KOHIMA/DIMAPUR, OCT 26 (NPN): Chief Minister’s Office (CMO) media cell on Wednesday said that the Nagaland government has taken up initiative on the possibility of tying up with the government of UK in the fields of education, language development, music, culture and tourism. According to media cell, state chief minister, TR Zeliang, took up the issue with Alan Gemmell, OBE, director of British Council (BC) in India, when the latter called him at his residence on Wednesday. Gemmell revealed that the BC has been sponsoring more than 200 scholarships every year from all over the country to pursue higher
studies in the Universities in the UK but not many were from the Northeastern region. In this regard, Gemmell wanted students from the region to avail the scholarships, media cell said. BC has also proposed training on teachers to impart further training to other teachers. The Council which is involved in teacher development programme in 13 states in India was also interested in tying up with the government of Nagaland, media cell said. Further, CMO media cell said that Gemmell has also confirmed his availability to grace the 3rd day of the Hornbill Festival this year as chief guest. In response, media cell said Zeliang suggested more
awareness about the scholarship scheme among the student community of the region. He also suggested incorporation of skill development in the curricula of schools so that by the time student matriculate they would have some selected skills to rely on to earn their livelihoods, media cell said. Zeliang also assured to the visiting delegates that he would find out ways and means with the NEC to sponsor such programme in the State, while expressing his desire take up Human Capital Development. Further, Zeliang proposed setting up Music Academy in the State where local youth could be trained. Others present during the meeting includes-parliamentary secretary of Youth Resource & Sports, Lotteries, Khriehu Liezietsu, officials from the British Council and state.

Acharya appeals citizens to NMA appeals security observe National Unity Day forces to adhere to CFGR Maneka writes to DoNER min on dog meat trade DIMAPUR, OCT 26 (NPN): Nagaland Governor, PB Acharya, has appealed to all the NGOs, youth organisations, higher education institutions and colleges to observe Rashtriya Ekta Saptah (National Unity Day) from October 31 to November 6. To mark the event, the governor has suggested organising activities like pledge-taking ceremony to unity runs, march past, plays, slogan writing contests, felicitation of freedom fighters and recording of their stories, etc. Rashtriya Ekta Diwas was introduced by the Government of India and inaugurated by Prime Minister of India, Narendra Modiji in 2014. According to a Raj Bhavan statement, Acharya said the aim of observing National Unity Day was to pay tribute to Vallabhbhai Patel, the Iron Man of India, who was instrumental in strengthening India.
He said this occasion would provide an opportunity to reaffirm the inherent strength and resilience of the nation to withstand the actual and potential threats to the unity, integrity and security of the country. This year, a nationwide campaign on the theme “Nation Salutes Sardar Vallabhai Patel on Rashtriya Ekta Saptah” would be held from the date of his Birth Anniversary on October 31 to November 6 to honour the memory of Sardar Patel by conducting programmes and events reflecting his efforts in unifying the country. Further, governor said on the occasion “we remember our great freedom fighter, Rani Ma Gaidinliu and her soldiers.” “I value very much the contributions of Naga leaders who fought the British for freedom from the slavery. Today we remember our soldiers who sacrificed their life for independence movement of our country,” Acharya said.
DIMAPUR, OCT 26 (NPN): Naga Mothers’ Association (NMA) on Wednesday said it was appalled by the October 23 action of the 28 Assam Rifles, killing a cadre of GPRN/NSCN and causing injury to another, at Okotso village under Wokha district. In this regard, NMA in a press note has appealed to the security forces to maintain peace and adhere to the Cease-Fire Ground Rules (CFGR) in future. NMA has also appealed to the government of India to set up an Inquiry Commission to see the lapses and also award befitting punishment as per law. NMA said, with the cease-fire in place between government of India and the group, all should maintain utmost restraint in order to pave way for smooth talks and for early settlement of conflict. It also expressed dismay that security personnel under the patronage of AFSPA, have time and again used excessive force, causing loss of human lives, injuries, mistrust and fear not only to the group but to the common people as well. NMA further extended solidarity to the Lotha Hoho and prayed for normalcy to return in the area at the earliest. The association also conveyed heartfelt condolences to the bereaved family members and prayed for the speedy recovery of the injured.
NEW DELHI, OCT 26 (PTI): Women and Child Development Minister Maneka Gandhi has written to DoNER Minister Jitendra Singh, requesting him to end illegal trade and consumption of dog meat in the north-east region and also sought the intervention of NIA in tracing traders indulging in drugs and arms trafficking. The letter cites Food Safety and Stan-
dards Regulation, 2011 which doesn’t allow dogs, cats and other animals to be slaughtered for food. The letter adds that dog meat consumption, therefore, is “illegal” and “cruel”. “I am writing to request you to please look into the blatantly illegal dog meat trade in Nagaland and Mizoram,” starts the letter which was written earlier this month.

as one of the first entrepreneur of Nagaland, a self -made man and a father figure to many. While interacting with the Mokokchung member leaders of Bharat Scouts & Guides, Khyomo Lotha stated that main purpose of the tour programme was to highlight the upcoming golden jubilee of Nagaland state BS & G, to be celebrated in April 2017 at Nagaland Bharat Scouts & Guides Training Centre, Nehrima. At the same time, the state chief commissioner congratulated Mokokchunng district for being the first to complete the Mokokchung district BS & G house at the Nagaland

CWSK meeting with F&CS Kiphire DIMAPUR: Citizen Welfare Society Kiphire (CWSK) has informed that the Food & Civil Supplies (F&CS) department, Kiphire would be recovering 2075 bags of BPL and AAY rice to the beneficiaries since “other items like Sugar, APL were not received as mentioned in the UC”. According to CWSK media cell, a representation was submitted to the assistant director F&CS Kiphire, pointing out the anomalies in the Public Distribution System (PDS) during the joint co-ordination meeting between CWSK and F&CS Kiphire along with 11 ward union
chairmen on October 4, 2016 at DC conference hall, Kiphire. Several issues pertaining to PDS was discussed and after a thorough deliberation it was decided that the F&CS Kiphire would recover the 2057 bags. F&CS also assured to deliver the PDS items judiciously in the district, CWSK said. As a result, they said AAY and BPL was issued to beneficiaries on October 6 and 24 in the presence of CWSK members at Kiphire. While lauding the department, CWSK also cautioned that it would remain vigilant to ensure proper implementation of PDS in Kiphire.

DIMAPUR: Hundreds of mourners from all walks of life including Phom community, Ao and other Eastern Nagaland districts lead by the ENPO leaders today paid rich tributes to former Eastern Nagaland Peoples’ Organization (ENPO) president late Mongko Phom at local ground Longleng who expired on October 24, 2016 at Kohima after prolonged illness. Born on July 15, 1953 to humble and poor family at Yachem village under Longleng district, late Mongko Phom had been a schol-
ar, politician and liberator among the Phom people and other Eastern districts of the state. He was the second graduate among the Phoms’ who had struggled to accomplish the modern education in spite of untold hardship during those days when education system was totally prohibited in entire region due to Naga freedom movement which was at its peak. Despite the difficulties and uncertainty, late Mongko Phom never bowed down in seeking modern education considering the other tribes who were advancing
in the field of education. Late Mongko Phom unsuccessfully contested 4 (Four) times in Nagaland Legislative Assembly under 50 A/C Longleng. During his life time late Mongko liberated ancient Phom to modern Phom taking number of initiatives in transforming the people of Phom such as up gradation of Longleng town to full-fledged district headquarters in 2004 when he was holding the post of president of highest apex organization of the district, Phom Peoples’ Council (PPC). Apart from his un-
tiring service for his people, late Mongko Phom also served as the president of Eastern Nagaland Peoples’ Organization (ENPO) from 2008-2011, spearheading the statehood demand for Eastern Nagaland from the state and central government. Speaking at the funeral service, the Eastern Nagaland Peoples’ Organization (ENPO) vice president, Chillio Khiamungan said Eastern people were saddened on the untimely demise of former president of ENPO when the people of Eastern Nagaland were in need of a tall, visionary and dedicated person like him. He said late Mongko Phom had been a person of vision who led the Eastern Nagaland people to a greater height when the organization was at its initial stage. He said it was during his tenure as a president of ENPO that Eastern Nagaland people had put up its demand for full statehood for Eastern people from the state and central government. He also said that the seed sown for the Eastern people by him would never go in vain and the legacy of him would remain in the history of Eastern people. He said his demise has brought great
loss to the people of Phom in particular and Eastern Nagaland in general. Association of Phom Graduate and Officers (APGO) president Angam Phom, who spoke on the funeral service said, the association was deeply shocked and mourn the untimely demise of its first treasurer late Mongko Phom who was a dynamic leader, social worker and guardian of the weaker section. He said late Mongko was man of patience and humbleness who touched the hearts of many and had lightened the burden of many Phom youngsters which would remain as a blessing forever. M L A S. Pa n g n y u Phom the son in-law of late Mongko Phom said he was fortunate to be the son in-law of late Mongko, who had been a man that possessed loving character and always willing to do good deeds for the society and people which would always be cherished. He also said he was proud that he had left behind great history not only to the Phom people but to entire Eastern people. and extending all possible help during such unbearable moment. Others who spoke at the funeral service included, deputy commissioner Longleng, former minister, Metpong Phom, president, PPC, president PSC, Phomla Hoichem, ENGAO, Imkong Phom, retired joint director, Oditemba, in-laws, well wishers from Ao and Konyak community and family members. ernment of India during his presidentship. “We find no words to express our deep anguish and sorrow on his demise and shall always be remembered as a dear friend, companion and a fellow colleague President, who was also fondly called Papa Mangko,” they said. Meanwhile, ENPO has conveyed deep condolences to the bereaved family members and prayed for the departed soul to rest in eternal peace with the Lord. NPCC: Nagaland Pradesh Congress Committee (NPCC) has expressed grief at the passing of late Y. Mangko Phom, former president of ENPO. In his condolence message, NPCC president K. Therie said late Mangko was a pioneering personality who dedicated his life to social service and contributed immensely to the uplift of not only the Phom community, but also the Eastern Nagas in general. “His passing away has caused an irreplaceable vacuum in us all,” Therie said. Meanwhile, NPCC has also conveyed deep condolences to the bereaved family members and prayed that the Almighty God give them solace through this hour of grief.

IMPHAL, Oct 26: Tribal students of Manipur University Wednesday sought president of India’s intervention in the prevailing imbroglio in the reservation of seat for admission in various courses to the varsity. Tribal students under the banner of the All Tribal Students’ Union Manipur (ATSUM) and with the backing of the Kuki Students’ Organisation (KSO) and All Naga Students’ Association Manipur (ANSAM) have been launching various forms of agitations in protest against August 8 decision of the MU. The academic council of MU on August 8 last resolved to adoption Central Educational Institutions (Reservation in Admission) Act 2006 in the varsity runs by the union ministry of human resource development. The students were demanding adoption of the amended form of the same Act which gives reserved more seats for the tribal. ATSUM submitted a memorandum to the president of India, who is also a “visitor� to the Manipur University pleading him for
his immediate intervention to resolve the prevailing imbroglio in the varsity. Tribal student bodies including ATSUM, ANSAM and KSO have been demanding immediate revocation of the resolution adopted by the academic council meeting of August 8 last and has been demanding implementation of the amended CEI Act amended in 2012. The memorandum was submitted even as union ministry of human resource development has appointed a full time vice-chancellor in the varsity on Tuesday (October 24). Professor Adya Prasad Pandey, the head of department of economics, Banaras Hindu University was appointed as the full time VC, in what could be a step towards resolving the crisis with the varsity. NZ to ‘contribute constructively’ on NSG
NEW DELHI, OCT 26 (PTI): Without committing itself on India’s NSG membership bid, New Zealand today said it would continue to “contribute constructively” to the process currently underway in the 48-nation grouping on the issue and work for an early decision. This was conveyed by visiting Kiwi Prime Minister John Key after talks with his Indian counterpart Narendra Modi during which the two leaders agreed to strengthen ties in key areas of trade, defence and security. After the “productive” talks between Modi and Key, the two sides inked three pacts including one pertaining to Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income and decided to establish Foreign Minister-level dialogue as well as exchanges on cyber issues. Asserting that they had detailed and productive discussions on all aspects of the bilateral engagement and multilateral cooperation, Modi at a joint media event with Key said, “I am thankful to Prime Minister Key for New Zealand’s constructive approach to the consideration of India’s membership of the Nuclear Suppliers Group (NSG).” There was no clear word of support on India’s entry into NSG from the

(PTI) visiting leader, who only said, “New Zealand would continue to contribute constructively to the process currently underway in the NSG to consider India’s membership.” Noting that they had a “detailed” discussion on India’s NSG bid, Key also said, “New Zealand is committed to working with NSG members to reach a decision as soon as possible.” N ew Z e a l a n d a c knowledged the “importance to India of it joining the NSG”, a joint statement issued after the talks said, adding that India stressed that this would provide the predictability necessary for meeting India’s clean energy goals in the context of the Paris agreements. “We are encouraged by the discussions on the NSG issue. New Zealand
showed understanding of India’s clean energy needs and the importance of predictability in global rules on nuclear commerce in enabling the expansion of nuclear energy in India,” government sources said. New Zealand was one of the countries that took the stand at the last NSG plenary in South Korea in June that no exception can be made in the case of India, a non-NPT country, while considering its membership bid of the elite group that regulates trade in nuclear material. At the plenary, despite strong US support, China had blocked India’s bid on the ground that it was a not a signatory to the Nuclear Non-Proliferation Treaty (NPT).
On security and counter-terrorism ties, Modi said they have agreed to strengthen security and intelligence cooperation against terrorism and radicalisation, including in the domain of cyber security. According to the joint statement, the two Prime Ministers agreed to enhance cooperation, bilaterally as well as in the framework of UN and especially in 1267 Committee, to combat the full spectrum of terrorist threats in all their forms and manifestations. “They called for eliminating terrorist safe havens and infrastructure, disrupting terrorist networks and their financing, and stopping crossborder terrorism. Both sides called for the early adoption of the Comprehensive Convention on International Terrorism that would contribute to the further strengthening of the international counter-terrorism legal framework,” it added. Asserting that trade and investment ties were one of the key areas during the talks, Modi said they recognised the need for greater economic engagement in order to effectively respond to the growing uncertainties in the global economy.
Life expectancy highest in J&K NEW DELHI, OCT 26 (PTI): Jammu and Kashmir has the highest life expectancy, except life expectancy at birth, surpassing Kerala, which topped the list till 2010, according to the data given by the Registrar General of India (RGI). According to the RGI’s Sample Registration System (SRS) data prepared following surveys done between 2010 and 2014, Kerala used to be the leader in life expectancy in almost all categories of age till 2010. The RGI last week published state level life expectancy defined as the estimate of the average number of additional years that a person of a given age can expect to live – data for different ages: 0 (at birth), 1, 5, 10, 20, 30, 40, 50, 60 and 70. Jammu and Kashmir has surpassed Kerala as the state with the highest life expectancy in India for all ages, barring life expectancy at birth, the survey said. India’s statistical system does not produce life expectancy numbers on 15 small states and Union Territories such as Arunachal Pradesh, Lakshadweep and confined only to 21 bigger states and UTs. Kerala still has the highest overall life expectancy at birth at 74.9 years -- 72 for men and 77.8 for women -- according to the survey.

(PTI) NEW DELHI, OCT 26 (IANS): In a bid to curb the menace of public drinking in Delhi, those consuming liquor in public places will be arrested from November 7 onwards, Deputy Chief Minister Manish Sisodia said on Wednesday. A strict vigil will be maintained at liquor stores and surrounding areas to discourage public consumption of liquor and causing public nuisance, he said. The decision in this regard was taken at a highlevel meeting of the Excise Department chaired by him. “We have decided on a three-fold approach. PATNA, OCT 26 (PTI): The JD(U) today asserted that feud within Samajwadi Party has no impact in Bihar and said the party has no interest to “add fuel to fire” for taking advantage over it in the upcoming Uttar Pradesh poll. “The feud within SP does not have any kind of impact in Bihar,” state JD(U) President Basistha Narayan Singh told reporters. In reply to a question about benefits the JD(U) would get in case of split within SP in coming UP polls, Singh said “the party has no interest in adding fuel to fire to derive political gains”. On raging infighting within Mulayam Singh Yadav-led SP, the JD(U) state chief said they wished the feud ended at the earliest. “We desire that there should be no dispute anywhere in the socialist force,” Singh, a close confidante of Bihar Chief Minister and JD(U) National President Nitish Kumar said. Sisodia said the teams will also survey the areas around the liquor stores to identify other businesses promoting public consumption of liquor, including those selling disposable glasses and snacks etc.

hat Against Corruption And Unabated Taxation (ACAUT) Nagaland has succeeded is in bringing to the people a series of illegal and criminal offences highlighted in the local media as well as at various public meeting about the “lawlessness” in the government system where hundreds if not a few thousand rupees have been pocketed by corrupt politicians in league with bureaucrats and businessmen in various government department. Notably, ACAUT had been raising issues that were not its ‘discovery’ since this newspaper had highlighted them decades ago but nevertheless the effort of the anti-corruption group should be lauded; especially when the members face serious threats on their lives because of exposing the misdeeds of certain segments. Having raised Cain over the illegal backdoor appointments, ACAUT appears to have given the government a very long rope and pushed the matter to the backburner and how long it remains there is perhaps only to be speculated. However, one of the scams raised by ACAUT and which this newspaper had highlighted since two decades back, pertained to the alleged diversion of PDS items in the Food and Civil Supply Department. ACAUT had estimated that Nagaland received around 1,70,88,00 litres of kerosene during 2014-15. The subsidised cost for the quantity would be around Rs.29,04,96,000 @ Rs.17 per litre. In the black market the total amount would be around Rs.85,44,00,000@Rs.50 per litre. How much has been actually distributed through fair price shops is not known; since Nagas kerosene is very rarely used by Nagas as a means for lighting stoves or lamps. This newspaper had also published a series of expose on the alleged diversion of rice to the black market through a well organised racket involving politicians, officials, middlemen, racketeers etc. Unfortunately no one raised any protests at least in the media but those who were involved, began condemning and refuting the reports. Even the F&CS department including handling and transporting agencies also rubbished the reports. According to the report, the quantity of rice –APL,BPL and AAYissued through PDS to Nagaland is around 81,00,000 kgs per month and at the controlled rate of Rs.2 per kg the amount is Rs.1,62,000. At the open market the amount multiplies to around Rs.16,20,00,000. Now how much is being diverted and who are the people who rake in crores of rupees every month is to pondered. This excludes transportation and handling charges that the government of India pays to the state. Nagaland also receives a huge quantity of around 11 lakh kgs of sugar from the government of India at the rate of around Rs.18 per kg and which is sold for around Rs.40 per kag in the open market. Now, ACAUT has also raised the issue of wheat which is not an item to be found in households of Nagaland except a very minuscule roti eating community found in Dimapur. ACUAT alleged that during the 12-year period from 2004 a total of Rs.1276 crore till 2016 changed hands through diversion of wheat. The state receives wheat in the form of grain under APL, BPL and AAY at the subsidised rate of Rs.2(AAY),Rs.4.35(BPL) and Rs.6.10(APL). In the open market ground wheat is sold for Rs.20 per kg. As stated, Nagaland is not a wheat consuming state unlike Assam, Bihar, UP etc. Therefore, the magnitude of ACAUT’s claim only buttresses the suspicion that there are too many hands in the loot and which makes the department the most sought after by all elected members. Only a Lok Ayukta headed by a judge can open the can or worms.

But in the New Testament the inspiration is put behind us, and is the Lord Jesus Himself. The goal is to be true to Him— to carry out His plans. Personal attachment to the Lord Jesus and to His perspective is the one thing that must not be overlooked. In missionary work the great danger is that God’s call will be replaced by the needs of the people, to the point that human sympathy for those needs will absolutely overwhelm the meaning of being sent by Jesus. The needs are so enormous, and the conditions so difficult, that every power of the mind falters and fails. We tend to forget that the one great reason underneath all missionary work is not primarily the elevation of the people, their education, nor their needs, but is first and foremost the command of Jesus Christ— “Go therefore and make disciples of all the nations…” (Matthew 28:19). When looking back on the lives of men and women of God, the tendency is to say, “What wonderfully keen and intelligent wisdom they had, and how perfectly they understood all that God wanted!” But the keen and intelligent mind behind them was the mind of God, not human wisdom at all. We give credit to human wisdom when we should give credit to the divine guidance of God being exhibited through childlike people who were “foolish” enough to trust God’s wisdom and His supernatural equipment.

t is Mandir again. The controversy over it comes to life whenever there are elections. The Babri Masjid was demolished in December, 1992. No doubt, the blame for the destruction is on the extremist Hindus, who did not even care for the Supreme Court’s advice to let the status quo prevail. The controversy over it, however, was practically over. The then prime minister Narasimha Rao connived at the whole thing and promised to demolish the small temple which had come at the site in the wake of destruction. But he knew that the temple which had been built could not be destroyed because of the sentiments prevailing among the Hindus. Today, the talk is whether there should be a park which the UP government wants or the museum that has the backing of the centre. There is no mention of rebuilding the mosque even at the distance from the temple, the compromise formula mentioned at one time. The Muslims seem to be afraid to revive the issue in the atmosphere of soft Hindutava that has come to prevail in the country.
Yet, the fact remains that the secular India cannot rub off the mark of shame from the forehead till the Muslims see a mosque in the vicinity of the temple. However, it is difficult to imagine this in the rule of prime minister Narendra Modi, who has been a RSS pracharak and who believes in its ideology. INDIA has lived with the Babri Masjid topic, first as an issue in the shape of controversy whether the Ramtemple stood there once and then in the aftermath of the Masjid’s demolition by some Hindu extremists. It was a dastardly blow to secularism which the country has claimed as its ethos even before independence. There were widespread riots in December 1992 and January 1993, fanatic Hindus leading mobs. The 1993 Mumbai bomb blasts were the Muslims’ vengeance against the pulling down of the Masjid on December 6, 1992. My worry is that without the awareness of what is right and a desire to act according to what is right, there may be no realisation of what is wrong. Over the years, the dividing line between right and wrong, moral and immoral, has ceased to exist. The tug of conscience, which was once there, has evaporated. The Liberhan Commission provided an opportunity to set things right. The guilty, however high in office or politics, must be punished. Democracy is nothing but the independence of institutions. They must be restored to the position that the constitution has given them. The demolition of the Babri Masjid was a consequence of bigotry that took over most people in the north at that time and still lingers at some places and in some organizations. The idea of India cannot exist for long without pluralism. The institutions have to rise to the occasion.

Such kind of demonstration with placards tantamount to intimidating the judiciary system. What do the handful of people who walk beside and behind Mr Rio with placards meant by “Rio is the answer”. It is unfortunate that few handful of people are obsessed with Rio and even going to the extent of worshiping him if they really meant “Rio is answer to their problem” . The NPF 11th Northern Angami A/C wish to remind these handful of Rio supporters that only God the Almighty is the only answer. No one including Rio can take God’s place. However, if they meant Rio is the answer to the deficit created during his tenure as CM amounting to more than 1,000 crores, then few handful of people who carried placards with the word “Rio is the answer” has send the right message to Mr Neiphiu Rio. Mr Rio also hinted to his supporters that He will be coming back to state politics. On the desecration of churches by the Indian army

hether it is a Church or a Temple or a Mosque, a place of worship is a holy place where people gather together to worship God. To use such a place of worship as a military base for military operations is the height of insult against the believers of any faith. Such an act is an act of premeditated desecration of a people’s faith and the God in whom the people believe. Such acts have indeed provoked wars in human history. The recent occupation of the Mekokla Baptist Church by the 28 Assam Rifles on October 22, 2016 for military operations is an open challenge to every Naga Christian in particular and the whole of Christendom in general. We Nagas will remember your challenge and insult against our faith, our culture and our God. We also still remember how three of our young girls were raped on the Church pulpit of Yanklei Baptist Church in August 1971. Yes, we also remember how our sister Mayangkokla and our brother Kikamongba were stripped naked and forced to perform the act of intercourse on the floors of the Church at Ungma village on February 24, 1957. Yes, we will remember because- Forever etched into our national memories and consciousness are all these heinous and insulting acts that you have inflicted on our deepest national feelings and psyche. (From previous issue) If the cabinet is hell bent with elections to Urban Local Bodies then, the Government is waiving from the Supreme Court, any Naga individual or groups should be prepared to go to Supreme Court in order to assert and protect our rights. A close study of this matter indicate, the issues related to peculiar tax and land holding system of the Nagas have never been raised or taken into consideration while opposing the applicability of Part XI A of the Constitution of India. The Nagaland Municipal Act, 2001 imparts not only the participation of women by reserving seats, which contravenes Article 371 A, it touches tax and land holding system as well, which will be contested heavily against the Government by the people very soon for ratifying the GST wherein taxation such as wealth tax, building tax, business tax, income tax, all kind of taxes will be paid by the Nagas under the policy of One Nation, One Tax an off shoot of Uniform Civil Code. Jammu & Kashmir is exempted from the purview of GST because of Article 370. Nagaland Legislative Assembly members should have had referred it to the Assembly committee for scrutinizing the Parliamentary laws under Rule 221-A of the Rules of Procedure and Conduct of Business in Nagaland Legislative Assembly since it impinges Article 371A on tax. Ratifying the GST by Nagaland at the behest of the Prime Minister over a cup of coffee with all the NDA ruled states Chief Ministers at New Delhi might cost us dearly. Nagas must rise up to the occasion and raise our voice against the adversaries of the Nagas who just want to give away our birth right. Article 371A is not a gift nor donation to the Nagas, it is a reiterating stand of the fact of the FREE Nagas and the Supreme Court might interpret the validity of 371A in different constitutional provisions in its own posture, however the fact remains that 371A is a creation out of POLITICAL ISSUE which the Supreme Court of India cannot just write off. Gov meets ACID members
DIMAPUR, OCT 26 (NPN): Governor of Nagaland, PB Acharya, assured the Assisi Centre for Integrated Development (ACID), which is working for National Domestic Workers Movement (NDWM), that he would take up with the state government the grievances and demands of the domestic workers. A press statement issued by ACID stated that the governor gave this assurance during interaction with Sr. Pramila Lobo, the director ACID and the state coordinator of NDWM, Nagaland region, along with the staff and leaders of Nagaland Domestic Workers’ Union (NDWU) at Chumukedima Police House on Wednesday. According to the statement, the governor appreciated the work done by organisation for the cause of domestic workers in Nagaland. During the interaction, Sr. Pramila Lobo presented an overview of the movement and in-
formed that the members of NDWM formed domestic workers’ union in Nagaland to strengthen their fight for recognition, justice and empowerment. Presently, the union has 946 members belonging to 60 groups from different colonies in Dimapur district. Also, putting forward the plight of the domestic workers in and around Dimapur district, she stated that since the NDWU was not yet registered, it was difficult to avail different schemes to the domestic workers Grace Pamei, programme coordinator, pointed out that there was a need to fix minimum wages within Nagaland and to include them under employment schedule. Nsungbeni Ezung, the President of Nagaland Domestic Workers Union along with Muni Devi, the vice president of the union on behalf of all 946 members, expressed their grievances and their working experi-
ence. They also submitted the memorandum to the governor. Their demands included inclusion of domestic workers under the schedule and fix minimum wages under the Minimum Wages Act 1948; inclusion of domestic workers under Welfare and Social Security Act 2010; protect the rights of domestic workers through a Comprehensive National Legislation for domestic workers and ratify the ILO Convention 189 on decent work for domestic workers. After hearing the grievances of the domestic workers, the governor said he would pressurise the parliamentary secretary labour & employment, Mmhonlumo Kikon, to put forward in the session the demands made by the domestic workers of Nagaland region. Governor also expressed his willingness to sponsor ten girl children under the BPBB scheme for the domestic workers.

EDSSU ultimatum on LR&S deptt DIMAPUR, OCT 26 (NPN): East Dimapur Sumi Students’ Union (EDSSU) has served a 10-day ultimatum on the Land Record and Survey (LR&S) department to cancel the appointments of four land records & survey officers (LRSOs) and eight surveyor grade-I employees under the LR&S (LR&S) department. Recounting the sequence of events leading up to the incident, OVC in a statement said troops of 28 AR arrived in five vehicles at Okotso village around 6:30 pm on October 22 and asked them to provide a guide to take them towards NSCN-U camp. OVC told the AR troops not to go as it was already night following which the AR troops slept at the village community hall. OVC also informed the AR troops that cadres of NSCN-U led by ‘col.’

Muted second quarterly earnings by some companies weighed too. Asia showed distinct weakness as there were fresh fears after reports emerged that Russia will not take part in a planned oil output cut by major producers. In similar letters to the three players, the watchdog said it has recommended a penal action of Rs 50 crore per licence service area (LSA) (except Jammu & Kashmir) where PoI congestion exceeded the allowable limit of 0.5 per cent as reported by Airtel/ Vodafone/Idea Cellular through emails on September 23 this year. In the case of Airtel and Vodafone, the fines imposed were for 21 LSAs, amounting to Rs 1,050 crore each while in the case of Idea, the fine was Rs 950 crore for 19 LSAs. The regulator had received a letter from Reliance Jio on July 14, stating that the incumbent players were not providing it with sufficient E1s (interconnect points, with technical parameters).

Gurgaon, Oct 26 (IANS): Bhar ti Air tel Chairman Sunil Mittal on Wednesday took exception to free voice calls offered by Reliance Jio, saying nothing could be free forever. Speaking on the sidelines of an event here organised by GSMA, Mittal urged the Telecom Regulatory Authority of India (TRAI) to look into the issue. “TRAI needs to settle the issue of Reliance Jio free tariffs. Nothing can be free for a lifetime,” Mittal said. Recently, the regulator had said that it had found no faults with Jio’s tariff plans. Mittal said his company would respond to the government and the regulator regarding the penalties slapped on it, along with two other service providers, for denying sufficient points of interconnections (PoI) to Reliance Jio. “TRAI (Telecom Regulatory Authority of India) must have some confusion regarding the PoIs offered to Reliance Jio,” Mittal said. Seventy-eight-yearold patriarch Ratan Tata dramatically returned to the helm of the family business this week after he became upset at the direction Cyrus Mistry was taking the sprawling group. The abrupt sacking Monday, out of character for the 148-year-old organisation, has plunged the $100 billion conglomerate into acrimony and highlighted its divisions at a time when it faces major financial challenges. “Tata group is going through an economic crisis and most of its businesses are not performing well,” G. Chokkalingam, managing director at Mumbai-based Equinomics Research & Advisory Pvt, told AFP. Tata Group`s revenue slipped 4.6 percent for the financial year ended March to about $103 billion.

Alternatively, Jaitley said cesses can be imposed which would be subsumed in the taxes after five years. “This would include clean energy cess and cesses on luxury items and tobacco products, which in any case, presently also pay levy higher than 26 per cent. This would ensure no additional burden on the tax payer and yet be able to compensate the losing states,” he said. Jaitley said if cess is levied, states which benefit out of GST roll out do not have to compensate the losing states. “The Centre, as a nonbeneficiary, has to compensate and the proposal for continuing existing cesses for five years to the extent of compensation required is the more benign way of compensating the losing states without burdening the tax payer,” he said. Jaitley said it has been proposed to the Council that there should be a 4-slab multi-rate tax structure with items constituting nearly 50 per cent of the weightage in the Consumer Price Index basket (mainly food items) being exempted from the levy.

New Delhi, Oct 26 (PTI): Finance Minister Arun Jaitley Wednesday favoured levy of cess on tobacco and luxury products to compensate states for loss of revenue on GST saying the cost of funding that through an additional tax would be “exorbitantly high and almost unbearable”. Ahead of the meeting of all powerful GST Council next week to decide on GST rates, Jaitley said the 4-slab structure of 6, 12, 18 and 26 per cent was under consideration, with lower rates for essential commodities and higher bracket for luxury goods. “Different items used by different segments of society have to be taxed differently. Otherwise the GST would be regressive. Air conditioners and hawai chappals cannot be taxed at the same rate. Total tax eventually collected has to be revenue neutral. The Government should not lose money necessary for expenditure nor make a windfall gain,” he wrote in a Facebook post. Explaining the rationale for cess, Jaitley said if the central government has to borrow money to fund states’ compensation, it would add to its liability and increase cost of borrowing for the Centre, state governments

(IANS): National Geographic’s famed ‘Afghan Girl’ Sharbat Bibi was arrested by the Federal Investigation Agency (FIA) on Wednesday in Pakistan’s Peshawar city, authorities said. Bibi was arrested from her home for forgery of a Computerised National Identity Card (CNIC), FIA sources said. Bibi has dual Pakistani and Afghan nationality, and both ID cards have been recovered from her, Dawn online reported. An FIA official said the officer who had issued the ID cards to Sharbat Bibi was now working as a deputy commissioner in customs and got bailbefore-arrest to avoid arrest in the case.

Ten days into the offensive, Iraqi army and federal police units are trying to dislodge the militants from villages in the region of Shora, 30 km (20 miles) south of Iraq’s second largest city. The frontlines in other areas have moved much closer to the edges of Mosul, the last major city under control of the militants in Iraq, who have held it since 2014. The elite army unit which moved in from the east has paused its advance as it approaches built-up areas, waiting for the other attacking forces to close the gap. “As Iraqi forces move closer to Mosul, we see that Daesh resistance is getting stronger,” said Maj. Chris Parker, a coalition spokesman at the Qayyara airbase south of Mosul that serves as a hub for the campaign. The combat ahead is also likely to get more deadly as 1.5 million residents remain in the city and worst-case United Nations’ forecasts see up to a million people being uprooted.
DAMASCUS, OCT 26 (IANS): At least 22 persons were killed on Wednesday in Russian airstrikes against a school in Syria, a monitor group said. Among the dead were 14 children, all students from the school, and one teacher in the Idlib province, Efe news quoted the official from Syrian Observatory for Human Rights as saying. According to the monitoring group, Russian air force carried out at least six airstrikes against the school and its surroundings. In the same region, Syrian army helicopters launched explosive barrels on the town of Khan Shaykhun, which were followed by air force bombings.

ll four original members of Abba are to reunite for a new digital entertainment project. The Swedish pop group have not formally performed together since they split up more than 30 years ago but did appear at a 50th anniversary party in June. The project, which will involve virtual reality and artificial intelligence, has been described as a “new entertainment experience”. It will be developed in collaboration with music manager Simon Fuller. “We are exploring a new technological world that will allow us to create new forms of entertainment and content we couldn’t have previously imagined,” Fuller said in a statement. Full details of their new project will be announced in 2017. New Delhi, Oct 26 (Agencies): Sania Mirza and Martina Hingis are reuniting to defend their WTA Finals title in Singapore this week. The IndoSwiss pair had parted ways in August. Sania Mirza and Martina Hingis became the world’s No. 1 doubles team after winning 41 matches
on-the-trot. They won three grand Slam titles and 11 WTA titles since teaming up in 2015 at Indian Wells, reported NDTV. Sania Mirza and Martina Hingis have been seeded second behind the French pair of Caroline Garcia and Kristina Mladenovic. They are in the bottom half of the draw
and will face Chinese Taipei team of Hao-Ching Chan and Yung-Jan Chan in their opening match, a quarterfinal. Pele, Maradona, Beckenbauer lead tributes to Carlos Alberto
Rio de Janeiro, Oct 26 (IANS): Legendary footballers Pele, Diego Maradona and Franz Beckenbauer led the tributes for Brazil’s 1970 World Cupwinning captain Carlos Alberto Torres, who died on Tuesday aged 72 after suffering a fatal heart attack. Playing as a defender, he was capped 53 times by Brazil and netted one of the most iconic goals in World Cup history, finishing off a magnificent team move involving eight different players to score Brazil’s fourth in a 4-1 final win over Italy in Mexico City. The 1970 Brazil side that won the World Cup, which also contained greats Pele, Jairzinho, Tostao and Rivelino, is regarded by many as the finest in history. Pele wrote on Facebook: “I am deeply saddened by the death of my friend and brother Carlos Alberto. I have so many good memories of our time together as teammates and champions at Santos FC, the Brazil National Team
and New York Cosmos. “We had a winning partnership, and even after football we remained very close. I send my sincere condolences to his family and may his soul Rest in Peace. M o s c ow, O c t 2 6 (IANS): Suspended Russian tennis star Maria Sharapova was removed from the Women’s Tennis Association (WTA) singles rankings, according to a report on the organisation’s website on Monday. Last week, Sharapova, 29, was in 93rd place in the rankings, reports Efe. She is serving a twoyear suspension for the violation of anti-doping regulations since January 26. However, the Swissbased Court of Arbitration for Sport (CAS) ruled on October 4 to reduce her suspension term from 24
to 15 months. The former World No.1 is now eligible to officially return to tennis courts starting April 26 next year. Due to the ban, the silver medallist at the 2012 Olympic Games in London, had to miss the 2016 Rio Games, held in August. DIMAPUR, OCT 26 (NPN): Nagaland Sports Climbing Association (NSCA) felicitated the winners and participants of the association who participated in the Northeast Zonal climbing competition held at Kangla Rock Wall, Minuthong, Imphal. Association’s general secretary Tokai Chishi in a press statement, said that at the competition, Imnatoshi Pongen won silver in men’s open category (speed climbing) and bronze in (lead climbing ) while Hengouho Singson won silver in (bouldering) in sub junior category and bronze in (speed climbing). NCSA president Mathew K Janger said that 12 climbers represented Nagaland in the competition. DIMAPUR, OCT 26 (NPN): Special Olympics Nagaland (SON) conducted the disabled games 2016 for Kohima district on October 26 at Badminton stadium. According to SON, special athletes enthusiastically took part in Table Tennis, Standing Jumps, Soft ball throw, Bocce and Badminton.
For Viceroy FC, goal scorers were Mongko (7) 65th minute and Ongbou (4) 79th minute. In the second match, the Genesis FC blanked Friends United FC 3-0. Likhum (7) scored two goals in the 57th and 63rd minutes while Sangthing (19) opened the account in the 12th minute. Altogether, 17 teams from the district are taking part in the championship, organized by Confederation of Chang Students Union. On Thursday, in the first match, Pang FC Club will take on Warrior FC Noksen Town while in the second match, Frontier FC play Unique Bulls FC.
