DIMAPUR, OCT 17 (NPN): It was a bandh with a difference with public being spared while government vehicles barred from plying the NH 29 and oil tankers totally restricted from movement on Monday, the first day of the indefinite bandh on NH 29 called by the Co-cordination Committee on Fuel Adulteration (CCoFA). The bandh passed off peacefully and without stray incidents mainly since it affected only the National Highway 29 between Dimapur to Kohima. CCoFA had called for an indefinite phase-wise bandh after expiry of its 15-day ultimatum on the state government for a thorough CBI probe into the fuel adulteration scam during which, the alleged kingpins were arrested and petrol tankers seized including chemicals used for adulterating petrol. On Monday, CCoFA members and volunteers enforced the ban at New Field Check Gate, Dillai Gate, Chumukedima check point, and in Medziphema town from 6 a.m. CCoFA informed that the volunteers would be manning the checkpoints indefinitely. With the restriction on movement of oil tankers not only along NH-29, but inside city limits, the state is most likely to experience fuel shortage in the coming days if the bandh continued. It was disclosed that the chief minister halted overnight at his residence in Dimapur on Sunday ostensibly to avoid check points at various portions of the NH-29. Since the entire route of the highway was not patrolled except the check gates, the chief minister’s entourage took the route to Assam via Burma Camp and through the tea garden road to Khatkhati to evade the New Field Check Gate. H o w e v e r , C C o FA claimed that the “CM’s evasion was a moral victory, as he could’ve defied the bandh, if he truly viewed it as illegal”. with red beacons were reportedly sent back towards Kohima by volunteers located at Patkai Bridge (Chumukedima check gate). Around 200 volunteers of youth organisations, public and student bodies of Chumukedima area were stationed at Chathe river bridge. Volunteers expressed confidence that they would be able to sustain the bandh indefinitely. In this regard, volunteers at the bridge informed that they have prepared a rooster for various groups, villages, organisations etc. to take turns to man the checkgate 24x7. They also planned to enhance the number of volunteers from 200 to 500 starting October 20. DIMAPUR, OCT 17 (NPN): In view of several dengue cases being reported in private hospitals and clinics in Dimapur district through Rapid Card Test, chief medical officer (CMO), Dimapur Dr. K. Vikato Kinimi has requested the hospitals to send the RCT positive samples to the Sentinel Surveillance Site Lab at District Hospital Dimapur. The samples would then be tested with ELISA Test, a WHO approved confirmatory test for Dengue, Dr. Kinimi added. It also said for sample collection one may contact-9436007335.

DIMAPUR, OCT 17 (NPN): Dimapur police arrested one NSCN (I-M) cadre in connection with the extortion and firing at a shop near NL Road on September 16, OC East Police Dimapur confirmed on Monday. According to police, the arrested person was identified as Lovika Ayemi (26), allegedly an “khapur” of NSCN (I-M). One .32 pistol and a magazine used in the crime was also seized from his possession, police said. The arrest coms after a month long investigation. Police zeroed in on the accused by tracking his movement with the help of Telecom Data Analysis Unit of Dimapur police. CCoFA terms cabinet’s decision ‘absurd’
DIMAPUR, OCT 17 (NPN): Terming DAN cabinet’s decision as “absurd” to declare the peaceful bandh as illegal, CCoFA raised several questions wanting to know as to how could the bandh be illegal when the public was peacefully protesting against the glaring corruption by the state government? 3 girls injured in grenade blast in Imphal Correspondent
IMPHAL, Oct 17: Three girls including a minor were injured after a hand grenade reportedly hurled by two unidentified miscreants exploded at the residence of a contractor in Imphal’s Tangkhul Avenue on Monday night. According to reports, the miscreants hurled the hand grenade at the residence of Chelneil, who is also the president of Tangkhul Contractor’s Association Ukhrul at around 7 p.m. The three injured girls were rushed to Raj Medicity hospital where the condition of one of the girls identified as Sunita Jajo (20) was stated to be critical. Sunita’s younger sister Chuichui (18) and eight year-old Leiyarel sustained minor injuries. They were out of danger, doctors attending them said. The two sisters from Mawai village were staying at a rented house at the time of the blast.

Greed, step motherly treatment stalled SARDP projects: NPCC
KOHIMA, OCT 17 (NPN): Nagaland SSA Teachers Association (NSSATA) and All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) that launched their respective agitations on Monday have affirmed to continue to boycott classes till the state government met their demands. NSSATA representatives told Nagaland Post that all its units from all district headquarters confirmed boycotting classes. They also said that there were some schools that had been severely affected since majority of the teachers was from SSA. It was informed that a few schools in Noklak subdivision were completely paralyzed since the schools were functioning fully with SSA and Hindi teachers. Meanwhile, NSSATA 2010-2013, Mokokchung Unit has extended support to NSSATA central body. Unit president Moakum has asked all the unit members to actively participate in the agitation till the government fulfilled the four-point charter of demands. Besides, the ANAHTA has also affirmed that till all their pending salaries were released, the agitation would continue across the state. It said all the aggrieved Hindi teachers numbering 1379 from 11 districts participated in the agitation on Monday.
DIMAPUR, OCT 17 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Monday alleged that Special Accelerated Road Development Project (SARDP) roads project in Nagaland were stalled due to greed of NPF and stepmotherly treatment of the Government of India. NPCC media cell in a press statement, said that roads taken up under SARDP were the most important roads as it covered the district headquarters of Mon, Longleng, Zunheboto and Phek. However, the above mentioned roads project failed in the state, as prior to 2013 general election, it was rumoured that NPF demanded huge commission from the contractors by assuring that they would revise the estimate, media cell claimed. So when the revised estimate increased to over 200% and was submitted to government of India, secretary transport, Vijay Chibber, IAS Government of India, ordered the cancellation of the project, in 2013, media cell said. Subsequently, a PublicInterest Litigation (PIL) was filed by in the Gauhati High Court. In its judgement, the court had directed the contractors to start work immediately on October 13, 2013. This was contested by NDA government by filing a Special Leave Petition
(SLP) in the division bench of the Gauhati High Court and the court appointed a commission to verify, NPCC said. However, the division bench of Gauhati High Court dismissed the Special Leave Petition on July 27, 2016 in favour of the work. “All the Kings and all the Queens of NPF and BJP from Nagaland could not prevail upon the Government of India from filing the SLP in the Supreme Court”, NPCC claimed. So, when the case was heard on October 7, 2016, the Supreme Court in its ruling appointed a Commission to further verify. In the light of the above, NPCC said that the revision of estimate would not have been necessary had the contractors been given time to work without disturbances. On the other hand, NPCC said that the transport secretary should have at least ordered verification of the work and revised estimate and could have corrected the revised estimate instead of ordering cancellation of the work order. “This is purely step motherly action toward the public of Nagaland”, NPCC said. Therefore, NPCC said unless the Government of India changes its attitude, the case will go on for years and the people of the four districts will continue to suffer without pliable roads.

DIMAPUR, OCT 17 (NPN): Under the initiative of Nagaland Governor P.B. Acharya, Dimapur railway station has undergone some major changes. Report from DIPR, said that changes included- improvement in unreserved ticketing system counters (UTS), ticket checking, parking space for different abled persons and enhancement of storage capacity of FCI. The initiative taken by Governor also included cleanliness in and around the railway station. For this, authorities of Dimapur railway station were constantly inspecting the premises and give counselling to the commuters on cleanliness. The report further stated that fine has been levied on those who litter the station. Dimapur Railway station has also introduced four unreserved ticketing system (UTS) counters on August 10, 2016.
With the introduction of the UTS counters, ticketing has become easy as the counters deal with more than thousand ticketing in a day, the report stated. Further, for improvement of Dimapur railway station, a committee has been set up headed by ADRM/ LMG to accept and address any suggestion submitted by the commuters and general public. On separate parking area for differently abled person, the railway authority has earmarked an area and a tender has been floated which will be open this month, said the report. Besides regular frisking of passengers’ luggage, CCTV cameras have been installed and security forces have been deployed round the clock to secure the station. It may be mentioned that Dimapur is the second highest revenue earning station after Guwahati for the Northeast Frontier Railway.

Assam, Nagaland CMs vow to solve border issue through dialogue Centre directs states to clear DIMAPUR, OCT 17 (NPN): Chief Ministers of Nagaland and Assam, on Monday resolved to solve the border issues between the two neighbouring states through dialogue and people to people contact. Nagaland chief minister T.R. Zeliang told his Assam counterpart Sarbananda Sonowal that the border issues should be solved amicably by the people instead of depending on the Court to pass a judgement, when the two leaders met at Kaziranga, Assam, said CMO media cell in a press statement. He said the problem or issue whether big or small would be solved, only when the two sides come together across the table and discuss with an open mind and determination. Zeliang further said that the concept of meeting each other was the first step to maintain, nurture and promote cordial and lasting relation. “We had lived together and we shall continue to live

NEW DELHI, OCT 17 (PTI): The Centre has asked states to clear pending MNREGA wage payments at the earliest to beneficiaries, and cautioned them to avoid diverting funds for other social welfare schemes. In July this year, the Supreme Court had pulled up the Centre over delay in payments under “Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA). Following which, in last few months the Rural Development Ministry repeatedly has asked states to clear the pending payments from available funds. “You are aware of the fact that the Ministry has been harping on the need to clear the wage liabilities on priority. In fact it has been clearly stated that the payment of wages ought to be the first charge on funds released to states/UTs from time to time,” the Union Rural Development Ministry has said in a letter written to the states.
Keeping in view the concern of the Hon’ble Supreme Court and the advice of the Ministry, you are requested to kindly take appropriate action for clearing all pending wage liabilities at the earliest, the letter added. According to a source about Rs 100 crore MNREGA wage payments is pending in various states, while Centre has already allocated adequate funds to the states. The Central government has also sent a team of officials to those states where maximum MNREGA wage payment is pending. Under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), funds are released to the states on the basis of agreed to labour budget and performance of the states. For ensuring timely payment of wages, the Central government had also started National Electronic Fund Management System (NeFMS) in 11 states. K Y M C
