CM under fire for handling of Art.371A

Ind MLA hits out at CM, cabinet Cannot allow 33% women quota: CGBU

Dimapur, Oct 22 (NPN): Joining the growing chorus against state chief minister T.R. Zeliang’s decision to hold civic polls with 33% reservation for women without the consent of stakeholders and bypassing the resolution of the Nagaland Legislative Assembly on September 22,2012; Independent legislator N.Thomas Ngullie and Chakhroma GBs Union have come down hard in condemning the move. In a statement, independent legislator Thomas expressed deep concern with what was termed as “unilateral declaration” made in the media by the chief minister for holding civic polls with 33% women reservation based on the advice given by the Naga Mothers’ Association (NMA)which had referred the order of the Supreme Court on its Special Leave Petition against the judgment of the Division Bench of the Gauhati High Court. Thomas further informed that as per records of assembly proceedings, the house on September 22,2012 adopted a resolution to exempt Part IX-A of Article 243T for 33% women reservation from civic polls in view of massive protests by various organisations. He said the resolution was recommended by T.R.Zeliang as the then minister of parliamentary affairs and moved in the house by Dr.Shurhozelie the then minister of urban development and higher education for suspension of the Municipal and Town Council Act 2001 and Part IX-A. Thomas further reiterated that chief minister T.R.Zeliang was the convenor of the house

Venkaiah Naidu asks CAs to help curb black money HYDERABAD, OCT 22 (IANS): Union Urban Development Minister M. Venkaiah Naidu on Saturday advised chartered accountants to help curb the growth of black money. Inaugurating two-day international conference of the Institute of Chartered Accountants of India (ICAI) here, the Minister said ‘black money’ is one of the major concerns of economic management. Referring to the recent Income Disclosure Scheme, under which unaccounted income of over Rs 65,000 crore was voluntarily declared, he said it was necessary to understand the reasons for the same and its implications for the country. “As professionals, you would know better how such huge incomes go unreported. You need to ponder if chartered accountants could play a role in addressing such practices and curbing the growth of black economy,” Naidu said. He appealed to the chartered accountants to ponder if they can go beyond what their clients ask them to account for and instead motivate them towards more ethical business and trade practices. He also urged the chartered accountants to get ready for implementation of the Goods and Ser vices Tax (GST). He said: “GST introduction is a huge challenge and opportunity for the chartered accountants and they need to get ready for enabling this change in a smooth and seamless manner.”

committee and minister of parliamentary affairs, whose recommendations were unanimously adopted by the legislative assembly. However, despite knowing that a house resolution cannot be undone by the cabinet, Thomas said T.R.Zeliang’s statement in the media was “ a gimmick”. In a telephonic talk with Nagaland Post, Thomas said he was deeply concerned about the manner in which chief minister and his cabinet were dealing with such an important and crucial matter as the Article 371A. He said Article 371A was like the core of Naga identity by which no act of parliament including Article 243T and Part IX-A can be imposed without the consent of the elected members. It was based on the strength of Article 371A that the assembly on September 22,2012 adopted its resolution, he said. Further, Thomas wondered whether chief minister T.R.Zeliang was also trying to mislead the NMA to gain political mileage on one hand and on the other, to obtain funds that were withheld by the urban ministry due to the litigation? He said if Article 371A was diluted for civic polls today, a time will come when the same demand will be made for assembly seats and by then, it (Art.371A) will become redundant. Thomas therefore appealed to all elected colleagues, Naga tribes that included both men and women, to seriously deliberate on the matter and not to allow Article 371A to be bartered away by T.R.Zeliang, a few leaders and a handful of “ambitions” women.

Chakhroma GBs’ Union (CGBU) has affirmed that as the guardians and custodians of customary laws it cannot allow implementation of 33% women reservation in the civic bodies because the customs and traditions of the Nagas would be seriously compromised. In a press release, CGBU president, Thepfukedo Kuotsu, and general secretary, Atso Gwizan, stated that since time immemorial, the Nagas had been practicing the “purest form of democracy”, and the democratic practice of the Nagas and their customs and traditions were subjects of great admiration by the outsiders. They said that due to rich distinct customs and traditions of the Nagas, even India had decided to leave Naga practices and usages untouched and had thus granted special protection by inserting an extra provision in the Constitution. The union said the provision guaranteed Nagas the right to practice their customs and traditions under Art 371A, in respect of religious and social practices, Naga customary law and procedures, administration of civil and criminal justice involving decisions according to the Naga customary law, ownership and transfer of land and its resources, with full protection against interference from outside. This being so, CBGU said it was now baffled to see the womenfolk under the aegis of the Naga Mothers’ Association was trying to override the special provision and destroy age old customs of Nagas by demanding reservation “to sit in a place which was earlier considered man’s territory and even going to the extent of knocking the doors of the Supreme Court of India.” The union said if the Supreme Court had to pass its judgement in the Special Leave Petition filed before it by the Naga women in favour of the petitioners, it has to be done by superseding the provisions of

the Art. 371(A) of the Constitution as the matter directly concerned “meddling with the customary practices of the Nagas.” “...Demanding to enter the place through back door during the dark of the night by claiming to have obtained the permit somewhere else outside the village may not be feasible. The act of our women folk in seeking to crush our customary practices by seeking redress from Supreme Court, by passing our customary courts is seen as a direct challenge and insult to the Naga society at large and therefore may lead to serious ramifications later,” CGBU stated. The union further said there was no doubt that many outside the state would be more than happy, “if we Nagas ourselves, in this way, make this particular article irrelevant and obsolete so as to be struck out of the Constitution...” “But it seems that some people, be it in the Government or the NGOs, in their zeal to be seen as heroes and harbinger of changes are ready to surrender the hard earned status and protection given to us. But we should also remember that there are every chances of being called traitors and blackmailers by our up-coming generations instead of being remembered as heroes,” CGBU asserted. Therefore, CGBU advised and requested for withdrawal of SLP filed before the Supreme Court and to let the matter be resolved as a domestic problem where any concessions and considerations can be chalked out and implemented. Otherwise, the union stated that any ruling of the Supreme Court in favour of womenfolk may not have any profitable effect on them because no matter where they were placed by the judgement, the Nagas customs and traditions may not be in a position to recognise that in the true spirit and they would remain only a decorative show piece.

NEW DELHI, OCT 22 (PTI): BJP MP Varun Gandhi, who is in the eye of a storm for allegedly leaking defence secrets to controversial arms dealer Abhishek Verma, rejected the charges against him as false and frivolous and said he will take legal action against those who deliberately sought to tarnish his reputation. The Sultanpur MP issued a detailed statement addressed to “my fellow countrymen,” in which he made point by point rebuttal to the allegations levelled against him as he insisted that there is “no one grain of truth or one shred of evidence” in them. While he was a member of both the Defence Standing Committee and Defence Consultative Committee from 2009, he said he never attended a meeting of the Consultative Committee and very few of the Standing Committee. “Clearly, I was neither actively seeking out nor passing on any information. Had there been any hidden agenda or motivation as alleged in the letter it would have been reflected in my attendance...I would like to point out the false and frivolous nature of its (letter) charges, and the impossibility of these allegations.” Gandhi said. Swaraj Abhiyan leaders P. Bhushan and Yogendra Yadav on Thursday released a letter written by Edmonds Allen, a New York-based lawyer, to PMO that Varun was honey trapped and compromised by Verma.

MNPF condemns Zeliang’s statement

He said the party would not allow the politics of NSCN (I-M) and NPF involving in the Indian election to disturb the unity of Manipur Nagas at any cost. The MNPF said Manipur was a state where many communities were living in peace and harmony since time immemorial, adding that any attempt to break the brotherhood bond of the people would be taken as working against the will of the almighty. Nothing to panic on debit card fraud, says NPCI MUMBAI, OCT 22 (AGENCIES): Allaying fears of the public after the recent security breach affecting 32 lakh debit cards, the National Payments Corporation of India (NPCI) on Saturday said proper action has been taken to safeguard customer interest. The security breach happened through a malware in the systems of Hitachi Payments Services, which serves ATM network of Yes Bank and also some white-label ATMs. NPCI said the figure of 32 lakh cards is a proactively identified base of customers who have transacted in the set of suspected ATMs in the recent past. “However, this does not mean that all these cards have been used for any fraudulent activity,” the Reserve Bank-promoted National Payments Corporation of India said in a statement on Saturday. Only 641 customers have complained of fraudulent activity to banks, it added. The statement said if a customer has not received any communication from his/her bank, the customer can be assured that the debit card is not at risk. “NPCI would like to state that

there is no need to panic as the problem has been identified and actions are already taken,” it said. NPCI is an umbrella organisation for all retail payments system in the country. The government has also asked for a detailed report on the extent of debit card data compromise. Finance Minister Arun Jaitley on Friday said that the government has sought a report on the debit card issue. The banks have proactively intimated 32 lakh cardholders as a matter of precaution to either change the pin or replace the cards so that they are not misused in the future. NPCI has said so far Rs 1.6 crore have been lost to fraudulent activities. SBI is said to have re-called around 6 lakh cards, while others like Bank of Baroda, IDBI Bank, Central Bank and Andhra Bank have also replaced debit cards of several customers as a preemptive measure. Among the private sector players, ICICI Bank, HDFC Bank and Yes Bank have asked customers to change their ATM PINs. HDFC Bank also advised its customers to use its own ATMs for carrying out any transaction.

DCF consultation meet adopts 5-point resolution to fight corruption Staff Reporter

DIMAPUR, OCT 22 (NPN): Various Church leaders, intellectuals, experts, and Christian faithful of various denominations came together here at Lotha A.G. Church, Sewak Road on Saturday and deliberated on the role and approach of the Church towards tackling the menace of corruption At the one-day consultation on “Christian Response to Corruption in Public Life” organised by Dimapur Christian Forum (DCF), social activist Niketu Iralu and NBCC general secretary, Rev. Dr. Z. Keyho, were the resource persons. Panellists of the consultation meet comprised of pastor Yanbemo Lotha representing Baptist Churches, Rev. Dr. Wati Aier representing Theological Colleges, Rev. Dr. Shiwoto Sumi representing Christian Revival Church, Rev. Dr. Thungdemo Ngullie representing Assemblies of God Church, and Rev. Dr. Solomon Vizo representing the Catholic Church. After intensive deliberation on the topic for several

hours, the panel acknowledged that “as Christian leaders and believers, we have failed to prevent corrupt practices in our churches and society through our preaching, teaching, and practices.” Having identified and acknowledged the shortcomings, the panel adopted five-point resolution that would act as a framework and guideline for Churches in their fight against corruption. (1) To educate and look

into a framework for effective governance-going back to Scriptures. (2) Launch anti-corruption awareness within churches to instil a self-awareness to say ‘NO’ to bribery and corruption, at the same time inculcating a culture of transparency. (3) Get our “own house” in order- having guidelines on church governance, disclosure of personal interests to avoid conflict of interest, internal audit for accountability, peer

accountability- no ‘yes man’ in leadership etc. (4) Working with NGOs within the civil society movement to counter practices of bribery and corruption. (5) Serves as a platform to develop and instil a “check and balance” within the systems and institutions of society to ensure the practice of transparency. In this respect, seminaries, Bible schools and churches ought to consider having such courses within their curricu-

lum. Earlier, Niketu Iralu in his keynote address remarked that everybody knew about corruption, but did not know its remedy, adding “corruption is a backbone of somebody’s economy”. He opined it was important to know the contributing factors of corruption and its background in the battle against corruption in a developing society like ours. On the role of the church vis-à-vis issue of corruption, Iralu asserted that the Church must take a stand on right and wrong, should take a stand against evils of the society. In this regard, he suggested the Church must work out its philosophical, theological, moral and ethical position on the issue. “If the foundation is laid down clearly and our lives demonstrate that clarity, God will favour us,” he said. Also dwelling on how power and corruption has become synonymous in modern society, Iralu lamented that role models (public leaders and personalities) were devastating. Taking the example of the then

any other appropriate provision of the law of the land. A statement reportedly issued by the MLA had stated that the district administration of Senapati or Kangpokpi PS could have taken up a suo motu FIR against TR Zeliang the same day after hearing “his hate speech and arrested him in public interest”. It may also be mentioned that Ibomcha had earlier this year filed FIR against Nagaland chief minister T.R. Zeliang for his comments during the Lui-Ngai-Ni festival at Ukhrul, Manipur, on February 14, 2016.

Prime Minister, Indira Gandhi who once dismissed the issue of corruption as a “global phenomenon,” Iralu stated that such comments from leaders was a devastating blow and influence the minds of young people, thereby giving space for permissiveness and opening doors to corruption. Iralu said the Church needed to get all Christians clear on three points- What is kingdom of God? Where is kingdom and God? When is kingdom of God? He cleared the misconception among Christians who, he said, are fixated on dying and heaven saying that the whole Scripture is about kingdom of heaven on earth. “Paradise is God’s business, what he is interested in is how we live out the Gospel down on earth,” Iralu asserted adding that Nagaland will be shaken if Naga Christians are clear on this. Also speaking on the topic, NBCC general secretary, Rev. Dr. Z. Keyho, said our Church was still very young as compared to Churches globally. (Cont’d on p-5)

Seminar on social issues by CBCD Oncologists conference held at EMC

Staff Reporter

DIMAPUR, Oct 22 (NPN): Chakhesang Baptist Church Dimapur (CBCD) youth department organized a seminar based on social issues, Saturday, at the church premises, Dimapur under the theme “Light bearers of Christ”. Speaking on the topic, “Clean election” NBCC youth secretary, Vikuo Rhi, gave a brief description about NBCC introduction of clean election campaign and objective of the campaign. Focussing on corruption, he pointed out that it was a virus in the present society, an evil which was against Christian principle where it poisoned every section of the society. Some malpractices prevailing during elections were also discussed. Mentioning about the election watch report by Youth Net, he maintained that according to the direction given by the election commission of India, a candidate was allowed to spend only upto eight Lakhs whereas in Nagaland, a small and poor state having more than 5 crores per candidate (average) was unimaginable. Nagaland being a christen state, anybody from outside the state could read that Christians were highly involved in corruption, he exclaimed. He therefore, encouraged the gathering to rethink, revitalize and to abide on the need of true transformation in Nagaland. Pointing out the strategy for 2018 state general election, he expounded that to do many

(NP) things at one go would be difficult therefore, he encouraged the gathering to minimize the expenditure from part of the candidate, and to take firm decision not to accept money for vote from the part of the individuals which should be made as the main strategy. “If each individuals of the entire population in the state of Nagaland decides, then we can bring change into the society and particularly to CE movement”. Vikuo Rhi further concluded by mentioning about the role of Christian youth and the role of church were to be loud enough to voice the right and the wrong. “Let us change ourselves first and be an agent of change to change the entire society today” he said. Speaking on the topic, “Addressing the current Naga-

political scenario”, Khekiye K Sema (IAS) said, “Unless we feel the suffering of our grandparents, we will begin to lose our way creating indifferences”. In this light he encouraged the gathering to build the vision by understanding properly as to who Nagas really were. Based on historical events, he mentioned the formation of Naga political history briefly. Lamenting at the way the framework agreement came about, he said it was confined within the group and government of India only. He said that people had no idea of its content and yet were in support of the agreement. He questioned whether Nagas were ready to accept the framework without even understanding its contents. He was of the

opinion that the reality should be acknowledged since times have changed. He was of the view that physical argument was over and it was time to think and stand for what was right. He also said that NSCN (I-M) had achieved more than other existing groups but at the same time he questioned whether Nagas would be able to compromise the democratic system and the sacrifices that Nagas had gone through. He therefore encouraged the gathering to read the “Yehzabo” and to understand the content. Khekiye asserted that youth was a potential force which could be used as a wheel to change the scenario of the political issue, “it is about time to stand up and readdress the truth as a challenge.”

complete pending works. He also reminded that RD was just the nodal department of SAGY and like any other line departments. He said that the department would try its level best to cooperate and do what needs to be done. Lamenting on the casual attitude of the BDOs in carrying out their duties, he also instructed the PDs to direct their respective BDOs to be in station and visit vil-

lages and inspect schemes being implemented. On the issue of CGI sheet distribution, he urged them to check whether the quantity distributed to the blocks and villages have been received. Director, RD, Metsubo Jamir also mentioned that MGNREGAs contribution towards SAGY will be only in the form of material components and that it will be not

more than 25%. To create awareness and to generate transparency, Jamir felt that the project directors should take the initiative to conduct district and block level VDB meetings at regular intervals. Regarding Job Card verification, Geo Tagging and aadhar seeding etc, he said it was mandatory to call all the VDBs and inform them before proceeding with the exercise.

In an effort to streamline the State Rural Livelihood Mission, additional secretary, RD and mission director, NSRLM, Athel O. Lotha said accountability would now be vested towards the PDs and requested all the PDs and BDOs to keep the NRLM staffs under their control so that everything was streamlined and clarity, communication and coordination would be there.

Joint Director, K. Neibou Sekhose also reminded the districts and blocks to submit at the earliest the reports on NLM visit, Panchayat Day celebration, Disha, Best 3 VDBs, video clips for MGNREGA Special Project and job card verification report. Mary Kom likely to mentoring programme for youth punch for BJP in Mnp polls would not be enough to give life’s satisfaction but character building through spiritual strength is of prime importance in today’s world,” he said. Sonowal also appealed the top officers to willingly take it as a mission to shape the future of the state by mentoring the youth through dedication and passion so that the state can make rapid progress in building human resources for the future. Speaking on the occasion Education Minister Dr Himanta Biswa Sarma said along with ‘Arohan’ another programme ‘Gunotsav’ has also been started where the IAS, IPS and IFS officers will visit all schools of the state and monitor their functioning, take part in their activities for the day and have mid-day meal with the students. Informing Dibrugarh, Lakh-

impur, Morigaon, Kamrup Metro, Barpeta, Chirang, Hailakandi and West Karbi Anglong district have been initially selected for the first phase of the programme, Sarma said around 12000 schools there would be monitored by the mentors and helped in improving their overall standard by identifying problems and providing solutions. Sarma also said that this programme would be able to usher in revolutionary changes to the education system of the state. ‘Arohan’ is a mentoring programme which would look at giving guidance and the mentoring aspect of the next generation with a vision to create a resource pool of able mentors and mentees within the period of three to five years, a government source said. With an aim to nurture young talents in different fields and give

them opportunity to showcase their potential the mentoring programme would seek to ensure that quality education reaches every household, the source said. By identifying 3000 young students mainly from underprivileged strata of society with brilliant academic records hailing from remotest corners of the state, ‘Arohan’ will engage the services of both serving and retired IAS, IPS and IFS officers of Assam cadre to mentor during this financial year in fulfilling the youths career objectives by imparting knowledge from their vast experience and exposure to different situations. The mentorship will be purely on volunteer basis where the officers will take it upon themselves to guide the upcoming generation of the state towards excellence, they added.

repatriated family including some other officials. According to them, lives of many Reang families after returning to Mizoram are not well enough. Assam may move SC on citizenship verification G u wahat i , O ct 2 2 (Agencies): Following poor response from other states in verifying and updating the National Register of Citizens (NRC), the Assam government said it will approach the Supreme Court seeking a direction to the states to cooperate in verifying documents. The NRC contains details such as names of all Indian citizens, and is updated continuously. Assam will take up the matter with the apex court on October 26. “Of the five lakh documents sent to 26 states for verification, only 7,000 have been returned, which is very poor,” state NRC coordinator Prateek Hajela said. He said 402 NRC documents have also been sent to 40 countries, including Bangladesh, Myanmar, Pakistan and Sri Lanka, among others. Only Kuwait and South Africa have responded to the verification pleas. He said there was no dearth of funds. The Centre has sanctioned Rs 908 crore, out of which Rs 335 crore has already

been released, Hajela. He said of the total six crore documents issued by various authorities in Assam and submitted by applicants, 4.9 crore has been verified. The NRC office has received 68.2 lakh applications from across the state encompassing 3.27 crore population. “After collecting family tree documents, we have so far completed 58 per cent of data-entry work. We have now started family tree verification. We are also conducting training of deputy commissioners on the NRC update, besides other government functionaries, from time to time,” Hajela said.

Aizawl, Oct 22 (PTI): Mizoram Public Works Department (PWD) officials today said that most of the roads in the state were in extremely bad condition due to severe monsoon and lack of fund for maintenance of roads. Talking to media persons in Aizawl, Engineer-in-Chief of the PWD R. Vanlaltluanga said that the condition of almost all the National Highways in the state were extremely bad as the fund flow from the Ministry of Road Transport and Highways (MoRTH) for maintenance of the national highways was very low. Va n l a l t l u a n g a a l s o blamed some of the contractors appointed by the MoRTH like Hyderabad-based Gayatri Project Ltd., which bagged the Rs 615.69 crore National Highway No. 44-A between Aizawl and Tripura border Mamit town, for slow progress of construction work. The engineers of the state PWD also said that the department could not prepare Work Schedule during the last two fiscals after abolition of the Planning Commission which, earlier, used to allocate funds annually.

IMPHAL, Oct 22: The session of the crisis ridden Manipur University would commence from October 31 next, notified the new vicechancellor of the varsity on Saturday. The session of the current academic year was due to commence from July this year. However, following the reservation row, it was delayed till date. Despite the persistent objections raised by tribal students, authority of the Manipur University under the leadership of newly appointed vice-chancellor Prof Amar Yumnam announced to comply with decision of the Academic Council taken on August 8 last. In the wake of repeated reminders from the University Grants Commission (UGC) to adopt its guidelines regarding reservation of seats in admission, the academic council of the varsity decided to adopt the Central Educational In-

stitutions (Reservation in Admission) Act, 2006. The decision was the root of prevailing contention in the varsity as in following the Act, only 7.5% of the total seats of each course will be reserved for the scheduled tribe, 15% for the scheduled caste and 27% for the OBC. This decision of the varsity authority has been strongly opposed by the tribal students under the banner of Manipur University Tribal Students’ Union (MUTSU) and demanding adoption of the amended form of the Act, Central Educational Institutions (Reservation in Admission) Amendment Act, 2012. Under the provision of the amended Act, ST gets more shares of the reserved seat then other categories. Protesting the decision of the academic council taken on October 8 last, tribal students have even left their hostel as part of mass exodus protest. Despite all this, a meeting of the academic council

crore, which used to leak in the form of (subsidies for) gas cylinders, scholarship, pension,” Modi said. Modi, speaking at a camp to distribute ‘assistive devices’ to over 8,000 `Divyangs’ (disabled persons) here, also criticised past governments for not doing enough for the disabled. After distributing aid devices to the disabled, the Prime Minister said, “Knowingly or unknowingly, this country has remained insensitive towards the Divyangs. “The government buildings only had facility for healthy persons. We launched Sugamya Bharat mission, so that government buildings, hospitals, platforms are built in such a way that they have access facility for the Divyangs.” Previous governments did not do enough in this field, he said. “Governments in the past had also worked in this direction. But you will be shocked to know that since 1992, when work started in this direction, till 2014, only 56 such camps (for distributing assistive devices) for Divyangs were organised. After this government came, 4,500 such programmes were held,” Modi said. “So far, 5.50 lakh Divyangs from across the country have been provided direct benefit. “In the central government, I came to know that 16,500 posts for Divyangs were vacant. I told my Ministers to fill up these vacant posts. I can say with satisfaction that 14,500 such posts have been filled up,” Modi said.

On the Indian side, he said “what we want is ease of doing business — access to the U.K., both for students, academicians and businessmen.” He noted that a large number of tourists visit Europe but return home because of visa restrictions. India wants Britain to extend visa concessions given to Chinese to be extended to Indians — 6 months to 2 years visa for 87 pound. He said many companies are shifting their jobs to India. NEW DELHI, OCT 22 (IANS): The CBI on Saturday arrested Central Council of Homeopathy President Ramjee Singh and another person on charges of accepting Rs 20 lakh in bribe to give a favourable inspection report for setting up a homeopathy college. Singh, who was elected council chief in 2009, was arrested along with tour and travel operator Harishankar Jha during a raid by the Central Bureau of Investigation (CBI) following a complaint. CBI spokesperson R.K. Gaur told IANS that Jha, a resident of Gurgaon in Haryana, had collected Rs 20 lakh on behalf of Singh, who has served both as president and secretary of the Homeopathic Association of India. The Central Council of Homoeopathy, a statutory body under the Health and Family Welfare Ministry, is a regulatory authority for homoeopathy system of medicine. Singh and Jha were booked along with Assistant Director Homeopathy (Gujarat) R.D. Patel, one of the trustees and Vice-President of R.K. University (Gujarat) Dinesh Kumar Patel and a Professor of a homeopathic medical college in Jabalpur (Madhya Pradesh) Rahul Srivastava on charges of criminal conspiracy and Prevention of Corruption Act. Others named in the First Information Report (FIR) include an official of the National Institute of Homeopathy (Kolkata) Ashok Konar, an official of a homeopathy college and hospital in Rohtak (Haryana) Ashwani Arya and unknown

Separate CBI teams carried out searches at residential and official premises of the accused in Delhi, Rohtak, Gurgaon, Rajkot, Gandhinagar, Jabalpur and Kolkata and seized incriminating documents, the officer said. “Another team conducted searches in Delhi’s Chandni Chowk area against some hawala operators,” the officer said. The officer said the CBI had seized Rs 21.5 lakh from Jha’s residence. “Gujarat-based R.K. (From p-1) He likened corruption to cancer saying, “it has not only made us sick but it has made us non functional in more ways than recognized. It has eaten up all the good things in us. It has eaten up the hopes and aspirations of the younger generations if not my generation and it has made us an impotent society. It has given birth to so many unwanted elements in the society. It has taken the trust in us and in our frustrations and desperations we now blame each other.” Dr. Keyho stated that corruption was a problem bigger than we could embrace. In his comment on the current situation in Nagaland, Dr. Keyho lamented that corruption was guarded by corruption in our society and that the law in our land protects corruption.

“We cannot even protest! In the name of law and order we cannot even voice our frustration and anger for a just society,” he said. However, Dr. Keyho stated that as a Christian society we must respond to the disease morally, spiritually, Biblically, theologically, and ethically. He maintained the church must nurture her born again members to be involved in the public life with their faith. Dr. Keyho postulated that the church must “teach and preach contentment, teach and preach godliness, teach and preach self control, teach and preach righteous living, teach and preach on simple living.” “God has provided the best platform, the church and therefore, we must use it to our advantage of bring change in

Gurgaon traffic policemen get body-worn cameras GURGAON, OCT 22 (IANS): Gurgaon police is equipping its traffic policemen with bodyworn cameras, a senior officer said on Saturday. Corporate Social Responsibility (CSR) support from Honda is helping to equip the traffic policemen with small and rugged video cameras, which will be attached to the policeman’s uniform to capture video and audio recordings of incidents and violations. These cameras, imported from the UK, have a powerful and easy to use evidence management software, which will greatly enhance road safety. The cameras will help in improving citizen compliance with traffic regulations, documenting evidence, preventing and resolving complaints and accountability of Gurgaon traffic police. A senior police officer said: “The two-inch frontfacing colour screen camera improves transparency as the public can clearly see that they are being recorded.” “It also helps the traffic policeman review the recording on the spot and show the traffic violation to the citizen,” he added. Weighing less than 150 grams, the cameras allow Full HD (1080p) video recording of up to 10 hours. They are easy to wear and can be clipped on to the uniform.

VADODARA, OCT 22 (PTI): Using the analogy of surgical strikes, Prime Minister Narendra Modi on Saturday wondered what would have happened if the government had adopted similar strategy in the recent campaign against blackmoney, which unearthed Rs 65,000 crores. “We gave some time to those who had generated black money (to declare it). You will be happy to know that Rs 65,000 crore in black money came into mainstream with payment of tax and penalty. “Now think, Rs 36,000 crore that was leaking has been stopped (by direct benefit transfer), and Rs 65,000 crore of black money is unearthed, together it is Rs one lakh crore. “And this Rs 1 lakh crore has been brought back without launching surgical strikes,” Modi said, invoking the term used for recent operation by Army against terror launch pads in Pakistan-occupiedKashmir. “If we do surgical strikes (in this area), you can imagine what all will come out,” the Prime Minister said. Modi said he has put up a sustained fight against corruption since he took charge. “Against corruption, without much publicity I have put up a sustained fight. Government’s assistance (now) goes directly in the bank accounts of beneficiaries, cutting out middlemen. “Just by ensuring that right person gets the benefit and wrong person cannot take it, we have saved Rs 36,000

NEW DELHI, OCT 22 (IANS): A court here on Saturday framed charges against Delhi Chief Minister Arvind Kejriwal in a criminal defamation case filed by Bharatiya Janata Party MP Ramesh Bidhuri. Metropolitan Magistrate Harvinder Singh put Kejriwal on trial after he pleaded not guilty. Posting the matter for December 23, the cour t granted Kejriwal permanent exemption from personal appearance in the case. However, the court said, it may direct Kejriwal to appear personally in the case, if the need arose in future. The court is hearing the defamation complaint of Bidhuri, who alleged that the Aam Aadmi Party leader Kejriwal made defamatory statements by terming him a criminal in an interview given to a private channel on July 17 last year. Bidhuri told the court that Kejriwal’s statements had maligned him and sullied his image. During the hearing, Kejriwal said he had no intention to defame Bidhuri.

Out of sync

t is quite evident than the Congress party has yet to get a grip of the national political sentiment and continues to function or malfunction in the way that only the grand old party understands. After the disastrous 2014 parliamentary elections where the Congress was reduced to a two digit 44 member-party in the house from the 206 MPs it had after the 2009 election; the party has been on a decline due partly due to its self inflicted paralysis. It is it is over two years since the historic defeat, but reorganisation or reinvention has not taken place, as promised by AICC president Sonia Gandhi. Uttar Pradesh goes to election sometime in the early part of 2017. It is all a few months away and the election battle has already started. The Congress had hoped that it will be relevant in battle for UP when it took the momentous decision to announce the name of septuagenarian Shiela Dikshit, as its chief ministerial candidate months in advance despite the three-time Delhi chief minister having retired from active politics after a humiliating defeat at the hands of the AAP in the 2013 assembly election. The Congress also brought in former actors Raj Babbar from Uttarakhand to be the state unit chief. The changes that the Congress high command envisaged came mostly by outsourcing the UP unit to political strategist Prashant Kishor who has been given the overall in-charge of the Congress strategy in UP. To put to test the magical relevance of the Nehru-Gandhis, the Congress had also roped in Priyanka Vadra to be actively involved in the campaigns and planning. The heir-apparent Rahul Gandhi has been touring UP for around a month and it is still not known as to whether it has made any impact on the people. At such a time of crisis, the Congress has only managed to make matters worse for itself by inept handling of matters. Like rats deserting a sinking ship most deserters have blamed Rahul for everything that has gone wrong with the Congress. That was the line taken even by Rita Bahuguna Joshi former UPCC chief and her brother Vijay Bahuguna, former Uttarakhand chief minister who joined BJP. This tendency to ignore party sentiments on the ground holds true in most states for the Congress. Contrast this with the BJP’s strategy and its electoral success – a large part of which can be attributed to the emergence of powerful state leaders who are nurtured by the party’s central leadership. While inner-party dissension and the rise of factions are inevitable corollaries of any organisation, ignoring them for a prolonged period of time, can only damage a political party: a fact that the fate of the Congress is making apparent to us today. Psephologists have given the Congress between 6 to 10 seats as per their pre-poll surveys in UP. If that is so, then all the strategies of outsourcing the party to a poll strategist, pulling a retired Shiela Dikshit from Delhi and appointing a former actor from outside as party chief do not appear to be clicking. The sorry state is the lack of a seasoned, matured and inspirational leadership. Unfortunately there is no alternative unless the alternative or Rahul undergoes a miraculous transformation or steps aside for the one who has the stomach for the job.

DailyDevotion The Witness of the Spirit The Spirit Himself bears witness with our spirit… —Romans 8:16

We are in danger of getting into a bargaining spirit with God when we come to Him— we want the witness of the Spirit before we have done what God tells us to do. Why doesn’t God reveal Himself to you? He cannot. It is not that He will not, but He cannot, because you are in the way as long as you won’t abandon yourself to Him in total surrender. Yet once you do, immediately God witnesses to Himself— He cannot witness to you, but He instantly witnesses to His own nature in you. If you received the witness of the Spirit before the reality and truth that comes from obedience, it would simply result in sentimental emotion. But when you act on the basis of redemption, and stop the disrespectfulness of debating with God, He immediately gives His witness. As soon as you abandon your own reasoning and arguing, God witnesses to what He has done, and you are amazed at your total disrespect in having kept Him waiting. If you are debating as to whether or not God can deliver from sin, then either let Him do it or tell Him that He cannot. Do not quote this or that person to Him. Simply obey Matthew 11:28, “Come to Me, all you who labor and are heavy laden….” Come, if you are weary, and ask, if you know you are evil (see Luke 11:9-13). The Spirit of God witnesses to the redemption of our Lord, and to nothing else. He cannot witness to our reason. We are inclined to mistake the simplicity that comes from our natural commonsense decisions for the witness of the Spirit, but the Spirit witnesses only to His own nature, and to the work of redemption, never to our reason. If we are trying to make Him witness to our reason, it is no wonder that we are in darkness and uncertainty. Throw it all overboard, trust in Him, and He will give you the witness of the Spirit.

Importance of thyroid function tests T

W

hat are thyroid function tests? Thyroid function tests are a series of blood tests used to measure how well the thyroid gland is working. Available tests include the T3, T4, and TSH. The thyroid is a small gland located in the lower-front part of the neck just above the Adam’s apple. It’s responsible for regulating many of the body’s functions , such as metabolism, energy generation, and mood ( Behaviour). The thyroid produces two major hormones: triiodothyronine (T3) and thyroxine (T4). If the thyroid gland doesn’t produce enough of these hormones, you may experience symptoms such as weight gain, lack of energy, and depression. This condition is called hypothyroidism. Hypothyroidism: Signs and symptoms may include: Fatigue, Increased sensitivity to cold, Constipation, Dry skin, Weight gain, Puffy face, Hoarseness, Muscle weakness, Muscle aches, tenderness and stiffness, Pain, stiffness or swelling of joints, Heavier than normal or irregular menstrual periods, Thinning of hair, Slow heart rate, Depression and Impaired memory. If the thyroid gland produces excess hormones, you may experience weight loss, high levels of anxiety, tremors, and a sense of being on a high. This is called hyperthyroidism. Here’s what you may experience with hyperthyroidism: Appetite change (decrease or increase),Difficulty in sleeping (insomnia), Fatigue, Frequent bowel movement—perhaps diarrhoea, Heart palpitations, Heat intolerance, Increased sweating, Irritability, Light menstrual periods—perhaps even missed

With the influence of Indian politicians and its secret agency, right after Naga declared her independence in the year1947 14th August, played divide and rule policy inherited from her master British. Let it be anything the true son of soil will never give up Naga right for self determination at any cost be money, development or through its mighty army. People may go/die but Naga right will never be compromised. One of the biggest stumbling blocks of Naga’s political settlement is NPC (Naga People Convention), who without consulting Naga public and National worker signed their own self interested agreement called 16 points or 16 states under India Constitution. periods, Mental disturbances, Muscle weakness, Nervousness, Problems with fertility, Shortness of breath, Sudden paralysis, Tremor/shakiness, Vision disturbances, Weight loss, Dizziness, Thinning of hair, Itching and hives, Possible increase in blood sugar. Typically, a doctor who is concerned about the thyroid hormone levels will order broad screening tests, such as the T4 or the thyroid-stimulating hormone (TSH) test. If those results come back abnormal, your doctor will order further tests to pinpoint the reason for the problem. Understanding your test results T3 and TSH results The T4 test and the TSH test are the two most common thyroid function tests. They’re usually done together. T4 test is known as the thyroxine test. Normal range is 66.00 – 181.0 nmol/L. A high level of T4 indicates an overactive thyroid (hyperthyroidism). The TSH test measures the level of thyroid-stimulating hormone in the blood. The TSH has a normal test range between 0.27 and 4.20 milli-international units of hormone per litre of blood (mIU/L). If a person have signs of hypothyroidism and TSH reading above 4.20 mIU/L, you’re at risk for progressing to hypothyroidism. The Doctor will likely want to perform thyroid function tests at least every other year going forward. The Doctor may also decide to begin treating you with medications, such as levothyroxine, to ease your symptoms. Both the T4 and TSH tests are routinely performed on newborn babies to identify a lowfunctioning thyroid gland. If left untreated, this condition, called

congenital hypothyroidism, can lead to developmental disabilities and result in a condition called Cretinism. T3 Results The T3 tests checks for levels of the hormone triiodothyronine. It’s usually ordered if T4 tests and TSH tests suggest hyperthyroidism. The T3 test may also be ordered if one shows signs of an overactive thyroid gland. The normal range for the T3 is 1.30- 3.10 nmol/L . Abnormally high levels most commonly indicate a condition called Grave’s disease. This is an autoimmune disorder associated with hyperthyroidism. Follow-up If the blood tests suggest that the thyroid gland is overactive or underactive, the doctor may order a thyroid uptake test or an ultrasound test. These tests will check for structural problems with the thyroid gland and any tumours that may be causing problems. If the scan is normal, the doctor will likely prescribe medication to regulate your thyroid activity. They will follow up with additional thyroid function tests to make sure the medicine is working. The aim of this article is to create awareness about the importance of the thyroid gland. Imbalance of the thyroid hormones may cause several symptoms and without proper diagnosis we may be wrongly treated. With proper diagnosis the treatment of thyroid function disorders are not very expensive. Medications along with monitoring of the thyroid function can go a long way in maintaining good health. What is so special about the election of the Black Pope?

he US Presidential Election Debates finally came to an end. Throughout the political campaigns and debates, both the candidates were busy digging out big or small dark spots in each other’s life, rather than focussing on what they would do as the next President. Today this strategy seems to be the only oneused everywhereby politicians to win election and become a leader. Is it the only way to become a leader? On 14th October 2016, two hundred and fifteen Jesuit delegates from across 112 countries elected their new leader to head and lead the world’s largest Religious Order of the Catholic Church called the Society of Jesus or the Jesuits. The electors represented the world’s 16,740 Jesuits (as per the statistics given on 1st January2015).They could elect any Professed Jesuit priest who is not even an elector. On 2nd October, the electors arrivedat theJesuit Curia in Rome and began the final election process which hadalready startedsome time back in 2014. Four days prior to the election, there was what is termed murmuratio,a process invented by St Ignatius of Loyola, the Founder of the Jesuits, to elect the Superior General of the Jesuits. It consists of four days of intense personalprayer and reflection, and one-to-one “fraternal conversations”in pairs among the electors. There is absolutely no room for campaigning or lobbying for oneself or any other during this four-day-long period of murmuratio. Secondly, no one is allowed “to vote for oneself ” on the election-day. The whole process is so unique and it has been working wonderfully wellever since 1558 whenthe election of the first Superior General took place. Father Ignatius had written on his ballot paper, “For whosoever, myself excluded, gets the majority of the votes.” Good luck? Bad luck? Who knows? He got the majority votes and became the first Superior General or the first Black Pope. Speaking over the phone from Rome, Fr. Arul Susaimanickam SJ, the head of the Jesuits working in the Seven-Sister states of North-East India, said, “Four days of murmuratiowith true spirit of indifference, we were able to vote on the fifth day. It was a wonderful experience to see how the whole procedure works. All of us were in search of a suitable candidate to govern the Society of Jesus as General. Finally, God gave us Fr. Arturo Sosa Abascal SJ to lead the Jesuits.” The electors elected Fr Arturo Sosa Abas-

Naga at the movement

Nagas through media and self propagandas that how can we blindly support FA without seeing its contents. This policy is totally uncalled for. If the situation does not change or Naga did not reconcile with each other the both Civil Organisation (Hoho) and NPG’s then I could foresee the same or better Second Revolutionary Government of Nagaland (RGN) like conditions. As when Late Mr. K.Kughato Zhimomi the then Prime Minister of NNC FGN was negotiating political problem of Nagalim under the leadership of Late Mrs. Indira Gandhi Prime Minister of India where both party agreed upon the condition set up. But Mr. K. Kughato Zhimomi PM of NNC FGN was warned to be assassinated if he sign what was agreed upon by self vested interested over ground leaders and NNC FGN, where they summoned emergency meeting without consulting Mr. Kughato Zhimomi and Late Mr. Sacato Swu the president of FGN NNC. It is also learnt that Naga will not accept the freedom/independence brought by Sumi’s. Like this situation is

even happening now to some of our brothers and sisters of southern Nagas right after Shillong accord was signed and condemned by Naga people. The brigade under General Late Zuheto Swu was compelled to surrender to Indian Union as they were told by public that they will not pay tax, give food or shelter them. But they did not touch any political issue but was said “we are giving up arms and ammunition to Indian Union on our own self which was agreed upon by party i.e GOI & RGN and left the Political Issue to other National workers and the coming generation. Tribalism is our own made and so it can be erased by us alone only. Naga at this juncture must reunite and bring back the lost glory. Where Late Mr. K. Kughato Zhimo had only 6 round table talks with India Government the condition of talk have agreed upon. But now due to the division both among civil organisation and NPG’s the present 53 meeting could not hammer out any solution. Now the ball is not on GOI or NPG’s but at the courts of Naga Civil Society.

Here I would like to ask if we really love our nation then first shade away the hatred to the party negotiation with Government of India. As how can they show us the content of frame work agreement, when we are tooth & nail against them (negotiation party). Instead of being enemy why not support them, make good friends with them and they will surely show us secretly. As if it is put on the table for public consumption our enemy state viz Manipur, Assam, Arunachal Pradesh and Burma will surely paralyse it. What I find easy way to solve these politically problem is only, Naga civil society must do away with Hoho system eg ENPO, UNC, TPO, TNC, CNTC etc and come to one apex body. The Naga Hoho and make NPMHR & NSF their mouth piece or agents of Naga in general. As people voice is more powerful than any power in whole universe. So only after unifying Naga Civil Society, we can command factions to unite with the policy of one Tax one Government. If 16 points agreement is signed by the Naga National

Representation to governor on NSEE -11 exam result 2016 and allocation of MBBS seats

Sir,

With utmost respect and humble submission, the undersigned on behalf of e Eastern Nagaland College Students’ Union (ENCSU) would like to bring to your knowledge, the grievances of the Backward Tribes in general and the Eastern Nagas particular and seek your kind intervention and necessary action at the earliest. The ENCSU would like to appeal to your esteemed authority to intervene within few Lays and give back our due share of 4 MBBS seats as the State Government has failed miserably even after a lapse of 85 days. Following are the grievances of the backward tribes 1. The Union does not find the selection process to MBBS and BDS seats free and fair under the State Government over the past few years. The same anomalies have been detective even this year. The result which was declared by the Department of Technical Education on 15th July, 2016 vide No DTVESTT2/12/2016-17/ failed to implement the Government policy on Backward Reservation by denying 4 MBBS seats to the students from deprived areas. Therefore, we seek an immediate review of the result and allocation of the 4 MBBS seats to the BT candidates. 2. According to the government policy, 15 percent seats are reserved for the Backward Tribes of Nagaland. Hence, out of 45 MBBS seats (excluding 4 additional seats), the BTs were to get 7 seats. However, the distribution

of seats has never been fair citing 40% qualifying marks which could actually be done away with. This year, the BTs were allocated only 3 seats out of 7 reserved seats. The Union therefore, asked the concern to give back the missing seats to BTs candidates. 3. The ENCSU also ask the Government and the Department as to how it can possibly maintain the uniform cut off mark to all candidates at 40% when you claim 15% reservation for BTs? Where is the reservation then? 4. The Eastern Nagaland College Students’ Union (ENCSU) hereby express our displeasure to the Technical Education Department in particular and the Government of Nagaland in general for step motherly attitude towards the Backward Tribes of the state by taking away 4 (Four) MBBS seats reserved for the BTs with the excuse that there were no qualified candidates. 5. The ENCSU also express strong resentment for failing to deliver justice to the deprived people. The Government and the Department were well aware of the grievances expressed by the ENCSU which was admitted as genuine by none other than the Chief Minister and the Chief Secretary. 6. However, it is a surprise that the Government is not in a position to rectify errors committed by some Officials of the Department for their own vested interests. Moreover, the Government and the Department violated their own

assurance given to the ENCSU on 6th September, 2016 not to fill up 4 (Four) MBBS seats till the Cabinet decides on this matter. Instead, the Department internally filled up all the MBBS seats including the 3 (Three) additional seats even before the Cabinet took decision on 26th September, 2016. 7. The ENCSU hereby make known that we oppose the decision of the Cabinet to allocate 4 (Four) BDS seats as replacement against the 4 (Four) MBBS seats. 8. The Union question the Government and the Department that if there were no candidates qualified to study MBBS than how come the same candidates are found qualified for BDS since the same qualification is prescribed for both MBBS and BDS? 9. It is very clear from this that there was deep rooted intention to deprive the BTs of MBBS seats. It is also a surprise to know that the Department did not make known the 3 (Three) additional MBBS seats to the Cabinet during its meeting. 10. The Department advertised only the fourth additional MBBS seat which was received after the Cabinet meeting. Hence, the ENCSU challenge the Department to come out openly in print media about the status of the first 3 (three) additional MBBS seats. It is a live example that the government can do anything to deprive the underprivileged people. Longre Chang, Chairman & Nokchem Angth, Jt. Secretary

cal, 67, the first Latin-American and the first non-European, the Superior General on 14th October. He was born in Caracas, Venezuela, on November 12, 1948. He has a Doctorate in Political Science from the Universidad Central de Venezuela, and speaks Spanish, Italian, and English. He was the Provincial of the Jesuits in Venezuela from1996 to 2004 when there were tensions within his Province over the dictatorship of Hugo Chávez. The Superior General of the Jesuits is nicknamed the ‘Black Pope’ because of his black robes in contrast to the white robes worn by the Pontiff of the Catholic Church. Another reason may be because the Jesuits have a tremendous influence on the decisions and policies made by the Vatican. Thus, we have a ‘White Pope’ and a ‘Black Pope’. Interestingly, at present both of them are Latinos and Jesuits! Both have known each other for many years as Jesuit Provincials and had attended two General Congregations together in the past. “I’m really happy that we have a new Fr. General to lead the Jesuits in these critical times. We always find the best person at the right time and for the right time. Fr. Arturo Sosa SJ is a very warm person and a visionary with lots of experiences,” said Scholastic James Kulvi SJ, a KohimaJesuit, who is currently pursuing his theological studies at the Pontifical Gregorian University, Rome. If only politicians the world over could learn some lessons from the election of the Jesuit Superior General inchoosing a deserving party candidate who is exemplary in all virtuesfrom among all the party candidates! Article 725 of the Jesuit Constitutions says, “He (Superior General) must be an inspiring example to the whole Society (of Jesus),in the practice of every virtue and above all by a radiant love that embraces the entire human race but more specially his own men, with an unfeigned simplicity that makes him amiable in the sight of God and his people.” Of course, this does not mean that the Superior General is a perfect person in every way.Our political leaders are elected and appointednot because of theirmeritorious virtues and capabilities, but because of nepotism, cronyism, money, and muscle power. Hence, we do not have leaders to serve the people but to be served by the people. P V Joseph Buan Sing, MA in Philosophy, Loyola College, Chennai

workers, I guess there would have been not much division or conflict in our society. But due to this blunder, Naga political movement became from bad to worse. Still there are many who are tooth & nail against the formation of one Naga national government, by none other than the guardians of 16 point’s agreement. Naga must also learn to appreciate and applaud each other. NSCN (IM) have to be given due respect and thankful for their works done to our Nation, they could succeed in introducing Naga in many International Forum viz.,UNO,UNPO etc could mobilize friend of Nagas at International level and even open many embassy eg.USA, Thailand Bangkok, Philippines Manila even in European country like Netherland etc. I am afraid if we do not unite both Civil Society and NPG’s it may end up in package system as it was done with RGN and if this happen we have no right to blame the Negotiating party as we have failed them, the faction’s or NPG’s operating under cover of cease fire will

have to give up arms without any rehabilitation/compensation or have to run as it was done to those who condemned Shillong accord, which we will have to wait for another 3 to 4 decades to come up to this present level of talk. Generation may pass, people will die but the fight for Naga to live as separate Nation or under one umbrella administration unit will go on till the end of the world. Be it through violence or non-violence the fight will go on until and unless our land that has been taken away by the Britisher and Indian is returned to us (the rightful owner). No force on earth can stop Naga to live as one nation until the last man standing (The Nagas by blood). Whatever may it be, nothing can stop Nagas to live as an Independent State. Lastly grand salute to those who sacrificed their life for the cause of our Nation, and all who are still working and those who are ready to take up arms to defend our land. Kuknalim. I also appreciate SDO (C) Satakha for “spot verification” in this matter. Vitolu Chophy, Saptiqa Town

Sir,

Direct benefit transfer

It’s much easier to apply scholarship for students these days through NSP ( National scholarship portal) as it empower citizens to select the service they need. Why can’t we have similar platform for IGNOAPS (Indira Gandhi National old Age pension scheme) IGNWPS ( Indira Gandhi National widow pension scheme) IGNDPS (Indira Gandhi national Disablity pension scheme) NFBS ( National family benefit scheme) FCS ( Food and civil supplies). NSP has literally removed any middle man to apply for scholarship which can be applied through their portal and uploading documents for Direct cash transfer for intended beneficiaries. Rather, than providing service give them the means to buy service which will empower the citizens without middleman routes and their chai- pan pocket money. Make it a norm than an exception for citizens of Nagaland who have to fight for their rights riddled with corruption. Atola Longchar, NST colony, Dimapur

Cyber security seminar at GPK

Eastern Nagaland INC party urges govt. to address ENCSU demands

NEIMUN conference 2016 begins

DIMAPUR, OCT 22 (NPN): The Fourth Session of North East India International Model United Nations (NEIMUN) conference 2016 under the theme ‘Transforming our world: The 2030 Agenda for sustainable development’, begun, Saturday with Member of Legislative Assembly, Government of Nagaland, Imkong L Imchen, as the chief guest in the opening ceremony. In his speech, Imchen said every individual was contributing positively towards the global community by being a good member of their family. “If you are a good member of your family and society, you are a good citizen of the world”, he said. Elaborating on the saying, “Think

globally, act locally”, Imchen said, the world body ‘United Nations’ had its core set on the grass-root level in the form of families and societies which cumulatively makes up the highest governing body in the world. He pointed out that although a person may not necessarily vie for the top positions, he may diligently participate in the growth and wellbeing of his family and society which goes on to make up a country and thus bring about global changes in an inconspicuous but very crucial way. Speaking on the topic, ‘Peace, Justice and Strong Institutions, Sustainable Development Goal-16’, Director General of Police, Nagaland, LL Doungel (IPS) said, peace, justice and strong institutions were three important compo-

DIMAPUR: Seminar on cyber security was conducted at Government Polytechnic Kohima (GPK) to spread awareness amongst the students and faculty on various online threats that have the potential to cause personal harm and financial loss on October 20. CEO of Ellide Computers, Swapan Kumar Das spoke on a range of issues such as the need for strong passwords for Facebook and email accounts, online scams, cyber stalking and brute force attacks. The audience was also enlightened on the technique of social engineering-the art of manipulating people so they give up confidential information. Real life incidents of victimization by using social engineering techniques were narrated to help the students avoid such entrapment. Principal of GPK, Er. Vipulhou Lhoungu said that such seminars were organised to help provide well rounded education that went beyond the curriculum and met the challenges of the times. National Board of Accreditation (NBA) coordinator and event coordinator, Er. Hangkum Sao Chang expressed that such seminars were part of the larger goal of achieving NBA accreditation for GPK. He said a number of others systems and practices are being put in place at GPK in order to ensure continuous quality improvement and to promote excellence in technical education.

GDRN/NNC (NA) reacts DDTOA appeals to DC for loading capacity limit DIMAPUR: In a reaction to NNC/GDRN (NA) press statement on Saturday, PRO, Naga Army GDRN/ NNC(Non-Accord) stated it has “time and again published the reason for Kiumukam impeachment but still the so called MIP of terrorist group are in the dark.” PRO through a press note informed that for more than 5 years the govt. has been watching illegal activities with full proof and evidence which was totally against the principles but placed all these activities under consideration. The press note pointed out that on August 29 “he” was arrested by 32 Assam rifles and handed over to east police station and booked under IPC 385(extortion)120b(criminal conspiracy) R/w-7 NSR’62 (Extortion with arms). All these activities compelled the govt. to move impeachment motion against Kiumukam, it stated. PRO maintained Kiumukam was impeached through democratic means and, therefore, he is no more president of GDRN/ NNC(Non-Accord) (formerly known as NNC(NonAccordist) as majority of the members were against his leadership.

You might take it lightly about these IPC but for GDRN it’s against the national principle to be leader, PRO added. Also, PRO said that the GDRN/NNC (N-A) repeatedly warned them of capital punishment for using the banner of GDRN which, PRO said, was warned by defence ministry through defence kilonser on September 19 through local media. On not heeding its warning, PRO stated the Naga Army resorted to last action and on the decision of GDRN govt. and not in individual capacity as claimed by Kiumukam’s MIP. GDRN also appealed to NPGN govt. “to come out clearly on Hetoi and his nature in your government because he is the person who is playing all this game against the GDRN govt.” Further, the GDRN warned Kiumukam followers either to “give up the nomenclature of GDRN or join other political groups within three days or face dire consequences as GDRN is not for commercial purpose nor for supplying arms to Arunachal Pradesh and conducting recruitment and imparting training to Assamese people to carried out terror activities in the region.”

DIMAPUR: Dimapur District Truck Owners Association (DDTOA) has appealed to the deputy commissioner (DC) Dimapur seeking issue of immediate directive to commercial vehicle to abide by central govt. norms (M.V Act) i.e. loading capacity limit in (ton) as prescribed. In a letter signed by president DDTOA Hokheto Kiba and general secretary, K.Zhimomi, DDTOA informed DC Dimapur that loading capacity limit norms for commercial vehicles were being flouted and unchecked for long causing loss to the truck owners and general public.

The association said due to the practice the truck owners were at the receiving end as without the knowledge of the owner the workers indulge in overloading (beyond limit) for their personal benefit causing monetary loss in the form of accident and vehicle repair. DDTOA also highlighted that uncontrolled overloading practice was one of the reason behind the deplorable condition of state /national highways which, DDTOA maintained, should be controlled by all means. Also, the association said overloading of commercial vehicles had given rise to

all forms of corruption from all quarter giving upper hand to some corrupted agencies to involve in illegal activities. In this regard, DDTOA appealed the DC to issue a directive to all commercial vehicles transporters to strictly abide by the central govt. guidelines (M.V Act) as per loading capacity limit chart only. Further, the association warned that if the concerned authority fails to issue directives/ order in this regard, then it would take its own course of action or to seek justice elsewhere, and it should not be held responsible for any eventuality arising out of it.

NSCN (R) clarifies

DIMAPUR: Supervisor Ceasefire Supervisory Board NSCN (R), Imlongnukshi Chang, has clarified that ceasefire between NSCN (R) and Government of India (GoI) was agreed and signed on April 27, 2015, as two separate entities and extended on April 27, 2016 and, therefore, has nothing to do separately with different security agencies or departments under GoI adding that it was up to them whether to obey or disobey GoI. In a press note, NSCN (R) stated the clarification was issued “to clear the confusion from the minds of people, security forces (both state and central).” The press note also informed that “Lakpong Designated Camp” of NSCN(R) was established basing on the approval letter issued from GoI, MHA (NE-DIVISION)

vide order no.9/5/2015-T North Block,New Delhi Dated June 19, 2015 signed by under secretary to the GoI, Sanjay Kumar, which was addressed to chairman of CFMG/CFSB Kohima, with information copy to chief secretary Nagaland and DG Assam Rifles. Therefore, NSCN (R) stated that any complaints or issues concerning the establishment of “Lakpong Designated camp”of NSCN(R) at Yali Village under Tuensang District should be made to GoI through appropriate official (chairman CFMG/ CFSB). Further, NSCN (R) also maintained information or notifications needed to be conveyed on the part of NSCN(R) and GoI has to be done by respective side separately as the ceasefire was between two separate entities- “NSCN(R) and GOI.”

The coordination meeting was well attended by all the Congress leaders and workers from four districts Mon, Longleng, Kiphire and Tuensang. During the meeting, exMLA & AICC member M. Shami Angh encouraged the party not to be discouraged as everybody know that even the regional party had to go through rough periods from 1998-2003. He reminded the party to keep the purpose of politics very clear and go to the people. He further opined that, in a democracy the support and voice of the public was very important to achieve good things for the public and thus, it was very important to mould the public support. Vice president NPCC, T. Tingyeih highlighted the establishment and activities of the NPCC and its impor-

tance. Shaboh ex- MLA & NPCC secretary also deliberated on the importance of unity in the party. The coordination meeting was held in two sessions where president DCC Tuensang N. Mosha delivered welcome address while the first session was chaired by president DCC Mon Chingwang Konyak and second session was chaired by president DCC Kiphire, S. Thritsali. At the meeting the Eastern Nagaland INC party seriously took note of all the discrepancies in the state under the NPF- BJP government. The house further lamented the outright neglect of all the roads within Eastern Nagaland affecting all round development and strongly condemned such ill treatment. The house also expressed shock over the handling of the issue by the state government in connection with ENCSU demand for 4 MBBS seats that had already entered the 3rd phase of agitation without any sign of positive response. The house wondered how deprivation of such reservation of seats could happen by-passing the ruling

20 MLAs of Eastern Nagaland and questioned why the ENLU was sleeping over the issue without hearing the cry of their children. INC party called upon the ENLU to wake up and address the issue immediately and sense the difficulties faced by the people of Eastern Nagaland as a result of closing down of offices and schools for many days now. The house further discussed the absence of law and order in the state, which is becoming normal by the passing of days and the issue of deprivation of salaries to teachers and other government employees and the resultant negative affects passed down on the common public. The house called upon the opposition less NPF- BJP government to perform and act quickly without further testing the patience of the people of Nagaland. The Eastern Nagaland INC party coordination meeting besides, passing several resolutions, resolved to work hard under the present NPCC teams under the leadership of K. Therie, president NPCC.

ANDMSA Dimapur, Wokha units extend support

DIMAPUR: While extending its support to the ANDMSA 30 days ultimatum served to the government of Nagaland, the Dimapur district unit ANDMSA has also urged the government to take up the “Three (3) points Charter of Demand’’ with utmost seriousness and resolve the issue by framing a clear cut policy and rules in-toto within the stipulated period as demanded by the association. A press note by ANDMSA president, L. T. Sangtam, vice president Hachibemo Patton and general secretary, M. Zachamo Ezung stated that ANDMSA Dimapur unit has also convened a general meeting on October 31 at 1 pm in the conference hall of Hotel Acacia. Therefore all its members have been requested to attend the meeting positively. ANDMSA Wokha unit: ANDMSA Wokha unit has strongly supported the 30-day ultimatum served on government by ANDMSA central team. In a press note, presi-

dent ANDMSA, Rubenthung Ngullie and general secretary Renchio Humtsoe stated that District Ministerial Employees were the backbone of the government at the grass root level who looks after the thousands of records and accounts of government and its employees, however its work assignment and recruitment policy was no match with the pay and allowances and promotional scope given by the government. Reiterating its three charters of demands, ANDMSA Wokha lamented that District Ministerial Employees have been denied their due share in terms of promotional scope and financial benefits by successive governments. Therefore, ANDMSA Wokha urged the government to look after the genuine demands served by ANDMSA within the 30-day ultimatum. The unit warned that in the event of failure to comply with the ultimatum, the unit will not be held responsible for any eventualities.

ones are able to make up for the margins through volumes, but for smaller manufacturers, the problem is more acute,”he said. On the whole, margins have been hit in the range of 5-15 per cent, say industry insiders. During the period April 1, 2015 to September 30, 2016, the National Pharmaceutical Pricing Authority (NPPA) issued orders covering 577 formulations having approximate market value of Rs 22,000 crore. The average of percentage reduction for the highest price drug for these 577 formulations stood at 20.1 per cent while median reduction stood at 16.8 per cent. ICRA estimates that the DPCO portfolio of companies will suffer sluggish growth in FY2017 owing to negative WPI of 2.7105 per cent for calendar year 2015 coupled with price revision/ or fixing of drugs by NPPA. Ahmedabad, Oct 22 (Agencies): The Centre’s move to control prices of certain drugs under the Drug Price Control Order (DPCO) continues to affect the growth rate of pharma companies at large. According to latest estimates from ICRA approximately 17 per cent of the Indian Pharma Market (IPM) is under DPCO. The DPCO drugs segment has grown by 1.1 per cent during the first quarter of FY17 which has dragged the overall IPM growth to 6.4 per cent. In FY16, the DPCO portfolio grew 7.7 per cent compared to 13.7 per cent for the non-DPCO portfolio. This reduced the overall IPM growth to 12.6 per cent for FY 2016. S V Veeramani, president of Indian Drug Manufacturers’ Association (IDMA) said that while the fixing of prices has not affected the demand of drugs, but a price reduction (by around 2.2 per cent this year based on WPI) has indeed hurt drug makers. “The big

New Delhi, Oct 22 (Agencies): In the big dispute between telecom companies, the regulator, Telecom Regulatory Authority of India (TRAI), has given its verdict and imposed a stiff penalty of Rs 50 crore per circle for the existing telecom companies. In all, the combine fine amount will work out to be the upwards of Rs 3,000 crore as the TRAI noted the existing players denied points of interconnect or POIs - the gateway that facilitates calls of one network to connect with another seamlessly - deliberately in order “to stifle competition”. In the past two months, Reliance Jio had complained to TRAI as well as to the Prime Minister’s Office and the Telecom Ministry that the existing telecom companies were not cooperating with it. Reliance Industries had suggested that 52 crore calls on the Jio network failed daily as other networks didn’t provide it adequate number of POIs for voice calls.

It was also disclosed that an associated group, Human Rights Watch, offered to help Sunrise Project by keep its taxexempt charity status because “the mining companies seem to own the Liberals (in Australia) and they play very dirty”. Human Rights Watch chief executive Ken Roth further disclosed that his group received “charitable status by special parliamentary bill” in the “waning days of the Labor government”. In an email to Sandler Foundation last August after a decision against the Adani mine, Sunrise Project director John Hepburn, who is said to be the author of the strategy to block the mine, thanked the Foundation for its support and wrote ’without your support none of this would have happened”. He wrote that he was going to buy a “few bottles of bubbly” for a celebration with “our colleagues at GetUp!!!!, Greenpeace, 350.org, Australian Youth Climate Coalition, Mackay Conservation Group, Market Forces and the brilliant and tireless Sunrise team“.

of the repayment schedule while payout of the remaining cash component (over $300 million) to the two Indian banks will happen soon, sources said. The loans totalling about $1.2 billion will get transferred to the Rosneft-led consortium, which has acquired 98 per cent stake in Essar Oil, and to other businesses of Essar. Sources said the transferred loans will be backed by sufficient collaterals while the Indian lenders’ decision to opt for only half cash component showed their confidence in Rosneft’s commitment to the India growth story and in the future prospects of ports and other infrastructure sectors. No immediate comments could be obtained from the Essar Group and the three banks. However, public sector banks are yet to get any repayment of their loans as their exposure has mainly been to Essar Steel. In the case of the two private sector Indian lenders and StanChart, the payment has been made towards their exposure to the oil business and global holding company of the Ruias-led group, sources said. “The money from the deal (Essar Oil buyers - Rosneft) will mainly go for repaying oil debt. A majority of the lenders have exposure to Essar Steel and so, they will not get any money,” said a public sector banker who has a large exposure to Essar Steel. MELBOURNE, OCT 22 (PTI): Adani’s $21.7 billion coal mine project in Australia was being targeted by a “foreign funded, highly orchestrated” group which influenced the traditional land owners and legal environmental challenges’ to stop it, a new set of emails released by WikiLeaks has said. In a series of emails, it has been disclosed that the US-based Sandler Foundation funded Australia-based environmentalist group, the Sunrise Project, which offered “Wangan and Jagalingou people” financial support and scholarships if they opposed Adani’s mine project and also boasted of its attempts to hide its funding sources from Australian parliament, according to The Australian newspaper today. According to report, the previously secret briefings as part of Hillary Clinton’s campaign chairman John Podesta’s emails, said Sunrise tailored its advice to indigenous communities in northern Queensland, and that the “whole Galilee Basin fossil fuel industrial complex is in its death throes”.

Mumbai, Oct 22 (PTI): Within days of Essar Group signing a mega $12.9-billion asset sale in its oil business, three top lenders - ICICI Bank, Axis Bank and StanChart - have got back an estimated $2.5 billion as part of the first payment for their debt exposure to the Ruias-led conglomerate. The two Indian lenders - which together had an exposure of $1.5 billion - will get back nearly half of their money or about $770 million in cash while further $750 million of debt will get transferred to Rosneft-led consortium and Essar’s ports and other businesses, as per the terms agreed upon by them. Out of the total cash component, nearly $350 million was paid in cash to the two Indian banks last night, which together with interest payout of about $100 million takes their total collection from Essar to about $450 million, banking sources said. Between the two Indian lenders, ICICI Bank’s share is nearly three-fourths while that of Axis Bank is about onefourth -- in the total exposure as well as repayments. In the case of StanChart, whose total exposure was much higher at over $3.3 billion, the bank has decided to opt for a larger cash component of about $2.1 billion for repayment of its loans. Sources said StanChart got back the entire cash component at one go last night while nearly $400 million of its debt will get transferred to ports and other businesses of the Essar Group. Besides, it has decided to write off nearly $850 milbased adjustment. During six lion of its exposure. New Delhi, Oct 22 (PTI): Powered by wedding season demand from jewellers and retailers, gold regained some lustre by rising Rs 120 to Rs 30,520 per 10 grams at the bullion market today. Positive global cues added to the upside. Silver recaptured the Rs 43,000 per kg mark by climbing Rs 700 on increased off-take by industrial units and coin makers. Bullion merchants attributed the traction in gold prices to hardening demand from jewellers as well as retailers, triggered by the ongoing wedding rush. Globally, gold rose 0.04 per cent to USD 1,265.70 an ounce and silver 0.03 per cent to USD 17.50 an ounce in New York yesterday. In the national capital, gold of 99.9 per cent and 99.5 per cent purity recovered by Rs 120 each to Rs 30,520 and Rs 30,370 per 10 grams, respectively. The metal had lost Rs 140 yesterday. Sovereign, however, remained flat at Rs 24,400 per piece of eight grams. In step with gold, silver ready surged Rs 700 to Rs 43,000 per kg and weekly-based delivery Rs 595 to Rs 42,500 per kg.

Fresh trouble for Adani coal mine project in Australia

Jaitley had in his Budget for 2016-17 set a target of garnering Rs. 20,500 crore from strategic sales this fiscal. The last strategic sale took place in Jessop and Co in 200304 under the NDA government headed by Prime Minister Atal Bihari Vajpyaee, when 72 per cent of government stake was sold to Indo Wagon Engineering for Rs. 18.18 crore. Incidentally, the first strategic sale in a PSU also happened under NDA rule in 1999-2000 when the government sold 74 per cent equity in Modern Food Industries to Hindustan Lever for Rs. 105.45 crore. During 1999-2000 and 2003-04, the government had strategically divested stake in 16 PSUs to garner a total of Rs. 6,344.35 crore. These included sale of fuel retailer IBP Ltd to state-owned Indian Oil Corp (IOC) for Rs. 1,153.68 crore. Indian Petrochemicals Corp Ltd (IPCL) was sold to Reliance Industries for Rs. 1,490.84 crore, Videsh Sanchar Nigam Ltd to Tata Group firm for Rs. 1,439.25 crore and Hindustan Zinc Ltd to Vedanta Group for a total consideration of Rs. 768.88 crore. The source said DIPAM has worked out procedure as well as timelines for the strategic sale.

very significant economic challenges. “As far as India is concerned, there are obviously a few advantages that have come our way. The political change in the country has created a decisive environment that’s an advantage,” he said further. The finance minister cited the global oil and commodity prices as an advantage for India since the country is a buyer. “Additionally, the resources which we have saved, we are able to invest in a large manner both in infrastructure and rural economy. That’s an advantage.” But there are challenges too. “The global slowdown hurts us, particularly in matters of international trade,” he noted. States, he said, are competing with each other. Jaitley also made the point that a decisive government at the Centre has made decisionmaking easier. With a decisive Prime Minister in Narendra Modi, “there is clarity as far as direction is concerned and therefore, India is trying with its renewed confidence to fight adversity and gain an advantage which has so far eluded us. Various industrial revolutions bypassed us,” he said.

New Delhi, Oct 22 (PTI): After 12-year hiatus, government is set to revive strategic sale of state-owned companies with the Cabinet likely to consider shortly the outright sale of stake in over a dozen PSUs including the profit making ones. “The strategic sale will come up before the Cabinet very shortly,” a top source said. NITI Aayog has prepared a list of public sector units where the government can sell its majority stake to private companies in order to bring in greater efficiency and professionalism in functioning. Based on its suggestions, the Department of Investment and Public Asset Management (DIPAM) has finalised a model of strategic disinvestment. PSUs identified for strategic sale reportedly include profit-making Bharat Earth Movers and Certification Engineers International as well as loss-making Scooters India. The source said that while the government has been shedding a minority stake of 5-15 per cent in state-owned companies across sectors through Offer for Sale (OFS), strategic disinvestment would bring down holding in the PSU to below 50 per cent. But I would also like to admit that his team has to catch up with speed. Unfortunately, the speed is not going in the same pace what he likes to see.” Hinduja added: “Otherwise, his vision and dream could have been achieved much faster... We should agree that the culture can not be changed overnight, it takes time. But overall, we are on right track.” Jaitley said the slowdown in several parts of the world has created a situation that a lot of foreign capital is coming into the country. “This year, fortunately as a result of goods monsoon, we have a very surplus foodgrain production which will improve domestic demand and inflation is in check. And a controlled inflation means moderation of interest rates also. The cost of capital reduces. With these advantages, we have an opportunity ahead of us,” he said. Indore, Oct 22 (PTI): With private investment playing catch-up, Finance Minister Arun Jaitley today asked the private sector to loosen its purse strings to make the most of the demand uptick following a good monsoon and softer rates due to controlled inflation. India became the world’s largest fastest-growing major economy on the back of a spurt in public spending, and private sector joining the bandwagon will create more engines to spur growth, he said at the Madhya Pradesh Global Investor Summit here today. Countering comments by Hinduja Group co-Chairman Gopichand Hinduja that the pace of growth is slow, he said he wants to “remind him that normally, the industry is ahead of the government, but we are at the moment of history where at the moment the private sector is a little behind the government”. “And therefore, public investment pace has picked up, we are waiting for your (private sector) pace to pick up. If that pace were to pick up, probably you will have more engines in order to spur growth in India,” he said. Speaking at the summit, Hinduja said with a “good

Kirkuk (Iraq), Oct 22 (AFP): Iraqi security forces have killed 48 of the gunmen who stormed parts of Kirkuk in a shock attack claimed by the Islamic State group, the city’s police chief said. “Forty-eight Daesh (IS) terrorists have been killed in the clashes,” Brigadier General Khattab Omar Aref told AFP, adding that some of them blew themselves up when the security forces cornered them. Special counter-terrorism and intelligence units were hunting down some of the dozens of IS fighters who stormed public buildings in the early hours of yesterday. Clashes have been taking place almost uninterrupted since and the city, which lies some 240 kilometres north of Baghdad, remains under curfew. A senior interior ministry official said that at least 46 other people had been killed in the IS raid and ensuing clashes, mostly members of the security forces. “The security forces control the situation now but there are still pockets of jihadists in some southern and eastern neighbourhoods,” Aref said. “We have foiled this large Daesh plot, which was to take control of government buildings, including security headquarters,” he said.

London, Oct 22 (Agencies): A cyberattack that took down large swaths of the internet around the world on Friday was carried out, in part, by unsuspecting devices connected to the internet. Security firm Flashpoint said it believes that digital video recorders and webcams in people’s homes were taken over by malware and then, without owners’ knowledge, used to help execute the massive cyberattack. Hundreds of thousands of devices appear to have have been infected with the malware. It was a distributed denial-of-service, or DDoS, attack. Using the malware, hackers were able to flood a website with so much traffic that it impaired normal service. The DDoS attack overwhelmed the servers of New Hampshire-based company Dyn and came in three waves Friday starting around 7 a.m.

As a result, the “Jungle” exists in a legal gray area, lacking the infrastructure and authority to provide an accurate census. Migrants are constantly coming and going, making it hard for charities and local authorities on the ground to provide up-to-date figures. However, earlier this week the French government said there were between 5,684 and 6,486 migrants living in the camp. Aid organizations on the ground say the population is closer to 10,000. The majority of the migrants living in the “Jungle” come from Afghanistan, Eritrea and Sudan.

Moscow, Oct 22 (AFP): At least 19 people were killed when a helicopter crashed in northwestern Siberia, Russia’s Investigative Committee said today. Investigators said in a statement that an Mi-8 helicopter carrying 22 people had crashed last night outside the city of Novy Urengoy and that “19 people have died from multiple injuries at the scene, according to preliminary data.” The helicopter was flying from the Siberian region of Krasnoyarsk to the town of Urengoy in the Yama-

lo-Nenetsky region when it crashed yesterday between 0730 and 08300 IST, investigators said. The regional branch of the emergencies ministry said it had been informed that a helicopter made a hard landing some 80 kilometres (50 miles) outside Novy Urengoy yesterday but did not initially report any casualties. Emergency workers were dispatched to the scene and managed to save three people from the wreckage, the ministry said. The survivors were transported to a hospital in Novy Urengoy, investigators

said.

The Investigative Committee said that the crash could have been caused by a violation of flight safety regulations, a mechanical problem or difficult weather conditions. A criminal probe had been launched to investigate possible violations, it added. The emergencies ministry said that fog and difficult visibility conditions had hindered the search for the crash site, as well as the rescue operation. A similar helicopter crash outside the western Siberian town of Igarka last year claimed 15 lives.

continued to cause problems on the counter and Traore got away from two defenders before again making Cech work. As Arsenal battled in vain for a late breakthrough, Ozil had a late goal ruled out for offside. Tottenham also missed an opportunity to hit the summit as they drew 0-0 at Bournemouth in a game of few clear chances. In a bright opening on the south coast, the home side came close when Charlie Daniels shot from six yards only for Hugo Lloris to make a superb stop, diverting the divert the ball up onto the crossbar and away. Erik Lamela hit the post for the visitors with a curling 25-yarder but Boruc was called into action within two minutes

of the second half starting, diving to push away Alli’s strike from outside the area. Bournemouth substitute Benik Afobe then threw himself in vain at a late cross before glancing a header just over seconds later as the Cherries finished with a flourish. Champions Leicester coasted to a comfortable 3-1 win over Crystal Palace at the King Power Stadium to put recent Premier League wobbles behind them. The Foxes had an early chance when Palace keeper Steve Mandanda kicked the ball straight to Shinji Okazaki, but the Leicester man sent his lob wide of the target. Palace hit the bar after 13 minutes when Christian Benteke met Martin

Mourinho unfazed about playing Chelsea London, Oct 22 (IANS): Manchester United coach Jose Mourinho has said memories of his time at Chelsea will not stop him doing his job on Sunday, when his side plays against his former employers for the first time. Mourinho is the London club’s most successful manager of all times, winning three Premier League titles over two spells in charge, and retains a good relationship with the Chelsea fans. But while he admits that he is not sure of the reception he will get from the Chelsea faithful, his main concern is to get the job done. “To say I care is not true because, to be honest, when I go to a football match, I do not focus on that. I focus on the game, I try to prepare myself for matches, so I cannot say that I care,” he was quoted by www.goal.com. “What can I expect? I don’t know. They can think about me and remember our great relationship and have a good reaction. They can look at me and say ‘for 90 minutes he is Man Utd manager and he’s playing against us so he is not somebody we like in this moment’.” Mourinho, who was sacked by Chelsea in December 2015 after a poor start to the season which left the club hovering above the relegation zone, insists that he will not be drawn into a war

of words following the disappointing end to his second spell. “Some managers, when they leave clubs, they like to wash their dirty clothes, which means they’d speak about what happened. They go back and speak and speak and speak,” he continued. “I’m not that. I leave the clubs and I leave with a very good feeling, a feeling of I did everything to succeed, I gave everything to the club and I don’t like to go back and speak -- especially about the bad things. I keep the good things -- and, at Chelsea, I had so many good things, so many good things in terms of results, so many good things in friends that I have for life, an amazing empathy with the supporters”.

Kelly’s cross, but Leicester took the lead just before the break when Ahmed Musa drilled home and Okazaki doubled the advantage after 63 minutes when Danny Drinkwater crossed and Damien Delaney’s clearance fell to him to smash home. Christian Fuchs smashed home a volley from the edge of the box before Yohan Cabaye got one back for the Londoners with five minutes remaining. Winston Reid snatched the points for West Ham against winless Sunderland when his injury-time strike gave them a 1-0 triumph at the London Stadium. The game had seemed destined to end goalless draw until defender Reid struck from the edge of the box after Dimitri Payet had worked the ball back to him. Payet had been at the heart of things as the home side buzzed around their struggling visitors early on and was within a whisker of a breakthrough after 28 minutes, blasting a 20-yard effort against the Sunderland post with goalkeeper Jordon Pickford beaten. The Black Cats began to seize more control after the break as West Ham failed to match their first-half intensity, but they were unable to crown that with a goal -- and Reid made them pay. Mokokchung inter-club badminton championship Mokokchung, 22 Oct (NPN): The 1st Mokokchung Inter Club Badminton Championship 2016, organised by Mokokchung District Badminton Association (MDBA), would be held from October 26. Addressing a press conference Saturday evening at the badminton stadium, MDBA officials while announcing the details of the championship also highlighted the Vision Mokokchung 2040 of the MDBA whereby the MDBA would try to produce an Olympic player by 2040. Basing on this Vision 2040, the first step towards implementing it is realized in the upcoming Inter Club Championship. The vision to produce an Olympian in the discipline of badminton, though tasking, is an achievable goal taking into consideration the fact that MDBA has produced so many champions in the state, regional and national levels, with little or no infrastructure in place. This pool of raw talent, if properly tapped with proper infrastructure in place, some resources and a supporting system, would lead to an explosion of champions that will bring laurels to the district, state and country. The MDBA expressed hope that this vision can be achieved through a well laid out plan of action. The MDBA has laid out a 10 point plan of action to achieve the desired goal including: scouting and talent identification, nurturing talents, education, participation in camps

and tourneys, infrastructure, management, coaching and training, financial, player progression and target. The MDBA hopes that through the implementation of the Plan of Action, a badminton Olympic player from Nagaland by 2040 or even much before can surely be a reality. Regarding the forthcoming championship, it was informed that six clubs have been confirmed for participation and that the championship would be held in team event format to be played under 7 categories, namely under 13 boys singles, under 15 girls singles, under 17 boys singles, men’s doubles, veteran 35+ men’s doubles, veteran 45+ doubles and mixed doubles. The winner of a team will be decided by best of 7 matches/ events. The MDBA while reading out the terms and condition of the championship informed that a team can hire maximum of three players from anywhere within or outside the district while the remaining players should be members of the club. Also a team cannot have more than 4 current district level players (of any district) and from among those four only two can be a current state or higher level player. Further, it stated that a state or higher level player can participate in only 1 category while other players can participate in a maximum of two categories. The MDBA further added that only an affiliated club under MDBA

Arsenal held; Leicester, West Ham win

London, Oct 22 (Agencies): Arsenal went top of the Premier League table but had to settle for a point as struggling Middlesbrough held them to a 0-0 draw at the Emirates. The Gunners dominated the early exchanges, with Mesut Ozil curling a free-kick over, but Boro began to take the game to their hosts and Petr Cech made a fine double save to deny Adama Traore and Alvaro Negredo. Gaston Ramirez hit the angle with a free-kick before Alexis Sanchez had a 30-yard set piece tipped away well by Victor Valdes, with Valdes repeating the trick from the same player after the break. He made amend right after the break as his beautiful improvised back foot flick from a cross, courtesy of his team mate, sent the ball in the back of the net to give Forerunners the lead in the 55th minute. Five minutes later, NP (Red) equalized through Lipok (7). The initial cross from the corner was well controlled by Sanyem (4), one touch and he sends the ball in the danger area where

Lipok was there to tap in the ball into empty net. The match was heading into extra time with the score level at 1-1 towards the end of second half. Russia chooses wolf as 2018 WC mascot

World Cup legend Ronaldo (left) greets the new 2018 mascot Zabivaka the wolf. Moscow, Oct 22 (IANS): A wolf has been chosen as mascot of the 2018 FIFA World Cup in Russia, according to the results of public voting announced live on a TV channel on Saturday. The wolf will be named Zabivaka. Public voting was launched on September 23 on FIFA’s official website and social networks and closed at 8.18 p.m. Moscow time on Thursday. On Friday, people

could also cast their votes for a mascot on the Channel One’s official website, reports Tass. The public voting was announced live in the “Vecherny Urgant” TV programme on Channel One. “The mascot is very important from the point of view of promoting the country and the championship,” Vitaly Mutko, Russian Deputy Prime Minister and Chairman of the “Russia-2018” Organiz-

ing Committee, said. “This is a memory. Do you remember how everyone cried when Mishka flew away in 1980?” he asked. At the second stage of the campaign, students of arts colleges across the country came into play, attempting to “bring to life” these characters. Russian cities of Kaliningrad, Kazan, Moscow, Nizhny Novgorod, Rostovon-Don, Saint Petersburg, Samara, Saransk, Sochi, Volgograd and Yekaterinburg will host FIFA World Cup 2018 to last from June 14 through July 15, 2018.

scorer in ISL’s history at the Rabindra Sarovar Stadium. Portuguese centre-back Henrique Sereno was sent off minutes before the goal for two bookings in the match. He brought down Richard Gadze inside the box being the last defender inside the penalty box. Brazilian Marcelo Perei-

ra missed the resultant penalty, scuffing his shot over the bar. With the win, ATK went to the second spot with nine points from five outings in the points table, while Delhi remain fourth with six points from five matches. Both sides had their share of chances in the first half. In the fifth minute,

Hume passed to an unmarked Sameehg Doutie. But Delhi goalkeeper Doblas Santana showed alacrity to come off his line at the right time and smother the attempt. AT K ’s g o a l - s c o r i n g duo Doutie and Hume were dovetailing well in the initial stages. At the other end, Delhi’s Marcelino tried to chip over an onrushing ATK keeper Debjit Mazumdar but defender Prabir Das cleared the ball near the goalline. The teams went into the break tied goalless. At the hour mark, ATK’s defender Pritam Kotal combined well with Doutie on the right with the latter finding Lalrindika Ralte who shot over the bar. Delhi substituted their marquee player Florent Malouda with Emerson Moura before the flow of the tie changed dramatically with penalties awarded at both ends. Delhi were awarded the first penalty when Sereno tripped Gadze inside the box, which Marcelo blazed over. Minutes later ATK received a penalty when Doutie was halted in his run by Lalchhawnkima near the byline of his own box. Hume stepped up and made no mistake slotting the ball in the bottom left corner with the keeper diving the wrong way, ensuring ATK all the three points.

India have thus won all the three Kabaddi World Cups held so far. They have beaten Iran in the finals of all the three editions. The experienced Ajay Thakur played a crucial role in India’s win with his raiding prowess. Iran enjoyed a stronger start and dominated the first half. But the Indians showed superb fighting spirit and aggression to pull off the win. Thakur had started the revival early in the second session by claiming four con-

secutive raid points. His teammates also showed excellent raiding and defending technique to edge out their opponents. Surjeet took India’s first point of the match with his team’s second raid. Iran fought back to take a 3-2 lead before Thakur restored parity with a superb raid, staving off an attempted tackle by wrestling his opponent over the line. The visitors outwitted Pardeep Narwal during his raid to regain the lead but the Indian defence thwarted the next Iranian raid to level the scores. A botched attempt by the Indian defenders saw both Pardeep and Manjeet Chillar sitting out, which handed Iran a 9-7 lead. Anup Kumar fell during the next Indian raid as the Iranians built up a crucial three-point lead. With India reduced to

just two men, Mohit Chhillar and Surendar Nada earned two points, pulling off a super tackle. But the Iranians continued their impressive form to inflict the first all out of the match on the hosts and take a 16-12 lead. The teams went into the half-time break with Iran leading 18-13. Thakur produced a superb raid early in the second half to dismiss two Iranian defenders and reduce the deficit to 16-19. Thakur continued his exploits in raiding as the Indians gradually bolstered their lead. Pardeep fetched a couple of points with his raid to give India a comfortable sevenpoint cushion. The Indians soon inflicted the second all out on the Iranians to further increase their lead and virtually assure themselves of victory.
