CM greets Khiamniungan, Pochury tribes DIMAPUR, OCT 5 (NPN): Nagaland chief minister, TR Zeliang, has extended “joyous greetings” to Khiamniugan and Puchury tribes as both the communities celebrate their respective Tsokum and Yemshe festivals of harvest. According to Media Cell, CMO, the chief minister said that the two festivals signified a very important event in the life of both the communities, as it marked the occasion of thanksgiving to the Almighty God in the hope of good and bountiful harvest. “As the festive week comments for both the communities, I have a great hope that these festive session would bring prosperity and wellness in all aspect of life for both Khiamniugan and Puchury communities in the year to come,” Zeliang said. The chief minister appealed to both the communities to avail the occasion of “these great festivals” as an opportunity to forgive one another and foster love, kindness and unity. “Festival is also an occasion to appraised one’s hardwork and valour, apart from merry making and to revitalise our aged old cultural values,” the chief minister said and urged the two communities to impact upon the work culture and significance of ancestral values among the upcoming generations. He further prayed that the Almighty God bless both the communities in the years to come.
BJP counters NPCC over religion
Dimapur, Oct 5 (NPN): BJP has said the NPCC president was “off course”, while reacting to the latter’s statement yesterday wherein he attacked the “all-party” DAN government led by NPF on corruption and also alliance with BJP, described as “ a political party which has open agenda of Hinduism”. In a lengthy rejoinder, BJP general secretary (media) Jaangsillung Gonmei described NPCC president K.Therie’s statement as “cheap propaganda tactics for publicity adopted by below-the-edge leaders”. Gonmei clarified that state BJP president Visasolie Lhoungu and the BJP maintain that the party is secular and based on the philosophy of humanism and patriotism to usher all round equitable development all over the country. The BJP office bearer also denied having any agenda on Hinduisation and countered that anti-Christian activities were not confined only to BJP government period but also during Congress government rule at the Centre and states. Gonmei also took on Therie’s stance as Christian to attack BJP saying that no true Christian pointed fingers but lived a practical Christian life. DIMAPUR, OCT 5 (NPN): Governor of Nagaland and chairman of North East Zone Cultural Centre(NEZCC) P.B.Acharya reminded that NEZCC should not only be an institution for entertainment but also for national and emotional integration and to strengthen the social fabric of north east India. Acharya said this while speaking after laying the foundation stone for the proposed Regional Convention Centre at the NEZCC complex Dimapur Wednesday He also reminded the gathering that the Regional Convention Centre was for the eight North Eastern states and not only for Nagaland. A c h a r ya d e s c r i b e d NEZCC as a nodal agency for identifying talents/artistes and promoting them in
various fields. The governor also took the opportunity to highlight various social, political, and economic plaguing of the state. Acharya asserted that peace was essential for cultural activities to foster and for society to progress against the backdrop of the existence of more than 200 insurgent groups in the region. He was also critical of the education system/institutions which, according to him, were merely churning out “unemployable” graduates. Acharya maintained that educational institutions should impart skills and empower students to be assets of the society. The Governor recounted a visit to one Naga village which, he said, had produced 17 doctors. However he said the villagers were still complaining that there
were no doctors or medical services available. Using the illustration, he lamented that educated and prosperous Nagas were doing very little for their own community and society. “Only Nagas can make Nagaland strong and prosperous,” he said, appealing for a change of mindset. “We’ve condemned ourselves to poverty,” Acharya thundered while touching upon Nagaland’s dependence on central funds despite being well endowed in natural resources and talents. NU clarifies issues raised by NH Dimapur, Oct 5 (NPN): Nagaland University (NU) has issued clarification to the issues highlighted by Naga Hoho (NH) about the University in a memorandum to the governor. It may be mentioned that NH had expressed concern over various issues with regard to quality education in the state including “appointment” of the vice chancellors (VC) and “irregularities” in NU. In an open letter to the NH president, the Nagaland University PRO appreciated the Hoho for echoing the same desires felt by the University fraternity to governor, who is also the chief rector. PRO, however, pointed out that VC alone cannot take the University far without the support of all stakeholders viz. faculty, administrative staff, students, and society at large. Reminding that VCs of Central Universities were appointees of the Visitor, the President of India, PRO expressed hope that NU would get a scholarly, dynamic and suitable VC.
With regard to the alleged “Rs.1.69 cores surrendered during August 9, 2016, Finance committee meeting,”, the PRO clarified that the as per the minutes of Finance Committee meeting held on August 5, 2016, it was shown that University had Rs.1.28 crore then, which was exhausted as of today. In this regard, PRO pointed out that that 12th Plan period was still not yet over, hence, the question of surrendering funds did not arise. PRO advised that source(s) from where information was supplied may first be verified before it was published. Concerning “the issue of the maximum employment in NU from other states particularly Manipur and Assam”, PRO said NU being a Central University had to abide by the laid down reservation policies of the Centre, adding that reservation quota under SC and OBC cannot be filled by others like ST. Maintaining that NU would not issue press release or rejoinder on this matter in
future, the PRO, however, stated that in case of any queries, information or clarifications, if required, the University had no reservations. As the Naga Hoho has been spearheading the cause for peace and unity among all sections with the “highly acclaimed slogan of peace for development”, PRO said the NU also join the Hoho in proclaiming that a peaceful atmosphere was a pre-requisite for academic growth and all round development of the University. PRO said NU has been largely peaceful in the past few years and was now on the threshold of charting the growth path for a successful, progressive and developed University. The university has therefore called for joining hands to usher in a peaceful atmosphere so that “we may script a success story of our University for the future generation.” Meanwhile, NU said any suggestions, advice or assistance from NH would be graciously welcomed.

Tzudir said they would be exhibiting works and portraits of achievers from the region in the first and second lobby while the third lobby will exhibit artworks. Approved by the Ministry of Culture, Government of India in 2014, the Regional Convention Centre aims to become one of the “best and biggest” in the country.
HSS asks Puja committees to follow guidelines DIMAPUR, OCT 5 (NPN): Hindu Seva Samiti (HSS) Dimapur while extending Durga Puja greetings appealed to all Puja committees to abide by the guidelines issued by Commissioner of police and Nagaland Pollution Control Board on September 28, 2016. In accordance to “Swachh Bharat Abhiyan”, the HSS has also asked its members to maintain maximum cleanliness in and around the pandals. It asked its members to minimize the sound systems in to avoid any disturbances. Office bearers of respective puja pandals, volunteers and devotees have also been asked to keep close vigil on any unclaimed articles, vehicles, etc., and report to the police. Meanwhile, on October 11, all Puja Pandal’s vehicles have been asked to line up with the idols at City Tower junction to proceed towards Immersion Ghat at 8:30am.

Huge response to AYO’s campaign

KOHIMA, OCT 5 (NPN): Campaign on environmental protection, “A Moment of Solidarity to Enable Our Environment”, an initiative of Angami Youth Organisation (AYO), received spontaneous response from the residents of the state capital. During the 12-hour campaign, which commenced at 6 am, vehicles stayed off the roads, energy consuming machines were stopped. However, normal life was not affected as shops were opened while most of the office goers went on foot, but attendance was thin in some offices. There was calm all around the town with no sound of vehicles and barely a vehicle was seen on the road, while many citizens took the streets for their
usual works. The jam-packed vehicle parking areas like PR Hill Junction, Old MLA housel junction, Razhu point in the main town, High School junction, was seen empty today, which was not usual during the day time. Though AYO did not make an imposition of vehicular movements, educational institutions and business establishments, few schools chose to remain close while except for countable shops, all shops remained open though the market, town was not seen as busy as other days. Taking part in the campaign, students of Charity School Kohima and North Field School conducted social work by cleaning the road site at new NST area and High school junction, as the road
was free from vehicles. AYO president Medo Yhokha informed that the event passed off successfully with co-operation from all quarters. He appealed to Nagas living in different places to initiate such events to impress the younger generation. He said vehicles found plying were halted for few minutes and conveyed the message and the reason for organizing the event. Yhokha further thanked all the citizens of Kohima town for their support. AYO organized the event in the conviction of its duties of solidarity for humanity, for the coming generations and to campaign for an environment. The campaign was organized as part of AYO silver jubilee yearlong celebration where the main function will be held on November 4 and 5 next.
Gov. initiates promotion of Naga dialects DIMAPUR, OCT 5 (NPN): A delegation from Central Institute of Indian Language (CIIL) has arrived Kohima Wednesday on a three-day visit at the invitation of the Nagaland governor, P.B.Acharya. According to a Raj Bhavan press release, the Bharatavani Project, under CIIL, Mysuru (under Ministry of Human Resource Development, Government of India) has chalked out an action plan for the development of languages of Nagaland including development of dictionaries, learning materials etc. It was decided that an online learning programme for Tenyidie (Angami) language may be commissioned within a year, in collaboration with the University of Nagaland, Kohima Campus. During his meeting with the CIIL officials and the representatives of various knowledge institutions in Nagaland, the governor emphasised that the languages and cultural identities of the Naga people have to be promoted. Reminding that the language of a person was his first identity, Acharya said, “Let us take care of it and give the respect.” Governor called upon linguistic scholars from each tribe to take this golden opportunity to interact with Bharatavani project officers from Mysuru for the full-fledged documentation and codification of each language, with a firm desire to preserve and promote mother tongue. Governor affirmed his fullest support towards the Bharatavani project initiatives, which he said would make knowledge about
Naga languages available, worldwide through the portal. The delegation comprised of CIIL director Prof. D G Rao, senior consultant V V Bhat, reader and research officer Dr. R Ramamoorthy, Bharatavani Project consultant Beluru Sudarshana, Dr. Chandan Singh and Dr Hidam Dolen Singh, both senior resource persons for the Bharatavani Project. Bharatavani Project is a portal (URL: www.bharatavani.in) which has been launched to publish knowledge in and about all the Indian languages including most of the languages of North Eastern States. It covers Tenyidie (Angami),Ao, Chakru/Chokri, Chang, Dimasa, Kabui (Rongmei), Khezha, Khiamniungan, Konyak, Liangmei, Lotha, Nocte, Phom, Pochuri, Rengma, Sangtam, Sema, Yimchungre,Zemi/Zeme in the first phase. CIIL has offered academic and financial support to language development related projects of Nagaland. CIIL has invited all the knowledge institutions like Universities, Academies, Sahitya Sabhas, Tribal research institutions and individual contributors to support by sharing their publications (books on land and culture, people, multimedia publications, dictionaries, grammar tools, etc.,) to be published on Bharatavani Portal. Bharatavani has already published more than 200 books about Nagaland and other North Eastern States. “Bharatavani” App on Android Smartphone is now the largest multilingual Dictionary in India.

DIMAPUR, OCT 5 (NPN): Parliamentary secretary of Irrigation & Flood Control (I&FC), Jacob Zhimomi, who is also the chairman of Dimapur District Planning and Development Board (DPDB) on Thursday, underscored the importance of cleanliness and sanitation in Dimapur. Addressing the District Planning and Development Board (DPDB) meeting at the DC conference hall here, Jacob said that Dimapur has also the potential to become Smart City, if only the citizens take a step forward in keeping the city clean. In this regard, he said it was the responsibilities of every individual to participate in making the city clean. He further urged the Urban Development department to coordinate with other departments in keeping the city cleaner, one of the priority needed for a Smart City. MON/LONGLENG, OCT 5 (NPN): After numerous meetings with the state government failed to produce any positive outcome over MBBS seat allocation to BT candidates, the Eastern Nagaland College Students’ Union (ENCSU) on Wednesday launched its phase-III agitation disallowing all government vehicles to ply in the four district of Eastern Nagaland including Mon, Tuensang, Longleang and Kiphire. In Mon, the agitation, which was spearheaded by ENCSU and supported by Konyak Students Union (KSU), began at 00:00 hours. Altogether, 12 vehicles and one motorcycle belonging to various government departments were seized by the volunteers. One vehicle belonged to a parliamentary secretary. The agitation is likely to continue till 6pm October 6. No untoward incidents were reported till the time of filing this report. It was later informed that the vehicles seized in Mon

The parliamentary secretary, who had earlier raised the issue on poor drainage system in Dimapur city, in the last DPDB meeting, said that maintenance of drainage should not be left alone to Urban Development or Dimapur Municipal Council, but should be the responsibility of every individual by restraining from dumping garbage in the drains. He said poor drainage system has become a major hurdle since during rainy season the roads were flooded leading to massive inundation. To avoid this problem, he urged the public to stop
construction of houses over the drainage. He asked the responsible department to stop issuing land allotments on such places. On the non-completion of over bridge at New Market, he questioned the responsible department for the delay. On the allotment for urban complex at Netaji colony and Burma camp, Jacob said that most of the beneficiaries were higher authorities. On traffic woes in Dimapur, he informed the house that the issue needed to be taken seriously on priority as public and commuters, were the worst sufferer. Pointing out that recently repaired road from
Dhobinallah to Thahekhu, has become a parking zone for army trucks, he informed the district administration and traffic police to set timing for parking. The house after deliberation has also recommended 18 societies for registrations. Up-gradation of Christian mission school from primary to middle school, Seitheke Basa, registration of oracle pre-school at Diphupar village, registration of +Montessori school at Toluvi, registration of ITIKI Montessori school at Darogapathar were also recommended by the board. Meanwhile, according to sources, the agitation was likely to be intensified in the form of picketing government offices or calling in for total bandh in the all four districts if the government failed to meet the demand. It may be mentioned that the agitation has the consent and support of apex tribal bodies of the Eastern Nagaland including the ENPO, ENWO and ENSF. LONGLENG: ENCSU agitation was spearheaded by Phom Students’ Conference (PSC) in Longleng district with
volunteers restricting movement of government vehicles throughout the district. PSC president Hongkam .D.Ngonyan expressed strong resentment over the attitude of higher and technical education department accusing the department of manipulating while implementing backward reservation. “Since the attainment of statehood, the people of Eastern Nagaland have been deprived of its due share by the state government, thereby impacted in more backward from the rest of the Nagas in every sphere”, he said. PSC president also questioned the state government and department concern as to why they were so reluctant to admit their wrongdoing to the people of the Eastern Nagaland. PSC declared that it would not budge an inch from supporting the genuine demand of ENCSU and fight till the seats were allocated. EDSSU rejects LR&S response DIMAPUR, OCT 5 (NPN): East Dimapur Sumi Students’ Union (EDSSU), which had sought cancellation of backdoor appointments of four Land Records & Survey Officers (LRSOs) and eight surveyor grade-I employees under the Land Record and Survey (LR&S) department, has rejected the response of the department to its memorandum dated August 9, 2016. In a press release, the EDSSU president, Kanato S. Awomi, and general secretary, Tovi Achumi, stated that the department has expressed inability to cancel those 12 appointments in view of the Office Memorandum No. AR-5/ASSO/98 dated August 11, 2016 issued by the state government. The union, however, stated that the department’s response had gone against the
Gauhati High Court Judgement dated August 5, 2016. In its judgement order, the Gauhati High Court, Kohima bench stated that it “hopes and expects” the government of Nagaland would “scrupulously adhere” to the criteria laid down by notification dated June 6, 2016 in the matter of appointment made in public office. In this regard, East Dimapur Sumi Students’ Union has warned that department and the appointment authority would invite contempt of court judgement. The union also affirmed that it would leave no stone unturned until justice delivered and would strive to the end for fulfilling its objective. Meanwhile, the union has stated that it remained firm in its original demand for recruitment of those 12 posts through NPSC.

CAVCA, CAGBA supports demand for CBI probe into fuel adulteration case
DIMAPUR: Chumukedima Area Village Council Association (CAVCA) and Chumukedima Area GB’s Association (CAGBA) have supported the public resolution on September 16 2016 which resolved to demand CBI enquiry for impartial and independent enquiry in fuel adulteration case and to re-arrest the kingpins who are out on bail. In a press release jointly issued, president CAGBA, Tokishe Achumi, general secy Atso Gwizan, and vice chairman CAVCA T.Lima Pongen and joint secretary Rajesh Longmailai, the associations expressed “pain” over the fact that kingpins of fuel adulteration are roaming free despite being caught “red-handed” with all the proof and evidences of fuel adulteration.
CAVCA and CAGBA stated that “we” have been robbed in broad daylight and the lifespan of thousands of vehicle valuing thousands of crores in Nagaland have been drastically shortened. Therefore, the associations maintained that such heinous crime should be dealt seriously/ sincerely by the competent authority in order to book and punish the criminals as per the law of the land. CAVCA and CAGBA said the demand of Coordination Committee on Fuel Adulteration (CCoFA) was fully justified and necessary to bring the said case to a logical conclusion. TSUD celebrates 5th general conference
DIMAPUR: Tenyimi Students’ Union Dimapur (TSUD) celebrated its 5th general conference on October 1 at IMC Hall under the theme “perspire and achieve” with general secretary TPO and former chairman KMC, Vipopal Kentso as chief guest and deputy secretary NPSC, Kelhuseto Nakro as guest of honour. Speaking on the occasion, Vipopal Kentso stressed on the two aspects of “Menga” which broadly translated
meant pride, prestige, dignity and principle and “kethezhe” which meant commitment, honour and responsibility, two main characteristics of Tenyimi elders. He encouraged the younger generation to emulate the noble qualities of the forefathers and discard those which were detrimental to the society. Touching on the issue of students and politics, he enunciated that as equal shareholders to the future the students should be conscious and the need to rise up.
Guest of honour, Kelhuseto Nakro called upon the students to be very careful in their relationships. He stressed that basic ingredients for success was sincerity, hard work and presentability both in the eyes of God and men. MMC, MCCI to organise mass NNC/GDRN (NA) condoles social work in Mkg on Oct 7 DIMAPUR: Mokokchung Municipal Council (MMC) and Mokokchung Chamber of Commerce & Industries (MCCI) have informed all the traders and business community in Mokokchung town that there will be an awareness programme cum mass social work on October 7 on account of Swachh Bharat Mission. Through a press note, ADC and administrator, MMC, Bendanglila and president, MCCI Tsukti Longkumer, requested all the traders under MMC and members of the MCCI to participate in the mass social work on the October 7 from 6 a.m to 8 a.m by cleaning their respective business establishment/shop premises.
It also informed that the main areas for conducting the mass social work would be Sewak Gate area, Hospital (IMDH) parking lot area, MMC Shopping Complex premises, Police Point, Daily Vegetable Market (Old Town Hall) and Salangtem New Market. The business community in these locations have been requested to participate in cleaning the overall surroundings along with cleaning the premises of their respective shops/establishments. DIMAPUR: The Northern Sumi Sub-Region (NSSR) GPRN/NSCN celebrated its 4th anniversary of its formation at Sumito Village on September 27. In a press note, regional secretary, NSSR GPRN/ NSCN, Inaqhe Kiho, informed that kilonser Hekiye Swu was the main speaker of the anniversary programme. Representative to Sumi Hoho Hezhekhu, chairman NSH, Zalipu Achumi, vice president NS GB Union Nitoshe Zhimo and president NSSU Shikuto Sumi were also present in the ceremony. The speakers and dignitaries assured positive contribution and encouraged the NSSR, the note stated. The program was chaired by Hugukha yeptho P.O.R.A.O and recorded by region secretary Inato Rochill, and field supervisor NSBAK Aqakito (Nito Mount Zunheboto) read a scripture from the book of psalms 33:12 and Rom 13:1. Meanwhile, lauding the present NSSR functionaries and encouraged by co-operation from all sides, NSSR stated it must surely upgrade to a full fledged region. Further, the organisation also appealed the respective higher authority to look into NSSR grievances with regard to its region activities.
DIMAPUR: NNC/GDRN (NA) has expressed deepest sorrow over the sudden demise of late ‘maj.’ Sepichum Sangtam on October 2. MIP-NNC/GDRN (NA) stated that he was a dedicated and committed leader, a true patriot who had given all that he had for the cause of Naga nation. It stated that he served the nation with utmost sincerity and determination and his contribution would always be remembered and cherished. PAMA, CMA flay rape of minor DIMAPUR: Phek Area Mothers’ Association (PAMA) and Chakhesang Mothers’ Association (CMA) have condemned the alleged rape of a 14-yearold minor by one Surhoseyi (Kuvethi) Keyho of Chozuba Village at his residence in Bethany-I colony, Phek Town during middle part of August 2016. In a joint condemnation note, president PAMA, Besuvolu Venuh and president CMA Zaposhelu Venuh, informed the alleged rapist Kuvethi reportedly raped the minor on several occasions till the incident was revealed by the victim some days back. PAMA and CMA termed the act as “senseless and barbaric” and beyond human tolerance. The associations urged upon the competent authority to award stringent punishment and not to give bail to the alleged perpetrator. Further, PAMA and CMA while condemning the alleged rape, conveyed their sympathy to the victim and also appealed to all right thinking citizens to condemn the same in the strongest term.

Security beefed up for Durga Puja in Tripura
Agartala, Oct 5 (PTI): Security measures have been put in place to avoid any untoward incident in Tripura during Durga Puja festival to be celebrated in 2,509 pandals across the state. “We have taken adequate measures to make the puja celebration peaceful. Besides normal policing, we have deployed around 3,350 Tripura State Rifles (TSR) jawans in the state,” Director General of Police K Nagraj told reporters. Security was beefed up in the state capital and all big pandals would be brought under CCTV camera surveillance. 38 watch towers were set up, including the state capital and many drop gates set up for checking of vehicles entering Agartala. Altogether 120 police assistance booths would be in place all over the state, he said. Patrolling by para-military forces has already started in the hilly and remote areas and the Border Security Force (BSF) has been alerted to maintain a vigil along the 856-km long IndiaBangladesh border, especially where the barbed wire fencing was yet to be constructed.
IMPHAL, Oct 4: With test results of nine more patients turning out positive on Wednesday, the number of dengue positive case in Manipur rose to 14. All the nine patients confirmed of suffering from the dreaded disease were from Thangmeiband area of Imphal, the same locality where five members of a family were tested positive recently. After three members of a family at Thangmeiband were tested positive on October 3 last, state health authority collected blood samples of other members of the family who were also suffering from fever. Among them two more family members were found infected by the disease on Tuesday. Further, health authorities collected blood samples of 20 local people who were developing similar symptoms for testing. Of them nine people were tested positive, an official of the state health department said. All the patients were currently treating at Shija hospital, Imphal. On the other hand, state

Elected members of the urban local body and local clubs were also assisting in taking up the preventive measure like cleaning drains and clearing garbage piled up in the areas. State health services authority had already issued an alert against dengue after fresh cases of suffering from the dreaded disease were detected in Imphal on Monday (October 3). To combat with the dreaded disease, health authority had also advised all stakeholders to take immediate measures to keep their surroundings clean as well as to take up anti-larva drive, particularly in Imphal city and valley areas. The officials has even announced providing free treatment to all suspected dengue case and those developing similar symptoms at government hospital including JNIMS and RIMS hospitals.

GUWAHATI, Oct 5 (Agencies): Former chief minister Tarun Gogoi on Tuesday slammed the Centre’s move to amend the Citizenship Act, 1955, to make minorities fleeing Bangladesh, Pakistan and Afghanistan eligible for Indian citizenship. The veteran Congress leader said the current situation in Bangladesh did not pose any threat to the country’s minority communities, especially Hindus. “I have seen in news reports that there are around 29,000 Durga Puja pandals in Bangladesh this year. This is around 300 more than last year. This shows that there is no situation in which Hindus are being persecuted there,” Gogoi said. He added that if Assam was made to house people fleeing other countries on humanitarian grounds, it would have no space for its own people. “Where will the Assamese go? IMPHAL, Oct 5: In a major relief to human rights crusader Irom Sharmila Chanu who fought a legal battle against “attempt to commit suicide”, charged even as she breaks her nearly 16 years fasting stir was Wednesday acquitted by a local court here. Imphal West Chief Judicial Magistrate acquitted all charges levelled against her after a hearing today. Shillong, Oct 5 (PTI): Eight traders from Assam who were abducted by militants from Meghalaya’s South Garo Hills district on September 29 were released today, police said. The traders were released unharmed somewhere in Chokpot area of the district early today and they have reached their respective residences in Assam, South Garo Hills SP Anand Mishra told PTI. He said a police team from South Garo Hills have been sent to meet the victims and gather information about the abductors. Nine traders were abducted at gun point by A’Chik Songna An’Pachakgipa Kotok (ASAK) militants on September 29. One of them was released the following day. Mishra said he believed the family members have paid the ransom to the militants, before they were let off. The family members, however denied paying the ransom. Two of the abductors have been identified and one of them was ASAK chief Reading T Sangma, the SP said.

Union Cabinet approves amendments to HIV, AIDS Bill
NEW DELHI, OCT 5 (IANS): The Cabinet on Wednesday here approved amendments to the HIV and AIDS (Prevention and Control) Bill, 2014, which was drafted to safeguard the rights of people living with and affected by the Human Immunodeficiency Virus. The cabinet meeting was chaired by Prime Minister Narendra Modi. The provisions of the bill seek to address HIV-related discrimination, strengthen existing programmes by bringing in legal accountability and establish formal mechanisms for inquiring into complaints and redressing grievances. The proposed law aims to prevent and control the spread of HIV and AIDS, prohibits discrimination against affected persons, provides for informed consent and confidentiality with regards to their treatment,
places obligations on establishments to safeguard rights of persons living with HIV arid create mechanisms for redressing complaints. The bill also aims to enhance access to health care services by ensuring informed consent and confidentiality for HIV-related testing, treatment and clinical research. It lists various grounds such as employment, educational establishments, health care services, residing or renting property among others, on which discrimination against HIV positive persons and those living with them is prohibited. The proposed law also provides for appointment of an ombudsman by state governments to inquire into complaints related to the violation of the law and penal actions in case of noncompliance.

India is at an all time high. It is among the most attractive destinations for investment. Singapore companies have experience in India and are familiar with our investment landscape. We hope to see more Singapore companies investing in India,” Mukherjee said. The President said he was happy to note that Singapore is collaborating with the government of Assam in developing a skill centre in the northeastern state. The northeastern part of India is a natural partner of South East Asian nations, he said.

BSF personnel on-board a fast interceptor boat noticed an engine-fitted wooden fishing boat which had ventured into the Indian waters around 10:00

ricket in India has never been the same after the roaring success of the IPL T20 which became become a trillion dollar business which created a huge sensation for cricket and pitch-forked India as the Mecca of the game. The IPL today has become synonymous with tons of money, used to corrupt, con and cheat the game and millions of cricket lovers. The financial involvement of IPL with regard to auction, promotions etc runs into several thousand crore rupees while the betting itself is said to involve nearly fifty thousand crore rupees. It is the IPL that has pitch forked the BCCI as the richest and most powerful sports body. Ironically, it is the heady success of the IPL that led its own downfall when match fixing, betting and underhand deals during auctions brought the IPL under scanner. The Board of Control for Cricket in India ( BCCI) is the richest, most powerful and influential cricket body under the International Cricket Council(ICC). The immense wealth also gives the BCCI a very major say in the affairs of the ICC. At home, the BCCI has become a power unto itself and also the most favoured hunting ground for top politicians, senior bureaucrats and business barons who are in the Board not for the love of cricket but the money and influence it wields. After the murky goings in the IPL exploded with serious allegations of match fixing and dubious deals of proxy ownerships of franchise, the Supreme Court stepped in and appointed the Lodha Committee to cleanse Indian cricket. The committee was mandated to rid the BCCI of the stranglehold by some who never seemed to retire and continue to hold sway over cricket affairs. The Lodha Committe report was accepted by the Supreme Court which in turn, directed the BCCI to incorporate them within a specific period of six months. Some of the recommendations included - BCCI come under RTI Act; betting be legalised to bring transparency; players and BCCI officials disclose their assets to the board in a measure to ensure they do not bet. The panel also proposed one state, one vote and an end to proxy voting of individuals; no BCCI office-bearer can have more than two consecutive terms; no BCCI office-bearer can be minister or government servant and in no case can a person be BCCI President for more than two years. It also recommended separate governing bodies for the IPL and BCCI. The BCCI has rejected these reforms and in an effort to influence public opinion and gain sympathy, it issued a threat, saying that because its bank accounts were frozen, it would call off the ongoing Test and One-day series against New Zealand. BCCI did not announce the cancellation but its top officials placed this threat in public domain through leaks to sympathetic media outlets. Justice Lodha went on air to counter the BCCI by reiterating that there was no constraint on bank accounts for expenditure on the ongoing India-New Zealand cricket series. The Lodha committee had frozen BCCI accounts for exceptionally large sums of money, up to several hundred crore rupees. Politicians, corporate barons and top bureaucrats under BCCI wont give up and neither will the Supreme Court. Genuine sportspersons and sport loving public ought to make a stand to back the panel and save the game from the clutches of opportunists.

After the killing of 14 jawans at Uri, one widely supported demand is: retaliation. Prime Minister Narendra Modi has promised counter action at the time and the place that the armed forces chose. What would be India’s next step not yet known but the retaliation part is very much true. It is a sad option and to exercise it without action requires patience which is getting exhausted. War is not considered an option. Yet what is the way out? Pakistan had admitted that some non state actors could have indulged in straightening things at Uri. But now after the whole world has expressed horror over the Uri incident. Islamabad says that India had stage managed Uri and Islamabad had no hand in it. They were crushed by the security forces which too lost thousands. Even now some militants from across the border attack some places but are rebuffed. For example, on the day of Zubin Mehta’s concert, a post of Central Reserve Police Force in the southern Kashmir was targeted with rockets. There was a hartal at Srinagar. But this exercise has been gone over by many a time before. Sushma’s warning may also go unanswered. But hers is yet only a warning because the next step can lead to war between the two countries. There seems to be some rethinking at Islamabad because they have said through their envoy Abdul Basit that the Uri was “stage managed” and Pakistan had no hand in it.

A very common bible verse ‘ The fear of the Lord is the beginning of knowledge, but fools despise wisdom and instruction. - Proverbs 1 : 7 ‘ lays the foundation of our life and those that heed this verse are the real hero’s and heroine’s of our time as opposed to those playing a negative role, who we know are sociopaths and psychopaths comprising as composite ingredients of our society. Those sparkling genuine people in our society are real successful one’s who underwent proper process of learning and are well trained and equipped to face any circumstances that crops up in our life. We recognise and know them from the fruits they bear and makes us well pleased blessing them in our hearts for their wisdom and concern of all mankind. While those that succeed without integrity are real trouble makers and Corruptor’s in our society. These people always look out for short cuts and enter through backdoors without the knowledge that it takes education and proper training to hold a responsible post/ job. Because that job holder doesn’t mean joining the job position to extract what amount of salary/benefit one gets. But that job holder should be efficient enough to do his/her work properly and the work or task well

As we look around today, there are few countable genuine humans, humane enough to be doing the job of 10s and 100s as they are compelled even to do the work of ineligible and clumsy colleagues/ staffs. To lighten their burden and avoid such in future, steps should be taken to filter out those people whose job is only that of occupying space and blocking others to be fruitful. People should unite together not to do evil and encourage wrong doing (like few people does)but must be united in rational thinking of living right before the audience of one and only one who is our living father because what is pleasing to God is also pleasing before man. God has blessed us in every ways to increase and bear fruit. But that seed which God has blessed the people to be planted to yield more is even consumed. With this state, there may come a time when all will starve to death. Looking ahead of what is unfolding, its time we wake each other up and work collectively for common good, like some of our sensible leaders have been already working, trying hard to knock some good sense in us. To initiate change
T
o initiate change is a lot easier than its acceptance, but we must never grow weary of accepting certain change (es) for the betterment of our society. I write this to propagate as well as to accept a change-a minute one, yet unavoidable. Autumn has crept in, and with it, comes the season of weddings. We see wedding cards at frequent intervals at the family table. What always draw my attention are the inscriptions on the invitation card. The “attention”, here, refers to the addressal of the bride or groom’s deceased mother or father or both parents as “Lt”. There are 119 words which stand for the acronym “Lt”, but never in the history of English language has ever been mentioned and accepted that the acronym “Lt” stands for a deceased person. The acronym “Lt”, in true sense, stands for Lieutenant- a Junior Commissioned Officer in almost all nations’ armed forces. And therefore, the deceased should be addressed with respect and loving memory as “Late” and not “Lt”. I believe that all of us will be able to perceive this change and adhere to it, because a well informed citizen leads to a progressive society. United we stand, but divided we fall

f the Naga Christians knowingly and all the so called National Factional Leaders intentionally fail to unite in time and fall into the pitch the blame shall go on the heads of the NSCN (IM) and GOI or the same responsibility and blame shall fall on the Heads of the factional groups and the NGOs who failed to join hand in peace accord. The door for Naga political final settlement is widely opened for the Nagas of the underground factions as well as the whole section of Nagas to come and prepare the framework. If we unitedly stand, everything is there for the Nagas but if we fail to unite in the right time, how can we achieve our common goal. Let us enter into the Peace Accord signed on August 3 2015 by two nations that the GOI and Naga Nation as the second step unitedly, inorder to bring back the rights of the Nagas such as (1) the land of Nagas which areas transferred to Assam as per 1947 Agreement (2) the integration of Nagas. (3) the Sovereignty of Nagas, then (4) the Naga independence or so on. As because, the Nagas are with the Indians only for the above four mentioned points otherwise, the Nagas are not Indians. Let the Good Jesus Christ speak to every Naga Christian Leaders as well as to all the so called leaders of the Naga National workers and let them turn to God from all of the wicked ways and their differences and join their hands together
BJP responds to NPCC charge
he BJP Nagaland vehemently oppose and denounce the self contradicting amusing stance of NPCC President Shri K.Therie as published in local dailies yesterday. His criticism around the views that BJP is non-secular is nothing but cheap propaganda tactics for publicity adopted by below-the-edge leaders which has no foothold. The failed election gimmick adopted by the NPCC president to rope in supporters at the cost of the secular integrity of the ruling BJP government is a pathetic statement. The State President Shri Visasolie Lhoungu and BJP Nagaland hereby clarifies that the Bharatiya Janata party is a secular political party based on the philosophy of humanism and patriotism with focus on ushering in all round equitable developments throughout the furthest reach of the country. The party has no agenda of Hindunisation as assumed. The instances of anti-Christian activities is not only confined to the BJP government period but has also occurred during several of the congress governments in the centre and states. The only fact is that such incidences are vociferously highlighted by anti BJP elements to malign the party. On the same breadth, though anti-cow slaughter legislation is as old as India’s Independence in varying measures from state to state, anti BJP elements had flatly blamed only the BJP for the legislations. As such, the time has come for the public to examine and retrospect such anti BJP propagandas and remain steadfast with only the truths. There are many people professing to be leaders yet bereft of any qualities required of a leader. They hang on to assumed views without ascertaining the facts. The product
of such leaders create a social climate of confusions fueled by their half truths, misinformation, gossips, exaggerations, manipulations, etc., consequently leading the society into a nadir of differences, disharmony, and thereby, economic underdevelopment. The public ought to realize that it is high time that such leaders with their professed distorted views should not be allowed to mislead the Naga society no more but strive to remain steadfast to facts and truths only. On the NPCC’s President’s Christian charges against BJP, readers may reflect on this matter and realize that no true Christians criticize and point fingers but they live practical Christian lives. Those who criticize with a holier-thanthou attitude are just another professing Christians who has a doubtful foundation of Christian faith and whose Christianity stretches only as long as his criticisms. They are the breed of “Christians” who have belittled the meaning and depth of Christianity. Not BJP. Any true Christians with sound standing would not adopt unchristian ways to drag Christianity into politics. These are the traits of shallow religiousness and leaderships. If there are any issues that need to be addressed, true Christians would approach in an ethical way with an open mind to solve any problems. But the reality is otherwise today, so much so that, Christianity is under threat from within also whereas, Christian values are less practiced and instead criticisms against others to exhibit one’s own Christian identity has been prioritized. That is political and totally unchristian. So the case with the likes of NPCC President Shri Therie. It may be clarified one
more time that the BJP has a large number of Christians as well as members from every different types of religions professed in the country. It is not restricted to Hinduism. Nor are there any conditions of religious identity for party memberships. Senior party leaders have opined that, interestingly, Shri Therie’s projection of his self and his party as a strongly principled religious believer thus propelled to criticise BJP’s Christian integrity is extremely ironical and cannot be digested given the fact that just a couple of years back around 2014, he was under negotiation with the former BJP State President to join the BJP. That happened at a time when he was vying to be the NPCC President against then incumbent Shri S.I. Jamir, now Advisor, Urban Development, DAN Government. With the defection of Shri S.I.Jamir, he was instated as NPCC president subsequently, reverting back to Congress party. With such a histor y, where is the credentiality of religious sincerity and integrity in Shri Therie to question the BJP’s Christian credentiality, integrity or secularism. Rather, he is just a turn coat who is all out to gather the bits and pieces of his shattered party to face the impending losses in the forthcoming series of local and Assembly elections by hanging on to the plank of criticisms against BJP’s Christian integrity. If at all, Shri Therie has genuine religious concerns, he should disengage from politics and NPCC and exercise his forthrightness with positive social activities in tune with Christian values. His antagonism against BJP is the heights of religious and political hypocrisy par excellence. Hypocrisy and double standards should not be exercised in the field of social and political affairs for
the sake of the society’s stability, security and progress. Only truth and truth alone shall stand in good stead for the society at all times. Also needless to mention is Shri Therie’s ridiculous charges that DAN Alliance were for reasons of greed. Has Shri Therie forgotten that the money centric politics of the Congress since 1975 took the state on the wild, wild road to zenith levels of corruption the last three decades thereby looting the state of any developments? The problem today of corruption, disharmony, unemployment, differences, economic slump, etc., are the by-products of yesteryears’ congress misrule of greed which the NDA and the DAN governments are finding extremely tough to rectify. With patience on the part of the erstwhile congress, these problems shall be gradually solved and place the nation and state on the path of normalcy. The State President Shri Visasolie Lhoungu has therefore charged that, instead of lambasting the NDA and DAN, the NPCC president should own responsibility for the misdeeds of the congress culture till date and appreciate the tireless efforts being made by the Prime Minister to remedy the faulty corruption culture through various measures such as linking adhaar to bank accounts for receiving government subsidies as well as myriads of public welfare related schemes. The BJP Nagaland see no credibility in whatever statements the NPCC President with doubtful credentials may make. The people of the 21st century should be alert from being led astray by lies and misinformation only to be ditched midway. Truth only stands. If the Nagas, we call ourselves as Christians then come together and defeat Satan and stand together in the name of the Almighty God so that only we can bring back the rights of Nagas as endorsed by the Nagas. It is therefore, I on behalf and behalf of the whole Naga Village chiefs, Ahngs and gaon burahs earnestly appeal the Naga leaders either the underground leaders or overground leaders to come together in the name of our good Lord Jesus Christ and settle the long long pending Naga Issues. Are we still developing nation to be clean? Sir,
Dimapur is roughly 6,400 sq miles making it one of the smallest commercial city in India. Yet, we don’t figure in the top 50 for cleanliness or cleanest state. It’s sad to see trash lying in streets and around shops. Our markets are unpleasant to visit and do shopping. It gets worse during rainy season with floods and bad smell coming from nullah’s. Our roads inside city are in bad conditions as if we were bombed in a war. I don’t see any city beautification plans as we see in our neighbouring states. Even from a Tourist point of view we can’t bring our friends i.e local or International looking at the pitiable condition of the state. Many will be shocked to hear it’s a 100 % Christian state with such poor state of affairs. I think its high time DMC to pull its sock up and chalk out plans to keep the city clean with citizens’ participation. Clean city leads to clean image of the state. After all people’s first impression on the state comes from its people and clean city image. The distance between developed world and developing world lie on its image. Debate on over surgical strikes video
KSU threatens to seal GHS Kangtsung DIMAPUR, OCT 5 (NPN): Kangtsung Students’ Union (KSU) has threatened to seal the Government High School (GHS) Kangtsung under Mokokchung district from October 12, 2016 till its demand was met. In a press release, KSU president Manen Pongen and General Secretary Imti Lkr alleged that a female graduate teacher at GHS Kangtsung has remained absent from her duty since April 1, 2016 till date despite sending her several notifications. KSU cautioned that if the responsible teacher failed to present herself within the first week of October 2016, as per the order given to her by DEO Mokokchung, the school would be sealed. In case of any eventuality, KSU said the responsible teacher would be solely held responsible.
Akhilesh launches app Dial 100
L U C K N O W, O C T 5 (IANS): Uttar Pradesh Chief Minister Akhilesh Yadav on Wednesday launched the mobile application Dial 100 and unveiled the logo of the service which is to be started soon. The Dial 100 service, government officials claim, would ensure that police reach the crime scene in 15 minutes in both rural and urban areas. For this, hundreds of new mobiles and four wheelers are being provided to the state police. Speaking at the function, Yadav later said the opposition’s criticism of law and order in the state was biased and asked if they had any better system than Dial 100 to offer.

Yet another for mer army chief Gen Shankar Roy Choudhary also spoke out against the release of the video saying the country’s secrets should not be put in the open. He added that Pakistan was looking for an opportunity to gain from any such release. Echoing his views, a former IG of BSF said release of such video could hamper India’s future strategy. BJP Spokesperson G V L Narasimha Rao said, “At a time when the whole world has stopped believing Pakistan we have the spectacle of Congress, Kejriwal and other parties questioning strike carried out by our armed forces and giving a handle to
Pakistan to advance its false propaganda.” Reacting to the newspaper report, he said the credibility of Indian armed forces is so high that the whole world has rallied behind India and supported surgical strikes. “We do not need to rely on any media report to justify statement of the armed forces”. Steering clear of the issue, Congress’ chief spokes-
person Randeep Surjewala said, “Let government consult all political parties and we would give appropriate advise in the best interest of national security.” Congress had yesterday disassociated itself from the controversial remarks of its leader Sanjay Nirupam, who had alluded that the Army’s assertion of a surgical strike could be fake.
Army hands over clips to govt
The Army has handed over to the government video clips of the cross-LoC surgical strikes as per laid down procedure, Union Minister Hansraj Ahir said today, amid a growing chorus that evidence of the operation on terror launch pads in PoK be made public. Ahir, the Minister of State for Home, said there is a process for putting such issues in perspective which was duly followed by the Army as well as the government. Separately, Kiren Rijiju, also a MoS for Home, said everyone should have faith in the government and allow the Army to take its own call. “The laid down procedure has been followed. The DGMO briefed (about the surgical strikes). It was not the Defence Minister nor the Prime Minister and not the Home Minister. It was the DGMO who briefed (the media). That was the right thing to do and they (Army) did it. “There was a time when written documents were submitted. Now the times have changed. Now clips are given and the clips have been given,” Ahir told reporters. The statements by Ahir and Rijiju came amid demands that government release the footage of Army’s recent surgical strikes on terror launch pads in Pakistan-occupied Kashmir.
Cauvery water row: AIADMK slams BJP, Cong; stir across TN CHENNAI, OCT 5 (PTI): AIADMK today hit out at the Centre and Karnataka government for “not abiding” by the Supreme Court directive to set up the Cauvery Management Board. Protests were held in several parts of Tamil Nadu against the NDA-led Union government for its stance in the apex court regarding the setting up of Cauvery Management Board (CMB), with a farmers’ body launching an indefinite fast on the issue here. In a write-up in AIADMK mouthpiece, Dr Namadhu MGR said that by declining to set up CMB, even after the apex court’s order, it was clear that the saffron party was treating Tamil Nadu with a “step-motherly attitude”. “It is clear that the BJPled Centre will also follow the obstinacy of Karnataka in not heeding to the directive of the Supreme Court,” AIADMK alleged. It wondered about the kind of grave situation that may emerge “if common
people too took a stand that they will not bow to court orders when the Central and Karnataka governments ruled by national parties showed adamance by not abiding the Supreme Court directive.” AIADMK said people were aware that the convergence of stance of the Central and Karnataka governments on the issue of setting up the CMB was aimed at the “Karnataka Assembly electoral harvest.” “National parties like BJP and Congress imperilling India’s unity for the sake of votes and seats has led to a big concern among the lovers of the nation,” it said. Farmers of Tamil Nadu All Farmers’ Federations (TNAFF) began an indefinite fast here, urging the Centre to immediately set up CMB. “This is an indefinite fast. We want the Centre to set up the CMB immediately,” TNAFF president P R Pandian told PTI. Fifteen farmers, including those from the Cauvery delta districts of Tiruvarur and Tiruchirappalli, are on

Volunteers of All India Students Federation, affiliated to CPI, staged a protest here and Pro-Tamil and farmers’ outfits staged demonstrations in Tiruchirappalli, Madurai and Puducherry on the issue, raising slogans against Prime Minister Narendra Modi. DMK treasurer and Leader of Opposition M K Stalin said they would stage a fast on October 7 in Thanjavur to condemn the Centre’s stand on setting up of CMB. “We will show our opposition (to the Centre’s stand) through the fast,” he told reporters here. PMK chief Ramadoss said he would lead a protest demonstration here on October 8 to urge the Centre to immediately set up the CMB. “The protest is also to condemn the Centre for its betrayal of Tamil Nadu on the issue and the Tamil Nadu government for having lost the state’s rights by being negligent,” he alleged.
Drought: Don’t dig well when Adarsh scam: HC orders probe into ‘benami’ flats house is on fire, SC to Centre NEW DELHI, OCT 5 (PTI): “Don’t dig the well when the house is on fire,” the Supreme Court today observed as it warned the Centre of not repeating last year’s “mistakes” in tackling the drought situation in various parts of the country this time. Asking the government to be ready with relief measures for drought in certain parts of country this year, the apex court said, “we are concerned about the approach. You should change your mindset. Don’t repeat last year’s mistake of not declaring drought on time. Don’t dig the well when the house is on fire.” The observation by a bench of Justices M B Lokur and N V Ramana came when it was pointed out that several districts in country have had deficient rainfall and a situation like last year may emerge
again which may catch the government napping. Additional Solicitor General P S Narsimha, appearing for the Union government, said, “it is wrong to say that Centre is not dealing with the drought-like situation. The process is going on as directed by the court. We are revising our drought manual as per suggestions and recommendations made by experts and other bodies.” A dvo c a t e P r a s h a n t Bhushan, appearing for petitioner NGO ‘Swaraj Abhiyan’, pointed out that several districts have reported deficient rainfall as per the data of the India Meteorological Department (IMD). To this, the bench told the ASG that by now the Centre must have got an idea of rainfall details across the country and asked whether it had issued any advisory
to the affected states in this regard. The bench said that as per data supplied to it, 12 districts in Bihar, 32 in Uttar Pradesh, 11 in Punjab and 13 in Gujarat have received deficient rainfall. Narsimha pointed out that advisories have been issued to these states which have been told about the emerging situation. “Our idea is that you are ready for the future. Past mistakes are not repeated. You should be prepared for the situation, although the condition is not as bad as it was last year,” the bench said. A central government official informed the court that over 35 lakh hectares of farm land have been sown and the Centre was providing all technical assistance to states.
MUMBAI, OCT 5 (IANS): Expressing dissatisfaction with a Central Bureau of Investigation report on its probe into ‘benami’ flats in the controversial Adarsh Society, the Bombay High Court on Wednesday directed the agency to probe it further. After going through the CBI report, a division bench comprising Justice A.S. Oka and Justice A.A. Sayed said it was “not satisfied” and asked the agency to probe the matter further and file its report by December 16. Earlier on September 2, when CBI submitted its report, the court refused to accept it saying that the agency had not applied its mind with respect to several issues raised in a public interest litigation against the society. Activist Pravin Wategaonkar, who had filed the PIL, alleged that senior bureau-
crats and politicians owned ‘benami’ flats in the Adarsh Soceity as a ‘quid pro quo’ for clearing files of the society in violation of norms. He had even demanded that the Maharashtra government reveal the names of two top officials who had dealt with the Adarsh Society files at the relevant period and allegedly were allotted ‘benami’ flats. Wategaonkar pointed out that during the initial stages of the probe, the CBI had arrested one of the promoters of the society in 2011, Kanhaiyalal Gidwani, and sought his custody as he held ‘benami’ flats for two politicians. Gidwani and his family owned a total of 10 flats in the society and the sources of funding or their real ownership was still unclear, the PIL said. One of the prime accused
in the scam, Gidwani died of a heart attack in November 2012. In his PIL, Wategaonkar said the CBI has not named the two politicians owning two each of these ‘benami’ flats either in the chargesheet or anywhere else during the probe. He sought the court’s direction to the CBI to either produce any documents or police reports, or carry out an independent probe on these
missing names. The court had directed the CBI to probe the matter of ‘benami’ flats further and submit a fresh report on this particular aspect by December 16. The Adarsh Cooperative Housing Society scam was first unearthed in November 2010 and involved grabbing of flats cheap in the upmarket Colaba area which were meant to house Kargil war heroes and war widows.

NEW DELHI, OCT 5 (PTI): A debate raged today over whether government should release evidence of the army’s surgical strikes across the LoC with BJP leader Subramanian Swamy favouring putting out an edited version of the video on the action while most experts spoke against it. Rejecting the demand, the BJP attacked some Congress leaders and AAP chief Arvind Kejriwal for raising questions over the strikes and accused them of giving a handle to Pakistan to advance its false propaganda. The Congress, on its part, insisted that it never questioned the authenticity of the strikes but steered clear of the demand, including from within its own ranks, for the release of evidence, saying it would give appropriate advise in the best interest of national security if consulted by the government. Swamy, a Rajya Sabha member, said anybody questioning the operation should provide prima facie evidence to support his allegation but added that a video should be released following a news-

MUMBAI, OCT 5 (PTI): Showing sharp swings, the Sensex gave up gains and slipped nearly 100 points after profit-booking in IT and technology sectors kept the forward momentum in check. Investors were also wary of slower September growth in the services sector as pace of new orders moderated amid competitive pressure and unfavourable weather conditions. The Nikkei India Services Purchasing Managers’ Index (PMI), which tracks services sector companies on a monthly basis, stood at 52 in September, down from August’s 43-month high of 54.7, pointing to a slower and moderate rate of expansion. However, buying interest was seen in realty, metal, auto, telecom and FMCG counters. The 30-share index resumed higher and was trading at 28,241 at 1206 hours, down nearly 93 points.

Gold price suffers worst one-day fall of Rs 730
Concurring with this view, Singaporean brokerage DBS also said the next rate cut can happen only in the first quarter of 2017 and not at the next policy review. Newly appointed Governor Urjit Patel had a conference call with analysts after the announcement of the policy yesterday in which the media was not allowed. DBS also attributed the cut to the change in the real rates framework. Even though the policy document did not have a formal guidance, DBS added, the stance indicates lower inflation print continuing into the December quarter. All the brokerages and analysts said that having committed to keeping the liquidity deficit at neutral, the RBI will continue its liquidity injection through the open market operations or buyback of G-Secs.

Mumbai, Oct 5 (PTI): A day after the monetary policy committee (MPC) debuted with a surprise 0.25 percent cut in rates, analysts on Tuesday said the Reserve Bank will continue with the accommodative stance but the next action can come only in the February review. In a note, domestic rating agency Icra said it expects the rate easing cycle to continue. “With the indication that real interest rates (the differential between the key lending rate and inflation) may need to be lower than 1.50 percent given prevailing global scenario of negative rates, further easing by the Monetary Policy Committee (MPC) can’t be ruled out,” its senior vice president Karthik Srinivasan said, adding that he is uncertain over the timing. Economists at foreign brokerage Bank of America Merill Lynch said however that it doesn’t expect any rate cut in the upcoming review of the bi-monthly policy in December. “We expect a final 0.25 percent cut on February 7,” it said in a note.

The association demanded that none of the assessees of central excise (to be levied CGST on the supply of goods) and service tax (to be levied CGST on the supply of services) should be transferred to states for the purpose of levy and collection of CGST by the officers of states. “All central excise and service tax assessees falling above the annual turnover of Rs 20 lakh should necessarily be controlled by the Centre and its officers only. The All India Association of Central Excise Gazetted Executive Officers has strongly demanded that all assessees of central excise and service tax with the annual turnover of Rs 20 lakh per annum should only be controlled by the Centre for the purpose of levy and collection of Central GST (CGST) and Integrated GST (IGST). “It has come to notice of the association that the states and their employees have now started demanding control over service tax assessees also falling within the annual turnover limit of Rs 20 lakh per annum to Rs 1.50 crore per annum due to a liberal stand shown by the

In a lecture at the California Institute of Technology (Caltech) in 1959, titled “There’s plenty of room at the bottom”, he considered the possibility of the direct manipulation of matter at the atomic scale. It was also in this lecture that he introduced the idea of “swallowing the surgeon”. Jean-Pierre Sauvage was born in 1944 in Paris, France. He is currently emeritus professor at the University of Strasbourg and director of research emeritus at the French National Centre for Scientific Research (CNRS). His work provided early breakthroughs in the area of molecular machines. He had been researching the use of
sunlight to drive chemical reactions but this work helped him work out that he could link different molecules together in a chain. This was the first step towards building molecular machines. In 1994, Prof Sauvage’s research group succeeded in making one molecule rotate around the other in a controlled manner when energy was applied. Sir Fraser Stoddart was born in 1942 in Edinburgh, UK. He is currently affiliated to the Northwestern University, in the US. The Briton made a key advance by threading a molecular ring on to a rod-like structure that acted as an axle. Sir Fraser then made use of the ring’s freedom to move along the axle.
Port-au-Prince/Havana, OCT 5 (Agencies): Hurricane Matthew’s fierce winds were bound for the Bahamas Wednesday morning as the storm that has killed at least seven people took its last lashes at Haiti and continued to pound Cuba. The damage was especially brutal in southern Haiti, where sustained winds of 125 mph continued to punish the impoverished island nation that saw trees topple to the ground and rain flood its streets Tuesday. Mourad Wahba, the UN Secretary-General’s Deputy Special Representative for Haiti, described Matthew as the “largest humanitarian event” since the earthquake. The high winds of Hurricane Matthew roar over Baracoa, Cuba, on Tuesday, October 4. Matthew’s strong winds pounded Cuba on Tuesday night even as the powerful storm took its last lashes at Haiti, where it downed trees, drenched the ground with feet of rain and flooded streets. At around 7 a.m. ET Tuesday, Matthew made landfall as a Category 4 hurricane near Les Anglais, Haiti, according to the National Hurricane Center. Witnesses reported streets had flooded in the capital of Port-au-Prince, while heavy rains pelted the town of Les Cayes, according to Mayor Jean Gabriel Fortuné. “We’ve already seen deaths. People who were out at sea. There are people who are missing. They are people
who didn’t respect the alerts,” Interim Haitian President Jocelerme Privert said at a news conference. While the final death toll remains uncertain, Haitian church pastor Louis St. Germain said heavy rain had caused Haitian waterways to swell. Speaking to CNN on the phone from Les Cayes, Haiti, he said the storm sheared a wall off his house and tore roofs off many buildings in the area. “The river has overflowed all around us,” St. Germain said. “It’s terrible ... a total disaster.” Forecasters had predicted Haiti might receive up to 40 inches of rain -- a disastrous amount for a nation still recovering from a devastating 2010 earthquake that killed more than 200,000 people. Aleppo, Oct 5 (Agencies): Analysis of satellite imagery taken after a deadly attack on an aid convoy in northern Syria last month shows that it was an air strike, a UN expert says. At least 18 people were killed when lorries unloading at a Syrian Arab Red Crescent warehouse in a rebel-held town outside Aleppo came under fire. The US believes Russian warplanes bombed the convoy. Russia, which backs Syria’s government, denies the charge. UN officials have said the incident could constitute a war crime. Secretary General Ban Ki-moon has established an internal board of inquiry to investigate the attack, which he has denounced as “sickening, savage and apparently deliberate”.
The UN says that on the evening of 19 September, 31 lorries delivering life-saving aid to a SARC warehouse in Urum al-Kubra came under fire. The head of the SARC in the town was among those killed, while 18 of the lorries were totally destroyed. The warehouse and a nearby medical clinic were also severely damaged. UN officials have so far referred to the incident only as an “attack” and not accused any of the warring parties of responsibility. But on Wednesday, Lars Bromley, research adviser at the UN Operational Satellite Applications Programme (Unosat), told a news briefing in Geneva: “With our analysis we determined it was an air strike and I think multiple other sources have said that
as well.” “For air strikes, what you are usually looking at is the size of the crater that is visible, and the type of crater,” he added. “Basically air-dropped munitions are often much larger than anything you would fire from the ground.” The chairman of the US military’s Joint Chiefs of Staff, Gen Joseph Dunford, told a Senate Committee three days after the attack that two Russian warplanes had been in that area at the time, along with some “some other aircraft” belonging to the Syrian government. “There’s no doubt in my mind that the Russians are responsible. I just don’t know whose aircraft actually dropped the bomb,” he said, calling the incident “an unacceptable atrocity”.

Jean-Pierre Sauvage, Sir Fraser Stoddart and Bernard Feringa will share the 8m kronor (£727,000) prize for the design and synthesis of machines on a molecular scale. They were named at a press conference in Sweden. The machines conceived by today’s laureates are a thousand times thinner than a strand of hair. They could slip inside the human body to deliver drugs from within - for instance, applying pharmaceuticals directly to cancer cells. This field of nanotechnology could also yield applications in the design of smart materials. The prize recognises their success in linking molecules together to design everything from motors to a car and muscles on a tiny scale. “They have mastered motion control at the molecular scale,” said Olof Ramström, from the Nobel Committee. Variety surveyed industry figures for the study before estimating the fees that the top talent command on the small screen. Big Bang actors Jim Parsons, Kaley Cuoco and Johnny Galecki all receive an estimated $1m (£786,000) per episode. Gilmore Girls stars Lauren Graham and Alexis Bledel come joint second. They each earn an esti-
mated $750,000 (£590,000) per show, according to Variety. The revival of the mother-daughter drama is coming to Netflix next month, with four new episodes, each representing a season of the year. Big Bang Theory, which centres on a group of highfunctioning science “geeks”, is currently on its 10th series. The total cost is said to be $9m per episode - half of which goes on salaries for its stars. In the category of reality shows, chat shows and news, Judge Judy topped the list with an annual $47m (£37m),
followed by Matt Lauer of Today on $22-25m (£17-20m) and then Ellen DeGeneres on $20m (£16m). International Kabaddi Federation (IKF) chief Deoraj Chaturvedi, who is from India, said Pakistan has been denied entry because of a spike in tensions between the two nuclear-armed nations. “This is not the right time to engage with Pakistan. Pakistan is a valuable member of the IKF but looking at the current scenario and in the best interest of both the nations, we decided that Pakistan must be refrained from the championship,” said

God help them if BCCI twists the panel’s report,” Lodha told NDTV, clearly hinting that the Board and its bankers did not interpret the committee’s e-mail properly. On Monday, Justice Lodha had directed banks, where BCCI holds accounts, not to disburse funds for financial decisions taken by the BCCI at its Special General Meeting (SGM) on September 30. New Delhi, Oct 5 (PTI): Unsparing on the underperforming shooters but equally scathing on coaches and the national federation, the Abhinav Bindra-led NRAI review committee hardly minced words as it chastised the Rio Olympics flop show while recommending a systematic overhaul. The four-member committee, which had former Asian Games gold-medallist tennis player Manisha Malhotra as convener, has come out with a damning 36-page report reviewing the performance. The committee concluded that the consistent trickle of shooting medals since the 2004 Athens Games ended up making everyone involved in the sport complacent. “Everyone took it for granted that there would be progress automatically, and forgot to ensure a systematic healthy process,” the report stated. “ To s u m u p t h e deliberations of the committee it can be said with no reservations that Indian Shooting ‘over achieved’ at the Rio Olympic Games. The for mula for success was wrong and Indian Shooting had ridden its luck over the last few years, no doubt helped by some extremely talented shooters,” it added. The committee was formed after none of the 12 Olympicqualified Indian shooters managed to get a medal in Rio with Bindra’s fourth-place finish in 10m Air Rifle event being the best show. “The committee was unanimous in its view that Indian shooting needs to change, change its attitude, its policies and practices, so that the booming talent gets a fair chance to flourish in a healthy atmosphere, and win all the medals that it can in the World Championships and the Olympics. “The ‘chalta hai’ attitude that shadows Indian sport has to be stopped. The British fighter, 28, who claimed he had retired on Monday before retracting the comment three hours later, has also said he is suffering from depression. British Boxing Board of Control (BBBofC) general secretary Robert Smith said cocaine use is “against the law”. The governing body, which meets on 12 October, stripped Ricky Hatton of his licence after drug use allegations. The British boxer lost his licence in 2010 and the former twoweight world champion has reportedly texted Fury “asking him to give me a ring if he needs me”. The BBBofC meeting has not been called exclusively for Fury’s case, but Smith said the body “can’t ignore the law of the land”, adding: “It’s drug use and we will deal with it accordingly.” BBC Sport has contacted the WBO and WBA - the two organisations with which Fury holds heavyweight titles - but is yet to receive a response. ATK register first win; beat Kerala 1-0 India’s Pandita signs for La Liga outfit CD Leganes

Kochi, Oct 5 (IANS): Atletico de Kolkata (ATK) registered their first win of the campaign, riding on a secondhalf goal from Javi Lara to win 1-0 against Kerala Blasters in an Indian Super League (ISL) football match at the Jawaharlal Stadium here on Wednesday. Lara struck in the 53rd minute after a barren first half to help the former champions edge past the hosts in a repeat match of the 2014 final. The win takes the Sourav Ganguly co-owned franchise to four points from two matches while the Sachin Tendulkar co-owned team have now lost two in two to drop to the foot of the table. ATK coach Jose Molina made two changes to the side that drew against Chennai-
yin FC in their first match. Robert Lalthlamuana made way for Prabir Das and Jewel Raja came in for the injured Bikramjit Singh who suffered cramps in the last game. For the hosts, Coppell made six changes to his line-up with Awith Elhadji Ndoye, Pratik Chowdhary, Md. Rafique, Josue, Farukh Choudhary and Duckens Nazon all playing in places of of Ishfaq Ahmed, marquee player Aaron Hughes, Kadio, Vinit Rai, Mohammed Rafi and Kervens Belfort, respectively. German was constantly teasing the ATK rearguard with his dazzling runs and sublime skills, once leaving Prabir and Jewel in a tizzy down the right flank, shimmying past the two en route to goal. Both sides went into the break goalless. ATK took the lead eight minutes after the restart in fortuitous circumstances. Lara’s shot took a wicked deflection off Kerala defender Sandesh Jhinghan and rolled into bottom right corner of the goal. Sandip Nandy, the oldest player in the tournament, replaced Stack soon after the goal while forward Michael Chopra was drafted in for Duckens Nazon as Kerala looked to equalise. There was drama in the dying minutes of the match. First Jewel Raja was stretchered out in the 82nd minute, which caused the Kerala players to remonstrate with the referee for time wasting. Then substitute Kervens Belfort was booked in injury time for a simulation inside the 18-yard box. In the last few second, Blasters got two back to back corners but the home side failed to muster anything from those.
New Delhi, Oct 5 (Agencies): In a significant development for football in India, young forward Ishan Pandita signed a one-year contract with Spanish top-flight club CD Leganes, becoming the first player from the country to sign a professional contract with a La Liga club. Pandita, who hails from Bengaluru, will play for the Leganes U-19 team in the Divi- Pandita will start off his Leganes sion de Honor Juvenil. Leganes career in the club’s U-19 side.

With six points from four games, Leganes are currently placed at eighth in the 16-team group, and Pandita will hope to help his side climb up the league table in upcoming games. He had also given a trial at Getafe, but a possible move to the Madrid-based club fell through after their relegation to the second tier last season. “My first goal is to get some game-time and score a few goals. If I can progress from the youth team and debut for the first team before the end of the season, that will be great,” Ishan Pandita was quoted as saying by The Hindu.

Arikodong Club put up a brave resistance but could not hold for long as DYA striker, Inshalu rose on the occasion and scored two goals in the first half. Sujimong added the third in the second half. Arikodong Club reduced the margin through Wasu Kalentga in the 68 minute. Earlier in the day, Elation SA beat Stardom United F/C 1-0 while Young Star S/C also beat Tepenjem Rugo by the same margin.
MOKOKCHUNG, OCT 5 (NPN): Favourite Shitilong S/A beat Sports Society Suyim (SSS) 2-0 in the MDFA Trophy 2016 at Imkongmeren Sports complex, Mokokchung on Wednesday. The match as expected witnessed equal domination from both sides. However, the strong midfield of Shitilong SA breached the opponent wall and striker Kethozhaopu made no mistake drew the first blood in the 42nd minute. Thereafter, SSS counterattacked, but could not break the strong defense of the opponent. Morung United Football Club launched in Kohima

KOHIMA, Oct 5 (NPN): Morung United Football Club under the aegis of Morning Premier League (MPL) was launched Tuesday at Radiant restaurant, Jail colony Kohima. Along with the launching, the club has also launched its logo and jersey. Altogether 10 teams, registered under MPL and the tournament will be conducted throughout the year. MPL started in 2011 with a handful of 10 to 15 amateur footballers. The players then officially launched the MPL in 2015. Players above the age of 28 can register. Ten teams were expected to take part in MPL 2017.
