DIMAPUR, OCT 3 (NPN): Irate residents of three colonies of Dimapur City- Landmark, Supply and Duncanalong with GBs and council members blocked the stretch of the NH 36 along DhobinallaFiring Range road at DuncanPWD junction, for more than two hours Monday morning, demanding immediate restoration of power supply to the area. It may be pointed out that power supply to the area had been cut off since over six days, after the 500 KVA transformer, that looked like a relic, vacillated between life and death before it conked out with a bang on September 28.

Govt declares puja holiday DIMAPUR, OCT 3 (NPN): State government has declared October 10 and 11, 2016 as general holiday on account of Dussehra (Durga Puja) instead of October 9 and 10, 2016. In a notification, the home commissioner, Abhijit Sinha, stated that October 9 (Sunday) has also been declared as restricted holiday on account of Dussehra (Durga Puja).

Ntl Consumer Helpline for NE

SHILLONG, OCT 3 (PTI): Union minister Ram Vilas Paswan today announced setting up of a national consumer helpline for the northeast region. “Out of six places, we will install one national consumer helpline in Guwahati, Assam for the benefits of the consumers of the region,” he told reporters after chairing the Hindi Salahakar Samity meeting held in the city here. The Union Consumer Affairs, Food & Public Distribution minister informed that so far 49 such helplines have been set up across the country which will ensure that consumers can file their complaints from anywhere including from mobile phones. This was possible after the Centre had proposed the amendment to Consumer Protection Bill, which is expected to be passed in the next Parliament session, the minister said. “We have given Rs 1 crore for lower courts and Rs 10 crore for Commissions,” he said, adding that under the new Bill, consumers can file their complaints even before they purchase.

The situation was not unforeseen, in fact the Association of Power Engineers Nagaland(APEN), had issued frequent warnings about the impending breakdown of power system. APEN warned that transformers were overloaded and equipments could not be maintained- all due to scarce funds. The department hurriedly managed to get its hands on a transformer but unfortunately, the capacity was only 250 KVA, half the capacity of the earlier transformer. The consequence was that the 250 KVA transformer also conked out as it could not handle the load demand. Residents of the colonies have been waiting in vain for some respite from the heat and humid-

ity besides mosquitoes but the DoP could hardly do anything much except give assurances. The residents claimed that the DoP had made assurances to replace the damaged transformer with another 500 kVA transformer but that did not materialise. After being forced to suffer for days and nights on end, the residents took to the streets and blocked the main road in protest. “Citizens have been suffering and are fed up of the excuses made by the department and such protest would be an example for others too,” said one protestor. DoP officials comprising JE, SDO (Electrical), EE (Electrical) along with police personnel reached the spot to try and negotiate with

the irate residents in order to have the road blockades removed. DoP officials also assured the residents that a transformer would be installed as replacement but this failed to cut ice as the residents held their ground that they will block the road till a replacement transformer was installed. The residents finally agreed to remove the more than three hours of road blockade when DoP officials promised that the replacement transformer would be brought to the site as replacement within one hour. After an hour, the promised 500 KVA transformer arrived and was installed at the side of the road , signalling the end of the crisis.

Meanwhile, speaking to Nagaland Post, EE/ electrical division, Er. Imesenkaba informed that the department had already made arrangements in the morning for bringing the “new” transformer for installation. While acknowledging the hardship faced by the residents, Er. Imesenkaba however said public could have approached the higher authority and the officer in-charge, before resorting to blockade, bandh etc. Imesenkaba also said that power would be restored through the installed transformer after it was charged for two hours. There had been similar cases of transformers bursting due to overload in Dimapur as well as other districts.

NEW DELHI, OCT 3 (NPN): Ministry of DoNER would prepare a new revised guidelines with the objective of expediting development projects in Northeast by simplifying procedures to avoid delay and at the same time bring in more transparency. This was announced by the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), Dr Jitendra Singh in Guwahati on Monday. At a joint meeting of Ministry of DoNER and Government of Assam, Dr Jitendra Singh disclosed that judicious time-bound planning and monitoring of projects using Space technology, satellite imaging and IT tools like Portal and App would be put to optimum use to avoid undue delays. Emphasising on the completion of the ongoing projects without resorting to parking of funds, Dr Jitendra Singh said no fresh sanction for new projects will normally be issued if unspent balance of the State is more than 1.5 times of the normative allocation of the State on account or Utilisation Certificates (UCs) due is more than 5 per cent of the total release. Dr Singh also advised the state governments to prepare DPRs and get them vetted techno-economically and recommended from SLEC in order to avoid delay.

Naga unity must for successful peace talks: Gov DIMAPUR, OCT 3 (NPN): Nagaland governor PB Acharya, has reiterated that unity among the Nagas was a prime necessity to enable ongoing peace talks be successful. In a communiqué the Governor lamented that division and disunity among the hohos, for whatever cause, could lead to sacrificing peace and development in the state. The state governor further revealed that he was “ver y much concer ned” about the unity of the tribal hohos in order to carry forward the ongoing peace talks of NSCN (I-M) with Government of India. Acharya expressed deep concern over the dissociation of three major tribal bodiesAo Senden, Lotha Hoho and Sumi Hoho- from the Naga Hoho. The government felt that the ongoing peace talks should not be derailed by the disassociation of three main Hohos from Naga Hoho. “These tribal bodies may have genuine and logical reasons for their disassociation with Naga Hoho,” Acharya said. He, however, maintained that whatever may be the reasons for their disassociation, the civil society, NGOs, student bodies, mother’s association, etc should stand united to make the peace talks successful. The governor pointed out that after a long 17 years, the central government under the “dynamic leadership” of

Narendra Modi, was trying to address the protracted Naga issue “to arrive a respectful solution.” He reminded that the NSCN (I-M) had already signed framework agreement with Government of India on August 3, 2015 and therefore, appealed to all other groups to initiate talks with the Government of India to come to a respectful solution. “Naga people have been going through many turmoil all these years. Now it is right time to solve the problem and make Nagaland march with jet speed for peace and development,” Acharya said. The governor stated that the empowered educated youth, women and men were eagerly waiting for peace and development in the State. Further, the governor appealed to all the tribal bodies, hohos, NGOs, civil society, student bodies, mother’s association, etc. to stand united for early and respectful solution. The three apex tribal bodies – Ao Senden, Lotha Hoho and Sumi Hoho- under the aegis of Central Nagaland Tribes Council(CNTC) had resolved on August 24, 2016 that they would quit the Naga Hoho after expiry of the 30-day deadline( August 31,2016) if the latter did not revoke its recommendation to the government for recognition of Rongmei as an indigenous tribe of Nagaland.

KOHIMA, OCT 3 (IANS): The Nagaland government has proposed to implement the eHospital concept in two of its major hospitals in order to ease their data and services management. Under the initiative, stateowned Kohima-based Naga Hospital and Dimapur-based Civil Hospital -- that attract 40 per cent of patients in the state -- will be the first to adopt the concept. eHospital is an open source health information management system (HMIS) which is configurable and easily customisable with multitenancy support. It is designed to deploy in cloud infrastructure to manage multiple hospitals seamlessly. It will include eBloodBank and Online Registration System (ORS), as well, said a statement. Besides, there will be “online appointments with various departments of different hospitals -- using eKYC data of Aadhaar number, if patient’s mobile number is registered with UIDAI. In case not it will use patient’s name”, the statement said. It also said: “The new patients will get appointment, as well as Unique Health Identification (UHID) number. If Aadhaar number is already

linked with UHID number, then appointment number will be given and UHID will remain same.” The eHospital concept confirms to HL7 Standards -- a set of international standards for transfer of clinical and administrative data between software applications used by various healthcare providers -- for managing health care service delivery in government hospitals in India. Under it ORS, eBloodBank solution is available to government hospitals over cloud for accelerated infusion/adoption of ICT tools and healthcare standards as a part of the initiative. To promote the initiative, the National Informatic Centre(NIC) is providing eHospital software and cloud infrastructure free of cost as of now. “eHospital is powerful, flexible, and easy to use; and is designed and developed to deliver real benefits in terms of ITeS from outdoor clinics, IPD, Laboratories, Blood Bank and Hospital as a whole,” the statement said. “eHospital runs on Linux and MS Windows platforms and can be easily customized to suit the requirements and reflect priorities of hospital management team,” it said.

IMPHAL, OCT 3: Health services authority in Manipur has issued an alert against dengue after fresh cases of suffering from the dreaded disease were detected in Imphal on Monday. According to state health officials, four members of a family in Thangmeiband area of Imphal were tested positive for dengue besides detecting Dengue virus (DENV) carrier mosquitoes at many places of the Thangmeiband and its surrounding localities. Officials said some people of the area, who were developing similar symptoms, were also admitted to some hospitals in Imphal. Following the development, all stakeholders have been advised to take immediate measures to keep their surroundings clean as well as to take up anti-larva drive, particularly in Imphal city and valley areas. Medical officer of Imphal West district Dr Sashikumar, who visited the area and the family affected, today along with a medical team, said that they found almost all members of the family were suffering from high fever. When their blood samples were tested at JNIMS hospital laboratory, four of them had been confirmed dengue fever. The blood samples of the four patients will be sent to a testing laboratory outside the state for Elisa test as facility of this test was not available in the state, the medical officer maintained. Another team of Epidimology Cell of state medical directorate too visited the locality along with medical practitioners from RIMS hospital, Imphal. They also found dengue virus career larvae in some water storage tanks in some houses, said an official of the team while talking to reporters at the site. He said that measures to control the virus career mosquitoes like anti-mosquitoes fogging drive will be taken up immediately to control the disease from further spreading. The officials asserted said that all suspected dengue case and those developing similar symptoms will be provided treatment free of cost at government hospital including JNIMS and RIMS hospitals.

Nagaland among states with a low financial literacy NEW DELHI, OCT 3 (PTI): About 50 per cent of government employees have an “average financial literacy” level, as per a survey that was conducted by the pension fund regulator, PFRDA. “48 per cent of government subscribers, who participated in the survey, have an average financial literacy, 28 per cent have high financial literacy and 24 per cent have low financial literacy,” the survey said. The Pension Fund Regulatory and Development Authority (PFRDA) surveyed 10,111 government employees to assess the level of financial literacy and awareness about NPS (National Pension System). In the survey, 5,075 central government employees from the central government (CG) and central autonomous bodies (CAB) and 5,036 employees from the state government (SG) and state autonomous bodies (SAB) participated.

The survey said financial literacy is the highest for CAB subscribers followed by CG and SAB subscribers with the SG staff faring the worst among the participants. It further said that 29 per cent of male subscribers and 19 per cent of female subscribers participating in the survey showed high financial literacy. On the other hand, 30 per cent of female participants and 23 per cent male had low financial literacy. “Financial literacy is higher for the participating employees with high contribution level,” PFRDA said. Among the state government officials, 40-60 per cent of the employees of the apricipants fell under the ‘average financial literacy’ bracket. Gujarat, Himachal Pradesh, Uttaranchal and Punjab are among the states with highest financial literacy, while north-eastern states like Arunachal Pradesh, Manipur, Meghalaya, and Nagaland figured among sates with a low financial literacy. In the various age groups, financial literacy is high for the participants in age group of 36-40, 41-45, 46-50 years and is lowest for 18-25 year age group.

SC scrutinises impact of mobile towers Wildlife Week 2016 at NZP Rangapahar NEW DELHI, OCT 3 (PTI): The Supreme Court today initiated a scrutiny of “deleterious” effects of radiation emanating from mobile towers and sought a report from the Centre on several aspects including steps taken to enforce standards for such emissions. “What are adverse impacts of such mobile towers? Is there any agency to monitor? Have you (Department of Telecom) got a system in place to enforce the standards, if any, for radiation from such towers,” a bench comprising Chief Justice T S Thakur and Justices C Nagappan and A M Khanwilkar asked. The bench directed Additional Solicitor General P S Patwalia, appearing for the DoT, to file a report apprising the court about issues including the effects of radiation and steps taken to contain them. During the hearing, the bench asked DoT how it has been enforcing standards for emission of radiation from these towers. “Are the standards of radiation from cell towers in the country at par

with international standards,” it asked, adding how many mobile towers have been installed by the service providers in the country so far and whether they have been checked by the DoT. On being pointed out by lawyer Prashant Bhushan, appearing for a Noida resident, that such towers have been installed in residential areas and near schools, the bench wanted to know from the government whether there were any regulations on the issue and if yes, what are those. “How many violations of regulations have been reported,” the bench asked and sought information from DoT about the action taken so far against the violators. The apex court also asked the government to set a time-frame to make all phone service providers “fully compliant” to radiation standards and norms. “I need some time to respond,” Patwalia said. The bench then posted the batch of petitions, including the one filed by Noida resident Naresh Chand Gupta, for further hearing on October 17.

Earlier, the court had sought response from the Centre and others on a plea seeking protection of citizens from “deleterious” effects of radiation emanating from mobile towers. Besides the Centre and DoT, the bench had also issued notices to Department of Telecommunications (DoT), New Okhla Industrial Development Authority (NOIDA) and M/s Indus Towers Ltd, the firm which has installed some mobile towers in Noida. The bench had then tagged the PIL filed by Gupta with other similar pending pleas on the issue. Gupta, in his PIL, had referred to the deleterious effects of radiation, emanating from cell phone towers. “There is a huge chunk of scientific data linking radiation from cell phones and towers to adverse health effects in people and animals. “The adverse health effects range from headaches, sleep disturbances, dizziness and other neurophysiological disturbances to life-threatening brain tumours radiation from cell phones and towers has

also been linked to sweeping decline in population of honey bees, sparrows and other birds and animals,” the petition had said. The plea has sought a direction to DoT to “drastically reduce the exposure limit from cell towers and ... cell phones keeping in line with stricter norms followed in other countries and recommendations of scientific studies”. “Prohibit installation of cell towers within a distance of 500 metres from residential areas, schools, hospitals, markets and other places with dense human population, and wildlife habitation, and direct removal of towers already so installed,” it had said. The plea had also sought creation of a mechanism for “continuous monitoring of radiation from cell towers and putting the data in public domain”. Besides, the PIL has sought setting aside of the permission granted by the Noida authority to Indus Towers Ltd to install cell phone towers on the building of a community club of Sector 15 A in Noida and shift it to a green belt.
