Further clarifying on the incident, PRO said AR troops had launched an operation on October 22 night after receiving intelligence inputs about movement of large number of armed cadres in Okotso area. On October 23, PRO said the troops detected large number of cadres in uniform with weapons in the suspected camp 3 kms away from Okotso village. On being warned, the cadres opened indiscriminate fire on the security forces injuring one Assam Rifles soldier, who sustained a bullet hit on his bullet proof jacket, PRO said. In the ensuing fire fight, a cadre was killed and another sustained injury, said PRO adding, the injured was provided immediate first aid and was carried on stretcher by AR troops over

3 kms to be given life saving treatment by 28 AR medical officer, who was later evacuated to Wokha civil hospital. PRO said the injured cadre confirmed that they were from the GPRN/ NSCN faction. Govt forms think tank to promote tourism in India

DIMAPUR, OCT 29 (NPN): Ao Students’ Conference (AKM) has served a seven-day ultimatum on the state government to release all pending salaries to the aggrieved teachers and to pay their monthly salaries regularly henceforth. In an ultimatum addressed to state chief minister, AKM president, L Jemti Longchar, and general secretary, Bendangkumba Aier, said they were “astounded” at the fact that the state government has not been paying salary to a number of Hindi and SSA teachers for six to nine months at a stretch. “It is absolutely unfair on the part of the state government to not pay the entitled salary to the aggrieved teachers,” the signatories stated. AKM pointed out that aggrieved teachers under the aegis of the All Nagaland Hindi Teachers Associa-

tion and the Nagaland SSA Teachers Association 2010 & 2013 have resorted to boycotting classes after the government failed to met their legitimate demands, which it said was a fall out of the government. Apex Ao student body asserted that boycotting of classes by teachers has led to putting the career of thousands of innocent students at peril, more so as the current academic session was coming to an end. AKM said it cannot remain a mute spectator “to this spectre of misgovernance” on the part of the government. Pointing out that career of innocent students, cannot be put at jeopardy because of the government’s “ineptness”, AKM warned that, in the event of the government failed to comply with its ultimatum, it would be compelled to take its own course of action.

Teachers demand Manipur edu minister’s resignation of their monthly salaries pending for months before the Ningol Chakouba festival which falls on November 1. During Saturday’s mass court arrest agitation, the teachers demanded the resignation of state education minister Dr Kh Ratankumar while blaming him for the death of a graduate teacher recently. RK Tamphasana Devi (44), a graduate teacher of Wangkhei Model High School, Imphal died this week following an illness at a health care facility in Imphal. The teachers alleged that late Devi had fallen ill and died after hearing that she was downgraded from graduate teacher post. “Government is behind the cause of death of our colleague,” AMESTA secretary M Jadumani alleged. Earlier, before the mass court arrest movement, the teachers attend-

ed a condolence service and also staged a protest rally from the residence of their deceased colleague at Thangmeiband. Various slogans like “Government killed RK Tamphasana Devi,” “Stop harassing teachers,” “Resign education minister and chief minister” were displayed during the rally. A police team stopped the rally from proceeding further at Khuyathong. With additional police force from city police, the agitating teachers were dispersed. Later, talking to the media, AMESTA general secretary M Jadumani demanded that government should revoke the decision to downgrade the teachers and clear their due salaries before Ningol Chakouba festival. He affirmed that the teachers will continue their agitations until the government fulfill their demands.

IED blast in Imphal

IMPHAL, OCT 29: Seven members of Democratic Students’ Alliance of Manipur (DESAM) were Saturday picked up by the police after a clash broke out between two groups of students in the crisis ridden Manipur University. The clash was not related with the prevailing reservation imbroglio but over the holding of a felicitation function for newly elected functionaries of students’ union of colleges. Some students and a policeman sustained injured in the clash that broke out inside the university campus. The policeman was hospitalised with injuries on his face while students with minor injuries were discharged after first aids at nearby healthcare centres. Reports said that the clash broke out when a programme to felicitate Regd. No. 14291/2016

newly elected functionaries of college student unions organised by DESAM was prevented by a group of students. Some students of the Manipur University were against the organization of such felicitation function considering the prevailing imbroglio over the adoption of reservation policy in admission. In a bid to prevent the organisation of the programme, they close the main entrance gate of the university which turned ugly after DESAM members and their supporters tried to open the gate forcibly. When a confrontation between the two groups of students erupted, security guards of the university rushed and intervened. A police team also rushed to the spot. However, some of the students in clash pelted stones towards the police which compelled the police to tear gas shelling.

Sonowal told Rudy that 10 buildings constructed by the Industries Department would be handed over to the Skill Development Ministry which would be turned into state-of-the-art skilling centres. Rudy said ‘job melas’ for entry-level jobs would be organised shortly in the state which would give a “huge fillip” to the employment scenario. The chief minister advocated a “synergising approach” between the government and corporate houses wherein, the government would impart skill development training to the youth and the corporate houses would absorb them in various vocations. Stating that PMKKs would be opened in all the districts of the state in a phased manner and the respective MPs would be entrusted with the task of monitoring the functioning of these centres, Rudy said the funds for the same would be entirely provided by the Centre.

Yadavs call truce for now, fireworks post Diwali?

LUCKNOW, OCT 29 (IANS): After more than a month of a bitter and public turf war that shocked Uttar Pradesh, the Samajwadi Party’s warring Yadavs have called for truce now. But there may be more fireworks post Diwali. While Chief Minister Akhilesh Yadav is busy attending public functions, signing files and presiding over meetings, his uncle and state party chief Shivpal Singh Yadav is sprucing up the ruling party and networking with old socialist chums who had drifted apart, specially after the Samajwadi Party walked out of the ‘Maha Gathbandhan’ in Bihar last year. At the bidding of party chief Mulayam Singh Yadav, Shivpal Yadav recently went to Delhi and met some old satraps of the socialist movement. While the official reason for the meetings was to invite them to the November 5 event when the

Samajwadi Party marks 25 years of its existence, informed sources say the real motive was to work out how to trip Prime Minister Narendra Modi and his BJP. Shivpal Yadav has been openly championing the return of Mulayam Singh as Chief Minister and wants the 2017 assembly polls to be held under his leadership, with the larger Janata Pariwar coming together again.

In a major security revamp, security of Union Home Minister Rajnath Singh, Finance Minister Arun Jaitley, MoS PMO Jitender Singh and senior BJP leaders LK Advani and Subramanium Swamy have been restructured. Top intelligence sources told India Today Group security of Army Chief Dalbir Singh Suhag, VicePresident Hamid Ansari and LG Najeeb Jung has also been reviewed. plying in the city was significantly higher today. Vendors were back on the streets of the city in the TRC Chowk-Batamaloo axis , while many shops were open in the civil lines and the outskirts of Srinagar. However, normal life continued to remain affected in the rest of the Valley for the 113th day due to the separatist-sponsored strike. Security forces have been deployed in strength at vulnerable spots and along the main roads as a precautionary measure to maintain law and order as well as to instil a sense of security among the people to carry out their day to day activities without fear. The separatists have been agitating since Hizbul Mujahideen commander Burhan Wani was killed in an encounter with security forces on July 8. agreed to attend the event of November 5. At the same time, he is stacking up his supporters for the November 3 ‘Rath Yatra’. Two videos, shot by an American team of specialists, have already been aired, in an attempt to portray Akhilesh Yadav as a doting family man and a hard-working chief executive of the state. Incidentally, neither his father nor his uncle figure anywhere in the two-odd films. His supporters, mostly all expelled from the party, have been burning the proverbial midnight oil to ensure that the Rath Yatra is not only a grand success but portrays the Chief Minister as the first choice of the people. The Yatra is also aimed at trying to blunt the anti-incumbency against his government, tarred by communal riots, growing crime, breakdown of law and order and public infighting in his family, an

India abstains from Equal pay for equal work applicable to temporary staffers: Supreme Court UN vote on nuclear ban NEW DELHI, OCT 29 (PTI): In a significant verdict, the Supreme Court has held that the principal of ‘equal pay for equal work’ has to be made applicable to those engaged as daily wagers, casual and contratual employees who perform the same duties as the regulars. Terming the denial of equal pay for equal work as “exploitative enslavement”, “oppressive, suppresive” and “coercive”, the apex court said that in a welfare state, the principle has to be extended to temporary employees as well. “In our considered view, it is fallacious to determine artificial parameters to deny fruits of labour. Once an arch rival, Lalu Prasad is now related to Mulayam Singh’s family. The RJD chief has announced his party, which rules neighbouring Bihar, would not put up candidates in Uttar Pradesh. Legal blame game

or the first time, the country’s top judiciary-the Supreme Court- has clashed with the government of India over backlog in appointment of judges. The Supreme Court asked whether the Centre intended to bring the entire judiciary to a “grinding halt” by sitting on recommendations of the Collegium for appointment and transfer of judges to High Courts across the country. On this issue, Chief Justice of India T.S.Thakur had broken down at a function of Chief Justices in April last in presence of prime minister Narendra Modi, to express deep pain over the issue. The delay in appointment of judges is an issue where both the judges and the government have blamed each other. On Friday, the Supreme Court tore into the government for “scuttling” the working of judiciary by sitting over appointments of high court judges, triggering a fresh round of confrontation with the Centre. CJI Thakur highlighted the extreme difficulties faced by courts where some could not cope up with the work load and backlog such in the High Court of Karnataka where one floor of the court has been shut due to lack of judges.? “Executive inaction is decimating the institution (judiciary),” said Thakur on Friday. The shortage of judges had also given rise to a view that more judges are needed to tackle the backlog. In a view that is different from the highest judiciary’s call for more judges to trim pendency, Law Commission of India Chairman and former Supreme Court judge Justice Balbir Singh Chauhan said “working judges”, and not increasing sanctioned strength of judges, may be a solution to modern-day demands of judicial workload caused by the heightened legal awareness among the public about their liberties. In short, Justice Chauhan said steps should be taken to fill the sanctioned strength rather than increase the number of judges over and above the current sanctioned strength to solve pendency. “We need working judges. Liberty has become more important. Workload has increased because of an increase in awareness among the public and education”, he said. There is truth in each of the contentions raised by the Supreme Court as well as the chairman of the Law Commission of India. The CJI Thakur has taken up the issue as a challenge when he told the AG of India that the apex court would not shy away from a confrontation with the government if driven to a corner. The CJI cautioned the government that if matters continued in the same vein, the court would be forced to intervene judicially and call for every file of every recommendation forwarded by the Collegium to the government for clearance. The current crisis faced by courts in India also typifies the very problematic laid back attitude to work. The legal process in India has a reputation of protracted delays where a case could drag on for decades. The habitual practice of postponements or deferments in courts has seriously deprived justice as well put question marks on the credibility of the judges. In India, “justice delayed is justice denied” most aptly describes the legal process. Perhaps the judges need to seriously ponder over this matter they failed to deliver. It is ironic that the apex court has taken the government to task for delay in appointment whereas the judges contribute to backlogs by all too frequent court adjournments because judges haven’t changed their habits.

DailyDevotion Substitution He made Him who knew no sin to be sin for us, that we might become the righteousness of God in Him. —2 Corinthians 5:21 The modern view of the death of Jesus is that He died for our sins out of sympathy for us. Yet the New Testament view is that He took our sin on Himself not because of sympathy, but because of His identification with us. He was “made…to be sin….” Our sins are removed because of the death of Jesus, and the only explanation for His death is His obedience to His Father, not His sympathy for us. We are acceptable to God not because we have obeyed, nor because we have promised to give up things, but because of the death of Christ, and for no other reason. We say that Jesus Christ came to reveal the fatherhood and the lovingkindness of God, but the New Testament says that He came to take “away the sin of the world!” (John 1:29). And the revealing of the fatherhood of God is only to those to whom Jesus has been introduced as Savior. In speaking to the world, Jesus Christ never referred to Himself as One who revealed the Father, but He spoke instead of being a stumbling block (see John 15:22-24). John 14:9, where Jesus said, “He who has seen Me has seen the Father,” was spoken to His disciples. That Christ died for me, and therefore I am completely free from penalty, is never taught in the New Testament. What is taught in the New Testament is that “He died for all” (2 Corinthians 5:15)— not, “He died my death”— and that through identification with His death I can be freed from sin, and have His very righteousness imparted as a gift to me. The substitution which is taught in the New Testament is twofold— “For He made Him who knew no sin to be sin for us, that we might become the righteousness of God in Him.” The teaching is not Christ for me unless I am determined to have Christ formed in me (see Galatians 4:19).

Post-mortem

Lament for Naga leaders Why development is stagnant in our state? S

D

evelopment here would mean from every aspect needing attention. First- Forget about the state, let’s start from our own respective constituencies. Our intention of electing a representative-Our intention of voting is automatically wired in such a way that the concerned elected MLA must give us a job, contract, money or any kind of aid after the victory. Thousands of people vote in return for a cash of few thousands. Imagine how much the candidate spends when that few thousands from an individual are multiplied into thousands of individuals. If elected, imagine the pressure when those thousands expect a job, contract or monetary aid at their individual level, and supposedly, if those demands are not fulfilled in the case of some individuals than according to us it would mean that the MLA is not a capable one. But, let us be frank here. Is it practically possible to feed all those thousand supporters with a job, contract, monetary aid or such of similar kind with honest money? Therefore, in our twisted mentality view it would mean that, to be a capable representative the MLA must satisfy the needs of every individual supporter by any means, which will include even by dishonest siphoning. We act like beggars selling out inherent right (right to vote) as if that is the last thing left of us and that is why we are treated like beggars when they come to power. We remember the pathetic conditions of hospitals, Government institutions and public office buildings, wondering why the development is not taking place. Well, we ate the money during the election and our elected ones are busy amassing wealth to feed us in the next election. Do we even have the right to demand for developments? Second- The meaning of development does not cut down for few individuals to enjoy the sophisticated position suddenly after the election victory of their candidate. For the demand of job, contract or monetary aid for one member in a family, the future of the rest members are sold. How? Simple example- The capacity of constructing good institutions with good infrastructure for the majority is diverted towards uplifting one or few individuals. So, aren’t we stealing somebody’s share as well? Third- If demand for proper devel-

T

opment is made at the larger interest of the public, every individual can benefit without being corrupt. For instance, demand for good educational institutions with quality teaching system will create ample of successful leaders in various fields. Think of the benefits in setting up good training centers for skill development in the field of carpentry, agrifarming, animal husbandry, Masonry, electrician, motor vehicle mechanics, tailoring, hair stylist, cake baking, skill learning for good entrepreneurship, etc... The unemployment problem can also be reduced to a large extend through these developments. And these necessarily do not have to be located in the state capital alone; each respective constituency can demand the same. Fourth-Instead of losing our face begging before the candidate’s door for our selfish demand, boldly voice for the development of public welfare, like any able leader would do. We can strongly demand for good road connectivity from villages to commercial towns for easy marketing of local produces; demand for creating a system of strategic marketing for long term and not only for Hornbill festival or such similar short occasions. These are our inherent right. We can think of many other areas of development where every individual can benefit. We already know about all these avenues which will benefit everyone, but we choose to be either blind or stay mute because we want an easy way out. Let’s accept the fact that majority of us are selfish. We want for ourselves; we want to become rich and successful overnight through the aid of our elected candidate. Everybody’s needs are unlimited and our concerned MLAs cannot satisfy everybody’s needs with honest dealings. Let’s stop demanding at our own individual level and rather voice out for the larger interests of every individual. If this little change of mindset happens at our respective constituencies, we need not worry for the state at large because these small constituencies collectively form the big picture of the State. Like mother Teresa said, “If everyone would clean their doorstep the whole world will be clean”, we need to go back and start cleaning our own kitchen. Zakato Chishi, Kohima

ilence does not mean to say, yes I betrayed Jesus. Silence is a secret weapon that strikes you hard to speak out the truth in itself. Your implications and allegations is not a victory. Your knowledge and intelligences is not a wisdom. Your imaginations and suspicious is not a vision. You cannot order your fellow country-men to jump into the ocean unless you have guaranteed the danger of not getting drown. How righteous and honest you may think and act to transform the devils life, it will only invite the infamous omens promising you to a hell of fire and blood. The most depriving and disastrous life of devil was when Jesus underwent fasting for 40 days. Let Naga leaders don’t eat away the One and Only unique History by claiming your historical rights always without doing your responsibilities to protect your unique political history. This political history has made Nagas so common and so unique as compared torest of the Indian states. Such unique political history came into existence becauseour forefathers could not withstand the inhuman treatment melted upon by the main land India. So the only alternative way was to defect/ stay away from the Union of India to revolt against and be free. But, today our Naga society is witnessing and experiencing rising birth rate of multiple Nationalist Groups, Politicians, Churches and Civil Organizations entitled with branded names which are universally accepted as quick fix reformation, unification , Accords Accepted, not accepted Accords, No.1.2 People’s front, support groups and at last dilemma groups within. May be our Naga leaders were trying to avoid failures. So they came up

A village school master’s plight

he Nagaland education system has expanded enormously within the period of a decade. The number of schools both private and government have mushroomed within few years particularly, government schools with the coming of the Centrally Sponsored Schemes (CSS) like Sarva Shiksha Abhiyan (SSA) and Rastriya Madhyamik Shiksha Abhiyan (RMSA). Thousands of highly qualified teachers including Hindi teachers have been recruited and trained against CSS. In fact, it is the first ever the Department of School Education could recruit the highest number of genuine and qualified teachers in the history of the department. There have been huge infrastructural developments across the state. Computers are provided to schools even in the remotest village, mid day meals is served, free text books and uniforms are supplied etc. Government schools are being communitised and community started to participate at their own capacity and ability. There have been overwhelming quantitative progress but unfortunately, the rising expectations of the parents and community towards government and department has been shattered with the frequent absenteeism of the teachers particularly due to irregularities on the payment of the Teachers’ salaries and consequently resorting to boycotting the classes. While funds for mid day meals, civil works and others are being sanctioned smoothly, teachers’ salaries are unpaid for half a year because in the later one, not a single percentage can be deducted in any ways. According to the report, the delay of the salaries was due to change of guard in Ministry of Human Resource Development (MHRD). Probably, MHRD is

taking six months to seek for details and clarifications (nice joke). What an unproductive central government we have! Are state government and concern department only interested in quantitative progress of the schools? It is clearly indicated that the current state of affairs in school education has inadequate attention towards the teachers’ welfare for shaping schools as centre of learning. It is so disheartening to realise that teachers who are the developers of the future society are unpaid more than half of the year. Is this the standard of government of Nagaland and concern department’s policy towards State Education and about shaping the individual through quality education? SSA is a time bound educational programme to achieve universal education at primary and upper primary levels with the sufficient 90% financial support from central government and Nagaland state government on payment of only 10% making it the lowest state’s share comparing with other states who give regular salaries with higher states’ share. Education is an ethical endeavour and responsibility of the teachers as well as the government and the concern department towards the progressive society. What type of Government in the world would be successful in hiring thousands of qualified teachers to teach without being paid and expect/impose quality education? Humanly speaking, what moral education can teacher give to students at this juncture while the school buildings are newly constructed, computers are installed, mid day meals are dropped by brand new pickup truck yet their salaries are unpaid for many months? Such unbalance treatment from the government towards teaching community is indeed very

demoralising. I believe, of all the elected politicians, the best one is given portfolio of Education Minister, of all the qualified bureaucrats, the best one is given to administer the Education Department, of all the most experienced and senior most educationists, the best one become the Education Director because Education Department unlike other departments is the Temple of Learning and it is the making of all the Departments in the state. The sanctity of education cannot be compromised at any cost by teachers and likewise the government and the department concern. I for one, opine that the present demand of Nagaland Sarva Shiksha Abhiyan Teaachers’ Aassociation (NSSATA) for regular salary is not a big political issue to resolve amicably but rather a big shame on the part of the government and the concern department failing to do their normal obligations towards the teaching fraternity/ community for the cause of quality education who are at the mission field. My heart falls for the effected students who are mostly from the poorest of the poorest background (economically and socially) for which SSA Teachers are sent to transact the magic of education as part of the universal eradication of illiteracy. Now, I honestly don’t know whether I am the right person in this mission or the government is deliberately making me believe that I am in a wrong profession. Let’s not talk about quality education for sometime unless we know the true meaning and power of EDUCATION. School Education and Politics are different entity. A flight pilot cannot be the captain of the ship. With full of contemplation. Jetilo Apon, SSA Teacher

with an idea of conspiring, just to confuse and to feel oneself partially satisfied by condemning from the very Group or organization you just defected to form another. Instead of forming another new self-style National group or Organization it was far better to defect to safe guard common people’s interest. The ugliest part is you feel satisfied or disappointed on the pretext that the other opponent is gaining or losing support. At this point defection is something that gives you a freedom to decide whom to choose or something that you overcome dishonor and disrespect. It depends on the individuals on what terms and conditions they defected. With free cease fire packages by the GOI also played a vital role, some had formed for power and greed and some for recognitions and some for real Naga people. It is a best opportune time for the common people to decide who is for the people and who rejects people’s wishes and who just seat ideal acting as lawyers? Because throwing stones in the air will just destroy neighbor’s property because it just falls back again. You cannot expect everything to come in our own ways. And you cannot expect everything from God too, 99% should come through your perspirations and remaining expect inspirations from God. When you are a true leader your life is like a tree which bears much fruit. Some will try to cut down the branches, some even the whole tree. You may be called in any manner but remember you are like the waters that flows deep beneath the ocean that makes the ocean so deep and big in the surface. To work for peace, unity is not so easy, it is like a humble work to enter the Kingdom of God

leaving all your comforts behind. You cannot please everyone to follow. You cannot always stop and throw stones to very dog that barks. Even God was not able to convince His own creations to convert rather they rejected, betrayed and crucified but, salvation was given to all Mankind. Heaven is an open Door Policy for us all. You don’t need to consult with Hindus nor needs a Muslim consultant. Noah Ark was built to safe God’s own creations but it reads that only those who entered the ark was safe and then new world was born. God might have already chosen a Leader for Nagas but even forbids to speak it out through prophets because of our evil intensions. Let our Naga leaders not fail today to lubricate God tomorrow with fasting and prayer of repentance. We have consecutively failed His wisdom for Free Naga Homeland and subsequently with all Agreements. To decide the fate of Nagas one does not need a certificates of approval. If at all Naga political solution is to take place with a condition one after the other then, Nagas should have as many factions as possible. Because the blood in your fathers hand is also the same blood that flows in you. Avoidable media wars and blame game has become so popular which does not serve any purpose. So, instead of opening up a Pandora box, the Naga leaders at different levels should willingly accept the responsibilities to contribute more ideas and suggestions in the interest of the common Naga people. Just do your best to bring what is best for the common Naga people. Let the walls of dis-unity within fall, and let the cocoon of hatred and revenge suffer. Peter Kholi

Sir,

Sustainable development must become a reality

Nagaland so aptly given the sobriquet ‘The falcon capital ‘ by the international community adds to the mystique and beauty of the land. The yearly arrival of The Amur Falcon heralding the pouring in of tourists and avid birdwatchers from both within and outside the state brings to the fore the vast benefits that Ecotourism can offer for the state revenue as well as the ecology. These enigmatic raptors migrating in large flocks to winter in Southern Africa makes a stop at Pangti village for a month and during this period one can witness the event as tens of lakhs of these raptors swoop down on the low lying valleys of Pangti near the banks of the Doyang Reservoir for roosting. Bird watchers and nature lovers from all parts of the country gather to witness this rare event. While the thought on the positive benefits that ecotourism offers and the idea of enjoying this rare event appears pleasant, a visit to the roosting site paints a different picture. Lack of guest houses and poor road conditions etc dampens the mood and spirit of one and all alike. It has been more than seven years since the coming of the Amur falcon, the government has done very little in setting up decent infrastructure for ecotourism to flourish -so far only a small resting shed and a lone watchtower exist. Basic infrastructure beginning with a proper motorable road is a must for ecotourism to thrive. While lauding the denizen’s of Pangti for their tireless effort in playing a major role in the conservation of the species and its habitat it is only fair to make an appeal to the government agencies for their active participation in implementing policies and developmental projects such that Ecotourism as a form of sustainable development becomes a reality for the people and the state of Nagaland. Knowing god is the only answer

Sir,

The one who lives from everlasting to everlasting alone is Omniscient and Omnipotent and by his infinite life , wisdom and power alone the earth , the sun , the moon , the stars and the heavens were formed by His command out of nothing into existence forever. So the whole universe is existing by three words which are “ the Life , Wisdom and Power of God and no creation in the universe is out of the parameter of the three words : Life , Wisdom and Power. ” Mankind needs relationship with God to live in peace and order , and the law of relationship with God is , “KNOW GOD , BELIEVE IN HIM , FEAR HIM and OBEY HIM.” The primary need for all human beings on the earth is “ KNOW GOD“ because Knowing God is the door through which alone one can enter into relationship with God and without knowing God nobody can have relationship with Him. So all men and women in the world have to give first priority to seeking to know who the Creator really is . This is the only way of restoration of mankind to the right place before God. Rev. L. Suohie Mhasi

High Commission official Medical camp held at Chuchu town Fire in crackers market; 150 Indian in Islamabad leaves for home stalls, 30 vehicles gutted

AURANGABAD, OCT 29 (PTI): A major fire broke out Saturday in a firecrackers market here, gutting more than 150 stalls and 30 vehicles parked nearby, but no casualty was

reported, police officials said. The blaze started at around 11.45 am in the market set up on the occasion of Diwali at Zilla Parishad Ground under Kran-

Saturday. The Pakistani Foreign Office in a statement said: “The Foreign Secretary expressed deep concern over the activities of the Indian official that were in violation of the Vienna Convention and the established diplomatic norms.” The action came hours after Indian Foreign Secretary S. Jaishankar summ o n e d Pa k i s t a n H i g h Commissioner Abdul Basit in New Delhi that day to protest against Mehmood Akhtar, a visa officer at the Pakistan High Commission, who India accused of spying. Basit was told that Akhtar had been declared persona non grata and should leave India by October 29. Pakistan has denied the espionage charges levelled against Akhtar as “false and unsubstantiated”, and alleged that Indian police “manhandled” him.

Rahul to PM; govt decisions adversely affecting Jawans

NEW DELHI, OCT 29 (AGENCIES):Coming down heavily on the Centre for hurting the sentiments of India’s Armed Forces, Congress vice president Rahul Gandhi on Saturday called on Prime Minister Narendra Modi to implement the One Rank One Pension (OROP) in a meaningful way, as soldiers should not struggle to claim what is due to them. The Congress vice president also emphasised that the anomalies in the 7th Pay Commission must be addressed at the earliest In a letter addressed to the Prime Minister, Rahul asserted that decisions taken over the last few weeks by the government have adversely affect the morale of the armed forces, adding that it was the government’s duty to show the soldiers, who risk their lives each day to defend the nation, that they are cared for. “Just days after our soldiers conducted the surgical strikes, the disability pension system was converted to a new slab system, that in many instances drastically reduces the pension received by these brave men in case of a disability. The roll out of the 7th Pay Commission continues to keep our defence forces at a disadvantage and further exacerbates the disparity between them and civil employees,” the letter read.

Since the launch of the scheme in May this year more than 90 lakh LPG connections have been distributed among beneficiaries of the scheme all over the country and to over 50,000 women in Uttarakhand alone which is quite an achievement, he said.

duction of the MCLR, the central bank continues to be concerned on the issue of transmission which was flagged by Governor Urjit Patel at his maiden policy review this month. Banks are given a set formula to compute the MCLR based on cost of funds and are required to review it on a monthly basis, when the calls on the new rate structures are taken. “I agree that the transmission through bank lending has been less than anyone of us would have liked to,” Patel had told reporters. “We are hoping that over the next quarter or two, keeping in mind the government has also reduced the small savings rates, the MCLR itself will now throw up more transmission.” Since January 2015, the Reserve Bank has reduced repo rate by 175 basis points, including the recent cut, but banks have reduced their base rates only by 60 basis points.

The announcements come after repeated displeasure shown by the regulator for not passing on the benefits of cuts to borrowers and give a boost to the sagging economic growth. They also come ahead of the crucial “busy season” in the second half of the fiscal which sees a spurt in loan demand. Under the revised rate structure, the one-year MCLR --- which is used for calculating the rate of interest on home loans -- will come down to 8.95 per cent. The overnight and one-month MCLR will be 8.75 per cent, while the three-month MCLR has been fixed at 8.85 per cent and six months at 8.90 per cent. The MCLR was introduced from April this year as a transparent and effective alternative by the RBI, after banks refused to pass on the benefits of its rate cuts to the borrowers. Private sector lender ICICI Bank was the first to announce a cut of 0.10 per cent in its marginal cost of funds based lending rate (MCLR) across tenors, which was followed by a similar move by the country’s largest lender SBI, but of a larger measure of 0.15 per cent. FBI reopens Clinton email case: Trump praises move

Washington, Oct 29(PTI): The FBI today said it has reopened investigations into Hillary Clinton’s use of private email server when she was secretary of state due to likelihood of new information coming to light, immediately drawing praise from the White House frontrunner’s Republican rival Donald Trump. FBI Director James Comey, in a communication to the Congressional leadership, said the FBI has learned of new “emails that appear to be pertinent” to their investigation. “In connection with an unrelated case, the FBI has learned of the existence of emails that appear to be pertinent to this investigation,” Comey wrote in the letter. “I am writing to inform you that the investigative team briefed me on this yesterday, and I agreed that the FBI should take appropriate investigative steps

Donald Trump and Hillary Clinton

designed to allow investigators to review these emails to determine whether they contain classified information, as well as to assess their importance to our investigation,” Comey said. Clinton has previously apoligised for using a private email server as secretary of state between 2009 and 2013 during the first term of President Barack Obama. Her act was criticised as tantamount to compromising national security. The FBI announcement today was an unexpected development just

ahead of the November 8 US presidential election in the race to which several opinion polls have indicated Clinton was ahead of Trump and her lead was moving northwards decisively. Clinton’s lead accelerated after her confident showing in the three presidential debates, in all of which she was declared the winner by American media. But the FBI’s decision to reopen the investigation was immediately latched on to by her rival Trump, who immediately welcomed the

announcement as a “big day”. The controversial billionaire departed from his prepared speech at his rally in Manchester in New Hampshire. “I need to open with a very critical breaking news announcement,” he told his cheering supporters, who waited for him for hours. “FBI has just sent a letter to the Congress that they have found new emails pertaining to the former Secretary of State Hillary Clinton’s email investigation. And they are reopening the case into her illegal and criminal conduct that threatened the national security of the United States,” he said. “This is a big day,” he said alleging that the email scandal is bigger than the ‘Watergate’. “Hillary Clinton’s corruption is on a scale that we have never seen before. We must not let her take her criminal scheme into the Oval Office.”

Lahore, Oct 29 (PTI): As police detained more than 600 activists of Pakistan Tehreek-i-Insaf in different parts of Punjab province, party chief Imran Khan today directed his workers to escape arrest and reach Islamabad on November 2 for a final showdown with the Nawaz Sharif government. Cricketer-turnedpolitician Khan also advised party supporters to travel in groups and instead of taking the main route where police is stationed they should opt for hidden routes to arrive at the site. Earlier, the party had planned different rallies today in Islamabad and other parts of the country to motivate the people to reach Islamabad. A day after clashes between PTI workers and police in Islamabad and Rawalpindi, the Punjab police have closed Peshawar-Islamabad motorway and Attock Bridge by placing containers to stop the PTI workers from reaching the capital on November 2 when Khan and his supporters have a plan to lock down the city from the rest of the country.

Aleppo: Putin rejects request for air raids M o s c ow, O c t 2 9 (Agencies): Russian President Vladimir Putin has rejected a request by his military to resume air raids over Syria’s rebel-held eastern Aleppo. The Russian army said on Friday that it had asked the president for authorisation to resume its bombing campaign, but Kremlin spokesman Dmitry Peskov said Putin “considers it inappropriate at the current moment,” adding the president thought it necessary to “continue the humanitarian pause” in the war-battered city. The request was made after Syrian opposition fighters launched an assault against the government-held western part of the city, firing rockets and detonating car bombs in a counter assault. Opposition activists say 15 civilians, including children, were killed in those attacks on government-held western Aleppo. Rebels also targeted a military airbase. The rebel assault comes more than three months into a government siege of eastern Aleppo, where

more than 250,000 people live, and several weeks after the Syrian army began an operation to retake it. Separately, the Iranian and Syrian foreign ministers were meeting in Moscow with their Russian counterpart to discuss the war. Though the three parties have been held responsible for the bombing of eastern Aleppo by other several other nations, Al Jazeera’s Rory Challands, reporting from Moscow, said that “the diplomats didn’t want to give the impression that Aleppo’s recent humanitarian pauses are finished for good”. “We are still ready to resume this truce, but on the assumption that we

will receive a message from those who are the patrons of terrorism with the guarantees that the civilians will have an opportunity to take advantage of this truce,” Syrian Foreign Minister Walid Muallem said. Moscow says it has not bombed Aleppo since October 18, when it implemented a three-day “humanitarian truce” intended to allow civilians and surrendering rebels to leave the east. But few did so, and a UN plan to evacuate the wounded failed because security could not be guaranteed. Despite this apparent extension of the halt in Russian raids, “many people think it’s only a matter of time before Russia and its allies launch the final assault on Aleppo,” Challands said. Some analysts think the period between now and January, when a new United States president will take office, is a time when raids on east Aleppo may intensify, believing US President Barack Obama will be reluctant to confront Russia militarily before he steps down.

Arctic Sea ice losing its bulwark S Korean presidential aides raided in scandal probe against warming atmosphere Washington, Oct 29 (IANS): As the extent of Arctic Sea ice, the vast sheath of frozen seawater floating on the Arctic Ocean and its neighboring seas, shrinks, its oldest and thickest ice has either thinned or melted away, leaving the sea ice cap more vulnerable to the warming ocean and atmosphere, a NASA study says. “What we’ve seen over the years is that the older ice is disappearing,” said Walt Meier, a sea ice researcher at NASA’s Goddard Space Flight Center in Greenbelt, Maryland. “This older, thicker ice is like the bulwark of sea ice: a warm summer will melt all the young, thin ice away but it can’t completely get rid of the older ice. But this older ice is becoming weaker because there’s less of it and the remaining old ice is more broken up and thinner, so that bulwark is not as good as it used to be,” Meier noted in a NASA statement. Direct measurements of sea ice thickness are sporadic and incomplete across the Arctic, so scientists have developed estimates of sea ice age and tracked their evolution from 1984 to the

The crisis centred around Park’s long-time confidante Choi Soon-Sil has rocked her presidency, thanks largely to a lurid back-story involving talk of religious cults, shamanist rituals and corruption. Choi is being investigated for using her ties to Park to coerce money out A protester holds a placard showing portraits of South of major conglomerates, Korean President Park Geun-Hye and her confidante but the real shock has been

revelations that Park had allowed Choi to vet her presidential speeches and apparently advise her on crucial policy choices. Bob Dylan: Nobel Literature Prize left me speechless

U

S singer-songwriter Bob Dylan says he accepts his Nobel Prize in literature, ending a silence since being awarded the prize earlier this month. He said the honour had left him “speechless”, the Nobel Foundation said in a statement. The foundation said it had not yet been decided if the singer would attend the awards ceremony in December. However, Dylan reportedly told a UK newspaper he intended to pick up the award in person “if at all possible”. The award to the star was announced on 13 Octo-

ber “for having created new poetic expressions within the great American song tradition”. However, his failure to acknowledge it raised eyebrows. Last week, a member of the Swedish Academy, which awards the Nobel prizes, described his silence as “impolite and arrogant”.

But on Friday, the Nobel Foundation said Dylan had called Sara Danius, Permanent Secretary of the Swedish Academy, telling her: “The news about the Nobel Prize left me speechless. I appreciate the honour so much.” Although the statement said it was unclear if Dylan would attend the prize-giving banquet in Stockholm, the UK’s Daily Telegraph quoted him as saying: “Absolutely. If it’s at all possible.” In an interview with the paper he described the prize as “amazing, incredible”. “It’s hard to believe. Whoever dreams about something like that?” the paper quoted him as saying.

Los Angeles, Oct 29 (Agencies): Kyrie Irving is picking up right where he left off last season, displaying the same late-game composure that allows him to sink clutch baskets for the Cleveland Cavaliers. With the game tied 91-91, Irving showed off his steely nerve by draining a three pointer with 44 seconds left to lift the Cavaliers to a 94-91 win over the Toronto Raptors on Friday night. Irving’s dagger came from the top of the key and it was none other than LeBron James who fed him the ball. Irving’s basket brought back memories of anoth-

er game winner, in game seven of the 2016 NBA finals when he nailed a step-back three from the right side over Golden State star Stephen Curry. James and Irving combined for 47 points as the Cavaliers squeezed past the Raptors in a rematch of last season’s Eastern Conference finals. Irving scored a team-high 26 points while James finished with 21 points, eight rebounds and seven assists as the Cavaliers took to the road for the first time. The Cavaliers opened the season on an emotional night Tuesday with a 11788 hammering of the New York Knicks. Before the

game they received their 2016 NBA championship rings and raised the banner at Quicken Loans Arena. Kevin Love chipped in with 18 points and 10 rebounds for the Cavs who defeated the Raptors in six games to reach the 2016 NBA finals. The 24-yearold Irving dropped one of his five three-pointers helping the Cavaliers remain undefeated (2-0) to start the season. DeMar DeRozan led Toronto with a game-high 32 points and seven rebounds while Kyle Lowry added 17 points and four assists as the Raptors lost for the first time this season.

Heena pulls out of Asian C’ship over headscarf rule the 10m Air Pistol team. For the defending champion, the decision was a matter of personal choice, saying that there should be freedom for each one to practice his or her religion and if some beliefs were being forcefully imposed on her, then she would rather not compete. The organisers of the tournament which is set to take place from the 3rd to 9th of December, have made the rules regarding the dress code mandatory by stating the same on the official website, “women’s clothing in the shooting range and public places is required to conform to the rules and regulations of IR Iran.” An experienced campaigner, Heena has travelled to various Islamic countries for competitions but it is only in Iran that it is essential to wear a hijab. In the past as well, a couple of years ago, she had withdrawn from an event in Iran owing to the same reason.

Kuantan, Oct 29 (Agencies): The Indian hockey team reached the final of the Asian Champions Trophy after beating South Korea 5-4 in a penalty shootout. The score was tied at 2-2 at the end of full time. Both teams fought hard, but it was India, who managed to hold their nerve and clinch an important victory. As it seemed like the teams would end full time at 1-1, Jihun Yang found the all important goal in the 53rd minute. It was all to comfortable for the Gunners, much to the dismay of the home fans who were starved of opportunities before a Patrick van Aanholt free-kick was hit just wide of Petr Cech’s near-post. More misery was compounded on the home-side when they lost captain John O’Shea through injury just before the interval. Jermaine Defoe fired his side back into the tie in the 65th minute from the spot after Martin Atkinson rightfully awarded Sunderland a penalty following Petr Cech’s professional foul on Tom Watmore. Lo n d o n, O c t 2 9 (Agencies): Jose Mourinho has reiterated that Wayne Rooney is “going nowhere”, despite continuing speculation about the Manchester United captain’s future. Rooney has found himself on the bench for both club and country this season and reports this week suggested Mourinho had told Rooney he needed to move if he wanted regular first-team football. However, the United manager has dismissed those reports, saying they are “not true at all”. Instead, Mourinho has underlined his desire to keep Rooney at Old Trafford for the foreseeable future, and insisted that the 31-year-old is happy to stay. “With [his age being] 31, I know he can [play on],” said Mourinho. “I know he can, I know he’s a top player, I know he can play at the top level. I cannot make this kind of mental exercise of what is going to happen at 32, 33, 34 or 35. I can’t say that.” “What I can say is that he’s a very good player, he’s a very important player for us and he’s going nowhere. We like him, he likes us. He is not happy because in the last matches he was on the bench, but I think he’s even unhappier when he’s not on the bench because he’s been injured and has to stay in the stands. There is no problems at all.” Mourinho expressed his frustration at recent stories in the media about that matter and others, before growing frustrated as questions continued about Rooney.

India crush Kiwis; win ODI series 3-2

V i s a k h a pat na m , Oct 29 (PTI): Amit Mishra produced a magical spell to claim 5 for 18 as India clinched five-match ODI series 3-2 with a thumping 190-run victory in the final game, here Saturday. It was a perfect Diwali gift for the Indian cricket fans as Mahendra Singh Dhoni’s men carried the demolition job in style as the spinners made Black Caps’ succumbed to their lowest-ever total against India in ODIs. Batting first, India scored 269 for six on a surface where scoring was

difficult as Rohit Sharma (70) and Virat Kohli (65) hit half-centuries. In reply, New Zealand were skittled out for a paltry 79 in only 23.1 overs. There were five New Zealand batsman who failed to open their account during their dismal last day on Indian soil. Mishra, who picked his second five-for was supported well by Axar Patel (2/9 in 4.1 overs) and Jayant Yadav (1/8 in 4 overs). The leg-spinner, who did not get a chance during the Test series ended

up with 15 wickets in the five-match series. Not only did his performance fetch him Man of the Match but also the Man of the Series award pipping Virat Kohli, who scored 358 runs with a century and two half-tons. A score of 270 on a surface where the ball wasn’t coming onto the bat would have been a challenge but New Zealand would have hardly imagined that wickets will fall in a heap when they were placed at 63 for 2. The visitors lost eight wickets with addition of just 16 runs in space of 51

balls dashing hopes of their first bilateral series win in India. It took five balls for the Kiwis to realise that the road ahead is rocky when Umesh Yadav cleaned up last match’s hero Martin Guptill to make them 0/1 in first over. Fresh from his matchwinning 72 in Ranchi, Guptill was done in a by a beautiful good length ball from Yadav as it squared him up, grazed the pad before toppling the offstump. On a pitch that offered turn, Dhoni brought on left-arm spinner Axar in the ninth over as Williamson and Taylor survived some anxious moments in the middle and progressed at steady pace to being 46/2 after the Powerplay. Little did they know that they would crash in no time as Dhoni employed spin-force full on from both ends and no one disappointed including debutant off-spinner Jayant, who trapped Corey Anderson (0) lbw en route to his maiden wicket.

Ballon d’Or is not objective, says Wenger London, O c t 2 9 (IANS): Arsenal chief coach Arsene Wenger has criticised the Ballon d’Or, the award that annually distinguishes the best footballer in the world, and said that several times in the past the decision on the winner has not been “objective”. The veteran French coach on Friday stressed that soccer “is a collective sport” and said the award “gets in the head of players”, reports Efe. “We have seen many people only thinking about themselves because they are obsessed by the Ballon d’Or and not by the team performance,” the former Monaco coach said. Wenger congratulated players who won the award, but said that looking at recent history shows the decisions on the winner have not been objective. “I am against it because I think it gets in the head of players. I believe football is a collective sport and we live already in a world where everything is individualised,” Wenger, who has been coaching Arsenal since 1996, said. For the third consecutive year, no Arsenal player was listed among the 30 candidates for the Ballon d’Or award, which will be awarded in January in Paris.
