Airports in western states, Delhi, Hyderabad on alert New Delhi, Oct 6 (PTI): Civil airports in western states and important ones like those in Delhi, Hyderabad and Bengaluru have been put on a high alert as part of the heightened security arrangements following cross-LoC surgical strikes by the Indian army. Air por ts in Jaipur, Ahmedabad, Mumbai, Delhi, Hyderabad and Bengaluru have been asked to step up vigil and security to tackle any attack or sabotage. “Security measures at vital airports have been stepped up....put on a high alert,” CISF Director General O P Singh told PTI. Officials said a decision in this regard was notified by the Bureau of Civil Aviation Security (BCAS) following which the airports, especially hyper-sensitive ones like those in Mumbai and Delhi, were put on alert. They said the Central Industrial Security Force chief had also reviewed airport security during a recent meeting with his top officials posted at all the sensitive airports. “While a general review was done for all airports, some specific facilities were asked to be extra-vigilant,” they said, without elaborating. Counter-sabotage teams, bomb squads and commando teams have been asked to be extra-vigilant to thwart any possible terror strikes, sources said.

Diphu, Oct 6: Several leftist organizations and women wing of Karbi Anglong District Congress have demanded immediate dismissal of Chief Executive Member (CEM) of Karbi Anglong Autonomous Council (KAAC), Tuliram Ronghang over alleged sex scandal. The organizations in a joint memorandum addressed to Assam governor through DC Kamrup Metro demanded that the bail granted to Tuliram should also be cancelled. In the FIR lodged against the CEM at Nagaon Sadar police station, the victim complaint of alleged rape and sexual abuse. The memorandum was signed by KNCA, KSA, NSUI, AISA, AIKSU, AKASKU, AIPWA, SYC, ULDC, Mahila Congress, Women Council and RYA.

DIMAPUR, OCT 6 (NPN): Commissioner of Police, Dimapur has informed all responsible that illegal fireworks of foreign origin have been banned in compliance with the notification issued by the Controller of Explosives, Government of India. The police have warned that any individual or firm possessing or selling illegally obtained fireworks of foreign origin would be penalized under appropriate sections of law.

7 militants killed in Kashmir Srinagar, Oct 6 (Agencies): Security forces gunned down seven militants in Kashmir on Thursday including three who tried to storm an army camp in northern Kashmir, the second such strike in the Valley after the September 18 Uri attack. According to Hindustan Times, four infiltrators were killed when the army repelled three infiltration bids along the line of control, a signal that Pakistan has stepped up the offensive after Indian forces struck militants preparing to sneak into India from Pakistan-occupied Kashmir on September 29. Two global positioning system sets and two wireless sets with code sheets of the kind used by Lashkare-Taiba terror group were recovered from the militants who attacked the 30 Rashtriya Rifles (RR) camp at Langate in Kupwara district, intelligence sources said in Delhi. “The terrorists fired indiscriminately on our sentry posts and on our jawans in the resting area. However, alert action by the jawans forced the militants to retreat,” colonel Rajiv Sarang, commanding officer of 30 RR, said. Kohima, Oct 6 (NPN): After the withdrawal/dissociation of three apex organisations of three tribes –Ao Senden, Lotha Hoho and Sumi Hoho- from the Naga Hoho; there is confusion regarding the locus standi of representatives of those continuing to hold positions in the Naga Hoho. The three apex tribe organisations are constituents of Central Nagaland Tribes Council (CNTC) and had dissociated from Naga Hoho in pursuance of their resolution on August 24, 2016. The CNTC had on Juy 31,2016, issued a 30-day ultimatum on Naga Hoho to revoke its recommendation to the state government for recognition of Rongmei as an indigenous tribe of Nagaland. The deadline ended on August 31,2016 and thereafter, the three apex tribe organisations declared their dissociation from Naga Hoho. However, it may be recalled that Lotha Hoho had on September 5,2016 declared
that it has no representative and if there was any who claimed to be do, then that person(s) was self-styled and doing so at one’s own risk. Next Sumi Hoho, on September 10,2016 declared it has dissociated from Naga Hoho and also recalled all Sumi representatives from the Naga Hoho with immediate effect. On September 24, Ao Senden followed suit in declaring its dissociation from Naga Hoho. However, a representative of the Ao Senden continues to be a functionary of the Naga Hoho. According to information, there was allegedly intense pressure exerted on the Senden by various sections not to quit the Naga Hoho but that despite the efforts, it was ultimately decided by a majority but that the after affects continue to simmer. The government also utilised the good offices of its legislators to convince their respective tribal organisations against quitting Naga Hoho. The Ao legislators, Lotha legis-
lators and Sumi legislators had, through separate statements, urged upon their apex tribe organisations to reconsider the decision and to maintain unity in anticipation of a positive outcome of the ongoing Naga political talk. “The Rongmei issue has nothing to do with unity or disunity of Nagas” said a CNTC official recently to Nagaland Post. Further the official said if Naga Hoho and the state government genuinely believed in Naga unity, then the appeals of CNTC and others should have been agreed to. Though CNTC officials, maintained that the Rongmei issue was clearly a socio-economic issue pertaining to land and other issues and as per definition of who is indigenous tribe of a particular state; there was an attempt to raise the bogey of ‘Naga unity’ by paraphrasing it with the Naga political issue. With ENPO (six tribes), CNTC (three tribes) having left Naga Hoho, only five tribes from Nagaland remain with it and the rest from Manipur.

Mokokchung, Oct 6 (NPN): Mokokchung district administration and police on Thursday sealed a petrol pump located at Sungkomen Ward here after the fuel dispenser was found to be defective. The incident came to light on Wednesday evening when an official of Ongpangkong Kaketshir Mungdang (OKM) had gone to buy a litre of petrol in an empty one-litre mineral water bottle. But surprisingly, the meter indicated
two litres of petrol. OKM president R. Sunep Pongen this correspondent that the issue was later brought to the OKM office and upon enquiry, the manager of the petrol pump admitted to the use of defective machine since October 4, 2016. He said the manager also signed a statement admitting his guilt. OKM later today wrote a complaint letter to DC Mokokchung and subsequently AOC petrol pump was sealed. An investigation would be conducted by the Legal Metrology department on Friday, he said.

1.75 cr RTI applications filed since 2005 Nagaland govt received 16,009 requests N E W D E L H I , O ct 6 (Agencies): Every day 4,800 applications are filed to access information from the government across India. The first decadal study conducted after Right to Information (RTI) Act implemented in October 2005 has revealed that over 1.75 crore applications have been filed with one-fourth being requests to the Centre. A study conducted by C o m m o n we a l t h H u m a n Rights Initiative (CHRI), exclusively accessed by ET, reveals that 27.2% (47.66 lakh) of the total RTIs filed between 2005 and 2015 were to the different ministries and departments under the Centre. Maharashtra finishes a close second with 26.40% (46.26 lakh) of the applications being submitted in the same time period. Karnataka government received 11.83% (20.73 lakh) applications. The top three – Centre, Maharashtra and Karnataka governments – received two-thirds or 65.43% of the RTI applications filed by Indians in the last 10 years. The data attains significance as there is no official record of the total number of RTI applications received in India even as RTI Act enters
NCSU reiterates stand against JV company DIMAPUR, OCT 6 (NPN): Nagaland Contractors’ and Suppliers Union (NCSU) has reiterated its stand against Maytas-Gayatri (JV) company carrying out four lane project of Dimapur-Kohima National Highway-29 and affirmed that the joint venture company should first complete the abandoned two lane projects under Special Accelerated Road Development Project (SARDP) Phase-I. In a press release, NCSU vice president, KL Setuo Rutsa, and secretary, Hoshito Assumi, alleged that Maytas-Gayatri (JV) had “fooled” the Naga people by abandoning the two lane road project after carrying out formation cutting, which they said has caused immense hardship to the citizens of several districts Nagaland. The union said it has been demanding that the Maytas-Gayatri (JV) should not be awarded any other major projects in the state unless they completed SARDP Phase-I project. However, NCSU said the company “managed to eyewash” the Union Ministry of Road Transport and Highways in winning the four lane project of Dimapur-Kohima National Highway. The union cautioned that even if Maytas-Gayatri (JV) go ahead in implementing the new project, they would be doing it at their own risk as NCSU volunteers would be “put on alert round the clock to watch over their activities.”

Karnataka, Andhra Pradesh, Tamil Nadu and Kerala received almost a quarter 24.90% of the RTI applications submitted across the country. The study also points to less frequent use of RTI Act by the northeastern states. While Meghalaya received 11,092 requests in 200515 Nagaland government received 16,009 requests. Among the states that have reported the lowest numbers of RTI applications are Jharkhand with 2,611, Sikkim with 1,600 and Arunachal Pradesh with 555 application. C H R I ’s Ve n k a t e s h Nayak says, “The number of RTI applications needs to reduce. For this, the governments need to identify frequently asked questions and proactively disclose that information. The governments also must fulfill their obligations of spreading awareness about RTI with particular focus on the disadvantaged segments of society.” The study points out that the actual number of RTI applications could be higher since many public authorities do not report their annual compliance, the number of applications filed with them does not get accounted for, Nayak explained, “Under Section 25 of RTI Act, all public authori-
ties under Centre and state governments are required to submit annual status of implementation to information commissions. CHRI also lamented that none of the information commissions that follow the financial year reporting cycle have thus far published their annual reports for 2015-16. From among the commissions that do follow the calendar year reporting cycle, it said that only Meghalaya and Sikkim had published their annual reports for 2015. But compliance with the statutory requirement has been poor. Also, the information commissions follow disparate cycles of annual reporting – some follow calendar year and some adopt the financial year reporting cycle.” The state information commissions, the final appellate authorities in the states for RTI Act, also have been playing truant as far as their responsibilities are concerned. The study has found that basic responsibilities of publishing annual reports and having functional websites are not followed by the state commissions. Four state information commissions – Madhya Pradesh, Manipur, Tripura and Uttar Pradesh – have not published any annual report on their website. Information commissions of Assam and Arunachal Pradesh have been reporting state statistics erratically. The information commission of Goa does not have a functional website, the study says.
Surrender sops or else face action: MHA to retired cops New Delhi, Oct 6 (PTI): Taking strong exception to police officers retaining personnel and official vehicles even after retirement, the Centre has directed them to surrender such privileges immediately and warned of action if they fail to do so. In a letter to Chief Secretaries of all states and heads of central police organisations, the Home Ministry said that it noticed various reports which suggested that the retired police officers are retaining a large number of police personnel at their residences, including guards. Similarly, it is also observed that many retired officers are retaining official vehicles for months together. As such matters create a wrong impression in the public mind and are also against the basic decorum and discipline of government service, the government has felt the need to seriously address the issue and accordingly the instructions had been issued by the Home Ministry on September 21. “All the Chief Secretaries of state governments/union territories, heads of Central Armed Police Forces, Assam Rifles/Central Police Organisa-
tions and Directors General of Police in the state governments may ensure that various privileges such as personnel at residences, vehicles, personal security etc. should be withdrawn within a period of one month after retirement of any police official,” the Home Ministry instruction said. If security is to be provided to any retired police official, this should be based on a specific threat assessment particular to him and should not be based on a threat of general nature arising out of a post he had held before retirement. “In case a retired officer fails to follow the instructions, he should be made to pay for various privileges. Similarly, action should be taken against the serving officials who do not take timely action to withdraw various privileges mentioned above, from retired officials,” it said. The Home Ministry also said that the instructions are for strict compliance by all concerned and a compliance report in this regard should be sent to it by Chief Secretaries of all state governments and UT and heads of security agencies and Directors General of state police by October 31.
3 held for vehicle theft, attempt to murder DIMAPUR, OCT 6 (NPN): Three members of an interstate vehicle lifters’ gang have been arrested by the Dimapur police on charges of vehicle theft and attempt to murder on October 5, 2016. According to ADCP/ PRO, Dimapur police, the three had hired a Mahindra Pick-up from Daboka, Assam on the pretext of running some errands in Nagaland on October 5, 2016. On reaching Dimapur at around 7pm, the police said two members of the gang guided the driver and the vehicle towards Seithekema area. On reaching a secluded place, police said the duo attempted to stab the driver with a knife, but the driver was able to escape with minor injuries leaving behind the vehicle. PRO said the driver after escaping managed to run into a house of a local resident and the matter was informed to the police. DIMAPUR: Wildlife week celebration cum humananimal conflict awareness programme on October 6, organized by the department of Environment, Forest and Climate Change, Nagaland in collaboration with Fingerprint and Caste Group. A press note by Wildlife warden, Samom Khelen Singh IFS stated that ADC Kiphire, Dr. Tinojongshi Chang as chief guest pondered on the scenario of wildlife in the state which had degraded over time. He requested the village councils and all other stakeholders to take up the matter of conservation and protection of wildlife in a serious way for the future generation. IFS, Wildlife warden, Kiphire, Samom Khelen Singh gave the keynote address, whereby he stressed on the need for the public to have a positive mindset in order for human and animals to live peacefully. He also highlighted the various human-animal conflict situations in different parts of the country. The campaigner’s note was delivered by Hongba Phom, Finger print, who spoke on the life-sustaining roles of insignificant organisms like bees and algae, while urging upon the need for conservation. He also lamented on the degree of damage that had done on the natural K

resources. With majority of the forest land belonging to the community, he urged the people to come forth to the realm of conservation in order to achieve the maximum. RFO, Kiphire Wildlife division, Lansothung Lotha shared on “conflict: coexistence”. He explained how the conflict in this biodiversity rich region was more of a one sided affair, with wildlife always on the struggling side. With this, he challenged both the young and old alike to protect the remaining forests in order to ensure enough resources for wildlife thereby mitigating conflicts as well. Vincent Belho from Castle Group emphasized on how “we” were blessed with beautiful natural resources with high tourism potential. He also stressed upon the importance of the coordination between the department of Environment, Forest and Climate Change and district administration and police department for the protection and conservation of wildlife in the state. A beautiful skit with a powerful message on “save mother nature’s greatest gift” was performed by the EcoClub members of Agape School, Kiphire. The function was attended by village council members, elders of the town and neighbouring villages and students from various

A press note from NZP director, Sentichuba Aier stated that as part of the weeklong celebration, the park has put up a photo exhibition for the visitors showcasing the various contributions and support received during the years on October 4, 2016 and drawing competition was also organized for the school children inside the park. DIMAPUR: Holy Cross Hr. Sec. School (HCHSS) observed ‘Anti-Tobacco day’ in its premise with the theme “say no to tobacco” on October 6, attended by Nodal Officer of National Tobacco Control Programme (NTCP). Dr. C. Tetso as chief guest. Speaking on the occasion, Dr. Tetso said that tobacco consumption is Nagaland was an alarming 57% but Naga people were not serious about its harmful effects as a silent killer. G u wahat i , O c t 6 (Agencies): Assam Chief Minister Sarbananda Sonowal on Wednesday said that the interests of all genuine citizens will be protected by his government at any cost and strongly reiterated that all illegal migrants living in Assam would have to leave the state. Speaking at a meeting organized by Nepali Sanskriti Suraksha Parishad at Rabindra Bhawan in Guwahati, Sonowal said that the Nepalis are a brave and hardworking community which has made tremendous contribution to the formation of the greater Assamese race. Allaying fears of the Nepali community, Sonowal said that the Nepalis living in Assam do not need to fear about their place in society, and they are as much sons of the soil as any other indigenous community of the state. The CM assured that the government is committed to protect the rights of Nepali people living in Assam for ages and it will not allow any
vested interest group to create confusion in the minds of Nepalis about their right to citizenship. The challenge posed by illegal migrants to Assamese society would have to be met by all the people of the state, cutting across tribes, classes and creeds, and the brave Nepali community has a big role to play in this, Sonowal said. Recalling contributions of Nepalis to the state, the Chief Minister said that right from pre-Independence era to the present day, there have been growing instances of sterling contribution of Nepali community in shaping Assamese identity and now too they must work towards making Assam one of the best states in the country. Reiterating that the Nepalis are known for their bravery and honesty, Sonowal urged the community to come forward and make hands of the government stronger to defeat the evil designs of those who want to create rift between communities.

Pro-ILPS activists under the banner of the Joint Committee on Inner Line Permit System (JCILPS) were gheraoing private residences of state legislators in Imphal furthering their campaign for early enactment of a constitutional safeguard for protection of indigenous peoples of the state. While, Joint Action Committee against AntiTribal Bills (JACAATB) and Outer Manipur Tribals’ Forum (OMTF) Thursday announced going ahead with its proposed 12-bandh on Friday (October 7) in hill districts of the state.
Pro-ILPS activists started its campaign of gheraoing legislators’ residence from Wednesday and today they stormed the residence of two more legislators in Imphal. They stormed the residences of Congress MLA RK Imo of Sagolband and BJP MLA Kh Joykishan at Thangmeiband, both in Imphal West today. However, both the MLAs were found out of station. Talking reporters about the renewed campaign, JCILPS Women Wing convenor Thongam Apabi demanded that all legislators as well as political parties must declare their respective stand on the issue at the earliest. She blamed the political parties and MLAs for indulging in cheap political gimmicks and mudslinging even as the state has been passing through a crucial phase. The convener further threatened with more intense form of
mass agitations. On the other hand, a joint statement of the JACAATB and OMTF today reiterated their stand on going ahead with their proposed 12-hour general strike which would be imposed in all tribal areas of the state from 6 am of October 7. In the statement, the two bodies alleged that the repeated attempts of the state government to pass a fresh bill were deviously similar to the rejected Protection of Manipur People Bill, 2015. The JACAATB and OMTF would not accept any new bill that affects the tribal people and their ancestral territories, it added. Media houses, medical emergencies, telecom, electricity, airport pick up and drop, weddings, school/college examinations, annual sports and pre-planned conferences/ seminars/programmes would be exempted from the purview of the bandh, the statement added.
Aizawl, Oct 6 (PTI): The Gauhati High Court today rescinded its order withdrawing all the judicial officers from south Mizoram’s Lunglei judicial district in the wake of the mob attack on the district court buildings, offices and residential quarters on September 22 last. The order, issued by the Gauhati High Court Registrar General H K Sarma, said that District and Sessions Judge R Thanga, Additional District and Sessions Judge Helen Dawngliani and Civil Judgecum-Judicial Magistrate First Class R Malsawmdawngliana should resume duty in Lunglei immediately. The order also said that Senior Civil Judgecum-Chief Judicial Magistrate of Lawngtlai district Laldinpuia Tlau would also now hold circuit court in Lunglei with immediate effect. IMPHAL, Oct 6: BJP Manipur Thursday took out a rally on the streets of Imphal against alleged abuse of constitutional powers by the Speaker of the Manipur Legislative Assembly. Hundreds of party workers and supporters marched towards Raj Bhavan but they were prevented by the police before reaching Raj Bhavan at Keishampat. However, representatives of the party were allowed to proceed. In the absence of Governor, BJP leaders submitted a memorandum to Governor’s secretary drawing attention of the Governor to the misuse and abuse of powers by the speaker. Talking to reporters after coming out of the Raj Bhavan, former state BJP president Th Chaoba accused the Speaker of Manipur Assembly of abusing the 1Oth Schedule of the Constitution. Cases of disqualification under 1Oth Schedule of the Constitution were very common in other states of the country too. However, the cases usually resolved within six months, he said. But in Manipur, the Speaker takes more than a year if the cases were not in favour of the ruling Congress, he alleged. Besides, even as disqualification cases filed in 2014 against five MSCP MLAs who joined Congress and one LJP MLA were still pending, they were allowed to join the ruling Congress and the Speaker takes no action till date, he said. The Speaker’s biased attitude was exposed further when he kept his judgment reserved for a prolonged period, he added. MLA Joykishan said that BJP Manipur Pradesh would continue to protest against the Speaker with a series of dharna at party’s Mandal level across the 60 Assembly constituencies of the state. BJP would not remain silent to the unethical conduct of the Speaker, he added. Placard condemning the unfair verdict of the speaker were displayed during the protest rally.

IMPHAL, Oct 6: In pollbound Manipur, the ruling Congress lost yet another senior leader as former minister and sitting MLA Nongthombam Biren quit the party after tendering resignation from MLA-ship on Thursday. Biren, who was elected from Heingang A/C of Imphal East district on Congress ticket, today submitted his resignation paper as MLA to the Speaker of Manipur Legislative Assembly Th Lokeshwor in the afternoon. It was followed by resignation from the primary membership of the Manipur Pradesh Congress Committee (MPCC). He submitted his resignation paper to MPCC president TN Haokip. Biren has been representing Heingang A/C for the last three consecutive terms and the last two terms (including the current term) were elected on Congress ticket. He was a cabinet minister in the first and second term of the Ibobi
led Congress government but missed the same in this current term. His resignation from both MLA-ship and Congress primary membership came up in less than a month after seasoned politician and senior leader of Congress Yumkham Erabot left the party. Erabot had also resigned from MLA-ship as well primary membership of the Congress on September 12 this year and joined BJP. However, Biren did not follow the same suit. Instead he chose to be silent to which party he would join even as he announced to go ahead with his political career. “I will decide further step after discussion with my workers, supporters and well wishers,” Biren said. Talking to reporters after he submitted his resignation papers, Biren said that he had taken the decision to resign from MLA-ship and leave Congress after due consultation with his workers, supporters and well-wishers. “For the last around three months I

Terror foremost challenge for Asean countries: Parrikar
No records to confirm birth date of ex-PM : PMO New Delhi, Oct 6 (PTI): No records are available with the Prime Minister’s Office to certify the birth date of former PM Chandrashekhar, the top office has told the Central Information Commission. The case came before the Central Infor mation Commission (CIC) after Farukhabad-based RTI applicant Shivnarayan Shrivastava demanded documents from the Prime Minister’s Office (PMO) to support the date of birth of Chandrashekhar, given as July 1, 1927 on its website. Shrivastava said while the PMO website claimed that the date of birth of the former Prime Minister was July 1, 1927, the Uttar Pradesh government had declared a public holiday on April 17, 2015 as Chandrshekhar’s birth anniversary. “The appellant (Shrivastava) stated that the birth anniversary of the former Prime Minister Shri Chandrashekhar should be celebrated on his correct date of birth,” Chief Information Commissioner R K Mathur noted in the order. The PMO told the Commission that the personal profile of the Prime Minister was prepared and uploaded on the website by his personal staff as per his directions. “There is no requirement for the Prime Minister to submit his date of birth document in the Prime Minister’s Office,” it told the Commission.
Modi doing ‘dalali’ over deaths of soldiers: Rahul New Delhi, Oct 6 (IANS): In a hard-hitting attack, Congress leader Rahul Gandhi on Thursday accused Prime Minister Narendra Modi of doing “dalali” over the blood shed by Indian soldiers. Gandhi was addressing a rally at the Jantar Mantar here at the end of his Kisan Yatra that took place in electionbound Uttar Pradesh. Modi, he said, was taking political mileage from the surgical strikes the army conducted in Pakistani territory and the sacrifices of soldiers in Jammu and Kashmir. “Unki dalali kar rahe ho,” he thundered. “Yeh bilkul galat hai... Hindustan ki sena ne Hindustan ka kaam kiya, aap apna kaam keejiye... (This is totally wrong... The Indian Army did its job for India, you do your work),” the Congress leader said. The Indian Army carried out surgical strikes on September 29 against terrorist launch pads across the Line of Control in the wake of a terror attack that left 19 soldiers dead in Jammu and Kashmir. An aggressive Gandhi also accused Modi of not fulfilling promises made to the people during the 2014 Lok Sabha polls.

A camp of 30 Rashtriya Rifles was attacked by militants on Thursday in Kashmir’s Kupwara district. In the gun battle, three terrorists were killed by the army. Parrikar also referred to the maritime domain as a key enabler of prosperity that faces a wide spectrum of threats and reiterated India’s support for freedom of navigation, over-flights and unimpeded lawful commerce, based on the principle of international law as reflected notably in the United Nations
Convention on Law of the Sea (UNCLOS). The three-day meet is being attended by representatives of 23 member nations and organisations including China, Japan, Philippines, Vietnam, Russia, EU and Asean Secretariat. India last hosted the meet in October 2003 in New Delhi. The main theme of discussion at the meet will be ‘Transformation of military education to meet the challenges of 21st Century’.
No need to give video proof on strikes: Parrikar
Defence Minister Manohar Parrikar on Friday questioned the “loyalty” of those who doubted the Army and sought proof of surgical strikes across the LoC even as he made it clear that there is no need to give out any video of the operation . Describing the crossLoC operation as “100 per cent perfect surgical strike”, he said the borders of the country are secure under the Narendra Modi government. However, he warned that one has to remain vigilant against “certain elements”
who don’t owe their loyalty to the country completely. “No one had doubted bravery of our forces ever, but for the first time recently some people are doubting,” he said, maintaining that he would not like to take names. Highlighting the news report of CNN News18 in which a Pakistani police officer has admitted that surgical strikes did happen, Parrikar said, “There is now no more reason to release video or to give any proof.” Pa r r i k a r, w h o wa s speaking at a BJP organised public meeting, said that many ex-servicemen have shown willingness to fight on the border if required. “Some ex-servicemen wrote to me and said that they are ready to fight on the border if need arises. I salute them,” said the minister, adding, “Our nation carries the heart and courage to carry this task out.” He also said that the forces and citizens will have to be vigilant against “frustrated” terrorists who will try and attack because of the shame they have been put to as a result of the surgical strikes.
Dadri: Refused to cremate body of murder accused
Greater Noida, Oct 6 (PTI): Bishada in Uttar Pradesh is on the boil once again as villagers today refused to cremate the body of 22-yearold Ravi, accused in the Dadri lynching case. Ravi alias Robin died at Lok Nayak Jaiprakash Hospital in Delhi yesterday of kidney and respiratory failure. Villagers draped his coffin in a tricolour, saying he had been martyred protecting “Hindu values”. Tensions rose as the body reached the village, as villagers outrightly rejected Ravi’s death report claiming he was murdered. Heavy police force was also deployed in the area. Seeing the body draped in a tricolour, policemen and administration officials, however, preferred to remain mum as objections might have sparked violence in the area. “Villagers demanded Rs 1 crore for deceased’s family, arrest of Akhlaq’s brother Jaan Mohammad in a cow slaughter case and an FIR against the jailer. Villagers told administration that they will not cremate the body till their demands are met,” said Sanjay Rana, BJP leader and father of one of the accused. Gautam Buddh Nagar District Magistrate N P Singh said the state government would give its consent for a CBI probe if the deceased’s family is not satisfied with the ongoing inquiry.
People made to suffer menace of diseases in Delhi: Supreme Court
New Delhi, Oct 6 (PTI): In a stinging criticism of the handling of dengue and chikungunya menace in Delhi, the Supreme Court Thursday said the authorities here were “not interested” and the people have been “left to suffer”. It also expressed disappointment over the outcome of yesterday’s meeting between the Lieutenant Governor and Delhi government on curbing vector-borne diseases like dengue and chikungunya and asked them to hold another meeting this evening to firm up steps to check the diseases. “We have gone through the minutes of meeting held yesterday and we are quiet disappointed with the outcome,” a bench of justices M B Lokur and Amitava Rao said. “These people are not interested and the people of Delhi are left to suffer,” the bench observed and asked the LG and Delhi Government to hold a meeting at 5.30 PM today to discuss the matter. During the hearing, Solicitor General Ranjit Kumar, appearing for Delhi Chief Secretary, told the bench that LG Najeeb Jung would convene a meeting in which those officers, who were directed to attend the meeting by the court in its October 4 order, would be present. Tourism Ministry asks states to extend range of polythene ban New Delhi, Oct 6 (PTI): With a view to improve cleanliness at monuments, Union Tourism Ministry has written to state governments asking them to help extend the ban on polythene beyond the radius of 100 metres to 300 meters around the centrally protected archaeological sites. On October 2, the government had announced a complete ban on polythene in the radius of 100 metres around over 3,680 monuments which are under the jurisdiction of Archaeological Survey of India (ASI). The area between 100 to 300 meters around the monuments which is called regulated zone falls under the jurisdiction of the state governments. “We have issued advisory to all state governments/ UTs to help in extending the
polythene-free initiative beyond the 100 meter radius to 300 meters around the protected monuments,” Tourism Minister Mahesh Sharma told a joint press conference on ‘Swachh Bharat Mission’ along with Union Minister Narendra Singh Tomar. He said his ministry also plans to bring in some laws to impose strict implementation of the polythene-free initiative in the areas which are under the jurisdiction of ASI. An official said the initiative will be reviewed after a month to decide whether there is any need to impose fines on offenders. Sharma also announced sanctioning of Rs 350 crore to provide facilities like protected boundaries, toilets and disabled friendly access in all the ASI monuments. He
also said that 75 monuments, including Safdarjung Tomb and Purana Qila in Delhi and Agra Fort and Akbar’s Tomb in Uttar Pradesh, have been added to the list of existing 25 monuments under Adarsh Smarak Scheme for upgradation of tourist related amenities. These monuments are also covered under ‘Swachh Paryatan Mobile App’ through which general public can communicate their complaints about any unclean area or garbage piles in and around the tourist destination. New Delhi/ AGRA, Oct 6 (IANS/PTI): Defence Minister Manohar Parrikar on Thursday called terrorism the “foremost challenge” for the south-east Asian countries, adding that there is a need to delegitimise it as an instrument of state policy. Parrikar said: “Terrorism remains foremost challenge to our (Asean) region. We need to oppose terrorism resolutely everywhere, delegitimise it as an instrument of state policy, and cooperate unreservedly to locate and destroy terrorist networks.” He was speaking at the 20th Asean Regional Forum Heads of Defence Universities meet here. “The security frameworks in our (Asean) region still does not give enough attention to terrorism. This must change,” he said according to an official statement. The comments came amid continued tension along the India-Pakistan border following the attack on an Indian Army camp at Uri in Jammu and Kashmir, which left 19 soldiers dead. Austerity in limbo
here is no debate that the huge financial deficit faced by the government of Nagaland should have ignited spontaneous measures for strict austerity in order to check unnecessary expenditure and effect saving. The government is still grappling with the huge accumulated deficit, which was pegged at around Rs.1419 crore as per the budget figures presented to the house by chief minister T.R.Zeliang. The government also projected in the budget speech that in the 2016-17 financial year ending, it was expected to reduce the figure to around Rs.1194 crore. As things stand today, development in Nagaland has come to a standstill, in the sense, that payment of bills for construction works undertaken in the previous years have not been fully cleared. Again with the disbandment of the Planning Commission and the replacement by NITI Aayog on January 1,2015 with the prime minister as the ex-official chairman. The Modi government had replaced the Planning Commission instead of bringing in some changes as it wanted to gradually get rid of vestiges of the old Nehruvian economic vision. Be that as it may, the devolution of taxes and fostering involvement and participation of states in the economic policy making process sounded good. After the initial brouhaha, Nagaland and states in the north east which used to receive additional funds through the recommendations of the erstwhile Planning Commission, seemed to have realized that mere devolution of taxes and participation in decision making were not equal to the sum of money they used to receive. Austerity measures cannot be achieved merely by announcing them. Rather there needs to be clarity and sense of purpose over the issue of austerity. The state government should have set targets on all government departments with quarterly review on how much has been saved. The lack of purpose on such issues stems from the lack of control after decades of indulgence at various levels of the government, driven by lack of transparency and accountability. After the 1980s, politicians have literally thrown all caution to the winds in pursuit of power, popularity and populism. The political will needed to effect meaningful austerity was buried when, despite mounting financial crisis, the government continued to indulge in illogical decisions that caused reckless spending with an overdrive on construction projects. In addition, the populist decision to create more departments through bifurcation came at great cost but no one really cares for the long term consequences. The bifurcation of departments for a small state like Nagaland is like creating more class sections for a limited number of students. A state with hardly 20 lakh people has over 1,40,000 employed and the number continues to grow. The 13th Finance Commission of India had pointed out that Nagaland should spend only 35% of its budget towards salaries of government employees. This meant that Nagaland has over 70,000 excess employees. This was a major reason for the deficit that has plagued Nagaland since the 90s. The state government continues to use the ‘backdoor’ route to employ those close to powers that be and bureaucrats, in addition to retaining services of retired employees. The Supreme Court ruled that the government had the right to abolish any office or post and that the retrenched employees had no right to seek re-employment or adjustment in other departments, it put an end to the erroneous belief that the government is duty bound to employ people.

It is simply this— I have a heredity in which I had no say or decision; I am not holy, nor am I likely to be; and if all Jesus Christ can do is tell me that I must be holy, His teaching only causes me to despair. But if Jesus Christ is truly a regenerator, someone who can put His own heredity of holiness into me, then I can begin to see what He means when He says that I have to be holy. Redemption means that Jesus Christ can put into anyone the hereditary nature that was in Himself, and all the standards He gives us are based on that nature— His teaching is meant to be applied to the life which He puts within us. The proper action on my part is simply to agree with God’s verdict on sin as judged on the Cross of Christ. The New Testament teaching about regeneration is that when a person is hit by his own sense of need, God will put the Holy Spirit into his spirit, and his personal spirit will be energized by the Spirit of the Son of God— “…until Christ is formed in you” (Galatians 4:19). The moral miracle of redemption is that God can put a new nature into me through which I can live a totally new life. When I finally reach the edge of my need and know my own limitations, then Jesus says, “Blessed are you…” (Matthew 5:11). But I must get to that point. God cannot put into me, the responsible moral person that I am, the nature that was in Jesus Christ unless I am aware of my need for it. ur environment is constantly changing. There is no denying that. However, as our environment changes, so does the need to become increasingly aware of the problems that surround it. With a massive influx of natural disasters, warming and cooling periods, different types of weather patterns and much more, people need to be aware of what types of environmental problems our planet is facing. Global warming has become an undisputed fact about our current livelihoods; our planet is warming up and we are definitely part of the problem. However, this isn’t the only environmental problem that we should be concerned about. All across the world, people are facing a wealth of new and challenging environmental problems every day. Some of them are small and only affect a few ecosystems, but others are drastically changing the landscape of what we already know. Our planet is poised at the brink of a severe environmental crisis. Current environmental problems make us vulnerable to disasters and tragedies, now and in the future. We are in a state of planetary emergency, with environmental problems piling up high around us. Unless we address the various issues prudently and seriously we are surely doomed for disaster. Current environmental problems require urgent attention. 15 major current environmental problems 1. Pollution: Pollution of air, water and soil require millions of years to recoup. Industry and motor vehicle exhaust are the number one pollutants. Heavy metals, nitrates and plastic are toxins responsible for pollution. While water pollution is caused by oil spill, acid rain, urban runoff; air pollution is caused by various gases and toxins released by industries and factories and combustion of fossil fuels; soil pollution is majorly caused by industrial waste that deprives soil from essential nutrients. 2. Global Warming: Climate changes like global warming is the result of human practices like emission of Greenhouse gases. Global warming leads to rising temperatures of the oceans and the earth’ surface causing melting of polar ice caps, rise in sea levels and also unnatural patterns of precipitation such as flash floods, excessive snow or desertification. 3. Overpopulation: The population of the planet is reaching unsustainable levels as it faces shortage of resources like water, fuel and food. Population explosion in less developed and developing countries is straining the already scarce resources. Intensive agriculture practiced to produce food damages the environment through use of chemical fertilizer, pesticides and insecticides. Overpopulation is one of the crucial current environmental problem. 4. Natural Resource Depletion: Natural resource depletion is another crucial current environmental problems. Fossil fuel consumption results in emission of Greenhouse gases, which is responsible for global warming and climate change. Globally, people are taking efforts to shift to renewable sources

Acid rain can be caused due to combustion of fossil fuels or erupting volcanoes or rotting vegetation which release sulfur dioxide and nitrogen oxides into the atmosphere. Acid rain is a known environmental problem that can have serious effect on human health, wildlife and aquatic species. 12. Water Pollution: Clean drinking water is becoming a rare commodity. Water is becoming an economic and political issue as the human population fights for this resource. One of the options suggested is using the process of desalinization. Industrial development is filling our rivers seas and oceans with toxic pollutants which are a major threat to human health. 13. Urban Sprawl: Urban sprawl refers to migration of population from high density urban areas to low density rural areas which results in spreading of city over more and more rural land. Urban sprawl results in land degradation, increased traffic, environmental issues and health issues. The ever growing demand of land displaces natural environment consisting of flora and fauna instead of being replaced. 14: Public Health Issues: The current environmental problems pose a lot of risk to health of humans, and animals. Dirty water is the biggest health risk of the world and poses threat to the quality of life and public health. Run-off to rivers carries along toxins, chemicals and disease carrying organisms. Pollutants cause respiratory disease like Asthma and cardiac-vascular problems. High temperatures encourage the spread of infectious diseases like Dengue. 15. Genetic Engineering: Genetic modification of food using biotechnology is called genetic engineering. Genetic modification of food results in increased toxins and diseases as genes from an allergic plant can transfer to target plant. Genetically modified crops can cause serious environmental problems as an engineered gene may prove toxic to wildlife. Another drawback is that increased use of toxins to make insect resistant plant can cause resultant organisms to become resistant to antibiotics. The need for change in our daily lives and the movements of our government is growing. Because so many different factors come into play; voting, governmental issues, the desire to stick to routine, many people don’t consider that what they do will affect future generations. If humans continue moving forward in such a harmful way towards the future, then there will be no future to consider. Although it’s true that we cannot physically stop our ozone layer from thinning (and scientists are still having trouble figuring out what is causing it exactly,) there are still so many things we can do to try and put a dent in what we already know. NTRODUCTION I am constrained to share my mind with our people again over today’s situation, running like a state of helter-skelter, in which everything makes sense and nothing makes sense. For a moment, let us move from all distractions to the central issue… 1. STATUS QUO: The present arrangement of placing our people in separate states and countries is unacceptable. No genuine Naga can afford to remain idle or static. It is always an emphatic ‘NO’ to status quo. 2 . T H E U NAVO I D ABLE: We cannot change history and geography. We cannot take our land and people away elsewhere. We have to deal with India and Burma/Myanmar. The British also owe us an explanation over its silence on the issue. 3. OUR RELIANCE: Our existence does not have to be just whatever happens in the course of time and at the mercy of chances. No nation or kingdom, big or small, is safe and strong enough to be permanent on its own. The only secure and eternal one is that of God. Our prayer for all Nagas is “Thy will be done on earth as it is in Heaven” (Matt 6:10). 4. WHAT WE ARE: A tiny people surrounded by gigantic nations. We have a case, a political issue for which we are known. Small yet powerful. We are strong in war but weak in peace. 5. WHAT WE AR E NOT: Neither secessionists, separatists nor anti-nationals, though we are often labelled insurgents, extremists, agitators, undergrounds, etc. We are not a people without valid, undeniable and legitimate identity, records or documents. 6. IDEA SHIFT: Today we tend to think too small, thereby producing brands of politicians functioning as expedients and pragmatists whose foundation or base is on situational ethics only. Our ancestors, with great vision and sacrifices launched our movement, taught by word and deed, travelled in safe zone adopting all fair, viable and democratic means. We need to think big today, lest we lose focus. 7. FINALITY: The word ‘FINAL’ is irrelevant. We have to understand the position of India and Burma/Myanmar
(their potentials as well as limitations), keeping a door open always for future generations. We are in transition. We are strugglers and becomers. 8. THE FINE-TUNING: Only experienced and accomplished musicians with enough skills know how to fine-tune the instrument; Only the wearer knows where the shoe pricks; Too many cooks may spoil the broth. But the negotiating team must take their senior colleagues who matter into confidence for vital decisions on national affairs. May the process leave no stone unturned. 9. OUR COLLECTIVE RESPONSIBILITY: The public want their leaders to be saints and transparent whereas we ourselves are often not. It is our duty to help them come closer to one another. NATIONAL INTEREST is above all other interests, of which we have many. May all our national workers keep their priority. How good it will be if our leaders could brace themselves to duties without fear or favour in response to the repeated appeals and demands, so that coming generations can say“They have not failed. They have done their best. They have passed on the baton. We shall prepare ourselves To respond to the call of our time.” And if the Naga nation lasts for a thousand years, men will say “It was their finest moment”. 10. A WILD IDEA: Can the leaders from so-called advanced tribes take a breather or respite from all hectic activities over by-products or side issues? That will be a good indicator of future weal or well-being and for the common good of all Nagas and all their lands. When impulse conflicts with reality, sooner or later reality wins. CONCLUSION Issues confronting Nagas are political. But our days are flooded with tribal, social, spiritual, psychological and personal issues. We tend to lose our vision and cast off all restraints (Prov. 29:18). People who lead and influence others are expected to inspire. How will climate change affect the world and society?
limate change is already affecting the planet and society and will continue to do so for generations to come. The physical and chemical changes of human activities are being felt in natural ecosystems on land and at sea, on farms and ranches, and in cities and suburbs, but the changes are not happening uniformly. Differences in how regions are affected by varying degrees of warming, precipitation, and changes of animal and plant species are likely to get even more extreme as climate change continues. Some areas may actually get a bit cooler for a while! Similarly for rainfall, some parts of the planet will get drier, while others will get more precipitation in more extreme events. The poles have already seen the greatest warming, and will continue to warm more rapidly than other areas. Already we’re seeing record losses of ice in the Arctic. That melting ice contributes to rising sea levels, affecting the entire planet. In addition, warm water expands, so sea levels will rise as the atmosphere warms. The ocean has risen 4-8 inches (10-20 centimetres) globally over the last hundred years. As sea level continues to rise, flooding and storm surges will threaten freshwater sources, as well as coastal homes and buildings. Coastal facilities and bar-
rier islands in many parts of the world are gradually submerging, and some low-lying islands have already had to be evacuated, as Australia’s The Age (July 29, 2009) describes happening in the Carteret Islands of Papua New Guinea. As climate change causes the ocean to rise, increased atmospheric carbon dioxide is also changing ocean chemistry. When carbon dioxide dissolves in water, it makes water more acidic. Warmer ocean water also contains less oxygen. These changes harm marine ecosystems, destroying coral reefs that shelter much of the ocean’s biodiversity, and harming many other species. In addition to the harmful effects on natural ecosystems, this affects fish that people eat, coral reefs that tourists visit, and the whales, dolphins, sharks, and other marine life that fascinate so many people. Climate change and changing oceanic chemistry affect the tiny plankton in the ocean which produce much of the oxygen in our air, as researchers Graeme Hays, Anthony Richardson, and Carol Robinson explained (PDF) in a 2005 review in Trends in Ecology and Evolution. of energy like solar, wind, biogas and geothermal energy. The cost of installing the infrastructure and maintaining these sources has plummeted in the recent years. 5. Waste Disposal: The over consumption of resources and creation of plastics are creating a global crisis of waste disposal. Developed countries are notorious for producing an excessive amount of waste or garbage and dumping their waste in the oceans and, less developed countries. Nuclear waste disposal has tremendous health hazards associated with it. Plastic, fast food, packaging and cheap electronic wastes threaten the well being of humans. Waste disposal is one of urgent current environmental problem. 6. Climate Change: Climate change is yet another environmental problem that has surfaced in last couple of decades. It occurs due to rise in global warming which occurs due to increase in temperature of atmosphere by burning of fossil fuels and release of harmful gases by industries. Climate change has various harmful effects but not limited to melting of polar ice, change in seasons, occurrence of new diseases, frequent occurrence of floods and change in overall weather scenario. 7. Loss of Biodiversity: Human activity is leading to the extinction of species and habitats and and loss of bio-diversity. Eco systems, which took millions of years to perfect, are in danger when any species population is decimating. Balance of natural processes like pollination is crucial to the survival of the eco-system and human activity threatens the same. Another example is the destruction of coral reefs in the various oceans, which support the rich marine life. 8. Deforestation: Our forests are natural sinks of carbon dioxide and produce fresh oxygen as well as helps in regulating temperature and rainfall. At present forests cover 30% of the land but every year tree cover is lost amounting to the country of Panama due to growing population demand for more food, shelter and cloth. Deforestation simply means clearing of green cover and make that land available for residential, industrial or commercial purpose. 9. Ocean Acidification: It is a direct impact of excessive production of CO2. 25% of CO2 produced by humans. The ocean acidity has increased by the last 250 years but by 2100, it may shoot up by 150%. The main impact is on shellfish and plankton in the same way as human osteoporosis. 10. Ozone Layer Depletion: The ozone layer is an invisible layer of protection around the planet that protects us from the sun’s harmful rays. Depletion of the crucial Ozone layer of the atmosphere is attributed to pollution caused by Chlorine and Bromide found in Chloro-floro carbons (CFC’s). Once these toxic gases reach the upper atmosphere, they cause a hole in the ozone layer, the biggest of which is above the Antarctic. The CFC’s are banned in many industries and consumer products. Ozone layer is valuable because it prevents harmful UV radiation from reaching the earth. This is one of the most important current environmental problem. 11. Acid Rain: Acid rain occurs due

Already, hunters and anglers are seeing changes in migration patterns and animal behaviour, and gardeners and farmers see plants sprouting, flowering, and losing their leaves at different times, forcing them to change what they can plant. Historic droughts are forcing farmers to plant different crops, and some farmland is becoming unusable. Many researchers work to develop detailed predictions about the effects of climate change in local areas, and to make those predictions available to the general public. Predicting the long-term consequences is complicated in part because choices we make as individuals and as a society will change those outcomes. By reducing the amount of carbon dioxide and other heat-trapping gases in the atmosphere, the effects will be less severe than if we choose to increase the amounts of those gases. Its 2016, And we still don’t have common citizen service center to avail govt services for the General public under one roof. I remember the CCSC Kerala in the year 2005 how systematic and computerized. The A/C room had sitting facilities ,Token system and water drinking facilities for its general public to walk into their govt buildings and avail services all under one roof. Ie Aadhaar, Death and Birth certificates, Business permits, SC/ ST certificates , Ration cards ,Municipal services and all govt services for General public. Besides it was accessible for physically handicapped persons. I am yet to see such service here in the commercial hub of Dimapur. One have to run from one end of the town to other end and require many visits to different depts. Some of the govt buildings have cramped places with poor lighting and non- existant sitting facilities. There seems to be no sense of customer service neither citizen centric and the Dimapur residents are treated like cattle class. Asang, Dimapur

President Pranab Mukherjee presents Sustainable Development Leadership Award to Pawan Chamling, Chief Minister of Sikkim at the World Sustainable Development Summit in New Delhi on Thursday. As President of the republic, four days ago I had the privilege to ratify the agreement. I am glad that our ratification has occurred prior to the next COP22 (in Morocco) and I hope that it will encourage other countries to follow suit. “If the legally required ratification by countries who together account for 55 per cent of the global emissions is achieved, it will enable the coming into force of
the Paris Agreement before the next conference. This will be a major boost to our fight against climate change,” Mukherjee said. He was speaking after inaugurating the World Sustainable Development Summit (WSDS), 2016, organised by The Energy and Re s o u r c e s I n s t i t u t e (TERI) on the theme ‘Beyond 2015: People, Planet and Progress’. Noting that promising initiatives have been taken both at the national and international levels aimed at addressing the challenge of climate change, Mukherjee said the adoption of the Paris
CIC seeks 70 percent of Delhi MLAs ‘underperforming’: Report compensation New Delhi, Oct 6 (PTI): The AAP is “not” being different from other parties with over 70 per cent of Delhi MLAs found to be “underperforming”, even compared to Mumbai’s BJP, Shiv Sena and Congress legislators. In fact, nearly 33 per cent of the Delhi MLAs, overwhelmingly belonging to the AAP, hardly participated in discussions, data collated from Assembly sessions held in 2015 show. The findings, part of a report released by Praja Foundation here today, also claim that despite the government and municipalities having received 10,102 complaints related to mosquito nuisance and fogging last year, no MLA raised the issue in the House. “72 per cent of the MLAs are underperforming in terms of quality of issues raised in the House. The Mumbai MLAs are doing far better in this respect,” the report says. It ranked AAP’s SK Bagga, Nitin Tyagi and BJP’s Jagdish Pradhan as the top performers. AAP MLAs -- excluding Chief Minis-
ter Arvind Kejriwal, other Ministers (2015), Speaker, Deputy Speaker and Delhi Cantt MLA Surinder Singh -- scored 58.44 per cent while the three BJP MLAs got 66.04 per cent. The ratings of the MLAs were based on data accessed through RTI and personal interviews with 29,950 citizens of Delhi conducted by a survey research organisation. They were rated on the basis of their performance in the Assembly and public perception during the period from February 24, 2015 to December 22, 2015. The Assembly met for 26 days during this period in which the 58 rated MLAs raised 951 issues. While in Mumbai, during the same time, its 31 rated MLAs raised 4,343 issues during 50 sittings. AAP MLAs raised 12 issues on average, while Mumbai’s ruling BJP and Shiv Sena MLAs raised 69 issues on an average, it said. “ W h i l e t h e r e we r e 1,50,885 complaints registered for water supply, there were only 33 issues raised by MLAs.

New Delhi, Oct 6 (PTI): The country’s largest prison Tihar has been asked by the Central Information Commission to develop a system of giving compensation to inmates who have been incarcerated for a duration more than their sentence period. The Commission has also directed the prison authorities to suo moto disclose the process of compensation to such prisoners as part of their obligation under the Right to Information Act. “Strangely the courts treated the MLA and the common man differently in awarding compensation. A poor prisoner Rudul Shah got Rs 30,000 for 14 years of extra detention, while an MLA Bhim Singh was given Rs 50,000 for one day’s false imprisonment. In a recent case, another poor citizen got just Rs 50,000 for 113 days of imprisonment,” Information Commissioner Sridhar Acharyulu pointed out in his order.

He said the threat of climate change is “real and immediate” and developing economies like India are more vulnerable to climate change as they are closely tied to climate-sensitive sectors like agriculture and forestry.
New Delhi, Oct 6 (PTI): Acknowledging that India was “lagging” on the research front, more so in the medical field, the government today pitched for multi-institutional collaboration in the area and asked AIIMS, IITs and other top institutions to play a leading role in it. Secretary of Department of Biotechnology K VijayRaghavan said the growing economy has thrown up an “extraordinary opportunity” for “extraordinary synergy” across multiple sectors. “If you talk of this region, you have AIIMS, and Safdarjung (Hospital) in the vicinity, and IIT-Delhi and JNU are not far. And, then you have National Institute of Immunology and South Campus (of Delhi University). But these institutions have grown in relative isolation of each other,” he told a function at the All India Institute of Medical Sciences here. “Now, that may be necessary for developing institutional capability. But once you have developed this capability, then you (institutions) must through open your walls (for multi-sectoral partnership) as the growing economy presents an extraordinary opportunity for extraordinary synergy among them,” he said. “People say, we don’t have the Stanfords and the CalTechs, and I say they are staring at our face,” he said.

LeT threat to minister; security beefed up Srinagar, Oct 6 (PTI): The security of Jammu and Kashmir Education Minister Naeem Akhtar has been beefed up following threats to him by militant outfit Lashkar-e-Toiba (LeT) over restarting of schools in unrest-hit valley and urging people to send their wards to schools. The officials of the security wing briefed the minister about the precautions he should undertake while directing his personal security personnel not to leave him alone. “The security staff (of the minister) along with the liaison officer
(has been) briefed to remain present round the clock and nobody will leave person/ place alone. Augmentation of access control at official residence of the protectee (Akhtar) has already been made,” reads a letter from the SSP Security (Kashmir) to his superior officer. Security officials have also recommended enhancement of the height of the perimeter fence on the rear side of the minister’s house and augmentation of the CRPF guard. “Barricades need to be erected at the entry gate.... laying of concertina wire on
the fence, at the front and rear side (of the minister’s residence),” the letter reads. Akhtar, one of the most vocal critics of the ongoing agitation spearheaded by separatists due to its effect on education, had appealed to parents to send their wards to school. LeT has threatened Akhtar against forcing people to resume normal work. “Akhtar should desist from forcing people to end the strike.. If Naeem Akhtar does not budge, we will initiate action against him,” LeT had said in a statement last week.

New Delhi, Oct 6 (PTI): India today reacted sharply to the extension of the “technical hold” on banning JeM chief Masood Azhar by the UN, saying the global body will be sending a “dangerous message” if it fails to act upon India’s demand for his designation as a global terrorist. Without naming China, External Affairs Ministry Spokesperson Vikas Swarup said only one country had put the technical hold, blocking the ban by another three months, and criticised the complete “non-transparent and anonymous” manner of designating individuals by the UN Sanctions Committee. Noting that the UN Sanctions Committee has already proscribed Pakistan-based Jaish-e-Mohammed, he said the panel, however, ignored the need to take action against the organisation’s main leader, financier and motivator who continues his terrorist actions unhindered. Responding to the extension of the hold, he said, “The Committee has already pondered (over) our submission for the last six months. It will get a further three months to ponder, but that will in no way change the strange situation we have of the Committee designating the terror organisation but failing to or ignoring the need to designate the organisation’s most active and dangerous terrorist. “We conveyed to the Committee that it is expected to proscribe Azhar under the 1267 Sanction Regime on the basis of our submission. Such a designation would help send a strong signal to all terror groups across the world that the international community is no longer going to pursue, or tolerate, selective approaches to terrorism. “Distinction between good and bad terrorists is fallacious and counterproductive. Concomitantly, it will also be sending a dangerous message if it fails to act upon India’s Submission.” He noted that the issue was also being taken up with the Chinese Government. He also emphasised that India would welcome any move which enables functioning of the UN Committee in a “manner where political considerations do not hold hostage the designation of known terrorists” and change the rule of “complete non-transparency and anonymity” of this process. On March 31 this year, China - a veto-wielding permanent member of the Security Council - had blocked India’s move to put a ban on Azhar under the al-Qaeda Sanctions Committee of the Council. China was the sole member in the 15-nation UN organ to put a hold on India’s application with the rest 14 members of the Council supporting New Delhi’s bid to place Azhar on the 1267 sanctions list that would subject him to an assets freeze and travel ban. The Chinese technical hold had lapsed on Monday, and had China not raised further objection, the resolution designating Azhar as a terrorist would have been passed automatically. Beijing had on Saturday announced the extension of its “technical hold”.

PORT-AU-PRINCE/SANTO DOMINGO/WASHINGTON, OCT 6 (IANS): Hurricane Matthew moved toward the Bahamas and Florida’s eastern coast after killing at least 17 people and battering Haiti and Cuba with torrential rains. The damage from the storm was so bad it forced Haiti’s electoral council to postpone Sunday’s presidential election. The hurricane, described by UN officials as “the worst humanitarian crisis to hit Haiti since the 2010 earthquake”, whipped Cuba and Haiti with 230 km per hour winds on Tuesday. The president of Haiti’s Provisional Electoral Council, Leopold Berlanger, said a new date for the presidential elections would be announced by next Wednesday at the latest after talks between various interested parties, France 24 reported. UNITED NATIONS, OCT 6 (AGENCIES): The UN Security Council was poised on Thursday to back Antonio Guterres, a former Portuguese prime minister and head of the UN’s refugee agency for a decade, as the next secretary general. The 67-year-old socialist politician, who will be the first former head of government to become UN chief, has pledged to revamp the global diplomatic body to boost its peacemaking efforts and promote human rights. His path to the job of world’s diplomat-in-chief was smoothed in a decisive Security Council vote on Wednesday, during which 13 of the 15 members backed his candidacy and none of the five veto-holding powers blocked him. Russian ambassador Vitaly Churkin emerged from the council chamber along with the 14 other ambassadors to declare that Guterres was on course to succeed Ban Ki-moon. “We have a clear favorite and his name is Antonio Guterres,” he said. Churkin added that Thursday’s vote was expected to confirm the choice of Guterres “by acclamation.” “We wish Mr Guterres well in discharging his duties as the secretary general of the United Nations in the next five years,” he added. South Carolina Governor Nikki Haley planned to call for more evacuations, as Matthew is expected to be very near Florida’s Atlantic coast by Thursday evening. Florida had urged about one-and-a-half million residents to leave the coast, an official said, while the number in Georgia is around 50,000. The National Weather Service (NWS) advised that “loss of life” and “immense human suffering” were possible from strong winds for those who did not take heed of the precautions. “Catastrophic damage” is also a possibility, and the storm could “leave areas uninhabitable for weeks,” the NWS announced on Wednesday. Matthew struck the Bahamas after killing at least 22 persons in Haiti and four in the Dominican Republican on Tuesday. The storm weakened from a Category 4 hurricane after ploughing into Haiti and Cuba, where it left a trail of devastation. Matthew was a dangerous and life-threatening Category 3 storm with sustained winds of 120 mph (190 kph) as it passed through the Bahamas.

GENEVA, OCT 6 (AFP): The UN’s Syria envoy today made an impassioned appeal to save eastern Aleppo, warning the city faced total destruction and urging Islamist fighters to leave so civilians can get aid. “In maximum two months, two and half months the city of eastern Aleppo may be totally destroyed”, Staffan de Mistura told reporters in Geneva. The rebel-held eastern part of Aleppo has been hammered by a Russian-backed government offensive, including multiple attacks on hospitals. De Mistura noted that the presence of Al-Nusra fighters in the city has been used as a justification by Moscow and Damascus for the continued assault. The former Al-Nusra Front has recently changed its name to Fateh al-Sham Front following a break with Al-Qaeda, but many still see the two groups as tied. “Can you please look at my eyes”, de Mistura said in a direct appeal to Nusra leaders, before pleading with them to quit Aleppo. “If you decide to leave with dignity... I am personally ready to physically accompany you,” the UN envoy said. The UN estimates that 275,000 civilians are under siege in east Aleppo, with aid deliveries all but impossible since government forces seized the last supply route in July.

LONDON, Oct 6 (PTI): Adolf Hitler was a gibbering “super- junkie” whose veins were all but destroyed by thousands of opiate injections and the Nazi dictator’s heavy reliance on drugs was behind his “increasingly erratic” decision-making in later stages of World War II, a new book has claimed. According to Norman Ohler, an award-winning German author, the Fuhrer became addicted to a heroin-like substance called Eukodel which was prescribed following a nervous breakdown in 1944. Ohler’s book ‘Blitzed: Drugs in Nazi Germany’, which British historians have praised as a “remarkable” work of research, argues that the heroin-like opiate was largely to blame for Hitler’s erratic and paranoid behaviour towards the end of his life, The Telegraph reported. It brings to light extracts from the journal of Dr Theo Morell, Hitler’s personal physician, who once complained he could no longer inject the drug
as nearly all of his patient’s veins had collapsed. “I cancelled injections today, to give the previous puncture holes a chance to heal,” one entry reads. “Left inside elbow good, right still has red dots (but not pustules), where injections were given,” it says. Ohler said Hitler began the drugs regime after narrowly surviving the 1944 assassination attempt known as ‘Operation Valkyrie’, in which the German resistance planted a bomb in a briefcase under his desk. The explosion shattered both of Hitler’s eardrums, riddled his body with splinters from a wooden table that shielded him from the blast and turned him into a nervous wreck. “I’m afraid that from 1944 onwards, Hitler did not spend a single day sober,” Ohler was quoted as saying. “Before then, he was a very public person...but the attempt on his life left him withdrawn, paranoid and anxious. He demanded that Dr Morell restore him to his former confident self, so from that point on he received thousands of injections -- most frequently Eukodol, which is like heroin but with a greater potential to make you euphoric,” he said. In an extract from the book itself, Ohler writes: “Germany, land of drugs, of escapism and worldweariness, had been looking for a superjunkie.” “And it had found him, in its darkest hour, in Adolf Hitler,” it says.

‘Myths of the Hills,’ book by Talitemjen released A
book, Myths of the Hills which is an English translation of “Tar Nunger Otsü” by Talitemjen Imchen was released Thursday at NEZCC by director NEZCC, Lipokmar Tzudir. Re l e a s i n g t h e b o o k Tzudir opined it was difficult to concretize ‘knowledge’ informed through various aspects of oral history and culture and thereby creating a “sort of vacuum.” He said that myths, though it cannot be scientifically proved, serves as a repository of not only filling up that vacuum but also serves as continuity in the construction of “our” oral history. Further, he lauded the efforts of the author as well as the translators and editors in making the translated volume possible. Author of the book Talitemjen thanked NEZCC for seeing value in the book and sponsoring for the printing.
He also thanked the translators Anenla Jamir, Dr. Chubatola Aier and Dr. Asangba Tzudir for taking the work to a larger readership and also thanked the Publisher and Chief Editor Dr. Lanusangla for publishing the book. Dr. Asangba Tzüdir, one of the translators, highlighted the difficulty of creating oral vibrancy through the written work besides the danger of mistranslating cultural terms and finding the right word equivalent so as to maintain the cultural context and connectedness with the past. Rolling Stones announce first album since 2005

he Rolling Stones have confirmed they will release a new album of blues covers in December. Blue and Lonesome was recorded over just three days in London earlier this year, and features new versions of songs by Howlin’ Wolf and Jimmy Reed. Guitarist Eric Clapton also features on the record, having dropped in to the sessions while he recorded his own album in the studio next door. The Stones haven’t released a studio album since 2005’s A Bigger Bang. The last time they premiered original material was on the 2012 compilation record Grrrr! - which featured two new songs, One More Shot and the single Doom and Gloom.
The band first revealed their plans to release an album of covers in April. “We’re actually in the studio in the moment cutting new stuff,” Keith Richards told BBC 6 Music, while guitarist Ronnie Wood said that the band had “cut 11 songs in two days, just ‘bang’ - like that.” “It was like, ‘this is what the Stones do, we play blues.’”Blue and Lonesome was recorded in British Grove Studios in Chiswick, West London, a couple of miles from Ealing, Richmond, and Eel Pie Island, where the band built their reputation in the 1960s. It will be released on 2 December by Polydor Records, with pre-orders beginning on Friday, 7 October.

In the first match, YA Marepkong kicked off against the tougher and a favourite contenter of the championship, Fusion FC. As expected, the players of Fusion FC dominated the game from mark go and demolished their opponents with an easy win of 7 – 0 to the score board, at the end of time. Nyithang Rengma (19) of Fusion FC won the laurel of 1st hat-trick of the tournament and also his personal best score of 5 goals in a match, till date.

Shardul to replace injured Bhuvneshwar
New Delhi, Oct 6 (IANS): Medium pacer Shardul Thakur was on Wednesday called in as a replacement for injured Bhuvneshwar Kumar for the third and final Test against New Zealand in Indore starting on Saturday. Jitu shoots silver at World Cup in Italy
Bologna, Oct 6 (PTI): Ace Indian shooter Jitu Rai shrugged off the disappointment of a poor Olympic campaign by clinching a silver medal in the 50m pistol event of the ISSF World Cup Final here today. Jitu shot a score of 188.8 to finish behind China’s Wei Pang (190.6). Italy’s Giuseppe Giordano settled for the bronze medal with a score of 170.3 in the final. Jitu, who was touted as India’s best shooting medal hope in Rio but failed to deliver, had earlier won a silver medal at the ISSF World Cup in Baku, Azerbaijan in the 10m Air Pistol event.

Delhi beat Chennaiyin FC 3-1
Chennai, Oct 6 (Agencies): Brazilian winger Marcelo Pereira was the cynosure of all eyes as he struck a brace in Delhi Dynamos 3-1 win over defending champions Chennaiyin FC at Jawaharlal Nehru Stadium, Chennai, on Thursday. Playing their first match this season, Delhi Dynamos turned on the magic with Marcelo, better known as Marcelinho, scoring two goals for his side in the first session after Dudu Omagbemi had briefly cancelled his 26th minute goal. Badara Badji put the match beyond Chennaiyin FC’s reach with the third goal in the 86th minute. Chennaiyin FC are without a win from their first two matches after drawing the opening match against

Delhi soon recovered from the initial Chennaiyin FC push and moved ahead in the 26th minute after Milan Singh won a penalty. Milan spotted a long cross from Souvik Chakraborty and was making his run when he was brought down by Chennaiyin FC goalkeeper Duwayne Kerr. Marcelinho stepped up to take the penalty and sent the goalkeeper the wrong way. Chennaiyin FC, however, did not take too long to draw level. Dudu was afforded space by the Delhi defence and he made them pay by latching on to a through ball from Jeje and slamming it past a diving

Chennaiyin FC were now back in the game but Delhi took they by surprise again two minutes later as Marcelinho hoodwinked the rival defence and gave Kerr no chance with a first-time attempt. Had Delhi converted the chances that came their way after being 2-1 ahead, the match would have been killed at the half-time whistle itself. In the second session, Delhi Dynamos were comfortable with the ball and rarely looked threatened. Delhi made it 3-1 with six minutes left on the clock when a Kean Lewis cross from the left was finished with a thumping header by substitute Badara Badji.
