NSCN (I-M) bans cracker sale

DIMAPUR, OCT 25 (NPN): NSCN (I-M) union territory-I has stated that it has banned the sale of all types of crackers in and around Dimapur with immediate effect as per the directive of its CAO. In a press release, NSCN (I-M) UT-I secretary, Akato Swu, stated that the ban was imposed after taking serous note of hazardous effects of crackers and also disturbances caused to the students whose final examination was approaching. Cautioning that anyone found selling or transporting such items would be dealt with strictly, NSCN (I-M) UT-I has sought cooperation from all the responsible.

NNagaDAO warns of protest from Nov 1 DIMAPUR, OCT 25 (NPN): Network of Nagaland Drugs and AIDS Organisation (NNagaDAO) has asserted that it could jointly organize peaceful protest along with Nagaland Targeted Intervention Employees Forum (NTIEF) starting from November 1, 2016 to express their resentment towards NACO and NSACS for non-release of four months fund for the last fiscal year 2015-16. In a press release, NNagaDAO president, Abou Mere, reminded that NTIEF launched agitation against non-release of their salaries. However, he said the after NNagaDAO executives appealed to NTIEF to give time to NACO and NSACS till October 31, 2016, the protest was kept in abeyance. He said several representations and reminders were given to both NACO and NSACS, but the situation remained the same till date. In this regard, NNagaDAO has appealed to NACO and NSACS to expedite all possible action to ensure the release of pending fund on or before October 31, 2016.

CM justifies stand on civic polls D imapur , O ct 2 5 (NPN): State chief minister T.R. Zeliang has justified the cabinet decision for holding elections to municipal and town councils to the provisions in the Nagaland Municipal Act 2001 and amendment made to the Act by the state government in 2006. Media Cell of the CMO said the chief minister made the statement while inaugurating the Pungro Town Council Kiphire district Tuesday morning. Zeliang said the state government had taken a “bold decision” to hold civic polls with 33% women reservation even though the case was pending in the Supreme Court. He revealed that his government had decided not to wait for the judgment of the Supreme Court since the outcome was “unpredictable”. Zeliang also informed that grants for development of towns would not be forthcoming if no municipal and town council polls were held as per the recommendations of the 14th Finance Commission. He also pointed out that urban local bodies were expected to raise their own resources and asked people to pay taxes and fees

The CMO said that Mrs Tonkiu had reiterated that women reservation did not infringe upon Article 371A as the former involved urban governance. CMO said she also countered that if Naga men could enjoy rights why not Naga women? Birila also reiterated that constitutional rights was for all, irrespective of gender. The ENWO president also as-

serted that Naga women would not have fought for 33% reservation if it infringed upon Article 371A. She also rejected suggestions on nomination of women with voting rights and instead wanted that women quota be accepted as per the assembly amendment in 2006. Also speaking at the function, Parliamentary secretary municipal affairs Tohanba reminded that the primary role of urban bodies was to empower urban local governance through delegation of powers to local bodies. Tohanba expressed optimism that Pungro T own Council would boost the economic activities within the town which is located near the border and generate revenue incomes. Citinig 2011 census he said Pungro has 5,744 people with 854 households and a literacy rate of 80.67% that was higher than the state average of 79.55%. The chief minister also flagged off the NST Bus Service (night) between Pungro and Dimapur. With inauguration of Pungro town council , Nagaland has three municipal councils and 29 town councils.

DIMAPUR, OCT 25 (NPN): ACAUT Nagaland has made another startling allegation of a whopping “Rs. 1276 crore wheat scam” with regard to distribution of PDS wheat in Nagaland under the Food & Civil Supplies (F&CS) department. ACAUT through its media cell, raised objection on what basis the department was distributing wheat when there was no consumer/beneficiaries, alleging that the whole consignment may have been diverted to the open market by the carriage contractors and the syndicate players.

ACAUT said the whole PDS was in such a mess that even the records supplied through RTI showed that in the years between 200307, F&CS distributed more wheat than was supplied by the Central government. KOHIMA, OCT 25 (NPN): Even as the Hindi and SSA teachers are on agitation against non-payment of salaries for more than seven months now, it has emerged that the Central government had on September 29 last “reluctantly” released an amount of Rs. 6 crore for disbursement of salary to the Hindi teachers. Highly placed sources told Nagaland Post that though the amount was released for payment of salaries to Hindi teachers, after adjusting Rs. 463.96 lakhs (the amount arranged by state government from the state budget for the payment of salary till February 2016 in the month of July 2016) from Rs. 6 crore, the remaining amount Rs. 136.04 lakh from the recent release did not meet the requirement of the Hindi teachers salary even for one month. Moreover, sources said despite acute shortage of fund being released, the centre has

signalled the state government that funding of Hindi teachers would be discontinued by March 2017. Sources said the state government had already sent a request note for extension/continuation of the scheme for the Hindi teachers. According to sources, the amount required for Hindi teachers’ salary was over Rs. 4 crore in a month amounting to more than Rs. 50 crores in a year while for SSA teachers the monthly requirement was Rs. 9.2 crore. For the SSA, sources said owing to the change of guard in the MHRD, things had been delayed, as the ministry has again sought for more details and clarifications. For this, sources said the department has responded three weeks back, adding that the state share of 10% for SSA and RMSA has already been cleared. It was also informed that minister of school education and commissioner & secretary school education were currently in Delhi for all these matters.

DIMAPUR, OCT 25 (NPN): Zeliang People’s Organisation, Nagaland (ZPO-N) Tuesday urged upon state government to expedite its investigation to verify the issuance of ST certificate, Indigenous Inhabitant Certificate and backward tribe certificate to two persons from Manipur in the name of Zeliang tribe. ZPO (N) media cell in a press statement said that delay in the investigation process by the competent authority will prolong in finalization on the issue of appointment letters to those deserving indigenous Naga candidates. It may be mentioned that ZPO (N) had in its complaint to Commissioner, Nagaland on July 26, 2016 demanded that the NPSC to withhold the candidacy of the two-- K. Rangsobe, s/o Peining and Lunghilang Pamai s/o Ramlan from Manipur, who appeared NPSC Exam 2016 (Roll No. 15424 and 15663) in the name of Zeliang tribe. In response, the Commissioner, Nagaland in its order dated August 10, 2016 to the Home Commissioner, recommended for verification after obtaining documents of the two persons from the NPSC. Therefore, ZPO (N) wanted NPSC to segregate the deserving and undeserving cases so that normal procedure of filling the antecedent form of selected candidates that have no complaint can be settled separately. ZPO (N) further, cautioned that any blunder committed by those undeserving candidates at the expense of the indigenous Naga job aspirants would be “unceremoniously dismissed” as the process of verification will reveal the truth.

DIMAPUR, OCT 25 (NPN): Lotha Hoho (LH) has taken strong exception in dragging its name by Chief Minister’s Office (CMO) while reacting to independent legislator N. Thomas Ngullie on holding civic polls. LH asked CMO that if it was reacting to Thomas’s view on 33% women reservation, then why did it dragged Lotha Hoho on the PIL? LH had earlier clarified that PIL was filed to sustain the provisions of Article 371 A, since NP&NG Regulations and Rules 2012, were against the rights of the land owners. Therefore, LH said that PIL has nothing to do with the 33% women quota; neither does it in any way imperil the safeguards of the said Article. Instead, it cautioned the politicians

not to twist the facts with an “ulterior motive” to mislead the Naga public. LH chairman Mhao Humtsoe and general secretary Er. Mhondamo Ovung in a press statement also asked CMO, whether this was an indicative of an ulterior motive? If not, LH reminded the politicians and CMO not to make fun of themselves, as every Naga intellectual and organisations knew that the PIL was for safeguarding the provisions of Article 371A. LH also asked CMO why the state government violated Article 371A (guarantee the rights of landowners) by imposing CrPC 144, and launched MOGPL at Tssori- Champang Oil fields, on July 21, 2014? It therefore, appealed to one and all to desist from politicising the PIL so that the general Naga public would not be misled.

Acharya in a condolence message to late Mangko’s wife, Mrs. Sikhlong Phom, expressed sadness over the demise of Y. Mangko Phom, former Eastern Nagaland Peoples’ Organisation (ENPO) president. Acharya said late Y. Mangko Phom was a dedicated social worker, veteran politician and had served the society in different capacities including as president of ENPO. NTC appeals GPRN/NSCN for maximum restrain Ibobi’s stage managed ambush: NSCN (I-M) DIMAPUR, OCT 25 (NPN): Nagaland Tribes Council (NTC) while condemning the unprovoked firing by 28 Assam Rifles at Okotso village on October 23, which resulted in the killing of one member of GPRN/NSCN and injury to another, has appealed GPRN/NSCN to exercise maximum restraint. NTC media cell said that such kind of incidents could have been averted when both the parties respect the laid down rules. Since, it came to know from local sources that the incident took place 40 km away from 28 AR camp, NTC wondered what could have provoked AR to resort to violence. NTC said that the security forces by resorting to violence once again reminded the public of the past hostility thereby threatening the fragile peace in the state. Since, used of violence

was tantamount to disrespect of the general sentiment of the public, NTC wanted both the parties to take up any violation of Ceasefire ground rules with the Ceasefire Monitoring Cell so that such kind of “dreadful incident” could be avoided. Further, NTC asked the Government of India to avoid using “carrot and stick policy of peace process and indiscriminate hunt on the groups engaged in ceasefire”. It urged the State government to investigate on the incident and book those responsible, so that such recurrence could be prevented.

Meanwhile, CFSB/ NSCN said it deeply mourned the untimely demise of ‘lieut.’ Imti Ao of Chungtia village and extended deepest condolence to the bereaved family members.

DIMAPUR, OCT 25 (NPN): NSCN (I-M) has termed it as “false allegation” that it was involved in the ambush on the CM’s chopper on October 24 at Ukhrul which was made by Manipur chief minister Ibobi and deputy chief minister Gaikhangam. Narrating the sequence, MIP said Ibobi was to inaugurate the development projects in Ukhrul on October 15 to boost his government’s dwindling image on the eve of election. Security was therefore beefed prior to the visit especially in the three venues where Ibobi was to have visiteddistrict hospital Hunpung, Chingai Block and LM Block, it said. MIP maintained that Ibobi had “done so much damage to the Naga people and tribal in general in Manipur” and cited the following- the three anti-tribal bills and which resulted in the loss of nine innocent tribal lives at Churachand-

pur; strongly opposed solution of the Nagas and the 1997 cease fire between the government of India and NSCN and advocating war at Naga areas; totally opposed the home visit of chief negotiator of the Naga people in the “Indo-Naga political talks” and general secretary Th. DIMAPUR: Chakhesang Public Organization (CPO) has strongly condemned the killing of NSCN/GPRN cadre identified as ‘Lieut.’ Imti Ao and injured ‘2nd Lieut.’ Chipemo Lotha by the troops of 28 Assam Rifles near Okotso village under Wokha district on October 23. PTAM informs owners of private passenger vehicles DIMAPUR: Private Transport Association Mon (PTAM) has informed all owners of private taxis and buses to standardize their vehicles with proper seats. A press note by PTAM vice president, Nokshing Konyak and joint secretary, AM Kaiba Konyak stated that it has been reported by public that vehicle seats of passengers and also below standard vehicles were plying within Mon district as taxis and passenger bus. In this regard, PTAM has directed all the concern owners to standardize the seats and use new tyre within November 25, 2016 for the convenience of passengers. One arrested on charges of murder

DIMAPUR: Dimapur police has arrested one person on charge of killing a minor here on October 24 at 7:30 pm. Additional deputy commissioner of Police/PRO in a press statement said, Wedet Thele, son of Wetenyi Thele of Mesulumi village, Phek, a resident of 7th Mile Model village, Dimapur killed the minor

identified as Ratsivei (6), son of N. G. Lidu of Lai Khullen village under Senapati, Manipur, with a stick. PRO said that the body was handed over to the parents for last rite after conducting post-mortem. Wedet has been arrested and a criminal case has been registered against him for further investigation, PRO said.

(DPRO, Kohima) DIMAPUR: An advocacy workshop for heads of educational institutions on “proper guidance for promoting tobacco free institutions & hazards of tobacco” was held at LCS building, Kohima on October 25, organised by District Tobacco Control Cell (DTCC), Kohima, department of Health and Family Welfare (H&FW) Kohima. According to news bulletin, in the first session, additional director H&FW, Dr. N. Savino spoke on the topic “Tobacco Control Act (COTPA 2003)”. Highlighting on the Act, Dr. Savino said that the Act was applicable to all products containing tobacco in any form, which extended to whole of India. Speaking on the various Section of the Act, Dr. Savino emphasized on the penalties for violations of the rules under the section of COTPA. District Nodal Officer, DTCC Kohima, Dr. Arenla Walling presented the guidelines for teachers to promote tobacco free schools and

colleges in the district. She highlighted on various steps for disseminating information on hazards of tobacco products, guidelines for group discussion, facilitator, how to say “No” to tobacco, suggested activity for the students and teachers to explain the facts to the students. She also highlighted on the idea of launching the smoke free ambassador cards to the students of Tobacco Free Schools in Kohima district. She said that the main idea of the students’ ambassador card was to campaign on smoke free Kohima city which was assured to the students by the deputy commissioner Kohima, Rovilatuo Mor, IAS during the students’ rally for “Smoke Free Kohima City” on April 28. She also highlighted on the guidelines for “Smoke Free Student Ambassadors” card holders while implementing the exercise. Twenty number of “Smoke Free Ambassador Card” were distributed to each 16 declared Tobacco Free Schools, colleges and

institutions during the programme. The advocacy programme was chaired by assistant professor, Simon Singsit from Oriental College Kohima who earlier welcomed all the heads of institutions and also thanked all the participants for making the programme a success.

DIMAPUR: All Nagaland Hindi Teachers Union (ANHTU) with CSS Hindi teachers held a general meeting on October 25. A press note by ANHTU information secretary, Waisemba stated that the meeting resolved that the All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) would be dissolved. It stated that all govt. Hindi teachers would work under one banner, i.e. under All Nagaland Hindi Teachers Union (ANHTU) central body. It also stated that two CSS representative members from each district were also selected as coopted member to the All Nagaland Hindi Teachers Union, Ilika as convenor and Nelson as secretary along with 21 others as members. It also resolved that if there was no assurance from the government regarding pending salary for 1379 CSS Hindi teachers, boycotting of classes would continue.

It also cautioned that use of drugs, alcohol and prohibited items would be restricted. It resolved that one must owned property at Suruhuto or Asuto to be a

candidate, village support system should be abolished and free campaign would be opened in every village. House resolved that there would be an apex body at area level consisting representatives from all NGOs. Spearhead by VDB (SAVDA), all VCC must be member in the apex body and all village level committee should also be formed to strengthen the apex body. It further resolved to implement rules and regulation under the election commission of India.

Ukhrul incident: 10 policemen suspended Manipur Pradesh Mahila Congress Committee protest; demands arrest of Th. Muivah

IMPHAL, Oct 25: Ten policemen including six sub-inspectors were Tuesday suspended from their service and an enquiry has been ordered into Monday’s Ukhrul incident. Besides firing several rounds of guns by suspected militants as the chopper carrying chief minister O Ibobi Singh and his entourage took off from the helipad at Ukhrul district headquarters on Monday, there were blasts and violent incidents. A day after the incident, ten policemen on duty during the violent incidents has been placed under suspension from their services by an order of the state DGP LM Khoute. The suspended policemen include six officers of sub-inspector (SI) rank, two assistant subinspectors (ASI) and two head constables. The state police chief further issued another order directing additional DGP P Doungel to enquire into the incident if there was any lapse in the security arrangements. The order directed the ADGP to submit the enquiry report within seven

days from the date of issue of the order along with recommendations to prevent recurrence of such incidents in future, an official source said. Meanwhile, chief minister O Ibobi Singh today said that Union DoNER minister Dr Jitendra Singh has been briefed about yesterday’s incident so that he can convey the same to the Prime Minister’s office and Union home minister for necessary action. The DoNER minister assured to submit a report of the violent incident to the Prime Minister and Home Minister for necessary action, Ibobi told reporters in his office chamber. To a query from the reporters, Ibobi said that there was none other than NSCN (I-M) to indulge in such violent activities in the area dominated by them. “State government will also furnish a report regarding the incident to the Centre,” Ibobi added. They also demanded arrest of Th Muivah for his alleged criminal activities in the state. While blaming Nagaland chief minister TR Zeliang for spewing venom among the communities of the state, the leaders accused him (Zeliang) of backing organisations working to distort the integrity of the state. M e a n w h i l e, s t a t e deputy chief minister Gaikhangam today insisted that the Centre must not remain silent when NSCN (I-M) has broken the ceasefire ground rule by attacking the chief minister and his entourage in Ukhrul on Monday. response has come from the Central government, said Gaikhangam, however, he expressed confidence that the Centre will take necessary action against the outfit.

Naga bodies react

The United Naga Council (UNC) and Tangkhul Naga Long (TNL) termed episode in Ukhrul as an event allegedly stagemanaged by Manipur Chief Minister O Ibobi Singh. TNL President Weapon Zimik told media that it was not possible for any armed elements to ambush someone or plant bombs when a large number of security force personnel were deployed in the area as a security measure for the visit of the Chief Minister to Ukhrul. Zimik said his organization while fully endorsing the stand of the tribal people to bar anti tribal people from entering the hill districts, imposed the bandh. “Ibobi Singh government was responsible for the passing of the three Anti Tribal Bills. Still nine tribal martyrs are lying at Churachandpur. How can

we allow a leader like Ibobi Singh to enter our soil,” Zimik said. “Ibobi’s plan to visit Ukhrul was with bad intention. His intention has been to create troubles in the hill districts district. He knew we tribal people are boycotting those anti tribal legislators in the hill districts. Even after fully aware of the situation he wants to come to our soil,” he added. Speaking on the same line UNC President Gaidon Kamei said Ibobi’s intention to visit Ukhrul was to create problems in the peace zone. He then called Ibobi Singh as the mother of terrorism while recalling the Mao Gate incident, the Ukhrul killing incident, and the Churachandpur incident of 2015. “We have a standing resolution that Ibobi Singh and his loyal legislators have been boycotted in the hill districts but still he wants to create troubles,” the UNC president added. Kamei also said that Ibobi Singh’s doctrine is violence” and strongly condemned the “act of Ibobi Singh in Ukhrul.

Bru repatriation process to start from November 2 Aizawl, Oct 25 (PTI): The process of repatriation of over 3,400 Bru families from relief camps in North Tripura was finalised today at a meeting of the State Level Core Committee on the issue. The meeting, chaired by Mizoram Home Secretary Renu Sharma, ratified the process of repatriation of over 3,400 Bru families from the six relief camps in North Tripura slated to commence from November 2, a senior home department official said. The officials, conducting identification of bona fide residents of Mizoram in the Kaskau relief camp, would leave MizoramTripura border Mamit town on November one to start the identification process from 9:30 AM on November 2, Additional Secretary for Home Lalbiakzama told PTI. The identification at Kaskau relief camp will be expectedly over by November 4. Lalbiakzama said the identification process at Khakchangpara relief camp would take place on November 7 and at Hamsapara relief camp on November 9 and 10.

Garo bodies want law to bar non-tribal from council polls Correspondent

Tura, Oct 25: Tribal Garo Hills-based civil society groups in Meghalaya today asked the ruling National People’s Party-led Executive Committee in the Garo Hills Autonomous District Council (GHADC) to amend district council rules to prevent participation of non-tribals in the district council elections. In a letter submitted by five prominent organisations which include the Garo Students Union

(GSU) to Chief Executive Member of GHADC, Denang T. Sangma to formulate legislations and amend laws to bar the nontribals from participating in the District Council Elections. Rule 128 subrule 1(a), sub- rule 2 and 3 can be amended to ensure the participation of only the tribals in the district council. The letter has urged GHADC to amend the articles to prevent the participation of non-tribals in the district council. In 2008, the move-

The student body along with other organisations had opposed the participation of the non-tribals and had even called for boycott of the last council elections. Quoting union tribal affairs minister Juel Oram, the letter to CEM said, “The union minister informed that directions are there for the State Government to pursue the implementation of the provisions of the Sixth Schedule while assuring

that the ministry will pursue the matter with the Meghalaya Government and that direction will be given to the State Government to ensure the participation of only tribals in the Garo Hills District Council Elections.” He reiterated that the Autonomous Council and State Government must make it imperative to follow the provisions of the 6th Schedule without fail only then can the participation of only the tribals in the District Council can be ensured.

AR nabs NSCN (K) cadre in Arunachal CHANGLANG, Oct 25 (Agencies): The Assam Rifles has apprehanded a hardcore NSCN (K) cadre from New Changlang market in Changlang district of Arunachal Pradesh. Three poachers arrested

Diphu, Oct 25 (PTI): Three poachers were arrested by security forces in Assam’s East Karbi Anglong district today. Acting on a tip-off about movement of suspected militants in Rongmongwe area, army personnel deployed in the district launched an area domination since yesterday evening, a defence spokesperson said here. The security personnel spotted three persons moving in a suspicious manner between the villages of Sarpo Kathar and Kat Teron and netted the trio around noon. The security forces recovered a .303 rifle, a silencer, ten rounds of live ammunitions, an axe and a torch from the nabbed persons. The apprehended persons have been identified as Dhansing Ronghang, Bidasing Singnar and SanjayTerang. The security personnel claimed that the trio was allegedly planning poaching of a rhino tonight.

Mulayam projects ‘all is well’ image

Armed forces upset over status downgrade NEW DELHI, OCT 25 (PTI): After crying foul over OROP and disability pension, officers in the armed forces are upset over a Defence Ministry circular which purportedly downgrades their status vis-a-vis their civilian counterparts, prompting Defence Minister Manohar Parrikar to say he would personally look into it and resolve the issue. The order has brought an army Major General (rear admiral in the navy and vicemarshal in the air force) on par with a principal director at the Armed Force Hq Civil Service. Soni was here along with former union minister Anand Sharma to attend the general house of the Himachal Pradesh Congress that concluded on Monday. Drawback or laidback

W

hile there has been a lot of satisfaction about the high 80.11 per cent literacy rate of Nagaland(2011 census), there is also a lot of dissatisfaction about the poor achievement of youth of Nagaland in competitive examinations outside the state. There are sufficient indicators that the youth of Nagaland are falling way behind in the realm of professionalism and that could be a piece of bad news which possibly reflects the quality of education. Candidates of other north east states are doing better and that is also an indication that the environment in the state needs to be analyzed in order to understand the reasons or factors responsible for the drawback(s). In a profit sheet and efficiency goal-oriented world, the dynamism of work culture is evaluated by performance produced through professionalism and productivity. Contemporary society in Nagaland faces several dilemmas that stem from the conceptual philosophy of politics, religion and renaissance of cultural ideology. Traditional values that have imbibed the spirit of self reliance in the past, have almost disappeared and made way to a life of dependency upon government largesse. Such a trend has led to erosion of the base for professionalism which severely weakened the fundamental structures during the decades. There has been a lot of discussion on the quality of education in the state. The point to note, is that education is not confined any longer, to within the four walls of institutions. Today, any keen student who is focused, can self develop with inputs from the environment to inculcate a sense of professionalism and become specialized with knowledge or skills to achieve high standards of productivity or results as desired. The dependency or government-spoon feeding syndrome is one of the negative aspects which has weakened the spirit of excellence among society’s youth. The success rate of youths from Nagaland in UPSC is rare while not too many are doing well in the lower or middle levels of various professions. This picture does not compliment investment of huge sum of money in the education and other fields that are meant to promote the interest of the youth. Though the condition at home gets no better other than the flicker of hope or dreams about an economic turnaround; the concept of self-employment has been weighed down by lack of dignity of labour. Every notion and concept has to be developed and sustained over the decades or even centuries. However for the Naga people the concept of development continues to be barraged by the negative aspects of politics. People of every race or nation throughout the world are proud of their unique identity or history and the pride is sustained by a sense of responsibility to build and develop society. Though professionalism has not developed as it should; there can only be a vigorous effort to keep pace through innovative learning programmes beyond the classrooms etc. Another syndrome that has become self defeating are babuism or sahebism among the so-called middle class. Too many babus at the lower level and sahebs at the upper level has become the bane of real progress. It is time that some though be given on this matter so as to create some awareness about professionalism.

Paul’s whole heart, mind, and soul were consumed with the great purpose of what Jesus Christ came to do, and he never lost sight of that one thing. We must continually confront ourselves with one central fact— “…Jesus Christ and Him crucified” (1 Corinthians 2:2). “I chose you…” (John 15:16). Keep these words as a wonderful reminder in your theology. It is not that you have gotten God, but that He has gotten you. God is at work bending, breaking, molding, and doing exactly as He chooses. And why is He doing it? He is doing it for only one purpose— that He may be able to say, “This is My man, and this is My woman.” We have to be in God’s hand so that He can place others on the Rock, Jesus Christ, just as He has placed us. Never choose to be a worker, but once God has placed His call upon you, woe be to you if you “turn aside…to the right or the left…” (Deuteronomy 28:14). He will do with you what He never did before His call came to you, and He will do with you what He is not doing with other people. Let Him have His way.

Asking Hitler to investigate holocoust?

F

uel adulteration racket is a well entrenched mega multi-crore enterprise that has been going on for decades under wilful indulgences of a non-transparent Department of Food & Civil Supplies in connivance with ruthless cut-throat businessmen. The spectacle of the kingpins still floating around scot-free on bail despite all the rotten physical evidences piled up against them is a stark example of the system that has completely gone off the rail. The unpalatable aspect of this greed dictated recklessness on the part of the Government is the total lack of concern for the common man not only being deprived of essential services like kerosene but additionally causing huge recurring mechanical and financial havoc to all vehicle owners in Nagaland, including every other mechanical equipments that operate on fuel across the board. The simple truth is that government servants attached with vehicles do not feel the pinch of having to repair their vehicles again and again because this expenditure is borne by the government. They therefore have no concern at all or realise the immense hardships that is being caused to private vehicle owners having to repair their ‘fuel adulteration’ related problems with their hard earned income at regular intervals that also shortens the functional lifespan of their vehicles. There are certain facts that need to be put on the table and squarely addressed. The Chief Minister of Nagaland is the Minister in-charge of the Department of Food &Civil Supplies. This puts him at the centre of the storm with all the ongoing misappropriation turbulence. It would be awfully difficult to expect him to show ethical decency and accept moral responsibility for all the evidential rot that has already been dug up in his own backyard. Asking him to concede to public demand for calling in an Independent Investigating Agency is like recommending that he commit hara-kiri. The simple fact is that no transaction within his department of Food and Civil Supplies would have been initiated in the absence of his specific instruction...certainly not in the magnitude of 11.90 Cr litres of SK Oil with an estimated value worth Rs.500 Crores as reflected in the local print media. This is as plain a knowledge as God created little apples. The vain argument that SIT is carrying out

the investigation is but a sham of the century. Members of SIT are mere government servants and it does not take a rocket scientist to know that they are bound to severely be exposed to upstairs interferences. They will never humanly be able to withstand the load knowing well that their service will be on the line directly or indirectly. Considering that the interest of the rich and powerful, both in the political and bureaucratic arena, is under the scanner it is practically impossible to expect anything legally tangible to emerge from SIT’s investigation no matter how determined they may be. Now, consider this fact that the above astronomical amount is related only to one item of supply in F &CS. The question that automatically comes to the fore is: What about other subsidised state quota items like rice, wheat, sugar etc. where similar non-transparent manipulation of Districts allotments are being carried out in paper through syndicated stockists and transporters year after year? If one digs deeper it may not surprise anyone to discover that the NPGs may also have a percentage share in it considering that this daylight robbery has been going on flawlessly for ages. ACAUT has done a commendable job of digging up the decade old garbage that has been plaguing the people all these years. They need to expand the road map of inquiry into all the other essential commodity items like rice, sugar and wheat quotas being received on a monthly basis in huge quantities meant for the people which are also being misappropriated without doubt. CCoFA being sweet-talked by CM into suspending the ‘bandh’ and agreeing to a time bound submission of report by SIT was a costly mistake. It is as good as agreeing to allow Hitler to investigate the holocaust. However, we learn by mistakes and therefore the first round slip should make them more resilient for the next round that is eminently waiting round the corner. Now that the battle line has been drawn, it is important for CCoFA to maintain a focus on the ground reality and ensure that an uncensored copy of SIT report is demanded from the government no matter how watered down it is likely to be. Naga People verses NSCN (IM) Framework Agreement

T

he most sophisticated and political conscious Naga People becomes most confused and worthless group of people today in the hands of most selfish and stubborn leaders of different Naga Political Groups. The most remarkable and worthier period were the regime of NNC between1940s to 1970s, till NSCN came into being in 1980 under the leadership of Lt. Isak Chisi Swu, Th. Muivah, Khole and S.S. Khaplang accusing some workers of NNC of being the part of infamous Shillong Accord of1975. They failed to use their wisdom to judge the situation and began to attack one another. The best solution to the given situation could have been expulsion of accord signatories instead of condemning their own government i.e. NNC. But the said leaders installed the parallel organization which resulted into downfall of Naga Political Movement. They might felt proud of what they did without realizing that, their action torn down the unity of the Naga people which was regrettable and unfortunate for the Nagas. The NSCN/GPRN which they have installed in 1980 witnessed disintegration only after eight years of its formation mainly due to selfish and suspicious character of the leaders and the undivided NSCN/GPRN vertically divided into two i.e. NSCN-K and NSCN-IM. The leaders refused to reconcile and began to bath with fellow Nagas’ blood. Now, unfortunately, the single NSCN/ GPRN produced four NSCNs, namely, NSCN-K, NSCNIM, NSCN-U and NSCNReformation. The formation of NSCN- Reformation was not out ofchoice but abnormal situation have created it after S.S. Khaplang expelled Y. Wangtin Naga and P. Tikhak, followed by unilateral abrogation of 14 years old cease fire without NSCN party meeting against the wishes of the Naga People. Today, even the NNC/

FGN have been divided into seven houses of which NNC/ PRN recently merged with NSCN-Reformation. Then who should we blame for all these developments? The leaders of different NPGs should realize their mistakes and begin the process of seeking one another to become one and single force. The unity of the Naga people should precede the independence. After its formation, the NSCN-Reformation collective leadership undertook its journey of meeting with the leaders of different NPGs and shared the ideas of meeting together in solution table and that was why, the NSCN-Reformation leadership met with NSCN-IM leadership consecutively after Framework Agreement signed between NSCN-IM- GoI on 3rd August 2015 and suggested for wide consultation with all stakeholders but the leadership of NSCN-IM have not used their wisdom and have come on their way and continue to stressed on open door policy, which means all the NPGs should join NSCN-IM. The leaders of NSCN-Reformation on the other hand advised the NSCN-IM leaders to consult all the NPGs instead of talking with GoI because it will not be possible to solve Asian longest political problem by talking to GoI alone. If GoI has power to solve the Naga problem, it could have been solved long back during Nehru-Indira periods. The NSCN-Reformation does not demean the Naga Civil Societies but the NPGs who are in battle line should be best consulted but the proud ness and boastful character of NSCN-IM leaders have unshaped the Naga Political situation pushing it to impossibility. While the Naga people disapproved and refused to accept Framework Agreement and factional solution, the NSCN/GPRN-Reformation will also equally disapprove and reject it whatsoever. Therefore, the NSCN-IM leaders should change the present

atmosphere by consulting other NPGs. About Mr. Khole habitual defection, the NSCN-Reformation is in exclamatory mood because, he first defected from NSCN-K claiming that, he wanted Naga unity and formed NSCN-U but one wondered as to how he claimed that, he have defected for Naga unity by disintegrating his own organization (NSCN-K)? The same man once again defected from NSCN-U by betraying good numbers of his followers in Khehoi and joined NSCNIM. Was it good thing they have done? If he wanted to unify with NSCN-IM, as a President of NSCN-U, he must take all his army and civil authority on board and merge officially shocking every single Naga. On the part of NSCNIM, it could have been far better to consult with NSCN-U as a whole instead of stealing Mr. Khole alone. All what we did have lacked God’s wisdom. The Shillong Accord of 1975 must be all out condemned because it becomes a bone of contention in Naga National Movement. In regards to Wokha incident where 28th Assam Rifles attacked and killed NSCN-U Cadres, the NSCN-Reformation condemned the barbaric and uncivilized action of Indian security forces who have no human compunction. The NSCN –Reformation who lost five Naga Armies with five arms in Zeliangrong Region last year in the hands of Indian security forces and inhuman killing of four Naga Army in Changlang District (Arunachal) this year in the hands of merciless Indian Army shared the pain and distresses of the GPRN/ NSCN. These act of Indian Army is direct violation of not only ceasefire clause but also disrespect the human rights of the mankind. uch have been said and talked about the implementation of the elections to Urban Local Bodies, citing reasons that the fund meant for municipal bodies are being stalled if the Government don’t go ahead with it and the money spend on legal fees exceeding expectations, and the observations of some senior Supreme Court lawyers that the verdict might likely favour the petitioners which will embarrass the Government, etc are the excuses described by the government of the day to go ahead with the elections to Urban Local Bodies. To go for elections in Urban Local Bodies basically implies, this cabinet is all set to implement the Judgement and Order of the Hon’ble Gauhati Court’s order quashing the Nagaland Legislative Assembly cabinet’s decision dated 21st December 2009 to postpone indefinitely the said election vide Order dated 21st Oct. 2011. To go for elections amounts to waiving before the Supreme Court as a Respondent in the matter of: Smt. ted their joint representation on 16th March 2012, followed by Public of Kiphiri Town, dated 7th March 2012, Gaon Burah Union, Jalukie Town dated 5th March 2012, Sumi Hoho dated 15th March 2012, Kohima Village Council dated 29th Feb. 2012, Kyong Hoho dated 12/ 03/ 2012 and the survey report of the Naga Hoho with their (then) constituent Units Rengma Hoho dated 10/06/2011,Ao Senden dated 10/06/2011, Kyong Hoho dated 11/06/2011, Pochury Public Forum dated 16/06/2011, Chakhesang Public Organization dated 17/06/2011, Zeliangrong Baudi dated 30/06/ 2011, Sumi Hoho dated 9/08/2011, Naga Council Dimapur(sub-ordinate body) dated 16/08/2011 and the Angami Public Organization dated 18/08/2011. The resentment and representations of various NGO’s and tribal Hohos led to the formation of the SELECT COMMITTEE ON GOVERNMENT RESOLUTION ON THE NAGALAND MUNICIPAL ACT, 2001. Indeed the decision of the Cabinet, 10th August 2016 have taken the populace as well as the Civil Society Organizations by surprise. A careful post-mortem into this mess reveals the clashes or conflicts of opinion then and now. A select Committee on Government Resolution on the Nagaland Municipal Act, 2001 was constituted on 22nd March 2012 under the chairmanship of (1) Shri. T.R. Zeliang, (2) Dr. Shurhozelie, Minister as

member, (3) Shri. I. Imkong L. Imchen, Minister as member, (4) Shri. C. Kipili Sangtam, MLA as member, (5) Shri. K.L. Chishi, MLA as member, (6) K.V. Pusa, MLA as member and (7) Shri. C. Apok Jamir, MLA as member. Following are the extracts of the speeches of the members of the select committee on 20/03/12 in the Nagaland Legislative Assembly session. Quotation of the Chairman of the Select Committee, “….From time immemorial, Naga as a society have developed their social, cultural and other ethnic practices without the aid of any law. Law is an artificial instrument which intruded into tribal society and alters the natural evolution of the tribal society. This 33% Reservation is a legally propounded idea which will permanently alter the natural evolution of the Naga society. Any demand for any such thing must come from within our society in view of our unique history and not thrust upon us from external forces. This is the reason why we have constitutional filter of 371A to screen the parliamentary laws including constitutional amendments Acts so that the innate nature of the Naga society is prodded forever. Some may say that why should we not tune ourselves to modernly. We are modern without losing touch with our tradition, our way of becoming modern is little different from non-tribal societies becoming modern. We have our umbilical cord always fetter to our tradi-

tion, our ethnic and cultural practices. Naga society can never be severed from our unique cultural norm and that is the reason why constitution makers made Article 371 A, a permanent one to remain in the constitution forever unlike other provisions which are there temporarily for 10-15 years and so on. Mr. Speaker Sir, the 2001 Municipal Act Amendment was done in 2006 in this Assembly. It was done because of the court order to the state Government to enact 33% reservation for women. But to my mind, no court of law can enforce any Act of Parliament in the State of Nagaland under special provision of Article 371 A.” Speech of Dr. Shurhozele, Minister, (NPF) Minister of Urban Development in the Nagaland Legislative Assembly session on 20/03/12... “Sir, on this, I want to make some observation. The above statement of the NMA suffers from two fallacies. The first fallacy is that 33% reservation for women in Panchayats as mandated in articles 243D of Part XI of the Indian Constitution, is inapplicable to Nagaland in view of the exception granted in Articles -243M which says that Part XI of the Constitution of India will not apply to Nagaland. The second fallacy is the opinion of the NMA that article 371A is subject to other provision of the constitution of India and Nagaland Assembly, by invoking article 371A, cannot supersede other provision of the Constitution.

NMA should know that Article 371A starts with the non obstante phraseology.” “Notwithstanding in the constitution” including the 74ht Amendment Act, stand superseded. Whenever in a law, the words “Notwithstanding anything” are used, it means, it is a law capable of superseding other provision. Therefore, article 371A is the supreme law that empowers Nagaland to be the Supreme Legislative Body in the state with capacity to supersede all Parliamentary laws including the constitutional Acts. Even the Law Minister, Shri Asoke Sen, when article 371A was being enacted declared in Lok Sabha on the 28th August, 1962 that Nagaland Legislative Assembly has the unique Legislative Assembly powers of superseding the central laws. It is surprising to note that the Naga Women, under the aegis of the NMA, in their bid to grab political power, develop such misconceived notions, like the Nagaland Legislative Assembly does not have powers to supersede Constitution Acts, which is really unfortunate. And it will be in the interest of Naga Women if their leaders do not cross the perimeter of the subject matter may invite more criticism.” To my opinion, 2012 and 2016 aren’t that far. The above speeches on the 20/03/2012 in the Assembly session of the then chairman who is now none other than the Chief Minister and one of the member who was then the

Minister in-charge of the department who is now none other than the chief of the NPF party and the cabinet decision of the 10th August 2016 at the official bungalow of the Chief Minister does not resemblance at all. Towering speeches as a member of the select committee, upon which the Naga people believed in and voted to power, because of the fact that the privileges’ accorded to the Nagas under 371A is beyond the reach any other states wherein overriding powers is inserted acknowledging the inherent and inalienable rights of the Nagas. Article 371 A is a constitution within a constitution of India. This provision supersedes all Acts of the parliament. This Article exist in all the sense of Supreme Court, for which even after nearly three decades of the case between Assam and Nagaland border, the case is lying in the Supreme Court which cannot be just disposed off, because of this very Article, an off shoot of 9 Point Agreement and 16th Point Agreement. People stood together with you in protecting and upholding our rights enshrined in the constitution like you mentioned in the assembly. However, all of a sudden, cabinet in contravention of the Assembly Resolution rooting to go for elections to Urban Local Bodies is very much uncalled for, an attempt to demean our rights. BHUBANESWAR, OCT 25 (PTI): The Odisha government today put the collectors of 14 districts on high alert even though the IMD predicted that Cyclone Kyant is likely to move towards Andhra Pradesh coast. The directions to collectors in coastal, northern and southern districts were issued by Chief Minister Naveen Patnaik through video-conferencing while reviewing the preparedness. IMD Director S C Sahoo, who attended the chief minister’s review meeting, said, “Cyclone Kyant is likely to move towards north Andhra Pradesh. However, the coastal region and adjacent districts may experience rainfall under its impact on October 27 and October 28.” The deep depression created over east-central Bay of Bengal has moved west-northwestwards and intensified into a cyclonic storm, named as Kyant and lay centred about 710 km east-southeast of Gopalpur, a bulletin issued by the IMD said. New Delhi, Oct 25 (PTI): Gold prices bounced Rs 85 to Rs 30,500 per 10 grams today following uptick in festive and wedding season demand from jewellers and retailers at the domestic spot market amid signs of a strong global trend. Silver too rebounded Rs 100 to Rs 42,900 per kg on higher off-take by industrial units and coin makers. Bullion traders attributed the recovery in gold prices to the surge in demand as reflected in festive and wedding season sales, and firm global cues. Globally, gold rose 0.15 per cent to USD 1,266.30 an ounce in Singapore. In the national capital, gold of 99.9 per cent and 99.5 per cent purity recovered by Rs 85 each to Rs 30,500 and Rs 30,350 per 10 grams, respectively.

Maybe, one or two sittings, it should come to a conclusion,” Das said at an Assocham event here. Trading has been thin and confined to extremely narrow range in the absence of any market moving factors even as resurgent dollar remained in spotlight on the currency market. Sluggish domestic equities and persistent capital outflows largely pressurised the Indian unit, a forex dealer said. The home currency opened substantially lower at 66.93 from Monday’s closing level of 66.85 at the Interbank Foreign Exchange market as sustained dollar demand from importers fairly weighed on trade. However, some dollar selling by corporates and bank predominantly helped the rupee to recover towards the tail-end trade to settle at 66.82, revealing a gain of 3 paise, or 0.04 %.

agnum Opus 2016, the art and music festival, organized by Act of Kindness (AOK) in collaboration with North East Zone Culture Centre, came to a conclusion with live concert held at the Stone Garden, NEZCC Complex, Diphupar, Dimapur. The festival which is in its second edition

saw numerous amounts of people coming forward in joining the movement to promote local talents which have been the core objective behind the festival as mentioned by the organizers. Day two of the festival saw the renowned and upcoming artistes coming forward to participate in an art demonstration under

the title, ‘Artist’s Perspective’. The painters together made a painting which will be auction soon and the proceeds from the sale will be used for charity, the organizers informed. Exceeding expectations, festival goers crowded up the stone garden taking turns in visiting the various stalls opened up by

local entrepreneurs. Renowned and one of the most loved band in the state Incipit headlined the evening live concert belting some of their hits along with two covers. Mengu Suokhrie, Ambush (Karbi Anglong), Kimatsung, Moba Inggang, Chosen Generation Crew, Imye Longkumer, Moate Pongen, Wangyat

The musician’s iconic recording studio will officially become a museum after a unanimous vote by the Chanhassen City Council Monday night, according to the Chanhassen Villager. In doing so, the BCCI put the ball in the court of the Justice RM Lodha Committee and said: “ At the time of going to press, BCCI has not received any further directions from the Committee, which is now the custodian of the entire (bidding) process and has been tasked with the duty to ensure that the tender process is undertaken in a professional and transparent manner with least inconvenience to all stakeholders.” In a long official statement, the Board clearly suggested that it now believed the onus of tendering the IPL media rights for the next rights period would now lie on the Lodha Committee and not the Board. “Once BCCI receives a response from the Committee, it shall bring the same to notice of all stakeholders as the BCCI is currently not in a position to take any decision in the matter other than what the Committee recommends,” the BCCI said. The statement brought an end to the 72-hour drama that had played out between the Board, the Committee and the bidders. Even before the BCCI had decided to make it official, Star TV, the broadcast rights holder for Indian cricket, had communicated to them that they would not be participating in the tender process until there was complete clarity on the matter.

New Delhi, Oct 25 (PTI): Batting for sports to be included in school curriculum, Sports Minister Vijay Goel said that to impart the desired importance to sports, it should be made a compulsory subject at the school level. Goel said marks should be also given to students for their involvement in sports activities. Addressing the 64th meeting of the Central Advisory Board of Education (CABE) , Goel said, this is also essential to deal with the growing incidence of diabetes and other non-communicable diseases among children. The Minister said that for realising the full potential of sports, it is essential that we take effective steps to promote it in educational institutions without any further delay. Goel emphasised that every educational institution should have access to a playfield and basic sports facilities. Such institutions which do not have these facilities should tie up with neighbouring institutions.

Ko l k ata , O c t 2 5 (IANS): Mumbai City FC notched up their third win of the season, courtesy a second-half goal from marquee player Diego Forlan, as hosts Atletico de Kolkata (ATK) suffered the first defeat of their Indian Super League (ISL) football campaign here on Tuesday. The result saw Mumbai go top of the table with 11 points from seven matches while ATK slipped a position to third, on nine points from six games.

Forlan scored his second goal of the tournament in the 79th minute off a Sony Norde pass infront of France football legend Thierry Henry who was in attendance. ATK were coming off a win against Delhi Dynamos and were playing their second consecutive home game. ATK coach Jose Molina drafted in Stephen Pearson, Abinash Ruidas, Arnab Mondal, Javi Lara and Robert Lalthlamuana into the squad. Mumbai FC suffered

a shock defeat against FC Goa in their last game and made several changes with Anwar Ali, Sehnaj Singh, Cafu, Gerson and Albino Gomes coming into the side. Influential striker Matias Defederico, Pronay Haldar and Leo Costa were all missing due to niggles. In a packed Rabindra Sarobar Stadium, it was the away side that unlocked the Kolkata defence in the eighth minute. Cafu and Forlan combined effortlessly outside the box before setting up

With Cafu and Forlan controlling the match, Atletico were left frustrated with striker Sameehg Doutie kept in check by Sena Ralte. But Norde’s effort though was tipped over by ATK goalkeeper Debjit Majumder. Both sides went into the break goalless. Much against the run of play, the visitors took the lead in the 79th minute when Forlan struck the ball into the roof of the net after Norde did well to set him up from inside the box albeit off a deflection. Debjit was at fault as he could have done better with his tame effort to block the ball. In the dying minutes of the match, Lara got a free-kick from the edge of the box but Mumbai goalkeeper Albino Gomes parried his effort away.

M u mb a i , O c t 2 5 (Agencies): Olympics bronze medallist Yogeshwar Dutt’s chances to get his medal upgraded to silver evaporated on Monday after the International Olympic Committee decided to drop the investigation against the deceased wrestler Russian wrestler Besik Kudukov. Kudukov, who won the silver medal in the men’s freestyle 60kg category at the 2012 Olympics was tested positive for a banned steroid. The wrestler died in a car crash in 2013. In a statement, released by the Russian Wrestling Federation, the organisation said Kuduk-
