst’ Farrell and team stress that drinking too much water can cause significant harm, it can lead to hyponatremia, for example, where blood sodium levels are abnormally low. “There have been cases when athletes in marathons were told to load up with water and died, in certain circumstances, because they slavishly followed these recommendations and drank far in excess of

The researchers say their findings suggest that when it comes to water intake, we may fare better by listening to the body’s needs. “If we just do what our body demands us to we’ll probably get it right - just drink according to thirst rather than an elaborate schedule,” Farrell said. How much water should you drink? The recommended amount of water to be drunk per day varies from person to person, depending on factors such as how active they are and how much they sweat. There is no universally agreed upon amount of water that must be consumed daily, but there is a general level of consensus as to what a healthy amount is. According to the Institute of Medicine (IOM), an adequate intake for men is approximately 13 cups (3 liters) a day. For women, an adequate intake is

Drinking “8 by 8” is an easyto-remember amount that can put people on the right track regarding water consumption. Remember, all non-alcoholic fluid counts towards this recommendation. Water also helps dissolve minerals and nutrients so that they are more accessible to the body, as well as helping transport waste products out of the body. It is these two functions that make water so vital to the kidneys. Every day, the kidneys filter around 120-150 quarts of fluid. Of these, approximately 1-2 quarts are removed from the body in the form of urine, and 198 are recovered by the bloodstream. Water is essential for the kidneys to function. If the kidneys do not function properly, waste products and excess fluid can build up inside the body.

Urinary tract infections (UTIs) are the second most common type of infection in the body and account for around 8.1 million visits to health care providers in the U.S. every year. If infections spread to the upper urinary tract, including the kidneys, permanent damage can be caused. Sudden kidney infections (acute) can be life-threatening, particularly if septicemia occurs. Drinking plenty of water is one of the simplest ways to reduce the risk of developing a UTI and is also recommended to those who have already developed a UTI. Kidney stones interfere with how the kidneys work and, when present, can complicate UTIs. These complicated UTIs tend to require longer periods of antibiotics to treat them, typically lasting 7-14 days.

DIMAPUR: An awareness programme on “adolescent and risk associated” was organised by North East Institute of Social Science and Research, youth development specialization (NEISSR) in collaboration with Nehru Yuva Kendra (NYK) Dimapur on October 15, at Bamunpukri-B, Chumukidema. Speaking at the programme as resource person, UN, district youth coordinator, DYC from NYK of Dimapur Phyobemo Lotha, stressed on the essence of enlightened adolescence and the NYK initiatives to promote

healthy youth in the country. He further emphasised upon the all round development of the youth and assured collaboration on many aspects related to youth from NYK. Short speech was also delivered NEISSR, Prof. Anil Danty. The trainees also brought out in their presentation the varied aspects of adolescent period and the turmoil every individual undergoes during this crucial time, while conflicting situations of adolescent period were depicted through charts, concepts of conflicts with parent’s, mood

disorders and risky behaviour at adolescent age were stressed upon. The pattern of peer pressure and peer association was discussed and efforts were made to enlighten the participants to realise their self-worth. He also spoke on the different trainings that had been provided by central and state government for the youths of Nagaland with job opportunities across India. Lamenting on the lack of industries and corporate bodies in Nagaland, Kithan encouraged the youths to take the opportunities that were provided by the government. He also highlighted on the ratio of job vacancies that were provided by the state government and the number of graduates and post graduates that passes out every year. Kithan stressed that youths should take up skill training in different sectors and make themselves independent and not burden the family, society or government. BJP Zunheboto general meeting DIMAPUR: Bharatiya Janata Party (BJP) Zunheboto held party general meeting on October 3 at BJP office Zunheboto. A press note by BJP president Shikuto Sema stated that the meeting deliberated on pertinent issues like unity and discipline in the party. ANGDA appeals CCoFA

DIMAPUR: All Nagaland Government Driver’s Association (central committee) (ANGDA) has appealed the Coordination Committee on Fuel Adulteration (CCoFA) who has called for NH-29 bandh starting October 17 for government registered vehicles that the drivers should not be harassed if any were found driving since they would only be performing their duties for the government. In a release, ANGDA advisor Milan Raj Banshi stated that the government drivers worked for the government, thereby if they were compelled to drive during the bandh the drivers should not be held responsible as they were on duty call. ANGDA insisted that CCoFA should directly approach the officers if there were any issues with the government registered vehicles.

IMPHAL, Oct 16: Manipur Congress leader Sunday rubbished India Today’s axis opinion poll that has predicted BJP unseating the ruling Congress by winning 31-35, terming it a big political conspiracy. “It is a great conspiracy. Great conspirators are there at the Centre (New Delhi). It is a trash. It will not able to attract the people towards BJP,” Congress sitting MLA RK Anand who responded to a query from media regarding the axis opinion poll. People at the BJP led NDA government at the Centre were expert in such “propaganda warfare”. When the actual work was done by the Congress, BJP was trying to the credit. “The propaganda of the present government at the Centre is too much. The government is doing nothing except changing the names of the flagship programmes initiated by the Congress led UPA government at the Centre. It is well known by the people and I am confident that people will not believe such propaganda,” Anand said, citing various such axis opinion polls which proved wrong after the elections results were

The Congress will be reduced to single digit even though they have 52 MLAs at present,” the former Union minister had told media on Saturday. Teen dies after group clash in Tura

TURA/SHILLONG, OCT 16 (Agencies): A 16-yearold boy from Reserve Gittim locality of Tura died on Friday from his injuries sustained in a group clash at Rishipara locality of the same town the previous night. Tura police acted swiftly and arrested three suspects who were allegedly involved in the brawl which took place late Thursday night. Local residents reportedly alerted Tura police about a brawl taking place in Rishipara. On reaching the spot police found three boys with injuries while the others had fled. All three were taken to the police station and the Tura Civil Hospital for medical checkup. The next morning two of the boys were handed over to their families but a third, Sengat N Sangma (16) of Reserve Gittim locality, was admitted to hospital for treatment of his injuries sustained in the attack at Rishipara the previous night. On Friday night the teenager succumbed to his injuries at the hospital. The mother of the deceased has filed an FIR and the Tura police have registered a murder case. At the same time, quick action from the law enforcement department has led to the arrest of three persons alleged to be involved in the attack. The three accused– Dulal Rishi (41), Nipen Rishi (38) and Hemendra Rishi (35), all hailing from Rishipara have been

put in police custody. Meanwhile, West Garo Hills Deputy Commissioner Pravin Bakshi has informed that a magisterial inquiry has been ordered into the incident. The inquiry will be conducted by DD Shira, Additional District Magistrate. Bakshi added that the situation is under close watch and prohibitory orders under Section 144 have been passed restricting movement with arms, obstruction to traffic, attempt to incite violence, unlawful assembly in place of incident, affected localities and police stations as well as public places. The District Administration has also received inputs that many people are circulating rumours through messages and social media which is under watch and scrutiny. “The incident is condemnable and the law is taking its own course. No culprits will be spared. However, inflammatory messages and their circulation is to be immediately verified and cross checked and brought to the notice of the authorities,” he said. While making an appeal to maintain peace, urging people to be vigilant and neither believe in rumours nor circulate them, Bakshi warned that circulation of inflammatory and false messages inciting violence and creating tension will be dealt with strictly.

5.2 kg drugs seized in Dibrugarh raid DIBRUGARH, OCT 16 (Agencies): Police seized 5.2 kg of narcotic drugs during a raid in Dibrugarh on Saturday in one of the biggest drug busts in the state. The seized drugs include 2 kg of heroin and 3.2 kg of brown sugar. The raid was conducted at a rented house in the town’s Amolapatty area following a tip-off by an informer. The main accused, Sirbek Ahmed, is absconding. “It is a huge haul - probably the biggest drug consignment seized in the state. Unfortunately, we could not catch the main accused as he left the house with an accomplice just moments before the raid. We have come to know that he is carrying a consignment of contraband drugs for delivery. We are trying to track him down,” Dibrugarh SP Gautam Borah said. Police have detained the landlord, Tajuddin Ahmed, who is also the general secretary of the Dibrugarh unit of Krishak Mukti Sangram Samiti (KMSS). Two others, Arif Ali and a maid, have also been picked up for questioning. Arif is a relative of the main accused. The SP added that so far 15 drug dealers and peddlers have been arrested after Operation Drugs-Free Dibrugarh was launched in the first week of May.

2 BSF arrested for indecent gestures Aizawl, Oct 16 (PTI): Two BSF personnel allegedly made indecent gestures at a minor girl when she was bathing in a river at Sairang village in Mizoram following which they were arrested, the police said today. The incident took place yesterday when the girl had gone to bathe in the river near a bridge, where the two BSF personnel, a jawan and a havildar, made objectionable gestures at her. A BSF camp is located near the bridge. After the girl narrated the incident to her parents, the village elders registered a complaint at the nearby Sairang polic station. The two accused were arrested and remanded to judicial custody, Aizawl district SP Lalhuliana Fanai said. Villagers of Sairang near Aizawl took out a procession today in protest against the incident. Fanai said that the procession was peaceful and the police stopped the crowd at the Tlawng bridge near the lone Lengpui airport.

IFUNA writes to Assam govt

GUWAHATI, Oct 16 (Agencies): The Indian Federation of United Nations Associations (IFUNA) has written to the Assam government seeking land to set up a United Nations university. The university, if established, will be the second in the world after a similar institute in Tokyo. Aswini Sarma, the secretary general of UN Association, Assam, said the university will be set up either in Guwahati or Shillong. The Assam government is yet to respond to the proposal, Sarma added. “We wrote to the government in 2014 and again in August this year. We are yet to get a reply. The Meghalaya government has got back to us,” Sarma told reporters here on Saturday. The university will offer courses on arts, social science, management, science and UN studies at the graduation, post-graduation and research level.

He also urged the institute to collaborate with scientific communities and look at the possibilities as to how the Government can leverage upon some of the

programmes that has been implemented. G U WA H AT I , O CT 1 6 (AGENCIES): The introduction of two newly improved cross-bred pig varieties has renewed hope for entrepreneurs and farmers of making the state self-sufficient in meeting the demand for pork. Rani and Asha, the two varieties, were released on Saturday at the Indian Council of Agricultural Research (ICAR) - National Research Centre (NRC) on Pig. Despite having 38% of the total pig population in the country, the northeast has been unable to meet the growing demand for pork in the region, currently being met by imports from Punjab, Haryana, Karnataka, Uttar Pradesh and Bihar, where pork is not too popular with meat-eaters. The non-availability of improved pig varieties that can meet the commercial demand has been cited as the reason behind this. Director of the institute DK Sarma hailed the introduction of the two improved crossbred varieties as ‘phenomenal’ and said it could go a long way in fulfilling the demand-supply gap of pork in the northeast. As a large tribal population in northeast relies on pig-rearing for livelihood, developing the two fastergrowing cross-bred pigs is a milestone for the institute,

said the scientists involved in the project. Deputy director general (animal science) at ICAR, New Delhi, H Rahman said the rural farmers of the state will benefit immensely by rearing the improved pig varieties that can adapt to local climatic conditions. “The Rani variety has been developed by crossbreeding Hampshire with the indigenous Ghungroo and will have 50% inheritance from both. Rani can weigh nearly 75 kg at the slaughter age of eight months,” said P Chakraborty, principal scientist at the ICAR-NRC on Pig. Centre’s directive to states AIUDF accuses BJP of playing divisive politics on Assam NRC update

G U WA H AT I , O c t 1 6 (Agencies): The Centre has directed all the state governments to cooperate with the process of updating the National Register of Citizens (NRC) in Assam so that the verification of documents submitted by the applicants born in other states can be verified properly. On its part, officials of the Assam Government have also started visiting other states to hold meetings with the government officials seeking cooperation in this regard. Talking to The Assam Tribune, the State coordinator for updating the NRC, Prateek Hajela said that the process of verification of documents submitted by the applicants is going on and the progress has been reported to the Supreme Court. He said all-out efforts are being made to ensure that the quality of the verification process is not compromised with. Hajela revealed that more than six crore documents have to be verified, of which, around five lakh are from outside the State. He said that initially, the cooperation from other states was not very encouraging and the officers of those states were not accustomed to the job of ‘back-end verification’ of such documents. He said that after the Centre was informed about the problems, a directive has been issued to all the states to extend K

cooperation to the process. The State NRC coordinator said they have also started sending out officials to other states. A team of officials was sent to Agartala to hold talks with Tripura officials, while another team went to Arunachal Pradesh. He said the officials received positive response from the governments there and “we are also expecting positive response from Nagaland.” He said officials would be sent to various other states in a phased manner soon to expedite the process. Relying to a question, Hajela said till date, no deadline has been fixed for completion of the process of document verification, which is the most vital part of updating the NRC. He said as the apex court is closely monitoring the progress, it is likely to give a deadline in this regard. Hajela revealed that so far, FIRs have been filed against more than 140 persons for submitting false or forged information while applying for inclusion of their names in the NRC. The deputy commissioners have also been directed to file FIRs against all those submitting fake or forged documents, he added. Hajela also expressed the hope that with both the Central and state governments taking keen interest in updating the NRC, funds should not be a problem in completing the job on time.

The BJP government is trying to impose its decision without taking people of the state into confidence,” said AIUDF general secretary Aminul Islam. At the AIUDF conclave in Morigaon district’s Lahorighat, party leaders sug-

gested public mobilization against the move of granting citizenship to religious minorities from Bangladesh. Various organizations, including All Assam Students’ Union (AASYU), have registered their protest against amendment to the citizenship act. AGP, BJP’s partner in the state government, is also against citizenship to religious minorities. The Citizenship (Amendment) Bill, 2016, which seeks to give citizenship to religious minorities from Bangladesh, Pakistan and Afghanistan, was placed in Parliament on August 11. The NDA, however, referred the bill to the joint select committee of Parliament after the opposition opposed moving the bill and demanded that

it needed more scrutiny. “Our concern is that at a time when the NRC update is on, such a move is going to create confusion,” said Islam. He added that granting citizenship to religious minorities is also against the spirit of the Assam Accord signed in 1985. AIUDF leaders also accused the BJP government of diverting attention from price rise by raking up the issue of citizenship to religious minorities. “BJP came to power promising protection of jati, mati, bheti (identity, land and homeland). But citizenship to religious minorities is not going to safeguard jati, mati and bheti,” said former AIUDF legislator Abdur Rahim Khan.

HM’s report on ST status to 6 groups awaited GUWAHATI, OCT 16 (Agencies): The leaders of six ethnic communities, as well as tribal organisations, are keenly waiting for the home ministry’s report on the modalities for granting ST status to the communities. The report, prepared by a home ministry committee, is expected to be finalized by Saturday. Earlier, the home ministry constituted a committee for recommending modalities for reservation, shifting of existing reservation of six communities from OBC to ST, protecting the interest of existing tribes, mechanism to ensure fairness of reservation within the six communities and related security considerations. The six communities who are demanding ST status are Koch Rajbongshi, Tai Ahom, Moran, Motok, Chutia and adivasi. The lead-

ers of the six communities met the committee members last month. “They (committee) have promised us that the final report will be ready by October 15 (Saturday). The report will then be placed in Parliament. So, we are hopeful that the Centre will take some steps in fulfilling our demand for ST status,” said All Koch Rajbongshi Students’ Union (AKRSU) president Hitesh Barman. The committee was supposed to submit its report by May but it was extended up to September. “So, when we met the committee members last month, we expressed our unhappiness over the delay in finalizing the report. It was during the meeting that we were told that the report will be submitted to the Centre by October 15,” added Barman.

Jaitley says, personal laws must be constitutionally compliant

New Delhi, Oct 16 (PTI): Amid the ongoing debate over ‘Triple Talaq’, Finance Minister Arun Jaitley today said the government is of the clear view that personal laws should be constitutionally compliant and in conformity with norms of gender equality and the right to live with dignity. In a Facebook post titled “Triple Talaq and the Government’s Affidavit”, he said that governments in the past have shied from taking a categorical stand that personal laws must comply with Fundamental Rights but the present one has taken a clear position on the issue. “Personal laws have to be constitutionally compliant and the institution of Triple Talaq, therefore, will have to be judged on the yardstick of equality and the Right to Live with Dignity. Needless to say that the same yardstick would be applicable to all other personal laws,” he said. Observing that the constitutional validity of ‘Triple Talaq’ is distinct from the Uniform Civil Code, he said as of today, the issue before the Supreme Court is only with regard to the constitutional

Can there be inequality or compromise with human dignity in any of these matters?” Jaitley said. Some people may hold a conservative, if not obsolete, view that personal laws need not be constitutionally compliant, he said, adding “the Government’s view is clear. Personal laws have to be constitutionally compliant...”. Jaitley said the constitutional framers had expressed a hope in the Directive Principles of State Policy that the State would endeavour to have a Uniform Civil Law and on more than one occasion, the Supreme Court has enquired from the government its stand on the issue. “Governments have repeatedly told both the

Court and Parliament that personal laws are ordinarily amended after detailed consultations with affected stakeholders,” he said. As regards the Uniform Civil Code, the Law Commission has initiated an academic exercise to elicit views of public on the issue. “This academic exercise by the Law Commission is only a continuation of the debate in this country ever since Constituent Assembly had expressed the hope that the State would endeavour to have a Uniform Civil Code,” he said. “Irrespective of whether the Uniform Civil Code is today possible or otherwise, a pertinent question arises with regard to reforms within the personal laws of various communities,” he said. Jaitley said that Jawaharlal Nehru’s government had brought about major reforms to the Hindu Personal Laws through legislative changes and more recently Manmohan Singh’s government came up with legislative changes with regard to gender equality in the Hindu Undivided Family.

NEW DELHI, Oct 16 (PTI): Road Transport and Highways Ministry is working on a proposal with Ministry of Defence to construct runways on highway stretches and 22 such spots have been identified across the country. “There are proposals to develop highway stretches in such a fashion that they may double up as airstrips. This will provide connectivity in difficult places,” Road Transport and Highways Minister Nitin Gadkari told Press Trust of India. Mr Gadkari said his ministry is shortly going to convene a meeting with the Defence Ministry to firm up the proposal. According to an official, a committee comprising officials of both ministries has been constituted to come out with specifications of such highway stretches which can double up as airstrips. The committee will look into details like feasibility of the stretches, their length and breadth apart from other issues. The official said that 22 identified stretches are located in various parts of the country. In August, Mr Gadkari had mentioned about construction of such an airport in

Call centre raids: Involvement of cop’s son on radar MUMBAI, Oct 16 (PTI): Investigation into the call centre racket in Thane wherein USbased tax payers were allegedly conned by Indian tele-callers posing as tax officers has led Thane Police to suspect involvement of the son of a senior IPS officer from Gujarat. Crime Branch (Thane Police) has so far arrested 70 persons after it raided seven call centres operating illegally in Mira Road in the neighbouring district earlier this month. Another 630 people were booked under IPC sections 384 (extortion), 419 (cheating by impersonation), 420 (cheating) and under relevant sections of the IT Act and Indian Telegraph Act. The callers used to make calls to people in the US and speak to them in American accent by posing as officials of US Internal Revenue Service. Subsequently, police teams also raided and shut down five call centres in Ahmedabad which were a part of the racket. A senior official of Thane Police, who is a part of investigation team, said that the evidence unearthed so far indicated that the mastermind of the racket, Sagar Thakkar alias Shaggy, who is absconding, had links with a senior IPS officer’s son in Gujarat.

The Delhi Chief Minister, who is on Gujarat tour, described the arrest of the Matiala legislator, facing a non-bailable warrant, as intended to “scuttle” his rally and accused the BJP president Amit Shah of “trying to disrupt the Surat programme”. “Delhi police had come here with a non-bailable warrant against Gulab Singh Yadav. He learnt about it before hand and came to Urma police station where we handed him over to Delhi police,” Surat Police Commissioner Satish Sharma said. going treatment at the intensive care unit of the district headquarters hospital here, taking the toll to 54, Chief District Medical Officer (CDMO) Dr U S Mishra said. At present, 29 children, afflicted with the disease are undergoing treatment at the district headquarters hospital and four of them are in the ICU in a serious condition, the CDMO said. The left-wing extremists were adept at making bombs and were planning some incidents in the Delhi-NCR region, IG (UP Special Task Force) Aseem Arun said at a hurriedly convened press conference here. In the night-long raids that went on till the wee hours, nine Naxals were arrested from Noida, on the outskirts of Delhi. Of the nine, six were picked up last night and three this morning. Another was arrested from Chandauli, adjoining Bihar, he said.

Jammu, Oct 16 (PTI): An Indian army jawan was killed as Pakistani troops violated ceasefire twice in the day today along the LoC in Rajouri district of Jammu and Kashmir. The ceasefire violations by Pakistan took place on a day when India hosted leaders of a number of countries, including Russian President Vladimir Putin and Chinese President Xi Jinping, for BRICS and BIMSTEC Summits. “There was ceasefire violation by Pakistani troops along LoC in Rajouri sector resulting in death of a soldier today,” a senior Army officer said about the incident in the evening. The area in which incident took place falls in Tarkundi belt of Rajouri district. Earlier in the morning too, there was unprovoked firing by Pakistani troops who used small arms to target Indian forward areas in Naushera sector of the same district along the LoC, Defence PRO said. Indian troops guarding the LoC retaliated, he said, adding no one was injured in that exchange. A senior Army officer said there have been over 25 ceasefire violations along the LoC since the surgical strikes by Indian Army in PoK on September 29 to dismantle terror launching pads. In the firing and shelling, five civilians and four armymen have sustained injuries in Poonch district. Nine Pakistani armymen have been injured in retaliatory action by Indian troops along LoC. Getting back on track

W

hat the spate of agitations and strikes or bandhs that are no longer infrequent in Nagaland indicate , is that the state is going a rough patch where supply does not or cannot meet the demands. However, it is through not as simple as the economic law but an evolution of a rule-less syndrome called ‘khushi-khushi’ that has thrown the government rudder out of gear. Many conflicts have arisen in the past, whether it be among tribes, or villages or issues over reservation, tribe recognition, or pertaining to illegal backdoor appointments, corruption at various levels of the government or non-payment of salaries of some employees. A democratic system of government involves the way the other branches-judiciary; legislature and executive- conduct their affairs and which is to be within the ambit of their constitutional responsibilities and obligations. As mandated by their people, the elected representatives have to respect the boundary that determines how political governments can or cannot do business. In the post-2003 election, the rulers literally introduced the concept of ‘sharing of powers’ with tribal groups, NGOs and civil society groups. Instead of taking crucial decisions, the government of the day introduced its ‘consultative’ concept where decisions were to be take through consultations with select organisations. The onus of ‘consultations’ which led to the conclusion of ‘sharing of powers’ between the government and select NGOs etc, has led to a malaise where experienced bureaucrats and administrative authorities today are inhibited from taking clear and quick decisions without consonance with various hohos, NGOs, students etc. Sometimes, such exercises caused much dismay among intellectuals and bureaucrats familiar with certain issues, who felt that the exercises were not informed consultations. It appears that there has been near total eclipse of clarity and direction in Nagaland during the past few years as pressure groups operate with impunity thereby causing more harm than good to society at large. Officials who were professionally trained and committed understood the new rules- play along or get booted out. The system in Nagaland has indeed come a long way since the early sixties to seventies. In those troubled decades, officers carried their task with professional commitment and coming out with flying colours despite having to face severe hardships. There may be several factors that have caused gradual erosion of the ethical boundary among government servants today. In the past decades, the head of the bureaucracy stood firm against unwarranted political interferences and earned the trust and confidence of the people. Today, under the perpetrated khushi-khushi system, it is considered an achievement for government servants to be very close with the rulers. This khushi-khushi system where the sky is the limit, seems to have been wrongly practiced for decades because of various reasons and since it has been in vogue for so long, it is accepted as a right. Essentially, the traditional model of political neutrality, which defines the relations between public servants and other actors in the political system needs to be reaffirmed. For this, both politicians and bureaucrats seriously need to review the system and work within the bounds so that the state can get back on the rails of meaningful development.

We have to realize that prayer is foolish from the commonsense point of view. From Jesus Christ’s perspective, there are no nations, but only the world. How many of us pray without regard to the persons, but with regard to only one Person— Jesus Christ? He owns the harvest that is produced through distress and through conviction of sin. This is the harvest for which we have to pray that laborers be sent out to reap. We stay busy at work, while people all around us are ripe and ready to be harvested; we do not reap even one of them, but simply waste our Lord’s time in overenergized activities and programs. Suppose a crisis were to come into your father’s or your brother’s life— are you there as a laborer to reap the harvest for Jesus Christ? Is your response, “Oh, but I have a special work to do!” No Christian has a special work to do. A Christian is called to be Jesus Christ’s own, “a servant [who] is not greater than his master” (John 13:16), and someone who does not dictate to Jesus Christ what he intends to do. Our Lord calls us to no special work— He calls us to Himself. “Pray the Lord of the harvest,” and He will engineer your circumstances to send you out as His laborer.

ndia has warned about the risks of low and negative interest rates and “significant loan impairments” in the world banking system. It affects financial stability across the globe. Finance Minister Arun Jaitley addressing the recent annual meeting of World Bank and IMF said that disorderly deleveraging of private debt could also impact growth. He stressed that risks to financial stability persist because of low and negative interest rates and “significant loan impairments in the banking system. The statement is profound. He also called for early IMF quota review and recapitalization of World Bank to enhance funding for pro-poor programmes. It hits the emerging markets, India stressed. India itself is suffering because of IMF, WB, IFC and IDA reform delays. During the last fiscal year, fresh commitments delivered were only $3.8 billion as against the requirement of $5-7 billion. The IMF-WB needs to be more agile and less expensive so that the poor nations can enhance global growth. However, IMF-WB put the reforms off

to 2019 instead of scheduled for 2016. A significant aspect of the world economy is that India is doing much better even with low soft funding by the IMF-WB. Its growth remains around 7.6 percent. In fact, growth in the subcontinent averages better than rest of the world with Bangladesh at 6.3 per cent, Sri Lanka at about 5.3 per cent and Bhutan at 6.8 per cent. With better funding by the international institutions, these nations could lead the world growth. Most other emerging economies are doing better though it remains uneven. This calls for enlarging the lending programme of IFC, IDA, IMF and WB. But domination by the West and concern about the large economies has withheld the reforms. The growth of India and its sub-continental neighbours speak that regional variations are possible with better policy initiatives. But in a globalised world these have risks particularly as isolationist approach increases as is seen during the US presidential campaign. Brexit and trends in Europe also suggest that isolationism is increasing in the developed

countries. So expansion of groups like Shanghai Cooperation Council, BRICS, which is meeting now in India, BIMSTEC -The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation involving a group Shivaji of countries in South Asia and South East Asia, may be the futuristic solution. The BIMSTEC includes Bangladesh, India, Myanmar, Sri Lanka, Thailand, Bhutan and Nepal. As the Pacific groupings and ASEAN also strengthen, the world may see a shift gradually. It may, however, take time. Let us accept one fact that the globe is presently being stirred by the western nations. Their banking system hits the world. A sneeze in their system in 2008, largely due to low and negative interest rates, reckless grant of loans led to the collapse of their banking system, which spread beyond the Lehman and US giant AIG. It has also exposed that despite not so close banking links, India suffered the post2008 crisis the most. Countries like India also have to be careful about the

sermons that it is giving to the world. Its banking system remains fragile. India’s banks are capitalized by the poor and salaried depositors. An upheaval in the system could have severe repercussions on the programmes of the government. As more and Sarkar more poor are being made to join it, government subsidies are channeled through the banks, India has to take steps strengthen the system. The banks are run with poor man’s money. Low interest rates, large corporate funding, and certain bank practices like asset quality review (AQR) – loan restructuring - have resulted in sharp surge in bad debts, though technically these may not be non-performing assets (NPA). Gross bad loans at commercial banks could increase to 8.5 per cent of total advances by March 2017, from 7.6 per cent in March 2016, according to the latest RBI Financial Stability Report. It says, “If the macro situation deteriorates in the future, the gross NPA ratio may increase further to 9.3 percent by March 2017.” The resultant sharp surge in provisions for bad debts has

eroded profitability, especially at state-owned banks, in recent quarters. The gross bad loans of public sector banks increased to 9.6 per cent as of March 2016, from about 6 per cent a year earlier, RBI data showed. There was an almost 80 per cent jump in gross bad loans in 2015-16, according to the report. Gross bad loans of Indian banks widened to 7.6 per cent from 5.1 per cent in September and from 4.6 per cent in March 2015. In 2004, gross bad loans in the Indian banking sector touched 7.8 per cent, while the ratio was 11.1 per cent in 2002. The stress in the banking sector mirrors the stress in the corporate sector, the RBI observed. RBI said subsequent to the AQR, loan restructuring, gross NPAs rose 79.7 per cent year-on-year in March 2016. It has also observed that the relief RBI was giving in repo rates – interest rates – to banks was not being transferred to the lenders but depositors were suffering cuts – a double whammy. It is stated that banks were trying to cover up their losses at the cost of their depositors.

The countr y’s credit growth has also suffered. This indicates that in future the banks’ earnings may be hit. Low credit growth means the banks would earn less from lending. It is a king of a warning for the depositors. They may suffer a further cut in interest earnings. RBI’s monthly credit growth data since June 2013 shows that the year-on-year credit growth for the sector has come down sharply – from a high of 19.1 per cent in June 2013 to 8.4 per cent in December 2015. It had even hit a low of 8.2 per cent in August 2015. Loans by public sector banks grew at 4 per cent while it was 24.6 per cent for private banks. Deposits of state-run banks grew by 5.2 per cent, while for private banks it was 17.3 per cent. India has to learn from its recent mistakes as well as what it is telling the world. Lenders have easy ways to default but depositors’ principal amounts are at risk. India has to fix the minimum deposit rates, which should be at 9 percent. This would help depositors, decide floor lending rates and could be a saviour for the banks.

Some facts about the Kukis of Nagaland

H

istorically, the existence of the Kukis in the then Naga Hills District of Assam can be traced back to 1884, where it was mentioned that ‘for the first time the Kukis were assessed to house tax of Rs. 2/- per house for 516 houses from 8 villages’. (Gazetteer of India Nagaland, Kohima Dist. Edited by Dr. H. Barech, M.A; D.Phil. p – 167) In modern history, it was the Naga Club which was formed soon after the First World War, when world came to know the Nagas as a Nation; to which the Kukis are one of the founder members. The oldest national movement for self-determination of our nation is NNC the offshoot of Naga Club, to which the Kukis are also one of its constituent units. Besides NNC, there is no NPG where the footprints of Kukis are missing. In the Plebiscites of 1951, a national referendum where 99.9% voted to remain a free nation as in ancient times, the Kukis are also a part of it. When the proposal for the formation of Naga Hills and Tuensang Area into a full-fledged state was made in 1960, a transitional arrangement was constituted to governed the proposed state to be named ‘Nagaland’ by an Interim Naga Legislative Body of 42 members, where in Mr. Lutjakai Kuki is a member of that INLB. He is still alive. Considering all these facts, it is clear that we (Kukis) also honestly sacrificed our shares of blood, sweat

and tears for our nation well being as much as any other fellow countrymen do, though proportionately it may vary. Means the Kukis are not lacking behind anybody as far as our National cause is concerned. Despite all these facts, we (Kukis) are occasionally subjected to a spiteful situations in the form of ethnic cleansing, served of quit notice, marginalization in procurement of Indigenous Tribe Certificates, discrimination and deprivation of rights and benefits of the days, so on and so forths; which sometimes resulted into one’s feeling of insecurity that often prompted us to flee our motherland and take refuge in someone else’s land. Another major set-back in the progress of socio-economic development. Being human, we (Kukis) are not exceptional in making mistakes and errors, however, most of the sequences we have undergone are not the outcome of our faults. The only reason, I presumed, is that one is a Kuki. I would rather liken such kind of a status to that of an orphaned child among normal children. This write-up is not intended for self justification nor to argue anyone, but to clear the confusions and obscurities that looms in the minds of a common man like myself over the subject and at the same time, to uphold truth and justice which are the essences of victory in human struggle for freedom. Response to Kaka Iralu over October 13, 2016 article

y friend Kaka Iralu has replied to my article titled “Life versus truth and justice,” by stating principles which I agree with completely. The last three sentences of his article state, “The choice is tough but compromise is neither the answer nor the way out. Life indeed is precious, but life without freedom and liberty is slavery to evil and injustice. I will therefore, rather than choosing compromise and exploitation, choose liberty and freedom-whatever the cost. (My emphasis.) The topic I’m going to briefly address here is worth weeks of discussion in seminars and conferences. I have encouraged Akum Longchari, publisher of The Morung Express, to have a public discussion on this and related topics after I get back to Kohima on February 5, 2017. Such a public discussion would be invaluable, not just as an academic exercise, but as something fundamental to the debate on the Naga demand for a sovereign nation. Here is my side of the debate, in brief. Where Kaka is not just wrong, despite his strong principles which I agree with, but fatally wrong in where he and other activists are leading their people, is how you choose to define “freedom and liberty... slavery to evil and injustice.” (See his quote, above.) It is my contention, that from the very beginning of this debate, in 1947,

that the Naga people have defined slavery and injustice in relation to their demand for a nation state. All of history following this view of events has led to everything to this day, including the atrocities of the Indian army. When India was declared independent, there were approximately 550 princely states making up India. Muslims of Kashmir and Sikhs of Punjab never were at peace with India taking them over and the result has been chaos and bloodshed. Hyderabad and certain other princely states chose, after, or without, conquest by the Indian army, to accept the inevitable, and are now prosperous and, I would contend, relatively free. I say, “relatively,” because poverty, the criminal justice system, the caste system, and more, has caused substantial injustice for millions in India. But not a complete lack of “freedom and liberty,” nor “slavery to evil and injustice.” Things are imperfect, yes, as they are in many countries, including my own (the USA, with its racist criminal justice system and much more). But I think Kaka has chosen to use terms in their starkest meanings, and therefore have turned those words into lies. If one ever studied any authoritarian or totalitarian nation, whether Nazi Germany, the USSR under Stalin, or many of the lesser dictatorships that have existed, and still exist, in Africa and elsewhere in the world, one should be clear that India

Concern about waste management

t’s the season when the tourists from different parts of the world will be planning to visit and looking forward to see the uniqueness of our society. The festive season has begun, it’s the time for rejoicing and merriment, the time for decorations, the bursting of crackers! But we must also be concerned about the environment, we do forget that while enjoying and rejoicing we should not pollute our surroundings. The rivers are flooded with papers, plastics, bottles etc which hardly gets decomposed. We can find the wastes dumped on the roadsides which really stink horrible and are nuisance for the passers-by. Most of the disposal sites are open dumps without leachate treatment, protection at the bottom by a geo-membrane or clay-lined layer, gases treatment nor other infrastructures needed. We all must be concerned about the Waste management and do our parts to be beautify our environment. What is Waste management ? Waste management means “the collection, transportation, and disposal of garbage, sewage, and other waste products.” According to Wikipedia, “Waste management is the “generation, prevention, characterization, monitoring, treatment, handling, reuse and residual disposition of solid wastes”. Where do we lack? The limited knowledge on technologies and good practices for waste management, lack of equipment for the collection of sorted materials and the absence of decision makers interested in environmental issues, hamper the development of waste separation programs. Awareness-The efficiency on the separation of waste depends on the awareness of citizens and municipal leaders on the impacts of waste management systems in the city. Awareness campaigns influence the behavior of individuals to segregate waste due to their environmental concern and the need to participate in solutions Knowledge-Decision makers at

the municipality are prone to set up waste separation programs when they are familiar with new and appropriate technologies as well as good practices for the management of waste. Equipment-The availability of equipment and machinery to manage and recycle waste seem to be key factors that promote separation of waste at the household level. Methods of waste disposal Landfill - One of the most popularly used method of waste disposal used today is landfill. This process of waste disposal focuses attention on burying the waste in the land. Incineration/combustion-A type disposal method in which municipal solid wastes are burned at high temperatures so as to convert them into residue and gaseous products. The biggest advantage of this type of method is that it can reduce the volume of solid waste to 20 to 30 percent of the original volume, decreases the space they take up and reduce the stress on landfills. This process is also known as thermal treatment where solid waste materials are converted by Incinerators into heat, gas, steam and ash. Incineration is something that is very in countries where landfill space is no longer available. Recovery -It is the process of taking useful discarded items for a specific next use. These discarded items are then processed to extract or recover materials and resources or convert them to energy in the form of useable heat, electricity or fuel. Recycling -It is the process of converting waste products into new products to prevent energy usage and consumption of fresh raw materials. Recycling is the third component of Reduce, Reuse and Recycle waste hierarchy. The idea behind recycling is to reduce energy usage, reduce volume of landfills, reduce air and water pollution, reduce greenhouse gas emissions and preserve natural resources for future use.

Plasma gasification-It is another form of waste management. Plasma is a primarily an electrically charged or a highly ionized gas. Lighting is one type of plasma which produces temperatures that exceed 12,600 °F . With this method of waste disposal, a vessel uses characteristic plasma torches operating at +10,000 °F which is creating a gasification zone till 3,000 °F for the conversion of solid or liquid wastes into a syngas.During the treatment solid waste by plasma gasification, the waste’s molecular bonds are broken down as result of the intense heat in the vessels and the elemental components. Thanks to this process, destruction of waste and dangerous materials is found. This form of waste disposal provides renewable energy and an assortment of other fantastic benefits. Composting-It is a easy and natural bio-degradation process that takes organic wastes i.e. remains of plants and garden and kitchen waste and turns into nutrient rich food for your plants. Composting, normally used for organic farming, occurs by allowing organic materials to sit in one place for months until microbes decompose it. Composting is one of the best method of waste disposal as it can turn unsafe organic products into safe compost. On the other side, it is slow process and takes lot of space. Waste to Energ y (Recover Energy)-The process involves converting of non-recyclable waste items into useable heat, electricity, or fuel through a variety of processes. This type of source of energy is a renewable energy source as non-recyclable waste can be used over and over again to create energy. It can also help to reduce carbon emissions by offsetting the need for energy from fossil sources. If you define your terms so broadly that it is self-serving, that your definitions bootstrap your argument, that is, by defining your terms in such a way that your conclusion is determined to come out the way you want it to, then that is intellectually dishonest and, in relation to public debate, demagoguery. Here’s the truth as I see it. The Naga people are in fact treated badly, but much more so by their fellow Nagas than by the Indian government! The Nagaland state government and bureaucracy is thoroughly corrupt, the NSCN-IM coerces “taxes” out of the people, the police are useless or worse, not protecting the average Naga from extortion by Naga gangs who use the label “nationalism” to justify their brutality. It is in the best interest of the Naga people to focus on the facts on the ground, not on the principles which have been repeated so often by all activists in every article and book on the nationalist cause that the truth of their situation is no longer recognizable to themselves or to the people whom they choose to lead and guide. For the moment, let the debate rest here. It should be picked up at length down the road, hopefully when I’m there in person when a panel can, in front of the general populace, argue for the truth as they perceive it to be. Robert A. In the wake of SSA teachers ultimatums groaning for payment of five months pending salary which ends on October 16, presumably 2600 plus teachers all over the State will be leaving classrooms to demand a bowl of their share. It is surprising to note that teachers “the builders of our Nations” became a harassing tool. By harassing them, we are harassing the future of our own children. On interaction with some aggrieved teachers, it was learnt that their life was always in awe since the appointment as a teacher under the flagship programme. One of the teacher stated, “I am not a teacher anymore, bur a beggar.” All government employees are caged but how dare one let them starve under the supervision of a caretaker? ANTA for ‘Service to Public’ or ‘to harass the passenger’

It happened on 15th Oct. 2016. that when I went to drop two of my relatives at Chumukidema Taxi counter to go to Kohima early in the morning for some urgent work. Unfortunately there was only two of them to fill the car (Ecco) which is a seven seater. After waiting for nearly half an hour we stop a Taxi on the highway proceeding towards Kohima without any passenger. The driver told us to first approach the Chumu Counter whether he can give us a lift but some members claiming to be ANTA officials refused and insisted us to hire a car at their counter if we are in a hurry, which we could not afford. At that very moment the Taxi which we stopped left and went ahead. Since we have no other option we decided to chase the car and managed to reach him at Chumu NAP gate but to our utter dismay the two ANTA officials stationed at Chumu counter chased us and seized that Taxi. The ANTA/Taxi drivers should not only think of their own benefits but should also adhere to their motto “Service to public”. The drivers always mention that it is their last hope, driving a Taxi to earn their daily bread but there are more numbers of people who have to travel by taxi, to earn their daily bread too. New Delhi, Oct 16 (PTI): The Supreme Court is all set to revisit its twodecade-old Hindutva judgement for an authoritative pronouncement on electoral law categorising misuse of religion for electoral gains as “corrupt practice”. The seven-judge bench comprising Chief Justice T S Thakur and justices M B Lokur, S A Bobde, A K Goel, U U Lalit, D Y Chandrachud and L Nageswara Rao is likely to begin on Tuesday its crucial hearing in the matter. The apex court in February 2014 had decided to refer the matter to a seven judges bench. The issue assumes importance as questions were raised on its 1995 verdict which held that vote in name of “Hindutva/ Hinduism” did not prejudicially affect any candidate and since then three election petitions are pending on the subject in the apex court. The apex court’s threejudge bench in 1995 had held that “Hindutva/Hinduism is a way of life of the people in the sub-continent” and “is a state of mind”. The judgement was delivered in the case of Manohar Joshi versus N B Patil which was authored by Justice J S Verma who found that statement by Joshi that “First Hindu State will be established in Maharashtra

The observation was made while dealing with the question regarding the scope of corrupt practices mentioned in sub-section (3) of Section 123 of the 1951 Representation of People Act. The issue for interpretation of sub-section (3) of Section 123 of the Act once again had come on January 30, 2014 (Friday) before a fivejudge which referred it for examination before a larger bench of seven judges. The seven judges would be dealing with the appeal filed in 1992 by BJP leader Abhiram Singh, whose election to 1990 Maharashtra Assembly was set aside in 1991 by the Bombay High Court. A three-judge bench on April 16, 1992 had referred Singh’s appeal in which the same question and interpretation of sub-section (3) of Section 123 of the Act was raised to a five-judge Constitution Bench. While the five-judge bench was hearing this matter on January 30, 2014 it was informed that an identical issue was raised in the election petition filed by one Narayan Singh against BJP leader Sunderlal Patwa and the apex court’s another Constitution Bench of five Judges has referred it to a larger bench of seven Judges.

Professor of head-neck surgery and otorhinolaryngology at the AIIMS and the Organising Chairman of the conference, Alok Thakar, said, “today for every patient we do a multi- disciplinary planning. We sit together and then decide how the patient is to be treated. It is called the Tumour Board. Unrest in Kashmir Valley completes 100 days Srinagar, Oct 16 (PTI): The ongoing unrest in Kashmir, triggered by the killing of Hizbul Mujahideen militant Burhan Wani in an encounter with security forces, on Sunday completed 100 days even as the Valley remained curfew-free in view of the improvement in the situation. The unrest, which began a day after Wani was killed in an encounter in south Kashmir on July 8, has left 84 people, including two cops, dead and several thousand injured. The Valley has witnessed continuous shutdown for the past 100 days with periodic relaxation as announced by the separatists who are spearheading the current agitation. The strike has crippled normal life in the Valley as shops, business establishments and petrol pumps have remained closed except for the relaxation period.

PATNA, Oct 16 (PTI): Bihar Chief Minister Nitish Kumar was on Sunday formally appointed JD-U president, pushing him for a bigger role in national politics, though the party desisted from declaring him its prime ministerial candidate for the 2019 Lok Sabha polls. Nitish’s appointment as JD-U chief was ratified at the party’s national council meeting in Nalanda district. He was the sole candidate for the post after nominations were invited last month in Delhi and was declared “elected unopposed”. National council members from 23 states unanimously supported the resolution moved by Rajya Sabha member Haribansh to appoint the Bihar Chief Minister as JD-U chief. During the four-day event, they exchanged domain knowledge and discussed ways to develop a universal model for cancer management, besides sharing the new technological developments in the field. “In India head-neck cancer is more common than in the US where lung cancer and other cancer incidences are more. During a trial at our centre, we realised the tumour mutation was different in different cases. We did a genetic profiling and the treatment was given based on mutation. “This trial and the general feel among cancer experts now is that the model of treatment should move from generic one to personalised, precision-based one. NEW DELHI, OCT 16 (PTI): Government has formally granted a licence to BP Plc, Europe’s third-biggest oil company, to set up 3,500 petrol pumps in India, making it the 10th company to enter the lucrative fuel retailing sector. The company was granted a formal licence on October 14. “BP granted licence to market Motor Spirit (petrol) and High Speed Diesel (diesel) - another milestone for BP in India,” the company tweeted. he UK-based firm, as also Haldia Petrochemicals Ltd, was given approval by the Oil Ministry to retail petrol and diesel, sources said. “A significant step in #BP’s partnership with India - been granted licence to market Motor Spirit and High Speed Diesel,” it said. A BP India spokesperson had earlier this month stated that: “BP sees a strong future for transportation fuels in India. We are keen to be involved in this market and contribute to its development.”

NEW DELHI, OCT 16 (PTI): Air India, which is operationally profitable now, is looking to rejig debt worth Rs 10,000 crore under the scheme for sustainable restructuring of bad assets floated by the Reserve Bank. To further strengthen the ability of lenders to tackle stressed assets and provide an avenue for reworking the financial structure of entities facing genuine problems, the central bank has introduced ‘S4A’. The Scheme for Sustainable Structuring of Stressed Assets ( (S4A), introduced in June this year, also came against the backdrop of rising concerns over NPAs in the banking system. Sources told PTI that Air India is actively looking at the possibility of availing ‘S4A’ to rejig debt to the tune of at least Rs 10,000 crore. In case the proposal gets a green signal, it would be first time that a public sector undertaking avails the scheme. Air India, which has been in the red for the past many years, has posted an operating profit of Rs 105 crore in the last fiscal -- first time in a decade. The carrier is also working on ways to bring down its overall debt burden, especially with respect to significant interest outgo. Currently, the airline’s debt is estimated to be more than Rs 50,000 crore. A consortium of 19 lenders have extended loans to the national carrier. Sources said many factors

Chinese astronauts Jing Haipeng, 50, and 37-year-old Chen Dong will be blasted into space aboard ‘Shenzhou-11’ (heavenly vessel) spacecraft at 7:30 am (5 am IST) from the Jiuquan Satellite Launch Center near the Gobi Desert in northern China. The mission will be carried out with a Long March-2F carrier rocket, Wu Ping, Deputy Director of China’s manned space engineering office said. Gen Raheel Sharif to be elevated as Field Marshal Islamabad, Oct 16 (PTI): A proposal to elevate Pakistan’s Army chief General Raheel Sharif to the rank of Field Marshal has reached the Islamabad High Court, weeks ahead of his retirement from the powerful post. A lawyer has sought the high court’s help to elevate Gen Raheel, 60, to the rank of Field Marshal in the greater national interest by taking into consideration his “exemplary services and sacrifices rendered for the nation,” The Express Tribune reported today. In the appeal submitted yesterday, Sardar Adnan Saleem, through his counsel, said that such an elevation is an emergent need in the present circumstances. Saleem has made the federation through the cabinet division secretary, the prime minister through the secretary of the PM Secretariat and defence ministry secretary respondents in the petition, the report said. The South Korean Joint Chiefs of Staff said in a statement that the military believes the North unsuccessfully attempted to fire a mid-range Musudan missile. It said the failed launch was made near an airport in the North’s North Pyongan province. South Korea’s Yonhap news agency said that the missile was believed to have exploded soon after liftoff. Yonhap cited no source for this information. South Korea strongly condemns the launch because it violates UN Security Council resolutions that bans any ballistic activities by North Korea, the statement said. The US military first reported the launch was attempted at 11:33 pm EDT Friday (12:03 p.m. Saturday local time) and that the missile didn’t pose a threat to North America. The action brought harsh criticism from the U.S. “We strongly condemn this and North Korea’s other recent missile tests, which violate UN Security Council Resolutions explicitly prohibiting North Korea’s launches using ballistic missile technology,” said Cmdr. ars Ulrich says “nobody knows” what the future holds for the music industry – which he describes as being like “the Wild West.” The Metallica drummer says the lack of predictability in the music business influences their laissez-faire approach to band activity nowadays. Ulrich tells MSNBC: “I think you have to sort of accept that nobody really knows where it’s going, so there has to be a lot of impulsive kind of attitudes. “It’s like a train that’s moving, and you don’t quite know where it’s going, but you sort of try to steer it in the best

way you can, realising that it may go in different places that you had no idea.” He continues: “The music business, or what’s left of it, is very like the Wild West now. 15 years ago, when you put out a record, there was a particular way that you did everything. Now it’s just whatever works for you.” Speaking of the lead-up to their forthcoming album Hardwired… To Self-Destruct, Ulrich says: “We’re just doing whatever we feel is right. There’s no particular way that it should be.” Last month, the band admitted that they fear for the future of rock music after they’ve gone. JALUKIE, OCT 15: United Football Club Samziuram lifted the Futsal Tournament which was organised by Baptist Youth Endeavour of Liangmai Baptist Phumling New Jalukie in Peren district on Saturday. In the final match of the three-day tourney, United FC defeated Baptist Youth Endeavour of Liangmai Baptist Phumling New Jalukie by 5-1. The champions received cash award of Rs. 15,000 with medals and citations while runners-up got Rs. 8000 with medals and citations. KOHIMA, OCT 16: As part of the ongoing 17th NSF Martyrs Memorial Trophy, an exhibition between the Naga Students’ Federation (NSF) and Angami Students’ Union (ASU) was played here Sunday with Neizokhotuo Belho, former general secretary NSF and present tribunal member ASU as chief guest. The nail biting match between the two teams with end to end action of attack and counter attacks yielded in a 4-4 goals draw in the penultimate regulated time. Versatile striker Mego Ratsa (10) of ASU scored the hat trick in the 10th, 15th and 25th minutes of the match. The 4th goal for ASU was scored by its diminutive striker Zekuseto (15) in the 52nd minute.

However, the NSF team came back strongly in the second half with a hat trick coming from the boots of striker Tongpang Ozukum ( ex NSF president). In the 67th minute, Kelhouneizo Yhome( ex NSF president) singlehandedly dribbled past the ASU defenders and slotted in a brilliantly equaliser the making the score 4-4 each. With the match tied, the fate of the match was decided through tiebreaker wherein ASU defeated the NSF team by 9-5 goals.
