DIMAPUR, OCT 3 (NPN): Against the backdrop of apprehensions of influx of Rohingyas to various parts of the North East including Nagaland, Central Nagaland Tribes Council (CNTC) has sounded a wakeup call on the state government by expressing grave concern over the latter’s ‘apathetic attitude’ in not enforcing measures to prevent rampant inflow of illegal immigrants to Nagaland. CNTC media cell also said the government’s enforcement of the law to detect and deport illegal immigrants was lax and a “far cry” from being effective. In this regard, CNTC

Petrol, diesel to cost less NEW DELHI, OCT 3 (PTI): Bowing to public pressure, Centre on Tuesday cut excise duty on petrol and diesel by Rs 2 per litre each to moderate the relentless rise in fuel prices witnessed for the last three months. Petrol and diesel will cost Rs 2 a litre less from Wednesday after the first excise duty cut by the Modi government comes into effect. The excise duty cut would cost the government Rs 26,000 crore in annual revenue and about Rs 13,000 crore during the remaining part of the current fiscal year that ends on March 31, 2018, an official statement announcing the reduction said. The government had between November 2014 and January 2016 raised excise duty on petrol and diesel on nine occasions to take away gains arising from plummeting global oil prices.

questioned the chief minister and legislators for remaining mute (to the recent increasing influx of illegal immigrants) which has reached menacing proportions, despite clear cut directive from the union Home ministry to deport all illegal immigrants. While other states were apprehensive about the influx issue, CNTC said it was bewildered by the “deafening silence and the inaction” of the elected representatives. It wondered whether the MLAs were even aware of these things and how risky and vulnerable the local population has become now.

CNTC buttressed its concern on recent reports of Rohingyas who have reportedly infiltrated into Dimapur and Kohima. It questioned the state home minister in particular as to what steps and directives had he taken on the refugees entering the state? CNTC said while other states had already stepped up vigil along the borders, with all security agencies put on high alert, Nagaland government was “still insensitive and indifferent on such a serious issue.” Taking serious note of the recent spate of crimes by immigrants across the state, CNTC appealed to all tribal hohos and organisations of Nagaland against remaining mute spectators anymore. It also urged all to “join hands in curbing this danger as time was already running out for us.” Further CNTC added that the fight was “for our children and their future”. Meanwhile, CNTC has extended its support to Western Sumi Hoho’s demand to install the InnerLine Permit (ILP) checkgate at its earlier original place.

Illegal immigrants can’t claim fundamental rights: Govt to SC

Central government on Tuesday, in its fresh response to the PIL filed by two Rohingya refugees challenging their deportation to Myanmar, categorically told the Supreme Court that illegal immigrants cannot claim fundamental rights which are otherwise available even to non-citizens. “Considering the very nature of such a decision which are to be taken on a case-to-case basis, there cannot be any comparison or claim of discrimination based upon some earlier decision taken with respect to one set of illegal immigrants vis-à-vis another set of illegal immigrants,” stated the Ministry of Home Affairs (MHA) in its affidavit.

The MHA was responding to a contention raised by some of the Rohingya petitioners in SC that the Indian government, by a notification in September 2015, allowed illegal immigrants from Pakistan and Bangladesh to stay in India without valid travel documents after they fled their countries due to fear of religious persecution. The petitioners called it discriminatory that the government was not extending the same relief to Rohingyas who also had to flee Myanmar due to persecution. But the Centre shot down this argument, stating that these administrative decisions are taken on a case-to-case basis and that there cannot be any claims based on parity.

Chumu ‘public rally’ against influx of IBIs

Tribal Union Chumukedima Town (TUCT) on Tuesday announced that it would be holding a public rally to create mass awareness on the menace of “random influx of Illegal Bangladeshi Immigrants (IBIs)” on October 5 at 9 a.m. at Saturday Weekly Market, Chumukedima. In a press release, TUCT president, Lhousito Khro, stated that random influx of IBIs was “chocking our economy and threatening the peaceful coexistence of our people in everyday life.”

Money laundering case: Vijay Mallya arrested but gets bail LONDON/ NEW DELHI, OCT 3 (AGENCIES): Beleaguered liquor baron Vijay Mallya who was arrested in London on Tuesday in a money laundering case filed by the Enforcement Directorate, before being released on bail by Westminster Magistrates’ Court. The 61-year-old flamboyant businessman, already out on bail on an extradition warrant executed by the Metropolitan Police earlier in 2017, was released on the same bail conditions as before to appear for his trial on December 4. Speaking to PTI outside the court room, Mallya said that has “done nothing wrong” and described the allegations against him as “fabricated”. “I deny all allegations that have been made and I will continue to deny them,” he said. “I have not eluded any court. If it is my lawful duty to be here, I’m happy to be here,” he said, adding, “I’ve given enough evidence to prove my case.” The judge, Chief Magistrate Emma Louise Arbuthnot, said that Mallya has been freed on the “same bail conditions as before”

E a r l i e r, t h e U K ’s Crown Prosecution Service (CPS), which is arguing the case against Mallya on behalf of the Indian government, had confirmed the arrest. “Vijay Mallya has been arrested on money laundering charges and will be appearing in court today,” a CPS spokesperson said. Sources in New Delhi said the arrest was pursuant to the extradition request made by the Indian government based on money laundering charges against Mallya. The case is being probed by the ED and the central probe agency has already filed a charge sheet against him and others in a

Mumbai court. Arbuthnot has been hearing Mallya’s extradition case at Westminster Magistrates’ Court on his previous arrest warrant executed by Scotland Yard in April. He had been arrested by Scotland Yard on an extradition warrant on behalf of the Indian authorities on April 18. He had attended a central London police station for his arrest and was released on conditional bail a few hours later after providing a bail bond worth 650,000 pounds, assuring the court of abiding by all conditions associated with extradition proceedings, such as the surrender of his passport and a ban on him possessing any travel documents. Mallya’s trial in that case is scheduled for two weeks, starting December 4. The embattled businessman, who has been based in the UK since he fled India in March in 2016, is wanted in India for his erstwhile Kingfisher Airlines’ default on loans worth nearly Rs 9,000 crore. It remains to be seen if both cases will be clubbed together, which may lead to a delay in the trial date.

DIMAPUR, OCT 3 (NPN): Apex Sumi women organisation, the Sumi Totimi Hoho (STH), along with Western Sumi Totimi Hoho (WSTH) and Sumi Aphuyemi Kiphimi Kuqhakulu (SAKK) have strongly condemned the rape of a 60-year-old woman at Mishilimi village under Pughoboto on September 6 last by a migrant worker indentified as one Mutibur Rahman, son of Abdur Rahman of Karimganj district, Assam. In a press release, STH president, Khegholi K Chophy, and general secretary, Viholi A Jimomi, affirmed that the hoho support the 30-day ultimatum served on Zunheboto district administration by the All Sumi Students Union (SKK). WSTH: Western Sumi Totimi Hoho (WSTH), in a press statement issued by its joint secretary Tovili Yethomi, also condemned the incident and demanded the law enforcing author-

ity to grant befitting punishment to the accused so no such crime was repeated in the future. SAKK: Sumi Aphuyemi Kiphimi Kuqhakulu (SAKK) denouncing the rape incident asserted that such a heinous and gruesome crime committed against “our mothers and sisters by illegal immigrants” should be condemned by all. In a press release, SAKK president, Khekuto V Achumi, and general secretary, Inushe Assumi, appealed to the responsible authorities and law enforcing agency to award befitting and exemplary punishment to the accused in order to avert recurrence of such crimes. Further, SAKK also strongly affirmed to extend support to the three-point resolution passed by the All Sumi Students’ Union (SKK) to flush out illegal immigrants from Zunheboto district jurisdiction.

DIMAPUR, OCT 3 (NPN): Nagaland State Mineral Development Corporation Ltd. (NSMDC) has issued a clarification to the statement issued by Nagaland Public Rights Awareness and Action Forum (NPRAAF) over alleged Double Drawal Authority for construction of RCC bridge across Tizu river in Nimi-Laluri Mineral Link Road under Geology & Mining department In a press note, NSMDC managing director (MD), T. Longri Ao clarified that the project for construction of Mineral link Roads and Bridges in the ZipuMoke (9 Km), Wazeho-Satuza (8 Km) and Nimi-Laluri (20 Km) sectors was executed by NSMDC “having requisite technical manpower and on appointment as the Implementing Agency for the project under NLCPR vide notification No.PLN/ NLCPR/GM-8/2006 dated 30th June 2008.”

The MD also stated that the construction of bridges in the allotted sectors included bridges over Chizuti river (24 m span) and Tizu river (100 m span) at an estimated cost of Rs. 20.54 crore. The cost of Tizu bridge was subsequently revised and the total cost for bridges enhanced to Rs. 41.26 crore, the MD said. Accordingly, he said the sanctioned fund for the bridges, as per the approved estimated cost of Rs. 20.54 crore, was released in three phases and the balance amount of Rs. 20.72 crore, from the approved revised cost of Rs. 41.26 crore, was further released in two phases: 1st Phase- Rs. 10.09 crore released on January 13, 2017 under State Plan (Additional Fund) during 2016-17 and 2nd phase- Rs. 10.63 crore released on May 1, 2017 under State Plan (RE) during 2017-18.

Govt launches special course to train teachers NEW DELHI, OCT 3 (IANS): The Human Resource Development (HRD) Ministry on Tuesday launched a diploma course in Elementary Education to train teachers across the country for teaching students up to Class 8. The Ministry intends to train all such teachers with minimum qualifications by 2019, as per the amended Right of Children to Free and Compulsory Education (Amendment) Act, 2017. The online or distance learning course, having a duration of one year and six months, has been designed with the help of National Institute of Open Learning (NIOS) and so far about 15,00,000 teachers from both private and government schools have registered for it, said NIOS Chairman Chandra Bhushan Sharma at

the launch here. The lectures for the course have been uploaded on the “Swayam” platform -- a repository of Massive Open Online Courses -- of the Ministry and will also be telecast on Doordarshan’s education channels. A mobile app was also launched on the occasion through which teachers can get access to the lectures. This would be the last time that the teachers were being given this chance to become certified teachers and no extension would be given beyond March 31, 2019, when the course gets over, HRD Minister Prakash Javadekar said at the event. In the aftermath of Sarva Shiksha Abhiyaan, a great number of teachers -- many of them with only school level educa-

tion -- were hired to fulfil the shortage and expand the education base in the country. According to the RTE Act, 2010, all 11 lakh such teachers present then were to be trained by 2015. “But we saw that in six years’ time from the passing of the Act we were able to train only four lakh teachers... Then we brought the amendment which was passed with unanimity in both the Houses. We had argued in the Parliament then that it is children’s right to be taught by trained teachers,” Javadekar said. About 2,82,000 teachers have registered for the course from Bihar -- the highest -- while West Bengal has recorded registration by about 1.3 lakh teachers. Assam, Uttar Pradesh, and Madhya

Pradesh combined accounted for one lakh registrations. “This is the largest such training registration drive ever in the world,” the Minister added. The fees for the course if Rs 6,000 and around 12,80,000 teachers have paid it so far. There will be a total of 1,080 lectures during the course with three conducted everyday. The Minister said the lectures will be given in two languages, while the text and the subtitles will be in 10 languages. The eligibility for admission, the Chairman of NIOS said, was 50 per cent in Class 12. “But those who fell short of 50 per cent can give an exam with us and if they score 50 per cent or above they will be eligible for the admission in course,” he said.

Meanwhile, the MD clarified that the name of the road appearing as “MiniLaluri Link Road” in the 1st Drawal Authority and NimiLaluri Link Road in the 2nd Drawal Authority” s an inadvertent clerical error.” Reiterating that the name of the sector was “Nimi-Laluri Mineral Link Road”, MD informed that the payment as released in the 1st and 2nd D.A was paid in full to the appointed contractor, “Viu Angami, Class-I Government Registered contractor.” It may be mentioned that the Geology & Mining (G&M) department on October 2, 2017 had clarified that it had nothing to do with the sanction/ drawal and implementation of the work for construction of road/bridge, saying the G&M department and Nagaland State Mineral Corporation (NSMDC) “unfortunately” have the same demand No.54.

DIMAPUR, OCT 3 (NPN): Making a strong pitch for an effective anticorruption body (Lokayukta) in the state, ACAUT has raised several concerns on the powers and function of the Lokayukta. The issues were discussed during its meeting with the Standing Committee on the formation of Lokayukta on September 26, chaired by parliamentary secretary for Housing, Er. Levi Rengma. ACAUT pointed out that in order to allow Lokayukta to have teeth and be effective in tackling the systemic and pervasive corruption, it was imperative to have an investigative wing, prosecution wing and to have the provision for Lokayukta to take up cases suo motu. ACAUT also made it clear that the Lokayukta cannot be accepted unless the prior sanction of the appropriate authority clause

was removed. Thus raising these concerns, ACAUT said the sub-committee for drafting of the Lokayukta has decided to hold the next meeting on October 7. Meanwhile, ACAUT said it would be drafting the points of Lokayukta to be submitted to the drafting sub-committee. U n t i l s u c h t i m e, ACAUT said it had decided to put on hold the public resolution for “All Nagaland agitation.” While asserting that ACAUT was all out working with sense of urgency for implementation of the Lokayukta Bill at the earliest, it reminded the state government not to play dilly-delaying tactics in the implementation of the Lokayukta. In addition, ACAUT also reminded the state government to immediately terminate those backdoor appointments made post June 6, 2016.

TCLPeF lauds GoI for NCSA begins 3-day inviting NNPGs for talks mass casual leave DIMAPUR, OCT 3 (NPN): Expressing delight at the formal invitation extended to the NNPGs by the Government of India (GoI), the Tirap-Changlang and Longding People’s Forum (TCLPeF) has thanked and appreciated the interlocutor, RN Ravi, for taking such a bold step. In a press release, TCLPeF president, N Changmi, said that it was “as demanded by us during our interaction” at Chumukedima on July 7, 2017 and also by many other civil society organisations to involve all the stakeholders. It maintained that engaging in formal talks with the NNPGs was a big leap towards a lasting and peaceful solution. Further, welcoming the move of the government of India, the forum stated that it was encouraged to see the step taken. “With this, the government of India has once again displayed the seriousness and maturity in understanding the long pending Indo-Naga political issue to arrive at a logical conclusion,” TCLPeF stated. Meanwhile, the forum expressed hope both the government of India and the NNPGs would be able to hammer out an acceptable and honourable solution and would fulfil the long cherished desire and aspiration of the people at the earliest.

KOHIMA, OCT 3 (NPN): As announced last month, the Nagaland Civil Services Association (NCSA) on Tuesday began a three-day mass casual leave to press their demand related to service. NCSA president, Kevin K Zehol, told this correspondent that the mass casual leave protest would continue till October 5. He, however, said that the protest could be called off if the state government fulfilled their demand. Zehol said around 200 NCS officers out of 283 members from various districts of the state converged at Kohima on Tuesday and held consultative meeting. He said NCSA officials also met the state chief secretary. Further, he said that the mass casual leave was part of get-together of the association to discuss the issues related to the service of the association. NCSA president, however, refused to disclose the charter of demand of the association, adding that it would be informed in due course of time. Admitting that the mass casual leave would affect the smooth functioning of the administration in the state, the NCSA president has appealed to the public to bear with the inconveniences. K Y M C
