Catalan referendum turns violent BARCELONA, OCT 1 (IANS/AGENCIES): The disputed independence vote of Spain’s Catalonia province descended into chaos on Sunday as national police fired rubber bullets and used baton on people attempting to vote in Barcelona, the media reported. Reports put the number of injured to hundreds while Spain’s Interior Ministry said 11 national police officers had been injured in scuffles, reports CNN. Condemning the police crackdown, Catalonia’s regional government compared it to the erstwhile Franco dictatorship. A senior Spanish minister, meanwhile, blamed the violence on the determination of the Catalan authorities to go ahead with the vote, despite it being declared illegal by the country’s constitutional court. According to the Catalan health ministry, 465 people have been injured after Madrid deployed the national police force to close down polling stations. They also seized ballot boxes and voting paper. Scope for reducing GST slabs, hints Arun Jaitley FA R I DA BA D, O C T 1 (PTI): Finance minister Arun Jaitley on Sunday hinted that there is scope for lesser slabs under the Goods and Services Tax (GST) once there is revenue buoyancy. “We are in first 2-3 months (of GST implementation). We have almost by the day, space and scope for improvement. We have space for improvement and need for improvement to reduce compliance burden as far as small taxpayers are concerned,” he said. “We have space for improvement, eventually once we become revenue neutral, to think in terms of bigger reforms such as lesser slabs, but for that we have to become revenue neutral ... ,” he said at an event organised here by the National Academy of Customs, Indirect Taxes and Narcotics (NACIN). Currently, the GST regime slots items under rates of 5, 12, 18 and 28 per cent. An additional GST compensation cess is also levied on certain products. Emphasising that indirect tax burden is borne by all sections of the society, the minister said it is always the endeavour of the government to bring down tax rates on mass consumption commodities. Catalonia, a wealthy region 7.5 million people in north-eastern Spain, has its own regional government, or Generalitat, which already has considerable powers over healthcare, education and tax collection, but is not recognised as a separate nation under the Spanish constitution.

Rahul may take over as Cong chief after Diwali: Sachin Pilot New Delhi, Oct 1 (PTI): Rahul Gandhi may take over as the Congress president shortly after Diwali, Rajasthan leader Sachin Pilot said today, stressing that the time had come for the party vice president to lead from the front. The Gandhi confidant also said the last names of leaders should not be treated as a disqualification in politics. It was the performance of a leader that ultimately decided his worth, as a surname could only take him “so far”, he said. Pilot added that Gandhi’s elevation had been in the pipeline for long. “Organisational elections of the Congress are underway and the new president could take over shortly after Diwali. It is something that has been in the pipeline for a long time,” Pilot told PTI in an interview. The Congress leader said the general sentiment in the party was that the time had come for Gandhi to take charge and lead from the front, while favouring a “balanced approach” of a mix of the young and the old in the party. “To my mind, there is a general sentiment in the party that he should take over as the party president,” Pilot said.

He pointed out that Gandhi had been handling “a lot of work” as the vice president but the party believed “this (Gandhi’s elevation) should happen in due course and the time has come for it to happen”. Asked if Gandhi’s sister Priyanka Vadra should also enter active politics, the former minister said, “Though she belongs to the Congress party, whether she should join active politics or not is her personal decision”. On the issue of dynastic politics and accusations that the Congress promoted dynasties, Pilot said belonging to a political family might help someone initially but it could not guarantee progress unless backed by performance. “Belonging to a family that has been in politics should not be treated as a disqualification,” he said. Ultimately, he said, success depended on performance. “If you perform and win the hearts of people through work, delivery and performance, then it will decide. The mere last name will only take you so far,” said Pilot, the son of late Union minister and Congress heavyweight Rajesh Pilot.

Subsidised LPG, jet fuel price hiked NEW DELHI, OCT 1 (IANS): State-run oil marketing firms hiked the price of subsidised cooking gas by Rs 1.50 per LPG cylinder and jet fuel by six per cent, effective from Sunday. According to the Indian Oil Corp (IOC), price of a subsidised 14.2 kg LPG cylinder will now be Rs 488.68 in New Delhi, as against Rs 487.18 earlier. Oil marketing companies (OMCs) revise rates of LPG and jet fuel on the first of every month. Subsidised LPG rates were raised last by Rs 7 per LPG cylinder on September 1, as part of the decision to increase prices every month so as to eliminate subsidies. The price of non-subsidised LPG, which consumers buy at market rates after exhausting their subsidised quota of 12 cylinders, was also raised by Rs 1.50 to Rs 599 per cylinder. The price of aviation turbine fuel (ATF), or jet fuel, was also increased from Sunday by 6.04 per cent to Rs 53,045 per kilolitre in New Delhi, as against the earlier price of Rs 50,020. Jet fuel prices vary with airports depending on local taxes.

NPRAAF puts Finance deptt in the dock Discloses another case of Double DA DIMAPUR, OCT 1 (NPN): In what appears to be the latest modus operandi for release of funds under the new phenomenon called ‘Double Drawal Authority’ (DDA), the Nagaland Public Rights Awareness and Action Forum (NPRAAF) has once again exposed the Finance department (FD) for allegedly issuing Drawal Authority (DA) in releasing funds for construction of RCC bridge across Tizu river in Mini-Laluri Link road” under Geology & Mining (G&M) department. This is not the first time that several organisations have exposed how the FD has issued DA twice for the same project thereby creating the new phenomenon called Double Drawal Authority (DDA). I n t e r e s t i n g l y, NPRAAF pointed out that in the first DA, the name of the road was mentioned as “Mini-Laluri Link Road” while in the second DA, it was mentioned as “NimiLaluri Road.” S u c h va r i a t i o n i n names (Mini & Nimi)

makes it appear like the projects were different whereas it was the same project, NPRAAF pointed out. NPRAAF asked whether this was a ploy to confuse public or was it only a “clerical error- a technique which the government departments often resort to in order to cover up any misgivings?” . The forum has demanded that FD and G&M clarify on this matter at the earliest. According to NPRAAF, the FD expenditure ‘B’ Branch on two occasions, released a total amount of Rs 20.72 crore for construction the RCC Bridge. It said that on January 13, 2017 an amount of Rs 10.09 crore was released through DA no. 32 of 201617 under demand no. 54 – Geology & Mining. Again on May 1, 2017 Rs 10.63 crore was released through DA no. 1 of 2017-18 under the same demand number. “The most astonishing point in this matter is, how was it possible for the FD to release Rs 10.09 crore under State Plan (Additional Fund) and Rs 10.63 crore under State Plan (RE) for the same project?” the forum said.

Y. Patton clarifies to allegation DIMAPUR, OCT 1 (NPN): Home minister, Y. Patton has refuted the allegation levelled against him for taking the name of former NLA Speaker and NPF MLA, late Kiyanilie Peseyie in his speech during the ‘Lao Ong Mo’ festival in Mon on September 29. In a statement, Patton said he was deeply hurt by the wild allegation made by Wango Konyak and Yanlong Konyak, saying it was nothing but a deliberate attempt not only to tarnish his political integrity but also an attempt to create misunderstanding among the communities. “It is also a character assassination and criminal in nature,” he added. Patton clarified that he had never uttered the name of the late leader Kiyanilie Peseyie, throughout his brief speech. Patton said he “truly and honestly felt what our Angamis in general and the Angamis of 8 Western Angami Assembly

Patton said before leaving for Mon along with chief minister, T.R. Zeliang to grace the festival, he even attended the funeral service of the late leader Kiyanilie Peseyie at his private resi-

dence at Half-Nagarjan. “I had even conveyed my deepest condolences to the bereaved family members of our late leader and to me, his untimely demise made me so painful as I always looked up to him as my own elder brother and never called him by name except calling “kokai,” because my association with him went back to the 1980s when he was in the service,” said Patton.

NPF Media and Press Bureau (M&PB) has hit out at Home minister, Y. Patton for his alleged speech over the demise of Kiyanilie Peseyie while addressing the ‘Lao Ong Mo’ festival at Mon. Nearly 50% Indian women at risk of heart disease Gov, CM greet on Gandhi Jayanti NEW DELHI, OCT 1 (AGENCIES): Nearly 50 percent of women in India live with an abnormal cholesterol level, an alarming indicator of the risk of their being prone to cardiovascular diseases (CVD), a survey has showed. The survey by diagnostic chain SRL Diagnostics revealed that 48 per cent women in the age group of 46-60 years had the highest level of abnormality in the lipid profile tests -- the number one cause of death globally and in India. A lipid profile test measures the amount of cholesterol present in lipid carrier proteins like low density lipoprotein (LDL), high density lipoprotein (HDL) and fats (triglyceride) present in the blood and determines the risk of CVD. Further, women living in North India (33.11 per cent) and East India

(35.67 per cent) had higher abnormal levels of triglycerides while low HDL and high total cholesterol levels were more commonly seen in women living in South India (34.15 per cent) and West India (31.90 per cent). “In India, cardiovascular disease is the number one killer of women. It’s an alarming situation as heart attacks appear differently in women than men and it is more fatal in the postmenopausal women than it is in men,” said Avinash Phadke, President Technology and Mentor (Clinical Pathology) from SRL Diagnostics, in a statement. High saturated fat, sugar and salt intake, very low consumption of vegetables and whole grains leading to obesity, coupled with sedentary lifestyles, rising stress levels and smoking are the major contributory factors for deterioration of

heart health in women in India, the survey revealed. The analysis is based on more than 3.3 million lipid profile tests performed at SRL Labs across India during 2014-2016. Heart failures among Indians a decade earlier than west: Experts With one third of heart failure patients dying within six months of diagnosis, cardiologists have said that heart failure in India occurs a decade earlier than elsewhere in the world, where the average age is 59. AIIMS cardiologist Sundeep Mishra cautioned citizens against early cardiac issues as out-of-pocket expenditure and lack of infrastructure are corroborating to the increase in disease prevalence, while Cardiological Society of India President M.S. Hiremath said that a third of heart failure patients die

in the hospitals within six months of their diagnosis. “This is an indication of how sick the patients are when they report to us. Basic knowledge of managing heart failure or detecting the disease at an early stage is missing, so it is difficult to manage them in the hospital,” Hiremath said in a statement. An earlier study, the International Congestive Heart Failure study, had said that death rate of patients due to heart failures in Southeast Asia is 15 per cent, while it is seven per cent in China, nine per cent both in South America and West Asia -- significantly lower than in Indian patients. Mishra, a Professor of Cardiology at New Delhi’s All India Institute Of Medical Science, said that in India, heart failure occurs a decade earlier than in western countries.

In this regard, NPRAAF again demanded to know what FD meant by State Plan (Additional Fund) and State Plan (RE)? Even after having cited Central government’s directive, against usage of such nomenclatures-- Non-Plan, State Plan etc., NPRAAF said that the department still continue to do so. NPRAAF concluded that usage of such nomenclature( which ceased after Planning Commission was done away with) only indicated that the government was running short of vocabularies to be used in the dubious means for issuing Drawal Authorities. It also took note of FD’s recent response that “releases of funds were based on sanctions from the concerned Ministry.” NPRAAF said if such were the case then FD has to clarify as to how Rs 20.72 crore was released and under which scheme, whether it was NEC, NLCPR etc and the sanction/released by the GoI. Further, the forum has also asked both FD and geology & mining department to make public the total cost of the project and how much amount was released so far and name of the contractor/ firm. AR JCO killed in mishap MOKOKCHUNG, OCT 1: In a delayed report, one Assam Rifles JCO succumbed to injuries when the truck he was travelling in rolled some 150 feet below the road near Changtongya town, Mokokchung. According to reports, the truck was carrying CSD canteen stock belonging to the 7 sector Hq. The deceased has been identified as Nb Sub BM Sheelan while the injured was identified as Rifleman Sandeep. (Correspondent)

KLSU supports LSU

DIMAPUR, OCT 1 (NPN): Kohima Lotha Student’s Union (KLSU) has extended full support to Lotha Students’ Union for raising the issue of imbalance in current NPSC system. Quoting RTI response, KLSU media cell said out of six candidates, who scored 400 marks and above in mains examination secured Class-I position after the viva except the Lotha candidate. Again out of the nine candidates who scored 390-399 marks in mains examination secured Class-I position except the three Lotha candidates. As the results of NPSC (CS) 2015 has brought to light the practice of alleged favouritism by NPSC members, the KLSU has appealed for free, fair and transparency mode of conduct in the system of NPSC.

Water supply to Dmu cut off

DIMAPUR, OCT 1 (NPN): Water supply in Dimapur town has been cut off after heavy landslide near Old Patkai Bridge washed away four 300 mm dia DI pipes. In this regard, executive engineer PHED urban division Dimapur, Er. P. Khetoi Awomi has asked the consumers to bear with the department as restoration of water supply will take few days.

TSUD backs PSAN demand

DIMAPUR, OCT 1 (NPN): Tenyimi Student’s Union Dimapur (TSUD) while extending support to Public Service Aspirants Nagaland (PSAN) demanded that the state government review the cabinet decision to remove Class III post from NPSC examination. TSUD president Azo Wetsah and general secretary, A. Shyerhunlo Lorin, said that the cabinet decision will discourage the educated unemployed who wanted to serve in the government sector.
