Final agreement after wide consultations with all stake holders DIMAPUR, OCT 19 (NPN): Nagaland chief minister T.R. Zeliang opined that though the contents of the ‘Framework Agreement’ signed between the government of India and NSCN (I-M) on August 3, 2015 were not made known, yet, as per the explanations made by Interlocutor R.N. Ravi, it was only a “preamble to final solution” containing directions and guidelines on how the solution should be worked out. According to CMO, the chief minister, said this while addressing a huge gathering at the first conference of Naga Village Authority of South Nagalim at the local ground of Tagaramphung, Senapati (Tahamzam) district Manipur on Wednesday. Zeliang said that as per his understanding the framework was like a preamble of intention and commitment by both parties to settle the Naga political issue amicably and peacefully on the basis of “shared sovereignty and understanding each other’s situations and viewpoints, including the recognition of the unique history and situation of the Nagas”. ANDMSA 30-day ultimatum on govt DIMAPUR, OCT 19 (NPN): All Nagaland District Ministerial Service Association (ANDMSA) on Wednesday served a 30-day ultimatum on the state government to respond to its 3-point charter of demands submitted earlier. ANDMSA president, Shilumenba Alinger, vice president, Inato Sangtam, and general secretary, T. Limhachan Kithan, said the demands include amalgamation of directorate cadre and district ministerial cadre into common ministerial cadre; creation of HA/Sr. HA in all independent DDOs of districts and SDHA/ accountant in the sub-divisions; re-designation and elevation of DHA and senior HA post to that of district superintendent class-I gazetted; and SDHA/ accountant to that of asst. superintendent class-II. ANDMSA said demand for amalgamation into common ministerial cadre was because recruitment policy and criteria of both the cadre were same. Alleging step-motherly treatment, the association said the recruitment policy and criteria of the entry point was same for both district ministerial cadre and directorate cadre, but the former had to retire from Grade-III and the latter from Class-I (A) gazetted. ANDMSA demanded elevation of DHA and senior HA post to that of district superintendent class-I gazetted and SDHA/accountant to that of asst. superintendent class-II. ANDMSA warned of its own course of action if the government failed to respond positively.

Calling on all not to leave the problem and bequeath it to the future Naga generations, Zeliang urged upon people to be positive in their approach and to have faith in the wisdom and good intention of their leaders who are negotiating a final agreement. He also emphasised on the need for Nagas to remain united and stand firm “to protect our land and way of life” so that no government or

authority or any other community would be able to divide and dominate Nagas and take away their land and birth right. Zeliang opined that such a unity and oneness would also enable the Southern Nagas to work together for the correction of the imbalances in economic development besides in the delimitation of Assembly constituencies between the hills and the valley areas of Manipur state. Sounding the poll bugle for Manipur Assembly elections, Zeliang called upon the Nagas to unite under the NPF, saying NPF stands not only for the cause and the unity of the Nagas, but also for the cause and the unity of the tribals of the North East. “We can defeat the antitribal forces, and the anti-tribal

measures, including the recently passed anti-tribal legislations in Manipur,” Zeliang. Zeliang questioned the Ibobi-led government, wondering why “it was not happy when various political groups have chosen the path of negotiation and have come forward to hold talks with the government of India?” He affirmed that the “Naga political and peace dialogues will not infringe on political rights of the Meiteis” and that “upholding the rights of the tribal people or granting more autonomy to the tribal people of the State would not adversely affect the rights of the Valley people.” On the other hand, Zeliang said his government was also “persistently asking NSCN (K) to have peace talks with the Government of India and to have Ceasefire with the Government of Myanmar so that permanent peace can be ushered in for the people of Myanmar.” If necessary, Zeliang said he would request the Prime Minister of India to talk to his counterpart in Myanmar to ensure early and peaceful resolution to conflicts, so that the people can live in peace and harmony and to enable development to take place in the border areas. The chief minister was accompanied by his cabinet colleagues, ministers-- Tokheho Yepthomi and Yitachu and Rajya Sabha MP K.G. Kenye.

Security breach: SBI blocks over 6 lakh debit cards MUMBAI, OCT 19 (IANS): Following a suspected security breach, the State Bank Of India (SBI) has blocked more than 600,000 debit cards of its customers and will issue fresh cards to them, official sources said here on Wednesday. The malware-related security breach was reportedly detected in the non-SBI ATM network and the move is intended to ensure that customer’s confidential personal data is not compromised while swiping. Confirming, a SBI spokesperson said that card network companies NPCI, MasterCard and Visa had informed various banks in India about a potential risk to some cards in India “owing to a data breach”. “Accordingly, SBI has taken precautionary measures and have blocked cards of certain customers identified by the networks,” the spokesperson said, without revealing the exact number of customers who would be affected. SBI emphasised that its own systems have absolutely not been compromised and existing cardholders are not at any risk and can continue to use their cards as usual. Meanwhile, SBI will issue new cards free of cost to the affected customers in the incidents affecting the cards industry. According to banking circles, several other banks have also experienced similar problems as a few ATMs have been hit by a malware.

Education institutions must focus on job-oriented skills, says Patton

DIMAPUR, OCT 19 (NPN): Nagaland Home minister, Y. Patton on Wednesday urged upon educational institutions in the state to lay more emphasis on job-oriented skills rather than result oriented education. Addressing the students, teachers and parents on the occasion of the 69th foundation day of Shree Digambar (SD) Jain Higher Secondary School in Dimapur, Patton opined that by doing so, students would be able to enhance their skills to face the future. He said SD Jain HSS established in 1947, one of the oldest private schools in Dimapur district, was focused not only on result oriented education but stressed on imparting extra-curricular activities, skill development and all round development of students’ personality. He said the students,

being the privileged ones, should uphold the integrity and good image of the institution through hard work. The minister also lauded the school for producing 82 state rank holders including six times state toppers in HSLC and four times state toppers in HSSLC. He encouraged the students of the senior level to keep up the prestige of the school. Patton said: “It is time you should set a target or objective to be achieved in your future endeavors and work towards it”. On the occasion, Patton also announced cash awards to those students, who would make it to the top 10 in HSLC examination. Earlier, Patton also released the school bulletin and gave away the trophies to subjects’ toppers of the school. Jain Samaj president, Omprakash Sethi in his short

India, Myanmar to expand security, economic ties MDTOA to impose indefinite NEW DELHI, OCT 19 (PTI): Resolving to expand security ties, India and Myanmar today decided to boost cooperation in a vast range of areas including guarding the 1,640-km-long border even as the two traditionally close neighbours asserted that the States which encourage, support or finance terrorism must be hold accountable. The two sides inked three pacts to enhance ties in power, banking and insurance sectors after comprehensive talks between Prime Minister Narendra Modi and Myanmar’s de facto leader Aung San Suu Kyi while sectors like oil and gas, agriculture, renewable energy and health care were identified for deeper engagement. The Prime Minister told Suu Kyi that India will stand with Myanmar with full support and solidarity in the country’s new journey towards democracy and development while noting that the security interests of both the neighbours are closely aligned. “We have agreed that a close coordination to ensure security in

the areas along our border, and sensitivity to each other’s strategic interests, will serve the interests of both our countries,” Modi said in a press statement in presence of Suu Kyi. “Both sides condemned terrorism in all its forms and manifestations as well as all acts, methods and practices of terrorism wherever, by whomever, against whomsoever committed and agreed that the fight against terrorism should target terrorists, hold to account terror organisations, networks and also states that encourage, support or finance terrorism in any way,” it said. It said terrorism is “first and foremost” a violation of human rights and that there can be no justification for extending support, financing, provision of material resources or training to terrorists who destroy innocent lives. The two countries also called for the expeditious finalisation of the Comprehensive Convention on International Terrorism by the UN. “Both sides shared the view that maintaining security along the border is essential for the socio-economic development of the border area. “In this regard, both sides underlined their mutual re-

spect for sovereignty and territorial integrity, and reaffirmed their shared commitment to fight insurgent activity and the scourge of terrorism in all its forms and manifestations,” the statement said. The two countries expressed commitment not to allow insurgent groups to use their soil for hostile activities against each other and stressed the need to resolve outstanding boundary demarcation issues as soon as possible. Myanmar shares a 1,640km-long border with a number of North Eastern states including Nagaland and Manipur. India has been raising with Myanmar the issue of several North East militant outfits having training camps in that country. It was that the border guarding forces on both sides would further coordinate and exchange information. Welcoming Suu Kyi, the Prime Minister described India as her second home and assured that “India and its friendship will stand with you in full support and solidarity.”

Mokokchung, Oct 19 (NPN): Mokokchung District Truck Owners Association (MDTOA) has resolved to impose indefinite “chaka bandh” on all the roads connecting Mokokchung town starting from November 1, to protest against the state government’s failure to repair the Mokokchung-Mariani road. Ambulance, magistrate on duty, police and paramilitary force, medical and press have been exempted from the purview of the bandh, said MDTOA. If informed that the bandh will be enforced in total without any consideration. Chumu organizations flay police action ENCSU resumes its phase-III stir DIMAPUR, OCT 19 (NPN): Chumukedima Town Youth Organisation, Chumukedima Town Student Union, Chumukedima Town Mothers Association and Chumukedima Town Head Gaon Bura have condemned the action of the police in Chumukedima on October 17. In a joint statement, members of CTYO Vibu M e d oz e ; C T S U H ov i s e Naleo; CTMA Dievilhoutuono and head GB Kelenguzo Kuotsu alleged that the police arrested some of its leaders and lathi-charged the youths without any reason and injured the public. The organizations cautioned they would not remain mere spectators and watch the public being beaten up. In an oblique reference to the alleged kingpins, they said “when the non-Nagas are robbing us in daylight, why are the police personnel defending the non-Nagas and fighting against us? The organizations also questioned the police action for allegedly “raiding into

private resident and beating up the public, shelling tear gases even in front of Chumukedima head G.B. and affecting the elderly and school children inside their classroom.” Accusing the police of pelting stones blindly at the public, the bodies said that the “stones entered classrooms, creating fear among school children, forcing public to enter school compound for shelter and disturbing and creating much confusion in school, harassing and insulting minors”. The organizations also alleged that some police personnel were on duty under the influence of alcohol and crossing beyond limit. In this regard, the organizations questioned police as to why the public were lathi-charged when they were holding a peaceful bandh fighting for our rights? They reminded that the police should be controlling the law and order situation, rather than instilling violence. CCTA: Expressing grief at the injury allegedly inflicted

by police on some of its volunteers during the bandh called by CCoFA, the Chumoukedima Chambers of Commerce and Trade Association (CCCTA) on Wednesday asked whether the fuel adulteration was a legal business and public agitation against the scam and corruption was illegal. I n a p r e s s r e l e a s e, CCCTA president, Avi Chase, and general secretary, James Kin, questioned “are we living in a democratic country or under a dictatorship.” They said if the police action was to disperse the crowd to avoid the situation from escalation then did it necessitate seven to eight policemen to surround a volunteer and thrash him with lathi and kick him continuously 3-4 minutes. “Is this act not so inhuman, barbaric, total brutality and amount to attempt to murder?” the signatories asked. DIMAPUR, OCT 19 (NPN): Eastern Nagaland College Students’ Union (ENCSU), which had temporarily suspended its phase wise protest on October 7 last, resumed the phase-III agitation on Wednesday at 6am at Tuensang, ‘HQ of Eastern Nagaland’. In a press release, ENCSU Tuensang unit stated that the agitation began after holding a short orientation for the volunteers, who were briefed on the demands of the union. It stated that first day of the agitation, which involved restricting the movement of government vehicles, was successful and peaceful in nature. The unit stated that the agitation was supported by the federating units of ENSF as directed and volunteered by the Confederation of Chang Students’ Union, Chang Students’ Union Tuensang Town, Khiamniungan Students’ Union and United Sangtam Students’ Conference in Tuensang. During the first hour, the union said it closed down all the government offices and put up banner that read “Justice delayed is justice denied. Locked until justice is delivered. Locked down by ENCSU - No MBBS, No Functioning’’. ENCSU unit said the public extended cooperation to day long agitation, which concluded peacefully. It added that one government vehicle was confiscated by the union. Meanwhile, the union affirmed that the agitation would proceed till its demands were met.

USSC: As directed by ENSF to resume phase-III agitation called by the ENCSU over the demands of four MBBS seats, the United Sangtam Students’ Conference (USSC) said it organised agitation at Kiphire on Wednesday. In a press release, USSC general secretary, Achum Thonger, stated that deprivations of the rights “cannot be tolerated anymore” and cautioned that USSC would “never compromise in any manner” unless the demand was fulfilled. He said on Wednesday one vehicle was confiscated by USSC volunteers, adding it would be released after the government met the demands of ENCSU. Further, affirming to “strictly adhere to its nature of the agitation”, the USSC cautioned that any individual found violating the call would be dealt with seriously.

Therefore, MDTOA at its emergency meeting on October 17 has resolved to go ahead with the proposed bandh. The association said that its decision was fully endorsed by the representatives of various unions present at the meeting. It may be mentioned that the above mentioned road is the life line not only for Mokokchung district but also to other neighbouring districts of Mokokchung.

Dengue: UVBDCS appeals citizens to observe dry day DIMAPUR, OCT 19 (NPN): Urban Vector Borne Disease Control Scheme (UVBDCS) Dimapur has stated that despite its best efforts in controlling the vectors with all the integrated vector controls measures like seeding of larvivorous fish, Larvicidical operation (Temephos 50%) and fogging of technical Malathion- 50%, Dimapur town has reported a few dengue cases with the increasing densities of mosquitoes breeding places in many localities. In this regard, UVBDCS Dimapur assistant director, Kikolul Khieya, has requested the public and colony councils to observe a dry day social work once in a week by draining all the water containers in order to control the densities of mosquitoes, which in turn would bring down the cases. It may be noted that several places in the city have willfully ignored such advisories, which poses grave threat to increase in dengue cases. K Y M C
