DIMAPUR, OCT 23 (NPN): One GPRN/NSCN cadre was killed while another sustained injury on Sunday wee hours following an operation carried out by troops of 28 Assam Rifles near Okotso village, Wokha district. According to AR officials, one of its jawan was also injured in the clash. The deceased has been identified as one ‘lieut.’ Imti Ao of Chungtia village and the injured ‘2nd lieut.’ Chipemo Lotha of Wokha village. AR troop also seized six weapons-- two AK-47 rifles, one 12 bore gun, one .303 rifle, one G3 rifle and one point .22 rifle with large quantity of ammunition. Conflicting reports have emerged as GPRN/NSCN accused AR troops of launching an ambush while the AR claimed that they were first fired upon by the cadres. In a press note, PRO IGAR (N) said based on inputs on movement of large number of armed groups in uniform near Okotso, AR troops launched an operation on October 22 night. On October 23 morning, having come across armed UG cadres, PRO said the cadres despite being warned, opened indiscriminate fire on the troops injuring one of jawans soldier. Bodos 12-hr rail roko stir in Assam today

G U WA H AT I , O C T 2 3 (IANS): Several Bodo organisations have given a call for a 12-hour ‘rail roko’ stir on Monday in support of their long-standing demand for the creation of a separate Bodoland state, a senior Bodo leader said. All Bodo Students Union president Promod Boro said rail tracks will be blocked at Basugaon (in Kokrajhar district) and Udalguri (in Udalguri district) in Assam to press the central and state governments on their demand. In the bandh over one lakh Bodoland supporters will converge at Basugaon and Udalguri. The protestors belong to the Peoples’ Joint Action Committee for Bodoland Movement, a conglomeration of civil society organisations, and NDFB pro-talk faction. KPLT for cease-fire

G U WA H AT I , O C T 2 3 (AGENCIES): Karbi militant group, Karbi People’s Liberation Tigers (KPLT) has reportedly decided to have a ceasefire agreement with the Government of India. According to reports, quoting Assam’s special DG, Kuladhar Saikia, KPLT general secretary had in a letter to the Home ministry on October 17, expressed their desire to have a ceasefire with the Centre. Since the group has expressed their desire, Saikia said the “Government will decide for the ceasefire agreement.” KPLT has been active in central Assam’s Karbi Anglong and Nagaon districts.

GPRN/NSCN warns GPRN/NSCN while warning the Assam Rifles, in a press note vehemently condemned the “ambush and brutal killing of its cadre and causing injury to another by” at Okotso village in Lotha region on Sunday. While making it clear that there was no excuse “for such an action on the part of the so called friends of the hilly people”, GPRN/NSCN said it was an act of cowardice and a direct provocation of the Naga Army to resume hostility despite the existence of ceasefire and laid down ground rules. GPRN/NSCN said section of the Naga army, keeping in mind and respecting the ground rules between government of India and GPRN/ NSCN, on the orders of the high command had vacated their makeshift camp and were heading towards designated camp when the Assam Rifles ambushed the Naga Army, violating the ceasefire ground rules. “If the so called friends of the hill people acts like

The group also made known to the Assam Rifles that “the Naga Army will not be intimidated by their number or sophisticated arms they carry nor will it allow its members to be murdered at the will of Assam Rifles or any other force”. political solution for the people of Nagaland, GPRN/NSCN cautioned that “if the Assam Rifles believes acts of violence and brutality will crush the Nagas, Naga Army will pay them in the same coin”. Meanwhile, the group has demanded unconditional apology and return of the arms seized by AR at the earliest. It also asked the AR to teach its men and officers the ceasefire ground rules and rules of engagements, saying trigger happy personnel have brought more shame than glory in the past, known by all.

AR will be responsible for repercussion: LH Lotha Hoho and Lotha frontal organisations of Wokha have condemned the action of the 28th Assam Rifles of Wokha, for attacking the cadres of NSCN (Unification) in the jungles of Okotso village, Wokha district, on October 23, resulting in the death of one cadre and injuring others. A joint statement issued by Lotha Hoho (LH) chairman Mhao Humtsoe and general secretary Er. Mhondamo Ovung said the Lotha community through the hoho and frontal organisations have viewed the matter very seriously, adding “any untoward repercussion, the so called ‘Friends of the Hill people’ the 28th Assam Rifles shall be fully responsible”.

LH said they failed to understand as to why AR carried out such violent activity without any provocation when NSCN (U) was currently under ceasefire with the GoI. Since GoI had so far not assigned any designated camp for the faction, LH opined that any of its camps/cadres, unless provocative, should not be searched or assaulted. LH said the site of incident was more than 40 kms, from the AR Post. “It is not understood how and why the AR cadres should go all that way to carry out the assault, without provocation”, LH questioned. It further demanded the AR and district administration to immediately recall the AR personnel and to stop violation of the ceasefire ground rules.

ENCSU temporarily suspends stir DIMAPUR, OCT 23 (NPN): Following the appeal made by Eastern Nagaland Legislature Union (ENLU), the Eastern Nagaland College Students’ Union (ENCSU) on Sunday has temporarily suspended its ongoing third phase of agitation. However, those confiscated vehicles would not be released until its demand was fulfilled, ENCSU chairman Longre Chang and joint secretary Nokchem Angth said in a press statement. ENCSU volunteers had so far confiscated 12 vehicles across Eastern Nagaland. The union warned that it will resume the suspended agitation by “taking any kind of harsh action” to express their resentment, if the outcome of the meeting was not in favour of its demand. ENCSU also threatened to intensify the agitation by imposing total bandh across Eastern Nagaland or impose extreme action anywhere in the state to safeguard their rights in the event the government failed to address their demand. Further, ENCSU appealed to all the citizens of Eastern Nagaland to extend the same cooperation continuously till the demand was met. Earlier, ENLU assured ENCSU, that it will take up the matter with the state government, particularly to Higher & Technical Education to solve the grievances amicably through consultation.

ACAUT alleges F&CS, others diverting SK Oil to black market DIMAPUR, OCT 23 (NPN): ACAUT Nagaland on Sunday pointed out that the Food & Civil Supplies (F&CS) department, along with fuel adulteration kingpins and SK Oil stockiest have been “diverting crores of litres of SK Oil to the black market for past 15-20 years with impunity”. The fuel adulteration issue was not only confined to the kingpins alone, as the state government would liked people believe so stated ACAUT media cell. Based on the RTI documents (See Table) made available, ACAUT claimed that hundreds of crores of rupees “have enriched the pockets of an entire spectrum of society, most notably the politicians and the bureaucratic class, as also the keepers of the law”. ACAUT accused F&CS department of diverting approximately 12 crore litres of SK oil over the past 12 years, meant for poor beneficiaries, to the black market. In monetary value, ACAUT said 12 crore litres @Rs.40 per litre at

Treat your children equally: Acharya Staff Reporter

DIMAPUR, OCT 23 (NPN): Nagaland Gover nor, P.B. Acharya Sunday urged upon parents to treat their children equally and not to discriminate the girl child as they grow up to become mothers, sisters and wife. He said this at the annual Deepawali Mela organized by Lions and Leo clubs of Dimapur, at Lions Centre, Midland, Dimapur. According to Acharya, in the past there were some instances when people preferred daughters to sons for various social reasons leading to female foeticides. However, he said times have changed and that everyone should stop this practice completely by giving equal opportunity to daughters. Citing Centre’s initiative to help raise female child under the scheme, ‘Beti Bachao Beti Padhao’ (BBBP), the governor urged the gathered people to come out from the mindset of neglecting female child and help support the government in the success of the scheme. BBBP is a Government of India scheme that aims to generate awareness and improve the efficiency of welfare services meant for women. The scheme- a joint initiative of the Ministry of Women and Child Development, the Ministry of Health and Family Welfare and the Ministry of Human Resource Development-was launched with an initial corpus of Rs. 100 crore.

The BBBP scheme was introduced in October, 2014 to address the issue of declining child sex ratio (CSR). This is implemented through a national campaign and focused multi-sector action in 100 selected districts with low CSR, covering all States and UTs. On the occasion, Acharya lauded Lions club of Dimapur for taking up initiatives to help the poor, needy and underprivileged people besides organizing various community services. He urged the club members to devote more such services saying, that the more you give the more you will receive, and “achievers should also be givers,” which would lead to real happiness. The Governor further exhorted the people to be proud for being Indians. “It was your destiny to born as an Indian and therefore you should take pride in it irrespective of what race or religion you belong to,” he said. Despite the fact that Indians had once been slaves and

prisoners for more than three centuries under rule of Mughals and Britishers largely due to absence of unity, Acharya said that the nation went on to became one of the largest democratic and secular country and every Indian ought to be proud of that. Earlier, the governor read out the, “8th Pledge To Prevent Female Foeticide”, which was repeated after him by the gathered crowd. He further, conveyed Deepawali greetings, which is due next week. Acharya was also conferred the ‘Honorary Member’ of Lions Club of Dimapur by the president Lion Uma Agarwal. He also endorsed a cheque of Rs 50,000 which the club has set aside as fund to be used for the BBBP scheme. Governor also gave away the prizes to the winners of ‘Peace Poster Campaign’ organized by club on October 2. On the sideline of mela, Acharya also inaugurated a newly constructed toilet at the centre.

Simultaneous polls in UP, 4 states in Feb-Mar New Delhi, Oct 23 (PTI): Uttar Pradesh, which is set to witness game-changer elections, and four other states will go to polls simultaneously, most likely in February-March next, commencing shortly after the presentation of the Union Budget on February 1. While it will be a single-day polling in Punjab, Goa, Uttarakhand and Manipur, UP is likely to have as many as seven phases, sources in the Election Commission said. The BJP, which had swept the Lok Sabha elections more than two years ago, winning 70 of the 80 seats in UP, is seeking to make a comeback by wresting power after 15 years from

the ruling SP. In Punjab, after two successive terms, the ruling SAD-BJP combine is facing a tough battle from Congress on the one hand and a fledgeling AAP on the other. Uttarakhand, where the ruling Congress staged a sensational comeback this year following a legal battle, is fighting anti-incumbency and facing challenge from the BJP. Goa, where the ruling BJP is seeking a fresh term, is pitted against Congress and AAP. In Manipur, the Congress is seeking to retain power. The term of UP assembly ends on May 27, 2017, those of Goa, Manipur and Punjab on March 18 and Uttarakhand on March 27.

SP headed for split as family power struggle intensifies

LUCKNOW, OCT 23 (IANS): Uttar Pradesh’s ruling Samajwadi Party (SP) on Sunday appeared headed for a split as chief minister Akhilesh Yadav ousted uncle Shivpal Yadav and three others from the government while the party brass sacked his backer and MP Ram Gopal Yadav from the party in an intensifying dynastic power struggle ahead of next year’s election. The dramatic decision by the estranged chief minister followed the earlier dismissal from the party of Akhilesh supporters on Saturday by Shivpal Yadav, the new state in charge of the Samajwadi Party and brother of party supremo Mulayam Singh Yadav. On Sunday evening, Mulayam Singh -- facing the worst crisis of his political career -- called an emergency meeting of senior party leaders. Rai, Om Prakash and Shadab Fatima. Jaya Prada, an actress-turned-politician, was also expelled from the Uttar Pradesh Film Development Council. All of them were said to be close to Amar Singh, a businessman-turned-politician who was sacked from the party in 2010 along with Jaya Prada. He returned to the party last year and became a Rajya Sabha member. Legislators who attended a morning meeting with the chief minister said Akhilesh Yadav made it clear that anyone close to Amar Singh cannot find a place in his government. Hours later, the Samajwadi Party expelled national general secretary and spokesman Ram Gopal for six years from all party posts. Announcing the decision by Mulayam Singh, Shivpal Yadav said Ram Gopal had connived with “communal forces”, pointing fingers at BJP, to destabilize and weaken the Samajwadi Party -- which has a brute majority in the 403-member assembly. “He met a senior BJP leader thrice and is trying to save his son Akshay and daughter-in-law from the CBI,” Shivpal Yadav said, linking the two family members with a tainted chief engineer of Noida Authority. Ram Gopal Yadav denied the charge. Ram Gopal Yadav triggered a controversy earlier in the morning when he released a letter saying only chief minister Akhilesh Yadav can lead the party to

victory in the coming assembly poll. He said people opposing the chief minister were corrupt and without character. Akhilesh Yadav, 43, describing himself as the political successor to his father Mulayam Singh, denied that his decision to oust Shivpal Yadav would split the Samajwadi Party. The party, he said, belonged to “Netaji” - as Mulayam Singh is popularly known. The chief minister also said he would attend the party’s Silver Jubilee function on November 5. The legislators who attended the Chief Minister’s meeting told the media that Akhilesh Yadav became emotional while talking about his relations with his father and said anyone coming between them would not be spared. Soon after the meeting ended, the legislators shouted slogans hailing Akhilesh Yadav and denouncing Amar Singh as a “dalal” (broker). An insider said all efforts to bring peace in the Samajwadi Party were effectively over now and that the party may he headed for a vertical split between the two generations. Sunday’s developments came a day before Mulayam Singh meets party legislators in Lucknow. Akhilesh Yadav had earlier refused to attend party meetings called by Shivpal Yadav on Friday and Saturday.
