DIMAPUR, OCT 23 (NPN): One GPRN/NSCN cadre was killed while another sustained injury on Sunday wee hours following an operation carried out by troops of 28 Assam Rifles near Okotso village, Wokha district. According to AR officials, one of its jawan was also injured in the clash. The deceased has been identified as one ‘lieut.’ Imti Ao of Chungtia village and the injured ‘2nd lieut.’ Chipemo Lotha of Wokha village. AR troop also seized six weapons-- two AK-47 rifles, one 12 bore gun, one .303 rifle, one G3 rifle and one point .22 rifle with large quantity of ammunition. Conflicting reports have emerged as GPRN/NSCN accused AR troops of launching an ambush while the AR claimed that they were first fired upon by the cadres. In a press note, PRO IGAR (N) said based on inputs on movement of large number of armed groups in uniform near Okotso, AR troops launched an operation on October 22 night. On October 23 morning, having come across armed UG cadres, PRO said the cadres despite being warned, opened indiscriminate fire on the troops injuring one of jawans soldier. G U WA H AT I , O C T 2 3 (IANS): Several Bodo organisations have given a call for a 12-hour ‘rail roko’ stir on Monday in support of their long-standing demand for the creation of a separate Bodoland state, a senior Bodo leader said. All Bodo Students Union president Promod Boro said rail tracks will be blocked at Basugaon (in Kokrajhar district) and Udalguri (in Udalguri district) in Assam to press the central and state governments on their demand. In the bandh over one lakh Bodoland supporters will converge at Basugaon and Udalguri. The protestors belong to the Peoples’ Joint Action Committee for Bodoland Movement, a conglomeration of civil society organisations, and NDFB pro-talk faction. G U WA H AT I , O C T 2 3 (AGENCIES): Karbi militant group, Karbi People’s Liberation Tigers (KPLT) has reportedly decided to have a ceasefire agreement with the Government of India. According to reports, quoting Assam’s special DG, Kuladhar Saikia, KPLT general secretary had in a letter to the Home ministry on October 17, expressed their desire to have a ceasefire with the Centre. Since the group has expressed their desire, Saikia said the “Government will decide for the ceasefire agreement.” KPLT has been active in central Assam’s Karbi Anglong and Nagaon districts.

GPRN/NSCN warns GPRN/NSCN while warning the Assam Rifles, in a press note vehemently condemned the “ambush and brutal killing of its cadre and causing injury to another by” at Okotso village in Lotha region on Sunday. While making it clear that there was no excuse “for such an action on the part of the so called friends of the hilly people”, GPRN/NSCN said it was an act of cowardice and a direct provocation of the Naga Army to resume hostility despite the existence of ceasefire and laid down ground rules. GPRN/NSCN said section of the Naga army, keeping in mind and respecting the ground rules between government of India and GPRN/ NSCN, on the orders of the high command had vacated their makeshift camp and were heading towards designated camp when the Assam Rifles ambushed the Naga Army, violating the ceasefire ground rules. “If the so called friends of the hill people acts like
rogues in uniform, the Naga Army will respond in a befitting manner”, GPRN/NSCN cautioned. The group also made known to the Assam Rifles that “the Naga Army will not be intimidated by their number or sophisticated arms they carry nor will it allow its members to be murdered at the will of Assam Rifles or any other force”. Reminding that the ceasefire was in place, recognising each other as different entities and to pave the way for an honorable and acceptable
political solution for the people of Nagaland, GPRN/NSCN cautioned that “if the Assam Rifles believes acts of violence and brutality will crush the Nagas, Naga Army will pay them in the same coin”. Meanwhile, the group has demanded unconditional apology and return of the arms seized by AR at the earliest. It also asked the AR to teach its men and officers the ceasefire ground rules and rules of engagements, saying trigger happy personnel have brought more shame than glory in the past, known by all.
AR will be responsible for repercussion: LH Lotha Hoho and Lotha frontal organisations of Wokha have condemned the action of the 28th Assam Rifles of Wokha, for attacking the cadres of NSCN (Unification) in the jungles of Okotso village, Wokha district, on October 23, resulting in the death of one cadre and injuring others. A joint statement issued by Lotha Hoho (LH) chairman Mhao Humtsoe and general secretary Er. Mhondamo Ovung said the Lotha community through the hoho and frontal organisations have viewed the matter very seriously, adding “any untoward repercussion, the so called ‘Friends of the Hill people’ the 28th Assam Rifles shall be fully responsible”.
LH said they failed to understand as to why AR carried out such violent activity without any provocation when NSCN (U) was currently under ceasefire with the GoI. Since GoI had so far not assigned any designated camp for the faction, LH opined that any of its camps/cadres, unless provocative, should not be searched or assaulted. LH said the site of incident was more than 40 kms, from the AR Post. “It is not understood how and why the AR cadres should go all that way to carry out the assault, without provocation”, LH questioned. It further demanded the AR and district administration to immediately recall the AR personnel and to stop violation of the ceasefire ground rules.
ENCSU temporarily suspends stir DIMAPUR, OCT 23 (NPN): Following the appeal made by Eastern Nagaland Legislature Union (ENLU), the Eastern Nagaland College Students’ Union (ENCSU) on Sunday has temporarily suspended its ongoing third phase of agitation. However, those confiscated vehicles would not be released until its demand was fulfilled, ENCSU chairman Longre Chang and joint secretary Nokchem Angth said in a press statement. ENCSU volunteers had so far confiscated 12 vehicles across Eastern Nagaland. The union warned that it will resume the suspended agitation by “taking any kind of harsh action” to express their resentment, if the outcome of the meeting was not in favour of its demand. ENCSU also threatened to intensify the agitation by imposing total bandh across Eastern Nagaland or impose extreme action anywhere in the state to safeguard their rights in the event the government failed to address their demand. Further, ENCSU appealed to all the citizens of Eastern Nagaland to extend the same cooperation continuously till the demand was met. Earlier, ENLU assured ENCSU, that it will take up the matter with the state government, particularly to Higher & Technical Education to solve the grievances amicably through consultation.
ACAUT alleges F&CS, others diverting SK Oil to black market DIMAPUR, OCT 23 (NPN): ACAUT Nagaland on Sunday pointed out that the Food & Civil Supplies (F&CS) department, along with fuel adulteration kingpins and SK Oil stockiest have been “diverting crores of litres of SK Oil to the black market for past 15-20 years with impunity”. The fuel adulteration issue was not only confined to the kingpins alone, as the state government would liked people believe so stated ACAUT media cell. Based on the RTI documents (See Table) made available, ACAUT claimed that hundreds of crores of rupees “have enriched the pockets of an entire spectrum of society, most notably the politicians and the bureaucratic class, as also the keepers of the law”. ACAUT accused F&CS department of diverting approximately 12 crore litres of SK oil over the past 12 years, meant for poor beneficiaries, to the black market. In monetary value, ACAUT said 12 crore litres @Rs.40 per litre at

DIMAPUR, OCT 23 (NPN): Nagaland Gover nor, P.B. Acharya Sunday urged upon parents to treat their children equally and not to discriminate the girl child as they grow up to become mothers, sisters and wife. He said this at the annual Deepawali Mela organized by Lions and Leo clubs of Dimapur, at Lions Centre, Midland, Dimapur. According to Acharya, in the past there were some instances when people preferred daughters to sons for various social reasons leading to female foeticides. However, he said times have changed and that everyone should stop this practice completely by giving equal opportunity to daughters. Citing Centre’s initiative to help raise female child under the scheme, ‘Beti Bachao Beti Padhao’ (BBBP), the governor urged the gathered people to come out from the mindset of neglecting female child and help support the government in the success of the scheme. BBBP is a Government of India scheme that aims to generate awareness and improve the efficiency of welfare services meant for women. The scheme- a joint initiative of the Ministry of Women and Child Development, the Ministry of Health and Family Welfare and the Ministry of Human Resource Development-was launched with an initial corpus of Rs. 100 crore.

The BBBP scheme was introduced in October, 2014 to address the issue of declining child sex ratio (CSR). This is implemented through a national campaign and focused multi-sector action in 100 selected districts with low CSR, covering all States and UTs. On the occasion, Acharya lauded Lions club of Dimapur for taking up initiatives to help the poor, needy and underprivileged people besides organizing various community services. He urged the club members to devote more such services saying, that the more you give the more you will receive, and “achievers should also be givers,” which would lead to real happiness. The Governor further exhorted the people to be proud for being Indians. “It was your destiny to born as an Indian and therefore you should take pride in it irrespective of what race or religion you belong to,” he said. Acharya was also conferred the ‘Honorary Member’ of Lions Club of Dimapur by the president Lion Uma Agarwal. He also endorsed a cheque of Rs 50,000 which the club has set aside as fund to be used for the BBBP scheme. LUCKNOW, OCT 23 (IANS): Uttar Pradesh’s ruling Samajwadi Party (SP) on Sunday appeared headed for a split as chief minister Akhilesh Yadav ousted uncle Shivpal Yadav and three others from the government while the party brass sacked his backer and MP Ram Gopal Yadav from the party in an intensifying dynastic power struggle ahead of next year’s election. The dramatic decision by the estranged chief minister followed the earlier dismissal from the party of Akhilesh supporters on Saturday by Shivpal Yadav, the new state in charge of the Samajwadi Party and brother of party supremo Mulayam Singh Yadav. On Sunday evening, Mulayam Singh -- facing the worst crisis of his political career -- called an emergency meeting of senior party leaders. Besides Shivpal Yadav, the other ministers thrown out were Narad
Rai, Om Prakash and Shadab Fatima. Jaya Prada, an actress-turned-politician, was also expelled from the Uttar Pradesh Film Development Council. All of them were said to be close to Amar Singh, a businessman-turned-politician who was sacked from the party in 2010 along with Jaya Prada. He returned to the party last year and became a Rajya Sabha member. Legislators who attended a morning meeting with the chief minister said Akhilesh Yadav made it clear that anyone close to Amar Singh cannot find a place in his government. Hours later, the Samajwadi Party expelled national general secretary and spokesman Ram Gopal for six years from all party posts. Announcing the decision by Mulayam Singh, Shivpal Yadav said Ram Gopal had connived with “communal forces”, pointing fingers at BJP, to destabilize and weaken the Samajwadi Party -- which has a brute majority in the 403-member assembly. “He met a senior BJP leader thrice and is trying to save his son Akshay and daughter-in-law from the CBI,” Shivpal Yadav said, linking the two family members with a tainted chief engineer of Noida Authority. Ram Gopal Yadav denied the charge. Ram Gopal Yadav triggered a controversy earlier in the morning when he released a letter saying only chief minister Akhilesh Yadav can lead the party to
victory in the coming assembly poll. He said people opposing the chief minister were corrupt and without character. Akhilesh Yadav, 43, describing himself as the political successor to his father Mulayam Singh, denied that his decision to oust Shivpal Yadav would split the Samajwadi Party. The party, he said, belonged to “Netaji” - as Mulayam Singh is popularly known. The chief minister also said he would attend the party’s Silver Jubilee function on November 5. The legislators who attended the Chief Minister’s meeting told the media that Akhilesh Yadav became emotional while talking about his relations with his father and said anyone coming between them would not be spared. Soon after the meeting ended, the legislators shouted slogans hailing Akhilesh Yadav and denouncing Amar Singh as a “dalal” (broker). An insider said all efforts to bring peace in the Samajwadi Party were effectively over now and that the party may he headed for a vertical split between the two generations. ANGPTA Bhandari Unit clarifies DIMAPUR: All Nagaland Government Teachers Association (ANGPTA) Bhandari Unit issued a clarification to the ANSTA Bhandari Unit press statement on October 19 which stated that “the teaching community under SDEO Bhandari would remain united under ANSTA, and that any deduction made from teacher’s salary would be done with its knowledge and consent.” All Nagaland Government Teachers Association Bhandari Unit in a press note by convener Rhonthungo and general secretary Samuel Ezung clarified and declared that primary teachers under SDEO Bhandari have dissociated themselves from ANSTA and formed ANGPTA Bhandari Unit during its general meeting on September 10. In this regard, the unit stated it cannot remain united under the same umbrella of ANSTA in any manner. The rally will culminate in Bhutanese capital Thimpu, a distance of more than 1000 km. The rally is organised by the International Friendship Car Rally Association (IFCRA) and supported by the state’s tourism department and Bhutan India Friendship Association (BIFA), an official report informed. The rally, having a theme ‘Reconnect and strengthen the age-old historical linkage, cultural and linguistic affinities between Arunachal Pradesh and Bhutan’, will have more than 20 participants from Australia, Portugal, Bhutan and India. District wide 24-hr shutdown to boycott CM begins Correspondent IMPHAL, Oct 23: Security in Ukhrul has been tightened ahead of chief minister O Ibobi’s visit to some places of the district including the district headquarter for inauguration of developmental projects on Monday. The tightened security measures have been taken up in view of the boycott call given to the visit by Tangkhul Naga Long (TNL). The 24hour total shutdown has begun Sunday evening at 4 pm. The projects to be inaugurated by the chief minister include block development officer (BDO) office at Teinem village, 33 KV power substation at Tangrei, 100 bedded district hospital at district headquarter, 133Kv power sub-station at Hundung and SDO and SBI at Chingai subdivision of the district. The district headquarters and other places where the chief minister and his cabinet colleagues is set to visit has virtually been turned into fortress. Assam Rifles and other central security forces deployed in the district were assisting the state police and armed security forces in taking up intensified security measures, a report of the district headquarters said.
Meghalaya CM calls for regulating border trade in NE S hillong, O c t 2 3 (Agencies): Meghalaya chief minister Mukul Sangma called for regulating trade on the international border in northeast India. Sangma said absence of legal trade led to illegal activities across the borders, which has a dangerous fallout for India as a whole. He was addressing a twoday international seminar on `Border Trade in North East India: A Politico-Economic Perspective` organised by Women`s College here. Referring to pre-Independence days when trade flourished in the remotest and most difficult border areas, the chief minister regretted that no advantage had been derived from border trade after 1947 and that the North-East (N-E) borders have became areas of conflict and poverty. Sangma said the opening of two border `haats` in 2012 -- one at Kalaichar in South West Garo Hills and Balat in East Khasi Hills -- was meant to promote the age-old trade relations with Bangladesh. These not only brought economic benefit but also promoted people-to-people contacts across the borders. “Given the success of these border markets, Meghalaya has submitted a proposal for setting up 22 more border `haats`, of which four have been sanctioned,” he said.

The frontal body further accused O Ibobi Singh and his council of ministers of trying to sabotage the “framework agreement” signed between government of India and NSCN (I-M). TNL has imposed the total shutdown despite differences between frontal organisation and localities and villagers residing in and around the places where the functions are to be held. After due consideration of the merits and demerits of the projects, localities and villagers were reportedly in favour of inauguration of the development projects. According to The Arunachal Times report, Arunachal Naga Student’s Federation (ANSF) during its meeting with NSCN (I-M) has also stated that the collection of taxes by the group in three economically and socially backward districts of

The dead body was first discovered by some women of Nongren village early Sunday morning. Police as well as villagers suspect the lifeless body of the girl was dumped there after killing somewhere else by her assailant(s). No bloodstain was found at the spot where the body was found lying. Police suspected that the girl was killed with a blunt weapon.

NEW DELHI, Oct 23 (PTI): Asserting that his government has initiated far-reaching legal reforms, Prime Minister Narendra Modi on Sunday said it wants to create a vibrant arbitration mechanism as investors need to be assured that the rules of the game will not be changed arbitrarily and commercial disputes can be resolved efficiently. An enabling alternative dispute resolution ecosystem is a national priority as it will not only add to investors’ comfort level but also ease the burden on courts , he said, adding there is a need to promote India globally as an arbitration hub. “Businesses seek assurance of the prevalence of rule of law in the Indian market. They need to be assured that the rules of the game will not change overnight, in an arbitrary fashion. And that commercial disputes will be resolved efficiently. A robust legal framework backed by a vibrant arbitration culture is essential,” he said. Addressing the valedictory function of ‘National Initiative towards Strengthening Arbitration and Enforcement in India’, Modi said towards this end, the government has initiated far-reaching legal reforms. “Over a thousand archaic laws have been scrapped. CJI slams ‘dismal’ show of govt’s arbitration centre New Delhi, Oct 23 (PTI): Lamenting that an avalanche of cases is putting the judicial system under stress, Chief Justice of India T S Thakur today pitched for revisiting legal framework to encourage arbitration and reforms in the existing government-run institution as it has performed “dismally”. He also lamented that India lacks proper institutions to hold arbitration proceedings, forcing people to approach “five star hotels and clubs” for the purpose. Referring to governmentrun International Centre for Alternative Dispute Resolution, he said in its two decades of existence, it has handled only 20 cases which talks of its “dismal performance”. “Domestic adjudication (of arbitration cases) has a great promise for litigants and overburdened courts...courts are overburdened, judges are overworked...18000 judges handled 50 million cases and disposed of 20 million cases... an avalanche of cases is putting the judicial system under stress,” Justice Thakur said here. Referring to the epic Mahabharata, he said Lord Krishna tried to mediate between Kaurava and Pandava,
but failed. “Even gods can fail in mediation, but that does not mean, it is not successful... those who did not see reason were annihilated,” he said in lighter vein. Addressing an international conference on arbitration in the presence of Prime Minister Narendra Modi, he said there is a need to “revisit” the legal framework regarding arbitration awards. The framework should “address and reduce prolongation in courts” once the arbitration award has been granted. How judiciary will deal with arbitral award and the time courts take in deciding cases are arbitral award need to be looked into, the CJI said. He said litigants and arbitrators prefer to go “to five star hotels and clubs to hold proceedings. Niti Bagh club here is a preferred choice as it provides facilities to hold such proceedings”. He said Singapore is a preferred arbitration hub not because it has an impressive building or provides translation facility, but because of its legal framework. Justice Thakur said the criticism that courts interfere in arbitral awards is “not misplaced.”

ANKLESHWAR/ Ahmedabad, OCT 23 (PTI): President Pranab Mukherjee on Sunday said it was essential for India to have a modern healthcare system for all its citizens to enable it occupy its rightful place in the world and merely having high GDP figures is not enough. “We need to have and ensure access for all to the modern and scientific healthcare system. “Without an able body, an able mind cannot work. This is absolutely necessary in order to ensure our rightful place in the comity of nations,” he said after inaugurating the Sardar Patel multi-specialty and heart hospital here in Bharuch district of Gujarat. The hospital has been built by a board of trustees and donors led by founder trustee, Congress MP and political secretary to Congress President Sonia Gandhi -- Ahmed Patel. The President said a country with diseased and ill people cannot compete in the global arena. “If we are sick, diseased, hungry and are not skilled ... then even good figures of GDP and other statistical data will only look like a satisfaction but will not reflect the true picture,” he said. He said the country has to ensure jobs and livelihood for all its citizens which requires a “collective participation” of the people. He urged the trustees and doctors of the hospital to ensure good healthcare for the people of the region who, for the first time, have got a super-speciality hospital in their region. India also has a large number of retired judges, engineers, and scientists who can function as competent arbitrators in various fields. India’s economic interests shall be better served by a higher number of arbitration experts and lawyers. This in turn requires widening the ambit of legal education in India. There is need to develop specialised arbitration bar associations,” he said. He also said there is a need to have professionally run arbitral institutions which can deliver international standards of services at reasonable costs to businesses in India.

Vellore (TN), Oct 23 (PTI): Nalini Sriharan, one of the convicts serving life term in the Rajiv Gandhi assassination case, has written to the National Commission for Women, seeking its intervention in securing an early release for her. “She is the longest serving woman prisoner. She has written to the NCW. Had the Tamil Nadu government used constitutional provisions, she could have been released earlier. However, they are relying on Criminal Procedure Code provisions,” Nalini’s advocate P Pugazhenthi told PTI. He said Nalini’s death sentence was commuted to life imprisonment in 2000 only after the intervention and efforts of the National Commission for Women. Nalini, in her letter, said she has been in prison for 25 long years and was the longest serving woman prisoner. “No day passes without tears,” she said, adding she has not been able to live her life as an ordinary woman. Referring to the release of “hundreds of women prisoners from prison on important days like Anna’s (former Chief Minister and DMK founder) birth anniversary,” she said, “I have almost become depressed.”
New Delhi, Oct 23 (PTI): With deals over USD 12 billion in kitty this month, including leasing of a second nuclear submarine, Russia hopes to bag more projects as it termed itself as not just a business partner but an “ally” who stood by India in its “darkest hours”. Russia is eying the multibillion dollar deal for P75-I project of India under which six conventional submarines are to be built with Air Independent Propulsion systems and the next aircraft carrier project besides the deal to jointly develop a fifth generation fighter aircraft. Asserting that there is no limit to what India and Russia can do together, a top Russian defense official claimed the US and Europeans can never give what Moscow can and has offered. “We are ready not just to deliver most serious weapons, most important weapons but continue to give our state of art technology,” Sergei Chemezov, CEO of Rostec State Corporation, an umbrella organisation of 700 hi-tech civilian and military firms, told PTI. “Russia is a friend, an ally and not a business partner. PANAJI, Oct 23 (PTI): Faced with a barrage of criticism from various quarters over his statements on cross-LoC strikes by the Army, Defence Minister Manohar Parrikar today said he has stopped using the word “strike”. The minister had faced flak from the Opposition for a flurry of remarks over the surgical strikes carried out by the Army in Pakistan-occupied Kashmir in September. “I will prefer to address the gathering in local language. I hardly get an opportunity to address in local language. But I promise you I will not touch any controversial issue. I have already stopped using the word strike,” Parrikar, who was in his home state of Goa, said during the inauguration of a helicopter engines maintenance unit in Sattari tehsil. “You brought the term (strike) in your speech referring to labour issues,” he said on a lighter note after the speech by chief minister Laxmikant Parsekar during the event. On October 17, Parrikar had appeared to give credit to “RSS teaching” for the decision to launch cross-LoC surgical strikes even as he slammed those seeking proof for the Army’s anti-terror operation. The minister had also trashed claims of such operations under the UPA, provoking a counter offensive from the Congress, which accused him of “blatant politicisation” of the issue. Condemning Parrikar for rejecting its claim of surgical strikes having been undertaken by the Army under UPA, Congress had demanded that Prime Minister Narendra Modi tame his “belligerent” minister and BJP chief Amit Shah, and apologise to the armed forces.

Chopper ferrying President’s entourage makes emergency landing Members of President Pranab Mukherjee’s entourage, including Leader of Opposition in Gujarat Assembly Shankersinh Vaghela, today escaped unhurt when the helicopter ferrying them made an emergency landing at Vadodra after developing a technical problem. The incident was reported at about 4:00 PM after the three Mi-17 choppers took off from Ankleshwar to Ahmedabad after the President inaugurated a super-speciality hospital there. However, only the chopper carrying the President and another one landed here. Officials said the third chopper in the fleet developed a technical glitch mid-air and it made an emergency landing at
Vadodara, about 90 kms from Ankleshwar. Vaghela and other members of the Presidential entourage were onboard the helicopter. “All the occupants of the chopper that made an emergency landing in Vadodara are safe. They will take a replacement chopper to reach Ahmedabad,” a senior official said. The last event of the day where the President was supposed to meet the students of ‘Bapu Gujarat Knowledge Village and Samarpan Education and Research Campus’ was also “rescheduled” and timed for an hour later due to this development. The President is on a two-day tour to Gujarat. He had arrived in Gandhinagar yesterday.
Call centre scam: Kingpin fled to Gulf during raid
Siblings Sagar and Reema Thakkar fled the country as police began the raids in the call centre scam. Mumbai, Oct 23 (PTI): When the teams of Crime Branch of Thane Police were busy in raids at fake call centre in connection with the call centre scam, its mastermind Sagar alias Shaggy Thakkar was on his way to flee the country in early hours of October 5, officials said. Crime branch teams raided seven call centres at Mira Road in adjoining Thane district, in the multi-crore scam involving cheating of US citizens by posing as officials of US Tax Department. Police raids were conducted on the night of October 4-5. About 70 directors and key persons of these call centres were arrested and 700 employees were detained.
During the interrogation of arrested directors, police got the name of Sagar alias Shaggy. However, by that time, Shaggy had left the country on October 5 before police could catch him. Police issued a LOC (Look Out Circular) against Shaggy on October 7, two days after his escape, officials told PTI. He is suspected to have fled to Dubai. As the investigation started, a key accused and Shaggy’s elder sister, Reema, fled the country from Delhi on October 8. Police are now trying to get information from immigration authorities about how both the key accused fled the country.

Quick fix mentality
here are many crucial issues confronting Nagaland which could be properly addressed only through wise decisions in order to steer the state from being pushed to the precipice. These issues have been agitating the minds of the public for several decades and merit serious debates and there is no better place than the house of the elected representatives ie., the state assembly. However, when our elected leaders think nothing of spending hardly 35 to 40 minutes for a session; it is not a healthy sign. Nagaland politics is not only about the political problem but those responsible for various problems. Elected representatives and their respective political parties could have thought over the matter so that meaningful discussions and healthy debates could have offered some sense of what inputs members gave for the coalition government to consider. The big question mark is, whether state politicians in Nagaland have ever seriously considered the negative consequences of their self inflicted aberration? Doing what is needed calls for knowing the solutions. Such decisive actions can only be effected when these are pursued with a sense of total dedication and without fear or favour. Nagaland has suffered tremendously during around two decades because leaders chose the easy way out and eagerly grabbed any opportunity for the sake of short term gains and consequent long term pains. Without free, frank and fearless debates, the problems will continue till they become unmanageable. Part of the problem arise when everybody becomes more inclined for a short term, quick fix solution. Such a quick fix solutions are symptomatic treatments. There have been too many symptomatic treatments in the past, which proved to be worse than the disease. In the light of several events that have taken place during the past several months, it may not be out of context to suggest that the cacophony of political hype and hyperbole in Nagaland does little to mitigate the people’s undercurrent of despair. When individual members provide rational inputs, these may not be wholly accepted but nevertheless, they are the voices of members of society. Politicians, society’s leaders and thinkers today need to speak honestly and boldly, so that society can look towards stepping into the realm of progressive development from the dead sea of rhetoric, insane logic and hegemony of ideology that has possessed people for as many decades. Times have brought about rapid and drastic changes in the human minds and also brought about new awareness and understanding and new challenges. It is no longer revolution but evolution that today’s generation must confront if they are to take their rightful place as people with. Conversations consist not only in what is said but what is not said. Wrongs that are not righted or corrected happen when no one wants to say things that differ to make people think and repent. Like any other society throughout the world, Naga society too cannot afford to live in isolation since the sinews of global economics has become the driving force that makes modern society inclusive and where rationality is the sublime that provides the nutrients for holistic development. The state is in need of proper direction but unfortunately, all leaders are busy with pursuit of the vicious cycle of money and power and have no time for non-profit ventures.
BRICS now a major system, to correct global financial structure T he political brouhaha subdued the economic gains of Goa BRICS summit. Economic talks in BRICS, as also in its sidelines, have played a significant role, including India pitching for mechanism against black money. The deals with Russia and India would total around $ 23 billion. It includes the sophisticated S-400 missiles and Rosneft purchase of 98 percent of Essar oil and its refinery. Besides, another $ 25 billion Russia-India oil pipeline is being worked out. A significant BRICS agreement was on setting up of an international credit rating agency. Of late, India, Russia and other developing nations expressed unhappiness over the functioning of rating agencies. Finance Minister Arun Jaitley has repeatedly expressed concern over the bias and methodologies of some of the western agencies. The BRICS declaration stresses on shared vision of transforming the global financial structure on fairness and equity. Prime Minister Narendra Modi at the conclusion of the meet said, “In order to further bridge the gap in the global financial structure, we agreed to fast track the setting up of a BRICS Rating

Agency”. The New Development Bank (NDB), formed by BRICS, president KV Kamath also expressed concern over big three rating agencies –S&P, Fitch and Moodys, all based in the US. International rating agencies still have their reservation about BRICS and are propagating that the group has “limited success or tottering”. The NDB now plans to more than double its commitment to support infrastructure projects to the tune of $ 2.5 billion by 2017. The bank has made commitments of $ 911 million this year. The NDB would raise $ 1.5 billion from multiple sources next year. Russia, China and South Africa have paid two years of their commitment in advance. This indicates the seriousness of members to make the NDB a success. The BRICS business council has also been told to work in close coordination with NDB. In late September, Jaitley had called upon strengthening capitalization of the IMFWorld Bank so that countries like India could benefit from the soft funding. If our people are really followers of Christ , Nagaland will be a land of truth and peace. But in practice, our land is full of violence, bloodshed, corruption and tribalism. Is there any political or social crisis which is settled amicably in term of complying with the teaching of Christ as far as your memory goes? Christianity is not a religion but is a practice of the perfect characteristics of God. In contrary Nagaland is a land of serving quit notice, declaration of non – cooperation, suspension of recognition, dissociation, forming parallel organization, defection and welcoming defectors as home comers. It is easy to ignite tribal communalism and Tribal feuds. Will the Nagas continue to be a cauldron or to get bogged in a quagmire? We have apex organizations such as Naga Hoho, ENPO, NMA, GB Federation and NSF. Tenyimi union was opposed by some leaders and now there are NTC and CNTC. So Nagaland should be re-demarcated according to the constitutional provision. 2. On the conceptual and historical dimensions of integration/unification of land in the Naga context:a) Historic point of view by many Naga scholars stated that Naga tribes belong to the Mongolian race, Naga tribe has settled in Nagaland, Assam, Manipur, Arunachal Pradesh and Burma since the ancient age. The history of Nagas could not be traced from ancient times, as we Nagas have no separate written script; our history is made known through verbal folk tales and stories. b) For unification of Nagas, Nagas as a whole should have one script of our own or we should make use of English as our official language. c) Nagas should will for peace in word and action. Every Naga by blood and birth should obey our customary law. Every Naga should keep aside tribalism, but should feel that we are one family. d) Every Naga tribe has its own vast land for agriculture so land dispute within the Naga tribe must be settled according to our customary law.

into north-east India. India has also signed agreements with Myanmar in power, banking and insurance. An MoU was signed on banking supervision between the Reserve Bank of India and the Central Bank of Myanmar while another MoU was inked for designing an academic and professional building programme for the insurance industry of Myanmar. There are also agreements pertaining to construction of 69 bridges on the Tamu-Kalewa section of the trilateral highway connecting India, Myanmar and Thailand. India is also keen on cooperation in the field of renewable energy and traditional medicines. Apart, the agreements with Myanmar would make borders with India secure and curb insurgent activities in both the countries. It will bring the two nations closer and may put an end to the parallel governments on both sides of the border. It is just not that India alone had deals with other countries. China also has taken the opportunity to create its market in the neighbourhood. Chinese president Xi Jinping visited Bangladesh just before the summit and
promised $ 20 billion aid against Indian promise of $ 2 billion. Jinping is trying to create a large manufacturing base and make Dhaka more dependent on it. It is also wooing Nepal for closer ties including extension of the railway track from Tibet. Is BRICS becoming a platform for mutual competition? To some extent, it seems so. Russia and China also give preference to their mutual concerns more than the common interest of BRICS. So anti-Assad groups of Syria were forced to be named in the declaration but groups operating in Pakistan were not mentioned. Despite the problems, BRICS is coming up as important group and more so with the inclusion BIMSTEC. It is becoming a larger forum that includes almost two fifth of the world population. Its development bank is poised to be a competitor with World Bank. The BRICS proposals are creating ripples in the world economic scenario. It is expected to create significant changes. For India, it is a unique forum through which it is trying to change the regional geo-politics as well. Politics apart, as economic grouping, BRICS is likely to be a keen competitor to the western system.

Doing Theology is better than learning Theology
I
n the past people talk about ‘learning theology’: who is God, what is God doing, how do we know God, what are we to learn, how are we to learn about God, what kind of theology and so on. But the time of learning theology has gone. Now is the time of ‘doing theology’. People believe us by seeing of what we are doing rather than by what we are saying/preaching. They are clever enough that they judge us by what we do rather than by what we say. Saying something good is not enough to convince others. Good has no value unless we put it into practice. Faith has no effect unless we put it into practice. Therefore ‘doing theology’ is better than ‘learning theology’ even as the ‘Word became flesh’ in Jesus. I have met some of the children of the pioneers of tribal theology. They cannot communicate with each other in their own mother tongue. So their family members communicate with each other in English. I start asking in my mind: why these people are talking so much about tribal theology when their children cannot even speak mother tongue? What is the use of telling about tribal culture when they have neglected tribal culture by themselves? Is
it right to have seminar on tribal theology from Five Stars Restaurant? How can we believe of a dalit theologian who talk so much about the brokenness of dalit people but always travel by flight in first class saying that they don’t have time to travel by Train or Bus? I am not condemning them but I am just saying that ‘doing theology’ is better than ‘learning theology.’ In other word, theology must be exhibited in actions not just in mere words. We live in a world where there are so many good speakers but less doers. ‘Everybody said but nobody did’ is the kind of world we live in. God does not need so many speakers but only few doers/ workers to change the world. We talk so much about sacrificial God but we do not want to sacrifice ourselves: our time, our energy, our sleep, our family, so to say our comfort zone for society. It is this comfort zone that keeps us confined to our own interest and alienates us from society. This is big challenge to theological community today. If we are to be good ministers of God, we must sacrifice our comfort zone. Our theology must be able to exorcise the evil spirit of comfort zone from us.

If anyone is in Christ, he is a new creation; old things have passed away; behold, all things have become new. —2 Corinthians 5:17 Our Lord never tolerates our prejudices— He is directly opposed to them and puts them to death. We tend to think that God has some special interest in our particular prejudices, and are very sure that He will never deal with us as He has to deal with others. We even say to ourselves, “God has to deal with other people in a very strict way, but of course He knows that my prejudices are all right.” But we must learn that God accepts nothing of the old life! Instead of being on the side of our prejudices, He is deliberately removing them from us. It is part of our moral education to see our prejudices put to death by His providence, and to watch how He does it. God pays no respect to anything we bring to Him. There is only one thing God wants of us, and that is our unconditional surrender. When we are born again, the Holy Spirit begins to work His new creation in us, and there will come a time when there is nothing remaining of the old life. Our old gloomy outlook disappears, as does our old attitude toward things, and “all things are of God” (2 Corinthians 5:18). How are we going to get a life that has no lust, no self-interest, and is not sensitive to the ridicule of others? How will we have the type of love that “is kind…is not provoked, [and] thinks no evil”? (1 Corinthians 13:4-5). The only way is by allowing nothing of the old life to remain, and by having only simple, perfect trust in God— such a trust that we no longer want God’s blessings, but only want God Himself. Have we come to the point where God can withdraw His blessings from us without our trust in Him being affected? Once we truly see God at work, we will never be concerned again about the things that happen, because we are actually trusting in our Father in heaven, whom the world cannot see.

Nagas have sought with the govt of India for sovereignty and declared August 14 as Naga Independence Day. So far our Independence is a dream not reality. c) As we have shed maximum blood for our self rule. It is to be noted that bloodshed is not a solution for sovereignty. We have lost our near and dear ones for creating enmity within our Naga society. If our Naga nation workers truly love, care and yearn for sovereignty. I appeal that they should keep aside factionalism, my sincere appeal to the Nation worker is NSCN (IM) NSCN (K) and FGN must sit together and negotiate for a solution to achieve sovereignty. Top leaders of NSCN (IM) NSCN (K) and FGN should have a meeting in some third undisclosed country to resolve the dispute among themselves. d) Naga political issue could also be settled according to the constitutional provisional of the govt. of India, so we Nagas should have to unite and work for peace. 4. The processes and challenges of Naga integration/Unification:a) The peace committee set up by the State govt of Nagaland should strive for bringing the three factions of Naga nation workers together for negotiating among themselves. b) The govt of India should not obstruct the initiative for peace, which the state govt of Nagaland seeks for. C) Naga social organisations should join hands together for peace. We should have to educate our people for unity and not for isms. d) Keep aside your personal enmity. It is sad indeed that the residential form of theological education (as we have today) had produced many good speakers but failed to produce many doers of the word. Ours is a protected community oriented where students are adjusted to a community disciplines, abiding by campus rules and participating in the routine of corporate worship services, and follows fixed study time. While it helps in developing personal and spiritual discipline of theological students, there are dangers involved too. The danger in this kind of residential theological education is that it often turns out to be a ghetto community that concerns with its own interests, petty quarrels, and totally unconcerned about the what happens outside. We cut ourselves from the outside world for whom we undertake theological training. We fail to understand the real problems and hopes, anxieties and aspirations of the people. In a protected community, only protected theology can grow. There are no challenges from society to such a theology, and so, such a theology has hardly the capacity to challenge the society. We continue to produce many Pharisees and Levites but less Samaritans. Many theological graduates are
experts in running the affairs of the Church but completely fail to connect theological knowledge with wider society. Therefore in order to develop a relevant and challenging theology, we must search for ways and means for theological education to take place outside of theological campus. We must think of our involvement outside of ‘mission compound’ or within the four walls of the church. Living a good life in the mission compound or preaching a good sermon within the church cannot bring transformation in the society. We must dismantle ‘mission compound’ mentality. We must leave behind the ‘holier than thou’ attitude of the church. We must be one with the people sharing their joys and sorrows, their pains and happiness, their anxieties, their aspirations. We need to learn many things from society and not always trying to teach them. This will make ministry fruitful. To that end, Baptist Theological College, Pfutsero, is initiating a Life Skills Training Institute with the hope of injecting new thoughts and providing new perspective to theological education. Z. Overcoming the fear of examination
T
he year is about to end and with exams being round the corner, it seems everyone, right from kids and parents to teachers and schools are undergoing a constant pressure and stress. Competition and peer pressure can take out the best, or the worst of a child, depending on how well the kid handles it. Before the examination, the students suspend pleasure giving activities. They do not go the playground; cancel their picnic and forget about cinemas. They are busy with their books; go on reading while sipping a cup of a tea; go on revising while lying in bed. The fear of exam touches the highest point on the night before the examination. In the examination hall one feels that everything “I should have read that particular question “.The student feels disturbed and turns the pages of question paper hastily and rolls his eyes for the easiest at first. However, some positive steps may help the examinees to reduce their stress and assist them in achieving their target. Preparing a time-table: A well-planned day helps in better performance.Dividing the hours of day and allotting specific time slots to specific subjects can make the kids prepare and study easier. Exercising : Students who do not regularly indulge in physical exercises or meditation are advised to bring about a slight change in their daily routine at least 1 month prior to their exams and wake up as early as possible. Then for sometime sit quietly with legs folded and closed eyes. Try to evaluate how much portion of studies have
been completed and how much is yet to be finished. Exercises improve blood circulation, brings more oxygen into the body, which keeps the brain more active, and removes lethargy and sluggishness. Practicing mock tests: Getting acquainted to what’s coming up is one of the best steps to take to ace that test. Practice mock test and previous question papers; it gives a good knowledge about the kind of questions that may come up, which chapters carry a greater mark weightage etc. Mock Tests are indeed helpful, since Practice makes a man perfect. Taking a break: Constantly pressuring and overburdening oneself can have a negative and opposite effect on the exam score- trying to do too many things at a time without
a break, will probably not get more than halfway through. Its better to take small 10-15 minute breaks in between every study session-play with pet or just simply walk around the house. Sleeping properly: Getting adequate sleep is important, especially during exams, where the entire focus is on mental faculties. Thinking positive: Last, but not the least, positive thinking, which may seem monotonous and boring to many of us, should be implemented during exams. (PTI) New Delhi, Oct 23 (IANS): Ten more birds died on Sunday due to bird flu in the now shut Deer Park here, prompting Delhi Animal Husbandry Minister Gopal Rai to order an anti-virus drive. After a visit to the park in Hauz Khas, Rai set up a 10-member team to spray anti-virus Mycrodacyn in the area. He ordered a sample of water from the sprawling park to be sent to the central lab in Bhopal. The same lab had ear-
lier confirmed that the virus strain found in the initial sample of birds was H5N8 avian influenza. Rai expressed concern over the rising fatalities among migratory birds. Seventeen birds had died on Saturday in the park, which is home to a large number of deer. Six birds had died on Friday. “To increase immunity among birds, they will be given multi-vitamins and pieces of garlic along with their food,” the minister said.
Rai called a meeting of coordination committee in the Delhi Secretariat on Monday to mull further action on the spread of H5N8 influenza virus. The Delhi government on Thursday set up a 23member committee to coordinate work among various departments and to probe the reasons behind the bird deaths. Because of bird f lu deaths, the Delhi Zoo has also been ordered shut until further notice.

But the government hopes to complete the project works on time.” The Union Government had launched the PMKYS last year with an aim to enhance physical access to water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc through major and minor irrigation projects. The AIBP was launched in 1996-97 to provide central assistance to major/minor irrigation projects in the country with an objective to accelerate implementation of such programmes. Since its inception, 143 projects have been completed under AIBP.

New Delhi, Oct 23 (PTI): Amid growing strain in Indo-Pak ties, government is planning to fast-track four projects in Indus river basin to increase irrigation area in Jammu and Kashmir by nearly 2.05 lakh acres, weeks after India decided to “exploit to the maximum” the water of Pakistan-controlled rivers, including Jhelum, as per Indus Water Treaty (IWT). Prime Minister Narendra Modi had last month chaired a meeting to review the 56-year-old IWT in the aftermath of the Uri attack, asserting that “blood and water cannot flow together.” Of these four projects, three --Tral Irrigation Project in Pulwama, Prakachik Khows Canal in Kargil and restoration and modernisation of main Ravi Canal in Jammu’s Sambha and Kathua-- are expected to be completed by this fiscal. Jammu, OCT 23 (PTI): Warning that the 24-hour long lull on the border can take any turn any time, the BSF on Sunday said that it was fully prepared to deal with any eventuality and any border build-up by the Pakistani side on the International Border in Jammu and Kashmir. “Yes, there is lull on the IB for the past 24 hours. We have no doubt that this peace can take a turn anytime and we are fully prepared. “If they try to do anything they will be given a befitting reply. We are fully prepared for that”, Additional Director General (ADG) BSF Western Command, Arun Kumar told reporters on the sidelines of a wreath laying ceremony here. In the wake of reports of a border buildup by Pakistani troops across the IB, Kumar said BSF has the information and it was fully prepared to deal with any eventuality. “I think we are having the information, we are ready for any eventuality and if they are building up we are ready for it”, he said. The IPS officers association has hinted at the role of IAS officers for delay in getting their legitimate benefits. The association said its officers have a genuine reason to feel concerned when delays in granting the recommended, and sometimes even the entitled, service benefits become too frequent which lead to accentuation of inter service disparities. “When beneficiaries (IAS officers) of such disparities occupy the role of advising the government, apprehensions of conflict of interest are bound to arise unless extra steps are taken to make the process transparent, time bound and objective,” it said in a statement issued today. The IPS association resolves to represent to the government for due recognition of their services and regarding delays in resolving the service related issues, the statement said. The issue of pay parity was discussed during Annual General Body Meeting (AGM) of Indian Police Service (Central) Association held yesterday.

New Delhi, Oct 23 (PTI): With both the one-time black money declaration windows concluded, the Income Tax department is set to intensify its crackdown against stash holders after a recent case where an IDS participant surrendered a fresh Rs 30 crore of unaccounted wealth to the taxman after raids were conducted against him. The case that recently took place in Kolkata has stunned authorities of the I-T investigations wing after the said business entity produced, during searches, a bonafide receipt of declaring about Rs 3 crore worth of black money under the Income Declaration Scheme (IDS) that ended on September 30. The entity, however, had concealed about Rs 30 crore illegal wealth which only came to light when the department conducted a “routine search” base on “actionable information” of tax evasion few days back. In yet another similar case, a Delhi-based lawyer recently disclosed Rs 125 crore of black money to the taxman after searches were conducted against him, post the closure of IDS. In this case reported from the national capital, the person concerned did not avail the IDS opportunity but got caught soon after the taxman came calling at his doorsteps.

The offiicial said the regulator is looking to beef up its own surveillance and risk management systems, as also that of the market infrastructure entities to check any cyber threats, while various intermediaries would also be asked to strengthen their respective systems, networks and databases. Given the dynamic nature of new technologies, the risk management systems would also need to keep evolving so as to keep pace with the newer kinds of threats that may come to fore, the official added. New Delhi, Oct 23 (PTI): Markets regulator Sebi is mulling a greater push to put in place strong safeguards against cyber threats to bourses, brokerages and other entities, amid concerns over the largest-ever banking data breach wherein 32 lakh debit cards are feared to have been ‘compromised’. The regulator will also look at the best global practices in this regard including through inputs from the regulatory authorities in advanced markets, while consultations will be held with government entities as well as with the information technology and cyber security experts, a senior official said. While the Securities and Exchange Board of India (Sebi), which is mandated to regulate stock exchanges, clearing corporations, brokerages, portfolio managers, fund houses, rating agencies and a host of other entities in the capital market space, is already in the process of appointing a chief IT security officer to oversee various initiatives aimed at protecting the marketpace from cyber threats. Moreover, due to prospects of higher crop production in the country, the prices of cotton have been falling during the last 2 months of August and September of the cotton season. “We expect MCX cotton prices to ease a bit towards Rs 18,500 from the current market price of Rs 19,640/bale, while NCDEX Kapas from market price of Rs 870/20 kg can move lower towards Rs 800 during the peak arrival season in November and December,” said the Angel report. Earlier, cotton prices have touched three years high during July and August on reports of lower cotton acreage in Punjab and Haryana. With increase in the cotton prices, acreage in the country recovered during August-September on above normal and well distributed rains in cotton-growing states. As per officials of the Nagpur-based Central Institute for Cotton Research (CICR), the yield forecasts for cotton will increase by 10 per cent due to sudden spell of heavy rains in cotton growing regions of Maharashtra, Gujarat, Telangana and Karnataka during last weeks of September but there are every chance of delay in arrivals, the report said.

Mumbai, Oct 23 (PTI): After riding high in July and August, domestic cotton prices are expected to ease in the coming months due to arrival of new crop coupled with lower consumption and exports in the current season, says a report. Cotton prices in futures market have been trending down since last month. They are however still on the higher side at Rs 19,650 per bale. The prices are 25 per cent higher as compared to last year for the same period. “The major factors which will decide cotton prices in coming months are exports and domestic mill demand for Indian cotton,” Angel Broking Agri Commodities Analyst Ritesh Kumar Sahu said in a report. “As per the Cotton Association of India (CAI), the cotton supply in the domestic market will be sufficient as the export and consumption will be lower during the current cotton season,” he said. Cotton harvest has also started and new kapas has arrived in the market. It will still be time before peak arrivals start after Diwali, during December and January, due to late harvest expected in Gujarat and Maharashtra. Total availability of cotton in the country is pegged at 398 lakh bales versus estimated consumption of 309 lakh bales. The export will decline by 40 per cent in 2016-17 to 849,000 tons compared to 12.55 lakh tonnes last year.

The government asked regulator Reserve Bank of India (RBI) as well as banks to provide details of the data breach and also preparedness to deal with cyber crimes. There are around 60 crore debit cards operational in India, of which 19 crore are indigenously developed by RuPay while the rest are Visa- and Master Card-enabled. Of the debit cards affected, about 26.5 lakh are on Visa and MasterCard platforms while 6,00,000 are on RuPay. The breach reportedly involved some 90 ATMs. While Visa and MasterCard, in separate statements, have stated that their own networks had not been compromised, Hitachi subsidiary Hitachi Payment Services, which manages some of the ATM network processing, was investigating the matter, including whether there was a malware problem. The Hitachi ATMs deployed by many white label ATM players and Yes Bank were impacted by the malware while usage at other ATMs were completely secured. New Delhi, Oct 23 (PTI): The Finance Ministry has asked various agencies, including RBI, which are looking into the largest banking security breach involving over 32 lakh debit cards, to submit their report in 10 days. “We expect result of the technical enquiry in the next 8-10 days. This will give us exact picture of the entire incidence. It will give us lead as to where hacking or compromise took place,” Finance Ministry sources said. Earlier this week, Finance Minister Arun Jaitley had said the government asked RBI and banks to provide details of the data breach and also banks’ preparedness to deal with cyber crimes. As many as 32.14 lakh debit cards of various public and private sector banks are feared to have been ‘compromised’ by cyber malware attack in some ATM systems. Several banks, including state-owned SBI, have recalled a number of cards while many others blocked the ones suspected to have been compromised and asked their customers to change PIN (personal identification number) before use. Fraudulent withdrawals have been reported from 19 banks so far while complaints have been received from a few banks that their customers’ cards were used fraudulently abroad, mainly in China and the US while the customers were in India. These provide for online registration by residents within three days of submission of application. Non-residents who will come under the purview of the GST will be required to electronically submit the application for registration at least five days prior to the commencement of business and shall also deposit full tax liability in advance. The draft rules also provide that if a tax official fails to take action on registration application within a stipulated time frame, the application for grant of registration shall be deemed to have been approved.

Mosul, Oct 23 (Agencies): Kurdish Peshmerga forces are within five miles (eight kilometers) of Mosul, commanders said Sunday after days of fighting and sweeping territorial gains in the operation to free the key Iraqi city from ISIS control. Afghan opium cultivation rising: UN KABUL, OCT 23 (Agencies): Afghanistan saw a 10 per cent jump in opium cultivation this year because of bumper harvests, collapsing eradication efforts due to growing insecurity and declining international aid to combat drugs, the UN said Sunday. Cultivation dropped last year due to drought but it has been on the rise in the past decade, fuelling the Taliban insurgency and spurring a growing crisis of drug addiction despite costly US-led counternarcotics programmes. High levels of cultivation this year meant the estimated opium production soared 43 percent to 4,800 tons, a UN Office on Drugs and Crime (UNODC) report said, underscoring a “worrying reversal” in efforts to combat the scourge of drugs. “The cultivation has increased by 10 per cent this year compared to the same time in 2015- from 183,000 hectares to 201,000 hectares,” counternarcotics minister Salamat Azimi told reporters while releasing the UN report. The statistics represent the third-highest level of cultivation in Afghanistan in more than two decades - after a record high in 2014 and 2013. Officials cited favourable weather, rising insecurity and falling international donor support as the main reasons for the increase in cultivation in Afghanistan, the world’s leading producer of opium. Nepal’s anticorruption chief faces impeachment Kathmandu, Oct 23 (PTI): An impeachment motion was today tabled in the Nepalese parliament against the chief of the country’s anti-corruption commission, four days after he was suspended amid accusations by lawmakers that he abused his position. The discussion on the motion against Lokman Singh Karki was expected to begin on Tuesday. Karki headed the Commission for Investigation of Abuse of Authority (CIAA) since 2013. But his installation remained controversial from the beginning as he had himself been the subject of graft inquiries, although he was never convicted. In a meeting of House, Speaker Onsari Gharti Magar said the discussion on the motion would commence on Tuesday. After the deliberations in the House, the impeachment motion would be sent to the Impeachment Recommendation Committee (IRC). As per the constitutional provision, the House would then put the motion to vote if IRC recommended further proceedings. The impeachment motion against Karki was registered by 157 lawmakers from the main opposition CPN-UML and the ruling CPN (Maoist Centre) of Prime Minister Prachanda on Wednesday.

The four-day meeting of the plenum of Communist Party of China (CPC) kicks off China’s political season which will culminate in changes at the top leaders except Xi and Premier Li Keqiang in the autumn next year when the party convenes its 19th Congress during which a new Politburo Standing Committee will be appointed. Xi, 63, currently heads a seven member Standing Committee of the CPC which virtually rules China. Since he took over the leadership in November 2012, Xi has emerged as the most powerful leader of China in recent times starting his ten year tenure as head of the Party and powerful military, besides the Presidency. While the Standing Committee in the past represented collective leadership principle enunciated over three decades ago, critics say Xi’s emergence as a powerful leader has overshadowed other six members of the Committee including Li. Karachi, Oct 23 (PTI): Three Pakistani men, alleged to be ‘spies’ of India’s external intelligence agency R&AW, have been acquitted by an antiterrorism court here citing lack of evidence in five cases relating to carrying explosives and illegal weapons, media reported today. Tahir, alias Lamba, Junaid Khan and Imtiaz have been booked for allegedly carrying explosive materials and unlicensed weapons in a Malir locality in April last year, Dawn reported. Police had alleged that the men belonged to Muttahida Qaumi Movement - a Karachi-based political party claiming to represent Mohajirs (Urdu-speaking people of Sindh province) - and were trained by the Research and Analysis Wing (R&AW). MQM is the singlelargest party in Karachi and has dominated its political landscape for years, but since a “clean-up” operation began on the orders of the federal government, the political party has come under pressure. Judge Abdul Naeem Memon of Anti-Terrorism Court-VI, who conducted the trial inside the central prison, exonerated the accused, saying the prosecution was unable to establish their cases against the accused beyond any shadow of the doubt, the report said.

5,700 migrants rescued in two days Mediterranean, Oct 23 (Agencies): Rescuers pulled 5,700 migrants and refugees to safety during dozens of operations Friday and Saturday in the Mediterranean Sea, the Italian coast guard said. But 14 bodies were recovered in a span of two days, the coast guard said. On Saturday alone, 2,400 migrants were rescued in the central Mediterranean in more than 20 operations involving ships from nongovernmental organizations and the Irish Navy, according to the Italian coast guard. On Friday, 3,300 migrants and refugees were rescued off the coast of Libya in 24 operations, the Italian coast guard said. echnicolors one of the contestant at the Hornbill International Rock Contest 2014 is out with their debut single “Like a Fool” on indihut, a Nagaland based music website. The track was recorded and produced at Clef Ensemble Studio, Kohima. Technicolors is a four piece alternative pop-rock band based in Kohima, Nagaland formed in the late summer of 2014. The band consists of Nguvito (Ato) on the vocals, Richard Kath on lead guitar and backing vocals, Meribemo on the bass guitar and Vivito Lohe on the drums. Technicolors presents an original blend of modern rock tempo that makes it an intimate relationship with a new age musical style. Their music featured with a scathing mix of blues music with a little tinge of offtempo beats can be attributed to their influence of alternative rock on their music.

The 75-year-old singer was named the shock winner of the prize last week. But all efforts by the Swedish Academy to contact him have failed, and he has not acknowledged the win in public. Academy member Per Wastberg told Swedish television: “He is who he is,” adding that there was little surprise Dylan had ignored the news.

‘Dangal’ inspired by a small newspaper article

he story behind Aamir Khan starrer ‘Dangal’ was inspired by a small newspaper article about the father, who trained his daughters to become world class champions. An article in 2012 about Mahavir Singh Phogat caught the attention of one of Disney’s creative executives Divya Rao and inspired her to imagine a movie about the Phogats. The stories behind the spark of an idea for some of our iconic movies have always been fascinating like this one which was about Mahavir’s decision to train his daughters in
wrestling, a game commonly perceived as a man’s sport across the country, especially in a state like Haryana. When Rao pitched the story to Siddharth Roy Kapoor and other members of the Disney team, they instantly agreed to tell it on the big screen. The next step was to bring someone on board for penning down the story and directing it. It was then that Nitesh Tiwari came on board. He saw the soul in the story and immediately set off for Haryana to meet Mahavir Singh Phogat and his wrestler-daughters.

Goa grabbed their first win in five matches against Mumbai City FC in the last game after just a point in the first four matches. Kerala also logged four points from their last two matches after securing just a point from the first three games. “This game we need to do our best to get the points that we need. This year the tournament is balanced and may be different from the other seasons. UN refuses to probe ban on Russian Paralympians Moscow, Oct 23 (IANS): The United Nations Committee on the Rights of Persons with Disabilities (CRPD) refused to investigate ban on the Russian Paralympic team at the 2016 Rio Games, chairperson of Russia’s Civic Committee for family, children and motherhood Diana Gurtskaya has said. In August, Gurtskaya sent a letter to CRDP Chairperson Maria Soledad Cisternas Reyes, asking her to probe the ban on Russian Paralympians. The CPRD answered that it could not reconsider decisions of the organisations such as the International Paralympic Committee (IPC), reports Sputnik. “That is an informal and incorrect answer -- we are taking as a premise that concrete member states of the International Paralympic Committee have roughly violated the direct ban on discrimination on the basis of disability,” Gurtskaya said on Saturday. “These countries are members of the UN Convention on the Rights of Persons with Disabilities and their actions must be assessed by the United Nations’ supervisory body. We will seek justice with the help of the Russian Foreign Ministry and our representatives in the United Nations.”

Valencia coach Cesare Prandelli made a brave change at the break bringing on former Barca striker Munir El Haddadi and he was rewarded in the 53rd minute when the youngster leveled the score with a left foot shot. Things got even better three minutes later when Rodrigo put Valencia ahead with a close range effor t following a sublime pass from Nani. Seven minutes later Barca were level with Suarez on hand to lash a left foot shot home after Alves had produced another fine save from a Rakitic header. From then on it was end to end stuff with Nani having a chance to put Valencia ahead before the late drama saw Messi’s penalty seal it in the dying minutes of the game.

PHILLIP ISLAND, Oct 23 (Agencies): Cal Crutchlow seized on a blunder by new world champion Marc Marquez at Australia’s Phillip Island on Sunday to win only his second MotoGP. The Briton, who turns 31 next week and was competing in his 103rd MotoGP, capitalised when Marquez made a mistake and crashed out on lap 10 while holding a big lead. Crutchlow maintained a solid race pace on his LCR Honda to beat Italian great Valentino Rossi on his Movistar Yamaha by 4.218secs, with Spain’s Maverick Vinales third on a Suzuki Ecstar. The race turned dramatically when Marquez, who claimed his third premier class world crown with victory in Japan last weekend, slid
off his Repsol Honda into the gravel on Turn Four when in command. Crutchlow swept to the front and held off the nine-time world champion Rossi until the chequered flag as Vinales and Andrea Dovizioso battled for third. He became the first British winner of the Australian MotoGP. It was Crutchlow’s second victory in premier class after beating Rossi and Marquez in this season’s Czech MotoGP in August. “Someone asked me last week what I thought about going to Phillip Island and I said I planned to come and win... it’s nice to win one in the wet and the dry because people only think you can ride in the rain when you win in it,” Crutchlow said.
“I had to stay strong, I thought my pace in the race was good and better than in other years here,” Crutchlow said. “I was pleased to to be able to take advantage when it came and we look forward to Malaysia now.” Crutchlow had memories of his crash at the same corner two years when he trailed race leader Rossi on the last lap at Phillip Island. I won’t sell Rooney: Mourinho Lo n d o n , O c t 2 3 (Agencies): Manchester United manager Jose Mourinho has stated in no uncertain terms that he will not sell Wayne Rooney while he is at the Old Trafford helm. The 30-year-old striker has struggled to hold down a regular starting berth under the Portuguese tactician this term, leading to suggestions that the England international could be placed on the transfer list in the near future. H oweve r, M o u r i n h o has dismissed such notions, highlighting Rooney’s legendary status at the club, although he admits it has been difficult to consign the United stalwart to the substitutes bench. When asked if he was considering selling Rooney, Mourinho told Sky Sports News HQ: “No, never. “I will never make that decision. A player of his stature, a player of his history in the club will never go to point where club or manager want to make that decision for him.” “I put him [Rooney] on the bench for three matches in a row. M a d r i d, O c t 2 3 (agencies): Barcelona have confirmed Andres Iniesta will be out of action for up to eight weeks with a knee injury, making him a major doubt for the first Clasico of the season against Real Madrid. ‘Se e ing I nie sta hur t is like seeing a puppy hurt’ Iniesta had to be removed from the pitch on a stretcher after sustaining damage to the lateral collateral ligament of his right knee in a heavy challenge from Enzo Perez in the first half of Saturday’s 3-2 victory over Valencia. The Spain international appeared to jar his leg as Perez slid in with a robust tackle after 14 minutes at Mestalla and was replaced by Ivan Rakitic. Barca earlier confirmed Iniesta had sustained ligament damage and would undergo further tests to find out the full extent of the injury upon his return to Catalonia. The midfielder has now been ruled out of action for up to two months. An official club statement read: “Andres Iniesta has a partial injury to the lateral collateral ligament in his right knee. Time out of action is approximately six to eight weeks.” Iniesta is now a major doubt for the Clasico against Madrid at Camp Nou on December 4, which is almost exactly six weeks away. It is another blow for Luis Enrique, who lost key defensive duo Jordi Alba and Gerard Pique to short-term injuries in the 4-0 victory over Manchester City. In the aftermath of the win over Valencia, Luis Enrique vented his frustration that Perez was not shown a yellow card. He said, “It’s a clear incident in which we saw the player get injured, and there was no yellow card. It’s a serious one [injury].”
Pune, Oct 23 (IANS): FC Pune Citys home woes in the Indian Super League (ISL) football tournament continued as they could only manage a 1-1 draw against Chennaiyin FC here on Sunday. Chennaiyin arrived here on the back of two successive victories against FC Goa and NorthEast United and the defending champions appeared good enough to continue with their winning run, thanks to a fine goal from Jeje Lalpekhlua in the 28th minute. Pune City, however, rescued a point late in the game after Anibal Rodriguez scored from a free-kick in the 82nd minute at Shree Shiv Chhatrapati Sports Complex Stadium. The draw left FC Pune City with just five points from their first five matches -- four of them home matches -while Chennaiyin FC moved to the third spot with eight points. The match marked the return of Pune coach Antonio Habas from a four-match suspension. Chennaiyin coach Marco Materazzi relegated Jeje to the bench for the last two matches but named him in the starting line-up on Sunday. He was rewarded for his judgement as Jeje won a tussle with Pune defender Eduardo Ferreira for the ball and capped the move with a superb lob over an out-of-position goalkeeper Edel Bete. Bete tried to backtrack and retrieve the situation but Jeje’s lob had enough power to carry the ball into the net. Chelsea thrash Mourinho’s Man United London, Oct 23 (Agencies): Chelsea produced a dominant display to ensure Manchester United manager Jose Mourinho’s return to Stamford Bridge ended in a humbling 4-0 defeat. Mourinho was back at his old stomping grounds for the first time since being sacked by the club he guided to a third Premier League title in 201415, but he had no reason to celebrate as Antonio Conte came out well on top in their first meeting in English football. Local Organising Committee (LOC) travelled to New Delhi and approved it as a venue, according to a release. The Jawaharlal Nehru Stadium Complex received the go ahead after the team inspected the pitch and the training facilities and all
