4, Dr. Suokhrie expressed concern over people’s complacent attitude when they stopped wearing masks and not maintaining social distancing. He said non-adherence to safety precautions indicated as the main factor for rise of new COVID-19 cases in the State. The PD also disclosed that many people were reluctant to or resist COVID tests, even after they report late about symptoms when their condition turn serious. He also warned those who recovered from COVID19 not to be complacent since they could still be re-infected with COVID-19. Meanwhile, H&FW deputy director, Dr. Kikameren Longkumer said it was observed that people in general have become complacent while health workers have become fatigued. He warned that the State could face a serious crisis if the people became careless. State Mission Director of National Health Mission, Dr Kevichusa Medikhru stressed on the importance of hand washing, physical distancing and wearing masks to prevent transmission. He said it was a collective social responsibility in order to return to normalcy.
Nodal officer for Integrated Disease Surveillance Programme, Dr. Nyan Kikon remarked that after Unlock-4 Nagaland was witnessing an upsurge of COVID positivity rate which he said, was due to complacency and a lackadaisical attitude. Dr. Nyan said it was observed that there has been a gradual shift of cases from youth to vulnerable groups and suggested that young people take more responsibility in preventing transmission of the virus by strictly following COVID protocols and SOPs.

Fuel prices likely to be cut ahead of Diwali NEW DELHI, OCT 28 (IANS): Consumers can cheer as oil marketing companies (OMC) may actually bring down the retail prices of petrol and diesel in the coming week ahead of Diwali. Oil sector experts said that with global oil prices under pressure from slowing demand in the second wave of Covid-19 pandemic sweeping several western countries, crude price could fall in coming days. If this holds on for a week or so, there could be positive gains for auto fuel consumers in India by way of a fall in retail price of petrol and diesel. Global crude prices are already down over 5 per cent over the week with oil now selling close to $40 a barrel from earlier levels of over $ 42 per barrel. But with lower oil demand and rising inventory, there is fear among oil producing companies that crude prices may start falling again. OMCs in India have been holding on to the retail price of petrol and diesel for close to a month now. Even on Wednesday, the price of two petrol products remained unchanged.

Covid vax could be ready by Dec, says SII; but adds 2 conditions
KOHIMA, OCT 28 (NPN): While strongly denying that “community transmission” of COVID-19 was taking place in Nagaland, the Department of Health & Family Welfare (DoH&FW) reasserted that new cases were instead, due to local “community spread” and urged people not to be confused between the two. Addressing media persons here on Wednesday, Principal Director (PD) DoHFW, Dr. Vizolie Z. Suokhrie said though the infection was spreading within the community yet, “we have not reached the community transmission stage.” He also said COVID19 cases were linked to primary contacts even though there was increasing trend in COVID cases in the state. While drawing attention to social media buzz that another lockdown was imminent due to spread of COVID-19, Dr. Suokhrie clarified that the department did not want to re-impose another lockdown. On the COVID-19 scenario in many European countries where lockdowns were re-imposed and also
debate in Manipur where re-imposition of lockdown was being considered, Dr. Suokhrie said the situation was avoidable provided if every individual took social responsibility to not get infected nor transmit the virus to others. “If that responsibility is there in every individual, I think we don’t need to go for lockdown again,” he added. S I LC H A R / A I Z AW L , OCT 28 (IANS): A week after the fortnight-long Assam-Mizoram border dispute was purportedly resolved, the issue resurfaced on Wednesday as agitators in Assam blocked National Highway 306, the life-line of Mizoram, demanding the state withdraw its security personnel from Assam’s territory. Police officials in Assam’s Silchar said that over 100 people blockaded the highway at Lailapur, leaving more than 100 goodsladen vehicles stranded on the either side of the border. “The agitators were demanding withdrawal of Mizoram’s forces from Assam’s territory in Cachar and Karimganj districts. In the series of high-level meetings last week, the Mizoram officials had agreed to gradually withdraw their forces from the areas inside Assam territory. But, they are yet to withdraw,” a senior Cachar district police official said. Assam’s Addl. DGP (Law and Order), Gyanendra Pratap Singh rushed to southern Assam and held a series of meetings with the officials to normalise the situation.

‘State not prepared to host any festival’
Meanwhile, Dr. Suokhrie revealed that Nagaland was not prepared to host any festival. Responding to a query on whether it was advisable to host Hornbill Festival this year, he said virtual festival could be encouraged but that there should not be a normal mega festival organised during the pandemic. He stressed on more social responsibility by following COVID SOPs to prevent further transmission, especially in the backdrop of the approaching festive and wedding seasons.
NEW DELHI, OCT 28 (AGENCIES): Covishield, a vaccine candidate that has shown promise during trials, may be ready by December 2020, Serum Institute of India CEO Adar Poonawalla told News18. He, however, added the caveat that “a lot is subject to data from the UK and also a lot depends on the approvals coming through from the Drugs Controller General Of India”. What this means is that the company, which is developing Oxford University’s vaccine in India, intends to apply for emergency authorization if the data from the UK trials show promise. The government of India, has in the past indicated that emergency authorization of a vaccine is likely if the need arises. The phase-III trials of Oxford University-AstraZeneca’s coronavirus vaccine candidate are currently underway in the UK. Covishield, developed at the Jenner Institute of the Oxford University in the UK and licensed from Anglo Swedish drug maker AstraZeneca, is currently undergoing the final phase
of clinical trials in India among nearly 1,600 people. Serum has floated a new company Serum Institute Life Sciences (SILS) that will exclusively focus on developing, producing and supplying pandemic vaccines. On Tuesday, Poonawalla termed as “preliminary good news” an announcement by British drugmaker AstraZeneca that an experimental Covid-19 vaccine being developed by the University of Oxford is producing an immune response in both younger and older adults. “A lot of people were wondering and asking the question, will these early vaccines be effective for the elderly and most vulnerable, here is some preliminary
good news,” Poonwalla said on Twitter. On September 26, Adar Poonawala had questioned whether the Government was willing to shell out around Rs 80,000 crore for the COVID-19 vaccine. In response, on September 30, Rajesh Bhushan disputed the costs calculated by Poonawala. Though he did not state the exact amount calculated by the Ministry, Bhushan said that the National Committee was mulling over the costs. Serum Institute of India which is manufacturing the Oxford, AstraZeneca vaccine has been funded by the Bill and Melinda Gates Foundation to produce 200 million doses under this scheme.

DIMAPUR, OCT 28 (NPN): Nagaland on Wednesday registered 98 COVID-19 positive cases-- 71 in Dimapur, 13 in Kohima, 5 in Mon, 3 each in Mokokchung and Tuensang and 1 each in Wokha, Zunheboto and Kiphire, taking the tally to 8824. Further, out of 8824 positive cases, the distribution across various categories of people include 3843 cases from the armed forces/ police, 1642 returnees, 2906
traced contacts and 433 frontline workers.
India’s virus cases inch closer to 80 lakh-mark
PTI: The new coronavirus cases reported in India in a span of 24 hours remained below 45,000, even as the total COVID-19 caseload inched closer to 80 lakh, the Union health ministry said on Wednesday. COVID caseload mounted to 79,90,322 on Wednesday.
DIMAPUR, OCT 28 (NPN): Angamimiapfü Mechü Krotho (AMK) has expressed shock that at a time when the State’s COVID positivity rate of 8.5% was higher than the national average of 7.9%, as per the health & family welfare (H&FW) department’s own admission, the state tourism department has instructed various departments to prepare for the Hornbill Festival in December. AMK, the apex Angami women’s body, in a statement by its president Kevinourheno Seyie and general secretary Shürhivino Nakhro said the move “takes the wind out of the sails” of frontline workers who have been tirelessly and indefatigably involved in the fight against COVID. AMK emphasised that unlock did not mean the freedom to celebrate festi-

AMK said the Hornbill Festival was neither an ancestral festival of any tribe nor a religious festival that people were duty bound to observe. It said Hornbill Festival was more of a government effort to project and showcase various cultures and Naga tribes in a bid to promote tourism. PATNA/NEW DELHI, OCT 28 (PTI): The first phase of polling for the Bihar assembly elections passed off peacefully on Wednesday as an estimated 54.26 per cent of nearly 2.15 crore eligible voters exercised their franchise, marginally lower than in 2015, as the coronavirus scare failed to impact the turnout. The polls were held in 71 constituencies spread across 16 districts amid tight security and strict COVID19 regulations in place. According to the Election Commission’s Voter Turnout App, the provisional polling percentage was 54.26 that was updated till 10 p.m. The Chief Electoral Officer’s office said in Patna that the voter turnout in the 2015 election in these 16 districts was 54.75 per cent. Chief Election Com-
missioner Sunil Arora said in Delhi that the voter turnout in phase one was 54.94 per cent in the 2015 assembly polls, while in the 2019 Lok Sabha elections the corresponding figure was 53.54 per cent. Polling went beyond 6 PM in some constituencies, while the voting hours were curtailed in Naxal-affected areas and ended at 4 pm after beginning at 7 am. Out of the 16 districts which went to polls, 12 are hit by Left-wing extremism, a senior poll panel official said. Of the nearly 2.15 crore electors eligible to exercise the franchise, 1.12 crore were male, 1.01 crore female and 599 were categorised as third gender, according to data provided by the Election Commission. As many as 1,066 candidates are in the fray in the first phase of the poll.
Nagaland identifies 5315 sex workers Missing arms case: Charges against Manipur MLA States asked to provide ration to sex workers without identity proof DIMAPUR, OCT 28 (NPN): Following Supreme Court’s September 29 directive to state governments to provide dry ration to all sex workers, who have been identified by the National AIDS Control Organisation (NACO) and district legal authorities, without asking for ration card or any other identification proof, Nagaland has identified 5,315 sex workers. Senior advocate Jayant Bhushan, assisting the apex court as an amicus curiae in the matter, referred to the affidavit filed by Nagaland, a PTI report stated. He said as per Nagaland’s affidavit, the state
has identified 5,315 sex workers. When the counsel appearing for Nagaland told the bench about some technical difficulty in distribution as the system was fully computerised there, the bench said, “If it is online then it will be faster.” “Larger states have implemented it. It is now four weeks since we gave the direction. You are still at the stage of identification. If you will take refuge under computerisation, it is going to take a year. You do whatever you want but don’t delay this,” the bench said. “We have passed these directions as we are aware that there is serious problem. It is about their survival. It is a question of giving them ration and you should not delay it,” it said, adding, “It is a humane problem”. The Court also pulled up the Uttar Pradesh gov-
ernment for “delay” in identifying sex workers for providing them dry rations during the COVID-19 pandemic, and said there should not be any further delay as it is a “question of someone’s survival”. At the fag end of hearing, the counsel appearing for Manipur raised the issue of financial constraint faced by the state. The bench observed that North Eastern states rely on central funds and asked the counsel appearing for Manipur to give representation to the Centre on this issue. Appearing for an NGO, senior advocate Anand Grover had earlier argued that a survey among 1.2 lakh sex workers in Andhra Pradesh, Karnataka, Maharashtra, Tamil Nadu and Telangana found that 96 per cent of them had lost their source of
earning in the pandemic. Grover said some of states have given no data about number of sex workers and also about the rations provided to them. He said that standard operating procedure (SOP) issued by NACO ensure confidentiality but there is no data for sex workers who are aged over 40. The bench, which took note of Grover’s submissions, said that it would issue general directions to all the states to ensure that dry rations in given to sex workers identified by NACO and district or state legal services authority. The bench, which directed that states would follow the NACO’s SOP and commence distribution of dry rations, said that states and UTs would file compliance affidavit within four weeks on the issue.
IMPHAL, OCT 28 (AGENCIES): National Investigation Agency (NIA) Special Judge in Manipur on Monday framed charges against the Saikul Congress MLA Yamthong Haokip along with David Hangsing, chief of Kuki Revolutionary Army (KRA) and nine others in connection with the stealing of fifty-six 9mm pistol and some fifty-nine magazines from the armoury of 2nd Manipur battalion. It is said that the accused were charged under several sections of IPC (Indian Penal Code), UAPA (Unlawful Activities Prevention Act) and Arms Act. The Congress MLA from Saikul in Kangpokpi district of Manipur, Yamthong Haokip, was arrested in August 2019 after a team of NIA found one of the missing pistols at the residence of the said sitting
