Final agreement after wide consultations with all stake holders DIMAPUR, OCT 19 (NPN): Nagaland chief minister T.R. Zeliang opined that though the contents of the ‘Framework Agreement’ signed between the government of India and NSCN (I-M) on August 3, 2015 were not made known, yet, as per the explanations made by Interlocutor R.N. Ravi, it was only a “preamble to final solution” containing directions and guidelines on how the solution should be worked out. According to CMO, the chief minister, said this while addressing a huge gathering at the first conference of Naga Village Authority of South Nagalim at the local ground of Tagaramphung, Senapati (Tahamzam) district Manipur on Wednesday. Zeliang said that as per his understanding the framework was like a preamble of intention and commitment by both parties to settle the Naga political issue amicably and peacefully on the basis of “shared sovereignty and understanding each other’s situations and viewpoints, including the recognition of the unique history and situation of the Nagas”. He also said the details of the final agreement would be finalised only after a wide

ANDMSA 30-day ultimatum on govt DIMAPUR, OCT 19 (NPN): All Nagaland District Ministerial Service Association (ANDMSA) on Wednesday served a 30-day ultimatum on the state government to respond to its 3-point charter of demands submitted earlier. ANDMSA president, Shilumenba Alinger, vice president, Inato Sangtam, and general secretary, T. Limhachan Kithan, said the demands include amalgamation of directorate cadre and district ministerial cadre into common ministerial cadre; creation of HA/Sr. HA in all independent DDOs of districts and SDHA/ accountant in the sub-divisions; re-designation and elevation of DHA and senior HA post to that of district superintendent class-I gazetted; and SDHA/ accountant to that of asst. superintendent class-II. ANDMSA said demand for amalgamation into common ministerial cadre was because recruitment policy and criteria of both the cadre were same. Alleging step-motherly treatment, the association said the recruitment policy and criteria of the entry point was same for both district ministerial cadre and directorate cadre, but the former had to retire from Grade-III and the latter from Class-I (A) gazetted. ANDMSA demanded elevation of DHA and senior HA post to that of district superintendent class-I gazetted and SDHA/accountant to that of asst. superintendent class-II. ANDMSA warned of its own course of action if the government failed to respond positively.

Zeliang opined that such a unity and oneness would also enable the Southern Nagas to work together for the correction of the imbalances in economic development besides in the delimitation of Assembly constituencies between the hills and the valley areas of Manipur state. Sounding the poll bugle for Manipur Assembly elections, Zeliang called upon the Nagas to unite under the NPF, saying NPF stands not only for the cause and the unity of the Nagas, but also for the cause and the unity of the tribals of the North East. “We can defeat the antitribal forces, and the anti-tribal

measures, including the recently passed anti-tribal legislations in Manipur,” Zeliang. Zeliang questioned the Ibobi-led government, wondering why “it was not happy when various political groups have chosen the path of negotiation and have come forward to hold talks with the government of India?” He affirmed that the “Naga political and peace dialogues will not infringe on political rights of the Meiteis” and that “upholding the rights of the tribal people or granting more autonomy to the tribal people of the State would not adversely affect the rights of the Valley people.” On the other hand, Zeliang said his government was also “persistently asking NSCN (K) to have peace talks with the Government of India and to have Ceasefire with the Government of Myanmar so that permanent peace can be ushered in for the people of Myanmar.” If necessary, Zeliang said he would request the Prime Minister of India to talk to his counterpart in Myanmar to ensure early and peaceful resolution to conflicts, so that the people can live in peace and harmony and to enable development to take place in the border areas. The chief minister was accompanied by his cabinet colleagues, ministers-- Tokheho Yepthomi and Yitachu and Rajya Sabha MP K.G. Kenye.

Security breach: SBI blocks over 6 lakh debit cards MUMBAI, OCT 19 (IANS): Following a suspected security breach, the State Bank Of India (SBI) has blocked more than 600,000 debit cards of its customers and will issue fresh cards to them, official sources said here on Wednesday. The malware-related security breach was reportedly detected in the non-SBI ATM network and the move is intended to ensure that customer’s confidential personal data is not compromised while swiping. Confirming, a SBI spokesperson said that card network companies NPCI, MasterCard and Visa had informed various banks in India about a potential risk to some cards in India “owing to a data breach”. “Accordingly, SBI has taken precautionary measures and have blocked cards of certain customers identified by the networks,” the spokesperson said, without revealing the exact number of customers who would be affected. SBI emphasised that its own systems have absolutely not been compromised and existing cardholders are not at any risk and can continue to use their cards as usual. Meanwhile, SBI will issue new cards free of cost to the affected customers in the incidents affecting the cards industry. According to banking circles, several other banks have also experienced similar problems as a few ATMs have been hit by a malware.

Education institutions must focus on job-oriented skills, says Patton

DIMAPUR, OCT 19 (NPN): Nagaland Home minister, Y. Patton on Wednesday urged upon educational institutions in the state to lay more emphasis on job-oriented skills rather than result oriented education. Addressing the students, teachers and parents on the occasion of the 69th foundation day of Shree Digambar (SD) Jain Higher Secondary School in Dimapur, Patton opined that by doing so, students would be able to enhance their skills to face the future. He said SD Jain HSS established in 1947, one of the oldest private schools in Dimapur district, was focused not only on result oriented education but stressed on imparting extra-curricular activities, skill development and all round development of students’ personality. He said the students,

being the privileged ones, should uphold the integrity and good image of the institution through hard work. The minister also lauded the school for producing 82 state rank holders including six times state toppers in HSLC and four times state toppers in HSSLC. He encouraged the students of the senior level to keep up the prestige of the school. Patton said: “It is time you should set a target or objective to be achieved in your future endeavors and work towards it”. On the occasion, Patton also announced cash awards to those students, who would make it to the top 10 in HSLC examination. India, Myanmar to expand security, economic ties MDTOA to impose indefinite NEW DELHI, OCT 19 (PTI): Resolving to expand security ties, India and Myanmar today decided to boost cooperation in a vast range of areas including guarding the 1,640-km-long border even as the two traditionally close neighbours asserted that the States which encourage, support or finance terrorism must be hold accountable. The two sides inked three pacts to enhance ties in power, banking and insurance sectors after comprehensive talks between Prime Minister Narendra Modi and Myanmar’s de facto leader Aung San Suu Kyi while sectors like oil and gas, agriculture, renewable energy and health care were identified for deeper engagement. The Prime Minister told Suu Kyi that India will stand with Myanmar with full support and solidarity in the country’s new journey towards democracy and development while noting that the security interests of both the neighbours are closely aligned. “We have agreed that a close coordination to ensure security in

It said terrorism is “first and foremost” a violation of human rights and that there can be no justification for extending support, financing, provision of material resources or training to terrorists who destroy innocent lives. The two countries also called for the expeditious finalisation of the Comprehensive Convention on International Terrorism by the UN. “Both sides shared the view that maintaining security along the border is essential for the socio-economic development of the border area. “In this regard, both sides underlined their mutual re-

spect for sovereignty and territorial integrity, and reaffirmed their shared commitment to fight insurgent activity and the scourge of terrorism in all its forms and manifestations,” the statement said. The two countries expressed commitment not to allow insurgent groups to use their soil for hostile activities against each other and stressed the need to resolve outstanding boundary demarcation issues as soon as possible. Myanmar shares a 1,640km-long border with a number of North Eastern states including Nagaland and Manipur. India has been raising with Myanmar the issue of several North East militant outfits having training camps in that country. It was that the border guarding forces on both sides would further coordinate and exchange information. Welcoming Suu Kyi, the Prime Minister described India as her second home and assured that “India and its friendship will stand with you in full support and solidarity.”

Mokokchung, Oct 19 (NPN): Mokokchung District Truck Owners Association (MDTOA) has resolved to impose indefinite “chaka bandh” on all the roads connecting Mokokchung town starting from November 1, to protest against the state government’s failure to repair the Mokokchung-Mariani road. Ambulance, magistrate on duty, police and paramilitary force, medical and press have been exempted from the purview of the bandh, said MDTOA. If informed that the bandh will be enforced in total without any consideration. Chumu organizations flay police action ENCSU resumes its phase-III stir DIMAPUR, OCT 19 (NPN): Chumukedima Town Youth Organisation, Chumukedima Town Student Union, Chumukedima Town Mothers Association and Chumukedima Town Head Gaon Bura have condemned the action of the police in Chumukedima on October 17. In a joint statement, members of CTYO Vibu M e d oz e ; C T S U H ov i s e Naleo; CTMA Dievilhoutuono and head GB Kelenguzo Kuotsu alleged that the police arrested some of its leaders and lathi-charged the youths without any reason and injured the public. The organizations cautioned they would not remain mere spectators and watch the public being beaten up. In an oblique reference to the alleged kingpins, they said “when the non-Nagas are robbing us in daylight, why are the police personnel defending the non-Nagas and fighting against us? The organizations also questioned the police action for allegedly “raiding into

private resident and beating up the public, shelling tear gases even in front of Chumukedima head G.B. and affecting the elderly and school children inside their classroom.” Accusing the police of pelting stones blindly at the public, the bodies said that the “stones entered classrooms, creating fear among school children, forcing public to enter school compound for shelter and disturbing and creating much confusion in school, harassing and insulting minors”. The organizations also alleged that some police personnel were on duty under the influence of alcohol and crossing beyond limit. In this regard, the organizations questioned police as to why the public were lathi-charged when they were holding a peaceful bandh fighting for our rights? They reminded that the police should be controlling the law and order situation, rather than instilling violence. CCTA: Expressing grief at the injury allegedly inflicted

by police on some of its volunteers during the bandh called by CCoFA, the Chumoukedima Chambers of Commerce and Trade Association (CCCTA) on Wednesday asked whether the fuel adulteration was a legal business and public agitation against the scam and corruption was illegal. I n a p r e s s r e l e a s e, CCCTA president, Avi Chase, and general secretary, James Kin, questioned “are we living in a democratic country or under a dictatorship.” They said if the police action was to disperse the crowd to avoid the situation from escalation then did it necessitate seven to eight policemen to surround a volunteer and thrash him with lathi and kick him continuously 3-4 minutes. “Is this act not so inhuman, barbaric, total brutality and amount to attempt to murder?” the signatories asked. DIMAPUR, OCT 19 (NPN): Eastern Nagaland College Students’ Union (ENCSU), which had temporarily suspended its phase wise protest on October 7 last, resumed the phase-III agitation on Wednesday at 6am at Tuensang, ‘HQ of Eastern Nagaland’. In a press release, ENCSU Tuensang unit stated that the agitation began after holding a short orientation for the volunteers, who were briefed on the demands of the union. It stated that first day of the agitation, which involved restricting the movement of government vehicles, was successful and peaceful in nature. The unit stated that the agitation was supported by the federating units of ENSF as directed and volunteered by the Confederation of Chang Students’ Union, Chang Students’ Union Tuensang Town, Khiamniungan Students’ Union and United Sangtam Students’ Conference in Tuensang. During the first hour, the union said it closed down all the government offices and put up banner that read “Justice delayed is justice denied. Locked until justice is delivered. Locked down by ENCSU - No MBBS, No Functioning’’. ENCSU unit said the public extended cooperation to day long agitation, which concluded peacefully. It added that one government vehicle was confiscated by the union. Meanwhile, the union affirmed that the agitation would proceed till its demands were met.

USSC: As directed by ENSF to resume phase-III agitation called by the ENCSU over the demands of four MBBS seats, the United Sangtam Students’ Conference (USSC) said it organised agitation at Kiphire on Wednesday. In a press release, USSC general secretary, Achum Thonger, stated that deprivations of the rights “cannot be tolerated anymore” and cautioned that USSC would “never compromise in any manner” unless the demand was fulfilled. He said on Wednesday one vehicle was confiscated by USSC volunteers, adding it would be released after the government met the demands of ENCSU. Further, affirming to “strictly adhere to its nature of the agitation”, the USSC cautioned that any individual found violating the call would be dealt with seriously.

It may be mentioned that the above mentioned road is the life line not only for Mokokchung district but also to other neighbouring districts of Mokokchung.

Dengue: UVBDCS appeals citizens to observe dry day DIMAPUR, OCT 19 (NPN): Urban Vector Borne Disease Control Scheme (UVBDCS) Dimapur has stated that despite its best efforts in controlling the vectors with all the integrated vector controls measures like seeding of larvivorous fish, Larvicidical operation (Temephos 50%) and fogging of technical Malathion- 50%, Dimapur town has reported a few dengue cases with the increasing densities of mosquitoes breeding places in many localities. In this regard, UVBDCS Dimapur assistant director, Kikolul Khieya, has requested the public and colony councils to observe a dry day social work once in a week by draining all the water containers in order to control the densities of mosquitoes, which in turn would bring down the cases. It may be noted that several places in the city have willfully ignored such advisories, which poses grave threat to increase in dengue cases. K Y M C

Benjongliba Aier said policy makers were not serious about the farmers’ empowerment and agro-based entrepreneurship development in the state. He said it was time to show the right way to the farmers for the upliftment of their standard of living and to pave way for their income generation by means of agro-based entrepreneurship development. The parliamentary secretary was addressing at the state level review meeting of the department of agriculture at Hotel Japfu, Kohima this morning. Aier said agriculture was seen as means of employment-led economic goals, alleviations of poverty and self-

reliance through its linkages and multiplier effect which has opened new opportunities and also the challenges of stiffer competitions. Aier said despite the noteworthy performances in the production of food grains in the recent years, state continued to be deficit in food grain production as major commodities like rice and pulses were still imported from the other states. Highlighting various issues and challenges, Aier said the quality of production needed improvement, resourceuse efficiency required to be up-gradated for impressive growth rate in food grain production. He said there should be improvement in productivity rather than increase in the area. He maintained that Integrated Nutrient and Pest Management System in the food

grain production programme needed to be practiced, adding that, without this knowledge, every effort for increase in food production by any institution would not go a long way. He said besides agriculture being the backbone of the rural economy in the state, it was also linked with the socioeconomic and cultural life of the people and the economy of the state was based mostly on agriculture and allied sectors. Further he opined that educated youth could be attracted and retained in farming, if it becomes economically profitable and intellectually stimulating. He said that it could also harness the semi-literates and school drop outs in the rural areas to take up agriculture as a support and may be taken up on PP mode. Committee (APMC) needed to be strengthened and problems of public procurement, storage and distribution system of food grain, storage infrastructure to be addressed for establishing an effective marketing network. He said climate change was one of the biggest challenges to agriculture as it affected all stages and said recognizing the interactions, climate change and agriculture was a key part of sustainable development and achieving food security. Aier said it was time to work on a holistic approach to agricultural development in order to resolve problems in the state for better human development and self-sufficiency in the near future. Commissioner and secretary & APC T. Imkonglemba Ao in his keynote address informed the officers to exchange ideas and also stressed on the need to have such review meeting atleast once in a year. He also asked the officers/scientist to introduce two different crops for six months each basing on the type of soil and nature and also asked to look out for market with such crops which other states does not have thereby state economy would be improved. Director of Agriculture, Rongseninla chaired the programme while officers from the various districts attended the two-day meeting.

LJP appeals government on fuel adulteration

DIMAPUR: Lok Janshakyi Party (LJP) Nagaland Unit, taking serious note of the fuel adulteration taking place in Nagaland has appealed to the government to pursue the matter seriously. NEISSR initiates smoke free Dmp campaign Spiritual awakening crusade Meluri DIMAPUR: Three-day spiritual awakening crusade and missions seminar was conducted at Meluri town by Nagaland Missions Movement (NMM), the missions department of Nagaland Baptist Church Council (NBCC) in coordination with the Meluri Town Baptist Churches Fellowship from October 14 to 16. DIMAPUR: North East Institute of Social Sciences and Research (NEISSR) in collaboration with National Tobacco Control Programme (NTCP) launched “Smoke Free Dimapur Campaign” at NEISSR on October 19. DNO NTCP Dimapur, Dr C Tetseo, oriented the students on the importance of creating awareness about the ill effects of tobacco consumption. As future social worker,

the trainees have an added responsibility towards spreading awareness on the impacts of tobacco consumption and the health issues associated with it, he added. Highlighting the provisions under the Cigarettes and other Tobacco Product Act (COTPA 2003), he also expressed his gratitude to the management of NEISSR for declaring the institute a tobacco free campus. Earlier, welcoming the

officials of NTCP, principal NEISSR Dr. C.P. Anto expressed his gratitude to the officials of the NTCP for coming forward with the proposal to collaborate in the noble initiative of Smoke Free Dimapur Campaign. DIMAPUR: Chakhesang Public Organization (CPO) has strongly condemned the shameful act of Surhoseyi (Kuvethi) Keyho, son of Vengoyi Keyho of Chozuba village who allegedly raped minor Bina, aged14 years old, at his residence, Bethany-I colony, Phek town during middle part of August 2016. The victim was the housemaid of K. Soho of Phek Town. CPO further condemned the brutal murder of late Medovilie Movi, daughter of Mote Movi of Zhavame village who was murdered at Tenyipher village-1, on the night of October 8, 2016. In a joint condemnation note by CPO president Kekhwengulo Lea and general secretary Mutsivoyi Kotso, the rapist and the murderer has no place to live in the civilized society adding their acts were “senseless and barbaric” and was beyond human tolerance. DIMAPUR: Agri-demonstrations were conducted by NU, SASRD final year agri students in six villages of Lasumi, Zapami & Kami villages on October 14 and Lekromi, Pfutseromi and Kikruma villages on October 15 of Pfutsero block, under Rural Agricultural Work Experience Programme (RAWEP). RAWEP coordinator Dr. K. K. Jha from NU, SASRD encouraged the farmers for adoption of improved agritechnologies. He lauded the efforts of RAWEP students and congratulated them for successfully conducting the need based demonstrations on using scientific techniques of training, pruning and packaging of Kiwi, construction of zero energy cool chamber, post harvest management of horticultural crops, vermi and azolla composting, soil sampling techniques, use of improved farm implements including maize sheller, seed dibbler & wheel hand hoe, green house construction, mushroom production, identification & disease management in cabbage, chilli, paddy, cucurbits, maize etc. Subject experts included Dr. L. Y Longchar, Dr. A.K Verma, Dr. Rokolhuo Keditsu, Dr. Jurisandhya Bordoloi, and Dr. Morenbala from NU, SASRD. Demonstration was concluded by receiving feedback from the respective VCC. DIMAPUR: Intensive training programme on office procedures and service matters was successfully conducted for two-day from October 18 to 19 by Renchamo Lotha, Retd. additional secretary at Peren. DIPR reported that training was organized by the district administration with support from all government departments under Peren district, as decided by DPDB Peren. The training was conducted under the personal guidance and supervision of DC Peren, Zarenthung Ezung who envisage improving the effectiveness of government offices in Peren district through capacity building of office staff. In the inaugural address, SDO (Civil) Peren, Shivam Verma who is also the programme co-ordinator, emphasized on the importance of having sound knowledge of office procedures and service matters. He said that these rules were quintessential for government servants not only in their day to day working but also in their individual service matters. Resource person delivered a comprehensive training and covered a variety of topics like – filling system, service book, basic fundamentals on FR & SR, RTI, GPF etc.

DIMAPUR: Wokha observed Right to Information Week on October 15 at the district planning office conference hall with ADC K. Thavaseelan as chairperson. EAC (Probationer) Luchui Fithu and EAC (Probationer) Abeinuo were the resource persons. According to DIPR, Abeinuo gave a comprehensive overview of the RTI Act and explained the role of various stakeholders in regards to the RTI process. She explained as to how RTI

has been used in the State to check the functioning of the various departments. CECS launches comprehensive textbook DIMAPUR: Community Educational Centre Society (CECS) has launched “a comprehensive textbook for non-formal education” divided into two categories for lower class and higher class respectively according to the age. The textbooks are a compilation of the subjects English, Mathematics and Science. Community Educational Centre Society was founded in 2005 and has been implementing non-formal education since 2008. Its aim is to identify vulnerable and marginalized children involved in child labour, also the risks involved of being street children. Its target is to enroll these children for non-formal education and mainstreaming them into formal schools. CECS believes that every child has the right to education and a safe and happy childhood with access to protection, education, nutrition and health care and to actively participate in their development and to take charge of their lives.

Manipur government declared him (Zeliang) as state guest. United Committee Manipur (UCM) and All Manipur United Clubs Organisation (AMUCO), while strongly reacting to the visit, alleged that he (Zeliang) was coming to the state only to create hatred among the different communities living together in the state. Addressing a news conference, UCM president Elangbam Johnson also questioned the motive behind Manipur government declaring him as state guest despite knowing the motive behind the visit and organisation of the conference by the United Naga Council (UNC). Elangbam said that UCM did not take the matter lightly as each and every Manipuri knew the Nagaland

among the various communities living together since time immemorial. “TR Zeliang is a person who was behind division among various Naga tribes in Nagaland. It was at his time that the Naga Hoho was distorted. His journey to Manipur is nothing but to distort the unity of the people of the state and to spew poison among the various communities of the state,” Deban alleged. The president further questioned the reason behind the boycott call given to the proposed visit and the chief minister in Ukhrul welcoming Nagaland chief minister to a programme bearing an agenda of disintegration of Manipur. Deban was referring to chief minister O Ibobi Singh’s proposed visit to Ukhrul district headquarters on October 24 to inaugurate a district hospital there amidst the boycott call given by some Ukhrul based civil bodies. The AMUCO president criticised Nagaland chief minister for interfering in the internal affairs of the neighbouring state even as his own state was in crisis.

NEW DELHI/GUWAHATI, OCT 19 (IANS): Fed up with the “betrayal” by the BJP, major Bodo groups in Assam are determined to go ahead with a 12hour railway blockade on October 24 to revive the demand for a separate Bodoland state and “expose” the party that rules in the State and Centre. The strike is being spearheaded by the National Democratic Front of Bodo (Progressive), in collaboration with the All Bodo Students’ Union (ABSU) and People’s Joint Action Committee for Bodoland Movement. The Bodo groups say their faith in the Bharatiya Janata Party (BJP) to resolve the Bodoland issue was “misplaced” and they only got “false assurances” from the party -- during the 2014 Lok Sabha polls and the 2016 state elections. The Bodos - Assam’s biggest tribal community -- claim the BJP is not even ready to discuss the issue of Bodoland any more. Bodo leaders claim they were rebuffed by BJP leaders whenever they tried to approach them in the past one year. “Before the 2014 Lok Sabha elections, Rajnath Singh (then BJP president) had assured us that the Bodo issue would be resolved if the Bodos support the BJP. The party fed

us with false promises. The thousands of cadre of Bodo militant groups, who gave up arms thinking they would get to realise the dream of Bodoland under the BJP, are now getting increasingly frustrated,” ABSU president Promod Bodo told IANS. “We have been betrayed, discriminated against, exploited and deprived by the BJP at the Centre, and at the regional level we have been suppressed and oppressed by the Assam government, though our party is part of the ruling coalition. The BJP is playing a game of political hegemony in the State. But we will do everything to achieve Bodoland,” he said. Bodo said his community is struggling to preserve its culture and identity. The demand for Bodoland started in 1967. The struggle became an armed conflict after the formation of the Bodo Security Force, a militant group later rechristened NDFB. Currently, two factions of the NDFB -- NDFB (P) led by Gobinda Basumatary and NDFB led by Ranjan Daimary -- are in peace talks with the Centre, while NDFB (S) led by Songibijit IK is against holding talks with the Indian government under the Constitutional framework.

IMPHAL, Oct 19: The 1st Conference of the Naga Village Authority of South Nagalim Wednesday made a five-point declaration which included among others, urging to finalise the historic Indo-Naga framework agreement signed between government of India and collective leadership of NSCN (I-M). The conference organised by United Naga Council (UNC) at Yaikongpao village in Manipur’s Senapati district today was attended by Nagaland chief minister TR Zeliang among others. Attended by village chiefs and representatives from around 800 Naga villages from across Manipur, the conference reaffirmed the decision of the UNC Council Assembly of June 2, 2012 related with supporting the Naga People’s Front (NPF). The no.2 declaration of the conference said that Nagas of South Nagalim strongly urge the government of India and the NSCN (I-M) to finalise the historic Indo-Naga Framework Agreement signed between the two entities on August 3, 2015 at New Delhi at the earliest. The agreement should be “based on the unique history of the Nagas and its situation for it has become impossible to live under the present hegemonic and oppressive political system of the communal government of Manipur,” it added. G u wahat i , O CT 1 9 (Agencies): The Regional Medical Research Centre (RMRC), the apex institution in the northeast for carrying out research on vector-borne diseases, has not received a single dengue-positive blood sample for serotyping of the dengue virus (DENV) for a long time, a state government source said on Tuesday. According to guidelines of the National Vector Borne Disease Control Programme (NVBDCP), samples of vectorborne diseases have to be sent to the RMRC for serotyping. Despite repeated reminders to state-run government and private hospitals, not a single institution has sent blood samples for at least a couple of years, the source said. Serotypes are groups within a

single species of microorganism such as bacteria or viruses. Dengue infections are caused by four closely related viruses named DENV-1, DENV-2, DENV-3 and DENV-4. These four viruses are called serotypes because each has different interactions with the antibodies in human blood serum. The four dengue viruses are similar but even within a single serotype, there is some genetic variation. Not having received any blood sample for serotyping, researchers have been unable to understand what serotypes of the dengue virus are affecting people in Assam. The city alone has reported 2,476 dengue cases this year. The number of cases across the state is 2,710 so far. “Researchers need to know everything about the

outbreaks. By not sending samples, hospitals are being unethical,” the source said, adding that other states in the region have been sending the required samples. After recovering from an infection with one dengue serotype, a person has immunity against that particular strain. Individuals are protected from infections with the remaining three serotypes for two to three months after the first dengue infection. Unfortunately, it is not a long-term protection. “Nobody knows what serotype dengue patients here are suffering from. Researchers can’t even develop a vaccine if they don’t know the serotype,” said the source. In the northeast, all four serotypes of the dengue virus are found but DENV-1 is most dominant.

Idea of compulsory voting ‘not so practical’, says CEC

(PTI) NEW DELHI, OCT 19 (PTI): The idea of compulsory voting has not been found practical, Chief Election Commissioner Nasim Zaidi said today, months after the government rejected a similar demand in the Lok Sabha. “Issue of compulsory voting as prevalent in some countries has been a matter of discussion earlier...we found the idea not so practical. But we will like to hear,” he said. He was addressing an international conference on voter awareness here. In February while responding to a private member’s bill introduced in the Lok Sabha on compulsory voting, then Law Minister D V Sadananda Gowda had said though he appreciated the intention of the members, it would not be

possible for the government to introduce compulsory voting and penalise those who failed to exercise their franchise. The Law Commission in its report on electoral reforms submitted in March last had also decided against recommending compulsory voting by terming it as “highly undesirable” for a variety of reasons such as being undemocratic, illegitimate, expensive, unable to improve quality political participation and awareness, and difficult to implement. ater, responding to a question by reporters on the holding of simultaneous Lok Sabha and assembly elections, Zaidi said the Commission has told a Parliamentary committee and the Law Ministry that such an exercise can be un-

dertaken once political parties are unanimous in amending the constitution and the poll panel’s certain demands like buying new EVMs are met. In its reply to the Law Ministry in May on the issue, the Commission had said it supported the proposal but cost involved will be to the tune of over Rs 9000 crore. Deposing before the parliamentary panel which gave its report on ‘Feasibility of holding simultaneous elections to Lok Sabha and state Legislative Assemblies’ in December last, the Commission had expressed similar “difficulties”. The Commission has told the government as well as the committee that simultaneous conduct of elections would require large-scale purchase of Electronic Voting Machines and Voter Verifiable Paper Audit Trail (VVPAT) machines. While as per electoral law, elections can be held six months prior to the end of the term of a House, the term of the House cannot be extended except during proclamation of Emergency. Prime Minister Narendra Modi had said during a meeting of BJP office-bearers on March 19 that state elections coupled with local-level polls, spread across virtually every year, often “hinder” the execution of welfare measures. He was keen on simultaneous elections once in five years.

Month-long Winter Session to begin on Nov 16 NEW DELHI, OCT 19 (PTI): The Winter Session of Parliament will commence on November 16 and is likely to end on December 16, it was officially announced today. This will be the 10th Session of 16th Lok Sabha and 241st Session of Rajya Sabha. “The Tenth Session of Sixteenth Lok Sabha will commence on Wednesday, November 16, 2016. Subject to exigencies of government business the Session is likely to conclude on Friday, December 16, 2016,” a statement from the Lok Sabha Secretariat said. A similar communique was issued by Rajya Sabha Secretary General Shamsher K Sheriff. The Session dates have been advanced this time since in the past it was normally convened in the third or fourth week of November. The recent surgical strikes in PoK are expected to grab limelight during the monthlong Session. Some parties have alleged that the government is trying to politicise it. The Cabinet Committee on Parliamentary Affair (CCPA) that had met here on October 13 and recommended that the Parliament session should commence from November 16 and end on December 16. An early Session may help the Central GST (CGST) and Integrated GST (IGST) legislations, which will pave way for the Goods and Services Tax (GST), to be approved within November or latest by early December.

The party’s chief spokesman Randeep Sur jewala hoped that Jaishanker would not get “axed” like his predecessor Sujatha Singh for “speaking the truth” and

“expose BJP’s deception”. “Modi Govt’s rhetoric, bravado and machismo’s exposed by FS, Jaishankar. Amit Shah’s and Parrikar’s lies lie exposed. (sic). “Hope FS Jaishankar won’t get axed like Sujatha Singh for speaking the truth qua valour of Armed Forces and exposing BJP’s deception,” Surjewala tweeted. ormer judge of the supreme court Markandey Katju has been summoned by the Supreme Court for allegedly insulting the court’s judgement over the Soumya rape-murder case and asked to appear before the court to explain his views on November 11,2016. Justice Katju described the court judgement that let off rapistmurderer Govindchamy from death sentence and instead given only life sentence of the brutal rape and murder of 23-year of Soumya on February 1,2011. Govindchamy had entered inside the ladies’ compartment of the Ernakulam-Shoranpur passenger train where the victim Soumya happened to be the lone passenger. The accused had brutally assaulted the victim on the head and causing grievous injury then dragged her out of the slow moving train to a nearby jungle where he raped her. She died six days later in the medical college hospital due to the fatal injuries suffered on her head. Trial court had awarded death sentence on the accused and which was also upheld by the Kerala High Court However, the apex court acquitted him from the murder charge and convicted him only for committing rape. He was then sentenced to life imprisonment. Katju in his comment had stated that the accounts of some that the victim had jumped off the train was not credible as there was no evidence to suggest so. Katju said the victim suffered fatal blows on her head and that itself was an act of murder. The issue raised by Justice Katju cannot be termed as irresponsible since he being a former judge himself, knows how the courts pronounce judgment. In this case, Katju was clear in his mind that there was an error of judgment that did not serve the ends of justice. Katju knew what he was commenting about and also aware that he could be hauled for contempt of court. Under the Constitution, there is no separate guarantee of the freedom of the press and it is the same freedom of expression, which is conferred on all citizens under Article 19(1). Any expression of opinion would, therefore, be not immune from the liability for exceeding the limits, either under the law of defamation or contempt of Court or the other constitutional limitations under Article 19(2). It may be noted that there have been many court judgements which were at times, totally unexpected and also questionable but no one dared to speak for fear of being charged with contempt of court. The insulation of the court from public scrutiny, with such laws have led many intellectuals and former judges to express the need for a review. No doubt, some court judgments had been controversial and also invited valid criticisms. However there is also the issue of protecting the sanctity of the judiciary against irresponsible and motivated attacks where motives are imputed on judgements or defaming the judiciary with unsubstantiated allegations. Today in India, judicial activism or legal overreach has become a phenomenon. At one point of time the court appeared to have taken up upon itself the role of a super administrator especially during the rule of the previous UPA government. The court can only restore confidence on itself if it can act as its own watchdog and does not take valid criticisms badly and accept that even judges are human.

Policy of proper recruitment of teachers

t is widely published by the NSSATA that they had decided to boycott classes w.e.f 17/10/2016 as phase-1 due to non-payment of salary for consecutive 5 months by the department of school education. In my opinion, the decision taken by this group of teachers have their full right to agitate in a democratic society as well as according to the way the department had then advertised of teacher vacancy posts in Nagaland and the nature of appointment order given to so called SSA teachers 2010 &2013 respectively. It had seen that the concerned department had taken the biggest exercise of teacher recruitment in the History of Nagaland. Indeed, more than 2700 teachers were recruited through proper channel according to vacancy position of the then newly created primary, Middle and secondary schools. The department has also given them regularized appointment order where GIS and NPS deduction were made right from the date of joining their duties. However, the department treated this group of teacher as stepmotherly treatment from the date of their appointment till date. The department and those who are in the helms of affairs always says quality education and competent teachers in all kinds of programmes, seminars and other functions. On the other hand, the department seems like supporting backdoor appointees to get regularization order as soon as possible as State cadre teachers.

Also, the department is still insisting to lift ban of appointment of teachers which was banned in 2013 against retired and other vacancies due to excess appointment of teachers in the State. Now, if the department is sincere enough to take care of its employees, they can decide who can teach quality education or as competent teachers in the schools because the above mention group of teachers were properly recruited as State cadre as per cabinet decision according to its advertisement. Besides, most of this group of teachers resigned from other department jobs and accepted this teaching job offer as per department advertisement. In fact, the department is fully aware that the said teachers are all Naga competent youth who passed through open recruitment where the present Naga society always yearn for. I do believe that the concern department will do favour to their one most important demand i.e absorb them into State Non- Plan Salary Expenditure which is their full right to fight for. It is the sole duty of a responsible Government/department to solve the problems which is utmost importance at present. I also do believe that justice and transparency should prevail in our Government policy so that the degrading status of Government schools will regain its popularity in future by adopting the policy of proper recruitment of teachers in Nagaland. Whom to blame?

ooking at the present scenario, people are increasingly gaining more knowledge where we call them the advanced generation. So many educated people I say! yet, uncivilized they are! The new trend of today’s society is to put the blame on someone else instead of admitting our mistakes. Well, a question always hindered my mind for our society. Are you among one who blames the political leaders for being corrupted? If yes, my question here is,”Why do we blame the leaders when we are the ones who elect them for the sake of money without even having the second thought for the society and the deserving candidate?”. Who is to be blamed? I am confused because we Nagas have the tendency of always putting the blame on someone else but the fact is, if I am not wrong, we sell our votes for the sake of money and the result is we have poor development in the society and the funny thing is, we never think about coming to the conclusion. Knowing the struggles we go through because of our previous mistake by voting the wrong person for the sake of money, we tend to repeat the same mistake in the next election and at the end, we blame the leaders again. Now, coming to another page, here I would like to bring up another issue. Are you among those who are so proud of getting a government job through the back door appointment? If that is the case, it saddens me because it is injustice not only to the deserving person but also injustice to the ones whom you are going to work with. Suppose two men goes for a Teacher job

interview where one is highly qualified and the other is just average but the average man gets the job through back door appointment and sadly the highly qualified man fails to get through and later, the picture turned out that the average man never went for his duty rather kept a proxy teacher for himself, who is again not qualified for the post of teacher, who is the one suffering here? Or who is the one struggling here? The students with a poor teacher or the qualified man struggling for job? You know, we human beings have become so ignorant, selfish and greedy where we do not even realize that there is someone who is more deserving than us yet we are enjoying the salaries which we do not deserve at all. Such a shame to be enjoying the money getting through back door appointment jobs with no qualification and such a shame to snatch away someone else’s post and enjoy their salaries. When will we Nagas learn that we are the reason for all these corruption and when will we learn that we are the future for the society? Now, let me point out another poor and sad habit of ‘We The Nagas’. Suppose I go out for roaming with tattoos on me and the next day I see kids with tattoos on them, is it me who is to be blamed? If you say ‘yes’, I am saddened again for you having such a poor mentality. We Naga, in cases like this, we are always tend to blame others saying that they are being such a bad influence to the kids but ‘No’, no one is influencing the other. It depends on you and me whether to imitate the other or not because God has given us the wisdom to differentiate between good

and bad. We are the ones responsible for our mistakes so why do we have to go and blame someone else if you and I have done a mistake? No one is forcing us to imitate them, no one is holding your hand or forcing you to be like them. Everyone has their own way of living. The question is,’ Why do we have to blame someone else for our mistakes?’. Our mentality are still so primitive where we, instead of looking things with a positive attitude, we always have a negative perspective of almost everything. Can we stop being such narrow minded people and can we learn to broaden our thoughts? Is it necessary for us to take or ask money to sell our votes? Why take such a long process and be so corrupted just to enjoy the money when you can enjoy peacefully and live with harmony with a developed society only if you choose the right and deserving candidate not for the sake of money. Dear people, the things which I have mentioned above is nothing new to you or me. We have been hearing and reading the same old things again and again for the past many years yet we carry an elephant ear where we tend to be so stubborn and are not at all ready to walk the talk. If we become a better citizen, no power can stop us from giving us what we deserve. To have a better leader, it begins from you and I. We are the future, you and I are the leaders of tomorrow. On the occasion of the October 18 2016 our Naga National Nartyrs day I greet our National Workers who are here in this session and working elsewhere for the same cause Naga sovereignty. My dear friends, October 18 is our Naga National Martyrs declared day. On this day on the street of Kohima Zasibito Nagi a judge in the Central Court Kohima was killed. It was a day of silent procession in the street to protest against brutal killings of innocent Nagas by the Indian Police and Indian Armed Forces throughout Nagaland. Beginning from this day onward many Naga Patriots were killed by Indian Armed Forces and divide and rule forces as well. I would like to mention here some facts about some of our Naga National Council (NNC) pioneers who gave their

lives for our Nagas tomorrow. 1. Late Aliba Imti hailing from Longjang village, Mokokchung District State Nagaland who was the founding member president of Naga Club in 1918. During his regime the Naga Club submitted the famous memorandum to Simon commission, the statutory commission sent from British parliament London to naga Hills. Furthermore, during his tenure Naga Club transformed into Naga National Council (NNC) and late Aliba Imti was its first president and under his leadership Naga celebrated Independence Day on August 14 1947. He was an arts graduate, a successful pioneer national leader. 2. Late A.Z. Phizo, the foyrth NNC president who occupied this post from 1950 to 1990 till hes death in his London house. During his tenure he conducted the historic plebiscite on May 16 1951 and Nagas voted to 99.9% for Naga sovereignty. Late Yongkong and late

Khodao Yanthan joined to assist president A.Z Phizo in 1962 in London. Among those Naga leaders Khodao Yanthan came back to Nagaland after Phizo’s death and served as the NNC president from 1990 to 1993 (NNV Golden Jubilee Souvenir). Yongkong lived in London to complete his assigned duties till his death in London 8.30 a.m. (IST) 2006. During his lifetime Yongkong said to his relative and friends that neither his dead body nor his body burned ashes would not be taken to Nagaland, surrendering it to the Indian Government and this was fulfilled accordingly by his relatives and his friends after his death. This is how our pioneer leaders served our nation with sincerity, with their best ability and honesty and so, i do hereby request all the Naga National workers to follow the good footsteps of pioneers with honesty and sincerity. With due respect, we on behalf of the All Nagaland Government Primary Teachers’ Association (ANGPTA) have the honour to state some few lines for favour of your kind consideration and sympathetic order please. That Sir, the SSA and the aggrieved Hindi teachers have been deprived of their salaries from the past six months causing them mental agony, financial constraints and adversity so much so that they are neck deep in debt. The said teachers have been discharging their duties diligently and with dedication even in this situation but as we all know, it is humanly impossible to work and perform in an empty stomach. Moreover, our salary is the only source and means of sustenance for the whole family irrespective of numbers of members in the family. It has been clearly given to empathize that all their woes and pleas are often left unattended or ignored for too long- far beyond the point of toleration, forcing them to resort to agitation time and again (as they exhaust all their resources for conciliatory ground). This desperate measure by these teachers in the form of agitations puts the whole department, which is considered as

Naga churches losing its purpose

am afraid that Naga Churches are losing its purpose. It is unfortunate that today many Naga churches are emphasizing on the building structure rather than the word of God. Naga society is infested with multiple sickness. We search for the cure but we are searching in the wrong place. J.P. Moreland said, “We are having a revival of feelings, but not of the knowledge of God. The church today is more guided by feelings than by convictions. We have value enthusiasm more than informed commitment.” (Love your God with all your heart. p. 19). Teaching and preaching

of the word of God has been replaced in many churches with entertainment, drama, concert, comic act etc. We are preaching only what people’s itching ears wants to hear than the pure word of God. That is what the false prophets in the Old Testament did. “Throughout the prophetic literature we notice a common theme - the false prophets tell the people what they want to hear, baptized it with God’s name, and serve it up as God’s latest word to His people.” (Michael Horton. Sola Scriptura. p. 15). The pur pose of many churches is no longer salvation, for teaching, for reproof, for

rebuking, for correction, and for training in righteousness (2 Tim. 3:16 & 17). And the result is increasingly in experience, feelings, mysticism and extra biblical revelations that supersedes the Bible. The church is drifting with the tide of worldly thoughts and opinion. Douglas Groothuis writes, “We are told that Christians must shift their emphasis from objective truth to communal truth experience, from rational argument to subjective appeal, from doctrinal orthodoxy to relevant practices. I have reasoned that this move is nothing less than false to Christian integrity and biblical witness. It is illogical

philosophy. We have something far better to offer.” (Truth Decay, p. 265). That something far better to offer is - the Bible. When feelings and experience become the driving force in our Christian life anything that people give will be swallow which will be detrimental for our spiritual life. And when our spiritual life is not right with God it effects the society or community. The ANGPTA, whose members work and shares all our good and bad times together with these teachers as a family of teaching fraternity in different nooks and corners of the state understand their pains and woes and in support of this section of aggrieved SSA and Hindi teachers make an earnest appeal to the kind authority of the Department of School Education to release their pending salary and arrears at the earliest to avoid further escalation of the already adversely affected school situations. SP feud worsens: Akhilesh may skip party’s jubilee event

(PTI) LUCKNOW, OCT 19 (PTI): In yet another sign of worsening infighting in Samajwadi Party, Uttar Pradesh Chief Minister Akhilesh Yadav Wednesday announced that he will embark on his ‘Vikas Rath Yatra’ alone from November 3 which will make him skip the party’s silver jubilee celebrations, slated to begin two days later. In a letter to his father and party supremo Mulayam Singh Yadav, the Chief Minister declared his intention to commence his yatra, which was put off last month after the open turf war with his uncle Shivpal Yadav, saying all political parties have already started their campaign for

the Assembly polls in Uttar Pradesh. “I had decided to take out the yatra from October 3 but it was cancelled due to some reasons. I will take out the ‘Samajwadi Vikas Rath Yatra’ from November 3,” Akhilesh wrote. The announcement gave rise to speculation that Akhilesh might skip SP’s silver jubilee celebrations that begin on November 5 to send a message that he was unhappy over the expulsion of youth leaders from the party, who would not be present at the event. Apart from reaching out to people and galvanising party workers, Akhilesh’s yatra is seen as a move to truncate the

influence of Shivpal, who had been appointed the new state party president in his place. Akhilesh has also sent copies of the letter to state party chief Shivpal Yadav and National General Secretary Ram Gopal Yadav. He said yatra’s detailed programme will be communicated to district presidents and party workers in due course. Earlier in the day, Akhilesh, Shivpal Yadav, and Mulayam held a closed-door meeting at party supremo’s 5 Vikramaditya Marg residence to discuss poll strategy. According to party sources, Akhilesh is adamant on his demands of revoking the expulsion of youth leaders, some of whom are MLCs, and having his say in the ticket distribution. Akhilesh had earlier announced his decision to take out the yatra from October 3 through his twitter handle with a picture in which he was seen sitting inside a bus. He had last month hit back over his removal from the party post by stripping Shivpal of his key ministerial portfolios but had to retreat as Mulayam stepped in. The infighting continued unabated with Mulayam siding with Shivpal and his cousin Ram Gopal throwing his weight behind the the Chief Minister. The distribution of tickets and whether Akhilesh should be projected as CM candidate remain a bone of contention.

National/state Cauvery: K’taka says it will comply with SC order BENGALURU, OCT 19 (PTI): Karnataka government today said it would stick to the Supreme Court direction to the state to release 2,000 cusecs of water per day to Tamil Nadu till further orders. “We will stick to the Supreme Court order. I want to say no more than that,” Law and Parliamentary Affairs Minister T B Jayachandra told reporters on the sidelines of a media briefing on cabinet meeting. The Supreme Court had yesterday retained its direction to Karnataka to release 2,000 cusecs till further orders and asked the two states to ensure peace and harmony, saying citizens should not become law unto themselves. A three-judge bench headed by Justice Dipak Misra, which commenced the crucial hearing on various issues arising out of the dispute between Tamil Nadu and Karnataka over sharing of Cauvery waters, had said it first intended to adjudicate the issue of maintainability of appeals filed by both the states and Kerala against the Cauvery water dispute tribunal’s 2013 award. “The interim order dated October 4 directing Karnataka to release 2,000 cusecs of water per day to Tamil Nadu will continue till further orders,” the bench also comprising Justices Amitava Roy and A M Khanwilkar had said.

NGT seeks views on CNG as main fuel for vehicles

NEW DELHI, OCT 19 (PTI): In a bid to introduce clean fuel across the country, the National Green Tribunal today directed five northern states to explain their stand on making CNG as the main fuel for vehicles. A bench headed by NGT Chairperson Justice Swatanter Kumar directed Uttar Pradesh, Haryana, Punjab, Rajasthan and Delhi to file affidavit giving details about cities which are connected with the supply of CNG and the areas proposed to be connected. It asked them to explain which functions are to be performed by the states and the Petroleum and Natural Gas Regulatory Board (PNGRB) in this regard. The green panel also asked PNGRB to submit a comprehensive plan for laying CNG pipeline for distribution. “PNGRB shall clarify how many cities shall be covered with supply of CNG and what is the current status of CNG use in these five states,” it said. The matter was listed for next hearing on October 28. On the last date of hearing, the tribunal had warned of halting state transport if they did not introduce CNG, saying most particulate matters in the air inhaled by Delhi’ites emanated from there. The NGT in September had asked Uttar Pradesh and Haryana government to mull over the possibility of installing CNG stations in NCR while refusing to grant permission to over 10-year old diesel vehicles to ply in these areas.

New Delhi, Oct 19 (PTI): Home-grown auto major Tata Motors has increased prices of its passenger vehicles by up to Rs 12,000 across models to offset rising input costs. “We have hiked prices of our passenger vehicles by one per cent ranging between Rs 5,000 and Rs 12,000 due to rising input costs,” Mayank Pareek, President, Passenger Vehicles Business Unit, Tata Motors, told PTI. He said prices of raw materials such as steel and zinc have gone up prompting the company to take such a step. Tata Motors sells a range of passenger vehicles, including the entry-level small car Nano, newly—launched hatchback Tiago and crossover vehicle Aria, which were priced at a range of Rs 2.15 lakh to Rs 16.3 lakh (ex-showroom Delhi). Robust capital inflows alongside a slightly weaker greenback too reinforced the dominance of the home currency. It briefly moved into negative zone in late morning deals before regaining its strength in a fairly rangebound forex market. The local currency resumed higher at 66.68 as compared to overnight closing level of 66.73 at the Interbank Foreign Exchange (Forex) market and moved higher to 66.66 on continued dollar unwinding back by higher local equities.

Manila, Oct 19 (Agencies): A police van has rammed protesters in the Philippines capital Manila as a demonstration outside the US embassy turned violent. Footage showed protesters surrounding the van and hitting it with batons taken from police. The vehicle then drives into the crowd several times, injuring a number of people. Hundreds had met to demand the US end its military presence in the country. President Rodrigo Duterte has queried long-standing ties with the US. Police arrested at least 23 people, who threw red paint at them and a member of the US forces at the embassy. Tear gas was used against the demonstrators, after they broke through a line of riot police. They also took control of the water hose of a fire truck being used to douse them and threw stones at police. It remains unclear how many people were injured by the police van and how serious their injuries are.

US air force base leaks toxic chemicals Co lo r a d o, O c t 1 9 (Agencies): An air base in the US state of Colorado says it has accidentally released 150,000 gallons of toxic contaminated water into the sewer system of the nearby city of Colorado Springs. Peterson Air Force base said the water contained perfluorinated compounds or PFCs, a component of firefighting foam. It did not say how high the levels of chemicals were. A spokesman said the spillage did not affect the city’s drinking water supply but was discharged into a creek. The air force said the tainted water was released from a storage tank sometime in the past week. The cause of the leaks and the risks to local communities was being investigated.

KABUL, OCT 19 (Agencies): The UN mission in Afghanistan says the number of children killed or wounded in the country’s conflict has increased in the first nine months of 2016, compared to the same period last year. A report by UNAMA released on Wednesday says the mission documented a total of 2,461 children’s casualties in 2016, 639 deaths and 1,822 wounded. That’s a 15 percent increase, compared to the January-September period in 2015. UNAMA says it’s deeply concerned over the continuing increase in child casualties, which have risen since 2013. Between January 1 and September 30, UNAMA documented 8,397 conflict-related civilian casualties, 2,562 deaths and 5,835 wounded. That’s a 1 percent decrease in overall civilian casualties, compared to the same period in 2015, though ground fighting is still the major cause of deaths.

Ecuador admits curbing Assange’s internet Quito, Oct 19 (Agencies): Ecuador has acknowledged it partly restricted internet access for WikiLeaks founder Julian Assange, who is taking refuge at its London embassy. It said Assange had in recent weeks released material that could have an impact on the US presidential election. Ecuador also said its move was not the result of pressure from Washington. The US denied WikiLeaks accusations that it had asked Ecuador to stop the site publishing documents about presidential candidate Hillary Clinton. Transparency activist Julian Assange has sought asylum at London’s Ecuadorean embassy since 2012 to avoid extradition to Sweden over sex assault allegations. In a statement (in Spanish), the Ecuadorean foreign ministry said WikiLeaks’ decision to publish documents

Indonesia to enforce castration law Jakarta, Oct 19 (Agencies): Indonesia could “wipe out” paedophilia with its new policy of chemical castration, President Joko Widodo has told the BBC. He said Indonesia respected human rights but there would be “no compromise” when it came to punishing such sexual crimes. Indonesia passed controversial laws earlier this month authorising chemical castration for paedophiles. The laws were subject to fierce debate in parliament. The Indonesian Doctors Association says its members should not be involved as the procedure would violate medical ethics. Chemical castration is the use of drugs to reduce sex drive and libido, without sterilisation or removing organs. The paedophiles who want treatment President Widodo said “our constitution respects human rights, but when it comes to sexual crimes there is no compromise”. “We are strong and we will be very firm. We will hand out the maximum penalty for sexual crimes.” He added: “In my opinion… chemical castration, if we enforce it consistently, will reduce sex crimes and wipe them out over time.” In a wideranging interview with the BBC’s Yalda Hakim, President Widodo - also known as Jokowi - discussed topics including the South China Sea, corruption, a recent tax amnesty and the government’s stance on homosexuality. Earlier this month, an advert for a new youth ambassador position stipulated that members of the lesbian, gay, bisexual and transgender (LGBT) community need not apply. The government advert

Furthermore, the punishment cannot be done as long as the executor is a medical doctor, because we have to uphold medical ethics. When you become a doctor, you have to swear that you won’t do anything harmful to any human being. My message to all doctors across Indonesia is that as long as you’re a doctor, you cannot do it, even if the government says it is to punish a rapist.

It is harmful and it’s against human rights. Dr Prijo Sidipratomo is chairman of the medical ethics committee at the Indonesian Doctors Association. On the subject of the ongoing maritime rights dispute in the South China Sea, Widodo defended Indonesia’s steppedup military presence around the Natuna Islands. He said the Indonesian military was acting to stop illegal fishing in the area. “This is our natural resources, this is Indonesian wealth. So from now on illegal fishing vessels cannot play around with us,” he said. “The second thing is Natuna is our territory. Natuna is in Indonesia. So if we want to do military operations, war games, then it’s our right. In terms of sovereignty I will never compromise.” He also said the government was cracking down on corruption. “Nine ministers, 19 governors, 300 more local leaders [and] 100 parliamentarians are in jail because of corruption,” he said.

SCAD: (excerpts from ‘notonlypassportsize’ blog)

W

e are still waiting to be introduced to SCAD. The delay was caused by the Hurricane Matthew which swept across the Atlantic Ocean affecting coastal countries and cities that included Georgia State where the city of Savannah has a huge SCAD campus. SCAD Atlanta had to bring all their 3000 students from SCAD Savannah and shelter them in their campus on account of the hurricane. When we landed at Atlanta they were preparing to take the students back to Savannah causing the delay in our visit to their college. But we have been having a great time here in Atlanta city. Our guide PelesinoAne, who is actually the Associate Director International Admission, SCAD, has been very generously giving her time and taking us around the city. And we haven’t only been shopping,although we did that till we dropped,we have been introduced to the city through its arts and other popular activities to get a taste of the local life, like going to the Georgia aquarium where we ended up seeing the dolphin show which was really wonderful. Dolphins are such intelligent mammals. Their obedience to their trainers and their major show attraction, the air flips, left us all gasping with amazement. The kids were loving it and so were the adults. Next came the Coca Cola museum. Coca-Cola was invented by John Pemberton

of Columbus, Georgia and the headquarter is in Atlanta. This museum gave me an insight into the history of American pop culture that would later become the ‘popculture’movement under artist like Andy Warhol and Roy Lichtenstein and be forever entrenched into American culture. And finally we visited the Center for Civil and Human Rights where we saw the permanent exhibition on America’s fight for justice and equality. Although there were other exhibitions showing the civil rights movement around the world today we focused on America’s own civil rights movement. A very well curated exhibition which leaves one with a deep impression about this particular period of American history. It’s not an impression that can be shaken off very quickly. This is a must see exhibit. The final place we visited was the High museum of art. A collection of beautiful art works curated to show the art history of America. Paintings of well known artists to folk artists to product designers showing functionality and art and aesthetics. All these tours gave me the impression of a city that incorporates design and aesthetics in the everyday living. Just walking down a road one can see plenty of trees along pedestrian paths and on the side small open lawn patches with chairs. It’s beautiful to see how the landscaping of the city is done with their

climatic conditions in mind. Atlanta has very hot summer and very cold winter. A shaded pedestrian path really becomes necessity in summer if one were to walk and a sunny spot for winter would be ideal hence I guess the open lawns for people to catch some sunlight and rest. This is a very simple example of the city; beautiful but functional. Today we finally got to meet MakenImcha Payne for lunch. She is the Executive Director for International students Recruitment and Relations, SCAD. MakenImcha is also a valedictorian of her batch, meaning she was the top student in her graduating class and she made the farewell speech on behalf of her batch which is a great honour. Simply put, she is an achiever and when she says SCAD is the best we sit up and listen to that. She is really the example of a Naga girl with talent who went on to achieve her goals and dreams. And so if she says SCAD is the best then I believe she know exactly what she’s talking about. We talked a bit about the college and the prospects for Naga students to come to SCAD and of course the financial part which is most important. Maken has assured us that scholarship is available. And the one very important thing she mentioned was that SCAD Atlanta has 98% and SCAD Hong Kong a 100% job achievement which means almost all students and in

the case of Hong Kong all students get employment after college. That is a very reassuring statistics. And she did not mean job at your local McDonald’s but with studios like Pixar for animation students or other such well known names. This is a college that places functionality at the heart of it art and design so students can not only pursue their passion but earn a good living from it. I mean an artist or designer who is financially sound? This idea is almost a dream and with SCAD it can become a reality according to stats. I wonder if the city has all SCAD students doing most of its urban planning, which by the way is part of their architecture program. There are lot more conversations with Maken to be had and other programs to attend when we visit SCAD tomorrow. And I will be doing a proper introduction of the other people attending the retreat along with me and also introducing the two important people making all this work: MakenImcha Payne and PelesinoAnekevichusa. P.s in my previous post I made a huge mistake due to exhaustion, sleep deprivation. I wrote American Indians but it should be Native Americans. Major error there. And really photos will come soon. Another one of my mistakes for not carrying an American plug adapter so my laptop is sitting dead and I can’t post images. Sorry. But continue to keep reading.

remarkable stories about how young mothers have been able to deliver healthy babies despite complications and challenges. This says a lot about the importance of having an efficient health care system with trained health workers in place, which ultimately plays a crucial role in saving many children’s lives,” Khan said in a video release on the UNICEF South Asia Facebook page. “I have heard so many

good things about the progress Bhutan has been making but there’s always scope for improvement and we are concerned about reaching every last child,” he said. The actor visited Drukgyel Basic Health Unit which was established in 1998 in Paro where he interacted with

young Bhutanese mothers and their children. The unit provides public health services such as antenatal and postnatal care, family planning, immunisation and cervical cancer screening. The reproductive health and vaccination programmes are also supported by UNICEF.

Geneva, Oct 19 (IANS): The International Olympic Committee (IOC) has annulled the 2012 Olympics silver medal won by Russian weightlifter Apti Aukhadov after the reanalysis of his doping probe tested positive for performanceenhancing drugs. “Apti Aukhadov, 23, of the Russian Federation, competing in men’s 85 kilogram weightlifting event, has been disqualified from the Olympic Games London 2012, in which he ranked second and was awarded the silver medal,” the IOC said in a press statement on Tuesday, reports Tass. Z“Reanalysis of Aukhadov’s samples from London 2012 resulted in a positive test for the prohibited substances Dehydrochlorme thyltestosterone (turinabol) a n d D r o s t a n o l o n e,” t h e statement said. IOC also said instructed the Russian Olympic Committee (ROC) to “secure the return to the IOC, as soon as possible, of the medal, the medallist pin and the diploma awarded in connection with the men’s 85 kg weightlifting event to the athlete.” The executive board of the world’s governing Olympic body convened a special session on May 17 discussing efforts of stepping up the fight against the drugs cheats and furnish measures to protect clean athletes ahead of the Olympics in Rio. MDFA Trophy: Fusion SC reach semifinals Dimapur, Oct 19 (NPN): Defending champions, Fusion Sporting Club beat Telongjem FC 2-0 to reach the semifinal of the MDFA Trophy 2016 at Imkongmeren Sports Complex here Wednesday. The match was also witnessed by DRDA Project Director, Taliyanger as match patron. In the first session, Fusion FC were kept at bay by Telongjem FC strong defense line up and some superb goalkeeping. On the other hand, Telongjem FC midfielders made some serious attempts but could not materialize. Kochi gets FIFA nod to host U-17 Wc

KOCHI, Oct 19 (PTI): Kochi on Wednesday became the first Indian city to be officially declared as one of the venues for hosting the 2017 FIFA U-17 World Cup after it received a green signal from a high-level delegation of football’s world body. After visiting the Jawarharlal Nehru International Stadium earlier today, a 23member high-level delegation comprising experts from FIFA and Local Organising Committee (LOC) ratified Kochi as the venue for next year’s mega event. “Based on what we have seen and based on all the works we have done with the Government of Kerala, with the Kerala Football Association, with all the different stakeholders here in Kochi, we are extremely pleased to announce that Kochi has been ratified as a venue for FIFA U-17 World Cup. Congratulations!” announced Tournament Director of the LOC, Javier Ceppi at a press conference. He said the decision to ratify Kochi as venue has been taken after discussing it with all the stakeholders.

“There are a few things that need to be completed, few things that need to be done. We would keep monitoring closely, would closely work with the Government of Kerala to make sure that all the readiness is there and all the compliance is there for the World Cup,” Ceppi said. The Tournament Director said a lot of work has been put in areas people generally don’t

see. “From sewage facilities to toilets, it’s all been taken care of really well and that for me is very commendable. State government now needs to focus on finishing the work at the stadium and especially the training sites within very tight deadlines, but overall it is commendable how the venue has shaped up,” he said. Tracy Lu, Project Lead FIFA U-17 World Cup India 2017, said the preparations at one of the footballing hotbeds of India is fit for this stature. “We are extremely happy with the progress we see here; from our last inspection a lot of development already taking place and that’s extremely encouraging. The dressing rooms, for instances have been renovated and a lot of other construction work has been initiated. I believe thus that it would make for a terrific World Cup venue,” Lu said. Besides Jawaharlal Nehru Stadium, the team also visited the prospective training grounds in Kochi -- Parade Ground, Fort Kochi Veli Football Ground, Maharajas College Ground and Government Boys High School Panampilly Nagar.
