IMPHAL, OCT 24: Manipur chief minister Okram Ibobi Singh on Monday escaped unhurt when suspected militants opened gunfire moments after the entourage took off by helicopter at the Ukhrul helipad. Manipur’s deputy chief minister and in-charge of Home, Gaikhangam informed this to media persons at a press conference held in Imphal Monday evening. Amidst boycott and total shutdown in Ukhrul and surrounding areas under the aegis of Tangkhul Naga Long-- apex body of the Tangkhul community, Ibobi and his entourage landed at the helipad at around 9.30 a.m. The CM had several programmes lined up at Hunphung village and at Chingai village in Ukhrul district. Ibobi was to travel to Hunphung to inaugurate the 100 bedded Ukhrul district hospital besides a power sub-station, sources said. However, due to stiff protest the CM and his entourage was unable to move out of the helipad. Civil Society organisations put-up a road blockade along the three km route to Hunphung from the helipad, the sources said. NSSATA phase-II stir from Nov 1

DIMAPUR, OCT 24 (NPN): Nagaland SSA Teachers’ Association (NSSATA) has directed its 2600 members of 2010 & 2013 batches to prepare for phase-II protest, which is set to begin on November 1, 2016. As part of its phase-I agitation, NSSATA has been boycotting classes from October 17, 2016 till date demanding fulfilment of its four-point charter of demands. According to the association, despite two rounds of negotiations with the state government there has been no outcome yet. Therefore, the NSSATA has directed all its 2600 members to be stationed in Kohima by October 31, 2016, in order to express resentment towards the government’s lackadaisical approach towards regular payment of salary. It warned that stern action would be initiated against those teachers who failed to turn up for agitation. Meanwhile, NSSATA stated that number of schools across the state have been paralyzed completely due to boycotting of class called by SSA and Hindi teachers.

NPCC condemns

Manipur Rifles was injured in the firing. Protestors also torched two vehicles, a Gypsy and one Tata Sumo, belonging to the state police, parked near the helipad to escort the chief minister. Both the vehicles were completely damaged, even as the fire-tenders rushed to douse the fire. Ibobi had no option but to cancel all the programmes and flew back to the state capital where he called an emergency cabinet meeting, the source said. Earlier, a jawan of the Indian Reserve Battalion sustained splinter injuries in a bomb attack by suspected militants on the newly constructed hospital in the wee hours today before its scheduled inauguration, police said. Two blasts occurred at

the hospital, either from a lethod gun or rocket launcher, the official said. At remote Chingai village, Singh was scheduled to inaugurate a power sub-station, a BDO office and a bank building. Though no insurgent groups have claimed responsibility for the attack, Manipur’s deputy chief minister and incharge of Home, Gaikhangam vehemently condemned the incident and pointed fingers at NSCN (I-M) for carrying out the attack. Despite strong protest, not to let the CM’s entourage enter Ukhrul, Gaikhangam told mediapersons that the entourage got the clearance from the GOC 57 Mountain division. “It is an attack to the state, the nation and its people not to the chief minister and his

entourage,” Gaikhangam said. “State government takes the incident seriously and will take the matter to the government of India,” he said, while reminding that the NSCN (I-M) was engaged in peace talk with the Centre. “It has been now very clear that some forces are behind the screen to stall government’s efforts to bring balance development in hills and valley,” he said. “It is the sabotage of development and welfare initiative of the government. Let the people judge whether they will go with the non-democratic forces hindering development in hills,” he added. DIMAPUR, OCT 24 (NPN): Nagaland Pradesh Congress Committee (NPCC) has condemned the alleged bid made on the life of Manipur chief minister, O Ibobi Singh, on October 24, 2016, who was being also accompanied by the deputy chief minister, Gaikhangam Gangmei. In a press release, NPCC president, K Therie, said the Congress believes that whatever differences may be there could be solved through dialogue, adding that taking a life would only multiply the problems and would not solve any issue. “Surely, no one can rest in peace by taking another’s life,” Therie said. NPCC president maintained that the Ceasefire should be complete and not partial. “When we don’t have Ceasefire with our own people, there is no meaning in having Ceasefire,” he said, adding every citizen should abide by total Ceasefire. Meanwhile, NPCC has thanked the Almighty God for providentially saving both O. Ibobi Singh and Gaikhangam Gangmei from the unseen perils.

KOHIMA, Oct 24 (NPN): Reiterating its demand, Naga Hoho said the state government should take up the Municipal Act in the state legislative assembly and review certain clauses but not through a cabinet decision, since the resolution of 2012 was passed unanimously by the house. Talking to Nagaland Post over phone, Naga Hoho (NH) president P. Chuba Ozukum admitted that even though he had not read the September 22, 2012 state assembly resolution on exemption of 33% women reservation in civic body polls, the issue should be taken up by the house, even if it is a special session of one hour. Ozukum also renewed the appeal for review of the Act since the report of the house committee in 2012 had found that the 2006 amended Act infringes upon Article 371 (A) of the Constitution. Ozukum reminded that the Naga Hoho had pointed out certain clauses in the Municipal Act besides the 33% women reservation, which should be reviewed before holding any civic body polls. He also mentioned that NH held a meeting with the chief minister and that the government sensed it had no scope of winning the case in the Supreme Court. As various organisations are divided

over the issue, Ozukum said: “I feel government should not go ahead with the polls”. Ozukum said the Naga Hoho held the view that the state government should seriously address any section of clause in any acts that may infringe upon Article 371 (A). Further he said it was a fact that some women (NMA/ JACWR) went to court to claim their rights as per the provisions of the Indian law. However, he said Nagas also have a special law and for which such protective rights should not be undermined by courts. He said the NH’s approach was for nomination of women with voting rights and not by election if the issue of women reservation was unacceptable to Nagas in general. However he said there had to be ways and means to resolve the issue through understanding adding “that is our only approach”. The Naga Hoho president also opined that even without the judgment of the Supreme Court, the issue can be resolved despite the chief minister having attempted to do so on numerous occasions. Ozukum added that the only way was that all stakeholders and people from all sections of Naga society, should be taken into confidence before taking any final decision and resolve the issue to the satisfaction of all.

DIMAPUR, OCT 24 (NPN): Gauhati High Court, Kohima Bench has stayed the order of District and Sessions judge, Kohima dated September 23, 2016, wherein two complaint cases were transferred to the JMFC, Kohima from CJM, Kohima. Both cases pertained to MP Lok Sabha, Neiphiu Rio, for reportedly filing false affidavit in the 2014 Lok Sabha polls. In a press note, S. Shingyu and Hanghu Konyak said they lodged FIR against Rio and basing on the FIR, a case GR No.33/16 was initiated against Rio and Zetso Sakhrie, former vice principal, Kohima College, who had issued graduation certificate of Rio. They said JFMC court, Ko h i m a b y o r d e r d a t e d 07.10.16, clubbed together the FIR (GR case No 33/16) with the complaint case No. 1/2016 as both matters pertained against Rio filing false statements in his affidavit during 2014 Lok Sabha elections. FIR (GR 33/16) was heard on 21.10.16 on the discharge petition filed by Zetso Sakhrie praying before the Court of JMFC, Kohima to discharge her from the case. However, by order dated 21.10.16, the court rejected his discharge. The complainant in the complaint case No 1/16 filed a criminal revision petition before the Gauhati High Court, Kohima bench challenging the impugned order dated 23.9.2016 passed by the Session’s Court, Kohima.

ACAUT demands cancellation of NIT in F&CS CMO reacts to Thomas Ngullie; JACWR stand on 33% quota DIMAPUR, OCT 24 (NPN): Alleging anomalies in the recently Notice Inviting Tender (NIT) on contract and supply works, floated by Food and Civil Supplies (F&CS) department, ACAUT Nagaland Monday demanded that the department cancel the NIT immediately and issue fresh tender after taking necessary action on the discrepancies. ACAUT media cell in a letter addressed to director F&CS, pointed out that if the tender process was allowed then the department will modify the tendering process in favour of individuals and syndicate “who have been running the department as transporters and suppliers for the last 15-20 years without any proper open tendering process”. Media cell alleged that despite the knowledge that the contractors were involved in the entire racket of siphoning and pilferage of PDS for the poor, the department instead of taking action has extended their contract year after year in a fraudulent manner.

ACAUT went on to allege that the terms and condition furnished in tender documents was a mockery and was “one of its kinds never found in National or Nagaland Contract and supply tendering system putting shame to all other corruptions”. According to ACAUT, the Earnest Money Deposit (EMD) for contract and supply was fixed @1-2% in the state and event at the national level. However, ACAUT claimed that the F&CS has fixed EMD at Rs. 25 lakh irrespective of contract value, and surprisingly the EMD for all the districts was fixed uniformly. This, itself was a clear case of manipulations to shelter department syndicates and cronies who were running the department de-facto for years, ACAUT said. On the security deposit on contract works, ACAUT claimed that the department has fixed Rs. 75 lakh for the whole district without following the rate which is fixed @3-5 %. ACAUT also contended

that majority of the contractors has given the power of attorney to the third party, which clearly showed that those firms and individuals were not capable of carrying out the contract awarded to them. Despite of this, the department extended their contract year after year without transparency. Therefore, ACAUT demanded that the department should immediately blacklist those firms and individuals from participating in any contract and supply work in the department. Further, ACAUT also demanded that those APL contractors, who have been running the contract under power of attorney should be immediately blacklisted and tender be immediately invited though NIT for transport of APL. In the light of the above, ACAUT said it will not hesitate to take the issue to the public and warned that any situation arises out of inaction the issuing authority of NIT will be solely responsible.

DIMAPUR, OCT 24 (NPN): Chief minister’s Office (CMO) through its media cell has attacked independent MLA Thomas Ngullie for having questioned chief minister T.R. Zeliang and the cabinet over the decision to hold civic polls with 33% women reservation without having consultations with stakeholders and also over riding the September 22, 2012 resolution of the state legislative assembly. In a strongly worded response, CMO’s media cell instead chose to attack Thomas by accusing him of making ridiculous statements “just for the sake of grabbing ephemeral headlines in the local media.” CMO said the state assembly had in 2001 passed the Municipal & Town Councils Act when Thomas was minister under the Jamir-led Congress ministry. It also stated that the state assembly had in 2006 amended the Municipal Act 2001 by inserting relevant clause to incorporate 33% women reservation. CMO said that due to opposition by tribal organisations, chief minister T.R. Zeliang as then minister

parliamentary affairs headed the committee to recommend passing of resolution and framing of laws as per requirement of public to conduct Municipal and Town Council Act in 2012. Naga Mothers Association (JACWR) then went to court against the resolution and refused to accept government’s offers. CMO pointed out that the cabinet deliberated on civic polls with 33% women quota as “accepted earlier by the government in 2006.” It also denied that neither the CM nor the cabinet had “attempted to override the provisions of the constitution and the privileges given to the people of Nagaland, as obnoxiously stated by the honourable MLA”. Instead, CMO maintained, the present government only upheld decisions of previous governments under Dr. S.C. Jamir in 2001 and Neiphiu Rio in 2006. CMO also countered Thomas that if he was so concerned about Article 371A then he should try and convince his community (Lothas) to withdraw the PIL filed in the High Court over Petroleum

and Natural Gas as it has imperilled the very constitutional safeguards for the state and its people which he(Thomas) was talking about. (Full text on p-6) JACWR: Joint Action Committee on Women Reservation (JACWR) Monday clarified its stand on holding of Municipal and Town Council elections with 33% women reservation. JAC W R c o nve n o r Abeiu Meru and co-convenor Rosemary Dzuvichü, said the Naga Mothers Association (NMA), on behalf of JACWR filed petition in the Gauhati High Court, Kohima bench in June 2011 after state government failed to hold the elections with the implementation of 33% women reservation as per the Nagaland Municipal First Amendment Act passed by the Nagaland Legislative Assembly in 2006. On October 21, 2011 the court in its judgment directed State government to hold municipal elections with women reservation within one month. This was contested by the State government by approaching the Principal bench

Gauhati High Court in 2012, and the division bench allowed the Nagaland Legislative Assembly to re-visit the Act. In response, the petitioners (representatives of NMA) filed a Special Leave Petition (SLP) against the July 31, 2012 judgement of the Division Bench of the Gauhati High Court. The Supreme Court on April 5,2016 granted the appeal and also stayed the application of the impugned order of the Division Bench Gauhati High court. However, neither the State government nor the petitioners asked for a stay on holding of elections throughout the whole Court process, JACWR said. JACWR expressed appreciation on the State government for deciding to hold municipal elections in the interest of the public and women in particular, in accordance with the revival of the single judge order of October 21, 2011. Lotha organizations to hold protest over Oct 23 killing CM leads in condoling ex-ENPO president’s demise DIMAPUR, OCT 24 (NPN): Even as several organisations expressed strong resentments over the killing of a GPRN/ NSCN cadre and injury to another, in the operation carried out by 28 Assam Rifles at Okotso village on October 23, the Lotha Hoho and Lotha frontal organizations Monday announced to hold “public protest rally” on October 26 at 9 a.m. in Wokha town. Lotha Hoho chairman Mhao Ezung and general secretary Er. Mhondamo Ovung in a press note informed, that the rally was to protest against “unprovoked violation” of the peaceful atmosphere by 28 Assam Rifles at Wokha district. LH has asked all citizens of the town, including students, to be present in traditional Lotha/concerned tribe attire, college and school uniforms, at main Police point, Wokha town. Educational institutions and business establishments have been asked to co-operate. While informing that the rally will be peaceful, LH however asked district administration and police to ensure security.

Naga Hoho: In connection with the incident, Naga Hoho (NH) Monday met D.K Pathak, CFMG chairman at Kohima and appraised him over the “high handedness” by security forces, said NH president P. Chuba Ozukum and general secretary Mutsikhoyu Yhobu in a press note. The hoho also condemned the “blatant act” of 28 AR, saying such killings could have been averted had the Assam Rifles dealt the situation with better understanding and reasoning. NH alleged that, security forces have been deliberately demeaning the existence of Naga armies under the pretext of AFSPA. Therefore, it appealed AR not to break the breach of trust and honour the cease-fire ground rules with seriousness. Further, the hoho appealed to all armed forces to maintain utmost restraint, rather than perpetrating violence and killing human life under the excuse of maintaining law and order. NGBF: Nagaland GB Federation (NGBF) vehemently condemned the excessive

action of the 28 AR in attacking GPRN/NSCN cadres. In a condemnation note, NGBF president Shahlem Konyak and general secretary Shikuto Zalipu alleged that AR calling themselves, Friends of the Hills, was trying to jeopardize the peace process. NGBF said that “any clarifications will not be substantiated for this act of cowardice, slaughter the laid down ground rules and rules of engagements”. At this crucial period, when various groups have signed cease-fire with government of India for amicable solution, the motive behind the attack in the heart of peace zone, “compelled the Nagas to apprehend the hidden agenda of GoI”, NGBF said. “Therefore, before situation get worse, we need to nib on the bud” said NGBF. Further, NGBF urged government of India to set up an inquiry commission and expose the culprits by awarding befitting punishment deem fit under the law of the land. NGBF further conveyed condolences to the bereaved

family, and wished speedy recovery to those injured. YAN: Youth Association of Nagaland (YAN) in a press statement expressed dismayed over the action of 28 AR, resulting in the death one GPRN/NSCN cadre and injuring another. YAN president Hetoi Chishi and vice president Taka Temjen, said that the action was “abstruse and highly abusive to the Ceasefire ground rules”, as the incident took place 40 km away from AR post, which did not fall within the purview of ceasefire between GoI and GPRN/NSCN. It appealed senior AR officials to probe into the incident and initiate action against irresponsible officers, and further explain to the Naga people at the earliest. Further, YAN reminded Government of India and its law enforcing agencies that Nagas had every right to protect its land and people at any cost. YAN said it would be appreciable anywhere/any time if the sentiments and lives of each other were respected and valued.

DIMAPUR, OCT 24 (NPN): Nagaland chief minister, T.R. Zeliang, Lok Sabha MP, Neiphiu Rio and Eastern Nagaland Legislators Union have condoled the demise of former Eastern Nagaland People’s Organisation (ENPO) president Mangko Phom. In a condolence message to Mrs. Sikhlong Phom, Zeliang expressed grief to learn of the sudden demise of Mangko Phom on Monday afternoon. Describing him as a pioneer among the Phom community, Zeliang said late Mangko whole-heartedly took up the responsibilities as ENPO president from 2008 to 2011, as an active social activist with genuine concern for his people and region. Zeliang said he met Mangko on several occasions, the last being in the later part of July when he had gone to Mon by road to attend the ENSF fiesta. “He jokingly thanked me for travelling by road to experience first-hand the inconveniences faced by the people of the district, and requested me to ensure that the conditions of the roads are improved at the earliest,” Zeliang added. A man of few words, Zeliang said he rarely spoke unnecessarily and when he did speak, it was invariably for the uplift and betterment of the people of the Eastern areas. He said, Mangko firmly believed that people of the region would benefit more if the ENPO areas were granted statehood, for which he spearheaded the movement with the state government and government of India. In his demise, the people of the Eastern Nagaland have lost a towering leader whose concern for the welfare of the people was most remarkable, Zeliang said.

Along with his wife and the people of Nagaland, Zeliang expressed heartfelt condolences to the bereaved family members and prayed that the Almighty grant solace and comfort and for the departed soul to rest in eternal peace. MP: Lok Sabha MP, Neiphiu Rio has also expressed deep pained over the demise of Mangko Phom. In a press note, Rio said late Mangko was a dedicated social leader who had served the society in different capacities and as the president of ENPO. Rio said Mangko made significant contributions towards the overall welfare of the society, particularly the weaker sections. The demise of an experienced and senior citizen is a huge loss to the society, especially the Eastern Nagas, he added. Rio said he along with his family convey heartfelt condolences to the bereaved family and prayed to Almighty God to let the departed soul rest in peace. ENLU: Eastern Nagaland Legislators Union (ENLU) has expressed deep pain over the demise of Y. Mangko Phom, former ENPO president. In a condolence note, ENLU president P. Longon said late Mangko Phom was the second graduate amongst the Phom community and as public leader, social worker he dedicated his life for social service. Describing late Mangko as a man of dignity, modest, ENLU said his committed services rendered towards the Phom community and the Eastern Nagas in general would always be remembered. ENLU conveyed deepest condolences to the bereaved family and prayed that the departed soul rests in eternal peace. K Y M C

The training is being organised by the District Disaster Management Authority (DDMA) in collaboration with CD & HG, H & FW and SDRF suppor ted by Nagaland State Disaster Management Authority,Nagaland. While delivering her key note address, ADC (HQ) Bendanglila stated that natural disasters and calamities

struck without warning and that they were on the rise. In such situations, she said, the communities were the first responders with the natural instinct to assist and aid the injured. She, therefore, urged upon the trainees to attentively learn from the resource persons about the safer methods, techniques and aid to provide. Sharing the over view of the training DDMO Wangshi stated that the ToTs attending the training would become the trainers and desiminators of professional and effective managers of any disasters

faced by the communities before the actual help arrived. DDMO, Mokokokchung Wangshi and CMO, Mokokchung, Dr. Aka spoke on the overview of the training program with emphasis on rescue and minimizing casualty to lives to the participants. The participants from all the seven blocks under Mokokchung district, who are to become trainers are attending the training programme. The inaugural programme was chaired by EAC (HQ) Livitoli Sukhalu and the invocation was given by Talimoa.

Aizawl, Oct 24 (PTI): Mizoram Bru Displaced People’s Forum (MBDPF), an umbrella organisation of the Bru refugees lodged in six relief camps in North Tripura, today said the proposed repatriation of Bru families from Tripura was still uncertain. A press statement issued by the MBDPF alleged that the proposed repatriation was uncertain as the Centre and the government of Mizoram were reluctant to find ways and means for pragmatic solution to the Bru problems. The statement, signed by A Sawibunga and Bruno Msha, President and General Secretary respectively of the MBDPF, said the problem would remain unless the government agreed to allot 5 hectares of land to each repatriated Bru familes.

KPLT signs 6 months ceasefire

However, the outfit lost many of its cadres including top ranked leaders to the security forces during the course of its armed struggle. “The KPLT has kept its armed struggle going in spite of all odds and difficulties, but now it has realized that the solutions to the problems can only be found through peaceful means. The KPLT has therefore come to a ceasefire agreement with the GOI and will now continue the statehood demand through peaceful means,” said Hanjang. The a memorandum to the Chief Executive Member of Karbi Anglong Autonomous Council, Tuliram Ronghang, the organisations stated that “during the colonial period, even the Government’s Act of 1919 and 1935 were not applicable to Karbi Anglong along with other hills Tribe areas because of the backwardness of the people and their need for protection of their land, language and culture.” “The Chin Hills Regulation popularly known as the Inner Line Permit (ILP) prohibiting movement and entry of Non-Tribals including those on land would be disturbed. After Independence, during the drafting of the Constituent Assembly incorporated the provision of the Sixth Schedule in the Constitution with the motive to provide special protection to the Hills Tribes in respect of their land, language and culture”, the memorandum stated. The memo also alleged that in spite of the strong law framed by the Constituent Assembly, the authority of KAAC in violation of the Karbi Anglong (Mikir Hills) land and Revenue Act, 1953 has allotted pattas through its order no KAAC/Rev-286(Part) /L-Settlement/2016/275 Dtd. 06/09/2016 to non-ST individuals and land mafias from across the border.

IMPHAL, Oct 24: Union DoNER minister Dr Jitendra Singh who arrived at Imphal Monday on a two-day visit to Manipur said that his ministry was all set to introduce ‘Mobile Air Dispensary’ in the Northeast region of the country. “The step is being taken up to ensure health service facilities to those people of interior remote hill districts of the region”, said Singh. The Union minister is in Imphal to review the progress status of projects being taken up in the state with fund assistance from the Development of North East Region (DoNER). In the context of Manipur, the government face difficulties to reach out to the remote and hill areas because of its topographic features, said Singh. The condition of road connectivity in the state has also hindered the supply of medical facilities to all the villagers. “As such The DoNER feels it feasible to introduce the Mobile Air Dispensary in the state and other states of the region,” Singh said. “This under process service will be the first time in the country and if it works, then, the same service will be introduced to all the hill states

of the country including Uttaranchal, Himachal Pradesh etc.,” Jitendra added. Dr Jitendra also said that there would be no restriction of fund for the development Imphal-Jiribam section of NH-37. Centre is in the process to hand over the highway to National Highway Infrastructure Development Corporation, after which there would be mark change in the development of the highway, he said. He assured improvement of the road at the earliest possible time while lauding the efforts of the truckers to repair the highly deplorable conditions of the road with their own expense. “The kind of act is a good gesture and government may consider reimbursement for their service,” he added. After BRO failed to initiate action to repair the Imphal-Jiribam section of NH-37, truckers under the banner of the Transporters’ and Drivers’ Council (TDC) has been engaging in the repairing of the road in the last few days. The Union minister further revealed that the centre is ready to set up the National Sports University but, he added, “there are still some dispute in land acquisition for which the ground work was being delayed.”

Tezpur, Oct 24 (PTI): Demanding a separate Bodoland state to be carved out of Assam, several Bodo organisations today resorted to rail blockade at Udalguri in the state to revive the Bodoland statehood movement. The All Bodo Student Union (ABSU), the National Democratic Front of Bodoland (Progressive), the People Joint Action Committee For Bodoland (PJACBM) besides several Bodo organisations blocked rail movement for 12 hours, disrupting train connectivity in the northern part of Assam since early morning. The nephew-uncle duo drove in the same car to meet party patriarch Mulayam, who was said

to be having a severe toothache, surprising many. Party observers said the meeting could have been at the behest of Mulayam, who had earlier in the day wished that Akhilesh and Shivpal transcended all differences and hugged each other. The bile-filled exchanges between top SP leaders came a day after the continuing battle of attrition between Akhilesh and his uncle Shivpal Yadav saw the Chief Minister sacking Shivpal and three other ministers close to him, and Mulayam striking back with vengeance expelling from the party for six years his cousin Ram Gopal Yadav. Ram Gopal, a Rajya Sabha member, has been backing Akhilesh in his fight against Shivpal. Addressing the gathering Akhilesh ruled out forming a new party, a claim which Shivpal disputed, saying he was prepared to “swear” by his son and “Ganga Jal” that the Chief Minister had told him he would indeed float a new party and contest the assembly polls in alliance with some political party. The proceedings reached a flashpoint when Akhilesh accused Rajya Sabha member Amar Singh, who recently returned to SP, of having planted a story in a leading English daily in which he was called ‘Aurangzeb’ and Mulayam ‘Shahjahan’.

Rape case: SC rejects interim bail plea of Asaram NEW DELHI, OCT 24 (PTI): Supreme Court today rejected the interim bail plea of selfstyled religious figure Asaram Bapu, who is facing trial in rape cases, on health grounds and asked him to get his treatment done in Rajasthan in judicial custody itself. A bench of Justices A K Sikri and N V Ramana said if Asaram wanted to undergo treatment, he could get the diagnosis done at AIIMS, Jodhpur or at Rajasthan Ayurvedic hospital while staying in judicial custody. The

apex court’s direction came after Asaram said he wanted to undergo ayurvedic treatment in Delhi for which he needed one month’s interim bail. “If you (Asaram) want ayurvedic treatment, you can get that it in Rajasthan itself. There is no need for interim bail as AIIMS medical board has also said that the health condition is stable,” the bench said. Counsel appearing for Rajasthan government said they were ready to provide all possible treatment to Asaram at the hospitals in the state.

here have been indications from the BJP government at the Centre and the RSS that they were all for bringing about significant changes in the country by implementing certain laws or policies to strengthen the notion of one nation, one culture and one people. Whether it be what one cannot eat or wear or which religious practices are considered alien; the predominant ideology that has emerged as championing the cause of one dominant religious community is a cause for concern. It must be added that those who are considered as Hindus because they are neither Muslims, Sikhs, Buddhists, Jains or Christians etc constitute around 80% of the population but a majority do not accept the ideology as being aggressively propounded. Besides a code on diet, dress, language or beliefs, the effort to rid off constitutional protections given to various minorities through a Uniform Civil Code has spread deep apprehensions among various minorities. The latest(and not the least) has been a very deep rooted plan that has come out in the open, as one among several on the agenda involving a law that makes speaking and writing Hindi compulsory. This was among the latest recommendations made in the new education policy by a Rashtriya Swayamsevak Sangh affiliate which has demanded the scrapping of English as a mandatory language and replacing it with Hindi. The RSS affiliate Sikhsha Sanskriti Utthan Nyas has also suggested banning references that insult India or eminent personalities. The Human Resources Development minister Prakash Jadavekar has assured the SSU that the suggestions would be considered when the new education policy is formed. No one in India will deny or oppose the prime importance of Hindi as the language that identifies or symbolises India. It is also one of the official languages with English and the lingua franca of the Hindi belt languages. Article 343 (1) of the Indian constitution has stated that Hindi in Devanagiri script will be the official language of India and also used for official purposes. The same constitution also recognises the existence of 22 languages. This means that the constitution gives the right to its citizens to speak or write in any of the 22 languages that exist in India. However due to various factors, English is being preferred by a majority of people across India. There has been an outcry after the Modi government asked the ministers and officials to use the Hindi language everywhere. All the government offices in India will have a Hindi software installed in their systems. The Ministry of External Affairs (MEA) is all set to promote Hindi as the official language. The importance of Hindi as a national language and also symbolising modern India cannot be undermined. Around 75% of the country reside in villages where people are aware of Hindi mostly. However in not all of them speak or read Hindi since they have their own language. In states like the north east, even though the people of every state have their own language, yet English is the official language. Hindi is being promoted through central institutes or funding whereas English continues to be the medium of instruction in all institutions. The best option would be not to tinker with the language issue but to continue to promote Hindi without making it compulsory; after all India is a secular and democratic nation where every citizen’s fundamental right is guaranteed.

No outside power can touch the proper perspective. The proper perspective to maintain is that we are here for only one purpose— to be captives marching in the procession of Christ’s triumphs. How small all the other perspectives are! For example, the ones that say, “I am standing all alone, battling for Jesus,” or, “I have to maintain the cause of Christ and hold down this fort for Him.” But Paul said, in essence, “I am in the procession of a conqueror, and it doesn’t matter what the difficulties are, for I am always led in triumph.” Is this idea being worked out practically in us? Paul’s secret joy was that God took him as a blatant rebel against Jesus Christ, and made him a captive— and that became his purpose. It was Paul’s joy to be a captive of the Lord, and he had no other interest in heaven or on earth. It is a shameful thing for a Christian to talk about getting the victory. We should belong so completely to the Victor that it is always His victory, and “we are more than conquerors through Him…” (Romans 8:37). “We are to God the fragrance of Christ…” (2 Corinthians 2:15). We are encompassed with the sweet aroma of Jesus, and wherever we go we are a wonderful refreshment to God.

ore than a decade ago, when the Government was putting green and red dots on vegetarian and non-vegetarian food, the milk industry, and hundreds of literate people, insisted that milk was vegetarian (even though it comes from an animal) and milk products should be listed with a green dot. We caved in. Even people with a plant based diet will often admit that cheese is their weakness. Considering that cheese smells like dirty socks, why? Cheese is a high-calorie product loaded with fat, sodium, and cholesterol. Typical cheeses are 70 percent fat. And the type of fat they contain is mainly saturated (“bad”) fat, which increases your risk of heart disease and diabetes. Cheese is the numberone source of saturated fat in the Western diet. About one-third of adults, and 12.5 million children and adolescents, are obese in America. We should be very far behind – with a largely vegetarian diet and a penchant towards healthy meals at home - but we have also joined the ranks of obese nations. And obesity is a major cause of death through heart disease, cancer, and diabetes. In all three of these diseases we rank near the top. One-fourth of an average, 12-inch, cheese pizza contains nearly 13 grams of fat, including 6 grams of saturated fat and 27 milligrams of cholesterol. An ounce of cheese contains 9 grams of fat, including 6 grams of saturated fat. Partly skimmed milk versions of cheeses have just slightly lower amounts of fat.

But we will continue to drink milk and eat cheese/ paneer. Now, many years later, I learn why people drink milk and eat paneer and cheese. Not because it is necessary for you, or because Krishna drank it (which he didn’t). No, the reason why people insist on it is because it is an opiate. You can get hooked onto cheese. There is a scientific reason. As milk digests, it produces mild opiates called casomorphins. In 1981, Eli Hazum, and his colleagues at Wellcome Research Laboratories, reported traces of the chemical morphine, an addictive opiate, in milk. A casomorphin is a protein fragment derived from Casein, a milk protein. Casein is the major protein in the milk of all mammals. The distinguishing characteristic of casomorphins is that they have an opioid effect. Opioids are among the world’s oldest known drugs. Opioids are well known for their ability to produce a feeling of well-being, calm, intense feelings of pleasure, followed by a drowsy feeling. Opiates are addictive. Dependence can develop, leading to withdrawal syndromes if you stop at once. Concentrated milk products, like cheese, ice cream, and milk chocolate, contain concentrated quantities of these addictive narcotics. (Incidentally, Casein is sometimes even added to certain dairy-free and vegan cheeses.) It takes 10 lbs of milk to make 1 lb of cheese. As milk is turned into cheese, most of its water is removed leaving behind concentrated casein and fat. So, concentrated

And why it is given to bridegrooms on the wedding night! Why would mammals evolve to have opioids in their milk? Dr Neal Bernard, founder and president of the Physicians Committee for Responsible Medicine, explains, “It appears that the opiates from mother’s milk produce a calming effect on the infant and, in fact, may be responsible for a good measure of the mother-infant bond. Psychological bonds always have a physical underpinning. Like it or not, mother’s milk has a drug-like effect on the baby’s brain that ensures that the baby will bond with Mom and continue to nurse and get the nutrients all babies need. Like heroin or codeine, casomorphins slow intestinal movements and have a decided antidiarrheal effect. The opiate effect may be why adults often find that cheese can be constipating, just as opiate painkillers are.” The European Food Safety Agency, in response to a number of studies and public health concern, did a scientific literature review in 2009 to assess how addicting casomorphins are, and

whether or not enough of the casomorphins cross the intestinal wall and get into the blood stream and ultimately cross the blood-brain barrier, etc. Do casomorphines play a role in autism etc.? They are still studying the matter, because they cannot come to a conclusion on how much is alright for the human body. However, this much we know: with opioid drugs, different people react differently to them and different amounts affect people differently. Further, it is generally accepted that binging on drugs on a daily basis is bad for us, even in sufficiently small quantities. Florida scientist, Dr. Robert Cade, has identified casomorphin as the probable cause of attention deficit disorder. Dr. Cade found Betacasomorphin-7 in high concentrations in the blood and urine of patients with either schizophrenia or autism. Studies by Dr. Karl Riechelt, in Norway, indicate a very strong association between autistic behaviour, celiac disease, schizophrenia and ingestion of dairy. One research paper, from the University of Illinois, states, “Casomorphins possess opioid activity. The term, opioid, refers to morphine-like effects which include signs of sedation,

tolerance, sleep induction, and depression.” A recent case report entitled “Cow’s Milk-Induced Infant Apnea With Increased Serum Content Of Bovine Beta Casomorphin 5”, published in the Journal of Pediatric Gastroenterology and Nutrition…“Infant apnea refers to when a baby stops breathing.” The researchers report “a case of a breast-fed infant with recurrent apnea episodes, which have always been preceded by his mother’s consumption of fresh cow’s milk.” Lab tests revealed a high level of casomorphin in the child’s blood, leading researchers to speculate that it was the “opioid activity that may have a depressive effect on the respiratory center in the central nervous system and induce a phenomenon called milk apnea.” “The aim of the present report,” the paper concludes, “is to draw researchers’ attention to the possibility of occurrence of a systemic reaction with an apnea seizure on the infant’s exposure to the proteins in cow’s milk. We are convinced that such a clinical situation occurs rarely; however, it is accompanied by a real threat to the infant’s life that can be avoided when applying a simple and not costly dietetic intervention…a dairy-free diet”. As many as 1 in 10 infants, with recurrent apneic episodes, cannot be saved and die of SIDS, sudden infant death syndrome (also known as crib death). One in every two thousand babies dies this way. The researchers conclude: “Penetration of beta-casomorphins into the infant’s immature central nervous system may inhibit

the respiratory center in the brainstem leading to abnormal ventilatory responses, hypercapnia [too much carbon dioxide], hypoxia [not enough oxygen], apnea, and death.” Casomorphins are also accused of participating in the cause of other conditions, including type I diabetes, postpartum psychosis, circulatory disorders, food allergies, and autism. “In fact, gluten and dairy do act as drugs for many people” says immunologist and researcher Aristo Vojdani, PhD, MSc, MT, the CEO of Immunosciences Lab, Inc. in Beverly Hills, California. “Just as with the heroin or pain-pill addict, going off gluten or casein immediately can produce withdrawal symptoms”. Withdrawal symptoms include anger and depression. By the way, as Casein breaks down in the stomach it also releases histamines. Histamine is a substance that plays a major role in many allergic reactions, dilating blood vessels and making their walls abnormally permeable. Histamines are released when foreign allergens are present (cold medicines, for instance, have antihistamines), which is also why 70% of the world’s population is allergic to dairy products Nature’s way is to make nursing pleasurable. In praise of truth & justice

t is very educating to read “Life versus Truth and Justice” by one R. Silverstein, USA in reply to Kaka Iralu’s on the Issue of ‘Naga Political Stand with India’. Kaka seems to require India to weigh in the historical TRUTH of the Naga Stand and raises the question of JUSTICE for India to consider. SILVERSTEIN on the other hand appeared to stand convinced that India “will not and cannot” consider the Naga Stand. He says, (let me quote Silverstein): “My whole argument has always been that, for a variety of reasons, the GoI will not, can not, allow the Nagas to have a sovereign nation. I further more stated that, at some point, the GoI will lose patience with the Naga activists pushing for a separate nation will tire of dragging out the peace process with no compromise by the Nagas as to an ultimate demand for a sovereign nation, and will physically crush the Nagas, will in fact finish the bloody job that they started in the 1950s and ‘60s”. It was surprising to read Silverstein’s great -down to earth- preference for materialistic comfortable good life of today in preference over the Past or the Future. I liked Silverstein’s honest writings and personally, I am interested to learn, he is a Jew. So let me recapitulate a Story from the Jewish Book of Old Testament, Christian Naga and I assume a Jew, must be aware. To save precious time and space for a story most Christians and a Jew must be aware of; I drastically shorten the sample Story in my own simple words. ‘Not long after their settlement in the land of Canaan, the Jews realized the necessity of a King for a National POLITICAL Centre to preserve them against the many enemy Nations in Canaan, particularly the martial Philistines. The Populace, therefore forced their Spiritual Leader Samuel to select a person from among them King to draw the fractious stiff necked 12 Tribes of Israel, into a gravitational political centre under the King. This was somewhat contrary to the Jewish tradition of not having a worldly King over them instead of their God Yahweh. However, the choice is not much for the comparison of tiny Nagaland against giant India. The sample Story is to bring out an important fact of LIFE, both Kaka and Silverstein seem to have just passed over, that is that, the Soul in Man lives today and the future. It is not that only the Living has the Soul of LIFE, the Dead also have the Soul of life. My Mother is dead for quite some time but her Soul is still alive in me. After all, what is Life Today, without Spiritual Values of Truth and Justice of the Past enlivening the Living today? If human life is, only to enjoy the good life of today, without the Past and the goodness of Hope for the Future, then Life is just a bundle of flesh that will vanish into the Dust in the Grave. The Dead of the Past in the Grave do have Value for the Present; the longer it is in the grave, the more precious it is. Surely, the Dead of the Past does live and affects the living today. It is not that only the Living has the Soul of LIFE, the Dead also have the Soul of life. My Mother is dead for quite some time but her Soul is still alive in me. If it “is immoral”, to give up the good life and comfort of today for the dead in the Past and immoral too to sacrifice the good comfortable life of today, for the future, -as Silverstein prefers; then today’s the good and comfortable Life would not have come

without the toils of the Past. So also, the Sacrifice will affect the Future. Man without a Past has no Future. If the principle of: “EAT AND BE MERRY FOR WE DIE TOMORROW”, is the most preferable principle of life, I personally do not subscribes to the belief has brought Man from past Primitive savage to the present highly Civilized today. WE are today because of the Past, we will be the Future because of how we are Today. ‘Respect for the Life of Today’ is great but ‘to live for the Future’ is more sublime. Man chooses today’s Principle for the future. In addition, what can be more transcendent sublime Principle today than a Stand for Truth and Justice for the Future? The conscious selection of Human Values transcends today and brings us Goodness Tomorrow. For Leaders -if one is in Thinking- nothing is greater a Principle than a Stand for Truth and Justice today for the future. The final question on the Issue at hand is: Which principle Action one adopts for tomorrow’s future: Passive Resistance to the Adversary, Violence, Non-violence or any other democratic acts? Only 9 Jewish Patriots alone remained in the impregnable Fort of Masada overlooking the Jordan River in Palestine, for the Freedom of Judea, against the might of surrounding Roman Empire Forces. The Patriots swore among themselves to kill each other by turn than to Surrender to the foe. They cast secret lots to decide who would kill whom. EACH picked up one of the lots and found out which other compatriot he would eliminate, the last would kill himself ! One after another, they fell to each other. The Masada fell but the dead are alive in every Jewish Soldier of Israel today before their Passing out Parade at Masada swearing: “Masada will not fall again”! The Naga can not and would not adopt the example of Jewish Patriots of Masada of centuries ago, but he will never accept the Status of a Dalit of India and would continue to fight for political Truth and Justice from India by means he thinks best, to live a ‘separate life’ but ‘together’?! NPF press bureau reacts to MLA’s statement

H

onourable Member of Legislative Assembly Mr Thomas Ngullie, Independent, appears to be lost in his own world detached from reality and making ridiculous statements just for the sake of grabbing ephemeral headlines in the local media. His statement that the Chief Minister has over-ridden the Constitution of India and has taken unilateral decisions regarding the Women Reservation issue is simply absurd, and it is absolutely unbecoming of a legislator to ever make such an allegation. To set the records straight, the Nagaland Legislative Assembly had passed the Municipal & Town Councils Act way back in 2001 when he, Mr Ngullie, himself was a Minister in the Jamir-led Congress Ministry. If he is so opposed to the Bill, why did he maintain his silence when the Bill was passed in the first place? Could it be that he was so scared or wanted to hold on to his ministerial berth so badly that muted him when the Bill was laid in the House and passed? Whatever the case, Mr Ngullieseems to have woken up rather late in the day. In 2006, the Assembly amended that Act and inserted the 33% clause as passed by the Parliament. But owing to opposition of the same by various tribal organisations, the Government set up a Select Committee to look into the matter. The Chief Minister, who was then the Minister in charge of Parliamentary Affairs, headed that Committee which recommended for passing of a Resolution by the Assembly to frame our own laws as per the requirements and wishes of the public for the conduct of Municipal and Town Council Act in 2012. However, the Naga Mothers’ Association (JAC) went to Court against the Resolution and the matter had dragged on without an early resolution in sight. In the meantime, the Government had tried various formulas to appease the women and to work out a via media so that the elections to the Urban Local Bodies could be held without further delay. The women groups stuck to their stand and it appeared that the legal

battle could have dragged on for years. And far from a unilateral decision of the Chief Minister as alleged by the MLA, it was the considered and deliberated decision of the Cabinet to hold elections to the ULBs with 33% reservation for women as accepted earlier by the Government in 2006. The decision is not a political gimmick for the masses, as alleged by the Honourable MLA, but a necessity to ensure good governance at the local levels. And at no point of time has the Chief Minister or the Cabinet attempted to over ride the provisions of the Constitution and the privileges given to the people of Nagaland, as obnoxiously stated by the Honourable MLA. The State Government has only upheld the decisions taken by the Governments headed by learned and respected Chief Ministers in the past under the leadership of Dr SC Jamir in 2001 and Mr Neiphiu Rio in 2006. In fact, if the MLA is so concerned about the provisions of Article 371 (A), he should try to convince his community which had challenged the Resolution of the State Government in the matter regarding Petroleum and Natural Gas in the Court of law to withdraw their PIL in the High Court since it has imperilled the very Constitutional safeguards for the State and people of Nagaland, that he, the MLA is talking about. The Honourable MLA, instead of hibernating in the wilderness, would do well to interact more often with his colleagues and get to know the ground realities instead of shooting his head off in the media belittling himself in the eyes of his colleagues and constituents. He, Mr Ngullie, may not know what is being discussed in the DAN Legislature meetings because he always avoids such meetings for reasons known only to him. After reading yesterday’s news regarding diversion of SK oil to the black market as alleged by ACAUT, it is frightening to learn that a scam of such proportion was being committed in our very own state that too unbeknownst to anyone except those involved. If ACAUT’s allegations are to be believed, it indicates an impregnable nexus between people in position and black marketers. The allegation points towards a nexus between not just the big fishes but from top to bottom of the system. In this regard, it is important to acknowledge the effort of organisations like ACAUT for standing up against the mighty corruption which has devoured our values and alienated us from the truth. With two major scams being unearthed within a span of few months one cannot help but wonder, “How many more?” Is this just a tip of the iceberg? That is the million (billion maybe) taka question. Going by the mushrooming number of palatial buildings and fancy SUVs in Nagaland it won’t be entirely wrong to believe that many more scams will be unearthed in the near future. Also, the present government has come under serious criticism as it remained silent on the issue and misused the law to suppress public demand for justice as was evident on the second day of NH 29 bandh. The government should know that it cannot choose to detach itself from the suffering of its people. The 22nd annual meeting of the (RSB) Sainik Welfare Resettlement Nagaland was held at Raj Bhavan, Kohima on October 21 DIMAPUR, OCT 24 (NPN): Nagaland governor, PB Acharya, while addressing the annual meeting of the Rajya Sainik Board (RSB) on October 21 last, emphasized on emotional integration and empowerment by skill education to the children of ex-servicemen. A Raj Bhavan press release stated that at present, the state has a strong committee consisting of heads of security and civil organizations headed by the governor and still such ex-servicemen of 2400 in Nagaland have to wait for the central government and state plans and projects for the welfare. According to the release, the governor called for changing mindset and said the people of the state have also a social obligation and duty towards those patriotic young people who were back from the fighting forces. “Our society should mobilize opinion to take care of our ex-servicemen and share create opportunities for the economic strength of our young children and

widows,” the release quoted governor as saying. It said the governor also reiterated that emotional integration of ex-servicemen fraternity by having exchange program with other north east states like attending each other’s rally and events. The release said empowerment by education was another important facet that was deliberated in detail. Governor articulated that skill education should facilitate employment and suggested that skill training like Nursing, Physiotherapy and Driving etc should be imparted and for which a social corpus fund has to be created from voluntary donation by empowered citizens of Nagaland for ex-servicemen of the state who have defended the nation from external aggression. “Therefore it is our duty to look after them by generous contribution,” said the governor. He further stated that cultural group at District level could be formed by ex-servicemen and can be co-opted in NEZCC. Acha-

rya said this will help garner additional income besides projecting talent. He also suggested exclusive rally by the widows and the youth of ex-servicemen to address their necessity for skill based education course. Governor opined that “our strong committee” should not be the only agency to contribute the contributions from the central and state governments, but it should be spent judiciously. During the state managing committee meeting, he appreciated the dynamism of Prime Minister Narendra Modi for granting OROP after 49 years. He was positive that the anomalies would be also resolved in the near future. Governor also appreciated Brig KK Roy Choudhury, and his staff for their efforts in resolving problems and grievances of ex-servicemen fraternity in a meaningful manner. Governor stated that the DCs play an important role and request their greater participation and interaction in various events and welfare measures of ESM. He expressed pain that none of the DCs attended the meeting. State home minister, Y. Patton, assured that he would ensure their presence in the next meeting. Speaking on behalf of the chief minister, the home minister said since the soldiers retire at an early age, welfare and resettlement for them was of utmost importance. R.B. Thong, chief secretary (in-charge), Abhijit Sinha, home commissioner, chief of staff 3 Corps, Maj Gen Sanjay Gupta, IG AR (N) and other senior officers from army and civil were also attended the meeting.

Global IDD prevention day observed in Kohima DIMAPUR: Global Iodine Deficiency Disorders (IDD) prevention day was observed at Northfield School, Kohima on October 21. In his key note address, Health & Family Welfare director Dr. John Sweyievisa said, IDD was a global issue and October 21 has been marked to generate awareness and to continue working to prevent iodine deficiency disorder. He also pointed out that the human body required a daily supply of 150 micrograms of iodine which was to be obtained from the food one consumed. He advised the students to consume good quality iodised salt. x Programme officer, NIDDCP, Dr. Akuo Sorhie stated the importance of iodine for the human body and that some vital organs needed a daily dose of iodine to func-

DIMAPUR: All Nagaland Government Primary Teachers association (ANGPTA) Mon district has appealed to the department concern (HOD) for early release of pending salary/arrears of SSA and Hindi teachers. A press note by president B.Tingak and general secretary W. Panwang, stated that deprived of their salaries for the past six months, teachers have been in mental agony and all neck deep in debts. ANGPTA Mon district unit also extended full support to the demands put forward by the SSA and Hindi Teachers and appealed to the concern authority to initiate release of all pending salaries at the earliest to avoid further escalation. It also made an earnest appeal to all responsible leaders and NGOs to support and extend their co-operation of such deep unwanted crisis. Union stated that the aggrieved teachers were on the verge of starvation which was an insult to the noble profession of nation building and shame for the authorities concerned who often boast and preach quality education without practising it in reality. In view of the pertinent factors afflicting the welfare of underprivileged students’, the TGSU appealed the government to pay salaries of dedicated teachers ( SSA,RMSA,CSS) regularly, clear their pending salaries and fulfill the charter of demands of NSSATA for the interests of students’ community.

RTA Kohima notifies on ‘no parking area’ DIMAPUR: Deputy Commissioner and chairmen, Regional Transport Authority (RTA) Kohima, Rovilatuo Mor has notified the following “No Parking Area” for heavy vehicles: Area between Assam Riffes MT Garage and UNI office under Midland colony ‘No Parking Area’ for heavy vehicles. Only light vehicles would be allowed to park in the area in order to ease the parking congestion in old sectt area. According to DIPR report, the notification also stated that these rules have been brought into force with immediate effect and any vehicle found violating the rules would be towed away by the traffic police and penalties would be borne by the owner of the concerned vehicle. The notification further informed all concerned that as and when checking was carried out, defaulters would be penalized as per law and ignorance or non pre-information of the same would not be taken as an excuse.

BJP CEC meets NBCC on ‘clean election’ DIMAPUR: Nagaland State BJP Unit Clean Election Committee (CEC) led by its convener and former State BJP president Dr M.Chuba Ao along with Vizopal Chaya, Yanghose Sangtam and K.James Vizo met representatives of Nagaland Baptist Church Council (NBCC) led by general secretary Rev. Dr Zelhou Keyho and finance secretary Rev. Yamyap Konak at NBCC headquarter, Kohima on Tuesday. A press release by vice president BJP Nagaland and member secretary BJP CEC, K. James Vizo stated that, the two sides had a thorough preliminary deliberation on the subject of “clean election in the state”. Rev. Dr Zelhou Keyho while saying that “money has spoiled the election system,” he also clarified “Clean Election” was not an attack on any individual, group or any political party but for the

interest of all people of the state. NBCC further informed it will shortly be having its executive meeting to work out modalities towards implementation of “Clean Election Campaign” in days to come. BJP CEC convener Dr M.Chuba Ao said people have the right to vote, however, all voters should think of their future leaders having a clean image. Dr. Chuba also said the party will co-ordinate to create awareness among the public on the Election Commission of India guidelines. At the Interbank Foreign Exchange (Forex) market, the local unit opened on a steady note at 66.89 before drifting sideways to hit a low of 66.9225. However, the domestic currency recovered in late afternoon deals to touch a fresh intra-day high of 66.8250 on late exporter dollar sales. B enga luru, O ct 2 4 (PTI): Mahindra Electric, part of Mahindra Group, today announced the launch of its new electric car ‘e2oPlus’ priced between Rs 6.73 lakh and Rs 9.51 lakh (ex-showroom Bengaluru). On a full charge, the Mahindra e2oPlus can travel for up to 140 km and can achieve a top-speed of 85kmph, a top company official said here. e2oPlus has four variants P2, P4, P6, and P8. The P4 is priced at Rs 6.73 lakh, P6 at Rs 7.31 lakh and P8 at Rs 9.51 lakh (ex-showroom Bengaluru). Mumbai, Oct 24 (PTI): Gold prices eased further at the domestic bullion market here today on lower demand from investors and stockists as well as poor local buying interest amidst weak global cues. While, silver, on the other hand rose owing to persistent offtake from industrial users and speculative traders. Standard gold (99.5 purity) declined up by Rs 30 to close at Rs 29,960 per 10 grams from last Friday’s level of Rs 29,990. Pure gold (99.9 purity) also moved down by a similar margin to end at Rs 30,110 per 10 grams against Rs 30,140, previously. However, silver (.999 fineness) climbed by Rs 290 per kg to conclude at Rs 42,930 compared to Rs 42,640 earlier. On the Global front, gold steadied in line with the dollar as uncertainty over the timing of a US interest rate hike hemmed prices into a range, with traders awaiting US data and comment from a raft of Federal Reserve officials for further direction.

Kolkata, Oct 24 (PTI): The proposed multiple rate GST structure will be “disastrous” and nothing more than same old VAT rates in a “new shape”, former finance minister P Chidambaram said today. “We sincerely hope that we do not misinterpret the design of standard, standard minus and plus rates of GST. We can have 20 rates. It will be disastrous and that cannot be GST, it will be fooling the country,” Chidambaram told an interactive session with IIM Calcutta students on economic reforms. “A well designed GST is expected to have standard rate, plus and minus standard rate. That latitude interpreted to me as multiple rate - zero to 100 - that’s not GST. That is simply existing VAT rates in a new shape, old wine in a new bottle,” he said. He was replaced by Ratan Tata, who will be the interim chairman for four months. The announcement came after the board of Tata Sons met here and decided to replace 48-year-old Mistry, who had taken over from Ratan Tata in 2011. The board named a fivemember search committee, which includes Tata, to choose a successor to Mistry within four months. Mistry was chosen as Tata’s successor in November, 2011, and was appointed Deputy Chairman of Tata Sons, whose board he had entered in 2006. He was made chairman on the basis of his representation from Shapoorji Palonji, the largest shareholder

BEIJING, OCT 24 (Agencies): At least seven people were killed and 94 others injured when a powerfulexplosion destroyed a prefabricated house and damaged nearby buildings in China on Monday. The explosion occurred at 2 p.m. at Xinmin Town, Fugu County, in Shaanxi Province. Initial investigation indicates that the makeshift house had been built inside a residential compound. The plane plummeted into the ground shortly after take-off, killing the five French nationals on board. The Maltese government said in a statement that there was no indication of an explosion prior to the crash but did not rule out sabotage, saying an investigation was under way into possible causes. The French defence ministry said the plane had been working on its behalf, carrying out “reconnaissance missions in the Mediterranean”. Three of those who died were employees of the defence ministry, the two others worked for the company which flew the plane, the ministry said. The Maltese government, which had described those on board as working for a French “customs” operation, said the aircraft was a Fairchild Metroliner Mark III registered in the United States and leased to a Luxembourg company, CAE aviation. PYONGYANG, OCT 24 (Agencies): North Korean officials lashed out on Monday at efforts in the United Nations to strengthen sanctions following the North’s latest missile launches and nuclear test in September. The officials told an Associated Press Television crew in Pyongyang that sanctions targeting the nuclear and missile tests are “criminal documents” and accused the United States of orchestrating the condemnation. The UN has imposed sanctions on North Korea since 2006 for its nuclear tests and rocket launches. Last week, the UN Security Council called on members to “redouble their sanction efforts.” “The sanction resolutions of the UN SC are illegal criminal documents,” Pang Kwang Hyok, vice director of the department of international organizations at the North Korean Ministry of Foreign Affairs, told the APTN crew in Pyongyang. he much awaited Magnum Opus 2016, the art and music festival, organized by Act of Kindness (AOK) in collaboration with NEZCC begun, Monday, at the Stone Garden, NEZCC Complex, Diphupar, Dimapur. The day one of the festival saw artistes from various from of arts including fine arts, photography, music, poetry, dance, designing etc. coming together to perform, participate, exhibit their products and sell as well. The highlights of the day included poetry writing contest, basic photography, dance session and the evening live concert. Introducing for the first time in Dimapur city, Cosplay, was undoubtedly the main crowd puller of the day with almost everyone at the festival vying to take photographs and selfies with the cosplayers who were dressed to the teeth mimicking renowned anime stars, fairytales and zombie characters. In one corner of the festival corners, the Photography

Club, Dimapur, conducted basic photography sessions which was attended by some of the young and budding photographers. Students from various schools and colleges in and around Dimapur participated in the poetry writing contest. Live performance contest, which was also a major attraction for day-one, saw the participation of over 20 musicians in solos, groups and bands. Colored Keys and Toshimeren were adjudged as the best performers and they won both audio and video record deals along with a paid trip to Mumbai sponsored by the Governor of Nagaland. The most promising artiste was bagged by Kimatsung Jamir, he received a ticket to The Voice of Mr. Big, Eric Martin’s concert on November 1 at Niathu Resort which was sponsored by LiveNow. The panel of judges for the Live Performance Contest included Imnasenla, Kevi Pucho, Atsung Jamir and Akihito. The main event of the

day was the live concert which featured renowned Naga artistes including, the Coronation Choir from Golden Crown Theological College, Polar Lights, Avancer, Toshimoa, Saronthung Kikon and Toshimeren. First Step Dance Academy, Chumukedima, gave the crowd a hair-raising performance with their YouTube hit video, ‘Tez Cadey-Seve’ cover dance. Members of AOK expressed happiness at the enormous turnout saying their hard work was paid off with the positive response from the people. Del Potro claims Stockholm title

Stockholm, Oct 24 (Agencies): Juan Martin del Potro has claimed his first ATP title for almost three years after defeating Jack Sock 7-5 6-1 in Stockholm. Del Potro, who triumphed in the US Open back in 2009, has enjoyed a very welcome renaissance this year, after a series of wrist injuries that pushed him to the brink of retirement. Having claimed a silver medal at the Rio Olympics and helped Argentina to the Davis Cup final, Del Potro now found himself in a first Tour final since he won in Sydney in January 2014. And the World No 63 needed just under an hour and 20 minutes to defeat his American opponent, securing the crucial break in the 11th game of the opening set. Having served that out, Del Potro took complete control, breaking three times on the second set as he showed off the type of play which once took him to fourth in the world.

The Argentine claimed his first ATP title for almost three years following wrist injuries. Del Potro played just six tournaments across 2014 and 2015 combined due to his injury problems but has played a fuller schedule this year and remains in top form ahead of the Davis Cup final against Croatia next month.

“I’ve been trying to fix my problems for the past two years,” said Del Potro. “And I didn’t expect to win a title at this moment in my career. I am so happy to get the trophy here, it’s motivation for the future.”
