DIMAPUR, OCT 3 (NPN): Irate residents of three colonies of Dimapur City- Landmark, Supply and Duncanalong with GBs and council members blocked the stretch of the NH 36 along DhobinallaFiring Range road at DuncanPWD junction, for more than two hours Monday morning, demanding immediate restoration of power supply to the area. It may be pointed out that power supply to the area had been cut off since over six days, after the 500 KVA transformer, that looked like a relic, vacillated between life and death before it conked out with a bang on September 28.

In a notification, the home commissioner, Abhijit Sinha, stated that October 9 (Sunday) has also been declared as restricted holiday on account of Dussehra (Durga Puja).

SHILLONG, OCT 3 (PTI): Union minister Ram Vilas Paswan today announced setting up of a national consumer helpline for the northeast region. “Out of six places, we will install one national consumer helpline in Guwahati, Assam for the benefits of the consumers of the region,” he told reporters after chairing the Hindi Salahakar Samity meeting held in the city here. The Union Consumer Affairs, Food & Public Distribution minister informed that so far 49 such helplines have been set up across the country which will ensure that consumers can file their complaints from anywhere including from mobile phones. This was possible after the Centre had proposed the amendment to Consumer Protection Bill, which is expected to be passed in the next Parliament session, the minister said. “We have given Rs 1 crore for lower courts and Rs 10 crore for Commissions,” he said, adding that under the new Bill, consumers can file their complaints even before they purchase.

The situation was not unforeseen, in fact the Association of Power Engineers Nagaland(APEN), had issued frequent warnings about the impending breakdown of power system. APEN warned that transformers were overloaded and equipments could not be maintained- all due to scarce funds. The department hurriedly managed to get its hands on a transformer but unfortunately, the capacity was only 250 KVA, half the capacity of the earlier transformer. The consequence was that the 250 KVA transformer also conked out as it could not handle the load demand. Residents of the colonies have been waiting in vain for some respite from the heat and humid-
ity besides mosquitoes but the DoP could hardly do anything much except give assurances. The residents claimed that the DoP had made assurances to replace the damaged transformer with another 500 kVA transformer but that did not materialise. After being forced to suffer for days and nights on end, the residents took to the streets and blocked the main road in protest. “Citizens have been suffering and are fed up of the excuses made by the department and such protest would be an example for others too,” said one protestor. DoP officials comprising JE, SDO (Electrical), EE (Electrical) along with police personnel reached the spot to try and negotiate with
the irate residents in order to have the road blockades removed. DoP officials also assured the residents that a transformer would be installed as replacement but this failed to cut ice as the residents held their ground that they will block the road till a replacement transformer was installed. The residents finally agreed to remove the more than three hours of road blockade when DoP officials promised that the replacement transformer would be brought to the site as replacement within one hour. After an hour, the promised 500 KVA transformer arrived and was installed at the side of the road , signalling the end of the crisis.
Meanwhile, speaking to Nagaland Post, EE/ electrical division, Er. Imesenkaba informed that the department had already made arrangements in the morning for bringing the “new” transformer for installation. While acknowledging the hardship faced by the residents, Er. Imesenkaba however said public could have approached the higher authority and the officer in-charge, before resorting to blockade, bandh etc. Imesenkaba also said that power would be restored through the installed transformer after it was charged for two hours. There had been similar cases of transformers bursting due to overload in Dimapur as well as other districts.
NEW DELHI, OCT 3 (NPN): Ministry of DoNER would prepare a new revised guidelines with the objective of expediting development projects in Northeast by simplifying procedures to avoid delay and at the same time bring in more transparency. This was announced by the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), Dr Jitendra Singh in Guwahati on Monday. At a joint meeting of Ministry of DoNER and Government of Assam, Dr Jitendra Singh disclosed that judicious time-bound planning and monitoring of projects using Space technology, satellite imaging and IT tools like Portal and App would be put to optimum use to avoid undue delays. Emphasising on the completion of the ongoing projects without resorting to parking of funds, Dr Jitendra Singh said no fresh sanction for new projects will normally be issued if unspent balance of the State is more than 1.5 times of the normative allocation of the State on account or Utilisation Certificates (UCs) due is more than 5 per cent of the total release. Dr Singh also advised the state governments to prepare DPRs and get them vetted techno-economically and recommended from SLEC in order to avoid delay.
Naga unity must for successful peace talks: Gov DIMAPUR, OCT 3 (NPN): Nagaland governor PB Acharya, has reiterated that unity among the Nagas was a prime necessity to enable ongoing peace talks be successful. In a communiqué the Governor lamented that division and disunity among the hohos, for whatever cause, could lead to sacrificing peace and development in the state. The state governor further revealed that he was “ver y much concer ned” about the unity of the tribal hohos in order to carry forward the ongoing peace talks of NSCN (I-M) with Government of India. Acharya expressed deep concern over the dissociation of three major tribal bodiesAo Senden, Lotha Hoho and Sumi Hoho- from the Naga Hoho. The government felt that the ongoing peace talks should not be derailed by the disassociation of three main Hohos from Naga Hoho. “These tribal bodies may have genuine and logical reasons for their disassociation with Naga Hoho,” Acharya said. He, however, maintained that whatever may be the reasons for their disassociation, the civil society, NGOs, student bodies, mother’s association, etc should stand united to make the peace talks successful. The governor pointed out that after a long 17 years, the central government under the “dynamic leadership” of
Narendra Modi, was trying to address the protracted Naga issue “to arrive a respectful solution.” He reminded that the NSCN (I-M) had already signed framework agreement with Government of India on August 3, 2015 and therefore, appealed to all other groups to initiate talks with the Government of India to come to a respectful solution. “Naga people have been going through many turmoil all these years. Now it is right time to solve the problem and make Nagaland march with jet speed for peace and development,” Acharya said. The governor stated that the empowered educated youth, women and men were eagerly waiting for peace and development in the State. Further, the governor appealed to all the tribal bodies, hohos, NGOs, civil society, student bodies, mother’s association, etc. to stand united for early and respectful solution. The three apex tribal bodies – Ao Senden, Lotha Hoho and Sumi Hoho- under the aegis of Central Nagaland Tribes Council(CNTC) had resolved on August 24, 2016 that they would quit the Naga Hoho after expiry of the 30-day deadline( August 31,2016) if the latter did not revoke its recommendation to the government for recognition of Rongmei as an indigenous tribe of Nagaland.

KOHIMA, OCT 3 (IANS): The Nagaland government has proposed to implement the eHospital concept in two of its major hospitals in order to ease their data and services management. Under the initiative, stateowned Kohima-based Naga Hospital and Dimapur-based Civil Hospital -- that attract 40 per cent of patients in the state -- will be the first to adopt the concept. eHospital is an open source health information management system (HMIS) which is configurable and easily customisable with multitenancy support. It is designed to deploy in cloud infrastructure to manage multiple hospitals seamlessly. It will include eBloodBank and Online Registration System (ORS), as well, said a statement. Besides, there will be “online appointments with various departments of different hospitals -- using eKYC data of Aadhaar number, if patient’s mobile number is registered with UIDAI. In case not it will use patient’s name”, the statement said. It also said: “The new patients will get appointment, as well as Unique Health Identification (UHID) number. If Aadhaar number is already
linked with UHID number, then appointment number will be given and UHID will remain same.” The eHospital concept confirms to HL7 Standards -- a set of international standards for transfer of clinical and administrative data between software applications used by various healthcare providers -- for managing health care service delivery in government hospitals in India. Under it ORS, eBloodBank solution is available to government hospitals over cloud for accelerated infusion/adoption of ICT tools and healthcare standards as a part of the initiative. To promote the initiative, the National Informatic Centre(NIC) is providing eHospital software and cloud infrastructure free of cost as of now. “eHospital is powerful, flexible, and easy to use; and is designed and developed to deliver real benefits in terms of ITeS from outdoor clinics, IPD, Laboratories, Blood Bank and Hospital as a whole,” the statement said. “eHospital runs on Linux and MS Windows platforms and can be easily customized to suit the requirements and reflect priorities of hospital management team,” it said.
IMPHAL, OCT 3: Health services authority in Manipur has issued an alert against dengue after fresh cases of suffering from the dreaded disease were detected in Imphal on Monday. According to state health officials, four members of a family in Thangmeiband area of Imphal were tested positive for dengue besides detecting Dengue virus (DENV) carrier mosquitoes at many places of the Thangmeiband and its surrounding localities. Officials said some people of the area, who were developing similar symptoms, were also admitted to some hospitals in Imphal. Following the development, all stakeholders have been advised to take immediate measures to keep their surroundings clean as well as to take up anti-larva drive, particularly in Imphal city and valley areas. Medical officer of Imphal West district Dr Sashikumar, who visited the area and the family affected, today along with a medical team, said that they found almost all members of the family were suffering from high fever. When their blood samples were tested at JNIMS hospital laboratory, four of them had been confirmed dengue fever. The blood samples of the four patients will be sent to a testing laboratory outside the state for Elisa test as facility of this test was not available in the state, the medical officer maintained. Another team of Epidimology Cell of state medical directorate too visited the locality along with medical practitioners from RIMS hospital, Imphal. They also found dengue virus career larvae in some water storage tanks in some houses, said an official of the team while talking to reporters at the site. He said that measures to control the virus career mosquitoes like anti-mosquitoes fogging drive will be taken up immediately to control the disease from further spreading. The officials asserted said that all suspected dengue case and those developing similar symptoms will be provided treatment free of cost at government hospital including JNIMS and RIMS hospitals.
Nagaland among states with a low financial literacy NEW DELHI, OCT 3 (PTI): About 50 per cent of government employees have an “average financial literacy” level, as per a survey that was conducted by the pension fund regulator, PFRDA. “48 per cent of government subscribers, who participated in the survey, have an average financial literacy, 28 per cent have high financial literacy and 24 per cent have low financial literacy,” the survey said. The Pension Fund Regulatory and Development Authority (PFRDA) surveyed 10,111 government employees to assess the level of financial literacy and awareness about NPS (National Pension System). In the survey, 5,075 central government employees from the central government (CG) and central autonomous bodies (CAB) and 5,036 employees from the state government (SG) and state autonomous bodies (SAB) participated.
The survey said financial literacy is the highest for CAB subscribers followed by CG and SAB subscribers with the SG staff faring the worst among the participants. It further said that 29 per cent of male subscribers and 19 per cent of female subscribers participating in the survey showed high financial literacy. On the other hand, 30 per cent of female participants and 23 per cent male had low financial literacy. “Financial literacy is higher for the participating employees with high contribution level,” PFRDA said. Among the state government officials, 40-60 per cent of the employees of the apricipants fell under the ‘average financial literacy’ bracket. Gujarat, Himachal Pradesh, Uttaranchal and Punjab are among the states with highest financial literacy, while north-eastern states like Arunachal Pradesh, Manipur, Meghalaya, and Nagaland figured among sates with a low financial literacy. In the various age groups, financial literacy is high for the participants in age group of 36-40, 41-45, 46-50 years and is lowest for 18-25 year age group.
SC scrutinises impact of mobile towers Wildlife Week 2016 at NZP Rangapahar NEW DELHI, OCT 3 (PTI): The Supreme Court today initiated a scrutiny of “deleterious” effects of radiation emanating from mobile towers and sought a report from the Centre on several aspects including steps taken to enforce standards for such emissions. “What are adverse impacts of such mobile towers? Is there any agency to monitor? Have you (Department of Telecom) got a system in place to enforce the standards, if any, for radiation from such towers,” a bench comprising Chief Justice T S Thakur and Justices C Nagappan and A M Khanwilkar asked. The bench directed Additional Solicitor General P S Patwalia, appearing for the DoT, to file a report apprising the court about issues including the effects of radiation and steps taken to contain them. During the hearing, the bench asked DoT how it has been enforcing standards for emission of radiation from these towers. “Are the standards of radiation from cell towers in the country at par
with international standards,” it asked, adding how many mobile towers have been installed by the service providers in the country so far and whether they have been checked by the DoT. On being pointed out by lawyer Prashant Bhushan, appearing for a Noida resident, that such towers have been installed in residential areas and near schools, the bench wanted to know from the government whether there were any regulations on the issue and if yes, what are those. “How many violations of regulations have been reported,” the bench asked and sought information from DoT about the action taken so far against the violators. The apex court also asked the government to set a time-frame to make all phone service providers “fully compliant” to radiation standards and norms. “I need some time to respond,” Patwalia said. The bench then posted the batch of petitions, including the one filed by Noida resident Naresh Chand Gupta, for further hearing on October 17.
Earlier, the court had sought response from the Centre and others on a plea seeking protection of citizens from “deleterious” effects of radiation emanating from mobile towers. Besides the Centre and DoT, the bench had also issued notices to Department of Telecommunications (DoT), New Okhla Industrial Development Authority (NOIDA) and M/s Indus Towers Ltd, the firm which has installed some mobile towers in Noida. The bench had then tagged the PIL filed by Gupta with other similar pending pleas on the issue. Gupta, in his PIL, had referred to the deleterious effects of radiation, emanating from cell phone towers. “There is a huge chunk of scientific data linking radiation from cell phones and towers to adverse health effects in people and animals. “The adverse health effects range from headaches, sleep disturbances, dizziness and other neurophysiological disturbances to life-threatening brain tumours radiation from cell phones and towers has
also been linked to sweeping decline in population of honey bees, sparrows and other birds and animals,” the petition had said. The plea has sought a direction to DoT to “drastically reduce the exposure limit from cell towers and ... cell phones keeping in line with stricter norms followed in other countries and recommendations of scientific studies”. “Prohibit installation of cell towers within a distance of 500 metres from residential areas, schools, hospitals, markets and other places with dense human population, and wildlife habitation, and direct removal of towers already so installed,” it had said. The plea had also sought creation of a mechanism for “continuous monitoring of radiation from cell towers and putting the data in public domain”. Besides, the PIL has sought setting aside of the permission granted by the Noida authority to Indus Towers Ltd to install cell phone towers on the building of a community club of Sector 15 A in Noida and shift it to a green belt.

DIMAPUR: Acting on specific information regarding kidnapping of a Manipur bound truck driver by some miscreants and reportedly kept somewhere in New Secretariat area, personnel of Kohima police swung into action and rescued the victim. In a press note by sr. superintendent of police, Joseph Hesso, IPS, the kidnappers were demanding a ransom of Rs. 10 lakh. The rescue team from North PS along with plain clothed policemen zeroed in on the kidnappers near Thizama and rescued the victim and in the process apprehended one of the three kidnappers while the other two managed to escape, the note informed. The arrested kidnapper was identified as ‘SS. lieut.’ FGN, Kewepe Wetsah (30), s/o. Welonyi Wetsah, of Zapami village, Phek. artiste, Nise Meruno as the special guest. Speaking on the occasion, Mmhonlumo said that in his department there were 70, 422 educated unemployed youth registered in the life register. He informed that the youth had registered not because they do not have opportunity in the private sector but because of inability to get jobs in the government sector.
He urged the parents to skill their children in any field along with their education to enable them to get a job within the state. He also informed that the initiatives of the government were skilling of the youth, both the educated and uneducated and also employability of both. Expressing concern over the educational system and the employment scenario in
the state, he queried whether the two were suitable for each other. He also wondered whether the educational curriculum, teaching, training were more suited for students to go out into the world and be employed profitably. He also urged upon the school management to get enroll in National Skill Development Corporation India (NSDC). Earlier, while welcoming the gathering, principal CSHSS, Sentisangla gave a brief report of the school. She informed that in the year 2008, Dr. Sashimeren Aier and family took over the school with an aim to impart quality education with sound instruction which would provide an insight to life practically. She said that with the advancement and progression of the world, it was felt that education had been an all round development process, however, she stressed that academic education was not the sole agent for an individual to survive especially for the school drop outs and down trodden mass. In the year 2013 vocational course was introduced in the school and it was also one of the first schools to introduce vocational course in Nagaland with spoken English & communication skill, hospitality assistant, mass
communication, certificate on computer concepts, ITE & soft skills, diploma application & networking, travel & tourism and electrical course, she added. She also informed that the school was providing skill development training through registration under the development of Labour & Employment, government of India as a Vocational Training Provider (VTP), travelling & tourism as a curriculum in class 9 and 10 as provided by NBSE. She said that an MoU was also signed with NEILET for providing vocational training on soft skills and IT as a part of vocational course. NU, Lumami conducts impact assessment of CAT Plan at Doyang
DIMAPUR: An impact assessment of the Catchment Area Treatment (CAT) Plan, Doyang Hydro Electric Project (DHEP), was carried out by the geography department of Nagaland University, Lumami, from September 27 to 28. Imphal, Oct 3 (IANS): Union Human Resource Development Minister Prakash Javedkar on Monday flayed the Congress government in Manipur for not extending cooperation to the central government. Talking to reporters at the conclusion of his two-day visit to Manipur, Javedkar said the sports university cannot be constructed and the NH 37 cannot be improved in Manipur as the state government has not extended cooperation. He promised to expose shortly the dubious role of the Congress government in matters of developmental works. Referring to the vituperative attacks of Chief Minister Okram Ibobi Singh for the failure to construct the sports university, Javedkar said the government has not allotted land for it though the state government claims to have allotted enough land and some owners had gone to court with the result that no construction works can be done. One in every four men in Aizawl facing cancer threat Aizawl, Oct 3 (IANS): Men in Mizoram’s capital Aizawl have much higher probability of developing cancer than their counterparts in any other part of the country, an official said here on Monday. According to the Population Based Cancer Registries (PBCR), the probability of contracting any type of cancer in a lifetime (up to 74 years of age) is one in four males in Aizawl against one in seven to eight men in important cities in India. “Probability of contracting cancer among females in Aizawl is one in five persons, whereas it is one in eight in Mumbai, one in seven in Delhi,” Eric Zomawia, Miz-
oram nodal officer of cancer and principal investigator for PBCR, told reporters. As Mizoram tops all other states in India in tobacco consumption, the PBCR found that the major source of cancer in this north-eastern state is tobacco use. Zomawia, quoting the PBCR, said cancer killed on an average 725 persons every year in Mizoram, which has a population of around 11 lakh. There were 4,656 new cases of cancer, including 2,089 among females, reported between 2012 and 2014, confirming that, on an average, there were 1,552 new cancer cases per year in the state, bordering Myanmar and Bangladesh.

Assam 2030: Zero poverty, no hunger, full literacy Guwahati, Oct 3 (PTI): The Assam government today announced an ambitious target of eliminating poverty and hunger from the state along with achieving full literacy by 2030. Releasing the document ‘Assam 2030: Our Dream, Our Commitment’, Chief Minister Sarbananda Sonowal appealed to all stakeholders to work sincerely for achieving the targets. “The Government of Assam plans to reduce the poverty ratio from 27.3 per cent in 2015 to zero per cent by 2030. The goal lays down targets for eradication of extreme poverty for all people everywhere,” the report said. The document also laid the target of ending hunger by 2030 and malnutrition by 2025. “It also targets to double agricultural productivity and incomes of small-scale food producers like farmers, fishermen, milk producers etc,” it said. On education sector, the document said the government will target to achieve full literacy in the next 14-15 years in the state. “The targets laid down include elimination of gender
disparities in education and ensuring access to all levels of education and vocational training for vulnerable, including disabled and underprivileged sections of society by 2030,” the report said. It also set to achieve maternal mortality ratio to below 70 per 1,00,000 live births, neo-natal mortality to 12 per 1,000 births and under 5-year mortality to 25 per 1,000 births by 2030. On the economic front, Assam aims to have at least 7 per cent GDP growth every year, besides having “full and productive employment” along with decent works for all by 2030, the document said. “The goal targets to promote inclusive and sustainable industrialisation and proposes to double industry’s share of employment and GDP by 2030,” it said. The document has set a total of 17 sustainable development goals and 169 targets in the next 14-15 years. “With the 15 years vision and strategic architecture in place, the detailed planning will actually be done in terms of 3-year segments,” the government added in the document.

In a meeting held at the Circuit House in Lunglei town, Sharma said the Inquiry Officer would soon submit his report on the incident. A magisterial inquiry was instituted by the state government to enquire into the attack on the court by local people of Zohnuai in Lunglei which resulted in the Gauhati High Court withdrawing all judicial officers including the District and Sessions Judge to Aizawl. Gauhati High Court Chief Justice Ajit Singh is scheduled to visit Lunglei on October 5 to take stock of the situation in the district.

Under Section 77 of the amended Act, if any person, other than a qualified medical practitioner, gives tobacco products or intoxicating beverage or any other narcotic or alcoholic products, he or she will be liable for imprisonment up to seven years and fine up to Rs 1 lakh. Guwahati, Oct 3 (PTI): Assam has witnessed a “steady and continuous improvement” in human development with its latest Human Development Index (HDI) estimated at 0.557 against the national average of 0.586, said a report. The document, ‘Assam Human Development Report 2014: Managing Diversities, Achieving Human Development’, was released by Chief Minister Sarbananda Sonowal here. The report said, “It has been observed that the overall level of human development in the state has shown a steady and continuous improvement over the last 15 years.” It maybe noted that for the period taken into consideration by the report, there was a Congress government, headed by Tarun Gogoi, in the state. The study has found that 56.4 per cent of the people in the state were “satisfied”, either moderately or intensely, under the most critical parameter of “well-being”. The report put the HDI in Assam at 0.557 in 2014,
Bomb blast rocks village near Myanmar border Imphal, Oct 3 (IANS): A powerful bomb was detonated along the Manipur-Myanmar boundary, near a Muslim village, officials said on Monday. Official sources said the blast took place near boundary pillar No.79 at 8 p.m. on Sunday, hardly 40 metres from a Muslim village. Soon after the blast, the police and Assam Rifles troopers rushed to make investigation. No arrest was made. There has been no claim from any underground organisation either. The police said the motive behind the blast is yet unclear.

The detailed report on Assam said, “It may, further, be observed that achievements in all key dimensions of human development, that is, education, health and income are about halfway with education being at about two-thirds, followed by health and income, which are just at the half-mark of the desired level.” Expressing concern over the job scenario, the Assam HDR 2014 said, total unemployment rate stood at 13.4 per cent, comprising people in the 15-59 age group. “The female unemployment rate is found to be 33.9 per cent, compared to eight per cent in the case of males. The youth (15-24 years) unemployment rate is again found to be as high as 37.7 per cent. Geographical diversity-wise, unemployment is the highest in the tea gardens (15.3 per cent) and flood-affected areas (15.2 per cent),” it said. The
report also brought to light some starking inequalities like the top 20 per cent of the people holding about 70 per cent of the total cultivable land, while the remaining 80 per cent share the rest of the 30 per cent land. “Consequently, the top 20 per cent shares 45 per cent of the total consumption expenditure, while the bottom 20 per cent shares only eight per cent,” it said. Helped by United Nations Development Programme (UNDP), the report was prepared by OKD Institute of Social Change and Development and Institute for Human Development on behalf of the Assam government. The sample size of the survey was 39,998 households and 1.89 lakh individuals, covering all the districts of Assam. The report claimed that the sample size was about 10 times bigger than that of the normal National Sample Survey Organisation rounds and about eight times more than the National Family Health Survey samples in Assam.

2 villagers missing from army custody Correspondent Diphu Oct 3: Two Karbi villagers, who were picked up by the Indian army while they were preparing to perform the last rites of one of their family member, has allegedly went missing from their custody sparking outrage and tension among the local population in Dokmoka area. 2133 dengue cases till October 1, marked fall compared to last yr
New Delhi, Oct 3 (PTI): Dengue cases, which have crossed the 2,100 mark in the city, have begun to plateau unlike last year when 6,775 cases were reported in September alone. According to a municipal report released today, 2,133 dengue cases have been recorded till October 1. Of this, 1,362 were reported last month and 441 last week. At least 21 deaths due to dengue were reported at various hospitals, including nine at AIIMS, though the civic bodies said only four persons died of the disease. South Delhi Municipal Corporation compiles the report on vectorborne diseases on behalf of all civic bodies in the city. The first victim was a 17year-old girl from Jafrabad in northeast Delhi. She died on July 21. SDMC has recorded 391 cases, the maximum among all regions in the city. North Delhi Municipal Corporation and East Delhi Municipal Corporation registered 218 and 148 cases respectively, according to the report. Central Zone of SDMC recorded 154 cases, the highest among its four zones. Najafgarh, West and and South Zones reported 101, 78 and 58 cases respectively. Among the areas under North Delhi Municipal Corporation, Sadar Paharganj recorded 23 cases, Rohini (48) and Narela (20), Karol Bagh (29) and City (41) and Civil Lines (57). According to experts, a “less virulent strain”

According to a municipal report released today, out of the total cases recorded till October 1, over 500 of them have been reported in areas falling under the North Delhi Municipal Corporation (NDMC). Nearly 3,700 cases were reported in Delhi till September 24, according to SDMC, which tabulates the data for vector- borne disease cases in the national capital on behalf of all the civic bodies here. Among the three corporations, 515 cases in areas under the NDMC, 498 under the South Delhi Municipal Corporation and 172 under the East Delhi Municipal Corporation have been reported this season. At least 15 fatalities due to complications triggered by the disease have been reported at various hospitals in the city though the civic bodies have kept the death tally at zero. Delhi and other parts of north India are facing a spike in chikungunya cases after nearly 10 years, and experts had earlier conjectured that the rising number of cases could have been due to “evolution” in the chikungunya virus (CHIKV). Leh, Oct 3 (PTI): Hours after militants attacked two adjoining camps of Army and paramilitary in Jammu and Kashmir, Home Minister Rajnath Singh today said security forces were giving a “befitting reply” to such attempts by Pakistan-based terrorist groups. “Our security forces are giving a befitting reply,” he told reporters here when asked about the attacks on security forces by militants in the state. Singh’s comments came hours after a BSF and adjoining army camps in Baramulla were attacked by heavily armed militants last night. The first major attack on security forces by terrorists came four days after the Indian Army launched surgical strikes on terror launch pads in Pakistan occupied Kashmir. Last night’s attack in Baramulla took place exactly a fortnight after terrorists struck at the army brigade headquarters at Uri, 102 kms from here, killing 19 soldiers. Record 39 sexual harassment complaints in JNU New Delhi, Oct 3 (PTI): Jawaharlal Nehru University, which has been at the centre of a controversy in recent months, recorded 39 complaints of sexual harassment in 2015-16 financial year, the highest in the varsity’s records. The university had received 26 complaints of sexual harassment in 2014-15, while the number stood at 25 in 2013-14. In December, the then HRD Minister Smriti Irani had informed Parliament that the number of complaints received by the JNU authorities during the two years were the highest among educational institutions. According to the 2015-16 annual report of Gender Sensitisation Committee Against Sexual Harassment (GSCASH), a central body which deals with complaints of this nature from all university departments, 42 complaints were received between January, 2015 and March, 2016. “Out of the total cases, three inquiries were completed and cases were closed. Three complaints were withdrawn, 29 complaints are such where the inquiry is underway. “In one case where the defendant was unknown, GSCASH advised the complainant to get in touch with police. Six cases could not be proceeded due to non-availability of either of the parties after several efforts,” the report said.

SC issues 25 year jail term to Katara murderers New Delhi, Oct 3 (PTI): Hailing the Supreme Court’s decision to award 25-year jail term to convicts in the Nitish Katara murder case, the victim’s mother Neelam Katara today termed the verdict as her “biggest victory”. “If you see quantum of the punishment, we had asked for death penalty and five years have been reduced quantitatively. It is not any shoe or slipper we are talking about here but the body of my son which was destroyed, so even if I demand 10 more years of imprisonment for him , it should not be a big deal..it is justified,” she told reporters. Neelam Katara, who has battled hard for justice, however, said she was satisfied that the court had upheld many more years of punishment for her son’s killers than the 14 years usually awarded in a life sentence. “Qualitatively I am happy that the Supreme Court has not taken it as just another murder case as it wasn’t a normal murder but a well planned case of honour killing by power drunk rich people and thus 14years of life imprisonment was not awarded by the SC.
Kishanganga dispute: Pak, India seeks solution
New Delhi, Oct 3(PTI): Amidst escalating tension, Pakistan has demanded that the World Bank set up a Court of Arbitration to hear its objections over the Kishanganga hydroelectricity project by India, which has asked the international lender to appoint a neutral expert to settle the dispute. According to sources, Pakistan has raised objections over the design of the hydel project in Jammu and Kashmir, saying it is not in line with the criteria laid down under the Indus Water Treaty between the two countries. India has, however, asserted the project design is “well within parameters” of the treaty and urged the World Bank to appoint a neutral expert as the issue is a “technical matter” as suggested in the treaty. “Pakistan has requested the World Bank to set up a Court of Arbitration... India demands that the matter be looked into by a neutral expert as it is a technical matter. The treaty says the same,” one of the sources said, adding a technical expert like an engineer can understand the issue better than a legal expert. The sources said that both India and Pakistan presented their respective facts relating to the project separately to the World Bank on September 27 in Washington. “They (Pakistan) have
objected to the design of the project. Under the treaty, there are design criteria which say the design of the project should be like this. “We firmly believe that our design is well within the parameters laid down in the treaty. But they think otherwise. They believe India’s design of the project will affect flow of the river to Pakistan,” the source said. Pakistan, a lower riparian state, had flagged the issue relating to the project, which will divert water from the Kishanganga River to the power plant in the Jhelum river basin, in the past too and approached the International Court of Arbitration in 2010. It had claimed that the project will affect the flow of Kishanganga, known as Neelum in the neighbouring country, “adversely”. Pakistan had also claimed that power generation capacity of its Neelum-Jhelum hydropower plant, located downstream of Kishanganga, will also be affected by the Indian hydel project, work on which had begun in 2007. The matter though was settled in India’s favour in 2013. Notwithstanding the fresh objections raised by Islamabad and beginning of the dispute resolution process, India can continue its work on the hydel project, estimated to generate 360 MW electricity, the sources said.

According to municipal data, the last time the number of affected people had reached three-figure mark in Delhi was in 2011. In 2006, over 13 lakh suspected cases of chikungunya were reported. At least 19,617 people have been affected by chikungunya across the country till September 25, with 10,334 in Karnataka and 1,187 in Maharashtra, according to NVBDCP.
MHA issues guidelines to wrongful NGOs New Delhi, Oct 3 (PTI): Tightening the noose around delinquent NGOs, the Centre is all set to amend the Foreign Contribution Regulation Rules making it mandatory for all voluntary organisations to have dedicated accounts only in banks with core banking facilities for their real-time access. The Home Ministry is also making rules to ensure that no NGO is allowed to get foreign funds under the prior permission category more than once. The move comes considering the fact that the Amnesty International India got foreign funds under the prior permission category at least thrice, which has made the government jittery, official sources said. The new Foreign Contribution Regulation Rules are expected to be notified soon. There around 33,000 NGOs which were registered under the Foreign Contribution Regulation Act. However, many of them do not have their FCRA accounts in banks with core banking facilities. Many NGOs have their FCRA accounts in cooperative banks or state governmentsowned apex banks or banks which do not have core banking facilities. The Home Ministry now wants that all FCRA registered NGOs mandatorily have their accounts in either nationalised banks or in a few private banks which have core banking facilities. This would allow the security agencies to access the accounts of NGOs on real time basis, the sources said.

Dozens of journalists took to streets at Press Enclave in the heart of Srinagar and later staged a sit-in outside the office of Directorate of Information at Polo View to condemn the ban on publication of “Kashmir Reader” and press for revocation of the government order. Authorities yesterday stopped publication of the local English newspaper accusing it of carrying content which tends to “incite violence and disturbs public peace and tranquility”.
The order issued by the Deputy Commissioner Srinagar said, “It has been observed that the contents published in the above newspaper is of such nature that can easily cause incitement of acts of violence and disturbance of public tranquility in the state of Jammu and Kashmir and Srinagar district in particular.” The protesting scribes were carrying placards some of which read “Don’t Stifle Free Voice; Withdraw Ban Order; Return of Dark Age; Censorship is the child of fear and the father of ignorance; Is Kashmir under Martial law? and Journalism is no threat to society.” The journalists initially staged the demonstration at Press Enclave and later marched through Residency road to the office of the Directorate of Information to ex-
press their resentment against the order. Meanwhile, Kashmir Editors Guild (KEG) also condemned the ban on the daily, terming the move as against the “basic spirit of democracy as well as the freedom of press”. “The government order, banning the newspaper, is vague and unclear about the charges for which such a harsh step has been taken,” the KEG said in a statement after a meeting here. The KEG impressed upon the government to revoke the ban order failing which, it said, the Valley-based newspapers would be forced to take “direct action”. It also appealed to the Press Council of India to take note of how the space for the Valley-based newspapers is being “choked” by the authorities.

The two opposition parties have come down heavily on the rulling Trinamool Congress for “poaching into the opposition turf and taking away its legislators”. After the last Assembly elections which gave a thumping majority to the Trinamool Congress, the party managed to take over almost all the Opposition-controlled municipalities and panchayats in the state, with Councillors and Panchayat members shifting to the TMC-fold from either Congress or Left Front constituents. Since May 2016, five MLAs of Congress, including former PCC President Manas Bhunia and one from CPI(M) have switched over to TMC, bringing down the Opposition tally from 76 to 70 in the 294member House. “Several MLAs of Congress and Left Front are in touch with us. They want to join TMC and become part of this grand development that is

However, none of the defected MLAs had officially resigned from their posts which would have necessitated a bypoll. The Congress and CPI(M) had alleged that TMC was blocking flow of funds to Opposition-ruled municipalities and using money and muscle power along with police administration to poach into Opposition turf and take away its legislators. The TMC which had won 211 MLAs in the last Assembly election and now has the support of six defected MLAs, claimed that it had not invited anybody to join their fold. “The TMC wants to wipe out every sign of opposition from the state. It is for the first time that Congress is staring at political extinction in Bengal. We have been in opposition since 1977 but never did the CPI(M) try to poach on our MLAs or councillors. This is a new trend that TMC has started since coming to power in 2011,” a senior Congress leader told PTI. Rabin Deb, state secretariat member of CPI(M), said “such things have never happened before”. Ironically,

The Congress leader’s comment comes in the backdrop of senior TMC leader and nephew of TMC supremo Mamata Banerjee, Abhishek Banerjee’s announcement that there will be “no sign of Congress and CPI(M)’s political existence by the end of this year”. Echoing Congress leaders, CPI(M) leader Sujan Chakraborty said such kind of poaching of opposition MLAs and forcible taking over of municipalities was a “dangerous sign for democracy”. Giving vent to the helplessness to keep the opposition numbers intact in the Assembly and municipality, Leader of Opposition and senior Congress leader Abdul Mannan said, “What can we do if someone wants to switch over to some other party? If someone surrenders in front of money and muscle power what can we do? To whom shall we go to lodge a complaint?”

New Delhi, Oct 3 (PTI): National Green Tribunal, which has fixed fines on farmers for burning crop stubble to prevent smog over Delhi and its neighbourhood, has directed Haryana, Punjab and Uttar Pradesh to inform it about the generation of agriculture waste and steps taken to dispose them off. A bench headed by NGT Chairperson Justice Swatanter Kumar asked the three north Indian states to file an affidavit stating how many equipment have been purchased till date to dispose the agriculture residue from the fields. “In the meanwhile, the State of Punjab, State of Haryana and State of Uttar Pradesh shall file comprehensive details in relation to the total generation of agriculture residue; the place where it is being utilised and what steps are being taken to deal with the remnant agriculture residue. “Every State will place
on record, by way of an affidavit and documents, how many machines/equipments have been purchased for the purpose of handling the agriculture residue from the agriculture field and where the same has been taken and how many farmers have been provided the assistance in terms of the order of the Tribunal,” the bench said. The green panel also sought details within two weeks on whether any farmer has been asked to pay environmental compensation for crop residue burning. It listed the matter for hearing on October 28. Last year, NGT had fixed the environment compensation amounts per incident of crop burning to be paid by small land owners having less than two acres of land at Rs 2500, medium land owners holding over two acres and less than five acres at Rs 5,000 and those owning over five acres at Rs 15,000.

wachh Bharat Abhiyan (Clean India Mission) is a national campaign launched with much fanfare by prime minister Narendra Modi on October 2,2014 at Rajghat with the objective of spreading mass awareness across towards the goal of achieving a Clean India and Open Defecation Free(ODF) by October 2,2019 the 150th birth anniversary of Mahatma Gandhi. The programme aims to make India “Open Defecation Free” by 2019 and plans to construct 12 crore toilets in rural India by October 2019, at a projected cost of Rs.1.96 lakh crore. Swachh Bharat Mission(SBM) has been launched throughout the country under the ministry of urban development. Each state is to have district brand ambassadors and in following with the concept of 9, even if states have double the number of districts, a district brand ambassador could be given responsibility of several districts by the state brand ambassador and in turn others may be nominated to district level committees. Swachh Bharat actually began decades back since the mid-90s under various names. Swachh Bharat used to be known as Total Sanitation Campaign(TSC) and from June 2003 the sanitation coverage, maintenance of a clean environment and open defecation-free panchayat villages, blocks and districts were called Nirmal Gram Puraskar. Effective 1 April 2012, the TSC was renamed to Nirmal Bharat Abhiyan (NBA) and on October 2, 2014 it was re-launched as Swachh Bharat Abhiyan. Construction of toilets is one aspect of the Swachh Bharat programme. Nagaland Governor P.B.Acharya is one of the nine prominent personalities who was nominated as national brand ambassador by prime minister Narendra Modi. As stated, cleanliness campaign under the central ministries existed since the 90s and continue to be carried out side by side with Swachh Bharat. The Swachh Bharat campaign has taken off in most districts of Nagaland. While departments such as PHED, School Education and Urban Development have their own projects involving rural water, toilets and sanitation etc, the Swachh Bharat Mission under various district brand ambassadors have no budget but depend solely on goodwill from various patrons. Creating or spreading awareness is easier said than done. It requires total commitment of various institutions and volunteers. Such efforts cost money and the district missions have none. Goodwill donations from patrons will be the only means of obtaining funds for printing pamphlets or hanging banners. Clean up campaigns are being carried out in various district besides other measures to spread awareness. Dimapur district, especially the urban area has been covered through four mass social cleaning up campaigns during the past year. The biggest problem that has become a threat, come from the littering, poor garbage disposal and clogged drains. These are visible and for which much had also been written but somehow, what is unfortunate is that except lip service, nothing has changed. Drains are constructed without gradient for a one-directional flow and rampant encroachment where drains have been filled up for construction of buildings. Roadside drains had been constructed in the recent past, but the less said the better since these have only added problems instead of solving one. Awareness also has to become more proactive with the involvement of the masses through students, churches, village councils or wards etc. All in all, Swachh Bharat is a beneficial and needed development that will determine the mental and physical well being of the citizens.

If there is, you must get through it, not by ignoring it as an irritation, or by going up and over it, but by facing it and getting through it into the presence of Jesus Christ. Then that very problem itself, and all that you have been through in connection with it, will glorify Jesus Christ in a way that you will never know until you see Him face to face. We must be able to “mount up with wings like eagles” (Isaiah 40:31), but we must also know how to come down. The power of the saint lies in the coming down and in the living that is done in the valley. Paul said, “I can do all things through Christ who strengthens me” (Philippians4:13) and what he was referring to were mostly humiliating things. And yet it is in our power to refuse to be humiliated and to say, “No, thank you, I much prefer to be on the mountaintop with God.” Can I face things as they actually are in the light of the reality of Jesus Christ, or do things as they really are destroy my faith in Him, and put me into a panic?

Post-mortem of Rh. Raising at the Naga Hoho needs restructuring Speech meeting with civil societies
T
he grand elder Mr. Thepfulhouvi Solo, once in indigenous Naga parlance, metaphorically called it ‘Naga Haha’, to which Naga Hoho vehemently reacted to the hilt. Nevertheless, what the elder observed with premonition about the so-called apex Naga public organisation is now vindicated by the way it is being embroiled in a calamity. The calamity is not natural but Hoho’s made. As the Hoho was established with tribal representation, it can survive only with active presence of member tribal units. Although 6 tribes out of 14 Naga tribes in Nagaland walked out of Naga Hoho several years back, the 8 tribes remained with the Hoho and thus it has been surviving because of the presence of 8 tribes’ majority from Nagaland in the Hoho. Presently, when the 3 member tribes of Sumi, Ao and Lotha disassociated from the Hoho, only 4 solid tribes as Angami, Chakhesang, Rengma, and Pochury are in the Hoho. And we all know Zeliang tribe is socially divided as far as tribal organization is concerned. As of now, 9 out of 14 Naga tribes in Nagaland are not members of Naga Hoho which has only 4 solid tribes and Zeliang. The private debates on the lame duck Hoho and its validity are elicited now. We are already enlightened by the history of Nagaland Hoho that it was formed exclusively for the Nagas of Nagaland. However, from the pioneers I learnt that the Nagas of Nagaland and the Nagas of Manipur agreed to ‘merge’ into one and have a common platform under the nomenclature Naga Hoho during 1997. When two entities merged, each of the entity is conventionally bound to do away with its set up and surrender its autonomy to a common banner. Thus, the Nagas of Nagaland sacrificed its exclusive platform for the sake of the Nagas from two States. Since then the Nagas of Nagaland lost its platform to merger. Yet, technically speaking, when the merger was the resolution, the retention of United Naga Council (UNC) of Manipur was a misdemeanour to the spirit of merger. Practically the Naga Hoho could become the platform of Nagas from Nagaland and Manipur States only though we did not debar Nagas from other States from joining the Hoho. The merger gave birth to the division of the Nagas in lieu of unification as the erstwhile TMPO, now rechristened ENPO came into being. When 6 tribes under the then TMPO refused to join, and thus the Naga Hoho started with fractured house. The merger had also failed to rope in Nagas from Assam and Arunachal as the Naga Hoho does not have the active participation of our brothers from these two States. Thus, it is for us to realize out of the prevailing crisis that the merger had done its share of damage to the fraternal brotherhood of the Nagas. And we all know that recognition of Rongmei as an indigenous tribe of Nagaland by Nagaland Govt. on the strength of no objection certificate from Naga Hoho is the epic centre for
disassociation from Hoho by Sumi and Ao tribes. The Naga tribes from Manipur and particularly Rongmeis might have been disappointed at the rejection of recognition by several Naga tribes in Nagaland. Nevertheless, it is imperative for the Naga tribes in Manipur to place yourselves in the position of the Nagas of Nagaland whether your magnanimity can withstand the onslaught of the same magnitude. How come that Rongmeis who had no ancestral land in Nagaland could be equated with the indigenous Nagas of Nagaland? The Nagas of Nagaland cannot be cowed down by a person like G. Gwangphun’s bully whatever and whoever you may be. India refused to continue remaining under the colonial rule of Great Britain 7 decades ago. The India’s rejection of British dominion over Indians was because of using the land of Indians by British to control India was known as colonial empire. During the same period, the colonial administration was extended to part of the land of Nagas. Kohima was their headquarter. The present Kohima DC’s office area is reportedly known as the conquered land in those days during British colonial period. Similarly, granting the indigenous tribal status to Rongmei here in Nagaland is nothing less than colonization. Are the Nagas from Manipur attempting to make Nagaland a conquered land of yours? Had not NTC relentlessly and timely opposed the further recognition of Mao, the NPF led DAN Ministry set up a Commission headed by former Chief Secretary Mrs. Banuo Z. Jamir, IAS (Rtd) would have submitted its recommendation on the case in line with Rongmei tribe which would be followed by other tribes who had already submitted representations for the same. The Naga National Movement was initiated by the Nagas of Nagaland. The Nagas of Nagaland have been shouldering most of the bigger responsibilities for our movement till date with much sacrifice. How many Naga brothers from Manipur are being sheltered here in Nagaland? How many Naga brothers from Manipur have been accommodated in Govt. service in the guise of this tribe and that tribe in Nagaland? Can our common organisations survive if Nagaland stops monetary and logistic contributions? The Nagas of Nagaland do understand the political and economical disadvantages under which Nagas in Manipur are placed. The Nagas of Nagaland therefore seldom grudge over shares of contributions towards common interests. The Nagas of Nagaland, for a very long time, never talked about proportionate representation or equitable contribution. The Nagas of Nagaland have been the generous host all through these years. D e s p i t e, t h e a t t i t u d e o f G.Gwangphun seems to be the specimen attitude of our Naga brothers from Manipur towards the indigenous Nagas of Nagaland. I seldom come across our Nagas from Manipur saying ‘Thank you’ for our magnanimity and hospitality. Rather, the Rongmei is how Nagas

he Nagas have suffered and sacrificed too long for self-determination, the Naga Club submitted memorandum to Simon commission in 1929, the Naga declared Naga Independence on 14th August’1947, which has reaffirmed by the Naga plebiscite on may 16th 1951, and on22nd March’1956, Naga Republic day, the journey of Naga struggles has lost many lives and the sufferings and untold pain awarded by Indian army in Nagas territory was beyond imaginable, witness by the world. The treaty of Yandabo, which is known to Nagas in 1826, Nagas were majorly divided in two countries, British-India and Burma (Myanmar) People’s Republic of Nagaland condemned infamous Shillong Accord of 1975 and based on the Nagas history urge leaders of Naga Political organization to reaffirm ourselves for Freedom, Self determination and Identity. The colonisation through tribal recognition, the Nagaland State Development Zone (NSDZ) minus Art 371(A) and ILP and the Nagaland Petroleum and Natural Gas Rules and Regulations of 2012 are intended to exploit the Nagas of Nagaland. These are the factors adversely affecting the cohesion among the Naga tribes. Only those Nagaland tribes which are malleable are now remaining silent on the detrimental issues as though such issues are irrelevant. I wish we all realize our past commissions and omissions. Then redevelop confidence building for the sake of Naga fraternal brotherhood. The restructured Naga common platform should be based on mutual respect devoid of exploitive mechanisms. In my opinion, if the apex Naga platform is to be formed the following paraphernalia are the requisites. As much as Nagas in Manipur have UNC, that much is the entitlement of the Nagas of Nagaland to have its own Nagaland level common platform. To have a formidable apex Naga body, the Nagaland State unit has to be the cornerstone for obvious reasons. There is no argument that without a united Nagaland under a single tribal platform to be a unit of the apex Naga body, it can never become robust when restructured. Therefore, Nagaland must have a strong unified organisation with 14 tribes. So also let the Nagas in Arunachal Pradesh and Assam have their platforms. The four State organizations can then have the apex body with proportionate representation under a suitable nomenclature. In the event of anyone feeling hesitant to join the common platform, the likeminded members can have it conveniently. In any case, the common platform has to be restructured with full participation of all tribal units. To have a vibrant apex Naga platform, in my opinion, the following are considered to be prerequisites. a) Such platform should be absolutely neutral, very transparent and independent so that it is equipped with authority. b) The password for such platform is never allowing itself to become the sycophant of any syndicate of power. c) People who man the platform must have integrity, courage and calibre. d) The platform should be the property of the Nagas as a whole including Burmese Nagas. The Nagas badly needs a platform that unites and not that divides. To my understanding of the situation, those of us who are for restructuring the Naga platform are for practical unification of the Nagas. Whereas, our intention can be easily misconstrued to be anti-Naga Hoho and divisive by anybody. It is for anyone to conclude as to whether the existing Naga Hoho can unite particularly the 14 Naga tribes of Nagaland which I considered to be paramount. Z. Lohe

Government of India has also recognized land of the Nagas stating that land and its resources including minerals belong to the Nagas. Nagas are the owner of their land and everything in it. The Nagas and India are entering into a new relationship based on the ‘Framework Agreement.’ It is the time of reconciliation: This is the time of reconciliation, not fighting; this is the time of building bridge, not wall; this is the time of negotiation, not confrontation; this is the time of cooperation, not opposition; this is the time of reunion, not separation; this is the time of building relations, not destruction of relations and this is the time of embracing, not parting. The era of the Nagas has begun: The era of the British has gone never to come back. The era of occupation of Nagalim by India and Burma has to be ended to give way to the era of the Nagas. The era of the Nagas has begun according to the timing of the Lord. No power however big and strong can stop the Nagas from reaching their destination. The Nagas will be blessed in the east, in the west, in the north and south and everywhere. They will be successful in all fields and in whatever they do. It is the time for the Nagas to start building the nation. Building the damaged psychology of our people, broken relations with our neighboring people and nations through dialogue is a social necessity. Building the war-torn relation between India and the Nagas is indispensable. On top of that building our relation with God is imperative and paramount. In order to develop our land and move forward it requires of us to build up human resources. And that we need to establish science and technological and other schools, colleges and universities, medical colleges and universities, sports universities, religious universities, cultural institutions so that we grow physically, mentally and spiritually to become a creative people and community. To become a creative people, we must learn to live by the principle of self-reliance so that we produce our own bread and honey. We will be identified with what we create. What we have invented or created is our identity. We will rebuild everything destroyed by war. We do not have an identity until and unless we produce something made in Nagalim. MIP/Hebron
Culture, customary laws and usages
ulture is the total way of life of people from period to period. Human culture is the total way of life; means every activity of man from taking breath to any movement and activity of human life. From period to period means; it is not static; it goes on changing from time to time. Customary laws and usages are only a part of culture and therefore bound to go on changing from period to period according to the necessities of the people. At one period of time, the Lotha customary law provided the abandonment of all belongings of any house hold where unnatural death had taken place; including even a woman dying during child birth. At such occasion every family member was reduced to complete nakedness till anew dress was given by the neighbours for
replacement of their abandoned dresses. The execution of this customary law was so severe that the concerned household had to take several years to come out of such untold hardships of life. This practice of evil customary law was ordered to be given up by a resolution of the then Lotha tribal council, under the chairmanship of Khodao Yanthan of lakhuti village; only in 1952. From this period onward this evil Lotha Customary Law is no longer applicable in the Lotha tribe. That as far as I know; at one period of time; the Ao tribe did not bury their dead bodies. Today the Ao tribe freely bury their dead bodies. The above said two examples had clearly exhibited how customary laws and usages are changing according to the necessities and need of the people

efinition of a people and nation: A nation is the sum total of millions of people, thousands of villages, hundred or thousands of tribes and communities, who come from the same history, practice the same culture, profess the same religion and politics and who inhabit the same land. A group of people or a few tribes or communities are only parts of the people, not the whole people. People: People and history are inseparable People and land are inseparable People and culture are inseparable People and politics and inseparable People and state are inseparable People and God are inseparable. Sovereign state: Sovereign state is the giant machine through which people subdue nature. The state makes and unmakes things. It makes money and development. It makes man master of nature, master of the air, the sea and land. To build a sovereign state, we need millions of people, thousands of villages, tribes and communities. We need land and ocean, hills and valleys, rivers and forests, stones and irons, gas and oil and animals and birds. We need academic institutions and churches, swords and pens, organizations and Governments. The bigger the land and population the better the state; the bigger the number of tribes and communities the better the state; the bigger the rivers and forest the better the state. Village-state to nation-state: Our fathers begun their politics with village-state, but they found that the village-state was too weak to subdue nature. It was too weak to defeat the enemies and protect the people from aggressors. So the movement for nation-state started under the leadership of NNC. But after the failure of NNC, the Naga people continued the struggle under the banner of NSCN. After decades of fierce confrontations GoI and NSCN entered into a cease-fire agreement in 1997 and engaged in dialogue, which has culminated in the historic Framework Agreement of 3rd August 2015. The framework agreement: The Agreement is based on the uniqueness of Naga history, which means Nagas have never been a party to the Union of India or that of Burma. The government of India has, for the first time, recognized the sovereignty of the Nagas. The Naga people are now a recognized entity. However,

Further, as for work-charge
employees, they are not regarded as Govt. employees and hence, they are paid lesser salary. 5. That in view of the above stated facts and matters, direction may kindly be issued to HoDs of various department clarifying the fact that furnishing aadhaar numbers be made optional for identification of the various categories of employees. 6. Today some Naga tribes are talking about the infringement of their customary laws and usages; if reservation is given to the Naga Women for their participation in Naga politics. That throughout my whole life to this date; I have not come across more funny things than this type of infringement of the Naga customary law as said by some Naga tribes. It is more so when a Naga woman returns from any political contest is not a taboo; but when reservation is given; it is a taboo is hard to understand by any sensible Naga. I therefore firmly state that the alleged infringement of Naga customary law and usages in this area is not tenable. The Nagaland state Government mat therefore go ahead in giving reservation to Naga women
for their participation in Naga Politics, so that the Naga women shall have a chance to contribute their talents in Naga politics for the general welfare of the Naga as a whole. Only the ratio of the reservation has to be considered wisely: because the number of reservation shall be in addition to the open contest of the Political Posts. It is therefore suggested that it may not exceed 20 percent of the total number of contested posts; to be cent percent nominated by the Government, on the recommendation of the concerned tribe; after the election processes have been completed. A request to women on 33% reservation in Nagaland Municipal Act
Sir,
We have come across so many opinion and decision about this topic, however in conclusion no amicable solution arises as there is no “request or excuse” only argument and challenging each other for their constitutional right. Therefore I conclude this topic, I would like to place down my observation and request our women folks to abolish their demand. As at present if I am not mistaken, our women folks are far more better than that of their male counterpart. When we look at the competitive exam results and in recruitment of job vacancies, our women folk secure 60% to 70 % whereas their male counters getting only 30% to 40%. So I think there is no superior or inferiority among our gender. Living in democratic country and in Christian state, introducing reservation policy may not be wise as our population ratio is almost proportionate. Hence may I also request our cabinet to review their decision for greater interest of all Nagas for peaceful co-existence, as it is against the interest of various civil societies. Moreover in our Christian doctrine we are more or less same as we were made of same flesh and same bond to live together and to love each other. Hence please give up our burning issues and live the sweet life that was given to us by our creator and receive his blessings abundantly or otherwise we may invite God’s curse. DIMAPUR: Investiture ceremony of Rangers and Rovers was held at Don Bosco College, Kohima (DBCK) Monday with state training commissioner (Scout) SHQ as the chief guest. The initiative was taken Rover Scout Leader and AQM, SHQ, Kekrieselhou Theünuo, to start a chapter of the Rovers and Rangers movement in the college campus. Speaking on the occasion, the chief guest said the college have a much bigger role towards personality development and overall con-
duct of the students and that such initiatives like Rovers and Rangers could go a long way in that direction. Theünuo and guide captain, Baptist High, Kohima, Neisevonuo, coordinated and initiated the process of installation of Rovers and Rangers respectively. Rev. Fr. Roy George SDB Rector DBCK blessed the investiture ceremony while Rovers & Rangers coordinator DBCK Tsutshowe-Ü Sekhamo, the anchor of the programme, presented the formal welcome address. Principal DBCK, in
his address, highlighted the purpose of investiture ceremony as a significant instrument on the road to total development of the students. New Delhi, Oct 3 (PTI): Silver prices declined by Rs 50 to Rs 45,450 per kg at the bullion market today, tracking a weak trend overseas amid reduced offtake by consuming industries at domestic spot market. On the other hand, gold held steady at Rs 31,200 per 10 grams in scattered deals even as it weakened overseas. Traders said besides a weak trend overseas, reduced offtake by industrial units and coin makers at the local spot market, led to decline in silver prices. Globally, silver fell 0.39 per cent to USD 19.07 an ounce in Singapore today. Gold shed 0.11 per cent to USD 1,314.40 an ounce on speculation that Deutsche Bank is working to mend its finances, eroding demand for safe haven. In the national capital, silver ready fell by Rs 50 to Rs Rs 45,450 per kg and weeklybased delivery Rs 125 to Rs 45,600 per kg. Silver coins, however, continued to be traded at the previous level of Rs 77,000 for buying and Rs 78,000 for selling of 100 pieces.
New Delhi, Oct 3 (PTI): The Supreme Court today gave its nod to Nestle India and FSSAI to destroy 550 tonnes of recalled stocks of Maggi noodles which have passed shelf life and are in the possession of the company and the food regulator. A bench of justices Dipak Misra and U U Lalit said the stock which is stored at 39 locations of the company across India and the stock which is with Food Safety and Standards Authority of India (FSSAI) at Lucknow shall be destroyed as per the agreed procedures between both the parties. Senior advocate Arvind Dattar, appearing for Nestle India, said the stock will be destroyed at the incinerators of the notified cement plants by FSSAI and representatives of food regulator can also be present. Advocate Mehmood Pracha, appearing for FSSAI, said they are not opposed to destruction of stocks but there were some issues regarding disposal of the stock which are subject matter of SLP filed against the Bombay High Court order. NEW DELHI, Oct 3 (PTI): Manufacturing growth in India eased slightly amid a slower increase in new business orders while subdued inflationary pressure may prompt RBI to reduce key policy rate, a monthly survey said. The Nikkei Markit India Manufacturing Purchasing Managers’ Index (PMI)- a gauge of manufacturing performance- fell to 52.1 in September from 52.6 in August, indicating that growth in the sector lost some momentum. “The Indian manufacturing industry lost momentum in September as growth of new orders eased from August’s 20-month high,” said Pollyanna De Lima, Economist at IHS Markit that compiles the data and author of the report. Despite the fall in manufacturing growth rate, business conditions improved for the ninth straight month as the index held above the crucial 50 threshold. However, the rate of expansion eased since August and was relatively modest. Mumbai, Oct 3 (PTI): The State Bank of India today announced its entry into Myanmar by opening a branch in the capital city of Yangon, becoming the first domestic lender to do so. The Yangon branch is the 54th foreign branch of the nation’s largest lender, chairperson Arundhati Bhattacharya, who opened the office, said in a statement here today. This branch extends the global presence of SBI in 37 countries through 198 offices, she said. Bhattacharya, who became the first chairman to get a second term at SBI last Saturday, said: “SBI has been associated with Myanmar since 1861, when the erstwhile Bank of Bengal operated its branch in the then Rangoon. Later, as part of bank nationalisation, the operations of the Rangoon branch of SBI were taken over by the Peoples’ Bank of Burma in February 1963.” The Myanmarese central bank earlier this year allowed SBI to open a branch with the primary objective of extending wholesale banking services to foreign corporates. India has been a major trading partner of Myanmar for centuries. Since the signing of India and Myanmar trade agreement in 1970, bilateral trade has been growing steadily and rose from USD 328 million in 1997-98 to USD 2.052 billion in 2015-16.

Islamabad, Oct 3 (PTI): Leaders of Pakistan’s political parties today warned that any attempts by India to unilaterally revoke the Indus Water Treaty will be treated as an “act of aggression” and condemned India’s “interference” in Balochistan. In a joint statement, the leaders of the political and parliamentary parties at a special meeting chaired by Prime Minister Nawaz Sharif said they condemn the recent “unprovoked Indian aggression and repeated ceasefire violations that pose a threat to regional peace and security”. The leaders were briefed on the situation on the LoC by senior members of the Cabinet and Sharif, days after India conducted surgical strikes on terror launch pads in Pakistan- occupied Kashmir in retaliation to the Uri terror attack and repeated ceasefire violations by Pakistan. TOKYO, OCT 3 (AGENCIES): The first of this year’s Nobel Prizes has been revealed, kicking off with the award for Physiology or Medicine. B i o l o g i s t Yo s h i n o r i Ohsumi, of the Tokyo Institute of Technology, was awarded the medicine prize for his discoveries in autophagy -- the process whereby a cell recycles part of its own contents. Scientists had been aware of autophagy since around the 1960s, but knew little about how it worked -- until Ohsumi’s pioneering experiments with baker’s yeast in the 1990s. It’s important because autophagy can eliminate invading intracellular bacteria, and disrupted autophagy has been linked to Parkinson’s disease, type 2 diabetes and other disorders that particularly affect the elderly. The term “autophagy” can be translated as “self eating,” and was first coined by scientists studying cell behavior in the 1960s. At the time, researchers found a cell could destroy part of its own contents by transporting it to another compartment -- called the lysosome -- for degradation. Bogota, Oct 3 (Agencies): A narrow win for Colombia’s opponents to a government peace deal with FARC rebels has thrown the country into disarray, leading one journalist to starkly declare, “Nobody really knows what will happen tomorrow.” Likened to the fallout from the United Kingdom’s “Brexit” referendum, the vote’s unexpected failure has left the Colombian political classes reeling and unsure how to respond in order to save four years of hard negotiation with the Marxist militia. And while a meeting of the deal’s principals is scheduled for Monday morning, FARC’s financial disclosures -- and possibly a disarmament campaign that began last week-- have been questioned. In the weeks leading up to Sunday’s vote, many Colombians were angered by what they saw as insufficient punishment for those who perpetrated a litany of crimes against their people. It’s estimated 220,000 were killed in the 52-year conflict which displaced as many as 5 million people. At the height of its terror campaign, the armed group seized territory, attacked government forces and conducted
high-profile kidnappings. The rebels also hijacked planes, made millions trafficking cocaine and forced children to fight. For just over half of those who voted, the FARC’s past crimes were too much to forgive. The rejection of the plan has left the administration of President Juan Manuel Santos wrongfooted and, as the president himself said, “without a plan B.” Now the rebels and the Colombian government, facilitated by international leaders, will have to go back to the drawing board to re-imagine a peace that is acceptable to the people of Colombia, speaking on behalf of the victims of murder, extortion and kidnapping. “I hear those that said ‘no’ and those that said ‘yes’ and we all want peace. The militants attacked from four sides of the city in the middle of the night. Mahmood Danish, spokesman for the provincial governor, said Afghan forces had repelled the attack. Kunduz was briefly captured by the Taliban in September 2015 - the first time the insurgents had taken a major city - but government forces, backed by Nato, recaptured it within days. In southern Helmand province, militants have also taken a strategically important district to the south of Lashkar Gah, killing the local police

Islamabad, Oct 3 (PTI): Pakistan and India have agreed to reduce tensions after their National Security Advisors spoke over phone, top Pakistani diplomat Sartaj Aziz said today about the first such contact after the Uri attack and India’s retaliatory surgical strikes on terror launch pads across the LoC. Aziz said a contact was established between India’s NSA Ajit Doval and his Pakistani counterpart Nasir Janjua after recent tension between the two countries on the Line of Control (LoC). They agreed to reduce tensions on the LoC, Aziz said about the contact between the two NSAs for the first time after the September 18 Uri terror attack by Pakistani militants that soured ties. “Pakistan wants to reduce tensions on LoC and focus on Kashmir,” Geo News quoted him as saying. Islamabad, Oct 3 (PTI): Pakistan Prime Minister Nawaz Sharif today chaired a special meeting of all parliamentary leaders to brief them on the situation on the LoC after India conducted surgical strikes on terror launch pads in the Pakistan-occupied Kashmir (PoK). The leaders from different opposition parties expressed full support to the government amid current tensions with India. In their remarks, the leaders declared that the entire nation stands together when it comes to the Kashmir issue and the “Indian aggression”, Radio Pakistan reported. nnerwheel Club of Dimapur organised a fundraiser charity show “Ek Shaam Shiksha Ke Naam” of the movie MS Dhoni-The untold story. The project was a huge success with a house full response and tickets being completely sold out. Public showed up in huge numbers and were very appreciative of the project. The money collected shall go for the club’s Literacy Mission. The club has adopted the Govt school, GMS Zeliangrong and aims to soon convert it into a Happy School by providing all necessary facilities. The work on running water supply in school toilets was already completed and next the club is planning to provide the children with school shoes, library, drinking water etc. In long term the club aims to convert as many schools in and around the city as possible into Happy Schools. The club is also working on teachers training and other aspects of literacy to uplift the education system. While speaking on the occasion as the chief guest Lemtur impressed upon the successful vaccination of all pet dogs for total eradication of Rabies from the Country. The CVO Dimapur Dr, Temsu Ozukum delivered the keynote address, he regretted that one person every ten minutes dies from Rabies every year, yet human Rabies is completely preventable if adequate measures are taken care. Correspondent Kohima, Oct 3 (NPN): Western Angami Students’ Union (WASU) trounced Pfütseromi Youth Club 4-0 to advance to the next round of the ongoing 17th edition of the NSF Martyrs’ Memorial Trophy on Monday. Playing the last match of the day, WASU boys dominated the game but they had to wait till the second half to break the dead-lock. Pfütseromi’s defence was tested time and again by the WASU players, but the latter couldn’t make any successful breakthrough in the first half. However, seven minutes into the second half, Keviselie Terhüja found the net to give WASU 1-0 lead. 10 minutes later, Kikrukhrielie Kuotsu netted the second goal, followed by the third goal in the 56th minute through Nouneneilie Medoze. Moving into the final minutes, Nouneneilie scored the fourth goal in the 65th minute to make it 4-0. Injured Shikhar Dhawan ruled out of third Test kolkata, Oct 3 (Agencies): India opener Shikhar Dhawan has been ruled out of the third and final Test against New Zealand, the Board of Control for Cricket in India’s (BCCI) media manager said here on Monday. The third Test starts from Saturday in Indore. India have already taken an unassailable 2-0 lead in the three-match series. Dhawan, who picked up a knock on his left thumb from a Trent Boult delivery in the third over of India’s second innings on Sunday, has suffered a fracture and is advised at least 15 days’ rest.

Swarnambika IPS, SDPO Mokokchung stressed on the importance of sports to stay fit, healthy and peaceful, which is the ultimate aim of all human beings. She said table tennis as a sport is in a sorry state in India and lauded the efforts of MDTTA for organizing such tournament to promote the sport. Kewhimia open wrestling c’ship on Oct 22
Kohima, Oct 3 (NPN): The 2nd Kewhimia open wrestling championship (under 25 years), organized under the aegis of Kewhizou Entertainment Team (KET), would be held on October 22 at D. Khel ground, Kohima village. The event was initiated by parliamentary secretary for Youth Resource and Sports, State Lotteries and chairman DPDB Kohima Khriehu Liezietsu to promote indigenous wrestling among the
youth of Kohima village.” The open wrestling championship under 25 years is organized with the goal to encourage and train the young wrestlers of Kohima village for the ultimate stage in indigenous wrestling event i.e. Naga wrestling championship, said organising committee convenor Ketholhoutuo Belho. The winner of the tournament would be awarded a cash prize of Rs. 35,000, 2ndRs. 20,000 while 3rd and 4th
would receive Rs. 15,000 and Rs. 10,000 respectively. The losing quarter finalists would receive Rs. 5000 each and also, Rs.5000 has been set aside for the best tactic. Interested wrestlers can avail the registration forms from L. Khel-Neisaü Dzüvichü, T. Khel- Mhasizotuo Sekhose, D. Khel-Suosahie Sachü and P. Khel-Ahu-u Rutsa. The last date of form submission of forms is October 19.
Di Matteo sacked by Aston Villa London, Oct 3 (Agencies): Aston Villa have sacked manager Roberto Di Matteo after just one win from their opening 12 matches this season. Saturday’s 2-0 defeat at Preston left Villa 19th in the Championship despite a summer of spending under new owner Tony Xia following relegation. Di Matteo was brought in as the permanent successor to Remi Garde, but the Italian’s reign is over after just four months. Steve Clarke will take charge until a new manager is appointed. A club statement read, “Aston Villa Football Club has today parted company with manager Roberto Di Matteo. The Club decided to act following a run of disappointing results which has the left the team occupying 19th position in the Championship.” “The Club would like to place on record its appreciation to Roberto for all his efforts in helping rebuild the squad and wish him well for the future.” Di Matteo twice broke the Championship record for a transfer fee in the summer window, bringing in Ross McCormack for an initial £12m and then paying Bristol City £15m for Jonathan Kodjia.
