Dimapur, Oct 22 (NPN): Joining the growing chorus against state chief minister T.R. Zeliang’s decision to hold civic polls with 33% reservation for women without the consent of stakeholders and bypassing the resolution of the Nagaland Legislative Assembly on September 22,2012; Independent legislator N.Thomas Ngullie and Chakhroma GBs Union have come down hard in condemning the move. In a statement, independent legislator Thomas expressed deep concern with what was termed as “unilateral declaration” made in the media by the chief minister for holding civic polls with 33% women reservation based on the advice given by the Naga Mothers’ Association (NMA)which had referred the order of the Supreme Court on its Special Leave Petition against the judgment of the Division Bench of the Gauhati High Court. Thomas further informed that as per records of assembly proceedings, the house on September 22,2012 adopted a resolution to exempt Part IX-A of Article 243T for 33% women reservation from civic polls in view of massive protests by various organisations. He said the resolution was recommended by T.R.Zeliang as the then minister of parliamentary affairs and moved in the house by Dr.Shurhozelie the then minister of urban development and higher education for suspension of the Municipal and Town Council Act 2001 and Part IX-A. Venkaiah Naidu asks CAs to help curb black money HYDERABAD, OCT 22 (IANS): Union Urban Development Minister M. Venkaiah Naidu on Saturday advised chartered accountants to help curb the growth of black money. Inaugurating two-day international conference of the Institute of Chartered Accountants of India (ICAI) here, the Minister said ‘black money’ is one of the major concerns of economic management. Referring to the recent Income Disclosure Scheme, under which unaccounted income of over Rs 65,000 crore was voluntarily declared, he said it was necessary to understand the reasons for the same and its implications for the country. “As professionals, you would know better how such huge incomes go unreported. You need to ponder if chartered accountants could play a role in addressing such practices and curbing the growth of black economy,” Naidu said. He appealed to the chartered accountants to ponder if they can go beyond what their clients ask them to account for and instead motivate them towards more ethical business and trade practices. He also urged the chartered accountants to get ready for implementation of the Goods and Ser vices Tax (GST). He said: “GST introduction is a huge challenge and opportunity for the chartered accountants and they need to get ready for enabling this change in a smooth and seamless manner.”

However, despite knowing that a house resolution cannot be undone by the cabinet, Thomas said T.R.Zeliang’s statement in the media was “ a gimmick”. In a telephonic talk with Nagaland Post, Thomas said he was deeply concerned about the manner in which chief minister and his cabinet were dealing with such an important and crucial matter as the Article 371A. He said Article 371A was like the core of Naga identity by which no act of parliament including Article 243T and Part IX-A can be imposed without the consent of the elected members. It was based on the strength of Article 371A that the assembly on September 22,2012 adopted its resolution, he said. Further, Thomas wondered whether chief minister T.R.Zeliang was also trying to mislead the NMA to gain political mileage on one hand and on the other, to obtain funds that were withheld by the urban ministry due to the litigation? He said if Article 371A was diluted for civic polls today, a time will come when the same demand will be made for assembly seats and by then, it (Art.371A) will become redundant. Thomas therefore appealed to all elected colleagues, Naga tribes that included both men and women, to seriously deliberate on the matter and not to allow Article 371A to be bartered away by T.R.Zeliang, a few leaders and a handful of “ambitions” women.
Chakhroma GBs’ Union (CGBU) has affirmed that as the guardians and custodians of customary laws it cannot allow implementation of 33% women reservation in the civic bodies because the customs and traditions of the Nagas would be seriously compromised. In a press release, CGBU president, Thepfukedo Kuotsu, and general secretary, Atso Gwizan, stated that since time immemorial, the Nagas had been practicing the “purest form of democracy”, and the democratic practice of the Nagas and their customs and traditions were subjects of great admiration by the outsiders. They said that due to rich distinct customs and traditions of the Nagas, even India had decided to leave Naga practices and usages untouched and had thus granted special protection by inserting an extra provision in the Constitution. The union said the provision guaranteed Nagas the right to practice their customs and traditions under Art 371A, in respect of religious and social practices, Naga customary law and procedures, administration of civil and criminal justice involving decisions according to the Naga customary law, ownership and transfer of land and its resources, with full protection against interference from outside. This being so, CBGU said it was now baffled to see the womenfolk under the aegis of the Naga Mothers’ Association was trying to override the special provision and destroy age old customs of Nagas by demanding reservation “to sit in a place which was earlier considered man’s territory and even going to the extent of knocking the doors of the Supreme Court of India.” The union said if the Supreme Court had to pass its judgement in the Special Leave Petition filed before it by the Naga women in favour of the petitioners, it has to be done by superseding the provisions of
the Art. 371(A) of the Constitution as the matter directly concerned “meddling with the customary practices of the Nagas.” “...Demanding to enter the place through back door during the dark of the night by claiming to have obtained the permit somewhere else outside the village may not be feasible. The act of our women folk in seeking to crush our customary practices by seeking redress from Supreme Court, by passing our customary courts is seen as a direct challenge and insult to the Naga society at large and therefore may lead to serious ramifications later,” CGBU stated. The union further said there was no doubt that many outside the state would be more than happy, “if we Nagas ourselves, in this way, make this particular article irrelevant and obsolete so as to be struck out of the Constitution...” “But it seems that some people, be it in the Government or the NGOs, in their zeal to be seen as heroes and harbinger of changes are ready to surrender the hard earned status and protection given to us. But we should also remember that there are every chances of being called traitors and blackmailers by our up-coming generations instead of being remembered as heroes,” CGBU asserted. Therefore, CGBU advised and requested for withdrawal of SLP filed before the Supreme Court and to let the matter be resolved as a domestic problem where any concessions and considerations can be chalked out and implemented. Otherwise, the union stated that any ruling of the Supreme Court in favour of womenfolk may not have any profitable effect on them because no matter where they were placed by the judgement, the Nagas customs and traditions may not be in a position to recognise that in the true spirit and they would remain only a decorative show piece.

NEW DELHI, OCT 22 (NPN): Central government has decided to open Krishi Vigyan Kendra in all the districts of the country to provide advanced Agriculture technical assistance to the farmers near their farms. Union Agriculture Minister Radha Mohan Singh announced this while interacting with all the Krishi Vigyan Kendra experts, district level officers associated with agriculture development and progressive farmers of 12 states via video conference. Besides this, Singh has also announced opening of Bee (Apiary) development centers in ten states. He called upon the farmers to use the residual husk after paddy farming to make organic fertilizer, in paper making and card-board Industry and as animal feed. This way, it would prevent the adverse effect of husk burning on the environment, Singh added. In this regard, the min-
ister has directed that all KVK and district Agriculture officers should apprise farmers to make appropriate use of husk. He also suggested farmers to farm fish in paddy field, to provide them economic benefit. Singh stressed on improvement of indigenous breeds in Animal husbandry and vaccination of domestic animals especially against foot and mouth disease. Reiterating the resolve to modernize agriculture, Singh said farming would be modernized through use of drone and smart phones. He also appealed to the youth to associate themselves with Agriculture schemes based Start-ups and instructed the KVK and Agriculture officers to help the youth in connecting with the Start-ups, so that more job opportunities may be created. On the other hand, Singh also directed all KVK experts and district level officers associated with Agriculture development carry out Swachh Bharat Mission in at least five villages.
NEW DELHI, OCT 22 (PTI): BJP MP Varun Gandhi, who is in the eye of a storm for allegedly leaking defence secrets to controversial arms dealer Abhishek Verma, rejected the charges against him as false and frivolous and said he will take legal action against those who deliberately sought to tarnish his reputation. The Sultanpur MP issued a detailed statement addressed to “my fellow countrymen,” in which he made point by point rebuttal to the allegations levelled against him as he insisted that there is “no one grain of truth or one shred of evidence” in them. While he was a member of both the Defence Standing Committee and Defence Consultative Committee from 2009, he said he never attended a meeting of the Consultative Committee and very few of the Standing Committee. “Clearly, I was neither actively seeking out nor passing on any information. Had there been any hidden agenda or motivation as alleged in the letter it would have been reflected in my attendance...I would like to point out the false and frivolous nature of its (letter) charges, and the impossibility of these allegations.” Gandhi said. Swaraj Abhiyan leaders P. Bhushan and Yogendra Yadav on Thursday released a letter written by Edmonds Allen, a New York-based lawyer, to PMO that Varun was honey trapped and compromised by Verma.

SC to hear plea seeking ban on ‘gau rakshaks’ NEW DELHI, OCT 22 (AGENCIES): The Supreme Court agreed on Friday to hear a plea seeking its direction to ban cow vigilante groups or ‘gau rakshak dals’ for allegedly “creating disharmony among various communities and castes” and indulging in mob violence. A bench of Justices Dipak Misra and Amitava Roy sought response from the Centre and Gujarat, Jharkhand, Maharashtra, Madhya Pradesh and Haryana for allegedly ‘giving protection’ to such vigilante groups. Senior advocate Sanjay Hegde, appearing for the petitioner, alleged that “gau rakshak dals” are spreading violence and committing atrocities against Dalits and members of the minority communities and pleaded the court to direct the Centre and states to take action against them. The petitioner, Congress member Tehseen Poonawalla, pleaded to the SC to declare as “unconstitutional” section 12 of the Gujarat Animal Prevention Act, 1954, Section 13 of Maharashtra Animal Prevention Act, 1976, and Section 15 of Karnataka Prevention of Cow Slaughter and Cattle Preservation Act, 1964, which provide for protection of persons acting in good faith under the Act or rules.

MNPF condemns Zeliang’s statement
IMPHAL, OCT 22: Manipur Naga People’s Front (MNPF) Saturday condemned the statement of Nagaland chief minister, TR Zeliang, made at the 1st Conference of the Naga Village Authority of South Nagalim in Senapati. In a press statement, MNPF assistant publicity secretary, Thomas Numai, stated that the statement of Nagaland chief minister was not in favour of the Nagas in Manipur but inciting communal crisis and to sow the seed of disunity among the Nagas in Manipur. He said the party would not allow the politics of NSCN (I-M) and NPF involving in the Indian election to disturb the unity of Manipur Nagas at any cost. The MNPF said Manipur was a state where many communities were living in peace and harmony since time immemorial, adding that any attempt to break the brotherhood bond of the people would be taken as working against the will of the almighty. MNPF also advised Nagaland chief minister not indulge in acts that would incite another communal clash. The statement further alleged that the five-point declaration of October 19 conference was drafted without taking any opinions of the representatives of the village authorities of Nagas in Manipur present in the conference. Nothing to panic on debit card fraud, says NPCI MUMBAI, OCT 22 (AGENCIES): Allaying fears of the public after the recent security breach affecting 32 lakh debit cards, the National Payments Corporation of India (NPCI) on Saturday said proper action has been taken to safeguard customer interest. The security breach happened through a malware in the systems of Hitachi Payments Services, which serves ATM network of Yes Bank and also some white-label ATMs. NPCI said the figure of 32 lakh cards is a proactively identified base of customers who have transacted in the set of suspected ATMs in the recent past. “However, this does not mean that all these cards have been used for any fraudulent activity,” the Reserve Bank-promoted National Payments Corporation of India said in a statement on Saturday. Only 641 customers have complained of fraudulent activity to banks, it added. The statement said if a customer has not received any communication from his/her bank, the customer can be assured that the debit card is not at risk. “NPCI would like to state that
there is no need to panic as the problem has been identified and actions are already taken,” it said. NPCI is an umbrella organisation for all retail payments system in the country. The government has also asked for a detailed report on the extent of debit card data compromise. Finance Minister Arun Jaitley on Friday said that the government has sought a report on the debit card issue. The banks have proactively intimated 32 lakh cardholders as a matter of precaution to either change the pin or replace the cards so that they are not misused in the future. NPCI has said so far Rs 1.6 crore have been lost to fraudulent activities. SBI is said to have re-called around 6 lakh cards, while others like Bank of Baroda, IDBI Bank, Central Bank and Andhra Bank have also replaced debit cards of several customers as a preemptive measure. Among the private sector players, ICICI Bank, HDFC Bank and Yes Bank have asked customers to change their ATM PINs. HDFC Bank also advised its customers to use its own ATMs for carrying out any transaction.

(3) Get our “own house” in order- having guidelines on church governance, disclosure of personal interests to avoid conflict of interest, internal audit for accountability, peer
accountability- no ‘yes man’ in leadership etc. (4) Working with NGOs within the civil society movement to counter practices of bribery and corruption. (5) Serves as a platform to develop and instil a “check and balance” within the systems and institutions of society to ensure the practice of transparency. In this respect, seminaries, Bible schools and churches ought to consider having such courses within their curricu-
lum. Earlier, Niketu Iralu in his keynote address remarked that everybody knew about corruption, but did not know its remedy, adding “corruption is a backbone of somebody’s economy”. He opined it was important to know the contributing factors of corruption and its background in the battle against corruption in a developing society like ours. On the role of the church vis-à-vis issue of corruption, Iralu asserted that the Church must take a stand on right and wrong, should take a stand against evils of the society. In this regard, he suggested the Church must work out its philosophical, theological, moral and ethical position on the issue. “If the foundation is laid down clearly and our lives demonstrate that clarity, God will favour us,” he said. Also dwelling on how power and corruption has become synonymous in modern society, Iralu lamented that role models (public leaders and personalities) were devastating. Taking the example of the then

Iralu said the Church needed to get all Christians clear on three points- What is kingdom of God? Where is kingdom and God? When is kingdom of God? He cleared the misconception among Christians who, he said, are fixated on dying and heaven saying that the whole Scripture is about kingdom of heaven on earth. “Paradise is God’s business, what he is interested in is how we live out the Gospel down on earth,” Iralu asserted adding that Nagaland will be shaken if Naga Christians are clear on this. ENLU appeals ENCSU to call off agitation DIMAPUR, OCT 22 (NPN): Eastern Nagaland Legislatures’ Union (ENLU) has appealed to the Eastern Nagaland College Students’ Union (ENCSU) to call off its agitation in the larger interest of people of the ENPO area in particular and Nagaland in general. In a press release, ENLU secretary, R. Tohanba, said the Eastern Nagaland Legislatures’ Union held an emergency meeting on October 21, 2016 at the official residence of minister of RD & REPA, CL John, to deliberated on the ongoing ENCSU agitation imposed in the entire Eastern Nagaland jurisdiction with regard to the selection of MBBS/technical course, “normally reserved for backward tribes and its NSEE II Exam 2016.” The release stated that ENLU deliberated the matter comprehensively and resolved to appeal the ENSU to call off the agitation promising that the ENLU would take up the matter with the state government, particularly to Higher & Technical Education to solve the grievances amicably through consultation.
Kohima police seize ganja worth Rs.26L
DIMAPUR, OCT 22 (NPN): Kohima police on Saturday seized approximately 520kg of contraband ganja, worth Rs.26 lakh in the black market, which was being smuggled in an oil tanker. In a press release, Kohima police PRO said police personnel manning Peducha check gate noticed an unusual movement of an oil tanker (NL-01G-8528) at around 2am. On thoroughly checking the vehicle, police recovered at least 26 packets of ganja (each weighing 20 kilos) that was concealed inside the tanker. Police said the driver of the vehicle identified as one Kumar Chhetri (39), son of late Bahadur Chhetri, of Kanglatombi village, PO/PS Sekmai, Imphal West, Manipur, was remanded into police custody. In this connection, a regular case was registered against the accused for further investigation. K Y M C
