DIMAPUR, OCT 17 (NPN): It was a bandh with a difference with public being spared while government vehicles barred from plying the NH 29 and oil tankers totally restricted from movement on Monday, the first day of the indefinite bandh on NH 29 called by the Co-cordination Committee on Fuel Adulteration (CCoFA). The bandh passed off peacefully and without stray incidents mainly since it affected only the National Highway 29 between Dimapur to Kohima. CCoFA had called for an indefinite phase-wise bandh after expiry of its 15-day ultimatum on the state government for a thorough CBI probe into the fuel adulteration scam during which, the alleged kingpins were arrested and petrol tankers seized including chemicals used for adulterating petrol. On Monday, CCoFA members and volunteers enforced the ban at New Field Check Gate, Dillai Gate, Chumukedima check point, and in Medziphema town from 6 a.m. CCoFA informed that the volunteers would be manning the checkpoints indefinitely. With the restriction on movement of oil tankers not only along NH-29, but inside city limits, the state is most likely to experience fuel shortage in the coming days if the bandh continued. It was disclosed that the chief minister halted overnight at his residence in Dimapur on Sunday ostensibly to avoid check points at various portions of the NH-29. Since the entire route of the highway was not patrolled except the check gates, the chief minister’s entourage took the route to Assam via Burma Camp and through the tea garden road to Khatkhati to evade the New Field Check Gate. H o w e v e r , C C o FA claimed that the “CM’s evasion was a moral victory, as he could’ve defied the bandh, if he truly viewed it as illegal”. Few government vehicles were seen plying along NH-29 without number plates. Some vehicles without plates but
with red beacons were reportedly sent back towards Kohima by volunteers located at Patkai Bridge (Chumukedima check gate). Around 200 volunteers of youth organisations, public and student bodies of Chumukedima area were stationed at Chathe river bridge. Volunteers expressed confidence that they would be able to sustain the bandh indefinitely. In this regard, volunteers at the bridge informed that they have prepared a rooster for various groups, villages, organisations etc. to take turns to man the checkgate 24x7. They also planned to enhance the number of volunteers from 200 to 500 starting October 20. DIMAPUR, OCT 17 (NPN): In view of several dengue cases being reported in private hospitals and clinics in Dimapur district through Rapid Card Test, chief medical officer (CMO), Dimapur Dr. K. Vikato Kinimi has requested the hospitals to send the RCT positive samples to the Sentinel Surveillance Site Lab at District Hospital Dimapur. The samples would then be tested with ELISA Test, a WHO approved confirmatory test for Dengue, Dr. Kinimi added. It also said for sample collection one may contact-9436007335.

3 girls injured in grenade blast in Imphal Correspondent
IMPHAL, Oct 17: Three girls including a minor were injured after a hand grenade reportedly hurled by two unidentified miscreants exploded at the residence of a contractor in Imphal’s Tangkhul Avenue on Monday night. According to reports, the miscreants hurled the hand grenade at the residence of Chelneil, who is also the president of Tangkhul Contractor’s Association Ukhrul at around 7 p.m. The three injured girls were rushed to Raj Medicity hospital where the condition of one of the girls identified as Sunita Jajo (20) was stated to be critical. Sunita’s younger sister Chuichui (18) and eight year-old Leiyarel sustained minor injuries. They were out of danger, doctors attending them said. The two sisters from Mawai village were staying at a rented house at the time of the blast.

Greed, step motherly treatment stalled SARDP projects: NPCC
KOHIMA, OCT 17 (NPN): Nagaland SSA Teachers Association (NSSATA) and All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) that launched their respective agitations on Monday have affirmed to continue to boycott classes till the state government met their demands. NSSATA representatives told Nagaland Post that all its units from all district headquarters confirmed boycotting classes. They also said that there were some schools that had been severely affected since majority of the teachers was from SSA. It was informed that a few schools in Noklak subdivision were completely paralyzed since the schools were functioning fully with SSA and Hindi teachers. Meanwhile, NSSATA 2010-2013, Mokokchung Unit has extended support to NSSATA central body. Unit president Moakum has asked all the unit members to actively participate in the agitation till the government fulfilled the four-point charter of demands. Besides, the ANAHTA has also affirmed that till all their pending salaries were released, the agitation would continue across the state. It said all the aggrieved Hindi teachers numbering 1379 from 11 districts participated in the agitation on Monday.
DIMAPUR, OCT 17 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Monday alleged that Special Accelerated Road Development Project (SARDP) roads project in Nagaland were stalled due to greed of NPF and stepmotherly treatment of the Government of India. NPCC media cell in a press statement, said that roads taken up under SARDP were the most important roads as it covered the district headquarters of Mon, Longleng, Zunheboto and Phek. However, the above mentioned roads project failed in the state, as prior to 2013 general election, it was rumoured that NPF demanded huge commission from the contractors by assuring that they would revise the estimate, media cell claimed. So when the revised estimate increased to over 200% and was submitted to government of India, secretary transport, Vijay Chibber, IAS Government of India, ordered the cancellation of the project, in 2013, media cell said. Subsequently, a PublicInterest Litigation (PIL) was filed by in the Gauhati High Court. In its judgement, the court had directed the contractors to start work immediately on October 13, 2013. This was contested by NDA government by filing a Special Leave Petition
(SLP) in the division bench of the Gauhati High Court and the court appointed a commission to verify, NPCC said. However, the division bench of Gauhati High Court dismissed the Special Leave Petition on July 27, 2016 in favour of the work. “All the Kings and all the Queens of NPF and BJP from Nagaland could not prevail upon the Government of India from filing the SLP in the Supreme Court”, NPCC claimed. So, when the case was heard on October 7, 2016, the Supreme Court in its ruling appointed a Commission to further verify. In the light of the above, NPCC said that the revision of estimate would not have been necessary had the contractors been given time to work without disturbances. On the other hand, NPCC said that the transport secretary should have at least ordered verification of the work and revised estimate and could have corrected the revised estimate instead of ordering cancellation of the work order. “This is purely step motherly action toward the public of Nagaland”, NPCC said. Therefore, NPCC said unless the Government of India changes its attitude, the case will go on for years and the people of the four districts will continue to suffer without pliable roads.

DIMAPUR, OCT 17 (NPN): Under the initiative of Nagaland Governor P.B. Acharya, Dimapur railway station has undergone some major changes. Report from DIPR, said that changes included- improvement in unreserved ticketing system counters (UTS), ticket checking, parking space for different abled persons and enhancement of storage capacity of FCI. The initiative taken by Governor also included cleanliness in and around the railway station. For this, authorities of Dimapur railway station were constantly inspecting the premises and give counselling to the commuters on cleanliness. The report further stated that fine has been levied on those who litter the station. Dimapur Railway station has also introduced four unreserved ticketing system (UTS) counters on August 10, 2016.
With the introduction of the UTS counters, ticketing has become easy as the counters deal with more than thousand ticketing in a day, the report stated. Further, for improvement of Dimapur railway station, a committee has been set up headed by ADRM/ LMG to accept and address any suggestion submitted by the commuters and general public. On separate parking area for differently abled person, the railway authority has earmarked an area and a tender has been floated which will be open this month, said the report. Besides regular frisking of passengers’ luggage, CCTV cameras have been installed and security forces have been deployed round the clock to secure the station. It may be mentioned that Dimapur is the second highest revenue earning station after Guwahati for the Northeast Frontier Railway.

Nagaland chief minister T.R. Zeliang told his Assam counterpart Sarbananda Sonowal that the border issues should be solved amicably by the people instead of depending on the Court to pass a judgement, when the two leaders met at Kaziranga, Assam, said CMO media cell in a press statement. He said the problem or issue whether big or small would be solved, only when the two sides come together across the table and discuss with an open mind and determination. NEW DELHI, OCT 17 (PTI): The Centre has asked states to clear pending MNREGA wage payments at the earliest to beneficiaries, and cautioned them to avoid diverting funds for other social welfare schemes. In July this year, the Supreme Court had pulled up the Centre over delay in payments under “Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA). Following which, in last few months the Rural Development Ministry repeatedly has asked states to clear the pending payments from available funds. “You are aware of the fact that the Ministry has been harping on the need to clear the wage liabilities on priority. In fact it has been clearly stated that the payment of wages ought to be the first charge on funds released to states/UTs from time to time,” the Union Rural Development Ministry has said in a letter written to the states.
Keeping in view the concern of the Hon’ble Supreme Court and the advice of the Ministry, you are requested to kindly take appropriate action for clearing all pending wage liabilities at the earliest, the letter added. According to a source about Rs 100 crore MNREGA wage payments is pending in various states, while Centre has already allocated adequate funds to the states. The Central government has also sent a team of officials to those states where maximum MNREGA wage payment is pending. Under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), funds are released to the states on the basis of agreed to labour budget and performance of the states. DIMAPUR: Naga Research Scholars Forum (NRSF), university of Hyderabad in collaboration with centre for study of Social Exclusion and Inclusive Policy organized two-day national seminar on “Discoursing the Shifts of the Naga society in North-east India” from October 14 to 15. It was partially funded by the UPE II of the university. The inaugural function was graced by pro vice chancellor, University of Hyderabad, Prof Sanjay as the chief guest. In his speech, he felicitated the NRSF for their
initiative in bringing about a platform for the young scholars to engage and disseminate ideas. Dean of School of Social Sciences, Prof K. K Misra, who chaired the session, stated that the seminar was very appropriate as it covered wide relevant themes. Keynote address was delivered by Dr Veio Pou, author of ‘Literary Cultures of India’s North East: Naga Writings in English’ on ‘Engaging the Dominant Narratives in the Naga Society’. In his power packed key note address, Dr
Pou observed that unprecedented changes had come about in the last six-seven decades in the Naga society. Besides the various damages, according to him had been chiefly the damage on the understanding of one’s own traditional and cultural institutions. He pointed out the need to know the inherent ideological strains operational in the society and accordingly corrective measures must be taken up to counter such narratives. While Dr Ajailiu Niumai (Coordinator of the
Seminar) also pointed out the need to look at the society critically, Riku Khutso, PhD candidate, department of History, spoke on the concept and the scope of the seminar by underlying the need to identify new methodological frameworks and perspectives to understand shifts in the Naga society of North East India. One of the main objectives of the seminar had been to engage academic endeavors from different disciplines which concerned past, present and future of the Nagas and also locate the current debates around these divergences and convergences in the Naga society. There were altogether 18 delegates and three in absentia papers from Jawaharlal Nehru University, New Delhi, Jamia Milia Islamia University, New Delhi, Christ University, Bangalore, Delhi School of Economics, Delhi and University of Hyderabad. The valedictory session was graced by retd. Professor Sudhir Jacob who pointed out that the Nagas needed to deconstruct the baggage of colonization and westernization and reconstruct the society based on their rich indigenous culture and traditions.

She said except one or two societies, no other society has shown any sigh of growth and the growth rate of the state remains somewhere near zero.
Giving an overview of the trainings, Dr. J S Chauhan of (TOPIC) NCDC said that the objective of holding such trainings was to involve the co-operative societies and help them flourish and play a pivotal role in the development of rural economies. The training on “Developing Cooperatives as Rural Growth Centres” will go on for five days and 35 people are participating in it while the training on “Nurturing Cooperatives as Institutions for Developing Agriculture and Allied Activities” will go on for four days with 35 people participating. The trainings, which are being conducted by NCDC, TOPIC, Gurgaon would conclude on October 20 and October 21 respectively.

DIMAPUR: Naga Peoples Front (NPF) Mon division officials led by its president Yanlong Konyak, general secretary Wango Konyak and secretary central NPF in-charge of Mon division held a co-ordination meeting with officials of 55 Tobu A/c and village units on October 14 at Tobu town.

DIMAPUR: Global hand washing day was observed on October 15 at Nazareth School, Pfutsero organized by PHED Phek division of WSSO, PHED Nagaland. According to DIPR report, brand ambassador i/c Phek district, Vizopal Chaya encouraged the students to be agent of change for healthy society. He told them to wash hands with soap and cautioned all to prevent from littering the environment and advised the students to be an example so others could emulate them. DIMAPUR: Department of HE has informed that government has decided to continue the state merit scholarship with certain modifications. According to DIPR report, the department has informed beneficiaries that fresh application with qualifying percentage of marks were eligible to apply for the same. HSLC and HSSLC qualifying percentage has been enhanced from 75% to 80% and for degree level from the existing 60% to 70% marks. To continue with the Merit Scholarship, a student has to maintain consistent academic result or the required percentage of marks for renewal of Merit Scholarship annually until completion of the course duration. For those students who have applied their scholarship at the old eligibility criteria would be allowed to apply for renewal as per the existing
norms (HSLC, HSSLC: 75% & Degree level 60%) till completion of the course. Students who desire to avail the State Merit Scholarship have been requested to apply scholarship on the State Portal website i.e.www.nagalang.gov.in. No students would be allowed to avail two Scholarships but opt for either State Scholarship or Central Scholarship. In case of detection of double Scholarships, such students would be blacklisted and would be debarred of scholarship for the rest of his/her academic career. State Merit Scholarship will go live by October 20 till November 30, 2016 and hardcopy submission to the directorate would be till December 15. Hardcopy submission of Post Matric Scholarship (PMSST) would not be entertained by the directorate. State Research Scholarship form would be issued manually.

WOKHA, OCT 17 (NPN): Five-day training of trainers on Cumnunity First Responder (CFR) organized by District Disaster Management Authority (DDMA) Wokha in collaboration with CD&HG, H&FW and SDRF and supported by Nagaland State Disaster Management Authority (NSDMA) got underway here at DC conference hall, Wokha Monday. SDO (C) Wokha Mhomo Tungoe, who delivered welcome address, encouraged the trainees to be active and
cooperative during the 5-day training in order to become master trainers be well-versed on CFR. NSDMA media officer Karen Rose, in her introduction of the training programme, gave out basic information of the CFR programmee as well as the role of CFR. EAC Wokha Athrong spoke on the basic concept of disaster management and on disaster management institutional structures while Fire and Emergency Services 2nd OC Keleseho Stephen Tsukru gave a brief introduction to Incident Response
System (irs). ADC Wokha Thavaseelan K gave a presentation on personal and scene safety, art of communication, consent and confidentiality, infection control and on use of gloves while deputy controller of civil defence and district commandant of home guards Wokha Avinuo spoke on the various methods of victim rescue. Amur Falcons arrive at Pangti village DIMAPUR: DFO, Doyang Plantation Division Wokha, Lhinghoikim Touthang, field staffs of the division and Amur Falcon Roosting Area Union (AFRAU) president Zanthungo Shitiri visited the Amur falcon roosting site at Pangti village on October 15. Viewing from the reception point watch towers at around 1.30 p.m in the afternoon, the falcons could be seen sitting on wires, covering few kilometers. The group proceeded to the roosting site towards evening, where the falcons could be seen in large groups hovering in the sky as the sun began to set. Assam Gana Sangram Parishad. “As per the accord, all Hindus or Muslims who entered Assam after 1971 must go back,” Bhattacharyya said. “Assam is already burdened with Bangladeshis who entered the state before 1971. The Assam Accord was signed after a six-year-long agitation. The Centre must respect the accord, which is a national commitment,” he said. He said that not a single Bangladeshi who entered the state after 1971 would be allowed to stay in Assam. He said along with 28 other civil society organisations of Assam, a mass movement would be started soon to create public opinion against the move to amend the Citizenship Act. “A small state like Assam has already taken the burden of Bangladeshis who entered it before 1971. Not any more. Assam is not a dustbin to dump illegal Bangladeshis for vote bank politics,” the AASU leader said.

VHAA appeals to the GST Council for tax on tobacco G u wahat i , O c t 1 7 (PTI): The Voluntary Health Association of Assam has appealed to the GST Council to recommend a highest possible tax rate under GST with a provision for states’ right to impose top-up taxes on all types of tobacco. To safeguard public health, discourage consumption and addiction amongst Indians, the VHAA wanted the top-up tax to be imposed on cigarettes, bidis, smokeless tobacco and pan masala. The NGO’s executive secretary, Ruchira Neog, said, “It has been proven globally that the most direct and effective method for reducing tobacco consumption is to increase their price through tax increases.” “An increase in tobacco prices by 10 per cent decreases tobacco consumption by 4 per cent in high-income countries and by about 6 per cent in low-and middle-income countries,” it said. The organisation also stated that the current taxation system differentiates between various forms of tobacco products (such as bidis, smokeless tobacco and cigarettes) while imposing taxes. It is most critical that ALL tobacco products within GST and under the highest category for demerit or sin products to attract maximum tax, she says. “Distinguishing tobacco products with different GST rates would inadvertently pass the wrong message that some tobacco products are less harmful than the other,” Neog pointed out.

Speaking on the sidelines of the inauguration of a Manipur Bhavan here, Okram referred to the multi-ethnic population of the northeast. “If the NDA government’s decision affects any state of the northeast, we will raise our voice,” he said. The newly-constructed Manipur Bhavan at Ulubari will help state government officers as well as people to travel to the city, Okram said. Next on the cards is a plan to develop the historic Red Land in Shillong with assistance from the North Eastern Council (NEC). “There are some issues with the Shillong Municipal Council. MBDPF seeks MHA help for visit to 3 Mizo dist
Aizawl, Oct 17 (PTI): Mizoram Bru Displaced People’s Forum (MBDPF), an umbrella organisation of the Bru community lodged in six relief camps in North Tripura district, today urged Ministry of Home Affair’s Special Secretary (Internal Security) Mahesh Kumar Singla to arrange logistics for MBDPF leaders visit to three districts in Mizoram. MBDPF president A Sawibunga and Bruno Msha said the Bru body proposed to visit Mizoram’s Mamit, Kolasib and Lunglei districts before the commencement of the repatriation process from early November. “The MBDPF decided to send teams to visit Mamit, Lunglei, and Kolasib districts of Mizoram to identify the villages for repatriation under Final Road Map,” the letter said, adding the visit of the MBDPF teams was extremely crucial for the success of the repatriation process. The visit by MBDPF would help in building confidence and trust among the Bru IDPs living in relief camps, it said. The Bru body appealed to the MHA to provide necessary arrangements including security for the team. The letter also listed out a number of queries and objections to Road Map-V for Bru Repatriation as prepared by the Mizoram government and also made a 14-point charter of demands for the repatriation process.

Surgical strikes: Parrikar gives credit to RSS teachings
AHMEDABAD, OCT 17 (AGENCIES): Giving credit to the teachings of Rashtriya Swayamsevak Sangh (RSS), Defence Minister Manohar Parrikar said Monday that a Prime Minister from the land of Mahatma Gandhi and a defence minister from Goa were a “different kind-of combination” that backed the Indian Army in carrying out surgical strikes across the Line of Control (LoC), reports the Indian Express. Calling upon Pakistan to “close down the factory of terrorism”, Rajnath Singh said the army’s surgical strikes on Pakistani territory was a “pre-emptive action against Pakistan”. “India does not have any ill will against the people

Pakistan has adopted terrorism as its state policy and harbours terrorists,” Rajnath Singh told a Regional Editors Conference here. “India is ready to help Pakistan take action against terrorists in Pakistan, including Pakistan-occupied Kashmir,” he said. The minister said Pakistan needed to act against terrorists on its territory. “That is the reason it has been isolated not only in South Asia but also in the world.” He said some countries and groups were trying to destablize India as New Delhi’s economic clout was growing in the world. NEW DELHI, OCT 17 (PTI): An apex body of NGOs has petitioned the Union Home Ministry, urging it to extend the date of FCRA renewal to December 31, fearing that otherwise many organisations awaiting renewed licenses will have to cease operations. Terming it as an “existential crisis” of the NGO sector, Voluntary Action Network India (VANI) said non-disbursement of renewals may halt major development projects as many voluntary organisations are involved in various flagship programs of the Centre. Several high profile NGOs have come under the scanner in the recent past for allegedly violating the provisions of FCRA (Foreign Contribution Regulation Act) that regulates the flow of foreign funds to them. The Home Ministry’s FCRA wing had set June 31 as the deadline for renewal of application. Pending renewal, their licenses will stand terminated after October 31.

Stray dog bites continues in Kerala T H I R U V A N A N THAPURAM, OCT 17 (PTI): A total of 31,114 persons were bitten by stray dogs in Kerala in the past three months, Health Minister K K Shailaja told state assembly today. As per the statistics, highest number of dogs bites during June, July and August was reported from Thiruvananthapuram district with 6,042, followed by Palakkad 4,305 and Kollam 4,123, Shailaja said in a written reply during question hour. She said steps are underway to ensure that all domestic dogs were administered with anti-rabies vaccine under a programme of State Animal Husbandry Department. BUDAPEST (HUNGARY), OCT 17 (PTI): The democratic process in India has brought about a shift in political power from the middle and higher castes and classes of urban society to the backward classes who are now politically the most influential ones in the country, Vice President Hamid Ansari said today. “They (backward castes) have won reservations for themselves in legislatures and government services as were accorded to the Scheduled Castes and Scheduled Tribes after independence through Constitutional provisions,” said Ansari who is on a three-day official visit to Hungary. “There are few examples in recent history of such a conspicuous shift of political power, involving such a huge mass of population, taking place in such a short period of time almost without any violence and in a democratic way. This is one more example of the miracles that democracy can create. “So there is much to celebrate, much to be proud of. At the same time, living societies also introspect from time to time, recall their foundational
principles and assess the work still to be done,” he said while addressing a seminar on ‘Indian Democracy: Achievements and Challenges’ at the Corvinus University. He said, these, in India’s case, are inscribed in the Preamble and the text of the Constitution. They were amplified in the concluding statement of Bhimrao Ambedkar, the man who chaired the drafting committee. He said the Indian Constitution stipulated universal adult franchise and its basic principles were summed up in a brief and pithy form in the Preamble; its sections on Fundamental Rights and Directive Principles of State Policy made it a socioeconomic manifesto. “In other words the superstructure of a democratic polity and a secular state structure, put in place in modern India, is anchored in the existential reality of a plural society,” he said. India’s population of 1.27 billion comprises of over 4,635 communities 78 per cent of whom are not only linguistic and cultural but social categories. Religious minorities constitute 19.4 per cent of the population, he said.
“Much of this is reflective of our cultural past. Indian culture is syncretic in character and, as a historian put it ‘embraces in its orbit beliefs, customs, rites, institutions, arts, religions and philosophies belonging to different strata of societies in varying stages of development’. “It eternally seeks to find a unity for the heterogeneous elements which make up its totality.’ It is a veritable human laboratory where the cross breeding of ideas, beliefs and cultural traditions has been in progress for a few thousand years. The national movement recognised this cultural plurality and sought to base a national identity on it,” he said. He said the challenge of securing substantive equality for citizens, and thereby ensuring fraternity for the unity and integrity of the nation, remains a work in progress and it has been argued that “inequality traps” prevent the marginalised and work in favour of the dominant groups in society and that “unequal opportunities lead to unequal outcomes which in turn lead to unequal access to political power”.
Haji Ali: SC extends stay on HC order ECI announces bypolls to NEW DELHI, OCT 17 (PTI): Supreme Court today extended the stay granted by Bombay High Court to facilitate an appeal against its decision to lift the ban on entry of women near the sanctum sanctorum of the famous Haji Ali Dargah till October 24, when it will hear the matter. As the case did not reach the board for hearing, the counsel for the Haji Ali Dargah Trust urged the bench comprising Chief Justice T S Thakur, Justice A M Khanwilkar and D Y Chandrachud to extend the stay until the next date of the hearing. The bench accepted the oral plea of senior advocate Gopal Subramaniam in this regard. The apex court had on October 7 expressed hope that the Trust, which has challenged the high court judgement, “will take a stand which is progressive”. Subramaniam had also assured the bench that he was on a “progressive mission” and said all holy books and scriptures promoted equality and nothing which is regressive in character should be suggested. The High Court on August 26 had held that the ban imposed by the Trust on women from entering the sanctum sanctorum of the Haji Ali Dargah, contravened Articles 14, 15 and 25 of the Constitution and said women should be
permitted to enter the sanctum sanctorum like men. The High Cour t had allowed a PIL filed by two women, Zakia Soman and Noorjehan Niaz, from NGO Bharatiya Muslim Mahila Andolan, challenging the ban on women’s entry into the sanctum sanctorum of the dargah from 2012. It had granted a six-week stay on the order on a request by the Dargah Trust to enable it to appeal before the Supreme Court. The high court had held that the Trust had no power to alter or modify the mode or manner of religious practices of any individual or any group. The High Court in its 56page judgement had also noted that the “right to manage the Trust cannot override the right to practice religion itself ”. It had said the trust has not been able to justify the ban legally or otherwise. Hence it cannot be said that the prohibition was an essential and integral part of Islam and whether taking away that part of the practice would result in a fundamental change in the character of the religion or belief.

hether or not , Republican candidate Donald Trump wins the race to the White House against Democratic candidate Hillary Rodham Clinton in the November 8,2016 US presidential election; the biggest loser is the reputation of the liberal American media which has been carrying out an aggressive anti-Trump campaign day in and day out. If Hillary wins, it can be credited to the biased way in which 100% of the American liberal media has been conducting a negative campaign. However if Trump wins, it will still be a discredit to the American liberal media. It seems that either way, the American liberal media is in a lose-lose position no matter who eventually wins the race. Never in the history of US presidential elections has a candidate attracted so wide hostility from the US media. Donald Trump is not exactly the type of candidate the majority of Americans would like to have but neither is Hillary Clinton. However, the difference between the two candidates is which side the liberal American and the media is with. Hillary Clinton has been given the longest ever rope despite being involved in highly controversial episodes while as a- lawyer ,when in 1975 she successfully defended a 42-year old man who raped a 12-year old girl. Hillary told the court that the girl made up the rape story because she enjoyed fantasising about older men. The rapist was freed and in 1980 Hillary admitted that she knew that the accused was guilty and even laughed about it. As secretary of state, Hillary shifted responsibility for the Benghazi attack by terrorists in which US ambassador to Libya Chris Stevens died along with several others. Earlier, Hillary proudly claimed that as secretary of state she alone was responsible for all aspects involving the deployment of personnel and safety of US officials. All these pale in comparison against her handling of 30,000 confidential US government emails as then secretary of state by using a private server. Though Clinton claimed that she did not use her private, unsecured server for government business before March 2009, the conservative watchdog group Judicial Watch proved it was not true. In 2014, Clinton claimed that she turned over all of her work-related e-mails, about 30,000 but did not disclose the unilateral deletion of around 30,000 e-mails that she claimed were all personal. After allegations were raised that some of the emails in question contained classified information, an investigation was initiated by the Federal Bureau of Investigation (FBI) regarding how classified information was handled on the Clinton server. Of the emails on the server, 113 emails contained information which was classified at the time it was sent, including 65 emails deemed “Secret” and 22 deemed “Top Secret”. Ordinarily, any US citizen who violate confidential rules would land up in prison but not Hillary Clinton. That’s because she is the darling of the American liberal media and has strong influence on the Obama administration. Whereas Donald Trump is painted as a dangerous nut. The media attacks trump during discussions. Even during the two debates, the anchorpersons regularly interrupted Trump and attacked him. He was also labelled as anti-feminist by the media which conveniently ignores the fact that Bill Clinton was the worst female predator president. The way fruit remains firm is through prayer, but remember that it is prayer based on the agony of Christ in redemption, not on my own agony. We must go to God as His child, because only a child gets his prayers answered; a “wise” man does not (see Matthew 11:25). Prayer is the battle, and it makes no difference where you are. However God may engineer your circumstances, your duty is to pray. Never allow yourself this thought, “I am of no use where I am,” because you certainly cannot be used where you have not yet been placed. Wherever God has placed you and whatever your circumstances, you should pray, continually offering up prayers to Him. And He promises, “Whatever you ask in My name, that I will do…” (John 14:13). Yet we refuse to pray unless it thrills or excites us, which is the most intense form of spiritual selfishness. We must learn to work according to God’s direction, and He says to pray. “Pray the Lord of the harvest to send out laborers into His harvest” (Matthew 9:38). There is nothing thrilling about a laboring person’s work, but it is the laboring person who makes the ideas of the genius possible. And it is the laboring saint who makes the ideas of his Master possible. When you labor at prayer, from God’s perspective there are always results. What an astonishment it will be to see, once the veil is finally lifted, all the souls that have been reaped by you, simply because you have been in the habit of taking your orders from Jesus Christ.

n male humans, rape is hardly ever about sexual attraction. It is usually about finding someone physically weaker and more vulnerable and venting one’s anger against the world on them. That is why husbands mistreat their wives, teenage boys rape children, a Nirbhaya and a Jisha lose their lives horrifically, a girl is raped in Brazil by 33 men after being drugged. It might explain the tragic fact that NO country— however egalitarian, aware and wealthy —has been able to eliminate rape and violence against women. Sweden has more rapes than India. How can one explain that? The elimination of rape may only lie ultimately in the elimination of violence itself. Male animals of some species do it too. But in this case it is not for the sake of violence. The purpose of life, in every species, is to beget life. Animals don’t have a shred of malice. So, violence on the female is either because she is in heat and he is so overcome by the pheromone smell that he cannot help himself, or because he is in a race with other males of his species to see that he continues his genetic legacy. Female animals are discriminating. The male has to be good looking (the redder the Mandrill’s face, the likelier he is to get a mate), he has to be a good provider – birds have to woo their mates by building and decorating nests, getting food for the females, even dancing to show how virile they are - and he has to be a good defender and protector. Some females spread their bets by allowing themselves to be mated several times so that the offspring have different fathers. But in some species the female is not allowed the luxury of choice. Either by sheer force or by cunning, she is physically violated. One foul villain is the
water strider. These insects walk on water. The female has a genital shield to protect herself from a marauding male. To get around that, the male forcibly mounts the female. If she protests and refuses to cooperate by removing her shield, he threatens her by striking the water with his legs. She knows this will immediately attract fish and other predators. She is underneath so she will get eaten while he will escape. Once she agrees to let him in, he will stop creating vibrations in the water. So, for her it is a choice of two evils and she gives in to the first to save her life. Sea otters need a lot of food every day, approximately 25% of their body weight. When food is short, the male will sometimes snatch a random baby and hold it to ransom till the mother pays in food to the male. They also rape baby seals. Male otters will find a juvenile harbour seal and mount it, as if he were mating with a female otter, which means holding the female’s head under water for a long time. This kills some female otters and certainly all the seal pups. Some abandon the pup when it dies. Others return to the corpse later and continue to violate it. Male sea lions fight for a beach filled with females, but then this leaves lots of males on the side-lines with no females, they become extremely frustrated because they had to travel far to that beach for a chance at sex. They will often take it out on youngsters that stray from the group, beating them up and then raping them, usually killing them. Bottlenose dolphin males form gangs, corner a female and then take turns mating with her. If there are no females around, they take a young male instead. Competing groups of dolphins may raid rival territories for their females.
Special kind of treatment Studies in the University of Massachusetts, Dartmouth, on bottlenose dolphins in Western Australia showed that male dolphins formed alliances to guard the females of their group against rape – perhaps not so much chivalry and gallantry as restricting sexual access to their own “possessions”. Similarly, male hamadryas baboons, who form small harems by kidnapping child brides, maintain a tight rein over their females through threats and intimidation. If, when another male is nearby, a hamadryas female strays even a few feet from her mate, he shoots her a threatening stare and raises his brows. She usually responds by rushing to his side; if not, he bites the back of her neck. The neck bite is ritualized—the
male does not actually sink his razor-sharp canines into her flesh—but the threat of injury is clear. By repeating this behaviour hundreds of times, the male lays claim to particular female months even years before mating with them. When a female comes into oestrus, she solicits sex only from her harem master, and other males rarely challenge his sexual rights to her.” Would this be called rape – child marriage is definitely non-consensual sex. In some groups, when females form defensive alliances of their own, there is a marked drop in male violence. Male scorpion flies prefer to provide their potential mates with food gifts of dead insects. But if there are absolutely none, the male rapes the female. Male scorpion flies have a so-called notal organ, a clamp that serves to keep unwilling females in a mating position. The males that resort to rape are usually smaller and less symmetric than males who woo the females with gifts. However, experiments reveal that all males will rape in an environment in which nuptial gifts are scarce. Which means, that scorpion flies possess the brain to choose both gifts and rape as mating tactics. join the multitudes of freedom loving people of Nagaland in paying my most profound homage to the immortal souls of the Naga Martyrs. Why has October 18th come to commemorated as the Naga Martyrs Day? A very brief account is being retold to revere the sacred deaths of the patriots who had laid down their lives as the supreme sacrifice for the love of Naga Country, the eternal. Exactly 64 years ago, some immoral Assam Police personnel in Dimapur tortured a young Sema lad to death on very flimsy grounds of suspected theft. The Naga people of Kohima took out a Peaceful Procession in protest against the heinous crime, demanding for a proper inquiry amongst others. Then an Indian Intelligence Officer came speeding on his Motor Cycle and rammed into the Procession with full intent, injuring one ‘Processionist’. He therefore was angrily confronted by the crowd. Then certain Assam Police Officer began intimidating and threatening the crowd with his cocked service revolver most menacingly. Mr. Zasibito Nagi, Vice President, Western Angami Group, NNC and also Judicial Member, KCC, on beholding the precariously poised volatile situation, most honorably attempted to defuse the same. But the trigger-happy Police Officer fired at point blank range and shot him dead in cold blood. Zasibito Nagi had not even been in the procession, just an innocent bystander, purely meaning well only. However, the Government of Assam did not take any action in this case most appallingly. Had she set up an Inquiry Commission to go into the reason(s) as to why the Intelligence Officer ploughed right into the crowd with his speeding Motor Cycle the way he did; and ascertain as to who authorized the Police Officer to fire on innocent peaceful people and such other particulars; and bring the guilty to book and at least offer words of condolences and/or award appropriate compensations; then the matter would have been most amicably resolved and done over with. But the Government of Assam strangely did absolutely nothing of that sort. In its place and stead, the erring Intelligence Officer was allowed to roam most arrogantly about, scotfree, provoking all and sundry. And adding insult to injury, the murderous Police Officer was given undue promotion and even provided with bodyguards to patrol the streets of Kohima on endless rounds of
defiance. Observing these blatant misrepresentations and abuses of Justice, the Nagas were offended without measure, right to the very core; and the already very fragile sense of camaraderie towards the people of Assam and the whole of India virtually shattered to unredeemable fragments. The death of a noble Naga Icon of most profound standings had not been given due cognizance by the Indians comparable to that of even a miserable chickling’s, in her sick value system. The extend of hatred, contempt and discrimination displayed in such blatant manifestations further went on to vindicate our worst fears that we would never get any semblance of justice from this demoniac regime and thus the Naga sentiments have been irrevocably hurt and offended. This had been the primal provocation (No.1). Next had been the maiden visit of Pandit Jawaharlal Nehru to Nagaland on March 30, 1953. The Nagas had been eagerly awaiting his visit. People gathered from all over and had agglomerated at the local ground to the tune and in excess of 10, 000 odd strength, in order to pay our respects to his August presence. Then the Deputy Commissioner of Kohima, an Assamese, on his own accord, gave out the ruling that the Nagas would not be permitted to meet with the Dignitary nor could any Memorandum be presented to him; thereby most severely frustrating the noble Naga intentions, compelling them to walk out en bloc. The Prime Minister of India had been thereby made to suffer immense disgrace and humiliation for absolutely no fault of his. Here again, had the Government of Assam or the Government of India for that matter, instituted a Commission to go into the happenings and put things in their correct perspective; things would not have gotten to be so disproportionately nor malignantly misrepresented. But absolutely nothing whatsoever had been done in the correct line and the whole grotesque blame had been squarely dumped on the Nagas most unjustly. Immediately upon the departure of the Prime Minister, the Government of Assam sent her Assam Armed Police into Nagaland and started and never stopped Political Atrocities thenceforth. This had been provocation Number 2. The situation steadily deteriorated from bad to worse as the Government of India sent in her Armed Forces to invade Nagaland from1954 and the rest is History most shameful.
The Nagas had declared her independent status ahead of India but willfully took time in setting her Government up. This wise course of action, or rather the lack of it, had been resorted to, since the Nagas did not want to provide the opportunity to the Government of India to crush the Naga National Movement on the pretext that the Nagas had put up direct confrontational challenge; but instead the Naga National pursued the wise ‘Non-violent, NonCooperation’ policy all along. But the most brazen and brutal invasion of the Government of India compelled and propelled the Naga National Council to set up her Government- The Federal Government of Nagaland on March 22, 1956. Thereafter ‘official’ confrontations between the Armed wings of the Nagas and the Indians commenced in actuality. And the death-day of Zasibito Nagi, the first martyr for the Naga Cause on October 18th (1952) has come to be commemorated as the Naga Martyrs’ Day for all the martyrs to follow in their thousands. At the initial stages, the Nagas fought virtually barehanded; seeing the haughty Indians’ inhumane atrocities of debasement and persecutions; having been moved to utter hurt, red hot rage, bitter tears and proverbial gnashing of teeth in thorough exhaustive provocation. But God had been good to us and we could do much exceedingly well and had gone from strength to strength. So the Government of India next resorted to the malicious “Divide and Rule” policy and set up the “Naga People’s Convention” at her own behest and instigation, evolved the infamous ’16-points agreement’ and brought about the so-called Nagaland State into existence. But this did not go to any length in weakening, hindering nor hampering the Naga National Movement, whithersoever. The Naga National Politics had gone way above such petty hitches much by far. This, however, in fact could boomerang on India herself very badly in much more than just one way of a mighty lot of reversals. Like the Biblical parable of the sewing on of one new and unshrunk piece of cloth unto the old parent cloth tearing apart the latter to virtual shreds, the case vis-á-vis Nagaland State, the 16th, affecting the Indian Union may become a reality in course of time. Politics and History have amply proven that India had committed a mighty big blunder in creating the State of Nagaland. Our neighbors had been immensely benefitted
from this catastrophe, instead. For starters, the Mizos came to learn that “Armed Struggle Pays” and did exactly follow its path and got rewarded with Mizoram State in the bargain. Then the Government of India in order to ‘contain’ and ‘isolate’ the Nagas from foreign powers granted Statehood to both Meghalaya and Arunachal Pradesh. Finally the Union Territories of Tripura and Manipur were also given Statehood in the superficial show of rationalism and equality which actually are virtues most opposed to her ethics of the Caste System. So now that the trend had been set in motion; in exact fulfillment of the time-tested proverbs, “A spark neglected burns the house”, the fire is already snaking its way into different parts of mainland India most steadily adamant. The Naga Case may be and is truly a challenge to the collective wisdom and statesmanship of India’s think-tank. The wise and magnanimous tackling would surely bring her much accolades; but the reverse case of much shame and humiliation also awaits on the other side too; because the World surely is watching. I stand here today challenging the wise and the mighty Nagas of substance: had the Nagas of yester years happened to fail to speak out of our rights and quietly cowered down and surrendered to the invading hordes of India; what do you think the fate of the Nagas would be like by now? Perhaps, we might in all likelihood be still the “British Naga Hills Excluded Area”; at best a District in the state Assam. The living conditions and political stand of the Nagas would not be much better off now than then. The present status and living standard that the Nagas have reached, if anything substantial at all, have all been made possible because of the lofty Naga National Politics and the unselfish yielding of their lives by the martyrs for the sake of the Naga Nation without the faintest shadow of a doubt. You, the educated and the learned, the rich and the endowed, the Officers of all cadres, yes, every single individual lolling in the luxury of the good life, isn’t it right and timely that we ascribe the deserved glory and honor to the noble souls who had done you all a mighty lot of good? Otherwise, you would be most correctly taken to be ‘the most disgraceful’, ‘the most disrespectful’ and ‘the most ungrateful’ people, God forbid! At least spare a kind thought for the future. The white fronted beeeater is a small, colourful bird who lives in colonies in Africa. Males and females form stable pairs who nest together year after year. But rape in the community is common, and if a female leaves her nest alone she will be chased by 1-12 male birds who, if they succeed in pinning her to the ground, jump on her at once and try to mate with her. In fact, when a female leaves the nest she whistles loudly, so that if her husband is nearby he can escort her. No bachelors form part of the rape posse- all married males on the prowl. The lesser snowgoose also lives in colonies, but her state is much worse. Married males routinely attack nesting females. A female left alone for an instant will probably be assaulted, and is probably on her own because her husband has gone off to rape someone else. One attempt every few days is the norm. The little brown bat is even more sexually deviant. When most bats are hibernating through the winter, hanging together in vast colonies, this bat works its way through raping male and female alike as they sleep. Some species of male ducks and geese chase and have forcible sex with females. Mallard duck’s males and females pair off normally, but the males that don’t manage to get mates form gangs and use their combined strength to go after lone females. It’s known to biologists as a ‘rape flight’. Often, a gang of three or four of them attacks a female duck, two holding her down while one enters her, sometimes resulting in her injury or death.
They are among the 3% of bird species whose males have phalluses big enough to insert into the vaginas of females, whether or not she consents. The cockscrew-like male sex organ can be as long as 16 inches. However researchers have established that females of these species have evolved complex genitalia to thwart unwelcome pregnancies. Some vaginas have spiral channels that impede sex by twisting in the opposite direction to that of the male phallus. Others have as many as eight cul-de-sac pouches en route, that could prevent fertilisation by capturing unwelcome sperm. These features are only found in the species renowned for forced sex. All others have simple male and female genitalia. Control over reproduction alternates between the sexes. If the male develops a longer, more elaborate phallus to force copulation, females wrest back control by developing features to thwart males who rape by developing side chambers to hold sperm that is ejected later. The success of this design is proven by the fact that as many as one in three duck matings are rapes, but in nine out of ten of these the offending sperm is eliminated, so 97 percent of all duck offspring are the result of the choice of the mother. If rape, like evil, could be isolated in the mind and manipulated by medical or psychiatric intervention, it would be easy to exorcise it. But it is immensely more difficult when it comes from a view that women are an essentially different type of species and therefore need a special kind of treatment – whether promoting gender sensitivity or using them as objects. Speech of Z.Royim Yimchungrii acting president of NNC on Martyrs’ Day Dear Naga People, It is my duty to speak out on our National Martyrs’ Day - the hallowed day that we have been observing on 18th of October since 1952. On this precious day we solemnly remember the martyrs who died in thousands, sacrificing their very lives for the sovereign right of the Naga people. We also remember the families of these martyrs who also suffered immeasurably as a result of the sacrifices made. The Naga National workers in particular and the people in general have fought and died in defence of our sovereign rights to be a nation in the land inhabited by the Nagas. Our people fought the invaders and aggressors in the homeland and ventured far afield, to Pakistan (East Pakistan now Bangladesh) and to China and to Europe, for the cause of the Naga freedom. Thousands and thousands fought and died for the just cause of Naga freedom and sovereignty. Therefore it is our bounden duty to remember the martyrs on this sacred day and to make prayer and petition to God in remembrance of the heroes and the noble cause. The present generation of Naga people, wherever they are, should observe the day and come forward to promote the noble cause of Naga freedom. This is a sacred duty that every Naga should perform. I, on behalf of the NNC, humbly salute all the martyrs on this occasion in humility. May our noble cause strengthen as we march forward to freedom inspired by the precious blood of those who made the ultimate sacrifice. The present Govt. of India is hand in glove with RSS (Hindutva) and, as confirmed
by the CPI (M) party of India and stated clearly in the media on 13th of October 2016, the Indian arm forces move at the whim of RSS. This media report absolutely confirms the clear statement made by the NNC on May 27th, 2016. The present government’s political agenda in their fiveyear term is to suppress all other religions and political parties in India; thereby demeaning and degrading the secular tradition of the world’s largest democracy. The Govt of India sprang to the defense of Balochistan in Pakistan and decried human right violations by the Pakistan army while its armed forces were, at the same time, in complete violation of international human rights, suppressing and oppressing people of the northeast and of Jammu and Kashmir. The Naga people in particular have suffered dreadfully at the hands of the Indian armed forces since thousands and thousands of Nagas have been killed since the 1950s. People of principle and conscience should condemn these atrocities and the RSSinspired policy of the Govt. of India. We, the NNC, call on the present Govt. of India in Delhi and the Govt. of Myanmar to recognize the sovereign rights of the Nagas without any further delay, before a neighbouring country (or countries) liberates Nagaland through another war in the region. We the NNC, while adopting a non-violent stance, insist that these Governments help to secure much-needed peace in the region by recognising and acceding to our just demands. God bless Nagaland.

If his case was genuine and he being an intellectual person he should first console the ANTA office for further action but he failed to do so and blindly published in the daily news paper as well as in the social media has shown his personal interest to defame the Association, since his case has been far from the truth as stated, the Association request him to kindly approach the ANTA office for further clarifications during office hours. CCoFA said in a hilarious turnaround, after declaring the bandh illegal, the cabinet entourage led by chief minister sneaked into Assam by-passing the New Field check. This, CCOFA said was “an admission of guilt and lack of moral authority on the part of government”. Later, CCoFA alleged that when the “CM’s entourage was allowed to re-enter the state peacefully, the CM created a warlike situation by deploying hundreds of fully armed policemen just to pass through the New Field Check Gate”. Though extreme force was used against peaceful YAN volunteers, CCoFA said the “dictatorial and high handed attitude shown by the government” was most condemnable. The committee alleged
that the Dimapur police further went on a rampage and damaged vehicles that were parked. It alleged that “the driver of Scorpio (NL-10-8869) was responsible for YAN volunteers getting beaten up by gung-ho police personnel”. In this regard, CCoFA has appealed to the Governor to take cognizance of such extreme violation of human rights and freedom of expression by the state government. CCoFA also appealed to all right thinking citizens, and organisations to condemn such terror tactics employed by the government. It cautioned the state government that in the event of such high handedness on the part of police, the next phase of total indefinite bandh would be launched and CCoFA that will would no longer guarantee that the protest would be peaceful. The committee appealed to all concern citizens to come and join to show solidarity by assembling at Chumukedima Patkai Bridge at 6 a.m. onwards.

The MLAs, who are facing prospects of disqualification for allegedly holding Office of Profit, have also asked for time claiming that lawyers were unavailable due to which they could not file their response. Chandni Chowk MLA Alka Lamba, who has sought more time from the Commission to file her reply, said that some MLAs received pen drive from the EC that turned out to be “corrupt”. “Plus, our lawyers were unavailable last week due to which we could not file the reply. So, we have sought more time,” Lamba, said. “Most of us have hired lawyers who practise in Supreme Court or High Court. Last week was a holiday for both the courts and lawyers were out. Now that they are back, we will soon be filing our reply,” said Kasturba Nagar MLA Madanlal, who has sought a week’s time to file his reply.
Cauvery: Rail roko, stir across TN by farmers, Oppn parties CHENNAI, OCT 17 (PTI): Farmers and opposition parties in Tamil Nadu today staged rail roko agitation at various places in the state demanding the Centre to constitute the Cauvery Management Board immediately. The protests were held against the stance of BJP-led Union government in the Supreme Court which opposed immediate setting up of the Board. Thousands of protestors participated in the rail rook demonstrations, who courted arrest and were lodged in the community and marriage halls, police said, adding they were likely to be released later today. The agitations marked the beginning of a 48-hour rail blockade by farmers outfits which has the support of opposition parties including the DMK, Tamil Nadu Congress, IUML, CPI(M), CPI, MDMK and Viduthalai Chiruthaigal Katchi. 17 die in Odisha hospital fire BHUBANESWAR, OCT 17 (PTI): At least 17 patients died and around 12 others injured in a fire that broke out at the Sum Hospital here this evening, in one of the worst such incidents involving a medical facility. The blaze was suspected to have been triggered by an electric short circuit in the dialysis ward on the first floor of the private hospital which spread to the nearby Intensive Care Unit. “So far we have received some ‘brought dead’ people at the Capital Hospital. However, I cannot exactly say the number of persons who have died in the incident,” Health Secretary Arati Ahuja said. However, the Capital Hospital Superintendent Binod Kumar Mishra said, “We have received nine dead bodies, while five others are
in very critical condition. The toll may increase.” Meanwhile, Amri Hospital (Bhubaneswar) unit head Dr Salil Kumar Mohanty said, “A total of 37 patients were received at our casualty ward. Our doctors have declared eight persons as brought dead.” “Most of the victims were in the first floor ICU of the ill-fated Sum Hospital,” said a doctor at the Capital Hospital. The fire, which was said to have started from the dialysis ward on the first floor, quickly spread to other areas including the ICU on the same floor of the fourstoreyed hospital building. NEW DELHI, OCT 17 (PTI): In an unprecedented order, the Supreme Court today summoned one of its former judges, Markandey Katju, to appear in person before it to point out the “fundamental flaws”, as claimed by him in the sensational Soumya rape case. “He (Justice Katju) is a respected gentleman. We request him to come in person and debate his Facebook post criticising the judgment. Let him come to the court and let’s debate over the fundamental flaws in our verdict,” a bench of Justices Ranjan Gogoi and U U Lalit said and issued a notice to Justice Katju. Attorney General Mukul Rohatgi, who was assisting the top court in the matter, said “I think it is for the first time that the Supreme Court has asked its former judge to appear in person before it in connection with any matter”. In his Facebook post, Justice Katju had criticised the apex court saying it had grievously erred by “not holding” the convict, Govindachamy, “guilty of murder”

7,425 chikungunya cases in Delhi
NEW DELHI, OCT 17 (PTI): Over 7,400 people have been afflicted with chikungunya in the national capital even as dengue cases continued to plateau in the city with a little over 3,000 persons having contracted the virus this season. According to a municipal report released today, out of the total 7,425 chikungunya cases recorded till October 15, nearly 660 of them have been reported in areas falling under the North Delhi Municipal Corporation (NDMC). Over 6,700 cases were reported in the city till October 8, according to South Delhi Municipal Corporation (SDMC) which tabulates the data for vector-borne disease cases in the national capital on behalf of all the civic bodies here. Among the three corporations, 658 chikungunya cases have been reported in areas under NDMC, 588 under SDMC and 291 under East Delhi Municipal Corporation (EDMC) this season. Several thousand cases have also been reported from areas falling outside the jurisdiction of the three municipal corporations. At least 15 fatalities have been reported at various hospitals in the city due to complications triggered by the disease, though the civic bodies have kept the death tally at zero.

A student of School of Biotechnology, Najeeb Ahmed, allegedly went missing on Saturday following a brawl on the campus the night before. An FIR for kidnapping and wrongfully confining a person was lodged at Vasant Kunj North police station yesterday after the police received a complaint from the student’s guardians. Najeeb’s mother and local guardians also joined the protest today alleging that they were not informed by the administration about him going missing. Asserting prompt action, the JNU administration issued a statement saying, “The JNU security has been instructed to immediately look for the missing student. The dean gave a written instruction to all wardens to search hostel rooms.” “Police also visited the campus and investigated the matter. The administration is in constant touch with police to facilitate the investigation,” it added. MUMBAI, OCT 17 (PTI): The rupee turned weak by 12 paise to 66.83 against the dollar on Monday at the foreign exchange market after the American currency gained ground following a spurt in demand from importers. Dealers said strength in the dollar against some other currencies overseas on the prospects of higher US rates also weighed on the rupee, but a higher opening in the domestic equity market meant the losses were limited. On Friday, the rupee had staged a smart recovery from its three-week low against the US currency to close up by 23 paise at 66.71 on heavy corporate dollar sales as well as easing inflationary pressure. The benchmark BSE Sensex rose further by 129.61 points, or 0.26 per cent, to 27,803.21 in early trade on Monday.

NEW DELHI, Oct 17 (PTI): The crucial three-day meeting of the all-powerful GST Council, starting Tuesday, will decide on the tax rate and sort out issues like compensation formula for rollout of the new indirect tax regime from April 1, 2017. With the finance ministry setting November 22 as the deadline for building consensus on all the issues in the Council, the upcoming meeting is significant as it will decide on the most crucial aspect of tax rate that will have a bearing on the common man. At its previous meeting last month, the GST Council, which has all state finance ministers as members, had finalised area-based exemptions and how 11 states, mostly in the North-East and hilly regions, will be treated under the new tax regime. Tuesday’s meeting will also deliberate on the vexed issue of the Centre retaining power to assess 11 lakh service tax filers under the new dispensation.While a decision to this effect was taken at the first meeting of the GST Council, at least two states dithered on approving the minutes of the meeting, saying they are not in favour of losing power of assessment of these assessees.

New Delhi, Oct 17 (Agencies): The development bank set up by the BRICS group of emerging economies will ramp up lending to $2.5 billion next year after making its first loans to back green projects, its president KV Kamath told Reuters. The BRICS - Brazil, Russia, India, China and South Africa - agreed to create the New Development Bank (NDB) in July 2014 with initial authorized capital of $100 billion. The lender was officially launched a year later. “The second year is scaling up, concentrating on people, getting all the skillsets in,” said Kamath, a veteran Indian banker appointed as the first head of the Shanghaibased NDB. Baghdad/United Nations, Oct 17 (AFP): Iraqi forces have launched a campaign to retake Mosul, the self-declared capital of the Islamic State, the prime minister said today in what the US hailed as a “decisive moment” in the battle to crush the jihadist group. Up to 1.5 million civilians remain in the city, the United Nations said, voicing fears the vastly outnumbered Islamists could use them as human shields as they seek to repel the assault on its last major stronghold in the country. “Today I declare the start of these victorious operations to free you from the violence and terrorism of Daesh,” Iraqi Prime Minister Haider al-Abadi said in a televised address, using an alternative name for the IS group. Mosul fell to IS fighters two years ago as they marched through Iraq and Syria, where the civil war left a power vacuum that they easily exploited. Its recapture would shatter the group’s claim to be running a “caliphate” and would all but end its presence in Iraq as a land-holding force. That claim received another body blow yesterday when Syrian rebels retook the town of Dabiq from the group. The anti-IS alliance -
including the US-led coalition, Kurdish Peshmerga and Iraqi government forces - has recently been tightening the noose around Mosul, and the assault has long been predicted. But they will have to fight their way through IS defences to reach the city. Some groups are still dozens of kilometres from Mosul. When they get there, the fighting is expected to be fierce. UN deputy Secretary General for Humanitarian Affairs and Emergency Relief Stephen O’Brien said civilians in the city were in real danger. “I am extremely concerned for the safety of up to 1.5 million people living in Mosul who may be impacted by military operations to retake the city from ISIL,” he said. “Depending on the intensity and scope of the fighting, as many as one million people may be forced to flee their homes in a worst-case scenario,” O’Brien said in a statement. Children and elderly are among those at greatest risk. “Tens of thousands of Iraqi girls, boys, women and men may be under siege or held as human shields. Thousands may be forcibly expelled or trapped between the fighting lines,” O’Brien added. In the two years since IS leader Abu Bakr al-Baghdadi
proclaimed a “caliphate” straddling Iraq and Syria, Iraqi forces, with the support of Iran and a US-led coalition, have battled to win back lost territory. Prime Minister Abadi today vowed that only government forces will enter Mosul, a Sunni-majority city that IS seized with relative ease partly due to local resentment towards the Shiitedominated security forces. UN deputy Secretary General for Humanitarian Affairs and Emergency Relief voiced grave concern at risks faced by civilians as operations to retake the Iraqi city of Mosul began. “I am extremely concerned for the safety of up to 1.5 million people living in Mosul who may be impacted by military operations to retake the city from ISIL,” Stephen O’Brien said, referring to the Islamic State jihadist group. 25 inmates killed in Brazil prison clash Sao Paulo, Oct 17 (AFP): At least 25 inmates died in clashes between two rival factions in a prison in far northern Brazil, local media reported citing police. Seven of the dead were beheaded and six burned to death in fighting at a prison in Boa Vista, the capital of Roraima state, the news site G1 reported, citing local police. The bloodshed began when inmates of one wing of the Agricola de Monte Cristo

Islamist extremist executed in B’desh Dhaka, Oct 17 (PTI): A senior Bangladeshi leader of a banned Islamist extremist group has been executed for his role in a 2005 blast that killed two judges, including one from the Hindu community. Asadul Islam alias Arif, a leader of the Jamatul Mujahideen Bangladesh (JMB), was executed in Khulna jail last night after the Supreme Court upheld his death sentence in August for the blast. “He was hanged to death at 10:30 pm,” an official at Khulna jail said. Arif and six other top JMB leaders including its founder Shayakh Abdur Rahman were sentenced to death on May 29, 2006 for killing judges Jagannath Pare and Sohel Ahmed in a 2005 bomb attack on a minibus. Death sentence of the militants except Arif were executed on March 29, 2007. Arif, who was absconding was later arrested on July 10, 2007.

Blast in Germany’s BASF plant Frankfurt, Oct 17 (AFP) Several people were missing and others were injured after an explosion today at a chemical plant at BASF’s headquarters in western Germany, the firm said, advising local people to stay indoors. “There was an explosion with several people injured for as-yet undetermined reasons at around 11:30 (local time) at BASF Ludwigshafen,” it said in a press release. “Emergency services from the whole region are on the scene to prevent the fire spreading to other parts of the plant,” Ludwigshafen city authorities said in a statement. The company said local residents should remain inside and shut doors and windows. “We are still investigating the precise cause. The relevant authorities have been informed,” BASF said.
Pak: 30 killed, 55 injured in bus collision Lahore, Oct 17 (PTI): At least 30 people were killed and over 55 others injured today when two speeding passenger buses collided head-on in Pakistan’s southern Punjab province, rescue officials said. The accident took place in Khanpur area of Rahim Yar Khan, some 600 kms from here around 6 am, media reports said. One of the buses was en route to Bahawalpur from Faisalabad while the other was heading from Karachi to Rahim Yar Khan, rescue services spokesperson Deeba Shahnaz said. The incident occurred due to overspeeding and claimed the lives of at least 30 people besides leaving over 55 people injured, rescue officials said. The accident was so serious that the bodies and the injured could only be recovered after cutting through the

Aleppo, Oct 17 (AFP): Air strikes killed at least 12 civilians in Syria’s Aleppo today, a monitor said, bringing to 45 the number killed in 24 hours of bombardment on the battleground city. The Britain-based Syrian Observatory for Human Rights said five children were among the dead today in the rebel-held district of Marjeh in east Aleppo. Dozens more people were wounded or still trapped under rubble. Of the 45 civilians killed, the highest number of dead were in Qaterji, where Russian raids claimed 17 lives overnight, said Observatory head Rami Abdel Rahman. Amsterdam, Oct 17 (Agencies): An inquiry has begun into the Dutch ambassador to China, Ron Keller, amid reports that he had a secret relationship with a local employee. The Dutch foreign ministry said Mr Keller would not remain actively in post while an investigation took place. An experienced diplomat, Ron Keller moved to Beijing in December 2015 after postings in Turkey and Russia. Dutch newspaper De Telegraaf reported on Monday that the relationship had only recently come to light. The Chinese woman worked in the embassy itself, it said, quoting insiders. Foreign diplomats in China are often advised against having relationships with local staff because of the risk of a so-called honey trap, involving local women acting as agents for the Chinese government. The foreign ministry made no comment on the report but said in a statement that it was investigating a complaint and always took complaints seriously. Mr Keller is currently in the Netherlands, De Telegraaf reports, adding that his return to Beijing is considered unlikely. He has not commented on his suspension.

he shortlist for this year’s Baillie Gifford Prize for Non-Fiction have been announced. Margo Jefferson and Svetlana Alexievich are among the nominees for the £30,000 award, previously known as the Samuel Johnson Prize. Hisham Matar and Philippe Sands have also been shortlisted for the award,
which aims to recognise high quality non-fiction works published in English. Former BBC Economics Editor Stephanie Flanders is chair of the judges. She said: “Of the many superb books on the long list, these are the four books that each of us [judges] would be happy so see win. “If they have anything
in common it is perhaps the emphasis on the first person - and first-hand reporting. There are voices and stories in these books that we haven’t heard before and which are going to stay with me for a very long time.” Belarusian investigative journalist Alexievich’s Second-hand Time was originally written in Russian but its
translation by Bela Shayevich made it eligible for the longlist. The book focuses on what life in the USSR was like just prior to its collapse. Jefferson, a former New York Times theatre critic, is nominated for Negroland: A Memoir. The biography chronicles her experience of growing up in Chicago’s black elite in the 1960s and 70s, where she describes being “sheltered by a certain amount of privilege and plenty”. Franco-British lawyer Sands is nominated for East West Street: On the Origins of Genocide and Crimes Against Humanity, which studies the origins of international law. The final nominee, Libyan writer Matar has previously been shortlisted for the Man Booker Prize. The Return: Fathers, Sons and the Land In Between, sees him return to his home country following the fall of Colonel Gaddafi, who was captured and killed in 2011.

bourine Man”, “Blowin’ in the Wind”, “The Times They Are a-Changin” and many more at the downtown Café Shillong and Cloud 9. It’s all thanks to Lou Majaw, the Dylan of the East, for bringing together fans from across India and Europe here to honour the singer-writer “who redefined boundaries of
literature”. “Dylan has given so much to the world through his writings. God Bless Bob Dylan and the world for awarding him with the prestigious award,” Majaw said. He celebrates the legendary singer’s birthday on May 24 in Shillong every year.

Directed by AJ Kardar, “Jago Hua Savera” was selected as the entry from Pakistan for the Best Foreign Language Film at the 32nd Academy Awards in 1960. The film was co-produced during the days of undivided Pakistan (now independent Pakistan and Bangladesh) and shot in Dhaka. It tells the tale of life in a small fishing village where everyone dreams of owning their own boat. The film was set to be screened in the ‘restored classic’ section of the festival, which is chaired by superstar Aamir Khan’s wife Kiran Rao.

Karachi, Oct 17 (IANS): Former Pakistan pacer Shoaib Akhtar claimed on Tuesday that match-fixing was at its rampant best in 1996 but himself refrained from getting involved in the malpractice. “The atmosphere of the Pakistan dressing room was very strange...Trust me it was the worst possible dressing room,” Akhtar was quoted as saying by Geo News. The “Rawalpindi Express” added he always stayed away from fixing circles and cautioned other people about it, advising team-mates to play with integrity and sincerity. Akhtar also claimed to have warned fixing convict Mohammad Amir back in 2010 to avoid meeting people who could lure players to match fixing. Amir served a five-year suspension after admitting to fixing in 2010. He returned to action last year and is now a regular in the Pakistan team. Akhtar said he intervened to put an end to a recent public verbal dispute between Javed Miandad and Shahid Afridi, urging the two warring former Pakistan skippers to resolve the matter through

Djokovic lost 640 points after he was defeated by Spain’s Roberto Bautista in the Shanghai Masters’ semi-final clash. Nick Kyrgios banned for eight weeks; fined $25,000 by ATP MELBOURNE, OCT 17 (AGENCIES): Australian Nick Kyrgios has been banned for eight tournament weeks and fined $25,000 (£20,560) for his behaviour - including “lack of best efforts” - during last week’s Shanghai Masters. The 21-year-old patted the ball over the net several times when serving in his 6-3 6-1 defeat by Mischa Zverev. He also began walking back to his chair before a Zverev serve had landed. Kyrgios has agreed to an ATP plan that he consult a sports psychologist, which would reduce the ban to three weeks. The world number 14 said he was “truly sorry” and would “use this time off to improve on and off the court”. He added: “I regret that my year is ending this way. I do understand and respect the decision by the ATP. “The season has been a long one as I battled several injuries and other challenges towards the end of the summer. “My body finally just gave out in Shanghai both physically and mentally. “This is no excuse, and I know very well that I need to apologise to the fans.” Kyrgios’ eight-week suspension would end on 15 January 2017, but by commit-

Playing the first quarter final match, Nagaland Police (blue) edged out Senapati FC by a solitary goal, to become the first team to move into the semi final of the ongoing 17th edition of NSF Martyrs memorial trophy.
