NU teachers to go on mass casual leave DIMAPUR, OCT 4 (NPN): Central Executive Council Nagaland University Teachers’ Association (CEC-NUTA) of the three campuses of the Nagaland University have unanimously resolved to endorse the decision of the Federation of Central University Teachers’ Associations (FEDCUTA) and All India Federation of University & College Teachers’ Organisations (AIFUCTO) to observe International Teachers Day by taking mass casual leave. In a press release, CECNUTA president, Prof. Sangyu Yaden, and secretary general, Dr. Tovishe Phucho, stated that NUTA members from all the three campuses would go on mass casual leave October 5, 2016 and display banner in support of the FEDCUTA. The protest is against service conditions in terms of denial of regular promotions, pension and public funding of education by increasing budget cuts and privatization and commercialization of education. Among others, the demands include university autonomy, democratic structures of governance and democratic space for dissent, discussion and debate.

ENCSU phaseIII stir begins

DIMAPUR, OCT 4 (NPN): Eastern Nagaland College Students’ Union (ENCSU) has affirmed that its proposed phase-III agitation would begin on October 5, 2016 and stated that agitation would continue till the demand for allocation of four MBBS seats to BT candidates was fulfilled. In a press release, ENCSU chairman Longre Chang and joint secretary Nokchem Angth warned that if any unwanted situations arose in the course of its ensuing phases of agitation, the government would be held solely responsible. Meanwhile, ENCSU said all the emergency services, security forces, magistrate on duty and the students appearing end semester exam were exempted from the preview of the agitation. (Full text on p6)

INP reacts to media reports

DIMAPUR, OCT 4 (NPN): Intanki National Park (INP), field director, has reacted to the news items “Intanki National Park - Haven for illegal logging”, “community effort to save Intanki National Park” and “Forest Department for protection of Intanki National Park”, which appeared in sections of the media on May 18, 2016 and May 19, 2016. In a press release, INP field director, sought to clarity “factual ground realities” and stated that the allegations published in the newspapers were thoroughly investigated into and were found to be “incorrect, unfavoured and unsubstantiated by facts on the ground.” The field officer said the department has submitted comprehensive proposal for development of the INP in the similar line as other National Parks of the country. The officer further said the department was committed to protection of the INP with active support of the local communities.

Row erupts over surgical strikes Sanjay Nirupam

MUMBAI/NEW DELHI, OCT 4 (PTI): A political slugfest today erupted over India’s surgical strikes on terror launch pads across the LoC with Mumbai Congress chief Sanjay Nirupam calling it “fake”, provoking stinging criticism from BJP even as his own party said it “totally dissociates” from his remarks. “Every Indian wants surgical strikes against Pakistan but not a fake one to extract just political benefit by BJP. Politics over national interest (sic),” Nirupam tweeted, kicking up a row over the emotive issue. The Congress leader went on to demand “some evidence” to prove the surgical strikes did take place and accused the Centre’s ruling BJP of indulging in politics over the issue. With patriotic sentiments running high amid soaring tensions with Pakistan, Union Minister Uma Bharti said leaders who cast “doubt over the army’s surgical strike should take Pakistani citizenship”. “Those leaders who say that if Pakistan is demanding evidence about surgical strike,

they should be given the evidence, such people should take the citizenship of Pakistan,” Bharti told reporters in Pune. The Congress had yesterday asked the government to put forth “credible” evidence of last week’s surgical strikes, carried out by the Army across the LoC, to “expose” Pakistan which has denied any such action. Congress senior spokesman Anand Sharma had also sought to dismiss the claim that the surgical strikes on terrorist launch pads was the first such retaliation by the Indian Army, insisting that it had responded earlier too “as per the need or provocation”. “Around a week ago when the DGMO on behalf of the government announced that a surgical strike has been carried out against the Pak terror camps in PoK, we all supported. Kejriwal should not “belittle the great leadership, courage and sacrifice of armed forces under the garb of seeking proof,” Prasad said, and alleged that he had given Pakistan a chance to question the army’s assertion. “It was most painful and unfortunate that the AAP leader was in Pakistani media headlines today as his remarks yesterday gave it a chance to question Indian army’s claim,” the BJP leader said, wondering why he was being swayed by Pakistani propaganda. India has been successful in isolating Pakistan politically and diplomatically but Kejriwal is being guided by Pakistani media reports, Prasad said. Prasad also questioned former Union home minister P Chidambaram, saying why was he (P Chidambaram) joining the bandwagon of those who were doubting the capacity of Indian jawans in conducting surgical strikes. He asked Congress to come clean on Chidambaram’s comments. In a televised speech yesterday, Kejriwal had “saluted” Prime Minister Narendra Modi for ordering the surgical strike but also referred to some international media reports and an UN group observations, both of which appeared to question its authenticity, as he asked the Prime Minister to “unmask the Pakistani propaganda”.

NPCC exposes report card of DAN govt. Dimapur, Oct 4 (NPN): Nagaland Pradesh Congress Committee(NPCC) has pointed out several alleged corrupt practices and burning issues confronting the state and concluded, that these were a consequence of loss of political accountability of the DAN government in Nagaland. In a hard hitting statement, NPCC president K.Therie revealed that the NPCC had passed a resolution to the effect at its general session on September 30,2016 in Kohima. NPCC slammed the state assembly for losing its freedom to raise questions and discuss issues. It said that members of the house assemble “ for 15 minutes to fulfil constitutional requirements, to enable them to withdraw public funds”. Slamming the members, NPCC said “ we are experiencing an oppositionless government with absolute power to absolutely corrupt”. Among the resolution, NPCC said the state budget of Rs.14000 crore vanished into thin air and all CSS funds misappropriated. The party also alleged that during July 2016, MGNREGA funds to the tune of Rs.470 crore were released sufficient to enable payment of 70 man day wages but instead, the money had been “snatched from the hands of helpless villagers.” NPCC alleged that the MLAs “pocketed Rs.1 crore each” from the above fund. Therie also disclosed that the party had submitted a memorandum to the Governor for

appointment of an impartial commission headed by a retired justice of a high court. However, NPCC said though the Governor had been issuing statement against corruption, “ he has not acted on our memorandum.” “Development had come to a halt” said NPCC by pointing to roads that “look more like river streams” and taking the state backward to the 19th century while other states were moving forward with four-lane, six-lane, flyovers, metro railways and better air connectivity. NPCC also pointed to the erratic power supply and interruptions and people in foothill areas still depending solely on private ring wells when hundreds and thousands of crore of rupees supposedly spent for augmentation of drinking water. The party also slammed the government for not paying salaries and still continuing with backdoor employment. NPCC also hit out at the DAN government for failing to respond to the “distress call of the people” and leaving them defenceless because the government has avoided making decisions. It cited the incidents in Tuensang and Kiphire districts, the February 6.2016 incident at Yayi river under Rurur village where properties were destroyed in daylight. NPCC blamed the government of failing to anticipate and control the situation and failing yet to compensate and rehabilitate victims. The party also hit out at the NPF for having an alliance with “ a political party

which has open agenda of Hinduism” despite knowing that Christians continue to be persecuted in parts of India under the “cloud of BJP”. NPCC asserted that “NPF alliance with BJP is a challenge to Christian faith” and saw no reason why “Christians should promote anti-Christians”. NPCC said the inability of NPF to control greed identify them as “morally low class people” who were sacrificing even their faith for lust of money. NPCC said power has gone to the heads of “opportunists, political turncoats and leaders” who have no concern for people but claim that they had “come together for political solution” and instead, lacking “political will and courage to initiate”. NPCC said the members have sweet tongues but no vision and only united to rob the development and welfare funds and also bonded by antidefection law. However, NPCC claimed there was serious trust deficit among the government and that the walls would collapse before 2018 elections. It said people are currently crushed between squabbles for power where corruption and nepotism overrode justice, equality and rights. These, said NPCC were the failures and predicaments that lead to conclusion that the “main obstacle to peace and development is the NPF-led BJP-DAN government”. NPCC therefore, appealed to all like minded citizens to join hands with Congress to remove “corrupt NPF-BJP government”.

NSSATA 7-day ultimatum on govt Gov greets Pochury, Khiamniungan communities DIMAPUR, OCT 4 (NPN): Nagaland Sarva Shiksha Abhiyan Teachers Association (NSSATA) has served a seven-day ultimatum on the state government to fulfil its fourpoint demand, failing which the association would take up phase wise agitation. In a press release, NSSATA president Aliba Sangtam and general secretary Thungchamo Lotha stated that the ultimatum would come into effect from October 5, 2016. The association has demanded payment of pending salaries for five months. Claiming that they were appointed as regular state government employees through proper channel, the NSSATA demanded that the salaries of SSA teachers (2010-13) be made from the Non-Plan revenue expenditure. Further, NSSATA demanded that the state government strictly adhere to the National Mission (SSA)/ MHRD, rules/guidelines, funding procedure to avoid instalment lapses and delays

DIMAPUR, OCT 4 (NPN): Nagaland governor, PB Acharya, has extended his warm greetings to the Pochury community on the occasion of Yemshe festival and the Khiamniungan community on the occasion of Tsokum festival. In his message, Acharya said both the festivals were “great harvest festival” of the Pochury and Khiamniungan community of Nagaland. He said most of the rural population in Nagaland were dependent on agricultural product, adding that men and women were working in the fields “to meet our food requirements.” He said the state should focus on more welfare project/schemes for the welfare of farmers by reaching out to them and motivating them to go for Kisan Credit Card, Kisan Soil Card etc. of Central Government Welfare Projects and Jhan Dhan Yojna, Re. 1 insurance. AYO campaign for environment today Dimapur, Oct 4 (NPN): Angami Youth Organization (AYO), which has called for “a moment of solidarity to enable our environment” in Kohima on October 5, 2106, beginning from 6am to 6pm within the jurisdiction of Kohima district, on Tuesday reiterated that the call was “in the conviction of our duty of solidarity for humanity, for the coming generations, and to campaign for an environment that will enhance and be suitable to sustain and support lives”. In a press release, AYO president Medo Yhokha and general secretary Rokoketou Sechü, said environment/climate issues have become too imperative to be ignored, adding that the issues cannot be left to the next generation to address this implacable fact. AYO asserted that environment was in an unprecedented point of vulnerability and that the damage and the threat to human existence had become too important to be left unattended. It further said if the present generation

did not react sensibly now and accept the responsibility in the current situation and act upon it for the welfare for the future generation. The release said, “We need to act to repair what can be repaired, conserve what can be conserved to prepare a future for ourselves and for posterity.” Angami Youth Organization (AYO) said the initiative was called to stir the mind of the present generation and to help them change their attitude and behaviour towards Mother Nature and the environment which would in turn create a world that would enable a decent and convenient living for the coming generation. In exercise of its initiatives, AYO has appealed to the citizens of the district to follow a few guidelines: 1. All vehicles to remain off the road for the day. 2. All mills, crushers, print, fabricating houses, workshops, cafes, constructing agents using planners and other power driven equip-

ments, etc, to down, cease their power driven machinery, activity for the day. 3. Minimal and judicious usage of power on home appliances such as TVs, refrigerators, PCs etc. 4. All vehicle owners, drivers to cease engines even at home or garage. Angami Youth Organization (AYO) has specifically clarified that the initiative was not a bandh and that there will not be any restriction on human movement or other activities except on the engagement or usage of the above highlighted medium(s). The organization has urged all government offices, corporate houses, establishments etc to maintain compulsory attendance on the day. The release further said that business establishments, institutions, offices, schools, etc. were expected to remain open and fully functional similar to all other working days. all the concerned citizens, “to take a walk to work, do a work with human driven energy, feel a day with nature – a day without dependence on fossil fuel energy related life, to take a walk for a healthy and better life, a day to enable our environment to recoup its vitality for human sustenance.” The following listed people and institutions are being exempted within the purview of the call on October 5. 1. DIMAPUR, OCT 4 (NPN): Co-Ordination Committee on Fuel Adulteration (CCoFA) has appreciated all the All Nagalad Taxi Association (ANTA) units, Dimapur District Truck Drivers’ Welfare Trade Union, Dimapur District Truck Owners’ Association, and the Pick-up associations for voicing solidarity with the September 10, 2016 public resolution demanding CBI enquiry into the “interstate fuel adulteration mess.” It said that all the ANTA units and commercial vehicles staying off the road was an indication that common citizens have had enough of all the corruption in the state. While reminding that the state government has the authority and power to institute Central Bureau of Investigation (CBI) inquiry into the issue, CCoFA warned, “and yet, if the CCoFA is forced to implement highway bandh in the state as per the 10th September public resolution, the government is to be squarely blamed.”

On the occasion of the World Animal Day, which was celebrated on October 4, the state governor, PB Acharya, has appealed to all the stakeholders, government, NGOs, village councils, student bodies, civil society groups etc. to come together to preserve the birds and animal and its natural habitat from extinction. In his message, the governor said though Nagaland was blessed with rich habitats for animal kingdom, every day “our natural resources are being misused, our forests are being destroyed randomly, and habitats are being fragmented for roadways, illegal wildlife trade and poaching are wiping out entire populations of animals and birds.” He said the Blyth’s tragopan, which was one of the most beautiful birds among the Pheasants found in India and also a state bird, was hardly seen in the wild anymore and was on the verge

NEW DELHI, OCT 4 (PTI): The government has made Aadhaar mandatory for availing cooking gas (LPG) subsidies but has given two months grace period for citizens to get the unique identification number. Government currently gives 12 cylinders of 14.2-kg each at subsidised rates per household in a year. The subsidy on every cylinder is transfered in advance directly into bank accounts of individuals, who then buy the cooking fuel at market rates. “Individual desirous of availing LPG subsidies are hereby required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication,” an Oil Ministry order said. For those not yet having Aadhaar, it gave time till November 30, 2016 to make application for enrolment for the unique identification number. Oil marketing companies have been asked to facili-

KOHIMA, OCT 4 (NPN): General secretary, Nagaland Baptist Church Council (NBCC) Rev. Zelhou Keyho said Christianity has brought transformation in the society, some of which were very positive. He said even so, the churches still struggle with many undesirable elements and forces in the given context. He said instead of minimizing the problems, these forces were giving birth to more problems. The general secretary was addressing the Morung lecture on “Role of Religion in Promoting Inter-Tribe Harmony among Nagas”, initiated by The Morung for Indigenous Affairs and Just Peace and the Morung express at Jubilee Memorial Centre KABA, Lerie Kohima on Tuesday. Keyho said church was

not the only institution but in a Christian majority society, church had a greater role to play. He said that in order to see changes in the society, church could play a positive role in her teaching, preaching and education. He informed that each tribe had its own distinctive culture and practices yet there were many similarities as well. Thereby he said, rather than dwelling on the differences, Nagas must learn the art to forge ahead where similarities were found. Keyho said tribalism was killing and pulling Nagas apart and questioned whether it was because of inequality in various aspects. He pondered as to whether it was because Nagas had nothing to do and fragment “ourselves” into groups or perhaps there were too many leaders spoiling the curry, each wanting to protect

themselves and do things their way. He also insisted that Church should come out strong on corruption and clean her corrupt practices that were not Biblical and must make positive influence to the society and not be influenced by the society. President Nagaland Catholic Association (CAN) Elias T Lotha, said Naga social front presented a gloomy picture where Nagas have tribal divides, fractured into TPO, ENPO, CNTC, NTC and Naga Hoho, UNC etc while on the political front, he said, Naga fratricidal history continues though much less in scale. Lotha said evil was allowed to control and take much pride in rushing into violent action and said there was an urgent need to transform “our own selves”. He said the journey of the

Church does not end in establishing inter tribe harmony alone but on harmony amongst the tribes towards a new journey. He said much was needed to be pursued and accomplished by members of the Naga tribes and members of the Christian community. Senior lecturer, Clark Theological College Dr. Eyingbeni Humtsoe Nienu said there was a need for a shift in understanding of land from property oriented to peopleoriented theology, from materialism to cosmic relationship and from progeny to divinity. She insisted that people in the community should be taken into confidence as they lived with the consequence of either peace or violence and their stories and viewpoints were essential to building and keeping peace. Further she opined on Institution of Peace Committees/Departments under every Church Association to promote, sustain and safeguard peaceful existence among Naga tribes. Nienu said “Mission as Peace Work” was achievable when every Christian and every local church, collectively and individually, engaged in the ministry of reconciliation by viewing it as a joyful duty to God and to each other. Church leaders, human rights activists and others attended the lecture. The lecture session was followed by interactions.

FLCC conducted at Naga United Village DIMAPUR: Financial Literacy & Credit Consultancy (FLCC) camp supported and managed by NABARD was held on September 28 at Naga United Village council hall. Sr. branch manager N. Pichano Patton opined that banking services needed to cover all the unbanked, therefore FLCC were being conducted. She encouraged the participants to open bank accounts, cultivate saving habits and maintain good relationship with the bank so as to avail various banking facilities provided by Nagaland State Co-operative Bank (NSCB) Ltd. She also reminded that loanees should timely recover their dues. Resource person branch manager Joshua Swu, briefed the participants about the overall banking system. He explained in detail various types of saving deposit, term deposits, insurance scheme viz PMJJBY & PMSBY and all types of loan products offered by NSCB. He requested the village leaders to guide the villagers in maintaining good linkage with the banks. He advised them to be cautious while issuing NoCs, PRCs and land valuation certificates. Churches and NGOs must take extra initiative to inculcate savings and recovery ethics to its members for the welfare of the society at large. He added that to satisfy fast changing customer needs, the bank has introduced Core Banking system and facilities such as NEFT, RTGS and ATMs in recent times. DIMAPUR: Kohima police personnel from Tseminyu Police Station on October 3 arrested one person for smuggling IMFL. According to a press release issued by PRO, police personnel from Tseminyu police station while on routine patrolling, spotted a vehicle parked alongside the road on NH-2. On checking, the police team detected 720 bottles of MC Rum from the vehicle. The arrested person has been identified as Khiboto Assumi of Phishumi village and presently residing at Khushiabill, Dimapur. During interrogation, the arrested accused revealed that the consignment was being transported from Assam to be disposed off at Zunheboto. In this connection, a regular case under NLTP Act was registered against him for conducting further investigation.

DIMAPUR: National Level Monitoring (NLM) team from Ministry of Rural Development (MORD), New Delhi, led by Dr. Ambuj Mohapatra successfully concluded the inspection of the District Rural Development Agency (DRDA) Longleng. The central team inspected the various schemes implemented under MGNREGA, IAY, NRLM, PMGSY, IWMP-PMKSY, NRDWP, NSAP and SBM (G) at Longleng and Tamlu block. K

During the visit the team leader had an interaction session with the deputy commissioner Longleng along with the officers and staff of central sponsored scheme departments on September 22, followed by field visit from September 26 to 30 basing on the selection of 10 villages by MORD. The team proceeded to Tuensang to celebrate Gram Panchayat Day (GPD) on October 2 at DRDA Tuensang.

DIMAPUR: Youth organization of six villages under Peren district held a consultative meeting on September 24, at Peren town, hosted by Peren Youth Federation towards protection of the flora and fauna in the district. In its joint statement, six youth organizations namely, Peren Youth Federation, Peletkie, Jalukie, Tamphung, Puilwa, Mpai Youth Association lamented that majority of the villages solely depended on forest and its resources for their livelihood. It expressed dismay that rampant encroachment and destruction of natural habitats for commercial purpose mostly from outside the village had caused imbalance and insecurity to the environment. In this regard, the house reaffirmed to ban hunting, fishing and extraction of natural resources within its own village jurisdiction. The village youth organizations sternly warned that any individual or group found violating the ban order would be penalized heavily and dealt with as per the resolution of its own village youth organizations. In this regard, it also stated that it would not be held responsible for any untoward incident. The next consultative meeting has been scheduled to be held tentatively in the month of March 2017.

DIMAPUR: One-day free dental camp at Zhipfhemi community building, Khezahkeno village was conducted by Chüketshe Society (CKS), Khezhakeno in collaboration with Advanced Dental Aesthetic & Implant Clinic, Kohima on October 1, wherein a total of 152 patients registered for the dental camp. A press note by CKS president, Medovelo Koza and secretary press and media, Lhouvetsho Koza stated that the dental team was led by periodentist & oral implantologist Dr. Pfokrolo Koza and president, Indian Dental Association, Nagaland State Branch (IDANSB); prothodentist Dr. Nungotso Vero; dental surgeon Dr. Venyiteü Nuh and support staff nurses N. Moie Phom and Tsenbeni Lotha. Patients availed free dental treatment, free medicines, toothbrush, toothpastes and mouthwash from the visiting dental team. Earlier, the dental camp began with an invocation by pastor, Khezhakeno Baptist Church (KBC) Khupo Koza followed by short speeches from the president, Chüketshe Society (CKS) Medovelo Koza and Dr. Pfokrolo Koza, who shared on various issues related to dental health.

DIMAPUR: Mass social work and an awareness programme under Swachh Bharat Mission involving all government employees would be conducted at Mokokchung town on October 7. Mass social work in six selected public places in the town would be conducted from 6:00 to 8:00 AM with an awareness programme at Imlong place where deputy commissioner & chairman, District Level Review and Monitoring Committee, (DLRMC) Mokokchung, Sushil Kumar Patel and brand ambassador, SBM, Mokokchung, Supongmeren would address the gathering. The programme would be chaired by EAC, HQ, R. Daniel Angami. On the occasion, major cleanliness drive would be carried out in MMC Shopping Complex, Hospital Area/Parking lot, Salangtem Market, Sewak Gate, Police Point and Old Town Hall/Vegetable Market. Work distribution has been made to ensure that all the employees from various departments are evenly engaged in all the six public places. All controlling officers have been directed to instruct their respective employees to come with spades, shovels daos etc. PHE, RD and Urban Development would co-sponsor the requirements of broom, juice and banner. The staff of MMC and Imkongliba Memorial Hospital have also been informed to participate in the social work in their respective premises. DIMAPUR: Five-day women skill development workshop was held on October 3, at Mezoma village, organized by North East Zone Cultural Centre (NEZCC) Dimapur in association with Culture Guard. The workshop would conclude on October 7. Gracing the programme, department of forest, environment & climate change, ACF T. Husie Kuotsu, who is also one of the ‘Kikrakrü’ in the village asked the gathering to maintain one’s identity through preservation of culture and tradition.

Expressing his concern on practice of transfer of agedold items beyond the village, he said that “we” needed to develop ideas and combined with the standard passed down to the generation to enrich/ promote the culture. He also pointed that women should have the skill to develop one’s own needs. He felt that there was a great need to organize similar event for the men folk also which would go a long way in preservation of culture. Village council chairman, Thepfükuolie also spoke on the

occasion and appealed the participants to avail maximum advantage from the workshop. He also expressed gratitude to the NEZCC Dimapur under ministry of culture for organizing this rare activity in the village. Altogether 33 participants attended the workshop. ‘Wildlife week’ celebrated at Mon

DIMAPUR: Department of Environment, Forests and Climate Change conducted a program on October 4 at St John’s School in Mon district with the theme of “working together for wildlife” as part of the ongoing “wildlife week” celebration in the country from October 2 to 8. ACF Mon division, Suman Sivachar IFS as the

speaker, engaged the students with trivia on animal facts. The students were informed about the success of Amur Falcon conservation that had been brought about in Nagaland with the collaborative efforts of various departments, NGOs, people and communities working closely hand-in-hand. Awareness was given on

the conservation and breeding efforts of the state bird, Blyths Tragopan. The participants at the program were urged to discourage hunting, create awareness amongst family & friends about wildlife conservation and to plant trees in and around their homes. The students also took a pledge and principal of St John’s school, Jose, addressed

DIMAPUR: National Voluntary Blood Donation (NVBD) day was held on October 1 at Government Higher Secondary School, Phek organized by blood bank district hospital Phek and DAPCU. Addressing the gathering, senior specialist DH, Phek, Dr. wethselo Tsuhah encouraged the students to be

an agent of change in removing the myth and misconception of donating blood. He urged the participants to donate blood to save lives. He also adviced the students to create awareness to friends and relatives to donate blood, emphasize the importance of blood donation and show humanitarian

service to the needy and the poor. He explained the aims and objectives of blood donation and basic facts of blood donation. While exhorting the students, principal of the school, YP Singh said frequently that there was emergency need of blood during accidents, operation, delivery, wherein

blood supply was not enough to meet the requirements. Free blood grouping and HIV screening were also carried out. IEC materials such as posters, pamphlets’ and booklets were also distributed and displayed. Documentary film on blood donation was also screened to mark the day.

Govt committed to ensure sufficient power supply: Ibobi struct another 400 KV substation at Yurembam in Imphal West, the chief minister informed. The Thoubal sub-station would be able to transmit power to Imphal East, Ukhrul, Thoubal and Chandel while the Yurembam sub-station will supply power to Imphal West, Senapati, Tamenglong, Bishnupur and Churachandpur. There was the need for early completion of these projects for an uninterrupted power supply in the state, the chief minister said. At the same time, he expressed his unhappiness over the slow progress in the implementation of these projects while wishing for transfer of the projects to the state government. “I wish that the projects be transferred to state government,” he said reminding that the construction of 400KV sub-station in Thoubal is being targeted to complete within a record time of one year. The chief minister, who is also chairman of NERPC, further said that government was targeting to provide 3.5 lakh prepaid meters to the power consumers of the state by December 2016. The prepaid meter system has now been switched across the four

valley districts and district headquarters and sub-divisional headquarters of hill districts of Manipur. Ibobi who is also incharge of power department said that the present peak demand of power in the state was 140 MW. With the commissioning the two 400 KV substations around 1000 MW capacity, power will be available in the state which would be enough for the state’s power requirement for the next 20/30 years. Asserting that in addition to the already commissioned 400 KV line from Silchar to Imphal, the state government has already proposed another 400 KV line from Misa (Assam) via New Kohima and Mariani(Assam) to make a loop for sustained power supply. The meeting was attended SD Dubey, chairman of Central Electricity Authority, PK Mishra, member secretary of NERPC, S Ganguly, managing director of OTPC, N Sarat Singh, MD MSPCL and chairman of TCC. Addressing as chairman of the North Eastern Regional Power Committee (NERPC) at the 17th Technical Coordination Committee Meeting held in Imphal’s Hotel Classic Grande, Singh drew the attention of Power Grid Corporation of India (PGCIL) in realising the government commitment. Recently, Ibobi asserted that the state government was working overtime to ensure that there was sufficient power supply in the state for the next 50 years. Towards this end, there was the need for expediting the infrastructure development works, he said and urged the Power Grid Corporation of India (PGCIL) to pay due attention to completion of construction of power substations being taken up by the company in the state. The incident occurred around 10 PM, the police said adding the fire, which spread quickly, was finally put under control withing 30 minutes by the combined effort of Fire Brigade, state police forces and others residing within the campus. The police said computers, photocopy machines, hard copies of thesis of University researchers and other study materials were burnt in the incident. Investigation was on to find out the reason and those responsible behind the incident, the police added.

4 children drown in flash flood

Aizawl, Oct 4 (PTI): Four children including three girls drowned today in a turbulent stream near Electric Veng locality in Aizawl, the police said. Lalpekhlui (10), Linda Lalhlimpuii (9), Lalpekkimi (4) and Danny Lalhriatpuia (11) were drowned by a flash flood during heavy downpour this evening while playing in a stream called ‘Theihailui’, the police said. Danny Lalhriatpuia, the elder brother of Lalpekkimi was rescued from the swirling waters, the police said, adding the body of Linda Lalhlimpuii was recovered downstream, while a search was on to recover the bodies of other three children.

Vigil intensified along Indo-Bangla border

Agartala, Oct 4 (PTI): Security forces intensified vigil along the 856 km long Indo-Bangla International border in Tripura after the surgical strike by the army inside PoK, but no threat perception prevails, a top police officer said here today. “We do not see any threat perception as such in the border here. However, stringent surveillance along the border is being maintained and BSF has also been alerted”, DGP K Nagraj told reporters. A quantum of central paramilitary force like BSF, CRPF and Assam Rifles were shifted to Kashmir recently from the state, he said. “The shifting of forces will not affect anything here,” he added.

Gov flags off first flight of Spicejet in Mizoram

Aizawl, Oct 4 (PTI): Mizoram Governor Lt General Nirbhay Sharma today said more flights in the northeastern sector will be helpful in the implementation of the Centre’s Look-Act East policy. Sharma flagged off the first flight of Spicejet Airlines at the lone Lengpui Airport near Aizawl and hoped that the airlines would start morning flights for people flying to Delhi. With the entry of Spicejet, three airlines are now operating flights connecting Lengpui Airport. The other two are Air India and Jet Airlines. Spicejet Airlines officials told PTI that a 78-seater Q400 aircraft will fly on the Kolkata-Aizawl-Guwahati route on a daily basis from today.

NRL pays highest-ever annual dividend to Assam government

Guwahati, Oct 4 (PTI): Numaligarh Refinery Limited (NRL) has paid the highest-ever annual dividend of Rs 63.6 crore to the Assam government, which holds 12.5 per cent stake in the company, for the financial year 2015-16. The final dividend cheque of Rs 31.79 crore was handed over to the Assam Chief Minister Sarbananda Sonowal by NRL Managing Director P Padmanabhan last evening, NRL said in release here today. This is in addition to the interim dividend of an equivalent amount handed over to the state government in March this year. The chief minister while acknowledging the contribution said that NRL was an invaluable asset of the state and the government will continue to support this Assam Accord Refinery in all its endeavors towards growth and progress. Among others present on the occasion were NRL Director (Technical ) S R Medhi, Director (Finance) S K Barua and Principal Secretary to the govt of Assam, Industries and Commerce Department Ravi Capoor.

Include four zones in power grid project: Khandu Itanagar, Oct 4 (PTI): The Arunachal Pradesh Chief Minister Pema Khandu has urged the union Power Minister Piyush Goel to include four left out zones in the 132 kv transmission grid project. The zones are Khup-Tawang, Rupai-Namsai, Bomdila-Kalaktang and Likabali-Basar. Khandu also pitched for consideration of a proposal for 89 mw solar park at Tezu. The chief minister also requested the union ministry to consider for reopening of the Namchik-Namphuk coal field, it said.

AGARTALA, Oct 4 (Agencies): Applicants to the MBBS course at the Agartala Govt Medical College have accused the government of disobeying the high court order to fill up vacant seats from the state entrance test merit list. The court had on September 29 ordered the government to cancel its selection of candidates from the list of national entrance and eligibility test. According to reports, 12 candidates out of 15 central quota candidates at AGMC had not turned up for admission within the stipulated time for the current session. As per the Supreme Court’s guidelines, vacant seats in MBBS courses can be filled up from the state entrance merit list or the NEET list for this year only. Consequently, the state government conducted a state-level entrance test but opted for NEET candidates to fill up the 12 vacant seats. Protesting candidates said all 12 seats could have been filled by candidates from Tripura, had the government opted for the state merit list. “Just to accommodate the daughter of Dr Hiranmoy De, a leading figure of a proCPM doctors’ association, the government gave preference to the NEET merit list and denied the interest of the students of Tripura,” Subhankar Sarkar, a guardian of an aspirant, said. Counsel of state entrance candidates Arun Kanti Bhowmik argued that the state has to prioritize students who passed the state entrance exam when central quota seats come back under the state’s domain. He said De’s daughter was being favoured as she had achieved a low rank in NEET and was allotted an expensive private medical college. Now the state government’s effort is to rescue De from the huge expenditure by awarding his daughter a seat at the low-cost AGMC, he added. The aspirants have moved the high court seeking admission. The HC division bench has directed the state to fill up the seats with candidates qualified in the state entrance test as the seats have become the state’s property.

Three IAS officers Ravi Dhawan, Ruchika Katyal and Brij Mohan Mishra have been transferred from Arunachal Pradesh tothe Government of National Capital Territory of Delhi (GNCTD). 7 dead, 13 injured in accidents Haflong, Oct 4: In a two separate road accidents, seven persons were killed and ten other passengers were injured today in Dima Hasao district. The incident took place near APTF camp between Manderdisa and Lumding around 2:30 pm when a truck coming from the opposite direction collided with a passenger van killing seven passengers on board including one minor girl; namely Pirush Thaosen, Amrit Malakar (driver), Bijuni Rajiyung (minor girl), Sebon Dey, Anil Dey, Manuwa Shaw and Chineu Shaw. New Delhi, Oct 4 (PTI) The ruling AIADMK in Tamil Nadu today accused the Centre of politicising the Cauvery water sharing issue and asked it to withdraw the petition submitted yesterday seeking modification in the Supreme Court order. The All India Anna Dravida Munnetra Kazhagam (AIADMK) MPs, led by Deputy Speaker of Lok Sabha M Thambidurai, took out a protest march from Parliament House to the Prime Minister’s Office in South Block after the 49-member contingent was allegedly denied permission to meet the PM. “The central government is engaged a political game. They want to politicise the issue,” Thambidurai told reporters after the march was stopped by the security personnel in front of the PMO. “We want them to withdraw the modification petition submitted in the apex court yesterday and constitute the Cauvery Management Board (CMB). The Centre is duty bound to uphold the majesty of law, decision of Supreme Court and final order of the Cauvery Water Disputes Tribunal,” the Dy Speaker said. A seven-member team of MPs, later, met the PMO officials and submitted a memorandum addressed to the Prime Minister seeking his intervention in constituting the CMB. The AIADMK MPs, in their memorandum, accused the Centre taking a stand against Tamil Nadu and its farming community. “We were shocked to hear that the

Ganguly, who had unsuccessfully contested the West Bengal Assembly elections this year on BJP ticket, was nominated by President Pranab Mukherjee to the seat vacated by cricketer-turned-politician Navjot Singh Sidhu, who resigned recently following differences with the BJP leadership. The 49-year-old actor came into limelight with the 1988 mythological serial Mahabharat, in which she played the role of Draupadi. She has also acted in a few Hindi and Bengali films in the 1990s and the 2000s. She joined the Bharatiya Janata Party in 2015. On October 1, Karnataka had moved a review petition in the apex court against its three orders on Cauvery water release to Tamil Nadu and direction to the Centre to create the Board. In its review petition, Karnataka said “grave miscarriage of justice” has been caused to it pursuant to the three apex court orders of September 20, 27 and 30, by which it was directed to release 6000 cusecs of water till October 6 and the Centre was to constitute the Board by October 4.

Taking a tough stand on the continued action by a section of lawyers preventing legal reporters from covering courts, Chief Minister Pinarayi Vijayan said, “Media personnel have the freedom to go to courts for covering legal proceedings and this cannot be obstructed. It will not be accepted.” “Any action that creates obstruction for free and fearless media activities cannot be allowed,” he said in a statement after a meeting with editors of various media organisations here. The meeting was called against the background of a section of lawyers preventing media persons from covering the High Court in Kochi recently. The lawyers should understand that their behaviour was “inappropriate” and they should stop indulging in such actions, Vijayan said. SRINAGAR: The Kashmir Valley remained shut for the 88th consecutive day on Tuesday and life remained paralyzed as authorities made heavy deployments of security forces here and other areas. Officials said sufficient deployments of the Central Reserve Police Force (CRPF) and state police were made here as well as all district headquarters to maintain peace. Separatists had called for protests by women across the valley on Tuesday. Women were asked to assemble and occupy city squares, market places and traffic inter-sections to register peaceful protests. Petrol price up by 14p/ltr, diesel by 10p NEW DELHI, OCT 4 (PTI): The price of petrol was today hiked by 14 paise per litre and that of diesel by 10 paise a litre, following increase in commission paid to dealers. Petrol will now cost Rs 64.72 a litre in Delhi from midnight tonight as against Rs 64.58 per litre currently. Diesel will cost Rs 52.61 per litre as against Rs 52.51 a litre at present. The hike comes on the back of a 37 paise increase in petrol rate effected on October 1. Diesel price on that day was cut by 8 paise a litre.

Aurangabad, OCT 4 (Agencies): Maharashtra chief minister Devendra Fadnavis on Tuesday announced a Rs 49,248 crore development ‘package’ for Marathwada region, under which important projects, including irrigation and infrastructure, will be completed in a time-bound manner. “Funds have been allocated for these projects and these will be completed within four years,” Fadnavis said, after a meeting of the state cabinet in Aurangabad. This is the first time in eight years that the state cabinet meeting was held at Aurangabad. The region, which was reeling under acute drought till recently, has witnessed heavy rains in the last few days, leading to crop damage and loss of life and property. Under the plan announced by the chief minister, Rs 9,291 crore will be spent on irrigation, Rs 5,326 crore on railway network in the region, Rs 3,000 crore for road projects, Rs 250 crore for airport expansion, Rs 450 crore for micro-irrigation, and Rs 1,885 for water conservation works. Funds for these projects will be raised through bonds, Fadnavis said. He assured people of Marathwada region that train service to Beed will commence in 2018. A Bal Thackeray memorial will be set up in Aurangabad. A rural development institute, named after late Gopinath Munde, former Union rural development minister, will be set up in Aurangabad, Fadnavis said, adding efforts will be made to get UNESCO heritage tag for the historic Aurangabad city.

College student with suspected ISIS links picked up by NIA

Coimbatore, Oct 4 (PTI): Close on the heels of arrest of six persons from Kerala over their alleged links with Islamic State, the NIA has picked up a law student from the city here to probe his association with the dreaded terror network, police said today. The NIA sleuths had also picked up four youths from the city in this connection and let them off after questioning yesterday. They, however, took the law student to the Police Commissioner’s office here this morning, intelligence wing of the police said. He is being questioned, they said. Yesterday, a 31-year-old man was arrested in Tirunelveli, about 360 KM from here, by the NIA for his alleged links to ISIS module in Kerala. He had fled Kerala after the NIA arrested some of his associates there, police had said. The NIA had on Sunday arrested six persons from Kerala for allegedly plotting terror attacks in the country during the agency’s ongoing investigation into the disappearance of 21 people from the state, who are believed to have joined the Islamic State in Afghanistan and later moved to Syria and other countries.

Power plays truant again

W

hile Nagaland continues to reel under long duration of load shedding ranging from six or even to 12 hours; there seems to be no end in sight to the woes faced by power consumers even as incidents of shutting down of offices and recently, the much publicised road blockade in Dimapur, only serve to confirm that people are being deprived of power by those they elected to power (during the past ten years). On November 5,2016 the Department of Power(DoP) will complete 52 years of service to the people and the record tells the story of the role played by the department for the newly created state. Nagaland was fortunate that since statehood, the erstwhile electricity department was manned by a team of thoroughly dedicated professionals. Indeed the credit for whatever is evident today, should go to the pioneers of the department who had laid a solid foundation that had withstood the vicissitudes of time. The department had officers who would brook no political pressure or interference from any quarter. This clear stand and demarcation of powers between the executive and legislature was possible because ministers of those days( till the mid-80s) respected the professionalism and performances of the department. It was due to the free hand given to the department that it achieved cent percent electrification during the late 70s besides construction of the 75 MW Doyang Hydro Electric dam through NEEPCO during the 80s and the 24 MW Likhimro Hydro project. The two projects bear testimony to the efficiency of power engineers during the 70s to 80s. However, from the late 80s the department’s focus had undergone gradual change. It had to strike a balance in ‘power sharing’ with the politicians in power and also could not address the ever rising demand from consumers. However, the department slipped when it came to streamlining its system that was getting as old as the machineries and equipments purchased during the early seventies. The department suffered due to the gnawing gap between purchase price and sale price of power. In the past several years, it was almost a regular feature of the department to announce loss amounting to around of over Rs.100 crore annually which was blamed on supposed theft and pilferage. The accumulated total loss from all these has been pegged at around 55% to 60% which is equivalent to 30MW to 40MW out of the total power that the state receives. The other factor, as pointed out by the Association of Power Engineers Nagaland(APEN) was that power transmission, distribution and maintenance in Nagaland has reached a critical stage and could virtually collapse in the coming summer months. APEN admitted that the DoP faces deficiency in allocation of fund under Plan and Non-Plan which would adversely affect the elements of power, such as - generation, transmission, distribution, revenue, housing and communication. Whether it be shortage of field staff, money to purchase store materials like fuse wires, fuse boxes etc or under billing etc, the department has a lot to overcome. These problems were foreseen even during the mid-90s by the engineers but those in power, cared little except to fatten their pockets( as mandated by their electorate from whom they had purchased votes).It is a shame that political leaders and their blue eyed bureaucrats talk about vision when their eyes suffer from aberration.

Learn to thank God for making His demands known. Our little “I am” always sulks and pouts when God says do. Let your little “I am” be shriveled up in God’s wrath and indignation— “I AM WHO I AM…has sent me to you” (Exodus 3:14). He must dominate. Isn’t it piercing to realize that God not only knows where we live, but also knows the gutters into which we crawl! He will hunt us down as fast as a flash of lightning. What the media did not reveal about black money scheme N

ote: This piece is similar to the one I wrote yesterday. It’s just a much better way of expressing the same thing. Ideally, this is the piece I should have written yesterday. But sometimes one does end up taking a longer route to arrive at the same destination. Human beings have a habit of looking at absolute values and ignoring the denominator. Economists refer to this tendency as the denominator neglect. The denominator neglect has been at full show in case of the Income Declaration Scheme which came to a close on September 30, 2016. The scheme had been in operation since June 1,2016. It offered people who had black money within the country to declare it to the government, pay a tax of 45 per cent on it and become a part of the system. Black money or unaccounted or hidden wealth, is essentially income that has been earned over the years,

but on which taxes have not been paid. The government of India got declarations of Rs 65,250 crore of black money under the scheme This money will be taxed at the rate of 45 per cent. It means collections of Rs 29,362 crore for the government. The scheme has been declared to be a huge success by the government as well as the media. The government press release announcing the black money declarations said that there has been “a tremendous response from the general public, especially in the last two months”. The media led by The Times of India went to town saying that the collections had been three times bigger than the collections of the Voluntary Disclosure of Income Scheme (VDIS) of 1997, the last black money declaration scheme that the government had launched. The total amount of black money declared in VDIS 1997 had stood at Rs 33,000 crore.

The total black money disclosure in case of this scheme was Rs 738 crore and the total tax collected stood at Rs 241 crore. The total tax expected to be collected under the Income Declaration Scheme of 2016 is Rs 29,362 crore, which is 122 times bigger.

The point being that even though the government has managed to collect some reasonable amount of tax under the Income Declaration Scheme of 2016, it is nowhere as significant as it is being made out to be. Postscript: The Business Standard reports only 15% of black money declarants came in on their own. If the remaining 85% were forced to declare black money, why is there the need for amnesty schemes like the Income Declaration Scheme? This also tells us that the IT department knows who the black money wallahsare. Business Standard reports that the IT department sent letters to 7 lakh possible evaders asking them to avail of the Income Disclosure Scheme. Why is there a need for amnesty schemes to do something like this? Why can’t such things be done during the normal course of things? Of course, this is benefit of hindsight. But there are lessons to be learnt here.

Jawaharlal Nehru, the first Prime Minister of Indian, also clearly stated the following words in connection with the Naga territories on August 19,1946: “The tribal areas are defined as those long frontiers of India which are neither part of India nor of Burma, nor of Indian states nor of any foreign powers.” (Statement of Nehru on Aug.19, 1946 in connection with the British Coupland Plan) 3. As for the British who had ruled over India for over two

hundred years, their records bear clear witness to our territories in the following words: “No written treaties or agreements have been made with any of the Naga tribes.” (C.V. Aitchison, Treaties Engagements and Sanads, Vol. XII P 91, 1931). 4. Lastly, following the request of the Nagas to the Simon Commission Memorandum of 1929 to remain sovereign, the British, in their Indian Constitution Act of 1935, kept the Naga areas as “Excluded Areas” from the rest of India. However, in contravention of all these political and historical facts, India coveting our territories attacked Nagaland from the early 1950’s onwards. In connection with these blatant attacks, B.N. Mullik, the then Director of the India Intelligence Bureau stated the following words in his book “My Years with Nehru”: “Troops moved into Tuensang by October 1955 and the war with the Nagas started from then” (B.N. Mullik, My Years with Nehru, 1948-1964. p. 308). This above mentioned, Indian protracted war of invasion has been continuing till date. The war left over six hundred Naga villages burnt to ashes by the Indian troops between1955 to 1957. It has also resulted in the deaths of over one hundred thousand Naga civilian lives. But the continued illegal occupation of our country by Indian troops still continues to date. In the light of all these facts, how can Narendra Modi, the present Prime Minister of India, claim that: “INDIA HAS NEVER COVETED ANY TERRITORY OR ATTACKED ANOTHER COUNTRY?” Gen. (Retd.) Make women reservation a reality

“W

omen reservation should not be treated as out of choice but an agent of change and progress.” In a tribal society like ours many people both men and women till today tend to be more conservative and think of that women should limit their activity as a respect to the customs and tradition. While taking the customary laws into an account, I believe the state of Nagaland can put this 33% women reservation in the Local Urban Bodies (LUB) under consideration and draw some lines that favours the progress of the society. Just say, you and I go to the villagers and tell them, that miss or mistress “X,Y,Z” are contesting an election it is pretty sure that more people even the literate one would be shocked and like, OMG! even the girls contest election? Like the guys! which sounds little unbelievable but such is the perceived notion of many people in this patriarchal society. Such is the idea and mindset that has been in existence long time back. The patriarchal mindset, traditional belief have make our outlook of the world more different and that have make our society more difficult to decide whether to unchain ourselves from all those traditions and bondage and to go along with progress or to run behind it with the same old belief and fear. Without much delay one thing we all could do is that, our approached towards change and progress should be re-examined by being adaptable and outspoken to the modern laws and principles. We need to be broader in our observation and more receptive. Our view of the world should not be narrow but have to reached those societies where the women are shaping their families, communities, societies with the opportunities (socio-political rights) that are being granted to them. Some people still think that women should cook daily for the family not because the family finds the taste of the curry different but as a role, they are not supposed to talk about politics and so on. Believe it or not, for many who still feel that social custom and tradition as the purest and holy law of the society in this 21st century, the implementation of

This also could a mental harassment to especially those group of people whose social world are governed by the concept men are the bread winner and decision maker and women as the homemakers. For those traditionalists, granting the women all rights and freedom equally to men would be highly frustrated and moreover it would be again a worst nightmare and big disgraced to those older aged group because of the very fact that during those days the practiced of head hunting was their good experienced and in the mean time many restrictions were imposed on the women by customs and tradition. Such as, power and authority, who would be the head of the family, who would attend the political and social gathering, who would take part in the organisation or government, who would prepare the meal and dinner and so on. All those were decided or taken in hands by the men folk. Equal role, equal participation was never considered because of the fact that the visibility of the women in the village organisation and political affairs was treated and considered as taboo. What is again beyond the imagination is that the social custom has been dragging the women behind from the line of equality and justice (their political rights). While many women are preparing to move forward with the opportunities that are passing through our male dominated society has once again make their dream and interest half reality and half fake. Let this not be another tragedy by doing through an open participation but make it reality by through reservation. Furthermore, from the patriarchal point of view it may give the men folk a good reason to win over the argument on the women involvement in the decision making, playing the dual role (home maker and bread winner) in the society. But the same argument cannot make women the loser in a society which is governed by the democratic principles. Talking about the Naga women it is of an undeniable truth that such ill-treatment like, Sati, Burdah, etc. had not imposed

ENCSU over allocation of MBBS seats

T

he ENCSU would like to highlight some of the events that have taken place so far in regard to its demand for allocation of 4 MBBS seats reserved for BTs to the BT candidates. 1. The ENCSU submitted Memorandum to the Director, Technical Education on 20th July 2016. Since he failed to address the grievance, an Ultimatum was submitted to the Chief Secretary on 26th July, 2016 giving 7 days time to the Government and the Department to fulfill the ENCSU’s demand. The Government failed to reply to our Ultimatum even after the lapse of due date. However, it was only after the ENCSU decided to launch First Phase of Agitation at Kohima on 12th August 2016, the Personal Secretary to the Secretary, Higher and Technical Education rang up the ENCSU Official on 11th August 2016 and asked to claim the reply of the Government. To our surprise, the reply was just a meeting minute held on 30th July 2016 under the chairmanship of the Chief Secretary. 2. On the day of the Agitation, the Department issued a “Press Release” which misguided many good citizens of the state. Some of them started to go against the stand of the ENCSU without knowing the other side of the story. 3. When the ENCSU Officials met the Department on the day of First Counseling, the Department allowed even the Parents of the selected candidates to the official meeting. As desired by the Department, some Parents threatened the ENCSU Officials and warned not to press for their demand. 4. The Secretary, Higher and Technical Education and the Director, Technical Education failed to attend the joint meeting of the Department Officials and the ENCSU convened by the Chief Secretary in his Conference Hall. Only a low ranking Official attended who could not respond properly

to queries from the Chief Secretary and the Principal Secretary to the Chief Minister. 5. Prior to Second Phase of Agitation, an invitation was received from the Secretary, Higher and Technical Education for a meeting. In this meeting, the Secretary asked the ENCSU Official Team if we were sleeping till then. However, as far as the ENCSU is concerned, we took up the issue right after the entrance test result was declared. The Secretary also asked the Union to point out the irregularities of the Department, to which the Union asked the Secretary to first reply to all the allegations that were published in the media from day one since the ENCSU took up the issue. The Department could not come up with to the point reply till today. 6. On the day of Agitation on 6th September 2016 in the Directorate of Technical Education, the ENCSU waited for the outcome of the emergency meeting of the Department under the chairmanship of the Chief Secretary. However, the Department Officials instead of conveying the outcome of the meeting to the ENCSU, took a back door to enter their Office and were sitting comfortably forgetting the thousand of students who were waiting for their response. 7. It was only after the protestors started shouting demanding the outcome of the meeting, the Department requested the ENCSU Officials to meet the Director. The Protestors opposed the request. However, at the request and in respect of our apex organization, the ENCSU Officials met the Director. In the course of the meeting and in the presence of District Administration and Police, the Department again allowed the Parents and some non ENCSU Student Leaders to the meeting who threatened the ENCSU Team this time also.

8. The ENCSU suspended the agitation on that day at the request of the Government with the assurance that 4 MBBS seats would not be filled up till the Cabinet decided on it. 9. The Department Officials campaigned to the Cabinet Ministers visiting door to door to justify themselves before the Cabinet meeting. If the entrance test result and the selection process are fair, they needed no campaigning. The Department therefore, has to come out openly and admit their mistakes instead of trying to cover up by unjustified reasons. 10. The ENCSU is also miffed by the action of the Government and the Department for failing to communicate officially with the ENCSU the outcome of the Cabinet meeting held on 26th September 2016 where the decision was taken to allocate 4 BDS seats in place of MBBS seats. The ENCSU has every right now to term the present Government as a failed Government for failing to rectify the misdeeds of the Department and also for failing to even communicate the decision. 11. Because of the circumstances as stated, The ENCSU has called for further phases of agitation with effect from 5th October 2016 and will continue till the demand is fulfill. 12. The ENCSU hereby warn that if any unwanted situations arise in the course of the ensuing phases of agitation, the Government will be held solely responsible for it has failed so far to redress the genuine demand of the Union. 13. The agitation will resume at 00:00 hour on 5th Oct’ 2016. However, all the emergency services, security forces, magistrate on duty and the students appearing end semester exam are exempted from the prohibition. on them and for that reason our women were and are also considered the most luckiest and privileged one among those others (who are free from that evil laws and practices) on one hand, but life on the other side, their political world were not free from discrimination and inequality. What could be it’s impact? The kind of prediction may not favour everybody but my perspectives here is that, it would improve and uplift their position and status in the society. It would give the society the picture of their quality and capability where gender based violence or crime have the possibility to come down as this would make the society accept them as equal to men. It would minimise the wrong notion “who is she? what girls can do?” in a male dominated society like ours and specially in the rural areas this would really bring a lot of improvement in their socio-economic position. Their presence and voice in the house would really make the laws more effective, it would help the government more easy to catch up the social issues related to them. Their dedication and quality of management as compared to our men folk would help the government and departments smooth in functioning. Nevertheless, it is of my opinion and view that let us not bring them down by our patriarchal attitude but rather give them a chance through reservation and fulfill their dreams. For many decades our society has denied the political rights to our women considering their role and participation in politics as exiguous and ineffective in bringing any reform in the social arena. The half rotten society like ours today have more expectation from our women who knows how to nurse their sick babies, who could easily make out whether her husband is just acting normal or already drunk, who are expert in handling and managing the family budget headed by the drunkard husband. Rongmei Issue

t is unnecessary to recognise every Naga tribe separately as a Scheduled Tribe because Nagas are already recognised as a scheduled tribe under the Constitution of India. Further all must understand that the original NNC talk of Nagas as a whole and had accordingly, entered into agreement with the Govt. of India on condition of amalgamation of all the Naga inhabited area (Naga Tribes) under one administrative unit in the sixth point of the 9 joints agreement of 1947 which was reiterated by the NPC in the twelfth and thirteenth point of the 16 points Memorandum in 1959. Therefore, had the GOI took timely steps to amalgamate all the Naga inhabited area under one administrative unit, there will be no necessity to recognise individual tribe including the Rongmei tribe in Nagaland. Needless to say, this is what should be the foremost in the mind of the State Government of Nagaland, instead of getting embroiled in the present Rongmei issue, Government of Nagaland has to also keep in mind

the ongoing civil suit filed by the Assam govt. suit no .2 of 1988 in the supreme court, otherwise the Rongmei issue will be used by our adversaries as amber to set fire to the united house of Nagaland. The reason why Nagas are living in different States is because of the failure of GOI to fulfil its commitment made to the Naga People in 1947. Moreover, even the ongoing Indo-Naga conflict is the resultant outcome of the failure of GOI to fulfil its commitment. The Infallible historical evidences shows that the GOI instead of bringing the undivided Nagas into India as a whole is more interested to divide and rule Nagas, and that too if necessary by use of force. Therefore, it is not only logical but encumbering for the State Govt. of Nagaland to take all the steps to force the GOI to fulfil its commitment instead of being deceived by bits of baits sent by GOI from time to time to divert our attention from the historical truth. Heavy dollar selling by banks and exporters alongside debt-related inflows largely supported the rupee momentum despite buoyant greenback overseas. Mumbai, Oct 4 (PTI): In the first monetary policy review under RBI Governor Urjit Patel, the interest rate was today cut by 0.25 per cent to six-year low of 6.25 per cent in a unanimous decision by the new rate-setting panel MPC. The cut, first in six months, came amidst big clamour for easing rates especially after the departure of former Governor Raghuram Rajan, who was often accused of stifling growth by keeping rates too high. The 6-member Monetar y Policy Committee, headed by Patel, reduced repo rate or the short term rate at which central bank lends to banks, to 6.25 per cent. Consequently, the reverse repo rate has also come down by a similar percentage point to 5.75 per cent. The move will lead to reduction of lending rate by banks leading to lower EMI for housing, car loan and corporate borrowers. “The decision of the MPC is consistent with an accommodative stance of monetary policy in consonance with the objective of achieving consumer price index (CPI) inflation at 5 per cent by Q4 of 2016-17 and the medium-term target of 4 per cent within a band of +/- 2 per cent, while supporting growth,” RBI said in the fourth bi-monthly monetary policy review. Mumbai, Oct 4 (PTI): With a view to boosting innovation and promoting job creation, the Reserve Bank today said startups can raise external commercial borrowings (ECBs) of up to 3 million in a financial year. They will be permitted raise the overseas funds in rupees as well as in foreign currency. India has the third-largest number of start-ups globally. In January, Prime Minister Narendra Modi had unveiled a slew of incentives for them including tax holiday, inspector raj-free regime, capital gains tax exemption and Rs 10,000 crore corpus to provide funds. Government has also relaxed procurement norms for them. Statement on developmental and regulatory policies announced by RBI said startups have the potential to play a significant role in economic growth and job creation by spurring innovation and injecting competition. “Taking into account the available funding channels from overseas for start-ups, the RBI, in consultation with the Government of India, will allow such entities to raise ECB up to USD 3 million or equivalent per financial year either in INR or in any convertible foreign currency or a combination of both,” it said. It will issue guidelines in this regard by month-end. A National Credit Guarantee Trust Company is being envisaged with a budgetary allocation of Rs 500 crore per year for the next four years. The statement further said that RBI will review guidelines for Pre-paid Payment Instruments (PPI).

Hurricane Matthew: Category 4 storm pounds Haiti Les Cayes, OCT 4 (Agencies): One of the most powerful Atlantic hurricanes in recent years has hit Haiti, bringing 145mph (230km/h) winds, heavy rain and dangerous storm surges. Hurricane Matthew, a Category Four storm, made landfall at the south-western tip at about 11:00 GMT. The US National Hurricane Center (NHC) said Haiti was “getting everything a major hurricane can throw at them”. Iraqi woman is a scourge of ISIS Dubai, Oct 4 (AGENCIES): An Iraqi woman is fast turning out to be an individual most dreaded by the Islamic State group — also known as Islamic State of Iraq and Syria (Isis) or Islamic State of Iraq and the Levant (Isil) — because she is paying them back in their own coin in her quest to exact revenge on them. The 39-year-old woman, named Wahida Mohamed Al Jumaily, has had several of her close relatives, including father, husband and three brothers, killed by Isis over the past couple of years. In fact, her husband was killed earlier this year, which seems to be trigger for her current action against Isis members. Jumaily, who seems to be better known as Um Hanadi among those who have come in contact with her, has already been compared to “Iraq’s Rambo” Abu Azrael, because of the similarities in their efforts to push Isis out of Iraq and regain the country for its residents. DUBAI, OCT 4 (AGENCIES): ISIS chief Abu Bakr al-Baghdadi and three of his top aides were seriously ill after being poisoned during a lunchtime feast and have been shifted to an unknown location under strict measures, media reports claimed on Monday. Meals prepared for Baghdadi and three other ISIS leaders were allegedly poisoned in Nineveh’s Be’aaj district in Iraq, several Arabiclanguage and Iranian news sites reported. Citing a source, Iraqi news agency WAA said the four are suffering from “severe poisoning” and “have been transferred to an unknown location under strict measures.” After the incident, ISIS militants were conducting several arrests in order to determine who was behind it. Baghdadi, who has reportedly been wounded multiple times, carries a $10 million bounty on his head. News of Baghdadi’s poisoning came as Iraqi media claimed some top ISIS commanders were among 16 militants killed when one of the leaders’ explosive belt exploded during a meeting.

endang Walling has been selected as Film Fellow by the Dharamshala International Film Festival (DIFF) to be held in November 2016. Bendang Walling’s submission film for the fellowship is his very first short film ‘Blissful.’ The DIFF Film Fellowship is for budding young filmmakers across the Himalayan belt of India which will be held during the festival in November 2016. The fellowship was started in 2014 with the aim of encouraging filmmaking talent by bringing five selected filmmakers to attend DIFF and providing them with the opportunity to receive mentorship from established filmmakers. This year‘s mentors are filmmakers Anupama Srinivasan and Umesh Kulkarni. Bendang Walling is a freelance theatre and film artist from Nagaland. Inspired by Kim Ki-Duk and Majid Majidi, Bendang dreams of becoming an auteur (a film director who influences their films so much that they rank as their author) and develop his own cinematic language. He wishes to explore the hills of Nagaland for the treasure troves of folklores, myths and tales. The others selected

Despite the child’s dreams and desire, his mother is unable to buy one. However, one day the poverty stricken single-parent mother promises to buy a bicycle. The child finally gets his bicycle but with a twist in the story. The role of the child is beautifully acted by Lakshing Phom. Even though, the film was his debut in acting for the screen, Lakshing performed like an established actor. The mother’s role was played by the talented Asenla Pongen. The film directed by Bendang Walling has been ably assisted by Anungla. Dimapur, Oct 4 (NPN): In commemoration of the Wild Life Week, a motor cycle/ vehicle rally is being organized by Kohima and Dimapur Forest Division on October 6. The rally would be participated by Nagaland Motor Cycle Club and Western Angami Students Organisation. The rally would commence from Dimapur at 9:00 am and would culminate at Kohima around1:00 pm. The rally aims to create awareness against hunting and sale of wild life meat amongst the villages located along the National Highway-2. Deputy commissioner, Kohima, Rovilatuo Mor has requested all stakeholders to co-operate with it.

BCCI threatens to call off NZ series; Lodha clarifies New Delhi, Oct 4 (PTI): With the BCCI threatening to call off the ongoing series between India and New Zealand, the Justice R M Lodha led panel today clarified that they didn’t direct the banks to freeze the accounts of the Board and it carry on with its routine expenses. Fuming at the defiance of its recommendations, the Supreme Court-appointed Lodha panel had “directed” banks, where BCCI holds accounts, not to disburse “large” funds to the state associations, a decision taken by the Board at its Special General Meeting on September 30. However, Lodha clarified: “We have not frozen the accounts of BCCI, we have directed the BCCI to not disburse funds to the state association. Day to day affairs, routine expenditure, matches, games, that should go on. There is absolutely no prohibition.” The BCCI, however, argued that state associations were depended on the parent body for organising matches and they were unable to carry on their functioning in the wake of the latest directive from the Lodha panel, affecting their preparations for the upcoming games in the ongoing series against New Zealand. “The members are pained at the treatment meted out to them. They are depended on BCCI’s funds for organising matches. So far seven associations have communicated their inability to host games in the home season while nine of them have inquired about the matter. If things are the way they are, the series (against New Zealand) could called off by today evening,” a senior BCCI official told PTI. “There is too much interference at the moment. People need to realise India has become a cricketing

super power under BCCI’s administration. We are the only sports body which has not taken a single penny from anyone including the government. We have created all the infrastructure on our own,” the senior Board functionary added. The all out war between Lodha panel and BCCI took an uglier turn after the panel, in its letter yesterday, told the banks to block BCCI’s payments to the state bodies. “It has come to the notice of this Committee that certain decisions have been taken at the ‘Emergent Working Committee’ meeting of the BCCI on 30th September 2016 to disburse large funds to the various member associations,” the panel had written. “You are also aware that the BCCI has chosen to breach the judgment of the Hon’ble Supreme Court as well as the first set of Timelines set out by this Committee which includes the Fund Disbursement policy to be framed by 30.9.2016. “As the status report is to be taken up for directions by the Hon’ble Court on Thursday, 6.10.2016, you are hereby directed not to take any steps towards financial disbursement of the amounts as resolved/approved after the direction dated 31.8.2016. Any violation of this direction will be placed before the Hon’ble Supreme Court for appropriate directions,” it added.

FIFA sanctions federations for fans misconducts Madrid, Oct 4 (IANS): The world’s apex football body FIFA on Tuesday imposed a series of sanctions against 11 national federations for unsporting and discriminatory conduct by their fans during the 2018 World Cup qualifiers. The 11 national federations are Honduras, El Salvador, Mexico, Canada, Chile, Brazil, Argentina, Paraguay, Peru, Italy and Albania. “Following match reports and additional evidence generated by the Anti-Discrimination Monitoring System, FIFA opened disciplinary proceedings against associations of Honduras, El Salvador, Mexico, Canada, Chile, Brazil, Argentina, Paraguay, Peru, Italy and Albania,” FIFA said in a statement. Since Chile had committed another infringement during the probation period imposed in May 2016, a ban on playing at the Estadio Nacional Julio Martinez Pradanos in Santiago for a further match will be applied, the world body added. The stadium ban will be served at the 2018 FIFA World Cup qualifying match between Chile and Venezuela on March 28 next year, reports Efe. Additionally, the Chilean FA was fined a total of almost 60,000 euros ($66,000) for the two cases. Lausanne, Oct 4 (IANS): The Court of Arbitration for Sport (CAS) on Tuesday reduced Russian tennis star Maria Sharapova’s two-year suspension over doping to 15 months. She can return to the sport starting April 26 next year, President of the Russian Tennis Federation (RTF) Shamil Tarpishchev said, reports Tass. “It is good that the suspension term has been reduced,” Tarpishchev said. “They (CAS) decided to uphold our appeal since Sharapova is a clean athlete.” “It will depend completely on her whether she will be able to return to her previous level of playing,” the RTF chief said. “However, we want her to play for the national team and win the next Olympic Games.” Sharapova filed an appeal with the CAS on June 9 against

the two-year suspension, which was imposed on June 8 by the International Tennis Federation’s (ITF) tribunal over antidoping violations. drug Meldonium in the body system. Following the announcement, she was provisionally suspended from all tennisrelated activities. The drug Meldonium was included in the list of preparations banned by the World Anti-Doping Agency (WADA) from January 1, 2016. The presence of the Meldonium in the athlete’s blood during and between competitions then became a violation of anti-doping rules. The substance belongs to S4 class on the WADA blacklist (hormones and metabolic modulators). Amsterdam, Oct 4 (Agencies): Cristiano Ronaldo may have the edge in this year’s Ballon d’Or race given the trophies he has won, according to former Barcelona star Xavi. The Real Madrid forward is expected to be at least among the final three nominees to defend the trophy he last won in 2014, having fired his side to Champions League glory before captaining Portugal to a shock triumph at Euro 2016. Xavi claimed last month that “anybody who likes football” would consider Lionel Messi to be better than Ronaldo, prompting an angry response from the 31-yearold, in which he scorned the former Spain internati onal for having never won a Ballon d’Or. But the 36-year-old has now admitted that Ronaldo could be the favourite to claim football’s top individual prize for a fourth time - although he warned that he will face stern competition. “Cristiano has the num-

bers to win this year’s Ballon d’Or, having won the Champions League and the Euros,” he said at the Aspire4Sports event in Amsterdam. But I also think that it’ll be very competitive, because Messi will be there, of course.” Barca suffered a shock 4-3 defeat to Celta Vigo on Sunday, a result that leaves them two points behind Real Madrid and Atletico Madrid in the table, but Xavi sees no reason to panic over their form. “I wasn’t able to watch the game, but it looks like there were a lot of individual mistakes,” he said. “But Barca are on another level and that’s something you see most of all when you leave the club. The idea is a good one: to be dominant and to have the ball. They also have the best in every position and I’m proud to watch them play.” “With Luis Enrique, they’re working very well, but sometimes the result is misleading based on what you see on the pitch.”
