In a letter addressed to the Nagaland Legislative Assembly (NLA) Speaker, the Leader of Opposition said that JLF members were informed of a proposed meeting on October 4, 2019 at Rhododendron Hall, Chumukedima, but was postponed and no further notice has been served till date. DIMAPUR, OCT 22 (NPN): Though scheduled to have been completed in 2007, construction of a 340-metre Shozukhu- Zukihi RCC bridge over Dhansiri river in Dimapur district is nowhere near completion till today as about 80 metre of the bridge is yet to be constructed. According to residents of the area, the bridge was supposed to help residents of about 18 villages in Khaghaboto area and 38 villages in Aghunaqa area. They said the work for construction of the bridge was as-
signed to M/s PABSCON way back in 2005. However, the construction, which was supposed to be completed within 24 months, stopped midway for reasons best known to the contractor and PWD (R&B) department, they added. After waiting patiently for the parties concerned to resolve the dispute, Khughaboto Area GBs’ Association (KTKK) asked the parties on April 18, 2017 to resolve their differences within 15 days in the larger interest of thousands of people for whom the bridge would be the (Cont’d on p-7) lifeline.
DIMAPUR, OCT 22 (NPN): Public Action Committee (PAC) held a meeting with Dimapur Urban GBs, Dimapur Urban Colony Council Chairman Federation (DUCCF) and DCP Dimapur police in the Conference Hall, Tourist Lodge, Dimapur on October 21, 2019. In a press release, PAC convenor Vekhosayi Nyekha and press secretary Richard Haolai said the house mainly discussed on community policing that was enshrined in the government policy. DCP explained that every citizen had a responsibility in curbing all forms of illegal activities. It was stated that every member of a colony or village had the responsibility to act for the welfare of the people as the police cannot reach each and every nook and corner all the time. In case of any form of illegal collection of money and illegal activities, one could report the matter to the village/colony authority, who in turn should report to the police and not take the law into one’s own hand. KOHIMA, OCT 22 (NPN): Despite the project to augment water supply to Kohima town by pumping water from the Zarü stream having begun in 2012, the project continues to face hurdles and is unlikely to be completed even in 2019. The mega water project was expected to provide more than 3 million litres of water per day to the State Capital. The sanctioned cost of the project was Rs 4,673.09 lakh and expenditure up to February 2017 was Rs 3,037.41 lakh according to public health engineering department (PHED) officials. The scheme was being taken up on 90:10 funding pattern under the Union urban development ministry and was scheduled for completion in 2014-15, but was re-scheduled to 2015-16 taking into account the delay in release of funds. 2017, the PHED confirmed that the project was likely to be completed by May, but that did not materialise. In the current year, the department was yet to carry out a study. The project involves pumping of water from Zarü stream to a reservoir at Kigwema village through two stages of pumping. From this reservoir, water is proposed to be supplied to residents of the State capital by using the force of gravity. KOHIMA, OCT 22 (NPN): Led by its chairman Dr Nand Kumar Sai, a team comprising members from National Commission for Schedule Tribes (NCST) is currently in the State to review and monitor all matters relating to safeguards provided for the Scheduled Tribes (STs). Addressing a press conference at the chief secretary’s conference hall, civil secretariat, here on Tuesday, the commission members said they had reviewed the entire activity of the tribal people and also held meetings with all secretaries and heads of departments. Taking note of the poor road condition, especially the Dimapur-Kohima road, Sai said the team sought explanation from National Highways and Infrastructure Development Corporation Ltd (NHIDCL) regional head on the ongoing four-lane project. After hearing the explanation from the NHIDCL official, the commission insisted that the road should be made two-way motorable, he added. The members also informed the media that they had visited Khonoma and Kiwegma villages in Kohima district and had lengthy interactions with the villagers, who had expressed their concern over several

matters. During their visit to the villages, he said the members found that the condition of the roads were equally bad. He said the commission tried to enquire about the road condition from PWD and RD. However, both the department secretaries were not in station and the government had promised to furnish the details shortly. The NCST chairman said, during the interaction with the villagers of Kigwema, the latter raised the issue of limited educational institutions for higher studies in the area and requested the commission to upgrade the existing institutions up to class XII. He said the commission took note of the issue and conveyed the same to the State government, to which government agreed to enhance the standard from class X to XII.

Sai said as per a request of the village for construction of water storage as there was a perennial water spring, he said the request to construct water storage for drinking and irrigation purposes was conveyed to the PHED department, to which the department assured to include in the current or next year fiscal. The chairman remarked that as Nagaland had huge potential in horticulture, agriculture and herbals, NCST had asked the State government to assist farmers/entrepreneurs in processing, storing and providing them marketing linkages.

DIMAPUR: Central team under the Ministry of Health & Family Welfare, India conducted the 13th Common Review Mission (CRM) in Kiphire district from October 18 to 21. A press release from CMO office district media officer Kiphire Atsali T stated that, the team covered and monitored district hospital Kiphire, community health centre Pungro and two primary health centres in Likimro and Amahator, and four upgraded health and wellness centres in Longmatra, Chomi, Phelungre and Singrep. During their visit, the team interacted with the community and church leaders along with the ASHA, anganwadi workers and pregnant and lactating mothers. Correspondent Kohima, Oct 22 (NPN): The ongoing Sanuorü bridge construction on the road leading to Nagaland civil secretariat and most of the state’s department directorates is in good progress. SDO PWD (R&B) south division, Er. Vimete Pusa, who is supervising the work, told this to Nagaland Post on Tuesday. He said that the foundation of the
four piers/columns had been laid and by next week the excavation for another 2-lane foundation will begin. Er. Pusa also said the contractors were using hitech machines for the construction. It may be noted that the Secretariat Road collapsed due to flooding of Sanuorü stream in 2015. It may be mentioned that deputy, chief minister Y. Patton, who is also minister incharge of Road and
Bridge visited the site along with two contractors K.C Angami and Vilelie Khamo in July, 2019 and apprised them to complete the bridge at the earliest.

HASSU backs NSF demand for SSB DIMAPUR: Highway Area Sumi Students’ Union (HASSU) has extended unconditional support to NSF demand for setting up staff selection board (SSB) in the state. In a statement, HASSU president, Abovi Awomi and general secretary, Mughaka Chishi stated that demand of NSF was just and right and that it was the duty of the government to take up the matter on utmost priority.
However, despite giving enough time and ultimatum being served the government has not taken any step, which indicated the lackluster attitude toward the students body and an insult to the entire students community, the release stated. Therefore, HASSU appealed to the government to immediately take up measures and set up SSB as demanded by the NSF.

KOHIMA: The 2nd biennial conference of the Tenyimia churches pastors and deacons fellowship was held at Tenyimia Church Wokha from October 18 to 20 under the theme ‘revisioning the ministry of the Tenyimia churches”. A release from the organising committee stated the speakers for the three days conference were executive secretary of the Mao Baptist Churches Association, Pibvu, Manipur Rev. K. Koda and executive secretary of the Zeme Baptist Church Council, Peren Izieteilung Teriang. Altogether 29 delegates from different churches across the state participated in the conference. It was informed that Tenyimia Union Baptist Church, Tseminyu volunteered to host the next biennial conference in 2021. Naga talks: JD(U) unit appeals for sincerity DIMAPUR: JD(U) Nagaland state unit has stated that an honourable and acceptable solution can be only achieved in an atmosphere that was not vitiated by coerciveness and mistrusts. JD(U) Nagaland through its publicity cell also stated that all the negotiating parties must be sincere and committed to the synopsis, which has been agreed upon as a prelude to full peace negotiations. The party maintained that there should be no room for threats and intimidation based on might and advantages, which it cautioned “will only result in an unwelcomed decision.” Drawing the attention of the negotiating parties, JD(U) Nagaland stated that the mandate of the people should be the primary concern while safeguarding each other’s ideologies and positions. Both the countries must integrate to ensure joint ventures for improving infrastructural connectivity so that it is mutually beneficial, the Union minister of state for road transport and highways said here. “Bangladesh is our very close partner and it is the road and railway corridors through our neighbouring country which can augment the connectivity of the North East Region to the rest of the country beyond the chicken neck corridor of Siliguri,” he said at the India Bangladesh Stakeholders’ Meet. A few decades back it was then prime minister Atal Bihar Vajpayee who conceived the East-West Corridor which connected the North East to the rest of
27 gelatin sticks among explosives recovered in Diphu Diphu (Assam), Oct 22 (PTI): Explosives, including gelatin sticks, were recovered from a house in Diphu town in Assam’s Karbi Anglong district and one person was arrested in connection with it, a senior police officer said. Acting on a tip-off, a joint team of the state police and the CRPF personnel launched a raid at a house in Dilaji area of Diphu town on Monday night and dug out the explosives from its compound, said district Deputy Superintendent of Police Nahid Karisma. One Lalchandchok F Tusingh was arrested in connection with it, the officer said. Some 27 gelatin sticks, six packs of other explosives and electric wires were recovered, the DSP said. The nabbed person has claimed during interrogation that he had procured the explosives from his friend in Meghalaya for selling them to people seeking to catch fishes by detonating the explosives, the officer said.

to reduce the distance between Kolkata and NER states via Bangladesh, while strengthening IWT (inland water transport) along Brahmaputra and Barak rivers could further boost connectivity between NER, Bangladesh and rest of India”, he said. Assam Government’s initiative to reopen the railway links with Bangladesh, for example, Chittagong to Makum, can play an instrumental role, the minister said. The Border Haats can play an instrumental role in strengthening economic ties between India and Bangladesh in general and Bangladesh and North East in particular, he said. The Act East Policy places the North East at the centre of the country’s emerging relations with the countries of South and South East Asia and Assam has been rightly given the epithet of “Expressway to the ASEAN”, said the minister.
Seize Hajela’s passport till NRC audit is completed: APW
Guwahati, Oct 22 (PTI): The original petitioner in the Supreme Court seeking updation of the NRC in Assam on Tuesday urged the government to “seize” the passport of the NRC State Coordinator, Prateek Hajela, till auditing of the entire process was completed. The apex court on Friday had directed the Centre and the Assam government to transfer the Assam National Register of Citizens (NRC) Coordinator to Madhya Pradesh for the maximum period. Describing Hajela’s “dramatic exit” from the state as a matter
of grave concern, president of the Assam Public Works President (APW), Aabhijeet Sharma, said in a statement that the government should ensure that he cannot leave the country till auditing of the NRC process was completed. The government has a major responsibility to find out how a government official who has been solely responsible for spending Rs 1,600 crore of government money can leave Assam without submitting any detailed report of expenses, Sharma said. The NRC was a process on which the people of As-
sam had pinned their hopes but the release of the final list was “full of flaws and it has broken the hearts of many”, Sharma said. The final NRC was released on August 31 with 19,06,657 of the total 3,30,27,661 applicants excluded. “We were eagerly waiting for the views of the Supreme Court on the final NRC but were really surprised on October 18, when it gave an order to transfer Hajela to Madhya Pradesh and that he be released within seven days,” he said. The APW president alleged that the NRC State Coordinator had submit-
ted some documents to the court stating that there was risk to his life. “We really dont understand the courts order regarding his immediate transfer. We still wonder why no order was issued for entrusting his security with any organisation or department...,” he said. The APW will submit another petition before the

Ayodhya: ‘Nirvani Akahara’ to write note
New Delhi, Oct 22 (PTI): The Supreme Court Tuesday allowed ‘Nirvani Akahara’, one of the Hindu parties in the decades-old case of Ram JanmbhoomiBabri Masjid land dispute in Ayodhya, to file a written note seeking the “right to manage worship of the deity” as ‘shebait’ (devotee) at the site. A counsel for ‘Nirvani Akahara’ mentioned the matter before a bench headed by Chief Justice Ranjan Gogoi and said his client “miscalculated” the 3-day time granted by the court for filing the written note on moulding of relief -- narrowing down the issues raised during the hearing -- and was now seeking the nod for filing it with the apex court’s registry. “You file it now,” the bench, which also comprised Justices S A Bobde and S A Nazeer, told senior advocate Jaideep Gupta who was representing ‘Nirvani Akhara’. Both ‘Nirmohi Akahara’ and its rival ‘Nirvani Akahara’ are seeking right to manage and offer ‘puja’ at the birthplace of deity ‘Ram Lalla Virajman’ at the site. While ‘Nirmohi Akahara’ had filed a lawsuit in 1959 seeking the right as ‘shebait’, ‘Nirvani Akahara’ has been made a party (defendant) in two separate lawsuits filed by Uttar Pradesh Sunni Central Wakf Board and deity ‘Ram Lalla’, through next friend Deoki Nandan Agrwal, in 1961 and 1989 respectively. “It is humbly submitted that none of the parties (amongst) Hindus in the aforementioned suits have made claims...for shebait-
Pankaj named new UIDAI CEO New Delhi, Oct 22 (IANS): The government on Tuesday appointed IAS officer Pankaj Kumar as the new CEO of the Unique Identification Authority of India (UIDAI). Kumar is currently Additional Secretary in the Ministry Of Electronics and IT. The UIDAI is a statutory authority established under the provisions of the Aadhaar Act, 2016 by the government under the Ministry of Electronics and Information Technology, with the mandate to issue Unique Identification numbers (UID), or Aadhaar, to all residents of India to eliminate duplicate and fake id entities. “Pankaj Kumar, IAS (NL87), Additional Secretary, Ministry of Electronics and Information Technology as CEO, UIDAI in the rank and pay of Secretary by temporarily upgrading the post,” the Appointments Committee of the Cabinet (ACC) said, as per an official statement.

During the hearing, it had said that Mahant Abhiram Das, now deceased, of Nirvani Akahara was the priest at the site in 1949 and he was also made an accused in the FIR lodged for alleged placing of idols below the central dome of the disputed site on the intervening night of December 22-23, 1949. Now his ‘chela’ Dharam Das is the priest, it had added. Earlier, the Muslim parties, including the Sunni Wakf Board, had filed the
written note on moulding of relief in Supreme Court and had said the verdict in the Ayodhya land dispute case will impact “future generations” and have “consequences” for the country’s polity. “The decision by this court, whichever way it goes, will impact future generations. It will also have consequences for the polity of this country. This court’s decision may impact the minds of millions who are citizens of this country and who believe in constitutional values embraced by all when India was declared a republic on January 26, 1950,” said the note prepared by senior lawyer Rajeev Dhavan, appearing for the Muslim parties. The Constitution bench had reserved the verdict on October 16 after concluding the 40-day-long hearing in the politically sensitive land dispute case and had asked the litigating parties to submit their written note within three days on “moulding of reliefs” so that the court can narrow down the issues
needed to be adjudicated upon in the vexatious issue. On Saturday, several Hindu parties had filed their written submissions in the Supreme Court with the counsel for the deity ‘Ram Lalla’ asserting that Hindus have been worshipping at the disputed area “since time immemorial” and the birthplace of the Lord Ram is “non-negotiable”. Besides the deity, other Hindu parties -- Nirmohi Akhara, All India Hindu Mahasabha and devotee Visharad -- had filed their written notes on Saturday in this case. The high voltage hearing in the Ram Janambhoomi-Babri Masjid dispute involving 2.77 acres of land is the second longest after the landmark Keshvanand Bharti case in 1973 during which the proceedings for propounding the doctrine of basic structure of the Constitution continued for 68 days. The hearing on the validity of Aadhaar scheme lasted for 38 days in the top court which came into existence in 1950.

Kartarpur agreement to be signed on Oct 24 New Delhi, Oct 22 (IANS): The signing of the Kartarpur Corridor agreement between India and Pakistan is likely to be postponed by a day due to some reason and the ceremony may now take place on Thursday, sources said. It is learnt that the agreement could take place at the zero line. The development comes a day after India declared that it was ready to sign the agreement with Pakistan on Wednesday. However, there was no any official declaration over the issue. MEA on Monday had declared that it would be ready to sign the agreement on Kartarpur Sahib Corridor on October 23 (Wednesday) and also expressed its disappointment as Pakistan insists on levying a $20 service fee on every Kartarpur pilgrim. As per an MEA statement, India had also urged Pakistan to reconsider the fee. The statement had said that the Indian government had taken the initiative to put in place the state-ofthe-art infrastructure and open the Kartarpur Sahib Corridor on the auspicious occasion of the 550th birth anniversary of Guru Nanak Dev, founder of Sikhism, falling on November 12 so that the pilgrims from India and those holding Overseas Citizen of India cards can undertake a visit to the holy Gurudwara Kartarpur Sahib in Pakistan. Pakistan has retained the $20 fee for every pilgrim from India visiting the Kartarpur Gurudwara, where Guru Nanak Dev spent the last 18 years of his life.

Improving health service
N
agaland Medical Council (NMC) has revealed that there are 1058 registered medical practitioners in the state, out of which 423 practitioners are specialists and rest 630 were MBBS. The statistics also show that there is one doctor for every 1800 people in the state which is much below one doctor for 1000 people at the national level. Another point is that Nagaland still does not have a medical college, while all other north east states have either one or more. Taking into consideration the international norms of health are professional availability as per population, WHO norms state the requirement of 1 doctor per 1000 population and 2 nurses per 1000 population. NER has a supply gap of 36,009 registered doctors of which taking an attrition percentage of 20 per cent, a total number of 28,007 doctors can be considered available. To meet the WHO requirement of 1 doctor per 1000 population, North-east requires additional 22, 958 doctors. Despite much funds being spent on medical and health services in Nagaland, most government hospitals are still finding shortage of doctors. This is especially pronounced in the rural areas where hospitals including PHCs are poorly manned. Most of the doctors, like in other states of India, prefer to be located in urban towns where the income prospects are alluring. This was also brought to focus during an interaction with Nagaland Medical College president Dr.Joyce Z.Angami who revealed that many government doctors continue to practice in private nursing homes after attending morning duties and even after availing Non-Practicing Allowance(NPA). This issue of government doctors practising in private clinics and hospitals despite getting NPA has been a subject of intense debates. Despite having attained statehood in 1963 and enjoying benefits of central quota in government medical colleges, the quality of health services in the state still leaves much to be desired. On the health sector, as per statistics of the National Health Profile 2016, published by Central Bureau of Health Intelligence, Nagaland had the seventh-highest per capita health expenditure (Rs 1,707) and fifth-highest health expenditure as a percentage of gross state domestic product (2.23%) among all states in 201314. Nagaland is also a recipient of generous central funds, yet when it comes to providing health care service, the state fares poorly in comparison with other north eastern states. Nagaland seems to have scored quite well on the number of SC, PHC and CHC established. However, availability of healthcare equipments, medicines and proper infrastructures of the district hospitals tell an altogether different story. Qualitative public health care deliveries are grossly missing in the PHCs and CHCs with acute lack of doctors, specialist and other required technicians. In institutional delivery(2016) Mizoram tops the list, followed by Sikkim, Tripura, Manipur, Arunachal Pradesh, Meghalaya, Assam then Nagaland. What ails the health sector in Nagaland appears to be lack of governance in the delivery system. There are still several communicable diseases that continue to ravage various areas, especially the rural areas owing to absence of good quality health care. Be it cancer or Malaria, TB, viral infection, Urinary Tract Infection, Respiratory Tract Infection, Gastroenteritis, Typhoid, Hepatitis, Helminthiasis these indicate that the focus needs to be more on preventive and strengthening of quality primary healthcare services. Perhaps the NMC along with the medical fraternity can put their heads together on how to make the best out of available resources instead.

Why doesn’t God reveal Himself to you? He cannot. It is not that He will not, but He cannot, because you are in the way as long as you won’t abandon yourself to Him in total surrender. Yet once you do, immediately God witnesses to Himself— He cannot witness to you, but He instantly witnesses to His own nature in you. If you received the witness of the Spirit before the reality and truth that comes from obedience, it would simply result in sentimental emotion. But when you act on the basis of redemption, and stop the disrespectfulness of debating with God, He immediately gives His witness. As soon as you abandon your own reasoning and arguing, God witnesses to what He has done, and you are amazed at your total disrespect in having kept Him waiting. If you are debating as to whether or not God can deliver from sin, then either let Him do it or tell Him that He cannot. Do not quote this or that person to Him. Simply obey Matthew 11:28, “Come to Me, all you who labor and are heavy laden….” Come, if you are weary, and ask, if you know you are evil (see Luke 11:9-13). The Spirit of God witnesses to the redemption of our Lord, and to nothing else. He cannot witness to our reason. We are inclined to mistake the simplicity that comes from our natural commonsense decisions for the witness of the Spirit, but the Spirit witnesses only to His own nature, and to the work of redemption, never to our reason. If we are trying to make Him witness to our reason, it is no wonder that we are in darkness and uncertainty. Throw it all overboard, trust in Him, and He will give you the witness of the Spirit.

A time to build and heal our land: The Naga Rising
T
he office of the Government of India’s (GoI) Representative and Interlocutor for the Naga Peace Talks has come out with a press communique on October 18, 2019 outlining the broad contours of the peace process that was explained to the assembled gathering of invited leaders representing tribe, church and civil society organizations from Nagaland. As stated in our earlier statement calling on the Government of India to “come out with an open and clear-cut direction on how it intends to sign and conclude the present negotiations”, RN Ravi has cleared some of the doubts and confusion by reiterating the government’s position that there will be only one agreement. While The Naga Rising appreciates the sincere and determined effort of the Interlocutor to help facilitate early conclusion of the long drawn out peace process, we continue to reiterate our appeal that any solution must be mutual. We believe this is still possible within the stipulated time set out by the GoI. We continue to appeal to both the Government of India and the Naga negotiators to explore the full range of possibilities towards an honourable solution by exhibiting upmost flexibility and accommodation. The position of the NSCN (IM) on the flag and constitution merits consideration– as highlighted by The Naga Rising earlier, yet the difficulty faced by India must also be respected at this given point in time. On the other hand, the NSCN (IM) and the 7 NNPGs must not waste any more time and work with those mediating to find their meeting points. The goal should be to converge the parallel talks and conclude it within the stipulated time. At this critical time Nagas must exhibit political astuteness by taking a middle path to work

fter our Honourable Governor held his consultative meeting with the Tribal and Civil Organisations on the 18th.of October; a document was floated on Social media platforms which claimed to be points raised in the meeting and some of the proposed clauses of the solution offered by the Government of India. I’ve been waiting for some sort of disclaimer from any governmental source, but since nothing has been said, so I will assume, for the nonce, that these points and clauses are true. What surprised me was that, apart from a few details, it bore a striking similarity to an article of mine published in the Nagaland Post, Morung Express and Eastern Mirror on 10-9-2017, titled, “An Honourable Solution”. Two major difference struck me immediately, clauses (ii) and (iii) of point 7. Point 7 (ii) states, “The GOI through an act shall pass a law for the institution of a B(P) an Naga Hoho which is purely a Cultural council and it shall be represented by every Naga tribes in India.” The term “Naga” is the anglicized version of the term “Noga” which the people of the Plains of Assam used to describe the Tribesmen of the erstwhile Naga Hills that they came into contact with. British Colonial Government Officials, Ethnologists, Sociologists, Anthropologists and Linguists later used it
out a solution that is also acceptable to the Government of India. The longer we wait for a perfect solution, the more complex, improbable and uncertain things will become. We believe that at this juncture Nagas have more to gain than lose in an agreement with India. The NSCN (IM) should not take the drastic step of deciding on ‘all or nothing’. Its decision, at this difficult time, to accept what has been mutually agreed upon—barring the flag and constitution— will demonstrate magnanimity and statesmanship on its part before the world. Any agreement reached is, in itself, a step forward. The present agreement should be seen by the Naga people as a start, through a step by step approach towards resolving the complexity of our political issue, which will require more time and effort that can be approached through peaceful and democratic means. The Naga Risingbelieves that starts are more important than having nothing as it will form the base to begin the process of building and healing our land. The non-territorial arrangement (Pan-Naga Cultural Body) that is mutually agreed should be the collective focus of the Nagas because we believe our aspiration towards a shared belonging as one people and the building of a future Naga-state will begin from there. The possibilities are endless if all Nagas unite to build on it. The Pan-Naga Body, where the Naga flag will be located and used (as per the GoI’s position), is in fact a recognition and acknowledgment of Naga identity that transcends physical boundaries or lines. For the Nagas beyond Nagaland, this is an opportunity to self-govern themselves and politically, the best time for a solution, with BJP governments in the three crucial states of Manipur, Arunachal Pradesh
to classify a broad range of tribes who inhabit present day Nagaland, Arunachal Pradesh, Manipur and Assam, in India and parts of the Eastern tracts of Myanmar. Both the Indian and Myanmarese Governments have accepted this classification, as have the tribes who have been classed as such. The struggle for power and dominance by the some members of the Tangkhul Naga Tribe over the Kukis and Meiteis in Manipur, has seen the NSCN-IM, whose policy is shaped by its Tangkhul dominated leadership, coerce the minor Old Kuki Tribes of Manipur into declaring themselves as Naga Tribes. This has not only nullified the socioscientific definition of the term “Naga”, but has brought up the question of, “Who is a Naga?” Can any tribe, race or ethnic group become a Naga if the I-M wishes it so? Apparently so, because the Gorkhalis of Nagaland are now a Naga Tribe, according to the I-M. The silence of the people of Nagaland does not mean that we have agreed to or accepted these inclusions to the Naga Fraternity by the I-M. That is why the Government of India should think twice before agreeing to anything that has the term “Pan-Naga”. The I-M will not be appeased by a PanNaga Cultural Centre and such a centre will never be accepted by the Nagas of Nagaland unless the list of Naga Tribes of Manipur
and Assam. Also, with Prime Minister Narendra Modi at the peak of his power, The Naga Rising believes that the Government of India will convince Myanmar to agree for the Nagas beyond the international border to be part of the Pan-Naga Cultural Body. The agreement reached now will be a step closer towards the vision of our founding fathers, who expressed their resolve ‘to be left alone’ and ‘to remain independent.’ This principle as our guiding force should allow us to unitedly approach a given political situation as the current conundrum presents itself before us. Our ability to stand together today would create room for us to take peaceful and democratic resolutions of all pending issues in their own time. We are in a critical 8-day period of strategic time when the destiny of an entire people rests in the decision we take. Jesus said, “For where two or three agree together, I am in your midst” (see Matt. 18:19). The Word of God also declares that, “One can chase a thousand and two put ten thousand to flight” (Deut. 32:30a, MEV). Yes, we are better together. If we ALL unitedly agree to the peace offer from India, it should mark a new journey to build and heal our land. If we can do this together, it will help us set a political roadmap and a vision for the future. This is the best guarantee for our land, the people, and for our identity as a nation. Are our leaders missing the bus?

hough a latecomer on social media it seems most of our leaders both from the National and civil society platforms do not have a clue as to the pulse of the Nagas today. On most online polls I have come across (Yes it is not scientific) if one does not factor in factional, community or regional biases most young Nagas who are not only our future leaders but also our only future have one prominent view. The majority don’t want stopgap measures or solutions most want our leaders to stop talking to India or Burma instead talk among yourselves and rebuild our own houses leaving all egos and agendas aside first. Even with a very loud minority spewing hate and division on social media and mainstream media for whatever skewed view of the Naga situation they have a silent majority want you our leaders to first build bridges before taking another step even if it means sacrificing some more time or even blood if necessary. The youth may not have forgotten the blood spilled by all sides within the Naga family but most enlightened young Nagas have definitely forgiven for the greater good. Just to make it a bit clearer no one’s hands are clean period. It is only a loud self-serving minority that are bent on digging the past without realizing that the more you dig the further from the light you go. One amazing thing I found on one to one interactions on social media platforms and outside is that those who have lost most are willing to forgive the most. So for all those listening to the cacophony of hate by those who have lost the least, I beseech you don’t be mislead for those who have lost the most know the most about the cost of division within the family. I know some of you our leaders will definitely read this so I humbly beg you to read the signs. It is the future who will decide how you will be remembered so it would be prudent to listen to them. We know how much you have sacrificed we don’t want your legacy to be tainted. We want you to plant a tree that provides shade and rest long after you are gone even though you might not share the fruits toady. If you would rather plant tomatoes which you can enjoy today but which will be definitely uprooted by someone wiser who wants to plant an apple or a walnut tree then no one can stop you. I also specifically mentioned the Garo, Kachari, Kuki and Mikir Tribes of Nagaland; for they have, actively or passively, supported us all along the way. Even with a voting system, there is a clear danger that they will enmesh the Upper House within their greedy coils; but when you replace it with a system of nomination to the House, you guarantee that it will be filled with the cronies and lackeys of the corrupt. Elections to an Upper House will inspire hope and change for the better, but nominations guaranteed that the people will see it as just a another sop. Better to have no Upper House than a corrupt one. Apart from the rare few idealists, our underground faction are filled with the those discontented, not with the Laws of India, but the failure of the Laws of India, in the hands of the corrupt in power; who bend, twist and break them to favour themselves. Economic deprivation and the breakdown of the system have driven many into the arms of the various factions. India must make sure that there are no future bombshells such as the above two in any agreement they arrive at with any or all of the factions. Short term appeasement of a few with the establishment of a PanNaga Body or nominations to an Upper House of Assembly will lead to
long term losses of unimaginable cost. Assuming that the above mentioned clauses are part of the proposed solution being offered by the Government of India, I humbly request the decision makers to

On fasting and prayer for Indo-Naga political problem Sir,
It is encouraging to see the clarion call by the Council of Nagalim Churches (CNC) and the Ao Baptist Arogo Mungdang (ABAM, the apex body of Ao churches) for fasting and prayer on the 23rd of October, 2019 (Wednesday) for an honourable solution to the protracted Indo-Naga Political Problem. The Naga public always feel that the churches should not shy away from the socio-political, economic and other social issues of the present day Naga society. Therefore, I feel that this is a right step towards that end. However, let’s all remember that church can only take the initiative from a Biblical perspective and not otherwise. As such, CNC has rightly quoted Psalm 34:17 which says, “The righteous cry, and the Lord heareth and delivereth them out of all their troubles.” On the other hand, ABAM quoted James 5:16 that says, “...The prayer of a righteous man is powerful and effective.” Now the Nagas in general are confronted with the big question of how righteous are we before God so that He will listen to our prayers. Therefore, unworthy as I am and with my simple faith, I’d like to express my feelings that we must first repent from our wicked ways and pray for true forgiveness from God. Secondly, Nagas badly needed committed and visionary leaders like Moses and Aaron during the times of Old Testament. Thirdly, this is the right time for the Nagas to show our unity to the world and prove that God Almighty is still on our side and win the hearts of the millions of non-Christian friends. I believe all these are possible only if we pray and worship our Almighty God in truth and in spirit with a pure heart and righteous mind. Maha villagers claim any vote cast went in BJP’s favour Pune, Oct 22 (PTI): Voters in a Maharashtra village have alleged EVM malfunction during Lok Sabha bypoll on Monday, saying it resulted in votes cast for any candidate going to BJP’s account, a claim denied by election officials. NCP legislator Shahshikant Shinde said he was witness to such a thing happening when he visited the polling booth in Navlewadi village of Koregaon tehsil in Satara district. Kirti Nalawade, the returning officer for the Koregaon Assembly segment in Western Maharashtra, where this village is located, refuted the claim. Shinde said the Election Commission should take a serious note of this incident and initiate steps to check its recurrence. Villagers said votes cast in favour of the NCP nominee Srinivas Patil were going into the “account” of BJP candidate Udayanraje Bhosale, a claim the district election officials rejected. Shinde said when he reached the polling station and raised the issue

Shinde said as some voters had expressed their doubts, the NCP polling booth agents asked the officials to verify the claims.
“Meanwhile, one person came there to cast his vote. Before he could press the button, the red light next to the BJP’s Lotus symbol blinked. That voter also noticed this and objected to it, after which the (poll) officials there orally accepted that there was some issue with the machine,” Shinde said. He said the officials told party agents and voters to pay fee for a mock test to clear their doubts. “I suggested that a voter will cast his vote in the presence of the main poll official there to verify the claims. When one person went to vote, the machine suddenly developed some issue and stopped working,” he said. “Some officials then checked the machine and informed us that there was some issue with the machine and proposed to replace it. The machine was then replaced,” he said. He said by the time all this happened, 293 votes were cast and officials refused to accept the demand by the polling agents and voters for fresh polling.

God would grant patience and wisdom to both the government of India and the Nagas to understand and honour each other; pray that government of India would be considerate and mindful of the wish of the Nagas and not use force at this time of Naga history; pray for Interlocutor for God’s wisdom and patience; pray for the Prime Minister of India that God would give him the wisdom to tackle the critical situation with patience and understanding and lastly pray that there would be no more bloodshed in the land of Nagas. For seven days (October 27 to November 2), NJCF has requested every church in Nagaland to pray for mutual respect and understanding among political groups at this critical situation. “We must make our desire known to God once again. And this we must do in all sincerity and not just to fulfil the call to fast and pray,” NJCF stated. NJCF has also requested the state government to declare particular day as a day of fasting and prayer.

Appreciating the effort of NBCC, the NSCN (I-M) chairman remarked that all Naga people should pray for early solution, hoping that the NBCC initiative would be fruitful in bringing about a long-felt need of unity and reconciliation among Naga groups. Emissary to NSCN (I-M) collective leadership, VS Atem, stressed that the matter be resolved through understanding
and acceptance and said no one could suppress the Naga people if they were one. Welcoming the humility with which NBCC was praying for the cause of Naga people, he pointed out that church was the right platform to exercise the prophetic word of God and that people must live according to proclamation of Christianity. Naga people must understand one another and not be defiant but have to be truthful to themselves,

Work for the same started in October 2017, but the bridge nevertheless remains incomplete. Kakheho Chishi, a resident of the area, mentioned that lately PABSCON had resumed construction after the parties sorted out their differences. But when people of the area inspected the construction work, they found it to be unsatisfactory and
work was stalled until further inspection by PWD, he added. After a recent inspection by PWD (roads & bridges), it was decided that further construction of the bridge would be only allowed after assessment of its safety by “experts from Delhi.” Shozukhu village GB Ghozheto Aye, Khaghaboto area GBs’ Association president and Khaghaboto Area Students’ Union (KASU) president Kheto Ayemi also shared grievances of the villages with the media. They said the proposed lifeline of the villages had been stalled for so many years and that it was time for the authority concerned to look into
the matter at the earliest. And, in the absence of the bridge, the people are being forced to travel via longer routes, besides using dangerous makeshift bridge. Mentioning that absence of the bridge was causing economic hardships to the people, the local leaders pointed out that the people were not asking for compensation for the crowd-funded construction they had undertaken and asked the government to complete it. They appealed to the government to avail expertise of analysts and resume the work at the earliest for the welfare of the community at large.

Zeliang stated that JLF members had unanimously constituted a 32-member parliamentar y working committee (PWC) comprising both benches with the sole purpose of apprising Central leaders for an early solution. However, he claimed that the chief minister, according little or no regard to the PWC, had sent the “wrong signal” to some Central leaders. “If the Chief Minister had no hidden agenda while apprising the Central Leaders on the Indo-Naga Political issue along with only few of his Cabinet Ministers, why did he not include the opposition Members in the Team, as in the past?” LoP questioned. Zeliang stated that such action of the chief minister was “not in the right spirit” of the JLF since the decisions taken in JLF meetings were to be presented in letter and spirit to the Central Leaders represented by both the ruling and opposition bench. Zeliang stated that given the stand of the Government of India and the NSCN(I-M) on the issue of Flag and Constitution, JLF needed to urgently facilitate in whatever way it could. C h e nna i , O c t 2 2 (IANS): Nearly 3,00,000 bankers in public and private sector banks refused work on Tuesday across the nation protesting merger of 10 government banks into four, affecting normal banking operations, claimed All India Bank Employees’ Union (AIBEA). According to AIBEA, clearing of cheques were affected as cheques could not be collected by banks and sent for clearance to the National Payment Corporation. Government treasury transactions were also affected. The bankers also demand recovery of bad loans and strong action against loan defaulters.
The strike call was given by two unions - All India Bank Employees’ Association (AIBEA) and Bank Employees Federation of India (BEFI). In a statement issued here, the AIBEA announced the large scale protest against the close down of six important nationalized banks i.e. Andhra Bank, Allahabad Bank, Corporation Bank, Syndicate Bank, Oriental Bank of Commerce and United Bank of India. “Merger of banks is totally unwarranted in India as we need more banking services and opening of more branches to serve the people. Government to soon change definition of MSMEs: Gadkari
After media reports that the Centre has set October 31 as the deadline, there was heightened tensions in the state over granting autonomy to the Nagas in Manipur and Arunachal Pradesh. This point had been questioned by civil society organisations in Manipur, fearing alteration of state territory. Major pressure groups like the UCM, AMUCO, CCSK and others had already formed a joint committee called Coordinating Committee on Manipur Integrity (COCOMI) and have started alert campaigns in case any point included in the agreement that were seen to affect the interest of Manipur. While resolving to protect the territorial integrity and oneness of the of the state, the meeting further resolved to send a political party delegation to urge the Central leadership to protect the interest of Manipur by submitting a memorandum. The political parties sending their representatives includes NPF, JD(S), NCP, MPP, AAP, LJP, RSP, MPCC, MSCP, RJSP, BJP, Shiv Sena, CPI, JD(U), NEIDP, MNDF, NPP, AITC and CPI(M), the source said. Earlier in the day, students of various colleges in Imphal and its outskirt planned to stage protest demonstrations on the streets outside their college premises under the aegis of COCOMI.
New Delhi, Oct 22 (PTI): The government will soon make changes to the definition of a micro, small and medium enterprise, Union Minister Nitin Gadkari said on Tuesday and hoped to generate five crore jobs in the MSME sector in five years. Finance Minister Nirmala Sitharaman had in August said the government would consider amending the MSME Act to move towards a single definition. The update in the definition of micro, small and medium enterprises (MSMEs) may allow a single definition for purposes related to taxation, investment, etc. The new definition is likely to be effected through an amendment to

Dimapur, Oct 22 (NPN): Airbnb signed a Memorandum of Understanding (MoU) with the Department of Tourism, Government of Nagaland to promote sustainable tourism ecosystem in the state in New Delhi on Tuesday. Through the MoU, the parties aim to help build a sustainable tourism ecosystem which will benefit local communities and promote prominent events like the Hornbill Festival. The key elements of the partnership include skills development workshops, jointly conducted by Nagaland tourism and Airbnb, for existing and potential hospitality entrepreneurs, promotion of key festivals and sharing best practices to create a conducive regulatory environment for home sharing in the state. O t t awa , O c t 2 2 (IANS): Incumbent Canadian Prime Minister Justin Trudeau’s Liberal Party has emerged victorious in the tightly contested general elections, and will return to power as a minority government, media reports said on Tuesday. Speaking to cheering party leaders and followers at the Liberals’ headquarters in Montreal, Trudeau, 47, said early Tuesday that he would always put “this country and its people first”, reports CBC News. “From coast to coast to coast, tonight Canadians rejected division and negativity. They rejected cuts and austerity. They voted in favour of a progressive agenda and strong action on climate change,” he said. “We will make life more affordable, we will continue to fight climate change, we will get guns off our streets. We seek hard-
ship for none and prosperity for all,” he added. The Liberals were expected to claim 156 seats, 14 short of a majority. His centre-right Conservative rivals are heading for 122 seats, a marked increase from the 95 it held before. Despite some early losses in Canada’s eastern provinces, the Liberals won in Atlantic Canada, Quebec and Ontario, giving them a second term in office. The party won a majority (184 seats) in the 2015 polls Monday’s polls, which took place for 338 ridings or seats, were the country’s 43rd general elections to elect members of the House of Commons. This federal election was seen as a referendum on Trudeau, who had to apologize not just for wearing blackface during a school event nearly two decades ago, but admitting that he had no idea how many times he had chosen
to do so in his life. Trudeau and his main rival Conservative leader Andrew Scheer were the two top contenders, followed by the New Democrat Party’s (NDP) Jagmeet Singh, the first turban-wearing Sikh to sit as a provincial legislator in Ontario, Green Party leader Elizabeth May, Bloc Quebecois chief Yves-Francois Blanchet and People’s Party of Canada Leader Maxime Bernier. Scheer, who is yet to concede, told supporters in Regina: “Let’s remember this feeling.” He implored supporters to use the results of this election “to redouble our efforts” because “Canadians are counting on us”. Speaking from his home district in Burnaby, British Columbia, Singh acknowledged some disappointing results but focused on the future, the BBC reported. “When we get back to Ottawa, every single day that we’re in Parliament, New Democrats are going to be working hard to make sure your life is better, that Canadians’ life is better, that peoples’ lives are better,” he said. Meanwhile, May called the results a “success for the party”. “We enter Parliament as the first caucus... that is two-thirds women. Just saying,” she added. US President Donald Trump congratulated Trudeau on a “hard fought victory” and he looked forward “to working with you toward the betterment of both of our countries”.
Four policemen killed in IS attack at Iraqi oilfield Baghdad, Oct 22 (IANS): Four policemen were killed and five others wounded in an attack by Islamic State (IS) militants in Iraq’s central province of Salahudin, a police officer said. The attack took place on Monday evening when IS militants attacked a police force tasked with protecting Allas oilfield, some 40 km east of the provincial capital Tikrit, Khalaf Mohammed Hussein from the force told Xinhua. A fierce clash erupted between the two sides as IS militants tried to exploit the bad weather of rain and wind, but the attackers withdrew as reinforcements arrived, Hussein said. Allas oilfield is producing some 20,000 barrels per day of crude oil, Hussein added. In 2014, IS militants took control of Allas and nearby Ajil oilfields and extracted large amounts of oil to finance its operations. But the two oilfields were freed by the Iraqi forces in March 2015. The security situation in Iraq was dramatically improved after Iraqi security forces fully defeated the extremist IS militants across the country late in 2017. IS remnants, however, have since melted in urban areas or resorted to deserts and rugged areas as safe havens, carrying out frequent guerilla attacks against security forces and civilians.

Netanyahu fails to form new Israeli govt JERUSALEM, Oct 22 (Agencies): Prime Minister Benjamin Netanyahu informed Israel’s president Monday he could not form a new government following deadlocked September elections, making way for his opponent Benny Gantz to try. The decision was an important defeat for Netanyahu as he seeks to continue his tenure as Israel’s longestserving prime minister, but it does not mean the end of those efforts since he still has various cards to play. Gantz will also face long odds in forming a government, with many analysts predicting he too will fail to negotiate a unity coalition. In that case, President Reuven Rivlin could ask a majority of parliament members to agree on a candidate. Rivlin has vowed to do all he can to prevent yet an-
other election -- a third since April -- but the possibility remains that the stalemate could eventually trigger it. Netanyahu has been battling the threat to his political survival on two fronts, also facing the possibility of corruption charges in the weeks ahead. “A short time ago I informed the president that I was handing back my mandate to try to form a government,” Netanyahu said in a video posted on his official Facebook page. The prime minister blamed Gantz for refusing to negotiate on Netanyahu’s preferred terms. Rivlin said shortly afterwards that he intended to ask ex-military chief Gantz, head of the centrist Blue and White alliance, to try to form a government. Like Netanyahu, he will have 28 days to attempt to do so. Rivlin can take up to three days to hear out the

parties elected to parliament before officially tasking Gantz, who had no political experience before mounting his challenge to the premier he once worked with as military chief of staff. Blue and White said in a statement, “The time of spin is over, and it is now time for action.” “Blue and White is determined to form the liberal unity government, led by Benny Gantz, that the people of Israel voted for a month ago,” it said. By “liberal”, it signalled
it would seek to limit the influence of religious parties in forming a coalition. Netanyahu argued that he had “made every effort to bring Benny Gantz to the negotiating table, every effort to form a broad national government, every effort to prevent further elections”. “Unfortunately, time and time again he simply refused.” But Gantz has repeatedly said he cannot negotiate based on the terms Netanyahu wants. Netanyahu’s right-wing Likud has been seeking to negotiate based on a compromise set out by Rivlin that takes into account the possibility the premier will be indicted for corruption in the upcoming weeks. It could see him remain prime minister for now, but step aside at some point later as he combats the charges. Gantz would take over as acting premier under such a scenario.
Chile mass riots toll increases to 12
Santiago, Oct 22 (IANS): The death toll in the mass riots that has gripped Chile over the government’s move to increase the local metro fares, has increased to 12, authorities said. The toll increased after a 22-year-old was run over by a Navy truck in the southern city of Talcahuano on Monday when soldiers intervened to stop looting by a mob who dispersed after their arrival, reports Efe news. The public prosecutor’s office in Bio Bio region reported that a marine was
arrested over the young man’s death and investigations were underway. Santiago and the Metropolitan region remained under curfew for the third consecutive night, a measure extended to Monday in the Region of Valparaiso, the province of Concepcion (south), and the cities of Antofagasta, La Serena and Coquimbo (north); Rancagua and Talca (center) and Valdivia (south). Violent groups have radicalized a social protest against a rise in prices of the Santiago metro, leading to violent
demonstrations and unrest in the streets in several parts of the country. President Sebastian Pinera said the country was
waging “a war” against these violent elements and imposed a state of emergency in 11 of Chile’s 16 administrative regions.

The AFC made the decision based on considerations over the televising and promotion of the game so that it is viewable throughout Asia and the Middle East, it said. “The AFC, after careful consideration of the challenges affecting the commercial, broadcasting, media, accessibility and logistical arrangements, is compelled to assign the Final Match to be played in a neutral venue,” the continental governing body said in a statement. “Due to the existing sanctions in place affecting DPR Korea, the AFC has been advised by its commercial rights partners of the challenges in enabling among other matters, the production and broadcast delivery of the Final match,” it said. ISL: Jamshedpur FC edge past Odisha FC Jamshedpur, Oct 22 (Agencies): Jamshedpur FC began their Indian Super League (ISL) season six campaign with a 2-1 in over debutante Odisha FC on Tuesday at the JRD Tata Sports Complex, Jamshedpur. Rana Gharami's own goal (16') gave Jamshedpur the lead but Aridane Santana's strike (40') got Odisha back into the game. Sergio Castel scored the second goal (85') to seal a crucial win for his team at home. India’s U-17 World Cup star Aniket Jadhav was handed his ISL debut by Jamshedpur’s Spanish Antonio Iriondo in their very first game of the season. For Odisha FC, new recruit Xisco, who joined the club from Bengaluru FC, was in the starting XI. Attacker Shubham Sarangi was deployed in an unusual right-back position. It was a high tempo affair right from the off as both teams favoured an attacking approach. The hosts broke the deadlock in the 16th minute when Rana Gharami put the ball into his own net.

Piti initiated a quick counterattack down the middle and found Farukh Choudhary to his right. Farukh sent a low cross into the box which took a deflection off Gharami and went in. Just when Jamshedpur started to tighten their grip on the game, Bikash Jairu got his last-ditch tackle on Jerry Mawihmingthanga wrong near the Jamshedpur box and was sent off. The sending off hurt
the hosts badly as it allowed Odisha to come back into the game. The visitors equalised in the 40th minute when Aridane Santana found the back of the net from Jerry’s cross. I riondo introduc ed Memo Moura at the beginning of the second half substituting attacking midfielder Noe Acosta as Jamshedpur focused on consolidating their defence. Josep Gombau’s men should have exploited the
man advantage and go for the kill but they fail to take the advantage. Credit to the Jamshedpur defenders who stood firm on their ground and did not allow any space to the Odisha attackers. Jamshedpur, on the other hand, showed more intent in the final 15 minutes of the match. Farukh Choudhury squandered the easiest chance of the game when he found himself one on one with Odisha custodian but instead pulling the trigger himself he tried to pass the ball to Sergio Castel. Gharami intercepted and cleared the ball. Castel restored Jamshedpur’s lead in the 85th minute after receiving an assist from compatriot Piti. The Spanish midfielder ran down the middle from a counter-attack and found Castel at the edge of the box. The striker did not make a mistake in burying the chance. Jamshedpur picked up a crucial home win their season opener while Josep Gombau’s misfortunes continued in the ISL. Today’s match Time: 7:30 pm FC Goa vs Chennaiyin FC
