Truckers ‘voluntary’ strike on Oct 4

DIMAPUR, OCT 2 (NPN): Dimapur District Truck Drivers Welfare Trade Union (DDTDWTU) has appealed to all its members to “voluntarily” stop plying/driving on October 4 from 6 am to 6pm to show solidarity with the Coordination Committee on Fuel Adulteration (CCoFA) on the fuel adulteration scam. However, the appeal was not “mandatory and binding” and was purely voluntary, informed DDTDWTU president, H Kaiho Zhimo in a press statement. Further, the union requested the public to bear with the inconvenience if any, and cooperate during the period. It may be noted that CCoFA in its memorandum on September 23 demanded that the chief secretary to give assent for thorough inquiry by CBI on the fuel adulteration scam within a period of 15 days. DDTDWTU therefore, appealed state government to allow the CBI to investigate the matter. DDTOA to observe ‘off road day’: As a mark of support and solidarity on the demand of Coordination Committee on Fuel Adulteration (CCoFA) on fuel adulteration scam, the Dimapur District Truck Owners’ Association (DDTOA) will observe October 4 as “off road day” within Dimapur district. In this regard, DDTOA president, Hokheto Kiba, in an advisory and “precautionary information” has requested truck owners to observed the “off road day”. Further, DDTOA appreciated ACAUT for busting fuel adulteration racket which was the major subject of corruption for personal profit and also main route of uncountable damages to vehicles.

DDCF demands action in fuel adulteration case

DIMAPUR, OCT 2 (NPN): Dimapur District Citizens Forum (DDCF) demanded that the state government to immediately follow up action and hand over the fuel adulteration case to CBI as desired by the Coordination Committee on Fuel Adulteration (CCOFA). Dimapur District Citizens Forum president, N Joseph Lemtur in a press statement, said that when such an important issue was highlighted by the nongovernmental organization, the government should feel ashamed and take up the matter with top priority. It wanted that the petrol pump owners should also be held equally accountable as they had sublet/leased their outlets to be used for unlawful activities. Further, DDCF resolved to stand by the public resolution adopted on September 10, 2016 and fully supported CcoFA to enforce the bandh, if the case was not handed over to the CBI for greater transparency and justice.

Rajnath also congratulated officers and sanitation workers of the NDMC for achieving fourth rank in Swachh category.

N e w D e l h i , O ct 2 ( A g e nci e s ) : A n d h r a Pradesh and Gujarat have become the first States in the country with all cities and towns of these states declared Open Defecation Free (ODF) on October 2, marking two years of the launch of the Swachh Bharat Mission. All the 180 cities and towns in Gujarat were declared ODF in a programme held in Porbandar on Sunday in the presence of Union Minister of Drinking Water and Sanitation Naredra Singh Tomar and Gujarat Chief Minister Vijay Rupani. Porbandar, the birthplace of Mahatma Gandhi, is one of districts that have been declared ODF. Andhra Pradesh Chief Minister N.Chandrababu Naidu declared all 110 cities and towns in the state as ODF at a programme in Tirupati. Andhra Pradesh has been in the forefront of construction of toilets in urban areas with a Mission target of construction of 1,94,336 individual household toilets in urban areas. In addition to the central assistance of Rs.4,000 per toilet, the State Government has been extending assistance of an additional Rs.11,000 per toilet, giving a boost to the programme. In total, 405 cities and

towns have so far been claimed to have become ODF along with 20,000 of the 82,000 urban wards in the country. Another 334 cities and towns would become ODF by March next year, the Ministry of Urban Development claimed. A Ministry spokesperson said that Maharashtra, Kerala, Himachal Pradesh, Mizoram and other North-Eastern States are on course to declare all urban areas as ODF soon. Urban Development Minister M. Venkaiah Naidu said on Sunday that Porbandar becoming one of the districts declared ODF on the occasion of the 147th birth anniversary of Mahatma Gandhi is an ‘interim gift to Mahatma; Swachh Bharat as final gift in 2019’. In an address in a programme held in Tirupati, Mr. Naidu urged the people to become ‘Swachhagrahis’ to make the country free from poor hygiene in the spirit of ‘Satyagrahis’ who won political freedom for the country under the leadership of Gandhiji. He said that Rs.186 cr has been sanctioned for Andhra Pradesh for focusing on solid waste management in urban areas. DIMAPUR, OCT 2 (NPN): Brushing aside stiff opposition from various Naga tribal bodies, chief minister, T.R. Zeliang stood firm on the decision of the state cabinet to hold the municipal bodies/town council elections with 33% women reservation. Zeliang assured this to the members of Naga Mother Association (NMA) and Joint Action Committee on Women Reservation (JACWR), when they called him at his official residential office on Sunday, said CMO media cell in a press statement. He told the women group that the state government was firm on its decision and will go ahead as per the cabinet

resolution. He further informed them that the election might be slightly delayed by a month or two, since election department has to complete certain election modalities. Chief minister also informed that as per the government plan, election was scheduled to be held in November but due various technical problem it could be postponed to either December or January next year. He said that election could be held in phase manner. “We can conduct election in town where all the necessary formalities has been completed in the first phase, and gradually for other town where town council has been

declared recently”, the chief minister said. In this regard, he appealed both man and women not to create misunderstanding out of the reservation issue, but to maintain cordial relationship and work together for the welfare of the state. He further called upon women group to choose efficient and suitable candidate for the betterment of the society. Meanwhile, while lauding the bold step taken by the chief minister and the cabinet on women reservation, NMA and JACWR also apprised chief minister on the importance of women reservations to various municipal bodies in the state.

Dimapur, Oct 2 (NPN): During the past 20 years, Nagaland has been deprived of having several institutions for development of human resources and which expose the unpreparedness and ineptness of state authorities and ignorance of the public. Why the state was deprived of the institution was because of vested interests inimical to the state and its people. These institutions would have made a huge contribution towards the progress of the state. Shifting of SBI: The State Bank of India (SBI), with 52 branches in Nagaland is the only Lead Bank and also the bank of other banks. On the strength of being the Lead Bank handling all government funds and transactions, the Local Regional Office was opened in Dimapur was opened in 1986 and subsequently upgraded by SBI authorities to Zonal Office headed by a Deputy General Manager. However, the Jorhat (Assam) lobby pre-

vailed and the DGM at Jorhat South took over Dimapur SBI Module. Gradually, in order to cement the downgrading of Dimapur, a new module was created, called Jorhat South on February 1,2013. Thus Nagaland was clubbed with the districts of Jorhat, Nagaon, Karbi Anglong and Golaghat. The SBI office Nagaland, in Dimapur has been downgraded to that of a big branch office under an Assistant General Manager (AGM). Officials of SBI Nagaland interact with the highest echelons in the state political and administrative set up; whereas officials of the four SBI districts in Assam interact only with district-level officials. SBI officers from Dimapur office travel for three hours by road to Jorhat for official works and susceptible to frequent bandhs. The shifting of SBI Zonal office/ Regional office to Jorhat from Dimapur follows the same modus operandi that the Northeast Frontier Railways (NFR) seeks to deprive Dimapur from being upgraded

to a Divisional Office. Dimapur railway station has been transferred from Lumding (69 Kms away) to Tinsukia (265 Kms) away. Prior to it, trial of cases pertaining to offences under Dimapur, had been transferred from the magistrate’s court in Dimapur to the magistrate court in Tinsukia. In addition, some lawyers in Tinsukia do not allow counterparts in Dimapur to appear in the Tinsukia court. Nagaland is yet to have a medical college and the fault lies with the state government. The state’s plan was to have a medical college in Dimapur at the erstwhile referral hospital (now proposed at Kohima). The state also missed having its agriculture university at Medziphema for which an area of around 3000 acres were earmarked. Due to threats on some faculty member at the SASRD during the mid-90s, the door for the proposal for establishing the Agriculture university was closed and it ultimately went to Manipur. Dimapur police clarifies on fuel adulteration case DIMAPUR, OCT 2 (NPN): Dimapur police on Sunday issued a clarification on the fuel adulteration case investigated by SIT, after “Co-ordination Committee of Civil Society Organization on Fuel Adulteration” alleged that the case has been mishandled by the investigating agency. Addl. Dy Commissioner of Police/PRO clarified that on June 27, 2016 when members of ACAUT Nagaland reported to district administration and police that fuel adulteration operations was taking place in six sites, the places were raided and huge quantities of hydro carbons seized from these sites. Accordingly, the premises were sealed for investigation and on the strength of the complaint received two cases were registered respectively at West and Diphapur Police Stations. On July 2, 2016, when the investigating team visited the sites, it was found that in two of the sites, seals were found breached and some quantities of hydro carbons

He said that arrested persons were remanded to police custody till the furthest period. PRO also clarified, that the officer, who was responsible for the seizure and sealing of the site was subjected to departmental enquiry and

He said that the same was conducted with the permission of the Court and, carried out in the presence of a Magistrate after observing all due legal procedure. Further, the re-drawn seizure memo was submitted to the court and the same has been taken into cognizance. In this regard, PRO said that the release of eight empty oil tankers was done in compliance with the court order. PRO went on to clarify that at least six petitions were filed against the accused persons in the court by SIT through the office of the Public Prosecutor for cancellation of their anticipatory bails. However, he reminded that the matters were the discretion of the court and the demands for “re-arrest” of the accused persons was not permissible unless the court cancels the bails granted. PRO further said, 73 samples collected from the sealed sites have been dis-

patched to the Forensic Science Labs and the report of few has been received. During the course of investigation, he said SIT traced that the SK Oil found in those sites to certain agencies located across the state and necessary investigation on the matter was still underway. Origins of the solvents used for the fuel adulteration has also been traced to various Petro chemical firms within and outside the state and investigation was underway. He said a total of 16 persons have so far been arrested after SIT was formed and interrogation was on. In the light of the above, PRO said that SIT has progressed with the investigations keeping the interest of the public sentiments at large and with time, it was hopeful that justice will be done. Therefore, PRO appealed to all the concerned citizens to co-operate and refrain from making unilateral conclusions while the matter was still under investigation.

IMPHAL, OCT 2: Suspected blockade supporters on Sunday set ablaze two Imphal bound loaded trucks at Karong near Mt Everest College in Senapati district. According to reports, the trucks with Nagaland registration (NL-01K-2478) and (NL07A-4249), loaded with wheat were torched by the blockade supporters this early morning, around 4.30 am. Police team from Senapati district headquarter rushed to the spot and prevented the goods from further damage. However, front portions of both the vehicles were severely burnt. Police suspect supporters of the Contract Basis Appointed Teachers Association (CBATA), Senapati district behind the arson. CBATA imposed indefinite economic blockade on the two main highways, NH-2 and NH-37, with effect from September 25 last midnight

It may be mentioned that Chuchuyimlang has been celebrating Gandhi Jayanti since 1955, the year Nagaland Gandhi Ashram was established by the veteran Gandhian Padmashree Natwar Thakkar. Declaration of Gandhi Jayanti as the International Year of Non-violence by the United Nations General Assembly in the year 2006 was celebrated with pomp and gaiety in Chuchuyimlang. In 2014, the Christian Education Department of the Chuchuyimlang Baptist Church organized a mega event to commemorate Gandhi Jayanti. PDVCO demand immediate posting of BM, SBI

DIMAPUR: Phek District Voluntary Consumer Organization (PDVCO) on behalf of the Public of Phek Town expressed resentment over the functioning of State Bank of India (SBI) Phek branch, without branch manager (BM) since July first week and has demanded immediate posting of BM for the larger interest of the customers in particular and people of Phek Town in general. According to a press note by PDVCO president, Vekhoneyi Venuh, the last incumbent manager got transferred in July first week and was yet to be replaced. PDVCO stated it issued a press statement on August 20 demanding the same but no action was taken. With the bank functioning without a manager for more than three months, the people of the town and the entire neighbouring villages suffered untold miseries, PDVCO rued.

All official proceedings both in transaction and other banking related matters had to be halted, creating immense problems to the customers who are left with no option but wait for more than three months, it added. Therefore, the PDVCO on behalf of the citizens of Phek area appealed the concerned authority to rescue the people without any further delay. It further cautioned that on ignoring the public demand, the PDVCO along with the frontal organizations, likeminded people and with the support of the public of Phek Town would initiate its own course of action as would deem fit. Also, while appealing the higher authorities to look into the matter, PDVCO further requested the public to extend support and fight for the justice without further delay.

KIPHIRE, OCT 2 (NPN): Department of Social Welfare on October 1 celebrated International day of older persons at Kiphire village in collaboration with Initiative of Change (IoFC) Kiphire with deputy commissioner Kiphire, Sedevekho Khro as chief guest attended by nearly hundred elderly persons. Stating that time cannot be stopped by anyone the DC said, we would all grow with time and appeal the gathering to make good use of the best available time for the benefit of the society by contributing positive thoughts. Along with age there came wisdom and the chief guest said, older persons have knowledge as well as wisdom which was because they had lived life and experienced it. He asked the older persons present to teach the younger generation the expertise and wisdom for the better growth of the society. The chief guest also asked the older persons to take good care of one’s health so that they live longer and be guardians of the society as life was a blessing. Adding change of life style especially the food habits from organic to inorganic has invited lot of sickness the chief guest appealed the older persons to get regular check up from time to time to save them from sickness. Sharing on various schemes available in the department and giving a key note address, CDPO & DWO I/C Kiphire, Z.T Sangtam disclose that there were 2466 beneficiary of various categories under the department in the district and also added there were around 186 persons who had crossed 80 years of age in the district. N ew D elhi , O c t 2 (Agencies): “My struggle will continue until AFSPA is struck down”, said Irom Sharmila Chanu, the poet and activist from Manipur whose 16-year long hunger strike against the Armed Forces Special Powers Act has made her a global symbol of non-violent resistance. Sharmila was speaking at a press conference organised by the “Stand With Irom Sharmila: Repeal AFSPA” Campaign, a global campaign endorsed by nearly 1000 women - from pioneers of global women’s movements to grassroot activists who have dedicated their lives to the struggle for women’s rights and freedoms. Addressing a gathering that listened in rapt attention, Sharmila reasserted that draconian laws like AFSPA have no place in a democracy. Responding to the question of what her next political steps could be, Sharmila stated that “her first step has been to break out of the isolation imposed upon her by the state and now she is taking her campaign against AFSPA out to the people. It is not a matter of “I” now but of becoming a “we” a collective movement.” Sharmila located her battle against AFSPA within her larger vision of working towards a political system that is clean and transparent, and governance based on equal respect for the multi-culturalism in India, ir-

When asked how relevant she thought the demand to repeal AFSPA is in the current political context of the hostilities on the border, Sharmila was unshaken in her belief in the power of nonviolence. “If I was the Prime Minister of India, I would ask the country to think with a cool mind. After all, the people of both countries have friends and relatives on both sides, Hindus and Muslims are on both sides, so negotiation and dialogue should definitely come before any retaliation.” The Armed Forces Special Powers Act (AFSPA) is a colonial law first promulgated by the British rulers of India in 1942 to try and quell the freedom struggle. It has been continuously operative in several north-eastern states, including Sharmila’s home state

of Manipur since 1958. In a historic judgement on 8 July 2016 regarding 1528 encounter deaths in Manipur that has been under AFSPA for about 60 years, the Supreme Court declared ‘indefinite AFSPA’ a mockery of democratic processes. Speaking at the event, Sharmila, who started her fast in November 2002, reflected on her struggle and shared her frustration and despair at the refusal of successive governments to recognise her fast as a political act of satyagraha. She said that her decision to end her fast on 9 August 2016 has freed her from the forced isolation she has been subjected to all these years, and allowed her to take her protest into the larger public arena. She reiterated her simple question: How can a country that prides itself on being the world’s largest democracy continue to implement a law

that violates every tenet of democracy? Sharmila said that she would like to put this question directly to the President of India. She has sought an appointment with the President, to hand over the campaign appeal and signatures in support, and urge him to act to repeal AFSPA. Addressing the press, eminent feminist historian and women’s rights activist, Uma Chakravarti said, “No one should be above the law, no acts of the state should be above judicial scrutiny and judicial redress. That’s why we stand with Sharmila to repeal AFSPA and are taking the global women’s campaign to the President.” Vrinda Grover, human rights lawyer and feminist, added “The prolonged application of AFSPA has not only institutionalized militarism and a climate of impunity but has also alienated the public and fuelled a cycle of violence, increasing insurgency rather than dampening it.” Annie Raja, General Secretary of the NFIW, reiterated that the CPI has consistently stood by Sharmila given their long standing opposition to the unconstitutionality of AFSPA. She also clarified further that “they welcomed Sharmila’s decision to participate in politics and that their solidarity to her struggle is irrespective of her electoral choices.”

Uphing Maslai, executive member of Karbi Anglong Autonomous Council on September 26 last. Addressing a press conference, representatives of Tiwa Students Union, All Tiwa Women Association, Tiwa Cultural Society and Tiwa Youth Association said that Tiwa community as a whole have remained proactive in raising the demand for an autonomous or separate state for Karbi Anglong and Dima Hasao autonomous district and, as such, threat from a Karbi organization is most unfortunate. Tiwa bodies has stated that the threat to Maslai is

a intimidation to the whole community. “We maintained good relationship with Karbi community since time immemorial. This is a case of political conspiracy. The group or person who is trying to divide us will not be spared and we request everyone to expose this divisive power,” said Dominic Sakra, president of ATSU in presence of other 8 heads of Tiwa bodies. He further warned “if anything happens to Maslai, we will not keep silent.” It may be recalled that KPLT allegedly demanded a sum of Rs. 5.50 crore from D. Uphing Maslai and warned him that he and his family along with his relatives would be killed if he fails to pay the ransom. The threat, which was send through a text message, also mentioned that his house would be blown up with a single detonation. Maslai has registered a case in Diphu police station and has sought legal protection from the police.

IAF upgrading infrastructure in Arunachal SHILLONG, Oct 2 (PTI): With alertness very high after the surgical strikes on militant camps in Pakistan-occupied Kashmir and the Uri attack, the Indian Air Force is aggressively upgrading infrastructure in the eastern sector, specially in Arunachal Pradesh. IAF Eastern Air Command chief Hari Kumar said on Saturday that of the seven advanced landing grounds (ALGs) in Arunchal Pradesh, five have been made operational and two others will be

ready by the end of the year. Apart from the ALGs, the IAF is also building capabilities to enhance performance in that state, he said. “Infrastructure development (in the eastern air command) has not kept pace with the rest of the world to allow us to have better equipment and better services that can be provided in this sector ... When we look at the performance of any sector, we are looking at building up of capability. The capability to meet challenge and we are not looking up at

any specific country as our competitor or our enemy,” he said. “In addition to the MiG 27 and the Hawks squadrons, we (EAC) are going to get another as the Rafale deal has been signed,” Kumar said. Expressing concern over Pakistan sponsoring cross-border terrorism, Kumar said, “If you’ll look at the western sector, Pakistan has made it a state policy to use unconventional warfare because they could not match the strength militarily. They use unconventional warfare

wherein they are trying to hit us with a thousand wounds.” He expressed optimism that what happened in the western sector need not take place in the eastern part. “What happened in the west need not transfer to activity in the east. Itanagar, Oct 2 (PTI): Breaking away from tradition, Arunachal Pradesh Chief Minister Pema Khandu today submitted a ‘memorandum’ to the people on the occasion of Gandhi Jayanti. When the Itanagar Market Welfare Association (IMWA) handed Khandu a memorandum with several requests, he responded by submitting his version of a ‘memorandum’ – requesting the people to keep their city clean and plastic-free. “I humbly submit a memorandum requesting the business community and the citizens to shun using plastics and help the government keep cities and the environment clean,” he urged and gave a clarion call for ‘Clean Arunachal, Green Arunachal’ while joining the cleanliness drives across the state capital from Nirjuli to Itanagar. The Chief Minister assured that the Itanagar Municipal Council that manages garbage in the city would be strengthened with men and machine to improve its efficiency in disposal of garbage. He, however, pointed that the government alone cannot manage garbage and keep the city clean and appealed citizens to join hands in the endeavour. “It should be a ‘Jan Andolan’ (people’s movement),” he asserted.

The award was received from the Prime Minister by the Commissioner, Gangtok Municipal Corporation in New Delhi on September 30, an official release said here today. Aizawl, Oct 2 (PTI): The Mizoram government has launched a New Economic Development Policy (NEDP) to boost the state`s agriculture-based economy, develop rural infrastructure and to raise livelihood of the people. The new policy would develop private-public partnerships for adding value to various agricultural, horticultural and other produce, Chief Minister Lal Thanhawla said here, launching the NEDP on Saturday evening. “NEDP was born out of the state`s flagship programme -- New Land Use Policy (NLUP), which was launched in 2010. Its main aim was to lead Mizoram from a subsistence based economy to a market-based economy,” the Chief Minister said. The Mizoram government launched the Rs 2,873 crore NLUP to give financial assistance to over 125,000 families and provide them training for settled farming instead of `jhum` cultivation. Guwahati, Oct 2 (Agencies): A 19-year-old college student from Assam’s Nagaon district, who was gang-raped by her boyfriend and two of his friends at a crematorium, is battling for life after she set herself afire.The woman, who suffered 80% burn injuries, was gang-raped on September 23 and she tried to kill herself the following day. The matter came to light after her parents filed an FIR on Friday. Dhing police station officer in-charge Khargeswar Bordoloi said the three accused - Kangkan Saikia, Dipjyoti Kalita and Gautam Saikia - have been arrested. A local court on Saturday sent the trio in police custody for five days.

The new liquor law came into force in Bihar barely two days after the Patna High Court had on Friday quashed its April 5 notification describing it as ultra vires of Constitution. The new Bihar Prohibition and Excise Act, 2016 after approval from both Houses of state Legislatures on August 4, got the consent of Governor Ram Nath Kovind on September 7 last. The CM told reporters that after receiving the approval from Governor, the state Cabinet had in its meeting on September 14 last gave it a nod for notification from October 2. Principal Additional Advocate General Lalit Kishore who had attended a high level meeting convened by the CM hours after the HC order on Friday which had quashed its April 5 notification describing it as ultra vires of Constitution, made it clear that the Division Bench of Chief Justice Iqbal Ahmad Ansari and Justice Navnati Prasad Singh had quashed the April 5 notification on prohibition and did not say anything about the Amended Excise Act.

Ahmedabad, Oct 2 (PTI); The Gujarat Congress today accused the BJP-led state government of not doing enough to stop atrocities on Dalits and depriving them of their basic rights. In a rally here organised by the party in support of Dalits, Gujarat Congress chief Bharatsinh Solanki raised the recent incident of flogging of Dalit youths in Una town of Gir Somnath district and alleged that such incidents are on the rise. “Not just Gujarat, such atrocities on Dalits are on the rise wherever BJP is in power in the country at present. BJP government here is also snatching away basic rights of Dalits, such as cheap education and affordable housing. It shows BJP government’s anti-Dalit mentality,” alleged Solanki. “When Congress was in power in Gujarat, Dalits used to get plots to build their own houses from government. But, this BJP government is not showing any interest in providing such plots since last 15 years” alleged Solanki. Vaghela alleged that BJP government does not believe in the Constitution prepared under the leadership of B R Ambedkar. “Our Constitution is the best in the whole world. But sadly, BJP government does not have any faith in it. Not just Dalits, people from all other communities are suffering due to such arrogant attitude of BJP government,” he alleged.

Downpour ends years of drought in Marathwada

Mumbai, Oct 2 (PTI); Marathwada, the central Maharashtra region which faced severe droughts in the last four years, now has a problem of plenty with incessant rains causing flooding in many parts. Rains have been lashing all the eight districts of the region in the last one week, damaging Kharif crops, state authorities said. Almost all the major and medium dams including Manjra, Ujani and Terna are overflowing for the first time since 2010. Heavy rains lashing the region led to flood like situation in Latur, Beed and Nanded districts, though the State Disaster Management Unit (SDMU) in a statement issued this evening stated that rains had now stopped and flood waters had begun to recede. Heavy rains threw vehicular traffic out of gear on Aurangabad-Solapur national highway. A swollen Terna river near Ujjani village in Ausa tehsil of Latur district cut off all links to the village and nearby areas. The heavy rains also led to foggy conditions in parts of Osmanabad district. As per the rainfall statistic released by the SDMU for June to September this year for Marathwada, barring Aurangabad (87.2 per cent) and Hingoli (98.9 per cent), rest of the districts -- Jalna, Beed, Latur, Osmanabad, Nanded and Parbhani -- have recorded rainfall in excess of 100 per cent. Average annual rainfall for Aurangabad division for June-September period is 721.2

The forecast predicts a decrease in rainfall activity by tomorrow in the interior parts of the state, but a likelihood of heavy rain continuing in North Konkan districts. The spell of heavy rainfall comes just before the state cabinet’s weekly meeting on October 4 at Aurangabad. Chief Minister Devendra Fadnavis had tweeted last night that National Disaster Relief Force (NDRF) platoons had been sent to Latur and Nande, and helicopters of Indian Air Force were on stand-by. In all 1,265 people who were stranded in various parts of Latur district were evacuated to safer places.

Panaji, Oct 2 (PTI); Six flights, including the first chartered flight of the tourist season from Russia, were diverted to Bangalore and Mumbai today as thick fog enveloped the Goa International Airport at Dabolim in South Goa. “Three international and domestic flights each were diverted this morning to Mumbai and Bangalore airports as visibility continued to be very low,” Dabolim Airport Director B C H Negi, told PTI. Flights from Sharjah, Muscat and a chartered flight from Moscow had to be diverted to Bangalore, he said. Two flights that had arrived from Bangalore and one from Mumbai were sent back to their respective airports. The first chartered flight operated by Concord Exotic Voyages (P) Ltd, carrying the first batch of nearly 500 tourists from Russia would have marked the onset of the tourist season in Goa. The state tourism department had planned a grand welcome of the tourists at the airport. Negi said the visibility continues to be low at the Dabolim airport and situation is being constantly monitored by the airport authorities.

Patna, Oct 2 (PTI): Two days after the Patna High Court quashed its order on prohibition, Bihar government on Gandhi Jayanti today came out with a new law banning liquor with more harsh provisions like arrest of all adults in the event of recovery of the contraband in their house. The government notified the Bihar Prohibition and Excise Act, 2016 to ensure that the ban on sale and consumption of alcohol including Indian Made Foreign Liquor (IMFL) as well spiced and domestic liquor continued in the state. At a special Cabinet convened today, Chief Minister Nitish Kumar and other members of his Cabinet took a pledge that the government would continue with prohibition which is “ushering positive social change” in the state. Besides retaining many provisions of the previous one, the new liquor law has some more stringent provisions including enhancing duration of imprisonment, hiking amount of fine, arrest of all adults in case of recovery of

Jingoism rules the waves

A

fter the strike/raid by India across the Line of Control on September 30, 2016, the electronic media has been giving an hourby-hour account of what was described as ‘surgical strike’ aimed at neutralising terror camps in Pakistan Occupied Kashmir. The army claimed it hit 57 terror camps though there has been no information about the casualties or the impact of the Israeli drone used during the ops. Technically, a ‘surgical strike’ is a precision military attack carried out by going into another country with the intention to damage a specific target. Surgical strikes are meant to avoid collateral damage on non-target areas such as civilians and buildings. The term ‘surgical strike’ sounds very lethal, incisive and highly accurate. It has become another word added to the lexicon of the Modi government, that is meant to signify and signal a decisiveness in matters of national security. The stocks of the BJPled NDA government soared after the strike and made sweeter when all opposition parties joined in backing the Modi government. Today, prime minister Narendra Modi is the most visible, heard and tallest leader in India. According to media analysts, ‘surgical strikes’ are being attributed to the doctrine of the current National Security Advisor Ajit Kumkar Doval, who has become known as the ‘Indian James Bond’. Though there had been similar strikes in the past in Myanmar, Bangladesh or J&K, it is only in the recent months that they have been put out on public domain as part of India’s ‘offensive defence’ in response to Pakistan’s terror strike, a core of the Doval doctrine. The first publicised ‘surgical strike’ was in June 2015, against suspected hideout of the banned NSCN(K) across Myanmar, in retaliation against the killing of 20 army jawans on June 5,2015 by NSCN(K). No one can deny that it is the prerogative of the government to launch ‘surgical strikes’. The September 30 ‘surgical strike’ was in retaliation against the attack on an army camp in Uri where 17 army jawans were killed by Pakistani terrorists. India’s response was effective enough to send a very strong message to Pakistan and the world that it will no longer plead or beg Pakistan to act against its own terrorists. Amidst all these, there is a great deal of despair among the intellectuals at the way the electronic and print media indulging in jingoism. Turing the serious issue in to jingoistic exercise is a disservice to the people. Objectivity helps to add clarity and strength against rhetoric thrown by spin doctors of the government. Anyone who is seen to differ from this opinion by asking genuine questions is looked as a traitor and damned. The government of the day certainly has the good fortune of claiming credits for decisive actions. The same was also the case when Indira Gandhi, dismembered East Pakistan and won a landslide in the subsequent general elections. People totally depend on news channels for information and opinions. The need of the hour is to steer clear off the India versus Pakistan jingoism and place facts so as to allow viewers and readers in forming their own opinions. Media has to separate facts from propaganda; myths from realities and perception from assumption. The peoples of India and Pakistan want to live in peace. The enemies are those rabid minds who spew venom and hatred on both sides and leading to deaths.

Peter thought it would be a wonderful thing for them to remain on the mountain, but Jesus Christ took the disciples down from the mountain and into the valley, where the true meaning of the vision was explained (see Mark 9:5-6, Mark 9:14-23). “If you can do anything….” It takes the valley of humiliation to remove the skepticism from us. Look back at your own experience and you will find that until you learned who Jesus really was, you were a skillful skeptic about His power. When you were on the mountaintop you could believe anything, but what about when you were faced with the facts of the valley? You may be able to give a testimony regarding your sanctification, but what about the thing that is a humiliation to you right now? The last time you were on the mountain with God, you saw that all the power in heaven and on earth belonged to Jesus— will you be skeptical now, simply because you are in the valley of humiliation?

If India stops $ 3 bn trade, Pak industry may squeeze

I

ndian sub-continent was an integrated market till 1947. The partition and consequent irresponsible Pakistani behaviour has led to its virtual isolation. Sabrerattling Pakistan is imposing heavy penalties on its population as their miseries are increasing, rightly noted Prime Minister Narendra Modi. The distrust and jingoist Pakistan has led to a thaw in easing relations. There is, however, a growing consensus among Pakistani academicians and economic historians that the volume of trade with India should increase. Even as India is considering withdrawing of mostfavoured nation (MFN) to Pakistan, the trade is growing. India had granted MFN in 1996 but Pakistan has not. Even without the MFN status to India, exports to Pakistan have risen from $ 287 million in 2003-04 to $ 2.17 billion in 2015-16. Imports to India have risen from $ 58 million to $ 441 million. The balance of trade during the past 12 years has remained favourable to India, according to a study done by Indian Council for Research on International Economic Relations (ICRIER). It estimates an increase in India’s

trade potential to $ 11 billion - exports $ 7.9 billion and imports to $ 3 billion - in the next few years. The Institute of Public Policy, Beaconhouse National University, US in a major study which included Shahid Kardar, governor of State Bank of Pakistan, noted in 2012, that India’s exports to Pakistan in the next few years will grow to $ 6.3 bn. Pakistan’s exports to India in the medium-term are projected to increase to $1.3bn. Kardar says, “Our analysis shows that India has ostensibly opened up its trade regime for products from Pakistan through a reduction in the number of items on its sensitive list”. However, he adds that the concession is less liberal than it appears. Similarly, Ishrat Hussain, Director of Institute of Business Administration, Karachi, says that the business community on two sides of border appear convinced that trade liberalisation would be in their mutual interest. Speaking at a recent conference organized by the ICRIER, Pakistan’s High Commissioner to India, Abdul Basit, said that extending MFN status to India would severely harm Pakistan’s local economy. Basit argued that growing bilateral trade has hardened India’s stance on the issue of Kashmir. Basit’s statement not only offers an insight into who is actually running the country, it shows an inability to prioritize. Pakistan’s agriculture and automotive sectors have often lobbied against MFN status, arguing that they are still too young to compete with the onslaught of cheaper Indian products. The truth is that Pakistan’s industries will never be able to compete if the government continues to protect them with high tariffs and other non-tariff measures. Pakistan imports 57 percent of its auto-related raw materials from Japan, contributing to large import bills. A continually rising cost of

production ensures Pakistan will never attain economies of scale, and eternally nascent industries continue to enjoy protection at the expense of consumer welfare. However, Pakistan’s current stance has significance beyond the MFN status, domestic interests, or bilateral trade. For years Pakistan insisted on negotiating trade with non-trade issues. As a consequence, talks have remained intermittent, largely governed by the unresolved political animosity between the two countries. Pakistan’s move to bring back the Kashmir issue only ensures that India will be unyielding to any firm commitment and economic cooperation. Though economic and political issues cannot be mutually exclusive, holding one issue hostage for another is counterproductive. The surgical strike in Pakistan-Occupied Kashmir should make Pakistan rethink and correct its stand on bilateral ties. The trade between the two countries may marginally benefit India, but an end to it would cause severe difficulties for Pakistan. The losses that India would suffer, it can make it up with alternate markets in the region.

The future on nation highly depend upon the level of care being provided to its children who are sensitive and receptive. Actually children are the future, the builders of the nation and everyone has equal responsibility to contribute to their all round development. Child Rights are a set of principles and ideals. Child protection is not only a treatment but also should be preventive. Child protection means through which all other rights of a child can be uphold. Child protection is about ensuring that children have a security to depend on, and if they happened to fall through the holes in the system. In Nagaland, the Childline services is operative in Dimapur, Kohima since 2011 and 2015 respectively. The very aim of the childline services is to reach out to every child who is in need of care and protection by responding the Toll Free No. “1098”. It is 24x7 emergency out reach services for children in need of care and protection, it deal with missing children, child abused, runaway children, children in need of medical assistance, domestic child labour, traffic children, etc. with the main object to reach out to the most marginalized children and provide shelter, rescues, medi-

cal aid and long term services. Even in Nagaland, children are being exploited from one district to another and eventually children become victims in the hands of the adults being as a domestic helper. It is our social responsibility to take care of the children and protect their rights. It is important that even the churches to have on faith based organisation to protect a child and to safeguard their rights. Also schools and colleges and the tribal organisation are to play a key role in creating awareness in all parts of the district. In Nagaland, the most challenging concern in our state is the rampant crime against children and women in the form of physical abuse, sexual abuse, rape and murder. According to a survey there are over 9,000 child labourers engaged in various work across the 11 district headquarters town who are working for about 16 hours a day deprieved of proper accommodation, food and education. Another problem is human trafficking and child labour. The President of Nagaland Voluntary Consumers’ Organisation(NVCO) & Convenor ACAUT Nagaland(legal cell) Kezhokhoto Savi said that the Government of Nagaland particularly the department of Social Welfare is therefore assigned with the task of implementing schemes which aimed at the upliftment of the vulnerable and the weaker sections including the disabled, the aged and children. Some of its schemes for the welfare of children are;

a) integrated child development services(ICDS), b) supplementary nutrition programme, c) children in need of care and protection & d) prevention and control of juvenile social maladjustment. In Nagaland the project for quality education for differentlyabled children in North East region is also programme under Sarva Siksha Abhiyan(SSA) on inclusive education to improve the quality of education for children with disabilities. Protection allows children to have access to their rights of survival, development growth and participation, when child protection fails or is absent children have a higher risk of death, poor physical and mental health, educational problems, displacement, homeless and poor parenting skills later in life. The task towards child protection, we must engage not just government but also members of society. The standard and principles articulated in the Convention or legislature can only become a reality when they are respected by everyone within the family, in schools and other institutions that provide services for children. Understanding the importance that every child is an asset, let us all create a healthy environment for better tomorrowand we all have parts to play for shaping the future of our children in proper way. any right thinking, brilliant minds have been writing about this controversial issue. But those who are cowards and obstinate like Stone Age people do not understand even though hundred times people have been writing about this, their intellectual thinking won’t change even if Heaven falls. Read Holy Bible Genesis Chapter 1 and 2, how God created men and women. In the beginning when God created Heaven, Earth and Universe formed less and desolated human being making them to be like him. God created man and woman, blessed them and said have many children. The difference between Man and Woman is in the different reproductive organs, meaning they produce and increase generation, other organs in the body are all same. God created different parts of human body, two legs, two hands, two eyes, two ears, and two nostrils to help each other in order to strengthen the physical body and work hard for living. Human body has 206 bones. The bones doesn’t say other organs are not needed, legs do not say hands are not needed, hand do not say legs are not needed; eyes do not say ears are not needed. If such controversy arises, body cannot function and body becomes invalid. Like wise man and woman are same like organs of the body. Women are not born by men, men are born by women therefore women are great and most important than men. Adage saying, Human cannot see God therefore God created women. 33% women reservation doesn’t grab or rob men’s power. It is auxiliary business only. Eg, an ant gets food, he cannot carry it alone therefore, ant goes and brings his friends to help him. Women

reservation is like two buckets. It cannot be carried if one is full and the other is empty, it can be carried only if both are full or both are empty. Without lock, key is useless. The whole duty in brief, men and women they cross, but do not wonder apart from each other in work and deeds. In the olden time from Stone Age until Jesus Christ came to Earth, people were savage uncivilized, women were treated like animals “innate” third degree confined to domestic activities only during barbarian age. But now barbarian age practices have completely changed. Nagas with the advent of Christianity no longer practise ancestral beliefs. As time passes all traditions would be forgotten. Therefore Nagas should not remain barbaric and uncivilized. Try to follow and copy scientific and competitive age. Words of God said “Those who are first should be last and those who last shall be first, (Matthew 19:30)” In the olden time women were last

If they fail cancel their ruling, 0% women quota then they will keep mum and be a silent spectator. Come what may, try to act 33% women reservation based on approval by NLA, whoever creates trouble it is at their own risk. DIMAPUR: Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) would be held from November 2 to 5 at Vigyan Bhawan in New Delhi and as part of its activities under AMCDRR 2016, the National Disaster Management Authority (NDMA) would be organising a nationwide painting competition for school children. NSDMA informed that the competition would be organised in two phases, state/ UT level and national level. In this regard, NSDMA has invited entries from students aged between 10-14 years under NBSE, ICSE or CBSE. Students may submit entries on either themes - 1) Disaster Vs Collective Strength or 2) Disaster Risk Management begins at home/school in A3 sheet paper size. The paintings submitted to NSDMA shall be screened by a committee and the best three paintings would be forwarded to NDMA for national level screening and competition. New York, Oct 2 (PTI): India should open up further and make business conditions better for investors as it is likely to be the “natural place” for global firms that will face the challenges of shrinking labour and rising wages in China over the next decade, NITI Aayog Vice-Chairman Arvind Panagariya said. New Delhi, Oct 2 (PTI): Foreign investors pumped in more than Rs 20,000 crore into the capital market in September, making it the highest net inflow in 11 months. This also marks the third consecutive month of positive inflows (equity and debt). The trend is likely to continue in coming weeks as regulator Sebi has decided to offer direct entry to well-regulated foreign investors for investing in corporate bonds, say experts. They attributed the latest flurry of capital to factors such as sound progress in rollout of GST, better corporate earnings and the US Fed’s decision not to lift interest rates. Sentiment turned better after the current account deficit (CAD) narrowed sharply to just USD 300 million, or 0.1 percent of GDP, in the June quarter and domestic passenger vehicle sales grew for the 14th straight month in August, they added. According to depositors’ data, net investment by FPIs stood at Rs 10,443 crore in equities last month while the same for debt was Rs 9,789 crore, taking the total inflow to Rs 20,233 crore (USD 3 billion).

There are more exports from India than impor ts through the smuggling route. The official Indo-Pak trade is only USD 2.67 billion. Besides the Afghanistan route, other channels of such informal trade include IndiaDubai-Pakistan, Wagah by rail or road and Srinagar-Muzaffarabad, said the study. The composition of items going from India include jewellery, textiles, machinery and electronic appliances. On the import front, the items include textiles, dry fruits, spices and carpets. “Significantly the informal trade or smuggling is over and above the ‘Third country’ trade which is generally done through Dubai and is not illegal. The ‘Third country’ trade is also done through agents in Singapore. “Through this route, exports from India include capital goods, textile machinery, dyes and chemicals, iron and ore, spices, tannery equipment, ma-

Mumbai, Oct 2 (PTI): Concerned over lack of qualified professionals in Indian capital markets, regulator Sebi is betting big on its educational initiative NISM through which it also plans to provide training to regulatory officials. Sebi will invite Prime Minister Narendra Modi to inaugurate the new campus of NISM (National Institute of Securities Markets), which will soon start functioning with space for around 900 residential students and 100 residential participants for various management development programmes. The campus at Patalganga near Panvel will be developed further in a phased manner and will eventually have potential to accommodate 5,000 students, a senior official said. New Delhi, Oct 2 (PTI): Homegrown auto major Tata Motors is planning to increase prices of its passenger vehicles during the ongoing festive season to offset rising input cost. “We will hike prices of our vehicles. Currently we are working out the details,” Tata Motors, President, Passenger Vehicles Business Unit Mayank Pareek told reporters. When asked how soon the price increase will be effected, he said, “It could be during the festive season.” Explaining the reasons for such a step, Pareek said, “Input costs have increased and some of the industry players have already undertaken price hikes. Moreover, we have also not corrected our prices for a long time.” Tata Motors sells a range of passenger vehicles including the entry level small car Nano, newly launched hatchback Tiago and crossover vehicle Aria at a price range of Rs 2.15 lakh to Rs 16.3 lakh (ex-showroom Delhi). Another homegrown rival Mahindra & Mahindra has hiked prices of some of its passenger and small commercial vehicles by up to 1 per cent from this month. Some market participants feel the MPC, which is meeting for the first time, may wait for more sustained signs of moderation in inflation and may go for a rate cut only in the December policy. BNP Paribas Chief Economist Richard Iley said, “With core inflation developments remaining benign, the door is ajar for a final 25 basis point rate cut this cycle although Patel may choose to delay a move until December.”

Government has set a disinvestment target of Rs 56,500 crore for the current fiscal. Of this, Rs 36,000 crore is to come from minority stake sale in PSUs and Rs 20,500 crore from strategic sale. Government kick-started the disinvestment programme for the current fiscal with 11.36 per cent stake sale in NHPC. The government raised Rs 2,700 crore through the process. It has lined up as many as 15 PSUs, including Coal India, NMDC, MOIL, MMTC, and Bharat Electronics, for stake sale in current fiscal. Besides, the Cabinet last week approved a strategic sale in loss-making Bharat Pumps and Compressors Limited. It comes 12 years after a state-run company - Jessop & Company - was last sold through this route. During 2015-16, the government managed to notch up Rs 25,312 crore through disinvestment, less than half the target of Rs 69,500 crore.

New Delhi, Oct 2 (PTI): Employees of state-owned firms may have the option of investing as much as they want in follow-on public offers by their companies, while in case of IPOs the upper ceiling could go up to Rs 5 lakh once the government gets the green signal from markets regulator Sebi. “We have requested the regulator to relax investment ceiling for public sector employees and are hopeful of a favourable response from Sebi,” said an official source. If Sebi agrees to the Finance Ministry’s proposal, then there will not be any investment ceiling for employees of the PSUs taking the offer for sale (OFS) route, sources said. In case of initial public offer (IPO), however, the proposal is to increase the upper limit of investment from the existing Rs 2 lakh to Rs 5 lakh. The move has been necessitated as employees’ participation has been subdued despite discounts. Mumbai, Oct 2 (PTI): The newly-constituted Monetary Policy Committee (MPC) headed by RBI Governor Urjit Patel is unlikely to lower rates at its maiden policy review on Tuesday as it awaits more supporting data on inflation, experts said. The monetary policy review on October 4 will be the first by the six-member MPC as well as Governor Patel, who as the deputy governor had described the RBI as an owl when it comes to inflation management. “I don’t think the Reserve Bank is going to change rates as inflation -- both WPI and CPI -have not softened much,” Bank of Maharashtra Managing Director and Chief Executive R P Marathe told PTI. India to ratify Paris climate deal at UN United Nations, Oct 2 (PTI): India will ratify the landmark Paris climate deal today to bring into force the agreement expected to give momentum to implementation of measures at international level to control global warming. Permanent Representative to the UN Ambassador Syed Akbaruddin will hand over signed documents to the head of UN treaty division at the opening of the special event to mark the International Day of NonViolence. The move comes after President Pranab Mukherjee gave his assent to a proposal approved earlier by the government to coincide with the birth anniversary of Mahatma Gandhi, who believed in a minimum carbon footprint. Trump could have avoided paying taxes: Report Washington, Oct 2 (PTI): Donald Trump, who has refused to release his tax records, was under pressure today after a damning report by a major US daily suggested the billionaire Republican nominee could have avoided paying taxes for nearly two decades, a development that may hurt his presidential bid. The revelations, that he declared a USD 916 million loss on his 1995 income tax return that might have allowed him to dodge paying income tax for up to 18 months, threatened to put the 70-year-old tycoon’s tax records at the centre of the presidential campaign nearly a month ahead of the November 8 election. Presidential candidates aiming for the White House have traditionally made their tax records public in the interest of transparency. But Trump has vehemently refused to disclose his tax records, saying his taxes are under federal audit. There is no legal reason why a person under audit cannot make their tax records public while they are running for the office. Many voters too have demanded that Trump make his tax records public. In an investigative report, The New York Times said Trump declared a USD 916 million loss on his 1995

income tax returns. “The 1995 tax records, never before disclosed, reveal the extraordinary tax benefits that Trump, the Republican presidential nominee, derived from the financial wreckage he left behind in the early 1990s through mismanagement of three Atlantic City casinos, his ill-fated foray into the airline business and his ill-timed purchase of the Plaza Hotel in Manhattan,” the report said. The Trump campaign, responding to the news report, said his income tax returns was obtained illegally by the Times and attacked the daily as “an extension of the Clinton Campaign, the Democratic Party and their global special interests.” “What is happening now with the FBI and DOJ (Department of Justice) on Hillary Clinton’s emails and illegal server, including her many lies and her lies to Congress are worse than what took place in the administration of Richard Nixon - and far more illegal,” it said. “Mr Trump knows the tax code far better than anyone who has ever run for president and he is the only one that knows how to fix it,” the campaign added. Aleppo facing inhuman ‘savagery’: UN GENEVA, Oct 2 (PTI): Civilians under bombardment in Syria’s rebel-held east Aleppo are facing “a level of savagery that no human should have to endure,” the UN aid chief said on Sunday. Stephen O’Brien, who heads the United Nations humanitarian office (OCHA), issued a fresh plea to ease the suffering of some 250,000 people besieged by a Russianbacked Syrian government offensive to retake the key city. In a statement, O’Brien called for “urgent action to bring an end to their living hell.” Syrian President Bashar al-Assad is battling to reclaim Aleppo, once the country’s economic powerhouse. Diplomatic efforts to stem the bloodshed have failed. “The healthcare system in eastern Aleppo is all but obliterated,” O’Brien said, after the largest hospital in the rebelcontrolled area was hit by barrel bombs on Saturday. “Medical facilities are being hit one by one,” he added. O’Brien urged warring parties to at the very least allow medical evacuations for the hundreds of civilians in urgent need of care. Washington, Oct 2 (PTI): Former Pakistan army chief Pervez Musharraf, the architect of Kargil aggression in 1999, has said he would have “counter-threatened” India in response to the strong statements by Indian leaders following the terror attack on an Indian army camp in Uri. “I would be counterthreatening India,” the retired general said in response to a question while speaking at the Washington Ideas Forum on Thursday. The 73-year-old former Pakistani military dictator was referring to the statements made by Indian leaders and military officials after the Uri terror attack on September 18. Asked about his suggestion of “counter-threatening”, Musharraf said, “Yes, because they are threatening us that they are going to strike us at the time and place of their choosing. Now, this has been said by nobody less than Prime Minister, Defence Minister and the military general, the director general military operations. “This is a very serious matter,” Musharraf, said, adding that threats like “striking at the time and place of choosing” should not be made. “What will Pakistan do? Obviously, we will strike at the time and place of our choosing,” the former President said. “That will escalate the war. So don’t do it. I think the war hysteria that is being created in India, I repeat, India, not in Pakistan, is an issue. They do that always. This is not the only time. Every time they do that,” he alleged.
