DIMAPUR, OCT 1 (NPN): Undeterred by heavy rains in the wee hours just before the start of Swachh Bharat Abhiyan (Clean India Mission) on Saturday, Dimapurians came out in large numbers, armed with brooms, shovels, daos etc. Saturday’s Swaach Bharat Mission was the fourth in Dimapur. October 1 was chosen for the campaign instead of October 2,2016 since it happened to be a Sunday. Naga Council Dimapur (NCD) collaborated the programme in a joint effort with the active participation of hundreds of volunteers from 18 civil societies of Dimapur. Another group comprising of schools, colleges and church group also held the programme on the same day. Other educational institutions such as Bethesda H.S.S, Unity College, Tetso College etc conducted Swaach Bharat in their respective institute premises. The volunteers swept streets, removed weeds and cleared blocked drains after getting to work at their assembled places at around 5 a.m. Saturday. Apart from civil

LONGLENG, OCT 1 (NPN): Phom Peoples’ Council (PPC) office bearers on September 30 called on Nagaland governor, P.B. Acharya and apprised him of various difficulties and shortages of basic amenities faced by the eople of Longleng district. In a memorandum submitted to the governor, PCC said since the inception in 1950 as CO hqs and subsequently upgraded to full-fledged district hqs in 2004, the people of Longleng have been suffering from lack of proper and hygienic drinking water. Concerning the difficulties being endured by the Phom people, they said several representations were submitted to the government to look into these issues. However, PPC alleged that the government ignored its plea and nothing concrete was done for the people. The members also apprised the governor on two lane road project under SARDP, which was left incomplete by the company. PPC said though the road project (LonglengChangtongya and Merangkong-Tamlu) began in 2011, there was no progress even after the intervention of the high court. They said the people of the district were thus facing immense hardship and untold miseries. The governor assured the delegation that he would seriously look into the matter with chief minister and two MLAs of Longleng district.

DIMAPUR, OCT 1 (NPN): Eastern Nagaland College Students’ Union (ENCSU) has announced that it would resume phase-III agitation starting from October 5, 2016 across the four districts of Tuensang, Mon, Kiphire and Longleng till its demand to allocate the four MBBS seats was met. In a press release, ENCSU chairman Longre Chang and joint secretary Nokchem Angth stated that the decision to resume the agitation was taken at an emergency meeting of the Eastern Nagaland Peoples Organisation (ENPO), Eastern Nagaland Gazetted Officers Association (ENGOA), Eastern Nagaland Women Organisation (ENWO), Eastern Naga Students Federation (ENSF), Eastern Nagaland Peoples Union, Kohima (ENPUK) and other Eastern Nagaland Organisations held on September 30 at DUDA Guest House, Kohima. According to ENCSU, the agitation, to be monitored and supported by the ENPO, ENWO and ENSF,
would be held in phase-wise as per the following sequence: no movement of government vehicles across Eastern Nagaland till demand was met; if the demand was not met during the above phase of agitation, it would be followed by shutting down of all government offices across Eastern Nagaland till the demand was met and if the demand was not met even during the above phase of agitation, it would be followed by total bandh across Eastern Nagaland till the demand was met. However, ENCSU said all the emergency services, security forces, magistrates on duty and the students appearing end semester exam were exempted from the prohibition. Meanwhile, the union has informed all the government employees posted in Eastern Nagaland to be stationed in their respective place of duty during the course of agitation. DIMAPUR, OCT 1 (NPN): Naga Hoho held an interactive session with the visiting team of Naga Yuya, Council of Naga Affairs (CNA) and Eastern Naga Students’ Association (ENSA), Myanmar on Saturday at Hotel de Oriental Grand, Kohima. According to Naga Hoho media cell, the meeting deliberated on the strengthening of Naga organisations both with India and Myanmar, and also to have better co-ordinations and unity amongst Nagas across the border. The visiting team also invited Naga Hoho and its federating units to visit Naga areas of Myanmar during their New Year festival and to hold a joint meeting and interaction with the people. Meanwhile, the media cell stated, the Naga Hoho “through the visiting team also conveyed the message to our leader S.S Khaplang, NSCN (K) chairman to reconsider the wishes and aspiration of the Naga people living in India and thereby renew the cease-fire agreement with the Government of India in the larger interest and unity of the Naga people”. The organizations further laid emphasis on the need to work for unity amongst the people, both in India and Myanmar.
NEW DELHI, OCT 1 (IANS): IndiaPakistan tension escalated afresh on Saturday as forces of the two countries exchanged fire along the border in Jammu and Kashmir, sparking international concerns with UN chief Ban-Ki Moon offering mediation to negotiate peace between the rival neighbours. The skirmish in the Akhnoor sector of the International Boundary that caused no casualties came days after India claimed to have conduced deadly surgical strikes at terror launch pads in Pakistanadministered Kashmir. Defence sources in Jammu said Pakistan Rangers targeted Indian posts and civilian areas with mortar bombs and heavy machine guns. Indian border forces retaliated but no damage was reported on the either side, they said. Both sides accused the other of resorting to unprovoked fire in the latest violation of the 2003 ceasefire agreement. It was the fifth breach of the truce in the past four days when military tension rose following the Indian covert anti-terror operation across the Line of Control (LoC) - the 740 km de facto border that divides Jammu and Kashmir between India and Pakistan. With the theme “Take a stand against ageism”, the United Nations is marking the International Day of Older Persons 2016 by encouraging countries to draw attention to and challenge negative stereotypes and misconceptions about older persons and ageing, and to enable older persons to realize their potential to build a life of dignity and human rights. hung, Zunheboto, Phek and Dimapur. She said the homes receive state grant in-aid from time to time. She further informed that separate OPDs for senior citizens were also provided in community health centres in most of the districts. Stressing on the theme “Take a stand against ageism”, Sakhrie said ageism was a discrimination faced by a
group of bracketed category of people who are in the age of 60 years and above. “This discrimination is present in the most affluent as well as among the poorest section of society,” she said. Further, the secretary said discriminatory attitude towards elderly people led to marginalization of the older person in “our social set up” and have negative impacts on their health and well-being. She urged the general public to gain a deeper understanding of the various issues faced by the aged people who were physically, emotionally and mentally fragile. She reminded the gathering that the older persons were the asset in the society because of their vast experiences and knowledge in many active years they have been through. Former minister, N. Theyo, speaking on behalf of the senior citizens forum, said Nagaland was facing many problems for the aged people for payment of bills like electricity, water, telephone and in banks as there was no specific counter for the older persons. NPCC on Rongmei issue, disturbances in Kiphire and Tsg DIMAPUR, OCT 1 (NPN): Nagaland Pradesh Congress Committee (NPCC) executive committee during its second session held on September 27, 2016, has passed resolutions on Rongmei recognition and on internal disturbances in Kiphire and Tuensang. In a press release, NPCC president, K. Therie, stated that the executive committee discussed at length about the affairs plaguing the state from the issue of Rongmei recognition. According to NPCC president, the executive committee discussed and considered the government notification of 1977. He said the house resolved that any amendment or alteration in government notification would be detrimental to the future of Nagaland and would be in violation of the safeguards and provisions made under Art 371A of the Constitution. Dimapur police issues security alert DIMAPUR, OCT 1 (NPN): Dimapur police on Saturday issued security alert to citizens in view of the nationwide alert sounded by the Ministry of Home Affairs (MHA) following surgical strikes across the Line of Control (LoC). In a press note, Addl. DCP & PRO, said there were apprehensions of sabotage activities by anti-national elements, wherein citizens have been requested to be vigilant of unattended baggage lying in public places, suspicious items found along roadsides, un-attended vehicles kept parked in suspicious manner, new unknown habitants seen in the wards/colonies etc. In the event of any suspicious items being found, police has asked citizens to inform the police immediately-- Police Control Room at 7085055050 or the nearest Police Station or Police Patrol.
Blue Dart Express asked to compensate customer DIMAPUR, OCT 1 (NPN): Dimapur District Consumer Redressal Forum has ordered the Blue Dart Express Ltd., a courier company, to pay a compensation of Rs.30,000 to an individual for delaying consignments delivery. The complainant Hosheto Achumi had filed a case against the courier company for non-delivery of his four consignments, which delayed for about 20 days, stated L. Luzukhu Achumi, the counsel for the complainant, in a press release. The counsel said it was proved beyond reasonable doubt that there was “a clear deficiency in the service.” In a judgement order passed by Dimapur District Consumer Redressal Forum president, it was stated that the proprietor of Blue Dart, Heshito Swu, maintained that he had opened a service centre as Blue dart at Blue Hill station, Dimapur in 2015 with a few staffs without proper training and as such service deficiency have already caused
to the complainant. In his order, the forum president noted the respondent pleading guilty with “clean brace” acknowledging his weaknesses was “appreciable”. Also, noting that the respondent appeared to have recently established a new service centre, the forum president said, “...in view of the above facts and circumstances I am inclined to show leniency to the respondent this being the first offence committed by him.” Considering his past antecedent, the forum president stated “I am satisfied to compensate the claimant” in the following manner: mental agony and inconveniences - Rs.7000, deficiency in service – Rs. 13,000 and cost of litigation – Rs.10,000, totalling Rs.30,000. The forum directed the respondents, Blue Dart Express, to deposit the awarded amount to the court accordingly within one month’s time failing which 9% of the interest per annum would be accrued to the awarded amount. LO N G L E N G, O C T 1 (NPN): Joining with the rest of the state, Gandhi Jayanti was observed at Longleng by organizing cleanliness drive cum wild brooms distribution by the students of Good Shepherd High School Longleng, with brand ambassador, Swachh Bharat Mission (SBM) Longleng, Longtam Phom as the chief guest. In a formal programme organized at school campus, Longtam Phom applauded the management of the school
for carrying out cleanliness drive and creating awareness of hygienic living in Longleng town for the last 10 (ten) years. He also encouraged the students to form groups even in their own locality in order to keep the town clean. On the occasion the chief guest also formally declared Good Shepherd High School to be the first School in Longleng district nominated for Swachh Bharat Mission (SBM) and further urged the head of the school to nominate 9 (nine)
sub-committee members from the school. Also speaking on the occasion, proprietor of the school, Paul .H. Bulong Menhahu explained the motives behind the introduction of cleanliness drive in school curriculum since 2000. He also encouraged the students to take active part in such activities in order to make the society better place to live. The cleanliness drive which started from the school campus, culminated at public

DIMAPUR: Diphupar Naga Students’ Union (DNSU) organized a seminar on tobacco awareness on September 28 at Agri Expo 4th mile with the theme, “tobacco; an agent of mass destruction”. Speaking as the resource person, nodal officer, National Tobacco Control Program (NTCP) Dr. C .Tetseo presented that 63 lakhs of death cases were attributed to tobacco consumption. He stressed on the importance of spreading awareness about the destructive role of Tobacco as Nagaland ranks second in the list of highest tobacco users in India with a whopping 57% of Nagaland population consuming tobacco. He called upon the schools and colleges to implement the ‘Tobacco Free Zone’ in their respective institution and described the alarming scenario of tobacco K

consumption as epidemic. MD community medicine (CIHSR), Dr. Rohan Ramesh, deliberated on the topic “community program for anti- tobacco”, wherein he attributed the increasing use of tobacco among the youngster to the psychological factors such as stress and anxiety. He presented the data that was collected during the survey conducted around Diphupar and informed the gathering that there were 182 shops selling tobacco in Diphupar alone, which was a massive number in relation to the size of the area . He called upon the churches to play an active role in controlling the growing menace and also challenged the gathering to stop consuming tobacco. Neivinuo Dzuvichu was the compere for the
program, Vinika Yepthomi Winner of Voice of Nagaland 2015 and Thepfusanuo Belho enthralled the audience with their special numbers while the students of the Nursing college (CIHSR) performed a drama with a powerful message on ill effect of tobacco consumption. DIMAPUR: Office of the Deputy Commissioner and District Election Officer Peren has notified all administrative/ supervisor officers, booth level officers, political parties and the general public of 6-Tening and 7-Peren Assembly Constituencies under Peren District that the Election Commission of India has announced the schedule of the Special Summary Revision of Photo Electoral Rolls with January 1, 2017 as qualifying date for preparation of Electoral Rolls. As per the notification, draft publication of Photo Electoral Rolls would be done on October 1, period for filing of claims and objections from October 1-31, reading of relevant part/section of Photo Electoral Rolls in gram Sabha/local bodies and RWA meetings and verification of names from October 7-14, special campaign dates with booth level agents of political parties for receiving claims and objections from October 8-22, disposal of claims and objections by November 30, updating database, merging of photographs, updating the control tables and printing of
supplementary list by December 24, and final publication of Electoral Rolls on January 10, 2017. Electoral Roll copy for inspection: In another notification, ADC & electoral registration officer Peren has notified to the electors of 6-Tening and 7-Peren A/Cs that Electoral Rolls has been prepared and a copy was available for inspection at its office and at designated locations during office hours. The notice informed that qualifying date for preparation of Electoral Rolls was January 1, 2017. Therefore, any claim for inclusion of name or objection to the inclusion of name or any other objections should be lodged on or before October 31, 2016 in Form 6,7 or 8, the notice read. Further, any such claim or objection could either be presented to ADC & electoral registration officer Peren: Nagaland or to BLOs at the designated location or sent through post to S. Tainiu, ADC & electoral registration officer Peren: Nagaland not later than the aforementioned date.

DIMAPUR: Additional Deputy Commissioner & Electoral Registration Officer, Kohima, Lithrongla Tongpi held a meeting with the recognized political parties, NGOs, civil societies and media at DC’s Conference Hall, Kohima on October 1, in connection with the conduct of Special Summary Revision of Electoral Rolls. According to DIPR report, ERO, Lithrongla announced the draft publication of Electoral Rolls and said that starting from October 1 to 31 there would be a period for filing of claims and objections. Informing that there would be a special campaign dates with BLAs of political parties for receiving claims and objections on October 8 to 22, she said that the political parties were supposed to appoint the BLA in a prescribe Form ID:BLA 2 from each polling booth/stations who would be associated with the special campaign
for Roll Revision process on special campaign dates along with BLO. On the special campaign dates, the BLO would go through the draft electoral roll with BLAs and identify the corrections etc. She also requested the political parties to inform their BLAs to see that disabilities people above 18 years of age should be enrolled since many a time such cases have been missed out. She also pointed out that not a single NRI was registered in Electoral-Roll, knowing that many of our people stays abroad, in this regard she requested the political parties to indentify how many NRI were there in their respective constituencies for enrollment. In regard to BLAs submission of application forms, she said that the BLAs can submit the application Forms in bulk with a maximum number of 10 Forms at a time, which they could submit three times a month with a maximum
total of 30 Forms during the entire period from October 1 to 31. Assistant Election Officer, Mhathung Ngullie who also spoke in the meeting said that the involvement of political parties, NGOs, civil societies, individual was required in order to create awareness on the conduct of this special summary revision of E-Roll in order to clean our Electoral Roll and have peaceful Election in near future. He informed that for the new electors who were being enrolled in the E-roll this time, EPIC Photo would be distributed in the month of October by the BLOs where the AEO requested all the political parties, BLOs and BLAs to carried out in good manner. MON, OCT 1 (NPN): As per the direction of the election commission of India, draft publishing and handling out of draft Electoral Roll to the political parties was done today, in presence of press, media, church members, NGOs and civil societies. Asserting that E-Roll was the holy book for the politicians and political parties, the DC Mon urged upon them to take keen interest during summary revision. However, the DC lamented that voters, politicians and political parties gave lesser importance during such revision, conducted every year. of storytellers but sadly it started dying however, one could find hope with this kind of emerging writers to keep the art of storytelling alive by way of writing. UCM reacts to release of NSCN (I-M) cadres

IMPHAL, Oct 1: United Committee Manipur (UCM) Saturday warned that if Manipur government fails to clarify its clear-cut stand on NSCN(I-M) in the state, there may be people’s uprising. The UCM was reacting to the recent release of three high ranking NSCN(I-M) members arrested by the Assam Rifles. The three cadres were released by the authority of the Manipur government on health ground. UCM president Elangbam Johnson while reacting to their release after handing over to the state police said that releasing them on health ground was unreasonable and Manipur government must put its stand on NSCN(IM) in the public. “Otherwise, there will be people’s uprising,” Elangbam wared. The ceasefire truce between NSCN(I-M)
and government of India does not extend in Manipur. Inspite of this, cadres of the outfit were roaming freely in the state, he said. Cadres of the outfit were committing various crimes. They have eliminated many innocent people who went to the hills to earn their livelihood besides unabated extortion activities, he alleged. Despite knowing this, Manipur government has remained a silent spectator without taking up any action. Even GoI-NSCN(I-M) peace talk interlocutor RN Ravi had pointed out that Manipur government should take active role in curbing crimes and other anti-social activities carried out by the outfit in the state, he reminded. The central government has also remained silent even as the outfit operates in Manipur violating the ground of the ceasefire truce, he added.
Screening of dengue cases discontinued at Mizoram airport
Aizawl, Oct 1 (PTI): Screening of suspected Dengue cases at the lone Lengpui Airport near Aizawl was discontinued from today, according to the Integrated Disease Surveillance Programme (IDSP) state Nodal Officer Dr Pachuau Lalmalsawma. Lalmalsawma told PTI all the dengue patients have been cured and no fresh cases have been detected for weeks prompting the state government to discontinue the screening. The screening at the Lengpui Airport was being conducted since August 17 last when two passengers who had arrived from Kolkata had tested positive for dengue. Six local cases were also detected at the Surveillance Site established at the Aizawl Civil Hospital since August till date. The state health department was of the opinion that dengue no longer posed a danger resulting in closure of the screening facilities at the Lengpui Airport.
Reiterating that the ceasefire with NSCN(I-M) does not extend in Manipur, the president of the apex body of civil societies demanded that Manipur government must clarify its stand on curbing activities of NSCN(IM) in the state at the earliest. “Manipur government has to face the wrath of people if it fails to clarify its clear-cut stand on NSCN(I-M)’s activities in the state,” Elangbam warned. After offering the tarpan to the “martyrs” of the infamous June 18 Uprising 2001, the president reaffirmed UCM’s stand for the territorial integrity of the state. Shillong, Oct 1: Meghalaya Chief Minister Mukul Sangma has asked the BJP-led NDA government to launch surgical strikes on base camps of various north-eastern militant outfits located inside Myanmar and Bangladesh. “The Centre should deal with the installations of anti-national elements on foreign soil since going beyond the international boundary is not a state subject,” Sangma told journalists. “Similar situation exists in the North East and beyond the international boundaries of the region. Therefore, the central government should act tough against these militants in the north-eastern states,” he said. Surgical operations were appropriate in dealing with terrorists and the government should continue to be aggressive in this regard. “Any effective measure resorted to by the security agencies in the interest of the nation have to be welcomed and appreciated,” he added.
Shillong, Oct 1: The Meghalaya government has decided to stand guarantor for cash-strapped Meghalaya Energy Corporation Limited (MeECL) to avail loan of over Rs 496 crore to pay its outstanding dues to the stateowned North Eastern Electric Power Corporation Limited (NEEPCO). On Friday, State Cabinet approved the proposal to bail out MeECL to clear the outstanding dues that it owes to NEEPCO. “We have decided to act as a guarantor of the corporation to avail of loans over Rs 496 crore for paying the dues it owes to NEEPCO. The total amount to be paid is Rs 496.32 crore, including a surcharge amount of Rs 98.44 crore,” Chief Minister Mukul Sangma told journalists on Friday night. IAF Eastern Air Command chief Hari Kumar said today that of the seven advanced landing grounds (ALGs) in Arunchal Pradesh, five have been made operational and two others will be ready by the end of the year.
Apart from the ALGs, the IAF is also building capabilities to enhance performance in that state, he said. “Infrastructure development (in the eastern air command) has not kept pace with the rest of the world to allow us to have better equipment and better services that can be provided in this sector ... Cauvery row: K’taka moves review petition in SC NEW DELHI/BENGALURU, OCT 1 (PTI): The Karnataka government today moved a review petition in the Supreme Court against its three recent orders on Cauvery water release to Tamil Nadu and direction for constitution of Cauvery Water Management Board by Centre saying it would cause “undue hardship” to it. In its review petition, it said “grave miscarriage of justice” has been caused to it pursuant to three orders of the apex court dated September 20, 27 and September 30, by which it directed the state to release 6000 cusecs of water till October 6 and constitution of board by Centre till October 4. It said that apex court has “committed an error” in directing the Centre to constitute Cauvery Management Board, without considering the fact that three judges of apex court has held in 2013 that direction to constitute the board “can wait and may be heard along with the civil appeal”. “The court has not taken the cognisance of the fact that the constitution of the Cauvery Management Board, being Legislative in character, depends upon the authority

Pak troops target Indian posts, civilian areas in Akhnoor JAMMU, OCT 1 (PTI): Violating the ceasefire again, Pakistani troops today targeted Indian posts and civilian areas with mortar bombs and heavy machine guns along the LoC in Jammu and Kashmir’s Akhnoor tehsil. There was no loss of life or injury to anyone in the firing, which started at 0330 hours and ended at 0600 hours. Indian troops guarding the border retaliated effectively, defence sources said. “There was heavy shelling of mortar bombs, RPGs and heavy machine guns and small arms firing on forward positions along the LoC in Pallanwala sector and Chamb area of Akhnoor tehsil today,” the sources said. Police said the Pakistani troops targeted Badoo and Chanoo hamlets. “Villagers residing along the LoC were evacuated and shifted to safer places,” a police official said.

SRINAGAR, OCT 1 (PTI): Curfew was today lifted from Srinagar as the situation improved in the city, but normal life remained affected in the Kashmir Valley due to the separatist-sponsored strike for the 85th consecutive day. Curfew has been lifted from the areas of Srinagar where the curbs were in force yesterday and there is no curfew anywhere in Kashmir today, a police official said. He said the curbs which were imposed earlier on the movement of people in some parts of the summer capital were lifted this morning in view of the improvement in the situation. There was increased movement of private cars in and around the city centre here. Authorities had yesterday imposed curfew in seven police station areas of the city in view of the occupy Lal Chowk call by the separatists, and apprehensions of violence after the Friday prayers. However, the official said restrictions under Section 144 of the CrPc were in place throughout the Valley as a precautionary measure to maintain law and order. Meanwhile, normal life continued to remain affected in Kashmir for the 85th consecutive day today. Shops, petrol pumps and other business establishments remained shut, while public transport remained off the roads. Schools, colleges and other educational institutions also continued to remain closed across the Valley. The separatist groups have been announcing weekly protest programmes with periodic relaxation on some days and extended the strike till October 6. The separatists have asked people to occupy all inter-district routes towards Srinagar today.

ENCSU expresses displeasure

However, they expressed surprise that the government was not in a position to “rectify errors committed by some officials of the department for their own vested interests.” ENCSU alleged that the government and the department violated their own assurance given to the union on September 6, 2016 not to fill up four MBBS seats till the cabinet decides on the matter. But, the union said instead the department internally filled up all the MBBS seats including the three additional seats even before the Cabinet took decision on September 26, 2016. UDHAMPUR, OCT 1 (PTI): Army Chief Dalbir Singh today visited the Northern Command based here to take stock of India’s operational preparedness along the border in the wake of heightened tension in Indo-Pak ties following the surgical strike targeting terror camps across LoC. “Gen Singh arrived at Northern Command headquarters this morning and chaired a high-level meeting to review the situation and operational preparedness in Jammu and Kashmir, including along the Line of Control,” a Defence official said. The surgical strike, seen as a reprisal for Uri terror attack, was planned and executed by the Northern Command. Singh also personally complimented officers and men who “successfully” targeted seven terror launch pads located in Leepa, Tattapani, Kel and Bhimbar, the official said. He is scheduled to visit

It also questioned the government and the department that if there were no candidates qualified to study MBBS then how come the same candidates were found qualified for BDS since the same qualification is prescribed for both MBBS and BDS? “It is very clear from this that there was deep rooted intention to deprive the BTs of MBBS seats,” they alleged. ENCSU said it was surprised to know that the department did not make known three additional MBBS seats to the cabinet during its meeting. It said the department advertised only the fourth additional MBBS seat, which was received after the Cabinet meeting. In this regard, the ENCSU has challenged the department to come out openly in print media about the status of the first three additional MBBS seats.

Shekishe Achumi said the council during its meeting on September 28 resolved to enforce the following action within its jurisdiction on October 3 as a mark of solidarity with the CCoFA. To regain lost ground
N
agaland chief minister T.R.Zeliang in his speech at the 62nd attestation parade for recruit havildars and constables of the Nagaland Police, had said the rights things on the need to improve the state police force. He had made a point about the role of the police in being the protector and defender of the government and its system of law and order. The police is responsible for the enforcement of the law of the land and is described as the long arm of the law. Without an efficient and reliable police, the law cannot be enforced. In total, the role of the police is in crime prevention, criminal investigation, criminal prosecution and administering justice to society. If the government is serious about ensuring its police force does the job( without fear or favour) to protect law abiding citizens and bring offenders to book, then there is no doubt that the best ought to be placed at crucial positions to improve quality. Improvements don’t come cheap or easy; they require a transparent and accountable system where success is rewarded and failure is penalised. Naga police jawans have more than proved themselves as being among the finest fighting force wherever they are sent to various parts of India. The feats of the 9 IR(NAP) in fighting Naxalites in Chhattishgarh has become legendary, that till today, the Naga boys are still in much demand. Of course, the Naga girls of IRB are also not far behind. However fighting prowess should not be mistaken for policing in modern context. Such a role is left to the para military force in times of war or conflict. Nagaland Police has grown very big and so also the problems. Today it is just like another department where political interference in appointments, transfers and postings and selection of officers to man crucial wings has adversely affected the efficiency and morale of the force. So much disgruntlement has percolated to the lower ranks because of irregularities in appointments etc. This newspaper had commented on this issue several times in the past. Irregularities in appointments such as backdoor or ad-hoc( that is later regularised) have deprived many serving personnel of promotions. The adverse impact on the force can be seen in the systemic de-institutionalisation of the force, which has led to their overstepping the limits of law more frequently, in greater dimension, more daringly and in a variety of bizarre ways. That aberrations such as- corruption and highhandedness and more are now starkly visible among all ranks. Unfortunately, politicization, criminalization and inefficiency of the police are overshadowing the efforts to introduce reforms in the law and order machinery. One of the biggest negative contribution to effective policing is absence of an independent investigation wing to ensure speedier justice that calls for better expertise and improved rapport with the public. Criminal investigation is an area where the force appears to have slipped down and the loss of public trust is also a low point. Unless police reforms are implemented, it would be difficult to improve the performance of the force. Nagaland Police is enjoys a good reputation as a professional fighting force and given the right leadership, training and motivation, the policemen have the potential of achieving new heights.

But God will never allow us to stay there. The true test of our spiritual life is in exhibiting the power to descend from the mountain. If we only have the power to go up, something is wrong. It is a wonderful thing to be on the mountain with God, but a person only gets there so that he may later go down and lift up the demon-possessed people in the valley (see Mark 9:14-18). We are not made for the mountains, for sunrises, or for the other beautiful attractions in life— those are simply intended to be moments of inspiration. We are made for the valley and the ordinary things of life, and that is where we have to prove our stamina and strength. Yet our spiritual selfishness always wants repeated moments on the mountain. We feel that we could talk and live like perfect angels, if we could only stay on the mountaintop. Those times of exaltation are exceptional and they have their meaning in our life with God, but we must beware to prevent our spiritual selfishness from wanting to make them the only time. We are inclined to think that everything that happens is to be turned into useful teaching. In actual fact, it is to be turned into something even better than teaching, namely, character. The mountaintop is not meant to teach us anything, it is meant to make us something. There is a terrible trap in always asking, “What’s the use of this experience?” We can never measure spiritual matters in that way. The moments on the mountaintop are rare moments, and they are meant for something in God’s purpose.

Non violence for Sustainability T M ost of the countries in the world have witnessed violence in different forms. There have been many struggles around the world. Some of the struggles are violent and some struggle or protest are non violent. As long as there is injustice and inequality, there would be struggles and movements by people. There has been movement for freedom. India had to fight a long way against British to get freedom. Many people had to fight against the colonial powers to get freedom and justice. One of the unique and most powerful ways which has been showed to the world by Mahatma Gandhi is power of non violence. Today, entire world has been praising the way Mahatma Gandhi fought against mighty British without violence. The principle of non-violence — also known as non-violent resistance — rejects the use of physical violence in order to achieve social or political change. Often described as “the politics of ordinary people”, this form of social struggle has been adopted by mass populations all over the world in campaigns for social justice. Professor Gene Sharp, a leading scholar on non-violent resistance, uses the following definition in his publication, The Politics of Nonviolent Action “Nonviolent action is a technique by which people who reject passivity and submission, and who see struggle as essential, can wage their conflict without violence. Nonviolent action is not an attempt to avoid or ignore conflict. It is one response to the problem of how to act effectively in politics, especially how to wield powers effectively.” Some of the categories of non-

What these three giants did will give a new meaning and shape to the future of Nagaland. I hope this is a start of a fresh new perspective for Nagas. No power on the earth can stop an idea whose time has come. Looking at the present breakaway many may say a house divided cannot stand, however one must understand that there is no division, it is only a separation. And as for the house divided…. a house divided for a righteous cause will ever stand. There is a difference between separation and division. Division is bad but separation is ok. We have different tribes in Nagaland with separate customs but ever united and un-divided. Separation is also Biblical. Not all breakaway are evil. Companies have separated over business policies, churches have separated over doctrine issues, countries have separated over political issues and political parties in Nagaland have separated over issues best known to them, but none of them are actually divided. All these companies, churches, countries, political parties despite their separation work together and in times of need would extend help to one another. They are

Many people may not agree that non violence is not the solution but we must remember we have no other means apart from this. It might take time but there are ways out to get justice or up hold human rights. The International Day of Non-Violence is marked on 2 October, the birthday of Mahatma Gandhi, leader of the Indian independence movement and pioneer of the philosophy and strategy of nonviolence. According to General Assembly resolution A/RES/61/271 of 15 June 2007, which established the commemoration, the International Day is an occasion to “disseminate the message of non-violence, including through education and public awareness”. The resolution reaffirms “the universal relevance of the principle of non-violence” and the desire “to secure a culture of peace, tolerance, understanding and non-violence”. The resolution was introduced by Anand Sharma, the then Indian’s Minister of State on behalf of 140 co – sponsors. Ban Ki-moon, SecretaryGeneral of United Nations on his message on the occasion has said that “we know that a culture of non-violence begins with respect for others, but it does not end there. To nurture peace, we must respect nature. I am pleased this year’s International Day of Non-Violence puts the focus on sustainability and the environment. In all he did, Mahatma Gandhi honoured our

Despite the negative outcome the three Tribal Bodies stayed with Naga Hoho, which is a clear demonstration of humbleness. After much dialogue the three Tribal bodies decided to act on their ultimatum and finally leave Naga Hoho. This shows that they abundantly upheld the spirit of negotiation till the end and by walking out of Naga Hoho the three Tribal Hohos proved to us all that they are not just talkers but doers as well. Thus the three major principle of conflict resolving through negotiation was fulfilled by the three Tribal Hohos

He reminded us that “Earth provides enough to satisfy everyone’s needs, but not everyone’s greed.” Gandhi also challenged us to “be the change we wish to see in the world”. We have been seeing different movements and struggles in different parts of India. There have been protest and movements in the north eastern region. Some of the groups are in violent form as they are with arms while many other organisations are fighting for their rights in democratic and non violent ways. 2nd October is being observed as Gandhi Jayanti in India and International Non Violent Day has started since 2007. As the day has become a global celebration different governments and non governments organisation shall be organizing it around the world. I have seen All Bodo Students Union (ABSU), one of the largest ethnic students unions celebrating the day. ABSU has been campaigning for illegal arms free society as illegal arms are threat to peace and civil society. There are other organisations in North East region that are in arms struggle. They must take the path of non violence for solutions as violence is not the key for any social change or development. Every year on the International Day of Non-Violence, let us commit ourselves to the cause of peace, as exemplified by the life of Mahatma Gandhi who was born on this day 147 years ago. he Flood story (Genesis 6-9) reminded us that human wickedness escalated to a point of no return. The possibility of repentance and forgiveness of wickedness became remote. God felt regret and became frustrated with God’s own creation. This frustration (and not human sin alone) led to the destruction of life by flood. Immediately after the flood, God seems to realize that evil is part of human nature. This realization made God to make a covenant of life, “I will never again curse the ground because of man’s heart is evil from his youth; neither will I ever again destroy every living creature as I have done…. When the bow is in the clouds, I will look upon it and remembers the everlasting covenant between God and every living creature of all flesh that is upon the earth (Genesis 8: 21; 9:16). Noah’s story describes the possibility of a thin thread of continuity, the continuity between life and death. Flood brought death. But the rainbow brings life. Rainbow is a sign of Reconciliation: Sin destroys our relationship with fellow human beings and nature. Sin destroys peace, harmony and life. This displeases God- the Creator. It compelled God to impose corrective action leading to the total destruction of life by Flood. After the flood, Noah offered sacrifices to God as a sign of human repentance. God accepted Noah’s action and promised never to destroy the earth again. Rainbow is a sign of reconciliation between God and humankind and even with all creation. Naga people must look to rainbow and reconcile among themselves. It is high time to forgive one another. It is high time to accept one another. It is high time for us to repent. Till the Nagas repent and reconcile with each other, flood will continue to take place and create havoc in our society. Rainbow is a sign of Unity: One or two colours do not make a rainbow. The exit of three giants in spirit and action. Therefore there is no room to raise our eyebrows at them. The three giants Tribal Hoho’s of Nagaland are separated from Naga Hoho yet undivided in cause for the Naga political cause. Therefore to use the matter of Naga political solution as bonding agent to re-join the three Hohos once again with the unstable Naga Hoho in relation to the Rongmei issue is misuse of the Naga political issue. Is Naga political solution so cheap that for any matter we can throw the issue of Naga Political solution on the face of those who don’t see eye to eye with us? Is Naga political solution greater than its Naga citizens? Is Nagaland for Naga? Or Is Nagaland for Christ? It is reasons like this that has reduced the Naga National Movement from International affairs to tribal affairs. To say that the “Rongmei” issue had become a matter of contention among the Naga Hoho, the State government and the Ao,Sema,Lotha Hoho is an excuse with a heart but no soul. It could have been any Naga Tribe. The yard stick which is applied to the Rongmei Tribe applies to any Naga Tribe be it the X-Tribe ,Y- Tribe or ZTribe. If a Tribe does not have the required qualification to be given the Indigenous Naga Tribe Status within Nagaland it cannot be bought with intellectual or political means. I do not in any way un-
derestimate the other Naga Tribal bodies, but It is true that to pass certain decision regarding Naga customary laws in Nagaland the Ao Senden ,Sema and Lotha Hohos play a very crucial role. Naga Hoho understands this and wants the three giants back in Naga Hoho fold because without the Ao, Sema and Lotha Naga Hoho is unstable. At present there is no safety mechanism in Naga Hoho. There should be a safety mechanism in place; a safety mechanism to stop individuals (working as a mole from the inside or outside) to push certain ideas/laws which many not be in line with our Naga customary law using Naga Hoho. This safety mechanism can save a lot of misunderstanding and inconvenience which could prove to be very dangerous. Thus disassociating from Naga Hoho the Ao,Sema and Lotha Hoho have done a great favour to the people of Nagaland. The Ao,Sema and Lotha Hoho will now act as a safety mechanism against such assaults for all Nagas. Which is number one priority for the Nagas at this moment. A single stick (a single Naga Hoho) can be easy broken but a bunch of sticks (Bunch of Tribal bodies) like the CNTC,ENPO,NTC etc working together “independently” would be impossible to be broken. The present scenario looks like some highly qualified intellectuals have come up with a
Clever mathematical formula that is, a political party in Nagaland with no opposition plus A Naga Hoho where Nagaland Tribal bodies are outnumbered by Naga Tribal bodies from outside of Nagaland equals to passing any decision in Nagaland as “they” wish. This formula sounds intelligent but lakes WISDOM and is certainly not working. One can only imagine how much time, money and effort must have gone into this mathematical formula. This proves that inelegance, education, wealth, position, age, and even “Super majority” do not guarantee wisdom anymore. Looks like the intellectuals at the negotiation tables are not gathering data to make a better decision but are gathering data to justify their decision, which Is wrong. It makes one wonder what will be their “Plan B”? Is “plan B” already being executed under the disguise of appealing the three Ao,Sema,Lotha to come back to the Naga Hoho fold? People are watching and if the Ao, Sema and Lotha Hoho just run back to the Naga Hoho, it risk losing its dignity and respect in the hearts of many Nagas who stand with the three Hohos decision to disassociate with Naga Hoho for the greater Interests of Nagas. The Nagaland legislators asking the Ao, Sema and Lotha Hoho to reconsider the withdrawal from Naga Hoho is a job well done. I am sure tomorrow
Response to Rh. Raising NSCN-IM
he message of Rh Raising, NSCN-IM which appeared in the local dailies, Nagaland on September 28 was fictitious and full of lies. Rh. Raising besides in a part of his message said “Finally the traitorous NNC in collaboration with the Indian and Burmese armies attacked on Naga army makeshift camp at Langnok, where about a hundred Naga national workers including Chaplee Kilonser Khasui Longvah, Commander in Chief Brig. Thungbo, Col Newin CSO, Maj Shongshen, Capt. Shangam and many other national workers from the army and civil set up were killed in action at the battle of Langnok on September 27, 1980” This is a great lie and a wicked fiction. Such fraud created bloodshed and all sorts of problem among the Nagas. Hence my straight response to Rh. Raising is that NNC never attacked Langnok camp of NSCN since NNC was/is not an armed wing. But a group of Naga Army and some angry volunteers of 524 victims (Khiamniungan public who were killed by NSCN) in retaliation attacked the NSCN camp at Langnok on September 27, 1980. Not even a ghost or a shadow of the Indian and Burmese armies were involved in the incident. God knows it and may God punish the liar. Th Muivah, Isak Swu, Khaplang and Khole were working under the leadership of A.Z. Phizo, President NNC and Zashei Huire, Kedaghe (president), FGN till they formed NSCN. But as Muivah and
Isak had a plan to set up a socialist faction in the eastern sector of Nagaland, Muivah, Isak and their socialist comrades first murdered the following NNC/FGN leaders: 1. Lt.Col. Yamtsethong, Naga Army (Khiamniungan) was murdered on July 15 1979 at Tsonkhao village. 2. T.Venuh NNC vice president (Chakesang) was murdered on November 27, 1979. 3. Venyi Rhakho, Tatar (Chakesang) was murdered on November 27, 1979. 4. Kilonser Mayanger (Ao) was murdered at Hasik village in December 1979. 5. Lt. Col. Vesazo, Naga Army (Chakesang) was murdered in December 1979. 6. Lt. Col. Supong Naga Army (Ao) was murdered in December 1979. 7. Capt. Imsutoshi, Naga Army (Ao) was murdered in December in 1979. 8. Capt. Kumzak, Naga Army (Ao) was murdered in Paokingniu hill in December 1979. 9. Capt. Keviletuo, Naga Army (Angami) was murdered at Lao village in December 1979. 10. Lt. Then after killing the aforesaid NNC/FGN leaders, they immediately formed the so called National socialist Council of Nagaland, now Nagalim (NSCN) on January 31, 1980 without any knowledge of the Naga people. And as soon as they formed the NSCN, they began to kill innocent Khiamniungan public in the name of Shillong Accord on February 15, 1980 under the command of so called Capt. Shangam Tangkhul and continued to kill more Khiamniungan public till September 26, 1980. Thus within a short period of seven months 524 innocent Khiamniungan publics including pastor, deacon, men, women and children who knew nothing about Shillong accord were killed without any reason. Houses, Churches, granaries and all kind of wealth and properties including traditional attires and all assortments of the twelve villages, namely Langkheng,
rainbow beautiful and make delightful to behold. Different Naga tribes must be united to build a beautiful nation even as different colours are united in rainbow and attracts the attention of millions of people. Naga nation cannot be built on the opinion of one or two renowned Naga individuals. It cannot be even built on the basis of just few well developed tribes/organisations. From different places and tribes, the Naga must come together and be united and rise above all obstacles even as rainbow appears in the midst of drizzle and sunshine to be seen by all. The Naga nation must show an example to all races and nations that there is possibility of living together as beautiful nation in the midst of differences and aspirations. Rainbow is a sign of life: Flood is the opposite of rainbow. It is a sign of destruction. It signifies the danger and threat. It is a symbol of wickedness, greed, and violence. It is a symbol of death. Rainbow is a sign of life. It is a symbol of calm and peace. In a stormy rainy day, till rainbow appears in the sky, there is no guarantee for life. God through rainbow reminds us again and again to value and protect life. It is indeed sad that Nagas use Rainbow in their flag but continue to live wicked life. Any individual, political party or organisation that destroys Naga nation with vested interest deserves judgment. God did not destroy the earth anymore but God chose to die and become an atonement for us. We must reciprocate God and nature by becoming the ‘sacrificial lamb’ for each other. We need to say ‘sorry’ to fellow beings, to nature and to God. Mutual atonement will bring healing and prevent all kinds of destruction and death. Haikum, Asheiking, chukie, Hiuphu, Taingan, Thang, Thingniungan, Thon, Tsemhok, Pang and Kingjung were burned down into ashes. Mithuns, Buffaloes, Cows, Pigs, Goats, Dogs, Chickens and other domestic livings were randomly killed and consumed. And also even the remnants were shot dead and left them as it is without human nature. Thus after murdering so much of Khiamniungan public and after facing such unbearable sufferings in the hands of NSCN, the Naga Army along with some angry volunteers of the victims in retaliation attacked the Langnok camp of the NSCN on September 27, 1980 and chased them out of from Khiamniungan soil. The picture of Indian and Burmese Armies did not come even in a dream in the Langnok incident. The innocent Khiamniungan public who were killed by the NSCN armed men did not know whether the Shillong accord was white or black or whether the accord was bitter or sweet. But they were senselessly killed by the NSCN. They were also human beings like you and me and not insects. I, therefore as a senior national leader earnestly appeal to all the Khiamniungan citizen and fellow Nagas to kindly keep this in mind and to speak the truth and right in the days to come. Eno. P. our Nagaland legislators would ask their fellow legislators to reconsider the dangerous level of corruption in our State, to reconsider their commitment to serve our fellow Naga citizens, to reconsider cases like unpaid salaries to many Hindi teachers, the pathetic road conditions, the recent fuel adulterations case and those hundreds of matters which are left unconsidered. This world has witnessed two world wars. Many precious lives were lost, but In the middle of all the bloodshed and horror, the jet engine, Radio navigation, penicillin, the Radar etc were invented. It is an example that best can come out of the worst. The present scenario in Nagaland about the Rongemi issue is like a war in itself. Many Rongmeis have been hurt and more may be confused by the current issue, it is a sad situation. However I believe the present war like situation will give rise to more refined humans among the Nagas. We have a lot to learn and a long road ahead. Years from now when we look back, we will thank God for the present situation. Many of us have experienced it in our lives that a little discomfort is a good thing, but a lot usually proves to be even better. The idea of collecting toll taxes and other revenues directly by the Dimapur Municipal Council is the outcome of the anomalies and misappropriations in the past. This experiment seems to have attracted the attention of the vast majority of the people of Dimapur as to what can be achieved when developmental activities are taken up without political interferences. As it is, our development strapped state is suffering in all spheres of basic amenities as nothing seems to be right for the common people. No proper roads, drainages, power supply interruptions, inefficient medical facilities etc. and what is worse is the fact that people have become so used to the sufferings that they find no reason to complain. Considering the overall scenario, it came as a great relief to the people when the DMC started the developmental programmes and its benefit which the citizens started to enjoy. Not only that, it has also been found that the revenue collected from these very people have gone to waste in the past as nothing worth mentioning is there to be seen. The recent outcry of all the civil society organizations of Dimapur is the accumulated result of their gratitude towards the civic body which has done some wonderful works for the people. CDPO, Wokha, Soren Kikon, stated that the day was observed to appreciate the contributions older citizens have made for the progress of the society and to raise awareness about issues concerning them such as health issues, emotional issues, elderly abuse, financial and housing issues. He also highlighted the rights, policies and benefits of older persons introduced by the government. Thungchano Tsanglao and Rikyho Kikon were presented awards of distinguished senior citizens by the chief guest. The function was chaired by DWO, Wokha Zubemo Kikon while vote of thanks was delivered by chairman Senior Citizen Forum, Wokha. ZUNHEBOTO: The program was organised by Nagaland Senior Citizen Forum Zunheboto District Unit (NSCFZDU) in collaboration with the department of Social Welfare. Speaking on the occasion as chief guest, former CMO, Dr. Viheshe Yepthomi said, elders were assets in “our” society and were the storehouse of information, integrity and knowledge. While urging the younger generations to respect elders, the chief guest exhorted the gathering to be ambassadors of change and live exemplary lives. District Welfare Officer (DWO), S. Wati Ozukum in his brief speech said that ‘Old age is not a curse but a boon’ and urged the gathering to feel proud for the contributions they have given to the society. Two best district senior citizens were awarded to Khekiye Rochill and Tosheli Chishi. Special prayer for older persons were made by senior pastor, SBCZ, Rev. YevitoJimo. The program was chaired by Izhekhu, president, NSCFZDU, while vote of thanks was proposed by Akuto Chishi. MON: In Mon the day was organized by the department of Social Welfare under
the theme, ‘take a stand against ageism’ with SP Mon, Yangba as guest of honour. The guest of honour encouraged the older persons to keep themselves engaged. He said that no one can fight against ageism but one can fight for good health. Therefore he encouraged the older persons to keep their health in good condition. He also requested the people to take a pledge to make a difference on the international day of older persons starting from our very own family taking care of elderly people to bring a much needed change. Free health check up of senior citizens were done by a medical team and Khampei (90 years) and Nonga (80 years) were felicitated as the oldest man and woman respectively. The programme was led by Wango CDPO, Aboi and Z. Murie, DWO Mon spoke on significance of International Day of Older persons. AHTHIBUNG: The day was observed at Ahthibung town hall, organised by Social Welfare department with EAC Ahthibung Lithrila as the chief guest. Lithrila said that the International Day for older person was started in the year 1991 and observed all over the world. Speaking on the theme she said that the old aged persons were not burdens to the society but rather a blessing for the family and the society. She also congratulated all the elderly for attaining senior citizenship which was the gift from God. Dr. Thangmong briefed on good health maintenance for elderly person. District welfare officer, Nokcharenla Longchar delivered vote of
thanks. She also presented citation along with the cash award to the oldest woman Nemneng (93) and oldest man Sekhose (87). Earlier, special song was presented by A/W workers of Ahthibung while CDPO Namhuheing chaired the programme. Altogether 155 elderly persons attended the programme. District & session judge, chairman of District Legal Service Authority Phek, Longshi Ezung was the special guest speaker and spoke on “Maintenance and welfare of parents and senior Citizen Act 2007”. Best senior citizen award was given to Zhetoi Lohe and Nokrolu Dozo. The celebration was led by Shesuyi Vese, president, Phek District Senior Citizen Association. The significance of the day was highlighted by Keneikesangulie CDPO Phek. Vote of thank was pronounced by Khutseyi Vero, executive member, Phek District Senior Citizen Association. DC in his speech said that in true sense, people never retired and therefore older persons must not feel that they were a burden but rather consider themselves as asset for the society. He urged upon the older persons to start second innings in life by taking a step forward and by overcoming Ageism. Talking about human value, DC maintained that life was like an investment as everyone would get in return according to his deeds. As such Sushil Kumar sent a message to the young people that it was our responsibility to take good care of older persons in one’s own family as well as in the society. He further said that society should take blessing from the elders and acknowledge the contributions of the older persons. Alem Jongshi in his speech said that the assembly of such older people should be optimistically called as an assembly of wise people. Basing on the theme he advised the elderly people to live with correct attitude and not just to surrender to old age. He urged them to use their wisdom and experiences to mold the younger generation in right direction. Legal Service Authority of Tuensang also gave an awareness on the rights of elderly people basing on the Maintenance and Welfare of the Parents & Senior citizens Act 2007. District Welfare Officer Tuensang gave an introductory speech where he elaborated on the schemes and policies of the central and state government to safeguard the elderly people. DIMAPUR, OCT 1 (NPN): International Day of Older Persons was observed in Dimapur at Diphupar Ao Baptist church compound on Saturday with the theme, “take a stand against ageism” with parliamentary secretary of Irrigation and Flood Control, Jacob Zhimomi as the chief guest. Speaking on the occasion, Jacob said that younger generation would not be able to move further without the elders. He said since forefathers’ time and in Naga tradition, “we have been respecting the elderly persons”, however with the coming of modern society the values have been disturbed a bit. He believed that till today the cultural values were still intact and said that “our traditional roots of respecting the elders should not be lost”. He also asserted that one should acknowledge and pay attention to the elder persons since “they” were the assets of the society. He also enlightened the gathering that on December 14, 1990, the UN General Assembly made October 1 as the International Day of Older Persons. The International Day of Older Persons was observed for the first time throughout the world on October 1, 1991. During the day the department recognized two senior citizens K. Hollohon and Khriemoii Liegise and were awarded with citation and gift hampers. Jacob also gave gift hampers to all the elderly participants. Earlier, the programme was chaired by District Welfare Officer (DWO), Dimapur, Tosheli Zhimomi, while God’s blessing was invoked by Ao Baptist church Diphupar, pastor N. Lipok Jamir. Brief speech on theme of the year was delivered by District Programme Office (DPO) Dimapur, Nezolu Rhakho. The programme was enlightened with special numbers by anganwadi children Dimapur and vote of thanks was proposed by CDPO Dhansaripar, Anuo Sazo. KOHIMA: Life is meant to be celebrated at every stage, and the least “we” owe to the senior citizens is to give them the joy of living a comfortable, contented life for all the years they have contributed to the society, stated secretary Social Welfare, Dellirose M. Sakhrie while addressing the International Day of Older Persons at Zonal Council Hall, Kohima on 1st October 2016. According to DIPR report, she stressed on the theme and explained that ‘ageism’ was a discrimination faced by a group of bracketed category of people who were in the age of 60 years and above. This sort of discrimination leads to marginalization of the older person in “our” social setup and have negative impact on their health and wellbeing, she said and called upon all to gain a deeper understanding of the various issues faced by the aged people, who were physically, emotionally and mentally fragile so as to minimize and eradicate ageism. The secretary also informed the gathering that the State Old Age Pension which started in 1981 was merged with the Central scheme Indira Gandhi Old Age Pension and on State/Central share basis the department was presently providing Old Age Pension to 51,750 senior citizens between the age of 60-79 and Old Age Pension to 3161 senior citizens above 80 years. Exhorting the gathering, N. Theyo said “we” cannot demand respect from the society
unless “we respect ourselves and make ourselves respectable and to be positive and look forward to live for another 30 to 50 years”. He also added that one should learn to celebrate the achievements of our young ones without any competition which in turn would keep us young and moving forward. Dwelling on some problems faced by senior citizens in the state, Theyo said that many problems were faced while payment of bill viz. electricity, water supply, telephone and banks specially SBI where majority of old people draw their pensions as there was no specific counter for older persons. He also requested the media to approach elderly people and highlight their plight. He also mentioned that youngsters should be taught through various forms of visuals/TV etc. how to respect elders and offer helping hand when situation demands. State award for senior citizens were awarded to Rev Dr. L. Noksangchila, 89 years of age and Dr. C Thridongse, 86 years of age for their contribution to the society. District awards were presented to Vichu-u Zashumo and Chatuo Paphino. All senior citizens present at the programme were also felicitated by the department. A special song was presented by Music Ministry, Chang Baptist Church, Kohima. Earlier, to mark the observance of International Day of Older Persons a walkathon was organized from directorate of Social Welfare, Raj Bhavan Road to Zonal Council Hall. The walkathon was flagged off by president, Nagaland Senior Citizen Association, Dr. Toshi Ao. New Delhi, Oct 1 (PTI): After rising for two straight days, gold prices tumbled by Rs 325 to trade at over one-week low of Rs 31,200 per 10 grams at the bullion market today, on fall in domestic demand from jewellers amid weak global cues. On the other hand, silver held steady at Rs 45,500 per kg in scattered deals from industrial units and coin makers. Traders said besides a weak trend in the overseas market, muted demand from jewellers and retailers at domestic spot market led to fall in gold prices here. In international market, gold fell 0.30 per cent to USD 1,315.90 an ounce in New York in yesterday’s trade. In the national capital, gold of 99.9 per cent and 99.5 per cent purity plunged by Rs 325 each to Rs 31,200 and Rs 31,050 per 10 grams, respectively. The precious metal had gained Rs 225 in the previous two sessions. Sovereign, however, remained flat at Rs 24,500 per piece of eight grams.

New Delhi, Oct 1 (PTI): After the initial experiment in food and fertiliser, better targeting of kerosene subsidy is next on government agenda to plug diversion and black marketing of the fuel, Finance Minister Arun Jaitley said. “Kerosene in some parts of the country is used as fuel, and in many parts... Is misused. There is a huge amount of diversion... So, states are making efforts to become kerosene free because of a lot of diversion taking place,” he said at an event of the Observer Research Foundation here on Saturday. He specifically made a mention of Union Territory of Chandigarh and Haryana trying to become kerosene free. “That’s one of the next items which is on the agenda as far as rationalisation is concerned, but there is still a section of society which uses kerosene as a fuel and therefore, you have to find a mechanism (as to) how to deal with the kerosene problem,” he said. With an aim to take PDS kerosene to the targeted beneficiary, it has been decided to implement the direct benefit transfer in kerosene (DBTK) in 39 districts in 2016-17. The

The average per declarant was Rs 97 lakh. Now, the effective rate of taxation is 45 per cent, but in 1997 the effective rate of taxation was in single digit. The two schemes are entirely different.”

New Delhi, Oct 1 (IANS): Unaccounted wealth amounting to Rs 65,250 crore has been declared by 64,275 people under the Income Tax Disclosure Scheme with scope for some upward revision once the full tabulation is completed, Finance Minister Arun Jaitley announced on Saturday. Given the tax rate, penalty and surcharge of 45 per cent, this can fetch the government a little under Rs 30,000 crore. Briefing reporters on the scheme, which was available from June 1 till the midnight of September 30, the Finance Minister said the tax authorities were still tabulating the declarations, both in physical and electronic form. “So this (declarations) could be revised upward once the full tabulation takes place,” Jaitley said, adding that the money collected would go into the Consolidated Fund of India and will be used for social security purposes. “Roughly, the declarations work out to Rs 1 crore per

Syria conflict: Aleppo hospital ‘hit by bombs’
Aleppo, Oct 1 (Agencies): An air raid on the rebel-held eastern half of the Syrian city of Aleppo has hit the area’s largest hospital for the second time in a matter of days, a medical charity says. The Syrian American Medical Society, which supports the hospital, said it had been struck by barrel bombs. The same facility was hit in a similar attack on Wednesday. There are also reports of Russian-backed Syrian government forces hitting Aleppo’s historic Old City. And clashes between government troops and rebels on the ground are said to be occurring in several Aleppo neighbourhoods. Russian and Syrian air forces resumed attacks on the rebel-held east of the city after a partial truce lapsed on 19 September. Government forces have also launched a ground offensive against the rebels. The mounting civilian death toll has sparked international protests. The US says Russia is driving moderate rebels into the arms of jihadists. Once Syria’s commercial and industrial hub, Aleppo has been divided roughly in two since 2012. The UN says at least

9 US objects to Alabama top judge ousted Pak’s nuke threats over gay marriage stand against India Washington, Oct 1 (PTI): The United States has strongly objected to threats of nuclear warfare made by Pakistan against India and has conveyed its displeasure to that country in this regard. “We made that (American objection on nuclear threat) clear to them (Pakistan). Repeatedly,” a senior State Department official said. The official who spoke on condition of anonymity, however, would not reveal the level at which the message was conveyed to Pakistan. “It is very concerning. It is a serious thing,” the official said when asked about Pakistan Defence Minister Khawaja Asif ’s assertions, twice in the last 15 days, that his country could use nuclear weapons against India. “We will destroy India if it dares to impose war on us,” Asif had told a Pakistani news channel in his latest interview. “Pakistan army is fully prepared to answer any misadventure of India.” “We have not made atomic device to display in a showcase. If a such a situation arises we will use it (nuclear weapons) and eliminate India,” Asif had said. The statements raised eyebrows in the Obama Administration and is seen as “irresponsible” behaviour by top Pakistani leadership.
Washington, Oct 1 (PTI): Alabama’s top judge has been suspended for the remainder of his term for defying federal court rulings that legalised same-sex marriage. Roy Moore, 69, violated judicial ethics with an order seen as directing probate judges to deny marriage licences to gay couples, a judicial panel ruled. The decision was a “politically motivated effort” by radical groups, he said. His lawyer has vowed to appeal. It is the second suspension for Moore, an outspoken conservative. In 2003, he was removed for refusing to take down a monument of the Ten Commandments he installed at a state building. He was re-elected as chief justice of the state’s Supreme Court in 2012. In Friday’s decision, the nine-member Alabama Court of the Judiciary unanimously decided to suspend him for the remainder of his term without pay. The move essentially removes Mr Moore from the bench, as he will be unable to seek re-election at the end of his term, in January 2019, because of age restrictions, his lawyer Mat Staver said. Reacting to the decision, Mr Moore said in a state-

Pak not getting support at UN over surgical strikes United Nations, Oct 1 (PTI): India has said Pakistan approaching the UN over the issue of surgical strikes in PoK has not found any resonance in the world body and rejected claims that the UN mission monitoring ceasefire “has not directly observed” any firing along the LoC. India’s Permanent Representative to the UN Ambassador Syed Akbaruddin dismissed remarks made by Secretary General Ban Kimoon’s spokesperson Stephane Dujarric that the UN Military Observer Group in India and Pakistan (UNMOGIP) “has not directly observed any firing across the LoC related to the latest incidents”, a reference to the surgical strikes conducted by India on September 29 targeting terror launch pads in Pakistan-occupied Kashmir. Akbaruddin told reporters at the Indian Permanent Mission here yesterday that the facts on the ground do not change whether somebody has “observed” it or not. “I have nothing to say because what (Dujarric) said was
‘directly observed’. It’s a call that they have to take. I cannot place myself in their boots and directly observe something,” the Indian envoy said when asked to comment on Dujarric’s remarks. Akbar uddin said the “facts on the ground do not change whether somebody acknowledges or not. Facts are facts, we presented the facts and that’s where we stand.” India on Thursday carried out surgical strikes on seven terror launch pads across the LoC with the Army inflicting “significant casualties” on terrorists preparing to infiltrate from PoK. When pressed at the daily press briefing to explain how UNMOGIP can say it did not observe any firing even as India said it has conducted the surgical strikes, Dujarric repeated that UNMOGIP has not “directly observed” any of the firing. “They are obviously aware of the reports of these presumed violations and are talking to the relevant concerned authorities,” he had said.
Akbaruddin said while Pakistan has reached out to the UN Chief and the 15-nation Council over the issues of the surgical strike and Kashmir, it’s call for intervention by the world body has not found any resonance as there was no further discussion on the matter. “Yesterday there was some action. You are also aware of the reaction,” Akbaruddin said referring to Pakistan’s envoy Maleeha Lodhi meeting New Zealand’s UN Ambassador Gerard van Bohemen, president of the Council for the month of September, and raising in the UNSC the issue of the action by India. The Indian envoy also added that Pakistan had raised the Kashmir issue in the General Assembly but asked how many nations “supported” it. “By my count there were none,” he said adding that there is “no resonance” among UN member states for Pakistan’s claims on Kashmir. “At the high-level General Debate, there was a specific and long Pakistani submission (on Kashmir). I did not hear
any resonance of that among any of the member states who took the floor. Ultimately 193 of them took the floor. There was no resonance. If you find anything contrary I’m willing to listen,” Akbaruddin said. Akbaruddin stressed that as a responsible state, India will not be “indifferent to impunity” as an option. “Our approach is that the response (surgical strike) we undertook yesterday...was a measured, proportionate, counter-terrorist strike. It was reflective of our desire to stop a clear and imminent threat. Our objectives have been met and that effort has since ended,” he said. He reiterated that India’s effort as a “responsible state” is to respond proportionately and in a measured manner and achieve its objectives. “In that case, we consider our objectives fulfilled. What spin somebody puts, whether somebody has seen it or not seen it, is not a germane to the issue. That it was undertaken, that we feel that it achieved our objective is important for us as a country,” he said.

Lahore, Oct 1 (PTI): A judicial commission constituted by a Pakistani anti-terrorism court will travel to the port city of Karachi next week to examine a boat used by 10 LeT terrorists to reach India for carrying out the 2008 Mumbai attacks. The commission will travel to Karachi on October 6 to examine the boat, Al-Fouz, and will also record the testimony of a witness who saw the vessel being seized at the Karachi Shipyard. Headed by an ATC judge, the commission includes officials from Federal Investigation Agency (FIA), the defence counsel and court officials. The commission was constituted during a hearing into the Mumbai terror attacks case by ATC-Islamabad, which held the hearing at the Adiala Jail Rawalpindi, last week as the court heard the boat was used by the terrorists in the attacks in which 166 people were killed and around 300 were injured. The ATC judge accepted the request by the FIA to send a judicial commission to examine the boat as it was difficult to produce the vessel before the court. Earlier the Islamabad High Court had set aside the verdict of a trial court of not allowing to send a commission to Karachi terming it “flawed and not in accordance with law” and allowed examination of the boat in the port city. In May, the prosecution had challenged the trial court’s decision to reject its plea to form a commission to examine the boat so that the vessel could be made a “case property”. According to the FIA, the attackers used three boats - including Al Fauz - to reach Mumbai from Karachi. Al-Fauz is in the custody of Pakistani authorities in Ka-

Jolie reportedly granted full custody in temporary divorce deal

According to the media outlet, the LA County Department of Children and Family Services (DCFS) recommended that the couple either strike a deal or take their grievances to court in what would
surely be a publicity circus. The agreement reportedly places the couple’s six children in the full physical custody of Jolie per her request in the initial filing, with Pitt granted temporary visitation rights. However, according to TMZ, Pitt can only reportedly visit his children with a therapist present until he or she deems the actor fit to parent without supervision. He is also reportedly mandated to participate in random drug tests, although TMZ notes his screening from his first test came back negative. In the meantime, both Jolie and Pitt as well as their children will participate in family counseling until the DCFS chooses to impose further regulations or let the court decide what happens next.

MUMBAI, Oct 1 (Agencies): India’s Test cricketers figuring in the team’s first eleven will now earn double their match fees. BCCI has raised the salaries of Test players from Rs 7 lakh to Rs 15 lakh for those in the playing XI and from Rs 3.5 lakh to Rs 7 lakh for reserves. The Board has extended the overnight bonanza to its associations by raising the annual subsidy for its full members from Rs 60 to Rs 70 crore. BCCI called for a working committee meeting on Friday morning, just before the start of its Special General Meeting (SGM) which was eventually adjourned to Saturday. The agenda of the working committee meeting involved discussing India’s stand on playing Pakistan at the ICC Champions Trophy next year and appointing a general manager at the National Cricket Academy (NCA) in Bangalore apart from the salary hike for cricketers
and increase in subsidy. “I have always maintained that we need to do more for Test cricket and cricketers both, and this is the first step in that direction,” BCCI president Anurag Thakur said on Friday evening. BCCI members had little idea of the possibility of a working committee meeting until Friday morning when the agenda was circulated. With India scheduled to play 11 more Tests at home after the ongoing Kolkata Test, every single cricketer from the playing eleven will earn a cool Rs 1.65 crore by the time Australia’s tour of India concludes early next year. Hamilton scorches to Malaysian GP pole ahead of Rosberg SEPANG, Oct 1 (Agencies): Lewis Hamilton put in a scintillating performance to take pole position for the Malaysian Grand Prix. The world champion was 0.414 seconds quicker than Mercedes team-mate Nico Rosberg, with the Red Bulls of Max Verstappen and Daniel Ricciardo next. Ferrari’s Sebastian Vettel and Kimi Raikkonen continued the two-by-two in fifth and sixth places. Hamilton has a great chance to recover some of his eight-point title-race deficit to Rosberg in Sunday’s race. The Briton was dominant throughout, with Rosberg only fifth after the first runs in final qualifying and having to rely on a last-gasp lap to vault up to the front row.
Hamilton looked fast in final practice and took that form into the start of qualifying as he topped all three sessions. He was nearly 0.6secs up on Rosberg in second qualifying and then a massive 0.911secs clear after the first runs in Q3, on which Rosberg had a snap oversteer and ran wide off the track through the fast Turn Five. Hamilton lost the championship lead to Rosberg following the German’s victory in Singapore two weeks ago but has been driving this weekend as if intent on recovering it in one go. Rosberg has moved into that position after winning the past three races to overturn what had been a 19-point advantage for Hamilton after the
German Grand Prix in July. Although Mercedes dominated qualifying, there is the possibility they will face a challenge for the victory from both Red Bull and Ferrari. Verstappen, who outqualified Ricciardo for only the third time in their 12 races as team-mates, was the fastest driver in the race-simulation runs in Friday practice, with Mercedes and Ferrari closely matched just behind. Behind the top three teams, Force India’s Sergio Perez was seventh as it emerged he has, after weeks of speculation, apparently completed the deal that will keep him at the team in 2017. His team-mate Nico Hulkenberg was eighth, ahead of Jenson Button’s McLaren and Felipe Massa’s Williams.

Scottish boxer dies after being injured in bout GLASGOW, Oct 1 (Agencies): A Scottish boxer has died after suffering severe bleeding and swelling to his brain during a televised fight. Mike Towell, who was 25, had to be carried from the ring on a stretcher after a fifthround loss to Dale Evans in Glasgow on Thursday. Towell had been undefeated going into the fight - an eliminator for the British welterweight title - with 11 wins and one draw on his professional record. Towell’s partner, Chloe Ross, said she was “absolutely heartbroken” to announce that he died Friday night, 12 hours after he was taken off life support. Ross said the welterweight had been complaining of migraines in the run-up to the fight but put it down to stress. “I’m absolutely heartbroken to say my annoying best friend passed away (Friday night) at 11.02 very peacefully,” Ross wrote on Facebook. “Michael had severe bleeding and swelling to his brain. He had been complaining of headaches for the last few weeks but we put it down to migraines with the stress of his fight.

With a host of celebrities from the world of sports and entertainment in attendance, the half-an-hour long ceremony had the spectators at the jampacked stadium in thrall. A carnival atmosphere filled the air as the ceremony showcased the cultural diversity and spirit of the eight sisters before familiar foes Northeast United FC and Kerala Blasters resumed their rivalry on the pitch. Besides the cultural part, act 1 also featured a bevy of Bollywood stars gyrating to hindi chartbusters, while all the franchise owners were called on to the stage one by one. Bollywood heartthrobs Alia Bhatt, Jacqueline Fernandes and Varun Dhawan, along with about 500 performers rocked the stadium in the short, yet spectacular, show. The local flavour was injected by the famed Shillong Chamber Choir who have enthralled audiences across the globe. Alia, Jacqueline and
Varun set the stage ablaze with their scintillating acts and took selfies with ISL founding chairperson Nita Ambani, cricket legend Sachin Tendulkar, Indian Olympic silver medallist shuttler P V Sindhu, actors Ranbir Kapoor, John Abraham, Abhishek Bachchan and cricketing ace Mahendra Singh Dhoni. Sindhu performed the ceremonial kick-off. The franchise-based league will be played across eight cities over the next 11 weeks. NorthEast United FC edged past Kerala Blasters 1-0 in the opening tie of the Indian Super League’s (ISL) third edition at the Indira Gandhi Athletic Stadium, Guwahati. Katsumi Yusa scored the only goal of the tie as the northeastern club picked three crucial points and avenge the 3-1 loss suffered last season in their opening tie. It was a drab start to the game as neither team was able to manufacture chances.
