Myanmar launches ops against NE ultras Rio, Zeliang hit campaign trail for by-poll
NEW DELHI, OCT 27 (AGENCIES): Myanmar army has launched ‘Operation Sunrise-3’ to crack down on various insurgent groups gathered at the IndoMyanmar border, a Zee News report stated. In its earlier report, Zee News revealed that the NSCN (K), led by Yung Aung, was consolidating its position inside Myanmar and various NSCN groups are planning to attack Indian security forces at vulnerable points in the North East region. Indian foreign secretary Harsh Shringla and Indian Army Chief Gen. Manoj Mukund Naravane were on a two-day visit to Myanmar this month. It is said that talks were held between the two countries about joint actions against insurgents groups operating in the North East regions and in Myanmar. “Specialized Myanmar Army units are engaged to carry out combing operations in search of NSCN-K and other groups at various places in the Sagaing region of Myanmar. IDANSB decries selection process DIMAPUR, OCT 27 (NPN): Indian Dental Association Nagaland State Branch (IDANSB) has expressed resentment over the selection process carried out by the Health and Family Welfare (H&FW) department for the five junior dental surgeon posts. In a letter to the principal director, H&FW, the IDANSB president Dr. Kaketo Yepthomi and honorary secretary Dr. Vichovol Temi stated that the department, in view of COVID-19 pandemic, decided to adopt a fast track recruitment policy instead of conducting written examination. IDANSB stated that the department set and notified “certain terms and conditions” for the recruitment under fast track recruitment policy. IDANSB has, however, claimed there were gross discrepancies in the distribution of marks. It claimed that applicants with higher qualification were not awarded points. Besides, the association claimed that there was discrepancy in marks distribution for candidate with work experience. It alleged that some applicants with work experience, who had furnished documents of their work experience, were not awarded due points.

Nagaland requires stable govt: Rio Zeliang hits out at PDA over 4-lane

KOHIMA,OCT 27 (NPN): State chief minister Neiphiu Rio said since the Naga issue was at its final stage and with various issues confronting the State, people needed a stable government during the crucial stage. Rio urged the people to empower the r uling coalition, which strived for welfare of the Nagas, by voting in favour of its consensus candidate. He said this while addressing campaign meeting for NDPP/PDA consensus candidate Medo Yhokha at Pfuchama Panchayat Hall on Tuesday adding victory of the ruling candidate would strengthen the hands of the PDA coalition for a stable and stronger government at such a crucial stage. Rio said while the PDA coalition government still had two and half years of
tenure remaining, anything could happen once solution was attained. The chief minister disclosed that at his recent meeting the Union Home Minister Amit Shah and officials from the Intelligence Bureau and special secretary Home, he was informed that all competencies on Naga political issues had been resolved while discussions were on to resolve the contentious issue of “separate flag and constitution (yehzabo)”. He also said there was need to overcome the impact of the current COVID-19 pandemic in the state for which the government was working hard on to improve the economic condition through focused agricultural activities. Rio said all these needed a strong and stable government which can be achieved by voting for the ruling party candidate Yhokha in order to fulfil the aspirations of the people. “I beg you to help me by helping Yhokha,” he pleaded. Campaigning for the NPF candidate for the November 3 byelection to the 14 Southern Angami-I constituency at Kuchukitazho ,Jakhama village Tuesday, Leader of opposition TR Zeliang urged the electorate to ponder over what he termed as “technical problem” as both MLAs of Southern Angami-I and II constituencies were from the ruling NDPP Party. Seeking to draw attention on the need to question the government when required, he said if both MLAs are from the ruling party then no questions are raised during assembly sessions and thereby resulting in lack of development. To illustrate his point, Zeliang said the PDA government in Nagaland cancelled the Kohima By-pass from Jotsoma approved as four-lane by the Centre and reduced it to 2-lane. KOHIMA, OCT 27 (NPN): Expressing dismay over citizens flouting all COVID-19 standard operating procedures (SOPs), Health & Family Welfare (H&FW) principal director (PD) Dr Vizolie Z Suokhrie has once again cautioned that if the people did not follow the SOPs, then the State government would be forced to go for lockdown again like in European countries now. Speaking to Nagaland Post, Dr. Suokhrie said the SOPs were very clear and meticulously mention everything, but regretted that their implementation at district and village levels was not happening. He warned that if the lockdown has to be reimposed, then the State could face unprecedented situation very soon. The principal director regretted that despite repeated appeals and strict guidelines being issued cautioning people to follow the SOPs, the citizens were being careless and cautioned that the State could witness a crisis, if this continued. He reminded everyone that as there was no definite treatment yet for COVID-19, the only way to control the pandemic was prevention. Referring to the onset of festive season, Suokhrie remarked that such celebrating festivals should not encouraged at the moment and held mostly virtual, stressing that holding events should be restricted no matter how important they are. He reiterated his appeal to maintain social distance, wear mask and wash hand frequently.

DIMAPUR, OCT 27 (NPN): Nagaland on Tuesday reported 63 new COVID-19 positive cases– 36 in Dimapur, 18 in Kohima, 8 in Mon and 1 in Tuensang, taking the tally to 8726. Further, out of 8726 positive cases, the distribution across various categories of people include 3815 from the armed forces/
police, 1636 returnees, 2847 traced contacts and 426 frontline workers. KOHIMA, OCT 27 (NPN): NPF leader and former chief minister T.R.Zeliang disclosed that Union Home minister Amit Shah had asked both ruling party and opposition to come together for Naga solution. He said that NPF will hold a consultative meeting at party and legislative levels on October 30. The party would discuss how to take the issue forward, work out a formula and place suggestions before the PDA government, he added. Speaking on the sidelines of the NPF campaign rally at Jakhama village to the 14 Southern Angami-I constituency on Monday, Zeliang said during his recent meeting with Amit Shah in Delhi, he was also informed that the Intelligence Bureau (IB) was working to resolve the issue of separate Naga
flag and constitution. Zeliang said chief minister Neiphiu Rio and senior BJP leader and Assam minister Himanta Biswa Sarma were also part of the high-level meeting with Shah. Arvind Kumar, Director Intelligence Bureau and Ajay Kumar Bhalla, Union Home Secretary were also part of the meeting. He also said the central government leaders had also advised both PDA and NPF to hold a joint press meeting over the issue and for which modalities were being worked out as early as possible, even before the November 3 polling. Zeliang also admitted that through NPF did not attend the PDA government’s consultative meeting on October 15, yet the resolution adopted indicated that NPF and the PDA government were on the same page on “one solution one people”.

BAN flays forced closure of EITA DIMAPUR, OCT 27 (NPN): Business Association of Nagas (BAN) has condemned the act of some unidentified persons shutting the shutters of East India Transport (EITA), whose franchisee are two Naga women entrepreneurs, on October 19. BAN president Vitho Zao and vice-president Akum Jamir appealed to the police to apprehend the culprits and masterminds involved and make public the cause and reason for the closure. They expressed confidence that the police would delve into the matter so that such issues did not recur and obstruct the peaceful Naga business fraternity. Stating that it was most shameful that Nagas desiring to do business were not being able to do so freely without interference from syndicates, BAN alleged that there was no free trade as every trade was controlled by syndicates that controlled supply, sale and price. However, from early 2019 onwards, the Myanmar government has been actively cooperating with India to crack down on northeast insurgents and take full control of those areas. In January 2019, the Myanmarese military had conducted raids on some camps in the frontier areas and reportedly arrested 24 militants belonging to Assam and Manipur. In February last year, the military took control of the NSCN (K) headquarters in the Sagaing region after the death of its supremo S.S. Khaplang, thus sending out the strongest signal that it would no longer allow its soil to be used for insurgency in India. The Centre in September this year extended the ban on NSCN (K), saying the insurgent group has been engaged in violence, extortion and secessionist activities. Home Ministry said the rebel group was involved in 104 violent incidents resulting in the killing of seven security personnel, six civilians and abduction of 75 civilians since September 28, 2015.

online classes rather than physically attend school, they may be permitted to do so. Students may attend schools and institutions only with the written consent of parents. The Department of Higher Education under the Ministry of Education may take a decision on the timing of the opening of colleges and higher education institutions, in consultation with the home ministry, based on the assessment of the situation. Online and distance learning shall continue to be the preferred mode of teaching and shall be encouraged. The home ministry again said that the states will not impose any local lockdown outside containment zones without prior consultation with the central government.
DIMAPUR, OCT 27 (NPN): Late Tonching Lemla (Alemla), wife of late minister CM Chang, reportedly passed away at Christian Institute of Health Sciences & Research (CIHSR) Dimapur on October 26, 2020, barely two weeks after the passing of her spouse at Naga Hospital Authority Kohima (NHAK). According to reports, late Alemla, who had several health issues, was earlier admitted to NHAK and had contracted COVID. However, after her second test returned negative, she was shifted to CIHSR for treatment. State chief minister Neiphiu Rio has expressed deep pain over the demise of Mrs. Alemla Chang and said that she was a cheerful and friendly person, who stood beside “my former colleague and friend, Late CM Chang through all thick
and thin.” In a condolence message, chief minister said she was a person with a big heart and a pleasant personality and would always be remembered for her warm-heartedness. “It is indeed heart wrenching for the family to lose two important loved ones in such a short span of time,” Rio said, adding that he cannot fathom the feeling the family must be going through at the moment. The chief minister conveyed heartfelt condolences to the bereaved family members in this hour of grief and prayed that God give them strength and courage to bear the irreparable loss. DIMAPUR: Commissioner of Police Dimapur, Rothihu Tetseo released a hand book on basic forensic science compiled by inspector John Mukho Phom at Forensic Science Laboratory office building Dimapur on October 26. According to DIPR report, Tetseo congratulated John Mukho for taking the initiative of bringing out the booklet which he said would be of immense help for the investigating officers. Nine NH projects launched by Nitin Gadkari in Tripura
Agartala, Oct 27 (IANS): Union Road Transport and Highways Minister Nitin Gadkari on Tuesday laid foundation stones of nine National Highway (NH) projects, worth Rs 2,752 crore, to boost surface connectivity in Tripura and to make the state “Gateway” of Centre’s Act East Policy. Laying the foundation stone virtually from Delhi, he said that the projects would build 262 km more of national highways while nearly 300 km has been added in Tripura in the last six years. “There is over 850 km of NHs in the state. Roads worth Rs 8,000 crore are being constructed in Tripura, and as much as Rs 365 crore have been disbursed towards land acquisition cost in the state between 2015 and 2020. Upgradation and development of NHs would improve connectivity to all the districts and major cities,” Gadkari said. He said that the under construction 1.8 km long bridge over river Feni would link southern Tripura’s border Sabroom town with Bangladesh’s border town of
Nitin Gadkari Ramgarh. The vital bridge costing Rs 129 crore would be completed by December this year. “The bridge is important from social, economic and defence points of view. The distance between Sabroom and Bangladesh’s port city Chittagong is 75 kms and the bridge would ease the transportation of goods from Chittagong and Kolkata ports. An integrated check post is also proposed near Sabroom,” Gadkari added. COVID: Weeklong lockdown in Aizawl AIZAWL, OCT 27 (PTI): A weeklong lockdown came into force in Aizawl municipal area on Tuesday, as part of the government’s measures to check the spread of COVID-19 in the state capital, where several coronavirus cases with untraceable contacts have been recorded in the past few days. At least 34 people, including two infants, have tested positive for the disease in Mizoram since Monday, 30 of which were detected in Aizawl. Two cases were reported from Mamit and one each from Siaha and Lawngtlai districts. The government, in an order issued on Monday night, said the recent “surge in COVID-19 cases with untraceable contacts” and the rise in the number of symptomatic patients within Aizawl municipal area are matters of grave concern for public health authorities, as this is “considered as an indication of community spread”. “In the light of the present situation, it is necessary to impose fresh restrictions within AizawI Municipal area to curtail unnecessary activities so as to break the chain of community transmission

Arunachal reports 147 new COVID cases; 2 more deaths ITANAGAR, OCT 27 (PTI): At least 147 people, including three security personnel, tested positive for COVID-19 on Tuesday, pushing the caseload in the state to 14,391, while two more persons succumbed to the infection, raising the toll to 35, a senior official here said. Barring 32, all new patients are asymptomatic and have been shifted to COVID care centres. A 35-year-old woman from Sagalee in Papumpare district, who was also suffering from Rheumatic heart disease and Mitral Stenosis, died at the dedicated COVID hospital at Chimpu near here on Monday, State Surveillance Officer (SSO) Dr Lobsang Jampa said. Stan Swamy, who was arrested by the National Investigation Agency (NIA). In a letter to Modi, the SAFF - an inter-faith body comprising of Christians, Hindus Muslims religious group,
said that the arrest of Fr. Stan has filled SAFF with “dismayed shock” and “surprise”. While seeking the Prime Minister to release Fr. Stan on humanitarian grounds, the SAFF said, “Fr. Stan is an octogenarian priest and social worker of a Christian order, and has consistently served the tribals and downtrodden all his life.” “Also this year has seen the effect of the ongoing coronavirus pandemic in our country as in different parts of the world, and for this reason, an elderly person as Swamy whose age ex-
poses him to the dreaded virus should not have been arrested,” the letter read. In line with the call for respect of the elderly all the world over, the SAFF’s letter appealed to the Prime Minister to consider their request to intervene for Fr. IMPHAL, Oct 27: Manipur chief minister N Biren Singh on Monday warned against the alleged ban on BJP election campaign in some areas even as campaigns for the November 7 by-polls is picking up in Manipur. Accusing BJP candidate, workers and supporters of defying locally framed COVID-19 guidelines, some localities in Samurou area of Wangoi AC in Imphal West have imposed a blanket ban on any election related activities of the candidate in their respective localities Without mentioning a particular locality or village, chief minister N Biren Singh said that people should not indulge in such acts of banning a party candidate from entering their locality. The chief minister was addressing an election rally related to the flag hoisting ceremony of party candidate O Lukhoi who became state agriculture minister after he resigned from the state Assembly as Congress MLA and joined the BJP. He said that an MLA is not for a particular locality or village, he should be the representative of an Assembly constituency. “I heard that some
of BJP and Congress were turncoats as the candidate, O Lukhoi, fielding by ruling party is a former Congressman who left the party after resigning from the state Assembly. While the Congress is sending out former vice president of state BJP unit Salam Joy and NPP, the ruling partner of BJP in the coalition government is fielding a new face in the same constituency. In today’s rally, the chief minister claimed that acknowledging the sacrifice made by the Congress MLA Lukhoi, he was inducted as cabinet minister. In Manipur, by-polls will be held in four Assembly constituencies spread over three districts on November 7. The by-poll in one segment will not be held as a BJP candidate in Singhat (ST reserved) AC was declared elected unopposed after the lone independent candidate had withdrawn his nomination paper. India, US ink five defence agreements NEW DELHI, OCT 27 (PTI): The United States stands with India in its efforts to defend its sovereignty and liberty, US Secretary of State Mike Pompeo said on Tuesday after the third edition of the 2+2 strategic dialogue that majorly focused on dealing with China’s aggressive military behaviour in eastern Ladakh, Indo- Pacific and other parts of the world. Severely critical of China, Pompeo, cited killing of Indian Army personnel in the Galwan Valley in eastern Ladakh in a clash with the Chinese military, and asserted that both India and the US are taking steps to strengthen cooperation against all threats and not just those posed by the Chinese Communist Party (CCP). In the talks, the two countries inked a total of five agreements including the long-negotiated Basic Exchange and Cooperation Agreement (BECA) that will allow sharing of highend military technology, classified satellite data and critical information between their militaries. Government sources said a major focus of the talks was on China’s “ex-

Unjust treatment
t is a testimony to how draconian acts have been used against innocent people for opposing the government in pursuing justice for the oppressed, when Jesuit priest Fr. Stan Swamy became the oldest person in India to be charged with terrorism-related offences after the National Investigation Agency(NIA) took him into custody in Jharkhand on October 8,2020 without office warrant. The 83-year old Fr. Stan Swamy was named as suspect in the 2018 Elgaar Parishad case, based on an FIR filed in Pune alleging that banned Naxalite groups had organized the evening programme organised(Elgaar Parishad) in the city on December 31, 2017, on the eve of the 200th anniversary of the Battle of Bhima Koregaon. The Elgar Parishad case was originally investigated by the Pune police but after the BJP government led by Devendra Fadnavis fell in Maharashtra and a tri-party government of the Shiv Sena, Nationalist Congress Party and Congress took charge in the state, the Central home ministry decided to move the case away from the local police to the NIA. Dalits celebrate Bhima Koregaon battle each year to commemorate the victory of a force of 834 soldiers of the East India Company among who were Mahars(untouchables/Dalits) against a 20,000-strong Maratha army of high-caste Peshwas. To commemorate the defeat of the Peshwas, the British commissioned an obelisk to honour 49 of its fallen soldiers among who were 22 Mahars. For the Mahars, the annual victory celebration is more than a battle won; it was a humiliating defeat meted out to the high caste Peshwas. Though the charges were trumped up and despite strong appeals by UN Human Rights body, Federation of Asian Bishops Conferences, PUCL and scores of others, a special National Investigation Agency (NIA) court on October 23 rejected the bail plea of Fr. Stan Swamy. What had made Fr.Stan a prime target of the previous governments in Jharkhand and Maharashtra and presently, the government at the Centre, was related to his works and activities. Fr. Stan Swamy spent close to five decades in the tribal region of Jharkhand working on the forest rights of the Adivasi community. He has been a critical voice in the region against police excesses and the government’s failure to properly implement the fifth schedule of the constitution in the state. He had also from time to time questioned the indiscriminate arrests of Adivasi youths in the state. In short, Fr.Stan has proved to be a thorn in the flesh which the Centre, through NIA wants to remove. In a recent statement, People’s Union for Civil Liberties(PUCL) had pointed out that the true reason for NIA arresting Fr. Stan Swamy today is because he had dared to expose the large scale abuse of anti-terror and sedition laws by the previous BJP-led Jharkhand government. Thousands of Adivasis were falsely implicated and arrested for exercising their fundamental right of protest in the Pathalgadi movement and kept in prison without hearing. He had also taken up various forest grab by big multinational companies and was branded as a communist. In short, Fr.Stan who hails from Virahalur village near Trichinapally (TN) has been fighting powerful people for decades, to protect the weak and untouchables. Even though old and ailing and now facing awesome draconian laws, Fr.Stan is not afraid because he remains true to his faith.

When the disciples returned from their first mission, they were filled with joy because even the demons were subject to them. But Jesus said, in effect, “Don’t rejoice in successful service— the great secret of joy is that you have the right relationship with Me” (see Luke 10:17-20). The missionary’s great essential is remaining true to the call of God, and realizing that his one and only purpose is to disciple men and women to Jesus. Remember that there is a passion for souls that does not come from God, but from our desire to make converts to our point of view. The challenge to the missionary does not come from the fact that people are difficult to bring to salvation, that backsliders are difficult to reclaim, or that there is a barrier of callous indifference. No, the challenge comes from the perspective of the missionary’s own personal relationship with Jesus Christ— “Do you believe that I am able to do this?” (Matthew 9:28). Our Lord unwaveringly asks us that question, and it confronts us in every individual situation we encounter. The one great challenge to us is— do I know my risen Lord? Do I know the power of His indwelling Spirit? Am I wise enough in God’s sight, but foolish enough according to the wisdom of the world, to trust in what Jesus Christ has said? Or am I abandoning the great supernatural position of limitless confidence in Christ Jesus, which is really God’s only call for a missionary? If I follow any other method, I depart altogether from the methods prescribed by our Lord— “All authority has been given to Me….Go therefore…” (Matthew 28:18-19).

Coronavirus has enabled further to tighten their grip over their governance in the absence of peoples’ as well as oppositions’ active participatory process in polity and governance. As of now, more than 220,000 Americans have lost their lives, which is more than one-fifth of the total global deaths, and about 8,752, 121 cases reported positive. For some months, the United States of American continues to remain in top position. India is in the second position with 7,432,680 cases and 113,032 deaths. In such gloomy and devastating scenarios, along with fake narratives and false promises, we keep hearing some good news as Anthony Stephen Fauci, an American physician and immunologist who served as the director of the National Institute of Allergy and Infectious Diseases since 1984,in an interview said that “The good news on the horizon is that vaccines look promising.” He added that “… hopefully by the time we gat to the end of November, the beginning of December … but at least two – vaccines that are safe and effective.” Medical fraternity and
experts on infectious diseases do know well that it’s a long process and would take at least some more time – could be first quarter or second quarter of 2021or when no one knows. Everyone keep predicting, but no one is certain. The top pharmaceuticals such as Johnson and Johnson and others are engaged in developing vaccines for coronavirus. The onus vests with the politicians who keep promising, speculating and exaggerating many things to keep the hopes alive of those who have been infected and others high spirit. Every country is racing towards developing vaccines because the survival of many totalitarians is dependent on the development and distribution of vaccines to their people first though some may promise beyond. is racing towards it. Global pharmaceutical corporations want to maximize its profits and so engaged in serious research of the vaccine. Coronavirus has indeed leveraged vaccine populism. The ruling political parties and the dispensation of the United States of America and India that have the dubious distinctions of representing number one and two position in deaths and affected respectively are now involved in vaccine populism. During pre-Covid-19 times, electioneering particularly in terms of policiesand programs used to be of different nature offering diverse sops to lure the electorates. Test case of this is, in about ten days’ time, the United States of American will be going for polls to elect its president and the State of Bihar is going for Assembly polls. These elections are closely observed and monitored because many views them as referendum particularly on the leadership of the totalitarians. Both the leadership seem to have faltered for not addressing the pandemic in apt ways. They did take their own time to diagnose and analyse COVID-19 and went in their own strategies by employing diverse approaches to tideover the situations. As a result, people had to face dire consequences.
Both the leaders all the time compared other nations and wanted to score brownie points. How can there be comparison in relative terms of death and infections? Whether it is more population or less population, there should have been more tests done and found out the percentage as against the population who suffer in coronavirus and then start comparing? It is unfortunate that we have no such data available.In India we keep talking about hypothetical ways. Leaderships of both the countries have different approaches, but somehow or other, they want to protect and preserve their vote base by offering all sorts of narratives and rhetoric. The gimmick Trump played after having tested positive and the ways he defends for not wearing mask and maintaining physical distancing shows his bizarre behaviour. Those belonging to the ruling dispensation of India is using Covid vaccine delivery mission which has taken a political turn with Union finance minister Nirmala Sitharaman unveiling BJP’s Bihar’s election manifesto and promising free vaccines to everyone in the state of Bihar. Then on the other states ruled by the BJP such as Karnataka, Madhya Pradesh and an ally of BJP, AIDMK that
rules Tamil Nadu jumped into the bandwagon on the free vaccine populism.In due course of time, other BJPruled states would follow suit. Whether it is red-ruled America or blue-ruled America, it is the United States of America. Once the vaccine is developed, the citizens of America should be benefitted. Similarly, whether it is Bihar or Karnataka or Nagaland or whatever, it should be available to all the citizens. Vaccine populism is being used as a political slogan in India, which is rather unfortunate. We need to wait and see, because vaccine once it is developed who would be the beneficiaries and how the government is going to organize its availability to cross-sections of people. Leaders and political parties have stooped to such levels that they play with human life. While totalitarians from other countries keep pursuing and in their narratives talk about vaccine nationalism to maximize the hype such as “America First” or “Make America Great”, but in India could boast its own self-goal variant: vaccine subnationalism—aggravating the problem. Vaccine should not become a tool of any political party tool in return of votes. It should not also figure in party’s manifesto. For the sake of votes and winning
the elections some of the ruling parties have entered into cheap populism. Life and livelihood of citizensare more important despite his/ her political affiliation.Those who govern the nation-states should not succumb to cheap populism by trading on vaccine. As of now no one knows when would the vaccine actually come out and the stakes are too high. Instead of strategizing and planning for the arrest of coronavirus and its spread to the communities, governments that belongs to the BJP are trying to capitalise on vaccine populism, Millions of lives have been lost and many while sitting for dinner or attending functions we observe those known to us are missing or hospitalized or tested positive. The prerogative as well as the priority of the government of the day should save the lives of people, and not to enter into cheap populist luring. To conclude let me invoke, the Father of our nation Mahatma Gandhi said: “When I despair, I remember that all through history, the way of truth and love has always won. Hon’ble Sir, With outmost respect and humble submission, the undersigned on behalf of the Eastern Naga Student’s Federation (ENSF) would like to submit this representation for your kind positive consideration and necessary perusal thereof. That Sir, 25% Job Reservation for the six Backward Tribes of Eastern Nagaland was notified in the year 2008 after many hues and cries and objection from different sections of the society. Nevertheless, with your blessing as the then Chief Minister of Nagaland, 25% was bifurcated out of 37% Job Reservation for the Six Backward Tribes of Eastern Nagaland. However, 25% job reservation was not implemented/followed in letter and in spirit by the Nagaland Public Service Commission. 1) The non implementation/fulfilment of P&AR office memorandum NO. RCBT5/87 (Pt-II), Dated, Kohima, the 2nd September, 2008, Supersession notification No. RCBT-5/87 (Pt), dated 14th April, 2011 and the partial modification of the office memorandum NO. RCBT5/87 (Pt-II) Dated, Kohima, the 4th September, 2015 in letter and in spirit. A) That Sir, the Office Memorandum NO. RCBT5/87 (Pt-II), 2008 of the P&AR, Supersession notification No. RCBT-5/87 (Pt), dated 14th April, 2011 and the partial modification of the O.M. No. RCBT-5/87 (Pt) 2015 was not implemented/ followed according to the O.M/Notification on operating the Roster system and ban on de-reservation of vacancies. If no candidate is available from Six Backward Tribe’s for filling up the earmarked post, the concern authority should strictly implement/followed as per the office memorandum of 2015. We are also aware of non availability of qualified candidates from the six Backward Tribes in some post. However, without following O.M/Notification 2008 and 2011, there are many instances where the Six Backward Tribe of Eastern Nagaland in the roster point were denied the benefit and preferred some other candidates superseding the Eastern candidates by 5-6 points of roster system. According to the O.M/Notification of 2008 and 2011, it clearly states that “If no candidate is available from a particular BT whose turn has come on the roster, the benefit may be extended to the next Backward Tribe as indicated in the relevant roster. However, this benefit will be extended to the same tribe in the subsequent recruit-
ment year”. In this regard, the Federation have detected many anomalies in the Combined Technical Services as per the information received from NPSC through RTI. It has also come to the knowledge of the Federation that the Commission have denied many technical posts reserved for the Six Backward Tribes of Eastern Nagaland and to the minimum calculation, the Eastern Nagas were denied Sixty (60) Combined Technical Services posts and we demand for the compensation of those denied posts. (B) In addition to the anomalies detected in CTSE, we have also detected some irregularities in Combine Educational Services, whereby the O.M NO. RCBT-5/87 (Pt), 2008, Supersession notification No. RCBT-5/87 (Pt), dated 14th April, 2011 and the partial modification of the O.M. NO. RCBT-5/87 (Pt), 2015 and the roster point formulated by P&AR was not implemented in toto. We are also aware of the non availability of suitable candidates in some post. However the concern authority should not manipulate the ‘roster system’ and deny the rights of the six Backward Tribes of Eastern Nagaland without strictly following the O.M/Notification of 2008, 2011 and 2015. It clearly states that “if no candidate is available from a particular BT whose turn has come on the roster, the benefit may be extended to the next Backward Tribe as indicated in the relevant roster. However, this benefit will be extended to the same tribe in the subsequent recruitment year”. The Federation have detected many anomalies in the Combined Educational Services as per the information received from NPSC through RTI and to the minimum calculation, Thirty (30) posts in Combined Educational Services were denied/manipulated and we demand for the compensation of those denied posts. (C) It is also to be noted that the Federation have detected some anomalies even in the NCS/NPS/NSS and Allied Services examination and found out that there are some posts which were denied to the candidate of Eastern Nagaland by the concerned Authority and for that matter the Federation demand for the denied posts. 2) The resigned post from BT quota of Six Backward Tribes of Eastern Nagaland should be permanently reserved for the particular tribe. That Sir, the Federation demands that those post which are resigned after availing from Six BT quota of a particular
tribe should be kept as ‘reserved post’ for the particular tribe only. In this regard, we would like to appeal your authority for thorough cognizance on the matter. (for instance, a candidate holding the post of Inspector of any department or Secretariat Assistant etc. resigned from their present post after qualified in the higher post, such resigned post are again re-advertise by the commission adding to the total number of general vacancies). The matter of the fact is that such resigned post is send back to general category and that particular tribe lose the quota ‘reserved for the tribe’. Therefore, the Federation would like to demand for the resigned post as permanently reserved for that particular tribe in order to maintain employment justice and equality to the Six BT quota reservation. 3) The declaration of the final result along with written and viva voce marks obtained. That Sir, in order to maintain transparency in selection of candidates while declaring results, the Federation is of the opinion that the marks obtained in the written examination as well as marks obtained through viva voce should be published in local dallies/ public domain. In this matter, we would like to appeal your esteemed authority to kindly instruct/direct the Nagaland Public Service Commission to declare the final result with written as well as oral marks obtained. 4) The qualification criteria of the Board Members and Chairman of NPSC. That Sir, with regard to the qualification criteria of the Board Members and Chairman of NPSC, the Federation would like to demand for reconsideration of the Post Graduate Degree holder to Graduate Degree holder particularly for the Six Backward Tribes of Eastern Nagaland. The Federation placed this demand before your esteemed authority, as you are well aware of the poor condition of the Eastern Nagas in all aspects. Therefore, the Eastern Naga Student’s Federation (ENSF) would like to place the above mention genuine demands before your esteemed authority in the interest of Employment Justice & Equality and to improve the poor, employment condition of Eastern Nagas for which we request your good office for positive response and consideration at the earliest. he new model of life presented to us by COVID-19 has surely created a paradigm shift for people everywhere in the years to unfold. This unwelcomed guest in our midst, is here to stay for some more time, much against our will. There is absolutely no certainty as to when this situation would end, despite the tireless efforts of the medical fraternity, working globally round the clock. Every aspect of life has come to an abrupt halt, if not, at least given a new direction. Shifting the gear on the academic life of students, it may be mentioned that students are made to opt for very tough choices. As of now three choices stands out among the rest. a) opting for a study gap during this pandemic for various reasons, b) continuation of the academic life with whatever means they could, and c) Students who are indecisive about their career. The fate of the students who have passed class 10 and 12 are hanging on many unpredictable circumstances. All those willing to advance in their academic careers are fully into their classes, be it online or offline in some cases. Thankfully, it may be mentioned that the state despite having various challenges have enough affordable educational institutions to accommodate students into secondary and degree courses. However, the major challenge lies in accomodating the graduated students into higher education sector within the state. We have some seven institutions (university and colleges) offering postgraduate programme in select courses, besides Nagaland University. The recent declaration of the Nagaland University results this year 2020 gives us the figure of 7,943 passed candidates. In addition to this, the approximate graduates from autonomous colleges and university would at least amount to 1200 students (Patkai Christian College, Jotsoma Science College and St. Joseph’s University Dimapur). Thus, the total graduates would be now 9,143 students. Against the backdrop of this, it may be seen that the maximum number of students that can be enrolled for postgraduate programme in the existing institutions including Nagaland University would not in any way exceed 2,600 students at its best (to be precise -2,318 students). Going by the actual figures, only 28.44% can find placement within the state. So where does the remaining 71.56% of the students go? Even if we minus 40% of the students as not pursing further studies, definitely we still have to deal with the remaining 31.56 % of the students. This pandemic made us to realize that there is huge deficiency of doctors and nurses in the state which eventually
prompted us to an urgent recruitment in this field. Well, will there be a similar move even in the higher education sector, which can cater to the needs of only 28.44% of our passing students? It is very unlikely, as the issue is not a direct challenge to life. Moreover, many of our students will still look out for other universities. However, the prevailing pandemic crisis seems to pose a serious threat to a good number of students who envisage to carry out their masters degree elsewhere outside Nagaland. The seemingly unending pandemic situation has only shown an increase in its spread ever since the day of its outbreak. God forbid but, the worse seems to be still awaiting, as signs of the second wave are reported in some European countries. Our people working and studying outside only knows what it means for them to come back home during the post lock down periods. If situation like this compels our students to continue their academic career within the state, what can we offer them? It is just out of proportion to accommodate the huge number of graduates into our limited institutions. It is high time to get into the business of promoting higher education through hand holding mechanism or public-private sector collaborations, not intending to put the blame squarely on the state government alone. The challenges are numerous now as students need to take quick decisions, rush-up for their admissions, get cell phones, station in places where network is more stable and so on. The presence of standard higher educational institutions in the state would definitely be a necessity, to meet the needs of the students and thereby, boost the economy of the state in a big way. By doing so, the wealth drain can be stopped, professionalism can be enhanced, rural economy can resurrect, and there can be rise of job opportunities in the state. There is a serious need to prioritize higher education sectors, so as to be self dependent. The state government, the national workers and the public needs to collectively collaborate in order to promote this sector in the state. Matters such as taxations, security, and local support need to be friendly and appealing for potential investors in this sector. Therfore, shouldn't this Pandemic serve us as a wake up call to gird our state with the necessary resources to train man and woman of all walks and professionalism- perhaps the clock strikes now, let us catch the reigns for some changes in our state Nagaland. NEW DELHI, OCT 27 (PTI): Prime Minister Narendra Modi on Tuesday batted for strong action against “dynastic corruption”, saying it has become a part of the political culture in some states and has emerged as a formidable challenge that is hollowing out the country. Inaugurating a threeday national conference on vigilance and anti-corruption organised by the CBI, the prime minister said that inaction in a single corruption case forms the foundation for future scams and corruption. “Dynastic corruption, as in corruption transferred from one generation to another, has grown over decades to become a formidable challenge before the country,” he said “During the past decades, we have seen that when one generation of corrupt people is not punished adequately, its subsequent generations indulge in corruption with more impunity,” he said. When a generation sees that a corrupt person in the family is let off without or very little punishment, their courage to indulge in corrupt activities grows manifolds, he said. “Because of this, it has become a part of the

When suitable action is not taken in corruption cases, it becomes normalised in society, the prime minister said. “People know, the media knows that a person has made crores of rupees through corrupt means, but they also start taking it normally. “This situation is a major obstacle in the growth of the country. It is a hin-
drance to a prosperous and self-dependent India,” he said. The prime minister said there is a need to have systemic checks, effective audits, capacity building and training against corruption. “Fighting corruption is not a job of a single agency but is a collective responsibility,” Modi said. During the conference, senior officials of the government, including the Home Secretary, the Comptroller and Auditor General, and the Finance Secretary, will discuss crucial issues related to investigation challenges in foreign jurisdiction, matters linked to vigilance and corruption, amendments in Prevention of Corruption Act among others. The national conference organised by the CBI coincides with the ‘Vigilance Awareness Week’, which is observed in the country annually from October 27 to November 2. “Activities in this conference would be focused on vigilance issues aimed at raising awareness and reaffirming India’s commitment to the promotion of integrity and probity in public life through citizen participation,” a government statement said.

WASHINGTON, OCT 27 (PTI): Conservative jurist Amy Coney Barrett was sworn in as a justice of the US Supreme Court, an hour after the Republican-controlled Senate confirmed her controversial nomination, handing President Donald Trump a major victory just a week before the election. The deeply-divided Senate confirmed the nomination of Barrett as the 115th Supreme Court Judge by 52-48 votes on Monday, pushing the top court in a more conservative direction for generations to come. Barrett, a 48-year-old religious conservative, was administered the official constitutional oath by Justice Clarence Thomas on the South Lawn of the White House alongside President Trump. “I stand here tonight, truly honoured and humbled,” she said shortly after she took the constitutional oath. “This is a momentous day for America, for the United States Constitution and for the fair and impartial rule of law,” said Trump in his remarks on the occasion. “She is one of our nation’s most brilliant legal scholars, and she will make an outstanding justice on the highest court in our land,” he said about his nominee. Out of nine Supreme Court Justices, Trump, so far, has nominated three of them. In the US a Supreme Court justice is appointed for life and does not have a retirement age. Barrett is likely to serve on the court for decades and will give conservatives a 6-3 majority on the Supreme
WARSAW, OCT 27 (AP): Poland’s prime minister on Tuesday defended the tightening of the country’s abortion law and condemned massive nationwide protests led by women’s rights activists, saying they shouldn’t be happening amid heightened coronavirus restrictions and decrying “acts of aggression.” Prime Minister Mateusz Morawiecki was reacting to five days of massive protests across Poland against a ruling Thursday by the country’s top court that declared abortions due to fetal congenital defects unconstitutional. On Monday, protesters led by women’s rights activists blocked traffic for hours in most cities and also gathered outside churches, chanting obscenities against Poland’s influential Catholic Church leaders, who condemn abortions. They called for the women to have the right of choice. “In order to have the freedom of choice you first must be alive,” Morawiecki, whose conservative government backs tight restrictions, said in defending the court’s ruling. Morawiecki added that “the situations that we are seeing in the streets and which amount to acts of aggression, vandalism, attacks, are absolutely inadmissible, should not be taking place at all.” The prime minister urged everyone to observe restrictions that ban gatherings of more than five people in an effort to fight a sudden spike in coronavirus cases.

MANILA, OCT 27 (IANS): At least three people were killed and 13 others reported missing as typhoon Molave slammed the Philippines, triggering flash floods and widespread destruction, a disaster agency official said on Tuesday. National Disaster Risk Reduction and Management Council (NDRRMC) spokesperson Mark Timbal said that the three fatalities were caused due to drowning, Xinhua news agency reported. While the results from these early trials are yet to be officially released, Professor Andrew Pollard from the university discussed the promising findings at a research conference recently. The ChAdOx1 nCov-2019 vaccine, called AZD1222 by AstraZen-
eca, is currently undergoing worldwide trials with some reports raising hopes for a rollout within months. Khan condemned the attack on children. He has convened a meeting to take stock of the security situation in the province. The area has been cordoned off and police teams are collecting evidence. PESHAWAR, OCT 27 (PTI): A powerful blast ripped through a religious seminary in northwest Pakistan’s Peshawar city on Tuesday, killing at least eight people, mostly students, and wounding over 120 others, senior police officials said. The blast occurred around 8:30 am at a local mosque, which also serves as a religious school in Dir Colony in interior Peshawar, while students were reading the Quran, Peshawar police chief Muhammad Ali Khan told reporters. Khyber Pakhtunkhwa Chief Minister’s Advisor on Information Kamran Bangash and Spokesman of the LRH Hospital Asim Khan confirmed that eight persons have died and 124 others injured in the blast. “Those who spread terror will never succeed in their mission,” Bangash said, adding that the incident would be fully probed and the perpetrators will be brought to book. There was no immediate claim of responsibility for the blast in the city, bordering war-torn Afghanistan. A poll completed by 2,000 Brits to mark the launch of the new Sony Walkman player found the rock legends’ 1975 hit to be the nation’s favourite song by 43 per cent, followed closely behind in second place by Queen’s 1978 hit ‘Don’t Stop Me Now’. Indonesia says ‘Jurassic Park’ project no threat to Komodo dragon
I
ndonesia’s environment ministry on Tuesday sought to calm outrage over construction of an island tourism project being dubbed “Jurassic Park”, after an image went viral on social media of a Komodo dragon facing off with a big truck. The picture of the dragon, one of the world’s largest lizards, blocking the path of a big vehicle on Indonesia’s Rinca Island prompted an outpouring of anger about perceived threats to the natural habitat of the vulnerable species. Reuters was not able to verify the authenticity of the picture. Wiratno, a senior environment ministry official, said rangers would ensure the safety of dragons roaming near the construction, which will include an elevated deck, a dam and an information centre, to be completed in June. “They will intensively make checks of whether the Komodo dragons are under the buildings, remnants of buildings, and under the trucks carrying material,” he said in a statement. The project, which involves the country’s public works and housing ministry, seeks to cater to visitors of the Komodo National Park, where the Komodos can be seen in the wild. Social media users have likened the project to one on a dinosaur island
featured in the “Jurassic Park” films. The public works ministry in a statement on Monday also assured the safety of the Komodos. But environmentalists said the construction must stop. “Komodo needs to be the main priority. They need to be protected in a designated area,” said Umbu Wulang Tanaamahu Paranggi, director of the Indonesian Forum for the Environment (Walhi) in East Nusa Tenggara. “What’s going on now is a destruction of the dragons’ living spaces.” (Reuters)

Dubai, Oct 27 (PTI): Wriddhiman Saha stamped his class with a 45-ball 87 before Rashid Khan dished out a clinical bowling performance as Sunrisers Hyderabad kept themselves alive in the race for IPL play-offs with a whopping 88-run win over Delhi Capital, here on Tuesday. Asked to bat first, splendid knocks by Saha (87), skipper David Warner (66) and Manish Pandey (44) powered Sunrisers to 219 for two. Star spinner Rashid then led a fine bowling display to end with the impressive figures of 4-0-7-3, his best in this season. The Afghan bowled an astonishing 17 dot balls in his quota of four overs, helping his side bowl out the Capitals for 131 in 19 overs. Sunrisers (10 points) have now moved up to sixth from seventh position with this win, while the Capitals, who slumped to their third consecutive loss,

were pushed down to the third spot with 14 points. Chasing a stiff target, it was a rather ordinary performance by the the Capitals batsmen. Shikhar Dhawan (0) and Marcus Stoinis (5), who was elevated to number 3, perished in the first two overs. Ajinkya Rahane (26) and Shimron Heytmyer (16) quickly started the recovery work, stitching a
40 run stand, the highest for their team. The duo targeted Jason Holder, collecting 22 runs in the sixth over as Delhi reached 54 for two at the end of the Powerplay overs. However, Rashid dealt Delhi with twin blows, getting rid of both Rahane and Hetmyer in the seventh over. Skipper Shreyas Iyer (7) was next to depart as wickets continued to
tumble at regular intervals. Seven of Delhi’s batsmen failed to reach double digits with Rishabh Pant (36) being the top scorer. While Rashid was the pick of the bowlers for Sunrisers, Sandeep Shar ma (2/27) and T Natarajan (2/26) picked two wickets apiece. Earlier, both openers Warner, who looked in good nick, and Saha, playing his second game of the season, went after the Delhi bowlers from the word go. Fully capitalising on the field restrictions, the duo smashed boundaries (11 fours and two sixes) every over to collect 77runs in the first six overs, the best Poweplay figures of the season. In the sixth over, Warner smashed the tournament’s leading wicket-taker Kagiso Rabada (0/54) for four boundaries and a six,
helping the Sunrisers reach 100 runs in just 8.4 overs. Till Warner was taking on the bowlers, Saha played the second fiddle to perfection. The Australian celebrated his 34th birthday with a half-century off just 25 balls, hitting two sixes and eight fours at the Dubai International Stadium. To Delhi’s relief Ravichandran Ashwin (1/35) broke the 107-run opening stand in the 10th over as he dismissed danger man Warner, who was caught at extra cover by Axar Patel. With Warner gone, Saha hammered the Capitals bowlers all around the park. The wicketkeeper batsman reached his fifty in style with a boundary. He plundered 12 fours and two sixes before pacer Anrich Nortje (1/37) dismissed him in the 15th over. Pandey and Kane Williamsion (11 not out) continued the assault on a listless Delhi bowling unit.
GUWAHATI, OCT 27 (IANS): Hockey players in Assam and Manipur have resumed sports activities in accordance with the Ministry of Home Affairs’ (MHA) guidelines amid the Covid-19 pandemic. In Assam, approximately 100 players have resumed limited sports activities. The players, who belong to the U-16 and U-19 age group, are focussing on basic drills and are slowly and steadily finding their feet back in the game, as per a Hockey India media release. T h e p l ay e r s a n d the coaches of the state member unit are currently building towards their next domestic tournament - a test event in the first week of November. “We are delighted that our hockey players have resumed sports activities. Staying away from the pitch for a long time is
difficult for any sportsperson and therefore we are ecstatic that we have found a way to resume sports activities by following the SOP and guidelines provided to us by Hockey India,” Tapan Kumar Das, General Secretary Assam Hockey said. “We have to ensure that we don’t push our players too hard. They have to move forward steadily,” he added. In Manipur, around 150 players, who belong to the U-18 and U-20 categories, have resumed sports activities. The state is planning to conduct 21-days of coaching sessions at various registered districts of Manipur for the seamless resumption of sports activities across the state. Basudev Singh, President Manipur Hockey, said, “We are extremely happy that sports activities have resumed in our state.
We have been prepared for the restart of the sports activities for many months and therefore we are delighted that the players from Manipur have got a chance to make their way back to the field. We hope that the players get back to their full form as soon as possible.” The state member units got a general idea about the key aspects to keep in mind while resuming sports activities during an interactive session with chief coaches of the national teams and experienced national players; PR Sreejesh and Savita in September. The chief coaches and players spoke about their first-hand experience of how the national camp coaches and players are following the set protocol at the Sports Authority of India campus in Bengaluru since restarting sports activities on August 19.
Gavaskar calls for transparency regarding Rohit’s injury SHARJAH, OCT 27 (IANS): Batting legend Sunil Gavaskar has called for transparency regarding Rohit Sharma’s fitness after the star opener, who has not been named in any of the three Indian squads for the Australia tour, was pictured training with his Indian Premier League (IPL) franchise Mumbai Indians. On Monday evening, BCCI named the Indian squads for three T20Is, three ODIs and four Tests against Australia in which it left out Rohit who has missed the last two IPL matches due to a hamstring injury. “The BCCI medical team will continue to monitor the progress of Rohit Sharma and Ishant
Sharma,” a media release from BCCI quoted Secretary Jay Shah as saying. However, soon after the announcement, Mumbai Indians tweeted pictures and a video showing the 32-year-old taking part in net session. “I didn’t see what was shown something about him practising in the nets for Mumbai Indians. So I don’t know what his injury is. If his injury was serious, he won’t even be padded up. So we’re talking about a tour which is starting in December, the Test matches start around December 17 which is a month and a half away,” Gavaskar told Star Sports after the conclusion of Kings XI Punjab-

I think a little bit of transparency and a little bit of openness about what actually is the problem with him will help everybody. The former Indian captain also referred to another opener Mayank Agarwal, who has not played for Kings XI in the last two matches but has been named in all the three squads for the Australia tour. “”I understand the franchises don’t want to give the hand away,
they are here to win the game. They don’t want to give oppositions any psychological advantage,” said the 71-year-old. “But we are talking about the Indian team. Even Mayank Agarwal has not played. Indian cricket fans, they ought to know, what is happening with two of their key players,” he added. The squad for the Australia tour will depart from the UAE immediately after the IPL which is slated to end on November 10. The Australia tour will comprise three T20Is, three ODIs and four Test matches, expected to be played between November 27 and January 19. The official itinerary is, however, yet to be announced.
