Oil slick in state politics STAYED COURT ORDER ON OIL OPERATION HAUNTS NAGALAND GOVT

Kohima,Oct 30 (NPN): In the aftermath of the sacking of BJP legislator Mmhonlumo Kikon from the post of parliamentary secretary skill development and border affairs by chief minister T.R. Zeliang, the three line-order signed by cabinet secretary and acting chief secretary R.B. Thong on October 28, contained nothing to indicate possible reasons for such a drastic step which has taken the state BJP aback and surprised central BJP about the entire episode. Surprisingly, the state BJP, till Sunday, has not issued any statement over the sacking of its legislator and its total silence on the matter has only encouraged speculations. The BJP has been a long time ally of NPF since 2003 in the DAN and despite hiccups along the way, both have managed to sustain the alliance. Efforts to have comments from the state BJP president Visasolie Lhoungu on the issue were received with a curt reply to contact

the state BJP spokesperson. However the spokesperson James Vizo refused to answer persistent calls or respond to text messages. As reported earlier, some NPF sources had cited the probably reasons as being “anti-DAN” activities; meaning that Mmhonlumo was acting against the ruling DAN by being close with former chief minister and Lok Sabha MP Neiphiu Rio. Another BJP leader however expressed shock at the development. It was also learnt that the central BJP has asked for details about the entire episode. From various indications, it is evident that the BJP legislator from 40 Bhandari has been made the scapegoat for his inability to have the Lotha Hoho to withdraw its PIL against the NP & NG Regulations 2012. DAN sources claimed that Mmhonlumo’s appointment as parliamentary secretary with a ‘lucrative portfolio’ was with the understanding that he would engage with the Lotha Hoho to withdraw its PIL filed in

the Gauhati High Court. According to informed sources, state chief minister T.R.Zeliang had reportedly told a delegation of BJP legislators and party office bearers who had gone to meet him in Kohima, that Mmhonlumo was sacked because he failed to make Lotha Hoho to withdraw the PIL. It may be recalled that Lotha Hoho had filed a PIL in the Gauhati High Court against the MoU signed by the state government with Metropolitan Oil and Gas Private Limited with regard to certain clauses contained in the NP&NG Regulations 2012. The Gauhati High Court had on October 8, 2015 stayed the permit issued by the state government to Metropolitan Oil and Gas Private Limited(MOGPL) in 2014 till the case was disposed off. This was a huge setback for the MOGPL, a firm that was incorporated only on 14 September 2012, just a few months before submitting its EoI for bidding for oil zones in Nagaland. No question of ruling out integration: Zhehoto Awomi DIMAPUR, OCT 30 (NPN): NSCN (I-M) Sumi Region organized a consultative meeting on October 27 with the public of Suruhuto Town on the Naga political issue. In a press note secretary Sumi Region, Mulho Achumi said the main speakers at the meeting were Avuli Chishi Swu executive, steering committee and Zhehoto Awomi, kilonser of health. Stressing on the August 3 Framework Agreement, Zhehoto Awomi said though the exact time and date for the final settlement cannot be predicted, but it would be soon as the government of India was serious on the Naga issue. He also reiterated that the “Framework was a preamble of Nagas based on co-existence of two separate powers”. Answering to some questions raised by the public, Awomi reminded that the GoI had already recognised the uniqueness of Naga his-

tory, therefore the question of ruling out integration does not arise. He further noted saying “there will be no solution without integration”. It was stated that Avuli Swu, as a living witness spoke on the struggles faced during and after the formation of NSCN/ GPRN led by late Isak Chishi Swu and Th. Muivah. “It was only by the grace of God, we have reached thus far,” Avuli Swu said, and appealed all to “commit oneself more towards God to achieve our goal”. Meanwhile, addressing the public CAO caretaker Sumi Region Khehoshi Chishi sent out a clear message to the public and Sumis “not to be confused, as sovereignty of Naga lies with the people”. The meeting was attended by over 200 people including Suruhuto Area GB association, Village chieftains, STH, Church leaders, student leaders, elders and public leaders, Mulho stated.

est is that MOGPL had revealed that it has already incurred expenditure of around Rs.10 crore for the project. It may be recalled the MOGPL was awarded Changpang and Tssori oil fields under Wokha zone besides Peren district. The oil and minerals belong to the Naga people and which has been clearly mentioned under Article 371A of the constitution of India. A legislator who did not wish to be named, said that the issue is not about whether or not to operationalise oil activities but whether the matter can be rushed in haste for short term gains and invite long term losses. He also said if expenditure was incurred by MOGPL then people have a right to know the details. It may also be recalled that Chief Minister’s Office (CMO), while hitting out to a statement from independent legislator Thomas Ngullie, had countered that if he felt so strongly about Article 371A, why can’t he convince the Lotha community to withdraw its PIL on oil operations. Give up arms, fight democratically: Rijiju’s appeals North East ultras Correspondent

IMPHAL, OCT 30: Union minister of state for Home, Kiren Rijiju on Sunday called upon all insurgent groups of the North Eastern region to shun violence, give up arms and come to the main stream to fight for their rights democratically. Rijiu, who is on a twoday visit to Manipur to kickstart the BJP election campaign, reminded the ultra groups that “any problem can be resolved through dialogue”. “Violence is not the solution. Every problem should have solution and it can be resolved through talks,” he stated. To a query on antiIndian activities from Myanmar’s territory, Rijiju said: “There is good cooperation presently with the government of Myanmar and government of India. About the security operation, I cannot lay out the details but we have good understanding. In future too, any anti-India activity will not be promoted in Myanmar territory and leaders of the country came.” Meanwhile, talking to reporters on the sidelines

Okotso firing: NPMHR hits back at AR DIMAPUR, OCT 30 (NPN): A day after Assam Rifles clarified on the alleged desecration of a Church by its troopers, the Naga Peoples Movement for Human Rights (NPMHR) Sunday hit back saying that desecrating of religious places was not new to the Indian armed forces. Desecration of religious place by security forces took place not only in Christian Churches, but can be witnessed in “Operation Bluestar” carried out by Indian military forces and many others across India, said NPMHR in a press statement. NPMHR also recalled the incident of July 11, 1971, where four teenage girls (all below 18 years) were alleged to have been tortured and raped from the pulpit of Yankeli Baptist Christian Church, under Wokha district by secu-

rity forces. The October 22 incident was a reminder to the Nagas, how 28th Assam Rifles forcefully occupied the Mekokla Baptist Church and its guest house, and carried out attacked on a group of Naga army, who were in Ceasefire truce with the government of India. The human rights body also dismissed AR’s claim that they “have immense respect for all religions and will never take any step or action to disrespect any religious place of worship”, and said that the perpetrators were nonother than the AR. In this regard, NPMHR questioned AR that whether there was any other higher level of arrogance that adds salts to fresh injury and insults human intelligence of the highest degree? The right body argued

that the recent forceful occupation of religious places at Mekokla was a grim reminder that the war against Naga people was taking place every day in all kinds. It stated that these kinds of human rights violations and psychological abuses have rekindled horrible memories in India’s occupational war against the Nagas for nearly a century. Instead, NPMHR claimed that the “occasional so-called Ceasefires and Peace Talks”, have given full freedom to the Indian military to do anything and everything with full impunity under the Armed Forces (Special Powers) Act. It stated that AR’s motto “Friends of the Hill People” was the biggest insult to all peoples of North East India.

Kiren Rijiju (File)

of a BJP programme held at Kalapahar in Manipur’s Senapati district, Rijiju rubbished the accusations that the Central government gave “free hands” to NSCN (I-M) to carry out the attack on Manipur chief minister. Refusing to make any further comments on the incident, Rijiju said how can anybody allow them— NSCN (I-M), to carry out such illegal and subversive activities. “The central government and state government should come together to ensure that this kind of illegal activities do not take place,” Rijiju added. “I will not pass any comment unless official report is available because it is a sensitive matter and I should not comment on it for the time being,” Rijiju said to a query from a re-

porter. The Union minister fervently appealed to the people of the region to live peacefully and maintain communal harmony in order to usher in development. On Sunday, Manipur police claimed to have arrested another cadre of the NSCN (I-M), allegedly involved in the Ukhrul incident. Manipur police PRO said the NSCN (I-M) cadre Honpam Jajo (48) was among those involved in planning the attack against Manipur CM at Ukhrul. Once Chinese make hand grenade was seized from his possession, PRO informed. “Investigation revealed that he is a member of village authority of Kangkhum village and also a member of the Naga People’s Front (NPF) Phungyar Assembly Constituency,” Manipur police PRO said in a communiqué. PRO said Jajo was involved in planning the attack besides providing information of movement of security forces. Police further said Jajo was involved in extortion from various transport/travel agencies, businessmen.

MDTOA temporarily suspends ‘chakka bandh’

D I M A P U R , O ct 3 0 (NPN): Following an appeal from Mokokchung district administration, the proposed “chakka bandh” called by Mokokchung District Truck Owners Association (MDTOA) has been kept in abeyance, informed Mokokchung District Commercial Vehicles Owners Association (MDCVOA) in a press statement on Sunday. Irked over deplorable condition of MokokchungMariani road (NH 702 D), the MDTOA resolved to impose the bandh from November 1 in all the NHs connecting Mokokchung. The decision to this effect was taken at the joint meeting of MDTOA and commercial vehicles owners’ organization including Pick-Up Truck Owners Union, All Nagaland Taxi Association Mokokchung (Cont’d on p-7) District and Private Bus

Owners Union Mokokchung on October 30. Earlier, at the meeting with district administration on October 28, ADC Mokokchung requested for an extension of the deadline till November 20, with an assurance that the department of National Highway would undertake “substantial repairs of the road to make it motorable and safe for all vehicles.” In this regard, the association cautioned that it would impose lightning bandh any day without any pre-information if the authorities fail to start the repair works by the first week of November. In the event of the authorities fail to keep their words, the lightning bandh will also be imposed by the commercial vehicle owners associations in the whole of Mokokchung district for an indefinite period as notified earlier.

Cancer hijacks common immune cell weapon to promote spread ENCSU cautions state govt NEW YORK, OCT 30 (AGENCIES): Our immune system is our first line of defense against nasty pathogens and, thanks to some remarkable biological weapons, it saves us again and again from disease. Among the footsoldiers on this front line are the neutrophils. These common white blood cells can deploy a toxin-laden net made of their own DNA that acts like a spider’s web to trap and kill invaders like bacteria and yeast. Now, a new study reveals how cancer cells hijack these DNA nets - potentially using them to cut holes in tissue so they can migrate through the body. In the journal Science Translational Medicine, researchers from Cold Spring Harbor Laboratory (CSHL) in New York and the DanaFarber Cancer Institute in Boston, Massachusetts, describe how they used electron microscopy to observe

cancer cells hijacking DNA nets, and how they experimented with ways to overcome this process in mice. Neutrophils are a group of white blood cells that are among the first to confront potential enemies. First, they try to gobble them up and digest them. However, some pathogens can get around this, so neutrophils have another weapon at their disposal. They can deploy toxin-studded nets - appropriately named neutrophil extracellular traps, or NETs - to trap and kill the enemy. The NET is ejected from an activated neutrophil when the neutrophil detects a threat. It is a lattice made of the white blood cell’s own DNA and studded with tiny toxic enzymes that chemically attack and digest the trapped pathogen. Led by Associate Prof. Mikala Egeblad, the CSHL researchers used live-imaging technology to look

at how cancer cells hijack NETs to promote their ability to spread. They used a mouse model of triplenegative breast cancer - a cancer known to be most aggressive in humans, and notorious for spreading and relapsing. The authors note in their paper: “Using intravital imaging, we observed NET-like structures around metastatic 4T1 cancer cells that had reached the lungs of mice. We also found NETs in clinical samples of triple-negative human breast cancer.” Although they did not uncover the precise mechanisms involved, the researchers believe the makeup of the NETs helps cancer cells migrate through tissue by literally eating through the protein-scaffolding that forms the tissue structure. They suggest the NETs create small holes and crevices for the cancer cells, thus helping to promote new

colonies away from the primary tumor. How to stop NETs helping cancer cells: The team also investigated the question of how to stop NETs helping cancer cells. An obvious dilemma is if you stop the process altogether then you could cause enormous harm, as the body relies on neutrophils deploying their NETs to keep it safe. For some clues on how to proceed, the team looked at a treatment used in patients with cystic fibrosis, a disease that prevents the lungs from clearing infections. The lungs of cystic fibrosis patients are burdened with too many NETs from neutrophils trying to fight the infection. Cystic fibrosis patients can inhale a drug that includes a DNA-dissolving enzyme called DNase to eliminate the NETs. Up to this point, the work was being done in

Prof. Egeblad’s lab at CSHL. The next challenge was how to develop a mechanism that might be used in cancer patients to deliver something like DNase into the affected tissue. Prof. Egeblad describes what happened next: “We are incredibly lucky to have the help of Dr. Michael Goldberg and his team at the Dana-Farber Cancer Institute. We were explaining our discovery at a conference and mentioned that we were lacking a way to get DNase to work inside tissues and Dr. Goldberg said he might be able to help.” Dr. Goldberg and his team had found a stable way to deliver enzymes such as DNase by attaching them to nanoparticles that can be injected into humans. The researchers saw this as promising because as the DNase would be on the outside of the nanoparticle, its cutting action could begin on contact with the DNA NETs.

DIMAPUR, OCT 30 (NPN): Eastern Nagaland College Students’ Union (ENCSU) has reaffirmed that the union would standby by the July 26 & October 29 ultimatums demanding four MMBS seats to six backward tribes of Eastern Nagaland. In a press note, ENCSU chairman Longre Chang and jt. secretary Nokchem Angth warned that if government failed to fulfil their demands immediately, the union would be “compelled “to revoke its temporarily suspended agitation in consultation with the ENSF”. ENCSU said it was shocked to learn that “some non-Eastern tribes, who were showing lukewarm attitude, were treacherously benefited out of the union’s fight”. “If other tribes can benefit double out of our cry than why not the six backward tribes?”, ENCSU stated. The union also pointed saying “if the government could give two/three seats than there was no problem in giving four seats”. Even after the lapse of 96 days, ENCSU said the government wanted to compromise the issue by allotting two seats. This offer cannot be accepted until there were some conditions to safeguard the two still missing seats, the union added. It said manipulative game played by some people, trying to disintegrate the unity among the Eastern Nagas should be avoided before the things become unhealthy, the union cautioned. Eastern Nagaland College Students’ Union further demanded that those students, even after being allocated the seats, should be admitted safely by the government and the department concern and should avoid any confusion that will hinder their career.
