BRICS adopts Goa declaration; Govt declares CCoFA NH-29 bandh illegal condemn terror attacks on India

DIMAPUR, OCT 16 (NPN): DAN cabinet on Sunday declared as “illegal” the proposed indefinite bandh from Monday called by the Coordination Committee on Fuel Adulteration (CCoFA) as contained in a communiqué issued by Home commissioner Abhijit Sinha. The communiqué informed that the cabinet took the decision Sunday after consideration of the bandh causing restriction on movement of essential commodities and services, besides causing inconveniences to the general public. In this regard, Sinha also informed that district administration and police have been directed to take all necessary measures to ensure that free movement of all vehicles and public was not disrupted in any manner by any group or individuals. The government has also requested public not to take part in the bandh but extend full cooperation to the law enforcement agencies. Recalling the genesis of the issue, the communiqué said that based on specific complaints, police and administration on June 27, 2016 raided six locations in Dimapur and Chumukedima. The team discovered that fuel adulterations were being carried out illegally and where several fuel tankers were seized and two cases registered at Diphupar PS and West Ps.

Aggrieved Hindi teaches to boycott classes from today

DIMAPUR, OCT 16 (NPN): All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) on Sunday said it would boycott classes from October 17, to protest against non- payment of salaries for the past seven months (March-September). The association vice president, Monthung in a press statement said the decision was made based on its earlier resolution-- ‘no work no pay.’ It therefore, asked the aggrieved teachers to follow the same till further notice. Since the teachers have been working the whole year without salary, it said they have decided not accept “piecemeal payment” to temporarily appease their sufferings. It requested all the headmasters, teachers’ in-charge of both government and private school to bear with the inconvenience. Meanwhile, the association has informed all ANHTU central body representative executive member of ANAHTA and all members to attend an emergency meeting on October 19 at 1 pm at its treasure’s residence

Considering the seriousness of the cases and the inter-district/inter-State ramifications, Sinha said an SIT headed by IG (Range) was subsequently formed by the state government on July 15,2016 for a thorough and detailed investigation. Since the cases required investigations outside the state and the Forensic Science Laboratory (FSL) reports of the samples collected yet to be received, Sinha said the SIT was unable to complete investigation and submit the chargesheets. On October 15, the home commissioner said the cabinet, after deliberating on the representation submitted by CCoFA, decided that since the SIT investigation was in an advanced stage, it was not advisable to change the investigation agency at this juncture. The cabinet also directed the DGP to instruct the SIT to submit chargesheets in the court within the next ten days. The decision of the Cabinet was then conveyed to the CCoFA and urged upon it to call off the proposed bandh, stated the home commissioner. However, he said the CCoFA decided to go ahead with the indefinite bandh. The Home commissioner lamented that the bandh had been called despite assurance given by the government that the SIT, whose mandate is to comprehensively cover all relevant issues connected with

the subject matter as given in the two FIRs lodged with the Police in connection with the case, would be submitting the chargesheets in the next ten days.

Sinha recalled that a representation was received by the government on September 23 2016, from an organisation, “Coordination Committee of Civil Society

Organisation on Fuel Adulteration”, demanding transfer of two cases to CBI and in case of failing to do so it threatened to enforce a Bandh on NHs within the State.

CCoFA to go ahead; refutes cabinet’s statement

Co-ordination Committee on Fuel Adulteration (CCoFA) has refuted the state cabinet’s statement, asserting that the proposed indefinite highway bandh from October 17 “has nothing to do with the SIT or the chargesheet to be filed by it, as supposed by the Cabinet”. Making its stand clear, CCoFA media cell in a press note said that the bandh has been called in view of the state government’s failure to bring in the CBI to probe into the fuel adulteration scam, even after the 15-day deadline had ended. While condemning the “confrontational attitude of the state government, rather than giving its assistance”, CCoFA reminded that the protest was “a moral battle between the vast majority of helpless citizens on one side and the insensitive government on the other side” and cautioned that the repercussions would be serious. It said by adopting a confrontational attitude, the government has by default declared that it supports the alleged kingpins-- Dinanath, Srikanth, Umesh, Naval and

Ajay Prasad and would continue to support corruption. Asserting it was “not bothered whether the SIT is filing its chargesheet within three days, or 10 days or after 1 month”, the committee said its main concern was to convey and highlight to the public that the “SIT cannot satisfactorily bring the case to its logical conclusion because the fuel adulteration issue is not merely confined to the five kingpins”. “This racket involves virtually the whole of the Food & Civil Supplies Department, the DCs of the districts, and the politician,” CCoFA alleged. It said public were not fools to believe that the SIT would dare charge-sheet the portfolio in charges of F&CS department in the last 1520 years, if indeed they are found culpable. DIMAPUR, OCT 16 (NPN): NSCN (Reformation) MIP in a press statement claimed the merger of Naga National Council (NNC/PRN) with NSCN (Reformation) on October 15. MIP said NSCN (R) president Y. Wangtin Naga welcomed the leaders and workers of NNC/ PRN at the ceremony programme organized at its cease-fire office, Mon Hq. Wangtin appreciated the “selfless decision” of O. Chingmak Chang, president NNC/ PRN and Dr. Amento general secretary NNC/PRN for taking the right step to merge with the NSCN (R) in the interest of the Naga cause, MIP said. Maytas-Gayatri clarifies on 4-lane DIMAPUR, OCT 16 (NPN): Maytas-Gayatri JV, a Hyderabad based infrastructure company on Sunday clarified that the construction of 4-lane work (Dimapur to Kohima) was not Maytas-Garatri JV (joint venture) but the work was awarded to M/s Gayatri project limited without any (JV) through NHIDCL. The company representative in a press statement also clarified that no sub-contractors have been engaged by M/s Gayatri project limited till date. In this regard, M/s Gayatri project limited has urged all the associations in the state to cooperate so that the project on 4-lane work could be executed in the interest of the state and nation as the road was part of Asian Highway network. On the abandoned 2-lane road projects under Special Accelerated Road Development Project (SARDP) Phase-I, the representative clarified that the works on Longleng to Changtongya, Mon-Tamlu-Merangkong, Phek-Pfutsero, Chakabama-Zunheboto were executed by Maytas-Gayatri (JV). However, due to some technical reasons the company could not continue and was “dragged into huge loss”. Since, the issue was now with the ministry and Supreme Court; the company said it was eagerly waiting for the decision and approval from the ministry to resume the works on 2-lane project at an early date. Further, the company said it was continuously maintaining the above mentioned roads as and when it received instruction from the government. It may be mentioned that on October 7, the state government has clarified that JV had abandoned the works (after carrying out formation cutting) as the revised estimates were not approved by the Ministry of Road Transport and Highways (MoRTH).

BENAULIM (GOA), OCT 16 (IANS): BRICS nations on Sunday unanimously condemned terrorism in all its forms, including the terror attacks on India, as Prime Minister Narendra Modi called for a comprehensive response to this global scourge. “We strongly condemn the recent several attacks, against some BRICS countries, including that in India,” the Goa Declaration adopted at the conclusion of the Eighth BRICS (Brazil, Russia, India, China, South Africa) Summit here stated. “We strongly condemn terrorism in all its forms and manifestations and stress that there can be no justification whatsoever for any acts of terrorism, whether based upon ideological, religious, political, racial, ethnic or any other reasons,” it said. “We agreed to strengthen cooperation in combating international terrorism both at the bilateral level and at international fora.” The statement comes after last month’s cross-border terror attack on an Indian Army camp at Uri in Jammu and Kashmir that claimed the lives of 19 Indian soldiers. India has blamed the Pakistan-based terror outfit Jaish-e-Mohammed (JeM) for the wanton attack. And, we need to act both individually and collectively,” he said. Tohanba said that the state cabinet decision to implement 33 percent reservation for women in the upcoming municipal council and town council polls, would give them an opportunity to take active part in decision making and governance. He was confident that their (women) participation in the civic polls would enhance the performance of urban lo-

cal bodies (ULBs) and serve the citizens better. Tohanba further, expressed hope that the women would be able to shoulder the responsibilities in their respective ULBs in a better way. He said this at the inauguration of Tobu Town council and office of the SDO national highway NPWD on October 15 at Tobu town. Tohanba also appealed to the citizens to change their mindset and cooperate by paying municipal taxes so that every town would be maintained and developed.

Only drink water when thirsty, study suggests SYDNEY, OCT 16 (AGENCIES): Given that around 60 percent of human body weight is made up of water, it is no surprise that water is essential for human health, aiding every bodily function. But how much water do we need to drink on a daily basis? While you may have heard that eight 8-ounce glasses of water each day - known as the “8x8 rule” - is the aim, there is no scientific evidence that pinpoints precisely how much fluid is the optimal amount. Based on studies to date, the Institute of Medicine (IOM) recommend that women should aim to drink around 2.2 liters of total beverages daily (around 9 cups), while men should aim to consume around 3 liters of total beverages daily (around 13 cups). However, contrary to these recommendations and the so-called 8x8 rule, the new study suggests we should only drink when we are thirsty, after discovering a mechanism that makes drinking excess water challenging. Study co-author Michael Farrell, of the Bio-

medicine Discovery Institute at Monash University in Australia, and colleagues publish their finding in the Proceedings of the National Academy of Sciences. Right prefrontal cortex ‘overrides’ swallowing inhibition for excess water: For their study, the team enrolled a number of participants and asked them to drink large amounts of water immediately after exercise, when they were thirsty, and later on in the day, when they were not thirsty. In each condition, the researchers asked the participants to rate how difficult it was to swallow water. Compared with water consumption just after exercise, the participants found it three times more difficult to drink water later on when they were not thirsty. “Here, for the first time, we found effort-full swallowing after drinking excess water which meant they were having to overcome some sort of resistance,” says Farrell. “This was compatible with our notion that the swallowing reflex be-

comes inhibited once enough water has been drunk.” The team used functional magnetic resonance imaging (fMRI) on each of the participants, which allowed them to measure brain activity just before they swallowed water in each experimental condition. They discovered that certain areas of the right prefrontal cortex of the brain showed significantly higher activity when participants had to make an effort to swallow the water, suggesting that this brain region “overrides” the swallowing inhibition to allow excess water consumption.

‘Drink according to thirst’ Farrell and team stress that drinking too much water can cause significant harm, it can lead to hyponatremia, for example, where blood sodium levels are abnormally low. “There have been cases when athletes in marathons were told to load up with water and died, in certain circumstances, because they slavishly followed these recommendations and drank far in excess of

The researchers say their findings suggest that when it comes to water intake, we may fare better by listening to the body’s needs. “If we just do what our body demands us to we’ll probably get it right - just drink according to thirst rather than an elaborate schedule,” Farrell said. Still, the team points out that water intake remains essential to human health, and there are certain groups - such as elderly individuals - who do not consume enough water. How much water should you drink? The recommended amount of water to be drunk per day varies from person to person, depending on factors such as how active they are and how much they sweat. There is no universally agreed upon amount of water that must be consumed daily, but there is a general level of consensus as to what a healthy amount is. According to the Institute of Medicine (IOM), an adequate intake for men is approximately 13 cups (3 liters) a day. For women, an adequate intake is

Drinking “8 by 8” is an easyto-remember amount that can put people on the right track regarding water consumption. Remember, all non-alcoholic fluid counts towards this recommendation. Water also helps dissolve minerals and nutrients so that they are more accessible to the body, as well as helping transport waste products out of the body. It is these two functions that make water so vital to the kidneys. Every day, the kidneys filter around 120-150 quarts of fluid. Of these, approximately 1-2 quarts are removed from the body in the form of urine, and 198 are recovered by the bloodstream. Water is essential for the kidneys to function. If the kidneys do not function properly, waste products and excess fluid can build up inside the body.

Untreated, chronic kidney disease can lead to kidney failure, whereby the organs stop working, and either dialysis or kidney transplantation is required. Urinary tract infections (UTIs) are the second most common type of infection in the body and account for around 8.1 million visits to health care providers in the U.S. every year. If infections spread to the upper urinary tract, including the kidneys, permanent damage can be caused. Sudden kidney infections (acute) can be life-threatening, particularly if septicemia occurs. Drinking plenty of water is one of the simplest ways to reduce the risk of developing a UTI and is also recommended to those who have already developed a UTI. Kidney stones interfere with how the kidneys work and, when present, can complicate UTIs. These complicated UTIs tend to require longer periods of antibiotics to treat them, typically lasting 7-14 days.

He also expressed hope that by holding the civic polls, the urban local bodies will be strengthened in order to bring in tremendous changes. Tohanba said the Municipal Affairs department was created in order to facilitate the ULBs, so that in due course of time these bodies would become fully functional and well equipped for self sustenance. He said as per Nagaland Municipal Act 2001, Tobu was declared as a Town Council on August 18, 2016 along with eight other towns in the State.
