DIMAPUR, OCT 18 (NPN): Police went to action on the second day of the indefinite NH 29 bandh on government vehicles and oil tankers Tuesday when nine leaders of Co-ordination Committee on Fuel Adulteration (CCoFA) were taken into custody at Chumukedima bridge at Patkai junction after the cabinet on Sunday had declared the bandh as illegal. CCoFA leaders were detained by police at around 7:40 a.m from Patkai Bridge where volunteers were stationed to enforce the bandh since Monday. According to CCoFA, the detention order of its leaders, which included three complainants in the fuel adulteration case, was reportedly issued by ACP Khalo Khapfo, a member of the SIT constituted for investigating the fuel adulteration case. The arrest of the CCoFA leaders took an ugly turn when protestors, numbering hundreds and anti-riot gear clad police personnel started pelting stones at each other. The protestors marched towards NAPTC Gate 1 Chumukedima to court arrest after which police resorted to lathi charge and firing of tear gas shells to prevent them from forcibly entering the Police Complex.

Two student leaders, president and vice-president of Chumukedima Town Youth Organisation (CTYO), were seriously injured and hospitalised. The vice president of CTYO had seven stitches on the head. Vehicular movement on the highway was stopped momentarily due to the violence. Shops were also closed in the entire area. Students (Class V) of Modern School Chumukedima had to flee from their classroom after a tear gas shell lobbed inside, causing panic. Selection exams for class IX and X students were going on when the incident happened. Protestors accused police of being the aggressors when they allegedly unleashed violence on the protestors without any provocation. “The police

thrashed and kicked our leaders mercilessly as if they were animals,” an angry protestor said. The CCoFA leaders were detained inside a guarded staff quarter for few hours at NAPTC and released after signing Personal Recognizance Bond, or “PR Bond.” Dimapur Police however maintained that the arrest was only a preventive measure. An uneasy calm ensued after the violent episode as a huge posse of policemen were deployed in the Chumukedima area. DIMAPUR, OCT 18 (NPN): Nagaland Tribes Council (NTC) has clarified that its stand against the government notification dated August 4,2012 giving recognition to Rongmei as an indigenous tribe of Nagaland was based on related facts. NTC media cell, was reacting to statements by Nagaland GB Federation(Oct.13) and Rev.L . Suohie Mhasi ( Oct.12 & 16) published in the media on the issue of Rongmei recognition. NTC cited the following as the basis of its opposition to the government notification:(1) that Rongmei is a recognised scheduled tribe in Manipur and Assam as per Schedule Tribe Order Act 1950 on the ground that their ancestral lands were placed under the jurisdiction of these states;(2) that the government of Nagaland in its letter dated August 16,2002 addressed to the government of India , stated that only the following 16 tribes are recognised as Scheduled Tribes in Nagaland--Ao, Angami, umi, Lotha, Rengma, Konyak, Sangtam, Phom,Chang, Yimchunger, Khiamniungan, Chakhesang, Zeliang, Pochury, Kuki and Kachari. CCoFA suspends bandh temporarily

After the meeting with the chief minister, CCoFA convened an emergency meeting at Diphupar during which the house decided to suspend the bandh “temporarily” at around 2 p.m Tuesday. Addressing media persons, CCoFA stated that the bandh was being suspended temporarily considering the assurance given by the chief minister. The committee opined that they should give chief minister the benefit of doubt. They however maintained it was not called off permanently indicating that they will continue the protest if the government fails to make good its assurance. CCoFA also condemned the “illegal detention” and police “high-handedness” terming it as unlawful.

DIMAPUR, OCT 18 (NPN): Nagaland Gover nor, P.B. Acharya called upon the citizens of Nagaland to turn waste into wealth, saying such actions need to start from homes and the surroundings. He said this while addressing hundreds of members of Swachh Bharat Abhiyan, Dimapur district here at Rhododendron Hall, Chumukedima Police complex as part of the review meeting. Appreciating Dimapur district members, led by its district brand ambassador Geoffrey Yadenm, editor-in –chief Nagaland Post, for tirelessly taking the Swachh Bharat Movement (SBM) ahead, Acharya reminded that SBM was a movement and not an event. He lamented that many forget to serve our own people, while expecting others to do the job. To this, he stressed on the need for organizations to carry out Corporate Social Responsibility. CCoFA condemns assault on youths; police clarifies DAN legislature adopts resolution DIMAPUR, OCT 18 (NPN): Coordination Committee on Fuel Adulteration (CCoFA) in a press note vehemently condemned the “brutal assault” on the youth volunteers and critically injuring the vice president of Chumukedima Youth Organisation near 1st gate, Chumukedima. CCoFA alleged that the IRB jawans led by a DSP officer brutally assaulted the youths, while vice president of CTYO was seriously injured requiring six stitches on his profusely bleeding head. The committee further accused Dimapur Police Commissionerate for “engaging in deception and brutality”, saying the respected body had greatly damaged its image. Justifying its statement, CCoFA accused police in order to “cover up its own brutality, belatedly imposed section 144 CrPC but only after back-timing its issuance as 7 a.m.” It claimed that the decision to impose sec 144 CrPC couldn’t have been before 8.30 am, alleging that the “backtiming was done solely to cover up the police’s misconduct and in order for the police to give the justification that unlawful assembly had taken place”. It further alleged that “the police chose to impose 144 CrPC in secret without even a single soul knowing about it”. Narrating the sequence of incident, CCoFA said based on the appeal, volunteers were called to gather at

Chumoukedima Bridge, Patkai junction, at 6 am. Later, nine CCoFA leaders were taken into custody from the site by the police around 7.30 a.m. Prior to the arrest, it claimed that the officer in charge ACP, K. Kapfo was asked why he felt the gathering was unlawful if no curfew or section 144 CrPC had been imposed? However, the office had no answer since there was none, CCoFA stated. As news of the arrest spread, local youths, as instructed by CCoFA leadership marched peacefully towards the arrest site to court arrest as part of Jail bharao strategy. However, IRB jawans led by a DSP brutally assaulted the youths, including the CTYO vice president. It reminded that court arrest was a common phenomenon all over the world. In this regard, CCoFA questioned the credibility and mental capability of the IRB officer who led the brutal assault, saying he did not know the meaning of court arrest and that there was no other explanation as to why the officer behaved that way. Condemning the inhuman action, CCoFA demanded that if Dimapur police wanted to restore its pristine image, disciplinary action and suspension of the IRB officer be initiated. Meanwhile, CCoFA assured the youths of Nagaland that though the indefinite highway bandh had been

temporarily suspended, on the assurance given by the chief minister, there would be repercussion if the government reneges on its promises.

Dimapur Police clarifies

Meanwhile, PRO Dimapur Police has clarified that the CCoFA leaders were not detained at the strength of 144 CrPC as police could have taken protestors to custody the moment the bandh was declared illegal. PRO said police exercised restraint given the non-violent nature of the bandh despite the bandh being declared illegal. PRO said the CCoFA leaders had to be taken to custody when they refused to polite requests by police to disperse. He said detention was solely for preventive measure. On the violence that took place, PRO stated the protestors tried to force their way inside NAPTC which compelled police to resort to lathi charge and firing of tear gas shell to disperse them. PRO also pointed out that the protestors had provoked the policemen by pelting stones where three policemen sustained minor injuries. On the promulgation of Section 144 CrPC in NH 29 under Chumukedima, PRO said the order was notified through social media which, can be considered as notified.

First women police station in state inaugurated Correspondent

KOHIMA, OCT 18 (NPN): State director general of police (DGP), LL Doungel, on Tuesday inaugurated Nagaland’s first women police station (PS) at the north police station premises, Kohima becoming the 8th full-fledged police station in Kohima district. Speaking at the inaugural function as chief guest, DGP said crime against women and children has certain level of sensitivity and different approaches in the way of giving precise and effective remedy. He said if crimes against women such as molestation, rape, eve-teasing etc were handled like any other cases then instead of solving the issue it would only worsen. Therefore, Doungel said a high level of sensitivity, empathy and understanding was required. In any crime, DGP said the victim comes forward seeking police help yet in the case of women the victims were reluctant to take police help owing to many social restrictions. they did not even understand or know how to seek remedies. Thus, noting all these, DGP said such exclusive women PS had been a long felt need. He said another women police station would be opened in Dimapur shortly and the rest of the district headquarters in future. Doungel said for any society to progress, there was a need to give attention to women and children. He said with all the support from all corners, justice would be evident in future. Lima Sunep, in his brief address, said the opening of women police station was one step in the right direction that would empower the women police. Sunep said it would be as a huge challenge for the OC and her subordinates to deal with the crime against women under IPC be it sexual harassment in work place, juvenile justice or child protection etc. He urged the women police station to be responsive to the need of women and child, motivate themselves and do a professional competent job.

Sunep said in 2015 there was 26 cases registered in Kohima district alone where 21 cases were charge sheeted and in 2016, 17 cases were chargesheeted out of 21 registered cases. Also, in his brief address, DC Kohima, Rovilatuo Mor, acknowledged the initiative of home department in opening the women PS. He urged the officers not to misuse the special provisions laid for the welfare of women and child. NMA president, Abie-u Meru, thanked the state government for opening the women PS and assured to extend all possible help. She said NMA had submitted several representations to the state government to open women cell. Kohima village council (KVC) chairman, Medoselhou Keretsü, said women PS was a long felt need of the people. He expressed confident that police would contain all crime and social ills in the state. KVC chairman also assured to extend cooperation to the department and women PS. The programme was chaired by protocol officer Kilang Yanger.

DIMAPUR, OCT 18 (NPN): DAN Legislators on Tuesday adopted a four-point resolution, after holding a thorough deliberation on the bandh called by CCoFA which was declared illegal and the suggestions made chief minister to CCoFA delegation, DAN Legislature Party spokesperson, Yitachu stated in a communiqué. The legislators during the meeting held at the State Banquet Hall at 3 p.m. on October 18 adopted the following resolution: 1. Members placed on record their deep appreciation to the Government for its determination to end once and for all the practice of fuel adulteration and appreciate the suggestion of chief minister made to the delegation of CCoFA who met him Tuesday to make “Nagaland free from fuel adulteration” in the days to come; 2. Endorsed the decision of the Cabinet meeting held on October 15 last, that since the investigations into the Adulteration issue are at an advanced stage, it would not be advisable to change the investigation agency. At the same time, there

is no guarantee that handing the investigation to a Central body like CBI would expedite the investigation within certain time frame; 3. Put on record thier sincere appreciation to the chief minister for taking pains to meet CCoFA delegates on October 18, 2016 and to brief them on the status of the investigations as well as convincing them to withdraw their agitation. “We share his conviction that since it is the intention of the Government as well as the agitators that fuel adulteration in the State should be ceased once and for all, all stakeholders must work together with understanding and cooperation, to end the menace”. 4. As laid out by the Supreme Court, the members endorsed the decision of the Cabinet that any bandh on National Highways affecting normal flow of traffic, goods and services, is illegal. DAN legislature party members have requested all to cooperate with the government so that the common man was not affected in any manner.

UNTABA on boundary settlement President NNC DIMAPUR, OCT 18 (NPN): United Naga Tribes Association on Border Areas (UNTABA) on Tuesday asserted that the settlement of boundary issue between Nagaland and Assam has to be on the basis of the nine-point agreement and 16-point agreement. In a press release, UNTABA chairman Hukavi T Yeputhomi and general secretary Imsumongba Pongen appreciated the chief ministers of Assam and Nagaland, who met at Kaziranga, Assam on October 17, 2016 and resolved to foster better relations between the two states. UNTABA, however, maintained that it was constrained to respond specifically on ‘the proposition for amicable settlement on the border issue’. The association maintained the interim Government of India, in order to bring Naga people in the Union of India, entered into political agreement with Naga people in line with accession agreement of other princely states of India on June 27 to 29, 1947 at Kohima popularly called as ‘9 Points Agreement’ signed

UNTABA said the agreement was entered on the following terms and conditions: “That the present administration divisions should be modified so as:- (i) to bring back into the Naga Hills District all the Forests transferred to Sibsagar and Nowgong Districts in the past; and (ii) to bring under one unified administrative unit as far as possible all Nagas. All the areas so included will be within the scope of the present proposed agreement. No area should be transferred out of Naga Hill without the consent of the Naga National Council”. DIMAPUR, OCT 18 (NPN): NNC (Non-Accord) president, Kiumukam Yimchunger was shot at by unidentified assailant (s) at LRC Colony, Balijan area on Tuesday night at around 8:30 pm, police said. PRO Dimapur Police told Nagaland Post that bullet pierced Kiumukam’s nose and exited from the back of his neck. He was admitted at Zion Hospital and his condition stated to be stable, PRO said. PRO said that right after the incident, police team rushed to the spot and some were deployed at Zion Hospital. Police is yet to establish the reason the behind the shooting and assailant (s) involved. Meanwhile, when contacted, doctors at Zion Hospital told Nagaland Post, that the condition of Kiumukam was stable. The doctors are expected to conduct CT scan tomorrow. K Y M C
